A "relatively small group" of individuals are not adhering to the mandatory 14 day selfisolation rule.

This is a recurring problem where some people, who have symptoms and may have been exposed to Covid-19, continue to visit public spaces instead of self-isolating, explained Dr. Michael Patterson, Nunavut's chief public health officer.

Public health nurses, who check-in with people under investigation for Covid-19, have observed this behaviour.

"Again, it's a small number of people, but it's enough that it could trigger a lot of extra cases if we don't get them under isolation," said Dr. Michael Patterson during Monday's press conference.

These concerns have led Nunavut's top doctor to put out a public health order that will be effective March 31. According to the order, all individuals identified as persons under investigation for Covid-19 are subject to a mandatory 14 day self-isolation order. Individuals will be fined up to $50,000 or up to six months in jail, if the mandatory isolation is not obeyed.

Ultimately, the courts will set the fines and penalties.

"I would hope that with stronger wording and giving people copies of the order that we can reinforce the importance of this and the risk that they're causing for other people in their community," said Patterson.

"We felt the need to take this step to highlight the fact that this is serious and that we need to take these steps to control this illness."

There are still no confirmed cases of Covid-19 in Nunavut.

The total number of people currently under

investigation for Covid-19 is 180, while 79 people have been cleared.

It is mandatory that anyone who is under investigation to self-isolate at home for two weeks, explained Premier Joe Savikataaq.

"People who go out when they're ill with a communicable disease are putting other's lives and well being at risk for their own convenience. And that is no different from driving drunk," said Patterson.

"Covid-19 is truly a life and death situation," said Premier Joe Savikataaq "And we aren't willing to take any chances," said Savikataaq adding, safety is the number one priority.

Meanwhile in the south, the GN is continuing to help Nunavummiut self-isolate in hotels. All residents of Nunavut, who want to return to the territory must self-isolate in Yellowknife, Edmonton, Winnipeg or Ottawa.

It is only after completing the 14 day mandatory self-isolation and receiving a clearance from the chief public health officer, can an individual return to Nunavut.

The Department of Health has been educating hotel staff about trauma informed care.

Mental health counsellors from Nunavut are providing care to those in need through calls.

Hotel staff are trying to make accommodations for getting snacks and comfort food to Nunavummiut, and trying to find ways to get country food. The hotels are providing weekly menus for breakfast, lunch and dinner services.

"I can appreciate that everyone has different tastes and food and they may not like some of the items on the menu. However the meal menus are designed to give variety and to meet daily nutritional and dietary guidelines," said Health Minister George Hickes.

Some food delivery is now permitted but at the client's own expense.

Individuals are being closely monitored during outdoor breaks. Anyone who leaves the room without a security escort will be evicted from the hotel and will not be permitted to return home until the travel restrictions are lifted.

No visitors are allowed to meet individuals who are self-isolating.

"If you want to get home to Nunavut. You have to comply with the orders," Hickes said.

There is zero tolerance for violating the isolation period, he emphasized.

"Whether it's in your home or away from your home, the only way to stop transmission is to isolate individuals who have this illness," said Patterson.

Nunavut's schools and daycare facilities remain closed until April 20

The Department of Education is launching a new learnat-home website March 31 for students at the request of parents and caregivers. Since March 17 all schools in Nunavut have been closed due to Covid-19 concerns.

The website, Angirrami Ilinniarniq (angirrami.com), has been specifically created to provide educational resources for students to continue learning while remaining at home.

It offers free access and provides the same educational resources used in schools, explained Minister of Education David Joanasie. The website includes downloadable books, e-books, audiobooks, animated videos and resources addressing mental health.

Angirrami Ilinniarniq also provides links to alternative online educational resources for science, math, history and social studies.

Links will be available to download the following apps: Uqausiit Pinnguarutiit, Titirariuqsauti and Qimirrunaut. These apps are all for

Inuktut language learning.

Joanasie assured new resources will be added "regularly," but did not provide specific dates for launching the new materials.

The priority will be to put up Inuktitut and Inuinnaqtun resources, followed by English and French resources, he said.

"The aim is to ensure that all students have access to learning materials, whether it's electronic or paper based," said Joanasie.

While meeting these goals, his department is taking into account that every household may not have a computer and or internet access.

The Chief Public Health Officer Dr. Michael Patterson has recommended that schools and daycare facilities remain closed until April 20. The situation will be reassessed in three weeks.

There are still zero cases of Covid-19 in the territory.

