News Briefs NWT grows NWT The Northwest Territories population increased by 73 persons in the last year.

The NWT Bureau of Statistics released Statistics Canada data covering April 1, 2019 to April 1 of this year.

The components of natural increase during this period consisted of 594 births and 255 deaths, resulting in a net increase of 339 persons.

Midnight Sun Complex reopening Inuvik Usage of the gym and squash courts will soon reopen at the Midnight Sun Complex, though with limited capacity and largely by appointment only.

Access to the fitness centre will be limited to five patrons at any time to ensure all can access the equipment and still maintain physical distancing. Anyone who wishes to use the gym will have to book a time in advance by phoning the main desk and will be walked to the centre.

Hood added cleaning protocols are being implemented. Past memberships will be extended to cover the time lost over the first wave of the pandemic.

Changes to the fee schedule will be presented to council at the June 24 meeting for review.

As for the squash courts, the town will be limiting usage to one person per court to keep in line with GNWT requirements. Anticipated start date for the MSC is June 23.

Meanwhile, the town has decided to drain the pool and put work into the foundation and to deal with ongoing problems the basin has had.

Hood said the earliest the pool would re-open was likely early September.

No sports like hockey or curling will be allowed until after phase three and Hood said the town would not be putting any ice in until receiving further information.

The Northwest Territories' only representative in the Canadian Senate spoke out Wednesday about racism in the North and in the country, delivering an impassioned message at a time of unrest following the death of George Floyd.

"I’m speaking not only as a senator but as an Indigenous mother and daughter, as well as someone who grew up in Tuktoyaktuk, in a small community," Anderson told News/North.

"And, as an individual who has always identified as an Inuk, racism is not new. It is a daily occurrence. We live it. We have to challenge it.

We have to speak up."

Systemic racism, she contends, is present at all levels of government because the very foundations of Canada are built on an outdated vision of a white, Protestant and culturally homogeneous country.

Anderson outlined the stark and persistent discrimination experienced by Indigenous people in Canada and called for sweeping changes to "all levels of government, in all departments, in all programs and services."

"That extends to policing, health, education and child and family services," she said.

She said systemic racism has produced disparities in wealth, education, home ownership, health, and incarceration between the Indigenous and non-Indigenous populations.

"You only need to look as far as the over representation of Indigenous people in the jail system," she continued. "Where we actually account for a third of the prisoners in Canada and yet only five per cent of Canadians identify

Funding for pandemic-related safety gear for businesses NWT NWT businesses investing in safety measures to meet the requirements under the Emerging Wisely Covid-19 recovery plan can now apply for funding from the GNWT's Support for Entrepreneurs and Economic Development (SEED) Program, according to a news release on Wednesday.

The SEED program can cover costs for structural changes to protect employees, such as Plexiglas shields; capital improvements like drive through windows or outdoor patios for restaurants; investments incurred for moving operations online; and purchases of personal protective equipment for employees.

Companies that have already invested in those expenditures can apply to have some of them reimbursed, retroactive to April 1, 2020.

"We have listened to the concerns of businesses and are prepared to offer support and do what we can to help businesses operate in the post-Covid environment. Together with the federal government, we continue to offer support that is forward-looking and aimed at helping our economy to recover," said ITI Minister Katrina Nokleby.

Applicants should demonstrate both financial need and the need for the proposed costs so they can open and operate properly.

SEED's allowed funding range is between $30,000 and $75,000.

Building a case against passive discrimination in health care Critical mass not yet achieved for class-action lawsuit among Inuit seeking damages for biased treatment by health professionals

Whether systemic discrimination against Inuit exists in the health-care system, it's not yet at a stage where a classaction lawsuit is viable.

Steven Cooper, a partner in the law firm Cooper Regal, proposed such a class-action lawsuit last year but to date only a dozen to 20 people have come forward to share their hardships. Among them, there aren't yet enough similar circumstances in the same jurisdiction to have enough plaintiffs involved in the same suit, Cooper said. He noted that the legal action has to be against the right body, which might be the GNWT, a provincial government, a hospital, or even an individual doctor, nurse or health care provider.

"We're continuing to collect information and monitor the situation and I hope we'll have enough to proceed at some point," he stated.

One of the challenges is that health care is so seg-

mented, particularly for Northerners who travel to places like Ottawa, Winnipeg, Edmonton and Yellowknife for many consultations and treatments.

"It's also difficult to identify bad behaviour as necessarily discriminatory," Cooper stated. "We believe that the health-care system suffers from exactly the same sort of systemic discriminatory practises as do police services, for example, but they are run by so many individual entities but it's hard to put together the (court) action."

As an example of possible discriminatory conduct, Cooper cited an instance where an Inuk man was misdiagnosed as suffering from an alcoholbased medical condition and he died as a result. He said that sort of presumption on the part of urban health providers, in particular, permeates the system.

"Our potential class (action) members report condescending remarks often involving the misuse of alcohol," he said.

He added that sometimes health-care providers may not even realize they're being discriminatory.

Ottawa study of Inuit patients Unrelated to the potential lawsuit, the Ottawa Aboriginal Coalition and the Wabano Centre for Aboriginal Health conducted numerous interviews with Inuit in late 2018 and early 2019 to learn of any discrimination they faced while in Ottawa for medical purposes. Thousands of Nuna-

vummiut travel to the nation's capital annually for various examinations and treatments. A spokesperson for the Wabano Centre told Nunavut News last week that a video overview based on the interviews with Inuit is not yet complete.

Aluki Kotierk, president of land claims organization Nunavut Tunngavik Incorporated, has, for years, been raising concerns about a lack of health-care service in Inuktut.

"So imagine living here in Mississauga (Ont.), where the majority public language is English; now imagine that almost none of the health professionals speak or understand that majority language. How

would you feel going into that system? This is our reality," Kotierk said during a presentation to the Indigenous Health Conference in 2018.

She recognized Nunavut Arctic College's aspirations to cultivate more home-grown, Inuktut-speaking nurses in the territory.

"I would also add that as Inuktut-speakers, we also have a responsibility to request services in Inuktut rather than continually reverting to speaking English.

"The more we demand services in Inuktut, surely government systems will get the message that we need and expect services in Inuktut," Kotierk stated.

Following the wave of civil unrest that has renewed calls to confront discrimination and police brutality in cities around the world, lots of us have been thinking about the history of racism here in the North.

Those of you on a hunt for information to help you appreciate what’s going on should look no further than the National Film Board of Canada.

