News Briefs Masks required on flights NWT NWT residents will have to bring their own non-medical face masks when they board planes in order to comply with Transport Canada regulations that take effect on June 8.

"Supplies of masks provided to airlines operating out of Yellowknife by the Department of Health and Social Services (HSS) as a courtesy will soon be depleted," said HSS in a news release on June 3.

Before boarding their flight, passengers must show that their mask is made of a durable material like cotton and that it can properly cover their mouths and noses for the duration of the flight. Passengers won't be allowed to board if they can't demonstrate that.

Children under two years of age should not wear face masks, according to federal guidelines.

NWT chief public health officer Dr. Kami Kandola has strongly recommended the wearing of non-medical masks in public, especially in places where maintaining physical distance of two metres is difficult.

Harvest subsidy for Tlicho citizens Behchoko Enrolled Tłıcho citizens are eligible for a $250 payment.

According to a news release issued by Sherri Zoe, the Tłıcho government’s chief financial officer, Chief Executive Council (CEC) has approved a 2020 Harvest Subsidy payment, but citizens have to complete an application form and email it to harvest@tlicho.ca. It’s available online at tlicho.ca. Community directors, the post office and stores will have paper forms.

Mailboxes will be placed outside each Tlicho government office, too. Completed applications can be sent to: P.O. Box 412, Behchoko, NT X0E 0Y0.

The payment will be automatic for some people, including citizens 65 years and older and Tlicho government employees and their dependents 17 and younger.

The application forms will be use to update Tłıcho citizen files with the Enrolment, the release said.

Keep quads out of parks Inuvik A reminder about where ATVs are and aren't permitted was sent out to residents last week and now the town has issued it on its Facebook page.

Coun. Steve Baryluk said he was asked about the notice by a resident during town council's May 27 regular meeting.

"We thought it would be beneficial just to remind everyone, including parents of operators, that they are responsible to use their ATVs where it's not interfering with anybody else's enjoyment of the parks as well," said Director of Public Safety Cynthia Hammond. "It was a proactive way to address a concern rather than enforcement in the first place."

She said the town's enforcement division had received numerous complaints about ATVs and other off-road vehicles like dirt bikes being used in places they are not authorized to be in.

"They are supposed to be staying in approved areas, not prohibited areas like the school ground as well as playgrounds, which we have seen them in," said Hammond. "And (we) have had complaints about them being in the school ground and playgrounds."

Two extricated after crash in Hay River Young adults medevaced to Edmonton Northern News Services

First responders had to use the jaws of life to get a pair of young adults out of a crashed vehicle Monday morning.

According to police at approximately 4:54 a.m., Hay River RCMP received a call about a single motor vehicle collision in Old Town area. The vehicle left the road and hit a power pole and sustained extensive damage. Both occupants of the vehicle were unconscious upon arrival of the RCMP. "It is very difficult, to know that two young adults are fighting for their life right

now. It's a difficult time for the community and our thoughts are with their families and friends," Sgt. Brandon Humbke, Hay River RCMP detachment commander, said in a news release.

The Hay River Fire and Emergency Services attended the scene and used jaws-of-life to extract the occupants. Both were transported to Hay River Medical Centre and then were transferred to Edmonton for further treatment of serious, life-threatening conditions.

Hay River RCMP is investigating, according to the same release. An accident recon-

structionist from NT RCMP Traffic Services attended the scene to assist with the investigation.

"Further analysis will determine if alcohol could have been a contributing factor," police wrote in a news release.

A GoFundMe page has been posted for the injured parties and their families, identified as Jayden Smith and Molly Mandeville on the site. As of Monday afternoon, more than $17,000 of its $20,000 goal had been raised.

Kinngait RCMP arrest caught on video raises alarm Officer has since been removed from community

A controversial arrest of a Kinngait (Cape Dorset) man on the night of June 1 is being condemned by residents and shared widely online due to a video recorded by a community member.

The RCMP consequently revealed on June 2 that an independent external investigation will be called, and the arresting officer has been removed from the community and placed him on administrative duties while the investigation takes place.

"The RCMP takes the conduct of our officers seriously and want to assure the public we have confidence in the process of the external investigation to determine the circumstances of the event and whether criminal charges should be sworn against the officer. As the matter is now subject of an external criminal investigation and an internal conduct investigation, we cannot comment any further at this time," RCMP Cpl. Jamie Savikataaq stated in a news release issued June 2.

This is the third external investigation that the RCMP have called in just over three months. The other two came after separate incidents in Cape Dorset and Clyde River, each resulting in a resident being killed in confrontations with police. The Ottawa Police Service, which is looking into both of those incidents, has not yet concluded its report from the initial Kinngait incident on Feb. 26, an officer told Nunavut News.

In the arrest on June 1, police were responding to a report of an intoxicated man who was allegedly fighting with other individuals. In the video, a man is seen staggering. The door to an approaching police truck flies open, sending the man sprawling to the ground. Eventually, five officers are subduing the man. Despite the numerical advantage, an officer on the ground to the left of the screen can be seen drawing his knee back and appears to deliver a blow to the suspect.

A forceful arrest in Kinngait (Cape Dorset) on June 1 has resulted in the arresting officer being removed from the community while an independent external investigation takes place. same cell as the man from the video. A fight then broke out between those men and the man from the video was injured as a result of the assault, the RCMP stated. He was flown to Iqaluit for medical treatment. The other man in that jail cell was subsequently charged with aggravated assault.

Prior to the RCMP's news release, Kinngait Hamlet Coun. Claude Constantineau said that council had requested more information from the police force about the incident but he declined to comment further.

Numerous political officials at the municipal, territorial and federal levels have called for Nunavut RCMP to be equipped with body cameras.

Inuit-owned business keeps thriving Kalgen's is weathering the storm through Covid-19

Kalgen's store, a successful Inuit-owned business in Cambridge Bay, has been a fixture in the community for the past seven years. Now the thriving business is weathering the pandemic which is threatening businesses across the territory.

Kalgen's is a family- and Inuit-owned business, with their name deriving from the family name Neglak. Owner Natasha Lear, who's maiden name is Neglak, and husband Keith Lear opened their doors in November of 2013. Natasha spent most of her life in Cambridge Bay, where she met her husband Keith Lear who is originally from Nova Scotia.

Natasha said that through hard work they built a business with money from their own pockets with no government grants or funding.

The store has made their name in the community by carrying everything from candy to car supplies and everything in between.

"We are a convenience/general and grocery store, here you can make special orders of any items or come to the store to shop for groceries – we carry major brands," she said. "As well, we carry country food which we purchase from Kivalliq Country Foods in Rankin. We carry cleaning supplies, huge

The winning is the largest lottery jackpot the NWT has ever seen,

"It's always convenient when the stores are closed in the evenings and they always order muktuk, caribou meat and dry meat. We love it," said Eva Komak.