There are currently 315 Nunavummiut self-isolating in hotels in southern Canada. Of these, 178 are medical travel patients, 78 are residents of Nunavut wanting to return home and 59 are Nunavut students.

Amid the Covid-19 crisis, the territorial and federal governments are locked in a dispute over health funding.

The GN's "longstanding" agreement with Ottawa for Non-Insured Health Benefits (NIHB) expired on March 31.

NIHB is a federal program that provides Nunavut Inuit with access to health services.

The GN "bore most of the costs in delivering this federal program," said Health Minister George Hickes during Wednesday's Covid-19 press conference in Iqaluit.

The GN has been paying upwards of $77 million annually for delivering the NIHB program, which comprises 89 per cent of all medical travel on the airlines.

For the past four years, the GN has been trying to obtain compensation for this federal program.

"Unfortunately, we have not been able to resolve this matter," said Hickes, adding this is now affecting the GN's ability to ramp up its response capabilities for Covid-19.

The territorial government has only received $516,000 of a $500-million federal aid package for healthcare delivery for Covid-19. This amount is based on the number of people in territory, and not the actual cost of delivering health care to 25 remote communities, the minister said, adding the amount is insufficient.

"We have arguably the highest health care costs in the country, yet we're one of the least funded because it's a per capita basis," Hickes said. "With respect to Covid-19, we have made our needs abundantly clear. We need financial support to continue to stem the virus from entering our territory."

Meanwhile, to help sustain the airlines in Nunavut, Transport Canada has recommended the territorial and federal governments continue purchasing seats, whether they are used or not, at previous levels under the GN duty medical travel contract.

On Tuesday night, Hickes sent a letter to Minister of Indigenous Services Marc Miller asking to support the airlines in Nunavut.

Taloyoak man imprisoned after strangling spouse Sentenced to a minimum of 13 years for second-degree murder

A Taloyoak man with a history of violent acts against his spouse has been sentenced to life in prison with no eligibility for parole for 13 years after he strangled his partner.

Justice Susan Cooper imposed the sentence on March 9.

A jury had earlier found Abel Kingatook guilty in the second-degree murder of Erin Qayutinnuaq.

Kingatook and Qayutinnuaq, parents of two

young children, had been together for close to 16 years. On June 6, 2018, Kingatook, who had been drinking alcohol, confessed to his mother that Qayutinnuaq "was gone," that he had choked her to death.

"He said he did it because Erin (Qayutinnuaq) was being mean and rude about his mother and him," the agreed facts of the case state. "He said that he tried to revive Erin for more than two hours but was unable to. He said that he gave Erin hickies on her neck in an attempt to cover up his fingerprints."

Kingatook's mother eventually alerted the local mental health nurse that she was concerned about Qayutinnuaq's well-being. The

mental health nurse contacted the RCMP, who later found Qayutinnuaq deceased in the living room of her home.

Kingatook's criminal record included six prior convictions for violence against Qayutinnuaq, four of which involved choking her. At the time of her death, Kingatook was under court conditions to have no contact with her and to not drink alcohol.

"The conditions on his release were there to protect Erin," Cooper stated.

An individual convicted of second-degree murder can apply for parole after serving 10 years of his sentence, unless the court orders a lengthier period. In this case, the Crown rec-

ommended 15 years before parole eligibility.

The defence sought 12 to 15 years.

Eight members of the jury thought Kingatook should serve 25 years in jail before he could apply for parole.

Cooper, noting that Kingatook expressed remorse for his actions, settled on 13 years until he can try to be granted a release from prison.

"For the rest of his life he will live with the fact that he is responsible to the death of another human being; that he is the reason his children grew up without parents.

"This will never leave him," the judge stated.

Small businesses need Nunavut's support Northern News Services

There may be some relief coming for businesses feeling the pressure from the drastic loss of revenue amid the coronavirus pandemic, even though there have not yet been any cases reported in Nunavut.

The federal government is now stepping up to help protect businesses of any size along with charities and non-profits in the form of a large subsidy aiming to cover wages of employees.

Although some might have scoffed at the initial offering -- a token subsidy of 10 per cent of employee wages -- the feds have heard the call of business owners and have upped their contributions to 75 per cent of those wages.

But there is a catch. There's always a catch. That 75 per cent only covers the first $58,700 of an employees' salary. This translates into about $847 per week for three months. It is also important to note that the business must demonstrate to have lost 30 per cent of revenue this past month compared to the same month last year.

Project naming: Do you know your elders?