The NFB’s curator Albert Ohayon has supplied us with this list of titles to help you better understand how Indigenous people have contended with racism over the years. Most of them can be streamed free off the web, which is nice.

Between Two Worlds (1990) This is a documentary about Joseph Idlout, a man who might possibly have been the world’s most famous Inuit. Unknown to most Canadians today, Idlout starred was featured in many films and books. He also happens to be one the Inuit hunters pictured on the back of our $2 bill – ask your parents and maybe they’ll show you one. In this film Idlout’s son, Peter Paniloo, takes us on a journey through his father’s life – that of a man caught "between two worlds."

With a history of tone-deaf documentaries about their own people, Qallunaat! Why White People Are Funny, directed by Mark Sandiford, puts the shoe on the other foot. It's free to stream on the National Film Board’s website. in which Inuit people have been treated as "exotic" documentary subjects by exploring the strange behaviours of Qallunaat (the Inuit word for white people). Qallunaat greet each other with meaningless salutations, repress their natural bodily functions, complain about the cold, and want to conquer the world.

Their strange courting rituals, constant attempts at taking over the Arctic, oppressive bureaucrats and fixation with owning things are curious indeed. The documentary is a collaboration between filmmaker Mark Sandiford and Inuit writer and satirist Zebedee Nungak.

The Road Forward (2017) Also featured by the NFB during Indigen-

ous History Month is The Road Forward, a musical documentary by Marie Clements.

Spokesperson Katja De Bock said in a press release that it "connects a pivotal moment in Canada’s civil rights history, the beginnings of Indian Nationalism in the 1930s, with the powerful momentum of First Nations activism today."

It features the music of performers including Richard E. Brown, Ronnie Dean Harris, Shakti Hayes, Jennifer Kreisberg, Jeremy James Lavallee, Wayne Lavallee, Cheri Maracle, Shamantsut/Amanda Nahanee, Delhia Nahanee, Marissa Nahanee, LatashMaurice Nahanee, Corey Payette, Murray Porter, Michelle St. John and Russell Wallace."

How to respond to racism Former Nunavut Sivuniksavut students reflect on how they coped with discrimination in the south

Discrimination isn't always accompanied by hostility, but it still stings.

Terrie Kusugak of Rankin Inlet learned that while living in Ottawa, where the questions and comments from some non-Inuit left her flabbergasted and hurt.

"What kind of Native are you?" and "What's it like to sleep in an iglu?" and "Wow! You speak really good English" were among some of the prejudiced remarks she heard.

"When I tell them that I only speak English, they're like, 'Oh, why don't you speak Inuktitut?' Like, you don't get to play it both ways," she said, her voice rising. "Sometimes ignorance can be harder because ... they really think they're treating you well and amazing but they don't know that they just insulted you completely."

It can also get tiring when so many people ask similar questions, especially in places like restaurants.

"It's hard to always be the one to try to educate other people. Sometimes I just want to go to dinner," she said. "I don't (always) want to explain about our traditions ... so

there's that dichotomy too: you want people to be interested and you want people to ask, but you don't want that to be your whole identity."

One time, someone referred to her as "Pocahontas." Wrong country and wrong Indigenous culture, Kusugak explained, adding that there's great diversity among Inuit people themselves.

Patricia Kablutsiak, from Arviat, also resided in Ottawa when she attended the Nunavut Sivuniksavut (N.S.) college program in 20172018.

Although she referred to the educational experience as "one of the best decisions I have made in life," she encountered name calling and other inappropriate language while negotiating her way around Canada's capital.

"What you should do is keep walking, do not pay attention.

Instead, think about who you are as an Inuk and keep your chin up," Kablutsiak advised.

She added that any homemade parka or sealskin that Inuit wear in Ottawa will make easily recognizable.

"Be proud of that," she said.

"Most will compliment you; some will make negative comments.

Don't worry, this rarely happens. If it does happen, remember, do not pay attention. The best revenge is no revenge."

Terry Milton, who hails from Pond Inlet, was enrolled in N.S. from 2012 to 2014.

He said he faced little discrimination in Ottawa, aside from often being watched closely by store employees while browsing.

"I guess I just accept it and just continue shopping," he said.

Prejudice can be strong within Nunavut's borders as well, Kusugak explained. Some people who settle in the territory want things to run just like in their hometowns in the south. Superior attitudes can sometimes emerge.

"They're like, 'If it wasn't for me, where would you guys be? I work at this department, if I wasn't here you guys wouldn't be able to do it for yourselves," said Kusugak.

She believes that other Canadians should be better educated in school about Nunavut, the way Nunavummiut students learn about the provinces.

"It makes it really feel like we have to fit into your world but you have no willingness to step into ours," she said.

Judge approves class-action lawsuit At least 50 plaintiffs are seeking damages after Maurice Cloughley's reign of terror

A class-action lawsuit can proceed against the Attorney General of Canada and the governments of Nunavut and the NWT as a result of a teacher who sexually abused students, a Nunavut judge has ruled.

Justice Paul Bychok found that the governments of the NWT and Nunavut owed the plaintiffs, numbering at least 50, a fiduciary duty of care, despite the governments' objection.

Bychok's June 15 decision allows for former students of Maurice Cloughley to join a civil suit seeking damages for sexual offences committed between 1967 and 1981 in several Nunavut (then NWT) communities.

Cloughley pleaded guilty to nine sexual offence during a mid-trial plea bargain in 1996. He originally faced 22 counts. He was sentenced to 10 years in prison.

Thirty-seven of Cloughley's former students have been attempting to launch a civil suit since September 2008. Three of them chose to move forward with a class-action lawsuit in December 2016 on behalf of all victims or their estates.

Bychok stated that "class actions may facilitate access to justice for plaintiffs who otherwise might not be able to afford to prosecute their claim ... (it) will enhance the ability of some members of the class – who live in remote communities where there are no resident lawyers – to pursue their claim. Given the ongoing vulnerability of our youth in our remote communities, class action litigation may have a beneficial educational impact (behaviour modification).

"Class action litigation will certainly permit the court, as well as members of the class, to allocate resources more efficiently than several independent actions."

Although Nunavut has not passed class action legislation, Bychok ruled that this case meets all the requisite criteria.

Former students abused by teacher Maurice Cloughley will be able to participate in a class-action lawsuit against the governments of Nunavut and the NWT, a Nunavut judge has ruled.

