According to Territorial Dental Officer Ronald Kelly dental services have improved in Nunavut.

Territorial Dental Officer Ronald Kelly believes access to dental services is "quite good" considering the remoteness of northern communities.

Every community has been allocated a certain number of days of dental service a year, he said. The number of trips to each community varies according to the size of the community. Denturists may have 20 to 40 service days and between two-to-four trips per year.

The larger the community, the greater the number of service days and trips, explained Kelly, adding that additional service days are often provided depending on community needs.

"It is sufficient for routine dental care," stated Kelly, referring to the number of visits made by dentists to communities.

"In terms of emergency care, the only sufficient thing is 24 hours a day, seven days a week. If you have an emergency and there's no dentist in your community, it seems like you don't have enough service."

When no dentist is available, individuals can alleviate tooth-related pain by visiting the community health centre. In cases of serious emergencies or immediate treatments, evacuations from the community to a dental facility can be arranged.

All Nunavut Inuit are eligible for the Non-Insured Health Benefits (NIHB), stated Kelly. This means emergency travel from the community and treatment for dental are free of charge.

There is no cost for basic dental care; fillings, examinations, cleaning, X-rays, root canals, crowns, orthodontics and oral surgery; since they are all covered by the NIHB, said Kelly.

Mechanisms are in place to provide dental services for community members, he emphasized.

He also admitted more service days would be good for certain communities but it is challenging.

Considering the remoteness and size of communities, "we can't provide full-time dental service in every community.

"We just don't have the wherewithal to do it."

There are the challenges of travel schedules being affected by bad weather; staff vying for hotel accommodations and space in health centres; and dealing with the expenses and wait times related to repairing or replacing dental equipment, he explained.

Improvements in Dental Care and Services However, despite all these challenges, "I think what we're doing is maximizing the opportunities we have," said Kelly. "We are trying to ensure the best outcomes as possible."

"We've tried hard to make sure we brought in the broadest range of treatment possible for patients."

The Nunavut Children's Oral Health Project is providing preventive dental care access to all children up to 12 years.

to register children for the program and to educate parents about preventive dental care, explained Kelly.

The number of service days in communities has increased in some cases, Kelly said, adding "the number of trips per community has certainly increased."

More effort is being made to ensure dental services are equally spread across the year.

The GN now runs about 30 dental clinics in the territory.

There are new dental facilities in Arivat, Arctic Bay and Taloyoak. Facilities are also being built in Cape Dorset and Sanikiluaq.

"We've been working to enhance the physical setup of all our dental clinics," said Kelly.

According to him, there is state of the art panoramic X-ray equipment in Iqaluit, Rankin Inlet and Cambridge Bay. "These are expensive installations, they're modern digital machines that are good for any type of dental services being provided."

"The equipment is good, if it's not good we're working at making it better."

Another improvement has been in hiring experienced dentists for contract work.

For "any dentist wishing to work with one of the contractors to supply services in the communities, the contracts stipulate that five years of experience is required in order to be employed by the contractor," explained Kelly.

It is expected that a dentist is qualified to provide "all but the most difficult services."

With lots of service days, state of the art facilities and competent dentists, "I'm not sure what else we can do to make services better," said Kelly.

Putting the community's health first Igah Sanguya has spent 16 years guiding Clyde River residents in achieving well-being

Igah Sanguya wants people to make the best possible choices for their health and she tries to give them the information they need to do that.

As a community health representative (CHR) in Clyde River, she promotes monthly health themes – January reviewed the dangers of tobacco while February is sexual health month. There are also periodic weeks devoted to other conditions such as Alzheimer's and mental health awareness.

She can be heard on local radio weekly, reading Department of Health advisories pertaining to the flu or vaccinations, for example. She also answers people's health questions during a radio call-in show.

"When people call in and say, 'I didn't know that. Thanks for telling me that,' stuff like that ... really gets me wanting to do more," said Sanguya.

Another of her responsibilities is visiting new mothers to give out baby boxes that contain items like diapers, toiletries, clothing and books. She also shares knowledge on how to avoid sudden infant death syndrome.

Among the general health tips that Sanguya considers to be most important for all Nunavummiut are to eat nutritious foods – country foods among them – get enough rest and avoid smoking, "which is often

very hard to do," she acknowledged in regards to cigarette addiction.

