Public feedback sought on proposed cannabis store Iqaluit A company called Nuna Cannabis Store Inc. is vying to be the first to open a physical location to sell cannabis in Nunavut – at 1501 Federal Road in Iqaluit.

It would be an enclosed store, where only adults over age 19 would be permitted to enter.

Between the hours of 11 a.m. and 10 p.m., store staff would be allowed to sell cannabis products and have "sensory display items" or "smell jars," as well as discuss product information with customers.

The GN is obligated to consult the community when an application is received to open a cannabis shop. Iqalummiut can send their comments, concerns and views about a cannabis store opening in Iqaluit to cannabis@ gov.nu.ca or call 867-975-5875. The deadline to submit feedback is Aug. 20 at 5 p.m.

The territorial government opened the application process for physical and online cannabis stores three weeks ago.

The Department of Finance website has more information on cannabis retail licensing in Nunavut.

Public health orders eased for in-territory resource workers NWT NWT residents who work at sites in the mineral and petroleum resource industry can now enjoy the same relaxed restrictions under Phase Two of Emerging Wisely as other residents when they return to their homes.

The initial health order issued in April set out several safety measures specific to resource sector workers when the territory was in the containment phase of its Covid-19 protection strategy.

Until this week it was recommended resource sector workers use food delivery services or online shopping, exercise at home or outside away from others and follow a health self-monitoring plan for 14 days upon returning home. Now resource workers are free to shop at grocery stores, dine at restaurants and attend gyms.

The restrictions for returning to their work sites still apply. These include limiting workers to only the minimum required to maintain operations and regular health screenings and temperature checks.

GN makes Iqaluit Beer and Wine Store permanent Iqaluit The Iqaluit Beer and Wine Store has graduated from pilot project to permanent fixture.

The Government of Nunavut (GN) announced today that the three-year trial period has demonstrated more good than harm, so the retail alcohol location will continue to operate indefinitely.

In a news release, Finance Minister George Hickes cited a 2020 survey through the Nunavut Liquor and Cannabis Commission (NULC) which found that 75 per cent of respondents support keeping the store open.

"The decision to keep the store open permanently allows us to continue moving towards long-term harm reduction," Hickes said.

As well, revenue from the Iqauit Beer and Wine Store has helped enable the NULC to spend approximately $500,000 per year on social responsibility programs and campaigns, the GN stated.

Medical travel to Churchill also begins without need for isolation

Cab companies can now pick up passengers from different households in Nunavut, as the territorial government continues to ease Covid19 restrictions.

Starting June 22, passengers may ride together under three conditions: • All passengers must wear a mask if there are multiple fares.

• Cab drivers must have masks available for riders if needed.

• Taxi drivers must get the consent from passengers before picking up multiple fares.

"Any passenger who is picked up and all subsequent fares on that ride must indicate that they are OK with riding in a shared cab with others," explained Dr. Michael Patterson, during a June 22 press conference.

"I think there will be some drivers who try to skirt the rules as there always is with every law and regulation," said Patterson.

Taxi drivers who do not comply with the orders may face fines, he added.

"We'll emphasize education over enforce-

ment for the first little while."

Patterson said he is confident the majority of drivers will comply with his order.

"They are residents, they are Nunavummiut, they want to keep everybody safe and they did a pretty good job of staying away from ride sharing in the past three months," said Patterson.

There is no set limit to how many differenthousehold passengers may share a ride, passengers have the option still to not share their ride with others.

Since the declaration of a public health emergency in March due to Covid-19, cab companies have been limited to one-person fares per pick up.

Medical travel resumes to Churchill Patterson also announced that regular medical travel to Churchill, Manitoba is resuming and medical travellers do not have to self-isolate before returning to Nunavut.

Churchill has not had a single confirmed case of Covid-19 since the onset of the pandemic, explained the doctor.

"We have determined that the risk of resuming medical travel operations to Churchill is

minimal and is greatly outweighed by the benefits of ensuring that Nunavummiut have access to the care that they need," said Patterson.

The doctor explained most of the travel to Churchill is from the Kivalliq region and presently for dental travel. He also said in this case it did not make sense to require medical travellers to isolate.

All medical travellers are required to remain in Churchill for the duration of their stay and return directly to Nunavut.

Those who leave Churchill would "actually will increase the risk of problems," said Patterson.

In order to board the plane back to the territory, all medical travellers will need to show a letter of approval to travel from Nunavut's Department of Health.

Other Updates All restaurants, bars, personal service providers, churches and theatres in Nunavut can reopen today.

There are still no Covid-19 cases in Nunavut. Presently, there are 139 people under investigation for Covid-19.

Fort Providence leaders slam MLA's statements on fund 'They don't want to hold anybody accountable for anything'

Leaders from Fort Providence have spoken out against comments made by Deh Cho MLA Ronald Bonnetrouge, who implied in late May that a company serving the community is unaccountable in how it spends $200,000 every year.

The MLA said in the Legislative Assembly on May 28 that members of the Deh Gah Bridge committee, based in Fort Providence, operate as a "secretive group" who ignored his inquiries about administrative and financial matters.

"I have asked the band councils and that if these boards are accountable to them and if they see reports, and they don't seem to want to do that. They don't want to hold anybody

accountable for anything," Bonnetrouge said.

The MLA raised the issue while discussing the Deh Cho Bridge Opportunities Grant, a program based on an agreement between the GNWT and Fort Providence that provides $200,000 per year to groups in the community. The program was developed after the dissolution of the Deh Cho Bridge Corporation 10 years ago. It is also known as the Community Opportunities and Involvement Agreement.

