COVID-19 found in Elder’s home, some residents sent south GN exploring acquiring Pfizer vaccine for residents 12-and-up

During weekly surveillance testing two staff members at the Iqaluit Elders Home tested positive for COVID-19, which has had a number of ramifications for it’s residents.

“We made the difficult decision to close the Iqaluit Elders Home after a staff member tested positive for COVID-19. As a result the majority of staff are isolating, which makes it impossible to provide safe, quality care to residents,” said Dr. Michael Patterson.

Due to staff members having to isolate for two weeks there are not enough staff to provide safe and appropriate care for that time period. As a result, the six current residents have been moved outside of Iqaluit.

Four residents were sent to Embassy West in Ottawa, Ontario while the other two are still in-territory. One returned home to their family while the other was sent to another facility in Nunavut.

“Both of these individuals (within Nunavut) will isolate for two weeks,” said Patterson, adding the family of the resident who returned home must also isolate.

Once the Elder’s home is able to get back to normal staffing levels most residents will be able to return.

“While the centre is closed, Elders will be supported in other facilities either here in the territory or in the south depending upon their need.”

The staff and residents of Nunavut’s long-term care facilities were among the first people in the territory eligible

to get vaccinated, however not everyone chose to take the opportunity.

“That’s how it happened,” said Patterson. “For people who have chosen to get vaccinated, there’s no doubt that the vaccine worldwide has made a big difference in their risk of severe COVID19. We continue to encourage everybody who’s eligible to get the vaccine (to take it).”

As of May 10 there were 12 active cases of COVID-19 in Iqaluit’s correctional facilities, all of which are being isolated at the Baffin Correctional Facility (BCC).

“We don’t know if COVID was brought in by one individual, we’re not trying to blame them they wouldn’t have known, then it spread to everybody else, everyone’s been in isolation since the first case was detected.”

Monitoring is ongoing to determing whether there has been any continued transmission at BCC. Pfizer vaccine approved for ages 12-and-up in Canada On May 5 the Pfizer-BioNTech COVID-19 vaccine was approved for use in anyone 12 and older.

As a result, the GN will be arranging to acquire some of the Pfizer vaccine. Public health officials didn’t say exactly when this will be happening.

It will be administered first in communities experiencing an outbreak or communities that have a higher risk of introduction. Iqaluit will likely be the first to have the Pfizer vaccine.

There is also additional federal funding to help with the pandemic response.

“We are grateful for this influx of in-kind and direct funding,” said Premier Joe Savikataaq.

The GN is currently reviewing on how to implement these new investments in remote learning, supporting child care, social supports and correctional services according to Savikataaq.

There have been four hospitalizations and medevacs to Ottawa to date from this current outbreak, two are currently recovering down south and should be able to come home soon.

“We continue to see spread of the virus in Iqaluit, including some through outdoor contact,” said Patterson.

“If you are getting together with someone from outside your household, please wear a mask and do it outdoors.”

If you have attended a house party within the last three weeks and cannot call the hotline or get through to it, then you are recommended to get swabbed at the Cadet Hall any weekday afternoon from 2 p.m. to 5 p.m.

Other ongoing ways the virus is still getting transmitted include workers who go outside together to have cigarettes and one instance where two children were playing outside. However, household transmission continues to be a main cause of ongoing new cases.

“As long as (household) spread continues, the outbreak itself is going to continue.”

Patterson also addressed concerns around pregnant women getting vaccinated, “to date more than 90,000 women have received a vaccine during pregnancy, and

“We do know that the risks of COVID-19 are higher during pregnancy, and since the vaccines are our best protection, I encourage everyone who is eligible to get vaccinated.”

He also added that vaccines lower the chance of transmission, while it is still being measured for an exact number, he said that it “in some preliminary studies, it appears to cut spread in a house from one person who’s infected by a least half.”

Public health measures to ease in Kinngait Travel restrictions will also be easing somewhat in Kinngait starting May 12 with the

last two active cases there recovering during the weekend.

“Anyone returning to Kinngait from Iqaluit must continue to isolate for 14 days along with their household,” said Patterson.

Masks will remain mandatory, indoor private gatherings are limited to five people, plus household members.

Indoor gatherings in public community spaces, including arenas may allow 50 people or 50 percent capacity, whichever is fewer and daycares may open. Outdoor gatherings of up to 50 people with physical distancing are permitted.

children ages two-to-four are encouraged to wear a mask and schools are moving onto stage three of the Dept. of Education’s plan.

“Sharing things like cigarettes increases the risk of spreading and catching COVID-19. Being outside gathering in groups that are not six feet apart, not wearing masks, these are activities that put the entire group at risk,” said Patterson.

Vaccination statistics released There have been 137 recoveries since this outbreak began last month.

