Clyde River man shot and killed in incident with RCMP Kanngiqtugaapik/Clyde River A 31-year-old man was shot to death by an RCMP officer in Clyde River on Tuesday night.

The police stated that the incident occurred after the officer responded to a disturbance call at a residence a little after 11 p.m.

The officer became engaged in a "use of force situation" and then fired their gun, according to an RCMP news release issued today at noon.

The wounded man was immediately transported to the health centre and was pronounced dead. Ottawa Police Service will conduct an independent investigation into the actions of the RCMP. There was another incident in Cape Dorset on Feb. 26 where a man was killed in an incident with police. Ottawa Police Service was called upon to investigate that situation as well.

No conclusive information from that earlier ordeal has yet been released to the public.

Inuvik RCMP seize $40,000 cash, stolen cell phones Inuvik Two individuals are facing charges after RCMP found $40,000 and several cell phones in a piece of luggage and at their residence.

On April 28, police were at Mike Zubko airport on an unrelated matter when an officer spotted a 20-year-old woman who was a suspect in a drug trafficking case.

Police arrested the woman and the investigation that followed led officers to an apartment in Inuvik.

Upon obtaining a search warrant, police searched the residence and some luggage and between the two searches turned up the $40,000 in cash and several stolen cell phones.

Natasha Jacobson, 20, and Aaron Kay, 38, were charged with possession of property obtained by crime over $5000 Sec. 354(1)(a) CC. Aaron Kay was also charged with Breach of bail conditions Sec. 145(5)(a) CC. Both are from Inuvik.

They are scheduled to appear before Territorial Court in Inuvik.

Spring sitting of Nunavut's legislative assembly cancelled Nunavut The spring sitting of the legislative assembly, scheduled for May 26 to June 4, will not proceed as scheduled due to Covid-19.

"Recognizing that all Nunavut organizations and residents are currently being asked to limit their travel and refrain from large gatherings, the most prudent course of action for our institution at this time is to defer its next sitting," Speaker Paul Quassa announced May 1.

"Although I am confident that our regular fall sitting will convene as scheduled, we are prepared, if necessary, to recall the House in September to consider proposed supplementary appropriation bills and other urgent business arising from the Covid-19 pandemic.

"I wish to emphasize that ministers and regular members of the legislative assembly remain engaged with their portfolio and constituency responsibilities, and I note that the by-elections for the constituencies of Baker Lake and Kugluktuk remain scheduled to be held on Aug. 24, and we look forward to welcoming the new members to the House later this year."

Premier also apologizes to Nunavut teachers

On May 1, Premier Joe Savikataaq said beginning May 7, any Nunavummiut, who voluntarily leaves the territory and wants to return must pay for their 14 day self-isolation period down south. This order has now been reversed, announced the premier at his May 6 press conference.

No Nunavummiut will be charged for the mandatory 14-day self-isolation period, explained Savikataaq. The GN will continue to cover these costs as long as the quarantine requirements are in place, he said.

Savikataaq added, the GN does not want to provide unnecessary financial burden to Nunavummiut.

Health Minister George Hickes said the decision to

reverse the order was based on a number of different factors.

"Administratively it would have been a lot more burden on the public servants," Hickes said. Due to the administration of trying to get the cost recovery and ensuring people are billed appropriately, the cabinet felt it was not worth proceeding with the order, he added.

"We're sorry for the confusion," said the premier.

This apology was followed by another from Savikataaq. This time it was for Nunavut teachers.

On Monday, the premier was asked if he was worried about not having enough teachers for the start of the school year in September.

"I know the Department of Education is always recruiting for new teachers and September is still quite a few months away. There was an announce-

ment earlier in the year where Ontario was going to lay off a whole bunch of teachers, so maybe these teachers might want to come and work in Nunavut," had responded the premier.

During Wednesday's press, the premier said he regretted these remarks.

"My comments about the recruitment of teachers was careless and dismissive," he said, adding "it was a reactionary inappropriate response."

"I'm sorry," he said.

"I want all our teachers to know how much I appreciate their dedication and commitment to our students. I take responsibility for your disappointment, and will speak more carefully in the future.

Teachers, thank you for all you do for Nunavut. Your contributions are respected, and please don't let my unfortunate com-

ments discourage you," said the premier.

On April 7, Minister of Education David Joanaise had revealed that 93 Nunavut teachers are presently out of the territory. This is about eight per cent of all school staff in Nunavut.

On April 14, Hickes had said, 24 or 25 of these teachers have either started their isolation or have registered in hotels down south.

Last year, during early December, John Fanjoy, president of the Nunavut Teachers' Association, had told the legislative assembly, "every year Nunavut loses approximately 35 per cent of its teachers."

He had also said due to the territory's teacher retention and recruitment crisis, many of communities cannot fill the amount of teacher vacancies with qualified professionals.

Inuvik pulls back staff from Isolation Centre Time to turn it over to GNWT: SAO

Inuvik has pulled back staff loaned to the Government of the Northwest Territories' isolation centre at the Mackenzie Hotel and Mike Zubko airport as of May 1 and the government will have to pick up where they left off.

Mayor Natasha Kulikowski told council the town had served notice during their April 27 Committee of the Whole meeting.

"We are finding at this point in time, for operations for the town we still have our day jobs that we need to do," said senior administrative officer Grant Hood.

"This will be six weeks that the town has been doing the coordination at both the airport and isolation centre.

"We feel that it's time to turn it over to the GNWT. They are running the other three isolation centres."

Hood added the town's isolation centre had 18 people staying there as of press time.

"Overall, I have to commend the staff and employees of the town who have worked very hard to accomplish what we've done," said Hood. "We've established some very good protocols and what I feel is very good protection for not only Inuvik but the outlying communities."

'We're as certain as we can be' Top doctor explains false positive Covid-19 case; praises rapid response team

A false positive test is an issue that every jurisdiction has had to deal with, said Dr. Michael Patterson, during the Government of Nunavut's May 4 press conference, as the only Covid-19 case in Nunavut was announced to be just such. Once again, the territory reclaimed its status as the only jurisdiction in Canada with zero Covid-19 cases.

"For us, we look at what would be the worst outcome in the event of an error. In the case of Pond Inlet, last week, the worst outcome would have been to do nothing and wait a bit and see what happens and let it spread if it was a true positive," explained Patterson.

On April 30, the chief public health officer had announced Pond Inlet had the territory's first Covid-19 case.

A rapid response team had swabbed individuals after conducting contact tracing. All 13 swabs tested in Iqaluit were negative, revealed Patterson during last the May 1 press conference.

It was by May 1 that "we were becoming increasingly suspicious of a false positive," said Patterson.

After sending a second set of swabs to a public health lab in Ontario, it was confirmed the tests were all negative.

The initial positive result had also come from an Ontario lab, Patterson said.

When asked why this false positive result had occurred,

the doctor responded that every lab test has a rate of false positives and false negatives. It is not due to human error. "It's something that happens with all lab tests," he explained.

Although Patterson could not provide a specific percentage of how many tests could be false positive, he did say that "false negatives can occur certainly up to 30 per cent of the time." This usually occurs if asymptomatic people are swabbed too early after they have been exposed to Covid19, he said.

The doctor was confident the test result is negative for the Pond Inlet individual who was originally thought to be positive for Covid-19.

"We're as certain as we can

be," he said.

According to the current information available, this Pond Inlet individual has not been outside of community for some time. Neither exposure to Covid-19 nor cases of the disease have been identified within Pond Inlet. There have also been no noticeable increases or changes in significant respiratory infections in the community, said Patterson.

"For all of these reasons, we believe that the individual in Pond Inlet does not and never did have Covid-19," he explained.

The rapid response team, who was sent to Pond Inlet on April 30, will stop its operations. The members of the team will leave the community and start preparing for possible future deployments.

When Patterson was asked what lessons have been learned from this first emergency response, the chief public health officer said it was too early to assess as it required a discussion with the health staff.

He did however mentioned the initial deployment worked "very well."

The team was successful in sending swabs for testing long before 24 hours, said Patterson.

As of today, all additional measures specific to Pond Inlet that had resulted due to positive Covid-19 case are lifted.

On April 30 Patterson announced that all passenger travel, including land travel, in and out of Pond Inlet was banned.

This travel ban was put into place to minimize the risk of Covid-19 from spreading to

multiple communities at once.

All businesses except for grocery stores, fuel and motor vehicle stations, post office and restaurant take-out services were ordered to be closed.

No social gathering in dwellings were permitted, while social gatherings outside were restricted to five people or less.

"I'd like to apologize to Pond Inlet for the inconvenience we caused them, I caused them and thank them for the hard work and co-operation (during) these last five or six days," said Patterson.

Wrigley makes most of spring isolation Everyone is on Facebook talking about the river breaking up at Simpson

The northernmost Deh Cho Dene community of Wrigley is in a spring time limbo of physical isolation.

