Qaqqaq to bring NDP leader Jagmeet Singh to Nunavut, eager to tackle issues Singh has been 'open-minded and supportive' of new MP

Nunavut MP Mumilaaq Qaqqaq says NDP leader Jagmeet Singh will visit the territory.

Among the numerous items she's been tending to since being elected on Oct. 21, that's one commitment she has secured from the head of the party.

"Yes, we're working on that," says Qaqqaq, adding that Singh has been "open-minded" and "supportive."

Singh has not only advised her on how to navigate politics in Ottawa, but he's listened to what she's had to say, according to Qaqqaq.

"That's something that's really important to me," she says. "He's just been really great and so have all the other NDP staff."

While Qaqqaq says she's eager to tackle the many issues that Nunavummiut need addressed in Ottawa, she's been preoccupied with training, orientation, searching for office space in Iqaluit, figuring out living accommoda-

tions in Ottawa, hiring staff and being involved in numerous meetings with organizations and individuals.

"It's been very busy trying to sort those details," she says, adding that the soon-to-be-hired staff will be able to handle the flood of emails and social media communication she receives, among other tasks.

"It's difficult to be able to do what I want to when I can't hit the ground running, and I definitely can't hit the ground running ... there's a lot of things for me to take care of first," Qaqqaq says. "I'm hoping over the next couple of weeks I can get staffed up so I can start being transparent and open like I was before."

The Prime Minister's Office has announced that Parliament will be recalled on Dec. 5. In the days following that, Qaqqaq, who recently turned 26, will make her first official statement in the House as an MP. "It's something I've been thinking about. There's nothing concrete for me yet," she says of her upcoming premier address in front of her fellow federal

legislators.

It won't be her first time orating in Parliament. She did so in March 2017 as part of the Daughters of the Vote program, which fosters aspiring young female political leaders. It was then that she made an emotional speech about suicide in Nunavut and its causes, which went viral on social media.

She was recognized as Trina Qaqqaq at the time, but has since adopted Mumilaaq as her preferred name. That's a moniker she inherited from her dad when she was just a toddler who liked to dance.

"Mumi is dance (in Inuktitut) and laaq is little one. It's just something that makes a lot more sense to me," she says.

"It's reclaiming my culture, reclaiming my language, reclaiming a lot of things that were attempted to be erased.

"I think it's important that people get to be called whatever they wished to be called. It's important to acknowledge that and appreciate the background and where it comes from when people are ready to share it."

Regulatory uncertainty behind layoffs, says mine

Baffinland Iron Mines has scaled back its workforce by 586 contract employees.

The company stated that the layoffs, made public last week, are due to uncertainty associated with regulatory permit approvals for its phase two expansion plans.

Those affected are 490 non-Inuit and 96 Inuit contract workers. However, direct employees at the Mary River mine have not been released.

There’s no timeline for rehiring those laid off, according to Baffinland.

The mining company’s contentious phase two expansion “final” regulatory hearings earlier this month didn’t conclude as planned.

The proceedings, which were held in Iqaluit for several days, were supposed to wrap up in Pond Inlet but that portion was cancelled when NTI president Aluki Kotierk was granted a suspension of the hearings to allow for more time to gather information.

Baffinland Iron Mines has laid off 586 contract employees at the Mary River mine, 160 km south of Pond Inlet.

Kotierk asked for a delay of up to one year.

The Nunavut Impact Review Board (NIRB) will decide on the length of the suspension after gathering input from parties involved in the hearings.

“Baffinland is committed to the NIRB process and supports the recent adjournment of the hearing, as it allows parties more time to formulate a coordinated response and continue to work towards the resolution of any outstanding issues,” Baffinland stated last week.

As part of its phase two expansion, Baffinland is proposing to raise output of iron ore to 12 million tonnes per year from the current six mil-

lion tonnes.

The project would also entail a 110-km railroad stretching from Mary River to Milne Inlet. Many questions continue to be asked about how the railway would affect caribou.

“We will keep working hard with all parties to find an agreeable path forward, remain committed to this, and look forward to the opportunity to continue to deliver community benefits, including training and employment opportunities for Inuit in accordance with the Inuit Impact Benefits Agreement, as well as sustained positive economic contributions to Nunavut’s growing economy for years to come,” Baffinland stated.

A bomb threat made against Northmart in Iqaluit on Friday has been found to be a hoax, RCMP say.

Northmart bomb threat found to be a hoax

A 32-year-old Iqaluit man has been arrested in connection with a bomb threat made against Northmart in Iqaluit on Nov. 15.

The accused has been jailed but not yet charged as the investigation is ongoing.

Police closed the store and the area around the business on Queen Elizabeth Way earlier that day but have since cleared the store of any bomb threat.

The Mounties offered their thanks to the public for their assistance and cooperation and also expressed gratitude to Northmart employees, the City of Iqaluit and the municipal enforcement department.

Inuit from across Nunavut attended one of most important gatherings Inuit can have.

The Inuit Qaujimajatuqangit Conference was held in Iqaluit Oct. 29 and 30 at the Frobisher Inn. Around 100

delegates gathered to discuss culture and customary laws of well being.

Inuit practices, knowledge and values were explored and the conference centred on how to better incorporate these values into the workplace.

Elder Gamailee Kilukishak of Mittimatalik/Pond Inlet was a keynote speaker at the I.Q. conference. He is an experienced counsellor. He believes that if INUUSILIRNIQ were practised in all communities, fewer people would be in hospitals or incarcerated.