16,569 Nunavummiut have received their first dose of the Moderna vaccine, and 13,080 are now fully vaccinated.

On May 10, the Department of Health updated its COVID-19 vaccination page to include percentage intakes for each individual community, these statistcs, however, go by July 1, 2020 population estimates and any population changes since then are not reflected in final counts.

The vaccine uptake for the capital as of May 10 is 5,016 for first doses, and 3,343 for second doses. The amount of people aged 18-and-over fully vaccinated in Iqaluit is 55 per cent.

Communities with the lowest reported vaccination intake include Igloolik with a 34 per cent second dose rate and Kugaaruk with 39 per cent of residents getting their second shot.

The communities with the highest vaccination rate include Resolute Bay with 83 per cent of residents having received their second dose and Cambridge Bay with a 64 per cent second dose rate.

Nunavut-wide rates currently average 52 per cent of people fully vaccinated.

Qikiqtani stands at 50 percent, Kitikmeot with 52 per cent and Kivalliq at 55 per cent.

Omingmak Frolics goes ahead outdoors, online Ollie the mascot returns to open Cambridge Bay spring festival

Ollie the muskox made his return Wednesday, in plenty of time to open the Omingmak Frolics spring festival in Cambridge Bay. Ollie had been missing for a few days as part of a contest in the lead-up to festivities. Hints as to his whereabouts were published online daily and many children in the community were determined to find him. Five-year-old Jack Analok made a sign with a depiction of Ollie and stood out in the streets with his mother Judi Okpik Lyall, trying to locate the mascot. Jack was worried about Ollie and didn’t want to go home without knowing he was safe, Judi said.

The ever-popular muskox delighted students at Kullik Ilihakvik on Wednesday afternoon, showing up to hand out candy and was readily hugged by the eager youngsters.

Festival events are set to get underway on Friday. This year’s edition of the Omingmak Frolics will take place outdoors and online due to the COVID-19 pandemic. It was only earlier this week that Nunavut’s chief public health officer officially approved of the scheduled events, allowing the festival to go ahead, said Valter Botelho-Resendes, a member of the organizing committee.

The Frolics didn’t take place last year due to the emergence of the coronavirus.

“Usually we have a pancake breakfast and usually we have a dinner – we can’t do any of that type of stuff,” Botelho-Resendes said, adding that adult and teen dances also had to be omitted from the festivities.

To ensure social distancing, he gave an example of the ice sculpture contest, whereby participants will create their masterpieces in their yards and then the hamlet will send judges around town to take photos and then gather to assess the entries.

“That’s kind of how we’ve combatted some of the things… just to keep it going,” said Botelho-Resendes said of the efforts of the organizing committee, which comprises about a dozen people.

With so many events scheduled to happen outdoors, some assistance from Mother Nature will be critical.

“The weather in the North plays a huge impact on everything, no matter what. We’re hoping that it co-operates this year for sure.

We’ll definitely need that more than ever,” he said.

Although there are limitations to activities and the weather may be less than ideal at times, a lot of residents are keen to indulge in the spring festival.

“The community is very excited,” Botelho-Resendes said.

“They need it. It’s been a long year.”

Public health measures contain other respiratory diseases RSV has dropped to a point where there were only one or two cases

The onset of COVID19 pandemic has brought a number of public health measures to the public, from mask wearing, social distancing and increasing sanitizing and washing of hands.

While this is intended to combat COVID-19, this has brought a number of unexpected positive side effects with other similar respiratory diseases.

“We’re doing far more testing for respiratory viruses than we did before this start-

ed,” said Dr. Michael Patterson, Nunavut’s chief public health officer.

“And yet we’ve noticed like the majority of jurisdictions, we’ve noticed less influenza and we’ve also noticed a lot less RSV (respiratory syncytial virus).”

According to Canada’s public health site, RSV annually is estimated to cause 3.4 million hospitalizations and 100,000 deaths globally.

RSV infects cells in the human airway and causes infection in the upper and lower airways, severe RSV manifests itself with influenza-like illnesses with bronchi-

olitis being most common in young children. The greatest impact of RSV is most felt in young children in the first two years in life and in older adults.

Synagis, the antibody used to treat RSV wasn’t quite as needed in Iqaluit this year due to the public health measures in place containing RSV. “(It dropped) to the point where we stopped giving synagis, or palivizumab at the end of April, which is early, but there was only one or two cases of people being admitted to hospital for RSV this year, which is unusual,” said Patterson.

Agnico Eagle paid $4.1 million to stay-at-home Nunavummiut workforce during first quarter Timeline for return to mine sites still unclear for Nunavut-based employees due to COVID-19

For the fourth consecutive quarter, mining company Agnico Eagle has paid its Nunavummiut workers to stay at home to minimize risks related to the spread of COVID-19 to Nunavut communities.

