Liquor prohibition doesn't work and addicts must want help to become sober.

Those are two conclusions that Iqaluit Mayor and former Nunavut Liquor Commission employee Kenny Bell says he has reached over the years.

Bell supported the opening of the Iqaluit Beer and Wine Store in 2017. It has been a major factor in Government of Nunavut (GN) alcohol sales rising by 175 per cent over the past few years, but it has also led to a decrease in the importation and consumption of hard alcohol, according to Bell and Finance Minister George Hickes.

Although the majority of people are responsible drinkers, Bell acknowledges that problems with drunken behaviour remain among a small but disruptive fraction of the population.

He estimates there are about 200 repeat offenders in the capital city of close to 8,000 residents, and some of those agitators land in Iqaluit from other communities where they're not wanted, he adds.

Despite that challenge, work continues on other fronts. The Nunavut Association of Municipalities, of which Bell is the president, called on the GN earlier this year to limit alcohol importation into communities to hinder bootleggers.

"You could still go in and buy 1,000 bottles if you want to," Bell says incredulously of the government's existing ordering system in communities that have no restrictions. "In a place where you are limiting the amount of beer and wine (like Iqaluit), you should factually be limiting the amount of hard liquor anybody can have."

The Department of Finance – parent to the Nunavut Liquor and Cannabis Commission – says it remains up to communities to decide on alcohol limitations, but indicated that a review of the Nunavut Liquor Act could take related measures into consideration.

In a June news release, the territorial government announced that the Iqaluit Beer and Wine Store would move from pilot project to a permanent service. A GN survey showed that 75 per cent of respondents sup-

ported keeping the store open; 37 per cent of people reported binge drinking less often since the location opened while 15 per cent indicated that they binge drink more often; there's been a reported 67 per cent reduction in people purchasing alcohol from bootleggers; and 80 per cent of respondents spend the same amount or money or less on alcohol compared to before the store's existence.

The government has plans to construct beer and wine stores in Rankin Inlet and Cambridge Bay, where 2017 plebiscites revealed strong approval among residents who voted.

Social responsibility campaign The Nunavut Liquor and Cannabis Commission transfers its profits to the GN's general revenues fund. The government distributes that money to various departments but it also sets aside 18 per cent for campaigns to promote the responsible use of alcohol and cannabis. Bell was a strong advocate of this initiative, as well.

He said 18 per cent of profits is far more than any other Canadian jurisdiction invests in social responsibility campaigns. In Nunavut, that includes lessons for students in grades 6 and up, including poster and video contests.

"Specifically because that's the biggest group that you can help change," Bell says of influencing and educating young minds about the effects of alcohol and consequences of over-consumption. "We won't know for a couple of years if that really worked... over the years I think we'll see a difference.

"Of course the problems are here. We see it everyday. All of our communities are really small. That being said, I think they're on the right track."

In terms of providing help for those with addictions, Bell says the GN doesn't highlight existing treatment options enough.

He said he knows people who have sought help and they were sent out of territory for counselling.

"The Government of Nunavut does have (addictions) programs, it's just they're overwhelmed (with other issues), of course, just like everything, and they don't promote them as good as they could," he says. "Now, the

problem with that is there's no after-care... if you have a problem, coming back here is hard."

Bell welcomes a treatment centre that expected to open in Iqaluit in approximately five years – a partnership among the federal government, the GN and Nunavut Tunngavik – but he says that service should have been established 20 years ago.

Even when that facility is up and running, it remains essential for individuals to be truly ready to commit to reforming their lives, he insists.

"You have to want to change," he says.

"Don't get me wrong, we need a treatment centre, absolutely, but I think a lot of people are going to be shocked that a treatment centre isn't going to change everything that they think it's going to change."

He pointed to overarching problems such as poverty and serious challenges with health services and education that fuel alcoholism.

"We're lacking in almost every service known to man," he says. "The government is trying... but it's expensive. Twenty-five communities cost a lot of money. Balancing that with all the other work you have to do is a real hard job.

"Over time it's going to change, but it's not going to change overnight."

Moving from anger and addiction to freedom and confidence Moses Totalik shares his story of overcoming drug addiction: 'It is a very big struggle'

More than a year and a half into his recovery from drug addiction, Moses Totalik has a message for those who feel that there's no way out, and for those around them who doubt their ability to ever find their footing again.