Inuktitut: a gateway to Inuit culture Monica Ittusardjuat talks preserving language after award

Monica Ittusardjuat, 68, has been working for over 50 years to preserve and teach Inuktitut and earlier this month she was presented with the 2019 Nunavut Council of the Federation Literacy Award.

Ittusardjuat was born seven months premature in an igloo, in a winter camp called Akkimaniq. Today, the closest community to this inhabited camp is Iglulik.

From humble beginnings in the North, Ittusardjuat survived attending three residential schools located in Chesterfield Inlet, Churchill, Man. and St. Norbert, Man., working her way to earning a master's degree in education.

She explains that preserving Inuktitut is important to her because it was almost lost.

"We weren't allow to speak Inuktitut in the classroom," said Ittusardjuat.

While attending high school in Manitoba, Ittusardjuat was the only Inuk person at the school. Unable to speak Inuktitut with others, she realized the language would be lost.

From then on, she promised herself to learn and practice Inuktitut.

"I realized, when I left the North, how unique our culture is and how nobody else in the world speaks Inuktitut."

Over the years, she has encouraged both Inuit and non-Inuit people to learn Inuktitut because "there's so much knowledge and culture in the language."

Ittusardjuat explains there are certain words that are only used "out on the land" and not in communities. For example, there are specific words to describe the sea, plants, or ice conditions.

"Also (there are) different words for snow that you cannot really translate into one word into English."

According to Ittusardjuat, these unique words provide insight into Inuit culture and "a gateway to becoming part of the culture."

"We cannot lose the language," she said.

"It's part of who we are, it's our language, and it's important to be able to express ourselves in the language of our culture."

Ittusardjuat has taught students at elementary and high school levels, as well as at Nunavut Arctic College.

She has also worked as a language and culture instructor for Iqaluit's Nunavut Teacher

For Monica Ittusardjuat, her greatest accomplishment has been the number of the students she has taught.

Education Program.

As a National Inuit Language Coordinator at Inuit Tapariit Kanatami, she aimed to create orthography standards that could accommodate all dialects of Inuktut.

Currently, Ittusardjuat is the senior Inuktitut editor at Inhabit Education, a Nunavut educational publishing company.

She is responsible for overseeing all language materials for an Inuktitut first-language

literacy program for Nunavut. She has created materials in various subjects including: math, science and social sciences, which will help Nunavummiut learn and practice their language.

"I felt so humble," said the former teacher, thinking about her award.

Ittusardjuat says that she does not even possess half the knowledge of her parents.

"I don't deserve this (award)," she said. "I

will never know as much as my parents did."

But her intentions were simply to teach students the "little" she does know.

"I didn't want Inuktitut to become extinct.

It should live on. We shouldn't lose it."

She thinks Inuktitut will live on because of a cultural revival from her people who are proud of their language.

"It is a beautiful language," said Ittusardjuat.

Back owed rent to public housing in Nunavut is getting out of control and the Government of Nunavut will have to come up with some creative solutions to help Nunavummiut out of the hole.

As was illustrated in last week's Nunavut News ("Hall Beach family can't escape mould," Nov. 11) families are often put between a rock and a hard place when it comes to having a roof over their heads.

With a growing family and a not always certain income, some have to decide between paying rent or putting food on the table.

It may make a lot more sense for breadwinners in one household to spend their precious income on a snow machine so they can get out onto the land and can catch some food rather than try to pay down endlessly accruing debt for public housing.

Don't pay your rent in private accommodations and you're bound to be out on the street before long but public housing managers will let the debt of their tenants climb to ridiculous levels that will never be

paid off. Who in public housing has $50,000 to pay off their back-rent?

That the Nunavut Housing Corporation doesn't regularly toss their clients out on the street shows that the agency understands the problem.

Yet, families continue rack up huge debts and the housing corp. continues to hold it over their heads.

Raising the rent at the first opportunity when a tenant gets a better paying job only adds to the strain of a seemingly hopeless situation.

This is a vicious circle requiring a creative solution.

Housing corp. does encourage tenants to maintain their homes but how many people know how to frame a window or replace mouldy drywall? Contractors flown in to fix these problems cost the government big bucks and the list of repair and replacement needs just keeps getting longer.

Personal financing is a skill that is extremely difficult to master which could decades of mistakes before being learned. Basic financial literacy and personal accounting ought to be taught in schools across the territory to give Nunavummiut the working skills and know-how to avoid getting into arrears as they start to build families.

The same thinking could also be applied to basic home maintenance.

Recently Patterk Netser, housing minster, pointed out that Nunavut once had a program where building supplies could be purchased through the government at a lower price to allow residents to invest "sweat equity" and build their own homes.

Those renting from the government could work their way into a home which they could maintain and become independent of the government.

Gaining that independence is crucial and can be achieved in a way that makes sense but not always involving dollars and cents.

Leveraging the knowledge of the community and sweat equity ought to be that solution.

Good days on ice in Rankin

It just doesn't seem the same as the days of November roll past and not a lick of hockey is being played in Rankin Inlet.

As of press time, problems with getting the ice to freeze properly continue to keep the doors to the new arena closed.

It just doesn't seem fair for a community with the nickname of Hockey Town, whose citizens have been waiting for what must seem like forever to have a new state-of-the-art rink to call their very own.