During the first quarter of 2021, the company’s Nunavut-based employees collected $4.1 million in wages, representing 75 per cent of their base salaries.

“In Nunavut, the vaccination campaign is well advanced and discussions are underway with local authorities to discuss the reintegration of the Nunavut-based workforce.

The company is in the process of establishing a reintegration plan taking into account logistics, testing and health protocols, as well as training plans required to ensure a smooth and safe reintegration. No timeline for reintegration has been set at the time of this news release,” Agnico Eagle stated April 29.

According to the company’s recently released 2020 Sustainability Report, Agnico Eagle employed 410 Inuit in 2020 compared to 442 Inuit in 2019 and 398 in 2018.

The report also reveals that Agnico Eagle directed $469 million – or 69 per cent – of its procurement spending for its Meadowbank Complex and Meliadine Mine in the Kivalliq region to businesses that are registered suppliers under Nunavut Tunngavik

Incorporated, in accordance with terms set through Inuit Impact Benefit Agreements.

Record gold production Agnico Eagle’s global operations achieved record gold production during the first quarter of 2021, at 516,804 payable ounces, including 12,259 ounces from Hope Bay’s Doris gold mine in the Kitikmeot, which the company formally acquired for $226 million on Feb. 2.

The miner has a target of 2,047,500 ounces of gold production for the full year in 2021, including its mines elsewhere in Canada, Mexico and Finland.

In 2020, the Meliadine Mine, 25 kilometres north of Rankin Inlet, churned out 318,889 payable ounces of gold.

The Meadowbank complex, fed by the Amaruq deposit, 120 km northwest of Baker Lake, reaped 209,413 payable ounces in 2020.

Better than forecast production at Meliadine and Meadowbank in March helped contribute to the record first quarter quantity of gold.

The company reported quarterly net income of $136.1 million for January through March of this year, boosted by higher than average precious metals prices.

Exploration plans at Hope Bay There’s $16.9 million set aside for drilling at Hope Bay this year, where three rigs will be based at surface and three will work underground.

Hope Bay has three significant gold deposits: Doris, Boston and Madrid. The company intends to get a better sense of each deposit’s potential and will also test some other locations along the 80-km Hope Bay greenstone belt.

Early drill results from the Doris deposit include 9.8 grams of gold per tonne over

16.7 metres in the BTD extension and 11.6 grams of gold per tonne over 7.4 metres from the DCN zone.

“We significantly increased our exploration budget for 2021 and we are already starting to see positive results from this initiative, with drilling encountering high-grade gold mineralization at Hope Bay,” said Sean Boyd, Agnico Eagle’s CEO. The production target for this year is between 70,000 and 80,000 ounces of gold at

the Doris mine.

In April, Martin Plante, the company’s vice-president of Nunavut operations, told Nunavut News that the integration team was helping convert Hope Bay to Agnico Eagle’s standard business practices, including details such as switching emails and examining the site operation plan.

The workforce at the Kitikmeot mine has ranged between 150 and 190 since it was scaled back due to COVID and former owner TMAC’s financial

struggles.

Identifying synergies between Hope Bay and the two Kivalliq mines will be ongoing over the next several months, Plante said.

Early discussions with the Kitikmeot Inuit Association have been promising, Plante added.

“I’m really confident that we’ll have a positive long-term relationship,” he said.

No injuries reported in incident; investigation underway

A fire broke out at DJ Specialties store in Lower Iqaluit on the morning of May 12, and Emergency Services staff rushed to the scene around 9:30 a.m.

A total of 21 first responders

attended the scene.

There were no injuries to the public or to emegency responders, according to a City of Iqaluit news release.

The Office of the Fire Marshal is conducting an investigation into the cause of the blaze.

Iqaluit Emergency Services extended its thanks to various com-

munity partners, including Public Works for providing fire trucks, Municipal Enforcement bylaw officer, the Office of the Fire Marshal and the RCMP. DJ Specialties later in the day posted to their social media stating they are “happy to say it was controlled quickly resulting in minimal damage.”

The smoke was contained to the exterior walls and there was no damage to the storefront.

They were cleared to open the next morning by 11 a.m. by authorities, and thanked the Iqaluit Fire Department, City and various local businesses for helping them re-open quickly.

The Frobisher Inn helped supply

lunch to the firefighters and dinner for staff.

“The amount of messages and calls we received with offers of help and well wishes is extremely heartwarming,” they wrote.

“We pride ourselves on being an integral part of the community and are incredibly grateful to be able to open our doors so quickly.”

Cambridge Bay is gearing up for a few activities for the annual spring festival. The 2021 Umingmak Frolics is happening but with many restrictions due to the pandemic. There will be no gatherings, feasts, or indoor activities

Many of the activities and events usually held during the frolics were removed after the chief public health office reviewed and made recommendations, just to be safe.

