Nunavut's justice system has set free 23 inmates over the past few weeks due to the potential effects Covid-19 could have on crowded facilities.

Twelve inmates received their early release on April 1.

Five of them were serving time at Baffin Correctional Centre (BCC)/Makigiarvik in Iqaluit; four were at the Rankin Inlet Healing Facility; while the Nunavut Women's Correctional Centre in Iqaluit, the Uttaqivik Community Residential Centre – a halfway house in Iqaluit – and the Kugluktuk Ilavut Centre each housed one of the released inmates.

BCC still housed 43 inmates as of Wednesday.

In addition, Nunavut courts held bail reviews on March 27 and granted 11 inmates release from BCC/ Makigiarvik. They were waiting for their court cases to proceed, a process known as remand.

The Department of Justice refused to comment on the nature of the charges laid and offences committed by the released inmates.

"However, I can assure you that victim services have been involved and have made every effort to contact community members who may be impacted as a result of any release," stated Jessica Young, director of policy and planning with the Department of Justice.

The corrections division continues to take in individuals accused of certain crimes, Young noted.

A number of precautionary steps have been taken to lower risk in light of the coronavirus pandemic, according to the department.

All visitation and non-essential traffic at the penal facilities has been suspended.

New inmates are being isolated for 14 days and nurses screen them for symptoms of the virus.

Hand-sanitizing stations have been installed in high-traffic areas and cleaning of the institutions happens more frequently.

Staff have access to response/ containment kits that contain gloves, masks, face shields, gowns and instructions for proper use.

Food and supply orders have been bulked up to ensure facilities are well stocked should an outbreak occur.

Using rapid testing to try to determine who has Covid-19 before they exhibit any symptoms should not take the place of 14 days of isolation, says Nunavut's chief public health officer Michael Patterson.

Nunavut's top doctor says method 'not appropriate' for widespread use

Agnico Eagle has established a Covid-19 testing lab for employees at its Meliadine gold mine and has enlisted the services of a distinguished doctor and researcher to lead the project.

Testing of the 470 employees at Meliadine, on a voluntary basis, was expected to start on March 6. The company is aiming to expand the initiative in the near future to include its Meadowbank complex, which comprises another 350 staff.

Test results are expected to be returned within three to six hours.

By comparison, the Department of Health's tests of Nunavummiut sent to Winnipeg for analysis take four to eight days to be completed.

Although Agnico Eagle stated that the mine's lab can confirm a positive test even if an individual doesn't show any symptoms of the virus, Nunavut's chief public health officer, Michael Patterson, pointed out that the testing method actually has a an error rate of approximately 30 per cent when attempting to determine whether an individual without symptoms might develop the coronavirus.

"There's still a lot of research going on to figure this out," he said.

Patterson expressed great respect for the experts that Agnico Eagle has hired to oversee the mine site laboratory and he said if the researchers can prove that their "presumptive" testing is accurate enough, they then might be able to get Health Canada's approval. He added that he's not opposed to the mining company's ambitions.

"I have no intention of slowing it down," said Patterson. "But I think we have to be very clear about the limitations of a test and the limitations about some of the strategies that

have been proposed. Using it to take the place of 14 days of isolation is dangerous. And we're not going to do that. If it gets approval and it's up and running, then we can look at using it as a stop-gap for Rankin or other communities in the Kivalliq region until we can get these other devices in place. But it depends on depends on a number of things."

There are other reasons why the rapid testing method in question wouldn't be practical on a broader scale for Nunavummiut. Some of the chemicals used in the testing devices are imported internationally and can be difficult to obtain due to high demand, according to Patterson.

In addition, there's only one lab in Nunavut's hospitals that can accommodate this kind of equipment, Nunavut's top doctor noted.

"If the flights go down to once a week in some of the remote communities, that could mean that if we're trying to get the swabs from say Naujaat to Iqaluit or from somewhere in Kitikmeot to Iqaluit, it could be two weeks before we can get the lab results analyzed," Patterson explained. "(The rapid testing) could be of use to the community that it's placed in, but could be detrimental to the other communities of Nunavut."

Leading Agnico Eagle's Covid-19 testing facility is Dr. Gary Kobinger, a professor in the Department of microbiology and infectious diseases and the director of the Research Centre on Infectious Diseases at Laval University in Quebec City. Kobinger was a co-developer of a vaccine to prevent the Ebola virus and a drug to treat people already infected with the often-fatal illness.

"Agnico Eagle has a responsibility to provide a safe workplace and our priority is to protect the health and safety of our employees and the surrounding communities, especially in a context such as Nunavut," said Sean Boyd, Agnico Eagle's CEO. "We are extreme-

ly grateful to Dr. Kobinger and his team for allowing us to be a pilot project for this new rapid Covid-19 testing lab as it provides us with an advanced level of protection for our employees and the communities."

Nunavut News inquired about the mining company's protocol if an employee tests positive for Covid-19 and the response was that

there's an "internal procedure approved by our medical director that will guide the course of action in the event an employee is found positive on site.

"This procedure was drafted respecting Health Canada recommendations."

