Avoid travel, large groups says chief public health officer Nunavummiut can reduce risk of coronavirus through preventive measures

The Government of Nunavut is now asking Nunavummiut to avoid international travel and reduce non-essential travel within Canada, according to a March 13 news release.

"The additional preventive steps we are taking today and our whole-of-government approach are aligned with nation-wide initiatives and will ensure the GN is ready should the situation change," stated Dr. Michael Patterson, Nunavut's chief public health officer.

Non-essential duty travel for GN employees is cancelled, effective immediately, along with international schoolsponsored trips. The government is also asking residents to avoid mass gatherings and visiting community airports.

The Department of Health will no longer be issuing sick notes and recommends organizations waive their requirements for sick notes.

Despite there being no cases of the virus in Nunavut, it is having an impact.

"I understand the fear and the confusion," Patterson said.

"It's a new virus and so it's getting a lot of attention."

"At the moment, the odds of any one person in Nunavut getting sick with COVID-19 remains small," said Patterson, adding most Nunavummiut

According to Dr. Patterson, only four to five per cent of people with COVID-19 need to be admitted to the Intensive Care Unit. will not be exposed to it.

Nunavut's Department of Health has been monitoring the situation and preparing steadily since the first case of COVID-19 was identified globally, assured Patterson.

Health staff have been receiving training to refresh their knowledge of how to properly use personal protection equipment like gowns and

masks. The department is also looking into measures that can be taken to eliminate and/or slow down transmission within and between communities.

"We've been reviewing the surveillance measures needed to monitor for the presence of COVID-19 in our communities and we've been working with Public Health Agency of Canada to ensure that we're

following the best practices from their expert recommendation," said the chief public health officer.

Procedures may also vary from community to community depending on the state of infection.

Each case is different, said Patterson, explaining there are many factors that need to be considered, not just the com-

munity. The degree and length of exposure, the visibility of symptoms and extent of illness are a few he listed.

Depending on each case, the individual may need to stay home, be admitted to a hospital or transferred to the south to an intensive care unit.

Only four to five per cent of people with COVID-19 need to admitted to intensive care, said Patterson.

"If we start to see evidence of significant transmission in a community, then we would look at what ways we could use to increase social distancing or reduce contact between individuals that's not necessary."

This could mean rescheduling sporting events, delaying community feasts and/or closing schools temporarily.

The idea would be to limit public events and gatherings, explained Patterson.

According to him, despite the confusion and fear around COVID-19, there is still plenty of action individuals can take to reduce their risk and protect themselves and their loved ones.

It is important to frequently wash hands with soap and water for 20 seconds or use an alcohol based hand sanitizer.

He also urges individuals who feel unwell, whether from a cough, cold or fever, to stay home.

People should avoid international travel right now, he advised, specifically mentioning cruise ships since they seem to be a high-risk area for transmission.

Amy Elgersma, the chief

administrative officer for the City of Iqaluit wrote, "The Department of Health has been in regular contact with the city to review plans and protocols."

Meanwhile, Iqaluit's Frobisher Inn is continuing to host business and leisure travellers at its hotel.

Ed Romanowski, president and chief operating officer of Nunastar Properties Inc., assured several preventive measures are being implemented to keep the hotel safe and clean. To protect against virus transmission, frequently touched areas are being cleaned often.

There is availability of hand sanitizer throughout the hotel.

Northmart is closely monitoring the COVID-19 developments according to Derek Reimer, director of business development at the North West Company.

The company is providing reminders to its stores to comply with hygiene and sanitation processes and standards, said Reimer.

"We will follow the direction of the local health authorities in each community as to their guidance and requirements and take the appropriate action," Reimer said, adding the health of the customers and employees is the company's number one priority.

Parks Canada stated the department will continue to follow the guidance and recommendations of the Public Health Agency of Canada in order to mitigate risks to visitors and team members.

Legislative Assembly briefs with Derek Neary

Mental health help doesn't have to come from a facility, health minister says Nunavummiut who need mental health support can turn to health care professionals, elders or other community members or the local church, Health Minister George Hickes said March 10.

Hickes acknowledged that the territory needs mental health facilities but he said the lack of them shouldn't stop people from reaching out for whatever assistance they can get and that includes the RCMP if safety ᔪᐊᔾ ᓇᐃᒃᔅ: "ᕿᓂᕐᓗᑎᑦ becomes a factor.

