Nunavut braces for postal strike Potential stoppage set for Wednesday, if labour dispute isn’t resolved

Barring a last-minute agreement on a new contract, unionized Canada Post employees are set to strike on Wednesday and Nunavummiut are preparing for repercussions.

Those running businesses in the territory have more alternatives to Canada Post than they used to in the past, but arranging for customer payment still involves a significant volume of mail, said Kitikmeot Chamber of Commerce president Wilf Wilcox.

"Getting your bills out and bills in is really pretty much a mail thing," Wilcox said.

"There’s alternatives but you still need paper flowing and

good access to mail, for sure ...

For the Government of Nunavut (GN), the greatest impact of a mail stoppage will be on residents who don’t use electronic funds transfers (EFT) or pre-authorized payments for billing, according to Wende Halonen, communications staff member with Executive and Intergovernmental Affairs.

Patrol vessel could be in Arctic by 2020 Arctic offshore patrol ship to be put through paces before deployment

The Royal Canadian Navy (RCN) saw its newest Arctic patrol ship touch saltwater for the first time this month and could be deployed to the

Arctic as early as 2020, say navy officials.

Irving Shipbuilding is tasked with building between five and six vessels, though the sixth Arctic and Offshore Patrol Ship (AOPS) isn’t a certainty, said Rear Admiral Casper Donovan.

The vessel, built by Irving Shipbuilding in Halifax, is 103 metres long, making it the largest navy vessel constructed in 50 years. It was launched in the Bedford Basin, which forms the northwestern end of Halifax Harbour.

The shipbuilders at Halifax Shipyard successfully transitioned Canada’s lead Arctic and Offshore Patrol Ship (AOPS), the future HMCS Harry DeWolf, from land-level onto a submersible barge for the vessel's planned launch Sept. 15.

The ship will undergo testing before it is delivered to the navy in the summer of 2019, where it will see further trials before its deployment during the navigable season, said Donovan.

The vessel will be able to patrol in Arctic conditions through ice around one metre thick, he said.

It is also designed to work with partners including the Canadian Coast Guard.

"We’ve designed it to be able to work with partners and provide additional spaces if people from other departments need to be on board," he said.

There isn’t any detail yet from the navy on what communities will see the ship in their waters, said Donovan.

"We are very sensitive to local communities and areas of interest to those communities," he said.

The navy is engaged with Indigenous and Northern Affairs Canada, but as the ships become operational in the Arctic, the navy will "become much more connected with local communities," he said.

Until recently, Canada has had limited Arctic patrolling capacity compared to its eastern and western seas, he said.

The navy has 12 Halifax-class frigates on its eastern and western coasts and 12 maritime coastal defence vessels.

For a number of years, the navy has deployed those vessels into the North for Operation Nanook, though

they lack the resiliency to endure Arctic conditions.

"They’re limited to where they can go because they are not capable of operating in ice, which can be very dangerous and cause serious damage to those vessels," he said.

"The Arctic Patrol Offshore vessel will give us the capacity to do what we do today off our coasts, up in the Arctic. We’ll be better configured as a purpose-designed ship to collaborate with any number of partners," he said.

The navy hopes its new vessels will support collaboration, search and rescue efforts in the North and reinforce Arctic sovereignty, said Donovan.

"At the basic level, in the context of international agreements and law, a country has the right to claim sovereignty over parts of its ocean estate," he said.

That includes safeguarding the environment, regulating commercial activity and providing search and rescue services, said Donovan.

Climate change and advancements in technology are making Canada’s Arctic more accessible, including to commercial activity and cruise ships, all of which will make the navy’s presence in the North useful, he said.

The vessel will be christened HMCS Harry DeWolf, after Vice Admiral Harry DeWolf, born in Bedford, Nova Scotia, and commander of the HMCS Haida in the Second World War.

Faster, cheaper broadband for Nunavut Northwestel telecom improvements to roll out in communities this fall

The Internet is about to get much faster in Nunavut, as Northwestel launches a broadband satellite network that will triple the speed of its existing network.

Northwestel is launching the Tamarmik Nunalitt network infrastructure in Iqaluit by October, and in all 25 communities in the coming months.

Higher speeds will help businesses communicate and residents connect with friends and family in other communities, said Minister of Community and Government Services Lorne Kusugak.

"It will give access for Nunavummiut to the rest of the county at the rest of the country’s pace," said Kusugak.

Better telecom will improve business communications and speed up the sharing of documents and allow for videoconferencing, he said. It will also improve access to online education programs.

"Once all the kinks are worked out, it gives us opportunities. It also gives us access to the fun things," he said.

Poor telecom access in Nunavut is "a real pain," said Kusugak.

"I don’t think we stop here. I think we need to try to get into fibre optic," he said.

