Those Who Dwell Below released Book follows continuing adventures of Pitu on his path as a young shaman

For fans of the award-winning Those Who Run in the Sky, the big day finally arrived – Aviaq Johnston's second instalment is here.

Published June 11, Those Who Dwell Below follows the continuing adventures of Pitu, the young shaman who became lost in the world of the spirits.

"After his other-worldly travels and near-death encounters, Pitu resumes life at home," the synopsis reads. "Haunted by the vicious creatures of his recent past, he tries to go back to normal, but Pitu knows that there is more work to be done and more that he must learn in his role as a shaman. Word

of a starving village nearby reaches Pitu and he must go to help them appease the angry spirits. It becomes clear that Pitu must travel to the bottom of the ocean to meet Nuliajuk, the vengeful sea goddess..."

Johnston's first instalment was repeatedly recognized: as a finalist for the 2017 Governor General's Literary Award for Young People's Literature, as an Honour Book by the 2017 Burt Award for First Nations, Inuit and Metis Literature, as the winner of the Most Significant Work of Prose in English by an Emerging Indigenous Writer in 2018, as a finalist in 2017 for the Foreword Indies Award for Young Adult Fiction and as a 2017 Canadian Children's Book Centre Best Books for Kids and Teens.

One often hears of authors feeling a lot of pressure after a first book is a great success.

Did Johnston?

"I didn't actually. I'm very happy with the success of Those Who Run in the Sky. It was also my first time actually writing for other people. I learned a lot writing that one.

With the second one I felt so much more prepared. I was like: this one is going to be better," she said.

"It might not be, but I feel very strongly about it."

Johnston, who also authored the bestselling children's picture book What's My Superpower?, came to writing by way of elders in Iglulik.

"I really liked traditional stories growing up. My favourite time in Inuktitut

classes was when elders would come in to tell us stories. I started reading more, as I got into middle school and high school. I was really inspired by that style of storytelling," said Johnston.

"The first book I ever read was from a perspective that wasn't a human. It was a genie.

That was really cool to me.

You could explore so many different ways to tell a story."

She started writing as a young teen.

"From there it kept growing."

Johnston recalls the moments when she realized she wanted to be a writer.

"I wrote a story. It was 80 pages. It took me a year or two to write. I let my whole family read it and a few family friends. They said it was really good. And I said, yeah, that's what I want to do," she said.

"I would never share that story now, because it's not the standard I'm at right now. A lot of plot holes."

In December, Johnston left her job as a social worker and she's returned to Iqaluit from Ottawa. There was too much going on with her writing career and she couldn't keep up with deadlines.

"So I've been alone with my brain for the last few months.

Aviaq Johnston's second book, Those Who Dwell Below, about the continuing adventures of the young shaman Pitu, is now available at bookstores and online. hood is very sustainable as a writer. I'm loving the freedom of being a writer," she said.

But learning the self-discipline of being a writer hasn't been easy.

"I've been working since I was 14. I've just always had a job. Suddenly I'm a freelance person. I really had to force myself to work, especially at home. It's hard for me to focus at home because there's so much I could do there," Johnston said.

"So I asked Inhabit Media

(her publisher) if there would be a work space for me at the office."

Those Who Dwell Below, three years in the making, is widely available at any bookstore and online and at the Inhabit Media online bookstore.

And, for fans, good news: Pitu's adventures are planned as a trilogy.

"My favourite books to read are usually trilogies," said Johnston. "I'm just starting work on the third one."

GNWT barge company must produce, says Kitikmeot Chamber president Minister admits substandard fuel discovered during transport caused delay that led to cancellation of last year's final barge to Kugluktuk, Cambridge Bay and Paulatuk

The GNWT, whose final barge of the season failed to deliver critical supplies to Kugluktuk, Cambridge Bay and Paulatuk last year, has something to prove to the Kitikmeot, says the president of the region's chamber of commerce.

"I think they have to go out of their way to demonstrate not just to Cambridge Bay but to the Kitikmeot region that they're going to be able to supply the communities," said Jim MacEachern, who noted that some business owners have already vowed they will never again use the GNWT's Marine Transportation Services (MTS).

Substandard fuel shipped by the GNWT's supplier, Imperial Oil, to the Hay River shipyard was loaded into two barges and one of those barges almost made it to Norman Wells before the problem was detected, forcing the vessel to turn back, Infrastructure Minister Wally Schumann acknowledged in the NWT legislative assem-

bly on May 29.

Approximately 1.14 million litres of the fuel was deemed to be too volatile due to a low flash point, said Greg Hanna, spokesperson for the department. Initial field tests cleared the fuel for transport and a decision was made to set sail before laboratory tests came back, which later revealed the fuel's deficiency, according to Hanna.

"If the barges had been held in Hay River, it's possible the delivery of all other cargo would have been delayed further," Hanna stated. "We believe our fuel testing processes are reliable and in fact worked in this instance. No off-specification fuel was delivered to the GNWT's community customers and no changes are planned to our testing processes and methods."