Having MPs who are not part of governing party has not been good for Nunavut, Conservative association president says

The timing of the next federal election remains uncertain, but the search is on for contenders to oppose incumbent MP Mumilaaq Qaqqaq.

Nunavut’s Conservative and Liberal associations are soliciting candidates, with the Conservatives circulating a public notice last week calling for nominees.

Leona Aglukkaq, former federal cabinet minister, made unsuccessful attempts to regain

her seat in the last two federal elections. She finished with 26.1 per cent of the vote in 2019, an improvement upon 2015, when she wound up with 24.8 per cent.

Paul Murphy, president of the Nunavut Conservative Association, said Aglukkaq is no longer eligible to run because she joined the party’s national council.

He said the popularity of a candidate and what the governing party can deliver will be keys to success in the next election.

Murphy, a Kugluktuk resi-

dent, noted that Prime Minister Justin Trudeau allotted $12 billion for rapid transit projects in the Greater Toronto and Hamilton areas on May 11, an amount that would have eliminated Nunavut’s housing crisis.

“That’s all we really want is a one-time shot at $12 billion.

That would be really nice,” he said.

Nunavut has suffered from a lack of gains over the past several years due to having MPs who are not members of the governing party, Murphy contended.

He credited Qaqqaq for her passion for the job but questioned her lack of experience.

“I don’t believe she should have been thrown into the federal melee at that age, with not a lot of background in politics,” he said. “It hasn’t been good for Nunavut … she’s got to learn how to negotiate at that level.”

He also maintained that the money invested in Qaqqaq’s 2020 housing tour to highlight overcrowded homes in disrepair was not a worthwhile investment because it’s already an undeniable problem.

“We all know that. Every-

body who lives here knows the issue. We don’t need our MP to be running around spending money to write a report that said what we already know,” he said.

Although Conservative leader Erin O’Toole hasn’t been able to gain traction in national polling – hovering around 30 per cent support since assuming the role last August – Murphy stands behind him.

“I believe in him. I believe he’ll be a good leader. He has nothing but the best for Canada in his heart,” he said of O’Toole.

Liberals in ‘early stages’ Cody Dean, president of the Nunavut Liberal Association, said his party is “still at the early stages” of finding a candidate.

“We want to get it right, of course … we take that really seriously,” said Dean. “We want to scour the territory. We want to find the right person who’s going to represent Nunavut well and do the best possible job for our territory at the federal government level.”

Liberal Megan Pizzo Lyall was the second-place candidate in Nunavut in the 2019 federal election, chosen on 30.9 per cent of ballots.

The Liberals stand a good chance of forming a majority government in the next election, in Dean’s opinion.

“We’re better served with a Liberal seat representing Nunavut,” he said.

He credited the federal Liberals for Nunavut faring well during the pandemic. They provided protection against COVID-19 and he pointed out that Nunavut was one of only two Canadian jurisdictions where the gross domestic product actually grew in 2020 despite a lagging economy nationally.

Dean, who resides in Iqaluit, declined to offer an assessment of Qaqqaq’s perfor-

mance as MP. “I don’t know what she’s done. I can’t say,” he said.

The Liberal and Conservative parties are aiming to have Nunavut candidates in place over the next couple of months.

NDP fighting for more, Qaqqaq says While the opposing parties don’t see NDP gains for Nunavut, Qaqqaq’s office stated that the New Democrats have been “fighting hard” to get Canadians more help over the past 14 months.

As an example, the Liberals were initially prepared to offer a 10 per cent wage subsidy during the onset of the pandemic, but the NDP insisted on more, and the cap was later set at 75 per cent. Likewise, the NDP argued in favour of doubling the Canada Emergency Response Benefit (CERB) to $2,000 per month.

“While the Liberals were trying to do the bare minimum and we pushed them to do better, the Conservatives were nowhere to be seen. They fought against CERB payments going to individuals right from the onset of this pandemic,” stated Qaqqaq, who prevailed in the 2019 federal election with 40.8 per cent of the popular vote.

“I am proud of the help that I, along with my fellow New Democrats, have been able to get for people across Nunavut.

In the coming months and years, the NDP will continue to fight for housing, food security, and more help for Inuit rights and cultural recognition.”

A virtual event was held March 2 with NDP leader Jagmeet Singh “to hear what we have to say about our shared vision and goals,” and to start her re-election campaign as the MP for Nunavut.

The governing Liberals may decide to call an election sooner, but the latest it can by held by legislation is October 16, 2023.

KIA and Sakku create new corporation to manage Kivalliq Hydro-Fibre Link Nukik Corporation, which is 51 per cent owned by KIA, will oversee the development and financing of the $1.6 billion project

Called the Nukik Corporation, it was officially incorporated in March after the boards of KIA and Sakku voted unanimously to create the new entity.