Yet, often such is life in the Kivalliq, and across Nunavut for that matter, where permafrost, Mother Nature and construction crews often don't see eye-to-eye.

Sooner or later, the beleaguered crew trying to get the ice to freeze properly will figure it out and the doors to the beautiful new facility swinging open.

Then, hockey will be played almost nonstop in Rankin for the next four months and life will be as it should be.

It is everyone's hope the youth of our fine community will respect the new arena and the new set of rules regarding its use posted by Rankin's Department of Recreation earlier this month.

Likewise, I'm sure everyone also hopes the hamlet really enforces the rules this time around and doesn't back down from suspending those – young, old and in-between – who simply refuse to behave responsibly while inside the arena.

Nobody likes to see anyone suspended from what is, for all intents and purposes, the hub of our community for almost six full months of the year.

That being said, enforcing the rules properly is the only way the community will keep its sparkling new building something that we can all have pride in for decades to come.

Project naming: Do you know your elders?

Can you help identify the people in this old photograph?

Project Naming is a trilingual Web exhibition and searchable photographic database available in Inuktitut, English and French. The goal of this project is to identify Inuit in the photographic collections of ey person or not.

I have absolutely no problem picturing in my mind's eye what the atmosphere is going to be like in that building during every tournament in the coming year, from the Arctic Atoms all the way up to the Polar Bear Plate and the Terence Tootoo Memorial Cup. In will be, in a word – electric!

Even the kitchen/canteen area is state-ofthe-art and simply glistens from top to bottom.

And, even better, it was designed by Rankin Inlet's own Kelly Clark-Lindell, who knows a thing or two about high performance when it comes to the type of food preparation people don't quickly forget after sampling her wares.

I'll never call a game in the new arena after officiating for 18 years in the grand old lady on the hill, they can guess again.

Being away from the ice has been tougher than I ever imagined during the past two years and I have a fairly fertile imagination.

So, you can add this old hack's name to the list of those feeling more-than-a-little annoyed at the delay in the new building's grand opening, but we'll get there.

And it will be worth the wait.

The new arena will be open, the game will be being played again in Hockey Town, and the promise of a new facility to care for our elders and put a smile on the faces of loving family members glows on the horizon.

New Iqaluit councillors talk expectations in office news

"I think we need a public transportation option." ᕋᐃᑐᕐ ᐸᑎᖅ ᓘᑲᓯᒥ ᑐᙵᓵᕆᓂᐅᔪᒥ.

According to the councillor, specifically what kind of public transportation remains to be seen.

The important thing, explains Sheppard, is, "we need to do the work to determine what that (transportation) is and provide options for residents."

Sheppard is "excited" to work with mayor Bell.

"I think he's going to work very hard. He's going to represent the city well going forward," he said.

Councillor Sheppard is also optimistic about Iqaluit's progress over the next four years.

"I think we're going to see a lot of good things coming in the next four years."

As mayor of Iqaluit, Kenneth Bell has some expectations from his council. He expects his counsellors to represent Iqaluit and come prepared to meetings. By this he is referring to reading documents and showing up on time for sessions.

"I expect people to show up, ready and prepared. I think this group is going to do that. I see a great group in front of me, so we're hoping for big things," said Bell.

But what goals have the councillors set for themselves?

And, what do councillors expect from their new mayor? To find out, Nunavut News sat down with some of the council members.

Romeyn Stevenson Romeyn Stevenson has been serving on the Iqaluit city council since 2009. Stevenson chose to run for council again because he believes he would be helpful.

"There were a lot of things, 'unfinished business', that we've been working on that I feel like I can be helpful in guiding this council," said Stevenson.

More specifically, the experienced councillor is "excited" about completing the waste management solutions for the city. Within the four year term, he also hopes to see a solution decided upon for the city's water crisis.

"We need federal support to really solve the water crisis," he said.

Councillor Stevenson expects mayor Bell will keep the interests of Iqaluit known at the federal level of government, in addition to the Nunavut government.

"I expect the mayor to be an excellent leader who will spend a significant amount of time making sure that the city has a high profile within the government of Nunavut. And, making sure that our federal counterparts know what we need here in Iqaluit."

ᑲᑎᒪᔨ ᔪᐊᓇᓯ ᐊᑯᒪᓕᒃ ᐅᐱᐅᖅᑲᓪᓗᓂ ᐊᑖᑕᑦᑎᐊᖑᕗᖅ ᐊᒻᒪ ᓄᓇᕗᒻᒥ ᑐᙵᕕᒃᑯᓐᓂ ᐱᓕᕆᐊᒃᓴᓄᑦ ᐊᐅᓚᑦᑎᔨᐅᕗᖅ.

Coun. Joanasie Akumalik is a proud grandfather and NTI Project Manager.

Malaiya Lucassie This is Malaiya Lucassie's first term as a city councillor.

She has "always" wanted to help her community by being a voice for the people.

"My passion is to help people, the community and be the voice of some people who are scared to voice their concerns," said Lucassie.

Her first priority is to help those who have lost a loved one.

She wants to address the issues surrounding graveyards and money for burying the dead.

"The graveyard is completely a big mess. During the summer they have to pump out the water from the grave before they put in the body to bury."

Also Lucassie explains, while people are grieving, they are stressing about how to come up with enough money to bury their dead. The undertaker will refuse to bury a dead person until payment is made, according to Lucassie.