The GNWT has, however, asked its fuel supplier to increase its inspection of fuel.

In addition, the GNWT is planning to store the equivalent of a year's shipment of barged fuel in tank farms in Inuvik and Tuktoyaktuk to create a "strategic reserve."

Marine Transportation Services' barges will leave earlier this season, providing there are no complications from ice or low water levels on the Mackenzie River, says NWT Department of Infrastructure Minister Wally Schumann.

Schumann also noted that MTS will endeavour to get an earlier start on the shipping season this year, but he cautioned that ice conditions and low water levels on the Mackenzie River could cause complications.

Last year's substandard fuel cost MTS 28 days. The

final barge that was destined for Paulatuk, Kugluktuk and Cambridge Bay couldn't break through thick ice in early October, more than a month behind the originally scheduled delivery. After some debate, the GNWT agreed to pay for a costly airlift of some goods into the affected communities, but vehicles were left in storage in Inuvik until the 2019 barging season.

In an interview with Nunavut News last October, the department's assistant deputy minister John Vandenberg blamed shipping buoys being knocked out by driftwood and the fuel delay – although there was no specific mention of the substandard fuel – for MTS

falling behind schedule.

Northern Transportation Company Ltd. (NTCL), the Inuvialuit-owned company that was a precursor to MTS, delivered bad gas in 2002, causing many headaches for Nunavummiut.

Kugluktuk Mayor Ryan Nivingalok said moving goods in the North is rife with obstacles.

"Shipping in the Arctic is always going to be an issue ... ice is always a factor," Nivingalok said.

MTS makes sense for deliveries from the NWT and Alberta, which is where many Kitikmeot residents order their supplies, he said.

"People are still carrying

on. They're still going to use the shipping company."

However, MacEachern said some Kitikmeot clients will use only Nunavut Eastern Arctic Shipping (NEAS) and Nunavut Sealink and Supply Inc. (NSSI) going forward, even though it means shipping out of Quebec. NEAS and NSSI have proven reliable over the years, said MacEachern, who has lived in Cambridge Bay for close to a decade.

"Our belief is that MTS could have done far more in getting the material here and in communicating with anyone who had material on that barge (last year)," he said.

"The communication was abysmal."

Hold plebiscite on direct election of premier, Quassa recommends Northern News Services

Nunavummiut should be able to decide whether the territory's premier is chosen by direct election, Aggu MLA Paul Quassa said Thursday.

Quassa called on his legislative colleagues to endorse a Nunavut-wide plebiscite on the issue in conjunction with the next territorial election.

"I do not see organized political parties contesting our territorial elections any time in the near future. Consequently the direct election of a premier may be the best way to allow Nunavummiut to choose a leader who brings a clear mandate to the office," said Quassa, who was named premier by his peers at the beginning of the fifth assembly but removed by them seven months later with no public explanation.

He added that there would be many related questions to answer if direct election of the premier is adopted, including

Suicide data inadequate, minister admits MLA and suicide expert press GN to improve monitoring of figures

A Nunavut suicide-prevention action plan launched in 2017, like one before it in 2011, has yet to result in the compilation of comprehensive data, not even the number of suicide attempts.

Health Minister George Hickes made that admission in the legislative assembly on June 6 while responding to questions from Arviat NorthWhale Cove MLA John Main.

The GN had unsuccessfully sought a permanent mental health epidemiologist to devise a methodology for collecting data. There is someone filling the position currently, but only on a short-term contract, Hickes acknowledged. Since Hickes' statement, the Department of Health has reported that a permanent mental health epidemiologist has been hired and is scheduled to arrive in August.

"It's not where we want to be ...

I'll fully admit and stress that," said the health minister. "There have been some challenges with establishing this, but I can say that it is something that we're very ardently working on."

Main said jurisdictions that collect data on suicide attempts have a much more detailed understanding of suicidal behaviour among their populations than do jurisdictions which only collect data on deaths by suicide.

Jack Hicks, an expert on suicide who was instrumental in formulating the Nunavut Suicide Prevention Strategy, concurred.

George Hickes: "It's not where we want to be... I'll fully admit and stress that," Health Minister George Hickes says of data collection relating to suicide. of what's happening," he stated to Nunavut News, adding that the figures could help define demographics at highest risk as well as associated costs on the health system, such as medevacs required specifically related to suicide attempts.

"The suicide situation in Nunavut is so serious that we need all the information we can get – certainly including attempt data," said Hicks.

Nunavut's suicide rate is often 10 times the Canadian rate on an annual basis.

Hicks cited the closing remarks of a GN lawyer from a 2015 coroner's inquest indicating that the need to collect suicide attempts data is a "doable recommendation" that would "play a vital role in saving lives."

Because attempts to take one's own life could be documented in different ways, Hicks pointed to the approach adopted in Alaska where overnight stays in health facilities related to suicide attempts are counted.