Natasha added, "During the Covid pandemic we purchase pre-made meals and baked goods from another local business, Kuugaq Cafe and sell them at our store."

Owning a business can have it's challenges, Natasha said, "Finding reliable staff who are willing to work shifts with long (busy) hours, receiving freight in a timely manner and competing with big corporations" are all part of operating remotely.

Dealing with Covid-19 has also presented some challenges.

"The Covid-19 pandemic resulted in the closure of our airport location. We allow store credit to commercial customers but not to individuals."

But for now, the Lear's will continue to do what they can supplying the hamlet.

NWT resident wins $55 million Lotto Max

"I'm just beside myself. It's so exciting and overwhelming!" said Tutcho.

She bought the winning ticket for $11 at the Reddi Mart convenience store in Yellowknife.

"My granddaughter told me that someone in Yellowknife won the

jackpot," she remembered. "So I went on the internet to check the numbers."

Tutcho was the only player in Canada to match all seven main winning numbers in the draw – 3, 12, 25, 36, 37, 42, and 49.

"I was in shock! "I said, 'Oh, my God!' My grandkids came in right away, and my grandson asked, 'Are

you all right, Grandma?'"

"I just kept looking at the ticket, and looking back at the numbers. My granddaughter told me, 'The numbers haven't changed, Grandma!'"

Since she learned about her win, she has been consulting with financial advisers and making future plans for the money.

"Her priority is to use the money to help her immediate family," the organization said.

Originally from Deline, Tutcho has worked as a freelance interpreter and dedicated her efforts towards the revitalization of the Sahtúot'ıne language.

Yukon travel restrictions could lift before NWT's, Dr. Kandola explains 'There is still risk – Canada is still seeing almost 1,000 new cases per day'

The Yukon might open its border with British Columbia in July and end the requirement for visitors from B.C. to self-isolate for 14 days.

The lifting of the travel restrictions would be part of the Yukon's second phase of recovery from the Covid-19 lock down, which Premier Sandy Silver and the territory's health chief Dr. Brendan Hanley said on May 29 could start as early as July, according to a Yukon News report.

Silver said phase two could begin on July 1 if health conditions there remain the same.

Even though Yukon has had 11 confirmed cases of Covid, it has managed to move through its recovery plan faster than the NWT, where there have been five cases, all recovered as of April 20.

The NWT's western neighbour also allowed restaurants to open on May 29, something the GNWT's Emerging Wisely recovery plan stated will be possible in the second phase, which could go into effect in mid- to late June at the earliest.

However, in an email to NNSL Media on Monday, Chief Public Health Officer Dr. Kami Kandola cautioned against drawing conclusions based on apparent parallels between the two territories, whose differences in fact outweigh the similarities. "(Yukon) is considerably less remote than the NWT. There are also far fewer Indigenous communities in Yukon" than in the NWT, where many are accessible only by plane or winter road.

The NWT's remote and Indigenous communities are particularly vulnerable to contagious diseases like Covid and protecting them is a top priority in the territory's public health response in the pandemic, she said.

Travel-wise, the NWT has more entry points to manage than the Yukon, where its main outside links are the B.C. border to the south and the border with Alaska, which the federal government closed.

"Alberta has the largest outbreak outside eastern Canada – and there are outbreaks in Northern Alberta. Alberta is by far our stron-

gest travel connection – the originating point for most of our flights, and the majority of our road travel comes from Alberta. And while Yukon may share a strong connection with B.C, the outbreak in B.C. does not rival the breadth of the outbreak in Alberta."

As of Monday, Alberta had 7,010 confirmed cases of Covid and 143 deaths, while B.C. had 2,573 cases and 164 deaths, according to a report from the Public Health Agency of Canada.

"Our cases actually offer a good example of the extraordinarily positive impact these measures have," Kandola said. "For our first case, which arrived back in the NWT before our isolation and travel protocols were in-place, there were 70 contacts which needed to be

investigated. For each case after these protocols were in place, there were extremely limited contacts – and thus very little risk of spurring community transmission.

"Making sure we isolate these higher-risk individuals is what is allowing us to revitalize our communities, and reintroduce the activities we've been missing gradually, and safely. This is the approach which will allow our residents as much freedom for the longest period possible as we navigate additional surges in infection across Canada – which most experts have deemed an inevitability."

Kandola further warned Northerners about adopting a premature sense of comfort and security just because the virus has been contained for the time being.

"There is still risk – Canada is still seeing almost 1,000 new cases per day, and we are still having roughly 300 to 400 arrivals in the territory every week. Without isolation protocols, these arrivals could be circulating around our communities, and could transmit Covid-19 – even if they don't have symptoms. That's not a risk we are willing to leave unmitigated.

"The other reality is that this is a time to prepare, and hone our ability to rise to the continuing challenge Covid-19 will present to our territory. That means making our systems better, not dismantling them."

Kandola added that loosening restrictions on border controls would be possible when a vaccine or an effective treatment for Covid is available.

Nunavut's senator to convene roundtable on RCMP body cameras 'Two fatalities in recent months is two too many,' Dennis Patterson says

Senator Dennis Patterson is going to bring together decision-makers and experts to find out why an RCMP body camera pilot project isn't proceeding in Nunavut.

Patterson has organized a roundtable, tentatively scheduled for June 15, that will examine benefits and challenges, technological barriers, costs and general mistrust between many Nunavummiut and the police.

"Two fatalities in recent months is two too many," said Patterson, referring to residents in Kinngait (Cape Dorset) and Clyde River killed in incidents involving the RCMP, both of which are under investigation by Ottawa Police Service.

Patterson also referenced a 2018 Toronto Star report which found that police-related deaths in Nunavut are nine-times higher than in Ontario, per capita.

"When MLA (David) Qamaniq brought his renewed call for bodyworn cameras to my attention, it was important for me to act. I know that Covid measures are exacerbating mental health conditions and causing unrest – we don't want another tragedy on our hands," Patterson said.

"It's important to renew the trust of Nunavummiut in the RCMP. I believe a balanced, respectful

are in favour of body cameras, as have Qaqqaq and Qamaniq, who has raised the issue multiple times in the Nunavut Legislative Assembly.

Iqaluit Mayor and Nunavut Association of Municipalities President Kenny Bell added his support last week.

The roundtable, to be held via video and teleconference, is expected

be used to guide the senator in "any future lobby efforts" regarding the potential use of body cameras in law enforcement.

While numerous police forces in the United States and a few in Canada – including Edmonton and Calgary – have deployed body cameras, the RCMP has been studying the issue on and off for a decade. RCMP pilot projects elsewhere in Canada were carried out in 2010 and 2013. In a 2016 feasibility report, the national police force postponed use of body cameras.

The RCMP has cited data storage, cost and battery life as hurdles to adopting the technology.