Mother and daughter team sew over 140 masks amid Covid

Kugluktuk women Loretta Angnaluak and her daughter Savannah have had a busy weekend of sewing. For the mother and daughter team, it is a "no brainer" that they pull together to assist the community.

"The community of Kugluktuk has given me and my family so much over the years and it is our way of giving back," said Loretta.

Loretta and Savannah have sewn over 140 masks, their goal is to make masks for all the adults in the community, masks made with calico, headbands, bias tapes and elastics.

"Materials were running low we have been getting donations of material coming in from people in the community, and it is a great help," said Loretta.

"We need to flatten the curve, we need to stay ahead of the game, we can't wait until the virus gets here, we need to be proactive not reactive.

"I don't see this as a job, it brings me joy to be making these masks, just a bit of extra precautions for others to feel safe and to protect themselves."

Savannah says she is very proud of how she sees that everyone is respecting physical and social distancing, "When tough times happen, the first instinct of Inuit and Native people is to band together and support each other, but in this case we must physical distance," she said.

They both are proud of the measures that the Nunavut Government has taken to stay ahead of the pandemic, says Loretta.

"Nunavut is doing the best job they can in dealing with this virus, I feel safe."

The sewing continues, especially as the government has recently recommended the use of personal masks.

Loretta, who is originally from Cold Lake, Alta. had made her move to Kugluktuk back in 1988 as a dental therapist and later changed her profession to social work.

Loretta married Sammy Angnaluak of Kugluktuk and have lived in a number of places in the North but have always returned to Kugluktuk. Loretta was called back to Kugluktuk as a casual for the Department of Social Services in February of this year working as an income support worker for the hamlet.

Community travel discouraged Covid-19 risk puts a clamp on much of the usual socialization between distant family and friend

Snowmobiles buzzing back and forth over the 76 km between Iglulik and Sanirajak is common for much of the year as family and friends renew acquaintances.

Covid-19 has thrown a wrench into that socialization for some.

Others are continuing to make the trip but unsure of how safe it is in the midst of a global pandemic, even though no cases have been diagnosed in Nunavut.

The territory's chief public health officer advises against all non-essential travel between communities, although there is no requirement for those who visit elsewhere within Nunavut to self-isolate upon arrival or when returning.

"All Nunavummiut are encouraged to stay home," reads a statement on behalf of Dr. Michael Patterson, adding that the status of travel between communities will be reviewed should a case of Covid-19 be confirmed in Nunavut.

On April 2, the Nunavut Association of Municipalities (NAM) added its voice to that call for non-essential travel between communities to come to a halt in order to limit potential for the virus to spread, should it arise.

"Several communities have already responded favourably," executive director Tony Bird said of the response to NAM's position on the matter.

In Sanirajak, Mayor Jaypeetee Audlakiak said he's aware of residents continuing to travel to and from his hamlet but he said traffic is lower than normal.

"We're trying to control that but because we're in the gateway to hunting grounds, sometimes on their way

Likely due to Covid-19, Audlakiak said he's only seen the occasional hunter from Iglulik and none

from Pond Inlet or Arctic Bay this spring but, he questioned whether the visitors will increase as the milder temperatures take hold.

Merlyn Recinos, mayor of Iglulik, said he and his hamlet council have advised residents to avoid travel to Sanirajak and that advisory

will become mandatory if Covid-19 appears.

"A lot of times people going caribou hunting they stop in Hall Beach and then continue on. We're asking them not to do that," Recinos said.

However, the mayor said hunting and going out on the land is still

being promoted because it's a means of obtaining healthy food.

He noted that the Qikiqtani Inuit Association has made funding available for trips to camps and cabins.

"Hunting is essential for people in Iglulik, especially during this time," said Recinos.

These are unprecedented times. This week, the Canadian military stated that it sees no "greater threat" to Canadians than the coronavirus.

Accordingly, Minister of National Defence Harjit Sajjan outlined plans under Operation Laser for the Canadian Armed Forces to support government responses to the pandemic, including mobilizing up to 24,000 members of the Regular and Reserve Forces to meet domestic needs.

Northern Canadians will certainly note that these announcements include activation of Canadian Rangers to full-time readiness to assist their communities.

"These flexible teams are capable of operating as local response forces to assist with humanitarian support, wellness checks, natural disaster response and other tasks as required," Sajjan explained.

"Canadian Ranger patrols will be available to enhance our understanding of the needs of the northern, remote and Indigenous

communities and we will be ready to respond as required."

Commonly described as the military's eyes, ears and voice in remote communities, the Rangers' leadership, organization and training often makes them the de facto lead during local states of emergency. Examples include avalanches, flooding, extreme snowstorms and power plant shutdowns, to forest fires and water crises.

Over the years, Rangers have played many roles, from delivering supplies to performing community evacuations.

Ranger patrols have even responded to a pandemic in recent history, supporting health officials in conducting mass H1N1 vaccine clinics in the Arctic.

Their effectiveness in times of crisis flows from the relationships, networks and partnerships that they have in their communities, their familiarity with local cultures, fluency in Indigenous languages and the trust that they have earned from their fellow community members.

Under Operation LASER, the military is prudent in turning to the Rangers in the North. Although Rangers are not trained in primary health care delivery, they are well positioned to support those who are.

