Nunavut's chief public health officer discusses territory's health care challenges Tracking illnesses and working on communicable diseases are priorities

Nunavut News asked Dr. Michael Patterson, Nunavut's chief public health officer, about the top three challenges faced by Nunavut's Department of Health. Patterson discussed the challenges in no hierarchical order. This interview has been edited for length and clarity.

Nunavut News: What are the top three challenges presently faced by Nunavut Health care?

Dr. Michael Patterson: Strengthening and improving our health information systems. Things that let us do performance surveillance in terms of keeping track of illness across the territory. They let us register vaccinations at a territorial level, so we can monitor how many children are up to date on their vaccinations and releasing public reports. The public at large has more up to date information on the health status in Nunavut.

Continuing efforts with health protection (is another), a good chunk of that is working on communicable diseases. So tuberculosis is one. Sex-

ually transmitted infections would be another one. And there's no question for some of the communicable diseases ... Nunavummiut face a higher burden than the national average. So, there's work to be done on that.

Working with the acute care system of health for the people who provide direct hands on medical care.

Working with them on initiatives like cancer screening and facilitating opportunities ... to show that there's proper territorial-wide screening programs for cancer and a number of other illnesses that are of concern to Nunavummiut.

NN: Why is strengthening and improving health information systems a challenge?

Patterson: Some of it is a capacity issue in terms of hiring and retaining staff, who can do the work. Some of it is kind of specialized. These are people who are trained as epidemiologists. So, they've got a fair amount of education in medical epidemiology, analyzing and storing data.

Another challenge that is outside of our control is information bandwidth. Internet connections in Nuna-

vut are not as reliable and not as fast as they are in the south. So, that creates challenges for us because a lot of the health information systems work more efficiently over computers in robust networks.

The infrastructure in Nunavut isn't the same as it is in the south ... we're relying on satellite connections, things are slower, they're more susceptible to weather. And those challenges feed back to making it a challenge for us to keep up to date on health information.

NN: What makes the "continuing efforts with health protection" a challenge?

Patterson: The communicable diseases ... there's a number of reasons and it depends with each of the illnesses. The underlying causes may be slightly different. Some of them have to do with housing and food security. Although the health system has limited ability to directly improve those, we still have work to do in terms of controlling the illnesses, to mitigate the effects of those other challenges and to advocate for improvement in those circumstances.

So with sexually transmitted infections ... there's a number of reasons why we may not understand all of them, but having a younger population certainly contributes to that.

There's the medical aspect of screening and treating for infections.

There's also the educational aspect of teaching Nunavummiut about safer sex and initiatives that may also reduce rates of illness.

NN: Why is the third challenge you listed difficult?

Patterson: Screening for cancers and other illnesses that may not be causing symptoms right now, but may cause symptoms five or ten years down the road ... it's because of capacity issues. Staff have to focus on what's in front of them right now.

It's about building the proper the systems and policies to allow for the screening to happen.

Then sometimes it's also based on infrastructure ... that transmission of information back and forth.

And sometimes it's also about trying to find capacity in the south. For the colorectal cancer screening, it's not just enough to get tested for the

Open water at Cambridge Bay's Kingayok Elder says ice conditions changing over the past several years

A Cambridge Bay elder and hunter is warning travellers of open water at Kingayok, at the southeast corner of Victoria Island.

Jimmy Haniliak, an experienced guide and an active member of the Ekaluktutiak Hunters and Trappers Organization, as well as a member of the ground search and rescue team for the past 50 years, says he has noticed some alarming changes in the area of the last several years.

"In the past five to eight years I have noticed changes in the water level with record breaking high and low tides, rivers getting lower, formation of ice coming later and later, currents getting stronger, causing major movements of the pressure ridges in the winter season," said Haniliak.

"There has never been open water in that area before other than slush in the spring time but never open water at this time of the year."

In the late 1960s he often travelled with his parents to Wellington Bay and up Ferguson River in a 20-foot canoe powered by a 25-horse power motor.

"There was no problem back then as water levels were high, but nowadays it is a different story with some areas of the river only one foot deep," he said.

Haniliak has travelled these routes all his life as did his parents

and grandparents. He has a cabin that is located on the mainland and to get there he travels the Kingayok route. He recalls a trip he took one spring on his snowmachine, hauling supplies to his cabin.

"I dropped off supplies and returned to Cambridge Bay to pick up more supplies, couple days later travelling back to my cabin using the same route, I crossed over the pressure ridge like I usually would

by Kingayok and slush had formed on the other side of the ridge causing my snowmachine to sink into three feet of slush and water."

He was surprised at how quickly things had changed in two days.

"Nowadays it's unpredictable out there," he said.

Haniliak said he feels the currents in the summer around the south shore of Victoria Island and the north shore of Kent Peninsula seem to be getting stronger.

"One time travelling with a boat towards Cambridge Bay, it seemed that the current was pushing the boat more to the east, making the trip longer than usual," said Haniliak.