While the Mackenzie Highway provides land access to Wrigley, the ice is breaking up on the Mackenzie and Liard rivers, over which the road crosses, and ferries can't yet operate.

The high cost of flights into and out of Wrigley, and flight schedules reduced to only twice a week make air travel a difficult option, said Chief Maurice Moses.

But members of Wrigley – or Pehdzéh Ki in Dene – don't seem to mind because the hunting season is just starting.

Most people here already received a taste of the season in mid-April when they headed out onto the land to hunt, fish and self-isolate.

"Everybody's back (now) and doing their social distancing. They stay at home but go out (hunting) during the day," Moses said.

"Most go hunting near the N'Dulee crossing. Everybody got some caribou and there was some moose. Right now people are harvesting geese. I was going to get some geese too.

They're really fat this year. I guess they had a good season down south."

The fishing season is also not far off. It will follow the break up of the nearby Mackenzie River.

"The ice broke up at Fort Simpson, so it won't be much longer before

it gets here. Once it breaks, everybody will go out on the river. I can't wait to go out onto the river," said Moses, who looks forward to catching trout and northern pike.

"Everyone is on Facebook talking about the river breaking up at Simpson. Give or take about a week until it comes here. Everyone is servicing all their boats and stuff."

As a precaution against the spread of Covid-19 the community erected a roadblock in midApril, barring access to all visitors, except those delivering essential goods.

Moses said at the time that the move came out of concern for Wrigley's Elders after unrecognized vehicles were seen cruising outside the community at night, arousing fears of outsiders transmitting the virus.

The roadblock was still there as of May 4, but Moses said there isn't much need for it anymore now that Wrigley is basically cut off to land traffic until the N'Dulee ferry opens.

Mobile store meeting needs The community sits at the end of the Mackenzie Highway, a 220-km drive north of Fort Simpson, where residents go for much of their retail food and supply needs. To ease that dependence, local company Pehdzeh Ki Contractors set up a mobile store so the community can buy food until the ferry opens in a week or two.

their own time," the chief said.

One month ago, Moses said a small number of people had been tested for the virus in the community's health centre. All results came back negative.

The temporary nurse said that in the time he has been in the community for the past week he has performed standard blood work tests on people,

but no one has asked for a coronavirus test.

"About 10 people have come to me. I wear a mask all the time here.

I don't go out because I'm doing the self-isolation," said the nurse, who identified himself as "manager." He declined to give his full name. "No one has told me that they think they have Covid."

Since last month, residents in Clyde River have been busy making masks as a response to Covid-19. On April 7, the Chief Public Health Officer Dr. Michael Patterson announced that cloth masks are recommended in situations where Covid-19 is around and social distancing is difficult to maintain.

Sheila Enook, TB and Covid co-ordinator in Clyde River, has been encouraging her community through social media and radio to make masks. The results have been wonderful, said Enook.

"There were a lot (of masks made)" she said.

The aim of mask-making activity was to sew masks to keep everyone healthy and avoid spreading any potential virus.

The countless unique masks were made by hand or with a sewing machine.

Although there is still some stigma around wearing a mask, Enook said she is trying her best to encourage people to wear masks.

"I'm putting the word out that it's not out of fear. It's more to protect the community members and our loved ones," she said.

Chief Joachim Bonnetrouge of the Deh Gáh Got'îê First Nation and Fort Providence Mayor Danny Beaulieu have been working closely together to help navigate residents into the warmer weather as the Covid-19 pandemic continues to impede everyday life.

The First Nation approved a checkstop being erected on April 30 and longtime resident and Aurora College educator Riz Khimji volunteered to coordinate it with friends and co-workers.

"The main idea is to deter people from out of town from coming into the community, especially from out of province," he said.

Khimji said there are no cases of Covid-19 in Fort Providence and that it's important to ensure people coming in from Alberta and Saskatchewan are self-isolating for 14 days.

"We've been trying to deter that kind of traffic coming to Fort Providence, considering we are right on the highway," he said.

People who go through the checkpoint can expect to be met by two volunteers at any given time with a truck, stop signs and pylons.

Khimji said if people are from out of town, they will be asked to fill out a two-minute questionnaire that will require the visitor to explain why they are coming through, how long are they coming for, who is being visited and all of the names of

the people in the vehicle.

Khimji stressed that the checkpoint is not a blockade and that the group of eight volunteers who run it do not have the ability to turn people away, as that is a police function. If a visitor does not abide by the checkpoint's protocols and insists on driving through, however, Khimji said the vehicle will be flagged and police will be notified.

Police will be notified "Right now we're just trying it on a trial basis to find out what times the traffic comes the most," he said, noting that the checkpoint isn't in operation around the clock. "So right now, we've been doing eighthour shifts, 12-hour shifts. Eventually once we know the best traffic time, then we will schedule shifts according to that."

Mayor Danny Beaulieu said he let the First Nation decide whether to allow the checkstop.

"The chief asked me about it but we never brought it to council and I told him it was up to them if they want to do a checkstop," he said. "Legally, I don't think you are supposed to do that, but nobody is stopping them."

Khimji said the checkpoint is not related to preventing illegal alcohol and drugs being brought into the community at this point, even as this is something Beaulieu and Bonnetrouge have been concerned about since the beginning of the pandemic.

Beaulieu and Bonnetrouge have said that since the pandemic, complaints about excessive drinking, partying and people not following

social distancing rules have been prevalent.

"The mayor and myself have been fielding phone call after phone call after phone call," Bonnetrouge said in a recent interview.

"Complaints about people not following the rules and people coming back here and not self-isolating for 14 days and doing that kind of stuff. So it has been a riot that way."

Bonnetrouge said one of the big problems has been the influx of federal money coming into the community through the Canada Emergency Response Benefit (CERB).

"There has been a big gush of federal and territorial governments' money coming into the community," he said. "The RCMP were complaining, (not long ago) that the ATMs could not keep up in this community. Drug dealers and bootleggers know when the town is flush with cash. They know."

Although the GNWT has put a limit on alcohol purchases, Bonnetrouge would like to see more done.

"To be able to still carry six mickeys on your person, that is still a lot," he said. "I didn't want to leave any opening for bootleggers. If there are three members of a family going to Hay River for example, (you could still buy) 18 bottles of mickeys.

Bonnetrouge said the battle continues to try to cut down on the amount that people are drinking and it has been a difficult fight.

"For the community, because we still have two bars in this First Nations community, it's been a

struggle," he admits, noting the Big River Service Centre and the Snowshoe Inn bar. "It's been a struggle trying to get people to at least cut down on consumption. It's no secret that like any other community we've had numerous and big-time complaints, mostly from families against bootleggers."

Beaulieu said not much has changed despite the territorial government's liquor purchase restrictions.

"The government has cut down on how much booze a person can buy at the liquor store, but it still comes into the community," he said. "Bootlegged bottles are a little more than they used to be because (people) are limited at the liquor store. People are still buying the booze and for some reason it seems like there's more parties going on than there used to be before Covid19."

He said police remain busy on weekends because people are drinking heavily.

"So social distancing doesn't really exist when that happens," he said.

Hamlet councillor Linda Croft agreed that excessive drinking has been a problem and also blames it on the community being awash with cash from the federal government.

"The Snowshoe Inn bar closed last weekend and I think they're trying to get some of the partying under control and down. But of course with large sums of money coming in from CERB payments and things like that, you can't do

anything. So what do you do with the money?"

In general, Croft said it seems that residents haven't been taking the Covid-19 pandemic very seriously. Last month, she said she noticed it was a continued problem in her store.

On the land "You know, there's still not a lot of self-isolation going on and people are doing their own thing," she said.

"I think the fact that there's so few cases here, I guess for a lot of people it's hard to take it seriously. If we were somewhere like Calgary where people are dying every day, they might be a bit more inclined to stay at home."

Croft said with the nicer weather, people are also wanting to get outside more often.

Bonnetrouge, like other Dene chiefs, has been encouraging members to get out on the land, both as a social distancing exercise and as a way to engage in traditional practices.

"The Canadian geese have been coming and a lot of guys have been taking their Ski-Doos up to Mink Lake," he said, adding that the weather was quite cool in April.

"It's tradition here because of where we are situated. For years in the springtime people make little camps up the river and it's called winter crossing.

"People put up a lean-to or cabin and they stay out there close to Mother Nature to get ducks and geese.

"Once the ice moves, it is good fishing," he said.

Celebrating 25 years of community reporting in Cambridge Bay Navalik Tologanak reflects on her years writing Cambridge Bay Tea Talk

Helen Navalik Tologanak of Cambridge Bay celebrates 25 years of writing Cambridge Bay Tea Talk, enlightening her community and our readers of Tea Talk with various celebrations and other happenings in her community.