"Nunavummiut are entitled to the same level of vital infrastructure as their fellow Canadians," said Kusugak, adding that he will con-

tinue to advocate for better connectivity in the North. "Our people and our economy depend on it."

The new satellite network is a partnership with Telesat, the Government of Nunavut and the federal government.

Innovation, Science and Economic Development Canada (ISED) provided $49.9-million to improve connectivity in remote communities.

That investment is part of a $500-million commitment to bring high-speed Internet to 300 rural and remote communities in Canada by 2021.

"Access to high-speed Internet is not a luxury. It’s an essential service that all Canadians should have access to, regardless of where they live," ISED Minister Navdeep Bains stated in an news release.

"Our communities need this service to do business, upgrade their education and build stronger communities."

The new network will increase the top speed of Internet from five Mbps to 15 Mbps.

The network communicates with Telesat’s recently launched Telstar 19 Vantage satellite, allowing better Internet for remote communities, according to a Northwestel news release.

New packages will be available in Iqaluit as of Oct. 1 and in Cambridge Bay, Arviat and Rankin Inlet by the end of the year. It will be available in the remainder of Nunavut’s communities in 2019.

Northwestel is dropping its package rates at five Mbps to $80 per month, or $100 less than existing

rates. It is offering a 100 GB monthly cap at the highest speed available for $129 per month.

Another Bell-owned company is broadening its LTE wireless networks in Iqaluit and Rankin Inlet

and will connect 13 other communities by the end of 2018, stated the release.

All Nunavut communities will have LTE coverage under Bell Mobility in 2019, it states.

Long tail of colonialism threatens ability to heal Northern News Services

Testimony at the recent Missing and Murdered Indigenous Women and Girls inquiry hearings in Iqaluit showed there is a still a lot of work needed to heal the wounds of colonial violence, if it’s even possible in light of the fact such violence persists.

The lingering memories of colonial violence include the forcible removal of children and adults to residential schools and tuberculosis sanatoriums, and the slaughter of sled dogs at the hands of RCMP officers. Governments continue to offer apologies for these transgressions, with money being the supposed fix.

For Inuit and other Indigenous women in Canada, colonial violence continues to manifest itself physically and institutionally.

The 20th century exploitation of the eastern Arctic for national sovereignty and for its natural resources saw Inuit forced into communities, their culture and language besieged, and southern ways institutionalized.

As a result, many Inuit struggle with issues related to self-identity, cultural wellbeing, and language loss, and the southern institutions designed to help are insufficient to provide safety.

The long tail of colonialism means many of the physical risks are now found at home. The pain spreads in families, and this will take generations to heal.

Racism against Inuit continues to be a real force within Nunavut, where we have heard firsthand in the Court of Justice the accounts of Inuit women and children who have fallen victim to abusers and pedophiles who come from the south looking for easy targets. Other media have shown this to be the case in Nunavik, as well.

We can’t forget the Ottawa police sergeant who made racist comments online in the wake of Cape Dorset artist Annie Pootoogook’s death, or the acquittal of the man accused in the Tina Fontaine murder case in Manitoba. Both give hints of the racism Indigenous women face in the justice system.

Public infrastructure is another risk. B.C. recently enacted a recommendation by missing women

inquiry commissioner Wally Oppal to bring public transit to the famed Highway of Tears – the northern B.C. highway between Prince George and Prince Rupert where dozens of Indigenous women and girls have been murdered or gone missing since 1969. But the public transit has created competition for the Greyhound bus service, which is pulling out of northern B.C. on Oct. 31. Where public transit is insufficient, some women trying to travel along the route will resort to hitchhiking, an activity that has led to the deaths and disappearances of so many Indigenous women.

The federal government has provided a limited timeline and limited funds to the inquiry, meaning the potential for solutions and healing will be limited. Former commissioner Marilyn Poitras told Maclean’s magazine that the inquiry’s existence is the victory, and that the final report will not stop Indigenous women from "being trafficked or pimped out ... (or) murdered."

To us, the real victory will be that women’s voices and concerns are truly heard – and their accounts believed. In the modern era, we fear that victory will be hard fought and slow to come.

Expression of interest Interest groups and organizations are formed because someone or a group expressed concern and took the steps to assist in improvements. This covers a wide spectrum and I hope I can shed some light around this idea.

In every community across Nunavut, there was a time when the federal government began to assert its authority and sense of responsibility known as sovereignty, and looked north.

They introduced to the sparse population that they needed to organize and select a group who showed their attributes in leadership, and to form councils and forums in the best interest of the community. This thought-of organizing implied services and programs that would have the community move forward in positive steps in family services, recreation, infrastructure and many other types of community development.