"The currents are so strong that even in the winter season it causes deep cracks and crevasses in the hard-packed snow on the land.

"Climate change is here and changes are happening so quick, constant monitoring of the land, water and ice needs to be happening and we are lucky to have the High

Nunavut News' newest reporter Rita Pigalak is now serving the Kitikmeot region with full community news coverage.

Pigalak was born in Yellowknife and lived the first part of her life in Ulukhaktok (formerly Holman) before moving to Kugluktuk at age six, where she grew up.

She went to high school at Sir John Franklin in Yellowknife, which she said exposed her to a large city centre as an adolescent for the first time, though the allure of the city did not draw her in permanently.

Pigalak has spent most of her adult life in Kugluktuk, where she returned after school and nearby Cambridge Bay, exploring a variety of careers all the while remaining and active member of the community.

"My mom, who never had the chance to go to school, instilled in me how important education is," she said.

With a large family that includes 10 sisters, and two

brothers (both deceased), Pigalak's mother always told the girls that with education "you can do and be whatever you want."

Pigalak has been to school many times and has worked as a social worker, a teacher and received training in the culinary arts.

"I got the chance to do things that I loved to do," Pigalak said.

An avid volunteer, she sat on the youth justice committee while in Kugluktuk while volunteering for the Kugluktuk softball association, Kugluktok volleyball association and sitting on the hamlet's recreation committee.

"My careers and the volunteer work I've chosen have been to do what I love, but to also help people," she said.

"I don't like to see young people going off in the wrong direction so I've tried my best to help them lead a healthy lifestyle."

Now Pigalak, who moved to Yellowknife six years ago for love, is taking on journalism in a job made possible with funding from News Media Canada's Local Jour-

"In this job, I can use my experiences and the people I know and it is a chance to use my skills with my mother tongue, Inuinnaqtun," she said.

"You hear so many sad stories from communities, but there's also good stories from communities others might not hear about and this is a chance to have them told."

Pigalak said storytelling is important part of life, especially when listening to elders.

"There's so many more stories yet to be told," she said.

Sealift will be more expensive if shipping companies are forced to abandon heavy fuel oils in Arctic Waters, according to a Transport Canada report.

Some Nunavut political leaders want assurances that prices Nunavummiut pay for community resupply aren't going to climb drastically if a heavy fuel oil ban is imposed on shipping.

A Transport Canada report estimates the sealift could cost four to 11 per cent more – $248 to $679 per household per year – if ships are no longer allowed to use heavy fuel oils.

That would affect the cost of food, furniture, appliances, construction materials, harvesting supplies, medical equipment, electricity and mining operations.

"Any increase in consumer goods costs, even as low as four per cent will impact the purchasing power of already vulnerable communities," the report states.

Nunavut Tunngavik Incorporated, Inuit Circumpolar Council Canada and the International Maritime Organization, which falls under the umbrella of the United Nations, all support a prohibition on heavy fuel oils due to environmental risks.

The Transport Canada analysis acknowledges that a ban would have "positive environmental impacts" by reducing sulphur oxides, black carbon and fine particulate matter. It would also lessen damage to water, land and wildlife in the event of a spill.

David Akeeagok, minister of Economic Development and Transportation, said Nunavut already has a very high cost of living and a substantial number of territorial households regularly experience food insecurity.

"The cost of banning the use and carriage of heavy fuel oil in Arctic waters cannot further add to everyday expenses like food, household items, materials, etc.," Akeeagok stated. "The Government of Nunavut will advocate that any ban include measures to offset the cost to Nunavummiut and industry."

Nunavut Sen. Dennis Patterson said he

expressed his support for a ban on heavy fuel oils in the Senate because it's an Inuit-led initiative "and I respect the right of Inuit to manage the environment within their homeland."

However, the new information presented in the Transport Canada report must also be considered, he said.

"Canada should not be pressured to rush into a position on the ban without first considering all the alternatives which could include retrofitting vessel stacks with scrubbers (exhaust fumes cleaning systems) to lower emissions."

Mumilaaq Qaqqaq, Nunavut's member of Parliament, stated that "people in the North shouldn't have to face a choice between affording the basics and taking on big risks to irreplaceable ecosystems central to Northerners' way of life."

She added that it's "incredibly disappointing that at the same time as Northerners face an extremely high cost of living and serious environmental risks, the Liberals have left $150 million of their commitment to the Oceans Protection Plan unspent and haven't fixed Stephen Harper's broken Nutrition North program."

The potential to outlaw heavy fuel oils in the Arctic comes on the heels of an International Marine Organization cap on global sulphur from marine fuels, lowering it to 0.5 per cent from 3.5 per cent, which took effect Jan. 1. That measure is expected to raise costs for community resupply by nine to 12 per cent, which would be $535 to $713 more per year for Nunavummiut, according to the Transport Canada report.