Project Naming is a trilingual Web exhibition and searchable photographic database available in Inuktitut, English and French. The goal of this project is to identify Inuit in the photographic collections of Cambridge Bay has been making sure everyone is doing social distancing and following quarantine rules. Some volunteers in our community have come up with ways of keeping busy while social distancing is on.

Concerns remain for aid package Subsidy can cover 75 per cent of employee wages

The federal government's efforts to aid businesses and non-profit organizations hit hard by the Covid-19 pandemic are being hailed by Nunavut's chambers of commerce but questions and concerns linger.

The Government of Canada increased the relief it's offering to businesses and non-profits on March 27, covering 75 per cent of employee wages for enterprises that qualify.

Businesses must demonstrate a loss of 30 per cent of revenue due to Covid19 in order to receive the subsidy, which will apply to the first $58,700 of workers' salaries, or the equivalent of $847 a week for up to three months.

Ottawa was previously prepared to take on 10 per cent of wages. The federal government is also making interest-free loans up to $40,000 available — $10,000 of which may be forgiven for qualifying businesses that repay the loan before Dec. 31, 2022. As well, the government is deferring GST payments until June 30.

"Any help the federal government can offer is welcomed by the business community," said Victor Tootoo, president of the Baffin Regional Chamber of Commerce.

At the Kitikmeot Chamber of Commerce, executive director Valter Botelho-Resendes asked the regional business community for feedback on the federal aid package. He shared some

comments that he received from several companies — without identifying them — including one that had already laid off more than a dozen employees.

The wage subsidy will help that venture retain its remaining workers to keep core operations running but there are other losses that Ottawa isn't addressing.

"There is a cost to building and maintaining assets in Nunavut, especially when they are not earning revenue," the business owner wrote, citing fuel costs, insurance premiums and loan payments as monthly expenses that still must be paid despite drastically falling earnings.

Another entrepreneur pointed to ongoing payments to the Workers' Safety and Compensation Commission as an expense that should be reduced, suggesting as much as 50 per cent cut during the pandemic.

For yet another Kitikmeot business owner, the experience of applying for funding and grants has always proven to be "strenuous, sometimes hair-pulling."

"To now be in this global health and financial crisis, I'm worried the requirements and processes may deter a lot of people from applying, especially if call centres are full and you can't get through to anyone," the business owner wrote. "For GN funding, most employees are working from home. When will your application be reviewed? When will you see the funds? Can we speak to someone directly?"

Northerners pay far more than what’s considered ‘affordable’ prices.

The logic that the 35 million people with an Internet connection should pay for the national communication grid south of 60, while 109,000 Northerners pay more for the remaining third of the country is absurd. That’s like putting a toll on the Transcanada Highway and charging people in Alberta and BC over twice as much because they live so far away from Ottawa.

For all the evils of Covid-19, it has cemented the reality Internet service is an essential service in the North. It is television, radio, phone services, Internet all in one.

Our governments, with the majority of staff working from home, now govern by Internet and communicate to the people by Internet. Now, Northern children will rely on it for their education. The bills for normal usage and overages is nothing less than an overburdening, terribly unfair tax on Northern Canadians.

Everybody seems to be following self-isolation rules in the community of Kinngait, according to Mayor Timoon Toonoo.

"There was a bit of confusion, the selfisolation rule coming in from southern Canada started on March 15," he said.

"With the isolation orders outside of Canada starting way ahead of the Canadian isolation orders, some were confused about this."

Toonoo was assured both retail stores, Northern store and Co-op both have good stock, there was also confusion on the rationing of toilet paper, hand sanitation and disinfecting goods.

"Northern Store limited how much you can buy, but the Co-op didn't put a limit on how much you could buy."

Despite this he said produce and dairy

and food staples are in very good stock.

"The local Hunter and Trappers Organization is going to start buying food from local hunters once funds become available and this will depend on availability of country food," Toonoo said.

The Community Wellness Committee is also buying food hampers for single parents who have children as well as Elders, possibly each household as well depending on the availability of funds.

With people generally following social distancing protocol, the mayor has not taken note of any issues around the community.

"I am not aware of any gambling issues in households, should this be an issue the council will discuss this," he said.

"Alcohol Council will also consider asking the minister to stop sending in shipments of alcohol for the next two weeks."

The Qikiqtani Inuit Association is putting $3 million towards food vouchers for elders during the Covid-19 pandemic.

The $250 vouchers will be distributed to Inuit elders 60 years and older every second week.