Hickes faced a series of questions on the need for greater mental health supports from Gjoa Haven MLA Tony Akoak, Kugluktuk MLA Mila Kamingoak and Amittuq MLA Joelie Kaernerk in the legislative assembly. Kamingoak asked for more funding for on-the-land programming that could be used to counter mental health issues in communities.

Hickes replied that $4 million has been allocated through the Quality of Life Division for initiatives of that nature, but he suggested that on-the-land programming might not be the approach other communities choose to take.

"I have said it in the past and I'll say it again: what works in one community may not necessarily work in another. We strive very diligently and very hard to make sure that communities have the control over what they want, of what services they want provided to them and that's where the application, the proposal, that's where the ideas and the energy need to come from, from the community," Hickes said. "If I cookie-cut a program into Kugluktuk that maybe worked in Kimmirut, it doesn't mean it will work in (Kugluktuk). These need to be driven by the community."

Savikataaq, Main pay homage to Bob Leonard

The unexpected death of Arviat Mayor Bob Leonard weighed on the minds and hearts of Kivalliq MLAs Joe Savikataaq and John Main on March 10.

Both men expressed their regrets that they would be unable to attend Leonard's funeral in their home community of Arviat.

"He was one of my friends and we used to work together on several initiatives and I also worked for Bob, but it is when people seem to pass away without any hints, it is very shocking to one's ears to hear about their passing," said Savikataaq.

"I would like to also speak about Bob Leonard's partner, Sandy Ranahan. Sandy, I know you're going through a tough time. You are there to help the community all the time too. I know you and Bob were always helping the community. I know that this was thrust on you suddenly and you're going through hard times, I know, but I know you're a strong woman and that you will pull through."

Main said Leonard could always be counted on to attend community gatherings – weddings, graduations, feasts, dancing contests – and he was often an eloquent guest speaker with "sage" words "full of wisdom." He also gave Leonard credit for turning around Arviat's "hardships and financial struggles" over his four terms as mayor – and Leonard was elected to his fifth term last October.

"Bob was a true Arviarmiutaq. Bob was truly invested in

Arviat, as our past mayor now. And even in times of despair such as we will see today, memories will remain," said Main. "I have personally learned from him and so I wanted to share that. Our hamlet seems to be operating at the best efficiency, so I have learned a lot."

Many missed opportunities at mines, Economic Development minister admits

After being questioned about low Inuit employment rates at Nunavut's operational mines, Economic Development Minister David Akeeagok admitted that too many jobs are going to southerners.

"Yes, we're missing out. There's a big opportunity. Yeah, it doesn't matter if it's just in the mines, we have missed a lot. It's very apparent," Akeeagok said in the legislative assembly on Thursday. "There are a lot of statistics out there as to the number of Inuit who are unemployed and that can get employment.

There's a great number. As for the opportunities that are out there, the jobs, we cannot take a stick and force Inuit to go and work at these sites or to take advantage of these opportunities, although it's quite nice to see that these opportunities are available."

Akeeagok cited recent statistics indicating that Inuit represent close to 37 per cent of Agnico Eagle's employees in Nunavut and approximately 14 per cent of TMAC Resources and Baffinland Iron Mines' workforces.

Arviat North-Whale Cove MLA John Main also lamented the small fraction of Inuit workers at the mines.

"There are four thousand jobs that are being accessed by others that could easily be ᑕᐃᕕᑦ ᐊᕿᐊᕈᖅ: accessed by Inuit," he said. "It "ᖃᓄᐃᙱᓚᖅ could be used to buy Ski-Doos, ᐅᔭᕋᖕᓂᐊᕐᓃᑐᐃᓐᓇᕈᓂ, to buy homes, or to buy food for hungry children. Yes, it is sad. ᐊᒥᓱᐊᓗᖕᓂ ᐱᙱᓐᓂᖃᖅᐳᒍᑦ."

Main added that Inuit organizations, hamlets and the private sector should all be involved in building the Inuit workforce. He noted that the Hamlet of Arviat hosted a mine training program with funding from Economic Development.

Akeeagok agreed and said his department would further promote work and training in the mining sector.