Therefore she finds satisfaction in small victories.

"If I talk about smoking and one person quits, that's a big plus for me, just one person," she said. "Or if I see a child coughing and he or she coughs into his elbow, that's a plus for me. Little things like that gets me up."

Clyde River has one of the highest immunization rates in the territory and Sanguya is gratified by that as well.

"That's what I like," she said.

Constantly dispensing advice means Sanguya feels some pressure to set an example. When she lets her guard down, she can get caught.

"One time I was at the store and behind me there was a young girl. I was buying a can of pop and some chocolate bars for myself. She said, 'You eat that? You eat that? Really?'" Sanguya recalled with a laugh.

"You have to be really careful what you do yourself when you teach the importance of eating well."

Sanguya, who fills one of 30 CHR positions across Nunavut, transitioned from a clerk/interpreter role with the Department of Health to a CHR. That former job gave her some valuable background and exposure.

"It really helped me because I knew medical (terminology) by then. It really helped my position right now," she said.

Medical travel is sometimes fraught with complications for patients and for the Department of Health when passengers don't catch their flights.

GN wants more people to show up for flights; passengers seek more notice and clarity

The Department of Health spent $92.5 million on insured medical travel in 2018-19, an increase of eight per cent from $85.5 million the previous year.

However, six per cent of medical travellers – patients and escorts – didn't show up for their flights. That amounted to 5,860 Nunavummiut who failed to board planes.

There were slightly more no-shows heading back to their home communities – 55 per cent – than those who didn't catch their flights heading south.

Health Minister George Hickes spoke about the hardships created by medical travel no-shows in the legislative assembly in November.

"It has been raised to me a couple of times from airline executives what a challenge

that is when they are trying to schedule their flights and the amount of seats that are available on a plane, they may be turning away passengers because medical travel is a priority going to an appointment," said Hickes.

"They may be turning away passengers and then we have medical travel patients that do not show up. Those are seats the airline could have sold."

Patients sometimes experience their own difficulties with medical travel. One resident in the Qikiqtani region, who preferred to remain anonymous, told Nunavut News that he and a relative were only notified of an available medical flight as the aircraft was landing in their community. There wasn't near enough time to arrange for child care.

"So we cancelled the appointment," he said.

Another Nunavummiuq

who resides in the Kitikmeot and who also requested anonymity, said he recently had his health travel postponed three weeks due to "no room."

He also urged all medical travellers and escorts to "triple check" their appointment times because he said he arrived in Yellowknife on a medical flight with an incorrect hour to show up for his consultation.

"It does get frustrating ... normally it's all good, but something happened I don't know what happened," he said of the ordeal.

The Department of Health stated that it's "continuously working toward improvements to medical travel service and operation through optimized central, regional and inter-agency communications, additional staff training and recruitment and enhanced public education."

Positive awareness is needed Northern News Services

For us to make sound judgements or positive calls we need to know what is needed and this takes awareness. Too many times we rush into something without any thought and that could be costly. We need to take the time to make sure our information is accurate and correct.

Travelling on the land is a good time to be prepared. We should have a good idea of where we are hoping to go and to have a path or trail to follow.

Most of the time we know what the terrain is like so we travel accordingly. We estimate the amount of gas we need to and from our hunting area as well as having all the necessary food stuffs and camping gear such as sleeping bags, tent and enough ammunition.

We carry communication devices and we inform family how long we expect to be gone

and the general area we are hunting in.

These are simple steps that will often help in the event of equipment breakdown or injury.

The same approach is needed in our engagements with those in distress and seeking extra help.

There has to be some dialogue where individuals express their situation or circumstance and every means of support is suggested for their assistance. When the individual realises that there are places to go and people to talk with, this seems to lighten the load and boosts their confidence. People also come to terms in knowing that someone cares and is willing to listen.

In my view, we should not sit and wait if we know about a situation that could go from bad to worse.

This is where the phrase of being proactive or re-active comes from. By being

Northern Compass, a program designed to help high school students transition to postsecondary education, was awarded the top gift of $1 million through the Arctic Inspiration Prize in Ottawa on Wednesday night.

Northern Compass will serve students in the NWT and Nunavut via trained coaches, accessible and relevant resources, on-campus programming and a network of role models and volunteers.