"So they're grieving but on top of that, they're stressed out about making seven grand in two or three days," said Lucassie.

Lucassie did not state exactly how she hopes to deal with the graveyard and money issues.

When asked about her expectation of the new mayor, she responded, "I expect he's going to give us great results and hope for a great change."

Joanasie Akumalik Joanasie Akumalik is entering his fourth term on the city council. He already has 10 years of experience under his belt.

Akumalik decided to run for council again due to the encouragement and support of the people. He hopes to tackle the issues about transparency and communication.

He wants the council to be more open with residents, businesses and community about policies and by-laws. Establishing good communication with the public is important to Akumalik.

"We need to be more public," said Akumalik.

The counsellor also wants to deal with issues concerning the cemetery.

"There's been a lot of complaints, issues and concerns about the cemetery."

Akumalik, who has worked with Bell before, recognizes that the new mayor is familiar with the community.

"So my expectations of him (mayor Bell) is that he guides us very well," said Akumalik.

Kyle Sheppard Kyle Sheppard has been serving as a city councillor since April 2017. Within the past two and half years, he believes a lot has been accomplished but yet knows that more needs to be done. For Sheppard, Iqaluit's water issue is top priority.

"Our water issue is the first one right now that has to be dealt with before we can deal with a lot of the other issues," said Sheppard.

Coun. Janet Brewster is an Executive Director at NACA. Janet Brewster Janet Brewster originally wanted to run for the Iqaluit District Education Authority, but instead opted to run for council.

"I was asked by a number of people to put my name forward for city council," said Brewster.

"After talking to my mom, we agreed that with all my experience, it would be a good use of my knowledge and time."

This will be Brewster's first term sitting on city council.

Brewster explains that she has familiarized herself with strategic plan and has had a lot of conversations with people during the campaign period. She is now interested in hearing from the city's administrative team.

"What I'm most interested in is getting a really good understanding of what the issues that city staff want us to focus on," she said.

Brewster's expectation of mayor Bell is that "he ensures that there's good governance." She believes the key to success is being organized, focused and welcoming diverse views.

Cooking class opens up in Iqaluit The free workshops bring cultures together through food

A new cooking club opened at the Qajuqturvik Food Centre in Iqaluit introducing participants to a broad range of cooking styles and cuisines.

Thea Zuiker, the food skills coordinator for the program, helps to facilitate the cooking classes, which began on Nov. 6. She hopes members will eventually take on a leadership role and conduct the cooking classes.

"I'm hoping that people will take it (the program) up and feel empowered to carry it," said Zuiker. "Be responsible for how it moves and grows and changes because it's not stagnant. It'll always be changing."

Meals from different culinary traditions are prepared weekly. The cooking club runs Wednesday evenings from 5:30 p.m. to 7:30 p.m.

During the two hour workshops, participants have the opportunity to chat, cook and share the prepared meal together.

It is free and does not require any registration.

"We're trying to reduce barriers to participation," said Zuiker.

The community program is open to participants of all backgrounds and ages.

Zuiker explained the goal is to create a "safe" and "welcoming" space in Iqaluit that is substance-free

and family friendly.

"This is a place for everybody. It's a place for people to connect across maybe social and cultural divides and hang out with people they may not otherwise hang out with," said Zuiker.

Nine participants from diverse backgrounds have attended the sessions since its opening, including people from Zimbabwe, Philippines, Sri Lanka, Africa, China, and Mauritius.

"It just goes to show how much food is the equalizer," Zuiker said.

"You know, we can all connect over food. It brings everyone together."

Besides the opportunity to have fun and enjoy diverse foods, it is the curiosity to learn about different cultures that has been attracting members to this new club.

Participant Tracy Webb, a Zimbabwean cook, believes "it is good to cook different types of food."

"When I found out about the class, I was so excited! I wanted to learn about different things from different countries," said Webb.

Like Webb, Alexandre Michaud from Mauritius has also been attending the cooking club since its opening in hopes to meet new people and discover new recipes.

"Cooking is a great way to meet other people, especially in this community," said Michaud. "Also, I got tired of cooking the same things over and over again. So I was like, maybe

According to Michaud, it is a good environment where people are curious to learn and share.

This "approachable" and "interactive" program is funded through

Community Food Centres Canada.

"Food costs are an expense we cover through our general fund," stated Wade Thorhaug, the executive director of the Qajuqturvik Food Centre.

Zuiker, who is fascinated by the connection between food and community, hopes the program will continue for a long time.

"I'm hoping that this will go on indefinitely," said Zuiker.

Inuit throat singing band Silla and Rise have released their second album, Galactic Gala, on Oct. 5, 2019.

The album consists of 14 songs, mostly instrumental, where the sounds of Inuit culture meet futuristic rhythms on the dance floor.

The group is made up of two Inuk throat singers Cynthia Pitsiulak and Charlotte Qamaniq, as well as Montreal born musician Eric Vani.

Both singers are from Nunavut communities, Pitsiulak from Kimmirut and Qamaniq from Iglulik.

Silla and Rise formed in 2015.

Their debut album, Debut, was nominated for Indigenous Music Album of the Year at the 2017 Juno Awards.

For Qamaniq, it has been throat singing that has allowed her to remain connected with her Inuit culture.

Qamaniq explains that when she moved to Ottawa as a teenager, she experienced an "unexpected" culture shock.

