NWT Tourism conference pushed to November 2021 Hay River The NWT Tourism conference, scheduled to be held in Hay River in November 2020, will be postponed until November 2021.

"As we looked at the Emerging Wisely plan, it became very clear that there is no provision in the plan to allow indoor gatherings of up to 200 people to proceed in the foreseeable future," an email from the association read.

"We also are concerned that with so many tourism businesses unable to generate revenue with borders closed, that we won't be able to obtain the sponsorships we have enjoyed that make our conference possible."

An AGM will be held in the first week of November by videoconference. The election of the board of directors, which was already conducted electronically, will proceed as it has in past years.

More information on voting will be available in July.

RCMP investigating sudden death in Inuvik Inuvik RCMP are investigating a sudden death that happened in town on Friday, June 5.

At approximately 11:39 pm, on Friday, June 5th, 2020, police were called about an injured adult male who was non-responsive in a residence on Union Street.

NWT Coroner services is assisting with the sudden death investigation and the NT RCMP major crimes unit, along with the NT RCMP Forensic Identification Services, are investigating if the cause of death is criminal in nature.

No charges have been laid and the investigation is still in process.

Premier clarifies NWT travel restrictions NWT Visitors seeking to travel in the NWT must self-isolate for 14 days, the premier has clarified.

Premier Caroline Cochrane, Health Minister Diane Thom and Dr. Kami Kandola, chief public health officer (CPHO) issued a joint statement Wednesday.

It came a day after comments from Cochrane and Thom caused confusion in the legislative assembly.

Upon reaching the NWT, border officers will ask visitors for their information and if they don't meet an "identified exemption" they will be given the opportunity to turn around.

"If they choose not to, they are informed that they must seek an exceptional circumstances exemption, and immediately self-isolate (for 14 days) if they wish to proceed further in the NWT," the statement said.

The new policy marks a shift in how travel orders had been implemented until May 29 and "reflects an effort to more closely align implementation of the order with the mobility provisions of the Canadian Charter of Rights and Freedoms."

"While the CPHO does not have the authority to prohibit Canadians from entering the NWT, she does have the authority to restrict travel within our borders.

Covid-19 delays result in 'perfect timing' for release

A new video project released in the same month as National Indigenous Peoples Day showcases the Dene Zhatie language and its culture.

Nahe Náhodhe "Our way of life" in Dene Zhatie (South Slavey) consists of six short videos filmed at the Katł'o'deeche First Nation showcasing language, culture, knowledge and on the land activities.

Deh Cho First Nations (DFN) supported

the production of the videos, which went live on YouTube and on the DFN portal on June 1.

Kristen Tanche, regional health and wellness coordinator with DFN, said it was a coincidence that the videos were released in the same month as National Indigenous Peoples Day. "This is perfect timing," she said with a laugh. "We originally planned to have them out in March but we hit some snags because of the Covid pandemic."

The project is a deliberate effort to promote the use of Dene Zhatie and highlight the

lifestyle of the Deh Cho people.

"We had this idea for a while. We tweaked it a bit for a proposal to the federal government for a project filming a language gathering and doing activities on the land, and for language resources," said Tanche.

Violet Jumbo, language manager with DFN, worked closely with Tanche as a project coordinator for Nahe Náhodhe.

The six videos in the series include Dene laws, Dene laws and stories, camp set up, moose hide, plant wisdom and spruce tree.

Vinnie Karetak continues to celebrate Inuit culture Inuk entertainer feels industry is too bombarded with English

Vinnie Karetak has worn many hats over the years to help preserve and celebrate Inuit culture. As a comedian, filmmaker, actor and writer, he has used storytelling to creatively share Inuit values, traditions and culture.

He was born in Arivat, but has been living in Iqaluit since 2001 and is co-founder of production company Qanukiaq Studios.

However, he is better known for Inuktitut comedy show Qanurli, which aired its seventh season in 2019. The show explored Inuit everyday life experiences, difficulties and misunderstandings between friends or family, said the comedian.

"And in the end, it's always about trying to work things out, talk things through and making sure that everyone's heard," said Karetak.

In 2017, the Inuk artist wrote, co-directed and acted in a play called Kiviuq Returns: An Inuit Epic. The play was written by collaborating with Elders on story ideas about Kiviuq, a legendary hero of Inuit stories.

In the play this main character, who is born into hardship, travels through the Arctic encountering various adventures, said Karetak.

Besides the storytelling, Inuit culture is also explored through throat singing and props like sealskin kamiks and wolf fur.

"We took a lot of pride in this (play) because we want to be the ones to tell our own stories," he said. "Being able to tell our own stories makes us feel valued and important."

Karetak said the play was specifically created for an Inuit audience and is performed in Inuktitut.

He believes it is important to show, use and understand Inuktitut.

One factor that has motivated Karetak to promote Inuktitut in his work is "the bombardment of English in the entertainment industry."

"It's all in English," he said, adding it is important to have a scripted piece of work available in Inuktitut for others to imitate.

Karetak encourages young Inuit artists to not be afraid of telling their stories and reaching out to other storytellers for collaboration purposes.

"The sense of reclaiming the way we tell our own stories is very important," says Inuk writer Vinnie Karetak.

"I encourage you not being afraid to tell your story in a way you want (it) to be told," he said.

Karetak himself plans to continue using storytelling as a tool to both preserve and celebrate the Inuit culture.

Presently he is working on a script for a short film, collaborating with others to direct another play and looking into a potential television show.

"It's always a dream to continue to work towards showing more Inuit culture," said Karetak.

KFN aiming to get waterfalls for reserve in ongoing negotiations Sub-Chief Doug Lamalice says area is sacred for Dene people

K'atlodeeche First Nation (KFN) is hoping to make the waterfalls area on the south side of Enterprise part of its reserve lands.

Sub-Chief Doug Lamalice said the area is being discussed in the ongoing treaty land entitlement (TLE) negotiations involving the First Nation, the federal government and the GNWT. Lamalice explained the waterfalls area has historical, cultural and spiritual significance for Dene people.

And he is optimistic about the outcome of the negotiations.

"I feel hopeful because it mattered to the past so importantly for a continuance of who we are today," he said, adding that the waterfalls area will also be important for Dene identity into the future.

Lamalice noted that KFN Elders wanted the sacred area included when the Hay River Reserve was created in the early 1970s, and that goal is now being "addressed' in the ongoing TLE negotiations.

"The Dene need to take control and quit letting people tell us that they need to control it and we need to follow them," he said. "That time is gone and long gone."

When the reserve was created, K'atlodeeche First Nation was supposed to receive an additional 10 square miles of land based on Treaty 8, and that shortfall has been the subject of the TLE negotiations.

Currently, the waterfalls area – including Alexandra Falls, Louise Falls and Escarpment

Creek – are part of Twin Falls Gorge Territorial Park, and it is also within the corporate limits of the Hamlet of Enterprise.

The TLE negotiations have been going on for years, and Lamalice joined the talks in November.

The sub-chief explained the waterfalls area has been significant to the Dene for thousands of years, since their ancestors would complete a six-day portage there twice a year on the way to and from hunting grounds.

"The significance of the falls to the Dene people here was like a church for us back then," he said. "It was a place of training. It was a place of prayer."

The portages, which covered about six kilometres, continued until about the middle of the 20th century, when highways were built.

"When the highways opened, the portages pretty well ended," said Lamalice.

The area is also sacred ground because some Dene people are buried on the eastern side of the river.

According to traditional Dene beliefs, there are also grandmother and grandfather spirit keepers of the falls.

A grandmother and a grandfather from Meander River, Alta., passed away at the falls about a hundred years ago, said Lamalice. "The grandmother and grandfather spirits decided to stay at the falls and oversee that. So they are there. Their spirits are there. Their duty is to make sure everybody abides by the rules and regulations of how to deal with the land, how to deal with animals in that area, what you're doing when you're doing your prayers."

"As a KFN community, we should be going out there with our Elders," he said. "We should be standing in a circle like they did hundreds of years ago and let the ancestors know that we're carrying on their prayers and their strength for the future generations with new teachings and understandings to add with that because of the way the world is right now. That is our duty."

And he would like to see more respect for the area by non-Dene, mentioning two thrillseekers who kayaked over Alexandra Falls as being disrespectful.

