Country food program helps feed the people of Kugluktuk HTO hires local harvesters

Kugluktuk

The Kugluktuk Hunters and Trappers Organization runs a Country Food Program that is administered by the Government of Nunavut's Department of Economic Development and Transportation. The HTO applies for and receives up to $30,000 each year for the purchase and distribution of local country food. The HTO signs a contribution agreement, receives the money and pays the harvesters.

The HTO has accessed these funds every fiscal year.

The harvesting is done by local members of the community, The harvesters and community members use this program, after harvesting the food it is then distributed to those

who cannot acquire it themselves.

They provide ptarmigan, geese, seal, fish and muskox where a certain number of tags are allocated for the community. Harvesters sign out these tags and bring back the meat.

Since 2007, the Kugluktuk HTO has stopped all commercial community and sporting hunts of caribou in the area and no longer provides that meat.

Amanda Dumond, a resident of Kugluktuk, has been with the HTO since March of 2017.

"This is one of the best programs out there," said Dumond.

"The funds are small for a growing community, but what we try to do is to have country foods available mainly in the winter when harvesting activities are much slower."

She said she often wishes for more funds to spread through-

out the whole year, as it provides people with the much preferred and healthier country food.

Considering how expensive food is in the Northern communities, this program helps families make ends meet when otherwise not possible.

Country food is a staple in the diet of the Inuit, providing the ingredients for traditional meals.

Sharing your catch, however small, is a common practice among the Inuit of the North in keeping with their traditions and values.

About 100 to 150 families use this program yearly and the HTO always gets great comments from the harvesters and the community members who use this program. Jane Hinanik, an elder of the community, said she "is always very grateful for the program."

Federal government supports ban on heavy fuel oil in Arctic Ottawa says prohibition will take effect no sooner than 2024; Inuit organizations call for measures to protect Nunavummiut from higher costs

The federal government is supportive of a ban on heavy fuel oil in Arctic waters but a prohibition will be in place no earlier than 2024.

"As Canada recognizes that there are both benefits and impacts of a ban, we are committed to discussions with Northern governments, communities and industry on ways to help balance the environmental benefits with the economic realities of northern, Indigenous and Inuit communities," Sau Sau Liu, communications adviser with Transport Canada, stated on Feb. 18.

Ottawa's timeline may not suit the agenda of Nunavut Tunngavik Inc. (NTI) and Inuit Circumpolar Council Canada (ICC), which issued a Feb. 18 joint news release titled: Inuit urge protection and preparation now to avoid paying the ultimate cost.

Because such a ban is expected to drive up costs of sealift, household goods and electricity, the Inuit organizations are urging Ottawa to devise ways to offset costs to shippers to switch to more expensive but less environmentally-damaging

fuels. They say the federal government should be ready to offer tax credits, subsidies, a refund scheme or other measures to ensure Nunavummiut don't pay higher prices if a heavy fuel oil ban takes effect in Arctic waters, two Inuit organizations are recommending.

"The main concerns relating to the use of heavy fuel oil by container ship are persistent contamination to the people and communities in the event of an oil spill, as there are currently no effective way to deal with an HFO (heavy fuel oil) spill in the Arctic and the effects of black carbon emissions," ICC and NTI's news release reads.

"Inuit communities depend on markets to the south for many of our goods, yet it is equally true that Inuit communities continue to rely on the abundance provided by our lands and waters. In this context, the need for safe and economically sound shipping and transportation routes to move people and goods to and from our homeland is undeniable. We need to develop in a responsible manner."

GN provides suicide prevention initiatives increasing, says GN 'Buffet of mental health services' for Nunavummuit

It is a fact that suicide is a major social issue in Nunavut.

Statistics Canada indicates the suicide rate in Nunavut is more than five times the national average, according to 2018 figures, which show the Nunavut rate at 54.7 deaths per 100,000 people compared to the national rate of 10.3 per 100,000 people. There were a total of 21 deaths by suicide in Nunavut during 2018.

What initiatives are being taken to combat, reduce or prevent suicide rates in the territory?

According to Kimberly Masson, associate deputy minister of the Quality of Life secretariat with the Department of Health, her department is providing a "buffet of mental health services" to Nunavummuit. This includes access to psychiatric nurses, clinical counsellors, traditional and elder counsellors and social workers.