The project, made possible through the federal Indigenous Community Support Fund, has been created through a partnership with Arctic Co-operatives, the QIA announced on Monday. The QIA is also allocating $2 million for harvesters to provide country foods to Qikiqtani communities.

Those eligible to receive the

funding will have established camps or cabins, must have their own transportation and priority will be given to harvesters who spend 14 or more days on the land, according to the QIA. Another $1 million will go toward other needs as they arise.

The QIA will also aim to help families with children get the health, social and educational services and supports they require through the existing Inuit Child First Initiative.

"It's imperative that we protect the most vulnerable in our communities in the face of the Covid-19 pandemic," says QIA President P.J. Akeeagok, "We need to ensure that our elders have the food and basic supplies that they need, that our

children are supported, and that no Qikiqtani Inuit are left hungry in these unpredictable times."

QIA will also be ramping up our communications and public outreach efforts to continue to inform and educate Qikiqtani Inuit about Covid-19 prevention and mitigation measures.

A contingency fund is set aside to address any unanticipated needs associated with the Covid-19 public health emergency.

The funds for QIA's Covid19 response plan come from the Indigenous Community Support Fund (ICSF) announced by the Federal Government on March 25, 2020. QIA's share of that fund is $6,132,544.

Inuit Tapiriit Kanatami (ITK) is calling upon the federal government to designate air transport as an essential service to 51 Canadian Inuit communities during the Covid19 pandemic, and to fund the airlines accordingly.

Airlines have been reducing service as demand has dropped steeply due to

the coronavirus.

"Air travel routes in Inuit Nunangat are equivalent to the TransCanada Highway in southern Canada. They are vital links connecting remote regions of the country to each other and to more populous centres," Natan Obed, president of ITK, stated in a news release on Tuesday.

"Our airlines are called on for the transport of medical patients and for delivery

of Covid-19 swabs, and form a critical backbone to our healthcare system. Any delays in this system due to significantly reduced flight schedules poses a significant risk to Inuit health and wellbeing."

ITK noted that major airlines operating in Inuit Nunangat "have pledged a minimum level of passenger and cargo service, at increasing financial loss. With declining revenues, this will become increasingly

difficult, if not impossible, to maintain."

The Inuit advocacy organization called for emergency support from Ottawa for airlines serving Inuit Nunangat.

Designating those airlines as an essential service would allow federal funds to be allocated, "as they are for other federally regulated services to which all Canadians have a right to access no matter where they live," ITK stated.

'We need help,' Naujaat grandfather says Mould, rotting floors and high rent cause grief for longtime public housing occupant

A mouldy home and high rent are tormenting a Naujaat family.

Lazarie Katokra says his grandson no longer lives with him because the black mould found in various areas of his public housing unit could be making the little boy's respiratory condition even worse. Desmond Joseph Mingeriak has already been on numerous medevac flights to Winnipeg despite recently turning one year old.

"He had the hardest time breathing ... we have so much mould," said Katokra, adding that Mingeriak is now back with his parents in their apartment in hopes it will improve his health.

The grandfather said he has complained about the mould and one day, after his wife kneeled at the bathtub to wash her hair and the floor broke open underneath her, Nunavut Housing Corporation (NHC) workers came in February and put plywood in place as a repair.

They also covered some of the mould with the sheets of wood, according to Katokra.

Further complicating matters, Katokra quit his job as superintendent of the community's power plant last August and went on long-term disability. Even though his employment status changed and nobody else in the household works, he said his $1,600 monthly rent bill from the NHC didn't budge.

He can't afford to pay that much, he said.

"We need help," Katokra stated.

He added that a housing corporation official told him recently that the 10 occupants of his three-bedroom home would have to move in with his daughter, but when the NHC worker realized that would put 15 people in a two-bedroom unit, she changed her mind, according to Katokra.

So now he and his family are on a waiting list for another housing unit and the one he's in would then be renovated, he said.

"There's no empty units here in town right now," he said. "It's a very small town. We try

to be happy here though."

Eric Doiron, director of policy and strategic planning with the NHC, informed Nunavut News that rental adjustments should be made when tenants inform their Local Housing Authority of changes in employment.

He said the NHC is not aware of the practice of placing sheets of plywood over mould.

Doiron also said that moving from one residential unit to another would occur when a family informs NHC that they wish to downsize.

In regards to the maximum number of occupants per unit, he added that NHC follows National Occupancy Standards. Those standards state that there should be no more than two people per bedroom and that parents or couples, as well as household members 18 years or older, should have their own bedroom.