In regards to the government's fiduciary duty of care for the plaintiffs, the judge noted that "Cloughley arrived here very shortly after the Inuit were forced off the land by the authorities and made to live in artificial and newly created remote settlements.

"It is a fact that the authorities undertook to and did establish and maintain localized health care, housing, schools and law and order in these newly created settlements.

"Henceforth, government exercised colonial power over the Inuit and enforced it, in part, by armed authority ... the authorities placed Mr. Cloughley in a position of real authority and power over his young Inuit charges.

"These Inuit children were extremely vulnerable by the very essence and structure of this student-teacher relationship. Mr. Cloughley abused his authority and power over these children," Bychok wrote in his decision.

Finally, Bychok also insisted that this classaction lawsuit be posted as a notice at homeless shelters for men and women in Montreal, Ottawa, Winnipeg and Edmonton to increase the chances that other victims are made aware and can participate.

"There are many reasons why people find themselves homeless; including mental health issues and ongoing trauma from childhood sexual abuse," Bychok stated.

'No racist police!'

A reflection on racism in Nunavut after social justice supporters take to the streets

Iqaluit's recent Black Lives Matter (BLM) protest provided an opportunity to bring awareness to racism and police brutality in Nunavut.

Nunavummiut showed support for anti-racism by holding the demonstration 11 days after the death of a black man named George Floyd.

The 46-year-old man was killed by a white police officer in Minnesota on May 25.

"We feel the pain of our brothers and sisters in the south," said organizer Clayton Greaves, on June 5.

Nunavut stands in solidarity with the rest of the world,

he added.

Greaves believes people often internalize all the oppression and racism, which leads to a negative impact on their well-being.

The protest provided a voice to people who "needed to let it out," said Greaves.

Inuk protester Jukipa Kotierk, 25, was one of those people. She energetically led protesters to chant, "No racist police!"

Kotierk used the platform to address issues of police brutality and racism in Nunavut.

Unfortunately like the black community, the Inuit community also shares the trauma of police brutality, she

explained.

Kotierk advocates the reallocation of RCMP funding to social programs for health and wellness for marginalized communities in Nunavut and Inuit.

"The RCMP need to be much more than culturally competent and anti-racist at this point," she added.

She also talked about how racism against black people exists and is upheld in Nunavut.

"I see my community causing other communities harm and it's time to put a stop to it," said Kotierk.

Another protest organizer, Murielle Jassinthe, said the event is "really the beginning

of a bigger conversation and it's a call for action."

She believes when individuals keep silent, they are participating in a system that pulls people apart in daily life.

Amid the hundreds of protesters, Daniel Legacy's big red and white sign stood out with the words "Solidarity with Kinngait."

"As a white man that grew up in Northern Ontario, visible minorities just weren't there. So as I went to university, I started getting exposure. And I understood what it meant to be an ally," Legacy explained.

"I'm here to just be visible, to help, to listen, to do whatever I'm asked for, to make the community stronger," he said.

From the BLM protest, he hopes the community will come together more than ever. Instead of having fractured groups, he prefers to see a solidarity network of all groups that will support each other.

Legacy said he came out to show solidarity and really wants to see it for Kinngait (Cape Dorset).

"I really want to see those police officers brought to justice. There's no call for what just happened there," he said.

On June 1, an intoxicated resident of Kinngait was struck by the door of an incoming police truck and arrested by five RCMP officers.

Legacy also wants to see Nunavut have its own police force.

"But that's dependent on the Inuit and the leaders of Nunavut to look at those options to disband the RCMP and create a territorial police for Nunavut.

"We recognize that every not every officer (is) doing bad things," said Greaves.

"We know their job is hard, however, police need to

become more involved with the community, as opposed to just policing the community."

"It's about engaging in relationships with people.

When there's a good relationship between police and communities that helps to build a healthier community and that's what we want to see in Nunavut," said Greaves.

Racism a 'socially transmitted disease' Northern News Services

Racism hurts children, in real and fundamental ways. It hurts not just their health, but their chances for a good, successful life.

For instance, my cousin told me her sixyear old daughter Britney wanted to have a bath when she came home from school. Once in the tub, Britney began vigorously scrubbing her skin and wouldn’t stop.

Britney said the kids were teasing her for having brown skin and she was trying to wash off the brown so she could be white.

Britney experienced racism, which was people treating her badly because they believe they’re better than her. It’s usually white people who think they are superior to people who are darker than them. Eschia, take it easy eh.

And kids are not born thinking that white people are better than darker skinned people.

Dr. Maria Trent, from Johns Hopkins School of Medicine says, "We call (racism) a socially transmitted disease: It’s taught, it’s passed down, but the impacts on children and families are significant from a health perspective."

Effects on health and well-being Ongoing racism and discrimination lead to chronic stress for children, which can lead to hormonal changes and chronic disease like hypertension and heart disease.

The children are also more likely to have behavior problems like aggression, as stress can create hypervigilance from sensing they are living in a threatening world. Not cool.

One expert says it’s very harmful when children internalize racism. "They see so much negativity about people like them that they develop negativity about themselves."

Research shows minority children in school are more likely to receive harsh punishment for minor infractions, less likely to receive special education, and teachers may underestimate their abilities.

And when a teacher doesn’t believe in them, they are less likely to believe in themselves and to be successful. This is important because better-educated adults live longer and have lower rates of chronic disease.

Whoa.

In the justice system, minority youth are more likely to be incarcerated, with all the health and emotional consequences this brings, both during incarceration and after.

Being incarcerated forever changes a person and how others see them. To boot, people experiencing racism are also more likely to experience poorer treatment and outcomes through mental health services.

And it’s not only what happens to the child. A pregnant mother’s stress can affect children, showing up in higher infant mortality and lower birth weights.

Additionally, parents who have been treated unfairly are more likely to have children with behavioral issues such as attention deficit hyperactivity disorder.

'Can't shy away' from confronting systemic racism: Michael McLeod 'We need so many other things to complement what policing service does'

Policing has had some negative impacts on Northern communities and it's clear that more needs to be done to resolve systemic racism, says NWT MP Michael McLeod.

On June 8, McLeod issued a statement, with a particular focus on an issue involving Fort Good Hope, where RCMP Const. Randy McKay was asked to leave the small Sahtu community when residents learned he had pleaded guilty to sexual assault in 2015 while employed by the RCMP in Buffalo Narrows, Sask.