"There's no reason this couldn't be done in Nunavut. There's no reason it couldn't have been done years ago," said Hicks.

He noted that he was working in a community last year where a dozen suicide attempts by teenagers occurred over a short span and he was only aware because he was in town.

"How often does that happen across the territory?" he wondered.

"There being no database, the knowledge is only in the heads of managers in the department, who will eventually leave or retire. So we effectively have no idea and that's crazy."

Main twice asked the health minister when Nunavummiut can expect suicide data to be made public and when the first review of the Inuusivut Anninaqtuq Action Plan on suicide will be released, outlining progress on goals.

Hickes wouldn't make a commitment.

The Kamatsiaqtut Help Line has been a vital outlet for many Nunavummiut in crisis over three decades. In 2014, the hotline's hours of operations moved to around the clock every day of the week.

"I do apologize sincerely. I don't have a definite date for the member," he said. "I hope that this fall I will have a more firm response that I can provide."

Before the end of the spring sitting of the legislative assembly, Main submitted five written questions, formally asking how many annual progress reports have been produced on the Inuusivut Anninaqtuq Action Plan on suicide and the plan's various

stated outcomes. He also asked that the barriers and challenges to implementation be identified and whether existing human and financial resources are in place to fulfill the GN's responsibilities on suicide prevention.

"The GN's answers to Main's written questions should tell us a great deal about what is – and isn't – happening and what the barriers to full implementation are," stated Hicks.

"So good on him for asking them."

Iqaluit police seek public's help in tupiq fire investigation Nanook School commits to rebuilding outdoor classroom

Police released a video June 7 in the hopes the public can help with the investigation into the Nanook School tupiq fire, which took place May 24.

"Iqaluit RCMP is asking for the public to

help identify a person of interest," stated Cpl. Jamie Savikataaq in a news release.

"The video footage provided shows an individual near the Nanook School tupiq during the night of the incident."

The public is asked to contact RCMP at 867979-0123 or Crime Stoppers at 1-800-222-8477 with information or knowledge of the identity of

the individual in the video.

"Iqaluit RCMP also believe that a vehicle drove by the area and may have been in contact with the person of interest. RCMP would like to contact the occupant(s) of that vehicle as potential witnesses," stated Savikataaq.

RCMP say there have been a couple of tips since the release of the video, but none that have led to a suspect.

Meanwhile, at Nanook School, every experience is an opportunity for learning, even a sad event such as the loss of the school's tupiq to arson.

Principal Mathew Knickelbein found out about the fire at 5:30 a.m. Friday morning on social media.

"That was devastating for myself, obviously," said Knickelbein.

He sent messages to his staff so they wouldn't be shocked on arrival. Come the start of the school day, students, staff and parents held an outdoor assembly.

"People were obviously upset. We talked about what had happened. It was an upsetting day all around. It was sad," Knickelbein said.

"We explained to everybody that it wasn't the end of our program. We'll rebuild it."

Knickelbein says the youngest students had the most questions: What happened? Why did somebody do that?

"One of our kindergarten students, she piped up and said, 'Excuse me but I'd like to say that it seems as though somebody made some bad decisions last night.' No truer words spoken."

Support immediately came from parents, the Apex District Education Authority, the community, past students, the business community and Iqaluit Mayor Madeleine Redfern.

"It's been overwhelmingly positive and supportive and we're very, very thankful for that," said Knickelbein.

Tootoo wants inquiry into 'Phoenix Food Program' Half a billion dollars later and all to show for Nutrition North updates is increased food insecurity, MP says

Nunavut MP Hunter Tootoo called for an inquiry into the Nutrition North Canada retailer subsidy program during question period in Ottawa, June 11.

"Since it launched in 2011, successive governments have spent over half a billion dollars on the Nutrition North Program. In that time the number of households in Nunavut affected by food insecurity has risen from 33 to over 50 per cent," said Tootoo.

"With results that bad we should call it the Phoenix Food Program. Minister, Nunavummiut want answers.

Will you open an inquiry into Nutrition North so we can understand why it has failed so spectacularly and find a way to ensure food security for our communities."

As a Tootoo finished his question, another MP called out, "Good question."

Minister of CrownIndigenous Relations Carolyn Bennett said in response that

it is unacceptable that many Northerners are still struggling to feed their families.

"Our government has expanded Nutrition North to support a total of 116 isolated communities although we know that more needs to be done," Bennett said.

She did mention support for harvesters, a side program and that the Canadian Northern Economic Development Agency is also supporting pilot projects for made-incommunity solutions.

However, when Prime Minister Justin Trudeau was on the campaign trail and briefly touched down in Iqaluit to meet with Nunavummiut in January 2015, he swiftly addressed the hot button topic of Nutrition North, saying the program needed to be rebuilt.

That hasn't happened.

Tootoo said, in an interview with Nunavut News, that funding increases are like throwing good money after bad.

