Covid-19 cases confirmed, Kivalliq travel shut down Residents asked to remain at home, wear masks outdoors

Two positive cases of Covid-19 have been confirmed, in Arviat and Rankin Inlet.

"We have initiated contact tracing in Arviat and our Rapid Response Team is on standby to support should it become necessary," said chief public health officer Dr. Michael Patterson.

"Out of an abundance of caution, beginning Sunday, Nov. 15, all travel between Kivalliq communities will be restricted, with the exception of cargo and emergency travel."

Patterson said the latest infected individual is currently outside of the territory, is isolating and is doing well.

For the entire Kivalliq region, only essential services are to remain open with grocery stores moving to reduced hours.

Indoor gatherings are no longer permitted, and all outdoor gatherings are limited to five people or less.

Kivalliq residents are required to wear a mask while outside of their homes, stay at home as much as possible and limit contact with others, including family members not living in the same household.

"As we see the numbers of Covid cases rising throughout Canada, it’s critical we maintain

our public health measures, act with caution and pay strict attention to our actions," said Premier Joe Savikataaq. "To everyone in the Kivalliq, please know we are with you, we’re sending you strength and our government is ready to help.

Stay well and care from one another safely."

The newest case in Arviat quickly follows a confirmed Covid-19 case in Rankin Inlet.

"We ask the residents of Rankin Inlet to remain at home as much as possible and limit contact with others, including family members outside their household. It is critical that health measures are strictly followed by everyone to quickly contain any potential spread in the community," said Patterson.

Residents are required to wear a mask while outside their homes. Only essential services are to remain open with grocery stores operating on reduced hours. Indoor gatherings are no longer permitted, and all outdoor gatherings are limited to five people or less.

The infected individual is in isolation and doing well, according to the Department of Health.

Anyone who stopped in the community for longer than four hours since Nov. 5 must selfmonitor for 14 days from the date they were in Rankin Inlet. Virus symptoms include fever, cough, sore throat, runny nose/nasal conges-

tion, headache and shortness of breath.

In a press conference on Nov. 12, Premier Joe Savikataaq told Nunavummiut not to start rumors or to blame critical or exempted workers going into communities for the recently confirmed Covid-19.

"Without compromising any personal information, I can say this, there are no links between our confirmed cases," Savikataaq said.

"The positive cases are not exempted or critical workers, anyone who implies or says otherwise is wrong."

Public health measures in the community have been implemented but travel in and out of Rankin Inlet has not been restricted with it being a regional travel hub for the Kivalliq region. Non-essential travel is still not recommended.

With this new case, the Patterson acknowledged people's concerns about wanting to know the specific details on this new case but added their time is best served working to break any other possible transmission that may be taking place in the affected communities.

Travel to and from the NWT currently has not been affected and Patterson said they are not considering putting restrictions on travelers from there at this time.

Nunavut judge calls on Parliament to beef up sentencing for gender-based violence Seasoned judge upset after being forced to give lenient sentence to abuser

Judges need more leeway to impose harsher sentences in cases of gender-based violence and Parliament should re-examine the issue, says a seasoned Nunavut judge and former Crown prosecutor.

Justice Paul Bychok expressed his frustration in a decision released earlier this month after he was forced to impose a "lenient" sentence on a Kugluktuk man convicted of twice

assaulting his girlfriend. Based on precedent, Bychok had to follow the recommended sentence agreed upon by the Crown prosecutor and the defence lawyer, which entailed 45 days in jail and nine months of probation.

"In my view, the joint submission I imposed was unduly lenient, and counsel failed to justify their leniency," Bychok wrote in his Oct. 2 decision. "The joint submission did nothing to help dispel the perception that our justice system devalues the

lives of Inuit victims of crime. I am certain this omission would alarm and dismay all informed and reasonable Nunavummiut."

The judge was overruled by the appeal court on two previous occasions – once earlier this year and once in 2018 – when he didn't adhere to a joint sentencing recommendation from the Crown and defence lawyers.

He wants Canada's federal politicians to revisit sentencing guidelines.

"A judge's inability to impose a just and principled sentence constitutes a breakdown in the justice system," Bychok stated. "Reasonable and informed Nunavummiut would conclude, as I have, that the justice system broke down in (this) case.

That breakdown ought to have permitted me to decline to implement the joint submission."