However, a statement from RCMP headquarters directed to Nunavut News in May reads, in part: "The RCMP continually reviews its policies, procedures and equipment to ensure it is using the most effective practices in law enforcement. This includes researching and, on occasion, pilot testing new technology, if it is deemed to enhance public safety."

A 2016 RCMP report stated this about the tool: "Body-worn video provides increased transparency and accountability for everyone, while also providing a first-person view of what a police officer encounters, in dynamic and high-stress situations."

Phase Two of Covid-19 recovery expected within weeks: Kandola But if we get our 'ducks in a row,' this Friday could be the day

The territorial government is getting set for its next phase of lifting public health restrictions associated with the Covid-19 pandemic.

Chief public health officer Dr. Kami Kandola said in her weekly news teleconference Wednesday that with the NWT reaching nearly a month since the Emerging Wisely document was released, the territorial government expects to continue easing public health orders by midJune.

"We are in week three of Phase One and the NWT is still going strong," she told reporters in a statement. "People are enjoying the outdoors and are re-introduced to activities they missed.

"Businesses and organizations are doing an incredible job opening up and doing it safely.

"All this is to say that we're looking forward to Phase Two in the coming weeks," she said.

In the meantime, she is asking residents to follow public health guidelines because the threat of the virus still remains in the territory, even as people may feel increasingly comfortable.

Phase One of Emerging Wisely allowed for up to five people that don't live with a person inside one's residence as well as a maximum of 10 people in total allowed inside a home at any given time.

The first phase also allowed for up to 25 people to gather outside, most outdoor sports and for some businesses to reopen, such as art galleries and personal service establishments like hair salons and tattoo parlours, provided they follow strict public health guidelines.

"If we have all of our ducks in a row and we meet all of our legal amendments, it could be as early as Friday, June 12," she said.

Phase Two would allow for more types of businesses to open, such as dine-in restaurants, fitness classes outdoor tourism and movie theatres.

It would allow for more indoor public gatherings, sports activities and a greater maximum limit on the number of people who can gather outdoors (25 to 50). Government

offices, campgrounds, and places of worship can open. It would also mean some indoor summer camps can take place.

"So  the second phase is on track and that is largely due to our ability to put in place our travel restrictions," said Kandola, noting the biggest threat to the NWT as it comes to Covid-19 remains incoming people from outside the border.

Also in the meeting was territorial medical director Dr. Sarah Cook, Ivan Russell, director of the public safety division with the Depart-

ment of Municipal and Community Affairs, and Conrad Baetz, deputy chief public health officer and enforcement lead.

Cook said during the conference that the health care system is prepared to take patients during the pandemic and that people should not avoid getting medical treatment out of fear of contracting Covid-19.

"We have more options now than ever to meet the needs of patients," she said. "Depending on the concern or need for an appointment, it might be able to occur by phone or video

without having to leave your house or community at all. We've heard that some people may want to avoid visiting a health care provider and fear of being in contact with Covid-19.

"I want to say that we have strong processes in place to protect our patients and our staff from attracting or transmitting Covid-19. Addressing your health care concerns right now is important, and that waiting to do so may cause more harm."

Cook also provided some information regarding rapid testing for the virus.

"A negative result doesn't mean we can immediately reduce our precaution," she noted, adding that this is a constant question she receives. Cook said each case requires a risk assessment to determine how long a person should be self-isolating.

"If you test negative one day, it doesn't mean that you won't develop symptoms and test positive another day," she said. "Some isolation periods are really hard, and we understand that they're one of the most important and powerful measures in preventing the spread of Covid-19."

Cook also addressed a myth that seems to be spreading about the NWT's testing strategy in that if everyone in the territory is tested, it will mean everyday life will go back to normal while keeping in place strong travel restrictions.

"Although this sounds great on the surface ... it's really not a viable option," she said.

"The reason why is that generally testing people with no symptoms has really limited value because of the risk of false negatives. When we perform a test in individuals who are infected with a virus, but without symptoms, it's unknown really how reliable that test is. People can have the virus for days before they show any symptoms."

Aurora College plans for mix of distance and in-person learning Online classes would begin in September, face-to-face learning later in semester

All classes taught at Aurora College this fall will be through online distance learning with some in-person instruction taking place later on, the college announced Tuesday.

The programs scheduled to be delivered by distance learning include Business Administration, Office Administration, Early Childhood Development, Certificate in Adult Education, Personal Support Worker (full-time), Personal Support Worker (part-time pilot), Occupations and College Access (OCAP), University and College Access (UCAP), Adult Literacy and Basic Education (ALBE), campus-based and in Community Learning Centres (CLCs), and other Literacy and Essential Skills courses.

The college plans to work with the GNWT and other partners to provide more access to technology and the internet for students learn-

ing by distance.

Programs that will be offered through a mix of distance and face-to-face learning are Environment and Natural Resources Technology, Early Learning and Child Care, Bachelor of Science in Nursing, and Apprenticeship Carpentry Levels 1 and 3, Electrical Levels 1 and 2, and Plumber Level 1. Their in-person delivery is dependent on approval by the Office of the Chief Public Health Officer (OCPHO).

The portions of those programs that will involve face-to-face learning won't start in September but later in the semester, said Aurora College spokesperson Jayne Murray.

Programs that are currently not scheduled to begin for the fall include Heavy Equipment Operator, mining programs, non-apprenticeship trades programs, and non-academic courses at Community Learning Centres. Further discussion with the OCPHO will deter-

mine when they might be resumed.

As a transition measure for adult students unfamiliar with distance learning, the college is offering a tuition refund guarantee for all full- and part-time students in September who aren't satisfied with the quality of their courses. Those students can withdraw by Oct. 9 and will receive a full tuition refund, with no academic penalty.

Students will receive a 50 per cent tuition refund and no academic penalty if they withdraw before Nov. 9, an extension of several weeks past the normal withdrawal deadline of one-third completion in a 15-week course.

"Aurora College recognizes that students may have questions about the quality and effectiveness of distance learning. We want to assure them that we are confident of the quality of the programs we are delivering and that we are willing to back that up," said Aurora College president Andy Bevan.

For students who don't have the resources in their communities to do distance learning, Aurora will make campus student housing available in September.

"Most of our student residences are selfcontained units (apartments, row houses, single family homes), so the risk of interacting with others is minimal. We continue to work with the OCPHO in regards what needs to be put in place in order to make our shared residence spaces safe and comply with the public health orders," said Murray.

Chief public health officer Kami Kandola said at a news conference in May that college dormitories are a "high-risk scenario" for the spread of Covid-19, but her office was open to plans for minimizing risk while providing support.

Student applications have been extended from June 30 to mid-August, subject to spots still available in the programs.

Nunavut's construction season to proceed despite Covid-19 Municipalities given final choice on whether or not to complete season

The Government of Nunavut (GN) is moving forward with construction projects this summer and fall regardless of the Covid-19 pandemic.