During the winter session of the legislative assembly, Amittuq MLA Joelie Kaernerk once again pressed Housing Minister Patterk Netser to reduce the rent for occupants of mouldy homes.

Netser replied, "For the tenants who are renting mouldy units, after the local housing organization has investigated the matter, then their rent is lowered."

NHC president Terry Audla added that the corporation is trying to prevent mould growth.

"For example, determining if the ventilation system in the house is turned off or not being used often enough," Audla said. "When there is not enough air circulation, the tenant will be given advice on how they can reduce the mould. With the (housing) designs, we have redesigned the houses to prevent mould growth. With the houses that are renovated, we have redesigned the model to prevent the growth of mould."

In late February, Netser also announced that an independent review of NHC programs and policies would be conducted with an expectation that the study will be complete by spring 2021. That analysis will include ways to improve the existing rent scale and homeownership programs.

Nunavut health minister extends public health emergency

Nunavut The territorial public health emergency enacted due to Covid-19 on March 18 will be extended until at least April 16, Health Minister George Hickes announced Thursday.

"There are still no confirmed cases of Covid-19 in Nunavut, and we want to maintain all our efforts to stay prepared and vigilant," Hickes said. "I am confident we are taking the right steps to protect Nunavummiut and this extension will allow us to continue on this path.

"Thank you to all Nunavummiut doing their part to maintain social and physical distancing, staying at home and keeping their communities safe and well. It's up to all of us to plank the curve and slow the spread of Covid-19."

Under the public health emergency, public gatherings are not allowed, all bars have been closed, restaurants can serve take-out orders only with no more than 10 people in a lineup at a time and taxis are limited to a single pickup per fare.

Qaggiavuut provides emergency relief to Nunavut's artists

Nunavut Qaggiavuut, an organization that promotes the performing arts in Nunavut, has provided financial assistance to 17 artists and is inviting others to apply for emergency relief, if needed during the Covid-19 crisis.

Some performers are without income due to the cancellation of gigs and appointments.

"Our brave artists take great risks to dedicate their lives to create and perform and we owe it to them to help them out during this crisis," said Qaggiavuut chairperson Vinnie Karetak, an artist himself.

Mary Itorcheak, an actor, musician and single mother, lost income when her appearance in a British Broadcasting Corporation series was cancelled along with several performances in March and April.

Qaggiavuut's emergency fund began doling out relief on March 18 and will continue until federal emergency funding is available to support gig and contract workers not eligible for EI, the organization stated.

"This funding helped me get through, I really appreciate it", Itorcheak said in a news release on Wednesday.

Pond Inlet youth who collided with police vehicle dies of injuries

Pond Inlet A Pond Inlet youth who was sent by medevac for treatment after a collision with an RCMP vehicle on March 27 has succumbed to his injuries, the police announced on Tuesday morning.

The boy was sliding down a hill and crossed the roadway when he and the RCMP vehicle made contact, according to the Mounties. He was initially listed in stabled condition in the hospital but he died on Monday.

"Our thoughts and prayers are with the family of the youth and Pond Inlet residents during this very difficult time," the RCMP stated in a news release.

An investigation into the tragic incident is being carried out by the RCMP's Major Crimes Division and Forensic Identifications Unit, with assistance from Ottawa Police Service.

Qulliq Energy Corp applies to reduce customers' bills

Nunavut Qulliq Energy Corporation has applied to have power bills reduced – an amount that will save the average customer $14.50 per month. The power corp. announced the application to the territory's Utility Rates Review Council on the morning of April 1. QEC is seeking a reduction of 2.76 cents per kilowatt hour from April 1 to Sept. 30. This is because of the falling cost of fuel.

"The requested fuel rider refund is related to the decrease in territorial fuel prices announced in January," said Jeannie Ehaloak, minister responsible for QEC. "Decreased fuel costs benefit customers by lowering electricity bills and putting money back in the hands of Nunavummiut."

Customers who will see their bills drop $14.50 per month are those who use approximately 500 kilowatt hours per month.

Public housing tenants won't see a difference, however, because they are subsidized under Nunavut Housing Corporation's program.

Kimmirut is adhering to the advice of the Department of Health by practicing social distancing and self-isolation.

The community is being well informed of all official updates from the government, said John Mabberi-Mudonyi, Kimmirut's chief administrative officer (CAO). Residents are listening to the radio for news. People are practicing self-isolation and social distancing.