This idea or concept was already practiced in earnest in the early years of our parents and grandparents as they traversed the land in their trapping, fishing and harvesting. They were aware of the condition of the small group and in serving and providing for, everyone concerned was attended to.

As the years rolled by, this kind of awareness took on a more southern or western type approach, as they refer to it today, and made it more complicated. You need to elect a chairman, board members. This board has to be

broken down to an executive and in this executive setting we need a finance person, a human resource person, a director, a superintendent and all of a sudden you have ‘more chiefs than Indians’ and things really become complex and hard to deal with. All this because a foreign body said we had to organize.

Today we have the hamlet council who’s responsible for our municipal requirements, such as road maintenance, water, sewage and garbage delivery, by-law enforcement, recreation, sports complex and land use or land inquiries by interested parties, to name a few.

So, although the need to organize is crucial for community growth, we need to ensure that the group or organization is not distracted by internal conflicts or personal gain by the members given the responsibility in community governance. This is a tall order and the best interest of the community members makes for positive growth and expansion.

Welcome to beautiful, wintery white snowy Cambridge Bay. Winter has returned, the beautiful white snow on the land is the most beautiful sight this time of year. A lot of the lakes, the rivers, the ocean, are starting to freeze.

Soon, the fishers will begin to set their nets for orange-bellied char and residents continue to go hunting by land on ATVs. Boating season is pretty well done for another year.

The icebreakers and the barges have been busy coming in and out of Cambridge Bay to resupply the community, so the stores and residents of Cambridge Bay get to enjoy new vehicles, more stuff in the stores. It's like Christmas in the summer.

This time of year, it's nice to go out caribou hunting. Lots of sun lately after we had a lousy summer. Lots of luck and be safe out there.

School has started, both Kullik and Kiilinik had lots of smiling faces at the schools. Have a great year at school. We are proud of you.

Also welcome all the Arctic College students, including those from outside the community. Good luck in your studies and enjoy Cambridge Bay. Cambridge Bay had a very busy summer with construction and lots of visitors. We had lots of birdwatchers, scientists from different

The Kitikmeot mayors' conference was held this past week in Cambridge Bay, and there were several issues raised, including concerns about overcrowding of houses and the cost of flying, the need for more hotel space or boarding home space for Kitikmeot residents in Yellowknife, the need for country food to be distributed or flown to communities at a reasonable cost,

the need for updated computer systems. They expressed their appreciation of visits by department heads.

We appreciate our mayors and councillors who look after the communities and the people.

We wish you all well and appreciate all the work and efforts you do for the communities and improving life for the people and children.

Besides doing the rounds with media in Toronto – Nutarariaq completed nine interviews in one day – and attending an event promoting women in film, he was able to again converse with veteran Indigenous Canadian actress Tantoo Cardinal, who also appears in The Grizzlies.

"She’s done over 100 projects," he said. "To finally be able to meet her and work with her, I started to remember all these shows on TV that she was part of, and that was really amazing."

It was a busy summer for Nutarariaq as he finished work in Newfoundland on season two of the CBC TV series Little Dog – about a Canadian boxer – shortly before TIFF. He also got married in late August. He and his agent are lining up more projects for the future, he added.

Grizzly shot in Kugluktuk Kugluktuk A local hunter shot and killed a twoyear-old male grizzly bear on Sept. 18.

Sanikiluaq’s Paatsaali School, which opened in the 2011-2012 school year, is one of six Nunavut schools for which the Government of Nunavut would have to pay full replacement value if it were destroyed because it’s not worth more than the GN’s $20 million deductible. School insurance hits record high Government departments still working on security measures to protect territory’s schools

The amount the Government of Nunavut is doling out for school insurance has reached the highest annual total yet: more than $1.8 million.

That’s up from $1.5 million in 2017-18, $653,891 in 2016-17, and $190,730 in 2015-16.

The GN’s deductible – the amount the government would have to pay towards repairs or replacement of a damaged or destroyed school – remains at $20 million. Six schools are worth less than that, meaning the GN would have to cover the entire replacement cost if destroyed.

Those schools are Victor Sammurtok School in Chesterfield Inlet, Paatsaali School in Sanikiluaq, Qarmatalik School in Resolute, Umimmak School in Grise Fiord, Nanook School in Apex and Iqaluit’s Ecole Des Trois Soleils, said Jeff Chown, deputy minister of Finance.

Last September, former finance minister Keith Peterson warned his colleagues in the legislative assembly that, following deliberately-set devastating school fires in Kugaaruk

in 2017 and in Cape Dorset in 2015, Nunavut schools face the risk of becoming "uninsurable".

"In other words, every school that burned down we had to pay the entire amount," Peterson said at the time.

During that same legislative assembly sitting, then-education minister Paul Quassa spoke of all schools needing to have security, noting that some schools have hired guards and that the government was working on a broader security plan.