Navalik was born and raised in Cambridge Bay to John and Rosie Tologanak, a proud mother of two Kimberly Dawn and late Julian, grandma to Felix and Alexis.

She was born in Cambridge Bay, part of the Northwest Territories then and was always proud of where she came from and felt that the rest of NWT/Nunavut should know about her hometown.

"There are not many communities from Nunavut so I feel proud that Cambridge Bay is part of the newspaper," Tologanak said.

She was inspired to write for the paper in 1994 while attending the Nunavut Arctic College course Basic Office Procedures with instructor Vicki Bobinski Aitaok.

"Vicki was my inspiration to carry on even though I was struggling in life," Tologanak said.

"I came across a newspaper and began reading Iqaluit Tea Talk with Wende Halonen. So I said 'Oh I should try and do one from Cambridge Bay'. So I called Bruce Valpy at NNSL in Yellowknife and asked if I can write a column and he agreed.

"That's when I began writing and Bruce encouraged me to keep writing."

Her time in college is when

Tologanak started her healing journey, after losing her parents in 1981 to a tragic accident.

"So I started wring and it was part of my healing," she said.

"I was also interested in CBC radio giving community reports, everything was by computer. I am not shy to be out there interviewing and taking photos.

"I love meeting people, I have met people from all over the world and whenever I travel people would say 'Hi, where have we met before?' I say, 'Oh you probably read my column in the newspaper?' and that's where they would recognize me. I feel privileged to show the world Cambridge Bay, Nunavut."

While she always enjoyed attending community gatherings, taking photos and conducting interviews, she admitted with a laugh that deadlines were always her challenge.

"I would rush to get a column written and what topics to write about," she said.

"When I feel stressed I would phone my editors throughout the years with NNSL. They would make me feel better by talking with me and sometimes I'd even be crying it out."

While Tologanak always wrote about local topics such as hunting, community events or trips on the land, her favourite part of the job is photographs of children at annual Christmas concerts, Omingmak Frolics, games and kids playing outside.

"I didn't have much opportunity to go out on the land, only if I had a ride," she said.

"I also enjoy taking photographs

of our Elders, always happy and energetic. I have so many photographs over the years."

For Tologanak it has always been important to showcase the positive sides of living in Cambridge Bay and "showcasing what a lovely community it is."

She also keeps a strong focus on the importance of family.

"I am a proud grandmother to Alexis now and looks just like her mom Kimberly growing up all over again and my grandson Felix (son of her late son Julian). I love my grandchildren, keeps me going and carrying on in life. I have been through a lot in my lifetime, but writing and taking photographs keeps me from grieving. They are my life and strength. I want to thank all my editors who are supportive of my work, they are the ones who make me feel worthy of my work. Many readers tell me that I am good writer and I appreciate that so much."

"I am now celebrating 25 wonderful years of writing and taking photographs of my beautiful hometown of Cambridge Bay. I hope for another 25 years of writing and taking photographs. I enjoy it so much, "I hope that many who enjoy reading my columns and seeing photographs will continue to do so. I have seen many changes as our community is growing so much bigger, children are growing up, we are all getting older and proud grandparents."

Operation shifts and new programs in Iqaluit City-run programs alter to meet new demands during pandemic

Due to the Covid-19 pandemic, several city-run programs have had to shift their normal operations in Iqaluit, said Amy Elgersma, City of Iqaluit's chief administrative officer (CAO).

The city's recreation department has been offering different fitness and wellness related programming through social media.

On March 17, after the declaration of the public health emergency in Nunavut, all Iqaluit recreation facilities and programs, including the Aquatic Centre, were closed.

The recreation department is also conducting wellness checks for Elders involved with the Elders Qammaq program; food and craft supplies are being delivered to them, said the CAO. The Qajuqturvik Food Centre is offering takeout meals instead of meals indoors. A breakfast program initiated by some school staff distributes food bags outside

of DJ's Specialties and Joamie School, said Elgersma.

There is no shortage of food and supplies in Iqaluit at this time, according to the CAO. Stores are regularly stocked, except some specialty items and brands may have changed. To keep Elders safe, stores have scheduled shopping hours specifically for them.

"We are proud of how well our community has reacted to the situation," said Elgersma, adding the atmosphere in Iqaluit has remained "fairly calm" amid the Covid-19 pandemic.

The City of Iqaluit has formed a Coordinated Community Services Response Committee. This serves to address gaps in services and to connect service organizations with resources, she explained.

To help address needs related to homelessness, the group has helped to identify priorities for funding allocations under the Reaching Home program.

"We are proud of how well our community has reacted to the (Covid-19) situation," says Amy Elgersma, Iqaluit's chief administrative officer. has opened a "special shelter" for Elders and the vulnerable for potential social distancing and isolation needs.

Recently, the City of Iqaluit has also formed an inter-agency youth task force, which aims to address the needs of Iqaluit youth during the Covid-19 situation, said the CAO.

Elgersma noted that Iqaluit residents and businesses have both been practicing and educating the public about social distancing protocols.

Despite having had some difficulties with enforcing social distancing at first, all stores accessible to the public now have visual measures in

place to encourage social distancing practices.

The city has also identified quarantine spaces that could be used in various scenarios as part of its emergency management planning for Covid-19.

As of March 17, all bars, restaurant dining rooms, schools and daycares have

been closed in Iqaluit.

"I would like to reiterate that we are extremely proud of our community and the territory, for how they have reacted to this pandemic.

"It has been a whirlwind of a few weeks but our community has banded together to support each other during this time," said Elgersma.

Voluntary evacuation order lifted a day later when no evidence of flooding was found

Vale Island was evacuated on the evening of May 4 because of the threat of flooding from the breakup of the Hay River.

The Town of Hay River issued an evacuation order at 9 p.m. on Monday.

Deputy Mayor Robert Bouchard said the evacuation of Vale Island was voluntary.

"There's some people that are there and have been there for a long time," he said. "They don't leave. They feel like they're prepared or they feel like they're in a high part of the island. Typically, we ask everybody to leave, if possible."

As it turned out, no flooding materialized in the neighbourhood and the order was rescinded Wednesday.

Bouchard said it was issued because a large amount of water was heading towards Hay River, indicated by a reading of over 1,200 cubic metres of water a second going over Alexandra Falls south of Enterprise.

Bouchard noted anything over a thousand cubic metres a second going over Alexandra Falls is cause for concern.

"We know that we have large volumes of water coming, so we're very concerned," he said, speaking outside a registration centre for evacuees last Monday evening.

"And we have a bunch of ice in the Hay River area from Pine Point Bridge all the way in," he said. "So with that kind of volume we could have issues overnight. Obviously with Covid issues and stuff like that we wanted to be able to pull the trigger sooner than later, and especially being able to evacuate in the light."

The Hub could not determine late Monday and into the early hours of Tuesday whether there was actually any flooding on Vale Island. From a vantage point in New Town, the ice could sometimes be seen moving in the river.

Well after midnight, people in Hay River and on the Hay River Reserve watched the river, with their vehicles' lights shining onto the ice.

Bouchard said town council and Ross Potter, the director of protective services, met Monday evening and decided it was the time to call an evacuation as opposed to in the middle of the night.

The deputy mayor noted that a lot of ice had moved through the West Channel and into Great Slave Lake Sunday.

"So we thought it was going to keep chugging through, but it stopped in the early evening

yesterday (Sunday) and then we had a little push at midnight," he said. "And then today (Monday) it just sat there and we seen the numbers climbing at the falls."

Evacuated residents were required to register in person at the Hay River Community Centre or by telephone. Residents could also call for assistance in evacuating.

Accommodations were assigned at Hay River hotels, at an RV park set up in the parking lot of the community centre and at hotels in Yellowknife.

There is no cost for the accommodations when booked through the registration centre, and transportation to Yellowknife could be provided.

Water and ice flow below Alexandra Falls on Saturday after the falls broke during the annual spring breakup of the Hay River. The falls are located just south of Enterprise.

Brenda Bouvier is one of the evacuees being provided a hotel room in the capital.

"They're reimbursing the fuel and giving us food and a room and everything," she said outside the evacuee registration centre Monday night.

Bouvier, who lives on 104 Street in Old Town, believes her property will be OK in case of flooding.

"I know it will be," she said, explaining it is not that close to the shoreline. She added she's not concerned about her possessions.

"It's just belongings," she said. "It doesn't mean anything. Everybody is safe. As long as all the people are safe."

West Channel resident Don Ross, who is enduring his third evacuation, said there's no point in worrying because it's "no use."

Karen Felker is "kind of worried." Her property on 101 Street in Old Town was flooded in 2008.

"There's a lot of solid ice that's still coming down and a lot of water coming over the falls," she said. "That's what bothers me more than anything."

The Covid-19 pandemic and the social distancing rules NWT public health officials have imposed to curb its spread were factored into the town's evacuation plan.