They know their communities, who is most vulnerable and where support and

assistance might be required. Their specific roles and responsibilities remain to be determined, but there is little doubt that they will be involved in community wellness checks, supporting people who might be afflicted with Covid-19 (or at high risk of becoming so) and distributing supplies like groceries.

They might assist local health officials in setting up remote clinics or testing facilities.

As in the past, Rangers will also serve as a valuable conduit between their communities and government agencies that might be called upon to respond to a potential community outbreak, with important roles in passing reliable information about local needs.

In executing these duties, the military has made it clear that the health and well-being of the Rangers is a highest priority.

They will not be enforcing laws or asked to directly interact with or move people with confirmed or likely cases of Covid-19. Others will perform these roles.

How the Rangers will receive protective equipment and associated training in their communities remains to be determined.

While the scale of this pandemic response is unprecedented, the Rangers (and other members of the Canadian Armed Forces) are well positioned and prepared to work with territorial emergency measures organizations

and health agencies.

Over the last decade, federal and territorial partners have contemplated pandemic scenarios and practiced co-ordinated responses in Operation Nanook exercises and during meetings of the Arctic Security Working Group.

The Rangers' activation fits within this broader "Whole of Government" approach.

Placing Rangers on full-time service to support their communities shows a genuine commitment that the federal government, through this unique group of Canadian Armed Forces members, is looking out for Northerners' needs, leveraging existing community resilience and capacity.

The isolation of the Northern and coastal communities in which the Rangers live is the best defence against this global pandemic.

Turning to people who wear the Ranger red hoodie is a positive way to leverage local capacity and support local efforts in this time of apprehension and uncertainty.

Nunavut needs proactive support from feds Northern News Services

The Government of Nunavut has been put between a rock and a hard place by medical funding being offered by the federal government.

As the Non-insured Health Benefits program -- which covers medical travel -- with the federal government reaches the end of its contract amid Covid-19, Health Minister George Hickes has indicated he does not wish to re-sign the "longstanding program."

"I will not be signing a contribution agreement and the responsibility will go back to the federal government," Hickes said in the legislative assembly on March 12.

The reason for his reluctance falls on a federal government that has not been pulling its own weight with the program, leaving tax-paying Nunavummiut to pick up the bill.

It has been reported that in the last fiscal year that the GN has contributed $77 million while the feds have only covered $3.7 million, a mere drop in the "bottomless bucket" of medical air travel, as Arviat North-Whale Cove MLA John Main has described it.

once accommodations and ground transportation is taken into account, but there are still shortcomings considering the critical need for this travel and its ever-increasing cost.

Despite the GN's efforts to obtain more compensation, Indigenous Services Minister Marc Miller recently gave word that federal co-payments will only increase by "a very marginal amount" and Hickes is considering the matter unresolved.

Those funds, however, are especially crucial now as Covid-19 tightens its grips on Canada and inches closer and closer to Nunavut.

The territory has only received $516,000 out of the $500 million federal aid money for Covid and that number is based on a per-capita model.

With some of the highest costing and hardest to deliver health care in the country, the government might as well have given the territory beads and tobacco for all that is worth.

Given the very nature of this vast

country, lots of land with few people, it is borderline un-Canadian to suggest a per capita funding model is appropriate and this does not even consider the well-documented and persistent heath issues (particularly respiratory in nature) that Nunavummiut face.

The federal government has not declared northern air-travel to be essential either, which the president of ITK, Nathan Obed, is calling for because northern airlines are critical to the health-care system.

"Any delays in this system due to significantly reduced flight schedules poses a significant risk to Inuit health and well-being," said Obed, speaking about air travel to 51 Inuit communities in Canada.

Currently, airlines are struggling to keep themselves afloat in the North as they reduce their flights in order to cut costs as passenger numbers plummet.

Through due diligence, persistence and luck Covid-19 has not reared its ugly head in Nunavut -- yet.

Until the federal government takes its responsibilities to the North more seriously and proactively provides it with the support Northerners need, it is gambling with lives.

We are so thankful and grateful that the Hunters and Trappers Organization is still giving out caribou, fish and muskox. Anyone in the community is welcome to go and pick up some fresh meat and fish. For many years, our community have not plenty of caribou around so not much hunting was going on, but now caribou has been plenty out on mainland where hunters have been successful harvesting one of the best country food that Inuit enjoy all their lives.

We are so thankful especially during this difficult time of our lives all around the world.

Quanaqpiak to our hunters who have been taking care of their people. It makes our Elders very happy to see this going on and all this time during the scarce of caribou, they always knew they would be back soon.

Project naming: Do you know your elders?

Can you help identify the people in this old photograph?

Project Naming is a trilingual Web exhibition and searchable photographic database available in Inuktitut, English and French. The goal of this project is to identify Inuit in the photographic collections of Many residents are heading out on the land and to their cabins close by and to Bathurst Inlet to stay and away to avoid the Covid-19.

There are many programs going on to assist residents with necessary supplies to go to their cabin to encourage social distancing.

Nunavut teachers are permitted, on a voluntary basis, to enter schools in order to start developing learning packages for students since April 7.

