Iqaluit 'supersite' technology improves Arctic weather forecasts Automated station provides meteorological data in near real time: Environment Canada

Iqaluit's weather station supersite in Iqaluit is providing reliable, relevant weather information in near real-time to northern communities and forecasters since its final September 2019 upgrade, according to Environment Canada.

Situated next to the Iqaluit airport, the supersite is equipped with new remote sensing technologies that collect detailed meteorological data. The technology provides information about winds, water vapour, precipitation, clouds, fog and radiation fluxes.

Environment Canada researcher Zen Mariani says the instruments provide extremely detailed information at very high resolution on the state of the atmosphere above and around the site.

They provide data at a range away from the site, explained Mariani. In other words, this means measurements in height can be made several kilometers from above the ground.

The new technology also allows for measurements in hazardous weather, making it now possible to collect data during storms or high wind conditions.

The data will be used to test new

weather monitoring technologies, explained Mariani. The goal is to increase Environment Canada's ability to provide early warnings about changing weather and environmental conditions.

"One of the main goals of the research being conducted at the site is to improve our Arctic weather forecast model," Mariani said.

"As such, we target improvements in the model that won't just impact the weather forecast at Iqaluit, but over the entire Arctic region as a whole."

Iqaluit was chosen as a supersite because it is a transportation hotspot and lies in the path of typical Arctic storm systems, said Mariani, adding that the site allows to test instruments in Arctic tundra.

The Iqaluit site began to be equipped with new instruments in 2015, but most recently in September 2019 the final set of new instruments were installed.

Since the instruments are completely automated and remote-controlled, measurements are conducted automatically, year-round without requiring an on-site operator. However with the new technologies there are some challenges.

Students dance their way through school Outside Looking In dance program brings benefits to students

A dance program is encouraging some Iqaluit students to achieve academic and social success. This is the second year Inuksuk High School has provided students an opportunity to join the Outside Looking In (OLI) dance program.

OLI, founded in 2007, has been made available across Canada with the aim of bringing Indigenous communities together through dance. On May 6, dance students from 12 different communities nationwide will have an opportunity to travel and perform a dance routine in Toronto.

Besides the desire to dance, each student must maintain a set academic standard and attendance through the entire school year to remain in the program. Successful dancers will be rewarded with both a high school credit in addition to a trip down south.

Students Misa Aliyak and Mila Kipanik have both enrolled in the OLI program for the second time.

Aliyak, 15, said the program has changed him personally. He is generally more confident when interacting

with new people.

"I don't get afraid of talking to new people now," explained Aliyak.

The opportunity to dance and make new friendships has motivated him to remain academically focused as well.

Like Aliyak, Kipanik admitted there are many benefits to joining the dance group. For her, dancing has enhanced to her emotional and physical well-being.

"I've been happier," said Kipanik.

"I was happy to dance and I thought it would be a new opportunity for me to meet new people. And I get to travel," she said.

Traveling to Toronto is a motivating factor for not only Aliyak and Kipanik, but also grade 11 student, Jaydin Nungaq.

Last year, Nungaq visited Toronto for the first time ever because of the dance program.

"I got to travel and go to a new place I've never been before and the experience was amazing. Hands down," Nungaq said with a smile.

Nungaq finds the opportunity to meet and connect with other Indigenous youth in Toronto rewarding.

"I get to talk to so many Indigenous youth that are my

age," he said, adding it is a great opportunity to learn about different Indigenous communities.

He believes the OLI program should be available to more Northern communities since "it would help the students in general with their mental health and their physical health."

Presently, Iqaluit is the only community in Nunavut

participating in the OLI program.

"I've become more inspired than ever to go to school every day," said Nungaq, adding the program has boosted his confidence and encouraged him to work harder at school.

Despite the OLI being geared mainly towards the Indigenous community, Inuksuk High School has made

the program available to students from all ethnicities.

Grade 9 student Loulah Omar, from Zimbabwe, said it is a joy to be a part of the program.

"It's fun because sometimes dance can let the true you come out. It gives you energy when you feel like it or when you need it sometimes," she said.

She encourages others

to join the fun by dancing and sharing new experiences together.

Teacher Lael Kronick, who holds three dance classes weekly, said each student's unique background is valuable and makes the performance richer.

