Researchers find reduced contaminants in seals news

Many Nunavummiut continue to eat seal meat and the good news from Environment and Climate Change Canada is that contaminants in the animals' meat, blubber and organs have generally been on the decline over decades.

The federal government department has been studying chemicals in ringed seals for a quarter century. Old pollutants, such as PCBs, have been dropping due to regulations prohibiting them, according to Magali Houde, a Montreal-based researcher with Environment and Climate Change Canada.

"But we're also screening for new (toxins).

What's entering the environment up in the Arctic?" she said of the ongoing scrutiny for items such as micro-plastics, flame retardants, water repellents and non-stick finishes used in pots and pans. "Just so (people) know that we are looking into contaminants in their country foods and working with health agencies."

Micro-plastics haven't been accumulating at significant rates in seals but are of greater concern in seabirds, she said.

Many of the contaminants drift into Nunavut through the air and oceans from southern Canada and the U.S., she said. In the Western Arctic, Asia is contributing some of the pollution.

Federal researchers rely on Northern harvesters for approximately 80 ringed seal samples per year for studies, according to Houde.

Thomas Alikaswa, chair of the Arviat Hunters and Trappers Organization, said it's important to his organization to participate in the research.

"The reason why we keep supporting those guys is some people here eat a whole lot of sea mammals, seals are one of them," said Alikaswa.

"We like to keep track of their health, (whether they're) good to eat with no mercury and all that."

Because contaminants in seals are within acceptable levels, Alikaswa acknowledged that he encourages people to eat country foods rather than store-bought food, as much as possible.

Eating seal delivers vitamins A and D, omega3 fatty acids, zinc, iron and selenium (an antioxidant).

Alikaswa noted that seals have additional value because their soft and durable skins are used for making warm mitts and kamiik.

Houde stressed that ringed seal contaminants analyses wouldn't be possible without the involvement of harvesters who supply the seal samples.

"Their knowledge for this important part is the key to my project," she said.

It's the responsibility of Environment and Climate Change Canada to go into the communities and thoroughly explain the results of the studies, said Houde. It's been a challenge to overcome the language barrier in regards to specific technical terms, particularly the names of contaminants for which there's no translation, she explained.

It's also important to provide context "so people don't get scared about numbers that sometimes don't mean anything to them," Houde added.

Doctor wants more RSV shots for Inuit infants but GN skeptical Pediatrician launches petition for repository illness medication, gets 70,000 signatures

An Ontario pediatrician has launched a petition calling for every Inuit baby outside of Iqaluit to receive an injection that would prevent respiratory syncytial virus (RSV), an illness particularly prevalent in Inuit infants.

The petition at change.org has garnered more than 70,000 signatures since its launch on Sept.

24.

"Canadian Inuit babies have the highest rate of hospitalizations with respiratory syncytial virus (RSV) in the world," reads the petition.

"Every winter intensive care units fill up with very young Inuit babies on life support due to RSV, a disease that can be prevented with medicine."

Dr. Anna Banerji, an associate professor of pediatrics at the University of Toronto's Dalla Lana School of Public Health, believes a preventative RSV medicine called palivizumab could "greatly reduce these RSV hospital admissions and save the Government of Nunavut "a lot of money."

Right now, the medicine is given only to infants deemed at risk of contracting RSV, mainly babies born prematurely. Banerji said providing palivizumab to all infants under six months would reduce incidents of RSV in Nunavut and be more cost-effective as well, noting the cost of medical air evacuations and prolonged hospitalizations.

"There is a mountain of evidence that Inuit babies in the communities in Nunavut have the highest rate of admission for RSV in the world," stated Banerji in an email to Nunavut News.

Banerji has been studying respiratory problems in Nunavut infants for the past 25 years.

"The studies show that the RSV vaccine is much cheaper than the cost of admission and it works well when you give it and it could greatly reduce the admissions for RSV." According to Dr. Banerji, it would cost less than $3 million per year to administer palivizumab to every baby in Nunavut communities.

For Banerji, her mission is personal. Her adopted Inuit son, Nathan, who died of unrelated causes last year, had suffered from "mild" respiratory problems from an early age. She views it as a human rights issue.

"I've seen how many Inuit kids and many Indigenous kids are treated differently than nonIndigenous kids," she said.

"We continue to have a two-tier system that doesn't value Indigenous lives and the Inuit babies, they don't have a lobby."

Dr. Michael Patterson, Nunavut's chief medical officer, admits the rates of admission for RSV in Canadian Inuit are significantly higher than the national average. However, he said it is not correct to state these rates are the "highest in the world" as it is hard to quantify.

According to Dr. Patterson, RSV is a viral infection that affects "most children" in Canada.

"Almost all children will have had at least one RSV infection before their second or third birthday in Canada, whether you're in the south or in the North," said the doctor.

In some children, the virus may cause a "simple cough or cold." In others, however, it may lead to a clinical syndrome called bronchiolitis (an inflammation of the airways in the lungs), Patterson explained.