Every community in Nunavut has a position for a mental health nurse, said Masson, adding this was not the case 20 years ago. There has been an increase in both mental health and professional supports, she emphasized.

Programming around protective factors like: cultural continuity, social equity, family strength, strong and healthy child development,

mental wellness and an ability to cope with acute stress, has also increased.

"We work on programming that's going to reduce risk factors and increase protective factors," explained Masson.

She highlighted the Our Children, Our Responsibility initiative as an example. It is a child sexual abuse prevention training resource that has been developed in the territory by and for Nunavummiut.

The goal is "so that we can reduce adverse childhood experiences with regard to sexual abuse."

Other initiatives involve educating the public about harm reduction with alcohol and cannabis; implementing land-based addictions and trauma treatment; and providing Indigenous cultural competency training for professionals.

"I've seen the commitment and the effort and the dedication and momentum. I feel like there's momentum and people are working together in order to reduce suicide in the territory with that lens. It's a very focused effort."

Masson explained the Quality of Life secretariat administers about $4 million in an annual Grants and Contribution program. This allows for community driven suicide prevention projects.

munities are utilizing the funds to improve the wellness of their own communities through elders and youth programs, therapeutic programs, parenting programs, men's groups and support groups.

"The money was spent very early this year. We depleted the fund quickly, which is really good because people have learned about it and they're utilizing it," she said.

In 2017, the five-year plan known as the Inuusivut Anninaqtua Action Plan was created in partnership with the GN, Nunavut Tunngavik Incorporated, RCMP and the Embrace Life Council. This is Nunavut's third suicide pre-

vention action plan, which outlines a list of initiatives.

Ninety per cent of the 145 actions within the action plan are either completed or on time and on track, pointed out Masson.

"We're doing our best to provide services as quickly as we can. As well as we can.

And appropriate services."

Most recently the Dept. of Health has engaged in the Roots of Hope Project with the Mental Health Commission of Canada. The aim is to provide Iqaluit with more support for suicide prevention.

Masson also mentioned there are plans to build a Nunavut Recovery Centre facility in Iqaluit. It will pro-

vide treatment in Nunavut for addictions and trauma.

"There's just so many spokes to the wheel of the work that's being done," said Masson.

"There's a number of initiatives and I think just being open and transparent and talking about it as an issue is an important piece."

She also expressed the importance of de-stigmatizing accessing mental health resources and helping empower people to view mental health as simply health.

Masson encourages those who need help to reach out to community resources, elders, health centre facilities and wellness centres.

Padma Suramala, who served as Nunavut's Chief Coroner, called for an inquest into the high rate of suicide in the territory, after many died by suicide in 2013.

According to Statistics Canada, 41 died by suicide in Nunavut in 2013.

Nunavut News reached out to both Embrace Life Council and NTI to inquire about their thoughts on GN's role for suicide prevention. Embrace Life Council declined an interview at this time. NTI did not respond.

The Government of Nunavut's proposed budget for 2020/2021 aims to foster individual and community wellness, particularly through health care support.

Finance Minister George Hickes asked to approve a total of $37.9 million in new funding to aid the health care system.

Hickes reported the projected revenues for 2020/2021 are almost $2.35 billion.

With Nunavut's population growth, "our main challenge is that the costs of providing services has outpaced our ability to provide them, let alone make improvements and enhancements to them," said Hickes during his budget address to the legislative assembly on Feb. 19.

This is particularly the case with health care, emphasized Hickes, adding that "about one out of every five dollars we spend on health care is for medical travel."

Some $17.6 million of the health budget is allocated for medical travel, while $5.1 million is proposed for out of territory mental health treatment.

"Instead of investing this money to improve the health of Nunavummiut, we are forced to spend it just to get Nunavummiut to medical treatment that cannot be provided in Nunavut."

However Sheila Levy, executive director of Kamatsiaaqtut Help Line, believes more money should be budgeted for in-territory services.

"When residents go out for treatment, if there is no comprehensive and long term follow up in Nunavut when they return, often the positive impact will be lost," said Levy.

According to her, the money would be helpful for expanding services with small organizations like the Kamatsiaaqtut Help Line, community-based services and territorial initiatives such as a treat-

A contingency fund of $50 million will be set aside for any unforeseen circumstances or additional spending needs for the year.

If the contingency fund is fully spent, the government projects an operational deficit of about $30 million.