It will now assume the lead role in developing the hydro-fibre link that will bring clean energy and broadband service to the region.

“KIA and Sakku through our project planning processes agreed that with the magnitude of this project and its scale … we thought it would be more efficient to create an entity such as Nukik,” explained David Kakuktinniq, who was chosen by KIA and Sakku to be the president of Nukik Corporation.

Kakuktinniq also serves as the president and CEO for Sakku Investments. According to the government registry, the other three directors for Nukik are KIA president Kono Tattuinee and Peter Kattegatsiak, KIA’s regional director for Chesterfield Inlet, as well as Sakku Investments chairperson Dino Bruce. The new corporation is 51 per cent owned by KIA with the other 49 per cent owned by Sakku Investments.

KPMG signed on as financial advisor Discussions about the possibility of hydro/fibre optic link, connecting southern Nunavut to Manitoba’s grid have been ongoing for decades. According to Kakuktinniq, the creation of Nukik represents a major step for-

ward in bringing the project to life.

“It’s certainly a project that is significant to the region, but also to the territory. And given that it’s a nation-building project. We’re really excited to see what comes next,” Kakuktinniq said, pointing to the fact that the hydro-fibre link will bring clean energy and broadband service to the region.

One of Nukik’s first steps since incorporating was to sign an agreement with the Canada Infrastructure Bank.

The company has also hired KPMG to act as a financial advisor on the project.

“They’ve been signed on through Nukik to help carry the project to a financial close,” Kakuktinniq told Kivalliq News. $3 million from feds The news of Nukik’s creation comes as the federal government announced another $3 million to support the continuation of feasibility studies and surveys which have been underway for the past few years.

Kakuktinniq said those studies will be necessary to make sure Nukik can meet the requirements of the Nunavut Impact Review Board, the Nunavut Water Board and other community consultations that will be necessary for the project to be approved.

“The funding that CANNOR has provided has helped a lot with the pre-feasibility and the planning for the baseline studies,” said Kakuktinniq. “Those detail pieces need to be planned for and you need to create the business plans and the financial models and the different elements like that.”

Kakuktinniq said Nukik is hoping to be able to access some of that funding for the Hydro-Fibre project.

In addition to public funding, Nukik will be seeking out private investors and partners.

The corporation’s next major step is to choose a development partner that has significant experience with planning and implementing major hydro infrastructure projects.

Kakuktinniq said Nukik is hoping to select a partner by the end of summer.

“By sometime in August we’ll know who our development partner is,” said Kakuktinniq. “Once that’s in place, the nature of that relationship will morph into what Nukik represents and what we will move forward with.”

Big benefits of hydro and fibre optic connection The most recent estimates peg the price tag for the project at $1.6 billion. The joint development of both a hydro and fire optic line have the potential to deliver huge benefits to the Kivalliq region.

According to information provided on www.kivalliqlink. ca, when completed the fibre optic link will lower broadband costs by 50 per cent.

Meanwhile internet download speeds will be 3,000 per cent faster, while upload speeds will be 1,000 per cent faster.

By tying the fibre optic link to the hydro project, the Kivalliq will also be able to reduce its reliance on diesel, which will lower the cost of energy and improve Nunavut’s carbon footprint.

In addition to those benefits, the transition to cheaper and greener energy will also be an incentive for potential investment in the region.

“It creates an economic opportunity for the region in the long term, in that we will have renewable resources,” said Kakuktinniq.

“There’s a multiplier effect in what these benefits are and that extends into the mineral resource sector. If you’re providing green alternative energy instead of a company needing to buy diesel that provides a business opportunity in itself.”

Kakivak renews COVID-19 Business Relief Program

Qikiqtani The Kakivak Association is renewing it’s COVID-19 Business Relief Program with support from the Qikiqtani Inuit Association (QIA).

“Small Inuit-owned businesses are the backbone of our local economy in the Qikiqtani Region,” said P.J. Akeeagok.

An additional $500,000 has been approved for this program, totalling now at $1 million towards supporting Inuit-owned businesses in the region.

“We have to leverage our resources to help them survive and continue to employ Inuit during the COVID-19 pandemic.

We are proud to support Inuit-Owned small businesses that provide employment and services in Qikiqtani communities,” adds Akeeagok.

Each eligible applicant will be able to receive up to $25,000 in non-repayable contributions.

“The COVID-19 pandemic has had a negative impact on Inuit-owned businesses for over a year now and now the virus is present in our region they need our support more than ever,” said Jeremy Tunraluk, chair for the Kakivak Association.

“I am pleased that we are able to utilize funding that are under Inuit control to help Inuit-owned businesses.”