The schools are not accessible to students. Only up to ten staff members can access the school at a time.

While at the school, all staff must adhere to the physical distancing recommendations made by Dr. Michael Patterson.

"The primary objective is to put in place some continuity of learning plans and packages for students," said Minister of Education David Joanaise.

Since March 17, all schools in the territory have been closed due to Covid-19 concerns.

On March 31, the Department of Education launched a website for students to continue learning while remaining at home. However recognizing that not all homes have internet access or computers, the school staff is now aiming to develop paper based continuity of learning packages. This requires teachers to access resources at schools.

All school staff are expected to return to work on April 21, 2020.

During Tuesday's press conference, Joanaise revealed that 93 Nunavut teachers are presently out of the territory. This is about eight percent

Since March 17, 2020 Sanikiluaq's Paatsaali School and all other schools in Nunavut have been closed due to Covid-19 concerns. All teachers are now expected to return back to school on April 21 regardless of whether the schools remain closed or re-open. Nunavut's chief public health officer will decide on April 21 whether schools continue to remain closed. of all school staff in Nunavut.

Joanaise said, these teachers were advised on whether or not they should travel outside the territory amid the Covid-19 pandemic.

Ultimately however, the decision was left to the teachers, he said.

Now, all these teachers must

undergo a mandatory 14 self-isolation period in the south before returning to Nunavut.

The Department of Education is currently working on bringing back the teachers from outside the territory while taking into the account this required self-isolation period.

Teachers who cannot return by April 21 are advised to contact their principal.

On April 21, Dr. Patterson, Nunavut's chief public health officer will announce whether schools will remain closed.

If schools remain closed, teachers are expected to resume operations

and develop continuity of learning plans for all students.

Alternatively, if schools open, operations will resume as normal.

Regardless of Dr. Patterson's decision, departmental exams for high school students have been cancelled until the end of June.

First wave of Nunavummiut to return home by Easter Monday

The two-week mandatory self-isolation period for some Nunavummiut is now complete. These residents were scheduled to return April 10.

As of April 8, there were 438 individuals in self-isolation down south.

This number reflects 252 medical travellers, 128 public members and 58 students.

By April 13, 286 self-isolated individuals are expected to be arriving in the territory.

Since March 25, Nunavut's chief public health officer gave orders that Nunavummiut in the south would only be permitted into the territory after clearing a 14 day self-isolation period down south. These tighter travel restrictions came into effect to minimize the risk of exposure and spread of Covid-19.

The only exception was made for critical workers who can enter Nunavut with permission from Nunavut's top doctor, Dr. Michael Patterson. In other words, critical workers do not need to self-isolate before entering the territory, they only need permission.

There are two flights, scheduled to arrive in Nunavut next week, which will be transporting both critical workers and self-isolated residents on the same aircraft.

When asked how Patterson could justify having these two groups travelling together, he responded, "the workers who have been exempted (from self-isolation) will be sitting in one area with a couple of rows between them and the people who have been through isolation."

The two rows of separation between the two groups is more than enough for contact tracing purposes, said Patterson, adding this meets Health Canada's standards for contact tracing.

Patterson assured "great lengths" have been taken to minimize the risk of a critical worker transmitting the

To prevent Covid-19 transmission from occurring en route, the travel history of each critical worker has been scrutinized, emphasized Patterson.

"We review their travel history and where they've been for three weeks before they intend to come to Nunavut. So we've got that extra blanket of security that they're not going to be transmitting Covid-19," he said.

Health Minister George Hickes added that the two groups will not come into any contact with each other during the whole travel process. They will have separate check-in lines and waiting areas at the gate. The plan is to board the residents first at the front of the plane, followed by the boarding of critical workers.

To completely restrict critical workers from coming into Nunavut, or forcing them to self-isolate for 14 days, would cause "greater harm" for Nunavut, said Patterson, adding it would limit the skills that are needed within the territory.

Forty-eight hours before departure, travellers will be informed about the travel and clearance process, Patterson explained during today's press conference.

The day before departure, on-site health staff will review each traveller's daily check-in logs to ensure all self-isolation rules have been followed.

A final in-person assessment of each traveller will be completed to check for any symptoms of Covid-19.

There are two flights scheduled to arrive in Nunavut next week that will be transporting both critical workers and self-isolated residents on the same aircraft. approving travel is issued," said the doctor.

On the day of departure, Nunavummiut will be transported from their hotel to the airport by a private shuttle, which has been thoroughly sanitized, he said.

To minimize the risk of exposure to Covid-19, airports and airlines have enhanced cleaning. Physical distancing will be maintained during the security process. Additionally, travellers will undergo another health check prior to boarding the plane, assured the chief public health officer.

Residents will travel to Nunavut either on chartered and scheduled flights.

Nunavummiut travelling on scheduled flights will be dropped off at the airport, met and guided by airline employees to check-in, escorted through security to the boarding area and finally boarded onto plane.

On April 10, a charter flight from Ottawa carrying 14 medical travellers and 35 students is scheduled to arrive in Nunavut.

On April 11, a charter flight from Winnipeg is expected to arrive with four medical travellers, 27 students and one public member. On the same day, there are also two scheduled flights from Yellowknife and Edmonton.