The court case involving the 39-year-old Kugluktuk man revealed that he first attacked his girlfriend on Aug. 2 after she told him that she

was going out to give some money to her mother. He punched her, headbutted her, banged her head against the floor, pulled her hair, slapped her and kicked her twice, the victim told the RCMP. Although the offender was released on bail with an order not to contact the victim, he was arrested again 19 days later after the woman told police he had choked her. Country food business helps address food security in Grise Fiord Entrepreneur Terry Noah hopes to create jobs for hunters in his home community

All the way up in Grise Fiord one young man has been developing his own business while addressing food security within the small hamlet.

Terry Noah owns and operates Ausuittuq Adventures, a guiding and hunt service in Grise Fiord and has recently been selling country food online he hunted himself.

Noah also processes some of the food he hunts, making beluga jerky, smoked polar bear meat and other products for sale to the community.

His inspiration came from the activities he has already been doing for the past several years.

"Last few years now I've been processing and packaging country food for my family and I and during the last few years I accumulated some equipment," said Noah.

"Once I had everything I got the idea to put together a little butcher shop."

He isn't too busy with his guiding business this time of year so Noah sought to make some extra income while keeping busy.

"During this time of year I'm not busy with any guiding and the ice is a bit too thin to go too far (out)," he said, "I enjoy hunting and working with the meat harvested."

So far the business has been received well from both his com-

munity and family.

"There has been a lot of interest and positive comments since I started," Noah says, "lot of support and encouragement from family and friends."

Food security is an important issue within Nunavut as a whole and even more so in Grise Fiord where isolation from the rest of the territory and Canada is the norm.

"That is why I worked so hard to learn and practice processing country food," Noah said. "Food costs up here has increased a lot and I realized that if I depend on the store we will struggle to keep up with all the other costs of living up here."

Not only has the country food business made a difference in keeping up with costs, it has also allowed Noah and his family to have a higher standard of living than they normally would.

"Harvesting my own meat has made a dramatic difference which allows us to have a comfortable lifestyle up here."

Looking to the future he hopes to expand his butcher shop to something bigger.

"I hope to have a proper facility one day and to provide jobs for other hunters hoping to make a living this way."

Pond Inlet teacher honoured to receive Prime Minister's Award Leah Kippomee has worked to incorporate Inuit Qaujimajatuqangit into her teaching

One Pond Inlet educator is being recognized for her efforts with a 2020 Prime Minister's Award for Early Childhood Education.

"I'm honoured, I'm surprised," said Leah Kippomee, who's the now awardwinning lead educator at the community's Pirurvik Preschool.

"She's a hard working woman and I'm glad she's being recognized and I love her," said Pirurvik Preschool staff member Selena Enoogoo.

Fellow co-worker Julie Pewatualuk adds, "I was happy she got awarded."

Karen Nutarak, co-director of the preschool says "Leah does her job with excellence and loves what she does. We are very proud of her and she deserves the award."

Back in 2018 the preschool won the $1-million Arctic Inspiration Prize and since then they have been using that money to help other communities around

the North from the capital to other hamlets in the territory.

"The preschool won one million dollars and we've been using that to train other preschool or daycare facilities across the region for seven communities," she said.

"So far we have helped several daycares in Iqaluit, Rankin Inlet, Clyde River and here in Pond Inlet."

Her method to teaching preschool students sits on a combination of Inuit Qaujimajatuqangit (traditional knowledge) and Montessorioriented education. The latter emphasizes independent learning in a supportive environment and is used in many schools around the world.

"Language and culture, we try to teach them how to hold a pencil before they go to kindergarten and language is important to keep our culture alive," Kippomee said.

Part of teaching traditional knowledge involves getting the preschoolers to play with materials that are a part of the Inuit way of life.

"Children at a young age can learn by play and with

the Inuit Qaujimajatuqangit materials we have here.

We have seal skins they can pretend to be skinning and other Inuit Qaujimajatuqangit materials like bone games and they have a sled they can pretend to use to go hunting and some Inuit games."

Pirurvik Preschool's letter nominating Kippomee cities her use of language in school.

"Leah's use of Inuktitut and cultural engagement in the preschool environment allows children to thrive, and provides them with a positive first engagement in education, that will affect their lives for years to come," reads the letter.

She adds that it's important for parents wherever they are to maintain an active role in their kid's lives. "It is important for parents to be involved with their children."

Being a teacher is something Kippomee looks forward, to help others learn and to grow.

"I always look forward to getting new students, they're always willing to learn, I enjoy working with children."