Snowmobile registrations open for 2022

Cambridge Bay/Ikaluktutiak The Hamlet of Cambridge Bay Municipal Enforcement Department now has 2022 snowmobile and ATV registration stickers available.

Public consultation sought on shipping corridors initiative

Nunavut The Northern Low-Impact Shipping Corridors initiative, under the Oceans Protection Plan, is seeking to minimize the potential effects of shipping in the Arctic. It is jointly led by Transport Canada, the Canadian Hydrographic Service and the Canadian Coast Guard.

This initiative hopes to collaboratively develop a governance framework to support the shipping corridors and to identify priority areas for service enhancement.

The focus of this consultation is for the Government of Canada to engage a number of groups to gather input through this process, with Canada looking to talk to Inuit, First Nations and Metis organizations and governments; territorial and provincial governments; industry, non-governmental organizations, academia and other private sector actors.

SIKU offering prizes for helping track goose migration

Nunavut The SIKU app which provides tools and services for ice safety, weather, language preservation and other functions is

offering up prizes to hunters who help track the 2021 goose migration.

SIKU Goose Watch 2021 are looking for hunters from Canadian Inuit and coastal Cree communities in James Bay to create a goose hunting post on the SIKU app, it must include location, date and time, a photo of the hunted goose and a community tag from your home community.

The first person in each community to make a qualifying goose hunting post will receive a $100 Northern gift card and a SIKU toque.

The grand prize is for the person who makes goose posts all spring long, there will be three different winners for this and people could win up to $1,000.

This is sponsored by the Northern company and winners will be determined by the Arctic Eider Society.

Kitikmeot The Kitikmeot Inuit Association (KIA) is now providing funding to eligible Inuit students attending post-secondary programs anywhere in Canada.

Hunters and trappers organization makes statement after concerned resident captured images of caribou left on the land

Rankin Inlet’s HTO is raising alarm bells over the wasting of caribou meat after council shared images of unharvested carcasses with the organization.

Thomas Comer, who is a casual employee with the Kivalliq Hunters and Trappers Organization, said the images were first shared with him by the hamlet.

“They wanted us to respond to a picture of a photo that has been posted on Facebook,” Comer told Kivalliq News. “There were about five or more caribou carcasses that had been left behind. Their body parts were taken and the rest was left behind.”

After seeing the pictures, Comer decided to write up a public notice that was shared on the community Facebook page.

“The Hamlet of Rankin Inlet and the KTHO are very disappointed with this kind of practice.”

The notice reminds hunters that fines for improper harvesting start at $575 under the Nunavut Wildlife Act. According to the act, hunters are legally allowed to leave behind the head, the legs below the knee, and the guts. The skin can also be left behind if the animal is shedding and wounds can also be cut out to avoid lead poisoning.

Even if there are parts of the caribou the hunter does not want, they should not waste it, Comer wrote in his statement.

Comer said the difficult thing about prosecuting illegal harvesting is that it requires a witness.

“In order for us to inves-

tigate someone needs to contact us. If any hunters or any people come up to us and report this activity then we’ll be able to respond to it and talk to our wildlife officers. They can conduct a full investigation.”

In order to raise awareness about meat wastage, Comer said he planned to circulate the HTO’s statement to the local radio station.

“We’d like to see their participation in this whole thing and get Elders talking

on local radio. “There’s got to be some kind of a stop put to it. Leaving food out on the land is not IQ compliant. A lot of the Elders here will speak against it.”

Comer added the he’d like to see all the communities

within the Kivalliq region come together in an effort to stop irresponsible harvesting.

“If we as a community are going practice what we preach we should not be wasting meat.”

City opens Virtual Emergency Operations Centre The City will be working with various organizations from QIA to the GN in order to assist in the COVID-19 response in Iqaluit

During a May 11 City Council meeting, Councillor Kyle Sheppard moved to extend the State of Local Emergency declared May 4 as a response to community transmission in the capital to May 18. The motion passed unanimously.

“It’s specifically to make sure the citizens of Iqaluit understand the situation we are in. We are asking people to make sure they follow the CPHO (chief public health officer) orders at all times and limit contact

with people outside of their households,” said Kenny Bell, Mayor of Iqaluit.

On May 5 at 10 a.m., council opened a Virtual Emergency Operations Centre (VEOC) to help with the response.

The series of action items identified through the VEOC includes the following: 1: Amplifying Government of Nunavut COVID-19 messaging; 2: Supporting community groups beyond existing supports that provide services to vulnerable populations; 3: Engage the Red Cross to provide

assistance with workplace assessments, shelter relief workers, and mental health supports; 4: Work with the COVID-19 enforcement task force and provide immediate complimentary support for enforcing the public health act; 5: Reassign staff to deliver and support community programs where possible and necessary; 6: Participate in essential workplace surveillance testing; 7: Work closely with QIA (Qikiqtani Inuit Association) to co-ordinate response efforts; 8: Identify and designate public and private assets (facilities); and

9: Order masks specifically for children and youth for community distribution.