Bonnetrouge said he wasn't sure how the $200,000 was being spent on a yearly basis and how it helped create employment in Fort Providence. He asked Infrastructure Minister Katrina Nokleby if she could write a letter to the Deh Gah Bridge committee to "initiate discussions leading up to any changes that we can see." Nokleby responded that she would

look into providing as much information as she could about how those funds are being spent.

But in a joint news release issued by the Fort Providence Métis Council and Deh Gáh Got'ie First Nation earlier this month, the groups said they disagreed with Bonnetrouge's statements, calling them irresponsible and saying they put at risk upcoming talks with the GNWT over the Community Opportunities and Involvement Agreement.

"The Deh Gah Bridge Ltd. management of the Opportunities Grant is well-received by the community. All members have access to information, and they are aware that their concerns can be expressed by contacting our office," the release stated.

News/North has reached out to the leadership of both groups and MLA Bonnetrouge for more details and is awaiting a response.

Keep 'staycation' receipts for taxes, experts advise 'A lot of us think that you have to fly somewhere for it to qualify as a deduction'

With many Northerners forced to plan "staycations," or vacations close to home, next year should be a little unusual when it comes to filing personal income taxes.

Each member of a household can claim up to two trips per on a northern resident deduction, provided you have the Box 32 travel document information for your T4 slip.

Andy Wong, a longtime tax consultant in Yellowknife, said

the main thing to remember when filing next year is that, from a tax perspective, there's no difference between a staycation trip and a vacation in Mexico.

"You can claim expenses for a trip, but a trip is not directionally defined – not north, south, east or west. There is also no distance attached.

"This is totally obscure because a lot of us think that you have to fly somewhere for it to qualify as a deduction."

While camping trips and boating trips are common in the North, residents may not be accustomed to claiming any portion

of them on taxes.

"I think from a tax filing situation there will be more challenges next year in dealing with clients just because the simplest trips (to file) are with the use of airline itineraries," said Wong.

"Anything else requires a lot of digging around or back and forth between the tax agent and the client, and they might not have all of their information fully supported."

For this reason, it's a good idea to keep on hand a record of expenses for things like meals, travel, insurance, fuel, repairs or depreciation costs, photographs of your final destination and any other supportive documentation to prove the trip you're taking.

Wong said "a trip" could mean a one week camping trip to Fred Henne Territorial Park. With a family of four and six nights of camping, this would equal 72 meals. This is on top of camping fees and travelling several kilometres to that destination.

David Lucas, general manager of H&R Block Yellowknife, agrees.

"I have claimed it on my own tax receipt after we went to Fred Henne in the past," he said. "We kept track of expenses for camping and had it audited and it worked out fine. It is important to keep gas receipts detailed when you are going out and Please see Taking, page 11

'Pretty hard to quantify' the benefits of the travel bubble, says Hickes Travel hub to have minimal tourism effect, says tourism operator

The Government of Nunavut (GN) is hoping the travel bubble between Nunavut and the Northwest Territories (NWT) will provide both economic and social advantages for Nunavummiut.

Besides trade, Finance Minister George Hickes said he hopes tourism opportunities will open up for both territories.

Although it is "pretty hard to quantify" the benefits of the travel bubble presently, Hickes said he has heard some "very positive feedback" from people.

"People may be cancelling their summer holidays to go south, but they're able to come here and visit family," said the minister.

Arviat North-Whale Cove MLA John Main agrees the travel bubble is a good idea, but it will not necessarily benefit all regions within Nunavut equally.

He believes residents of Kitikmeot region specifically may benefit from the travel bubble, but it is less of

an attraction for those in the Kivalliq region.

Although some families connections may be made easier with the bubble, it is the cost of travel for Kivalliq residents that is "the biggest" issue, explained Main.

"I expect there won't be a ton of travel to or from the NWT due to the cost of plane tickets," he said.

"If travel costs were lower or significant discounts were on offer, I could see higher numbers of travellers to and from the NWT using the bubble."

The cost of flights is also a concern for Mark Lewandoski, the general manager of Arctic Bay Adventures, who lives in the Qikiqtaaluk region.

"The cost of flights in and out of Arctic Bay to NWT are basically way over the reach of the majority of the community members," said Lewandoski.

"Costs in the thousands of dollars makes this travel opening moot for our community members going out."

According to Lewandoski the travel bubble "does not

do much" for Arctic Bay. "(The) only positive thing I can think of is some professional services can come into town ... if this is arranged via NWT only," he said.

However, based on his experience, Lewandoski said he is uncertain how many professionals would travel to Arctic Bay from NWT since most of the traffic usually comes from eastern Canada and Ottawa.

Lewandoski said the travel bubble has "zero impacts" on his arctic adventure tourism business.

"We may see a little blip of activity but on a scale of one to 10, with 10 being the best, I would say it would rank the travel bubble importance/ effectiveness for economy as a one or one-and-a-half."

Main believes there is "significant potential for tourism" in his constituency, but it is yet to be developed.

Coppermine River breakup 'weak and low,' Elder says Senior Kugluktuk residents recall days when waterway roared 'like thunder'

The Coppermine River, stretching across the North Slave Region in the Northwest Territory and into the Kitikmeot Region of Nunavut, is shedding its winter sea ice during annual breakup season.