"A strong, prosperous, healthy North relies on creating opportunities for youth to feel prepared, hopeful and ready for every challenge. It's time for Northern youth to have equitable access, to

feel confident, to feel supported in their choices and to excel in any pathway they choose," said Rebecca Bisson, executive director for Northern Youth Abroad and one of four leaders for the winning project. The other team members are Lois Philipp, Karen Aglukark and Jim Snider.

The Iqaluit-based Imaa, Like This: Children and Youth Expressing Themselves Through Music was the other contender for the grand prize.

Another $1.6 million in Arctic Inspiration Prize money was divided among seven projects on Wednesday.

The Kamajiit program, led by Susan Aglukark, will benefit from $450,000 to address the root causes of high school drop-out rates and suicide in three Nunavut communities. Among

the program components will be art-therapy sessions, access to healthy food, hygiene products, showers and laundry facilities, as well as handson creative activities grounded in Inuit culture and language.

Dehcho: River Journeys was awarded $370,000 for its multi-media project that will examine how the past century has transformed the Mackenzie River, from the Dehcho region to the Delta. Sharon Snowshoe, director with the Gwich'in Tribal Council, is the team leader.

The Nunavut Law Program won $140,000 to provide a Nunavut-based legal education to Nunavummiut. Director Stephen Mansell and cultural director Aaju Peter represented the initiative.

The Yukon-based Resilience Training and

Healing Program, focused on holistic wellness, took home $410,000.

In the Youth category, the Baffin Youth Outdoor Education (BYOE) Project received $100,000 to foster personal growth, skills development and social and cultural awareness by teaching youth traditional activities and adventures on the land. The initial phase will focus on dog sledding. Brittany Masson is the BYOE ambassador.

The Arctic Inspiration Prize is owned and governed by the Northern-led AIP Charitable Trust and supported by Indigenous organizations, governments, industry, philanthropy and many other partners from the North and south, with management support provided by the Rideau Hall Foundation.

Justice of the peace cautions against 'institutional indifference' Murdoch-Flowers slams police for 'disservice' to intoxicated women who called for help

An Iqaluit justice of the peace has granted an absolute discharge to a woman who violated the terms of her bail conditions by drinking alcohol because she had contacted the police after allegedly being assaulted by her step-father.

The woman, whose identity is not being revealed by the court, pleaded guilty to being intoxicated despite the court order not to consume liquor. However, justice of the peace Joseph MurdochFlowers chose not to convict the woman because he found the case to be "troubling."

Murdoch-Flowers noted that he had dealt with a similar case a year earlier. The previous woman too came into contact with police after being assaulted. In her case, she was "severely beaten" by her boyfriend and then held in custody by the RCMP after they found her drunk.

"The police and the Crown must guard against what I would characterize

as 'institutional indifference.'

They must be sensitive to the big picture and they must not allow legal papers to get in the way of decency and common sense ... by charging and prosecuting cases like (these), the message that police and Crown deliver is 'Call us at your peril,'" the justice of the peace stated in a December decision circulated to media on Wednesday. (It's) a disservice to some of the most vulnerable people in our society – namely Inuit women who suffer from domestic violence."

Although MurdochFlowers found the women guilty, he decided not to put the offences on their criminal records because "it's going to maybe make you think twice about calling the RCMP again in the future.

"You should never think twice about calling the RCMP. And you should expect and have every confidence that if you're in trouble, they're there to help you."

The second woman came from a childhood in a violent home, where she was abused.

She was placed in numerous foster homes in and outside of Nunavut, which the defence lawyer said is often described as "the new residential school." She also had to cope with "difficult relationships" and suicide within her family.

"It comes as no surprise that she turned to intoxicating substances to cope," Murdoch-Flowers wrote in his decision.

The woman has sought counselling and has expressed interest in undergoing more therapy. Despite her limited education, she works with

local agencies that serve the neediest people in the community.

Murdoch-Flowers cited the final report of the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG) in his December ruling.

"During the truth-gathering process, families and survivors talked frankly about their reasons for not reporting violence to the police or not reaching out to the criminal justice system – even in cases where there had been severe acts of violence against them ... Jennisha Wilson described

how prior negative experiences with police make Indigenous women reluctant to report violence or trafficking: 'There is a significant reluctance for Indigenous women, specifically Inuit, to engage with police because of prior experiences of being seen as a criminal, being blamed, being seen as not a victim, causing it on themselves,'" reads a passage of the final MMIWG report that Murdoch-Flowers highlighted.