Reallocating COVID-19 response funding Alison Drummond, senior director of corporate services, requested a decision to reallocate the remaining COVID-19 response funding, $805,000 was allocated up until December and more than half of what was allocated is still available.

“We have $508,196 remaining allocated before the end of (the year), the four societies were contacted for what level of support they require at

this time,” said Drummond. $155,000 is going towards the Uquutaq Society to assist with transitional housing and emergency shelter.

Tukisigiarvik Society will be funded $65,000 to support their hygiene and vulnerable population food program.

An additional $65,000 will being going towards the Qajuqturvik Community Food Centre’s food service and delivery program.

The YWCA will also be getting an additional $55,000 to support it’s operations and offset COVID-related costs.

Kivalliq students to represent Nunavut at Skills Canada competition Five teenagers from across the region will compete virtually after winning their respective divisions at territorials earlier this month

A group of Kivalliq students will be moving on to represent Nunavut at the national Skills Canada competitions after awards for the territorial finals were handed out earlier this month.

Five students representing the communities of Coral Harbour, Rankin Inlet and Whale Cove won first place in their division during the territorial’s virtual competition.

A total of 38 students registered throughout the territory but for various reasons, including Covid-19, a number of students were not able to complete the competition.

Most years the competitions are judged in person. However, this year’s events were held entirely virtually due to Covid-19 restrictions.

Whale Cove and Coral Harbour will be well represented at the national competition with two students from each community taking home gold in their respective categories.

“On Tuesday we gathered all the kids and parents. So there was kind of large crowd to celebrate,” said Alyssa Whitney, one of two Skills Canada supervisors for Coral Harbour’s Northern fashion program.

Northern fashion and photography For Skills Canada’s Northern fashion competition, each student was provided with a piece of seal skin and a piece of leather that was divided equally between all participants.

On the day the competition started they were given their assignment.

“Their task was to create the mitts and a headband. They had to use seal skin or leather but the rest was up to them,” said Whitney.

The girls had five days to complete the challenge, from the original concept being drawn on paper until the product was finished.

“All of their time was spent on this. They even stayed over lunch break just to get it all done,” she said. “It was showing up first thing in the morning and until they left at the end of the day that’s what they were working on.”

Miyah Pudlat, who has been sewing since she was in Grade 7, ended up winning with matching pair of mitts and headband adorned with diamond-shaped designs. She said the week was challenging but that she was excited by the opportunity to compete nationally.

Megan Kalai, also of Coral Harbour, will be representing Nunavut in the photography division. For her challenge she was given six hours to complete four separate tasks. First she had to photograph a mystery item, which ended up being a glass cup, followed by a photo of her choice and an image that conveyed a feeling of isolation. For her image of isolation, Kalai chose to photograph four local throat singers dressed in amautiit and wearing face-masks.

She then had to use Photoshop to make a single photograph out of four different images.

“It was hard. I don’t edit photos so the last one was hard,” Kalai said.

More than just medals Pudlat was one four girls from Coral’s Sakku School who took part in the Skills Canada challenge. They are all enrolled in the school’s technology studies program, which includes a northern fashion component.

“All of our girls this year that took part were in one of those classes. That’s how we recruited them and that’s where they learned skills,” said Whitney.

Leonie Netser, who won a silver medal in northern fashion, said the competition brought the four girls in the program closer together.

“We were strangers to each other until we had to work together and encourage each other to finish,” she said.

Even though she didn’t take home first place, Netser said she wants to continue post-secondary studies at Arctic College so she can become a seamstress.

“I lost my brother to suicide last year. It was hard to start in school but I’m glad I did and I’m graduating this year.”

Pakallak Tyme snowmobile race crowns Rankin’s champions

Tristen Dias is once again the Kivalliq Snow Challenge champion after he secured victory during Rankin Inlet’s Pakallak Tyme earlier this month.

This year’s challenge featured a record 60 racers despite a lack of participants from other communities due to COVID-19.

Over the course of the weekend the races attracted a number of spectators, who were asked to stay in or near their trucks to abide by COVID-19 guidelines.

“There was a huge parking lot made by the hamlet crew. The crowd was pretty amazing and there was a great turnout,” Misheralak told Kivalliq News.

The growth in the number of competitors can partly be attributed to the fact that organizers added new races

to this year’s challenge for women and veterans.

Although it only featured four racers, including Mayor Harry Towtongie, Misheralak said the veterans were a hit with spectators.

Their competition featured a single race of eight laps, which was won by Ross Tatty.