"I think over the last couple of weeks we've all seen shocking and unsettling violence from police forces and I've been reminded of the pattern of violence, and racism endured by minority populations and Indigenous people across the country," McLeod said in an interview.

"It's not something that's completely new. For centuries, Indigenous people have been subjected to systemic racism and injustice by law enforcement.

There have been other recent high-profile policing issues that have put a negative light on the RCMP's conduct, including the public release of a dashcam video of the apprehension of Chief Allan Adam in March.

McLeod said it's important that people remember the history of the RCMP in the North hasn't always been a positive one and that much of that legacy remains today. He noted, for example, that RCMP came to Northern communities to take children away to residential schools and were responsible for charging people for shooting ducks and geese in the spring when people were going hungry -- all part of government policies.

"It's not something that's completely new," Michael McLeod said of systemic racism in the police. For centuries, Indigenous people have been subjected to systemic racism and injustice by law enforcement."

"So it's always been a tough history and I think most of us in the North know people (who) have friends or family that have been roughed up by the police and sometimes beaten up by the police," he said. "We have many hard working police that are very involved in our communities, and they work to perform their duties with integrity, respect and professionalism. But we can't shy away from the reality that Indigenous people have been and are still being treated somewhat unfairly

by Canada's institutions and police forces."

Defunding the police – a move-

ment among some Northerners and from others around the country – is a bit complicated, given the demands of policing in the NWT, McLeod said.

Currently, policing accounts for close to $52 million in spending for community justice programs every year between the federal government and the GNWT, McLeod pointed out. Even with that, he estimates there are 12 communities that don't have a police presence.

"I'd be hard-pressed to tell those communities that we need to defund the policing services," he said.

"We need police services to ensure people's safety, but we also need

mental health programs. We need addiction services. We need so many other things to complement what policing service does."

Not having these types of services only perpetuates socio-economic gaps and deep-rooted problems, particularly among Northern Indigenous people, he said.

He said a First Nations' policing system to serve some communities, as is already taking place in the Yukon, may be an answer for communities without a detachment because he believes there's evidence to show that crime rates would drop.

He said he would also like to see

more government support for a program like the integrated case management pilot project, which deals with high-risk offenders with complex needs like mental health and alcohol and drug addictions.

"Often these guys (high-risk offenders) are the ones that face barriers and have a hard time getting the services but they're also the repeat offenders," he said. "And a lot of people have said, if we could take a program and help five to 10 people that are really high risk, repeat offenders in every community, we would change the system completely."

McLeod was asked what he thought of RCMP Commissioner Brenda Lucki's initial comment this month when she stated that didn't think the national police force embodies systemic racism.

"Well, I have been saying it my whole political life and a lot of times, but I'm not surprised on (her) reaction," he said. "I've seen it within our own government where if you aren't part of the minority population or if you're not Indigenous, sometimes you don't see it. Sometimes it's a very subtle way of thinking. Sometimes you don't even know it exists but I think most of us have experienced it, and know about it and have heard about it."

McLeod said there also needs to be improvements in civilian oversight in the complaint process to improve the overall policing system.

"We need to remove barriers to justice and body cameras have been suggested by many people," he said.

"We need more programs and do a better job of finding new creative ways of doing things. We need to move away from just constantly picking up people and throwing them in jail and that means a system that focuses on some of the issues."

NWT still must work to overcome racism and ignorance, says Deh Gah Got'ie chief 'When I was a child, holy man, it was racist'

NWT society has made progress in addressing racism compared to several decades ago, said Deh Gah Got'ie First Nation Chief Joachim Bonnetrouge, but a lot more work remains.

Bonnetrouge has borne the brunt of racism since he was a child. "(There were) some institutions like residential schools, where we got the full tilt and the European and church beliefs were forced on us. You grow up discriminated against, you're told that your people are no good," he

said.

"When I was a child, holy, man, it was racist. I wasn't proud of being Dene or being Native. I'm not proud to say it but I hated white people.

But now I'm also proud to say that I have lots of white people who are my friends and I have a lot of respect for them."

Facing fears and learning about each other are the keys to ending racism, says Deh Gah Got'ie First Nation Chief Joachim Bonnetrouge.

Even the old term "Indian" was a sign for Bonnetrouge that the ignorance of Canadians was part of the daily language used around him.

"We're educated about how in 1492 Christopher Columbus came here, which he thought was India. And lo and behold he landed on our shores. From that day the newcomers have been calling us Indians. For guys like me that's offensive. Indians (are from) India, not here. From that perspective we've gotten used to racism. It's not good but now we have to deal with it."

The more respectful terms of "Indigenous" and "Aboriginal" replaced "Indian" years ago, but Bonnetrouge said prejudice is still there even though it's well-hidden.

"Sometimes when you go to Yellowknife or Grande Prairie it's kind of inert. You just take it with a grain of salt, knowing full well it could flare up. If there's drinking or drug use it can become black and brown versus white. It's a big, serious issue," he said.

Meeting people different than him through crosscultural workshops helped Bonnetrouge cut through the racism. It was a valuable first step in moving beyond what he characterized as the locked mindset of "those people are different." "(In the workshops) 20-30 years ago, there was us Natives and white people – like a circle of 30-40 people finding out about each other on any subject matter and

how to make a better world.

You could learn a lot because it's human interaction. You can make real progress and momentum (and learn) what racism is and what prejudice is. It's more important for young people than older people who are already set in their ways."

Looking to the future, the chief said one of the most important ways to combat racism is facing fears that he says keep young people inside their homes and reluctant to engage with others.

"For years I liked working with my hands and doing stuff around the house. Then years later I found there was a lot of neglect around my house. I never considered myself lazy but I guess inadvertently I became lazy.

The more I looked into it, (I realized) laziness comes from fear of not being good enough. Unfortunately a lot of our young people don't even leave their houses. They don't even know how to rake a yard."

A difficult but key part of discussions on racism is police treatment of minorities and Indigenous people, an issue that has exploded in North American society over the last few weeks following the killing of George Floyd

by Minneapolis police.

Closer to home, Canadians have been reminded that our police forces face similar concerns of disproportion-

ate force and racial targeting, after a video surfaced earlier this month showing the RCMP making a violent arrest of Athabasca Chipewyan First Nation Chief Allan Adam in Fort McMurray.

And on Tuesday, a police officer in Edmonton was charged with assault related to an incident on Aug. 17, 2019 when he violently arrested an Indigenous man, as seen in a video shot with a cellphone.