Pujjuut Kusugak, deputy minister of Education, clarified last week that the use of security guards or "fire watch" guards is only a temporary measure when a particular safety concern exists.

Kusugak said his department is working with Community and Government Services on issues such as securing under-school crawl spaces and ensuring intrusion alarms and surveillance systems are in working order.

"The department encourages all community members to understand the role they can play in ensuring the security of school

buildings," Kusugak stated.

In Kugaaruk, construction is underway on a $40 million replacement school.

In Cape Dorset, the new $34-million Peter Pitseolak School opened earlier this month.

The building is less susceptible to fire as it was fabricated from metal and concrete and has a "massive" fire-suppression system, said Cape Dorset District Education Authority chair Claude Constantineau.

"It’s quite secure," he said, adding that the school’s locks, alarms and video monitoring are also impressive. "I think we’re ahead of the game."

Iqaluit District Education Authority chair Doug Workman said he was reassured when he found out in the spring that the Department of Education has plans to install high-resolution cameras at all Nunavut schools.

"This is a relief for our Iqaluit District Education Authority board members and school staff due to the number of vandalism incidents that have occurred at Inuksuk High School, Nakasuk School and Aqsarniit Middle School over the past several years," said Workman.

Pond Inlet asks how to use cruise ship tourism proceeds

Mittimatalik/Pond Inlet The Hamlet of Pond Inlet is consulting on how to manage the financial returns from this year’s cruise ship season, said senior administrative officer Daryl Dibblee.

The hamlet earned $250,000 in cruise ship docking fees and has hired a consultant to determine how that money should be used to maximize the benefit to the community, he said.

Last year, 10 cruise ships passed through the community, but that number more than doubled to 23 this year with an average of 150 people per ship, said Dibblee.

A total of 3,500 people came through the community, and that number is expected to rise in coming years, he said.

The consultant will weigh how to use the funds and whether to reinvest the $250,000 into new infrastructure investments for tourism.

Tourism allows craftspeople to sell their wares, and the community anticipates as many as 40 cruise ships will visit the community in the coming year, he said.

Seeking additional narwhal tags

Kugaaruk Kugaaruk hunters have already accounted for all the available 113 narwhal tags, but that hasn’t satisfied local needs. So a request has been sent to other communities in the region to see if they have any remaining narwhal tags they can spare, said Mark Jr. Karlik, manager of the Kurtairujuark Hunters & Trappers Association.

Hunters and trappers representatives in Cambridge Bay said they may be able to surrender 12 tags, Taloyoak had three to give away and there’s a possibility of some being available from Kugluktuk as well, Karlik said.

"That was very generous of them," he said of the offers of assistance.

Kugaaruk was issued 156 narwhal tags last year but didn’t use them all. The reduction to 113 this year has proven a bit too much, according to Karlik.

"It went way down," he said. "We still have a lot of need."

Narwhal hunts can normally take place until the first week of October, which is usually when the ice along the shore starts getting thick and interferes with boating, Karlik added.

Terry Fox coin drive a success

Iqaluit Aqsarniit Ilinniarvik School in Iqaluit raised $2,300 for this year’s Terry Fox Run through its annual coin drive.

Grade 7 teacher Rob Strutz has organized the fundraiser at the school since 2009, but has participated in Terry Fox fundraising since he was a kid, he said.

"Ultimately, everyone has been touched by cancer and you look at what Terry Fox did, and his vision and his dream," he said.

"It’s important to carry that legacy on."

Honouring Fox’s legacy with middle school kids teaches them about perseverance, resilience and dealing with adversity, said Strutz.

"It’s a sense of community when we come together and help each other out," he said.

Formulating an oil spill response plan

Qausuittuq/Resolute Representatives from the Canadian Coast Guard and the World Wildlife Fund were in Resolute last week to help residents come up with an oil spill response plan in case there’s ever a significant fuel spill in Lancaster Sound.

Mayor Tabitha Mullin said she can’t remember a large-scale spill occurring in nearby waters during her lifetime, but she applauded the preparations.

"It’s always good to know what to do and who to call," Mullin said. "At least some of the people in the community would be able to assess and try to do something while help is on the way because it’s so far away. We don’t always have the equipment to do anything about it."

Kings, queens, bishops and castles

Gjoa Haven Robby Qammaniq is trying to launch a chess club in Gjoa Haven. He’s found some eager fellow players in Derek Donald and Assol Kubeisinova, but they’re looking for more people of all ages to come to the community centre for lessons and matches every Sunday afternoon.

"Chess can teach people about strategy," Qammaniq said.

Qammaniq began playing chess at age 12, having learned the rules from some uncles and cousins.

Donald was also introduced to the game as a child, but it was his grandfather doing the teaching.