As of Dec. 31, 2019 the GN has borrowed $452 million mostly for capital leases, Quilliq Energy Corporation and Iqaluit airport. With the current borrowing limit set to $650 million, $198 million remains.

Rankin Inlet to get beer and wine store within 12 months; Cambridge Bay will wait longer Rankin Inlet will have a beer and wine store within the next year, Finance Minister George Hickes confirmed in the legislative assembly on Feb. 18.

However, Dan Carlson, assistant deputy minister of finance, told Nunavut News that Cambridge Bay's liquor store will come later.

"We chose to expand to Rankin first as the NULC (Nunavut Liquor Commission) already has a presence there, including its regional distribution centre. We expect opening that store will take up much of our time, so until we are further along with it, we won't be able to commit to opening anything in Cambridge Bay within 12 months," Carlson stated. "That said, we are very aware that residents of Cambridge Bay want a store – they made this clear through the referendum we hosted.

While Rankin Inlet is similar to Iqaluit, there are other considerations at play in Cambridge Bay. For example, the fact that the NULC does not have any presence there and the community's smaller size mean the Iqaluit store model may not be our best approach. When we do shift our focus west, we will explore other store arrangements as part of our planning."

Rankin Inlet North-Chesterfield Inlet MLA Cathy Towtongie pointed out that close to 75 per cent of Rankin Inlet residents who voted in a May 2017 plebiscite were in favour of a retail beer and wine store. She asked Hickes point blank on Tuesday whether such an outlet would be built in Rankin Inlet within the next 12 months. Hickes responded in the affirmative.

In Cambridge Bay, an overwhelming 83 per cent of 2017 plebiscite voters supported a beer and wine store.

Hickes noted that the Department of Finance is currently seeking feedback from Nunavummiut in regards to the Iqaluit liquor store, which has been open for almost three years. He said there's still "a lot of detailed analysis" ongoing to determine the beer and wine store's impacts, but one trend that has been obvious to the government over that period is that orders of hard liquor have dropped by more than 50 per cent, said Hickes.

Arreak-Lightstone wants law that would enable police to warn victims about high-risk offenders

The premier later said the GN could "look at that and see what is possible," but he also noted that there are privacy issues, including the victim's privacy, to consider.

Arreak-Lightstone subsequently asked Justice Minister Jeannie Ehaloak if she would support such a law. Ehaloak said she would have to research the topic first.

The Iqaluit-Manirajak MLA told Nunavut News: "Many of the provinces in Canada with high rates of domestic violence have also passed similar versions of the law and it is unfortunate that our justice department's legal advisers have failed to brief our minister and cabinet on such an initiative."

He said he wants a Nunavut law to go beyond warning of histories of domestic assault but also to inform potential victims about child predators.

"I want to make sure our tenants are paying the appropriate amount of rent. For this reason, the review will examine the current rent scale system," says Housing Minister Patterk Netser.

Consultants will be brought in to perform an independent review of the Nunavut Housing Corporation beginning April 1, Housing Minister Patterk Netser said on Feb. 18.

The study is expected to be complete by spring 2021, according to Netser.

Among the issues to be analyzed will be how home-ownership programs can best suit the needs of Nunavummiut and the existing rent scale, including whether the amounts charged are acting as a deterrent to tenants seeking or accepting employment.

"I want to make sure our tenants are paying the appropriate amount of rent. For this reason, the review will examine the current rent scale system," said Netser.

Construction costs and alternative building methods will also be scrutinized.

"I am often asked about tiny houses or modular homes. This review will examine all those options and determine the most cost-effective methods to build in Nunavut," the minister said.

Territorial government surpasses 5,000 positions; average salary reaches $95,600

There were 5,010 Government of Nunavut positions across the territory in 2018-19, according to the Public Service Annual Report. That represents 125 more jobs than the previous year.

Iqaluit led the way with 2,058 government positions. Rankin Inlet followed at 514. Cambridge Bay is next at 326.

The average salary climbed to $95,600, up from $94,268 the year prior. Non-Inuit averaged $106,902 while Inuit averaged $84,825. This was attributed to non-Inuit holding more management and professional-level jobs. Likewise men are still in more management and professional positions than women, accounting for the gap between the average salary for male public servants – $102,077 – versus $92,119 for women.

The government paid out $409.5 million in regular salaries, $26.2 million in overtime, $84.6 million in Northern allowance, $4.2 million in housing allowance and $2.2 million for the Inuit language incentive/bilingual bonus.