"Instead of throwing more money at it, let's figure out why it's not working and go

from there. They're (the Liberals) are just going along with it. I thought they were going to fix it," said Tootoo, who adds he's considering running for MP again based on encouragement and support he has received from across the territory.

"The only way to fix it is to take a look at it in its entirety.

Look at the food chain supply, the wholesaler, retailer distribution and figure out where the breakdown is and what it's going to need to be able to fix it."

Tootoo says he doesn't know why the government refuses to take a hard look at the program.

"If you had numbers like that, if it was in Toronto or Montreal, you think they'd be sitting back and doing nothing about it? I doubt it," he said.

He says Nutrition North needs to be picked apart, not have Band-Aid solutions applied.

"Shipments have increased by about 20 per cent. The number of items in the program have been expanded.

But still it's getting worse,"

ade stand last week, raising a couple of thousand dollars to contribute to rebuilding efforts.

The Nuna School program is more than a tupiq, though it served as an outdoor classroom, along with the land and as a symbol. The students welcomed guests in the tupiq.

It contained many treasures, also lost in the fire.

All told, about $40,000 worth of education materials were lost, including furniture, heaters, foamies, books, about 20 tanned seal skins, five custom-made qulliqs

from Jerry Ell, pots and pans, dishes and cutlery and outdoor gear.

Knickelbein speaks of the importance of the theme, for Nunavut youth, of overcoming adversity and hardship and persevering and being resilient.

"That's the lesson we've been focusing on. Considering the heartbreak, we've moved forward as a team, as a school. There's a lot of positivity around where we're going with our Nuna School.

That's very important. That's a beautiful story."

Nunavummiut express dissatisfaction, suspicion and concern about subsidies being passed on to consumers, Tootoo said.

"If you did a complete review and inquiry into the program, you'd be able to narrow it down. The government is saying they're doing audits and they're saying it is (being passed on) but if you want to get rid of that argument, do an inquiry, put all the facts on the table and people will be able to see for themselves," he said.

"I think Canadians would be embarrassed as Canadians to know that fellow Canadians, in a First World country, half the population of a jurisdiction, is living food insecure.

"And the fact that your spending half a billion dollars and the situation's getting worse ... You'd think they'd (the government) want to do their due diligence. They always say they want to do evidence-based, sciencebased decisions. It's kind of hard to do that if you don't have all the information."

Nunavut MP Hunter Tootoo called on the federal government for an inquiry into the Nutrition North Canada retailer subsidy program in the House of Commons June 11, saying a program that has cost Canadian taxpayers more than half a billion dollars and failed so spectacularly should be picked apart.

Barriers to graduation holding back Nunavut's progress Northern News Services

We are pleased – yet appalled – to see the Auditor General confirm some of our strongest theories about Nunavut's education system in its report to the Nunavut legislative assembly earlier this month.

The report, titled Support for High School Students and Adult Learners, shows the system breaks when students are most vulnerable to failure – at the end, when students are either close to graduation or worse, if they try to complete their high school education when adults.

The fact that 52 per cent of Inuit aged 25 to 64 – so working age – have a high school diploma is worrying. You can bet that most of those folks are gainfully employed and many of them working in government.

The other 48 per cent of that group stand next to no chance of getting a white-collar government job and many likely struggle to move to new jobs because of that simple distinction so often seen in job advertisements. In the era of automated human resources management, they stand next to no chance.

Second, many schools lack guidance counsellors and are failing to meet their mandated requirement

to develop career and program plans. This ties in to the ongoing teacher shortage, which is aggravated by the fact most Canadian jurisdictions are also facing shortages. As schools struggle with this staffing crunch, students are the ones losing out.

For those whose parents are high school graduates or, even better, post-secondary graduates, the likelihood of graduating and visualizing a path post-graduation is much easier. Even without support from the schools, these youth are far more likely to succeed. For those who are the first to graduate high school, it's a real accomplishment.

But then what? Those who don't have a teacher ready to mentor and support them as de facto guidance counsellors are much less likely to make and execute a plan.

Based on the auditor's report, if you drop out and try to come back, 'good luck' is all we can say.

This may sound flippant, but the statistics are clear: of the 286

adult learners accepted into the PASS (Pathways to Adult Secondary School Graduation) program between fall 2016 and fall 2018, only nine graduated. It takes 100 credits to graduate and most had fewer than 65 credits.

In addition, the infrastructure does not exist to support success for adult learners, with only eight communities offering the Adult Basic Education program and only four offering it three times a year.

For those without a high school diploma, this program is the key that opens the door to programs at Nunavut Arctic College.

The message is clear: the Nunavut government is not serious about seeing Inuit – already learning in a colonial system taught mostly (especially at the high school level) by non-Inuit speaking English – reach the level of education we expect for all of our children.

As a result, there is no chance the government can fulfill the promise of a representative Inuit employment as outlined in Article 23 of the Nunavut Agreement.