"It is not about all being the same. It is about being together and having fun," said Kronick.

Last week Nunavut Tunngavik Incorporated inked an agreement with the Government of Nunavut to refresh and renew a working relationship between the two organizations.

The agreement, called the Katujjiqatigiinniq Protocol, outlines several priorities for the groups to work together on – including Inuit empowerment, improving quality of life and getting Inuit involved in the creation of policy.

When asked why it was important for the GN to be signing on with this, Premier Joe Savikataaq replied "it's a new decade" to applause.

But after years of the NTI and GN operating in tandem, does another document signing for the sake of a photo-op seem appropriate?

There have been many success stories to come out of Nunavut in terms of progress with economic development or anchoring Inuit cultural practices, but there are many needs that continue to go unaddressed.

The two parties, either co-operatively or independently, have been working towards goals like making Inuktut the main language of schools and government offices since the creation of the territory.

Though some improvements have been made the work is nowhere close to completion.

Plan for concrete changes Aggu MLA Paul Quassa even grilled Savikataaq last October about the state of language development, asking if he's forgotten why Nunavut exists as its own territory.

"The government was supposed to run in Inuktut and people are still expecting it today but still nothing," said Quassa.

The GN introduced a phase-in approach to Inuktitut instruction in school through the Education Act by 2039, which drew some ire from NTI president Aluki Kotierk who stated she felt this was unacceptable and their collaboration kept coming up short. Creating more housing would be another prime example of a fundamentally important issue with little tangible progress being produced.

Last November, in the legislative assembly, Housing Minister Patterk Netser called for help from NTI to get housing built for the people that are ultimately beneficiaries of NTI. Even with a trust fund approaching $2 billion and the 2018/2019 fiscal year having a "milestone" budget surplus of over $27 million, the request fell on deaf years.

How much would even a portion of that surplus from the land claims organization help housing efforts in Nunavut?

The onus doesn't completely fall on NTI for such matters, but if both organizations want to step into the spotlight and talk about co-operation and helping Nunavummiut, the concrete actions that are being taken should be spelled out in plain language.

Many comments on social media attached to this story across various media outlets followed a similar vein.

"Won't benefit us at all. Another 20 years of nothing," wrote one Facebook user, posting on Nunavut News' story ("Government of Nunavut and Inuit organization renew commitment to work together," Jan. 23).

"Dumb what happened between 1999-2020 counter productive little giants!" wrote another.

Perceptions are important and if Nunavummiut are expressing distrust in their government and NTI, something clearly has to be done to re-ground their co-operative efforts so every citizen of Nunavut understands these efforts.

The GN and NTI working together will likely make a formidable team when pushing the federal government for better funding. They should spell out exactly what their strategy is so Nunavummiut can get behind it.

Accountable and transparent In my View Harry Maksagak is a Cambridge Bay resident and former underground miner at the Lupin gold mine. He has been married for 43 years and has five children, 28 grandchildren and four great-grandchildren.

As we begin to step into the 21st century we can do so with lessons learned from the past. Some of these lessons were difficult because of assumptions, lack of research, or simply passing the buck.

I really like to entertain the thought that as individuals the lessons learned above are not our fault. How or where do we begin? For us to look forward we need to look back and try to avoid some of the things that caused us hardships, even that is difficult.

I read somewhere, maybe on social media, that when explorers arrived on the shores of our great land that reports were carried back to their homeland that they discovered a different people, a primitive people and that they should be controlled. Because of the attitude and assumption of ignorance they were looked at as less than human. The colour of skin, the lack of "normal" attire and the language spoken made them inferior to the newcomers and so began the dominance of superior beings over these lesser beings.

For the life of me I cannot understand why some think they are above those who have not. When you stop and think about this for a second it is "pride".

The government in their wisdom always seem to find ways of generating revenues and working capital so they solicit tobacco and alcohol and most recently they legalized cannabis but without proper explanation in the risks of these substances when used in a prolonged manner. These are addictive and cause various illnesses and death. These also have been known and recorded as major situations in relationship break-down and separation.

I've heard young people express that we go hungry or we can't buy clothing of choice because our parents are saving the money for substance.

The government in their wisdom have legalized these substances but have failed to put in place recovery or detoxification/ treatment centres. In some situations, people are sent far away and have to leave family and friends but when they return there is no follow-up or aftercare.