"Chess is a great way to exercise the mind. It teaches people to always be thinking ahead, not just on the next move in life," said Donald.

Qammaniq said the chess club will give residents another option for something to do.

"If you can help provide some services for a community in any way, it can be helpful for the people," he said, adding that a chess tournament could be in the offing later this year if enough players step forward.

Pinnguaq Association opens creative space

Iqaluit The Pangnirtung-based Pinnguaq Association is opening its own Iqaluit Makerspace as a hub for creativity, innovation and knowledge sharing in Nunavut.

The space will be at House 754, and will offer opportunities

for exploration in science, technology, engineering, arts and math that intersect with everyday life, language and culture, states a news release.

Interested community members are welcomed to the opening of the space on Sept. 24 from 4 to 6 p.m., with Canada Learning Code, an organization dedicated to coding education in Canada.

It will offer a permanent home for tech coding camps and family workshops, states a document outlining the proposed uses for the space.

The space will offer carving workshops, 3D modeling and printing outdoors to connect the visual, sculptural and digital arts. In the long term, the association hopes to accommodate cooking classes and sewing workshops with high-end sewing machines for local artisans.

The space will have a focus on computer refurbishment for Nunavut schools to support the Computers for Schools program, and will teach the fundamentals of computing, including basic troubleshooting, web safety and development, online banking, e-commerce and the use of social media and digital applications.

Pinnguaq proposes building relationships with teachers to integrate computer programming and coding lessons as part of their teaching routine in collaboration with the Department of Education to boost computer sciences into Nunavut curriculum.

U.S. consulate pays visit to Nunavut Consul general promotes circumpolar collaboration, scouts talent for grant programming

U.S. Consul General Allison Areias Vogel attended the Nunavut Trade Show this month and met with Nunavummiut to discuss shared interests in education, renewable energy and U.S. cold climate technology.

Areias Vogel met with Premier Joe Savikataaq, representatives from government and business officials to promote collaboration and the sharing of expertise on technology, search-and-rescue and youth leadership programs.

The consulate offers grant programs for youth and opportunities for American speakers to share their knowledge.

A recent grant enabled American speakers to travel to Quebec City to meet with first responders, where they shared insights on responding to mass casualty events, drawing on reviews of the response to recent tragedies, including the Pulse Nightclub shooting, which left 50 dead.

In Iqaluit, Areias Vogel was looking to scout young leaders to participate in the U.S. Mission to Canada Public Affairs grant program.

In the last year, the program awarded grants to bring American delegates to speak at a global conference in Ottawa, on subjects including substance use, foreign policy and circumpolar affairs.

"We look for young leaders, or for people who would be in touch with young leaders," said Areias Vogel.

"We have the same issues.

We have small communities, that in some cases are fly-in, fly-out, are often above the treeline or right at the treeline without usable trees… and a lot of the same social issues," she said.

"We never want to take our relationship with Canada for granted.

"So we want to be able to talk about our values, bring people to the U.S. to see what we’re doing and counter any misconceptions and help create a network especially among leaders in the North.

We see a benefit to the U.S. and Canada in everything that we’re doing."

Crackup Comedy brings festival to Iqaluit Proceeds will support Nunavut’s help line

Iqaluit will be home to the first ever Arctic Comedy Festival, with all its proceeds in support of the Kamatsiaqtut Help Line.

The festival, which runs from Oct. 11 to 14, is opening the door for local comics to break into Canada’s comedy scene, while supporting local mental health initiatives, said organizer John Helmkay.

"Every single comic I talk to wants to go," he said. "You really see a unique opportunity and festival for Canada that will bring some special comics and performers up there."

The festival was inspired by the Iqaluit competition for the Alterna Savings Crackup Comedy festival this past March, which brought comics from Nunavut to Iqaluit to battle for two top spots at the Ottawa festival, Helmkay said.

The festival is expecting around 10 comics from the community and popular comics including Canadian comedian Mary Walsh, the creator and star of This Hour has 22 Minutes, and Howie Miller, one of Canada’s few Indigenous professional comedians.

Miller has performed at major Canadian comedy festivals, including Montreal’s Just for Laughs Festival, and on the American Showtime special No Reservations Needed.

"My act has changed significantly over the years from elephant in the room, ‘Hey, I’m native,’ to this derogatory stance to get people’s attention … to a smarter, in your face attitude about native issues … to make people kind of uncomfortable but say things that need to be said," he said.

"It’s that time of making it awkward and putting it in your face and

no, I’m not whining about it, and we’re going to laugh and have a good time. I’m not gonna back down anymore," he said.

Miller will appear alongside his son, Tyson Houseman, who appeared in the Twilight Movie Series and works to empower youth.

