'We're still in this,' says Fort Good Hope chief

NWT's four highway ferries to lengthen operating hours NWT The Government of the Northwest Territories announced on Wednesday that it is extending its ferry operating hours in response to relaxed Covid-19 restrictions.

Adapted operating hours for the MV Lafferty on the Liard River, the MV Johnny Berens on the Mackenzie River/N'Dulee, the CF Abraham Francis on the Peel River, and the MV Louis Cardinal on the Arctic Red River/Mackenzie River were released Wednesday.

The schedule is available at nnsl.com.

"Each ferry will begin operating when water and ice conditions are safe to do so," states the news release."The GNWT will monitor both ferry activity and the changing environment surrounding Covid-19 and will modify hours as required."

The GNWT is also ensuring that safety precautions are being taken to help ensure that the virus isn't spread and they include requiring a 10 person passenger limit on the ferries, that all passengers will remain in their vehicles during crossing, that passengers must honk their vehicle horns if they want to use the bathroom, cleaning and sanitizing practices increased and taking place throughout the day between crossings.

As passengers wait on the shore for the ferry, they are also required to stay six feet away from one another.

Kimmirut man charged with second-degree murder Iqaluit RCMP have laid a charge following the death of an Iqaluit man on Friday that they deemed a homicide.

Brandon Lyta, a 23-year-old Kimmirut resident, is facing a charge of second-degree murder.

He appeared before a justice of the peace after his Saturday arrest and he’s being kept in jail.

His next scheduled court appearance is set for July 6 in Iqaluit.

On Friday, the Mounties appealed for public assistance after locating a man in medical distress in the 4100 block of the city during the early morning hours. He was taken to Qikiqtani General Hospital but succumbed to his injuries.

Apply to United Way for new funding for vulnerable persons NWT The United Way NWT announced on Wednesday that it is now accepting applications for a new Emergency Support Fund for more vulnerable Canadians during the Covid-19 pandemic.

A May 20 news release stated that organizations or charities who have front line workers helping "vulnerable Canadians" cope with the virus have nine days – until May 29 – to apply for funding.

The federal government is making an additional $101,000 available for NWT community groups as of May 19 and funneling it through organizations that include United Way Centraide Canada, as well as Community Foundations of Canada and the Canadian Red Cross.

The deadline to apply is May 29 and details on how to access funds can be found at the United Way NWT website.

With many community members set to return to Fort Good Hope after being out on the land during the pandemic, Chief Daniel Masuzumi is reminding residents that Covid-19 still needs to be taken seriously.

“We’re still in this Covid19 situation. Things haven’t changed. You’re going to have to distance yourselves from one another and follow the rules,” said Masuzumi.

On May 15, the territorial

government ushered in the first phase of its recovery plan for the NWT, relaxing some restrictions imposed in recent months. While physical distancing measures are still in place, residents can have more people over at their homes, and outdoor gatherings can now include up to 25 people.

About 40 Fort Good Hope residents are still out on the land, said Masuzumi. He expects them to return once the ice-jammed Mackenzie River clears up.

To ensure residents don’t let their guard down in the fight against Covid-19, Masuzumi

said education and enforcement is key.

An enforcement officer has been fielding non-compliance complaints in the community in recent weeks, he said. “ H e ’ s informing them of social distancing requirements; doing an excellent job of informing people about the rules and regulations behind it,” said Masuzumi.

“I feel like people are getting the message.”

That message is still being transmitted on local airwaves, too.

As News/North previously reported, Masuzumi, a community radio host and a Fort Good Hope’s nu r se -i n- cha rge field Covid-19-related call-in questions from residents three times a week.

“We get updates from the government as different rules fall into place, then we update the community,” said Masuzumi.

Government keeps a lid on Covid-positive medical traveller Nunavut resident is 'well and stable,' says top doctor

Chief public health officer Dr. Michael Patterson did not discuss any further details related to the Nunavummiuq who has tested positive for Covid-19 in southern Canada, during the May 19 press conference.

On May 18, in a news release, the GN had stated the individual was a medical traveller, who has been down south for six weeks.

The name of the patient's community or present location down south was not revealed.

The GN identified the community where Nunavut's first Covid-19 case was detected on April 29, but it turned out to be a false positive. The infected individual resided within Pond Inlet.

Patterson explained the rationale for disclosing the community at that time was to help the community.

With the case of the medical traveller, the chief public health officer said there is no benefit of disclosing the community since the case is outside the territory.

"And it is an invasion of the individual's privacy and increases the risk that we will

inadvertently disclose information that will lead to people identifying the individual," added Patterson.

Presently, the positive case outside Nunavut does not raise a risk for Nunavummiut, explained the doctor. If contract tracing reveals a threat to Nunavummiut, then details will be discussed at that time, assured Patterson.

He also noted the infected individual did not catch the coronavirus in Nunavut.

"It's pretty much impossible that they caught Covid-19 in Nunavut," he said. For 90 per cent of the people the incubation time is less than 14 days and the infected patient has about three times the maximum incubation period.

The medical traveller is "well and stable," informed Patterson. The patient's medical escort is being isolated and monitored.

The GN is working with some hotels and services to support anyone, who needs to be isolated for Covid-19. Some of the hotels are set up with rooms on different floors for isolation purposes.

If an individual becomes symptomatic in an isolation hub, they can be moved into a

separate area from the rest of the residents, explained Patterson, adding the setups vary from site to site.

"Bottom line is one way or another we would keep them isolated until they're no longer infectious," said Patterson.

Covid case at Embassy West A staff member at Embassy West in Ottawa, a long-term care facility that provides services to Elders from Nunavut, tested positive for Covid-19. This individual is not a Nunavummiuq. The announcement was made on May 17 on Facebook by Embassy West.

The infected staff member has had no direct contact with residents, Premier Joe Savikataaq stated on May 19.

"The risk is of somebody having been exposed to Covid-19 in Embassy West is quite low," added Patterson. At the moment, transferring Elders out of the facility is not going to change anything, he said.

Patterson also stated the Elders at Embassy West are receiving services that cannot be delivered in Nunavut. By returning to the territory the reduced services would increase the risk of other problems for the Elders.

Eddie Dillon was given a hero's send-off May 17 in Tuktoyaktuk during a live funeral broadcast by the Inuvialuit Communications Society.

He died on May 10 at age 66.

A legendary figure in Beaufort Delta politics, Dillon wore many hats throughout his life, serving as Mayor of Tuktoyaktuk and chair of the Tuktoyaktuk Community Corporation, but most recently as the Inuvialuit Regional Corporation's secretary and treasurer.

Set in a wood coffin draped in the Inuvialu-

it flag and crowned with a wreath of flowers, surrounded by dozens of wreaths laid around the stage, his memorial served as a chance for the community to thank him for his lifetime of service and to remember the good times with Eddie.

"Eddie was very, very committed to the well-being of all Inuvialuit, especially here in Tuk," said Inuvialuit Regional Corporation chair Duane Smith during the service. "He led by example and is a clear definition of what a leader is. He always kept me on my toes."

Smith recounted how Dillon emphasized unity among the Inuvialuit and taught him people were stronger when they work together.