Taking place over the June 20 weekend, crowds sporadically gathered to watch ice floes move North to the mouth of the river near the Hamlet of Kugluktuk at Coronation Gulf.

Kugluktuk Elders, however, are noticing the conditions of the breakup are not quite what they used to be.

Elders Mark and Martha Taletok remember when things were different.

Mark was born and raised at Contwoyto Lake and moved to Kugluktuk, formerly Coppermine, in 1988.

"We were inland people and my family made our move," he said.

"The river provided an abundance of fish for our community and the water was as clear as glass, it was so clean."

But now Mark says the waters, where many collect crystal ice for

tea, is weaker.

"We watch the breakup every year and the changes are noticeable, the river is weak and low. Everyone sees the changes. I wish it were the same but we can't go back," said Mark.

"The winters were cold and we had snow, lots of snow, river breakup back in the days were so much more stronger than they are now, the water levels were high because of the amount of snow we had. The river was powerful, very powerful.

We are old and we relax, still always looking forward to watching the spring breakup of the river. I cherish my memories, all my memories," he said.

Doris Elatiak, born and raised in Kugluktuk, recalls when she was a young girl during river breakup.

"It was an exciting time for us, we would get together as a family and watch the roaring ice come down the river," she said.

"My parents, along with others, would set up tent across the river on the island and wait for breakup to happen. The river sounded like thunder and it was loud, ice would pile up along the river banks and on top of each other as they get pushed down the river. Today it is not so any more, too many changes.

"I was so happy as it was a time to prepare the fishing nets to harvest fresh fish and the driftwood and logs we would collect as much as we could, it would gather all along the shores even out towards the islands."

Despite changes in recent decades the people of Kugluktuk continue the traditions of spring and summer harvesting, preparing their gill nets for the char run, the making of fresh piffi (dry fish), gathering the clear crystal ice that is collected for tea and the collecting of driftwood for firewood.

Hay River anti-racism rally planned for July 4 news

Organizers want to show solidarity with black, Indigenous and people of colour

An anti-racism rally and march is being planned for Hay River.

According to organizers, the July 4 event – part of a worldwide denunciation of racism – will show solidarity with black, Indigenous and people of colour communities.

The driving forces behind the rally and march are Vigne Sridharan and Daniella Boronka, two friends who arrived in Hay River in January from Kitchener, Ont. "We just thought we'd put something together and see what kind of support we got," said Sridharan, "and it's been overwhelming."

She said one of the goals is to make Hay River residents feel like they can also be part of the collective global voice against racism.

Sridharan and Boronka used Facebook to propose the idea of a rally and march and a key group of community residents reached out to say they would help.

"And from there, we put it out to the community and we've got about 80 people that said they're either going or are interested," said Sridharan. "And we thought it was going to be just the two of us on the side of the street with signs. It's really nice to see that people support something like this."

The recent worldwide demonstrations

against racism were sparked by the killing of George Floyd, an African-American man who died on May 25 at the hands of Minneapolis police.

The Hay River demonstration is in response to that and racism in Canada.

"It's definitely been a long time coming for this kind of anti-racism change," said Boronka.

"So we decided that we should do a rally because we haven't heard of anyone else organizing it. And we heard Fort Smith and Yellowknife had done one, so it really just encouraged us to get our community together."

The rally will start outside the Hay River Community Centre and participants will march around a downtown block before returning to the community centre for speeches.

They plan to have a petition ready.

"We're hoping that the rally gets the conversation going and those petitions can then be taken forward to the members of government and influential people who can take action on that," said Sridharan.

The rally and march will be socially distanced and people will be strongly encouraged to wear facemasks against the threat of the coronavirus.

Sridharan said the fact that the event is taking place on July 4 – American Independence Day – is just a coincidence.

how much mileage when you are driving back and forth.

"A lot of people think you have to fly to Edmonton to claim the trips."

In other trip situations, it may get much more complicated, particularly if people are travelling by boat or by snowmobile.

"If a family had taken one snowmobile out for two weeks on the land, the family could claim the meals plus the costs of operating the snow machine," Wong said.

"I don't just mean the gas. I mean the repairs incurred, the depreciation on the vehicle, which could be substantial. The fact is every snow machine when you pull it out every year you have to fix something."

The situation would be similar with a boat, which is applicable to many northern residents who live near a river or close to a lake, Wong added.

"If you have a family of four and are out on lake for two weeks and that is the only time you used a boat, you can claim the operating costs for the entire year because that would be the only use for it," he explained.

Lucas agreed that while this is possible, it would be a highly complicated endeavour if people used the vessel for other travel as well.

Based on his experience with clients, most people wouldn't keep the required level of detailed records for filing because it would mean they would have to verify how that

particular vehicle was being used for that one particular trip.

"To claim vehicle expenses like maintenance you have to detail all maintenance for the entire year and then you have to detail in a log how many kilometres you have used the vehicle for personal use versus that trip," he explained. "Then you prorate expenses to that amount.

Most people never keep that level of detail logged and if they try to claim it, they are usually disallowed."

Taking photographs Wong said photographs of a destination are helpful in having documentary evidence of travel.

"I think the important thing when people go on a trip and want to file a tax claim, it is good to have a photograph of the destination," he said. "So if you're going on a lake or an island, it might be hard to prove the destination but if you have a photograph you have some proof.

"I think the Canada Revenue Agency is trying to make (filing taxes) work and so you just have to give them something credible."