Bonnetrouge acknowledges that racism among police forces will be a very difficult problem to solve.

"Even in Fort Providence we've had instances of police violence and brutality," he said. "Some people have been scared to submit complaints.

"We need to call a timeout and take a look at these problems, but most people will not. It's too much work.

But you have to start somewhere and have a deliberate approach or plan – a sustained approach. But, holy, man, it will take time and sometimes a gut wrenching commitment from both sides."

It's a problem that most of us have more time to deal with as the pandemic has slowed down society and forced us to be more alone than before.

"Especially with Covid-19 now, maybe it's a good thing," Bonnetrouge said. "We can look at who we are and what we're doing."

Elders pass on traditions at Anaatatiaq's Camp Cambridge Bay camp highlights significance and benefits of being on the land

Being out on the land and enjoying what it has to offer is something many Nunavmmiut love to do.

The serenity and peacefulness of the vast openness and tundra gives peace to many and this is what Cambridge Bay's Anaanatiaq's Camp is all about.

Elders come and nourish their hearts and souls teaching the ways of ways of our ancestors to the youth and children of the North.

As Anaanatiaq means grandmother, grandmothers are the heart and soul of the camp and share their knowledge.

"I am very happy to be a part of Anaanatiaq's Camp because we are busy with our traditions," said Elder Ann Wenek.

"It is very important for us Elders to know that we

are passing on our knowledge and we learn from the youth as well."

Located at Jack's Point on the outskirts of town, (the camp) is funded by the Government of Nunavut under the Culture Support program said Evelyn Kitigon, a cultural support worker at the camp.

"We reopened the camp on June 16. The camp was built in 2019 so the Elders can have a place to share their knowledge with the community to pass down traditional knowledge to keep our culture alive."

The Elders run programs in the summer such as fish filleting, story telling, making qakivaks (fish spears), making qulliqs (lanterns) how to light one, traditional sewing and more modern ways of sewing.

"We are happy and excited to have Anaanatiaq's camp open again and look forward to seeing many faces over the summer," said Evelyn.

"I love being able to help and answer any questions that the youth have," Kakolak Avadluk, who attends the camp, said.

"The youth leave the camp with good advice from the Elders and they know that this camp is a pleasant place to be when troubled, when you understand the Elders they are the best counsellors."

Ending racism with empathy Northern News Services

Like many developed countries Canada is entering a period of selfreflection as it comes to terms with racism within its borders following a wave of global protests over the death of George Floyd at the hands of Minneapolis police.

For those willing to look there are plenty of examples of wrongdoing in Canada's past, particularly toward Indigenous peoples, the effects of which are still being felt in the North today.

Since the first steps of Northern colonization, there have been many stories of neglect, mistreatment and ignorance on behalf of those who asserted themselves to be the caretakers of the Inuit.

One of the most infamous being the handling of the tuberculosis epidemic of the mid-1900s, where the rights of many Inuit were ignored by screening them without consent, in many cases sending them south without notifying family or holding anonymous burials.

Prime Minister Justin Trudeau came to Iqaluit just over one year ago to issue an historic apology for

the neglect and mistreatment of the Inuit, only to be berated with unrelated questions about other issues by southern journalists, drawing the ire of Inuit Tapiriit Kanatami president Natan Obed.

"Inuit matter. This story matters.

It is a Canadian story. I recognize there are other stories that matter, as well, but I do hope, in the future, there can be more respect given to the place and time and the people who deserve having their story told," he told reporters at the time.

That very moment encapsulated an ignorance and lack of care for Inuit issues held by a greater Canada for a very long time.

Another would be the use of force used in a recent RCMP arrest in Kinngait, where an intoxicated man was hit by a truck door from a moving cruiser in an effort to subdue

him before the rest of the cops piled on. This experience is one that will not be shared by many Canadians in the south and demonstrates some of the differences in how people are treated in this country.

Ending racism will require empathy. People will need to listen to one another and share experiences in order to build a greater understanding of each other.

This is already happening in Iqaluit's only high school ("High school seniors ponder student body diversity," Nunavut News, Jan. 13 edition) where senior students are teaching others about Inuit culture and themselves learning about life in the south. Listening and learning from each other will have to become a life-long pursuit.

As a nation we will have to build those bridges and foster that greater understanding of the struggles of others, but also empower the often under-represented voices.

Before the momentum has passed, Canada must take the time to improve itself and do better, which would require us all to reflect and do better.

Welcome to the busy little town on the south tip of Victoria Island, land of the Kiilinikmiut, the Inuinnait. Summer is finally here and the snow and ice is melting quickly now so please be careful when traveling on the land and sea.

Many residents are so busy this time of year with a bountiful of harvest from the land and sea. So much to be thankful for this time of year. So many fishers out there both young and old, ice jigging up at the lakes and soon the river will open up and the ice crevices down at Gravel Pit will be fun to watch everyone ice fishing for arctic char. Cambridge Bay is so well known for their arctic char.

Inuit are busy making dried fish out at their spring and summer camps and picking fresh eggs from the land, fresh trout and few arctic char and geese from the land. It will always be shared and that is how Inuit were taught from generations back in the early history.

The Elders, single parents and those unable to make it out on the land to harvest are thankful for hunters and fishers sharing country food. Many of the Inuit who do not get to eat country food, they start to get sick, lose weight and get weak and your stomach starts to feel like it is burning, so it is part of us as Inuit that

About 20 kids attended pre-school all winter and now have graduated and are now going into kindergarten! Just too sweet and adorable these wee ones were.

On June 5, hundreds of protesters in Iqaluit turned up to show support and voice their concerns about police brutality and racism. People of all ages and backgrounds attended this peaceful protest.

The crowds followed a Black Lives Matter banner, carried by two protesters, from the Four-Corners intersection to the Legislative Building and eventually to RCMP headquarters.

"No justice, no peace! Black lives matter!" Others spoke about their experience with racism and the desire to reform the police. The event stirred up plenty of emotions for some.

Inuk protester Daniel Kooveanatuk said the protest brought out excitement, pain and sadness for him. Another Inuk protester, Betsy Munick said, "I was completely amazed at how many people that came out. It was overwhelming but in a good way."

At least four hunting camps still in operation, says mayor

With the annual spring harvest a huge success, residents in Paulatuk are looking towards the lakes and sea for their next hunting efforts.

Mayor Raymond Ruben said there were at least four hunting camps still in operation that he was aware of but noted most of the focus was moving to fishing as the ice recedes for the summer.