“They felt like they were little kids again,” Misheralak said. “When they were done the races they all talked about it. Some of them always wanted to race again, but there was nothing for them to join.

The addition of a women’s category after several year absence from the Kivalliq Snow Challenge, was also welcome for racers and community members.

It included eight racers including two competitors under the age of 18, who had to get their parents to sign off on their participation.

“The two young girls were really exciting to watch,” said Misheralak.

Before the women’s races started, the organizers held a moment of silence for the female racer who passed away in Kugluktuk several weeks ago.

“With that death happening we had ladies stand beside their sleds and hold a moment of silence in honour of that fallen racer.”

Qovik Netser, an experienced racer, was leading the whole way until the final lap when Iris Tatty-Tanuyak pulled up behind her.

Tatty-Tanuyak was rear-ended at the beginning of the race and started in last place. But she kept climbing up through the ranks and eventually passed Netser to take first place at the finish.

“That’s pretty impressive and that’s after eight laps,” said Misheralak.

Fletcher is a teacher at Columbia Secondary School in New York and decided to spice things up earlier this month during a Spanish lesson over Zoom. Near the end of the lesson, Fletcher decided to have a snack of spaghetti with an unidentified shirtless man. Shortly after partaking in the pasta, Fletcher then began to suck on one of the man’s nipples and gyrate back and forth. Again, this all happened in full view of her students and anyone else who may have been watching. Why did she do it? with James McCarthy Who knows? She reportedly refused to be interviewed by her superiors and has been “reassigned” pending an investigation while continuing to make her $105,588 salary. That noise you hear in the background is Jeffrey Toobin.

It’s only one game

Tom Wilson of the Washington Capitals is trying really hard to become the next Matt Cooke and is succeeding on an almost-weekly basis. There’s a difference between being tough and being a right you-know-what and Wilson is in the latter category.

Wilson needs to have an attitude adjustment of some sort and Georges Laraque was just the guy to jump in and offer it. The last great enforcer of the National Hockey League – not goon, enforcer – put forth an offer to the New York Rangers to straighten out Wilson. Recall that Wilson thought it would be cool to drive Pavel Buchnevich’s head into the ice and then throw Alexei Panarin to the ice without his helmet on. All it cost Wilson was $5,000 while the Rangers decided to let the NHL know how it felt about the whole thing and got drilled with a $250,000 fine.

The offer from Laraque? A one-game contract. He goes out, takes Wilson out and everyone’s cool. I certainly would be. I would have crowd-funded to help pay Laraque’s onegame salary if there was a chance he was serious. I don’t think he was because he added “LOL” before posting it but wouldn’t that have been awesome? Wilson is good at the cheap shot and there is no way he would even come close to pissing around with Laraque, even though Big Georges is in his mid-40s. It’s kind of like back when Harry Neale was asked how many goals Maurice Richard would have scored in the 1990s and Neale replied about 15 or 20 because he wasn’t getting any younger.

‘Tis a shame we won’t get to see Laraque twist Wilson into a pretzel.

The sport of juice pigs

The Kentucky Derby is my favourite one of the Triple Crown races to watch. Not only does it have the absolute best atmosphere going but it sets the tone for the two races which follow: the Preakness Stakes and Belmont Stakes.

Horse racing can also be a very dirty business and that includes doping. Yes, we have ourselves a juicing scandal involving Medina Spirit, the winner of the 2021 race on May 1. It would appear that Medina Spirit’s first pee-pee test came back a wee bit spiked - positive for some sort of

He deserves the preine controversy. The horse’s trainer, Bob Baffert, who’s one sumption of innocence, like anyone else accused of breakof the sport’s legendary figures, has been suspended pending the rules, but even the mere mention of drugs in sport is ing the results of a second test. If that comes back positive, enough to kill a career. The thing I question is why people Medina Spirit will be stripped of the title and the prize would drug an animal to win a race? That sounds a lot like money, which will be given to Mandaloun, the runner-up. animal cruelty and if it’s proven that Baffert stuffed zingers up his horse, he needs to be thrown out on his ass.

One of the best coaches in the National Hockey League is now looking for work and in a perfect world, he won’t be out of work for long.

John Tortorella and the Columbus Blue Jackets mutually agreed to part ways earlier this month and it wasn’t a surprise to me. He took that team as far as he could take them and a change was needed. He leaves as the team’s most successful coach ever and not like that wasn’t hard to accomplish. The Blue Jackets haven’t exactly made the greatest of decisions when it came to coaching over the years but Torts took a mediocre team and turned them into something half-competitive.

So where does he end up? Buffalo could be one place but there’s the Jack Eichel situation and knowing the way he throws his toys out of the pram on a daily basis, Torts will probably rip his head off by day three.