'We can't eat words,' MLA says in response to minister's statement on Nutrition Month

"The government may provide good advice on nutrition, but we can't eat words," Kugluktuk MLA Mila Kamingoak said in biting remarks addressing the high cost of hunting and purchasing healthful foods in Nunavut.

"The Government of Nunavut continues to promote a diet of country food and healthy store-bought foods. As an ideal, I wholeheartedly agree with this concept. However, for far too many Nunavummiut this is just an ideal. Many cannot afford to hunt for country food or even to buy country food," Kamingoak said in the legislative assembly on March 10.

"Nunavummiut living in poverty don't have the luxury of adequate hunting equipment, snow machines, gas, or bullets.

They don't have the luxury of buying enough of Nunavut's highpriced healthy foods to feed their families."

Health Minister George Hickes promoted Nutrition Month on March 2.

"Whether you eat country foods or store-bought food, ensuring we have lots of variety ᒪᐃᓚ ᑲᒥᙳᐊᖅ: "ᐊᒥᓱᐃᑦ to get the nutrients we need ᑮᓇᐅᔭᖃᙱᓗᐊᖅᐳᑦ for good health is essential," ᐊᖑᓇᓱᒋᐊᒃᓴᖅ ᐆᒪᔪᓂᑦ Hickes said. GN looking at restoring bid adjustment cap as NNI policy is reviewed The territorial government is analyzing potential changes to the Nunavummi Nangminiqaqtunik Ikajuuti (NNI) policy, which is intended to give an advantage of Inuit-owned companies bidding on government contracts.

Among the changes being contemplated is a possible return of the bid adjustment cap.

"I don't have anything specific right now, but it's something that we're working towards," Economic Development Minister David Akeeagok said in the legislative assembly on Monday.

"At this point I cannot say which way it's going to go right now because it is in discussions and I don't want to presume what others have to say when it comes to this ... As you might be aware with this NNI, we do have a very stringent process that we have to follow, one of which is we need to consult with NTI (Nunavut Tunngavik Incorporated) in writing for a certain period of time."

MLA John Main expressed his disapproval the bid adjustment cap having been eliminated. That adjustment cap stood at $125,000 for goods and services contracts and 25 per cent of the first $125,000 of the bid value for goods only contracts, according to the 2017 version of the NNI policy.

"I'm of the opinion that getting rid of that bid adjustment cap was a mistake and that it needs to be rectified, particularly because we have this lingering issue about paper companies," said Main. "You know, if we're going to give a bid adjustment cap to a company and we know that, they're true-to-goodness Inuit-owned firm, Inuit-run firm, sure. But if it's a paper company, then that's when it gets problematic."

Akeeagok didn't have an explanation as to why the previous legislative assembly removed the bid adjustment cap after its last review of the policy.

"I don't want to necessarily try to find out the reasons why.

I think what I'm doing or what I'm trying to do with the help of my cabinet colleagues is to move forward," the minister said.

"How did this happen would be very good to understand, but to move forward, I think definitely we need to take a very serious look and we're taking a very serious review of this particular bid adjustment."

Nunavut to raise minimum wage to $16 per hour $3 increase sets new standard in Canada; be ready for higher prices, Chamber president says

Nunavut's minimum wage will rise to $16 an hour as of April 1, Justice Minister Jeannie Ehaloak announced in the legislative assembly on Thursday.

That pay rate, up from the existing $13 an hour, will make Nunavut's minimum wage the highest in the country. Currently Alberta is the leader at $15 an hour. The Northwest Territories stands at $13.46 while Yukon is moving up to $13.71 as of April 1.

Ehaloak said the GN's decision is based on surveys involving Nunavut businesses and residents. Data relating to the cost of living in the territory was analyzed and social supports were taken into consideration, according to Ehaloak.

"The Government of Nunavut understands the high cost of living in the territory and we are working to address gaps where we can," she said. "We want Nunavummiut to succeed and we are actively working to support a positive future for our people and communities."

Nunavut Employees Union (NEU) president William Fennell, welcomed the increase to $16 per hour.

"We are encouraged that the Government of Nunavut has looked to the future in increasing the minimum wage," Fennell said. "We are also pleased that the government has listened to their constituents and the concerns over the cost of living in the North as expressed in the 1,500 signature PSAC North and NEU petition presented to the

legislative assembly in late October.

Nunavut has the highest cost of living in Canada and this is a welcomed step in the right direction.