He pointed out that Nunavut Mounties did indeed respond to both women's calls.

"The RCMP face such calls every day in Nunavut.

It is physically, emotionally, mentally and spiritually exhausting work," the justice of the peace stated. "RCMP officers throughout the territory serve and protect our citizens with integrity, honour, dignity and compassion."

Nevertheless, the RCMP and Inuit in Nunavut have a complex history that has led to distrust towards police from some Inuit and a process of reconciliation to improve relations is underway, Murdoch-Flowers acknowledged.

Qaggiavuut strengthens case for performing arts centre in Iqaluit

Iqaluit A feasibility study commissioned by Nunavut arts group Qaggiavuut shows that a proposed performing arts centre in Iqaluit would support 408 full-time jobs and inject an estimated $41 million into Nunavut's economy over its first five years.

In addition, the arts centre, to be known as the Qaggiq Hub, would result in $21 million going into Nunavut's gross domestic product during construction and a further $44 million into the national GDP. "The new Qaggiq Hub will provide significant benefits in five key areas: society, health and well-being, education, innovation and economy," reads a Qaggiavuut news release issued last week. "Cultural, community, government and business stakeholders agree that investment in cultural facilities will make Iqaluit more livable and drive tourism and economic growth."

Qaggiavuut has requested the federal government contribute $30 million to build the Qaggiq Hub as Nunavut is the only province or territory without a performing arts centre and the organization is striving to strengthen Inuit language and culture through the venue.

Qaggiavuut had representatives at the annual Northern Lights trade show in Ottawa last week to further discussions with key decision-makers.

New hunters and trappers board in place

Uqsuqtuuq/Gjoa Haven A new executive has been elected for the Gjoa Haven Hunters and Trappers Association. Willie Aglukkaq takes over as chair. James Qitsualik moves to vice-chair. Simon Komangat will serve as secretary/treasurer.

The directors are Jim Qirqqut, Jimmy Pauloosie, Ralph Porter Sr., Ben Putuguq and Roger Ekilik. All will serve two-year terms.

The annual general meeting was held Jan. 23.

The HTA is purchasing caribou, muskox, Arctic char and whitefish to distribute in the community.

"We'll provide people with some country food because it's their main diet. They're happy," HTA manager Enuk Pauloosie said, adding that the purchases also help cover expenses incurred by harvesters.

On another note, a problem with wolves coming into the community – which led to a sled dog being mauled over the Christmas holidays – seems to have been resolved after a couple of the animals were hunted.

"We haven't heard anything about wolves lately," said Pauloosie.

HTO reflects on past year, looks ahead

Kugluktuk The Kugluktuk Hunters and Trappers Organization held its annual general meeting on Feb. 3.

With a "pretty good" turnout, the board reviewed financials, harvest numbers and various initiatives from the past year, some of which will carry over into this year, said HTO manager Amanda Dumond.

There are water sampling, fish monitoring and insect and rodent studies taking place in collaboration with different partners such as the Department of Environment, the Department of Fisheries and Oceans and the University of Calgary.

Another potential development is for the issuance of temporary wolf hunting licences that would allow some Nunavut harvesters to travel beyond traditional boundaries into a Bluenose East and Bathurst caribou "mobile zone." The Government of Nunavut and Government of the Northwest Territories are working jointly on controlling wolf populations in hopes of facilitating a rebound in caribou numbers.

"Overall it was a great meeting," said Dumond. "We had some good comments from the people."

The HTO's new board was sworn in on Jan. 8. Larry Adjun remains chair with a mandate that runs until the end of the year. Bobby Anavilok is vice-chair. Catherine Niptanatiak was elected secretary/treasurer.

Federal government grants funding to Kivalliq hydro line from Manitoba Over $1 billion is ready to be financed for line installation

The federal government announced Wednesday that it's prepared to finance a $1.6-billion hydroelectric line and broadband fibre-optic project that will serve five Kivalliq communities and the mining sector.

The 1,200-kilometre, 150-megawatt hydro transmission line will stretch from Gillam, Man., reducing the region's reliance on shipped-in diesel.