I have only touched the tip of the iceberg of some lessons from the past. I have said it many times but worth repeating, our agencies and care givers have fallen into the numbing effect of reaction rather than pro-action allowing our people to continue to suffer through their addictions.

This has a ripple effect on members and extended members of the families and those who really care are calling on deaf ears for assistance and direction.

For legislation or a bill to pass, it has to be politically correct first, never mind the suffering, never mind the separation, never mind the untimely deaths, never mind the suicides.

This is why I mentioned the tip of the iceberg.

Government of Nunavut still working on retail cannabis regulations While Yukon, NWT have had cannabis storefronts since legalization, Nunavut doesn't have a policy 15 months later

Despite the passage of 15 months and a request from the City of Iqaluit to permit a retail cannabis outlet in Nunavut's capital, the Government of Nunavut is still sorting out relevant regulations.

"We're currently finalizing our approach to cannabis retail in the territory and do not have firm dates at this moment," reads an emailed statement from Jo-Anne Falkiner, the Department of Finance's director of corporate policy, on Jan. 29.

"Regulatory development to enable physical cannabis stores should be complete in the next few months."

Pat Angnakak, IqaluitNiaqunnguu MLA, replied that "the GN should provide a storefront for cannabis as it will allow a safer way to buy cannabis in Nunavut. It should be done ASAP." Iqaluit municipal council agreed at its Jan. 14 meeting to call upon the GN to allow a cannabis sales location in the city. Mayor Kenneth Bell was reluctant to criticize the territorial government for its pace on the issue.

"We wouldn't say too slow as we realize that everything takes time, but that being said we are

way behind every other province and (territory) and we just wanted to make sure the government knows council supports having a store here in Iqaluit and that we would like to see movement on the issue," Bell stated.

By comparison, cannabis was available for sale through several Northwest Territories liquor stores when recreational cannabis was legalized on Oct. 17, 2018. Yellowknife, Hay River, Fort Smith, Fort Simpson and Norman Wells all have retail locations selling cannabis products.

In Yukon, a government-run cannabis retail outlet opened in Whitehorse on Oct. 17, 2018 but the territorial government shut it down a year later when two privately-owned retail locations – one in Whitehorse and one in Dawson City – were established.

Nunavut's Cannabis Act mandates that community consultations must take place prior to approval of a cannabis store but no licensing consultations have yet taken place, according to the GN. Bell said the topic never arose during the Nunavut Association of Municipalities annual general meeting in Rankin Inlet in November.

Arreak-Lightstone, who chastised the government in the legislative assembly in late October for failing to set guidelines for cannabis storefronts, said he believes increasing accessibility to legal cannabis could offset some alcohol consumption, which is leading to violence and crime.

He said cannabis in Nunavut is, at present, almost entirely supplied by the black market.

"There is potentially millions of dollars being funneled out of Nunavut every year through drug dealers," said Arreak-Lightstone, who added that illegal dealers also supply teenagers.

"Cannabis was legalized for three reasons: keep it out of the hands of youth, remove sales from the black market and regulate the product to prevent lacing with harmful substances.

"Without reasonable access to cannabis in our communities, none of these three initiatives will be achieved," the Iqaluit-Manirajak MLA stated, adding that a Nunavutbased addictions treatment centre is needed but is still several years away. "I am in full support of controlled access through retail cannabis outlets."

While residents in the NWT and Yukon have been able to walk into retail cannabis locations to make purchases since the legalization of recreational cannabis on Oct. 17, 2018, Nunavummiut are legally still limited to purchasing cannabis products online. The GN won't have its guidelines for cannabis storefronts finalized for at least a few more months, according to the Department of Finance.

Determined women in Hall Beach set up food bank, soup kitchen despite never-ending funding gaps

Those in need of meals have more resources in Hall Beach due to the steadfast efforts of four women in the community.

But the organizers' good deeds haven't come without ongoing hurdles and sacrifice.

Acquiring sufficient funding is a challenge and because no other location was available in the hamlet, Martha Anguratsiaq – one of the four volunteer founders of the organization – is allowing a room in her home to be used as the food bank.

"It's really important to me because there's lots of Inuit hungry people, especially kids," Anguratsiaq said. "I want to feed more if I can."