"Others from town are out on a daily schedule for more fishing," he said. "Our spring hunts went really well, everybody got their catch full for next winter. Of course the new

norm continues with Covid-19. No public gatherings or activities."

Ruben noted the community was adjusting to the Emerging Wisely plan as residents went about their normal routines of being out on the land.

Other celebrations are being looked at on a case-by-case basis, he said. Angik School is still planning to have a celebration for its three graduates, though the ceremony has been postponed for the time being.

Similarly, Inuvialuit Day celebrations were also postponed.

Outdoor activities will be held along with Canada Day celebrations with a community barbecue and a fishing derby.

Education key against racism: Behchoko Elder 'It allows people to see things in a broader way'

Cross-cultural education is key in combating racism in the North, says a Behchoko Elder.

Nora Wedzin, born and raised in the community, has been following the steady stream of reports detailing discrimination and police brutality endured by Indigenous people – framed in the backdrop of global protests brought on by the killing of George Floyd at the hands of police in the United States.

"Education is a very important tool because it allows people to see things in a broader way, to look for answers," said Wedzin.

For the most part, Wedzin said her experiences with RCMP in her community have been positive. When she was in her teens, a Mountie pushed her to seek treatment for alcohol abuse.

That experience, however, stands in stark contrast with another incident. Wedzin remembers driving an Elder to the police detachment years ago. There, Wedzin said an officer – angry and "rude" – told the pair not to expect interpretation in the Tlicho language.

"I was really upset," she recalled.

That’s why Wedzin says cross-cultural education and awareness is so important in the North.

While she hasn’t experienced or witnessed police brutality in her home community, Wedzin

has followed recent reports closely – from a Nunavut man being struck by an RCMP truck door during a violent arrest to the alleged assault of a Yellowknife man by Mounties last week.

"Almost every day there’s a video on social media.

What I saw on the media, it really, really shocked me because they’re there to protect citizens and to keep them safe," said Wedzin.

"If I was in danger, that was the first place I was going to go. But if you see something like that ... how can you trust them?"

Despite mounting reports of injustices and racism against Indigenous people, she wants Northerners to know that what they see online or on TV shouldn’t be accepted as a norm.

To rebuild trust between RCMP and northern communities while combating discrimination and prejudices, Wedzin said officers need more training.

She also wants to see police officers taking a more engaged role with community members.

"Some officers get involved in traditional activities, but most … we don’t know their name, we don’t meet them and then they leave," said Wedzin.

"I want to know what (the RCMP’s) philosophy is and what they’re guiding principles are.

I’ve never heard that before. It’s just before them learning about us. We need to understand them – then the teaching can go both ways."

"I am fearful of a season like the winter season coming back and the state of emergency being as it is. This is when we would have more of a challenge to maintain the wellness of every household and the community."

Individuals from the Northwest Territories (NWT) will now be able to enter Nunavut without isolating as long as they adhere to three conditions, announced chief public health officer Dr. Michael Patterson during a June 15 press conference.

Travel must originate from Nunavut or NWT. Secondly, travellers must not have been outside their respective territory for two weeks prior to their travel to Nunavut or NWT. For example, if a NWT resident has travelled outside of NWT less than two weeks before their scheduled arrival in Nunavut, they will have to

complete NWT's requirements for self-isolation.

Lastly, travellers must remain in either Nunavut or NWT for the duration of their stay.

Patterson said although there is "a little bit of concern" every time measures are eased, "it's a reasonable time" to be creating the travel bubble.

He explained the medical standard for declaring an outbreak to be over is two full incubation periods. It has already been close to three incubation periods since NWT's last Covid-19 case, said the doctor. "I don't think they're at any greater risk of transmitting Covid-19 than someone from Iqaluit or Rankin Inlet," said Patterson, referring to anyone who has been in NWT for at least two weeks.

The travel bubble has been formed now

since there is no evidence of Covid-19 within either territory. On June 12, the NWT government announced that Nunavummiut could enter NWT without undergoing a 14-day isolation period.

"It's safe to travel back and forth between Northwest Territories and Nunavut, as long as people don't go outside of that area. So there's no medical reason to restrict travel between the two territories at this point," he said.

Individuals, including Nunavummiut, who wish to travel from the NWT to Nunavut must write to CPHOtravelrequests@gov.nu.ca. Travellers are required to complete and sign the Nunavut and NWT travellers declaration form.

Failure to complete the form will affect entry

into Nunavut, said Patterson, adding "failure to answer truthfully will be subject to fines."

Once the form is approved, the traveller will receive an approval letter from the chief health public officer's department. This approval letter must be presented prior to boarding any airplane entering Nunavut.

"Airlines are not allowed to let anybody on the plane without a letter of authorization from my office," emphasized Patterson.

"I want to reassure Nunavummiut that should the current situation change in either territory, we will reassess this common travel area and take all necessary measures to protect the health and safety of Nunavummiut," said Patterson.

Nunavut bars and restaurants will reopen at half capacity on June 22, 2020.

Dr. Michael Patterson unveiled Nunavut's reopening plans for the rest of the month during a June 15 press conference.

The chief public health officer will continue to reassess Covidrelated health orders every two weeks.

Beginning June 22, personal service providers such as hairdressers and nail salons can reopen.

Only one-on-one sessions will be permitted. The facilities must have personal protective equipment (PPE) available for clients and service providers if needed.

Theatres and churches will also be able to reopen.

Lastly, bars and restaurants will be able reopen at half capacity.

These establishments must adhere to social distancing measures. The last call for alcohol will be at 9 p.m.

Bars were originally categorized as a high-risk activity in Nunavut's Path, the GN's reopening plan, but now fall under medium risk activities.

When asked why this change occurred, Patterson explained, "It gets down to getting into the Liquor Act and trying to sort out ways to limit the high-risk activity involved with bars as opposed to restaurants."

"And there wasn't a practical way in the orders to separate the two in the way that we had origin-

ally envisioned," said Patterson.

On June 29, youth centres, day camps and long-term care facilities for visitation purposes will reopen.

Only one or two visitors, who are immediate family, will be allowed into long-term care facility at a time.

Patterson said despite forecasting the easing of restrictions for the next two weeks, the possibility of reintroducing or changing these public health measures remains.

"While we are in a position to ease restrictions, we remain vulnerable to the impacts of this global pandemic," he said.

Nunavummiut are to continue practising social distancing, washing hands frequently and staying home when sick, said the doctor.