"The cost of palivizumab is about $7,000 per child per year. An injection needs to be given every four weeks over the period when infants are likely to contract RSV, which usually runs from Jan. 1 to May 31," stated Patterson.

In her 2009 study, Dr. Banerji, identified risk factors for why Inuit babies are hospitalized at high rates.

These factors included exposure to cigarette smoke in pregnancy and at home, overcrowding,

lack of breast feeding, poverty, malnutrition and being of Inuit ancestry.

The study also indicated that "one third" of Inuit babies in rural Baffin Island were admitted to the hospital with RSV and that there are high numbers of transfers to southern hospitals.

Cost, use and effectiveness of palivizumab Dr. Joan Robinson with the Canadian Pediatric Society, who is a pediatric infectious diseases expert at the University of Alberta, believes administering palivizumab to Inuit infants will "almost certainly" lower RSV hospitalization rates. However, the degree of reduction is unclear. How well palivizumab works on infants not born prematurely has "never" been studied.

"It is common for term infants (babies born after a full nine month pregnancy) admitted with RSV to also have other viruses. We do not know whether preventing the RSV (and not the other virus) will prevent the admission," stated the infectious disease expert.

Palivizumab has been shown to be effective for a certain group of infants. For instance, besides babies who were born prematurely, it has been effective in babies with heart and lung disease and babies with immunodeficiency.

However, Patterson believes the rationale for using palivizumab for "all infants" under six months of age is "very weak" and based on some assumptions that have never been proven.

By referring to Dr. Banerji's 2009 study, Dr. Patterson pointed out the "majority" of children on the palivizumab program were premature and palivizumab was "about 90 per cent effective."

"And so she made the assumption that if we apply this 90 per cent to all infants that it would be 90 per cent effective. And if we reduce the RSV admissions by 90 per cent, we would save a certain amount of money," said Dr. Patterson.

Treatment concerns Patterson does not view the disagreement on palivizumab as an example of racism or a twotier health-care system.

"Other than Nunavik, if you have a child in Nunavut you are more likely to have your child accepted into the palivizumab (program)," he stated. "We accept more children into our palivizumab program. Our criteria for acceptance are broader than most other jurisdictions."

However, Dr. Patterson does recognize there are differences in health outcomes for Indigenous Canadians. Some of which are due to the health-care system doctors and nurses and others due to social determinants of health.

Possible solutions Patterson believes certain factors like: crowded housing, food insecurity, exposure to smoke (during pregnancy and secondhand smoke in early childhood) and whether the infant is being breastfed have all "definitely been linked" with increased rates of complications from RSV. "All these things raise the risk of a child having more severe complications from the infection and that leads to increased rates of hospitalization," said Patterson.

"It may well turn out ... We would be better off putting that money into housing and food security than administering palivizumab to everybody," expressed the doctor.

Currently, Nunavik has adopted the policy of giving palivizumab to all healthy full-term infants under six months of age. Health Nunavut is waiting to see the analysis and benefits this policy has on the rates of admissions due to RSV and more specifically bronchiolitis.

If the strategy has benefits that can be demonstrated, "We'd (Health Nunavut) quite happily adopt it," Patterson stated. "But so far there's no real world evidence that it's an effective strategy."

The NDP are in danger of becoming a one-trick pony in the North, if the recent visit by its leader Jagmeet Singh is any indication.

When Singh visited Iqaluit earlier this month he had an opportunity to talk about some of the many issues that Nunavummiut face and what will be done, but he chose to talk about climate change.

Climate change is certainly a major issue we are all facing today and those effects are amplified in the North, but climate change is a global issue that Canada must tackle as a whole.

It is an issue Nunavummiut care about, despite the fact that "fewer than 10 people showed up" to hear him speak (Nunavut News, Dec. 16 edition, NDP leader Singh wants 'bolder' legislation to tackle climate change).

My recent entanglement with headlines generated by Nunavut News reminds me of the "tin ear" of Justice Allan McEachern.

McEachern sat as the trial judge in Delgamuukw, a well known land claims case heard in 1987. When the Indigenous Plaintiffs brought elders as witnesses to sing traditional songs to substantiate land ownership, Justice McEachern protested "I have a tin ear ... It's not going to do any good to sing to me".

As a law student, I read and reread this exchange. I was fascinated for two reasons: I was astonished that the realities experienced

by Inuit around me were also being experienced by other Indigenous people elsewhere and I could not believe the disrespect shown to elders in a forum designed to seek truth.

The imagery casually asserted by Justice McEachern was profoundly disturbing to me.

No matter what I learn or where I go, I have come to realize that the Tin Ear will always (paradoxically) resonate with me. What sings in one context is a dull thud in the ears of a stranger.