Lucas said that he's less inclined to think that photographs can be of a lot of use in this way, however, he thinks it's a good idea to take photos of receipts for backup.

"I recommend that if there are problems of keeping track of receipts when travelling, just taking photos of receipts can help because it will show the location and time of where you are and the things you've purchased," he said.

A pair of unusual birds had bills flapping all over Kugluktuk on June 23.

Members of a community cleanup crew approximately three kilometres from town laid eyes on a couple of American white pelicans.

Lashawna Taipana managed to snap a few pictures of the grand specimens.

"A young boy spotted them just after 3 p.m.

(June 23). He said, 'Hooo, look at those big kugyuks (swans). So as we got closer to look, we all noticed they were not swans. We knew they were something else," Taipana said.

While swans are common in Kugluktuk in the late spring and summer, pelicans definitely are not.

A website called eBird, where the public can submit observations of various species, shows the previous northernmost recorded sighting of American white pelicans in Canada occurred in Norman Wells, NWT. Amanda Dumond, manager of the Kugluktuk Hunters and Trappers Organization was fascinated by the curious presence of the birds, as were many residents.

"Everybody's talking about it," she said, chuckling. "It's strange for them to be here."

However, Dumond noted that some other birds and insects have shown up around Kugluktuk over the past few years that are also beyond their conventional range. One example would be the northern shrike, much smaller fowl than a pelican.

She added that a remarkable experience in 2019 should prepare her for almost any possibility when it comes to wildlife.

"You know, I told somebody this morning on the phone that after the shark last year, nothing could be surprising," she said of a 1.8-metre salmon shark that John Kapakatoak pulled from his seal nets near Kugluktuk last September.

Summers can be warm in the Kitikmeot and Dumond said a hunter and elder she spoke to suggested that climate change is a major factor in the abnormal migratory patterns.

"He said animals are changing and we have to be prepared for that," said Dumond.

According to Birds of the World, a resource available through Cornell University in Ithaca, New York, stray American white pelicans have been seen as far north as Alaska in the U.S.

Periodically over the last few weeks, the skies over Inuvik have roared with the supersonic engines of several CF-18 Hornets.

Temporally stationed at Mike Zubko Airport along with two C-130 Hercules transport craft, the Royal Canadian Air Force planes have been busy throughout the month of June.

News/North reached out to RCAF Command as well as to CFB 4-Wing in Cold Lake, Alta. – which normally monitors the airspace over Inuvik – for an explanation of what the aerial exercises are for, but had not received a response as of press time.

However, a U.S. Pacific Air Forces press release dated June 15 by Staff Sgt. Mikaley Kline explained the Canadian planes are part of a joint-intercept training mission to assert North American authority over Arctic airspace.

Also joining the CF-18 Hornets and C-130 Hercules are American B-52 Bombers and F-22 Raptors from Eielson Air Force Base in Alaska.

"Eielson's unique location 'on top of the world' makes us an ideal site for rapidly projecting airpower anywhere in the northern hemisphere," said Col. Shawn Anger of the U.S. Air Force. "We're eager to share our strategic location with the bomber task force while our fighter wing airmen work alongside them."

No explanation for the

decision to conduct exercises at this time has been given nor has there been any confirmation the activity at Inuvik Airport is connected to the exercises. However, in recent months several reports of Russian planes testing North American detection capabilities have surfaced.

In January, the North American Aerospace Defence Command (NORAD) reported two Russian Tu-160 Blackjack bombers had approached Can-

adian Airspace.

Then, in March the U.S. Navy released footage of two Russian Tu-142 Bear maritime patrol planes flying near the coast of Alaska. The ships were tracked by an American submarine and escorted through airspace without incident.

Occurrences involving Russian planes have been popping up over the last few years. In 2019, a leaked report suggested Canadian and American offi-

cials agreed to a framework to overhaul NORAD to be effective in the modern theatre.

However, no official confirmation of that has been given by the Ministry of Defence.

Upgrades will not be cheap, however. Costs to replace the Cold-War era North Warning System are pegged at $11 billion alone.

No details of what a reworked NORAD would look like or be capable of have been released.

Take advantage of travel bubble before it pops Northern News Services

Tourists or no tourists, that is the question the Government of the Northwest Territories took some time to properly to answer.

Normally, the status of tourism in the neighbouring territory would be trivial for most but since the Government of Nunavut has agreed to a restriction-free travel bubble between the territories, it is important to clear things up.

With the onset of the Covid-19 pandemic, health officials in the NWT closed the borders and turned away anyone who wasn't an essential worker.

Then, fearing a travel ban would prompt Charter of Rights and Freedoms challenges, Premier Caroline Cochrane went on live TV with CBC's Rosemary Barton on June 8 and welcomed tourists from other provinces "as long as they completed 14 days of isolation."

Queue confused and panicked government communications staff trying to make sense of this.

Cochrane later apologized for the confusion while her chief public health officer clarified that as of June 12, once again, leisure travel

will not be permitted in the NWT, with the exception of those coming from Nunavut.

This has likely sparked confusion so it will be important for doubting Nunavummiut to remember that despite recent media gaffes, the NWT will be a safe place to visit and there shouldn't be a wave of Covid entering from the west. There hasn't been a case of Covid there for eight weeks.

If there has ever been a time to go shopping or see family and friends living in the NWT, it's now.

On the heels of the travel bubble also came news that medical travel will now be permitted into Churchill, Man., from the North.