"Never underestimate a recovering addict. We fight for our lives every day in ways most people will never understand," says Totalik, a 24-year-old who called Gjoa Haven home for 17 years and has many relatives across Nunavut.

His life is now under control and going well, he says, but it wasn't that way two years ago when he kept turning to illicit substances to cope with pain.

Totalik was crushed when he went through a breakup. He started using marijuana to dull the agony from the relationship coming to an end. Eventually, he started dabbling in cocaine and then Xanax and fentanyl, an extremely powerful pain reliever.

Living south of Ottawa at the time, he had little difficulty obtaining these drugs on the street, he recalls.

While temporarily masking his misery, the narcotics cost him dearly in a number of other ways: he couldn't hold down a job, most of his money was consumed by drug purchases, he gradually became very moody and he drove away relatives and friends.

"I would wake up super anxious," he says. "I would be angry."

He also got into trouble with the law, getting caught driving

while intoxicated.

He finally decided to reach out for help after several months of a downward spiral. His case manager arranged to have Totalik move to Alberta to get a fresh start.

It was the change he needed, but it still wasn't easy.

"I'll tell you this, recovery from addiction requires hard work, also a proper attitude and self-discipline. Not only that, it also requires learning skills to stay sober," he says. "It is a very big struggle."

Meeting weekly with a counsellor, Totalik says he came to appreciate the value of life itself.

"It made me realize that I don't need the drugs to be happy," he says. "What matters most to me is my mental health and physical health."

He also gets gratification from his current role assisting people with disabilities in learning to use technology, such as laptops, tablets and cellphones.

"It is very rewarding. It makes me feel accomplished," he says.

He admits that he still occasionally feels a compulsion to turn to drugs, particularly marijuana. When the urge gets strong, he goes for a walk to clear his head, or he immerses himself in video games as a distraction.

After all that he's been through, Totalik is glad that he sought guidance in his battle against addiction.

"The beautiful truth about recovery is that it has given me the freedom and confidence to share my story and let people know that there is a chance to become the person who you want to become," he says. "It is never too late to ask for help."

More could be done, says Uquutaq Society on addiction resources 'What we find is a real lack of mental health services around addiction here and it seems to be a Catch-22'

More could be done for those who are struggling with addiction in Nunavut, says Laurel McCorriston the executive director of the Uquutaq Society, which helps run a number of men's shelters in Iqaluit.

The Uquutaq Society opened up a new transitional housing program for its clients at buildings 1077 and 1079 on Oct. 22.

"I'd say (addiction) is a factor in maybe a third of our clients," said McCorriston.

"We run four programs and this is an issue for every program but it's most obvious at the low-barrier shelter, where people who have been struggling with addiction for a very long time."

Those who want to go to detoxification programs in the south, often find barriers to success due to their homelessness.

"What we find is a real lack of mental health services around addiction here and it seems to be a sort of Catch-22," McCorriston says.

"You can't be sent out for detox according to the mental health rules unless you have housing. It's really hard to keep your housing while you're trying to manage an addiction, it's hard to get housing when you're trying to manage an addiction."

It's a cycle that she says is affecting some men trying to improve themselves at the shelters managed by the society, recalling one example of someone who didn't have housing and wanted to go to detox.

"He wanted very much to go to detox and was highly motivated to go and he couldn't go because he didn't have housing. They just wouldn't send him," said McCorriston.

The transient nature of mental health professionals working in the North also adds yet another barrier for those seeking help.

"When I worked for public housing, people were starting to build a relationship with a counsellor and then the counsellor leaves.

If you're in a therapeutic relationship it takes a long time to build up that trust and to have significant progress," she said. "That's an issue the way our mental

health and counselling services currently operate."

A better path to helping out people who are struggling with addiction is to meet people where they are at, to meet Inuit problems with an Inuit perspective she says.

"These services need to be created by Inuit for Inuit and delivered in Inuktitut, this is what we hear, a lot of it is people want to speak in their own language and they want to speak to people who understand their culture," McCorriston said.

"I think what we have to look at maybe at the (Arctic) College is creating programs locally for local people, to get training and a profession of mental health counselling from local people who can service the community," McCorriston said.

"I know they have a social worker program but a specific mental health and addiction program would be very useful."

On Nov. 18, due to the rising number of cases of Covid-19, the territory went into lockdown. This has had an impact on programs the Uquutaq Society hoped to run.

The society received funding and was going to set up a number of different counselling and on-theland programs, but with the lockdown the society is not sure how to proceed. Other programs which just got approved for funding have also been thrown up in the air.