He was an instrumental figure in negotiat-

ing and signing the Inuvialuit Final Agreement in 1984, restoring the Inuvialuit people's control over their own destiny. Then, he served with the Tuktoyaktuk Community Corporation on and off for 35-years.

Mayor of Tuk As Mayor of Tuktoyaktuk, Dillon also put the Beaufort Delta on the international stage, drawing in big name hard-core music acts like Metallica, Courtney Love's grunge band Hole, Moist and Veruca Salt for the 1995 Molson Ice Polar Beach party, with the heavy chords still ringing through residents’ heads.

But he is most remembered for his battles against the U.S. Coast Guard in 1985, where

he joined a protest against the Polar Sea voyage when an American icebreaker passed through the Northwest passage without permission from the federal, territorial or local governments. The protest led to an agreement between Canada and the United States to require permission for American ships in Canada's northern waters.

"Eddie will surely be missed," said Smith.

"He leaves us all in a better place and he is now watching over us. Love you and we'll miss you, especially your calls of advice. God bless Eddie and to the family as well."

Legislature resumes sitting May 26 Dene Nation wants MLAs to focus on housing and overcrowding

All 19 MLAs are expected to be present for the second session of the 19th Legislative Assembly of the NWT on Tuesday, May 26, more than two months after the assembly sitting was suspended due to the Covid-19 pandemic.

Several protocols will be in effect when the session resumes to comply with health regulations related to Covid-19, as spokesperson Danielle Mager explained in an email.

Daily temperature checks will be conducted on all MLAs and essential staff before they enter the legislature, access to rooms will be

controlled to ensure physical spacing and directional arrows will be put on the floor for visual references.

All members and Chamber staff will be given hand sanitizer and gloves, seating arrangements will be modified to maintain two metres of physical distance between members, pages won't be in attendance and there will be minimal staffing levels in the building.

The public gallery will only be open to accredited members of the media.

Dene Nation Chief Norman Yakeleya said in a news conference on Thursday morning that he hopes the new session deals with housing and overcrowding in Indigenous communities,

which he called "the number one issue."

"The MLAs, along with the ministers, need to look at a big part of the reconciliation of the Indigenous leaders – of the Inuvialuit, the Metis and the Dene – and set up a political table to look at co-governance, collaborations

and cooperation," Yakeleya said. "I think our relationship is at a critical point where we need each other so badly but we don't seem to come together. I’m not too sure how seriously we’re talking with this government."

The second session will last until June 12.

Second Ft. Simpson councillor quits Kirby Groat says he has concerns about transparency and how the town does things

The Village of Fort Simpson will be tasked with filling a second council seat after Coun. Kirby Groat announced his resignation earlier this week.

Groat read his resignation letter into the minutes of village council's regular meeting on May 19.

The resignation came during the same meeting that Randal Sibbeston was appointed as a replacement councillor for Michael Rowe, who resigned last month.

"This letter is to inform you that I am resigning (from) my position as village councilor effective today," Groat read aloud, citing the NWT Accountability Framework for Community Government which he doesn't believe council has been following.

He noted that he thinks council is failing to address good governance, comprehensive planning, financial management and administration and striving to ensure a safe and healthy community.

"It is my opinion that this council has not upheld these principles

and this has led to my decision," he added.

(The resignation can be heard at the 10-minute mark of the May 19 regular council meeting.)

Mayor Sean Whelly said after the meeting that the letter is a bit vague and that he doesn't agree with Groat's criticisms that Fort Simpson council has lacked transparency. Whelly said village council introduced live webstreaming of its meetings this last term and council is careful when going in-camera.

"I think this council has actually been very transparent," Whelly said.

"The only time we do go in-camera is when it's a legislative requirement under the Cities, Towns and Villages Act, and it's always to do with legal, contractual HR issues, or a land purchase issue."

Whelly said Groat had an issue with an in-camera meeting that immediately preceded his resignation and that it had to do with a contract payment at the village. Whelly said a few of Groat's criticisms had some merit and that some of the information did spill into the opening meeting as the issue dealt with the

village paying for a portion of tenant alterations to the new office complex building being constructed by Nogha Enterprises Ltd – the operational arm of the Liidlii Kue First Nation.

Groat had been reprimanded by council in April following a tense exchange with senior administrative officer Darrell White over a bylaw enforcement truck that was being serviced.

Appointing councillors Whelly said Sibbeston was appointed because he was one of two candidates in the 2018 municipal election who was not elected to the eight-person council. As he was next down the list with 199 votes, he was asked to join.

Now that Groat has vacated his seat, council will have decide whether to continue down that list to former candidate Adolphus Augier, who was selected on 150 ballots in 2018.

"It'll be exactly the same as far as the decision making (on how council responds)," Whelly said, stating that council only has the options of holding a byelection or appointing the next person down the list.

Coun. Kirby Groat quit just minutes after his colleagues had agreed on who should replace Mike Rowe, who resigned last month.

Because there remains more than a year left until the next municipal election, leaving the seat vacant isn't an option under territorial legislation, Whelly said. With the Covid-19 pandemic still a concern, it's also

unlikely a byelection would be held because it would encourage people to gather in public areas to vote.

Groat didn't respond to a request for comment prior to deadline for this story.

Covid-19 checkpoint moved from Enterprise to NWT/Alberta border The GNWT's checkpoint to control entry into the territory as a defence against Covid19 was moved from Enterprise to the NWT/ Alberta border on May 14.

Northerners wanted more access to area south of Enterprise

The Covid-19 checkpoint on Highway 1 has been relocated from Enterprise to the NWT/Alberta border.

The move took place on May 14.

The checkpoint had been set up since late March at Enterprise, about 82 km north of the border. It is the first NWT community that highway travellers enter when driving from Alberta.

Speaking on May 13, Ivan Russell, director of public safety with the Department of Municipal and Community Affairs (MACA), said the move had been under consideration

for some time.

"This is primarily to address concerns that people had in wanting to access the area," he said of the region south of Enterprise. "As the Emerging Wisely plan comes to implementation and many people want to get more outside and enjoy our lovely weather, there's a great deal of interest in the cabins and campgrounds and falls in that area. So it's allowing much easier access for residents to go to that area."

Plus, he noted there was concern among some NWT residents that people from Alberta have been coming north and using the area.

Russell explained there were operational factors that had to be

considered before the move to the border was made.

"It does add a three-hour roundtrip to anyone who may go and work at the border checkpoint," he said, using the driving time for Hay River. "So we have to make sure that there's accommodations available and all the supporting facilities like food, showers, washroom facilities and so on are available to anyone who's working there."

The MACA official noted the workers do 12-hour shifts.

"So after 12 hours, you can't turn around and drive for an hour and a half," he said. "So they must be accommodated at that location."

The workers will be using a facil-

ity at the border that can host six people.

The checkpoint, which will operate 24 hours a day, seven days a week, has been set up in front of the 60th Parallel Visitor Information Centre.

Vehicles travelling northward are directed off Highway 1 into the centre's parking area, where they go through the checkpoint.

Travellers heading south can drive right past the checkpoint, since they are then in Alberta and won't be able to return to the NWT until meeting Covid-19 restrictions.

When it was in Enterprise, travellers heading south had to go through the checkpoint. Some of them were not leaving the NWT, but were visit-

ing places like Alexandra Falls.