Dec. 9 Nunavut News chose as its front page headline, on the day of my bar call, amid the celebration of years of long hard work and the telling of many stories, new and old, was to assert the tired stereotype that I "overcame alcoholism". Nunavut News decided that the key idea readers needed to know was not my years as a foster child, not the way my mother saved my frozen hands by interceding with nurses, not the dislocations my family endured, not the Inuktitut pisiq my children sang for me in the courtroom as I was called, not the detail of how I had sewn my legal robes to express my commitment to the Inuit worldview, not the praise of my principals, not 'mother of nine called to the bar', not even 'local business owner looks to career in law', none of that was headline-worthy, none was even referenced!

What the Nunavut News chose as its frontpage headline, from all these stories and endeavours, was that I struggled at one time in my life with alcohol.

When I shared the genuine range of my life experiences with the Nunavut News interviewer, I did so because I feel that we must leave a legacy of truth. We must start sharing our faith in ourselves, acknowledging that we have weaknesses and imperfections, but that we can overcome all these hardships. I was trust-

ing that we could hear each other in our true voices. Nunavut News responded with the lowest, deafest, flattest and most boring stereotyping. It was incredible. It was atrocious.

I am sad to acknowledge that large parts of my life story are not unique. Like so many others in Nunavut and so many Indigenous people all over the world, I have seen and experienced oppression, been told that I would never succeed, seen our elders damaged and disrespected, experienced and watched injustice forced on us by colonial systems. And I have been burdened by alcohol, in my own life and that of others around me. This is true, but this is not the truth of my story. This is a dull thud, heard through the tin ears of a stranger.

I have struggled, but that struggle has not defined me. Coping and overcoming the hardships are what form my identity and that identity now incorporates all of my past and all of the knowledge and perspective I have gained in studying both law and how people interact with law.

I am part of a legal tradition that will encourage Inuit and communities to stand up for what we know and value. Legal studies have reinforced my desire to foster my Inuit worldview and to learn and promote Inuit legal traditions in my practice. I hope to be part of a narrative that demonstrates that there are indeed many Inuit working to make the vision of Nunavut come true.

Years after Justice McEachern's tin ears, the Delgamuukw case was appealed to a court where the judges had much better hearing. In the Supreme Court of Canada, lawyers for the Gitksan and the Wet'suwet'en succeeded in having the song and ceremony of their elders recognized as a valid part of the evidence supporting the legal history of their lands. Tradition did find its way into the courtroom, just as tradition was welcomed into the Nunavut courtroom when I joined the legal profession.

This is the achievement we celebrated and I committed myself to work towards - respect and empowerment, the love and support of family, the commitment of good people to make our world better and faith that, as Indigenous people, we can share our stories and be heard with human ears.

Iqaluit council passes 2020 budget Three per cent property tax increase; focus on water supply

Iqaluit City council approved a three per cent property tax hike as part of the 2020 budget at a special meeting on Dec. 13.

"The (property tax) increase is required to allow the City to work to address the needs of our growing community," Mayor Kenneth Bell said. "While the Capital Spending Plan addresses many of our immediate needs, the reality is that the City has an infrastructure gap and its longterm needs must be addressed further through external funding and building partnerships."

Council also opted to increase garbage rates by one per cent to help prepare the city for the operation of its new waste transfer station and landfill.

Planning for long-term water supply and storage was a key focus of the budget as the city has endured periods of water conservation due to low levels

at the Lake Geraldine reservoir.

Other budget highlights include: • A $31.3-million Capital Spending Plan, which relies on federal infrastructure funds, gas tax, Government of Nunavut block funding, city reserves and city funds.

• The Capital Spending Plan includes money for the development of the new waste transfer station and landfill, a program to pump water from the Apex River to the City's reservoir, planning for a long-term water supply, assessment of the effects of permafrost degradation on municipal infrastructure and the long-term viability of the piped water and sewer network.

• Improvements to the city's cemetery.

• An Emergency Services Master Plan and Fire Department Risk Assessment.

• New heavy equipment

Decisions on resumption of Baffinland regulatory hearings to be made in March

In the tug of war between mining company Baffinland Iron Mines and land claims organization Nunavut Tunngavik Incorporated (NTI) over when regulatory hearings for Baffinland's Mary River expansion proposal should resume, the board responsible for the hearings has chosen March for initial steps.

Baffinland suggested that the hearings pick up again

in April, after Easter. NTI President Aluki Kotierk, who prompted the suspension of the Nunavut Impact Review Board (NIRB) hearings for Baffinland in early November, asked for postponement of nine months to a year so parties could gather more answers and information.

NIRB has chosen to host a five-day technical meeting in March. That will be followed by a three-day, in-person prehearing conference and community roundtable. Among the issues to be addressed

will be the timeline, venue and format for the hearings to continue.

The review board also indicated it will be "coordinating its consideration" of Baffinland's request for a year's extension of its sixmillion tonnes per year production rate while the phase two development proposal is under assessment. The mining company previously had a production limit of 4.2-million tonnes of iron ore. The increase to six million tonnes, which was announced in

October 2018, was granted for one year.

Baffinland is seeking to double production to 12 million tonnes at the Mary River mine, 160 km south of Pond Inlet, in relation to its phase two plans. It's also aiming to build a 110-km railway between the mine and Milne Inlet.