"We have some plans for some programs through funding just approved through QIA (Qikiqtani Inuit Association) and we're not sure we can do it now."

The on-the-land programs in particular she says helps men struggling with addiction, so much so she recommends that for detox.

"I'd actually have people request to have a detox and those kinds of programs on the land, it's central to the mental health of the men," she says.

She reiterated that when it came to helping out those who are struggling with addiction, these are people that yearn for a connection that don't have in their lives.

"There's an idea that addiction is a spiritual disease that people talk about, and it's about connection, it's about a lack of connection."

Covid-19, addictions a bad mixture Northern News Services

Addictions awareness should be amplified along with the increasing number of Covid-19 cases in Nunavut.

With the explosion of cases in Nunavut, which may take weeks to fully trace and isolate, the territory is in the midst of another lockdown.

Effective last week, the tightening health restrictions have closed schools and businesses, limited the number of people who can gather in one place and restricted travel.

What can't be stopped with a health order, unfortunately, are addictions. Despite the everchanging circumstances in a Coviddominated world, addictions will remain, and, unfortunately, be exacerbated by lockdowns and restrictions.

With cases of the virus surging in the Kivalliq region and indications of community spread in at least one instance, imposing territory-wide restrictions was the right decision, without a doubt. There should be no questioning that, and everyone should continue to take those orders very seriously.

Welcome to Cambridge Bay, Nunavut.

Now lockdown has begun across Nunavut to protect residents from the pandemic. It will be quite difficult to live this way with many rules, shutting down many public places in our communities. Schools have now shut down, both Kullik and Kiilinik students are now also not allowed to go to school and also preschool programs, daycare, Heritage Centre/Library.

Restaurants have only take-out services.

Both the Northern and Co-op will remain open with limited number of shoppers allowed. Our dear Elders are also staying home from work at the heritage centre. One good thing on the first day of lockdown, it was dividend payday for members of the Ikaluktutiak Co-op. It was nice that they only allowed Elders to shop first in the

All this happening in our community is to avoid getting the virus to our beautiful community of Cambridge Bay. We are strong people and let us hope there will be no positive cases coming to anymore Nunavut communities. We are thinking of our fellow Inuit from Sanikiluaq, Rankin Inlet, Arviat and Whale Cove. We are all thinking of you all. Wash your hands and listen to the rules set out so we can all make Nunavut Covid free. Stay well, stay healthy, stay positive in our minds and spirits. Spend time being safe, everyone at home. Masks are now mandatory if going out to stores. It is the first time that we as Inuit and Northerners have to experience this pandemic. Do not be afraid. Listen to rules and we can get through this together.

On a brighter side of life, Inuit are icefishing down on the ice of the bay/ocean.

Part of the ocean further towards mainland is not quite safe yet to travel on. Fishers are catching tom cod and lake trout and many have set nets and some are getting arctic char. It is always been tradition that those who catch fresh fish share their harvest with family and others in the community.

Elders are always so thankful also. Quana for providing country food for each of us to enjoy. Quana to EHTO for giving out fish also.

All recreation activities have been shut down for two weeks, also bingos are shut down also. The Wellness Centre continues to have their food bank open for those in need of food at their regular food bank hours. RCMP detachment is closed and if you need assistance we have to call the Iqaluit office and your situation will be assessed from there. Our hard working airline and cargo workers up at the airport continue to provide their good services, I hear planes coming in daily. Essential services and their workers are still working, health centre will only see emergencies.

Residents are asked to phone ahead of time before going to the health centre. Usually the community of Cambridge Bay holds their annual Christmas bazaar where many bakers, cooks, seamstresses, carvers sell their products, but will wait after two weeks lockdown see what happens on the update of the bazaar. Please watch for announcements and notices about this most fun event.

'Don't let this lockdown be for nothing:' Premier Savikataaq Warning comes with a ballooning number of Covid-19 cases in Nunavut

On Nov. 18 Nunavut went into its second lockdown as the Government of Nunavut (GN) announced it would earlier this week.

Masks are mandatory in any community with Covid19 and are strongly recommended elsewhere in Nunavut.

Outdoor gatherings are

restricted to five people and physical distancing must be maintained in public spaces.

Indoor gatherings are restricted to household members plus five people, no visiting to other homes is strongly recommended.

"Businesses have the right and authority to require masks for patrons and staff," said Dr. Michael Patterson, Nunavut's chief public health officer

(CPHO).