From 1996 to 2015, Lamalice offered free interpretive tours of the waterfalls area – called Walk a Mile in My Moccasins – under an arrangement with the GNWT. And he hopes to offer the walks again, but only after the area becomes KFN reserve land.

Hamlet of Kugluktuk thanks essential workers Community is also doing its best to stay active during the pandemic

Kugluktuk is showing its appreciation to essential frontline workers who without hesitation continue to provide necessary services to the people of their community. Three signs were placed up in the community, one at the Hamlet office, one at the sewer/water garage and one at the Health Centre.

"Essential services like health centre staff, Co-op, Northern Store, RCMP, Fire Department, bylaw officers, social services along with (Government of Nunavut) counterparts and private sector are very much appreciated during this time. We, as a thank you to our staff, provided a light bagged lunch to be taken home as appreciation for their work," said senior administrative officer Ronald Ladd.

The recreation department have continued to expand their weekly physical activity initiative called Get Active Kugluktuk program.

This initiative helps promote healthy lifestyle practices through participation in walking, stretching, house chores and more. Sunday at midnight, the recreation department receives all the names of the participants, with a chance to win prizes.

"We have completed our first fun trivia night for youth last month, we have another coming up towards the end of the month," said recreation co-ordinator Naz Ugoala.

"Our drawing contest was also completed this month, we had a lot of great contestants. Winner is yet to be determined. We are also hoping to do a scavenger hunt with prizes to be won.

"Hopefully we can get more funds

They feature Elders speaking in Dene Zhatie while doing activities like scraping flesh off a moose hide, setting up a camp in the forest, stripping bark off a birch tree, collecting medicinal plants and berries and showing the uses of spruce trees, including the health benefits of spruce sap.

Each video is available in Dene Zhatie only and subtitled in English.

Public reception to the project has been very positive and the Elders featured in the videos were pleased with the result too, according to Tanche.

"Some of the Elders I've been talking to said how happy they are with the product and they want to do more of them," she said. "In the communities themselves, the Elders said how amazing the videos look and how beautiful the shots are, that they give people chills and make them so emotional.

"I hope the videos will help us inspire language learners. I think the videos really demonstrated Elders' knowledge. I think it's a great chance to showcase our amazing knowledge in the region."

As a follow-up to the videos, six booklets are scheduled to be published in July that will contain more language content. They will be available for download.

"I hope that new speakers will use them as tools. I hope the booklets will be used for revitalization too. A lot of things are so interconnected – language, culture and the land," Tanche explained. "What a good way to learn on-the-land activities if you have the booklet and have the words for it, like when setting up a tent."

She includes herself as among those spurred on by the project to continue learning her language.

"I'm a beginner but after spending time with youth and Elders at the gathering, I'm really inspired to continue learning.

I would think other young people were inspired too," she said.

Tanche believes the videos' cultural impact is just as valuable.

"It's so moving to see our cultural values and our ways being showcased in such a respectful way. I'm in my 30s and when I was growing up it wasn't something we'd normally see. It wasn't an era when I was proud to be Dene. But now I'm super proud to be Dene," she said. "When I see the videos I realize how far we've come in society and even in our own culture."

The videos will be transferred onto USB sticks and DVDs for distribution to people who don't have reliable internet connections.

A crew of 23 people including cinematographers, translators and interpreters contributed to Nahe Náhodhe.

The project received financial support from the federal Department of Canadian Heritage's Aboriginal Language Initiative, as well as some from the Dechinta Centre for Research and Learning in Yellowknife. Dechinta also helped with some staffing.

Dene Zhatie had 1,443 speakers over the age of 15 as of 2014, the most recent year for which official language proficiency data is available, according to an NWT Bureau of Statistics report.

There has been a modest increase in Dene Zhatie proficiency since 1989, when there were 1,259 speakers over 15 years of age, the report shows.

Rylund Johnson, MLA for Yellowknife North, has pushed for more detailed reporting of NWT Indigenous language statistics. In the legislative assembly on June 2, Johnson urged that the GNWT create a division within the Department of Education, Culture and Employment that is committed to Indigenous language revitalization.

An additional $600,000 for language revitalization was allocated in the 2020-2021 territorial budget in the legislative assembly on June 9.

Baker Lake man owes his life to search and rescue team Jason Subgut was found after making an unsuccessful trip from Baker Lake to Chesterfield Inlet

Jason Subgut has made the trip between Baker Lake and Chesterfield Inlet many times but, until the June 6 to 7 weekend, never had he spent it in a frenzy, wondering if his life was over.

Subgut, 31, loaded up his Ace 900 Ski-Doo around 7 a.m. on Friday, June 5 and headed for Chesterfield

Inlet to see his infant daughter. He was carrying extra gas, his cellphone and a GPS. A few hours into his trip, he encountered a mix of rain, snow and fog that limited his visibility and disoriented him. His cellphone died and his GPS began malfunctioning.

After a while, his GPS responded and he resumed his travels. Eventually, he realized the GPS was still faulty because he was being led in

circles – evidenced by the same hill that he went around and he made the same river crossing for a second time.

"I freaked out from there," Subgut admitted. "That's the first thing I should never do is panic, but I panicked because I lost my bearings, I lost my way."

He was also very low on fuel and he knew he was going to be stranded.

"No one knows where I am – not even my family knows where I am.

I have no SPOT (communications device) with me. I have no satellite phone with me. I'm scared," he said of the terrifying circumstances.

Fortunately, Subgut had informed his mother and a neighbour that he was leaving for Chesterfield Inlet. His mother notified Baker Lake Search and Rescue on Friday afternoon that he didn't reach his destination.

Subgut decided to stay with his snowmobile. Because he hadn't packed any food, he snacked on old withered berries. He drank water pooled in the depressions of stones.

'I asked God to protect me' He made a modest shelter using nearby rocks. Standing about twofeet high, it was enough to protect him from the elements when he huddled under it. He passed the first night there. The moss he used as bedding gave him a little added comfort but his windpants, parka and all-season boots didn't prevent him from shivering overnight, when the temperature dipped to around -10 C. He could only sleep fitfully, maybe 20 minutes at a time.

"If I slept right through the night, I probably would have froze to death," he said, adding that he worried about grizzly and polar bears hunting him since he didn't have a rifle. "I asked God to protect me."

Although Subgut knows it's recommended to stay with one's machine when lost, he said he was unable to fight the urge to start walking on Saturday.

His GPS, although unreliable, indicated that Chesterfield Inlet was still 160 km away. Baker Lake was approximately 75 km. But he only made it 2.8 kms before collapsing on Saturday evening.

"My legs gave out. My energy was drained. I couldn't move anymore," he recalled. "I was exhausted, hungry, tired, cold ... I curled up into a ball to keep myself warm."

He was fearing the worst as he lied there next to some boulders.

"I was like, 'This is going to be my final resting place, whether they find me or not," he said, his voice cracking with emotion.

"All I could think about was my daughter and my son, nothing else."

His son Rajon is four. His daughter Ava Marie was born in January.

Unbeknownst to Subgut, search and rescue volunteers Sam Qarliksaq, John Etegoyok, Solomon Mariq and Patrick Attungala departed Baker Lake on Friday afternoon and were scouring the landscape for him.

Meanwhile, Baker Lake mayor and longtime search and rescue leader Richard Aksawnee coordinated the search without sleep on Friday night and into Saturday.

The searchers found Subgut on Sunday around 5 a.m. He was roused from his slumber by a snowmobile in the distance. At first he thought he was dreaming. Then he began whistling and waving his arms with all the strength he could muster.

One of the men spotted him.

"It was a real relief," Subgut said.

"They gave me food. They gave me tea, coffee. I was able to warm up with a Coleman stove under a tarp.

"One member (of the search and rescue crew) said, 'We were not going to stop until we found you.' They were really determined ... I told them that there's no amount of money I could ever give you to thank you guys."

'My dad's looking out for me' Aksawnee said there were about a dozen other volunteers in Baker Lake who were ready to help out in any way they could.

"If we have something that needs responding to, the community does come together right away," he said.

The number of search and rescue missions has fallen substantially over the past decade – from more than a dozen year to about six – due to the availability of GNWT-provided SPOT devices that can be signed out by community members who travelling on the land, said Aksawnee.