NIRB's Dec. 16 news release stated that the review board "took special considerationof issues raised by parties, especially the significant financial and employment

implications to Baffinland and the affected communities, the associated participant funding process, seasonal activities in the most affected communities and the breadth of outstanding technical issues and requirement for

translations."

Baffinland laid off 586 contract employees, including 96 Inuit workers, in November when it became clear that regulatory hearings would extend longer than anticipated.

As each day passes, we are beginning to see a pattern developing. The federal government seems to think that their governance is for Quebec, Ontario, Alberta and British Columbia. The politicians are playing politics while our great country continues to feel divided and isolated.

Let's not forget that government is of the people, by the people and for the people.

From our prospective in northern sectors it seems the rest of our system is following suit.

People have embraced the legalization of cannabis, people are being recognized for volunteering but for the wrong reasons, it is cheaper to possess and purchase substances than healthy food stuffs. I could fill this page with more negatives.

I understand that the city of Iqaluit Council has decided to drop the opening prayer and this is further evidence that man and his intelligence is the be all to end all. No-one wants to admit that trying to connect with our higher power helps you to realize that there is something bigger than yourself. I am fragile and broken and that I can connect to this through an opening prayer. Warmer than normal winter expected for Nunavut Temperatures expected to be up to 5 C warmer

According to Environment Canada (EC), this year's winter is forecast to be warmer than normal and have "slightly" above normal precipitation. The deterministic models indicate the average winter temperatures will be 0.5 to 5 C warmer than average.

Kitikmeot region Last winter, for example, Cambridge Bay had an average winter temperature of -30.3 C. This temperature was considered "normal" when compared to the 1981 to 2010 winter normal temperature of -30.9 C. This winter, the Kitikmeot region is predicted to have above normal temperatures. That is, up to one degree Celsius warmer than normal.

The precipitation is forecast to be normal.

Qikiqtaaluk region This area of Nunavut has a high probability of above normal temperatures. EC predicts many places are projected to be up to 5 C. Last winter Iqaluit had an average temperature of -22 C. EC Meteorologist Sara Hoffin compared this to the 1981 to 2010 Winter normal temperature of -25.2 C and concluded the 2018 average winter temperatures were nearly one standard deviation above normal.

Even though the confidence is low according to Hoffin, southern Baffin Island is predicted to have "slightly above normal" precipitation.

Kivalliq Region This portion of Nunavut is expected to have above normal temperatures, up to 1 C warmer than normal.

Last winter, Rankin Inlet had an average winter temperature of -29.9 C. The 30-year winter average temperature was -28.8 C. Since the temperatures are within a standard deviation of the data, it can be concluded that Rankin Inlet's average winter temperature last year was normal, explained Hoffin.

Normal precipitation is expected to fall this winter in Kivalliq.

Possible effects of a mild winter in communities According to consulting wildlife biologist Jeff Higdon, the mild weather will possibly allow people more time to go boating. Reduced ice cover however, can also lead to more waves and rough seas which limits the opportunities to get out hunting, he said.

Last month, Mayor Meeka Kiguktak of Grise Fiord explained how the warmer temperatures have affected her community.

"It makes it very difficult for the residents to hunt seal and polar bear when the ice is not freezing," she said previously.

Meanwhile, last week in Qikiqtarjuaq the sea ice has been freezing and the boating season has ended.

Mayor Harry Alookie stated, he is happy the sea ice is freezing because harvesters are anxious to hunt on the "freshly" formed ice.

Alookie also mentioned that it becomes "pretty mild" when the northerly winds die off.

Six women earn first Nunavut public services studies certificate from Carleton University

The new Academic and Career Development Program through Nunavut Sivuniksavut and Carleton University has a 100 per cent graduation rate and one of the students who completed the studies has already landed a government job.

Charlotte Lee, who's originally from Pangnirtung and lives in Ottawa, has been hired part-time

by Crown Indigenous Relations and Northern Affairs Canada (CIRNAC). It's the federal department where she did her work placement from April to September.

Lee is among six students who were celebrated at a graduation ceremony on Dec. 16 upon finishing the

16-month program. The grads, who had already completed the two-year Nunavut Sivuniksavut (NS) college program, earned a Nunavut public services studies certificate from Carleton University.

"There were times when it was really hard and I know we all wanted to give up at different times but we all stuck through it, worked together and helped each other out," said Lee, who added that macroeconomics was the course that she found most challenging.

Other courses included introduction to financial accounting, organizational behaviour, managing federal/territorial relations, microeconomics and English.

The program is designed to help produce more civil servants as the

Government of Nunavut strives to reach a representative Inuit workforce, which would be approximately 85 per cent rather than hovering closer to 50 per cent Inuit employees for many years.

Murray Angus, a longtime NS instructor who came out of retirement to help facilitate the Academic and Career Development Program, said learning during the job placements happened on both sides as bureaucrats benefitted from having Inuit students among their ranks.