Inuit employment remained steady at 50 per cent. Women continued to outpace men at 65 per cent to 35 per cent of the workforce.

The Nunavut Employees Union comprised 2,956 positions – with only 2,041 of those being filled – while the Nunavut Teachers' Association consisted of 816 – with only 783 being occupied.

Overall, 71 per cent of the 5,010 GN jobs were filled as of March 31, 2019.

The GN stated in the report that it is "making every effort" to address the imbalance in male/female and Inuit/non-Inuit salaries through "various career development training programs targeted at Inuit employees, like the Sivuliqtiksat Internship Program, Hivuligtikhanut Leadership Development Program, Amaaqtarniq Education Leave Program, Career Broadening Program and Policy Development Program. Direct Appointments focused on the hiring and promotion of Inuit and females."

The GN was recognized as one of Canada's Top Employers for young people and recent graduates in 2019.

MLA fed up with 'emergency only' status at health centres

Arviat North-Whale Cove MLA John Main once again raised the issue of health centres being put on 'emergency only' status and this time he was armed with figures provided by the Department of Health.

Between December 2018 and October 2019, there were a total 594.5 occasions when various health centres across Nunavut were limited to patients with emergencies only.

"To be frank, I don't see it ending anytime soon with the competition that we have with other jurisdictions on our nurse recruitment," Hickes stated. "That being said, in the last fiscal year and the current one we have hired over 200 indeterminate nurses, which to me I think is something to be very congratulatory of our nurse recruitment division and the efforts that they are working on."

Hickes emphasized that it's important to allow existing nurses to recover when they do switch to emergency only status.

"In a case where somebody is over-tired and I'm sure we have all been there in different aspects of our lives, you are not running at peak efficiency if you are overly tired," the health minister said.

"We have to make sure that we are providing that care for our staff, not just for the community, to make sure that the nurses are capable of providing the health care that we expect."

"I'm sure that it is tiring for them and they can't work at their peak when they are tired. That's understandable," he said.

Nunavut is now coming face to face with a conundrum that is being felt one way or another in communities across Canada: balancing environmental protection with economic realities.

In southern parts of the country there is currently a crisis gripping the nation as railways and legislatures are being blockaded by those protesting in solidarity with First Nation chiefs in B.C. opposing a pipeline being routed through their land.

Although vastly different, an environmental conflict is brewing in traditionally Inuit waters and communities where heavy fuel oils commonly used by sealifts face a ban for the sake of environmental protection which will result in an increased cost of living for Nunavummiut.

The sun has returned and gets very bright early mornings and sets mid afternoon. We have had couple of blizzards already and whenever there are snow storms most of the community shuts down but the stores stay open. All the offices, bank, schools, airport, daycare, pre-school all shut down until it is calmed down, usually the next morning or afternoon.

Usually walking in the snow storm is very warmer winds and is very refreshing to walk in and stay nearby your homes. After a snow storm we have lots of fresh snow which is hard snow that has built up snowpiles and snowdrifts. The nice fresh hard snow is ideal and just right to make iglu. The snow blocks are nice and firm to cut blocks from snow using a snow knife.

Kids love going sliding and playing in snow and building snow houses or a fort, not sure what they call them.

Cambridge Bay is full of talent. So far in February 2020 there has been three different sewing classes, workshops and also tool making. Sewing is a way of also earning extra income to help support families and loved ones to buy food, which is very expen-

sive up in Nunavut.

We are so fortunate today to be able to teach and learn from our elders and that the traditions that are carried on such as the Kihimajuq Kammak making at the Heritage Centre, mitt and kamik making at Elders Palace.

Now tool making workshops also being held at the Elder Palace, a couple months sewing class called Ilisiqnig put on by the Nunavut Literacy Council being held upstairs at the Kitikmeot Corporation building. A lot of participants taking part and learning to sew and make tools is such a good way of learning Inuit craftsmanship.

Now we can see all the lovely coats made last year, kihimajuq kammak made by ladies in previous courses and now the latest group will get to see what they made in success with the love and patience and guidance of our talented instructors. You can also see many sealskin mitts made for children and families made by tose who participated in the sealskin mitt making program along with making sealskin kamiks.