Victor Tootoo, president of the Baffin Regional Chamber of Commerce, also hailed the higher standard, but he advised that consumers can expect to see higher prices as a result.

"The increase to minimum wage is definitely warranted and our

minimum wage should be the highest in the country as our costs are definitely the highest in the country," Tootoo stated.

"Increasing the minimum wage will have an effect on the cost of goods and services."

While one does not expect to see a 23 per cent increase in costs correlating with the increase in minimum wage, businesses that rely heavily on employees earning minimum wage will see an increase in their costs and that will have to be passed along to the consumer in some form."

Fears over the coronavirus COVID-19 have led to the cancellation of the 2020 cruise ship season in Nunavut and the NWT. Transport Canada made the announcement on Friday.

"Given the limited public health capacity in Canada's Northern communities, the cruise ship season for vessels with Canadian Arctic stops will be deferred for the entire season this year.

This would apply to cruise ships of all sizes," reads a statement from the federal

department.

This represents a substantial loss of revenue for some Northern communities.

In 2018, Pond Inlet reaped $250,000 in service fees from cruise ships. That was based on a rate of $50 per passenger, an amount that increased to $75 per passenger in 2019.

The Transport Canada news release issued on Friday acknowledged the losses that businesses and municipalities are absorbing.

"The Government of Canada recognizes that COVID-19

is having a major impact on the economy and communities across Canada.

"We are continually assessing the risks of the COVID-19 based on science and evidence, and consulting with our government, industry and regional health partners," the statement reads.

"Further decisions on whether the season can resume on July 1, 2020, will be based on science and evidence in the best interests of the health and safety of Canadians."

The relationship between Nunavummiut and the RCMP has long been strained and a southern Canadian judicial system being thrust upon Northern residents has had many consequences that have rippled throughout the decades.

There has been a lot of progress since the first days of red-coat Mounties exacting justice in Nunavut, but it's going to take a lot more before residents accept and support RCMP being involved in their lives.

Note the recent incident that has taken place in Kinngait. Police were involved in what is only being officially described as "an incident between police and residents." Almost no other information was provided by Mounties or the third-party investigators, the Ottawa Police Service. It took speaking with the mayor of the hamlet to confirm that someone had even died.

Nunavut News readers have been writing in and asking where our articles are on the incident since no one can get reliable information.

So, the past week brought two news items my way that had a deep impact on me for two very different reasons.

The first I had a feeling was coming was the official cancellation of the 2020 Arctic Winter Games (AWG) in Whitehorse, Yukon, this week due to public health concerns with the coronavirus or, more specifically in this case, the coronavirus disease COVID-19, which first surfaced in Wuhan, Hubei, mainland China, in December 2019.

To break it down to its simplest form, the regional reaction to the AWG cancellation was either one reflective of how we live in fear in today's world, or one of better safe than very, very sorry.

In the end the right decision was made, but it is one of intensely deep disappointment for hundreds of young athletes and their coaches, many of whom have logged countless hours at their sport in preparation for the event.

It is even more heartbreaking for those to whom the 2020 Games represented their only chance at ever competing at the AWG. To them, their dream was crushed in their here and now by something that seems like it's another world away.

Having been around sports my entire life – growing up in a rural community and having spent the past 22 years in Rankin Inlet – I fully appreciate how much participating in an event such as the AWG mean to the youth in our region, as well as the rest of Nunavut and every other participating locale.

However, the COVID-19 is nothing to be trifled with and is wreaking havoc in numerous countries.

The disappointment over the missed AWG will ease over time, which is far better than risking how much time you and anyone you come in contact with, may actually have in the here and now today.

That was put painfully in perspective when news reached me that Arviat Mayor Bob Leonard had passed away this past week.

Bob was a true gentlemen in every sense of the word and a man with a fierce love for the community he served and the people who call it home. Bob's path crossed with mine many times during the past two decades and he always left me with a smile on my face and the feeling that I mattered.

For about 15 years, every time I entered the arena in Arviat to officiate the Jon Lindell Memorial senior men's hockey tournament, I was met by Mayor Leonard with a warm handshake and a welcoming smile. Let me tell you folks, that means the world to an out-oftown official coming in to ref a community's biggest hockey event of the year.

Bob was never one to duck a reporter's questions and always did his best to answer any inquiry allowed by the laws of the land. And, if he didn't know the answer when asked, he was quick to find out and get back to you with the information.