Ottawa's Canada Infrastructure Bank (CIB), a Crown Corporation, will work with the Kivalliq Inuit Association (KIA), Sakku Investments Corporation, Anbaric Development Partners and the Ontario Teachers' Pension Plan to complete the initiative.

In addition to supplying environmentally sustainable energy, the project will provide high-speed broadband internet to residents, businesses and public services.

The KIA has projected that the hydro

line will result in a 50 per cent reduction in power supply costs for the Qulliq Energy Corporation in the five communities served – Baker Lake, Rankin Inlet, Arviat, Chesterfield Inlet and Whale Cove. It also anticipates internet download speeds will be 3,000 times faster.

Kono Tattuinee, president of the Kivalliq Inuit Association, said, "Inuit are proud to be driving this transformative, national infrastructure project.

Together we are creating something that will bring lasting economic and environmental benefits to Nunavut and all of Canada."

Although the CIB has $35 billion to invest and has a mandate to also attract private-sector investment, there was no mention in Wednesday's news release exactly how much money the federal government will put into the Kivalliq hydro-fibre line. The Winnipeg Free Press reported that the proponents have a goal of supplying power to Rankin Inlet by 2026.

Eighteen members of the Kugluktuk Ranger patrol geared up and mounted their snowmobiles on a mission to identify a new winter shooting range on Jan. 25.

Sgt. Roger Hitkolok said

the location they selected is approximately 30 km from the community.

The Rangers are looking forward to testing new C-19 rifles in April and may add a few new members to their unit that month, said Hitkolok.

Eskimo Point Lumber Supply defeated Rankin Inlet 6-4 in the championship game to successfully defend their A Division title at the Calm Air Cup Jon Lindell Memorial (JLM) senior men's hockey tournament in Arviat last month.

Rankin got past Naujaat 5-1 in one semifinal, while Eskimo Point defeated Whale Cove 8-5 in the other to set-up the A Division championship tilt.

Chesterfield Inlet defeated Baker Lake 8-6 to claim the B

Division crown.

The JLM tournament ran from Jan. 23 to 26.

Organizer Gleason Uppahuak said overall this year's tourney went very well.

He said he was disappointed the teams from Northern Quebec and Iqaluit he promoted for this year's event didn't make to the tournament after all.

"I can't take my words back regarding the special teams that were supposed to come this year," said Uppahuak.

"In the end, the logistics of the trip – the various connections they had to make to get here weren't working out at

the last minute – were just too much and they had to back out.

"Even the two teams that had paid for their flights couldn't make it and had to be refunded.

"Although we still had a great tournament. I feel bad because I promised our fans those teams would be here and I know many of them were very excited about it only to be disappointed when they didn't make it in."

Uppahuak, who is currently working in Whale Cove, suited-up with Whale for the first time at the JLM. He said he may have been

too focused on who he was playing against when Whale played Arviat, but he had a great time suiting-up with a strong team from Whale who have a lot of fun playing together.

"There was one very special game for our team when we defeated Naujaat 4-3 during the round-robin part of the tournament," said Uppahuak.

"That marked the first time Whale Cove had defeated Naujaat, so that really meant something to our team.

"It was also nice to have Agnico Eagle Mines as a new partner this year, joining Calm

Air and the hamlet of Arviat in a three-way partnership to sponsor the 2020 Calm Air Cup JLM tournament."

Uppahuak said the JLM was very competitive this year, with only three games the entire tournament ending due to the mercy rule (one team leading by seven or more goals any time after two periods of play).

He said either team could have won the championship game in both the A Division and the B Division.

"Overall everyone seemed happy with how the tournament went this year, with the

exception of those other teams not making it to Arviat," said Uppahuak.

"There was no alcohol seen at all during the tournament and the hockey was fast and clean all weekend.

"Every game meant something from the start of the tournament and most of the games were close and exciting for the fans to watch, so you can't ask for much more than that.

"I'm not sure what direction the Calm Air Cup JLM is going from here, so we'll have to wait and see what the year brings."

Volleyball tour marches on Iqaluit The second stop on the Nunavut Open Volleyball Tour (NOVT) happened in the capital earlier this month as the Iqaluit Open hit the gymnasiums at Inuksuk High School and Joamie School from Feb. 6 to 9.