It is so rewarding to see people wearing homemade clothing made by their mothers, grandmothers. It was like this in the old days where everyone wore parkas, mitts and kamiks, instead of always wearing store bought clothes and boots. Many are worn for special occasions or to feel comfortable at work wearing kamiks, slippers. It is the latest fashion to wear Inuit made clothes and kamiks now days. It makes you know where you come from and those who sew and produce such beautifully designed products.

It is all part of healing and carrying on the tradition. Congratulations to all who have participated in taking back your heritage, keep up the good ways of learning and to keep up what our ancestors started before we were ever born. Inuit are so strong and proud. I am and I always will. I want to also say all during sewing with our Elders Inuinnaqtut is spoken and taught by our Elder Instructors and so peaceful and rewarding.

Keep warm, we have a few polar bear hunters out at Gateshead hunting so we pray they are all safe and warm and successful.

And for all those who got the flu, please rest and get well. There has been lots of both young and old who got the flu bug. Get well and stay home till you are better.

Youth Drop-In receives $5000

Kimmirut Karah Kushnir, the founder of the Wellness Centre, received $5,000 in funds last Thursday from the Department of Justice through the Ikajuqtigiiniq project.

"I feel there's finally real action towards supporting the youth in town," said Kushnir, adding "I'm really excited for the youth.

Last November, since the program started it has become "very popular," according to the elementary school teacher.

There is an average of 20 kids a night showing up, she said.

With the funds, Kushnir has already bought video games, board games, movies, a laptop and even a new television for the youth.

Kushnir is now hoping to hire two staff members in order to offer the drop-in program three times a week.

The goal is provide the service every Tuesday, Wednesday and Friday evenings. Presently, the drop-in is held once a week on Tuesdays between 7 p.m. to 9 p.m.

"It's such a great boost towards positive growth," said Kushir, referring to the services provided for the youth.

Rankin Inlet Kayden Mercer will perform at the community hall in Rankin Inlet on Feb. 29, from 6 p.m. until 8 p.m.

The concert will feature the music of Creedence Clearwater Revival, John Fogerty, Johnny Cash and other classic artists.

Mercer's performance is a fundraising effort for Northern Youth Abroad.

Funding allows for seal meat

Kangiqtugaapik/Clyde River Two hunters will be on a mission to catch seal for community members starting Mar. 1st.

After receiving funding for its first country food distribution program, the Kangiqtugaapik Food Bank committee has hired hunters Tommylee Kalluk and Ken Qillaq to hunt for the community.

Each hunter will be accompanied by either Leroy Kautuq or Inookie Noah to be their Ski-doo driver.

Economic Development and Transportation, will cover the wages of all four individuals and provide hunters with any necessary hunting equipment and food.

According to committee member Jonibeth Kalluk, "everyone seems to ask for seal meat."

Thus, hunting for seal is "most appropriate" for the people of

Clyde River, she said.

The meat will be distributed to anyone free of charge.

The seal skin will be used to make mitts, explained Kalluk, adding the mitts will be sold to make money for purchasing food.

New statistics show modest progress in stopping hunger in Nunavut Nutrition North has reduced the cost of a week's worth of food for a family of four by one per cent over several years

Nearly 57 per cent of Nunavut households suffer from some level of food insecurity, according to new Statistics Canada data released on Feb. 18.

That's an improvement from a Nunavut Food Security Coalition statement from several years ago, which identified 69 per cent of Nunavut homes as food insecure.

However, the disparity between Nunavut and the rest of the country remains substantial. By comparison, just under 13 per cent of households across Canada are considered food insecure and close to 22 per cent of neighbouring NWT households fall into that category.

In Nunavut, 23.7 per cent of homes are defined as severely food insecure, although that skyrockets to 52.3 per cent when mothers are living with their children with no spouse in the home — however, Statistics Canada warns to use the latter data with caution due to the relatively small sample size in the territory.

Another 25.7 per cent of Nunavut households are deemed moderately food insecure and 7.6 per cent are marginally food insecure.

According to the definitions used

by Statistics Canada, severe food insecurity results in reduced food intake or a disrupted eating pattern.

Moderate food insecurity brings on "a compromise in the quality or quantity of food consumed." Marginal food insecurity exists when "there is a single indication of worry about running

The latest data came from The Household Food Security Survey in 2017-18, involving approximately 110,000 respondents nationwide and are based on 18 food security questions asked of Canadian households.