Subgut, who started going on hunting trips at age four, had another close call while riding an all-terrain vehicle into a river last year. He was able to get himself out of that jam, but he said he heard a voice guiding him.

"My dad's looking out for me. I love my dad. He's up in heaven," he said. "He's always been on the lookout for me."

Inuvik MLA calls on NWT to establish MMIWG action plan Federal government just missed self-imposed one-year deadline to complete document

The federal government has delayed a long-promised action plan to address the country's Missing and Murdered Indigenous Women and Girls (MMIWG) crisis due to the Covid-19 pandemic.

But that excuse is not good enough for Inuvik-Twin Lakes MLA Lesa Semmler, who is calling on the Northwest Territories to put together an action plan of its own.

After giving an impassioned statement on the crisis on June 3 at the NWT Legislature, she went on to ask the House what plans they had put together to stop the ongoing violence that has claimed the lives of thousands of people. However, she says, she was told the territory was waiting on Ottawa.

Pointing to a statement made in the House of Commons by Crown-Indigenous Relations Minister Carolyn Bennett who said "all of the provinces and territories are working on their plan, that will be lifted up into a national action plan," Semmler asked whether the territory was making progress on its own strategy.

"I asked today in the house about an NWT MMIWG action plan. I was told they are waiting for the federal national plan," she wrote in a Facebook post that afternoon. "In this video Minister Bennett says that all the provinces and territories are working on their plans to lift up into a national plan.

"So I guess there is no work done on a plan because they are all waiting for each other. Who's telling the truth?"

Semmler says she wants to see real changes, starting with current calls for justice that the NWT government has immediate jurisdiction over. She said once the territory had a proper plan in place they would be able to go to Ottawa for funding on specific issues.

She said she wanted to see stable funding for shelters and better supports for victims of both homelessness and violence.

Funding should also allow for the establishment of localized addictions services and follow-up care with Indigenous partners.

"We need to work towards essential services that can remain in the communities longer to help with building trust," she said.

"And have an Indigenous liaison person to ensure that there is a good connection between the communities and organizations like RCMP, health care and child and family services.

Any policy changes, Semmler added, should be cross-referenced with the 94 calls to action from the Truth and Reconciliation Commission (TRC) as a guide for both decisions and integrated into the education curriculum.

"Teachers need to really understand where their students are coming from, especially the new teachers coming right out of university," she said. "They need to be prepared and educated on

MMIWG and the lasting effects that are still in our communities and find ways to support all our students and meet them where they're at.

"It can be a shock as to the reality of life in the North and small Indigenous communities."

The Native Women's Association of Canada reports one in five Indigenous women have experienced violence during the Covid-19 crisis.

NWT tabled a response within months of report, says minister Also on June 3, Minister Responsible for the Status of Women Diane Thom issued a statement on behalf of the NWT government.

"We must remember that this journey has not ended," she said. "The final report includes 231 calls for justice, covering a wide range of themes, including culture, health and wellness, and human security. Within months of the final report's release, the government of the Northwest Territories prepared and tabled a response.

"Our response highlights the work we are already doing as well as the work we can build upon. And we are committed to working with Canada and other stakeholders to develop a national action plan to address the systematic causes of violence, inequality and racism so that all Indigenous women, girls and 2SLGBTQ+ people can feel safe, supported and empowered.

"As Minister Responsible for the Status of Women I call upon all residents of the Northwest Territories to take the time to remember those we have lost: our sisters, our nieces, our mothers and our daughters, our friends and neighbours. More importantly, I urge everybody to consider what they can do to end the violence that continues to have such a destructive impact on the lives of so many."

In August 2019, the previous territorial government announced it was not yet committing to the 231 recommendations because of the upcoming territorial election, noting it would need additional resources to properly implement them.

The response noted the territory has nine official languages and had made progress integrating some of them into school curriculums. It also noted the government has made progress on improving health-care standards in respect to traditional beliefs and culture.

"The (Government of the Northwest Territories) recognizes that this work cannot be done by governments alone," reads the response. "We need to work with the federal government, Indigenous governments, business sectors and non-government organizations."

Women Caroline Cochrane said the next government had to make implementing the recommendations a priority.

Noting it was not just the one-year anniversary of the final report on MMIWG, Dene National Chief Norman Yakeleya also pointed out June 2 was the five-year anniversary of the Truth and Reconciliation Commission.

He said the ongoing ramifications of colonization have had a particularly traumatic effect on women.

"Women are the backbone of the Dene Nation. Of all the nations," he said. "And women have been marginalized and disempowered through the pieces of legislation in the Indian Act and the whole attitude of the colonization way of life."

While calling out the federal government for not having the action plan ready, Yakeleya also said the Dene were still waiting for a commitment on a child and youth advocate from the GNWT. "Where's the government? Where are they?" he asked. "The Dene are ready, but we need a government to build a relationship with Indigenous people. They're not showing up."

She was the first farmer in the north and was the granddaughter of Francois Beaulieu, a great Patriarch, born in 1771, having lived over 100 years.

In case you need a quick northern history lesson, Francois Beaulieu led the famed explorer Alexander Mackenzie down the disputably named 'Mackenzie' River Basin (a water system larger than the entire European continent) through the 'Slave' (also a name that should have long been changed to its rightful Indigenous place name) and down

the Coppermine (an advanced class 3 paddle) until reaching the Arctic Ocean. Francois was also brother-in-law to the legendary warrior Akaitcho. In those days, Francois killed a dozen Tlicho men before the Chipewyan and the Tlicho made a Peace Treaty. Francois' father was from France and his mother was part Cree and part Densoline, her name was Ethiba, a beautiful name indeed.

So whenever I need to feel grounded and remember who I am and where I come from, or whenever I feel like I don't know which way to go in life or that I'm not good enough, I turn to my ancestors for guidance as they seemed to have known the way all those years ago in a time that was fraught with a different kind of hardship than the world is faced with now. They were strong and full of ancient wisdom and I am proud to say that I am Indigenous royalty on the celebration of Indigenous day.

Across the Northwest Territories, communities are looking forward to National Indigenous Peoples Day on June 21 – a statutory holiday in the NWT that recognizes the contributions of First Nations, Metis and Inuit.

Given the Covid-19 pandemic this year, the usual plans for large public gatherings in many cases are leading community governments to rethink their annual activities or cancel them entirely.

Here's the status in some NWT communities as National Indigenous Peoples Day approaches.

Tuktoyaktuk Katrina Cockney, manager of community services, stated that Tuktoyaktuk will host online events for both National Indigenous People's Day and Canada Day. For Indigenous People's Day, there will be a traditional dress online competition for all ages. There will also be jigging contests, including with partners, for all ages.

The day will also include best-decorated Indigenous-themed window, which the hamlet will judge. Only one decorated window will be allowed per household.

Canada Day will bring an array of events including a bestdecorated bike contest for youth 15 and under, a best face paint contest for youth 15 and under; best decorated cake for all ages; a jigging contest, including with partners, for all ages; and bestdecorated Canada Day-themed window. The hamlet will also give away a new bike for youth 15 and under who submit entries for the contest.

Cockney said that Covid-19 has greatly changed how the hamlet organizes its traditional gatherings.

Deline The Deline Got'ine Government is looking forward to four days of celebration from June 20 to 23. The weekend will mark National Indigenous Peoples Day, Father's Day and Sahtu Day – the latter falling on June 23 – according to Mitchell Naedzo, the community's communications officer.

Naedzo said residents can expect to see multiple days of hand games over the weekend, but there will also be traditional dressup, various games and events. A cook-out is expected to take place on June 20. It will offer tasty whitefish and game brought back by community members from federally funded Covid-19 on-the-land excursions in recent weeks.

"What we do for whole community is to send the community and we did the on-the-land where we helped pay for gas so that we could ask members to bring back traditional foods and fish and stuff like that," Naedzo explained.

Unlike the situation with other NWT communities, Covid-19 is less of a concern because Deline halted incoming flights and it's quite isolated from outsiders, he said.

Sambaa K'e/Trout Lake The Dehcho community of Sambaa K'e/Trout Lake is not planning on National Indigenous Peoples Day activities, at least not as of Wednesday night, according to recreation coordinator Valerie Lamalice.