Research by conservation group WWF Canada shows that heavy fuel oil prices decreased by nearly 65 per cent between 2014 and 2017, yet food costs still rose by approximately 15 per cent. WWF Canada has recommended liquefied natural gas (LNG) as an alternative fuel, which would reduce pollutants by up to 97 per cent.

However, ships fuelled by LNG are much more expensive to build than conventional vessels.

Allegations of sexual impropriety are mounting against The Terror and Murdoch Mysteries star Johnny Issaluk.

Inuk filmmaker Alethea Arnaquq-Baril described an

Conservationist sounds alarm over polar bears Kivalliq Wildlife Board chair counters that human safety must remain top priority and insists bears will survive

A Norwegian conservationist and author is arguing that the selective hunting of polar bears for size and fur quality poses a threat to the animals' welfare in addition to climate change.

"It's not only about the number of polar bears killed, but which animals are targeted," stated Ole J. Liodden, who wrote the 2019 book Polar Bears and Humans.

"It is politically incorrect to question the Inuit or the polar bear management, especially questioning definitions like 'sustainable harvest' and 'subsistence harvest,'" Liodden wrote. " In Inuit traditions it was important for polar bear hunters to treat the polar bears with respect, before and after death.

Killing for fun was not in harmony with tradition and many Inuit hunters and leaders were and still are, against the trophy hunting industry."

Stanley Adjuk, chair of the Kivalliq Wildlife Board, said there are "very few" trophy hunts in the Kivalliq region with only one community's hunters and trappers organization allowing them, as far as he's aware.

The greatest concern relating to polar bears is the danger they pose to humans, Adjuk said. A polar bear killed one man near Arviat in July 2018, another man was slain outside of Naujaat in August 2018.

"It's for the safety of the public that we want to reduce our polar bear population," said Adjuk.

Despite much publicity over the hazards associated with climate change, he remains confident that the predators will endure.

"I know a lot of activist or scientists that are animal lovers think (polar bears) are going to disappear in an instant but that is not the case with us," Adjuk said. "In Inuit knowledge we know that bears can adapt to anything. The Inuit are scientists of the animals that we live with.

"When I was a kid growing up, there was hardly any polar bears. Now today there's too many polar bears everywhere.

"The bears in our region are healthy. The population is not just healthy but ... the

bears are not starving," said Adjuk, who resides in Whale Cove.

Bobby Greenley, chair of the Ekaluktutiak Hunters and Trappers Organization in Cambridge Bay, said there's no trophy hunts in his community either. Like Adjuk, he said residents are reporting that they're seeing more and more bears in the area.

Polar bear harvests are comanaged in Nunavut by the Department of Environment and the Nunavut Wildlife Management Board. The total number of bears killed in 201718, the most recent available through government statistics, was 417 out of 484 permitted.

Of those, 62 were sports hunts.

Approximately 16,000 polar bears exist in Canada out of an estimated 26,000 worldwide.

The trade of polar bear hides is regulated by the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

"In order to export polar bear products, Canada must prove trade has no detrimental impact on its polar bear populations," according to the Department of Environment.

"Exports would be banned in the event of a conservation concern due to trade or harvesting under this agreement."

Is ecotourism the answer?

Liodden cited data showing that 1,736 polar bears were killed in Nunavut trophy hunts between 1970-2016. Resolute was the most active community with 392 trophy kills followed by Coral Harbour with 231 and Grise Fiord with 216.

The economic value of polar bear hunting in the Canadian Arctic since 2009 has amounted to less than $900,000 annually when the value of the meat is also included, according to Liodden. Fifty-two percent of the revenue from trophy hunts goes to the local community, he stated.

Only three of 25 Inuit communities in Canada derive more than five per cent of their overall income from polar bear trophy hunting, he calculated.

"For most Inuit settlements polar bear trophy hunting has little to no limited economic value," Liodden stated.

Polar bears are threatened not only by climate change but by trophy hunting, according to Norwegian conservationist and author Ole J. Liodden. Stanley Adjuk, chair of the Kivalliq Wildlife Board, says the predators are thriving, adaptable and pose a danger to humans that cannot be ignored.

However, trophy hunting can have a detrimental effect on polar bears based on the example of a sub-population in the area of Melville Island and northern Victoria Island.

Liodden attributed a substantial drop in male numbers between the mid-1970s and early 1990s to sports hunts combined with regular harvests. Eighty-four of the animals were shot by trophy hunters between 1982 and 1991, according to Liodden.

He urges Inuit to consider the lucrative polar bear ecotourism industry in northeastern Alaska that grew to a value of approximately $1.5 million U.S. in 2016, surpassing the value of polar bear trophy hunting in Canada's Arctic.

Adjuk is no fan of mixing ecotourism and polar bears.

He blames that industry for making bears feel more comfortable around people.

"They have less fear toward humans and coming into communities," he said.

"With tourism going on all the time, we the Inuks who live in the region start paying a price for it."

Hydro line long overdue Northern News Services

To the call to action toward Nunavut's infrastructure needs, the federal government has answered. At least partially.