"I didn't realize how tough it would be to move to a city, away from my family, my homelands, my language and my food,"

"So, both Cynthia and I used singing as a way to stay connected to our culture."

She explains the songs in the album reflect Inuit themes and culture. Sunrise, the first song in the album, makes a reference to the

Iglulik skyline. To Qamaniq, it is "the most beautiful in the world."

She recalls waking up early one morning and looking over the hori-

zon and ice to see the sun coming up.

The landscape of Qamaniq's homeland became an inspiration for the song.

The throat singer believes many people will appreciate the music because "we're taking something that was almost taken away from us, something very ancient and sacred and bringing back in a positive way."

"We're a very positive band," she said. "We like to make people dance. We just want people to feel good when they listen to our music."

According to Vani, the songs aim to preserve the beauty of Inuit culture as the Inuit move forward in the world and become more modern.

"I love that we're able to cross cultural lines and combine things together and mix them up," Vani stated.

The album is meant to be listened to in one sitting, explained the musician.

"As you are listening to the album, it is going deeper and deeper into this thing that we've created until you really hit the outer bounds of the galaxy," said Vani.

The trio, presently living in Ottawa, has no plans yet of performing in Nunavut.

Pitsiulak was unable to be reached by press time.

A good day for Martha Atkichok at the fishing derby

Uqsuqtuuq/Gjoa Haven Martha Aktichok scooped up the first-place prize – an ice auger – and also took home $200 for the seventh-place entry in the Gjoa Haven fishing derby on Nov. 9.

Close to 30 people took part in the event, said recreation coordinator Kathy Okpakok.

"They do that (derby) every year as soon as the ice freezes up, it's just like a mini fishing derby," said Okpakok, adding that it was a "pretty stormy" day.

LeBlanc out, Ladd in as SAO in Kugluktuk

Kugluktuk After a decade of service as Kugluktuk's senior administrative officer, Don LeBlanc has tendered his resignation.

He'll depart in early December and Ron Ladd, former SAO in Pangnirtung, will succeed him.

LeBlanc, who was SAO in Gjoa Haven for three-and-a-half years prior to moving to Kugluktuk, said he'll reflect fondly on the hamlet's accomplishments such as establishing the heritage centre, the building of a six-bay garage for the municipality's equipment and the modernization of the mechanics' shop in the growing community.

"I look forward to seeing a lot more coming forward from administration and the new council. I'm sure they'll have their successes," he said.

LeBlanc will be returning to Nova Scotia, where he has family and friends, but he'll still have a strong attachment to the Kitikmeot community he's leaving behind.

"Kuglutuk I call home," he said. "I enjoyed it. That's the bottom line."

QEC laying groundwork for new Arctic Bay power plant

Ikpiarjuk/Arctic Bay Qulliq Energy Corporation (QEC) hasapplied for a major project permit to build anew $32-million power plant in Arctic Bay. Construction is anticipated to take place from 2020 to 2023, pending ministerial approval.

To help cover the construction costs, the power corporation will apply for funding from the federal government's Arctic Energy Fund.

"The proposed upgrade will incorporate renewable energy capabilities and current fuel efficient technologies, supporting QEC's move toward reducing the territory's reliance on diesel fuel," said Bruno Pereira, QEC's president and CEO. "We've been working closely with the hamlet and are honouring their decision to relocate our facilities outside of the community."

Jeannie Ehaloak, minister responsible for QEC, indicated that she will make her decision on the project after consulting with the Utility Rates Review Council.

Gjoa Haven to vote on liquor restrictions

Uqsuqtuuq/Gjoa Haven A petition has brought about a Dec. 9 plebiscite on potentially changing Gjoa Haven from a community where alcohol is prohibited to one where restricted quantities of liquor can be imported.

Such petitions are required to have a minimum of 20 veri-

fied signatures.

Voters will be asked to answer this question: "Are you in favour of replacing the current prohibition system in the Hamlet of Gjoa Haven and surrounding area with a restricted quantities system? In addition to the general liquor laws of Nunavut, the restricted quantities system would limit the amount of liquor that a person can purchase in or import into the community every 14 days to: (a) one litre of spirits; (b) four litres of wine; and (c) eleven litres of beer" This system would not require the establishment of an alcohol education committee.

A similar vote was held in Sanikiluaq in February – with different proposed restricted quantities of liquor – but it failed with only 37 per cent support. Sixty per cent of voters must endorse a change to the community's alcohol importation status for a change to occur.

Elections Nunavut will oversee the plebiscite.

Two-way race for Cape Dorset mayor

Kinngait/Cape Dorset Two contenders have emerged for the mayor's seat in Cape Dorset.

Incumbent Timoon Toonoo is seeking re-election. He is being challenged by Eva Takiasuk.

The byelection is set for Dec. 16.

An advance poll will be held on Dec. 9.

Cape Dorset hamlet cancel choice to hold a byelection after no nominees were officially declared for mayor in the Oct. 28 municipal election. Toonoo expressed interest in serving another term but he said he was unable to file papers due to medical travel.

Hamlet council also had the option of appointing a councillor to become the mayor.

Readers Write From Rick Gillis, Cambridge Bay In the Nov. 4 edition of Nunavut News, there was an item relating to the lack of cannabis outlets in Nunavut.