With the holiday season closing in and festive decorations being removed from storage, this usual means a trip south for a lot of workers in Nunavut to visit family and recharge their batteries. This is especially true for teachers in Nunavut, many of whom come from the south in search of meaningful employment.

Some may spend time and Nunavut and rotate out while others decide to transplant their life to the Arctic, but getting an opportunity to reconnect with family is something that nearly everyone feels is important.

But 2020 has been a year like no other for a very obvious reason.

Welcome to beautiful and cold Cambridge Bay, Nunavut, on Victoria Island, the eighth largest island in the world and Canada's 2nd largest island. It is 83,897 square miles and on the same island further west is Ulukhaktok, so our island is split between NWT and Nunavut. So we have Inuinnait and Inuvialuit on Victoria Island. Inuit have lived here for thousands of years and have survived by good hunting and fishing, but now days the hunting of caribou is very scarce.

We are the caribou Inuit, for hundreds of years there was so much caribou, plenty of good harvest back then, but not much now. Hope someday the caribou population will grow and grow for many years to come.

We are also known in Cambridge Bay – the fishing village as we are very lucky to have an abundance of arctic char. Such healthy food. In the past, anyone was allowed to hunt for caribou and muskox and polar bear, but today our local hunter's and trapper's organization issues tags by picking out of a hat, just to be fair. So few residents were lucky to receive tags to go hunt caribou. This is done because the decline in caribou population and our HTO sets limits, like many other Inuit communities. Having caribou is such a treasure, it is like gold to us now.

It is important for our Elders to be provided with country food, otherwise they get sick and lose their appetite and are not used to store bought food. This is why Inuit share their harvest always, it is like a common courtesy to do so. There is no tags issued for seal hunting, anyone can go seal hunting without a tag.

My grandson and his friend and father were trying to go seal hunting towards mainland but had to turn back to town as there was still not frozen ice yet out on parts of the Arctic Ocean. With climate change happening fast in the North, it is becoming hard for hunters and fishers to travel out on the land and sea cause the weather is changing quickly and the sea is not fully frozen yet. So please be safe. The weather changes really has an affect on the Inuit, and I am sure it is happening also where our fellow Inuit live in Alaska, Russia, Norway, Greenland and us in Canada. But Inuit are always making solutions happen when something goes wrong or not. Very resourceful when they think of alternative ways to provide food from the land. It was different types of weather

Some of the most beautiful fashions from anywhere in the world. In Siberia their outdoor clothes made from reindeer hides are the most beautiful styles. Today many use material fabric from stores and create awesome and unique clothing suitable for the weather. Many hand sewn or machine sewn products are available to purchase and is respected all over the world.

Foster family publishes book for Inuit foster children 'There's a lot of dynamics involved with Inuit children moving into non-Inuit family homes'

One foster family is hoping to help ease the transition that many Inuit children face when moving into the foster care system.

In Ottawa, Mary and Kevin Qamaniq-Mason are only one of two Inuit foster families in the nation's capital and together they wrote I Am Loved, a children's book meant for Inuit children in foster care.

The book came into fruition over time stemming from their experiences working with foster children.

Kevin worked at the Tungasuvvingat Inuit in Ottawa as the manager of family services, where he dealt with a lot of families who had open files with Child and Family Services.

"We had programs where parents and their kids who were in the foster care system would be able to have visits and interact and my wife's a writer so we often talked about it," said Kevin.

The two ultimately ended up adopting one of those children.

"We were looking at kids books online at this situation a lot of Inuit kids find themselves in," he said.

"There's a lot of weird dynamics involved with Inuit children moving into non-Inuit family homes and we just weren't happy with the resources that were available."

At the time, the two were getting their certification towards

becoming foster parents themselves and saw a need for a children's book that reflected the experiences Inuit foster children.

"I was so unhappy just looking at all these books, I just think there wasn't very good options for kids and I didn't find anything appropriate for indigenous or Inuit children," said Mary.

She sid that incorporating culture is more than just adopting some elements and calling it a day.

"A lot of the foster families here, they think that culture means food, singing, dancing, clothing, but they're not understanding that culture covers the way that we relate to each other, the way we speak, the natural interactions in a family, the personal dynamics in a family."

"Often they have very good intentions but they're acting in such a way that the Inuit child can never really feel comfortable, and (they're) very confused and having many miscommunications with their foster parents," Mary explained.

Transitioning into foster homes away from family in an unfamiliar environment can be one of the more difficult parts of being a foster child, they said.