Anguratsiaq and Kris Richard had both been informally handing out food to those in need but they only made acquaintances in 2018.

"We just got together and figured out that there's a way we can pool our resources and feed more people. I told her we're going to make a food bank and we're going to make a soup kitchen – and we're doing it," said Richard, adding that residents Katie Brinston Clarke and Danielle Huggins have committed their time and efforts as well.

Ten to 15 food hampers are generally given out weekly. The hampers usually contain items such as country food; frozen beef, chicken or pork; macaroni; Klik; rice; flour; baking powder; sugar; tea and coffee.

"Our hampers are there to help people who desperately need something through the week," Richard said.

"The average family is between five to nine people.

We try to give them at least a couple days worth of meals so they can figure out what to do next."

The food bank is accessible Monday through Saturday from 1 p.m. to 9 p.m. and Sundays it's open by appointment only.

In addition, close to 60 people showed up when the first soup kitchen was held at the Elders' Centre on Jan. 26. Chili and bannock was served.

Hamlet council has granted use of the Elders' Centre for the soup kitchen longterm, Richard said. The service will be offered every second Sunday.

The response from local people to these initiatives has been heartfelt, said Richard.

"Quite honestly, our community is so grateful for everything. Everyone is very appreciative," she said. "We just have so many people just, I think, a little relieved that there's something being offered ... to take the load off, to know that they can get a meal from us to feed the family."

Richard also remarked on the longstanding tradition among Hall Beach residents who look out for each other and give away food, especially wild meat. She said she hopes that will continue, but the food bank can be another option during times when there's not much to go around.

"It is one of the most tightknit communities that I've ever seen. People are always feeding people," she said.

"It's very common for people to just come over for food and share dinner."

Baffinland Iron Mines gives an annual donation toward the food bank and the Co-op and Northern stores offer donations and discounts on food, but "funding is very minimal," according to Richard.

"I actually had to do a lot of research trying to get access to money up here.

Nunavut is its own special microcosm of grants, but it's very tricky if you're not a registered organization or not-for-profit," said Richard, who added that for the food bank to become a registered society they'd need at least one more volunteer to meet the minimum requirements.

The group also relies on donated household goods from charitable groups in the south, which they then resell in Hall Beach – population 850 – to raise money to buy more food.

It's not ideal to rely on local people to prop up the food bank, Richard acknowledged, but getting money from the government isn't easy.

"I was taken aback by how hard it is to apply for federal funding for food security – one of the biggest epidemics in the country. Nunavut is eight times higher than the national average for food insecurity," she said.

"I literally spent the last three months applying for grants and getting one box not ticked and having (the application) come back."

Literacy council expands

Ikaluktutiak/Cambridge Bay Ilitaqsiniq (Nunavut Literacy Council) has developed a presence in the Kivalliq and Qikiqtani regions and now it's gaining a foothold in the Kitikmeot.

The organization recently announced the hiring of Rosabelle Klengenberg as project coordinator in Cambridge Bay, where she's working out of the Wellness Centre.

"We've been lucky to acquire her," Ilitaqsiniq projects director Jesse Mike said of Klengenberg.

While images of reading may spring to mind in association with the literacy council, the activities that the group sponsors span a variety of hands-on cultural pursuits. In Cambridge Bay, the Miqqut project will focus on sewing, said Mike.

"Literacy is embedded in all of our programs," she said.

Mike, who's based in Iqaluit, hopes that Cambridge Bay will be a springboard to other Kitikmeot communities.

"We're trying to get established more in the Kitikmeot and do more programming over there," she said.

"We'd like to reach some of the smaller communities out there – the same with here in the Qikiqtani region. We've grown a lot recently so we're just trying to get comfortable in the size of our organization and then really start to reach out to the other communities."

Qikiqtani Inuit Association meets the Sanikiluaq community

Sanikiluaq Qikiqtani Inuit Association (QIA) and 20 community leaders gathered at the Sanikiluaq Hamlet chambers on Jan. 27.

They discussed ongoing projects related to the Tallurutiup Imanga and Tuvaijuittuq agreements including the Nauttiqsuqtiit Inuit Steward program.

Talk about investments associated with the Qikiqtani Truth Commission and opportunities available for Inuit through various QIA programs were also on the agenda.