The only path forward is to look outside of the system for support.

We must come together as parents and communities – through mentoring, tutoring and career guidance –to help our youth graduate.

Unsettling and insecure

We are heading into a season that will seem a bit easier than a short time ago, but I don't know that things will be any better. People are hungry, people still need homes and people need encouragement in securing employment.

Many of our government jobs and positions are still being given to non-Inuit and to those who really do not understand the people, customs and traditions.

If we have been paying attention to what the IQ Principles are trying to instill in us, we see that an attitude of outreach from each individual is needed to maintain peace and order. Social justice clearly indicates that where there is no justice, there is no peace and where there is no peace, there is no justice. The sense of putting self aside and scrapping personal agendas to making sure our neighbour is okay; children are off the streets by 10 p.m. and can sleep in peace and quiet.

Those who are struggling with addictions, including gambling and substance abuse, can know that there are programs and services available for them as they embark on their journey of recovery.

No man is an island and we begin to understand that agencies and people need each other.

Perhaps there should be a stronger emphasis on being assertive and broadcast where services are available and who is able to facilitate these much needed schemes of recovery.

If we hope to have our locals engage in the public sector, whether in government or private

practices, they (we) must be balanced and well in order to be effective and to make a difference. What exactly do we mean balanced? In my view, being balanced means to be able to take the good with the not so good. There are times of frustration, anxiety, anger and bewilderment; when we can work through these given emotions that came with the different situations and circumstances and still maintain our composure and have a sense of control, I believe this shows our maturity in being balanced.

This is not a one time event. This is a daily exercise and the more we understand where our emotions are coming from and what influenced these emotions, the clearer the path to being balanced becomes.

Let's work together for a common cause, let's be mindful of others, let's put ourselves aside and serve and provide. As we do these selfless acts, we develop the skills that are already within us and we become more open welcoming and inclusive.

Cool shades for sunny days in Resolute Bay

Qausuittuq/Resolute Bay Fifteen Resolute Bay youth are sporting sunglasses thanks to an RCMP initiative.

Cpl. Brad Gregory, who arrived in the community as detachment commander a year ago, noticed that many youth didn't have eye protection despite 24 hours of daylight for three months of late spring and summer.

Gregory solicited donations from a Canadian-based sunglasses company. The donated pairs of sunglasses arrived on June 4.

Training harvesters to use electronic tablets to gather data

Kugluktuk Modern technology will meet age-old hunting knowledge in Kugluktuk as some local harvesters are being trained to use electronic tablets through the Nunavut Wildlife Management Board's Community-Based Monitoring Network.

Harvesters are asked to take an electronic tablet with them when they go out on the land and record the results of their hunts as well as any other significant animal, weather and freezing and thawing observations, explained Amanda Dumond, manager of the Kugluktuk Hunters and Trappers Organization.

"I'm anticipating a lot of participation from harvesters here as people become aware of the program," said Dumond, who added that the monitoring network is already established in several Nunavut communities. "Any kind of data that we can store, upload, gather, especially with climate change and all the caribou herds we have, it will be nice to have as much information as we can get for possible answers in the future."

There is additional incentive provided as harvesters who participate in the program will be eligible for draws for hunting equipment and accessories.

A part-time data clerk will be hired to compile and upload the information to a database and to provide instruction to harvesters who are introduced to the program in the future.

Students prepare for summer day camp

Sanirajak/Hall Beach Five summer students from Hall Beach are scheduled to be in Yellowknife this week for five days of supervisor-level training through the Recreation and Parks Association of Nunavut.

Those five, along with five other summer students, will look after the summer day camp program, which will run for five weeks, from early July through early August, said recreation co-ordinator Paul Haulli.

"Everybody's all excited," Haulli said of the jobs and training.

Nuqingaq's take on traditional snow goggles on exhibit

Toronto Iqaluit-based artist Mathew Nuqingaq's solo exhibition Masquerade is on display at Toronto's Feheley Fine Arts.

The show features snow goggles in all manner of imagined forms and multiple materials, which many have seen by way of his Facebook page, where he shares his experiments. Some readers will recall royal visitors to Iqaluit, along with many other famous faces – Inuit and non-Inuit alike – sporting a pair.

"Nuqingaq's wearable artworks are sculptural yet functional and combine diverse materials including muskox horn, antler, baleen, silver, copper, gold and wood," states the gallery in a news release.

Other pieces of Nuqingaq's jewellery, which draw on Inuit stories and symbols, will also be featured alongside the snow goggles.

The exhibition continues to July 13.

North West Company donates $2 million to Inuit Art Centre in Winnipeg

The finest examples of Mathew Nuqingak's artistic exploration of traditional snow goggles are on exhibit at Feheley Fine Arts in Toronto from June 13 to July 13.

Winnipeg, MB The North West Company (NWC), which owns the NorthMart and Northern stores in Nunavut and its leadership are donating $2 million to the Winnipeg Art Gallery (WAG), the gallery announced June 12.