Each municipality was given the opportunity to decide, without any pressure, whether to proceed with their construction projects, said Lorne Kusugak, minister of Community and Government Services.

Nineteen communities within the territory will undertake over 50 projects in total. These capital projects are valued at $600 million, said Kusugak.

"Given the significant size of our construction program, we rely on a certain level of skilled workers from southern Canada to work on these projects alongside our Inuit and Northern labour force," said Kusugak, during the May 28 press conference.

"We need to balance the long-term infrastructure need for communities with the current Covid-

19 restrictions."

All southern construction workers will be required to complete a 14-day self-isolation period in the south before entering the territory, said the minister.

The construction workers will be permitted to self-isolate in the same isolation hubs as medical travellers and residents from Nunavut. GN designed hotels, for isolation purposes, are set up in Yellowknife, Winnipeg, Ottawa and Edmonton.

Additionally, two self-isolation locations have been identified specifically for construction workers.

"On top of the current four isolation hubs, there will be an extra isolation hub in Ottawa and one, I believe, in Quebec City," announced Kusugak.

Presently, there are about 125 construction workers registered for self-isolation. The GN anticipates about 100 more construction workers to register by May 31.

In total, the GN is expecting between 400 to 500 construction workers to enter Nunavut during this construction season.

The Government of Nunavut is now easing pandemic-related public health measures that have been in place since March. Starting today, daycares, parks and playgrounds are open and outdoor gatherings may include up to 25 people.

Chief public health officer Dr. Michael Patterson announced on June 1 that, effective immediately, restrictions for in-territory travel between communities are lifted.

However, travel outside of Nunavut is still not recommended.

"Individuals who are traveling outside of the territory need to be aware not only of the isolation procedures to return, but also the measures that other jurisdictions may have in place to limit or discourage travel," he said.

To enter the territory, Nunavummiut must undergo a 14-day selfisolation period at one of the GN designed hubs in the south.

On June 8, libraries, museums and galleries may reopen, but only for individual browsing. In other words, group sessions within these places are still prohibited. Across the territory, there will also be increased availability of in-person health assessments at health centres.

Government workplaces and retail outlets will also be permitted to open on June 8. They must have safe measures in place and adhere to social distancing protocols. GN employees who are presently working from home will be returning to their workplaces, announced Lorne

On June 8, GN employees who are presently working from home will be returning to their offices, says Lorne Kusugak, minister of Community and Government Services.

"This decision to was made in consultation with the public health team and the workers safety and public compensation commission," Kusugak said.

"Based on the current evidence on risk and impacts of measures, reopening workplaces is considered a low risk measure."

Although the GN offices will be open, there will be limited public access to them in order to support social distancing. Kusugak did not elaborate on the specifics of this limitation.

There is no strict requirement for GN employees to wear masks in the workplace. If Covid-19 is found within the territory, the issue of wearing masks will be reassessed.

GN workers who need time to sort out childcare options, should contact their immediate supervisors, said the minister.

On June 15 physiotherapy, dental, massage therapy and chiropractic services may resume. In two weeks, gyms and pools may also reopen, but only for solo workouts and swims.

Nunavut is a bit slower to open back up because "there's a slight concern that there's Covid-19 in territory that we have missed," said Patterson. "And as we open up as we see social contacts expand, we could see transmission start to occur in communities and we're still relying on delayed diagnostics."

Through contact tracing of persons under investigation, health staff have noticed that people's contact bubbles are becoming noticeably larger.

"Larger contact bubbles make it more challenging to identify and prevent the spread of Covid-19 and other infections in our communities," said Patterson.

"Covid-19 continues to pose a risk to Nunavummiut and we are not immune to this pandemic," he said.

Based on the GN's plan to reopen the territory, assessments and decisions about public health measures will be made by the chief public health officer every two weeks.

As of June 4, 106 people are currently under investigation.

The number of people presenting symptoms consistent with Covid-19 has declined and thus the number of Covid-19 related tests have dropped, said Patterson.

Nunavut still remains the only jurisdiction in Canada with zero cases of Covid-19.

IT company Global Storm is sending its first batch of computers to a school in Fort Providence just weeks after kicking off its technology donation project.

"We're hoping to send 25 Mac Pro desktops to Deh Gรกh Elementary and Secondary School in Fort Providence. We expect that batch to go out by Friday," said Global Storm CEO Kirby Marshall in an interview June 4.

Marshall launched the program in late April as a way of addressing the technological deficiencies in many remote and Indigenous communities which hold them back from effectively accessing the remote education that NWT schools adopted in April after classrooms were closed amid the Covid-19 pandemic.

The initial goal of the program was to receive from businesses and members of the public at least 500 donated notebook computers and send them to Northern communities. Desktops are accepted but notebooks are preferred because they're easier to transport to fly-in communities.

So far more than 100 notebooks and some desktops have been received, with the units coming in from near and far.

"It's been mostly businesses (donating) so far," Marshall said.

"We have had a number of individuals (in Yellowknife) contact us and ask about how to give away their notebooks and computers.

"We're getting a number of inquiries from outside of the NWT, which is quite heartening. One person from a law firm in Vancouver is a member of the NWT & Nunavut Chamber of Mines. We got 11 systems from that law firm. One person in Whitehorse heard about the program through the press. We're working out the logistics to see if it's worth their time and energy to ship them. We're trying to see if a similar program exists in the Yukon."

The school in Fort Providence was the first to receive computers partly because the hamlet is on the road system and partly because Global Storm knows the communities well in the Deh Cho and Tlicho regions, where the company provides IT and communications services.

Students in those regions have an "urgent need for 200 notebooks," Marshall said.

Where and when the next shipment goes after Fort Providence depends on how fast Global Storm technicians can prepare

the donated computers.

"It's a bit of a process after we get them to wipe them and sanitize them and re-install the programs while we do our regular jobs. We have three technicians in Yellowknife on the ground doing the best they can to get things out the door," said Marshall.

Some of the donated computers are first dropped off at the office of News/North, which has partnered with Global Storm for the project. The devices are collected at the news organization's office and sanitized according to NWT health guidelines.

Their basic details are then logged and asset tags are added.

Once passed onto Global Storm, the company wipes the hard drives and re-installs and configures the necessary software.

"Every computer we get is a good thing," said NNSL CEO and publisher Bruce Valpy.

"It's all well and good to get internet into homes (in remote communities), but we've failed at that. The other part of it is get-

ting the computers into the hands of students. They're essential tools for a good education. We've got to get them (out there) one way or another. It's pretty hard to get a laptop if you're sitting in Wrigley or Gameti or somewhere like that."

Political leaders express shock and concern over Kinngait arrest video

'Very concerned by the unnecessary force, the violence and the lack of respect,' Justice minister says

Some of Nunavut's political leaders are condemning the conduct of the RCMP based on a video showing a forceful arrest in Kinngait on the night of June 1.