"Their presence had quite a remarkable impact on the workplace just because it gave all those people working on a Inuit and Nunavut file a chance to interact with an Inuk and to learn so much," Angus said. "It was very satisfying to all involved."

He added that Statistics Canada and Employment and Social Development Canada also offered paid placements and all departments had the students assisting with files specific to Inuit or Nunavut.

The program, which is core funded through Nunavut Tunngavik Inc.'s Makigiaqta Inuit Training Corporation, will be offered again in September 2020.

Angus said the students emerged with enhanced skills and confidence and they're "highly employable."

"It's broadened their horizons and possibilities and people have been giving them business cards left, right and centre, saying, would you come and work with us," he said.

"They won't lack for opportunities."

Lee said she would recommend the Academic and Career Development Program to others.

"I think it's a great opportunity, even if you don't want to work for the Government of Canada. It's great experience and great networking that you could bring back home and work for the Government of Nunavut," she said. "It will look good on your resume."

With the program concluded, Lee now plans to enjoy the holidays, if she can just shake the nagging feeling that she still has academic projects to tackle.

"I'm excited not to have homework or assignments. I still feel pressure like I'm supposed to be doing something for school but I'm like, I'm done! I'm free!" she laughed.

GN computer network is now operational in Iqaluit after attack

The Government of Nunavut confirmed its computer network and electronic systems are again operational in Iqaluit following a ransomware attack weeks ago.

The majority of GN employees in Iqaluit are now able to have access to the internet and regular government email addresses are functional. A new and secure email has been set-up.

During the week of Nov. 25, the Department of Community and Government Services was working on the remediation plan to all Nunavut communities in order to reconnect them to the new GN network.

In all three regions, teams was deployed simultaneously with both remote and on-site resources.

Meditech and Telehealth systems are undergoing testing before being brought online. However, the Department of Health continues to provide essential services without interruption.

Students now have access to the education student network. They can request and receive their high school transcripts.

Other Nunavut communities wait for a remediation plan Supports and the foster parents' program have been issued on-time.

In Iqaluit, income assistance clients are now receiving their usual payments.

For clients in communities outside Iqaluit, income support will be provided through vouchers for all necessities.

All GN staff have been paid as planned. Arrangements for urgent payments to vendors and suppliers have been dealt with.

"I want to say a heartfelt thank you to the many people who have been working nonstop to make sure our government continues to offer essential services and get our system back up and running," Premier Joe Savikataaq stated in a press release.

"I realize this has been inconvenient for many Nunavummiut and I want to thank everyone for their patience. Safely reconnecting our communities to the network, as soon as possible, is our continuing focus."

The Community and Government Services (CSG) has stated it did not pay money to the ransom.

The estimated overall cost the GN associated with responding to this ransomware attack are still being tracked.

The Government of Nunavut's department of Community and Government Services did not pay the ransom after government files were encrypted in a cyber-attack. the work is ongoing.

The specific costs associated with new cyber-security measures are also being tracked and have also not been yet calculated.

When GSN was asked if 100 per cent of files and records recovered

or was anything lost at all due to this incident, they responded, "The backups were restored to October 31. Any data stored on local individual computers was lost, but GN policies outline that staff save critical data to the network."

As of yet, no information regarding the identity of the offender(s) behind the ransomware attack has been released by the RCMP. The matter however is being investigated by the National RCMP Cybercrime Unit.

Feast, gifts and student servers make annual elders' feast special event in Chesterfield Inlet

It was a day of holiday bliss and companionship for the group of elders who attended the fourth annual Elder's Christmas Feast at Victor Sammurtok School (VSS) in Chesterfield Inlet on Thursday, Dec. 12.

The event was organized by longtime VSS teacher Ana Leishman, who said 24 of the 30 elders invited to the feast were able to attend.

Leishman said the feast included a turkey dinner with all the fixings, two hams, buns, macaroni salad and numerous deserts.

She said VSS principal Jack Gordon also entertained the gathering with live flute playing.

"Because our school bus is currently down, we had staff members helping out by picking the elders up who needed a little assistance getting to the school," said Leishman.

"It was a team effort to get everyone to the school and, once everyone was there,

Father Kwong, our priest and elder, said an opening prayer, I thanked everyone for coming and let them know the event was sponsored by Northern Canada Mini Projects," said Leishman.

"Each of our elders was, kind of, adopted by someone from southern Canada. The only information I give them in the south is the name of the elder and what hockey team they like.

"They each get a little Christmas package that might have some goodies or treats, or a little Christmas decoration – just a little something to remind everyone that there are people out there who think about Northern Canada, our elders and youth."

Leishman said many of the elders told her it was just really nice to have an event like this that allows them the time to get out and see each other.

She said even in a small community like Chester, it's not something the elders get to do a whole lot.

"Some of our elders grew-up together, so they have a long history together and plenty of stories, but they don't always

get an opportunity to come together and reminisce.

"Some of the elders told us it was just nice to sit together and talk to everyone and they wished they could do it more often.