The funds will go toward the creation of a community plaza at WAG's Inuit Art Centre (IAC).

"We are committed to strengthening communities. We see the Inuit Art Centre playing an important role towards this goal, for Inuit and other Indigenous peoples, for all Canadians and for people around the world who will be exposed to the IAC," stated NWC president and chief executive officer Edward Kennedy.

"This gift will amplify Inuit voices and ensure Inuit stories are told and heard," according to the news release.

The community plaza is planned to be located next to the new building, "as an outdoor, accessible, art-filled space for all to enjoy and an inviting welcome into the centre."

The donors, along with the company itself, include Kennedy, Stella Kennedy, board chairperson H Sanford Riley, Deborah Riley, former chairperson Ian Sutherland, Judy Sutherland and the late J. Derek Riley, founding chairperson of The North West Company.

The new 40,000 square foot, four-storey centre, at a cost of $65 million, will include exhibition spaces, a glass-enclosed visible art vault, a conservation facility, art studios, a two-level interactive theatre, classrooms and more.

"With over 13,000 carvings, drawings, prints, textiles and new media, the WAG holds in trust the world's largest public collection of contemporary Inuit art. The collection is supported by an unparalleled record of Inuit art exhibitions, publications and research," according to the release.

The centre is scheduled to open in 2020.

Knowledge and expertise sought for territorial park committees

Nunavut The GN Department of Environment has put out a call for people interested in having a seat on joint planning and management committees for four territorial parks.

The parks are: Kinngaaluk Territorial Park near Sanikiluaq, Aguttinni Territorial Park near Clyde River, Napartulik Territorial Park near Grise Fiord and Kugluk Territorial Park near Kugluktuk.

"Committees provide advice and recommendations to the Government of Nunavut on all aspects related to the planning, establishment, operation and management of territorial parks," stated the department in a news release.

Committees, made up of six members, are appointed by the GN or regional Inuit associations based on their interest, knowledge and experience in parks, tourism, or Inuit culture and heritage.

The deadline for applications is June 28.

Sewers and craftspeople in Cambridge Bay flocked to Kiilinik High School on June 4 to scoop up a portion of 10,000 metres of fabric donated to the community by Canada Goose.

The company states that it has given away more than two million metres of fabric in Northern communities over the past decade.

With the spirit of the late civic leader in mind, Iqalungmiut are invited to join the Jimmy Kilabuk Run and help raise money for an aquatic centre fund, named after Kilabuk, the man who pushed the city to build a facility everyone could use.

That fund provides Inuit families on social assistance access to all the services the centre has on offer.

“We try to do it by family because we do want to support the kids to come in with their family to use the facility,” said guest services supervisor Rubina Hoque.

“As of right now we have approximately 36 families that benefit from this program.”

Hoque and fitness coordinator Nick Chu say the run is more than a fundraiser.

They also want to ensure the community is aware the program exists, which in late 2017 grew to include any family who might need assistance – providing 75 per cent of the fee for those eligible.

The Jimmy Kilabuk Fund had an excellent start when the aquatic centre opened its doors April 18, 2017. Through the REACH – Recreation, Environmental Leadership, Aquatic Centre, Community Building, Healthy Living – fundraising program, created in 2011, the city contributed more than $100,000 to support the fund.

“As you know, Jimmy – as we lovingly know him, Flash – was a beloved former mayor and city councillor, firefighter and overall wonderful man. He had a strong vision to build an aquatic centre for all people of Iqaluit,” said Mayor Madeleine Redfern at the aquatic centre’s launch of the fund in 2017.

“He especially wanted to ensure all children had access to the pool. Jimmy would be so pleased to know that through his dedication, families who require assistance are now able to access this wonderful facility.”

Families who access the fund might simply come to the facility for a public swim.

“Or swimming lessons, pool drop-in. Pretty much util-

izing whatever there is at the facility,” said Chu. “They get the same preference as anyone who buys a pass. Our staff don’t even know who are receiving from the Jimmy Kilabuk Fund. We treat everyone equally and respectfully,” said Hoque.

As for the run on June 22, Chu says there are 30 registrants so far.

Though the centre has been offering a Learn to Run Program on Saturdays, there’s no need to be a runner. In fact, whole families are encouraged to come out and take part in a choice of runs.

For a minimum donation of $25, the options are the 1-mile and 3-km runs beginning at 1 p.m., the 5-km and 10-km runs at 12:30 p.m., and the halfmarathon at 10 a.m.

Participants will have race bibs, a T-shirt (if they arrive in time), and volunteers will be helping out at checkpoints and water stations. There will be medals.

“It’s pretty much about having the whole city active,” said Chu, adding the run routes are through the city.

“We decided to do it in the city. One of the reasons for that is exposure. We could have done it at Sylvia Grinnell (Territorial Park) or Apex, but we wanted it downtown for everyone to see.”