His accomplishments as mayor of Arviat for more than a decade are too numerous to properly give credit to in this space, but, suffice to say, he was one of the Kivalliq's most successful political figures at the municipal level and he will be deeply missed – but never forgotten – in Arviat and across the region.

On a personal note – good-bye my friend.

Elders use a SUV for a seal hunting trip

Grise Fiord Elders in Grise Fiord rode in a SUV during a seal hunting trip. David Akeeagok, minister of Economic Development and Transportation, proudly shared this event with members in the legislative assembly on March 10 calling it a "non-traditional excursion trip."

"They held a non-traditional excursion trip for the elders in the community, in which I take great pride in, as the Elders were able to wait besides seal holes," he said.

Meeka Kiguktak, mayor of Grise Fiord, explained a vehicle is most practical due to the extremely cold weather and long distance travel.

Akeeagok specifically thanked Grise Fiord community members Geela Qappik and Anne Akeeagok for finding funds for elders through the Qikiqtani Inuit Association Elders' program funding.

The Elders were successful in harvesting a seal, said Akeeagok.

Kenojuak print sells for 10 times the estimated value at auction

Toronto A 1986 lithograph print by the late Kenojuak Ashevak of Cape Dorset recently defied the odds by fetching 10 times more than what appraisers figured it was worth on the open market.

A couple of serious bidders kept bumping up the price of Bountiful Bird until the online auction closed on Feb. 27 and the final tally hit $28,800.

Staff at Toronto-based Waddington's Auctioneers and Apprais-

ers pegged the value of the 53.3×73.7 cm print at $2,000-$3,000.

"In the case of Bountiful Bird, two very determined collectors wanted this work, driving the price higher than we anticipated," stated Tess McLean, who oversees communications and marketing for Waddingtons. "We can project what an item is potentially worth based on pre-auction research, but it's impossible to project what an enthusiastic collector will pay for an item they passionately want for their collection."

She added that Duncan McLean, Waddington's president and senior specialist in our Inuit art department, said sometimes "passion rules" in the art business.

The rarity of an item, the name or pedigree of the artist and past results are other factors in determining value, according to Tess McLean.

Ashevak's stonecut print titled The Enchanted Owl set a record for prints at a Canadian auction when it sold for $216,000 in November 2018. The estimate for that artwork prior to bidding was $100,000-$120,000.

Inuit youth enrol in climate change project

Nunavut The Our People, Our Climate project has accepted eight Inuit for its pilot online course about climate change in Nunavut. One of the goals of the course is to introduce Inuit youth, 15 to 30 years of age, to the impact of global warming on Inuit Nunangat.

The youth will be learning about how Inuit are experiencing environmental changes within their communities.

The participants are from Cambridge Bay, Rankin, Iqaluit, Sanikiluaq and Grise Fiord.

The course is free and takes place March 16 to 27, online only.

Nancy Kadlun's sign to greet Kugluktuk visitors

Kugluktuk Travellers landing at Kugluktuk's airport will soon be greeted by a large new welcome sign and Nancy Kadlun is the one responsible for the look of it.

Kadlun won a recent Hamlet of Kugluktuk competition to design a replacement "welcome to Kugluktuk" sign that will be approximately five metres wide by 3.5 metres high, making it close to three times bigger than the existing signage.

"I never thought I'd win. I was just drawing stuff and I forgot about (the contest) and I got a phone call and I got surprised (by news of the outcome). How exciting," Kadlun said, giggling.

She works at the community's heritage centre, a building shaped like an ulu. Her sign design also features an ulu.

"If it wasn't for our ancestors, we would never be here today," Kadlun said of the historical significance of the cutting tool.

"And I put blue water at the bottom because Kugluktuk means 'constantly flowing water.'"

The sign also includes a reference to Kugluktuk being the home of the Grizzlies, which was given renewed prominence last year by the film produced, in part, by Kugluktuk's own Stacey Aglok MacDonald.

Kadlun said she put a couple of days of thought and work into her winning entry. She said she doesn't consider herself a "real artist," but she's always enjoyed dabbling in drawing with her grandchildren.

She can earn $1,000 by painting her design onto plywood and clear coating it to protect it from the elements.

She has an idea of how she'll spend her earnings.