Non-essential work must stop, if anyone closed down in March during the first lockdown, they should be closed again, he added.

"Today, Nunavut enters its two-week lockdown, this is it folks, it's time to take a stand and fight against Covid19," said Nunavut Premier Joe Savikataaq. "We need you all to make sacrifices now to pro-

tect our communities."

In addition another 10 new cases have come up in Arviat and Rankin Inlet bringing the territorial total to 74 confirmed cases of Covid-19.

"Eight new cases have been confirmed in Arviat, bringing the total to 57 and there were two new cases in Rankin Inlet, bringing the community total there to seven," Patterson said.

The CPHO also highlighted the importance of following the public health measures which came into effect.

"These orders are designed to prevent the spread of Covid19 in communities with active cases and to protect the other communities from the virus."

"It will take at least two weeks from today to know if our public health measures and isolation protocols have been effective, how effective we are in containing the current outbreak is in large part

dependent on the cooperation of all Nunavummiut."

The premier said the lockdown will be longer if public health measures are not followed.

"If we don't stick to these measures, it can be longer and possibly much longer," Savikataaq said.

"Elders can't have visitors, kids can't be at school, frontline workers are working around the clock, Nunavummiut don't let this lockdown be for nothing."

Socks By Bob in Saskatoon donates warm clothing items to the hamlet of Kimmirut

A group of Saskatoon seniors is giving the gift of warm toques and socks to the hamlet of Kimmirut this winter.

Bob Rutherford, 92, started Socks by Bob in 2010 initially making just socks and has since started making toques as well as neck warmers.

Putting together a volunteer crew of his friends they started out by donating what they made to the homeless community in Saskatoon.

Bob does the knitting on his machine, and Bob's friends help out with a number of other tasks such as sewing and cutting the toques and socks.

They then started making socks, neck-warmers and toques for other communities in need around Saskatchewan and Alberta.

"Most of the donations down south will go towards homeless shelters, a friendship centre or the Hope Mission in Alberta, there's one or two more charities that just hand them out," said Scott Rutherford, Bob's son.

A business near Carstairs, Alberta (between Calgary and Red Deer), Custom Woolen Mills Ltd, helps supply Bob's supply of wool.

Their GoFundMe page Socks by Bob Making for Homeless goes toward the supply of wool they use.

More recently they sent a number of toques and neckwarmers to Kimmirut and plan to send more in the near future.

"We've sent up around 100 toques and we'll probably send up some more when we get some more made," said Scott.

"I didn't expect hats to be honest, I didn't expect neckwarmers either, I was hoping just for socks and they sent me these hats which are doublelined, they are not cheaply made, these are well-made toques," said Anke KrugMacLean, the supervisor of health program's at the Kimmirut health centre.

Bob has set up some tube machines he's built himself for his project and over time he has acquired some older machines to help produce more toques and socks for people.

"He's built some tube machines and he's also retrofitted some antique toque machines, so his living room

looks more like a manufacturing place."

Krug-MacLean at the Kimmirut health centre reached out to Socks by Bob and they were more than happy to help out.

"In all honesty I wasn't sure, I thought it was a shot in the dark to be honest," said Krug-MacLean.

"It was a long time ago, I came across this gentleman who built his own sock machine after his wife passed away, I came across it again and I found out he makes socks and donates to people that need them," she added.

"This is the first time he ever sent something to Nunavut so this is kind of exciting for us," said Scott, "He thought it was kind of neat and dad was excited to send toques and socks to another part of Canada."

Scott also adds that this project is as much for Bob himself as it is for the people he is helping.

"That's what he has been doing since his wife and my mom passed away, it's one of the things that kept him really busy," explained Scott, "the whole premise was that dad wanted to keep people warm, he also needed something to do.

"When he started it was to keep him and four other people busy, when you're a senior it can get pretty lonely, because your friends are passing away, your spouse has passed away and this was one way he can keep busy."

For now the donations to Kimmirut are a one-off, however Scott adds they are more than willing to help out if there's another community that could use the help.

"If there's another community that might need some, we can't supply a lot to everybody but if there's a community that reached out then we would try and do something."

In the years Bob has been active he has made 17,852 toques, neck-warmers and socks.

Bob's son also wanted to reiterate that it's a team effort, but it wouldn't have been possible if not for Bob himself.

"It's important for people to know that seniors can contribute, no matter how old you are."