There are fun and games planned at the Arctic Winter Games Arena, which is the departure point, after the runs.

Staff are working on having the event catered.

The plan is to turn the Jimmy Kilabuk Run into an

annual event.

“That’s why we provide the Learn to Run Program.

The run allows people to have an end goal. We’ll have the program a couple of times throughout the year. Then come summer, this is what we’ve been training for the whole year,” said Hoque.

Anne-Marie BeaudoinAlain, who leads the program, said there are currently four participants.

“We see what we need to

do to prevent injuries, what we need to do before and after (running). We relate it to habits of eating and posture. It also covers getting people ready to run outside ... Here in Iqaluit we have the hills, so we train towards that,” she said.

Volleyball Nunavut hosts flag football clinics for youth and coaches

When you think of Volleyball Nunavut, you think of the territorial sport organization that runs tournaments around the territory each year, travels to host development camps and/ or workshops and looking after the teams that travel to events like the Arctic Winter Games and North American Indigenous Games.

There's a sure shot you would never use Volleyball Nunavut and flag football in the same sentence.

Now you can.

The Arctic Winter Games Arena in Iqaluit played host to a weekend of flag football from May 30 to June 2 and Volleyball Nunavut was the group which helped to put it all together.

Hundreds of youth from the city had the chance to try their luck at a version of football which has become very popular, much like a version of rugby which is beginning to take over, said Scott Schutz, Volleyball Nunavut's executive director.

"My son plays it in Kelowna, BC, where I'm based and it's just a great game," he said.

"It's five-on-five and it's fast, a lot like sevens rugby. You can play a game in half an hour, it's quick and it's co-ed, which is important.

Anyone can play it."

So why flag football? Schutz said it came down to infrastructure.

"A lot of communities around Nunavut are getting or already have indoor or outdoor turfs," he said. "There are plenty of things you can do on them besides soccer and flag

football is one of those things."

Schutz decided to cold-call the Canadian Football League last summer to see if it could help bring some kind of program to the territory.

That's when a conversation with Eric Noivo, the CFL's manager of football operations, began.

"It wasn't something that we put together in a month or so," said Schutz. "We've been talking for a while to co-ordinate the best way to do this."

Noivo and Chris O'Leary, the CFL's senior writer, made the trip to Iqaluit to help get things going on the ground.

It was the first visit to the capital for both men.

"I was fortunate to be able to go," said Noivo. "You learn about the region in school but to experience it in person for the first time was exciting. I've been with the CFL for five years now and it's the first time I've been involved with a project in Nunavut."

Getting the money to host it came from the territory's sport and recreation division and Volleyball Nunavut had a hand in that as well, said Schutz.

"You have to be a non-profit organization to get funding so I talked to the Volleyball Nunavut board about the plans and what I wanted to do," said Schutz. "They were right behind it all the way and they helped get the funding for it."

Schutz's idea was to get youth in middle school involved first to see how it took off, if at all.

New board in place Nunavut The Recreation and Parks Association of Nunavut held its annual general meeting on June 12 by conference call and that included its elections to the board of directors. Here's who's serving in what position and where they're from: President – Rob Strutz, Iqaluit

Grades 6 through 8 and targeted that group," he said. "We had some Grade 5 students join in and the high school kids on the weekend but middle school was the focus."

Each of the school's classes got the chance to have a one-hour session at the arena with circuits set up, which included quarterbacking and flagging techniques. Each student spent 20 minutes at each station before moving on.

After the school had its chance, the focus turned to getting down to more specialized training for the remainder of the weekend.

Schutz said there were close to 30 youth in the U14 division and around two dozen for the U17 division portions of the weekend.

"They got a chance to play and put some of what they learned into motion," he said. "They were wearing armbands with different plays on them and they were able to call their own plays on the field."

In addition to the playing clinic, there was also a coaching symposium to teach adults how to properly coach the sport in the community and keep it going.

"They got to help out with drills and then went behind the bench to coach the teams that played," said Schutz.

In total, Schutz estimated that more than 250 youth turned out for the four days of action under his watchful eye and those of Sherman Williams and Adam Witzel, who coach minor football in Kelowna. All three brought their sons along to help out and mentor some of the youth in the clinic.

Day camp set to begin Kangiqliniq/Rankin Inlet Rankin Inlet's summer camp season is ready to begin and it starts on June 24.

The hamlet will be running a day camp between June 24 and Aug. 9 for youth aged five through 10 with plenty of activities including outdoor play, bouncy castles and crafts among the programming being offered.

All of the equipment that was brought in for the camp – including footballs, flag belts and cones – was left in Iqaluit for future games and clinics, he added.

There are no immediate plans for a return trip in 2020 but Noivo said the CFL would be more than happy to help out if it's called upon again.

"We're a multi-million dollar professional sports league and it's big business but we're also agile in that we want to help build the sport at the grassroots level," he said. "We want to have kids all over Canada playing football because the sport has so much to offer so going to Iqaluit was a no-brainer for us."