The Yellowknife flight will have 41 medical travellers and four public members. The Edmonton flight will

be boarded with four medical travellers and one public member.

On April 12, a charter flight from Ottawa will transport 22 medical travellers and 40 public members.

Another charter flight from Winnipeg will bring 33 medical travellers and 12 public members into the territory.

After the two scheduled flights with the critical workers and selfisolated individuals next week, the government will be taking a different approach.

"And just to clarify, after those couple of flights, we'll be moving to a schedule where critical workers will be only allowed on certain flights and there will be nobody from the isolation hubs on those flights," said Patterson.

With time, more information about Covid-19 is coming to light. About two weeks ago, Nunavut's chief public health officer said masks are effective only for health care staff and individuals, who are coughing. During Tuesday's press conference, Dr. Michael Patterson painted a different picture for the usage of masks based on new evidence.

The new recommendation is to wear a cloth mask in situations where Covid-19 is around and physical distancing and social distancing are difficult to maintain.

However, wearing a mask does not protect an individual from getting Covid-19, emphasized Patterson.

"If I wear a mask, it does not protect me from getting it from the people around me. What it does is it makes it less likely that I will spread Covid-19 if I happen to have it," said

the doctor.

"We don't want masks to create another false sense of security," he said, adding that people should not forget about social distancing and washing their hands.

In other words, a cloth mask should be used in addition to other precautions like handwashing and social distancing, not as a replacement for them.

"At the very best, masks are one part of a number of things that people should be doing to slow or stop the transmission of Covid-19," explained the chief public health officer.

There is now also "increasingly strong evidence" that some individuals are transmitting the virus before developing any symptoms, said Patterson. These individuals are being referred to as presymptomic.

If an individual is tested positive for Covid-19, for contact tracing purposes, many jurisdictions are now backtracking 48 hours from when the individual first exhibited symptoms.

"So if you develop symptoms on Thursday the tenth we'd go back to Tuesday the eighth and start contact tracing from that time," explained Patterson.

Individuals who get exposed to the virus and test positive but never develop any symptoms are called asymptomatic.

At the moment, whether asymptomatic individuals transmit the virus is less certain, said Patterson.

The question still remains how much of the Covid-19 pandemic is being driven by these different stages of infection, said Nunavut's top doctor.

"If we were to focus solely on symptomatic transmission, then we'd probably deal with the outbreak but it would take a little bit more time. If we can deal with presymptomatic and symptomatic, we'll have a much better chance of planking the curve early," said Patterson.

Presently for Nunavut the count for Covid-19 cases still sits at zero.

Is Nunavut's health department ready for a Covid-19 outbreak?

Doctor and nurse staffing steady; some medical equipment orders filled

As Nunavummiut wait to see when Covid-19 will be detected in the territory, the Department of Health is reporting a robust number of doctors and the vast majority of nursing positions are filled.

As of last week, Iqaluit and Rankin Inlet were overstaffed with physicians in case extra support to smaller communities is required. There was also a doctor in each of Baker Lake, Arviat and Cambridge Bay. Chief public health officer Michael Patterson acknowledged that Covid19 has influenced staffing, but it's not all been negative.

"I know of at least three or four physicians from Iqaluit who either have cancelled or we have cancelled because they've come from an area with a fair amount of Covid-19," Patterson said of southern doctors on contract. "I also know of a number of doctors and nurses who have volunteered or agreed to stay longer.

So at the moment we actually have more physicians in Nunavut than we expected in mid-February, so we're doing OK at the moment."

When it comes to nurses, the Department of Health revealed 106 nursing vacancies out of 294 total positions last week. However, casual nurses are filling the void in all but 17 of those permanent spots. By com-

parison, there were 295 total nursing positions in February 2019 and there were 119 vacancies at that time largely being covered by casual and agency nurses.

One of the provisions in place during the pandemic is for expedited Nunavut and NWT nursing licences to be issued to qualified nurses from other jurisdictions who are willing to come to the North, said Denise Bowen, executive director of the Registered Nurses Association of the Northwest Territories and Nunavut.

"We're ready to give them a licence quickly," Bowen said, adding that licences for telehealth can also be accelerated.

There's high demand for medical professionals across the country right now and "everybody's trying to maximize their staff and get people doing the right job," Bowen acknowledged.

In the legislative assembly in early March, Health Minister George Hickes said Nunavut has contracts with other Canadian jurisdictions to import nurses in an emergency, but their availability would depend on how much staffing pressure those provinces are under.

Protective equipment and ventilators The Department of Health stated last week that orders of swabs and masks – including 12,000 masks donated by energy company Sun-

cor – were recently delivered and distributed throughout the territory.

Swabs are used to take samples inside patients' nostrils for Covid-19 testing.

Other personal protective equipment includes gowns, gloves and face shields. Those items are "being delivered as product becomes available," according to the department.

Bowen said she hasn't heard any concerns from medical staff that there's an inadequate supply of personal protective equipment.

The Registered Nurses Association of the Northwest Territories and Nunavut follows recommendations from the World Health Organization, the Public Health Agency of Canada and the Centers for Disease Control in the U.S., Bowen noted. Best practices for medical professionals and guidelines for the public have changed a number of times.