"It's really difficult, that's what we observed," said Kevin.

"We're one of two Inuit foster families in Ottawa and we've fostered a dozen Inuit kids. Even though they're Inuit children fostered by an Inuit family, it's a big adjustment to make."

Getting accustomed to a nonInuit environment for an Inuit child is another even larger adjustment to make.

"If it's a big adjustment to move into an Inuit foster home, how difficult it must be to move into a non-Inuit foster family, to an all-white family who has no familiarity with a unique culture or Inuit communication styles or maybe doesn't know anybody in the Inuit community," Kevin said.

"We wanted to write a book that gave a message to the Inuit children that are in care but also had a bit of a message for foster parents," Mary adds.

If there was one message that the two wanted to get across in this book, it is one of family and love, that despite everything your family is still going to be there for you.

"Even though you're away, you're a part of the Inuit family and community right now, you're never really apart," said Mary.

"That connection is still there, that family and community is ready to embrace you at anytime, now or later. You're never gonna be separate and away even if you end up spending years away from your community or your family."

Main chastises GN over approach on long-term care facilities Not enough consultation and partnerships, MLA insists; former health minister says safety is top concern

As the fall sitting of the legislative assembly drew to a close, John Main went on the offensive again over the Government of Nunavut's long-term care plans.

There's a pressing need for a comprehensive strategy on Elders' care in Nunavut; the existing plan for regional long-term care centres is "top-down"; and the territorial government must consult with the public, the private sector and Inuit organizations before proceeding, said Main, chair of the regular members' caucus.

He revisited these issues on Nov. 5 while delivering a lengthy speech that was frequently punctuated by rounds of applause from MLAs. "I'm deeply disappointed in the planning to date ... I feel that our government has built its position on a very poor foundation on Elder care," he said. "The government's current plan does not reflect meaningful consultations with our partners in Inuit organizations, municipalities, nor with Elders or their families who stand to be directly impacted by decisions made on this subject... unfortunately, since the development of our mandate, it appears much of the government's work on Elder care has shifted to behind closed doors.

The GN has announced that a 24-bed long-term care centre will be constructed in Rankin Inlet beginning in 2021. Another 24-bed facility will be built in Cambridge Bay and a 48-bed care centre will be located in Iqaluit.

Requests for similar facilities in Kugluktuk, Pond Inlet, Baker Lake and Kinngait have been rejected.

"There's nothing stopping communities from making or building facilities that can house Elders in a non-assisted living manner," then-Health Minister George Hickes said, noting that the GN has limited resources and bringing Elders back from southern care homes is a primary objective. "Most importantly, I think there's a message that is being missed out of all this, Mr. Speaker, is that our goal is to provide safe housing that meets the clinical needs of our Elders.

I know there has been a lot of discussion and there has been a lot of support for our Elders across the territory.

It's unfortunate that not every family supports their Elders the way they should. We need to provide safe living spaces for our Elders."

Gjoa Haven MLA Tony Akoak sought assurance that the existing long-term care facility in his community won't be closed when the regional centres open.

Hickes replied, "I will not be closing any of our current Elder facilities under my watch."

Residential school comparison Main referenced the "deeply scarred" and "traumatized" existences Elders endured in their younger days due to forced relocations and the residential school experience – when they were torn away from their homes – and he compared that to the approach the GN is taking with care homes based in regional centres.

This legacy would seem to suggest that forcing relocation to another community be a last resort and something to be avoided to the best possible."

Main added that he doesn't expect the GN will be able to give every com-

munity what they ask for, but there's value in partnering with municipalities, societies and businesses.

"I do not believe it to be appropriate for a government to put a plan in front of us on a critical issue like Elder care and say, ‘Take it or leave it.' I expect the government to put their plan in front of MLAs in this assembly as well as in front of our residents and ask, ‘Is this good enough?'"

Hickes said he can reach out to hamlets, mayors and councils "to see if there is an appetite to provide feedback.

"But at this stage of the

"No one can sit in here and say that they haven't shed tears over some of the stories or personal experiences that we have heard, and, trust me, I hear a lot of them."

"I would at least have expected the Crown to allege the choking to be an aggravating fac-

tor to the common assault," the judge wrote.

"This failure by the Crown to allege the admitted choking as an aggravating factor minimized the extent of the violence, its impact on the victim, and (the offender's) responsibility for his criminal actions."