(Iqaluit-Manirajak MLA Adam) Arreak-Lightstone implies the GN Dept. of Finance, headed by Minister (George) Hickes, needs to step up and initiate territorial sales for a variety of obvious reasons, not the least of which is lost revenue for the GN. This is not the only problem facing the GN finance dept. Several YEARS ago, Cambridge Bay voters gave an 85 per cent nod to a beer and wine store in our community, similar to what Iqaluitmuit now enjoy. Like the

cannabis issue, there is huge revenue potential and multiple logical reasons why the beer and wine outlets should be expedited.

Minister Hickes' response, while while wishing for speedy resolution, is to make sure these things are done properly.

I am not an unreasonable person, if progress reports are presented and updated regularly. At the least, we must inform the overwhelming majority of voters who are in support and surely are wondering what, if anything, is moving forward. To that end, I would like to encourage people to discuss these issues with their elected members at both the municipal and territorial levels....and PUSH. Thank you.

A family legacy of political leadership has taken root in a new generation in Taloyoak.

Chuck Pizzo-Lyall was elected mayor on Oct. 28. He prevailed over incumbent Simon Qingnaqtuq by a tally of 122-85.

Pizzo-Lyall said his father Charlie Lyall and uncle Bob Lyall, both political veterans in the Kitikmeot, encouraged him to make a run for the mayor's seat.

"It's in my blood," Pizzo-Lyall said, adding that his mom, educator Gina Pizzo-Lyall, was also a booster. "I had a lot of support behind me."

He said he was eager to step up after serving two years as a hamlet councillor, a role that he relished.

"I liked it right away," he said of his decision to get politically involved. "I face a lot of issues every day and I got tired of not doing anything about it. It's finally time for us young people to step up and get the job done."

Among the most pressing issues Taloyoak must deal with are homelessness and food insecurity, according to Pizzo-Lyall.

"We see it everyday. It's one of the major issues we face up here. That's one of my main priorities," he said. "I've heard of people with overcrowded housing – there's some people who used to roam the streets all night with nowhere to go... We're going to have to work pretty closely with the (territorial) government for that and hopefully we can at least get more housing or something done."

There have been discussions in regards to a homeless shelter but there's "no finalizations or anything in place right now," said Pizzo-Lyall.

The community has an integrated strategic plan that will help guide decisions to address those challenges, he added.

Taloyoak's mayor and council met held their first regular meeting on Nov. 12.

"We've got a really good council again this year, and everybody's really excited to tackle these issues," Pizzo-Lyall said.

His twin sister Megan has also tested the waters politically. She was the Liberal candidate for Nunavut in the Oct. 21 federal election. She finished second to the NDP's Mumilaaq Qaqqaq. Chuck watched the race closely.

Chuck Pizzo-Lyall is continuing a family tradition of political leadership. He was elected as Taloyoak's mayor on Oct. 28.

"She had a good run at it," he said.

"Unfortunately (the outcome) is not what we wanted, but Mumilaaq looks like she's going to have a pretty strong voice for us too in the House."

He predicted that Megan will thrive regardless.

Qamaniq demands GN pay hunters compensation for meat caches eaten by polar bears

"Caching meat is very hard work. We have to spend money to go out hunting of course, on items like gas, naphtha, ammunition, and grub," Qamaniq said in the legislative assembly on Thursday.

"Today there is a large population of polar bears that find and eat the cached meat ... The Government of Nunavut should take into consideration the loss of cached meats to lost to wildlife and have a pot of funding that hunters can apply to."

Environment Minister Joe Savikataaq acknowledged that numerous Kivalliq caribou and marine mammal caches are dug up and consumed by polar bears, black bears and foxes.

While the GN has compensation funds for wildlife damages to cabins or equipment, there's nothing specific to lost meat caches, said Savikataaq, who added that it would be best for hunters and trappers organizations in Nunavut's communities to send correspondence to the Department of Environment if they want to formally request compensation in such instances.

Qamaniq replied, "I am urging all Nunavut HTO boards to write to the minister of environment to review this matter of hunters losing their hard-earned caches to polar bears and to ask the department to set up funds specifically for that purpose."

Government should consider giving money to improve attendance, Main suggests

"There are draws for bicycles for good attendance in Arviat for example. However, in other jurisdictions, if your child attends properly then you will be given money by the government," Main said in the legislative assembly on Thursday. "Has the Department of Education considered doing that in Nunavut? Has the Department of Education ever considered this? Maybe Arviat can be the first community, or Whale Cove."

Education Minister David Joanasie said his department provides district education authorities with a registration and attendance toolkit to help them better understand how to improve

student attendance. Financial incentives could be another option, the minister conceded.

"If they want to set money aside for attendance I think they can do that, but I would have to look into it further. They might have the authority and I want my colleagues to be aware of that," said Joanasie.

"On top of that, I have heard different district education authorities I think use incentives for attendance. If they have a hundred percent attendance, they might now be part of a draw and have prizes. They can do that themselves, I want them to know."

Is it time for Nunavummiut to build their own homes again?

Arviat North-Whale Cove MLA John Main asked Housing Minister Patterk Netser last week how it was possible that so many homes were built during the 1980s and 1990s. Netser attributed it to HAP, whereby aspiring homeowners ordered housing materials through the government and some expertise was supplied, but those homeowners invested a great degree

of "sweat equity," which reduced the overall cost of the house.

"There are many homeowners that benefited from that HAP program," Netser said in the legislative assembly. "I benefited from this HAP program and it worked really well back then, and I do not see any reason why it should not work good again today."