"That's one of the things we talk about at the school; how do we provide opportunities throughout the year to bring our elders together and this is, of course, a big one at Christmas, but we want to provide other get-togethers for them, as well."

Leishman said students at VSS help out at the feast, as well.

She said after school staff members get the whole event put together, senior students from grades nine to 12 help serve the food.

"We have some kids helping put the portions on each plate and we have others, who we call runners, who get everything for the elders who aren't very mobile and they appreciate the service.

"It's always nice to see our elders being catered to by the students like that.

"It just helps the gathering be a very, very special event the elders really enjoyed."

Change at the top Kono Tattuinee elected as new KIA president

Arviat's Kono Tattuinee is the new president of the Kivalliq Inuit Association following this past week's election.

Arviat's Kono Tattuinee rode the strength of incredible support in both his home community and Rankin Inlet to be named the new president of the Kivalliq Inuit Association (KIA) during the recent elections.

Stanley Adjuk of Whale Cove placed second in the race, while two-term incumbent David Ningeongan was third.

Tattuinee, 57, said he wasn't feeling very good about things early, as the early results had him falling behind.

He said the feeling of doom and gloom evaporated quickly, however, when the results from Arviat and Rankin came in, two communities that voted late due to blizzard conditions on Dec. 9 and 10.

"I knew I had a lot of support in my home community and I had quite a lot of support in Rankin Inlet and those were the communities taking their time counting the ballots on election night," said Tattuinee.

"The people from Arviat

really pulled through for me and the people in Rankin did, as well. That support shot me to the top."

Tattuinee said he was more than a little overwhelmed when the final results were posted.

'Like a dream' "It still doesn't seem like it's real and I can't thank everyone enough, in every community, who voted for me.

"My job now is to make sure I treat them all fairly and make sure I keep every community in the region on an even keel.

"And, really, fairness and equality are what I'm all about."

Tattuinee isn't 100 per cent sure of the official date he will assume his new position and realizes he will have to move his family to Rankin, where the KIA head office is located, sometime in the new year as he begins his four-year term.

He said this is a big job he's entering into and nothing to be taken lightly in any way, shape or form.

"This job will be far more intense than anything I've

ever done before in my life.

"The KIA election policies struck a chord with a lot of people in the region during the election and the Government of Nunavut was up in arms about it, as well, especially with young people away attending school not being allowed to vote and others living in other Nunavut communities because of their jobs who couldn't vote.

"Another issue I intend to look at, under the Inuit Impact Benefit Agreement, is the royalties, which are something that needs to be transparent to Kivalliq beneficiaries.

"I want to see if we can actually do something for the Inuit in the region with part of those royalties. Those are my two main issues right now."

Tattuinee said the KIA partnering with the various Young Hunters program would benefit a lot of youth in the region and boost their self-confidence.

He said communication is key with the mines that are operating in the Kivalliq to bring respectability back to the relationship.

"Sometimes we hear people talking negatively about working at the camp

because they don't speak French and no one should ever be discriminated against like that.

"They're on our land and they should respect our languages and us, as Inuit, in general."

Tattuinee said it was a clean campaign with "not too much" mudslinging.

He said it's a very challenging position and he harbours no ill will towards outgoing president, Ningeongan and his eight-year performance.

"I'd like to thank all my supporters, my wife, Bernadette, who's been through everything with me, my family, my parents, my sister, Veronica and my nephew, Kyle, for being my financial agent.

"We had next to no financial support from anywhere.

We did this on social media, visiting the communities, talking with the elders, our young people and people in general.

"It was mostly positive on the radio shows and people were kind and generous with their words of wisdom and encouraging me to keep going and that's what kept me going.

"I'm still living the dream."

Ilisaqsivik staff enjoy a Christmas feast in the Ilisaqsivik Society boardroom. On Dec. 16, Ilisaqsivik staff and family members rejoiced in the Christmas spirit over dinner. Baffinland and Arctic Co-op has donated approximately 1,200 lbs of food to Ilisaqsivik for a community Christmas feast.

Toonoo re-elected mayor; Kinngait preferred as community name

Kinngait/Cape Dorset Incumbent Timoon Toonoo was overwhelmingly chosen to return as Cape Dorset's mayor last week but the community he leads may soon have a new name.

In a plebiscite held in conjunction with the Dec. 16 mayoral election, 80 residents voted in favour of Kinngait, 61 preferred to retain Cape Dorset and 51 sided with the name Sikusiilaq.

Toonoo garnered 137 votes in the race for the mayor's office compared to 57 for his only opponent, Eva Takiasuk.

Toonoo previously told Nunavut News he was interested in a second term as mayor but, due to medical travel, he missed filing for the initial nomination period in September. Nobody else ran. When the new hamlet council subsequently decided in October to hold a byelection for mayor, Toonoo registered as a contender and he remained unopposed until the final day when Takiasuk jumped in to make it a race.

Toonoo couldn't be reached for further comment last week because he was travelling.

Donations make Christmas brighter in Iglulik

Iglulik Four hundred Christmas hampers containing a full Christmas dinner, fresh fruit and bannock ingredients will be distributed to those in need in Iglulik.