Bychok cited statistics and statements from Pauktuutit Inuit Women of Canada and the Murdered and Missing Indigenous Women and Girls final report that underline the crisis of gender-based violence in Nunavut. He also noted that there's a risk that lenient sentences can reinforce the perception that "there is little justice to be found for Inuit women in the criminal justice system."

"In my view, the overall joint submission in (the offender's) case minimized the nature

and severity of his violent offences and served to minimize his responsibility as well as the impact of the crimes on his victim," stated Bychok, who added that he feels the sentence brings "the administration of justice into disrepute."

The Kugluktuk offender has 13 offences on his criminal record from 2000-2012, including three convictions for assault and one for sexual assault, with the lengthiest sentence for any of those being three months in jail.

"Inuit women, and all Nunavummiut, deserve a justice system that meaningfully addresses gendered violence. It is troubling that our courts have not been given the tools, including fuller judicial sentencing discretion, to do so," the judge wrote. "There is a need

and a role for Parliament to reopen debate on this vitally important aspect of our criminal justice system."

Bychok concluded that Nunavut judges may need to take a more prominent role in helping lawyers determine recommended sentences.

"An independent judiciary is the last line of defence for everyone in our free and democratic society. As Parliament has entrusted judges with the ultimate responsibility for the sentences they impose, judges must be vigilant to ensure that justice is done. In Nunavut, at least, that vigilance may require judges to engage with counsel to ensure that all relevant circumstances and principles have been considered and appropriately applied in joint submissions."

Hamish Mamgark's week went from big time disappointment to over-themoon joy in a matter of days earlier this month in Arviat.

Mamgark had been hoping against all hope his name would be drawn for one of the 12 polar bear tags available in Arviat this past month, and he was wondering if there was any way he'd get a second chance when his name wasn't pulled for the tags.

It was all Mamgark could do not to break into a jig on the spot when he found out his name was pulled as the first alternate in the tag draw.

One by one the lucky hunters who names were drawn headed out on the land after nanuq and Mamgark started to get hopeful once again when he heard a number of them had come back to the hamlet empty handed.

Mamgark, 20, said he wasn't listening to the radio when they started pulling the names and, when he was told his name had been pulled as an alternate, he hoped and hoped he had enough luck on side to finally have a chance to go out after a polar bear.

He said as he understood it, the first 12 people who went out on Oct. 30 had until 5 p.m. on Nov. 1 to either get a bear or return their tag.

"I was like the first alternate, or however you say it, so when Sunday finally came, which seemed to take

forever, it was finally my turn to go. It all happened so fast and the next thing I know we were headed out to a spot about 12 miles south of the community," said Mamgark.

"When I first saw the bear out on the land I was like holy s---, would you look at that. I was so excited. I couldn't believe the size of him.

"The bear saw us and took off running toward the sea. He just took off. He didn't raise up on his back legs to challenge us or anything like that. He just ran.

"We chased it for about 30 seconds, I'd say, and then I had a good shot and was able to bring him down. I don't know what to say to describe how I felt. I was just so excited and so happy."

Polar bear season was also in full swing in Rankin Inlet, with that community also having 12 tags in total – six for males and six for females, with nine of the tags being open and three that were drawn.

As of press time in Rankin, five tags had been used with three male bears and two females being harvested.

The Arviat quota has been met and many folks in the community are not happy about the fact Arviat, which has more polar bears than most communities in Nunavut, is only allowed 12 tags.

Mamgark said Arviat definitely should be allotted more tags but he's more than happy with how things turned out for him, getting

He said it took him a little bit to calm down after he landed the bear and then it was right to work on the hide.

"We skinned it right away and then took the samples you can return to wildlife

and get some money for them ($45 for lower jaw, $100 for the baculum, $40 for lip tattoo(s), etc.).

"I kept the bear's head and its fur, but we left the meat out there because nobody eats it out here.

"I think my mom's going

to make the hide into a rug for me.

"I started going hunting alone when I was about 15 and getting my first nanuq

was one of my happiest days as a hunter," he said.

"Getting that bear kind of really made me feel like a man."

Arviat narrowly avoids changing to restricted alcohol status Arviat More people voted in favour of switching Arviat from a prohibited community to a restricted one, but not enough to actually cause a change.

There were 392 voters (52.6 per cent) in Monday's plebiscite who wanted to allow the purchase or importation of 8.552 litres of beer (24 x 355ml cans) and eight litres of wine (2 x 4 litre boxes or 10 x 750 ml bottles) every seven days.

Those voting "no" totalled 353, or 47.4 per cent.