The federal government has signalled that it will help finance a $1.6 billion hydro link expansion from Manitoba, reaching up through Arviat and as far as Baker Lake.

This expansion is likely to take several years to finalize and implement. Early reports suggest that it could be delivering power by 2026, but this could be the single most important infrastructure expansion within the Kivalliq region in decades.

The hydro will connect from Gillam, Man. and supply a total of five Kivalliq communities and some mining activity in the region. The expansion will also include fibreoptic lines for high-speed internet.

This is a large step forward for getting isolated communities off of diesel-generated power and will prove to be the kind of expansion that concretely moves toward a greener future.

promises that all communities in the North would be off diesel generators by 2030.

Should this deal go through there would be no doubt that progress is being made, but with a little less than a full decade to go and not much progress elsewhere in the North, the Liberal promise looks to be little more than a pipe-dream.

That being said there is a case to be made that this expansion will greatly increase the quality of life for those southern Nunavut communities that are getting the upgrade.

With reliable internet and reduced costs around electricity, communities such as Arviat or Rankin Inlet would be poised to become renewed business hubs for the region.

Simultaneously, job opportunities may arise with a reduced cost of living for families, who will also be increasingly connected to the world through fast and reliable internet.

The announcement of the infra-

structure expansion comes hot off the heels of an expert panel submitting a report to the federal government, entitled Canada's Communication Future, which illustrates how rural communities are falling further and further behind in terms of internet connectivity.

That increased connection to the larger world means opportunities for youth, for those looking for education, for the possibility of virtual health care and more.

And if the investments in the well being of citizens is not enough, which it should be, notable savings will arise.

The more communities that come off diesel, the less diesel will have to be shipped far and wide which, over time, could mean large savings for residents, businesses and government.

This project is long overdue for Nunavummiut. It will likely be a while before more Northern communities have the opportunity to get access to reliable, cheap energy, but should everything go well, this hydro line will be a pilot project to show that building up Nunavut and developing society as a whole, as well as building the nation as a whole, will be well worth the investment and effort.

Elanore Sturko, now based in Surrey, B.C., started her policing career in Yellowknife and has written a book based on the photo journal of a great-uncle who served as a Mountie in what is now known as Nunavut.

Paanialuk, meaning "the tall one" in Inuktitut, is the publication of RCMP Sergeant Dave Van Van Norman's photo-journal from the 1950s. Assembled by his great-niece, Elenore Sturko, this collection explores a year up North in Pond Inlet, Nunavut – stationed at the "Distant Early Warning Line".

Along with gorgeous photographs of The North, Paanialuk includes both English and an accompanying Inuktitut translations of Dave Van Norman's journal entries which bring his friendly and open personality off the page.

Paanialuk is a personal tribute from Sturko to her great-uncle and the immense care that was put onto the creation of this book is evident from page one. From the reconstruction of old black-and-white photographs into high definition to the translation of each journal entry into Inuktitut by Leetia Janes, the time and care that went into bringing Van Norman's story from the early 1950s into the present is apparent. While great lengths were taken to make this journal accessible, there is also language used and ideas expressed in the original journal

that are dated at best and blatantly racist at worst. The intention behind preserving the journal in its entirety, however, is powerfully expressed by Sturko in her foreword to Paanialuk, which I highly suggest reading; "I believe it is important to acknowledge all of our history, not only that which is flattering."

This, while used to explain the preservation of the language used in this journal, can also be applied to the process of publishing Van Norman's journal in the first place.

Paanialuk brings to the forefront a moment in Canadian history when RCMP officers and other public officials were being discharged en masse for being queer. Van Norman himself was discharged from the RCMP after 17 years of service for being queer. Though these discharges were cloaked

in Cold War paranoia, this "The LGBT Purge" has now been recognized as what it was – discrimination. Both by leaving the past uncensored and making room to criticize systems of discrimination along lines of race and sexuality, Sturko contributes meaningfully to the world as it exists today.

Instead of sanitizing the past, pretending that it was good or pure or perfect, Paanialuk represents the reality of the language and ideas of the 50s while also celebrating the people who lived in Pond Inlet and how they each had their own stories to tell.

For me, the thing about Paanialuk that bridged the gap between the 1950s and today was Van Norman's love of the North. That

love is infectious; even though I've lived in the North my whole life, reading about other people's first experiences coming up makes me fall in love with it all over again through their eyes. While Paanialuk is a quick read, it is also a deeply impactful one that I highly suggest if you can find an hour or two to spare. Making deals at the Kitikmeot Trade Show Local earthworks company makes its debut as entrepreneurs, industry representatives and bureaucrats mingle

A few hundred delegates poured into the Kiilinik High School gym Feb. 10 to 12 to talk business and to celebrate local culture at the 21st Kitikmeot Trade Show.

Among them was veteran trade show attendee Fred Pedersen, who noticed some new faces and new ventures among the exhibitors.