The local food bank received the donation from a variety of partners including Arctic Fresh, Feeding Nunavut, Baffinland Iron Mines, the Municipality of Iglulik, Nunavut East, the Qikiqtani Inuit Association and Canadian North.

Arctic Fresh has given more than $4,000 worth of food and freight to the food bank, according to Merlyn Recinos, the company's vice-president of Northern operations, who runs the Please see Busy, page A22

In addition, soup and sandwiches will be offered during the holiday school closures and a community feast – including country foods – is planned for New Year's Day. A square dance competition – known locally as "hukki" – will also be held on Jan. 1 at the community hall.

A separate feast is scheduled for Dec. 26 and a variety of games open to the public are expected to take place daily throughout the holidays, except Sundays.

Busy recreation calendar in Taloyoak

Taloyoak Some residents will be doing the Wipe Out dance again this holiday season in Taloyoak.

It's a local favourite among the Christmas activities, said recreation coordinator Nathan Mannilaq.

"They go all out, whatever crazy moves they have," he said, adding that the 1963 hit song Wipe Out plays in the background.

"Some (dancers) are really funny and some are really good at following the beat ... the crowd gets a good kick out of it."

There will be Christmas games ongoing until Jan. 4 with only Sundays being quiet, Mannilaq noted. Relay races, Inuit games and square dance competitions are common but there's often something new and innovative each year, he said.

"Some locals create a game or they find it off Facebook or YouTube," he said.

Community feasts are slated for Christmas eve and New Year's eve. On Christmas day, a gathering will be held so gifts from Santa can be given out to children.

Mannilaq and four other members of the hamlet's recreation committee will oversee much of the proceedings over the holidays, but they appreciate the help of local volunteers to make things more manageable, he acknowledged.

There is cause for celebration in five Nunavut communities after the Qikiqtani Inuit Association (QIA) and federal government delivered news of funding for infrastructure, harbours and a training centre.

Between Nov. 13 to Nov. 22, QIA visited Pond Inlet, Clyde River, Arctic Bay, Resolute Bay and Grise Fiord to deliver the news and celebrate with the communities.

Through the Inuit Impact and Benefit Agreement (IIBA) $54.8 million will be invested in the Inuit stewards program.

Crooks had done a trip south before, where he noticed some youth were intimidated or hesitant with the change of scenery. This time, the youths competitive drive pleased him.

It also carried the opportunity of seeing what life was like in the south for youth considering the move.

On Friday, they competed in the Bishop Ryan tournament again, where Eekee received another gold.

The Matmen tournament followed that on Saturday, which featured

roughly 600 athletes in Brampton.

"I didn't know what to expect, but the fact that we were competitive in all three tournaments, that everyone was competitive, I'm pleased with that," Crooks said, explaining southern wrestlers will often compete regularly in meets while the Nunavut wrestlers won't have one for an entire year.

The scope of several regions competing in a single tournament is simply rare, he said.

While there's a lot of natural ability, it's hard to develop in a box, isolated from wider tournaments.

"It's an eye opener for some of them. For those who haven't really travelled much, don't understand how competitive it is outside of the territory," he said. "So you could be a territorial champ, but not score a point in a tournament."

To address that, Crooks emphasized mental toughness as well as extra physical training.

"It's hard to say you have to do more when you're top dog (in Nunavut)," he said.

However, it did come as a surprise when Eekee Avalak proved a staunch competitor in every match, securing three golds in three tournaments. "I didn't expect he was going to be as dominant as he was," Crooks said – referencing one difficult match where he had scored with moments left to tie it.

Some of the matches weren't as tough as he expected, Avalak agreed and gave him the opportunity to face-off against different kinds of wrestlers. Though, he was hoping for more competition.

He recalled a few wrestlers who he "dominated" approaching him later. They said they would always check for fresh faces at future tournaments, to spare themselves another surprise.

"That felt pretty good," Avalak said.

Held on Dec. 15 and 16, Thomas Levi, Arctic Bay's recreation co-ordinator and Dene Games coach, helped organized three single events try-outs for the category, including finger pull, stick pull and snow snake.

There were 12 open males and junior boys, there were five juvenile girls and four junior girls, who automatically became Team Nunavut. Contestants in the other three categories had to make the top four.

"They seem to enjoy the Arctic Winter games a lot because they interact with other regions, or provinces, like Greenland and United States.

"Usually a pretty good experience for them, I guess. Some of them are going for the first time, too," Levi said. "There are quite a few new faces this year."

I hope we'll get to go down and have fun in Whitehorse in March," he said.

Hockey program off to a rocky start Selection camps still a success through disarray and delays with new arena

The start of the 2019-2020 hockey season has been a blur of activity for Rankin Inlet rec co-ordinator David Clark in his roles as head instructor for the Rankin Rock Season Opener Hockey Camp and head coach for Team Nunavut's bantam squad for the upcoming Arctic Winter Games (AWG).