The meeting was followed by a gathering at the community hall. Community members were treated to a meal of country food and treats. Door prizes including sealskin, a laptop and books were awarded. QIA took the opportunity to present their past and future projects.

QIA wrapped up their presentations the next day during a workshop for students at Patsaali High School. They discussed programs like Scholarship and Q-STEP, which provide opportunities for youth to excel.

After-school program starting

Uqsuqtuuq/Gjoa Haven The Leading the Way after-school activities program has arrived in Gjoa Haven.

Youth will engage in various sports and Inuit games at the community hall Mondays to Thursdays from 3:30 p.m.-5 p.m.

There will be two age groups: five-to-eight year olds and nine-to-12 year olds. Recreation coordinator Kathy Opkakok said there could be up to 30 participants in each group.

Waylon Nahalolik and Peter Jr. Kogvek will be the primary supervisors but Okpakok said she will also keep an eye on things from her office in the building. She joined Nahalolik and Kogvek on Leading the Way training held in Winnipeg, which was paid for by the Recreation and Parks Association of Nunavut (RPAN).

"We had fun and learned a lot," Okpakok said of the Jan. 12 to 19 training, which representatives of several other Nunavut communities also attended.

99 year-old honoured as a Hometown Hero

Ikpiarjuk/Arctic Bay 99 year-old Inuk elder Qapik Attagutsiak was honoured as a Hometown Hero on Jan. 27. Parks Canada recognized Attagutsiak for her contributions during the Second World War. The elder had played a vital role during this period by voluntarily gathering animal bones and carcasses, which were then shipped and made into munitions, aircraft glue and fertilizer in southern Canada.

The commemorative ceremony took place at the Canadian Museum of History. Hundreds of attendees had the opportunity to hear traditional throat singing and see drum dancing by Inuit students.

There was an unveiling of a story panel showcasing Inuit contributions to the Second World War. In honour of Attagutsiak there was also a presentation of a large inunnguat (an inuksuk-like figure in the shape of a human) which was covered with drawings from students.

Nineteen youth from Nunavut participated in the Leading the Way (LTW) training program held in Winnipeg.

Over four days, from Jan.14 to Jan. 17, youth learned about leadership and responsibility.

They developed skills to prepare and deliver after school programs for children in their communities.

The training involved activities related to team work, behavioural management and building self confidence.

Nunavut the last territory on Northern Affairs minister's travel itinerary Dan Vandal made it to the NWT, Yukon and Churchill in January; no dates scheduled for Nunavut visit

Northern Affairs Minister Dan Vandal has stepped foot in the NWT, Yukon and Churchill, Man. on official visits but there's no firm timeline for a trip to Nunavut.

Allison St. Jean, the minister's press secretary, said Vandal "is looking forward to visiting Nunavut, Nunavik and Nunatsiavut, along with many more Northern communities."

While no dates have yet been scheduled for an appearance in Nunavut "a visit will occur in the very near future," according to St. Jean.

During his time in the North, Vandal met with municipal officials, premiers, First Nations leadership, educators, community associations and businesses and industry representatives.

Topics discussed during those meetings included housing, climate change, transitioning to clean energy,

economic development, post-secondary and early-childhood education.

Vandal was appointed to his portfolio on Nov. 20. His first trip to Northern Canada was to Whitehorse on Jan. 13. He followed that with travel to Yellowknife and Behchoko – an hour's drive from the capital – on Jan. 14 to 15.

The NWT is represented by Liberal MP Michael McLeod and Yukon's MP is Liberal Larry Bagnell.

Nunavut MP Mumilaaq Qaqqaq, a member of the NDP, told Nunavut News: "I am happy to learn that the minister is planning to visit Nunavut and I look forward to working together to find concrete solutions for our communities.

"People in Nunavut need housing, food, basic services like healthcare and they want to see more cultural programs for personal healing and empowerment. These are fundamental human rights that have been denied to us for far too long. The federal

government needs to do better and I intend to keep fighting for Nunavut."

Qaqqaq brought NDP leader Jagmeet Singh to Iqaluit Nov. 30 to Dec. 1, a little over a month after the Oct. 21 federal election.