There are an more than 450 people living in 190 households Vale Island according to estimates.

Ice in the West Channel and East Channel was stationary for most of the day May 4, but filled the river.

However, the ice was certainly moving upstream and in the West Channel May 3, when hundreds of people made their way to the riverbanks to marvel at the natural phenomenon.

"It was flying by," Micayla Gammon said while observing the breakup from Bob McMeekin Chamber Park. "It was really cool watching it."

Earlier on Sunday in Paradise Valley, an agricultural/residential area about 25 kilometres south of downtown Hay River, Jacqui Colwell watched the breakup in front of her home.

She said compared to last year, the breakup was "definitely" more dramatic.

The Hay River breaks up in late April or early May each year.

The last significant flooding on Vale Island was during spring breakup in 2008.

'Where is the action?'

Qaqqaq frustrated waiting for government to address inequalities

The federal government is too slow in releasing funds targetted for Covid-19 relief and it's creating too many barriers for applicants, the territory's MP said in Parliament on May 6.

"It's really frustrating to have to stand here and say the same things over and over again and continuously hear over and over again, 'We know there are inequalities.' Where is the action?" Mumilaaq Qaqqaq said in the House of Commons on May 6. "We hear nice words. Where is the backup for decreasing those gaps and eliminating those barriers?"

Qaqqaq, one of a handful of MPs present in Parliament on May 6 as social distancing is enforced, said more money is needed for airlines, which are an essential "lifeline" for Nunavummiut, bringing in workers and medical supplies and transporting territorial residents.

The federal government committed up to $5 million to aid Nunavut airlines in mid-April. Qaqqaq said Canadian North, with drastically reduced passenger loads due to the Covid-19 pandemic, is reportedly

losing between $1.5 million-$2 million per week. The government's funding would be helpful for only a few weeks at that rate, she said.

Indigenous Services Minister Marc Miller recapped Ottawa's funding pledges but then was cut off by the Speaker due to time constraints.

Qaqqaq also demanded to know when the federal government's $30.8 million in additional health-care money would be released to Nunavut.

"We are currently in discussions with the Government of Nunavut to flow those funds," Miller responded.

"Again, they know that they do have the financial backing of the Government of Canada."

Qaqqaq expressed urgency to transfer the promised payment.

"Now with the vulnerability in the communities that I see in my riding, this (virus) has the potential to be much more fatal than many other places throughout Canada," she said.

Miller noted that the government has already got $45 million out the door to Inuit Tapiriit Kanatami and the land claims organizations "directly to protect the Inuit people and prepare for something, as the members say, that nobody can really

predict the outcome of."

The minister also acknowledged that the pre-existing vulnerabilities in the North are "unacceptable."

"They are ones that we obviously factor in when we deploy resources, in partnership with territorial organizations and their health boards, in order to prevent the onset of Covid and when it does (appear), to stamp it out," said Miller.

Qaqqaq also attacked the government for not choosing to give all Canadian $2,000 apiece through the Canada Emergency Response Benefit, as the NDP has advocated for several weeks. Jewelers, carvers, performers and musicians may be lacking the documentation and proof to qualify for the program, she said.

"My question is why the government is so keen on creating barriers for individuals when we need to be breaking them down," she said.

Jean-Yves Duclos, minister of Families, Children and Social Development, defended the government's actions, describing its Covid19 support programs as having been developed "quickly" and already helping 7.5 million Canadians.

"We knew there was more to do and that's why we'll continue to work," Duclos said.

Store closures led to some frustration: SAO Community members overall relieved about false Covid case

When Nunavut's initial case of Covid-19, which turned out to be a false positive, was detected on April 29, a rapid response team was deployed to Pond Inlet within 24 hours.

The rapid response team's first attempt at initiating containment measures and assisting with contact tracing in Pond Inlet after was "good," but there was "a little bit of confusion and uproar," admitted David Stockley, chief administrative officer (CAO).

There was "probably a little bit of panic" and "some frustration" because the team had closed both grocery stores in the community on April 30, said Stockley.

On May 1, when both stores reopened, there were lineups outside of 25 to 30 people at each location, said Stockley.

There was an individual at each store to limit 10 to 15 people within the retail location at one time and also to ensure people were wearing masks, according to him.

The CAO said it would have been "a lot better" for the rapid response team to give directions about health safety measures to the store employees instead of closing the stores.

The stores were already "following probably 90 per cent of all the directions anyway," he said, referring to social distancing measures that have been in place for several weeks now.

Aside from the stores tempor-

arily closing, there have not been any big concerns, said Stockley.

People have been understanding about the false positive result, he added.

It's a "huge relief" and everyone is "so happy" that there is no Covid-19 in the community.

People are "very glad" for the community, territory and for the family involved in this situation.

"A lot of people went out to their home just to touch base with them," said Stockley, referring to the family of the individual, who turned out to be a false positive case.

The CAO said he is not aware of anyone harassing the family.

"The residents of Pond Inlet did a great job," added Stockley.

He also praised chief public health officer Dr. Michael Patterson for doing a "fantastic" job with putting the 14-day selfisolation order in place. Since March 25, all residents of Nunavut, except critical workers, have been self-isolating for two weeks in hotels in the south before entering the territory.

"I think that's solving lot of problems for Nunavut," said Stockley, referring to the order.

Despite there being no cases in Pond Inlet currently, the community is planning to continue following all social distancing protocols encouraged by Patterson.

"We're very thankful that this ended up to be a false positive, but I think the people realize ... this could very well happen.

We know definitely now what we have to do to ensure that it doesn't spread," said Stockley.

Chamber can't get answers from premier

Echo chamber: NWT Chamber of Commerce wrote to the premier May 1, but hasn't received a response. The letter is reproduced below.

Editor's note: This letter from Jenni Bruce, president of the NWT Chamber of Commerce and Renee Comeau, the chamber's executive director, was sent to Premier Caroline Cochrane, May 7.

Dear Hon. Premier Cochrane, The NWT Chamber of Commerce represents over 150 members which are comprised of businesses across the NWT as well as over 3,500 businesses of every size and sector throughout the territory.

On Friday, May 1, we issued you a letter from ourselves requesting your urgent action to call a temporary moratorium on commercial evictions. This letter was sent to all provincial and territorial premiers whose jurisdictions did not already have a moratorium in place as the Canada Emergency Rental Relief Program is not yet in place.

We are extremely disappointed that to date we have not even had an acknowledgement of receipt of this letter from your office. When a follow-up phone call was placed earlier this

week, we were told it had been sent to the Ministry of Justice to review. This lack of action or commentary by the GNWT has spoken volumes to the business community in the NWT. May 1 was probably one of the hardest days for business owners as a majority were realizing the impact of payroll, operating costs, and rent payments due all at once for the first time with a full month of significantly reduced revenue to NO revenue.

Many would be falling back on personal savings (if they have any) to cover these costs. Though there are many federal and territorial programs, businesses do not - nor can theyafford additional financing burdens at this time. A majority of the business sector in the NWT does not qualify for the Canadian Emergency Wage Subsidy or the CanNor grants.

This is an issue that has been flagged to both the federal government and yourself and the GNWT on several occasions by many organizations including ourselves over the last seven weeks. Unlike residential tenancy, commercial tenants do not have a Tenancy Act to fall back on.

One missed payment constitutes a breach of contract. The

tenant typically has until the fourth day of the month (this past Monday) to pay and then will be notified by their landlord that they have 10 days to pay or respond and then the following actions will occur: • To terminate the lease and sue for arrears and future loss and/or; • To sue the tenant for arrears and maintain the tenancy agreement and/or; • To seize the tenant's goods and furniture and sell them to pay off the arrears The above is common practice in the business world and many tenants have to provide personal guarantees for which DO get called.

The business sector needs the GNWT to step up and be shown the support that they so desperately deserve.

Ignoring such an urgent call to action is unacceptable at this or any time. Social programs, sports teams, community events, etc. would not exist in this territory if it was not for our dedicated business community throughout the North.

Income assistance changes still in the works 'I don't like kids hungry so I will help my daughter,' says Kivalliq grandmother

"Poverty hurts."

Those are the words of a Kivalliq grandmother who tries to help out her daughter, one of Nunavut's many income assistance recipients.

Poverty also costs the territorial government a tremendous sum: the budget for income assistance in 2019-20 was $62 million. The program supported 6,113 heads of households for at least one month in 2019 – approximately 37 per cent of Nunavummiut – according to Jarrett Parker, director of income assistance with the Department of Family Services.

The Kivalliq grandmother, who asked not to be named, said she lives on a government pension and also collects the Canada Pension Plan. When she can spare it, she sends $100 to her daughter, who lives in a home with 10 other people and has several mouths to feed.

"I don't like kids hungry so I will help my daughter, but she still (has) to report every lil' bit of money she's given in her income support ... can't lie to government. I know some that have to show bank statements and that's a bit too much" said the Kivalliq grandmother, who added, "but when I am broke I give her a bag of food from here (in) my home."