Improving food security across Inuit Nunangat requires collabora-

tion and co-ordination from multiple jurisdictions and stakeholders, said Gabrielle Boivin, a media relations officer with Crown Indigenous Relations and Northern Affairs Canada.

"We are engaging and listening to Northern and Indigenous residents to understand what they need to help feed their families and we are working closely with provincial/territorial/, industry, harvesters and others to develop new sets of shared Northern-based solutions beyond Nutrition North Canada," Boivin stated.

Citing the Statistics Canada data indicating an approximate 13 per cent increase in Nunavut homes that are food secure, Boivin said that's evidence that Nutrition North Canada – intended to make nutritious storebought food more affordable and accessible – is making "significant improvements."

Boivin said more than 30 million kilograms of nutritious food was shipped and sold at subsidized rates in isolated Northern communities in 2018-19. That marks a 49 per cent rise in volume since 2011, she noted. During the same time frame, a nutritious diet for a family of four for one week costs 1.03 per cent less.

The Government of Canada has continued to increase Nutrition North subsidies over the past several months and expanded eligible items, she added.

Nunavut MP Mumilaaq Qaqqaq asserted that access to affordable food is a basic human right.

"Nunavummiut have been denied that right through government policies, whether it's high cost of food

or not encouraging local hunting and harvesting. How long do people need to wait to be able to feed our children? When will the Liberal government step up and allow individuals in Nunavut to provide for themselves and their family?," Qaqqaq asked.

"We have been asking these questions for far too long and it only seems to be getting worse. It is time we look at this seriously and do things differently. Nunavummiut need to be able to feed themselves, their family and their community. The time for the Liberal government to step up is now."

In regards to supporting hunters, Boivin said the federal government has developed a harvesters support grant in partnership with Nunavut Tunngavik Inc. that will be be available as of this spring.

Iqaluit Mayor Kenny Bell, who's also president of the Nunavut Association of Municipalities, said Nutrition North appears to be a process of Ottawa giving "a bunch of money to huge (corporations) with little to no responsibility to be open and what seems like little change."

However, Bell doesn't place most of the blame on Nutrition North. He said a lack of housing, a lack of mental and physical health services and being unable to receive an education in Inuktut are among the factors combining to keep the underprivileged from making progress.

"This isn't an easy subject. There needs to be hard discussions. Not one item is going to change our current reality of territorial poverty and if we want to make major changes it's going to take a system reset and we

will need all politicians to stand up, roll up our sleeves and get to work tackling poverty for the people of Nunavut," Bell stated, adding that the Government of Canada should either commit to building roads in Nunavut on a large scale or support air travel and air cargo "as a necessity for the people of Nunavut."

Last year, Nunavut created a splash by winning their first main draw game at the Scotties Tournament of Hearts over Quebec.

They won again this year but this result was much bigger.

The foursome of Lori Eddy, Sadie Pinksen, Alison Griffin and Kaitlin MacDonald out of the Iqaluit Curling Club took down Northern Ontario's Krista McCarville by a score of 6-5 on Feb. 18 in what was arguably the biggest upset at the Canadian women's curling championship.

The ladies literally stole the win from under McCarville's nose, scoring their last three points without last rock advantage, the hammer as it's known in curling parlance.

Pinksen spoke with Nunavut News following the win and said the win this year was huge.

"Beating Quebec last year was huge but this one was even bigger," she said. "(Northern Ontario is) such a high-ranked team and we're just incredibly proud. It was a special win and I don't think it really set in until a few minutes after."

Patience was the key as the ladies were down, 5-1, at the fifth-end break but they began the comeback by scoring a deuce in the sixth end with the hammer to cut the deficit to 5-3. After a blank in the seventh, Nunavut stole a single in the eighth to make it 5-4 after one of McCarville's picked (lost the handle of the rock). Another steal followed in the ninth end to tie the game at 5-5 to set up the drama of the 10th and final end.

"We just encouraged each other during the break," said Pinksen. "We just wanted to park the steal out of our minds and do the best we could in the sixth end. We felt good and we were just patient. We waited for our chances and they came. You never like to see a picked rock happen to anyone but it was a break for us."

Eddy, who skipped the team as an import player from Ontario under Curling Canada's jurisdictional rule of one non-provincial/territorial player per team, buried her final rock and McCarville's final rock was too heavy, giving Nunavut another steal and the win.