A total of 10 teams contested the women's title while eight men's teams did battle. In addition to teams from Iqaluit, there were entries from Rankin Inlet, Pangnirtung, Pond Inlet, Gjoa Haven and three teams from Nunavik.

The round-robin kicked things off on opening day and continued through to Feb. 8 with the start of the playoff round. Both championship games were set for the evening of Feb. 9 and both were best-of-five set matches.

Another battle for nationals Iqaluit Yet another territorial curling championship was on the ice at the Iqaluit Curling Club as four teams from the capital battled it out for the Nunavut Mixed Curling Championship from Feb. 7 to 9.

Skips Wade Kingdon, Peter Mackey, Dale Kohlenberg and Peter Van Strien played a double round-robin, meaning they played each other twice for a total of six games over the course of the weekend. Whoever came out on top after all six draws would be declared the winner. If there was a tie for first place, a seventh draw would have been played on the evening of Feb. 9 to determine the champ. The victorious rink will go on to represent the territory at the Canadian Mixed Curling Championship in November.

To the Scotties they go Moose Jaw, Sask.

While there was curling action back in the territory, another rink is getting set to take on the country in the next few days.

The Scotties Tournament of Hearts gets underway in Moose Jaw, Sask., on Feb. 15 and Nunavut's rink of Lori Eddy, Sadie Pinksen, Alison Griffin and Kaitlin MacDonald will kick things off in pool play against Alberta in the second draw.

Following the game against Alberta, the ladies will take on, in order, Manitoba, Saskatchewan, New Brunswick, Northern Ontario, Team Canada (the defending champions) and Quebec. Pool play will wrap up on Feb. 19 and the championship round will begin after that.

More than 50 kids skate at new arena after helmet giveaway

A group of kids were finally on the ice for public skating at the new arena late last month, thanks to the efforts of Kandace Graham and the hamlet of Rankin Inlet.

With the new arena in Rankin came new restrictions, safety awareness and stricter enforcement of rules such as no one being allowed to skate on the ice without wearing a helmet.

Shortly after the new arena opened, Graham became aware of a noticeable drop-off in the number of school-aged kids showing-up for public skating, which struck her as more-than-a-little odd with how much the community loved the new, beautiful building.

And she figured she might know one of the reasons for the decline.

Graham said once it became strict policy that anyone skating on the ice, including coaches, players and those out for public skating, family skating or other arena programs must wear a helmet at all times, the number of kids out for public skating dropped.

She said that seemed like a little more than just coincidence.

"We've done giveaways for bicycles and hockey skates before in partnership with the hamlet of Rankin Inlet and Agnico Eagle Mines through the Community Initiative Fund," said Graham.

"So, I applied to that fund to get access to $2,500 for a community project and a helmet giveaway was the project I chose. I then reached out to Canadian Tire and requested a quote to see how many helmets we could get landed for the $2,500 and we were able to get more than 40 helmets sent to Rankin."

Graham said it became a hamlet

Easton Naukatsik is all smiles after receiving a new helmet in Rankin Inlet late last month. initiative that saw them trying to target those in the community who currently don't have access to a helmet, or don't own their own helmet, to take part in public skating.

She said she hoped the helmet giveaway would help increase the numbers of kids who used to showup for public skating in the old arena.

"If you went to the old arena after school around 3:30 p.m., you'd have about 100 kids on the ice and that number has dropped since the new arena opened due to kids not having helmets," said Graham.

"The majority of the kids you

saw on the ice at the new arena were already registered in our minor hockey program, so they had helmets.

"We were trying to target those in our community who are not registered with the minor hockey association, so, we excluded the kids, initially, in the giveaway who are registered with minor hockey until everyone had received a helmet who needed one.

"A few coaches then reached-out to us about three or four players who needed new helmets for safety reasons, so we ended up being able

to help those kids out too, who are in minor hockey."

Graham said there are now more than 40 kids in Rankin Inlet who have their very own new helmet.

She said there were a lot of kids lined-up at the arena for the helmet giveaway and, for the majority of them, it was the first time they got to skate on the ice at Rankin's new arena.

"There were so many happy faces, so many glowing smiles of kids so ecstatic and excited to finally be skating at the new arena, because they now had the proper head protec-

tion to be able to take part in the free skating program we have here after school," said Graham.

"Public skating had more than 50 kids again, once we gave the helmets away.