According to the CAO, stores are allowing a maximum of 10 people to enter at a time. Presently, there is no shortage of supplies or food in the community. Cargo

deliveries are still being made.

The schools and all recreational facilities remain closed. GN employees are working from home.

The hamlet office remains open with about five employees, who are practicing social distancing.

Any staff member who has a cold is staying home to self-isolate.

"There is no evidence that people are not doing what is requested," expressed MabberiMudonyi, referring to self-isolation and social distancing.

He encourages community members to follow the "simple" rules of washing their hands and practicing social distancing.

"Generally, there's really no sense of panic that you can see in the community," he said.

The Qikiqtarjuaq community is making a great effort to provide food to those in need while adhering to social distancing. Both the Northern Store and Tulugak Co-op are providing delivery services for elders and mothers with babies.

Food continues to arrive weekly through Canadian North.

Harvesters are still heading out for day hunts. They continue to catch and share country food with community members, said Mayor Harry Alookie.

Tulugak Co-op has also started preparing lunch packages for students. The packages can be picked up during business hours, said Alookie.

The Qikiqtarjuaq Wellness Committee has started delivering food hampers to the doors of households.

The schools, daycares, churches and

arena all remain closed in Qikiqtarjuaq, said the mayor. Some limited services remain open at the Hamlet, Housing Association, Health Centre, Northern Store and Tulugak Co-op.

Local residents have started to respect the rules of social distancing, he said.

Only a maximum of nine people can gather together. Two deceased were buried at the cemetery in open air with limited gathering, explained Alookie.

"We believe that Qikiqtajuaq Health Center is regularly informing the residents (of) the best way to minimize the risks (of) spreading Covid-19," said the mayor.

The Hamlet is now in the progress of setting up an Emergency Operation Centre. In case of a possible outbreak, evacuation and quarantine sites have already been selected.

"Simple tasks that we used to enjoy are not as simple as they (used to be)," said Alookie.

Gjoa Haven administration rolls up sleeves to combat Covid-19

Administration in Gjoa Haven has been working hard to inform residents and reiterate the importance of following protocol during this pandemic.

"This is a tough time with the Covid19 and is hard on the communities, especially with the social distancing and hand washing," said Ed Devereaux, the senior administrative officer in the hamlet.

"It has been a lot of work to educate people on what is happening, the hamlet has made preventative sign posters and delivered to households to reinforce the no visiting rules as well as delivering cleaning supplies to each household," he said.

"People are picking up on the seriousness of the disease and are aware that should they have any symptoms to

seek help and follow protocol."

The hamlet has stopped all public gatherings, they did build a skating rink on the ice but realized it was not a good idea and cancelled the use of the rink.

A local fishing derby was an idea put forward but again the community was worried about self distancing so that was also cancelled.

"The hamlet as well as the Wellness Centre are trying to keep peoples spirits up by holding trivia questions, contests on the local radio, radio bingo where cards are delivered to each household and Hamlet will be providing the prizes," said Devereaux.

The hamlet has had inter-agency meetings with various groups such as the Local Housing Association, Health Centre, stores and RCMP to set up contingency plans for the community to discuss preventative measures and to help keep the community as safe as possible.

A little goodwill can often go a long way and, in at least one case, it tastes pretty darn good at the same time.

Especially at a time like this.

Terence Tootoo Memorial (TTM) senior men's hockey championship committee members Troy Aksalnik and Hamish Tatty were at the hamlet garage in Rankin Inlet watching a couple of recreation workers preparing tools to take out the ice surface at the new Rankin arena on March 24.

Aksalnik and Tatty had been lamenting the fact the TTM would have been starting the very next day if not for Covid-19 and the precautions put in place to slow its spread.

Aksalnik said the TTM committee always gives back to the community during the tournament, so what was to stop them from coming up with a kind gesture for some families in the community, even though they weren't going ahead with the event this year.

"We came up with the idea of the pizzas and then we, kind of, asked around a bit to find out which families should get one, or maybe two, depending on the size of the family," said Aksalnik.

"So we ended up ordering 22 large pizzas from Chadd Burrill at the Slapshot Canteen

at a cost of about $950, and then we distributed them to 18 families who may not get to enjoy something like that all the time.

"They went to single moms and dads, families with lots of kids, and people in need. " The TTM committee helps out with a number of things in the community throughout the year.

Aksalnik said the committee tries to give out $10,000 a year, with the majority of that going towards the community's minor hockey program.

He said in that regard, it's all about helping to create opportunities for Rankin's minor hockey players, and they also make sure they do what they can to help out in other areas of the community, such as the local food bank.