Learning on the land

Liidlii Kue/Fort Simpson The Liidlii Kue First Nation (LKFN) hosted some free cultural programming earlier this month at the Arbour in Fort Simpson.

June 16 saw Bobby Norwegian host a traditional tools talk, which was followed over the next two evenings by Sharon Allen leading a birch bark basket-making workshop. June 18 also saw some traditional games as part of the evening's program with June 15 and June 19 featuring family archery practice.

The LKFN's tourism and wellness department hosted the programming.

Hay River town council thanked Sgt. Brandon Humbke for his service to the community earlier this month as the commander of the RCMP detachment there gets ready to move to a new posting.

Mayor Kandis Jameson said council wanted to take the opportunity to thank him for everything he has done for the community. "It's a little different trying to do this not in person, but your contributions to the RCMP detachment here, our community, but especially our youth, have not gone unnoticed, and we thank you from the bottom of our heart," she said.

The markets begin

Inuvik The first of the Summer Outdoor Arctic Markets in Inuvik took place this past weekend, hosted by the town and Arctic Market.

It happened on June 20 in the back parking lot of the community hall near the Midnight Sun Recreation Complex. Distancing regulations, such as reduced capacity, reduced vendor numbers and enhanced hand hygiene, were in place for the day and will be in place for the foreseeable future.

Vendors were required to pre-register for a booth and will need to do so for the duration of the season, which wraps up on Sept. 12.

Recreation training camp underway

NWT The Mackenzie Recreation Association is in training mode for the next little while as it hosts its annual Recreation Leader Training Camp.

Everything gets underway on June 23 and will run until July 3 with July 1 being an off-day due to Canada Day. Each day of the camp will happen from 1 p.m. to 3 p.m.

Jessica VanOverbeek, the association's executive director, said everything will be happening online this year due to Covid-19 but most of the programming will remain the same as in past years.

Some of the training includes program planning, getting girls involved in recreation and introduction to physical literacy, among others.

A total of 31 people from around the NWT will be taking part, said VanOverbeek, which includes 19 from the association's areas – North Slave, South Slave and Dehcho – and 12 from the Sahtu.

Rods in the water

Aklavik It was all about the fishing in Aklavik on National Indigenous Peoples Day in Aklavik.

The community hosted a family fishing derby from 10 a.m. to 10 p.m. with the goal being to catch the biggest jackfish and coney in terms of length.

All fish had to be caught by hook with plenty of cash prizes up for grabs for the best catches. The largest jackfish and coney caught netted the winner $200 each.

Only residents of the community were allowed to enter and distancing rules were in effect for the entire event.

The gardeners meet

Deh Gah Got'ie Koe/Fort Providence The Community Gardening Club in Fort Providence is getting going with its 2020 season and it all began with the first

meeting of the year on June 17.

It happened at the indoor gardening area beside the community arena and the agenda included an update on the indoor and outdoor beds, plan for the next steps in planting and caring for the plants and come up with ideas on what to do with the crops once they're grown.

Aklavik seeks to purchase Muktuk from harvesters

Aklavik The Aklavik Community Corporation is looking to purchase pails of Muktuk (beluga whale meat) from residents in the hamlet at a price of $200 per pail.

All harvests much be conducted this summer so the meat is fresh. There is a limited number of purchases available and the meat will be bought on a first come, first serve basis.

Harvesters are asked to ensure the meat is clean and stored in a cool location. All food will be inspected by ACC prior to purchase.

Recreational facility not closed by GNWT restrictions for Covid-19

The Porritt Landing boat launch and docking facility in Hay River has officially opened for the summer, but there is still work to be done there.

Unlike many other recreational facilities, boat launches were not caught up in the restrictions imposed by the GNWT because of the Covid-19 crisis.

Phase one of the Emerging Wisely document released last month by the territorial government on easing the restrictions described boat launches as low risk in their outdoor settings.

However, Emerging Wisely did recommend some mitigation measures for boat launches, including physical distancing, capacity based on space and more.

Porritt Landing’s seasonal passes came into effect on June 1, Stephane Millette, the recreation director with the Town of Hay River, told council’s online meeting on June 2.

"A few people have launched their boats already and we’ve

received good feedback regarding the upgrades to the boat launch from last year," he said. "And it sounds like all boats were launched very well, including some bigger boats."

Millette said he was happy to hear that, noting he is keeping in touch with some of the people that have bigger vessels at the facility.

During the June 9 meeting of council, Millette noted some extra work needs to be done at Porritt Landing.

"There was further structural damage to the south retaining wall at Porritt Landing," he said. "We’ve put up barriers to ensure that no vehicles go there. We’ve done an investigation, but that’s work that will have to happen sooner rather than later."

Funding applications have been submitted to repair the wall and pay for some other necessary work.

It is hoped that the work can be done this year.

The town has submitted two grant applications – one to CanNor and the other to the territorial government’s Community Access

Program – for additional repairs and upgrades. Plus, the town is looking into submitting a funding proposal to the Department of Industry, Tourism and Investment.

A number of projects have taken place over the last couple of years to improve Porritt Landing, including the addition of finger docks.

A $40,000 dredging project last year removed silt that had built up over the years. That work was funded by the GNWT. On June 9, town council approved an updated bylaw for the operation of Porritt Landing.

It includes docking fees and other rules for use of the recreational facility.

Porritt Landing is popular with boaters to access the Hay River.

"We enjoy everything about the water, the fishing, just the scenery," said Waynne Snelgrove, while launching his boat for a family outing on June 6.

Snelgrove believes Porritt Landing is important for boaters who want to enjoy the river and take advantage of the recreational opportunity.

going treatment in Ottawa to fight the disease and that's where Volleyball Nunavut comes in.

The board held a fundraiser for Arreak Kullualik where one-of-a-kind T-shirts and clothing were sold and when it all came to an end on June 10, $10,000 worth of gear had been purchased with every penny of it going directly to Arreak-Kullualik.

Volleyball Nunavut's fundraiser was in addition to a GoFundMe account set up for Arreak-Kullualik, which had raised more than $9,000 as of June 17.

Shylah Elliott, Volleyball Nunavut's president, said when the board launched the drive on May 26, she wasn't sure what to expect but the response was more than she could have asked for.

"It's just awesome to see the volleyball family give back to someone who's given so much to the sport herself," she said.

"Her family has been involved with the sport for so long and Jeannie helped get Volleyball Nunavut up and running. We owe her a lot of thanks and this was our small way of doing that."