"Hamlet recreation director David Clark really helped me organize everything and get it out to the community once I initiated the giveaway.

"And, although I applied to the fund myself, the money can't be dispersed to an individual, so the funds were dispersed to the hamlet and the hamlet administered them."

Don't feel bad for Saracens Rugby Club ... this is all on them Northern News Services

From time to time, I delve into the world of sports we don't often hear about on this side of the water and this week, it's rugby.

Specifically, it's the story of Saracens Rugby Club, one of the premier professional clubs in England and how its drive to be successful has now cost them dearly in more ways than one.

The Saracens play in the Premiership, the top level of rugby union in England and have been one of the most dominant clubs not just domestically but in Europe as well – five Premiership titles and three European Champions Cup titles in the past decade as well as providing several players for the English national men's side.

But it's become clear that they did it through rather nefarious means and in the supposed words of the late soccer manager Brian Clough, they can chuck all of that in the bin because they did it all by cheating. It's the biggest rugby scandal in England since Bloodgate in 2009. That's a doozy of a story to read and I highly recommend it.

It became public knowledge late last year that Saracens violated the strict salary cap put in place by Premiership Rugby, the overseer of the top flight between 2017 and 2019 with James McCarthy by close to $4 million.

Now, you may think big deal because teams flaunt salary caps all the time. Sure, but this one has struck a chord with everyone due to Saracens' attitude at first.

You see, when the allegations first came to light late last year, the club took the "How dare you impugn our character" avenue when Premiership Rugby announced it would be docking Saracens 35 points and fining the club around $9 million.

No way did we do that, said the club and we're shocked and disappointed.

The club sang a much different tune last month, though, when it became clear that the club was running above the cap.

Instead of opening the books to let those in charge have a look, the club opted for automatic relegation to the second tier after this season rather than show all. An odd response from a team which claimed innocence to the bitter end.

Deny, deny, deny as they say. The decision only reinforced everyone's suspicions that Saracens knew it was cooking the books all along and their hand in the cookie jar was finally spotted.

So how did Saracens get away with it for so long? It became clear through a report published in January outlining that the club's now-former chairman, Nigel Wray, had been investing in companies alongside four of the team's top players. That wasn't news as The Daily Mail newspaper first reported that in March 2019. Premiership Rugby's investigation into the investments was that they were improper and they should have been reported.

Saracens Rugby Club is going down to the second tier of professional rugby in England because they decided to play fast and loose with the financials. player payments as well. Add it all up and you have one fine mess for the Saracens with no one to blame but themselves.

And just to add insult to injury, Premiership Rugby docked Saracens another 70 points on Jan. 28 to ensure they would finish bottom.

Don't feel one bit bad for this club. They knew all of this was underhanded. They knew this could come back to bite them and their tough-guy routine was all a ruse. It's like that kid who knows they're in trouble and puffs out the chest to

try and scare you off. No one was buying it and now Saracens will slowly scurry off with their wrists well and truly slapped good and plenty.

It begs the question: who else in the Premiership is doing this? If one is doing it, you know others are and it's only a matter of time before another team gets caught. That's how cheaters roll: it's all well and fine until you get caught. Just ask the Russian Olympic Committee.

And even then ... well, you know.

Nutrition comes at a high cost ᓄĪØflî

Staving off obesity a challenge in a territory with exceptionally high healthful food prices

If the old adage is true that an apple a day keeps the doctor away, that will cost you $1.50 daily in Taloyoak.

"That's brutal," Mayor Chuck PizzoLyall said of "very expensive" fruit and vegetables in Taloyoak.

With a high unemployment rate in the community, "there's only so much you can buy with social assistance up here," he said.

Many Nunavummiut stretch their dollars by stocking up on cheaper meals and snacks, but those foods are often packed with high calories, fat, sugar and sodium.

The impact that consumption is having on people's weight hasn't been tracked territorially since Statistics Canada last released related data in 2007. At that time, the figures showed that approximately 34 per cent of Nunavummiut over age 18 were categorized as overweight. Another 33 per cent were deemed obese, based on the body mass index scale.

Nunavummiut are encouraged to choose a lifestyle that includes a healthy diet and regular exercise, said territorial nutritionist Allison MacRury, with

the Department of Health.

Regular exercise should consist of 60 minutes of daily activity for children and 150 minutes spread throughout the week for adults, she advised.