This will present a new set of challenges for Nunavummiut from the Kivalliq or elsewhere who will go south for treatment. Manitoba is currently opening up to travel with western provinces and parts of

Ontario in phase three of their plan in an attempt to get an up-tick in travel and tourism, even to Churchill.

It will be important that travellers keep to themselves or interact with people cautiously because even though it is increasingly improbable, bringing Covid into Nunavut is not yet impossible.

Nunavummiut have something to be proud of. The prudent actions taken by the government and the sacrifices of residents has kept the pandemic from the shores of Nunavut entirely, but Canada cannot stay closed forever.

Reopening needs to happen for a lot of reasons, whether it's stopping the national deficit from growing, preventing supply-chains from breaking or allowing Canadians to keep their sanity.

Although the road to reopening has been, and likely will continue to be, full of speed bumps, the greatest challenge for chief public health officer Michael Patterson and the rest of the health department lays ahead: calling workers back into the territory and planning for the reopening of schools and government offices.

Stopping suicide needs Covid effort, Nunavummiut organizing rally say Peaceful protest aims to send message to push for more mental health support

Some Nunavummiut are calling on the territorial government to pour equivalent resources into Nunavut's suicide epidemic as they have put towards Covid-19.

To raise awareness, Alanna Copland organized peaceful protests across Nunavut communities June 19. She also collected names of those who have lost their lives to suicide as a memorial to them – she had identified close to 30 individuals by mid-last week. The plan was to leave the memorial at the legislative assembly as a powerful symbol to influence elected officials.

"It is meant to be a impactful statement to the GN to push for more mental health resources in the territory," said Copland, who hails from Arviat but currently lives in Iqaluit. "I want the governments to make mental health a priority in Nunavut."

Copland said she hears "constant" stories from people who are discouraged by the lack of mental health resources in the territory.

Some of the needed steps government should take, she said, would include supporting short-term and longterm plans crafted by organiz-

ations that aid in mental health and making them available to all Nunavummiut; preventing high burnout and turnover rates by bolstering front-line workers; and bringing back mental health programs in the territory that employ local workers and eliminate cultural and language barriers.

The GN, federal government and Nunavut Tunngavik have agreed to collaborate on an addictions and trauma recovery centre, to be based in Iqaluit, but that facility isn't expected to be built for at least a few years.

"People are still being sent out of the territory because we don't have any facilities in Nunavut. Hasn't our people being removed from their homes for residential schools and TB sanatorium taught us anything?

"Nunavummiut should be able to heal at home, in their home territory," Copland stated.

Nunavut member of Parliament Mumilaaq Qaqqaq helped spread word online of the June 19 marches in advance of the events.

"Access to mental health services are truly a matter of life or death in Nunavut and we should be treating it that way," Qaqqaq stated.

"Grassroots and com-

munity-led initiatives are the best way for Nunavummiut to express their desire for change. After decades of being told that there wasn't enough money to adequately support mental health services, Covid-19 is a good reminder of how quickly we can act given the political will. I look forward to continuing to support initiatives like Ms. Copland's mental health marches."

Copland credited Tiana Gordon for inspiring her by holding a suicide-awareness demonstration in Rankin Inlet on June 18.

"Too many people are leaving and gone already ... it hurts to see and know people go this way," Gordon said.

"The Government of Nunavut needs to take the same steps they've been treating his coronavirus pandemic, the same way they spend money on beer and wine stores, ways to help our economy.

"They have the audacity to spend money this way, knowing all people are affected by suicide. There is not one person I know born and raised in Nunavut that is not affected.

"Shame on our Government of Nunavut for not taking this seriously. We have the highest suicide rate Canada and second in the world ... I am only 23 years old and here I am begging and asking for mental help services. What kind of reality is this?"

In a statement to Nunavut News, the Department of Health indicated that it "considers all matters related to public or individual health to be of equal importance, regardless of whether the risk is Covid-19, mental health or suicide."

Spurred by the high rates of suicide, the GN established the Quality of Life Secretariat in 2015, to co-ordinate the implementation of the Nunavut Suicide Prevention

Strategy. The secretariat has distributed $3.5 million in funding during this fiscal year for various suicide-prevention initiatives.

The territorial government also stated that it has "a strong mental health and addictions program in place that is continuously being enhanced."

That program continues to provide front-line mental health services through community health centres and mental health support at the local, regional and territorial level, according to the department.

Out-of-territory addictions or mental health treatment can also be arranged.

The department's statement also noted that the National Inuit Committee on Health identified 11 social determinants of health that are critical to reduce the risk of suicide – mental wellness and availability of health service are only two of them.

Others include food security, housing, education and safety and security.

"To that end, it is the collective accountability of all organizations, communities, families and individuals to reduce stigma associated with mental health, encourage education and understanding and recognize potential warning signs and symptoms of mental health distress," the department stated.

"The Department of Health will continue to work to implement the Inuusivut Anninaqtuq Action Plan by providing funding and support for community-based suicide prevention initiatives, collaborating with the wide range of stakeholder groups and organizations responsible for reducing the risk of suicide in Nunavut and providing clinical and culturally appropriate counselling support and mental health services to Nunavummiut in need."

How the dark doctrine of 'public interest' delays, diminishes, derails Dene land claims Northern News Services

A telling revelation leapt out in the bear pit in the recent sitting of the Legislative Assembly of the NWT. Frame Lake MLA Kevin O'Reilly, who likes to praise before he pounces, applauded the recent indefinite subsurface land withdrawal (no mines or resource development allowed) for the Edéhzhíe Protected Area in Dehcho.