Clark's carefully crafted schedule for both the skillsdevelopment camp and the bantam selection camp was thrown into complete disarray when the opening of Rankin's new state-of-the-art arena was delayed due to unforeseen difficulties.

Clark said they ended-up starting the Rock camp on a Saturday and running through to the following Wednesday in order to give the kids more time on the ice.

He said overall the camp went well with 20 instructors helping out, ranging in age from 15 to adulthood.

"We originally had the camp scheduled for the third week in October but with the ongoing floor issues at the arena we had to, basically, keep pushing the start date back for everything," said Clark.

"So, we finished the hockey camp on a Wednesday and two days later, on the Friday, we went right into a very busy, compact AWG tryout camp that ran until Sunday evening.

"All the players and coaches stayed together at the Simon Alaittuq School gym and we had a very busy schedule that

ance there will give him a much better idea as to how they will do at the AWG. He said the Winnipeg tourney will be a huge test for the Nunavut players because the teams they'll be competing against have been together all year and have their systems down pat.

"By the end of the tournament I'll have a good sense of which players are going to be

"That will give me time to teach the players a bit about the role they're going to be playing and why, in order to get everyone to buy in so, when we do go to the Games, they'll be ready to go from the moment the puck is dropped to start game one.

"We have a young team, but it's also a team loaded with potential."

Clark said every year is a challenge to raise the funding necessary to keep the Rankin Rock camp going and, hopefully, grow the program and be able to take it to more Kivalliq communities.

He said he's hoping a unique opportunity that presented itself to the camp this year will help solidify the program moving forward.

"We're getting a profes-

sional video done about the camp that might, hopefully, help boost our future funding a bit.

"The camp is also going to be part of Hockey Day in Canada. The network was in town to do a story about the camp and the new arena, so everyone in the Kivalliq can keep an eye out for that during the big Hockey Day in Canada celebration in February."

For those of you who know anything about darts, you will know that the Professional Darts Corporation (PDC) is holding its world championship right now.

It is, without question, the biggest and richest darts tournament in the world with more than $4 million set to be handed out over the course of the event. A total of 96 players started the tournament and they have slowly whittled down through the process of elimination.

One of those players was Fallon Sherrock of England, one of two women's players who qualified to play; Mikuru Suzuki of Japan, the reigning World Women's Darts Champion, was the other. This is the second year the PDC has given women a chance to qualify for its main event with the first two competitors last year, England's Lisa Ashton and Russia's Anastasia Dobromyslova, losing in the first round.

This year, though, it would be different.

Suzuki came within an eyelash of taking down England's James Richardson in round one but the real excitement would come when Sherrock played Ted Evetts of England in her first round match.

It was literally back-and-forth, Sherrock not giving anything up against Evetts.

Sherrock, though, took control in the fifth and final set of the match and nailed double-18 to win the fourth leg of the final set and send the Alexandra palace into delirium. Sherrock was the absolute crowd favourite and the reason people showed up to watch in the first place. She didn't disappoint.

Afterwards, she went to celebrate with her family but she became an instant celebrity.

The 25-year-old had just become the first woman to win a match against a man in any world championship competition and was the face which launched a thousand tweets.

All anyone wanted to talk about was how Sherrock had done the impossible because women darters are not really known in the world of darts. I've been beaten more than once by a woman and I've never had a problem with it. Neither did Evetts, apparently, as he led the cheers for Sherrock on the stage following the match.

He was absolute class in defeat, even if the spectators acted like a shower of morons during some of his turns.

But a woman beat a man in a game of darts at the highest level and that's all that mattered. I should clarify that it isn't the first

Merry Christmas and Happy New Year to everyone in Cambridge Bay and all across Nunavut and wherever you may be reading my column. I hope everyone will have a safe and blessed holidays with family and friends and relatives and your communities. It is a time when Inuit get together for feasts, drum dance, games and sharing each other visits, stories and good food and good friendship.

In Cambridge Bay today, food hampers are very grateful for the families as food is so

expensive in the northern communities and I think Nunavut has the most expensive food in the north. Receiving a food hamper is the best gift a family can receive. We are so thankful to those that sponsor the Food Hamper Program in Cambridge Bay, Nunavut. During the holidays there are feasts also where everyone gathers together to enjoy a good meal at the community hall or either the gym.

The community of Cambridge Bay also has games during the holidays where there is lots of prizes, laughter for all ages from young babies to Elders.

I remember when the funniest of our own would have to dress up in all kinds of dress up clothes and race and run, wheel barrel races, playing unnuuk (no smiling game), balloon popping and much more.

In the old days Christmas games were held outdoors on the ice. Our Elders would make sure the games were planned, I remember Luke Kudlak organizing games and drum dances.

Allen Kitigon also organized games with volunteers from the community. Today volunteers carry on the games which are held indoors at the gym or the community hall.

Everyone enjoy this Christmas. Check on each other, as some may not feel up to celebrating Christmas because of the loss of a loved one, or someone may be ill or lonely.