Another mother hailing from the Kivalliq, who also requested anonymity, said she hopes policies will change in regards to gifts with monetary value given to relatives.

"If we buy them a plane ticket to visit family members it is deducted, also if we send a little bit of money

by EMT (electronic money transfer) that is deducted as well," the mother said. "They request their bank statement to deduct everything they receive. I think that's unfair, yes – would be nice to see change."

Changes are in the offing for the income assistance program. The topic received plenty of attention during legislative assembly's winter sitting.

The current practice of deducting income benefits from clients who receive more than $40 in monthly unearned income – such as through gifts from others or bingo or other lottery winnings – is one of the items being reviewed, Family Services Minister Elisapee Sheutiapik acknowledged.

During the winter sitting of the legislative assembly in March, Sheutiapik said among the other areas being examined are the possibility of changing eligibility for income assistance to age 19 instead of 18, co-ordinating income assistance with income support programs, improving access to other income supports and financial services, exploring case management teams and reviewing internal roles and responsibilities for income assistance.

The department is also working towards a direct deposit system so payments go directly into clients' bank accounts.

However, the minister expressed

hope that income assistance won't be under such a widespread burden for the long-term.

"Hopefully people will be coming off income support ... through income support they will eventually be resilient," she said.

Arviat North-Chesterfield Inlet MLA Cathy Towtongie sees things differently.

"We all know that income support should be a short-term solution, but for all of Nunavut there is a general lack of places to find work," Towtongie said in the legislative assembly in March. "We get concerned about personal bank accounts when they are looked into by the Department of Family Services. When parents give money to their children, it gets investigated ...

I would like a comprehensive review of income support so that they can initiate something that is made in Nunavut for Nunavut."

In the NWT, the earned income exemption is up to $1,200 within a 12-month period per household.

Earned income – from employment or other activities that include payments or honoraria – is capped at $400 plus 15 per cent for families and $200 + 15 per cent for single applicants.

In Nunavut, single clients can keep $500 of earned income per month before income assistance deductions while those with families can retain up to $700 of earned income without penalty.

Parker said income assistance is a "needs-based" eligibility program

that is assessed monthly. He noted that child tax payments, foster parent payments and the acquisition of essential equipment for hunting and trapping would be examples of items that are not counted against clients' income assistance benefits.

He said the Department of Family Services has demonstrated "finesse" and "flexibility" in determining eligibility and assessing criteria, particularly because jobs are so limited in some communities.

"Our goal is to get people into education or employment as soon as possible," he said, acknowledging Covid-19 is putting a significant dent in many realms of life.

"Really, the economy of Nunavut depends on our people working here. We want to move the (longer-term) focus from getting people money to getting them the supports they require to become self-sufficient ... even having part-time jobs helps people move ahead a bit."

Comparing income assistance by territory

All three territories adjust income assistance based on cost of living.

Those residing in capital cities are usually entitled to less than residents in more remote communities.

The figures below are monthly income assistance ranges for a household with two adults and two children.

Nunavut Basic allowance ranges from $1,373$1,553 Utilities and rent are paid at actual cost, except room rental (capped at $800) and room and board (capped at $1,200).

Sundry allowance (formerly known as a clothing allowance) – $50 per person

Sachs residents struggle with internet Many residents say they use mobile phones data plans over Northwestel bandwidth

Bandwidth limitations have been lifted across the Northwest Territories, but in remote communities like Sachs Harbour, many residents are saying they don't have the internet hook-up to take advantage.

Instead, many residents told News/ North they use their mobile phones and the data plans for their internet.

"Most of us use our cell phone's data hotspot because it's faster and less hassle," said Bernadette Nakimayak.

"Northwestel workers are not flown in too often so we do what we can to communicate and get our work done."

NWT Bureau of Statistics reports that in 2014, out of 40 households in Sachs Harbour, 33 were hooked up to home internet access or 82.5 per cent – a jump from 68.1 per cent in 2009. Of those 33, 27 are listed as having wireless internet and six without.

However, former Northwestel technician Manny Kudlak said there hasn't been a technician in Sachs Harbour for four years and most residents have given up reporting

slow connections and dropped calls.

He added that equipment issues in the town that predated Northwestel were never addressed when DSL was brought into the town and it seemed every attempt to speed up the internet just slowed it down more.

"One of my biggest issues and why I let my phone line disconnect was the overage fees," he continued. "The highest cap we can get here is 45 GB when you get to 100 GB it is almost triple the cost of the highest plan. Trying to stream a video here is almost impossible unless you turn the quality way down.

"There is an issue that has been happening here for as long as I can remember that at noon every day the internet and some cell service cuts off for two to five minutes. Every single day."

He added there was a sense of frustration in the community with the southern part of the territory getting a huge boost in speed while more remote communities in the North get left in the dust.

Kudlak noted the issues with slow internet was not limited to Sachs Harbour. In

But he noted most people would rather leave the problem as it is than risk the connection getting any worse.

"As a former employee and customer I have no faith in Northwestel fixing any issues in my community and if they do they will just slow our internet more," he said. "Inviting their attention to Sachs Harbour will just make things worse as there are issues here

that are older than Northwestel that they never got around to fixing. Because it is just a town of 40-year-old phone lines and not worth Bell's time."

Still for others, the added expense of two phones outweighs the benefits, so most find it more economical to

stick with their mobiles.

"Northwestel won't hook up internet unless you get a phone line," said Stephen Keoughan.

"Many with cell phones don't want the extra phone or added expense and the service is limited and slow. Their slow down rate is usually our regular rate."

Healing through the qulliq Cambridge Bay produces video of traditional lamp lighting

A new Cambridge Bay video production is shining a spotlight on the cultural importance of the qulliq and those who tend its flame.

The qulliq is the traditional oil lamp used by the people of the Arctic. The qulliq is made of stone and uses the oil from blubber of seals or whales for fuel while arctic cotton was used as a wick. It provides warmth and heat to dry one's belongings, light and a source to cook your food. It gave life. This was traditionally the woman's responsibility to tend the flame.

"The Municipality of Cambridge Bay produced the video in our new Red Fish Art Studio which is a community studio for a variety of art disciplines opening in August of this year," said Marla Limousin, senior administrative officer for the Hamlet of Cambridge Bay. "The studio has many component parts to it: fine arts, digital arts, recording, welding arts, craft and hobby, but we will have a dedicated area for the digital arts," she said We have a Mayor's Youth Advisory Council and through public

forums our youth have expressed the desire to have a place dedicated to video production, music recording and computer arts. It is certainly an area they can pursue careers in."

The video was produced and edited by the instructor of the new digital arts program, Valter BotelhoResendes, who teaches youth at the studio once. The concept, set and design co-ordination of the project was done by municipal staff, said Limousin.

Members of both the Mayor's Youth Advisory Council and the Mayor's Elders Council were involved in the production as well as some community members as stars of the show.

The idea of the video came from a discussion with some of the Elder women that were feeling really out of sorts about the Covid-19 isolation they were having to endure and the Nova Scotia tragedy. As Elders of the community, they use the lighting of the qulliq in special ceremonies to celebrate life and hope. They say it lifts their spirits by sending light out to them.

The cultural symbolism of lighting the qulliq in the video was passed from Elders to middle aged women and then to the youth. Tradition is

"For the soundtrack, every time I previewed the video, I could imagine the rhythm of the song Northern Lights by The Jerry Cans," said Limousin.

"We reach out to them to ask if we could use the song. Graciously they agreed and asked that the royalty

fee be donated to Annana's Camp, a place for women's traditional programming in our community. They truly embody the generous spirit of the North."

"We are happy to put some positive energy out into the world and judging by the comments we are receiving, we know it has given some people a lift in these challenging times," she said. The Elders had great

"It was my first time lighting a qulliq and I definitely felt more connected to our tradition," Deanna Ekvana Taylor, one of the youth participating in video, said.

"It was a very special moment and made me feel even more proud of being an Inuk. It was empowering and touching, I would love to do it again."

Our attributes In these challenging times of uncertainty, we need to dig deep and bring out what we are made of. We have knowledge, awareness, understanding, strength, resilience and a greater list of amazing attributes. We should allow these to blossom and to be shared.

The foundation of these attributes is the Inuit Qaujimajatuqannit Principles. I've recited these many times and is worth reciting many more times; respecting others, relationships and caring for people; fostering good spirits by being open, welcoming and inclusive; serving and providing for family and/or community; decision making through consensus; development of skills through practice, effort, and action; working together for a common cause; being innovative and resourceful and; respect and care for the land, animals and the environment.

In my view, too many times we throw up our hands in defeat and frustration and have the attitude of, let somebody else start or take over the situation. As the IQ Principles point out very clearly that, "we are working together for a common cause."