Justice Minister Jeannie Ehaloak said she's "very concerned by the unnecessary force, the violence and the lack of respect I have seen.

Nunavummiut should not fear this kind of treatment and disregard for safety and basic rights."

Ehaloak said she expressed her frustration with the commanding officer for Nunavut's police force and the Justice minister will formally request a review through the Civil Review Complaints Commission after the RCMP's external independent investigation is complete. The Mounties also removed the officer from Kinngait (Cape Dorset) and placed him on administrative duties.

"The past several months have been difficult for our territory and I want to assure you that I take this very seriously and I am taking decisive actions to address this situation. It is only through accountability that the RCMP will continue to build a strong and healthy relationship with Nunavummiut," Ehaloak stated in a June 2 news release.

Nunavut MP Mumilaaq Qaqqaq said she saw on the video an individual who was barely able to stand being subjected to unnecessary excessive force.

"With what we've seen not just across the country but with our neighbouring country in the (United) States, we are seeing police brutality being captured on video and with the video

that came out (from Kinngait on June 1), it's concerning," said Qaqqaq, alluding to potential for other incidents. "Do we actually know what those (RCMP) policies and procedures look like? Are we missing things that the public isn't necessarily seeing? There have been more and more stories of individuals coming forward and saying, 'This is the way I was treated,' in whatever community they may be from."

The member of Parliament said she supports the introduction of body cameras in Nunavut.

"I think body cams allows us to see more of the realistic side and more of what's actually going on," she said. "I think the best approach to take would be where can we improve things?

Where can we create changes that have hopefully more positive outcomes?"

Qaqqaq also emphasized that the historical context of the police force and Inuit must be understood – issues such as the RCMP's role in the slaughter of Inuit working dogs, acting as enforcement during the forced relocation of Inuit and also as authority figures in the escorting Inuit tuberculosis patients onto ships going south.

Often it's young, uninformed police officers who are sent to Nunavut and then they leave within two to three years, Qaqqaq said.

"The RCMP is here to serve and protect ... I think that when we see more historical awareness, the cultural sensitivity, when we see more of those aspects that those RCMP officers are very often much more a part of the community and much more open to understanding why the current situation is where it's at today," she said.

Senator Dennis Patterson stated that "Nunavummiut throughout our territory should not be

in fear of the police."

He pointed out that it's not clear what actions may have transpired leading up to this video, but the perception of undue force is obvious.

"The individual arrested seems intoxicated and we need to question whether or not all five officers were required for this arrest. I'm sure the questions I'm asking are the same that many who watched this video are asking: Was

this an unarmed man? Was there an earlier altercation with officers? As someone not in law enforcement, I don't know the answers to those questions. What I do know is that this is further evidence of the need to explore the use of body-worn cameras by the RCMP in interactions with civilians."

Mark Fauchon: All the officers participated – not one said to the others, hey dial it back, no need to hit him with a truck door – then pile on him. All the arresting officers were complicit and all should be removed and charges pressed. We all should start recording every single time we see an RCMP stop anybody for anything. I am sure within one month there would be many clips showing a similar scene. Isn't there a screening process to weed out these types? Shameful.

Act of generosity doubles delight for Inuvik siblings RCMP's colouring contest drew 36 entries

Const. Stephanie Leduc's colouring contest was meant to draw out the best in Inuvik's youth, but even she didn't expect it to work out as well as it did.

After drawing Nevaeh Lindsay-Manuel's name out of a hat of 36 entries, the RCMP contacted her family so she could come pick up her prize, a new bike donated

by Northmart. However, when she arrived she blew everyone away by giving her new prize to her younger brother.

"It's nice to do and it made me really happy," said Nevaeh.

"We're going to bike all over town and visit friends this summer."

Leduc said she was floored

by Nevaeh's generosity and decided to throw in new helmets for the kids.

"The outcome to this colouring contest was amazing," said Leduc. "When she told me she had a bike that worked at home I told her we would make sure she and her brother

would have new helmets to make sure they were safe. She was so happy picking her helmet then helping her brother pick his.

"She demonstrated the most purest form of kindness. She didn't just make her brother's day; she put smiles on the faces of every employee in the store."

But the generosity wasn't over yet. Leduc said after she returned to the detachment and told her fellow officers what had happened, detachment commander Sgt. Grant Thom stepped out of his office and announced he was going to buy Nevaeh a bike of her own.

"You could see the genuine love she had for her little brother," said Thom.

"She put her brother before herself unselfishly. Her mom has done an awesome job raising her. As adults, we have an obligation to plant the future seeds for our youth if we are to survive."

"We have to look no further than a child's heart for the truth.

"I was honoured to ensure a gift did not go unnoticed."

New children's book teaches about kindness in Indigenous languages 'The NWT SPCA felt it was important to reach all children'

Many Indigenous children in the NWT who love animals can now read about their four-legged friends in their own languages.

"Kindness Is…", originally written in English by Yellowknife resident Simone Tielesh and illustrated by her husband Aidan Cartwright, is now available in Tłıcho and Inuktitut translations.

Using illustrations of dog life, the book teaches simple lessons of kindness towards animals, based on a poem in English. Its first four lines read: "Kindness is a gentle touch" "Kindness is being loved so much" "Kindness is a comfy bed" "Kindness is always being fed" The furry coats of the dogs on each page are based on nine real dogs from the NWT SPCA, whose photos are in a gallery at the beginning of the book.

The book is suitable for children up to five years of age.

Though Tielesh and Cartwright wrote the book three years ago, the idea for translations into the Indigenous languages came up after they partnered with the NWT Society for the Prevention of Cruelty to Animals (SPCA), who were given the rights to the book.

"We are so excited that the message of kindness to animals can reach even more people now, while also supporting Indigenous youth reading and speaking their traditional languages," said Simone. "We donated the copyright and all rights to the book to them

and volunteered our time making the book – it was a labour of love for animals."

Included in every book is the English poem, as well as information about the Indigenous language and a map of the Official Languages of the NWT. "The NWT SPCA felt it was important to reach all children in the NWT through their Indigenous language and this is why we initiated this project. We are of course thrilled to be able to connect with children in a meaningful way to help them learn about kindness to animals in their traditional languages," said SPCA vice-president Dana Martin.

Versions in the NWT's seven other Indigenous languages are expected later in the year, said Jasmine Cabanaw of Green Bamboo Publishing, which is printing the books.

The nine translators hired for each version include Mary Siemens (Tłıcho), Mikle Langenhan (Inuktitut), Mabel Martin (North Slavey), Victor Constant (South Slavey), Marjorie Lavallee and Dorothy Thunder (Cree), Willyam Firth (Gwich'in), Margo KadlunJones (Inuinnaqtun), Elizabeth Biscaye (Chipewyan) and Holly Carpenter (Inuvialuktun).