According to Premier Cochrane "this park was taken off the table as kind of a negotiating thing, was my understanding.

I didn't feel that was fair, so they (Dehcho First Nation) asked me to put it back on, and I agreed." The end goal is a 14,200 square kilometre National Wildlife Area which now needs the completion of a Dehcho land use plan. Go here to see the status of NWT land use plans.

Then O'Reilly went on to ask Cochrane why the Dehcho Land Use Plan has been "in development for 19, count them, 19 years," and why doesn't the GNWT get out of the way of the First Nations doing what they want with their land?

Cochrane replied that while she couldn't be held responsible for the last 19 years of foot dragging, she wants to repair the broken relationship with the Dehcho, but could only go so far.

Land claims negotiations are essentially rejigging flawed treaty agreements signed almost a century ago. The federal government is at the table and has decided for legal purposes to return portions of land improperly seized from Indigenous governments. Across the table, we have the Indigenous governments trying to regain those lands illegally seized. Also at the table sits the GNWT, defending the 'public interest.'

Unsettled land claims hold up economic development (hurting Indigenous and non-Indigenous business, especially mining), stifle self government development, threaten the languages and the culture of the people who can't regain their land in this time of reconciliation. How is that in the 'public interest'?

Historically, the 'public interest' has been interpreted by the GNWT as maintaining regulatory control over as much land and as many people as possible, using the colonial cloned federal government as a role model.

So while Premier Cochrane can't change history, she can change course. She must tell her staff it's in the public interest

to resolve land claims as speedily as possible. And the best way to do that is to stand down from the adversarial approach and instead provide administrative support for the Indigenous governments negotiating with the feds – a united Northern front.

The stronger the Indigenous governments, the greater the resources under their control, the better they will be able to foster a healthy, housed, educated population to contribute to the quality of life for all Northerners in the NWT. That's in the public interest, goals the GNWT has failed to achieve for over 50 years.

Once the land is returned, there can be a partnership of the territorial and Indigenous bureaucracies. The Indigenous governments have the land base and cultural mandate, the GNWT has the money and knowledgeable, experienced staff to help

deliver essential services and create centres of excellence such as Stanton regional hospital for health, Aurora College for training and education, community-based networks for social services, mental health hubs and culturally oriented schools.

There will be much resistance to change but Cochrane has the indisputable argument that too little has been accomplished, too much money wasted frustrating the aspirations of our Indigenous governments.

Success can only be found in a new approach, altering the notion it's in the public interest to either block land claims or drive the hardest bargain possible regardless of the lack of progress. That is how land use plans can stretch out for 19 years, and longer.

Sealift companies prepare to ward off Covid Numerous measures put in place to avoid transmission of coronavirus

Many measures will be introduced to reduce risks associated with Covid-19 as sealift deliveries are made over the coming months.

Representatives with sealift companies NSSI and NEAS said customers won't pay higher prices because of the coronavirus precautions. They also acknowledged that there's potential for a small reduction in the overall volume shipped this year because some construction projects have been delayed or cancelled due to Covid-19.

Both companies sail out of Quebec, where, as of June 23 there were more than 54,884 confirmed cases of Covid-19 and 5,424 deaths from the virus.

NSSI's crews will self-isolate for 14 days prior to departing; they will have their temperature taken daily; they will be enforcing social distancing; and regular cleaning and disinfecting will take place aboard the vessels, said David Rivest, general

manager of NSSI. "First and foremost, whenever we look at the operation we look at how do we protect the communities, how do we protect our personnel?" said Rivest, who noted that the Government of Nunavut, Transport Canada and the Canadian Coast Guard have all reviewed NSSI's plans.

However, spokespersons for NNSI and NEAS deferred to the GN when asked what will happen if any crew members are diagnosed with Covid while on a voyage, other than to state that the crew members would be isolated.

Generally, Transport Canada has jurisdiction over vessels while they're at sea and the GN's rules are imposed at the point of land contact, said Michael Patterson, Nunavut's chief public health officer.

Patterson has the authority to weigh the severity of any outbreak of Covid-19 aboard a vessel and the best course of action in regards to contact with communities. Cargo ships' access to Nunavut communities can be limited, as necessary,

or clearance can be given for a crew member to be airlifted from a community for medical treatment.

"If an individual with Covid-19 required a medevac, then precautions would be taken to minimize the risk of viral transmission during the individual's transportation," Patterson stated.

Stay away from docking areas When the cargo ships arrive at communities, residents will be asked to stay away from the docking area, not just to reduce the chance of transmitting the virus but because there's always a risk when heavy equipment is offloading cargo on the beach, Rivest explained.

The vessels will have all the daily essentials the crews need on board so "there will be no need for (staff) to go to town," Rivest said, adding that an exception would be to deliver cargo to a specified location in the community, but the heavy equipment operators would remain inside the vehicles.

The NSSI cargo ship Taiga Desgagnes will be one of three vessels that the company will dispatch to Nunavut this sealift season. Many steps are being taken to minimize the chances of spreading Covid-19 as resupply takes place in the territory.

nated for communication and transfer of cargo with local residents but it will take place in an office with Plexiglass separating the parties, said Rivest.

"It's very meticulous," he said.

Suzanne Paquin, president and CEO with NEAS, said there has been plenty of ongoing communication with federal, territorial and municipal authorities since late March to sort out Covid-19 measures.