Inuit or any other Indigenous peoples are not known for individualism. This has always been our example from our early beginnings.

Trio of Inuvik artists raise $6,400 for Food Bank Abe Drennan, Kristian Binder and Brian Kowikchuk join forces to help feed the needy through creative outlets

Inuvik's Food Bank has $6,400 more in its budget to keep residents fed after a trio of local artists applied their crafts to help fundraise the money over the April 24 to 27 weekend.

Spearheaded by folk musician Abe Drennan, who hosted an online performance to help raise the funds, the effort was aided by an anonymous benefactor who matched donations and prizes for the top donors contributed by fellow artists Kristian Binder and Brian Kowikchuk.

"Growing up, food shortage was no stranger. I guess I always had a weak spot for this reality," said Kowikchuk, who manages the Artists Hub – Authentically Indigenous.

Kowikchuk painted an original painting over the course of an evening.

"Utilizing art through mental health is one of our initiatives. It's a new style of landscape. Usually I work on being more dramatic with my moons. But yes, vibrant colours is what I like to work with, landscapes and birds.

"It would be great to see more fundraisers like what Abe had started."

Binder offered up more than $60 worth of his specialized merchandise, including a canvas tote bag, pencil case and a set of coasters.

He said he was always happy to help out with fundraisers, particularly with the food bank.

"I like to support causes in town when I can and the Food Bank is a really important one," said Binder. "I try to help out when people come to me for donations.

"It's nice to see people doing things like this, making the best of the situation and doing what they can."

Drennan said he was trying to come up with ideas on how to help out the community during the Covid-19 pandemic, but after the recent tragic shootings in Nova Scotia something snapped and he contacted Binder and Kowikchuk to make it happen.

Being in a relatively safe position during the crisis, he said he felt the need to try and help others in less fortunate circumstances.

"I write about social change in my lyrics, so I think it's important to also walk my talk," he said. "I was inspired by a quote I saw that said, 'Alone we can do so little, together we can do so much.' I've been piecing together some lyrics around this idea and trying to integrate also the pandemic and what this means for our community in the days, months and years ahead."

Drennan noted the Covid-19 pandemic has given society a rare opportunity to stop and assess itself and the direction it is going and wanted to push for a more generous, inclusive and healthy community.

"I think we have to take some responsibility for re-evaluating our lives, asking what is truly important and how to make meaning in a postpandemic world," he said.

"The Earth has had a chance to breathe and so have we. Let's breathe life into ways of being that preserve the Earth and uplift the most vulnerable in our communities.

"This virus has shown that we are all on the same level, all equally susceptible no matter who we are," he said.

"So let's use this time to reimagine a world not driven by the need to go farther, get richer or dig deeper but driven by the need to just show up for each other 'cause that's all we really have in the end anyway."

School program helps Norman Wells residents cook healthy meals Big order of food received before ice road closed split into hampers

The Covid-19 crisis has dashed countless plans across the NWT while it has also spurred the formation of new ones.

Mackenzie Mountain School in Norman Wells is no exception and it could perhaps pen a new aphorism for its own situation: if you can't cook for the community, let the community cook for itself.

While Norman Wells has historically been more prosperous than other remote NWT communities because of its oil wealth, the pandemic has still taken a toll on the town and there are families who are in need of help with food.

"We were not as negatively affected (as some places) but there are still business in town struggling and families not able to get food. That's why Norman Wells started a food bank at the town office.

There are still people struggling and trying to find employment," said Mackenzie Mountain principal Michael Duclos.

The Sahtu town's only school was planning on opening cooking courses and working with the Norman Wells Land Corporation to prepare a big feast for the community.

But during the school's spring break in mid-March the pandemic emerged, thwarting the planned feast.

As a backup, the JK to Grade 12 school began a breakfast delivery program for a handful of families which then grew to include 24 families, said Duclos.

"We received money from Nutrition North. We received a big order (of food) on the winter road before it closed," he said.

"We put together food hampers and recipes to go

along with the food. Nutrition North wanted the education piece to be important too. (They) told us not to just give out free food but to promote healthy eating with the recipes."

Duclos noted that the assistance from Nutrition North was separate from the $25 million in assistance the federal government gave to the program as part of a pandemic aid package for the North.

The contents of the hampers included vegetables, frozen fruit, sauces, meat, turkeys, milk, flour, taco kits, condiments and cooking supplies. Based on those items, school staff wrote up recipes for lasagna, chili, soups, desserts and other dishes.

The hampers, distributed on a first-come firstserved basis were left outside the school on Tuesday around 11 a.m. and parents picked them up. It was popular enough that all of them were given out by noon. The total value of the 43 hampers was in the thousands of dollars, Duclos said.

Social media and emailed messages of gratitude for the program have been coming in as fast as the hampers went out.

"I've only heard amazing things. People seem very thankful. Tons of 'Thank yous', tons of 'Mahsis.' Even though some families are in disarray they appreciate the school is still trying to give back to the community."

Duclos is also thinking of starting a cooking contest and inviting families to submit photos of the dishes they made with the hampers.

"The most important thing is for the kids to be fed.

We wanted our kids to get healthy breakfasts and so they could learn online and learn experientially on the land. We wanted to help anyone we could during this tough time."

The GNWT's public health office, in co-operation with a number of other agencies, presented Covid-19 educational information at the Hay River NorthMart parking lot on the afternoon of May 2. People were also informed of efforts by the GNWT to enforce health orders to combat the disease. Among those on hand were, left to right, Earle Dumas, the Town of Hay River's bylaw officer, who watches for violations of the orders; Brad McInnes, a renewable resources officer and a public health officer; and Adrien Barrieau, a deputy chief public health officer with the Department of Health and Social Services from Yellowknife. The territorial government announced the creation of the NWT Compliance and Enforcement Taskforce early last month.

Services for seniors wrap up

Workshop leaders wanted

Hay River Even in times like these, seniors need a little extra help and that's what the Soaring Eagle Friendship Centre in Hay River did over the past few weeks.

The centre wrapped up its cultural program, which included free services for seniors including snow shoveling, light yard cleaning, wood cutting/stacking and food delivery. Those who required the helping hand contacted the centre in advance and the centre ensured that all precautions were taken, including physical distancing.

It all came to an end on May 8.

Liidlii Kue/Fort Simpson The Open Sky Creative Society in Fort Simpson is looking for a few good people to lead some virtual workshops.

According to the society, the workshops could be anything from traditional crafts and artwork, quilting, leather work, jewelry-making or song-writing, among other things. Experience in hosting a workshop isn't necessary as the society will help you plan.

Toronto Blue Jays pass on Tsiigehtchic

Liidlii Kue/Fort Simpson With outdoor activities ramping up, the Liidlii Kue First Nation (LKFN) is getting involved with its own event.

It's the 40-km Wellness Walking Challenge and it got underway on May 1. The idea is to walk to the ferry and back each day in the month of May – estimated to be a little more than 1-km per day – and when it's all done, people should have walked 40-km.

As with any challenge, there is a dangling carrot at the end of it as anyone who completes the challenge will be entered into a draw to win a gift card of some sort.

Tsiigehtchic After an exhaustive process that began Oct. 14 last year, Tsiigehtchic's application to the Toronto Blue Jays Foundation Field of Dreams program, the organization informed the charter community on April 29 that it did not have the funds to complete the project.

A memo posted by economic development officer Brian Smith notes the community has the full support of the Jays, even though the application was denied. Calling it "bittersweet news", Smith noted that while the application did not work out this year, the community should be encouraged by getting as far in the process as they did.

No community is currently listed as being selected for 2020 on the Jays Care website and it is not known if Covid-19 was a factor in the decision. The Northwest Territories remains the only jurisdiction in Canada to not have a field built by the foundation.

Coffee of the virtual kind Thebacha/Fort Smith People aren't able to enjoy coffee breaks in person in Fort Smith right now but there is one group hosting a weekly one virtually.

The Fort Smith Pentecostal Church is online each Wednesday at 10 a.m. for coffee and a topic of conversation chosen that morning.

The session lasts for 30 minutes and happens through Zoom with anyone welcome to join in.

Wellness walk underway

The show goes on Inuvik Gwich'in's Got Talent has wrapped up week three of its ongoing program.

The latest week of fun came to an end on May 10 with the challenges including sharing a caribou recipe, showcasing traditional skills, and performing a song as part of language and storytelling. As with past weeks, there were four age categories for people to enter – child, youth, adult and elder – with cash prizes of $135 given to the winner of each category.

Winners are chosen based on how many social media reactions they get after posting their video to the Gwich'in Tribal Council's Facebook page. The winners of this past challenge weren't known as of press time.

Many learning packages distributed for students, GN says Nunavut Many Nunavummiut students have received an initial learning package from their teachers, according to the Government of Nunavut.

The packages contain a mix of online and paper-based lessons.