"I cannot believe the generosity of Bob and his organization, it kind of put us all to tears really," said KrugMacLean.

"In a place where we don't have the most positive of things happen based on Covid, to get something like that is amazing."

Kimmirut man gets 30 months for sexual assault on sleeping victim Judge calls the crimes 'predatory and premeditated'

A Kimmirut man who sexually assaulted an intoxicated and sleeping woman has been sent to a federal penitentiary for 30 months and will be entered into the Sexual Offenders Registry for 20 years.

The actions of a 34-year-old Kimmirut man who sexually assaulted a sleeping woman were "predatory and premeditated," said Justice Paul Bychok.

Karpik Kolola, 34, pleaded guilty to the offence, which he committed on March 10, 2019.

He indirectly sold alcohol to the victim and exchanged text messages with her.

After partying with friends, the victim went to bed, fully clothed, in a bedroom in her home. Kolola made his way there and she awoke around 7:15 a.m. to find him on top of her. They were both naked and he had put his penis in her vagina.

She shoved him off of her. He got dressed and left while she immediately called the police.

The RCMP swabbed for genetic material and it matched with Kol-

ola.

Justice Paul Bychok, who handed down the sentence on Nov. 17, characterized Kolola's actions as "predatory and premeditated." He also noted that the offender subjected his victim to "significant emotional harm, the possibility of sexually transmitted disease and pregnancy." Kolola violated a bail order in committing the crime, as well.

On the other hand, Kolola, who has a history of drunkenness and who has a young family, expressed remorse and he has "taken positive steps towards his rehabilitation," the judge acknowledged.

The Crown prosecutor, who recommended a 30-month prison sentence, said Kolola's criminal record demonstrated "a pattern of violence against women."

The defence lawyer sought a jail term of 18 months for her client, who she said "really and truly has no memory" of the incident.

"Fifteen years ago, a judge of this court noted that 'sexual offences involving sleeping victims are unfortunately a common occurrence in Nunavut.' Fifteen years later, that sad reality has not changed," Bychok said.

NWT closes travel bubble As cases rise in Nunavut, mandatory isolation is re-introduced

The travel bubble that the NWT shares with Nunavut will be suspended due to the increase in Covid-19 cases there, chief public health officer (CPHO) Dr. Kami Kandola said Monday.

Beginning on Tuesday, Nov. 17 Nunavut travelers are now subject to the same selfisolation protocols and travel restrictions as anyone else travelling in the NWT and must self-isolate for 14 days upon arrival, unless otherwise exempted under the July 16, 2020 travel order.

People coming to the NWT from Nunavut to live, work, study, or under compassionate or family reunification exemptions approved by the CPHO where necessary, may travel within the NWT. The news release said Kandola made the order in accordance with Section 29 of the Public Health Act. Nunavut patients can still travel to the NWT for medical treatment but are required to self-isolate when they are not attending their medical appointments.

Anyone who is currently in the NWT and has traveled from Arviat, Rankin Inlet,

or Sanikiluaq within the last 14 days must self-isolate immediately for 14 days from the date of their arrival in the NWT. The same rule applies to people who have shared accommodations with others who have traveled from those three locations in Nunavut in the last 14 days.

Both groups should contact Yellowknife public health at 867-767-9120, and submit a self-isolation plan to Protect NWT by 4 p.m. on Tuesday.

That can be done online or by contacting Protect NWT at 811 or 1-833-378-8297.

If travellers intend to leave

the NWT by airplane within the self-isolation period, they can go to the airport but must wear non-medical masks and maintain physical distance of at least two metres from others.

Travellers who have already arrived from Nunavut in the last 14 days must selfmonitor for Covid symptoms for 14 days, contact Protect NWT and wear non-medical masks whenever in public places.

Requirements for exempted workers remain the same. That includes supply-chain workers, essential workers, airline crews and

employees, remote camp workers working at NWT mines, and non-remote camp workers working on NWT projects.

If travellers from Nunavut don't have a safe space to selfisolate, they should contact Protect NWT to access those spaces in Yellowknife.

The GNWT will provide those spaces for Nunavut residents at no upfront charge in isolation centres in the territory until Nunavut can re-establish its own isolation centre in Yellowknife.

Payment for Nunavut residents will be covered by the Government of Nunavut.

Museum AGM postponed Iqaluit The annual general meeting (AGM) for the Nunatta Sunakkutaangit Museum was set to take place on the evening of Nov. 18 has now been postponed, following the territory-wide Covid19 restrictions which took effect on Nov. 18.