"So far we have nothing happening under the recreation because we're just waiting on some GNWT restrictions that are being lifted," she said. "But, right now, that hasn't been done with recreation, so there are absolutely no activities or anything."

Typically planning starts weeks in advance, she added.

As an isolated community without an all-season road, Lamalice said the weekend normally features traditional games, handgames, drumming and a big outdoor cookout.

This year will be too difficult with public health guidelines that include hand sanitizers and physical distancing, she said.

There are close to 90 members in the community and about 50 people showed up to the event in past years, Lamalice added.

Ulukhaktok/Holman Derek Squirrel, recreation coordinator with the Hamlet of Ulukhaktok said there will be a number of festivities on the weekend of June 19 to 21.

Squirrel said the annual Kingalik Jamboree will be taking place that weekend, but there will be events spread out around town that will also correspond with National Indigenous Peoples Day – an event that is organized by the Ulukhaktok Community Corporation.

Fort Simpson At the Village of Fort Simpson, festivities involving National Indigenous Peoples Day are organized by the Liidlii Kue First Nation. Roslyn Firth, wellness coordinator for the band, stated in an email that the chief and council had been expected to meet on Tuesday night, but it wasn't clear "what/if decisions were made for Aboriginal Day," she stated.

Inuvik Native Band Band manager Edward Wright said the community was hoping to have a plan finalized before the end of the week, but as of Wednesday, more consultation was needed with other Indigenous leaders in the community.

Typically the band, along with the Gwich'in Tribal Council and the Nihtat Gwich'in Council, work closely on festivities every year, Wright noted. This normally includes a fish fry and traditional activities at Jim Koe Park, in front of the post office. Because the park is undergoing redevelopment, that is off-limits, he said.

Fort Resolution Tom Beaulieu, spokesperson for the Hamlet of Fort Resolution, stated that the hamlet is not planning anything for National Indigenous Peoples Day even though celebrations are usually held by the Dene First Nations and the Métis every year.

Beaulieu added that the community typically holds Canada Day festivities, but that's also uncertain due to Covid-19 precautions.

"We are waiting to see if there will be changes to the health orders before we plan anything," he stated. "As it stands now we will likely not have any events for Canada Day."

Youth voices being heard Mayor's youth council get opportunity to speak to problems they see in Cam Bay

Future leaders are in the making in Cambridge Bay with the Mayor's Youth Advisory Council expressing concerns young people in the community share.

The council began two years ago, helping the hamlet hear the often underrepresented demographic.

The creation of youth councils are generally

organized by the local office of an elected representative, they provide a non-partisan forum for local youth under the age of 18 and to bring forth.

Deanna Taylor, a recent graduate and youth council member said, "I am so happy to be a part of the Mayor's Youth Advisory Council, knowing I can share ideas and be a part of something to make good changes makes me feel so proud."

Positions in the council

are advertised in school and when the group first met, they delegated who will be in what position.

"My position is chairperson and I also am in the performing arts pillar," said Taylor.

"We attend meetings twice a month. My goal is to keep up with the work we are doing now and come up with ideas to benefit and help our youth and make our ideas become a reality.

"I want the youth to stay positive, keep busy and stay safe, act with kindness and do things to benefit your people and community. We are the new generation and soon our home will depend on us to make changes. I have thought about politics but I want to be a teacher, don't know what the future holds for my carer as of yet, we'll see," said Taylor.

"There will be a lot of changes happening, our voice is being heard and it feels great," said Corbin Kavana who holds the position of cultural pillar said.

"I want the youth to embrace themselves and be active and help each other.

Kindness is the key to everything."

Mayor Pam Gross is pleased from the various civilian councils getting active in her community.

"We are pleased to have an active Youth Advisory Council and Mayor's Elders Advisory Council," she said.

"Both groups give great feedback and representation for our community needs.

"We call on both councils as advisors to share input and knowledge from their peer groups. We are fortunate to have such active members in our community who are eager to contribute."

Unoccupied Inuvik building razed by weekend blaze Steps taken to mitigate exposure to asbestos

Miranda Krista was just relaxing, making herself a snack in her kitchen around 7 p.m. on June 6 when her entire home was suddenly enveloped in smoke.

"We had to run for evacuation because of the smoke," she said.

"My house was in all the smoke. You couldn't see even the road or park from my kitchen window. I was so scared I didn't know what to do. The saddest part is it had to happen when the playground was packed with kids.

"Everyone needs to know how much danger fire can do. Not only for the burning building but for the families, children and Elders near the area."

She and her two children quickly evacuated, only to find the entire neighbourhood was engulfed in smoke billowing out of an abandoned row house, which was ignited into an inferno on Kugmalit Road next to the local playground. They weren't able to return home until after 10 p.m.

The row house has been an ongoing concern for residents in the area for some time. The building's owner is Talal Khatib, a long time Inuvik resident currently out of town.

With over $750,000 in unpaid back taxes, the town was looking at purchasing the building on a tax sale. However, because the building contains lead paint and asbestos, at the time the town was informed it would cost over $1 million before the building could be brought down. It has been unoccupied since 2012.

Protective Services director Cynthia Hammond said 19 firefighters and five vehicles were deployed to combat the fire and had the fire under control as of 10:06 p.m. She added the department was assisted by RCMP, paramedics from AMS, Municipal Enforcement, Inuvik Gas and Northwest Power Corporation.

A June 6 fire lead to the demolition of a derelict row house in Inuvik. The row house contained lead paint and asbestos. bystander was treated for smoke inhalation, however no injuries were reported in the fire.

Hammond added the building was demolished after the fire based on an examination of the structural integrity of the building.

"There was a significant potential for collapse," she said. A plan is now underway to remove the debris safely.

Hammond said the cause of the fire was still under investigation in co-ordination with Inuvik RCMP.

Happy Indigenous Peoples Day

Danielle Nokadlak, who had to evacuate with her three young children, asked parents to have a serious talk with their children about fire safety.

"I was home alone with my three youngest, aged five, two and two months, when the fire broke out behind my home in Talal units," she said. "I can't even describe the terror I had.

"Please, from the bottom of my heart, teach your children, your nieces and nephews, every child, that fire is dangerous and not to be played with."

"I know we've got four (jail) cells here... the answer is not getting more cells," Kinngait Mayor Timoon Toonoo says.

Kinngait's mayor and council on Tuesday for a recent forceful arrest and the mayor acknowledged his community has a problem with alcohol.

The parties met for the first time since an explosive video that gained nationwide attention was posted online on June 1. That video showed an arresting officer in Kinngait using the door of his RCMP pickup truck, while still in motion, to knock over an intoxicated man who was the source of a complaint from the public.

Amanda Jones extended an apology for the incident, but she also reiterated that Kinngait RCMP jail cells were full of intoxicated residents that night – a situation that has been recurring and is leading to burnout among police officers.

Toonoo admitted that something has to be done about excessive drinking, but he's still searching for a solution. He said the hamlet has requested a local rehabilitation centre through the Government of Nunavut but it's clear that project isn't going to come to fruition, he said.

"They just don't have any funds ... without that, it's really hard for people to get counselling," Toonoo said, noting that there is, at least, a mental health nurse and a

restorative justice worker in the community. "People have tried to help each other out but it's pretty hard.

"I know we've got four (jail) cells here ... the answer is not getting more cells."

A week before the forceful arrest, which has spurred an independent external investigation, Kinngait came off a two-week prohibition on the importation of alcohol, ordered by mayor and council. Toonoo said he's starting to question whether prohibitions work because the RCMP's statistics show that alcohol-related calls and arrests were only down marginally while the liquor moratorium was in place.

"Bootlegging gets higher if we ban the alcohol here," the mayor said. "I don't know

if (the prohibitions are) working or not. People say it's the solution but I don't know. I'm not sure."

Momentum grows for use of RCMP body cameras While a growing number of political leaders in Nunavut have been calling for the RCMP to adopt body cameras, Prime Minister Justin Trudeau made headlines on June 8 when he called for police to employ the technology.