"I have lots of grandkids. I always buy food for them and whatever," she said.

Coastal research and SmartICE training underway

Iglulik The Iglulik Hunters and Trappers Association (HTA) is assisting Department of Fisheries and Oceans officials in conducting coastal research devised to help create an inventory of local marine life, said Jacob Malliki, manager of the HTA. Sculpin and tomcod are among several species of fish that have been logged over the past month, he said. He's hoping it becomes an annual exercise to document the state of aquatic animals.

"We want to keep doing it. There's funding available," he said.

Augers are required to drill through the ice for the studies.

Other research directly related to the frozen surrounding of Iglulik, which is located on an island, is the SmartICE program.

The initiative uses technology mounted on a snowmobile to monitor ice thickness.

Several local young people are training with SmartIce, Malliki noted.

"We'll find out which areas are more dangerous and which are solid ice," he said.

Parks Canada holds an open house in Qikiqtarjuaq

Qikiqtarjuaq The Auyuittuq National Park staff hosted an open house event in Qikiqtarjuaq on March 11 as an opportunity for locals to ask questions and learn about different park activities. This included learning about the various hiking and skiing trails within the park.

Staff also shared knowledge about the park's history and the Inuktitut Place Names Project. Visitors were provided with information about trip planning and safety.

Qikiqtarjuaq and Pangnirtung members from the Inuit Working Knowledge Group, along with Joint Park Management Committee members, were also present at the occasion.

About 25 community members attended the event.

2020 Arctic Winter Games becomes first-ever one cancelled following concerns over COVID-19

For the first time ever, the Arctic Winter Games is not being held.

The 2020 Arctic Winter Games in Whitehorse were cancelled over coronavirus concerns.

According to a news release issued on March 7, the decision was based on a recommendation from Dr. Catherine Elliott, Yukon's chief medical health officer.

"It has been determined that cancelling the 2020 AWG is the most responsible precautionary measure," states the news release from Whitehorse 2020 Arctic Winter Games officials.

"This decision is a direct result of concerns around the spread of COVID-19 and is supported by the Arctic Winter Games International Committee."

Despite the cancellation, the release said the risk for COVID-19 in Yukon "remains low," as it does in other jurisdictions around the North.

There are currently no reported cases in any of the three territories.

"It is with a heavy heart that I have had to make this recommendation," said Elliott during a news conference in Whitehorse announcing the cancellation.

"We are disappointed."

Breaking down in tears, an emotional Elliott said the "difficult" decision to cancel the games was made out of an "abundance of caution."

Reported COVID-19 cases, originating in China late last year, have soared in recent weeks. Governments and health officials across the globe are scrambling to contain – and understand – the respiratory disease, which continues to spread rapidly worldwide.

The rapid and "surprising" transmission of COVID-19 in recent days ultimately prompted the health authority's recommendation, said Elliott.

"In a setting like the Arctic Winter Games, even a suspected case would be devastating," stated Elliott.

George Arcand, 2020 AWG Host Society president, said the move to cancel the games, supported by the Arctic Winter Games International Committee, was the "responsible" course of action.

All four then raced in the open female 6-km patrol race, where cadets have to do it themselves with no help from the coaches, but did not finish the race.

The mass start races were the final events with Manebou finished 26th in the junior girls 6-km, Natar coming in 29th, also in the junior girls 6-km and Akikulu in 31st. Tilley did not compete in the race.

Another event cancelled Portage la Prairie, Man. Two more national curling championships were set to happen this month but not now.

The Canadian Seniors and Mixed Doubles Championships, both set for Portage la Prairie, Man., fell victim to the ongoing threat of Coronavirus (COVID-19).

"We've been doing a lot of work to get ready and prepare for the games," she said, adding preparations have been two years in the works.

"We're disappointed for our athletes, but we understand why that decision had to be made."

The safety of the athletes and participants is a top priority, she explained.

Depeuter, who fully supports the decision of cancelling the games, admitted she was also shocked by the news.

"We knew there was that possibility (of cancelling) but still to get that news was shocking," she said.

Beyond sitting with the disappointment and shock, conveying the news to the coaches and athletes was yet another difficult undertaking for her.