Hard copies of the Tłıcho and Inuktitut translations can be ordered from the publishers's website. E-books will be available in June through Amazon and Indigo, which will also sell hard copy versions.

All proceeds from book sales will go to the NWT SPCA. An official launch for the Inuktitut and Tłıcho translations is planned for National Indigenous Peoples Day on June 21.

Nunavut's Path clouded in uncertainty Northern News Services

It appears that, at least for now, Covid-19 has been kept out of Nunavut. Now the territorial government is tasked with helping Nunavummiut recover from the economic downturn and bringing life back to normal.

The GN has recently come out with its strategy to peel back the public health measures layer by layer with a strategy called Nunavut's Path.

The scant 11-page document released by the government states that based on its ability to respond to an outbreak, the status of Covid19 in the territory and the situation in our neighbouring jurisdictions, the GN will either ease restrictions, keep them put or add more restrictions.

These decisions will be made every two weeks by the chief public health officer, Dr. Michael Patterson.

The document also lists activities in three tiers of assessed risk: low, medium and high. In the low category are day cares and "workplaces."

Theatres and courthouses are medium risk while activities such as community feasts are high risk.

reducing restrictions June 1 with the opening of parks, daycares and interritory travel, there are still more questions than answers.

What this plan lacks more than anything is structure. It is clear in its simplicity, that when the government feels it is safe to lift restrictions it will, but this is not a strategy Nunavummiut can plan for.

Although some businesses are clearly identified in the three categories of risk assessment, when the territory will be able to handle high risk activities as opposed to the medium is unclear, or which activities in the medium-risk category will be allowed first or if all those activities will become allowed at once is unknown. And when it refers to "workplaces" in the lowrisk category, what exactly are those?

The government is asking Nunivummiut to blindly trust it and while other provinces and territories have structured and detailed

approaches to lifting restrictions, the government is saying Nunavut does not need a detailed plan.

As some people and businesses have started to rely on relief funds from various levels of government to keep the lights on, being able to plan for reopening or getting back to work is of the utmost importance.

Currently, people will have to wait every two weeks on bated breathe to see if they fit into the government's reopening plan.

There is faith that the people in charge of handling this pandemic know what they are doing and they clearly are taking this pandemic seriously, but if Nunavut's path is clouded in a fog of uncertainty, that trust is shaken.

There are still hundreds of new cases daily in Canada and a fracture in the proverbial dam could lead to a flood of cases in the North.

Prudence is required, but the plan the government put forth is a nonstarter.

It is clear that borders must stay closed but anyone looking for a hard date as to when the territory will get back to normal will be left in the dark, despite there not ever being a confirmed case of Covid in Nunavut.

but our weather has been full of snowing, freezing rain and mud.

Residents are still heading up to the lakes to go ice fishing for lake trout, arctic char and the odd tom cod. Soon the Arctic char will run and all our avid fishers will be so happy to be fishing for them.

We have had lots of wet snow, freezing snow and now mud creating potholes in town. Snow plows are busy clearing all the snow in public places and roads.

Lots of geese everywhere, so many have had the opportunity have a nice big pot of geese and delicious soup. Our Elders get happy when there is warmer weather plenty of harvest to bring home from the land.

We have two young girls to congratulate in our community. Big congratulations to Alara Taptuna and Alyssa Avalak for entering a poster contest for mental health.

Since they were the only two who entered the contest they both won gift cards. Way to go girls, we are so proud of you

New program to increase wages for essential workers Workers could see an increase of up to $5 per hour, based on previous wage

Eligible employers may receive funds from the Government of Nunavut (GN) in order to pay essential workers higher wages.

Under a new program called Nunavut Essential Workers Wage Premium, starting on June 1, employees who earn $20 or less per hour will earn an extra five dollars per hour.

Employees who receive between $20 and $25 per hour will receive $25 per hour. This funding will be available for employers to support their employees for 16 weeks.

"To start, our government is tar-

geting employers who provide health and social services to vulnerable Nunavummiut," said Finance Minister George Hickes, during a May 28 press conference.

Organizations like shelters, group homes, food banks and boarding homes would qualify for the program, explained Hickes.

The program is also open to licensed daycare facilities, he added.

Depending on program take-up and funding availability, the GN will consider expanding eligibility to employers in other sectors in the future.

Income assistance unlikely for those receiving CERB Residents getting federal assistance will not get money from GN

Nunavummiut who are receiving the Canada Emergency Response Benefit (CERB) are "most likely" not eligible to receive income assistance, says Jarrett Parker, director of Income Assistance with the department of Family Services in Nunavut.

Income Assistance (IA) is a territorial program aimed to help individuals and families to meet their basic needs when they are unable

to provide for themselves, explained Parker.

On May 26, Iqaluit's Councillor Kyle Sheppard said the GN plans to reduce income support from those receiving CERB during a regular council meeting.

"Those Nunavummiut, who are legitimately receiving this federal benefit, who may also be on income assistance now, are having their income assistance clawed back," he said.

When Nunavut News asked Parker whether the GN is reducing income support

from those receiving CERB, he said, to qualify for IA, applicants are assessed on the total income they received in the prior month.

Generally, a single person in Iqaluit may receive $682 per month with IA, he said.

However, those who apply for CERB will receive $2,000 per month, which is almost three times the amount from IA, explained Parker.

This CERB of $2,000 exceeds the lower income level needed to qualify for IA. Using another example, Parker said any single person

who has earned $2,000 in a month is unlikely to be eligible for IA because that individual already has $2,000.

"Income assistance operates under the income assistance regulations, and we never claw back money from individuals," said Parker.

During the press conference on May 28, Health Minister George Hickes said he was uncertain whether IA has been reduced from those receiving CERB. However, he added, "If somebody's not entitled to be collecting CERB, yet it goes

through their bank account, they would automatically be clawed back for their income support."

According to a May 13 news release, the GN requires Nunavummiut who have lost their jobs due to Covid-19 to apply for CERB before applying for IA. "We have to ask people to apply for all financial resources available to them and make sure they've applied for those programs (CERB) before we're eligible to assist them," said Parker.

He also reiterated Premier

Joe Savikataaq's message that CERB is not free money.

"This is not free money.

It is considered income. It is a taxable benefit intended to help people who have been laid off or whose employment has been impacted because of the pandemic," said the premier during a May 14 press conference.

"Those who are applying for it (CERB) and receiving it, who may not necessarily be eligible, will be pursued at some point by probably the Canada Revenue Agency for the taxes on it," said Parker.

Fast-rising waters of the Mackenzie River are causing flooding in parts of the Beaufort-Delta, forcing some Inuvik residents to leave their cabins, says Inuvik-Twin Lakes MLA Lesa Semmler.

Speaking in the Legislative Assembly June 2, Semmler called on Premier Caroline Cochrane, who is also minister of the Department of Municipal and Community Affairs (MACA) for assistance in helping people in the Inuvik area face the threat of flooding.