"I delivered all 22 of the pizzas to the families and it only took me about 25 minutes.

"Chadd (Burrill) can cook about eight pizzas at a time there, so I delivered six at a time and each time I came back there were six more ready to go.

"Someone else, who wished to remain anonymous, bought 13 pizzas to distribute the same way earlier in the week.

"I didn't give (Burrill) too much notice about the pizzas, but I figured if he could do 13, then he could handle 22."

So we're hearing plenty of tips on how to stay safe during the Covid-19 deal. The Malaysian government came up with its own tips on April 1 and, no, it wasn't an April Fools joke.

A tweet from the country's Ministry of Women, Family and Community Development late last month urged women to do this: refrain from nagging their husbands, don't be sarcastic, dress up nice and wear make-up. Naturally, it didn't go down too well and an apology was issued on March 31 along with a discontinuation of the campaign. You know, had they stopped at the nagging deal, I think more people would have been OK with it.

Anyway: You get a spot, you get a spot ...

What to do with the National Hockey League when – and if – it returns this season is the big question.

I had a conversation with someone in a supermarket one evening during the Covid-19 toilet paper panic buying frenzy and he came up with the idea of having each team get to 72 games and start the playoffs with whoever met the requirements once that number was reached.

I liked that idea because it made sense. It brought finality to the season – shortened as it may be – but at least everyone got to play the same number of games and everyone knew where they finished.

Which is why the idea of a 31-team NHL playoff is perhaps the worst idea that has been floated thus far.

Why bother with the regular season if that's what the format will be? There's a reason you play the regular season: to determine who moves on for the right to play for the big prize.

I thought we were past all of this everyone-gets-a-trophy nonsense when adults came into play. This isn't some little kids league where even if you get blown away in every game or only win one game all season long, you still get the same size trophy the eventual champions get so we don't hurt any feelings and the ego of the overbearing parent who, for some reason, has more invested in the outcome of the fifth-tier squirt house league than their child does, remains intact.

Naturally, players like PK Subban, who plays for the New Jersey Devils, would be all for it. Why? Because it means his bottom-feeding squad would have a chance to win the Stanley Cup. I'm sure if you polled the Detroit Red Wings roster, they

would be up for a deep run into the playoffs as well ... considering they've been the worst team in the NHL all season long.

As far as I'm concerned, you take the divisional leaders right now, line them up in a round-robin tournament in Belarus (remember, that's the only country with actual professional sports actually happening right now) and whoever comes out on top wins the Stanley Cup. Keep the crappy teams away from this and don't let PK Subban anywhere near the playoffs.

Meanwhile in the minors ...

On a more serious note, spare a thought for those players in the lower echelons of professional sport. The ones who aren't on guaranteed seven or eight-figure contracts. The ones who depend on their sport for a paycheque.

Everyone who plays below the top is on a much lower pay scale and unless they have a contract with the big club – oneway or two-way – they aren't getting anything.

I was reading about the struggles of those in the ECHL, the AA-level of professional hockey, two levels below the NHL. All of these guys have been out of work since mid-March and the playoffs have been cancelled. That means their average weekly salary of $700 is gone and any bonus money they would have made for a deep playoff run is gone as well.

Now, the players are quick to point out that there are those who are worse off than they are and they're right. Anytime you think you have it tough, remember that there's someone who has it rougher than you have it and there are people in very rough times right now. The only real blessing for the players is that their health insurance has been guaranteed until June 30. That's something in a world which provides nothing for them at the present time.

They're like everyone else in the same situation: how do I afford to get to next month? The only hope for them right now is next season. If there is a next season.

And finally ...

Good Idea: Travelling to see your son because he's ill.

Bad Idea: Being fined for travelling to see your son because he's ill.

Listen, I get that we shouldn't travel or go anywhere far because of Covid-19 but if I was away from my family and something happened to them, you'd need to kill me to stop me from going to them.

Jerome Boateng, who plays with Bayern Munich of the German Bundesliga, was fined by the team because he left Munich while the German state of Bavaria was under lockdown because of the virus.

The reason he left? His son was ill. Being a father, he wanted to be near his son at his time of need. And let's be honest – wouldn't you want to be by your child's side if he or she was ill or needed help? That's what you do as a parent. Like I said, I need to be dead to not be near my children if they were in need.

To Boateng's credit, he took the punishment and the team has said the fine would be donated to children's hospitals in Munich. Fine, alright, but what a terrible move by the club.