Because some Nunavummiut would be able to build their homes, it would free up more social housing units for others, Netser said.

"I am an example. I rented a social housing back in the '70s into the '80s, and when I built my HAP house I got out of the books of the government and I have been independent since then," the housing minister said. "It is great to see people having their own homes, and independent from government. This is what I want to see."

Main said he'd like to see action towards furthering the return of the Housing Assistance Program.

"I would really like to see that too because it really benefitted people in those days and people still talk about it," said Main. "Next year when we talk about this again hopefully there will be some proposals, funding proposals for it."

Remembering and honouring our soldiers and our local protectors, each year the community of Cambridge Bay, Nunavut holds a Remembrance Day Ceremony with members of the RCMP, Canadian Rangers, the Cadets Corp and veterans.

This year the 3004 Nanook

Cadet Corp hosted the service at Luke Novoligak Community Hall with approximately 150 in attendance. Various community organizations were in attendance to lay wreaths with the Cadets. The bagpipe music of Amazing Grace was played by Kelli Gillard. Tea and cookies were enjoyed after the service.

Molly Okalik has achieved something that no one can ever best her at.

The recreation co-ordinator for Whale Cove, Okalik, 25, is the first Nunavut graduate from the Recreation North training program.

Okalik said the course began in October 2018 and carried on throughout the year.

She said the program was delivered online, with a conference call being held for all the participants every two weeks.

"The program helped me a lot because I had just started my job and I needed more information on how I could help my community, as well

as a better understanding of the proper way of doing things," said Okalik.

"The program really helped me a lot in both those areas.

"Also, we have three different facilities in Whale Cove and the program helped me to properly schedule our various events and activities, including evening sessions, as well as how to properly plan an event for the future."

Okalik said she was never really planning for a career in recreation.

She said she's always been open to new things, so, when the rec co-ordinator job became open, she decided to apply.

"I applied for the job, but I didn't think for one second that I would get it, but I'm so happy

I did.

"Once I had the job – I started on June 20, 2018 – it helped me want to do better for my community because I know how hard it can be for the kids here.

"So, that really motivated me to keep the job and do my best at it.

"And, so far, I've enjoyed every minute of it."

The program is in its second full year of operation following the pilot program in 2017.

Amanda Grobbecker, Recreation North's program manager, said nine people graduated from the pilot program while five more have completed their full certificate programming since the full program has been offered.

"People can start at any point, this isn't like a

Curlers back on the road Leduc, Alta The next big national curling event for Nunavut is the Canadian Curling Club Championships and the Iqaluit Curling Club will provide both teams in action.

Everything gets underway in Leduc, Alta., on Nov. 25 with the men's team of Wade Kingdon, Greg Howard, Hunter Tootoo and Aaron Fraesr taking on the host province in the second draw of the event while the women's rink

Iqaluit One of the biggest weekends of futsal ever seen in Nunavut is all over.

The Nunavut Soccer Association hosted the Super Soccer Championship Weekend with six different territorial championships up for grabs: U13 boys and girls, U15 boys and girls and U18 boys and girls.

Dawn Currie, the association's executive director, said several communities sent teams for the weekend's festivities including Kugluktuk, Cambridge Bay, Gjoa Haven, Whale

structured school program," she said. "We don't do intake at a certain point in time; people can start in January or March or September so we'll continue to have rolling numbers of graduates at various points."

Something else the program offers is flexibility, she added.

"People who register for the program can start and finish when they can and we intentionally set it up that way," she said. "Things come up and people can't always be available for the learning events we have scheduled so if they aren't available for a certain one, they can come back and complete an event when it's next scheduled."

Super League underway Iqaluit The Iqaluit Curling Club's Super League campaign for 2019-2020 is off and running.

The first event was held on Nov. 16 with the theme being "thrift shop," where everyone came dressed with something that could be found in a thrift shop.

Plenty of prizes were up for grabs for the players who signed up and the players also brought non-perishable food items which were to be donated to the Iqaluit Food Bank.

A bridge too far Don Cherry has always been one to have an opinion on just about everything. You might not like it but you always listened to it. Kind of like this page. I know a lot of you don't like what I have to say. Some of you even go on Twitter and take a shot at me, knowing I'm not on Twitter and I probably won't see it. I know who you are.

Cherry had escaped the sack more than once with James McCarthy for things that would have seen others fired but his comments about "you people" was one too many. Any time you start a line with those two words, it won't end well and it didn't for Cherry.

Sportsnet, which owns the rights to Hockey Night in Canada, gave him the boot on Nov. 11, rather ironic considering Cherry's words in the first place were about the poppy and how those people don't wear them.

Now, I agree with him that everyone should wear a poppy because it is the ultimate sign of remembrance. They do not glorify war nor do they promote conflict. Remembrance Day itself is to signify the end of the Second World War and the hope that it never happens again. We've come close but thankfully, it hasn't happened.

I didn't like what he said because I'm the son of an immigrant whose father fought in the Second World War with soldiers of all sorts of backgrounds. My late grandfather, James O'Neill, considered anyone who fought with the allies a friend, creed or colour be damned. He always defended the rights of the Gurkhas, the legendary soldiers who employ gonads of steel and who have the iciest of blood in their veins and that they should receive the same benefits that British soldiers received. The Gurkhas were under British command during the Second World War, after all.