Craig McMaster, deputy mayor of the Hamlet of Enterprise, said he never heard any complaints from residents while the checkpoint was in their community.

"It's better at the border," he said, "but I think everybody in the community understood it was necessary to have it where we had it for as long as we had it."

Still, McMaster said residents won't miss the flashing lights in the community.

When the checkpoint was first established in Enterprise, MACA noted the location was more sustainable than the border and offered more support for workers.

Former RCMP commander endorses use of body cameras Expense and technological challenges don't override 'good policy or good procedure,' says Senator Vernon White

A former RCMP commanding officer who served in Nunavut says he believes police officers should be using body cameras and only turning them on during encounters with the public to minimize the hurdle of data storage.

Vernon White, currently a Senator for Ontario, said it's not practical for officers to leave body cameras running for full 12-hour shifts because that creates an excessive amount of file footage to archive.

"But that shouldn't get in the way of good policy or good procedures ... the fact that it's too expensive is not something that should be weighed by the public or by you as a reporter as to whether or not it should happen.

"That's (the RCMP's) job to have that discussion," he said. "At the end of the day, I absolutely agree with body-worn video. I think it's a positive thing for officers. I think it's positive for the public."

The RCMP's financial woes are well documented and that has led to the police force's "huge vacancy rates" and salaries for Mounties trail many city police departments across the country, White said.

However, the expenses related to body cameras should be covered through the RCMP's contract with the Government of Nunavut, White noted.

The territorial Department of Jus-

tice sent the following statement to Nunavut News: "The department has been working with the RCMP V division to examine the feasibility of body-worn video (body cameras) in Nunavut. Implementing the use of body cameras in Nunavut will be a considerable project which will require operational, technical and financial analysis. While we are unable to provide a timeline for this initiative, work is underway."

On May 14, a spokesperson for RCMP headquarters in Ottawa said Commissioner Brenda Lucki would not provide an interview related to body cameras. Instead, an emailed statement was sent.

"The RCMP continually reviews its policies, procedures and equipment to ensure it is using the most effective practices in law enforcement. This includes researching and, on occasion, pilot testing new technology, if it is deemed to enhance public safety," the statement reads, in part.

It then refers to a December 2016 RCMP news release that deemed body camera technology as unable to meet "specific operational requirements." An accompanying October 2013 news release – now six-and-ahalf years old – cites limited battery life and limited camera durability as issues.

"The RCMP has worked closely with the Office of the Privacy Commissioner to ensure privacy consider-

ations have been assessed in relation to the body-worn video pilot projects and consultations remain ongoing," the RCMP's May 20 statement reads.

White, who has studied body cameras in Australia as well, said most officers spend less than an hour per shift engaged with the public, so that would vastly reduce the amount of data required to be stored if the cameras are only turned on while interacting with civilians. It also doesn't drain the battery.

On May 5, a man in Clyde River was shot and killed by a responding RCMP officer and on Feb. 26 a man died in Cape Dorset during an incident involving a Mountie.

White – who served in the North from 1984 to 2003, including a stint as Nunavut's commanding officer from 2001 to 2003 – later went on to become chief with the Ottawa Police Service (OPS) and it was during his tenure that the agreement was signed to have OPS officers investigate RCMP actions in fatal incidents.

He said he would embrace the idea of a civilian oversight body assisting in investigations of RCMP conduct, something Justice Minister Jeannie Ehaloak said is under consideration during the winter sitting of the legislative assembly.

"If the suggestion is that they would have people added to that (investigative) team, I don't see a negative side to that. I would support that ... It's helpful from a cultural perspective and a community connec-

tivity perspective and a knowledge and historical perspective," White said, adding that excluding an outside police force's expertise entirely, on the other hand, would be "asking for trouble."

The idea is not new in Nunavut, it just hasn't been acted on. During a May 2017 meeting in Iqaluit following three RCMP-related deaths earlier that year, former mayor Mary Wilman expressed frustration over the lack of movement on civilian oversight of the RCMP.

"I live here. I'm born and raised here. For almost 20 years now we've talked about these things. It's like a broken record to me," Wilman said at the time. "It's evident today that something is not working."

In its emailed May 20 statement, RCMP headquarters stated the national police force "supports external review mechanisms."

"The legislative changes and resource requirements to establish such regimes are beyond the control of the RCMP," the statement reads.

Agnico Eagle says that discharge from a containment pond into Meliadine Lake will not affect the quality of the water or the fish in the lake.

Gold miner Agnico Eagle has obtained regulatory approval for an emergency amendment to its water licence, allowing the company to transfer water from a containment pond into nearby Meliadine Lake.

The company is allowed to discharge the containment pond water – which holds various minerals and salts known as total dissolved solids (TDS) – at a maximum average concentration of 3,500 milligrams per litre for TDS. However, there will be no changes to the management of saline groundwater, according to Agnico Eagle.

There should be no effects on the quality of the water and no harm will be done to fish, the company stated.

The containment pond is currently holding about 650,000 cubic metres. Snow melt is expected to be 450,000 cubic metres. Rain over the coming months is also expected to amount to 450,000 cubic metres.

Agnico Eagle committed to establishing a water management working group, which will comprise the "appropriate authorities," to monitor the situation, including government and Kivalliq Inuit Association representa-

tives. Toxicity tests of the lake water will be conducted. The company also stated that it will notify the community – Rankin Inlet is 25 km to the south – of the progress of the discharge and the water quality conditions in Meliadine Lake.

"We want to reassure the community that we are working in good faith throughout this situation with a view to working towards the best outcome for Nunavut waters and the environment," reads a news release from Agnico Eagle.

This measure, endorsed by the Nunavut Water Board, is needed because of the volume of snow melt and rain runoff.

In 2019, the mining company had to suspend its regular discharge from the containment pond because of rising mineral concentrations.

"It is important to note that this water is not saline, nor is it process water. It is water that is collected on site from rain and snow melt that get in contact with surface infrastructure," Agnico Eagle stated. "The containment pond water was sampled and results from the water sampling indicated that the higher TDS concentration of the water held in the containment pond will not have negative effects on the environment of Meliadine Lake."

Chief Clifford Daniels said the Covid-19 pandemic has led to increased problems of alcohol consumption in the community and members are working to mitigate it while ensuring all follow the public health directives from the chief public health officer.

A prohibition on alcohol has been extended another 10 days in Behchoko as community leaders try to tamp down partying and socializing in an effort to prevent the spread of the coronavirus.

The first temporary prohibition order came into effect May 9 at the behest of Chief Clifford Daniels and band council. The measure must be approved by the territorial government, which granted the extension May 20. The prohibition will be in place until May 28 after which another extension would be required.

The move comes as RCMP report a seizure of alcohol from two separate vehicles over two days, May 12 and 13. The first prohibition came two weeks after a fatal vehicle accident claimed the life of a female passenger. Alcohol was believed to be as factor in the accident.

Chief Daniels told News/North problems with booze has been a common complaint among Dene chiefs, especially since the pandemic began in mid-March.