"This tells me that more and more businesses are looking to do more business in and around the Kitikmeot region, which must mean that our economy is growing," said Pedersen, the Kitikmeot Inuit Association's acting executive director and director of planning and communications.

"Each trade show sees some new partnership formed, or a new business starting up."

Ikuutak Earthworks and Solutions, owned by Lawrence Otokiak, made its debut at the trade show. The enterprise offers drilling, blasting and camps and catering in partnership with Northtech Drilling based in Yellowknife. Otokiak said he was eager to get out on the trade show floor and introduce himself and his company to the crowd.

"The camaraderie with everybody being there, everybody was great. It was a very good venue," he said.

The event helps outsiders gain familiarity with the way of life in the region, according to Pedersen.

"Visitors to the community for the trade show get to experience our cultural performers and the community gets to experience live music from musicians or bands that they may never get to see," he stated.

"On the flip side of that, those musicians or bands get to experience our community and culture first hand, thus learning more about this great region of Nunavut

Local youth also benefit from the exposure to potential future employers, Pedersen noted.

"It gives them a look into what they might want to pursue after graduation from high school," he said. "It may lead them to pursue higher education to get where they want to go or to give them ideas for potential new businesses that they could start in their home communities."

Valter Botelho-Resendes, who became executive director of the Kitikmeot Chamber of Commerce last year and

joined the trade show organizing committee, attended for the first time this year. He said there were informative presentations from the federal and territorial governments outlining ways they can assist the business community.

Representatives from Canadian North and NEAS talked about how they're enhancing their services but there was no discussion of the airline merger and its implications or how sealift rates are expected to rise this year, he said.

He credited the Hamlet of Cambridge Bay for creating a buzz with its plans for a

tiny home subdivision and an arts studio.

"There definitely some good approaches that are being taken," he said.

Botelho-Resendes said he didn't hear any mention of the fate of TMAC Resources' gold mine at Hope Bay, which is for sale or may become a joint venture with a financing partner. However, he expects that topic will arise during a joint meeting between the Chamber and the KIA at the end of the month.

One of the highlights for search and rescue volunteers across the Kitikmeot was the

$33,400 raised through a silent auction. That money will be divided among their operations in the region.

The limitations of local infrastructure became apparent once again this year, however. Johnny Reid's free public concert attracted an overflow crowd at the community hall on Sunday and not everyone

could get in, which resulted in some disappointment, Botelho-Resendes acknowledged.

"Once we hit max capacity, for safety reasons, we had to shut the doors," he said.

Otherwise, he was pleased with the outcome of the three days. "Overall I think the entire event went pretty well," he said.

Students participated in three week long printmaking workshop in Pangnirtung before selling them at a showcase Jan. 31 at Attagoyuk Ilisavik High School.

Pangnirtung After three weeks of printmaking workshops, students had an opportunity to showcase and sell their artwork at on Jan. 31.

Students at Attagoyuk Ilisavik High School learned about various printmaking methods. They created relief prints with objects like needles and wooden guns; lino prints and fish prints. The participants made art pieces at school, the Uqqurmiut Centre for Arts & Crafts and on-land.

"The art show brought together these many art forms and knowledge to share youth perspectives on the importance of sea ice and country foods and highlight youth strength and creativity," said art instructor Natalie Baird.

The workshops were led by several instructors including Cie Taqiasuk from Kinngait. Taqiasuk, who is part of Embassy of Imagination, was specifically invited to share his artistic skills with the youth in Pangnirtung.

As part of the workshops, students sent one of their artworks to Kinngait for a print-exchange. With over 100 student artworks sold, the instructors are heading to Kinngait next to facilitate similar workshops for the youth.

Canadian Red Cross presents violence prevention workshops

Qikiqtarjuaq Training workshops about violence prevention were held at Inuksuit School. It was the first time high school youth had an opportunity to learn about healthy youth relationships from the Canadian Red Cross. 13 students from grades 9 to 12 attended the two day training sessions. Through presentations, games and videos, the participants were educated about safety planning.

"So that can range from getting home safe after a night out on the land, or it could be a bullying situation," explained trainer Dana Caroline.

Other topics like the definition of a healthy relationship, assertive communication and personal power were also presented. At the youth's request, the trainers talked about the effects of social media like cyber bullying. According to Caroline the majority of resources were translated into Inuktitut and the presented materials were "culturally relevant."

Caroline expressed it is important to have such training workshops because "we know it's a preventive measure to be able to model healthy relationships to prevent violence."

The youth training workshops took place from Feb. 5 to 6.

Similar training workshops were held for school staff on Feb. 3 and 4.

Community discusses Ninginganiq NWA management plan

Clyde River The first public meeting to discuss the Ninginganiq National Wildlife Area (NWA) management plan was held on Feb. 10. About 25 community members joined the Ninginganiq Area Co-Management Committee (ACMC) at Parish Hall.

"Ninginganiq NWA was established primarily because the community of Clyde River wanted to protect bowhead whales and their habitat within Isabella Bay," stated ACMC Vice-Chair Danica Hogan.