"The reality is many people in this country simply do not feel protected by the police, in fact, they're afraid of them. That alone would be bad enough, but systemic discrimination and racism in Canada go much further than just policing ... It's about the fact that people are all too often treated like criminals instead of receiving the support that they need," said Trudeau.

A short while later, RCMP spokesperson Dan Brien issued a statement confirming that the Mounties' national commissioner "will engage in work and discussion with policing partners and the NPF (the National Police Federation – the RCMP's union) on a broader rollout of body-worn cameras."

There was no indication of when this will take effect and whether Nunavut will be among the jurisdictions to adopt the cameras.

A representative of Nunavut's RCMP V Division didn't return request for comment on body cameras on Wednesday.

Toonoo said he believes the police should wear body cameras.

"It works both ways – for protection of the RCMP and for protection of the person who's being arrested," he said.

As for the police officer who struck the Kinngait resident with the pickup truck door, he's been flown out of Kinngait pending the outcome of the investigation into his actions. Toonoo said he isn't yet prepared to call for that officer to be permanently removed.

"After the investigation I'll be able to answer that better," he said. "It looks really bad right now because it was videoed, but I'd rather wait for the investigation report."

The mayor added that Jones had no new information for council pertaining to the fatal encounter between a Mountie and a Cape Dorset resident on Feb. 26. That incident was turned over to Ottawa Police Service for investigation.

Don't forget about the athletes on National Indigenous Peoples Day Northern News Services

One of the best things about the North is the amount of sporting events our young – and not-so-young – athletes get to play in.

We have the Canada Winter Games, Canada Summer Games, Arctic Winter Games, Western Canada Summer Games, North American Indigenous Games … you name it. There isn't any way you can say that our athletes don't get the chance to play because they do.

There have been a multitude of athletes who have come out of the North that have gone on to bigger and better things after competing in those major events (yes, I call them all major events because they are, even if some don't always agree that they are) and as we head toward National Indigenous Peoples Day on June 21, let's look at some who have done so. If we're talking about big time professional athletes, there is that one who stands out: Jordin Tootoo. Tootoo is the poster boy for Northern hockey players who wonder if they can make the big time and the answer is yes, you too can play in the National Hockey League for more than 700 games if you work hard enough.

I've always said that parents who sign their kids up to play any sort of sport should do so on the assumption that their child will not become a superstar because the odds are literally against them doing so. That doesn't mean you can't dream and not work toward it because that's what Tootoo did and he succeeded. What's great is that he's now trying to give young Indigenous athletes the same chances he had to succeed, which should be the modus operandi of any professional athlete who makes it big.

Skiing is another sport which has produced many Indigenous athletes of high stature and merely naming just one or two wouldn't be fair to anyone. So here goes: Sharon Firth, Shirley Firth, Fred Kelly, Roseanne Allen, Antoine Mountain, Paul Andrew, David Cook, Harold Cook, Anita Allen, Angus Cockney, Bert Bullock, Ernie Lennie, Alfred Masuzumi … with apologies for anyone I missed.

Every single one of those skiers has one thing in common – all are graduates of the Territorial Experimental Ski Training (TEST) Program. The late Father Jean-Marie Mouchet was the man responsible for putting it together and taken over later by the late Bjorger Pettersen, who eventually became head coach of the Canadian crosscountry ski team.

international talent than TEST did and I'm in same boat as Harold Cook, who said a few years back that TEST should return in some form.

Cook said it was a way for him to channel his anger of the abuse he suffered during residential school in a healthy way but now, it could be used as a way to help youth steer clear of alcohol and drugs.

When you think of curling in the North, you think of the Koe family. Kevin Koe was born in Edmonton but since he spent his formative years in Yellowknife, people consider him a Northerner.

He's only gone on to become one of the world's premier curlers with four Brier titles to his credit (Canadian men's curling championship), two World Men's Curling Championship crowns, multiple wins on the Grand Slam of Curling circuit and skipped the men's entry at the 2018 Winter Olympics.

Jamie Koe has been the best men's skip in the NWT for many years with several appearances at the Brier with that memorable run in 2012 among his achievements. Likewise, Kerry Galusha (nee Koe) has been the skip to beat on the women's side for a long time and has one feather in her cap that no other women's skip from the North can say as she was the first to win a World Curling Tour event, that being the 2018 Royal LePage Fall Women's Classic.

I wish I had more room because I could talk about the BeckMcQueen families in dog mushing, the lovely and talented Meika McDonald (and her lovely and talented daughter, Veronica McDonald) in Arctic sports, Sean Nipisar in Arctic sports, Andy Attagutalukutuk in dog mushing, Josie Cote in hockey, Bradley Nowdluk-Fraser in hockey, Joe Dragon in hockey, Brenda Moreau in darts, the late Floyd Daniels in softball, Eekeeluak Avalak in wrestling, Jesse Cockney in cross-country skiing … you get the idea.

So, yeah – there are a few Indigenous athletes who have done alright, eh?

Calls for justice on Indigenous Peoples Day Northern News Services

National Indigenous Peoples Day is soon upon us, but despite the great accomplishments of Nunavut's Inuit people, they still face great injustices under a colonial system.

These injustices have been going on for as long as the Canadian footprint has been felt in the North but have recently manifested themselves in a terrible RCMP incident in the community of Kinngait.

While the world was reeling from the death of George Floyd in Minneapolis at the hands of police, a police officer in Kinngait was caught on tape violently taking down an intoxicated man who could barely stand.

And if the man hadn't suffered enough, he was placed in a jail cell with another intoxicated man who allegedly delivered a vicious beating on him while police were out answering other calls. The Kinngait jail cells were meant to accommodate four people, but were housing seven intoxicated individuals. This highlights the lack of resources available to the RCMP, but also begs the question of whether police dealing with intoxicated people is the appropriate response.

across the territory and echoed what is being expressed globally: a lack of police oversight, especially for racialized citizens.

The time for reckoning is upon us as the RCMP and police forces across the country that deal directly with Indigenous Canadians have been given a chance to make tangible changes to how they operate.

In Nunavut, there have been six cases that required third-party investigations by outside police forces, such as the Ottawa Police Service, this year alone.

Three of these incidents have been shootings.

Without body-camera footage, something that more and more civilians and politicians, including Prime Minister Justin Trudeau, have been increasingly calling for, it is now the officer's word against all else.

Nunavut News knows that there are many RCMP officers doing an outstanding job in the territory but relations have been strained and

trust shaken as more cases of wrong-doing by police have been brought to light by Nunavummiut.

Although the national RCMP commissioner does not seem overly excited about exploring body cameras in the North, now is the time to fully research the subject and repair relations with the citizens they are tasked in protecting.

Mounties need not look further than Nunavik where the local police force has been piloting a body camera project since January. If Nunavik's experiment can show us anything, it's that the RCMP's inadequate-technology argument does not hold water.

As it has been pointed out many times before, body cameras protect citizens and police alike and can crackdown on the cowboy activity that was caught on a resident's video in Kinngait.

But body cameras are just the beginning.

It's time for a full inquiry into how the police deal with Indigenous peoples in this country and find ways to become more sensitive to the Indigenous experience.

Anything less would be an affront to reconciliation, something that has been promised time and time again.

Project Naming is a trilingual Web exhibition and searchable photographic database available in Inuktitut, English and French. The goal of this project is to identify Inuit in the photographic collecCambridge Bay from the sales of plastic bags.

The studio will have many programs in the building related to arts and crafts and also music. It will also be where the local radio station will be located now and a coffee, tea and gift shop.

The community always needs a place for artists, carvers, seamstresses to sell their products and now the Ivitaaruq Hanaujarvik will be the place to go. Finally a place to go to find great souvenirs, although you can still find souvenirs is at the Library and Co-op.

The expected grand opening is scheduled for long weekend in September 2020. Please watch for details of the grand opening.

'They failed me:' owner of foreclosed gas bar seeks government accountability 'I should have been a success story for the BDIC as an Aboriginal woman in ... tourism'

Lisa Thurber had big plans for her small Enterprise business.

In 2014, she cashed in her pension to purchase what would become Lisa's Place, the only gas station in the South Slave hamlet of about 120 people.

With plans to renovate the gas bar, Thurber – an Indigenous business school graduate born and raised in the territory – dreamed of turning the business into more than a service station and motel: she envisioned it becoming a tourism hub at a key junction between NWT communities.