However, it would have required 60 per cent support for an official change in liquor status.

Voter turnout in Arviat was 59 per cent.

City announces holiday events Iqaluit On Nov. 9 the City of Iqaluit announced a number of events that are taking place in the community over the holiday season.

On Dec. 5 the Santa Claus Parade will be kicking things off.

There is no fee to register and you can register your float online at the City's Recreation website.

The Qaumakuluit holiday contest is next on Dec. 16-17, to take part in this have your holiday lights and decorations up in front of your residence or place of business ready from 3 to 7 P.M on Dec. 16, the winners will be announced the next day.

You do not need to register for the Qaumakuluit holiday contest.

Lastly there's the holiday-themed cookie decorating contest, which is open to the public.

Hamlet seeks new SAO Sanikiluaq The Municipality of Sanikiluaq is searching for a new Senior Administrative Officer (SAO) for help run the day-to-day operations, and coordinate community services.

Requirements for the position include knowledge of government operations, statutes, bylaws and policy-making.

Familiarity with budgeting, computerized accounting systems and government funding programs are also requirements.

Other requirements include having excellent communication skills, a proven ability to work in a cross-cultural setting and applicants must submit to a criminal record check.

Due to covid-19 anyone coming from the southern provinces must self-isolate for 14 days in one of the designated self-isolation hubs in southern Canada.

The closing date to apply for the position will be on Nov. 23 by 3 p.m. local time.

Community centre installs new rec equipment Pangnirtung Community members now have new equipment to enjoy for their enjoyment.

The Pangnirtung Recreation Office on Nov. 9 has installed new equipment in the People's Community Hall.

Included among the new equipment is two pool tables, two dartboards, an air hockey table, soccer table and a ping pong table.

The new schedule for the Community Hall has since been posted on location in English and Inuktitut.

Coral Harbour sticks with liquor prohibition A majority of plebiscite voters in Coral Harbour have rejected a move to restricted quantities of alcohol being permitted in the community.

The "no" side tallied 177 ballots (55.5 per cent) while the "yes" side came in at 142 votes (44.5 per cent) between Monday's vote and the advance poll on Nov. 2.

Voter turnout was rather high at 74 per cent.

It would have taken 60 per cent support for liquor to go from prohibited to being legal at a limit of one litre of spirits, four litres of wine and 18 litres of beer every 14 days.

Medical traveller tests positive for Covid-19 Winnipeg A Nunavut resident in Winnipeg on medical travel, and who was in the isolation site, has tested positive for Covid-19, the Government of Nunavut was informed on Sunday.

Chief public health officer (CPHO) Dr. Michael Patterson said Nov. 9 that the latest case is unlikely related to the two cases in the same household in Sanikiluaq, which were confirmed over the past few days.

The infected individual in Winnipeg is said to be doing well and is following isolation procedures, according to Patterson. It is believed that the person in question was exposed to the virus prior to entering isolation and "we believe there is little risk of transmission to other hotel guests," the CPHO stated.

In Sanikiluaq, the Department of Health's Rapid Response Team – comprising of nurses and a logistician – is on the ground. Virtual public health nurses are assisting remotely by calling people as contact tracing continues and samples are being sent to Iqaluit daily for testing.

The Department of Education is preparing to send internetready laptops to Sanikiluaq students so they can engage in remote learning. Teachers have been trained in the Edsby online learning network.

Patterson also noted that the Department of Health has received reports of health-care staff in some communities facing "criticism and verbal abuse" since the Covid-19 emerged.

"These men and women are coming from the south to provide essential services and play an important part in providing care across the territory," said Patterson.

Pitseolak Ashoona makes shortlist to appear on $5 bill The mother of 17 is a renowned artist in Nunavut

The late Pitseolak Ashoona, a renowned Nunavut artist and mother to 17 children, is one of eight finalists to appear on a redesign of the Canadian $5 bill, and her descendants are thrilled.

"It would mean the world to me," Pitseolak's great-granddaughter Mary Ashoona wrote of the potential honour. "She had told my grandfather Kiugak, who raised me, that her artwork will live on even when she is long gone. I remember her very well because she gave me so much love."

Her granddaughter Oleesia Etungat said she would appreciate seeing Pitseolak grace the currency, and she'd keep one of the bills "for a memory." She added that she tucked away a 1993 stamp that bore Pitseolak's image.