"We're taking all the precautions that the chief public health officer has implemented and I think the only thing we're kind of struggling with would be the alcohol issue," Daniels said on May 14. "We did put a temporary prohibition in place (May 9) and just today, we've requested to the Minister of Finance for another 10 day extension."

Other Tlicho communities have permanent bans on drinking, but Behchoko is the only one of the four -- Gameti, Whati and Wekweeti being the other three -- to have lifted prohibition in recent years.

Daniels said the increase in drinking in recent weeks is similar to what News/North has heard from other community leaders: that with more federal money being made available to members during the pandemic there has been more demand for alcohol.

"I think the cause of that sudden influx of drinking was due to all the extra funds that were available," he said. "There have been lots of public concern and I know that myself and council have gotten calls from people saying there's just too much noise in the community and lots of people drinking."

Daniels said he has heard that in some cases

youth in the community are starting to drink alcohol which adds to his concern.

"We've had the discussion over time and we figured it was time to pull the temporary prohibition in place," he said.

Daniels said he thinks the ban has led to some improvements since it was put in place, but he will have a better idea when the second 10-day period is complete. He has been skeptical over his political career that prohibition will drastically change behaviours around alcohol and that public education methods are more effective.

In 1976 Behchoko, then Rae-Edzo, was the first community in the territory to enforce prohibition. By 1990 the alcohol policy had been removed. It was reintroduced in 2009 and then removed again in 2017.

"I've been involved in politics since 1999 and during that time I've seen the prohibitions in the community, I've seen rations in the community.

I've seen it open and closed in the community. It doesn't really seem to make a difference. " Daniels said bootleggers will find a way to get booze into the community or people will go beyond the hamlet's 25 km boundary to drink with family and friends.

"I've seen all these things out and prohibition doesn't really work. I think it's education gradually over time. People then start managing how they drink and behave when they're consuming alcohol."

He said communities with prohibition have to devote resources to ensure that people are following the rules. In other cases, people get charged when all they want is to have the same right of having a beer and watching the hockey game just like the rest of Canada.

Daniels said he understands the Dene Nation's approach to trying to limit liquor sales to protect communities and agrees with other chiefs that the Covid-19 pandemic adds to the level of seriousness around alcohol policy. This includes the latest complaint about the GNWT allowing take-out delivery of alcohol to people's homes from restaurants and bar establishments to help boost employment.

But he has been pleased with the GNWT's leadership through the pandemic, too.

"You've seen some other countries and other places (close liquor sales) due to the Covid-19, but other places really have it worse than we do

than here in the North," he said, noting that the GNWT deserves thanks.

"We don't have a pandemic spreading and I

think it's just due to the rules that are in place in there and that everybody's abiding and being very cautious."

Possible summer graduation in works as BDEC looks toward safe fall launch Schools looking to be able to observe Covid-19 precautions by fall intake

With the question of whether schools would reopen for the remaining few weeks of the year or not now thoroughly answered, staff at Beaufort Delta Education Council (BDEC) are looking towards how to organize a safe relaunch of the education program in the fall.

At the same time, with the current remote-education system functioning, principals at individual schools around the Beaufort Delta are investigating if a potential outdoor summer graduation ceremony can be worked into the allowance for small outdoor gatherings up to 25 people.

"I know the principal of East Three and other schools are now looking at ways in which they can celebrate graduation in an outside way," said BDEC superintendent Frank Galway. "In our smaller communities, where there's less graduates, they're looking at ways they can celebrate those students who are graduating, whether it's a gathering of just their families or some way of social distancing.

"Every District Education Authority (DEA) and school administration is looking at how they might celebrate this year's graduates.

We're trying to make sure what we come up with, we're able to actually

accomplish in June."

Noting that a significant number of the region's teachers were still stranded outside of the Northwest Territories, Galway said there was a consensus among DEAs and councils to keep things the way they were for the time being.

Galway added the schools were reporting a consistent recovery of first packages and the second wave of student packages were already out in circulation, with somewhere between 60 to 65 per cent take up of the packages.

Provisions for non-graduates Provisions are also being put in place for students who are unable to graduate due to the current circumstances.

"If a student doesn't make it in a particular course, there's a course recovery process which is part and parcel with what's been worked on in the last couple of weeks," said Galway. "There's also students who decided they did not want to participate in online learning this year and will wait for next year to graduate.

There's also those who are ready to graduate because they already had a lot of the core things done, so this last semester was more of the non-core areas, so we've been able to sometimes waive or give a mark for that."

Schools in the NWT are focusing on finishing the year with the current distance learning model and being Covid-19 ready in the fall, but are also looking into a possible outdoor graduation ceremony for those who complete Grade 12. way said the board would focus on how to best implement the conditions so schools are able to open and be ready for the fall.

On top of having to accommodate teachers who will have to selfisolate for two weeks before they can begin work, getting the schools ready in itself is a daunting task.

These requirements include estab-

lishing lanes for physical distancing and dramatically increasing the frequency of both cleaning and sterilization of the school's facilities.

"The reality is operationally, we need to put together a plan that has to go forward to Public Health in order to be approved before we can reopen," he said. "That requires us to have a risk-assessment done as well.

"We don't even have the markers to put down yet. We need masks for anyone who may very likely need one. So with the weeks we've got left, we're going to use it to get the procurement in place, get decals down on the floor, those kind of things we want to have well established before we bring students back in."

Echoes, the fourth album from The Jerry Cans, came available May 15. So too did a new video for the single Swell (My Brother), which was shot in Iqaluit.

Lead singer and guitarist Andrew Morrison said Swell (My Brother) was influenced by the loss of two childhood friends to suicide while the album was in production.

"Losing family and friends this way is not new for the band, or anyone who has spent any time in Nunavut. This song came out of the anger, sorrow and frustration of this experience.

"Swell (My Brother) expresses a deep frustration with ongoing inaction by the powers that need to appropriately address these issues and never really seeing any movement," Morrison said. "But in the end, Swell (My Brother) is a song to honour our friends, our family mem-

bers and our community members – a song between friends who grew up and laughed, loved and cried, fought occasionally and created life-long memories with each other."

Drummer Stephen Rigby directed the video.

"A very common response I get from people down south when I say I'm from Nunavut is, 'I could never live there,' and I think that's just because of how ignorant they are to how beautiful life here actually is," Rigby said.

"I basically filmed the places where I spend all of my spare time at home and wanted to show how peaceful it is. I figured I would be filming everyone individually, I felt it gave the video a sense of being and feeling alone. When we all feel alone at the same time, you can realize that you actually aren't, because we're all alone together."

Echoes, created under Aakuluk Music, offers 13 songs. The title track features James Ungalaq of Nunavut's metal legends Northern Haze.

North-Wright Airways plans to resume passenger flights in June after suspending them in March due to the Covid-19 pandemic.

Word comes a week after GNWT re-opening plan released

Signs of pre-Covid normality might soon return to the skies of the NWT as North-Wright Airways plans to resume passenger services on June 1.

The regional airline suspended passenger flights in late March because of the Covid-19 pandemic and has since been offering only cargo and charter flights.