Walsh, Miller and Houseman will offer writing and performing workshops.

In total, there will be 15 performers flying in, but Helmkay is encouraging anyone interested in trying their hand at stand-up to reach out.

Mental health is dear to the hearts of many people who are in the business of making people laugh, said Helmkay.

"It runs, anxiety and addiction runs really strong in that community so they love supporting that cause because it impacts them," he said.

The festival chose to raise funds for the mental health line because of the "noted need for these services in Nunavut and the possibility of being able to help with that," said Helmkay.

At the Ottawa Crackup Comedy Festival, one comic from Nunavut didn’t make it to the show and died by suicide shortly after, he said.

"It really shows the breadth of the impact of mental health all around the community," said Helmkay, who hopes the festival will build partnerships and expand to other Arctic communities with sponsors in future years.

The workshops will be an opportunity for aspiring comics to try their hand at sketch comedy and learn alongside other comedians.

The festival will feature an Indigenous Comedy Show, themed shows, visits to elementary and high schools and a stop in Pangnirtung. A final gala at the Frobisher Inn with

The Kamatsiaqtut Help Line opened its lines in January 1990, and relies on the support of volunteers and organizations, said executive director Sheila Levy.

It’s available 24/7 to anyone in

crisis or in need of a non-judgmental ear.

The line receives up to 100 calls per month, up from a total of 400 calls in the entire first year of operation.

Fundraising helps with training, phone bills and rent and support from

various organizations is vital to its operations, she said.

"We can do more as a result," she said.

Visibility for the helpline is important so that Nunavummiut know there are trained people available that they can speak to for free.

Inuit Tapiriit Kanatami (ITK) announced it will work to remove barriers for youth requiring access to health, social and educational services.

"I was pleased to be able to announce in June that we would begin work to develop an Inuit-specific component to the Child First Initiative," ITK President Natan Obed stated in a Sept. 10 news release.

"This announcement allows Inuit families to access key health, social and educationrelated services now, under the existing Child First Initiative framework, while an Inuitspecific framework is being developed.

"For Inuit families, these services are life-changing and long overdue."

Meeting the needs of Inuit children requires "specific policies in place that address the realities faced by Inuit families," stated the release.

Obed and Minister of Indigenous Services Jane Philpott made a joint announcement that the Inuitspecific Child First Initiative and framework is under development.

In the meantime, Inuit families can make requests for services from Indigenous Services Canada on behalf of their children.

"The Inuit-specific Child First Initiative will help families access necessary services without delay," Philpott stated in the release.

Based on needs Inuit partners, provinces and territories are continuing their work to finalize the framework, the release states.

Families can contact regional representatives to seek coverage based on their child’s needs, including wheelchair ramps, addictions, mental health and cultural services, assessments and screenings, medical equipment and therapeutic services.

There are additional provisions for land-based activities, summer camps and care programs that integrate cultural beliefs and practices.

Parents, guardians and representatives can make requests from regional representatives for educational services, including tutoring, special school transportation, psycho-educational assessments and assistive technologies and electronics.

All Inuit children are eligible through the Child First Initiative when recognized by an Inuit land claim organization and below the age of majority in their province or territory of residence.

Inuk children over the age of 16 can also make requests on their own behalf, and community groups representing children with similar needs can make group requests.

Applicants who have submitted requests for an Inuk child since July 2016 under Jordan’s Principle can contact regional representatives for reimbursement.

City to issue request for proposal on water pricing review

The city of Iqaluit’s Lake Geraldine Reservoir will be full by the end of September if "adequate precipitation" continues, acting chief administrative officer Amy Elgersma told council Sept. 11.

There are 50,000 cubic metres of space remaining in the reservoir, said Elgersma.

Nine high priority leaks have been repaired as of Sept. 6 with the remainder expected to be completed by Sept. 14, and the repairs are anticipated to cut strain on the city’s water supply and allow the reservoir to accumulate, she said.

"It starts the winter baseline at a much lower level," she said.

As of Sept. 11, the reservoir was 111.5 metres above sea level.

The city’s water supply issue will persist, said Coun. Simon Nattaq.

"We’re going to have to think of a plan for the future of our water use … water is going to be an issue over the years," said Nattaq.

In June, Nunavut News reported that York University assistant professor Andrew Medeiros predicted the city’s water supply could run out in a little more than five years.

New developments will increase demand on the city’s water supply, according to the water demand management team.

Based on new development permits, the city anticipates new connections to the water system before May 19, 2019 will draw 142,000 cubic metres, and connections after that date will draw 210,000 cubic metres.

The city is working on public education campaigns to reduce water consumption for households and commercial properties and has met with high water users to reduce their water demand, said Elgersma.