"It's very fluid. Things change on a daily basis," Bowen said. "You have to recognize the fear that health-care workers face. You've got to protect yourself ... I think everybody's working as diligently and hard as they can to ensure people are as safe as possible in the situation we have ourselves in."

Nunavut's Department of Health also had five portable ventilators en route last week. That was part of an order of eight ventilators. Three of the machines, which aid patients in breathing, are still pending. That

This is a variation of the N95 respirator, which helps prevent the spread of viruses and bacteria. The masks are in short supply at many medical institutions across Canada will supplement the territory's existing seven portable ventilators.

Whether Nunavut's number of ventilators will prove to be sufficient depends on whether an outbreak of the coronavirus strikes in many communities simultaneously,

Pond Inlet is doing a 'great job with social distancing' says CAO

The community of Pond Inlet has been busy maintaining its food program while following social distancing procedures for Covid19. According to Pond Inlet's chief administrative officer (CAO) the local stores are doing "extremely well" with social distancing requirements.

Within stores, there are markers indicating the distance that people should stay apart.

"And I must admit the people in the community, as a whole, are doing a great job of distancing themselves from other individuals. So, they've really stepped up to the plate to do the right things," said CAO David Stockley.

The hamlet is doing "a lot" by providing food deliveries to elders and individuals in the prenatal program.

The plans are to also take over the breakfast program this week.

Families who have relied on the breakfast program will be delivered food baskets, said Stockley.

but has removed its tables and chairs.

Some kids may be seen gathered outside of stores, admitted Stockley, but those groups are gradually becoming smaller.

The outdoor rink, which volunteer firefighters created for kids is no longer being maintained.

Operations for water deliveries and garbage collection remain open.

Meanwhile, the library, community hall, arena and schools are all closed. At the airport, no individuals are permitted to enter the building unless they are flying.

Different areas within the community have already been scouted out for quarantine purposes. The GN is looking at their housing, said the CAO, adding they have about 12-15 vacant properties. A couple contracting companies, which have bunkhouses and the community hotel have also been approached about quarantine space.

"So we're just hoping and praying that everything that we're trying to do ... that we do have in place ... we can keep Covid-19 away from Pond Inlet," said Stockley.

GN and NTI fund $2 million worth of food for Nunavut communities

Nunavut The Government of Nunavut and Nunavut Tunngavik Incorporated are collaborating to invest $2 million in community food programs for children and elders in response to the Covid-19 pandemic.

Iqaluit will receive $200,000. Communities with more than 1,000 people will get $90,000 and those with fewer than 1,000 residents will receive $40,000.

Municipalities will decide, as early as next week, how to spend the funding on food distribution using existing networks, according to a Friday news release issued jointly by the GN and NTI. "School closures have left too many of Nunavut's children without the breakfast or lunch programming that helped alleviate food security issues in our communities," said Premier Joe Savikataaq. "We are committed to helping all Nunavummiut as we face this pandemic and we are very happy to be able to provide for our children and elders in partnership with NTI during this uncertain time."

The Government of Canada also announced $100 million for food banks across the country on Friday, but a breakdown of how much would be devoted to Nunavut specifically wasn't yet available.

Man charged with child luring

Nunavut If you receive a phone call from someone claiming to be a representative of Qulliq Energy Corporation (QEC) demanding immediate payment under the threat of disconnecting your power supply, it's likely a scam.

QEC circulated an advisory on Friday morning to make customers aware of the deceptive calls.

"At this time, QEC would like to inform customers that the corporation will not be performing disconnections of accounts or installing load limiters until further notice. These measures have been put in place to ensure that customers can avoid undue hardship during the Covid-19 pandemic," the power corporation's news release reads.

If you receive a suspicious call, hang up and contact QEC at 1-866-710-4200 to confirm whether the phone call was valid.

Kangiqliniq/Rankin Inlet A 28-year-old Rankin Inlet man has been charged with making explicit material available to a child and luring a child.

On April 3, the RCMP used a search warrant to investigate the residence of the accused, who was not identified in a news release issued Monday.

The man appeared before a justice of the peace in Rankin Inlet and was released on conditions. He's next scheduled to appear in court on Aug. 10.

The RCMP's Specialized Investigative Team and the Rankin Inlet detachment initiated the investigation on Jan. 22.

Pangnirtung hopes to receive funding for families to go on land

All community activities that would encourage gatherings have been shut down in Pangnirtung. The community centre and library are closed.

"The atmosphere seems to be fairly calm and settled down," said Daryl Dibblee, Pangnirtung's Senior Administrative Officer (SAO).

Individuals, who have been self-isolating, have been provided with food and hampers

to help them stay at home, explained Dibblee.

The Pangnirtung community is "certainly" adhering to the self-isolation rule, but social distancing is not being followed by all.

Kids can still be seen hanging around stores, explained the SAO. "It's hard because all our recreational facilities are shut down," he said.

The hamlet of Pangnirtung has submitted a "social distancing on the land proposal" to the federal and territorial governments.