The three hour meeting, which started at 7 p.m., outlined the major components of the draft management plan. The presentation was followed by a question and comment period.

"Several people re-iterated the importance of the area to Inuit in Clyde River and encouraged the committee to continue to document information about the area," explained Hogan.

Door prizes including hats, water bottles, camping equipment and gift cards were given to the attendees.

Johnny Reid gains more fans

Ikaluktutiak/Cambridge Bay Performer Johnny Reid left a lasting impression and captured some hearts during his concerts in Cambridge Bay on Feb. 9 and 10.

He also offered to act as an ambassador for Cambridge Bay, raising the community's profile on the national stage, said Pam Langan, librarian at the May Hakongak Community Library.

She watched Reid interact with excited youth while visiting the library.

"The students were looking through the window so Johnny Reid went over and took pictures with all the kids," Langan said.

"He came in and he was really kind to everybody. He stayed around and shook everybody's hand and was taking as many pictures as he could with the community. He's really super nice.

"He just loves the people up here. He said it reminds him of home in Scotland. He said (local residents) were so kind and welcoming to his group," she added.

Reid, whose performances were arranged in conjunction with the Kitikmeot Trade Show, said he'd like to return to Cambridge

Bay someday, according to Langan.

"I said, 'Oh, we'll get you back somehow," she said, laughing.

Then she suggested that an outdoor concert for Nunavut Day would be a good idea because a much larger crowd could enjoy the festivities.

Hunters and trappers association to inherit sewing machines

Sanirajak/Hall Beach A tent-making project is paying dividends for close to a dozen participants but it will also bring long-lasting benefits to residents of Hall Beach.

Joyce Arnardjuak arranged funding through the Qikiqtani Inuit Association to purchase five sewing machines – two of which are built to puncture leather with special needles – for a tent-making workshop that began in January.

Two groups have been involved in making the tents and when they've completed their projects, the sewing machines will be turned over to the Hall Beach Hunters and Trappers Association for use by the general public.

Arnardjuak said she's also been approved for funding to hold a community hunt to supply caribou for an upcoming local feast.

"I got carried away because I found money, but it's not that bad," Arnardjuak said of her ambitious efforts.

Jaypeetee Audlakiak returns as Hall Beach mayor

Sanirajak/Hall Beach Jaypeetee Audlakiak prevailed in a mayoral byelection on Feb. 10 and will get another shot at leading the Hamlet of Hall Beach.

Audlakiak garnered 49 votes, almost doubling his next closest challenger in a crowded field of six contenders. Ammie Kipsigak finished second with 28 votes.

Voter turnout was 33 per cent.

The byelection became necessary when Jayko Simonie announced his resignation shortly after being chosen as Hall Beach mayor in the Oct. 28 municipal election. Stacey Kadlutsiak has been acting mayor since then.

Audlakiak was last elected in December 2017. He told Nunavut News at that time that his priorities were to procure more housing and to get a breakwater built for the community.

The fourth Return of the Sun celebration was hosted by Parks Canada in Pond Inlet.

After many weeks of darkness, the locals rejoiced in the sun's return. Seven community members mustered the strength to snowmoblie to Similik National Park in the frigid weather on Jan. 29. The locals along with Parks Canada staff stayed warm with a bonfire as they watched the sunrise together.

Besides hosting the gathering at Similik National Park, Parks Canada held a commun-

ity feast on Feb 1st at the local community hall. About 200 locals spent hours celebrating the return of the sun with cultural performances, games, a pie baking contest and plenty of country food.

"It's an opportunity for them to teach their youth about their traditions, their songs, drums, dancing and throat singing," said Carey Elverum, the park manager at Sirmilik National Park. "It's a fun event, but there's a lot of purpose behind it. And I think people really enjoyed it."

With less than a month to go before the start of the 2020 Arctic Winter Games in Whitehorse, athletes are beginning to get into game shape as best as they can.

Nunavut Speed Skating had a baker's dozen of its athletes out on the road earlier this month – 13 – for the Atlantic Cup meet in Dieppe, N.B. and it proved be a profitable excursion in both medals and personal bests.

Four medals came home around the necks of Akutaq Williamason-Bathory, who copped gold in Division 5, Miles Brewster, a gold medallist

in Division 8, Aura Kwon, who won silver in Division 7 and William Pothier, who joined Brewster on the podium in Division 8 by winning bronze.

In addition to the medals, there were 15 new personal bests and that was all music to the ears of Kyle St. Laurent, the team's head coach.

"The goal was to go there, skate hard and get some personal bests," he said. "If we won medals, that's a bonus."

Another result which impressed St. Laurent was in the 2,000-metre points race, where Victor Pothier led from start to finish. The points race featured 20 laps of the 100-metre course with points awarded at various laps, all depending on

Nunavut vs. the country Moose Jaw, Sask.

The Scotties Tournament of Hearts in Moose Jaw, Sask., is underway and so is Team Nunavut.