"Now that there's been a reduction in some of the restrictions we're going to slowly open up some of the (flight) schedule. We've been

working with the different governments, and they want us to reopen some of the schedules," said Kyle Newhook, operations manager with the Norman Wells-based airline, on Wednesday. "(And chief public health officer) Dr. Kandola has given her blessing for intra-NWT travel, because none of our flights go outside the NWT." The plans to resume services come less than a week after the NWT entered the first phase of the government's Emerging Wisely recovery strategy, which permits some businesses to open and outdoor gatherings of up to 25 people.

"Absolutely (it helps)," Newhook said. "Part of its (purpose) is to help get the schedules up and moving again."

North-Wright's operations in June will come back at reduced capacity, with some schedules such as the Tulita-Deline route scaled back by up to 60 per cent.

"The Norman Wells-Fort Good Hope route has been reduced by 60-70 per cent. The routes to Colville Lake by about 30 per cent. Normally

the summer schedule is quite busy (and) we would do Deline-Yellowknife six days a week but now it'll be down to three (days a week)," Newhook said.

While it won't be a typical season of passenger flights, Newhook is looking forward to seeing how the summer pans out.

"We've had a lot of people inquiring about when things are going to get going. A lot of people are anxious to travel again.

"There's always the whole Covid-19 issue and we want to make sure we can do things safely. It's exiting to see things move back in a positive direction."

Nunavut needs RCMP body cams Northern News Services

There has been another policerelated death in Nunavut and yet another investigation by Ottawa Police Service, but instead of being able to rely on footage of the incident a body camera would have provided, police are now tasked with piecing together a narrative as best they can by word of mouth.

From the most recent shooting in Clyde River on May 5, to the second most recent in Kinngait on Feb. 26, another armed standoff in Kinngait and an Iqaluit man charged with pointing a firearm at RCMP, tensions are seemingly at an all-time high in Nunavut.

With violent and disturbing incidents taking place routinely in the least densely populated province or territory, the RCMP's preference for the status quo is a recipe for disaster and will do nothing to heal relations between law enforcement and Nunavummiut, as we've said in a March 19 editorial.

Now Nunavut's senator, Dennis Patterson, and MP Mumilaaq Qaqqaq, have both joined Tununiq MLA David Qamaniq in the fight advocating for the installation body cams.

And the RCMP know this as well.

In other jurisdictions, and around the world, policy camera footage is often the purest indicator of objective truth and is instrumental in weeding out wrongdoing and educating active police members on procedure and high-stakes decision making.

It would also, as Qaqqaq points out, provide “more insight on the challenges and room for improvement within the justice system.”

Most importantly for police, body cam footage would also serve to absolve officers accused of acting wrongfully when the truth is in dispute.

Nunavut's V division leader, Chief Supt. Amanda Jones has previously cited logistical challenges and lack of funding as the main reason why these cameras are not in use, but the cost of these cameras must be quite high if our national police service do not deem them important enough to use in Northern jurisdictions.

Now the RCMP national headquarters in Ottawa has released a statement citing over-six-year-old news releases on battery capacity as an excuse, as if battery technology hasn't improved.

This answer, and the lack of progress on a pilot project in Iqaluit, reveals the RCMP are not even in the beginning stages of implementing any new policies.

But it also makes them appear uninterested. If body-cams are truly not a viable option in the North, then RCMP should be laying out the issues precisely to the public and showing them why it is not an option. But so far it seems no one in the force has the resolve needed to get the job done.

Having concrete records is something taken very seriously in the world of journalism as well. It acts as our shield against those who take aim at the truth of our reporting and safeguards us against bad actors who would make claims to put us out of business. Much the same can be said about police work, except their business is one of life and death.

Nunavut police are facing an uphill battle trying to win the trust of those they are duty-bound to protect and without body cameras, that job is looking nearly impossible.

Project Naming is a trilingual Web exhibition and searchable photographic database available in Inuktitut, English and French. The goal of this project is to identify Inuit in the photographic collections of

The annual Omingmak Frolics parade was held on Saturday, May 16 with approximately 26 vehicles, ATVs, side-by-sides, truck and fire trucks all took part to drive around the snow storm to bring the spirit back with Ollie, the muskox mascot during this pandemic. The kids and families were all so happy to see Ollie again!

The Chinese stake in Nunavut's minerals is about to grow – if all approvals are granted – and that's raising some eyebrows.

China's government controls many Chinese mining companies, including Shandong Gold Mining, which is in line to buy Toronto-based TMAC Resources for $149 million (U.S.).

"There's a long-running sort of latent fear of selling strategic resources to an entity which is controlled entirely, or in part, by the government of a competitor," said Adam Lajeunesse, co-author of the 2017 book China's Arctic Ambitions and What They Mean for Canada.

"You are still working with a fairly totalitarian, communist dictatorship that does have legal rights and control over its companies ... China's made no secret of its intention to become a regional power and a global power, particularly under (Chinese leader) Xi Jinping."

MMG Resources, also majority owned by the Chinese government, has been in possession of Nunavut's Izok and High Lake zinc, lead and copper deposits for several years, but the costs remain too high to bring the metals to market.

Although, in 2019, Canada joined a U.S.-led international coalition aiming to reduce reliance on rare earth elements largely dominated by China, there's reason to monitor Chinese gold consumption as well, according to Lajeunesse. The precious metal has long been a hedge when the global financial system is unstable and, like rare earths, gold is also used in some highly-sensitive manufacturing technologies.

"So there are voices out there speaking against

this purchase on that basis alone," he said, adding that he wouldn't venture a guess as to whether the Canadian government might veto Shandong Gold's bid to take over TMAC Resources and the Hope Bay property because there's more to the equation.

"The government is facing significant pressures to bring investment into the Arctic," said Lajeunesse. "The Arctic has a lot of really valuable natural resources but we are not able to bring the investment in to develop them. In part, that's because Canada has an increasingly terrible reputation when it comes to being an investment destination for resource development, but also because the North has always been such an expensive place to develop anything."

The proximity of Hope Bay to the Northwest Passage may be a factor in China coveting the gold mine for shipping purposes, but Lajeunesse, who's also the Irving Shipbuilding Chair in Canadian Arctic Marine Security Policy, doesn't think that's a driving consideration.

"If Chinese companies wanted access to the Northwest Passage, at the moment all they need to do is ask," he said. "Canada doesn't deny access to the passage to foreign companies and ship owners who follow the rules and request permission."

Betterment of Nunavummiut Nunavut MP Mumilaaq Qaqqaq said among her primary concerns is that any entity operating in Nunavut should work toward the betterment of Nunavummiut.

"Inuit and Nunavummiut need to be part of decisions that directly impact them and their communities," Qaqqaq stated. "Nunavut has a large Inuit population of approximately 85 per cent. According

to the Nunavut Agreement, article 23, employee positions at the federal, territorial government and municipality levels should reflect Inuit at a representative level. We should see Inuit in positions that reflect the amount of Inuit in the territory. I believe mining companies should be obligated to do the same as well."

She also expressed a need for companies to protect wildlife and the environment, to make long-term investments and to support communities.

Nunavut Sen. Dennis Patterson said TMAC's struggles to operate profitably were well known and it seems Canadian investors didn't emerge. Shandong gold has made several key commitments, including honouring the 20-year Inuit Impact and Benefits Agreement, which TMAC had signed with Kitikmeot Inuit Association (KIA), Patterson noted.