While great-grandson Koomuatuk Curley is hopeful that Pitseolak will be selected, he's already part of a group of five artists who will create a life-size monument to her in Kinngait this winter. They have been approved through the territorial government's Nunavut Public Art Initiative to sculpt a granite

likeness of Pitseolak sitting on a bench with her cane and a rolled-up drawing beside her.

Although Curley didn't get a chance to meet his greatgrandmother – she died two years before his birth – he is inspired by her artwork. He and his spouse have one of her original pencil drawings on their wall at home in the Ottawa area. It depicts Pitseolak's family migrating across the land. She and her husband, Ashoona, are dancing while other family members are carrying belongings and there are dogs with them.

"It's definitely a story about her life. Most of her drawings are of her life experience," Curley said. "It's a quite powerful art piece that she did."

The family lived near a big lake approximately 500 km north of Kinngait and they would sometimes walk to and from the community, which would take months, he noted.

Because the father died when their children were still young, Pitseolak raised her offspring alone for years and she never got involved in art until she was in her 40s or 50s, according to Curley.

"She worked really hard to have a family. If it wasn't for

Pitseolak was born on Nottingham Island, southwest of Kinngait, in 1904. She took up residence in the commu-

nity in the 1960s. She became a member of the Royal Canadian Academy in 1974 and she was awarded the Order of Canada in 1977. Before her death in 1983, the self-taught artist produced close to 9,000 drawings, according to Dorset Fine Arts.

Hickes discourages blocking visits by critical workers

Can communities prevent visits from individuals who have not selfisolated as worries over a second wave of Covid-19 grow, Baker Lake MLA Craig Simailak asked in the legislative assembly on Thursday.

Former Health Minister George Hickes strongly discouraged such an approach.

"The chief public health officer does not have that authority, even if a hamlet would request that type of restriction," Hickes said. "I would caution any hamlet

council or SAOs (senior administrative officers) or any members of the public that are listening right now, I strongly caution them to take advantage of the information that is available. These are critical workers and they are deemed critical workers for a reason. There is a number of different careers that are needed or jobs that are needed occur in our communities that could potentially risk the health of residents, so taking such a tragic uncalled for measure would be very risky."

Simailak said some residents would like to be advised

On the path to caring for others Arviat scholarship recipient Vayda Kaviok in second year of nursing program

In a year most likely remembered for its bad news and more bad news, Arviat's Vayda Kaviok received some most welcome news recently when the US$4,800 scholarship she received from the De Beers Group for the 2019-2020 school year was renewed by the company for her current 2020-2021 school year.

The De Beers Group has awarded scholarships totalling US$48,825 to 14 Canadian women enrolled in science, technology, engineering and mathematics (STEM) fields at universities and colleges in Canada.

The scholarships are awarded as part of the company's partnership with UN Women and its commitment to stand with women and girls in its host countries.

Kaviok is the lone De Beers scholarship recipient from Nunavut, joining 11 from the Northwest Territories and two from Northern Ontario.

Seven US$2,175 entrance scholarships will go to new recipients for the 2020-2021 school year, while seven women will receive a second

year of funding under the 20192020 program.

The awards are administered

by Scholarships Canada, which received more than 200 applications for the De Beers Group program this year alone.

Kaviok, 25, is in the second year of a four-year nursing program after also completing a pre-nursing program in Iqaluit.

Working in mental health She said her interest in nursing was sparked during her time working in mental health.

"I was working as a clerk-interpreter with mental health and that experience made me realize that I really wanted to become a nurse," said Kaviok.

"I'm really happy I made the decision to come here. It's a really good program and the instructors are really supportive too.

"I'm not sure where I'll end up when I finish this program because I want to eventually be specialized in psychiatric nursing."

Kaviok said she greatly appreciates the scholarship money from the De Beers Group.

She said the money has been

very helpful to her because of the high costs associated with just about everything in the North.

"Everyone who lives here knows the high cost of food in our grocery stores, but it's not just that the scholarship has helped me with.

"It's helped me a lot with buying stuff I need for my program, like my scrubs and the stethoscope I just bought.

"It also helped me to buy clothing for my little one and to pay for her day care, because day care here (in Iqaluit) is more expensive than in Kivalliq.

"So, the scholarship has helped me in many different ways since I started the program. It's been very important to me."

Like just about every student across the country, Kaviok has had her post-secondary experience affected by Covid-19.

Soon after everyone became aware of the pandemic, Kaviok and her fellow nursing students found themselves continuing their program online.