"Most of these packages include work and activities for one or two weeks at a time, to strengthen skills in literacy, numeracy, health and wellbeing. Families should expect learning packages for the rest of the school year," Premier Joe Savikataaq stated in a news release on Wednesday. "I want to remind parents and students that these are designed to reinforce the skills students have already learned and will not be assessed by teachers toward final grades."

Minister of Education David Joanasie previously stated that his department is aware some families may not receive the student learning packages because they are on the land. The department endorses families engaging in land-based activities like hunting and fishing to complement student learning.

The department has also developed a website with a variety of learning resources in Inuktitut and English.

A formal decision was made in mid-April not to reopen schools for the duration of the school year due to the threat posed

by Covid-19.

Museum collecting stories on Covid-19 Thebacha/Fort Smith Northern Life Museum and Cultural Centre in Fort Smith is collecting stories and more about the Covid-19 pandemic.

Through its community history project, Remembering Covid19, the museum is collecting oral and written stories, photos, videos and small objects to tell the story of this time to future generations.

As of April 30, there was no confirmed case of Covid-19 in Fort Smith.

Life jacket loaner station to be built at boat launch Inuvik Boaters who do not have a life jacket of their own will soon be able to borrow one from the town as the town’s community services department reported money had been set aside to establish a life jacket loaner station at the launch during the April 27 committee of the whole meeting. Currently there are three such stations in Yellowknife, as well as ones in Hay River and Fort Smith.

Senior administrative officer Grant Hood said the town has roughly 100 life jackets in cold storage and was in the process of cleaning and testing them. The jackets will be marked and anyone who borrows a jacket will be asked to return it to the station.

Councillor Steve Baryluk praised the move, noting it was a good response to concerns previously raised by council.

Musician named Young Performer of the Year at Canadian Folk Music Awards

When the Canadian Folk Music Awards were announced in April, Joshua Haulli was a member of a hunting party from Iglulik that was harvesting caribou.

He wanted to be in Charlottetown, P.E.I, for the awards ceremony but the in-person event was cancelled due to Covid-19. Instead, he went out on the land.

He only found out about being selected as the Young Performer of the Year when he texted his sister through an InReach device. She was watching the results via the internet at home.

"I felt so many emotions all at once. I was speechless and didn't know what to say," said Haulli, who was also nominated for Indigenous Songwriter of the Year and Traditional Singer of the Year for his debut albut Aqqut, which was

released in 2019.

The hunting party – comprising people from Iglulik, Hall Beach and Naujaat – had plenty to celebrate in the cabin they where they stayed. The came back with six caribou in addition to learning of Haulli's musical accolades.

"It was a very fortunate moment," he said.

He also spent some time thinking about his late father, David and late grandfather, Dominic Angutimarik. Both

men were important influences in his life.

"They were the people who I looked up to the most, even though they are gone right now," he said. "They still have a very big impact in my life."

Aqqut is a shortened version of an Inuktitut word meaning "the road" or "the path." Haulli's first album, featuring 10 songs written in the Inuit language, reflects his life's journey over his first 21 years. Haulli wrote nine of the

tracks, with one – Akkangma – being a song he learned from his grandfather.

Singing in Inuktitut allows Haulli to express his emotions best.

"It's a part of me. It's something I want to keep it going," he said.

Playing live is now something that Haulli can only do online due to Covid-19 preventing concerts. Hauuli performed in a number of communities in Nunavut and

Nunavik in 2018 and 2019.

The cancellation of his live gigs this year has greatly disappointed him, he admitted.

However, he has another major project on the go. He's acquired some recording equipment and he has access to a small cabin where the recording can take place.

"We're trying to get a studio going here in Igulik," he said.

"There's a lot of talent here in Iglulik ... I've recorded four or five people who are local."

Judge quashes accused's further attempts to change pleas Case has crawled through justice system for a year and a half

An Iqaluit man whose criminal case has dragged through the justice system for a year and a half has failed in his attempt to switch back to not-guilty pleas to assault and sexual assault charges.

Kelly Akpaleapik originally pleaded not guilty in October 2018 and chose to be tried by judge alone.

Then in June 2019 when his trial was scheduled, Akpaleapik changed his pleas to guilty.

A sentencing hearing was subsequently set for Aug. 19.

A number of adjournments followed. By Jan. 10, Akpaleapik appeared in court once again – this time with his third lawyer – and requested to switch his guilty pleas to not guilty, as he sought a trial after all.

Judge Paul Bychok noted that this change of heart encompassed 214 days and six court appearances.

By February, Akpaleapik's fourth lawyer filed a formal notice to withdraw the guilty pleas.

The accused wrote to the court that he was under "considerable pres-

sure" from the complainant, whom he alleged had been harassing him and his common-law spouse.

"I (pleaded) guilty in the misplaced hope that the harassment would stop once the charges were dealt with. The harassment continued," Akpaleapik wrote. "I am not guilty of the charges and I believe I have a good defence to those charges."

Bychok said he found Akpaleapik's evidence to be "entirely self-serving" and many of his allegations to be unsubstantiated.

Although one of the defence lawyers asserted that his client was "overwhelmed" and that "he did not know what to do" when he pleaded guilty, Bychok said the evidence doesn't support that point of view.

He found that the accused made his pleas voluntarily and was properly informed.

"Mr. Akpaleapik has not satisfied me that there is a reasonable possibility that he would not have pleaded guilty in different circumstances.

Mr. Akpaleapik's case will proceed to sentencing," Bychok's April 29 decision reads, although a date for sentencing is not indicated.

Twosome overcome cultural differences to chronicle amazing adventures and spread Indigenous knowledge

Like many others before her, Mika Kondo came to Yellowknife to see the Northern Lights.

But shortly after arriving on a frozen January day about three-and-a-half years ago, the young Japanese woman found a special souvenir – one that could not be contained in a suitcase: a new relationship with a Lutsel K'e Dene man named Kyle Enzo.

The unlikely couple come from two totally different worlds, but sparks flew as soon as Kondo saw Enzo outside Beck's Kennels, where the two were working as dog mushers.

"I found Kyle really fascinating," she said.

"I didn't know people like him still existed on the Earth.

"Whenever I had time I would go out and take pictures of dogs and feed them," she said.

"Kyle came up to me and he started telling me their names and that's when we met and we started hanging out."

A first date led to a flurry of others in quick succession. By about date No. 5, she learned that Enzo wanted to take her duck hunting but Kondo – who had never been on so much as a fishing trip before – was petrified.

"I never thought I would do this and I never thought there were people still doing this," she said. "I grew up in a city with shopping malls and all the people."

Despite her reservations they went water fowling, where she learned that hunting was both a serious food-gathering effort and an important part of Enzo's culture.

Since then, they've been on a series of amazing adventures in the bush, including a muskox hunting trip that started with hours of snowmobiling and ended with breakdowns and a return to Yellowknife via rescue airplane.

"That was the craziest trip," she said.

"Nobody ever told me that there are still people living in the bush, going hunting and living traditionally. I had no clue," she said. "He goes hunting, he brings back meat, he gives it to friends and family but the effort and how much work he puts into it is not so recognized or understood."

Now, amid coronavirus gloom, the couple have launched their very own YouTube channel to chronicle their amazing adventures and educate the public on Indigenous culture.

In the latest episode of their new series, "Mika and Kyle's adventures," the lovebirds chronicle an ice-fishing trip they made to Lutsel K'e around this time last year.

In another, they dine on caribou kidney during a winter barbecue near Tibbitt Lake.

Their channel covers topics like bush skills, subsistence hunting, Indigenous cuisine, family and how to tell a poplar from a birch.

Kondo narrates each episode in English and Japanese. Their most popular clip currently has almost 500 views and the channel already has nearly 70 subscribers.

She hopes the YouTube channel will help dispel widely held beliefs surrounding Indigenous culture which is often poorly understood by people overseas, she said.

"People in Japan, including my family, for us Indigenous people in Canada, all we can usually imagine is naked people with feathers on their heads, dancing and screaming," she said.

She also hopes her channel encourages other Japanese people to visit the NWT, which welcomed over 60,000 such visitors between 2008 and 2014, according to the GNWT. "If I hadn't met Kyle, I wouldn't have been able to explore and that's one of the reasons I would like to do the YouTube channel," she said. "There's so much more to be offered here and so much more we can learn."

Enzo was born in Yellowknife and raised around the Whitefish Lake area. "Out on the land you could say, I guess," he said.

Living with his grandparents out on the land, he had scant contact with the outside world.

"When Y2K happened, I had already been in the bush for two years," he said. "I had no idea, I was out in the bush nobody around, isolated. When I came back, I heard all these stories."

Kondo's upbringing was very different.

From her childhood in Japan to her decision to travel the world, the free-spirited adventurer has thus far refused the offices, routines and assorted dull expectations of others.