To get the business off the ground, she sought support from the Northwest Territories Business Development and Investment Corporation (BDIC), a GNWT Crown corporation and a subsidiary of the Department of Industry, Tourism and Investment (ITI).

That's when Thurber says she was led down a "path of paperwork" lined with bureaucratic red tape and empty promises, ultimately leading to Lisa's Place being foreclosed and auctioned off for sale last year, a move she called sudden, unfair and unwarranted.

"They failed me. They absolutely and utterly failed me," Thurber told News/North recently.

According to Thurber, she received a $585,000 mortgage from BDIC in 2014 after her initial business plan and request for $899,000 was rejected.

That wasn't enough to pay for renovations and other expenses. She had to take out a $100,000 operating line of credit from the bank.

In the years that followed, Thurber employed a staff of a half a dozen workers but struggled to pay off her debts.

Thurber said Lisa's Place was hit hard by the high cost of trucking water from Hay River – she was "literally flushing money down the toilet." Steep prices associated with bringing in beverages and cigarettes, coupled with the territory's minimum wage increase, further hurt the business, she said.

Thurber was soon forced to scale back the store's operating hours and closed the business for a few weeks in January 2019 while she sold off some equipment to try to make ends meet.

That same month, Thurber said she was notified by the BDIC of the business' foreclosure. The foreclosure was enforced by a NWT Supreme Court order. She said she was behind by only

two monthly payments.

"The government used the (January 2019 closure) as a way to say, 'she's abandoned the business.' That was not true. There were no negotiations, no discussions. They just foreclosed on me," said Thurber, adding ITI cited her lack of audited financial statements as a factor in the foreclosure.

In arrears before Lisa's Place was shut down, Thurber said she was given far less time to repay her debts than other indebted NWT businesses.

She pointed to Concept Energy Services Ltd., ordered last year by a judge to repay nearly $2 million after the company defaulted in 2017 – stemming from a BDIC loan in 2011. The company is owned by Hay River South MLA Rocky Simpson.

Seeking accountability from the government, Thurber wants to know why her business — an Indigenous-owned tourism attraction that created jobs in the community — was foreclosed on when others enterprises in arrears haven't been. She said Simpson has been supportive of her efforts to get answers from the GNWT. "Why me? Why am I being punished? I should have been a success story for the BDIC as an Aboriginal woman in the tourism business," she said. "My vision was to put Aboriginal tourism on the map, and I did. (Lisa's Place) increased tourism in Enterprise. I increased employment, I brought community events to the community. I had community support."

'Why am I being punished?'

Thurber said her experience speaks to an overall lack of support and guidance from the government – at odds with the department's mandate to nurture Northern businesses.

"The government isn't running programs, they are running a high-priced loan sharking office," said Thurber.

While confidentiality rules prevent BDIC from commenting on the foreclosure of Lisa's Place, Industry, Tourism and Investment spokesperson Drew Williams said the Crown corporation explores all avenues and remedies before taking legal action against a client.

"BDIC does not ever 'want' to take legal action against a client and certainly the decision to do so is never taken lightly or in haste. As a rule, they will try to work with borrowers that are in arrears as much as reasonably possible to prevent such actions," stated Williams in an email, adding legal action is determined on a

Payment deferrals and loan restructuring are mulled before that happens, he added.

"If a borrower has a reasonable proposal, the court will generally extend a deadline for the proposal to be considered," continued Williams.

Pointing to annual reports from BDIC, Williams said along with BDIC's $585,000 loan, Lisa's Place received a $20,000 contribution from the Crown corporation plus a contribution of $8,850 from ITI's Support for Entrepreneurs and Economic Development Policy (SEED).

Apart from leaving Enterprise without a service station along a highway where they are scarce, Thurber, now bankrupt, said Lisa's Place

has had an immense impact on her personal life.

"Because we (me and my children) lived at the residence of the business. The foreclosure left us homeless for a few months. My kids still refer to Enterprise as home. They ask if we will ever be able to go back.

"I should have been able to pass the business onto my children," she said.

Thurber wants her file to be reviewed and to make sure other Northern businesses don't have a similar experience.

"I want to make sure this brings some change for other Aboriginal businesses. I need to fight for other businesses. I might not be able to save me, but maybe I can usher in change."

Hundreds of protesters in Iqaluit gathered to express their frustration with police brutality and racism on June 5.

The peaceful protest began with Iqalummuit holding signs and chanting in a circle at the Four Corners intersection downtown around 11:45 a.m.

A mosaic of voices from children to adults of various ethnicities chanted for some time in unison, "No justice, no peace! Black lives matter!"

Following the protest's organizers, members of the public kneeled down and then

chanted repetitively, "Take your knee off our necks!"

With every chant the voices grew louder, until eventually they were led to share a silence of eight minutes and 46 seconds. As quiet filled the downtown streets of Nunavut's capital, some protesters lay down, a few stood, while the majority kneeled down.

One of the protest organizers, Murielle Jassinthe, explained the silence was to remember George Floyd and "how it feels to fight for your life for eight minutes and 46 seconds."

George Floyd, a 46 yearold African-American, was killed in Minneapolis on May 25, 2020. He died after police officer Derek Chauvin knelt on his neck for almost nine minutes.

Following the silence, the protesters marched towards the RCMP headquarters. In an orderly and peaceful fashion, protesters, some wearing masks due to Covid-19 and holding signs, slowly walked behind a large banner reading, "Black Lives Matter."

In attendance were a few members of the city council, MLAs and police officers, including RCMP's Chief Superintendent Amanda Jones.

Before arriving to the final destination, protester Clayton Greaves stopped in front of the Legislative Building to speak to the leaders of Nunavut.

"Many of us live in fear of speaking out, so we endure.

Privately, we are in tears. We are broken and we're bleeding," said Greaves.

"We're calling on each MLA, each leader in this territory to hear the voice of your citizens," he said.

Protesters then walked across the street to the RCMP headquarters and once again gathered in a circle.

Some kneeled while others stood as various members of the community shared their experiences with racism and expressed their desire for RCMP to end racial profiling. The protesters demanded the RCMP pursue policing reforms that ensure public safety and limits risk of police violence.

Nine-year-old Lesedi Mokoena tearfully spoke about her experiences with racism.

"I've been pushed because I am black," said Mokoena.

An Inuk protester, Jukipa Kuutiq, who spoke up against the police brutality among Inuit communities, was very touched by Mokoena's speech.

Kuutiq said she knows racism exists in Nunavut. "As an Inuk, it's my responsibility to ensure that it's no longer persistent."

The protest, organized by Nunavut Black History Society along with community members, lasted around an hour and a half.

"I'd like to see that momentum that we had here today, that energy, that connection with community ... moving forward," said Kuutiq.

Aklavik avoids major flood during Mackenzie-Beaufort breakup 'Every year we plan for it'

Contingencies were put in place, evacuation plans were mapped out and potential problem sites were identified.

But it turned out to be another year of abundant caution for the Hamlet of Aklavik which, in spite of being in the middle of a flood plain, avoided the high waters that hit Inuvik last week.

"We didn't have any real flooding at all," said senior administrative officer Fred Behrens. "It stayed fairly high for four or five days. If there had been a jam or anything at that time it definitely would have flooded.

"There's areas in town where the ditches were under water, but that's normal for high water."

With the hamlet located in a flood-prone area, officials had spent the last month preparing for the annual spring melt. Plans were in place to airlift people to Inuvik if needed.

The lives of Elders, followed by women and children, were to be saved first in a life-threatening situation.

However, Behrens said the hamlet dodged the flood for the sixth year in a row.

"Every year we plan for it," he said. "Fortunately, every year that I've been here so far it's been a nice melt and break-up with no drastic jams or anything."

Aklavik avoided major flooding this year, in spite of near-record water levels in Inuvik.

With the GNWT well into phase one of its Emerging Wisely strategy, Behrens said life was slowly returning to normal in the hamlet.

He said Moose Kerr school has been offering tutoring for students displaced by Covid-

19, but he had not heard any update on graduation for students.