"One time I was actually enrolled in southern courses because they had to cancel one of our clinical courses here. So that

meant we had to take two extra courses during the spring term that went until the end of July.

"That was very tough but we're still going.

"I was able, however, to go home to Arviat for a couple of weeks during the start of Covid to refresh a bit because I wasn't able to go home for Christmas.

"And I was able to go home for a month after my course was finished for the first year."

Kaviok said there was a time not that long ago when she didn't really know where to get started with her life.

She said one thing she does know for sure, if you have a dream or a real passion for something you want to do in your life, go for it!

"It may take a little time to figure things out but, once someone knows what it is that they want to do in life, they should pursue it as best that they can.

"Anyone who has made the decision to go to school should remember to take the time to research scholarships, because there's many opportunities out there today willing to support the Indigenous population."

Now in her second year of the Nunavut Arctic College nursing program in Iqaluit, Vayda Kaviok of Arviat recently had the US$4,800 scholarship she received from the De Beers Group for the 2019-2020 school year renewed by the company for her 2020-2021 school year.

Rankin Inlet launches full hockey season despite Covid-19

As hockey crazy as Rankin Inlet can often be – especially during major tournaments such as the Terence Tootoo Memorial senior men's event and the Polar Bear Plate juvenile/junior showcase – there's probably not too many folks out there who would have bet big bucks against Covid-19 preventing the launch of the 2020-2021 hockey season in Rankin from initiation all the way up to oldtimers in the community.

And, the not-so-funny part of the story is that the very same folks who will not be allowed in the new arena to watch the best hockey Nunavut has to offer this season are the hockey-loving folks who have consistently followed all the health rules, regulations and guidelines concerning public events and gatherings to help their community get back to as normal as it can be during the age of Covid-19 and a worldwide pandemic.

To say the community has beaten the odds to successfully launch Nunavut's busiest (and arguably best) hockey schedule in Rankin is still one heck of an understatement.

It hasn't been easy for the community to make it this far, and there are guaranteed more tough times ahead as long as Covid-19 remains a serious threat to public health.

It is just as likely for the season to be cancelled again at some point in time, as it is for the launch of a vaccine to successfully regulate Covid to the sidelines for now and forever – and it can take its "new normal" with it when it goes.

The tough days still ahead are not lost upon the community's recreation co-ordinator, David Clark, who coaches minor hockey and is on its executive board, plays in the local senior men's league and is on its executive committee, runs annual skills development camps for minor hockey, and organizes and helps oversee just about every single tournament played in his community annually.

No small feat and an absolute ton of work.

The senior league began play this past weekend and, while Clark and his fellow committee members successfully got the league up and running again, Clark knows the format is less than perfect.

"We held our draft for the captains to select their team for the year this past weekend – we're only holding the one this year – and then started league play the next day," said Clark.

"We're only going with five teams this year. I can see that possibly causing some issues because, in my opinion, we have too many players on each team (18 to 20).

"And, I think, that's going

to be more of a problem than we've seen in the past because, thanks to Covid, I don't expect we'll be seeing people travelling nearly as much during the season, so, we might have nearly every player in the league showing up for very game and, really, that's not going to work for everyone.

"I think we have to start talking about possibly going back to the year we had both an A Division and a B Division. If the big numbers we're seeing continue to grow in minor hockey, many of these guys will reach our senior

league in just a few years, and we're reaching the point where we're going to have to do something to include them."

Another change Clark and his fellow committee members have had to address are the challenges forced upon the game by Covid-19.

Clark said he's doing his best to make sure all the players bring a water bottle with their name on it because there's no sharing of water bottles this year and spitting while on the ice is absolutely forbidden.

"We can't shake hands after the game anymore, so we just,

kind of, waved to each other after our first game. That was kind of awkward but it's the kind of thing we're into now.

"And, also, the building is empty this year Normally, there would have been a couple of hundred people in the stands watching the season opener this past Sunday night.

"That became a ritual in Rankin – people would get out of the house, go to the arena, meet up with family and friends, maybe have a cup of coffee or two, and spend their Sunday evening watching a couple of games of local

hockey.

"There's also a few other things put in place against Covid, like anyone in Rankin who is classed as an essential worker and came through Winnipeg, or anywhere else for that matter, without isolating won't be allowed to play in our hockey league.

"It's an ongoing challenge, that's for sure, but, whatever happens with our league, I'm just happy the kids are back playing hockey again because, for some of them, it's really helped change their lives for the better."