The foursome out of the Iqaluit Curling Club – Kaitlyn MacDonald, Alison Griffin, Sadie Pinksen and skip Lori Eddy, who's with the team from Ontario under Curling Canada's out-of-jurisdiction rule – started pool play on opening day, Feb. 15, against Alberta.

They had two games the following day versus Manitoba and Saskatchewan and will play, in order, New Brunswick, Northern Ontario, Team Canada and Quebec.

where a skater is at a certain point. Since Pothier was out in front the entire time, he received the maximum 34 points on laps 14, seven and the final lap, where the points were doubled.

"I was surprised with how he did but I expected he would do well," said St. Laurent.

"He's a strong skater and he does well in keeping pace, not losing any of his momentum."

Most of the skaters who made the trip will be going to Whitehorse and St. Laurent said they're close to where they need to be.

"They still need to work on a few minor things, such as pace and endurance, but they'll get there by the time the Games start," he said.

"They will be ready."

Arctic Atoms hits the ice Kangiqliniq/Rankin Inlet The next big hockey tournament in Rankin Inlet is over for another year.

The Arctic Atoms happened from Feb. 14 to 16 with a total of eight teams in action from Rankin Inlet, Naujaat, Coral Harbour, Baker Lake, Arviat and a Kivalliq all-star team.

All eight teams played in the round-robin which began on the 14th and wrapped up the following evening. The playoffs began on Feb. 16 with the bronze and gold medal games later in the afternoon.

Hoops camp comes to town Iqaluit It's winter break for students in Iqaluit and that means the age-old question of what to do.

Some young folks will be at Joamie School Gymnasium this week for a basketball camp organized by Fitness Up North, a group based out of Manitoba which specializes in

There are no more competitions for the skaters but they are on the ice this week at the Arctic Winter Games Arena in Iqaluit for a camp hosted by Nagano Skate, which is based out of Quebec. Eric Bedard and Francois Drolet, Olympic gold medallists in short-track speedskating, are the camp's facilitators.

St. Laurent said all of the club's skaters will be in attendance for the week-long camp.

The camp lasts for the entire week – Feb. 17 to 21 – and will see two groups of players hit the courts each day. Those aged six through 12 will start each day at 10 a.m. followed by the 13-18 age category at 12:30 p.m.

Everyone taking part in the camp is doing so free of charge and they're getting snacks during every session.

Iqaluit Blizzard return home Toronto The Iqaluit Blizzard midget boys hockey team was out on the road earlier this month in the biggest Canadian city of them all for a big tournament.

They were in Toronto for the North York Knights Challenge Tournament and it all wrapped up for them on Feb. 1 with a 3-1 loss to Cambridge, Ont., in their lone playoff game.

The result meant a ninth place finish overall.

They did get two round-robin games before the playoffs with mixed results: a 6-1 loss to the Vaughan Rangers in their opening game followed by a 1-0 shootout win over the Toronto-area suburb of Leaside.

While all of the attention on Hockey Day in Canada was in Yellowknife for the most part, there was one part of the day-long broadcast on Feb. 8 which featured a piece of Nunavut.

The first reaction from Rankin Inlet rec director David Clark, when approached by the CBC to do a piece on him during the Hockey Day in Canada telecast, was to tell the reporter he didn't want it to be just about him.

Par for the course for Clark, who would likely give up every medal and trophy he's won playing hockey – and that's quite a few – if it meant protecting or bettering his annual hockey camp for the kids.

It wasn't that Clark wasn't blown away by the offer of being part of the telecast. Far from it. He's spent his entire life around the game of hockey – and what hockey fanatic doesn't daydream about being on Hockey Night in Canada?

He was just being honest with the TV folks, while also being really busy – and a little stressed out – planning and scheduling the start of the hockey season around his annual hockey camp, as well as being ready for the Arctic Winter Games selection camp for the bantam team he's coaching.

And this was all going on while the opening of Rankin's new arena kept being delayed due to unforeseen difficulties with the freezing system.

"It was just a busy, busy week when they first approached me about it," said Clark, "and at the same time all that was going on, we were trying to get a film done on the hockey camp.

"I wanted to get a little film done to show camp funders rather than Darrell Greer/NNSL photo always writing proposals, which, to David Clark loves to coach, so he stepped-up right away to look after the atom players while be honest, I'm not that good at. their two regular coaches were out on vacation in Rankin Inlet last week.

"This is a new age when everyone

has gone to video and I, for one, appreciate it because I don't learn from books.

"I learn by watching."

Clark said the piece on him for Hockey Day in Canada came together quickly.

He said with Hockey Day in Canada originating from Yellowknife Feb. 8, much of the broadcast was to focus on Northern hockey and it was felt he fit the bill.

"The people working the show told me that my name keeps coming up, so they wanted to do a story about me," he said.

"They were asking me for ideas on what we could do the story on, so I told them the things I'm most proud of are the hockey school and my coaching.