"A healthy lifestyle is extremely important for children as childhood obesity affects growth and development and contributes to long-term health problems," MacRury stated. "It also can have a negative effect on children's self-esteem and mental health."

Obesity also increases the risk of developing a wide range of diseases and conditions such as type-two diabetes, heart disease and stroke, high blood pressure and some types of cancer, she noted.

Healthy diets should be relatively low in fats and sugars derived from processed foods while increasing the consumption of fruit, vegetables, legumes, whole grains and nuts, according to MacRury. The Nunavut Food Guide, available through the Department of Health, offers pointers.

The Nunavut Department of Health stated that it's working with the Nunavut Food Security Coalition to advocate for continued improvements to the Nutrition North program, which is intended to make food more affordable for Nunavummiut.

A study published in the Canadian Medical Association Journal last May showed that food insecurity in Nunavut's 10 largest communities rose by 13.5 per cent during the transition to Nutrition North Canada, which provides subsidies to retailers. The former Food Mail Program offered subsidies for shipping via Canada Post.

Last August, the federal government added an additional $1 per kilogram subsidy on non-perishable goods transported by sealift, such as macaroni, flour and butter.

MacRury added that the Department of Health supports and promotes country foods and a traditional diet as healthy choices.

Pizzo-Lyall said caribou, a favourite food among Taloyoak residents, is most abundant when the animals migrate through the Taloyoak area in late May or early June and again in late October.

The community is fortunate to have a community freezer that was upgraded a couple of years ago, the mayor said.

"That's a good initiative we have here for our hunters," he said. "There's compartments (in the freezer) so people won't have missing country meat and stuff like that."

Home of the world's best Arctic Char! We wish to especially welcome all our visitors to the beautiful community of Cambridge Bay, Nunavut way up top on Victoria Island, our little cold spot in western part of Nunavut. This time of year, especially in February is usually the coldest spot in this part of the world. With more daylight and the return of the sun is very exciting. We hope you are all prepared for this cold weather, please dress warm if out and about, especially our children and elders.

This is the home of the Canadian High Arctic Research Station (CHARS), the Kitikmeot Heritage Centre and many more to visit while in Cambridge Bay, Nunavut. The population is growing with influx of Nunavut Arctic College campus and researchers and scientists visiting for school or work.

The CHARS is quite busy also with scientists arriving from Canada and around the world, CHARS is usually busy in the summer with many students doing research projects.

Many of our school students seem to be interested in science and the work they do. Visitors

along with the community residents are welcome to take a tour of the world-class facility, it is recommended that you make arrangements with them (Polar Knowledge Canada).

Another most beautiful place to visit is the Kitikmeot Heritage Centre located in the Kiilinik High School inside the May Hakongak library. There are displays of our ancestors, amazing paintings of heritage and culture, souvenirs, arts and crafts for sale. It is where some of our elders spend their days sewing and producing traditional clothing and are involved with language and teachings of the Inuinnait of this area. The displays show many beautiful fashions of the Inuinnait both past and present.

It is a place of learning, love and respect.

With so much talent we also have our very own Inuit artists and offer carvings and sewings, you will meet them as they come bring their products for sale.

It depends on the time of season what is available, but please go see what they have to offer. We have such lively youth who are very involved in sports in our community, please check gym and arena schedule to know when they will be open.

When walking you can feel the cold and

also get a bit of sunshine as we now have more daylight. Walking on the Arctic Ocean is there for you to enjoy, walking along Nattiq Street is nice for photographs where you will be able to view Ovayok - Mount Pelly, old stone church and the white snow covered land and ice.

Remember to dress warm please.

Youth our future are very active and alive in Cambridge Bay, Nunavut. On the cold nights and warm sunlight and muddy and dusty roads you can see our athletes training either indoors and outdoors. We have one of Nunavut's best wrestlers who have won many medals across Canada and competing in various competitions and Nunavut's finest Coaches with Chris Crooks and his Nunavut wresting team and we also have Nunavut's finest basketball players in town and have won tournaments across Nunavut with Nunavut's finest Coaches Daisy Eyegetok and Terry Aknavigak.

We are very proud of our youth who chose active healthy lives and it is with the commitment and dedication of their coaches and training. Congratulations to our coaches. We are thankful very much.