"We're working very hard with everyone to make sure everything goes as smooth as possible with these new procedures that we have," she said. "We want to keep

everyone safe."

NEAS, which has five vessels serving Nunavut, won't permit staff to take shore leave in Nunavut communities. The company is also promoting a "touch-free cargo pick-up service" involving a "buffer container" that will cut back on the amount of contact when customers receive their cargo.

Because of the extra precautions, offloading cargo may take a little more time this year, Paquin admitted.

"Going to the grocery store takes longer, everything takes longer," she said. "It's a whole new world out there."

Coast Guard to limit interaction due to Covid

Like the sealift companies, the Canadian Coast Guard is planning to keep interaction with Nunavummiut to a bare minimum due to the threat of Covid-19.

The Coast Guard has cancelled all non-essential activities such as community visits, exercises, open houses and tours of Coast Guard ships for the summer season. Nunavut-based Coast Guard operations comprise of Marine Communications and Traffic Services in Iqaluit and the inshore rescue boat station in Rankin Inlet. The latter went into service for 2020 as of June 17 while the Arctic ice-breaking season spans June 22 into September.

The crews staffing the Rankin Inlet inshore rescue boat station – comprising Indigenous post-secondary students trained by Coast Guard – self-isolated for 14 days in Winnipeg prior to heading north for duty. The Coast Guard has also committed to daily health monitoring including temperature checks for Rankin Inlet staff.

Ships' crew members who will be departing from Quebec City for the Arctic will be tested for Covid-19 first. On board the icebreakers, there will be enhanced sanitization – cleaning every two hours – and crew members will practise social distancing. For example, meals will be eaten in staggered shifts rather than all at the same time.

Masks, gloves, suits and other personal protective equipment will be kept on board and there will be medical staff travelling with the crew.

If any crew members developed Covid-19, they would be isolated to protect the other crew, said Neil O'Rourke, assistant commissioner, Arctic region.

Chris Henderson, the Coast Guard's deputy commissioner of operations, added, "To re-emphasize, the Coast Guard has had no cases of Covid and we have maintained our operational posture uninterrupted since the pandemic began. So since mid-March we've been operating safely and securely with the health and safety of our crews at the top of our minds. This is really a question of a vital mission, which is Arctic resupply and we need to ensure the integrity of that mission."

Iqaluit’s Day Camp to run outdoors this summer Iqaluit This year Iqaluit’s Qaumaniq Day Camp will be run differently due to Covid-19. It will be held outdoors only with access to washrooms and store their belongings inside the Arctic Winter Games Arena.

The day camp will have both a morning and afternoon program. Children are permitted to register for either of these programs. The morning program is scheduled from 8:00 a.m. to 12:00 p.m., while the afternoon program will run from 1:00 p.m. to 5:00 p.m.

Participants cannot enroll in both the morning and afternoon programs. There will be a maximum of 20 children between the ages of six to 12 in each group. Qaumaniq Day Camp will run Monday to Friday.

There is a registration fees of $25 per week on a half-day program. Parents are encouraged to register their children for one-week blocks throughout the summer.

Indigenous Day barbecue to be held at later date in Rankin Rankin Inlet Organizers of the annual national Indigenous Day barbecue in Rankin Inlet are taking a wait-and-see approach as to when they’ll be able to host the event this year, but host it they will in one form or another said Kissarvik’s general manager.

“We certainly want to do it but we just weren’t able to do it on the day we traditionally host it on June 21 because of the Covid19 restrictions currently in place,” said Walter Morey.

The Kissarvik Co-op and the Rankin Inlet detachment of the RCMP have partnered to host the national Indigenous Day barbecue for more than a decade.

Morey said funding for the event has all been approved by the Government of Canada to celebrate the day.

He said the Co-op’s partner in the event, the RCMP, who chip

in to host the barbecue, are also not prepared to do anything as long as the current Covid-19 restrictions remain in place.

Boil water advisory issued for Iglulik Iglulik Residents of Iglulik are advised to boil their water for a full minute due to cloudy water from high turbidity.

The Department of Health states that it’s essential that all water be boiled for the following uses: drinking, preparing infant formulas, preparing juices and ice cubes, washing fruits and vegetables, cooking and the brushing of teeth.

Water can be boiled either in a pot or kettle on a stove or an electric kettle without an automatic shut-off, according to the Department of Health.

Library access expands Thebacha/Fort Smith The Mary Kaeser Library in Fort Smith is now open under its phase two conditions.

People are now able to use computers and print/fax documents within the building itself as of June 23 but only by appointment. Appointments are from 4 p.m. to 7 p.m. Monday to Friday and 2 p.m. to 5 p.m. on Saturdays with access for those 16 years of age and up only; no children will be allowed in. Each appointment will be for up to 30 minutes at a time.

Masks must be worn at all times and anyone who uses a computer must sanitize before they begin use.

Fitness centre goes all week Lli Goline/Norman Wells Phase two of the re-opening plan in Norman Wells means extended hours for the fitness centre.

As of June 23, the centre will be open Monday through Friday for four hours at a time: Mondays and Fridays from 5 p.m. to 9 p.m., Tuesdays and Thursdays from 8 a.m to 12 p.m. and Wednesdays from 1 p.m. to 5 p.m.

Five people at a time remains the limit and it's on a first-

come, first-served basis with a recommended time limit of one hour.

Another run about to end Thebacha/Fort Smith The recreation department in Fort Smith is about to finish off another virtual run/walk in the town.