What they should have done was quietly take him aside and tell him to make a donation in lieu of a fine so the team could announce that he left in contravention of team and state regulations but Boateng made a donation in lieu of a fine because he realized his mistake.

Iglulik faces 'tragedy of indifference' from feds during pandemic My sister is among the Canadians stranded in Peru.

My family, as you may expect, is quite concerned about her well-being. Peru has closed its borders and is enforcing quarantine with its military. We contacted our MP and within a few hours had a response. The Government of Canada seems to be in constant contact with her and her fellow stranded citizens.

The Prime Minister himself spends a considerable amount of time bringing attention to Canadians abroad. The repatriation effort is underway and even somewhat successful; my sister is flying home in a couple days.

In the meantime, she's sipping Peruvian wine and hanging out with roommates in their AirBnB. Peru has 1,065 confirmed cases of Covid19 while Canada is averaging approximately

that many new cases per day. Even if the health system in Peru is underwhelming, it seems that a lot of effort and worry is being put into taking Canadians out of what is, according to my sister and the data, a fairly safe and controlled situation.

Compare that to where I live in Canada: Iglulik. We're an Inuit community of about 1,800 people more than a few degrees of latitude above the Arctic Circle. Iglulik has no

doctors and seven beds in our health centre.

When Iglulik phoned the federal government to ask what they were going to do for Northern Indigenous communities, they replied by saying that they were flying in tents to hold the infected people.

They seemed to forget that it's -30 C outside. Moreover, people here live in crowded houses, often with 10 or more people. It's pretty difficult to self-isolate when you and your family share one room of a house. When the virus does get here, it's going to spread like wildfire.

Many people have respiratory health issues.

Nunavut has seven ventilators. The virus, which attacks the lungs, is going to be particularly deadly here.

Bob Lyall, a respected community member of Taloyoak, is sharing his thoughts on how the community of Taloyoak is handling self-isolation.

"The town is actually very quiet, most seem to be following isolation rules except for a few who get together for gambling purposes," he said.

"It's been super cold and that has been a big help in keeping people indoors."

Most people have been staying indoors, but hunters have been going out to get country food and share with the community in addition to an HTO program for food, Lyall said.

"The Wellness Centre has been providing breakfast hampers and a bottle of javex for each household.

Both Northern Store and the Co-op are stocked, except for hand sanitizers and Lysol Wipes, but freighters are still arriving keeping food on the shelves."

People have also been helping their Elders, volunteering to get ice for Elders for their tea as they prefer

fresh ice over tap water. In conjunction with Gjoa Haven, they Anglican Church held a service on the local radio station on Sunday and should be holding services every Sunday.

"We are happy to say that three students who were studying in Iqaluit have been flown home, my daughter Cathy who is studying in Psychology at the Carlton University in Ottawa has chosen to remain in Ottawa," Lyall said.

"My son Mark and his girlfriend are in Yellowknife awaiting the birth of their child and will have to self isolate as well before coming home."

returned. With increasingly limited flights, the community may not receive the results for possibly 10 to 15 days. That's plenty of time to infect every house in Iglulik.

After Covid-19 has been known about for a month, funds have finally been released, which, according to the Mayor of Iglulik, they haven't seen yet and have been given no instruction on how to use. Iglulik, for its part, is working outside the government because up until now, the government has been woefully incompetent in responding to this crisis.

In other words, Canada's North and the people who live here are on the verge of a tragedy of indifference. This is in stark contrast to Canada's action in repatriating my sister from Peru.

If I wanted Canada's attention, maybe I should be in Peru.

Senator welcomes federal Covid-19 compensation Patterson says funds can help artists

The federal government's $2,000 per month payments to Canadians who have lost work due to Covid-19 can benefit Nuanvummiut carvers, seamstresses, actors and musicians, Sen. Dennis Patterson says.

Known as the Canada Emergency Response Benefit (CERB), the $2,000 payments will be available for up

to four months.

The closure of performance venues, craft fairs, bars and restaurants due to the coronavirus means a variety of Nunavut's artists are missing out on income, Patterson noted.

To be eligible for CERB, an individual must have earned $5,000 in the past year. Those who are unable to earn income because they are taking care of anyone sick with the virus or who are looking after children

affected by school closures may also apply for CERB. Applications can be submitted during the week of April 6 via the Canada Revenue Agency website or by calling a 1-800 number yet to be announced.

CERB payments may have to be reported as income in the 2021 tax year.