Qikiqtani Inuit Association devotes $1.8 million to mental wellness initiatives Qikiqtani The Qikiqtani Inuit Association (QIA) is investing $1.8 million in mental wellness initiatives to be delivered by non-profit organizations and hamlets.

The Ilisaqsivik Society will receive $517,000 for Covid-19 specific community outreach and education, preparing social supports for those asked to self-isolate due to Covid-19, providing immediate training for Inuit community counsellors in information technology and mental health and adapting Ilisaqsivik programming to support more virtual and remote counselling.

The YWCA Agvik will make use of $182,000 to host a sewing program for women in the shelter, hold storytelling and traditional games and provide staff support for issues related to Covid restrictions and shutdowns.

The Uqutaq Society's $237,000 in funds will allow it to offer on-the-land programs, counselling services and mental health training The $62,000 going to the Tukisigiarvik Society will be used for a cabin-building program and a kamik-making program.

Qikiqtani hamlet recreation departments will divide $425,000 to apply to youth mental wellness programming.

The QIA's Qikiqtani Family Support Initiative will be expanded through an injection of $415,000.

"The Covid-19 pandemic is putting a strain on the mental wellbeing of Inuit," QIA President P.J. Akeeagok stated in a Nov. 17 news release. "These funds will assist non-profits and hamlets to deliver programs that can help Inuit better cope with the stress of the pandemic."

The financial resources come from the QIA's share of the Covid-19 Mental Health Surge Funding circulated by Indigenous Services Canada.

Kitikmeot Inuit Association extends Elders benefit Kitikmeot The Elders Benefit Supplement, which assists with food security, will continue into March, the Kitikmeot Inuit Association (KIA) announced on Nov. 13.

The initiative will allow the KIA to provide $300 per month to 521 Elders aged 60 and over including beneficiaries who live outside of the Nunavut settlement area.

No application is required and, where possible, all funds will be directly deposited.

"In many households the Elders are the ones that ensure food is available on a daily basis to family members that reside with them. This funding will assist in keeping families fed during this second wave of the coronavirus," stated KIA resident Stanley Anablak. "Remember to wash your hands often, disinfect surfaces and socially distance yourself from others. By working together and following the orders from the chief public health officer we can continue to keep our communities safe from Covid-19."

Indigenous Services Canada is responsible for the program funding.

Hamlet aids community; adds additional lockdown measures Iglulik According to mayor Merlyn Recinos, the Hamlet of Iglulik

is putting together aid for Iglulingmiut in the form of cleaning supplies and food vouchers which started on Nov. 18.

They are available for pick up once every seven days starting on the first day at the community hall.

In addition to the existing territorial lockdown measures there will also be a 10 p.m. curfew for Igululingmiut, and stores will have allocated hours for Elders, he adds.

Holy Comforter Anglican Church pitches in to distribute masks Close to 400 masks handed out in about three hours

The spirit of the community was front and centre almost immediately after Rankin Inlet learned it had its first confirmed Covid-19 case when Rev. Jared Osborn and church member Randy Miller took to the streets to run the Holy Comforter Anglican Church mask distribution effort in Rankin earlier this month.

Miller said the Rankin church had a whole bunch of masks sent to Rankin earlier this year by the Send North ministry in co-oper-

ation with Samaritan's Purse, when the pandemic first started to break out in Canada.

He said between 300 and 400 masks were sent by the ministry.

"They're the reusable cloth-type masks, but there really wasn't the call for them here in the spring like there is now," said Miller.

"They also sent us a bunch of church Bibles and Inuktitut Bibles because they felt that maybe people would like to have those as well, especially during times like these when people really can't get out very much at all.

"We still have a number of the Bibles available and we could probably drop them off safely to anyone who wanted them."

Looking for masks Miller said shortly after everything was locked down in Rankin due to its first confirmed case of Covid-19, he saw a number of posts on Facebook from people in the community wondering where they could get a mask.

He said that led to him and Osborn having a talk about the situation.

"You know, we had them so we wanted to distribute them but it probably wasn't a really good idea to use the church because then people would be coming in and out of the door and gathering inside.

"I mentioned that I would be quite happy to hand the masks out through my vehicle window. He agreed, so then we set up a plan to make about five stops with me on one side of town and him on the other side of town.