"Like many, I understand the reservations that come along with the acquisition of a resource by a Chinese entity, especially considering the current state of Sino-Canadian relations and other concerns about foreign investment in mining in Nunavut," the senator stated.

"However, it has been a pattern in mining in the North, which is a riskier and more costly place to invest due to its remoteness, high costs and lack of infrastructure, that foreign investment has proven to have been necessary to initiate many projects in the North: Rio Tinto and DeBeers in diamonds, ArcelorMittal in iron ore and MMG in lead and zinc.

"If there are no concerns flagged by Canada's and the KIA's review processes, I would feel comfortable supporting this acquisition."

Nunavut Tunngavik Incorporated declined to comment on the issue.

On-the-land program and language lessons from Elders compliment distance schooling

Those are just a few of the traditional onthe-land activities young people in Sambaa K'e First Nation – out of school amid the Covid-19 pandemic – will be partaking in over the next 17 weeks thanks to a new youth camp introduced in light of the pandemic.

With youth returning to the small Dehcho community following school closures brought on by the virus, the First Nation launched the initiative to keep kids active and connected with their roots. It began last week.

"The majority of the community and council thought there was a big silver lining in all of this for us Dene people," said Jessica Jumbo, Sambaa K’e youth counsellor and environmental co-ordinator.

When News/North last caught up with Jumbo, community leaders were encouraging young people to participate in traditional activities out on the land. Those efforts are now organized.

With the territory entering into phase one of its recovery plan late last week – up to 25 people are now allowed to gather outside while practising social distancing – young people are getting out on the land every day, guided by Jumbo and four other supervisors.

They’re being trained in on-the-land skills while receiving traditional language lessons from Elders.

Time is also being put aside to help kids with their homework, and GPS-guided scavenger hunts are planned for the summer, Jumbo told News/North.

Families spending more time together It’s a positive borne from pandemic. Families are spending more time together and kids are getting the opportunity to immerse themselves in traditional Dene culture, she said.

It’s also helping residents stay connected following the cancellation of several staple events in the community, including its annual

spring carnival and lunch program for low income families. To keep residents up to date on Covid-19-related announcements, Jumbo said community leaders are distributing simplified, easy-to-read newsletters that cut through jargon. Staff at the community’s health centre have been making home visits to Elders – many aren’t English speakers.

Apart from more kids being allowed to gather outdoors at the youth camp, the recent relaxation of restrictions hasn’t made much of a difference in the community, said Jumbo.

Early on, the First Nation moved to close its winter access road well ahead of schedule in an effort to keep Covid-19 at bay, and people are still taking the pandemic seriously.

Clyde River is continuing to run its breakfast program and provide food hampers to Elders amid Covid-19. Weekly, breakfast packages and food hampers are prepared by Ilisaqsivik staff.

Students can pick up breakfast packages every Friday at Quluaq School, while the food hampers are delivered to Elders. The funding for the breakfast program is provided by the Department of Health.

The QIA Covid-19 Response Plan has provided funds for the Elders' food program until the end of June.

In addition to the funding, it is the support from Arctic Co-Op and Ilisaqsivik Society that has generated success for these programs.

The tugboat Edgar Kototak became unsecured on May 11 and drifted about 200 metres away from the Marine Transportation Services' shipyard in Hay River. It grounded off the Hay River Beach and remained there until being retrieved the following day and returned to the shipyard.

Thebacha/Fort Smith Fort Smith's recreation department has been tossing around ideas on how to stay active during the Covid-19 pandemic.

The latest activity for people to do was something related to sports with suggestions such as having a catch at the ball diamond, learning how to throw a football and having a ball hockey skills competition.

Those who posted a photo to the department's Facebook page by May 22 were entered into a draw to win a gift card for a store in town. The winner wasn't known as of press time.

Nunavut resident down south tested positive for Covid-19

Nunavut A Nunavut resident on medical travel out of territory has tested positive for Covid-19, confirmed chief public health officer Dr. Michael Patterson today.

Due to privacy reasons as well as considering the positive case is outside of Nunavut, the GN will not reveal the patient’s home community. The GN however did share the patient has been in southern Canada for about six weeks. The patient was receiving treatment for an issue unrelated to Covid-19.

"The individual is receiving care in the south and is doing well," said Patterson.

"We are confident this poses minimal risk of bringing the virus to Nunavut, as any travelers who might have come into contact with the patient have to isolate for 14 days prior to their return to Nunavut," stated Patterson in a news release.

The GN plans to provide an update of this situation on Tuesday, May 19 at 3 p.m, during the next news conference.

Summer market season set

Inuvik With phase one of Emerging Wisely now in play, it means outdoor events can begin to set up schedules for the coming season.

Arctic Market in Inuvik announced that the first Outdoor Summer Market of 2020 will happen on June 20 with a venue change from prior years. Instead of having it at Chief Jim Koe

Park, which will be undergoing renovations, the new temporary location will be in the parking lot at the back of the community hall.

The market will be adhering to phase one regulations, which all health and safety regulations associated with that

And the talent goes on

Inuvik Gwich'in's Got Talent continued this month with the fifth week of activities.

Participants were asked to show their best fish under the traditional skills category along with who their Gwich'in hero is under language and storytelling. Submissions had to be posted to the Gwich'in Tribal Council's Facebook page by May 24. As with past weeks, there were four categories for people to submit under – child, youth, adult and elder – with each category winner receiving $250.

The winners weren't known as of press time.

No grants this time

NWT The NWT Recreation and Parks Association celebrates what's known as June is Recreation and Parks Month by giving out Get Active NWT grants to community groups. Not this year.

The association will not be handing out any grants due to Covid-19 with the reason being the inability to host large-group gatherings. The association said it is looking at other ways to try and help get people active during the summer and more information is expected to come in near future.

Board members wanted

NWT NWT Soccer's annual general meeting is happening in the coming weeks and part of that includes the election of the board of directors.

This year sees the president's position up for bids along with the vice-president for the North region and up to two directorsat-large. All of those are two-year terms. The treasurer's role is also being voted on and that's a one-year term.

Anyone is able to submit their names for nomination but you must do so by sending your details to Lyric Sandhals, NWT Soccer's executive director, by June 5 at 5 p.m.

Premier Caroline Cochrane cautioned the public May 19 to remain vigilant even as some restrictions have been lifted, as it could only take one case for community spread of Covid19 to occur.

"It only takes one incident. I hate to say it but we have people who are skipping borders, people that might be doing illegal drug runs or bootleggers, those things are happening. At no point are we totally contained (or) that we're 100 per cent sure we'll never have Covid-19," she told reporters in a news conference.

"We're not in a bubble. We have trucks coming every day with supplies and groceries we need. The drivers need to eat and use bathrooms. We also have people going out of the NWT and they have to self-isolate when they come back."

She added that even though the border check point has been moved to the border area from Enterprise that

doesn't mean the border is completely ment phase, the highest level of public health restrictions that the NWT sealed.

The premier admitted that she had been a little worried about possible violations of health regulations over the May long weekend now that some restrictions have been loosened, but said there weren't a large number of complaints nor "any significant incidences that people had to be addressed. Well done everyone."