"Many residents in my community have been forced to leave their cabins. Some had water rising in the middle of the night and had to plan to get out the next day by helicopter as a result of the water rising," Semmler said.

"In some cases, people have had to leave a lot of their personal belongings and have suffered great loss to their cabins, their personal property."

Water levels in the Beaufort Delta are at their highest in 17 years, the MLA said, citing an Environment Canada Water Survey.

Water level peaked June 1 The Environment Canada Water Survey report shows that water levels in the East Channel of the Mackenzie River at Inuvik peaked at 16.5 metres on June 1. They receded to just over 15.48 metres by June 3.

In response, Cochrane committed to reaching out to community governments in the Inuvik region to inform them of what assistance is available.

The premier said MACA's disaster assistance policy provides help with infrastructure, roads and private properties, and the Department of Environment and Natural Resources' harvester disaster compensation program offers support to NWT harvesters whose assets have been lost or damaged.

Funding would be available for flood-affected residents of the Beaufort-Delta if they qualify under the Disaster Assistance Policy, Cochrane said.

Semmler told the Assembly that flooding in the delta has been an issue for years and she remembers as a child being moved from her bed, out of a window and into a boat because her cabin was flooding.

"This does happen, but it doesn't happen as often as we have seen it lately, and the water seems to be rising, with climate change causing the changes in the Arctic and the Delta so drastic-

ally, more than anywhere else in the country," she said.

Cochrane said climate change is affecting the North more than any other area in Canada and that the NWT should keep reminding the federal government of that reality so that "proactive money versus just reactive money" is available to help out residents.

Among other effects of climate change, one issue predicted to affect the Inuvik area is higher snowfall and rainfall, which combined with rising temperatures leads to faster spring melts, heavier stream flows and flooding, according to a 2019 study in the American Meteorological Society's Journal of Hydrometeorology.Â

Keeping busy during a pandemic Northern News Services

Since March the Covid-19 pandemic has lead to the closure of many community activities and events. However, even amid the restrict lockdown, Nunavummiut have discovered creative ways to entertain themselves.

Various communities have held events that adhere to social distancing

measures and yet allow members to participate in activities.

In late April, Pond Inlet’s RCMP organized a parade to provide entertainment and show strong community spirit despite the Covid-19 situation.

Meanwhile, Clyde River has participated in window decorating and mask contests. Others like Miranda Illauq has

taken up a new hobby while isolating at home.

In Arctic Bay, the breakfast program has found creative ways to continue serving the needs of those who rely on food.

Most recently, Pangnirtung has succeeded to carry out a sculpin derby, leaving community members in high spirits.

On May 28, Hay River held its first Cruise Night of vintage and unique vehicles, including this 1969 Thunderbird owned by Robert Bouchard, one of the organizers of the event.

Fort Smith's Slave River Paddlefest cancelled Thebacha/Fort Smith The annual Slave River Paddlefest in Fort Smith has been cancelled for this year.

The announcement was made on May 21 by the Fort Smith Paddling Club, which presents the event each summer.

"We are looking for ways to operate some of our summer programs in accordance with the GNWT Emerging Wisely," reads a statement on the organization's website.

The Slave River Paddlefest attracts participants from elsewhere in Canada and often from the United States to the world-class whitewater rapids of the Slave River.

Meeting of the soccer minds NWT Even though there is no soccer happening anywhere in the country – officially, that is – NWT Soccer is still planning for its next season.

Its annual general meeting will take place on June 13 and everything will happen online. There will be everything annual general meeting-related, including a look at the financial health of the organization, a look at what's gone on over the past 12 months and the election of the board of directors.

This time around, the president's position is up for grabs along with vice-president for the North region and two directors-at-large.

All of those positions are for two terms while the treasurer's position, which is also in play, is for a one-year term.

Everything gets underway at 10 a.m.

Meeting of the track minds NWT Athletics NWT will also be in annual general meeting mode as it hosts its yearly get-together on June 11 and like soccer, it will be held online.

The year-end financial statements will be presented and voted on along with elections to the board of directors and any other business which may arise from the meeting.

The meeting will get underway at 6 p.m.

Potential gardening gear for Inuvialuit households Aklavik Aklavik Community Corporation is hosting a survey of how many Inuvialuit Households in the hamlet are interested in gardening over the summer.

A May 27 posting asks residents to inform the ACC of their interests and needed supplies. The posting notes support may be available for those in need of soil, seeds or materials to build a planting bed.

Help constructing planting beds is also available for those who may need it.

Residents are asked to respond with their name and what of the four potential assistance to the Agnes Edwards' posting on the Aklavik Events & Announcements Facebook group.

Let the golf resume Hay River The Hay River Golf Club is officially open for the 2020 season.

Day one of business began on May 29 but it's a members-only course for now as there is no access to the clubhouse to collect green fees, according to a message at the club's website. Only those who have paid for a club membership can play at the present time.

The driving range is open but players must bring their own balls and Covid-related signage is being installed around the course to remind people about what's required while out on the course.

The reopening begins Lli Goline/Norman Wells Slowly but surely, things are starting to reopen in Norman Wells.

Phase one of the GNWT's Emerging Wisely plan is now in effect in the town with today, June 8, being the first official day of action. The fitness centre will be open three days per week –

Mondays, Wednesdays and Fridays – with access limited to five people at one time.

Playgrounds, the baseball field and the tennis and basketball court are also open for business with a maximum of 25 people allowed on the premises at one time. There is to be no sharing of equipment at any time and proper sanitizing before and after is suggested.

Tsiigehtchic reopens charter and band office Tsiigehtchic/Arctic Red River After closing for nearly three months amid Covid-19 restrictions, Tsiigehtchic's band office is reopening to the public as part of the first phase of the government's Emerging Wisely strategy.

Regular business hours resumed as of June 1, with staff following social distancing protocols and limiting the number of people who can be in the building at any given time to the maximum of 10 indoors.

Services such as bill payments and information can be done in person at the office. However, residents will be limited to one at a time.

The charter community expressed its thanks to the community for its patience during the outbreak in a May 29 posting.

Board members wanted NWT The Mackenzie Recreation Association is hosting its annual general meeting later this month but it needs some people to run for the board.

Nominations for the association's board of directors is open with the call going out for people with experience in chairing meetings, governance, finance and policy development, among others.

Anyone who lives in the association's area – North Slave, Dehcho or South Slave regions – is eligible to run for the board and the deadline for nominations is June 19.

Fort Smith museum open for guided tours Thebacha/Fort Smith The Northern Life Museum and Cultural Centre in Fort Smith is open once again.

However, guided tours for a maximum of five people are to be offered by appointment only. The museum closed in March because of concerns about Covid-19.