McCarville also missed a take-out attempt with her first rock of the final end, which gave Eddy the chance to bury her final stone.

Eddy spoke in the media scrum following the game and was in disbelief.

"When I missed that draw to give up the steal (in the fifth end) I thought 'we are sunk in the water,'" she said. "But we rallied,

As soon as McCarville nosed her first rock, Eddy said she had draw on her mind all the way.

"I played the same shot in eight so I was pretty confident about the weight," she said.

"I was super proud of the girls. Honestly, our game was to be competitive and make the other teams deserve their win against us, so this is a huge bonus."

One thing Pinksen noted was how the scorelines look much different than in past years. There weren't any blowout losses to speak of and Pinksen figured it's all down to a better focus.

"We had good games all week long so far and the other teams know that we're going to give them a good game," she said. "It's getting easier to be focused because you know you've done what you have to in order to be ready."

Hockey players go to camp Iqaluit It was a busy time for the Iqaluit Amateur Hockey Association earlier this month as more than 100 players hit the ice for a big camp.

The ladies very nearly made it two wins in a row the following morning as they took Chelsea Carey and Team Canada, the defending champions, down to the very last rock of the game. Eddy had a chance to give Nunavut the win if she had been able to knock a Team Canada stone back far enough and it looked like she did. Because both rocks were close to the button, a measurement was needed to figure out which one was closer and it ended up being Carey's rock, giving her a 6-5 win.

They did finish it off in style, though, in their final game against Quebec with a 7-6 win as Nunavut managed to score a single with the hammer in the 10th end.

Nunavut's performance didn't go unnoticed by the crowd, which was firmly in their corner for much of the week, said Al Cameron, Curling Canada's director of communications and media relations.

"They won the crowd over, for sure," he

It was the annual visit of Andrews Hockey from Ontario for the association's development camp from Feb. 17 to 21.

All of the players were split into one of four groups for the week-long sessions with instruction on such things as modern techniques of skating, defensive tactics and the art of scoring goals.

This year's camp was a complete sell-out.

Polar Bear Plate draws them in Kangiqliniq/Rankin Inlet Another weekend, another hockey tournament in Rankin Inlet.

This time, it was the Polar Bear Plate juvenile/junior tournament, which happened from Feb. 21 to 23. A total of eight teams from Arviat, Coral Harbour, Naujaat, Baker Lake,

"Lori is a strong player with a very competitive resume – former runner-up in this with Ontario – and I think having her as part of the team helped with their poise. Alison is a long-time player so they definitely weren't uncomfortable."

Going forward, Cameron said the expectation level has possibly changed and there's no more surprises because the ladies know they're good.

He hopes they've turned a corner in terms of development.

"It's like any other province or territory – if you work at it, good things will happen," he said. "It's up to the folks in Nunavut to keep that momentum going and hopefully, the success these ladies had will inspire others to take up the sport."

Whale Cove, Iqaluit and two from the host community were set to hit the ice.

The round-robin kicked things off, which led into the start of the playoffs on Feb. 22, followed by the semifinals and championship games. the evening of Feb. 23.

Never let it be said that the wrestlers won't be in good shape when it comes to future events. won't be in good shape when it comes to future events.

So long as they keep getting the competition, of course.

Nunavut Wrestling's latest venture south of 60 happened in Winnipeg earlier this month as a group of 11 from Cambridge Bay, Iglulik and Rankin Inlet hit the Manitoba capital for the Crusader Wrestling Tournament on Feb. 8. The Cambridge Bay contingent all came home with medals and you'll be surprised to hear Eekeeluak Avalak won gold.

Maybe not but he did as he topped the U19 boys 55-kg weight class. He defeated Ivan Rakowski of Winnipeg by technical superiority (mercy rule) as he managed to create a 10-point

gap, which forces the referee to call a halt to proceedings. The win in the gold medal match topped off a perfect run for Avalak as he won all of his bouts.

"It was a bit easier than expected, to be honest," said coach Chris Crooks, who accompanied the team to Winnipeg. "We've been trying to find him good competition so we moved him to the U19 division."

Even then, Crooks said he had no worries about how Avalak would handle himself.

"Manitoba's not the strongest province in wrestling and there were some teams from northern Ontario," he said. "He definitely benefited from our trip to Ontario last month and you could see that in his matches."