"So I posted it on Facebook and he got on the radio to announce it. We would call the radio station

every time we moved to a new spot and that seemed to work pretty well. People seemed to be pretty happy about it.

"We started at about 2 or 2:30 in the afternoon on Nov. 11 and we ran out of masks by 5 p.m. We did keep a few of them just for people who come to church and need a mask whenever we're able to open again.

"It was amazing and I'm really pleased over how it went. I'm just grateful that we had something we could offer people and they were really happy to receive them."

Grads from the Inuit Community Support Worker and Management Trainee Program find their way

Melinda Shambare happily accepts her diploma after formally completing the two-year Inuit Community Support Worker and Management Trainee Program, during a ceremony held in Ottawa in September.

Armed with new skills and knowledge, some recent graduates of the two-year Inuit Community Support Worker and Management Trainee program are using the lessons they've learned to navigate their way through a world under siege by the Covid pandemic.

Ulaaju Peter, who hails from Iqaluit, missed out on field placement hours because her workplace in Ottawa was among the first to close due to the coronavirus.

The single mom of three children worked diligently, nonetheless, to get her course work and assignments completed, often staying up as late as 3 a.m. She even brought her baby to school with her and said she considered her-

self fortunate that program staff were willing to look after her youngest child while she studied.

Peter said, "My vision for the future comes from asking myself, 'How do I instill cultural identity and pride in my children outside of Inuit Nunangat?'"

As a medical interpreter for Ottawa Health Services Network Inc., Rosie Simonee said Covid-19 slowed her down because group work with cancer patients and with others trying to quit smoking had to be suspended due to the threat of the virus. However, her duties with medical travellers continued, primarily at Larga Baffin, where she eases communications between patients and case managers.

Simonee said she enrolled in the Inuit Community Sup-

port Worker program after seeing an advertisement and figured it could help her further her career.

"My motivation was I enjoy working with people," said Simonee, who comes from Pond Inlet. "I guess most challenging was writing essays as I was not use to writing my thoughts."

Administered by Tungasuvvingat Inuit, the Inuit Community Support Worker and Management Trainee program offers a mix of classroom learning and work experience as it strives to increase the Inuit presence in the social service workforce. It's a nationallyaccredited and it produced 13 graduates in 2020, some from Ottawa, others from Nunavut and Nunatsiavut.

Among the courses offered were applied suicide interven-

tion skills training, first aid, non-violent crisis intervention and mental health first aid training.

"What makes this particular program unique is that an attempt has been made to remove barriers that stop many people from pursuing post-secondary education," reads a program overview from Tungasuvvingat Inuit.

"For example, the majority of the training is available online, allowing students to work on their own schedule.

A laptop is provided to all students to access the learning modules. Transportation and childcare funding is available to students as needed. All students receive a training allowance during year one of the program and the placement opportunities in year two are all paid."

GN improves rapid response testing GeneXpert and BioFire have been operational in Rankin Inlet and Iqaluit since spring

Since the last Covid-19 related lockdown earlier in the spring, Nunavut has built up an improved testing capacity over the course of this year.

During the first lockdown there existed no in-territory testing capacity for which cases can be confirmed. All samples collected had to be sent to southern labs for confirmatory results.

"The previous lockdown we had none in the territory, at the start of the pandemic we were flying everything south to labs, to do all of the analysis there," said Dr. Michael Patterson, Nunavut's chief public health officer (CPHO), on Nov. 18 when Nunavut's second lockdown went into effect.

Wait times for these were significantly longer than what the Government of Nunavut (GN) is capable of doing now.

"When we were reliant on that our average turnaround time was seven days and the range was up to 17 days when you think about how long it takes to fly samples south."

Over time the GN built up it's capacity for testing to be done within Nunavut.

"By the middle of the spring, certainly into May we had the GeneXperts online and we were doing limited testing in Iqaluit."

They now have improved testing capacity both in Iqaluit and in Rankin Inlet, both of which can confirm cases of Covid-19.

"We've accelerated from there, as of right now we have a GeneXpert and a BioFire in Rankin (Inlet) and in Iqaluit," said Patterson.

"The BioFire in Iqaluit can do eight tests an hour and the BioFire in Rankin can do four an hour, and we have the upgrades now on the way to add extra modules in Rankin Inlet so they'll be able to eight an hour."

Anyone who has reason to believe they have been exposed to Covid-19 is advised to call the Covid-hotline at 1-888-975-8601 between 10 a.m. and 6 p.m. EST, or notify their community health centre right away, and immediately isolate at home for 14 days.