But I disagree with his firing. This was a chance for that "teachable moment" we all love talking about when someone steps out of line or says something unpalatable. We all know how soldiers of different backgrounds and faiths step forward to do the job 99.9 per cent of us would never have the balls to do. Why not have Cherry do a segment about that? He's not apologizing for what he said and that's fine because that's how Don Cherry rolls. With that in mind, Sportsnet could have had him talk with veterans of colour, Indigenous veterans, you name it.

There were so many ways to make this a positive. Firing Cherry only placated people who were upset with what he said and it won't stop there. You know it won't. Yeah, his words bothered me but plenty of people have said much worse and knowing my mother, she would have laughed it off and called him a rather naughty name.

Sports Talk

Looks like they're for real The Toronto Wolfpack became the first team from outside Europe to make into Super League, the top competition of rugby league in the northern hemisphere. They did it by winning promotion from the division below earlier this year and are showing people that they mean business.

The Wolfpack went out and signed Sonny Bill Williams of New Zealand, one of the best players going today and they're reportedly planning to pay him upwards of $10 million over the next two years. That makes him the highest-paid rugby player anywhere on the planet and while Super League has a strict salary cap, each of the 12 teams is allowed to sign one marquee player over and above the cap so long as they can afford it. Guess the Wolfpack can afford it.

If people didn't take the Wolfpack seriously before, they will now. Williams brings instant credibility to both the Wolfpack and to Super League simply because of his ability. Rugby league is where he got his start before he moved on to rugby union, where he won two Rugby World Cups with New Zealand. But rugby league is where it's at for Williams and he will no doubt be a force to be reckoned with.

The only thing I hope is that he doesn't pull a Gilmour and wreck his knee on his first set of six plays because if that happens, you can pretty much kiss any chance of the Wolfpack being a force goodbye.

And finally …

Good Idea: An inbounds play in basketball.

Bad Idea: Forgetting that you have to actually pass the ball to another player on an inbounds play.

It's one of the most basic plays in basketball: inbounding the ball when it goes out of bounds. It's one of the first things

Sonny Bill Williams is now part of the Toronto Wolfpack rugby league squad and became the highest-paid rugby player in the world in the process. Guess we can take Toronto for real now. a player is taught. Eric Bledsoe of the Milwaukee Bucks obviously forgot that part of the game on Nov. 6.

Bledsoe was set to inbound versus the Los Angeles Clippers that evening after the ball had gone out of play. The referee handed him the ball and he literally began dribbling up the court. I had to take a look at this twice to make sure I was actually seeing Eric Bledsoe dribble up court on an inbound play.

The referee caught it right away and everyone wondered

what was happening once the whistle blew. No, Eric, you can't simply dribble up the floor on an inbound, as much as several players would love to. There's one image that came to my mind when I saw that: LeBron James chewing out J.R. Smith in the 2017 NBA Finals after Smith blew it in Game 1 of that series.

Bledsoe was able to laugh it off and so can we because plays like this happen all of the time.

NWT blocks GN emails after attack Employees advised to use fax, phones to contact counterparts

The Government of the Northwest Territories has blocked all emails from the Government of Nunavut after a recent ransomware attack knocked out the latter's services.

"The GNWT has blocked all @gov. nu.ca emails on the advice of the Government of Nunavut and Canada's Cyber Centre," spokesperson Todd Sasaki wrote to Yellowknifer over email. "A notice was sent (Nov. 6) out to all GNWT employees advising them that emails would be blocked until the Government of Nunavut advises that it has addressed the situation."

The email sent to GNWT employees advises contacting their Nunavut counterparts by phone or fax. It asks employees to be vigilant while opening attachments and links, while confirming these were intended messages from the sender.

In his email, Sasaki said the government "constantly monitors for suspicious activity and is prepared to do whatever is needed to protect the information in our custody and control."

This caution should extend to all residents potentially receiving Government

of Nunavut emails, according to Gabe Powless, owner of Yellowknife's Raven Web Services, of which Nunavut News is a client.

When someone uses a computer or other device connected to the affected network, it increases the possibility of phishing, or other attacks. That essentially spreads the problem, according to Powless.

"If you're not really cautious and you, say, answer their email, you might actually be redirecting (to) some links that brings you a page that takes credentials," Powless said.

Attackers While ostensibly filling in your personal information, you're actually handing it off to the attackers. Consequently, Powless said to be skeptical of all electronic communications from GN addresses.

"The (Government of Nunavut's) system obviously is completely corrupted, meaning they lost control of the database.

Even though they could likely still access it, it's not under their complete control," he said.

Powless explained the governments of both Nunavut and NWT were vulnerable

to an attack. The use of older technology means their web security often isn't upgraded at the speed standards require.

"The Government of Nunavut was following the trend that the Government of Northwest Territories was following.

(That) is, fix it when it comes up, or wait until it's an issue," he said. "That's a poor way of doing security, especially in this day and age because cyber attacks are super-common."

Stored data, especially among large entities like governments, is a "massive target" for bad actors, he said. After an attack, governments tend to pay for the cleanup of the damage done by the hackers, but not the actual ransom. Powless said doing so could act as an incentive for future bad actors.

He said "it would be way cheaper to be proactive and do some preventative maintenance." That means following best practices, such as keeping a website's code updated.

Being in the information technology industry, Powless said he couldn't help but laugh when the GN's network was targetted.

"It was like everyone sees it coming except for the people making the decisions."