The goal is to "try to get as many families out on the land," said Dibblee. The funding

from the proposal would allow the hamlet to cover the food and gas expenses of families, who are going out on the land, he explained.

Although closed to regular activities, the community centre has become the new location for the Council Chambers. It allows counsellors to meet while providing space to adhere to social distancing rules.

The community centre is also being used to hold group meetings involving the RCMP or health officials. The meetings take place once a week or when necessary to discuss community issues, said Dibblee.

Cargo flights are bringing in plenty of food and supplies into the community.

Hamlet Day, which was suppose to be April 6, has been postponed. There is no set date yet.

"We in this community feel that Department of Health and territorial government is actually doing a really good job," said the SAO, adding there is good communication.

Receiving updated information on a daily basis is helping to reduce the anxiety of people within the community, said Dibblee.

"People have information that lessens the anxiety. That's what we are seeing," he said.

Grise Fiord has 'plenty' of country food during Covid-19 pandemic

The community of Grise Fiord remains stocked with food and "plenty" of country food amid the Covid-19 pandemic. Food supplies are still coming in on a regular basis to the local co-op.

On April 8, members of the community were distributing food to those in need as a response to Covid19, said Grise Fiord's senior administrative officer (SAO). Last week, the hunters hunted fish and muskox for the whole community.

SAO Marjorie Dobson said, the plan is continue implementing the programs that distribute commercial and country food to the community.

Several local hunters have been hired to hunt seal and fish for the community. The hunted food is available to all but the priority is given to: income support individuals, people

with no transportation to hunt, elders and single parents, explained Marty Kuluguqtuq, HTO secretary treasurer of Grise Fiord.

Kuluguqtug said, there is "plenty" of country food in town. In fact, there are plans to send some muskox meat to Arctic Bay. According to Dobson, she has not observed any signs of panic publicly over Covid-19 within the small community of less than 200 people.

The community continues to observe the measures that are being recommended by the Department of Health. Cleaning supplies have been distributed to community members.

"We're encouraging people to wash often and clean as much as possible, said the SAO. Information about Covid-19 from the Department of Health is being disseminated through the radio daily, assured Dobson.

With the local church being

closed due to social distancing protocols, the radio has also become a handy tool for the church preacher.

All non-essential services are closed in Grise Fiord. This means that school and all recreational places are closed. The hamlet is closed to the public, but remains open to provide essential services like: water delivery, sewage collection and road repairs.

In light of what is happening with Covid-19, the hamlet plans to provide both water and sewage services over this long weekend. "We have been providing these services on an extended scale," explained Dobson.

The usual Easter activities are cancelled. Instead the plan is to deliver some bagged Easter goodies to kids at their homes.

"It's difficult for the kids to remain indoors, but they are staying indoors.

Everybody is trying to maintain their social distancing," she said.

A bantam hockey player from Rankin Inlet had a trip she won't forget earlier this year.

Mia Autut, 14, was selected to participate in the Global Girls Game in Signal Hill, N.L., Feb. 7 to 10.

Autut, the only player from Nunavut at the event, said she really enjoyed the experience.

She said there were a number of instructors for the different topics covered at the event and it was neat to

meet so many female players and coaches from around the country.

"I was nominated for this by my coach, David Clark, but I have no idea how or why I was selected," said Autut.

"We learned about endurance while there, as well as what it takes to be a fit hockey player and how to work effectively as a team with other people.

"We had all female instructors and they were all good at what they taught."

Autut said the mini camp also featured one hockey game where the camp's 20

participants were divided into two squads, red and white, to face off against each other.

She said the game was a lot of fun but the overall talent really wasn't what she expected.

"I felt comfortable out on the ice and fit in pretty easily.

"It really wasn't as challenging as I thought it would be.

"They were pretty good but I thought the talent level would be much higher, probably because I'm so used to playing with the boys here in Rankin Inlet."

Autut said the biggest

thing she took away from the mini camp was learning how to workout properly in a small space.

She said that means working out effectively with absolutely no equipment of any kind.

"It was pretty cool to learn how to do that and I would strongly recommend this experience to any female player in Nunavut.

"If they get the chance they should take it because it's a really good experience.

"They showed me how far you can go in hockey and how much fun you can have

getting there.

"And it's so much fun to meet a lot of different

people from a lot of different places and learn about their culture."

So as we carry on with the isolation and social/physical/ whatever distancing, I'm reminded of what we're dealing with.

I saw a photo online earlier this month of a soldier from World War II carrying a donkey on his back. Why? Well, apparently the field was full of mines and if the donkey stepped on one, it would set one off and cause as much damage as if a soldier did the same. The moral of the story? The ones you have to watch out for the most in times of danger are the jackasses who don't know any better.

Anyway: So it's a maybe?

In his own words, Karlos Williams has been his own worst enemy and is the reason he hasn't played professional football since 2015.

Williams plans on making a comeback and will do so this coming season with the Toronto Argonauts ... so long as there's a season. But he hasn't forgiven the way the Buffalo Bills, one of his former teams, supposedly treated him, specifically the team's former general manager, Doug Whaley.