"And, don't forget, at the time I didn't even know if the arena was going to open on time, so it was all a little stressful.

"When I got the OK from the Government of Nunavut to hold the camp, I contacted Nick Murray right away in Iqaluit and he came over and did the story on me."

Clark said he liked how the piece on him was approached, with a number of kids from the camp being part of it.

He said it was also a lot of fun to tell stories about Rankin hockey over the years.

"I was pretty excited about it, but I was also a little nervous.

"We've all dreamed about being on Hockey Night in Canada – of course those dreams are about playing – but I didn't quite get that far so, I guess, this will just have to do.

"I'm also really curious to see what the finished product will look like from the filmmaker we had come to Rankin for our hockey camp.

"She does mini documentaries too, so I'm looking forward to seeing what she came up with."

The XFL 2.0 is off to a good start ... hope it stays that way Northern News Services

So the XFL is back for its second go-round. The XFL is Vince McMahon's attempt to bring post-NFL football to the U.S. His first try in 2001 started with a bang but quickly fizzled out as people simply didn't gravitate toward a product which looked too much like professional wrestling, which is what McMahon is known for.

Welp, he must have learned his lesson because what we got in the first week of this new try was actual football with no theatrics, no garbage skits and, most importantly, no stupid nicknames on the backs of jerseys. And the football we got wasn't that half-bad. Sure, there were some kinks to work out but the product looked pretty good.

I watched parts of three games in the first week and I'm of the mind that this could work. The crowds were good – an average of around 17,000 per game – and they seemed to be in it. You know why? Because there's plenty of fan-friendly things about this new version.

The kickoff rule is one which intrigues me. Basically, the XFL has gotten rid of the kicking team's run-up and now has both sets of teams line up five yards apart: kicking team on the return side's 35-yard line and the return with James McCarthy side on its 30-yard line. No one can move until the kick returner touches the ball. It's a novel approach because it cuts down on the threat of concussions, which was always a threat under the old way, which saw running starts and wedges and all sorts of mayhem.

If a kick lands short of the 20-yard line, the kicking team is punished with the return team getting the ball spotted at the 45-yard line and if there's a touchback (ball goes through the end zone), the return team comes out to the 35-yard line.

I like the transparency of the replay review booth. You can see what the reviewers are looking at and hear how they come to their decision. This is already done in rugby, where the referee, who is mic'ed up, speaks to the television match official (TMO) to look at a certain play. We can see and hear everything that goes into making that decision. Plenty of people who commented about the XFL's first week pointed out this as the biggest positive.

At the end of the day, it's the quality of the football that will decide whether XFL 2.0 survives but if week one is anything to go on, it has a chance.

As Canadian as ...

There are several things which the world knows Canada for: beer, hockey, beer, hockey, beer and a sport called hockey.

Something else we're known for is maple syrup (yes, indeed) and Vasek Pospisil of Vancouver made sure everyone knew that at a tennis tournament in France earlier this month.

Vasek Pospisil pulled off one of the most Canadian things ever seen in professional sports. You'll like it. managed to take out David Goffin, the second seed and fellow Canuck Denis Shapovalov, the third seed, along the way.

An impressive performance that will see him rise in the world rankings to just outside the top-100 but it's what he did during a changeover during the final that had everyone talking.

Pospisil was obviously looking for a boost of some sort against Goffin. He went into his bag and pulled out a bottle of pure maple syrup. He cracks it open and takes a slug like that's the normal thing to do when you have a bottle of maple syrup.

Felix Auger-Aliassime, another of Canada's top young tennis studs, noticed it and gave his approval as did hundreds of other people. I give it a seal of approval as well because it's perhaps the most Canadian thing ever seen on a tennis court.

Pospisil himself even said if it didn't scream Canadian pride, what does? And he's right.

You can fully expect Pospisil to be fielding endorsement offers in the coming days.

And finally ...

Good Idea: Paying people prize money after they play in a tournament.

Bad Idea: Players from the British Darts Organization World Championships waiting nearly a month for their prize money.

I've written about the state of the British Darts Organization (BDO) before and how it's on its last legs but this will most likely spell the end of it.

The BDO promised those who played in its world championships that they would be paid 28 days following the end of the tournament on Jan. 12. Feb. 9 was day 28 and still nothing. Feb. 10 was day 29 and still nothing. Feb. 11 was day 30 and the players were finally paid what they were owed.

Apparently, the money came from a T.V. contract with Eurosport, one of the official broadcasters, in a lump sum on Feb. 11. This money was also to go toward the other events being hosted by the BDO over the next three years on T.V. If that's to be believed, then there's no more T.V. money coming in from anywhere.

What a pathetic and sad state of affairs. If I was one of those players, I would tell the BDO to get stuffed the next time it invites me to a tournament. If it takes that long to get prize money, why would I spend the money to travel and play? The BDO just needs to shut it down. What sponsor would want to do business with this shower of morons? And if the players go back to play in their tournaments, they deserve all the grief that comes with it.