The city is pumping from the Apex River into the reservoir, and may consider neighbouring lakes if necessary. Drawing from the Sylvia Grinnell River to supplement the reservoir could be considered, states a fact sheet from the city.

Coun. Kuthula Matsahazi asked if the city had considered changing its pricing structure to limit water use.

A different pricing plan is not part of a short-term fix for the reservoir or water management, said Romeyn Stevenson, the city’s deputy mayor.

"We need to fix the water pricing system so that it reflects the cost of water to the city. It doesn’t right now. We subsidize it, and the government subsidizes it," Stevenson said.

Cost recovery on the city’s water supply should feed into ongoing repairs, he said.

Learning by land and water Class trips play integral role in life, education at Naujaat’s Tuugaalik High School

Students and staff at Tuugaalik High School place a high value on the school’s annual land-and-boat trips, which are part of the approach to the blending of culture and academic learning that Tuugaalik is wellknown for.

Tuugaalik has held outings for at least four classes so far this semester, with cultural teacher Laimmiki Malliki being the lead planner behind the trips.

Principal Aubrey Bolt said there are a couple of factors that lead staff to view the trips as an important aspect of overall learning for the students.

He said as part of the Education Act, they’re bound to stress the eight principles of Inuit Quajimajatuqangit.

"One of those, of course, is custodian of the land, so we always emphasize the need to take care of the land as part of our trips," said Bolt.

"They take care of all the garbage while out there. And the students harvest animals in an ethical manner, ensuring all the meat and skins are used.

"The trips also focus on respect and helping one-another as they learn how to pack for camping and boating, how to set up camp, and how to take it all down again to come home.

"They learn important land-and-survival skills they can use in their adult life, as well as how to to co-operate and work together.

"We strongly encourage that aspect in the school because, by learning from and helping each another, those who may have learning issues can be helped by some of the moregifted students. In turn, that stresses the need to include everybody, leaving nobody left out."

Bolt said Tuugaalik melds education and culture together by consistently emphasizing the aspects and traditions of Inuit culture that help make school more meaningful to the students and encourages a rise in overall attendance.

He said students are more apt to come to school if they see it’s reflecting and emphasizing their culture.

"Just about 100 per cent of our students attend land trips because they see them as important and relevant, as well as highlighting the important aspects of Inuit culture that are different from southern culture.

"Also, during the trips, traditional orienteering and modern orienteering with compass and GPS are taught, as well as the proper mooring and handling of the boat.

"So there is certainly an additional emphasis placed on skill development during these trips."

Bolt said there is also an element of selfconfidence built into the trips, giving Inuit students a chance to shine.

He said many students who are used to going out on the land with their families to camp, hunt and fish, are often able to help the teachers with their instruction.

"The students who are very familiar with the activities often take a leadership role in setting up camp, setting nets for fishing, etc.

"That builds confidence and increases selfesteem because they know skills that other students don’t, and sometimes even skills the teacher, particularly those from the south, doesn’t know much about.

"That aspect can be quite important because some students periodically see themselves as a leader within the group while out on the land, while, in the academic world, they might not be."

Bolt said it’s also important for the students, at times, to see their teachers in a different environment than the classroom.

Southern teachers learn He said southern teachers, especially those from metropolitan areas, have little to no experience surviving on the land when they arrive in Naujaat.

"Often, the teacher is as much a student out on the land as a student is in the classroom, so students see them in a different light while out fishing, enjoying the land, and so on.

"In that case, a different rapport builds within the teacher-student relationship that you don’t often see in the classroom.

"Senior high students also earn some credits on land forms during the land trips (not boating trips), as well as a credit on survival skills and orienteering using compass and GPS. "They often build a qamutiik in the shop before they go out on the land, and there’s credits to be earned in the making and using of traditional Inuit tools such as an ulu or a harpoon for seal hunting."

The trips have helped combine culture and academia at Tuugaalik High School, with every class going out on either a boating trip or a land trip in the late summer or early fall.

Bolt said students in Grades 7 and 8 go on the land fishing, while students in Grades 9 to 12 go on a boating trip.

He said boating trips can involve anything from fishing to whale hunting.

"A couple of our classes landed belugas this past year, and, once they accomplished that, they became involved in preparing the maktaaq and distributing it within the community.

"When the ice is on the ponds in early-tolate November all the classes go fishing, and, come spring, everybody is out on the land both hunting and fishing.

"It’s a vitally important-and continuous cycle defining much of everyday life in Naujaat, and we’re proud it plays such a vital cultural role in our school."

Teams that compete will receive points that will go toward qualification for the Nunavut Open Volleyball Tournament next March in Iqaluit with the top four men’s and women’s teams earning their spots.

Shuttles at the ready

Iqaluit It’s badminton time in the capital and the Iqaluit Badminton Club’s 2018-2019 season is off and running.