Fire number four

Crews responded to another human-caused fire at kilometre 82 on the Inuvik-Tuktoyaktuk Highway June 9. It was declared under control by 6 p.m., according to a Facebook post by the department of Environment and Natural Resources. "This is the fourth suspected human-caused fire ENR crews have responded to this season," it read. "In this case, the cause of the fire is believed to be an abandoned camp fire."

Community planning goes online

Now, it's going into the Zoom meeting phase.

Golfing with fore! thought in Smith

Thebacha/Fort Smith If you're planning to play a round at the Pelican Rapids Golf Club, you'll need to be sure you can actually play.

With the NWT/Alberta border completely controlled now, anyone who plays must now have identification to show the duty officer in order to proceed to the club. That's because the club is contained wholly within Alberta.

Access to the club will be between 7:30 a.m. and 10:30 p.m. each day with no access before or after those times. The club was planning on having a special crossing badge made up for its members to indicate that they are crossing to play a round.

The policy came into effect on June 5.

Kitikmeot heritage coffee sales brewing online

Kitikmeot Coffee sales have commenced online for Pitquhirnikkut Ilihautiniq, the Kitikmeot Heritage Society, based in Cambridge Bay. The non-profit organization created a social enterprise arm in 2017 and that spawned Kaapittiaq – an Inuit-owned and operated coffee business – in January 2019.

Coffee orders were initially filled locally, but now sales of one-pound and five-pound bags can be completed online.

Three different blends are available: espresso (called Iglu); dark roast (Inukhuk); and medium roast (Qajaq).

The beans are purchased from Indigenous people in Peru.

Seventy-five per cent of annual sales from Kaapittiaq, which means "good coffee" in Inuinnaqtun, is invested in programs that support the Inuinnait language and culture.

Fitness centre reopens

Liidlii Kue/Fort Simpson Phase two has seen plenty of things become freer and that includes the fitness centre in Fort Simpson.

Today, June 15, is the first day of business since the building was locked down due to Covid-19 and with it comes some new rules.

A maximum of 10 users can be inside at one time, all equipment must be wiped down after use and no working out beside someone are among the new regulations in place.

Lutsel K'e celebrating global award First Nation 'showing what reconciliation can look like'

Residents of Lutsel K'e will be recognized by the United Nations' Equator Prize for creating the protected area of Thaidene Nene, an accomplishment that Chief Darryl Marlowe says is a benefit to his people and a symbol to the rest of Canada.

"All of this work is from past Elders, past leaders and our community and everybody that contributed, leading up to this award," Marlowe said. "Finally getting global recognition means a lot for people here in Lutsel K'e.

It is showing what reconciliation can look like with the Crown governments and we are showing that it is possible that the government is willing to work with First Nations. We are proving it to the rest of the country."

The prize comes with $10,000 and the community hasn't yet decided what to do with the money, Marlowe said. He said the biggest perk of the award was getting recognized for carrying out the mandate of the community's Elders.

"It was especially a big deal because of the Elders who had been involved because it was their mandate that we were fortunate enough to carry out," he said. "It has been a long time in the making to create Thaidene Nene in particular -- you know, the heart of our traditional territory which we rely on for harvesting, gathering medicines and other connections."

Steven Nitah, chief negotiator in creating the 14,305-square-km national park reserve in the East Arm of Great Slave Lake, said this week that he's quite proud of the accomplishment.

"It is quite a prestigious recognition from the world community," he said of the United Nations award.

News of the award was a welcome development for residents of Lutsel K'e. As with many small Dene communities throughout the NWT, much of 2020 has been worrisome because of the Covid-19 pandemic and the threat it has presented. Although the chief public health officer and territorial officials have said that the NWT is not out of the woods yet and that the threat of the virus still lingers, the NWT is in the process of easing public health restrictions.

Marlowe said he's proud of how his community has responded to date, after his staff put strict measures in place to protect residents in March.

"I just have to commend my staff for the perfect job they did for us to ensure our safety and well being here," he said. "Right off the bat and around March 21 we put our own measures in place even before the GNWT had their own measures in place.

We restricted travel for non-essential and nonmembers weren't allowed in the community."

Asking residents to keep close to home is harder than it may seem, he explained, because people in Lutsel K'e travel widely on the land.

"It is quite hard to tell your members that they can't go trapping but we did educate them and got the message out that this is real and very dangerous to expose yourself, especially as there were five cases in Yellowknife.

"We are a vulnerable community. If the virus came in it would spread like wildfire and I would hate to see something like that happen while I was leader."

There is no road connection to the community, making regulating comings and goings a little easier.

Marlowe said like other community leaders throughout the NWT, he wanted to combat the bootlegging of alcohol during the Covid-19 pandemic. Fortunately, there was no need to execute that punishment, he said, because the leadership was open with members who were involved with bootlegging about the seriousness of spreading the coronavirus due to alcohol consumption and partying.

"I'm very grateful that our community is safe right now and there has been next to no drinking at all right now," the chief said.

As June 21 approaches, Marlowe said regular festivities for National Indigenous Peoples Day are not likely to happen, although he and

his council are considering options to still recognize the holiday. He said it's important members maintain vigilance against the pandemic, including maintaining physical distancing, hand washing and other health and safety measures.

Typically the community has a traditional cookout and fish fry with moose meat and members gather at the community hall for a celebration with Dene games, canoe races, handgames and drum dancing. Still, there are a lot of things to celebrate, particularly this year and Marlowe is encouraging members to celebrate who they are with their families.

"We want members to get out on the land and celebrate out there, reflect on our history and who we are as people," he said. "It's always good to do that, especially if you're with your family, within your family, and your close family unit. Talk to your kids because that history is important."

After several months of uncertainty, things are starting to get back to normal in Tuktoyaktuk.

"It's business as usual," said Mayor Erwin Elias. "People are not as uptight as they were a month ago. I think people are more relaxed, maybe a bit too relaxed.

"Alcohol is still an issue in our community, though I think it's an issue in all small communities. But yeah, everything seems to be okay here. Dr. Kandola has done a good job with all the restrictions in place."

A checkpoint to keep an eye on who was entering and leaving the hamlet was taken down a few weeks ago and residents are getting back to travelling throughout the delta, he said.

Thanks to a number of successful harvests over the spring and winter, Elias said most people's freezers are full and that there is plenty of food to go around.

"Overall the stock is good enough in the stores," he said.

"The harvesting we had over the winter and spring was amazing. If you ask people if they need geese, no one has room in their freezers.

"The community is in pretty good shape right now in terms of food supply, and it alleviated a lot of the pressure on our stores — they're still good today regarding meat."

Elias expressed his thanks to the Inuvialuit Regional Corporation, Children's First Society, Tuktoyaktuk Community Corporation and Hunters and Trappers Committee for hosting the harvest.

He added the hamlet's harvesting was still ongoing, with geese and muskrat season underway and beluga, fish and berry season on the horizon. Elias said he was excited to see so many people getting back to their roots.

"You have people out on the land," he said.

"There is no better healing service than that. When you get people living off the land, that's the best medicine we have.

We are really fortunate.

"It's really important in a whole lot of ways. You're learning traditional knowledge and realizing what you have in your

While he said things were looking up, Elias cautioned against getting too reliant on the GNWT's plan to re-emerge from coronavirus lockdown, noting that the territory was just one slip-up away from being back to full restrictions.

"I think we are going to get into phase two fairly quickly, but even if we get into phase three, we can automatically go back into phase one," he said.

"I think that it's important that we continue to be cautious until a vaccine is in place.

"We're still in a small community that has limited services if something was to go wrong."

Air travel industry in Nunavut has received over $24M in assistance 'As restrictions start getting lifted across the country, we want to make sure that our airlines also have the stability,' says Finance Minister George Hickes

The Government of Nunavut (GN) will be giving financial assistance to airlines in order to maintain airline service for medical travel and critical workers during Covid-19. In total, Calm Air and Canadian North airlines will be receiving financial support to the tune of $24 million for April, May and June.

Canadian North will receive $9.81 million in additional assistance, making the total $15.65 million over the three month period. Calm Air will receive $6.387 million in additional assistance, making the total $8.987 million over the three month period.

"As restrictions start getting lifted across the country, we want to make sure that our airlines also have the stability," said Finance Minister George Hickes, during the May 8 press conference.

The GN will renegotiate with the airlines at the end of June, said the minister.