"We know how disappointing this is for our athletes, who have worked so hard to prepare for these games. And feeling that disappointment with them ... is definitely the most difPlease see 'This', page 15

And yet another event pushed back Kangiqliniq/Rankin Inlet The threat of COVID-19 is beginning to take its toll on events in Nunavut with one of the biggest hockey tournaments being affected.

The annual Terence Tootoo Memorial, which was set to take place from March 27 to 29, has now been pushed back to this November. The announcement was made by the hamlet office on the afternoon of March 12.

In making the announcement, it was determined that the tournament's organizing committee felt that postponing the event was in the best interests of the community.

However, Depeuter said she is very impressed with the maturity and grace that people have had in accepting this news.

The decision has affected not only the athletes and coaches, but also the sports organizations and volunteers, who have worked countless hours to prepare for the games, explained Depeuter.

Wrestling was one sport which was in the midst of a training camp when the hammer dropped.

Chris Crooks, the team's head coach, said he said he was blown away when his son delivered the news.

"I was at practice and my son came in with this look on his face like he lost his dog," he said. "He told me and I was floored. I had to gain my composure and tell the kids, which was going to be tough."

As he expected, the athletes were gutted when he told them.

"There were some tears because for some of them, this was going to be their only or last chance to represent Nunavut," he said. "I was

hearing stories about kids travelling to camps to get ready and they were told once they arrived that the Games were off."

Crooks himself met up with most of his wrestlers in Yellowknife, where they spent some time socializing and shopping before heading up to Cambridge Bay for a two-week training camp.

"That's thousands of dollars we spent to get the kids in and that's a big deal," he said. "They have to fly home now and we're taking care of those costs, too."

Crooks said that in the end, the decision to cancel the Games was probably the right one, but the announcement should have come earlier than a week before.

"The biggest thing to me is that just days before (the cancellation), we were being told that there's no worries, everything is under control, we're monitoring the situation and there's no cases anywhere in the North," he said. "We've known about this for a while and if they were going to cancel it, they should have done it long before.

"People have been planning their time around this, places in Whitehorse were stocking up on food and other supplies, extra people

were being hired and all of a sudden, it's gone.

It's like cancelling Christmas, in a way."

Crooks and company tried to make the best of a bad situation by continuing their training camp until March 12 with two practices per day. There was also the chance for two of the wrestlers, Cody Qamukaq and Eekeeluak Avalak, both from Cambridge Bay, to attend a camp and tournament at the University of Alberta in Edmonton later in the month but that was cancelled on March 12 due to the threat of COVID-19 and the province's ban on large gatherings.

Iqaluit's Megan Hutchings was all set to go with the girls basketball team to Arviat to a training camp ahead of the Games when she received the news.

She said she and the entire team was heartbroken when they were told.

"Anybody I spoke to about these games felt the pain I did," she said. "We all had spent so much time, money and effort to prepare for these games. I felt lost after hearing the news, I had no idea what to do. I had basketball practices almost every single day, if I didn't then I would be out running or doing something that would help me on the court."

Unlike Crooks, Hutchings felt the Games should have gone on, even if it meant no one to play in front of.

"I felt that the (host society) took it too far," she said. "I didn't understand why they couldn't let just the players and coaches go. I didn't understand why they couldn't just let us play without any fans. If they hadn't cancelled, I think the best part would have been the bonding with my teammates. I know for sure that we would most definitely be close during the games in Whitehorse. I think we would be cheering on other Inuit playing different sports, just like the last AWG I had gone to."

With the Arctic Winter Games cancelled, the threat of another major multi-sport event being canned is becoming very real. The 2020 North American Indigenous Games is set to happen in Halifax this coming July and while there's been no word on that as of yet, there is a worry for Crooks.

"We have kids who are hoping to go to that," he said. "If they cancel it now, it won't be a shock because everything else is being cancelled but we need to know sooner rather than later."

The announcement of the cancellation of the 2020 Arctic Winter Games (AWG) has left many in Nunavut disappointed and shocked including Nunavut's dog sledding teams.

Citing concerns around COVID-19, the cancellation of the 2020 Arctic Winter Games was announced March 7.

Coaches, athletes and volunteers have all expressed varying levels of disappointment but coach Jovan Simic, who trained Devon Manik and Leetia Eegeesiak for dog sledding, believes the cancellation of AWG affects athletes the hardest.

"They've been dreaming about these games for a year. They've put in a lot of work and were looking forward to the whole experience," he said.