The best part about the whole experience for Schutz was that Noivo got to see the athleticism of Nunavummiut.

"All we have to do is supply the sports for them and they'll take off with it," he said.

"They can become really good football players and there's a couple of coaches who are looking to continue things in Iqaluit so things are looking good right now."

Noivo said he's looking forward to see how far the territory can go with this.

"We have the resources there to help out now and it's all about keeping that momentum going," he said. "The more kids we can have playing, the more the sport grows and I'm excited to see where it goes. I'm happy we were able to play a small role in getting it there."

Registration took place on June 14 and it was open to the first 70 youths who signed up.

Hockey in the summer Kangiqliniq/Rankin Inlet If you thought the hockey season in Rankin Inlet was over, it's never over.

There's a dryland training program happening over the summer to help players get ready for the fall tryout camps and for the upcoming hockey season in the community.

It's being run by Connor Faulkner and David Clark and it all started June 9 on the community's soccer turf. Each session includes hockey strength training exercises and conditioning training.

The sessions will happen every Tuesday, Thursday and Sunday beginning at 6 p.m. each evening.

Could we love Nav Bhatia any more than we already do?

If you need another example of how dysfunctional politics can really be, you need look no further than what happened in Washington, D.C., on June 11.

First responders from the 9/11 attacks on New York City were there looking to get health benefits extended by the U.S. Congress. If you're familiar with their plight, there are those who have health problems ranging from respiratory failure to cancer. And those who make the rules can't even come to an agreement on how long those benefits should be extended for.

The group which deswith James McCarthy cended upon Washington was led by Jon Stewart, who we know from his days as host of The Daily Show but who has become their tireless spokesperson and advocate. You need to see his speech to a nearlyempty committee room. It was pathetic to see how few elected representatives showed up for the hearing but it was a perfect example of how these people have seemingly been forgotten.

Shame on both sides of the political aisle and kudos to Jon Stewart, a celebrity who actually knows of what he speaks.

Super fan, super person I was once a Toronto Raptors season ticket holder. It was the inaugural season, 1995-1996 and my parents got me season tickets for Christmas. It was my only Christmas present in 1994 but it guaranteed me dates for months on end. The pick-up line was easy: I have Raptors tickets for tonight ... wanna go?

The one thing I remember from that season – aside from watching the Raptors beat the Chicago Bulls, 109-108, was this guy in a turban courtside at the SkyDome (I still call it SkyDome ... it's not the Rogers Centre). He was full of P&V, jumping up and down and making a scene. Most of us sitting in section 504 at the time had a good laugh at him for looking like an idiot.

But Nav Bhatia has become more than just a good laugh over the years. He is one of the most famous fans in all of professional sports and he's been courtside for every single Raptors home game since that first season. If you don't know anything about the Raptors, you know about Bhatia because you've seen him and you know what he looks like.

Bhatia is the subject of a new commercial put out by Tim Hortons and it's one of the better commercials out there right now. It's Bhatia speaking right from the heart and it will put a smile on your face. It did mine. He is the team's Superfan and is a Raptors legend. About time he became the face of the team and, for what it's worth, a much better ambassador than Drake will ever be.

And finally ...

Good Idea: Winning a soccer game 13-0 in dominating fashion.

Bad Idea: Winning a soccer game 13-0 in dominating fashion and acting like snot-nosed punks.

Yeah, I'm gonna take a pop at the U.S. women's national soccer team for their antics at the FIFA Women's World Cup in France.

They hung 13 goals on Thailand in their opening game on June 11 and it was a dominating performance, as was expected from the prohibitive favourites to win it all. But it was their silly, stupid dances after goals that got idle tongues wagging, especially when the scoreline began to look more like a gridiron football game.

Megan Rapinoe and her little leg-kicking act when she parked the ninth goal past the Thai goalkeeper was something to behold. Yeah, that was the clincher ... gave you some breathing room, eh? Time to relax. And Alex Morgan counting on her fingers after scoring her fourth goal to make it 10-0? Yeah, you're my hero.

The all-female crew working the games for TSN had it spot on during the post-game analysis. Kaylyn Kyle, who played more than 100 games for the Canadian women's team, said it best when she described it as disrespectful and disgraceful. She reportedly received death threats for having the nerve to give her opinion on the matter.

And to those who decided to not listen to what was being said, no one has a problem with running the score. That's what you're expected to do at a tournament like this – it's all about the goal differential. If you run the score, you run the score. I would expect my team to do it and not take the foot off of the gas pedal. What I would also expect my team to do after scoring a goal that simply piles on is to head back for the restart.

High-fives are fine but jumping around, counting your goals and acting the fool is unnecessary.

By the way, to Abby Wambach's point about whether a men's team would be questioned about this, why wouldn't they be? I would happily call a men's team out for doing this just as fast and I would be just as hard on them about it as I am with this group of punks.

May the soccer gods come back to bite them in the arse.