The month of June saw people challenged to walk of run from Pine Lake to the town itself, a distance of 64-km. Broken down per day in June, it averaged out to be 2.1-km per day and tomorrow, June 30, is the final day.

Back to normal Liidlii Kue/Fort Simpson The fitness centre in Fort Simpson is back to its regular operations.

June 27 saw the centre return to a 24-hour operating schedule after being on a partial schedule due to Covid-19 regulations.

People who want to use the centre will need a key fob in order to get in and that can be obtained by visiting the village office. Anyone with a fob already can get it re-activated at the office.

Round up the cyclists Liidlii Kue/Fort Simpson The Liidlii Kue First Nation (LKFN) is giving youth a chance to win a new bike. All they have to do is show how well they can ride one.

The LKFN has an ongoing bike rodeo, which began on June 24, and it includes a family and youth ride from 4 p.m. to 5:30 p.m. each Monday and Wednesday. Cyclists will be asked to complete a list of eight things that need to be done while riding a bike and if they do, they will receive a prize and be entered into the draw for the new bike.

Officers from Fort Simpson RCMP will also be handing out vouchers for slushes to those who are riding safely.

'Intimidating but always professional' Craig Hockridge, longtime hockey official, remembered

Officials in any sport have the toughest job of anyone in the game.

They're the ones who end up on the receiving end of all the complaints, yelling and sometimes abuse that come with the job.

But more often than not, there's the mutual respect that comes with the position.

That's how Craig Hockridge is being remembered by someone who knew him better than most.

Hockridge was a fixture of hockey tournaments in Yellowknife – and the North – for many years but he won't be any longer.

He died on June 17 in Edmonton after suffering a massive stroke and never recovering from it.

His death brought out plenty of emotion from the hockey community, including from Darrell Greer, the former referee-in-chief (RIC) of Hockey North.

"I was in disbelief when I found out," said Greer. "It was a mixture of sadness and anger that once again, someone so good was taken from us much too soon."

Hockridge took over as the RIC after Greer stepped down in 2016 and Greer said the first thing Hockridge did was tell him that he was going to run for the position.

"He did me the courtesy of telling me beforehand and that was something I always appreciated," he said.

Greer said the first time he met Hockridge was in 2008 during the Arctic Winter Games in Yellowknife, where Greer was serving as the officials' supervisor.

That's when he first saw how good Hockridge was.

"He had a presence out on the ice," he said. "He was a big guy and if you didn't know him, he was intimidating but always professional. He would never argue with a player – he would simply point to the penalty box and skate away.

He earned a great deal of respect among the players and fans for the way he handled a game."

Hockridge would make the trip to the Kivalliq region to work tournaments – Greer figures he worked at least in excess of 20 tournaments in both Rankin Inlet and Arviat over the years – and he would always bring one or two people with him to work, Greer added.

"It's fair to say the sport of hockey in the North is poorer now," he said. "You always get people who talk the talk but very few who walk the walk. Craig was someone who walked the walk and was always there when he was needed. He was always willing to pass on what he learned and to lose someone like

Bubba Wallace was the apparent victim of a racially-motivated attack on June 21 when a noose was reported to have been found in his garage. It turned out to be nothing more than a garage-door rope but the damage had been done thanks to the jumping of conclusions.

RPAN ready to roll out 2020 edition of Get Happy Summer Day Camp

Perhaps the best thing that can be said about the 2020 edition of the Get Happy Summer Day Camp right now is that it's happening.

The program, which is run by the Recreation and Parks Association of Nunavut (RPAN), will return for another year but like everything else around the world, it will look different thanks to Covid-19. A total of 16 communities will be taking part in this year's program, an increase of one from last year, according to Dawn Currie MacKinnon, RPAN's executive director.

This year's training camp happened online through Zoom chatrooms earlier this month

and Currie MacKinnon said everything went off about as well as it could have.

"We were worried about the internet connection in some places but most of our staff were able to join in," she said. "A couple of freeze-ups but it all went great."

The training included some special guests, such as Mumilaaq Qaqqaq, the territory's MP; Brian Glow, the magician and motivational speaker, who showed trainees some magic tricks they can do with the youth; and Susan Aglukark, who sang O Siem, one of the songs which made her a household name in southern Canada.

"Having those people come in and talk was a great way to help keep the staff motivated," said Currie MacKinnon.

If this had been a normal training year, staff would have gathered in one location together

as a group to go over all of the programming for that year along with learning what to do while on the ground, such as problem solving, working as a team and First Aid, among other things.

Because no facilities are yet open in the territory due to Covid-19, Currie MacKinnon said everything will be happening outdoors this year – weather permitting, of course – and it will be split into two sections.

"Each day will be split into morning and afternoon sessions with two hours for each," she said. "There's a maximum of 25 people per group and that includes the staff. Normally, we'd have a full day of indoor and outdoor programming but we can't do that this year."

If there are more than 25 people signed up for a session or if programming is postponed

for any reason, Currie MacKinnon said there will be the option of having home kits sent around so everyone can take part.

"We're doing the best we can to accommodate communities," she said.

Several of the camp's partners are returning to help support things this year, including the Jays Care Foundation, which will be providing full sets of baseball equipment and T-shirts to each community taking part and Actua Canada, which will have its science camps as part of the day camp programming.

"We actually had a deal with Actua to do in-person work in the communities but Covid19 caused that to not happen," said Currie MacKinnon.

"They showed the staff what they'll be sending up and it will all be delivered through the staff now."