Please do not go to the health centre in person.

Greetings from my bedroom, where I am producing this installment of Sports Talk. I'm only in here because my wife told me she didn't want to listen to me talk about what I'm going to put into this space, which is reason enough.

I've been talking about to her about how politicians can be some of the most hypocritical people on the planet ... take Gavin Newsom, for example. The governor of California has been telling people not to gather for the American Thanksgiving holiday coming up because Covid-19 bad but not he.

No, he decided to join some of his closest political buddies in Napa Valley for a birthday dinner earlier this month. Never mind that it occurred at one of the most expensive and exclusive joints in the state, he got caught talking out both sides of his mouth.

Lockdowns for thee but not for me ... that should be the motto of politics.

Anyway:

Return of the retro with James McCarthy I love retro jerseys. Some of the best designs came in days gone by, such as the Toronto Argonauts and the shielded Jason character on the front of the jersey with the number in the upper left-hand corner of the jersey circa the 1990s.

If you think that looks ugly, then you suck. They're bringing back the famous football boating logo and I am totally fine with that because that's the greatest logo in team history.

The National Hockey League will be doing much the same this upcoming season with the Reverse Retro jerseys for all 31 teams, the latest in a long line of heritage-type moments for a league which has plenty. Adidas worked on the designs and they were released earlier this month and there are some gooders. For example, the Colorado Avalanche will finally pay homage to its Quebec Nordiques history and use the N-styled igloo. The Carolina Hurricanes have already used the Hartford Whalers logo in prior contests and will do so again with its new edition.

The Toronto Maple Leafs are breaking with tradition and will go back to wearing a maple leaf (how exciting) while the New Jersey Devils is back to the green-and-red design, which I've always liked. The Anaheim Ducks rolled out its cartoonish attempt at a blast from the past with that ridiculous-looking jumping goaltender duck. They should have stuck with the eggplant something-or-other.

But the team that had it done best was the Los Angeles Kings. I've always had a thing for the purple-and-gold scheme, which works so well with the logo from the 1990s, back in the days when silver and black were cool.

Will I buy one of these jerseys? No, because I don't buy anything from the National Hockey League anymore but it's cool to see what they've done with some. Enjoy parting with your $300 or so.

It's 2020, right?

If you've paid attention to history, you'll know the history between England and the Republic of Ireland hasn't always been on the rosiest of terms. It's gotten much better over time but there are still vestiges of Irish hate for the former occupier.

Take England's Nations League game versus the republic earlier this month. Stephen Kenny, manager of the republic's side, reportedly showed some anti-English images – including some about the Easter Rising in 1916, which was the start of the fight for Irish independence – before the team took to the field. The republic lost the contest, 3-0, and following the game, some players and personnel reportedly went to the top brass of the Football Association of Ireland to complain.

There's an investigation and Kenny's job could be in jeopardy.

Look, Kenny isn't the first Irish manager to use the past as a motivational tool and there's a chance he won't be the last but that sort of crap doesn't work anymore. You can't put a bunch of imagery onto a screen and expect a team to react to it as if they were about to march off to war. People will get offended by it and it only takes one canary in the coalmine of the dressing room to wag an idle tongue and it all goes downhill from there.

Besides, Kenny could be out of a job in the near future.

He hasn't won a game as the bench boss yet so they could just fire him and be done with him without having to wag a finger at him.

And finally …

Good Idea: Playing a friendly game of handball.

Bad Idea: Playing a friendly game of handball that turns into a brawl.

Brawls in any sport have a way of simply catching your attention. A mass of humanity comes together to start swinging on each other and we're hooked. But in handball? I thought I would never see it.

It did happen, though, and it happened in Ukraine earlier this month as two women's teams, Dnepryanka and REAL got into it after a foul occurred in the late going. I can't tell you which team was which but one player was knocked over, which one of the officials called a foul. That player didn't like the way she was being defended and let the offending player know about it with a rather big shove.

From there, it descended into a pier-six bench-clearer with the referees getting right out of Dodge once they realized they wouldn't be able to break it up. That's how we do it in softball – if teams want to have at it, let them figure it out.

Anyway, both teams realized enough was enough and went back to their respective benches, where the officials handed out punishment.

Dangerous game, that handball, especially when you consider that there were a couple which resembled Fran Stalinovskovichdavidovitchsky. Think about it.