Muskox and caribou health survey will pay harvesters $50 Ulukhaktok/Holman Covid-19 has put a bit of a snag on a lot of critical research in the Arctic, but muskox and caribou harvesters can help keep science going as part of the muskox and caribou health Monitoring initiative in Ulukhaktok.

Surveying the remains of muskox and caribou hunted in the last years, the information gathering is expected to begin in a few weeks. Normally involving meetings and verbal descriptions of conditions, this time around to maintain physical distancing the survey will be conducted through written forms.

Also being sought are observations of potential disease as well as the frequency and appearances of predators such as wolves or grizzly bears.

The survey should take an hour to complete and participants will get $50 for their troubles.

Pentecostal pastor departs Fort Smith

Thebacha/Fort Smith Pastor Hailey Armoogan, the lead pastor of the Fort Smith Pentecostal Church, has departed the community.

"Thank you Fort Smith for the opportunity to be a part of the community and serve you for the past 2.5 years," the pastor wrote on Facebook.

Town to replace aging ambulance Will seek funding from GNWT

The Town of Hay River is buying a new ambulance.

During its May 19 online meeting, council approved purchasing the new ambulance from Aurora Manufacturing for $155,764.

It will replace a 1995 model, one of two currently operated by the Hay River Fire Department.

The new vehicle will be delivered approximately 240 days from the date of order.

Deputy mayor Robert Bouchard said the town should advise the Department of Municipal and Community Affairs (MACA) of the purchase and the cost.

Bouchard added the town should inquire if there is any MACA funding to help with the purchase, since two ambulances are required by the town because it provides highway rescue outside of the community's boundaries.

"We're obviously keeping two units because of that usage," he said.

"Let's keep that demand in the foreground to cabinet."

Judy Goucher, the town's senior administrative officer, said a letter from mayor and council can be sent to MACA. "Although in recent years MACA has not been providing funding for capital," she noted. "But it never hurts to bring it to their attention and to make it clear that having these ambulances is what allows us to provide highway rescue services within the satellite area of our com-

munity, including to other nearby communities not just on the highway system."

Mayor Kandis Jameson noted the town has been fighting the highway rescue funding issue for years with the GNWT. "They're well aware of the issue of highway rescue and I'll make sure there is a letter sent," she said.

The original tender for the new ambulance included an electric cot, but that was removed to bring the purchase under budget.

"We could not identify any internal sources for that overspend," said Goucher. "So as a result, we removed that item from the scope of the project and that's why it's now within budget."

She noted that, with the electric cot, the lowest of three tenders was $199,574 for a purchase with a budget of $180,000.

The electric cot may be added later to the new ambulance as a separate budget item with an estimated cost of just over $50,000.

The electric cot helps reduce back injuries to attendants, particu-

larly when dealing with bariatric (seriously overweight) patients.

The town's other ambulance is equipped with that particular piece of equipment. That vehicle will be used whenever possible for bariatric patients.

The plan is for the new ambulance to use the non-electric cot from the ambulance to be replaced.

The man behind the microphone finally came home again this past month in Rankin Inlet – and he must surely have marvelled at his posh new surroundings.

For years, the late Jose Kusugak was a staple of the local hockey scene in Rankin Inlet, spending countless hours in the -30 C comfort of the timekeeper's bench at ice level in Rankin's old arena to serve as the game's public address announcer, music provider and part-time comedic entertainer dur-

ing tournaments and play in the Rankin Inlet Senior Men's Hockey League.

And, this past month, a commemorative plaque was unveiled naming the broadcast booth at the new Rankin Inlet arena in his honour.

Jose's son, Pujjuut Kusugak, said his mom, Nellie Kusugak, gave Rankin rec co-ordinator David Clark the blessing to hang the plaque at the new arena.

He said his mom told Clark she was honoured by the dedication to her late husband.

"Right after that I let my sisters

know, and they were very happy and very, very thankful, as well," said Pujjuut.

"So a huge thank you to yourself, Darrell, for having it made – (Kivalliq News editor Darrell Greer was referee-in-chief for Hockey North at the time of Jose's passing and brought the idea to former branch president Gary Vivian and the executive board, which agreed to finance the plaque) – and to David (Clark) for putting it up at the booth in the new arena."

Pujjuut said the plaque definitely brings back a lot of memories.

He said he remembers the first

time his dad talked about starting to play music at the hockey games and went about finding out if there was a PA system at the old rink.

"He told me one night he went to the rink to test out the sound system, and was playing some hightempo music like rock and roll and then some slower stuff.

"He observed the players on the ice while he was doing this and he said you could, pretty much, put on the rock and roll and the game would pick up. Then you slow the music down and the pace of the game or scrimmage would slow down too.

"He said that was pretty funny to see, but it also gave him a chance to play loud music, which he absolutely loved doing, especially while he was getting to watch live hockey at the same time.

"He told me many, many times about how much he just loved watching hockey, and it didn't matter if it was senior men's, old-timers or the youngest kids, he loved it all.

"I hope the plaque helps add some character to the new arena and brings back a few happy memories to everyone who remembers the joy my dad had for doing it and his love for the game."

When it comes to a young child who engages in that trash, you punish the parents.

When we're young, we don't know anything. All we know is what our parents and supposedly responsible adults tell us. I recall the words of a softball umpire from Alberta I met at an umpires conference in Regina in 2010. We were talking about children – my eldest daughter was one year old then – and he said this: "Show me a bad kid and I'll show you bad parents."

Racism at a young age is learned. We don't come out of the womb uttering racial epithets. We say them because our parents or people who are supposed to be role models say them.

Kids think they're cool and because children are impressionable, they simply parrot what they hear. It's not right when the child says it but it's even worse when the supposedly responsible adult says it.

They're supposed to know better, right?

I've spent the last week or so trying to explain to my eldest daughter about what happened. She's old enough to know what's going on but still in that stage where she doesn't fully understand. I've done the

best I can to try and tell her why what Chauvin did was wrong and why it should never have happened. She knows it was wrong and she knows why people were angry. I just hope that one day, she will truly understand why it got to this point.

We've let this fester for far too long and now we've seen

what happens when the dam breaks. I truly hope George Floyd's family gets the justice they deserve. Same goes for Ahmaud Arbery, who was hunted down and murdered himself. Same goes for everyone else needlessly killed.

Kyra is a great athlete all around but she's most well-known for her hockey prowess.

She spent this past season with the St. Albert Slash girls program in Alberta, the same team which once counted Fort Smith's Kiah Vail among its ranks, and she would have been part of the Arctic Winter Games girls hockey team had it not been cancelled.

Remember when this happened? track and field Feature

Today was supposed to be the day when buses hit the highway to head to Hay River for the start of the NWT Track and Field Championships.

They aren't happening for reasons best known to us by

now but we thought it would be nice to go back into the vault and pick out some photos from last year's event. It was also supposed to be the end of the scholastic sports season in the NWT. Enjoy.