The NWT has enough personal protective equipment (PPE) to last the territory three weeks and Cochrane said she isn't concerned that supplies will run out.

Canada's premiers have made an agreement where jurisdictions in need of PPE would support others, and Cochrane cited Quebec as a province that might need help, but said the NWT could seek that support as well, if needed.

To acquire more PPE, the GNWT is working with suppliers and the federal and Alberta governments.

"We'll be trying to make sure that quality of control is looked at before we get the supplies here. We have two manufacturers in the North putting out hand sanitizers and (the Department of) Industry, Tourism and Investment has put out a call to anyone who wants to sew masks because not all masks have to be medical grade. People working at making sewing masks for a profit or for friendship (can) get a hold of us, we have funding available to help you with your supplies."

Prolific multi-sport athlete Robin Mercer-Sproule remembered The accomplished Northerner died May 16 following a hard-fought battle with breast cancer

Robin Mercer-Sproule, an accomplished multi-sport athlete and NWT sport hall of famer who garnered countless accolades and awards over her decades-long career in the North and across Canada, died early Saturday (May 16) following a lengthy battle with breast cancer.

She had been fighting the disease since being diagnosed in 2011.

As a young aspiring athlete, Mercer-Sproule emerged as a talented figure skater at the Arctic Winter Games in 1976.

She was 11 years old.

It was only the beginning.

Figure skating was just one of the many sports Mercer-Sproule picked up and excelled in.

Following her foray into Yellowknife's sports world, Mercer-Sproule participated in every Arctic Winter Games until 1998.

She made strides in hockey – she started playing in the city's boys league before being scouted for the Olympic women's hockey team by Team Canada in 1994. There was also broomball, volleyball, baseball and softball.

She was inducted into the NWT Sport Hall of Fame in 2018.

Around the rink and on the court, she was widely known and admired for her dedication and competitive drive – but also for her compassion and inclusivity.

"That's what I fell in love with;

the way she treated others," said Traci Mercer-Sproule, Robin's wife.

The two met through Yellowknife Women's Hockey in 2014, the same year Traci moved to the capital.

"After every game, Robin would go around and slap everyone's hand and say, 'good game.' Win or lose, it didn't matter. She just treated everyone with respect," said Traci. "She was an amazing soul."

'She fought until her last breath' Jan Vallillee grew up playing broomball, volleyball and other sports alongside Mercer-Sproule.

Both speedy players with innate talent, the two were often paired on the same line; forming a bond beyond sports.

"She was an amazing teammate," Vallillee said.

"Even if our team was down, the spirits were still up and the drive to win never swayed. Her heart was in every sport she played and I think that's what propelled her to the level of success she achieved," she continued.

Mercer-Sproule carried her nevergive-up attitude with her in her long fight against cancer – marked by dozens of rounds of chemotherapy and countless hours travelling for treatment down south.

"She fought until she took her last breath. Robin taught many of us to never give up; to keep fighting not only for yourself but for your loved ones," said Vallillee.

Often documenting her tough

That's just one of the ways Mercer-Sproule sought to help others going through the same battle.

Her final wish was to raise funds for Stanton Territorial Hospital's chemotherapy unit – a dream that took flight just hours before her death thanks to a close-knit group of friends and former teammates.

Launched on Friday, Robin's Nest: One Branch at a Time – a Facebook fundraiser – had pulled in some $10,000 in just two hours.

Traci was able to share the news with Mercer-Sproule, who was drifting out of consciousness at the time.

"She just smiled. I thank God that it was all done before she passed and that she knew it had started and saw that take off so quickly," said Traci.

"I think knowing that just gave her that little extra peace. She knew she could go now."

As of Thursday evening, the campaign had raised more than $64,000, well on the way to the $200,000 goal.

Traci said there will be a memorial drive-by in honour of her late wife on Saturday, May 23.

Mercer-Sproule's celebration of life is planned for next year at the Multiplex, added Traci.

In the weeks leading up to her death, Mercer-Sproule wrote a thank you letter to her family, friends, former teammates and the community as a whole.

"I AM A WINNER even if I lost the battle, I won because I never gave up," she wrote.

Breakfast program going strong Hundreds of meals handed out daily in capital

Even the 50 km-per-hour winds and dreary weather is not stopping Jason Rochon and his volunteers from running Iqaluit's Breakfast in a Bag program.

"I was thinking even if we only had 10 kids come and they really needed a breakfast it would be worth getting out of bed for," said Rochon on May 20.

With colourful pylons arranged in a line for social distancing, Rochon stands behind a gray table with volunteer Tarrah Kelly. They stand in the cold, next to D.J. Specialities, handing out breakfast packages to those in need.

This is one of the two locations, the other being Joamie Ilinniarvik School, where breakfast packages have been distributed since March 26.

Presently, about 250 food bags are being given out per day.

When schools closed on March 17 due to the Covid-19 pandemic, the breakfast program at schools also came to a halt.

"I started thinking about the kids that I always serve breakfast to every morning," said Rochon.

Rochon, a student support assistant at Joamie Ilinniar-

vik School, has been running the school's breakfast program for the past seven years. He said he understood the benefit the breakfast program for the students.

"The kids really appreciate it," he said.

Within 10 days of the school closures, he was motivated to launch a breakfast program for all students in Iqaluit.

For almost two months now, Rochon's determination combined with community support has allowed for a successful breakfast program.

There are about 30 volunteers who generously help to pack and distribute food bags every week.

"I enjoy knowing that the little bit of effort that we put into it has a huge impact on others," said volunteer Kelly, adding it "makes standing in the 50 km-per-hour winds worth it."

Mona Godin, the operations manager at DJ Specialities, has offered help in another way. She is handling the accounting aspects of the program and providing free warehouse space for cargo.

"Out of everything that happens in Iqaluit, feeding kids has to be a priority," said Godin.

The breakfast package usually consists of five items: milk, cereal, fresh fruit, a piece of cheese and yogurt.

With more funds, the plan is to hopefully add additional items like juice boxes, granola bars and lunch meats, said Rochon.

From Monday to Friday, between 9 a.m. to 10 a.m., volunteers will continue to hand out breakfast bags until the end of June. The food bags can be picked up outside of D.J. Specialities and Joamie Ilinniarvik School. For students in Apex, a volunteer will continue delivering the food to their homes.

"We all can be providing service for our community," said Rochon.

Outdoor sports the first to get go-ahead under GNWT's Emerging Wisely plan

Emerging Wisely, the GNWT's document outlining how we'll get back to normal, is out and it's being met with mostly positive reviews.

If you play an outdoor sport, you are probably loving it because it means you'll get to play something this year.

If you play basketball or volleyball, you probably like it because it means you'll be able to get going as soon as phase two comes about.

If you're a hockey player or curler, you probably aren't the biggest fan of it.

Dr. Kami Kandola, the territory's chief public health officer, announced on May 15 that we're in phase one, meaning outdoor gettogethers of up to 25 people can occur so long as distancing guidelines are adhered to. That means sports such as golf, softball, outdoor soccer and ultimate can start up.

If you're a rugby player, you have to wait.

Softball won't have anything officially on the go until May 31 at the very least. That's the day Softball Canada could lift its self-imposed lockdown but leagues around the territory usually don't get underway until June.