Everything started at the Inuksuk High School Gymnasium, the club’s home base, on Sept. 20 and continued on Sept. 22.

Gary Wong, who helps run the club, said Thursdays from 7 p.m. to 10 p.m. and Saturdays from 10 a.m. to noon are the

scheduled times for this season.

He also said it’s primarily geared toward adults to play some fun badminton but it’s not exclusive to adults, and youth are welcome to come out.

Hoops also ready to go

Iqaluit Iqaluit Basketball is another group in the capital set to embark on its new season.

Programming started on Sept. 22 at the Inuksuk High School Gymnasium and will continue for the season on Mondays from 7 p.m. to 10 p.m. and Saturdays from 4 p.m. to 6 p.m.

There’s also a league happening on Saturdays and Sundays from 6 p.m. to 9 p.m. with everyone welcome to attend.

Hurricane Florence was a nasty storm, of that there is no doubt, but Mike Seidel of the Weather Channel made a fool of himself in a big way on Sept. 14. Seidel was in North Carolina as the correspondent and had a live with James McCarthy hit for the channel from the city of Wilmington. There he was fighting the wind and trying to keep his balance ... only to have two guys walk behind him nonchalantly as if nothing was happening. Later, his employer released a statement saying that since he was standing on grass and not on pavement, it made his job that much tougher. If you watch the video, you’ll notice that if he took two steps to his left, he would be on pavement. #fakenews Anyway ...

Quantity over quality Fire sales happen all the time and it’s obvious the Erik Karlsson trade signaled the start of a complete rebuild for the Ottawa Senators. Pierre Dorion, though, made sure Karlsson won’t come back to haunt them anytime soon.

Karlsson is now a member of the San Jose Sharks after being dealt earlier this month for a package of draft picks and some young players. The fan base wasn’t exactly thrilled and let Eugene Melnyk, the team’s owner, know all about it. I sympathize with them because when you’re trading a two-time Norris Trophy winner and four-time all-star, you want good value in return.

Dorion, Ottawa’s general manager, obviously went for quantity over quality because when you’re re-tooling, you want resources at hand. It also gives Dorion some trade bait if things are going better than planned and you need to rent a player come crunch time.

Here’s one thing you may not have noticed: Dorion put a clause in the deal that makes sure Karlsson won’t come back to the Eastern Conference anytime soon. If the Sharks decide to trade him anytime during the 2018-2019 season, the Senators get the Sharks’ first-round draft pick in 2021 or 2022, team’s choice.

As for you Sens fans, it’s going to be a long season. Wish I could feel sorry for you on that.

End of an era I can remember watching Daniel Nestor play his first big tennis match on the international stage on TV. It was the 1992 Davis Cup when Canada played Sweden in Vancouver. Nestor took on Stefan Edberg, who was then no. 1 in the world. Nestor won in five sets, the place went crazy and a star was born.

That was just one of the many things Nestor did in his amazing career, one that came to an end on Sept. 15 in Canada’s Davis Cup tie against the Netherlands.

Nestor retired, without question, as one of the greatest doubles players there’s ever been. He became the first men’s player to ever win 1,000 matches in men’s doubles in September 2016, he’s won the career Grand Slam in men’s doubles and won Olympic gold with Sebastien Lareau for Canada at the 2000 Summer Olympics in men’s doubles.

He holds 91 career titles on the men’s tour and it’s plain to see why Nestor will go down as Canada’s greatest men’s tennis player ever.

He’s officially passed the torch to the younger generation of players such as Milos Raonic, Felix Auger-Aliassime and Denis Shapovalov but I have a sneaking suspicion we haven’t heard the last of Nestor in Canadian tennis.

No Good Idea, Bad Idea this week. Bad enough that we had to sit through another hurricane reporter pretending he was in harm’s way. That’s bad enough.

Most communities have an annual Terry Fox Run to help raise money for cancer research and keep Fox’s dream alive of finding a cure for the disease.

In Arctic Bay, however, they’ve been raising money in a different yet equally fun way.

The 11th annual Terry Fox Golf Tournament was held on Sept. 15 with a dozen golfers from the community hitting the links, and suffice to say it wasn’t exactly the greatest golfing weather the community has ever had.

"It was snowing and windy, but we finished the tournament," said Thomas Levi, the community’s recreation coordinator.

The winner of this year’s tournament was Lionel Willie, who received the winner’s trophy, donated by Taqqut Co-op when the tournament started 11 years ago, and the first prize of a cordless drill, also donated by the Co-op.

Levi said there’s also a tournament tradition of the last-place finisher receiving a honey bucket – yes, donated by the Co-op – and that honour went to Levi Barnabas.

In total, Levi said the group of golfers raised $150 but it was all about the fun.