Manik, who spent lots of time training his dogs in Resolute Bay, had also made the effort to fly into Iqaluit for training.

"For Devon this was his last year of eligibility too, which makes it extra hard ... especially considering the effort he put in to raise and train his own team as a teenager," said the coach.

Despite it being an unfortunate situation, Simic said he fully supports the decision of cancelling the games.

Coach Simic's other athlete, Eegeesiak, felt disappointed and shocked about the cancellation.

"The day before the sad news we built our racing sled, I was so proud and super excited and the sled was so amazing," she said.

"I was disappointed because I was just so excited and that news just plummeted my excitement," Eegeesiak explained.

She was looking forward to attending her very first AWG and meeting other dog mushers.

"I was also excited to see how my dogs react to all the trees they have in Whitehorse, seeing that we don't have any trees here (Iqaluit)," Eegeesiak said.

She too, however, understands why the games were cancelled. Eegeesiak remains hopeful for the next AWG. Similarly, Mariele Depeuter, the chef de mission of Team Nunavut, is looking toward the future with a positive attitude.

"We're very much looking forward to seeing our AWG run in 2022 now," said Depeuter.

Nunavut's RCMP commanding officer confronts public trust Top cop addresses body cameras, Inuit special constables and cultural training for southern officers coming to Nunavut

The RCMP's commanding officer in Nunavut is aware that some Inuit want the territory's police force to be more accountable.

"If there's a mistrust then that's something that we need to work on. That's the community telling us, 'Hey, we don't trust you.' How do we

improve that?" said Chief Supt. Amanda Jones. "I know our (RCMP) members are working very hard out there and doing amazing work for the communities under pressure. Some get it right, but you can't get it right every time."

Tununiq MLA David Qamaniq has led the charge in the legislative assembly, repeatedly calling for a body cameras pilot project.

Jones said there are hurdles to clear before body cameras could be adopted: getting approval from the RCMP's headquarters in Ottawa because the Mounties are a national police force and then there's the technological challenges and expenses related to storing all the video footage.

"I will never say never but right now it's the capacity to hold all that information

(that's a barrier)," said Jones.

"Some of our members would like to have that equipment on them too because they feel that it's an injustice to them because they thought they did the right thing and someone's claiming that they were overhanded or something. One day it may come into effect as technology gets better over the years."

She encourages those who feel that they've been mistreated by the RCMP to either speak directly to the local detachment commander or contact the Civilian Review and Complaints Commission for the RCMP, which is based in Ottawa.

The commission is a federal agency, separate from the police force, with a mission statement to "deliver a robust complaint process which holds the RCMP accountable for its activities and the conduct of its members."

Jones noted that there's been a relatively low number of complaints filed with the commission from Nunavut.

"I'm sure that it's not because people aren't dissatisfied but I think it's just a lack of knowledge of it," the com-

manding officer suggested.

Qamaniq and fellow MLA Emiliano Qirngnuq also spoke in favour of the reestablished of Inuit RCMP special constables earlier this month.

Jones, who took over as Nunavut's commanding officer in January 2019, said there have been talks with the RCMP's national headquarters on the possibility of a special constable or community constable program "to see if that's something that we can bring back."

"Obviously it's the training, the funding and the resourcing component of it that's the really big picture, but it's something that hasn't died," she said. "Certainly we are still discussing it because we do recognize that it's something the Inuit really are interested in, participating with the RCMP and it was a tremendous program in the past."

Another recommendation made by Nunavut's political leaders that is coming to fruition – at least in the near-term – is cultural orientation. There will be two weeks of predeployment training in April

for RCMP officers posted to Nunavut. Those sessions will include Inuit culture, history and language lessons so officers have a better understanding of the territory and its people, according to Jones.

"I'm hoping that would be something that will continue," she said of the course.

"Obviously it needs funding because it does cost a lot of money. We'll be putting forth (a request) for more funding and then how do we improve it? What do we need to add to it to provide a better cultural experience for the membership? It's certainly something I would like to see mandated (long-term).

"It's very unique and special coming up to Nunavut.

There's a lot of history that our members need to know and we recognize that."

Jones acknowledged that much of what's being asked of the RCMP revolves around more money to make it a reality.

"The will is there, I would say that, but there's lots of pressures everywhere and you have to be able to put your resources where you can and your funding where you can."