St. Jean stated that Vandal will attend the Northern Lights trade show in Ottawa Feb. 5 to 8 and will meet with leaders from all three territories while there.

Vandal is the first stand-alone minister of Northern Affairs. During Justin Trudeau's first term as Prime Minister, the Northern Affairs post was initially paired with Indigenous Services and later with Intergovernmental Affairs.

The Crown-Indigenous Relations portfolio remains with Minister Carolyn Bennett.

Vandal is the member of Parliament for the Winnipeg riding of Saint Boniface-Saint Vital. Prior to being elected MP, he served five terms as a city councillor in Winnipeg.

There are very few guarantees in life: death, taxes, the Toronto Maple Leafs not winning the Stanley Cup just to name a few.

One of those guarantees is Nunavut's Dene games team for the Arctic Winter Games team coming from Arctic Bay, as it has been for several years.

The community will once again provide all 16 Dene games athletes for Team Nunavut for the 2020 edition of the Games in Whitehorse this coming March and they've been hard at it in terms of training.

Thomas Levi, a former Dene games athlete who's part of the coaching staff this time around, said some divisions had more trying out than others.

"We had lots of interest in the junior boys and open male divisions," he said.

"We had just enough for the junior girls and for juvenile girls, we had five try out for four spots."

Picking the four from that division was tough, he added, along with telling one young lady she wouldn't be making the team. It's tough when you have to cut just one," he said.

Dene games consists of five events: snow snake (sliding a stick down a groomed path of snow), stick pull (two competitors try to pull a stick out of each other hands), finger pull (two competitors attempt to pull the other forward using the middle finger) and the team events of pole push (teams of four battle to push the other team out of a circle) and hand games (teams of four try to guess which hand contains an object).

The entire team will compete in all of those events in each division.

So how is the team preparing for the Games? Easy – they're using some Cross-Fit techniques to do it.

Some of the open men's athletes have been using battle ropes – two parallel ropes used to build arm strength – and tire flipping.

"One of the athletes wanted to try tire flipping," said Levi. "I went and got one from the garage here and they're letting us use it until the Games start and they told us we have to give it back in one piece (laughs)."

The idea behind the tire flipping is to work on strength for events like the pole push, said Levi, but they've found another use for the tire in addition to flipping.

French athletes wanted Nunavut The Jeux de la francophonie canadienne will be in Victoria this coming July and the charge is on to try and put together a Nunavut team for the competition.

There's an information night and recruitment drive happening in Iqaluit at the Franco-Centre on Feb. 8 beginning at 7 p.m. Anyone between the ages of 13 and 18 with a Francophone background is eligible to take part.

The games are part sport and part arts as some of the events include basketball, badminton, soccer and improvisation, or match d'impro in French.

"That's to help with the finger pull and stick pull. We're hoping we'll be in good shape by the time the Games come."

Something else the team has been doing is working with Dene drums, which are used to help keep the beat during hand games competitions.

Levi said they began making their own drums with the help of some people from Whitehorse who came to the community two years ago and they've been practising three times a week to try and get the beat down.

Iqaluit Blizzard hit Hogtown Toronto The Iqaluit Blizzard midget boys hockey team was out on the road late last month for one of its big trips this season.

The team was in Toronto for the North York Challenge Tournament from Jan. 31 to Feb. 2. They began round-robin play on opening day against two Toronto-area teams: the Vaughan Rangers followed by another tilt against Leaside.

They were guaranteed one playoff game on Feb. 1 and that was determined based on where they finished following their two games.

Speedskaters take on New Brunswick Dieppe, N.B. Nunavut's Arctic Winter Games speedskating outfit was also on the road earlier this month as a group of 13 from Iqaluit made the trip to Dieppe, N.B., for the Atlantic Canadian Short Track Championship on Feb. 1 and 2.

Team North live on Twitter Nunavut Les Skinner's quest to keep Team North alive for the National Aboriginal Hockey Championships has now hit social media.

Skinner, a multiple-time head coach for the boys team, set up a Twitter account with the handle @TeamNorthNAHC on Jan. 29 and is encouraging everyone to follow and spread the word.

Skinner has become the person leading the charge to ensure the pan-territorial program continues on following the announcement by the Aboriginal Sports Circle of the NWT's decision to step back from fully funding the program following the 2019 tournament in Whitehorse.