Elliott said a total of 160 T-shirts and 100 hoodies were sold over the two-week period between May 26 and June 10.

The printing was done last week and everything is being shipped out this week.

"We had to pull the plug on the 10 th," she said. "We did have a few late requests but we didn't order a pre-set amount."

Orders came in from around the country from B.C. to Newfoundland and Labrador, she

added, showing just how well-loved ArreakKullualik.

The image itself, that of a male and female player jumping for a kill in front of the Nunavut flag, was approved by the board before it went to production and it was designed by a board member. The back of each shirt has a special logo featuring a volleyball and Arreak-Kullualik's initials.

Elliott said the design had been in the hands of the board for a while, just waiting for the right time to use it.

"It's a beautiful design and I'm proud of what we produced," she said. "We wanted to save it for a special occasion and there's no better way to use it than for this."

Elliott also said the board approached the family first to get the green light before moving ahead.

The $10,000 has already been handed over to Arreak-Kullualik and in a Facebook post on June 14, Arreak-Kullualik said she was thankful for everything Volleyball Nunavut had done to support her.

"Moral, spiritual, financial, all the messages," she said.

"We are overwhelmed and emotional. We can't thank you enough. It's been hard to put (into) words and show how much we appreciate all of your support."

She also said she and her husband, Kevin Kullualik, will probably be in Ottawa until at least December for treatment and the help she's getting will go toward taking care of expenses back home in Iqaluit.

Only in soccer could a fan invade the pitch behind closed doors Northern News Services

This has to be one of the best tweets in recent memory.

Daniel Thorson cut himself off from the world for 75 days as part of a Buddhist monastic community in March, spending that time in a cabin in the northwestern region of Vermont. He re-appeared on Twitter on May 23 with the following tweet: "I’m back from 75 days in silence. Did I miss anything?"

Naw … not a thing, my good man. Life carried on as normal without a care in the world. You were better off where you were, in all honesty. Rip Van Winkle, anyone?

Anyway …

An audience of one until …

So La Liga, the top soccer league in Spain, returned to action on June 13, joining other leagues slowly coming back to life in the age of Covid-19. Like those other leagues, the stands are empty and no one is allowed in to watch.

Which begs the question: how in the hell did this guy manage to invade the pitch in a game between Barcelona and Majorca?

I’m not kidding – some guy got into the stadium, got down onto the field and began running around. There was more confusion among everyone than anything else, including the play-by-play guy, but the one image that stuck out to me was seeing players back up and keep their physical distancing. I laughed – maybe I shouldn’t have but I did.

The only thing that would have made this all better would have been for stuffed animals to be a part of the crowd get-up, a la South Korea, and a Patrick Starfish animal got out of his seat and began to run around.

Loved the piped-in crowd noise, by the way.

And round and round they go One league that may not come back at all is Major League Baseball and, like any good dispute involving labour, it’s all about money.

Depending on who you believe – and the first casualty in any negotiation, like in war, is the truth – there will be a reduced 2020 season with either players taking pay cuts or having prorated salaries with an expanded playoff format and extra money in the playoff pool for the players or something along those lines so long as teams commit to this and that while players balk at the idea and want this and that in return.

Nothing complicated at all, is there?

Here’s what I believe: the owners are on the hook for paying players what they’re owed under the terms of their contract but the players need to understand that with no revenue coming in the door, they won’t get anything. One hundred per cent of jack-crap is still jack-crap.

The prorated option is the one which makes the most sense. Players will still get their per-game salary while the owners won’t have to worry about paying a full salary but still understanding that you need to pay them based on what’s in front of them. It makes no sense to pay people for work they didn’t do yet it’s awfully tough for an owner to justify spending baseball revenue when there isn’t any.

The latest salvo came from Rob Manfred, Major League Baseball’s commissioner, who said on June 15 that he was "not confident" a 2020 season would happen, a complete about-face from his comments earlier on when he said a 2020 season was "100 per cent" happening.

Beyond any doubt, the now-legendary story of David Ayres was one which captured the hearts and minds of sports fans the world over. A Zamboni driver steps in to play goal for the Carolina Hurricanes on an emergency basis and ends up beating the Toronto Maple Leafs.

Was there any doubt his heroics wouldn’t win the National Hockey League’s Feel-Good Moment of the Year, as chosen by the fans? What else could they have chosen? It should have been the only moment on the ballot, akin to an election year in North Korea.

This is one moment where I hope he continues to cash in because the way our world is going right now, we need all the feel-good moments we can get.

Kugluktuk is just over a week away from opening a men's homeless shelter.

The community already had a women's crisis shelter, but there's some moving around to be done.

The men's shelter will take over the existing women's shelter, which has four bedrooms, while the women's shelter will relocate to a fivebedroom house that the Hamlet of Kugluktuk acquired last year and has been renovating.

"The community has long asked for this and it's nice to know that July 1, it will happen," Coun. Nadene McMenemy said of the creation of a men's shelter. "We see the need.

New flooring has been installed in the hallway and office of the Kugluktuk women's shelter that is being converted into a men's shelter. A ribbon-cutting ceremony is planned for July 1.

The women's shelter is moving into a renovated five-bedroom home.

"Often men are left stranded, nowhere to go. When men (are) in crisis and stranded without a place to stay, they now have somewhere to get to safety and not left vulnerable."

Federal homelessness funding will cover the bulk of the cost for the eight-bed men's shelter, which will require close to $800,000 annually to run, according to senior administrative officer Ron Ladd. The facility, which is also getting some new aesthetic touches, will employ a supervisor, who's already been hired and casual workers who will cover off three eight-hour shifts per day.

Counselling services will be provided too, Ladd noted. Funded primarily through the territorial government's Poverty Reduction Division, the community programs include drug and alcohol counselling, community justice outreach, mental health awareness, men's and women's groups, drum dancing, adult drop-in centre, garden toolmaker program, youth and elders' program, Healthy Start program and an elders committee.

Ladd said it's more pragmatic to have an additional bedroom available at the women's shelter because they more often have children

accompanying them.

As with the women's shelter, Kugluktuk can assist men in need from elsewhere in the Kitikmeot on an emergency basis, but clients from within the community will be the first priority.

"It's pretty exciting. We're pretty fortunate," Ladd said, giving credit to his predecessor SAO Don LeBlanc for laying much of the groundwork on this project. "He was here for 10 years. He was pretty much on the forefront."