Paul Gard, NWT Softball's executive director, said he wasn't expecting to be able to be a part of phase one but he's happy.

"It's exciting," he said. "The next step is working with our associations and figuring out how best to get things going but at least we know what we can do in order to start."

There won't be any local tournaments in Yellowknife, such as the annual Summer Showdown, which was scheduled to happen next month, and there won't be any teams

going to the Western Canadian Championships as the Western Canada Softball Association announced the cancellation of those events last month.

Slopitch teams won't be travelling to national championships at Slo-Pitch National has canned its entire 2020 Canadian Championship schedule and the same could happen to the Softball Canada national championships as well, said Gard.

"Teams would have trouble flying to wherever they might be but Softball Canada is making a final decision on June 1," he said.

As for the NWT Men's Fastpitch Championship, scheduled for Hay River in July, Gard said it all hinges on how things look down the road because Phase two could come into effect.

"It could be better by mid-June and that will be better for us in the long run," he said.

"That means the hosts could have some sort of concession or beer garden, if they can safely have it. We can't put it all on the teams to cover the costs to run the tournament."

Golf is also in phase one and some clubs are already in operation, such as the Yellowknife Golf Club and Pelican Rapids Golf and Country Club in Fort Smith.

The Hay River Golf Club is still getting ready with its president, Jack Rowe, saying that work is still being done on maintenance.

"We are getting some water off the course, and the grounds crew are doing maintenance work, so I anticipate that we will be golfing by the end of the month," he said. "We have had some fairly cold weather that has slowed things down, and we are also ensuring that we meet all the guidelines set out as it relates to

Covid-19."

The clubhouse won't be opening at the same time as the course, he added.

Rowe said he understands people are itching to get out on the course but the one thing he doesn't want to have happen is for people to jump the gun, especially with the standing water out there.

"It would be better if members were patient as we don't want to cause any damage to the course," he said.

Outdoor soccer is in a holding pattern as NWT Soccer works on a plan to return to play, which will need to be approved by Canada Soccer. According to NWT Soccer, once the appropriate sanctions have been lifted, communities and leagues can decide if they wish to get going.

Phase two will see sports such as basketball and indoor volleyball get to re-start under guidelines laid out in the document while gymnastics will be able to re-open in phase three.

But the big one came in the form of all indoor arena sports, such as hockey, broomball and curling, having to wait until the final phase, which is when a vaccine has been approved. If the timelines being reported are correct, it won't be until 2021 until that happens.

So why is hockey, and other indoor rink sports like it, being forced to wait until the final phase in order to be allowed to start up again?

Dr. Kami Kandola, the territory's chief public health officer, said it was based on a full public health risk assessment completed by herself and a team of health professionals.

"This process is based on solid, established public health standards, research about transmission of respiratory viruses generally, and all the information we have to date on Covid19," she said. "All of this is then applied to activities to determine when, and whether, we should be working them back into the mix of activities while a pandemic is underway, and how risks of transmission should be managed."

The big difference in why some sports are allowed to start earlier than others, added Kandola, has to do with the amount of contact and the amount of respiratory droplets that are likely to be in the air during an activity.

She used hockey as an example.

"When you play hockey, you're making a lot of close contact with other people when you do things like hitting," she said. "By their nature, through people heaving their breath when that happens on either side of the hit, there are a lot of droplets released into the air which could infect people. And it's really hard to reduce the risks on activities like that."

Wearing a non-medical mask would not be desirable due to breath limits for folks who are working really hard to play a sport, she added, and the fact traditional face shields cannot be assured to stay in-place during the course of the game.

Hockey Canada announced on May 14 that it is working on a return-to-hockey plan and that it will happen only when it is deemed safe by provincial and territorial governments to do so. On its website, NWT Curling announced it was working with the GNWT, Curling Canada, Sport North and other provincial/ territorial associations on a plan to return in a safe and responsible manner.

Winning wheels for kids in Rankin Inlet Fifty lucky youngsters take home new bicycles in hamlet draw

There was no shortage of smiling faces after 50 kids received brand-new bicycles in Rankin Inlet this past week courtesy of the hamlet.

Rankin recreation coordinator David Clark said the hamlet wanted to do something to brighten the kids' days a bit, with so many activities being cancelled that usually would have been held in con-

nection with Pakallak Tyme.

He said the cancelling of activities and the constant practising of social distancing has been hard on everyone during the past few months, with the younger set of the community being particularly hard hit by not being able to spend much time playing with their friends.

"We thought it would be a great thing to do to help out a bit, you know, so the hamlet went ahead and bought a bunch of bikes to give away to some of the youth in our community," said Clark. "We didn't really have a plan on how we were going to do this or anything, so I just got it done.

"We probably would have held a draw during Pakallak Tyme or at the start of the fishing derby – anytime we would have had a big gathering – but with no big gatherings being allowed yet, I had to get a bit creative."

The hamlet managed to come up with new bikes to put a smile on the faces of 50 lucky youths in the community.

Clark said the bicycles were available to be won by kids aged five to 10 who had their names pulled in a draw held at Rankin's new arena this past Thursday, May 14.

"If I'm able to find more available funding, the hamlet wants to do this type of thing more-and-more often as we

move forward because we want to help keep our kids active and give them something to do.

"Having kids out riding around on their bicycles while maintaining social distancing is one way we can do that.

"I think it's important we try to give the youth in our community a positive outlook on things, at least as much as we can, and, for a little kid, winning a brand-new bike is a pretty big deal."

Clark said in awarding the bicycles, the hamlet set up things similar to what one might expect to see at a penny sale.

He said the 50 bikes all stood shining in a straight line, with bags placed on the handlebars for each child to have one of their three free tickets deposited in.

"One of their three tickets was placed in the bag of a bike they hoped to win during the draw," explained Clark.

"Just in case someone was having a really, really lucky day, no kid was allowed to win more than one bike.

"We were practising social distancing throughout the whole process, so we had the parents come in one door and out the other to sign up their kids for the draw.

"They knew what size bike their kids would need and, maybe, what kind of style of bike they would like if they won."

Bad Idea: Putting sex dolls in the stands to create the illusion of fans at a soccer game.

Look, I kind of get the excuse that this team gave but common sense needed to prevail on this one.

The 2020 season is off and running in South Korea's top soccer league, the K League, and like all other sports which are actually operating (the notable exception being the Belarusian Premier League), the fans have been replaced with either cardboard cutouts or robots. Gotta try anything, right?

Welp, FC Seoul thought it would be a good idea to replace the cardboard with mannequins ... or so they thought in their game against Gwangju FC on May 17. You see, someone with an eagle eye – or knowledge of the product perhaps – clued in that they were sex dolls.

The signs the dolls were holding up during the game were also promoting sites with adult content.

How did the team not know this? The dolls were provided by the CEO of a company called Dalkom, whose owner is a FC Seoul fan, and a few minutes worth of research would have given the team a bit of a heads-up. You simply don't accept something sight unseen and the team was forced to apologize for the mistake.

The team could be in some serious hot water as the K League bans any and all inappropriate or sexual advertisements with a hefty fine for teams who break that rule. And if you think I'm going to make a joke tying those two things together, you don't know my bosses very well.