Cody Qamukaq of Iglulik also hit the podium as he snagged silver in the U19 boys 70-kg weight class. He lost his gold medal match to Justin Woodard of Ontario by technical superi-

ority.

"The guy who beat Cody is one of the better wrestlers in Thunder Bay but Cody did quite well," said Crooks. "He got four matches and all of them were good."

The other medallist was Kiana Ekpakohak of Cambridge Bay as she won herself a bronze medal in a combined division in the U16 age category. She was the only one entered in the girls 46-kg weight class and that meant she had to take on wrestlers from weight classes close to hers.

Crooks said Ekpakohak won just one match on points but she accorded herself just nicely.

"She fought in a round-robin and that was good experience for her," he said.

Of the eight who made the trip from Rankin Inlet, Crooks said it was a mixed bag of results.

"They won some and ended up fighting each other on some occasions," he said. "Joel Netser and Cody ended up against each other

and Cole Kaludjak was in that same division."

Morgan Kakutinniq and Nolan Tattuinee also ended up against one another in the U19 boys 125-kg weight class, the heaviest one of the meet.

Some of the wrestlers who made the trip will be in Whitehorse for the Arctic Winter Games next month, such as Avalak, Qamukaq and Ekpakohak, but Crooks said he's looking ahead to later this year.

"We're focusing on training for (the North American Indigenous Games in Halifax)," he said. "There's 13 different weight classes there and we have a chance to send a bigger team than we will to Whitehorse. I'm hoping to take a team of 15 but it all depends on the funding."

Next up in the short-term for the wrestlers is a pre-AWG training camp in Cambridge Bay in a couple of weeks, followed by heading to Yellowknife to catch up with the NWT charter to go to Whitehorse for the start of the AWG on March 15.

Youth Arctic Inspiration Prize winners to dog sled to Kimmirut Empowering youth to become confident, competent and resilient are main goals of program

The Baffin Youth Outdoor Education (BYOE) program will use its $100,000 in Arctic Inspiration Prize money to take youth on a two week dog sledding journey this spring.

The program took the top prize in the youth category earlier in February.

The goal of the program is help youth foster personal growth, skill development, team work and cultural knowledge through teaching and practicing land based activities.

The program aims at "promoting youth to become confident, competent and really resilient, especially when it comes to cultural knowledge," said Brittany Masson, BYOE ambassador.

Although the plans are not finalized, the aim is to have three dog teams led by youth leaders from Iqaluit travel to Kimmirut around early April.

Once in Kimmirut, the group will host a guided dog sledding tour for community members before flying back to Iqaluit, explained Masson.

Another set of youth will be flown from Iqaluit to Kimmirut and travel back by dog sled.

Masson hopes to recruit 10 to 12 youth between the ages of 8 and 26 for the adventure.

Leading up to the trip, Masson

plans to also spend some of the prize money on skill building workshops.

The aim is to teach skills related to fishing, camping, preparing food on land, hunting and dog sledding that will be useful during the big trip, explained Masson.

The BYOE project developed from the interest youth had originally expressed with Kool Runnings' informal dog sledding workshops.

Since 2016, Kool Runnings, an organization that specializes in "dog powered" adventures, has been providing informal dog sledding workshops for youth in Iqaluit.

For Leetia Eegeesiak, dog sledding teaches her to respect and practice Inuit culture.

"I myself have learned so much.

Now I go on runs and I really feel my culture is guiding me through my run. Us youth get to travel the same way our ancestors did and that truly means a lot to us," said Eegeesiak.

Another youth, Aasta Idlout said, "I do think dog sledding is a way to teach our culture because it was a big part of our survival."

Jovan Simic, owner of Kool Runnings, says a multi-day dog sledding trip will enable youth to travel longer distances and develop skills such as winter camping, problem solving and understanding the logistics of

Being on the land for days with elders and knowledge holders will help youth become more equipped to travel independently in the future, added Simic.

In 2019, with additional funding received from the Government of

Nunavut's Department of Culture and Heritage, Kool Runnings was able to hire elders and Inuit knowledge holders to help teach youth about traditional activities.

"With the Arctic Inspiration Prize, we are really lucky to be able to expand the program to more

youth," and do multi-day trips, said Simic.

"I am counting down the days for our big trip to Kimmirut! I am looking forward to taking a dog-team and practising for my future as I really want to have a dog-team when I am older," said Eegeesiak.