"The complications of the negotiations up to now has helped because it has really solidified the numbers and identifying the needs, so any further agreements I would anticipate being a lot easier to accomplish," explained Hickes.

Hickes also took the opportunity to reiterate Dr. Michael Patterson's

message from the May 28 press conference.

Nunavut's strict border measures are likely to be the last of the public health measures to be lifted or altered, said Hickes.

"Right now travel into to Nunavut represents the single biggest risk for introducing Covid-19," he said.

On May 28, Patterson said the following four conditions would influence decisions to alter the current border measures: 1. development of a vaccine for Covid-19, 2. development or discovery of an effective treatment for Covid-19, 3. an indication that Covid-19 is under control in neighbouring jurisdictions; beyond decreased Covid-19 cases, it would involve minimal and contained community transmission and 4. sustainable and ongoing diagnostic capacity in every community in Nunavut.

Although in-territory travel has been possible since June 1, nonessential travel outside of the territory is still not recommended at this time.

However, the GN and Government of Northwest Territories are presently still working out the logistics of a potential travel bubble between the two territories.

There were approximately 2,200 fewer Nunavummiut employed from March to May compared to a year earlier, according to Statistics Canada. The territory's hospitality industry has been among the sectors that have been hit hard, having to close for months due to Covid-19.

Nunavut realized a 17.3 per cent drop in its employment rate from March to May when compared with that same period one year earlier, fresh data from Statistics Canada reveals.

The territory's employment rate stood at just 45 per cent during the recent stretch when the Covid-19 pandemic wreaked havoc on the economy. A year earlier, the territorial employment rate was recorded at 54.4 per cent.

Broken down, the employment rate among Inuit measured 35.1 per cent, plunging 10.1 per cent. Among non-Inuit, the employment rate registered at 84.4 per cent, a decrease of 6.7 per cent.

By comparison, the national employment rate dipped to 54.1 per cent, a 7.7 per cent fall.

In a report prepared by the Nunavut Bureau of Statistics, the number of working people in the territory was estimated at 11,900 during the past three months, down 2,200 from 14,100 people among the ranks of the employed during the equivalent time frame in 2019.

Statistically considered less reliable, Nunavut's unemployment rate jumped to 16.6 per cent from 12.4 per cent year over year between March and May. Although data was not provided for each Nunavut community, the statistics bureau's report showed that Iqaluit fared far better than the territory overall, with the employment rate in the capital dropping only 2.5 per cent year over year to 75 per cent.

As the number of cases of Covid-19 in the NWT grows from zero to zero, it means we can all breathe a little easier.

In the case of several sports, it means a return to some semblance of activity, though with plenty of changes.

Phase two of the GNWT's Emerging Wisely plan goes into effect today with more freedoms granted to people to congregate in larger groups. For example, outdoor sports such as tennis, softball and Ultimate can now have up to 50 people in the same space at one time so long as proper physical distancing guidelines are adhered to.

The second phase also allows for some indoor sports to start its programming including squash, basketball and volleyball.

Soccer is now back in action but that sport is taking things a bit different. Outdoor soccer could have re-started when phase one came into effect last month but NWT Soccer chose to wait until it had its own return-to-play guidelines in place.

Those guidelines came into effect on Wednesday as the organization published them on its website with club teams, such as the Hay River Elks Soccer program, allowed to get

Other sports remain in lockdown for the present time including gymnastics and swimming, which can't operate indoors until phase three comes into effect. Whenever that comes is anyone's guess right now as a second wave of Covid-19 is expected to hit Canada between August and October.

The Tuvaat Committee in Gjoa Haven hosted a seal derby over the weekend which began on June 5 at 5:00 pm and ended at midnight on Sunday June 7. Hunters could look for seal anywhere out on the ocean, using the traditional harpoons. The entry fee was $25.00 per household and drew 161 participants with a chance to win cash or a large canvas tent.

"The derby this year was quite different than previous derbies," said organizer Annie Qamukkaq. "There was tons and

tons of snow which I think has something to do with climate change. The annual seal derbies that we hold usually happen during the Father's Day weekend but decided to try earlier as it usually rained in previous years.

"This is the first time in all our derbies that only three seals were caught, but all in all everyone enjoyed family time and learning experience for new hunters," said Qamukkaq.

The prizes were determined by the length of the seal with first place going to Anthony Oogak with a 39-and-3/4 inch seal, netting him a $5,000 prize. Second place was George Sallerina with a 36-and-3/4 inch seal for $3,000 and third went to Kevin Tungilik with a 360-inch seal, winnging $2,000.

Other participants including Kevin Tungilik, Bruce Ameralik, John Hummiktuq, Jimmy Paoloosie, Mark Ullikataq, Jerry Oogak, Percy Ikkuallaq, Rodney Konana and Kirby Tungilik all pulled in $100.

"The Tuvaat Committee would like to thank all those who participated and a big thank you to the committee members, without you and your help we would not have gone this far," said Qamukkaq.

a one-time tax-free payment from the Government of Canada, announced Elisapee Sheutiapik, minister of Family Services during a June 4 press conference.

The Government of Nunavut has created an exemption regulation allowing for the maximum amount of funding in this one-time payment to financially insecure seniors.

Those who receive an old age pension will get an additional $300, while seniors eligible for the guaranteed income supplement will receive an additional $200, said Sheutiapik.

Paint during the pandemic

Liidlii Kue/Fort Simpson The Fort Simpson Heritage Centre is giving people a chance to learn to paint the Aurora Borealis over the next few weeks.

Wilfred Joey Klein will lead groups of up to five people at a time – to keep within physical distancing guidelines – in painting the Northern lights using oil paints.

The first set of workshops wraps up today, June 15, with the next sets happening from June 19 to 21, July 3 to 5 and July 10 to 12. All supplies will be provided for participants, including protective gear, and it's free.

Apprentice coach named

The nurses in the dialysis unit at the Hay River Regional Health Centre include, from left, Kerri Domes, Jennifer Spencer and Lisa Pinksen. A recent expansion means up to an additional eight patients – for a total of 16 – will be able to be treated in the hemodialysis unit at the Hay River Regional Health Centre.

Tulita/Fort Norman Twyla Etchinelle will get the chance to attend the 2021 Canada Summer Games in Ontario next July in a special coaching capacity.

Etchinelle was named as the NWT representative for the Aboriginal Apprentice Coaching Program, operated by the Coaching Association of Canada, on June 9 and she'll be working with the soccer teams. She will be mentoring with Hue Morris, NWT Soccer's technical director, and other members of the Canada Summer Games coaching staffs leading up to the Games.

She's also taking part in several training courses as well as attending a national coaching conference before hitting the sidelines.

Free private counselling available Aklavik Even though restrictions are getting lifted in regards to Covid-19, these are still very stressful times and it does not take much to get overwhelmed.

To that end, a posting to the Aklavik Events and Announcements Facebook group notes a counsellor will be in town to talk to residents feeling under mental duress over the first two weeks of June. Gabrielle Cordella-Chew is certified by the Canadian Counselling and Psychotherapy Association and is also registered by the American Art Therapy Association.

Beer and Wine Store hours for Iqaluit Elders

Iqaluit Beginning June 8, Iqaluit’s Beer and Wine store will be open specifically for Elders over 60. This measure has been put in place to ensure social distancing and avoiding crowds for Elders. On Mondays, Elders may purchase alcohol between 1 p.m. to 4 p.m.

Health Minister George Hickes also reminded people to not ask Elders to purchase alcohol on their behalf since it is considered bootlegging.

“I strongly encourage people to have some respect and not influence somebody or force somebody to go to the Beer and Wine store to purchase alcohol on their behalf,” said Hickes.

Nursing visits to Tsiigehtchic resumed June 11 Tsiigehtchic A notice from the Northwest Territories Health and Social Services authority advises nurse visits to the town will resume, starting June 11 and continuing every Thursday.

Residents are asked to book ahead by calling 867-9533361 to set up an appointment.

Please inform the staff in advance if the appointment is about a cough, fever, or shortness of breath so staff can take appropriate precautions and prepare proper treatment.

Outside of the Thursday visits, anyone with a medical issue is asked to go to Emergency Room at the Inuvik Regional Hospital.