Whaley drafted Williams in 2015 and it looked like a great move as Williams and LeSean McCoy turned into a big onetwo punch for the Bills. Williams, though, ended up being suspended before the 2016 season began for violating the National Football League's substance abuse policy and was released by the Bills during that year's training camp. Two subsequent suspensions saw Williams forced to sit out for an entire calendar year.

He could have played in the XFL this past season but he didn't want to because Whaley is employed by the XFL as the league's senior vice-president of football operations.

In an interview with The Athletic published on April 9, Williams let loose on Whaley, saying he could consume a body part, die in a hole and drink bleach. In case you aren't understanding, Williams doesn't like Whaley.

Williams is convinced that Whaley gave up on him too soon and he plans on sticking it to him by tearing up the Canadian Football League this season.

You know, I don't feel the least bit sorry for this guy. He decided to make his own decisions and blames his former employer because they decided to go in a different direction?

That's on him and if he's accepted responsibility for his past actions, that's a good first step.

Something else which bothers me: he's proclaimed that he's going to "tear up" the CFL and they don't know what's coming.

Right, junior. We've heard that song and dance before from so many people – Lawrence Phillips, Dexter Manley, Chad Johnson, Johnny Manziel – and they fizzle out worse than an East German sparkler. He'll be brought back down to planet normal

Dominico Field at Christie Pits in Toronto has been hosting the Toronto Maple Leafs baseball club for decades. It could be empty this season if the Intercounty Baseball League, which has been around for more than 100 years, cans the 2020 season, which looks more and more likely by the day. in no time.

Let's hope they make it Covid-19 is playing havoc with everything and that includes sports leagues of all sorts. I talked about how mid-level minor professional hockey players have lost any source of income until at least next season.

There's another league which is facing an uncertain future, though its commissioner has said it will push on no matter what.

The Intercounty Baseball League has been in operation in Ontario for more than 100 years and has featured some of the best amateur senior men's baseball in the country over that time. It's featured some players who have either gone on to play in or played Major League Baseball over the years such as Fergie Jenkins (Baseball Hall of Fame member), Rob and Rich Butler, Rob Ducey, Paul Spoljaric and Pete Orr. Former prime minister Lester B. Pearson even played with the Guelph Maple Leafs at one time.

But things are very much up in the air as the Brantford Red Sox and Barrie Baycats, the six-time reigning league champions, both announced they will not play in 2020 no matter what happens. The league is hopeful to have baseball of some sort in 2020 but Ontario is one of the hardest-hit places in Canada and Baseball Ontario has said there will be no action until

July 1, which is the downswing for the league's annual calendar.

Again, this is just one of many leagues facing such a situation but it's tough. I used to go to Christie Pits in Toronto from time to time and watch the Toronto Maple Leafs (the baseball team, not the hockey team) in action. Good quality baseball for not a lot of money and it was entertaining.

And finally ...

Good Idea: Contactless tap payment method using a hockey stick.

Bad Idea: That the unit has to be passed using a hockey stick because of Covid-19.

Thanks to Covid-19, we've had to change the way we live.

Literally. Luckily, there's Harvey's and Bauer to keep us happy that we're Canadian.

My favourite burger joint in the entire world has gone all drive-thru on its restaurants and does it without contact. The difference here is that Harvey's employees are passing out the payment unit attached to a Bauer hockey stick. This is perhaps the most Canadian thing I've seen since Vasek Pospisil of Vancouver drank maple syrup during a crossover in a tennis tournament earlier this year.

It's enough to make you smile and we all know we need to smile.

Arena ready for use as hospital Large facility in Rankin Inlet can be converted if needed

Rankin Inlet recreation coordinator David Clark and his crew have readied the new arena to be used as a relief hospital should Covid-19 appear and spread throughout the community.

Normally he and his staff would be hard at work preparing for the community's biggest bash of the year, Pakallak Tyme, which was scheduled to run during the first week of May. However, these days, Clark has more time to catch up on his year-end paperwork, now that the entire community is crippled by the threat of Covid-19 and community gatherings are strictly taboo.

So instead of preparing ways to make people smile and laugh, the recreation staff have prepared the new arena for the suffering and hoping it's never needed.

Clark said his crew have been working their butts off cleaning the building during the past three weeks so it's ready to go if needed.

"The head nurse and a doctor from our local health centre, as well as our fire chief and a representative from the Department of Health, came to take a look at the facility," said Clark.

"We did a walk-through of

the arena and I assured them the building would be spic and span if needed.

"We finished the job this past Friday, so, basically, our arena is locked again now until we're given the OK to start having activities again or it's called into use as a makeshift hospital.

"So that's where we're at with our new arena."

Clark said he's attending a meeting with hamlet administration this week to discuss Pakallak Tyme and the SkiDoo races.

He said there's not much anyone can do about the situation if the lockdown remains in place.

"To me, yes, you have to follow the direction given by your government but, at the same time, you have to try and normalize some kind of living for everyone in our community.

"I was pretty disappointed when I was told we had to shut the arena down and put snow across our outdoor rinks on Williamson Lake.

"It hurts our community in more ways than one. People don't realize the benefits these facilities and programs bestow on people in general.

"I think the mental health of some folks and their sense of well-being is being compromised at this time, for sure."