At the age of 20, she began travelling around different countries, eventually reaching the Americas at the behest of a friend. For over a year, she hitchhiked all across North and South America. Then while tooling around Panama she decided to visit Canada's North.

"I don't know what I was thinking," she conceded.

She bought a ticket, flew to Yellowknife and met Enzo about a week later.

The culture shock hasn't been completely one-sided, though, because Kondo brought Enzo back to Japan to meet her family last October where he found her hometown of Nagoya, population 10 million, extremely overwhelming.

"It wouldn't stop," he said. "Like the wheels kept turning and it was just non-stop. I couldn't believe what they've done with the land. It was just amazing. Everything was so computerized."

He was much more comfortable on her family farm in the countryside, he said.

"The best thing about it was that every morning I'd get up, put the kettle on the stove and run outside to grab a few mandarin oranges fresh from the tree," he said. "I'd sit there and chow on those and then head back in and make coffee before her dad woke up."

It seems unlikely the pair would work but despite their cultural differences, they have moved forward, rising above relationship hurdles and delving deeper into each other's lives.

A sporting weekend for the ages A look back at when the Kitikmeot reigned supreme in Yellowknife

One weekend in May 2019 saw the Kitikmeot region run roughshod over Yellowknife.

There aren't too many weekends where that happens and so we thought it would be nice to take a look back at when Cambridge Bay took down the NWT capital in basketball and Kugluktuk showed them how to do it in soccer.

It began with The Bay, Cambridge Bay's men's basketball team. They came in as the defending champions on the men's side and they went out still the champs – but they went through a war to do it.

The Bay was taken to double overtime in the men's final of this year's tournament and overcame Team Dwayne Johnson by a score of 98-96 in one of the best basketball games ever seen in the North. It was a reversal of fortunes from the round-robin meeting between the two teams as The Bay were beaten in a game which also went to overtime.

In talking with Nunavut News following the final ("Twice is nice for The Bay, Nunavut News, May 20, 2019), Peter Ohokanoak, the team's captain, said the final was all about seeing who had more gas left in the tank.

"It's a marathon weekend every year but then you remember that your opponents are just as tired and burned out as you are," he said. "You just have to dig deep and we just dug a bit deeper."

It wasn't the easiest of rides to the final for The Bay as they lost their first two round-robin games and needed to win the third just to sneak into the playoffs. Fortunately for them, they did that and the run was on.

The final was just as much a nip-and-tuck affair as the round-robin meeting with the lead changing hands more than once. The waning moments of regulation time saw Team Dwayne Johnson up by three but The Bay had the last possession in regulation. They put the ball in the hands of Nathaniel CzirankaCrooks and Travis Schindel of Yellowknife, who played with The Bay that year, described how it all went down.

"We're down three with four seconds to go," said Schindel. "We called a timeout, got our shooters on the floor, the ball skips over to Nathaniel, pump fakes and strokes the three."

That sent the game into bonus basketball and Ohokanoak said the job was to see who could outdo one another at that point.

"I think both teams thought about that – who's going to make the big play?" he said.

The first overtime session solved nothing, meaning a second overtime period was needed, and the closeness still prevailed. Down the stretch, it was Team Dwayne Johnson that had the last possession and they went for the win but Simon Markowski's three-point attempt at the buzzer rimmed out, giving The Bay the victory and a second-straight crown.

"That's the first time we've beaten that team," said Ohokanoak. "Last year, we beat Fort Simpson (NWT) in the final and that was wild but this year, we finally beat Simon's team. Hats off to them, though, because they're one of the best teams in the North."

Ohokanoak said both titles are satisfying and while the first one is the one he'll always remember, winning it a second time makes it so much better.

"It's such a relief to be able to defend that title," he said. "You can never take away the feeling of winning it the first time but this year was more of a business trip. We had a job to do and I couldn't be happier for the boys."

Meanwhile, Kugluktuk was busy doing its thing on the indoor soccer pitch that same weekend and took down everyone on their way to winning the Grade 4-5 Yellowknife Soccer Tournament thanks to a 6-3 win over Weledeh Catholic School of Yellowknife in the final.

Liam Clarke helped coach the community to victory, just as he had when Kugluktuk won the Grade 6 boys' banner at Junior Super Soccer the month before, and said in an interview with NNSL Media ("Two-for-two for Kugluktuk," Nunavut News, May 20, 2019), he was taken by surprise at how fast the opposing team was.

"They were a really good calibre of team," he said. "They play much like we do: they move the ball around well and they're an attacking team."

Weledeh opened the scoring in the final, which was answered quickly by Kugluktuk, which was answered again by Weledeh, which was answered again by Kugluktuk to make it 2-2 at halftime.

Kugluktuk came out quickly in the second half to pot two to take a 4-2 lead but Weledeh wouldn't go away quietly as they notched one to get it back to 4-3 but that's as close as they would get as Kugluktuk popped two more in the late stages to seal the deal.

Much of the boys team was made up of players who had suited up for Junior Super Soccer and Clarke said it was the first time many of them had played at the Grade 5 level.

"You always get better as a youth player when you play kids at your own level," he said.

Something else which greeted Kugluktuk's players was the Yellowknife Fieldhouse, which is indoor soccer-specific and a venue which the boys had neither seen nor played on before.

Clarke said it was definitely a change from the gym floors the boys were used to playing on.

"It's a much smaller area for Super Soccer so when you get to the Fieldhouse and you go to seven-a-side, you have to reshuffle everything and it changes your style of coaching," he said. "We normally play in a diamond

Not only were the boys the first team from Nunavut to win a banner but they were the first ever team from the territory to make the trip in to play in the tournament.

Joe Acorn, the tournament's organizer, said he was surprised to even hear from Nunavut in the first place.

"I don't know how they found out about the tournament," he said.

"I had been concentrating on getting teams in from (the NWT communities of) Behchoko and Hay River but they called me and asked if they could come so I said sure."

Sprouting seeds in a greenhouse is probably not the first thing you think of when someone says Northern sports, but the Aboriginal Sports Circle NWT is putting on a wide variety of workshops for free online through the Covid crisis. Sprouting seeds, yoga and children's games might not be the first thing that comes to mind when you think of sports, but free lessons on those and many more wellness activities have been offered through Aboriginal Sport Circle NWT (ASCNWT) over the last month and continue to be so.

Here in Inuvik, Community Greenhouse executive director Ray Solotki hosted a workshop on sprouting seeds using household items ranging from cardboard egg cartons to old pantyhose on April 30. On the same day, eager students could also take a lesson in jigging taught by Olga Steen. On others, boxing lessons with John Stanley, bodyweight high intensity interval training Riane Patterson or up to three different styles of yoga were at people's fingertips.

"I was approached a few weeks ago to offer some activities for people in the NWT to do via Zoom," said Solotki.

"We are thinking of offering these through the summer, so this was a good trial."

To participate, all that is needed is an internet connection, a microphone and Zoom.

ASCNWT event manager Jordee Reid said the idea to host online workshops evolved naturally through the way the organization already operates across the spread-out territory.

"Our mandate is to establish healthy, active, and culturally connected communities and during this time, mental health takes a much

more prominent role," she said. "So that's what we're looking for when reaching out for people to run workshops – Will it keep people active?

Will it improve people's mental health? Will it connect people to Indigenous culture?

"We meet twice a week via Zoom, as we are all working from home, and when that first began in the middle of March we were discussing what programming should look like now and what people might need during this time.

This idea came up and we ran with it. We started with a two week pilot and have now moved past and are starting our third week of workshops.

Another aspect to this idea was to help out northern businesses in this small way."

Links to the weekly lessons are listed on ASCNWT's website. Many of the lessons are recorded and freely available on their YouTube channel and Facebook page. On top of the workshops, how-to videos to train in traditional Northern Games skills such as twofoot high kick, triple jump, snow snake and swing kick.

Normally, ASCNWT runs targeted community programs, with a program in a different community every other week. The organization also puts together TeamNT for the North American Indigenous Games, which they would be doing right now under normal circumstances.

In the interim, Reid said the plan is to continue hosting online workshops for as long as the need is there and said anyone who feels they have wisdom to share should sign up.

"At this time, we are

looking for anyone who is interested running a workshop to contact any of our staff – whether through email, phone, or social media," she said. "We are already trying to plan the next month of programming and are actively looking for partnerships. You don't have to have your own business – you can just be a knowledge holder and eager to teach!"

Here's the cover to RBI Baseball from the classic Nintendo Entertainment System. It was one of my favourite games when I was a kid and I suspect one of yours as well.

For anyone thinking about asking, no, there is no Duck Hunt because Duck Hunt isn't a sports game much like Die Hard isn't a Christmas movie.

I thought about adding Excitebike but I didn't enjoy it as much as these other three nor did I like Tecmo Bowl. Unless you were either Chicago or Denver, you sucked.
