$22.2 million more in GN funds to airlines renews talk of government ownership stake

At the request of Northern airlines, the Government of Nunavut will provide $22.2 million in financial assistance for the period of January through March to help the aviation companies avoid losses.

That topic stirred some debate in the Legislative Assembly on March 21 and 22, with the prospect of the territorial government perhaps taking an ownership position in the airlines arising again.

Finance Minister Adam Lightstone was put on the spot with Iqaluit-Tasiluk MLA and former Finance minister George Hickes reminding Lightstone that he endorsed the GN seeking an equity stake in the airlines when financial aid was being doled out to them earlier in the pandemic.

Hickes asked the minister whether he’s actually pursuing that possibility.

Lightstone replied. “At this time we have not had those discussions. If we were to consider looking into buying ownership of the airline, it would cost a significant investment, something that $22 million would not cover … the amount is so significant that we have not even considered looking into it at this time.”

The minister noted that Covid-19 is still having a significant impact on the aviation industry and the government funds are meant to ensure the airlines can break even, not turn a profit — any leftover funds must be returned to the GN. The territorial government provided $109 million to the airlines between April 2020 and September 2021 as the pandemic took its toll.

The airlines eventually returned $53 million of that assistance while the federal government chipped in $36 million, meaning that the GN’s actual contribution over that 18-month period was closer to $20 million.

The territorial government helped out with another $12.8 million from October to Decem-

ber 2021.

This “significant amount” of financial aid is a “necessity at this time,” and it ensures that the airlines continue to provide a minimum number of flights to Nunavut communities, Lightstone told his colleagues.

“Our government has found ourselves in a position where we are equally reliant on the airlines in providing those essential services to our communities as the airlines are reliant on us to provide those airline subsidies,” he said.

He later added, “With that being said, ensuring that all decisions are truly informed, I think it is important to note that nothing is ever off the table before such significant decisions are made.”

On March 22, Arviat South MLA Joe Savikataaq confronted Lightstone about a media interview he did. Savikataaq said he as “quite surprised and taken aback” that the minister apparently stated that he believes that the money given to the airlines could have been utilized in a better way. Savikataaq asked for confirmation that the report was accurate.

Lightstone said he had a great deal to say and couldn’t recall all of his words, but added that there are “countless ways” that the funds could have been used otherwise.

Savikataaq moved to a different line of questioning by asking why the minister has “flipflopped” on the government taking an ownership position in the airlines.

Lightstone responded, “I am flattered that the member continues to look back at our historical Hansard (the official transcript of the Legislative Assembly) and continues to quote excerpts which I had stated for his inspiration of comments, questions, and concerns.

“Mr. Speaker, the time to make a decision as to utilize these funds to potentially buy an equity ownership in the airline has long passed,” he said.

“Mr. Speaker, as of today, as we are approaching the end of the pandemic, we don’t find ourselves in a position where we could substantiate such a significant capital investment.”

GN rolls out Katujjiluta mandate with promise of 1,000 new homes

Other commitments made for improved education, health and Elder care

The Government of Nunavut has set its direction for the next four years and its Katujjiluta mandate, released March 22, includes the goal of developing at least 1,000 housing units of all types.

Many of the objectives were touched upon when Nunavut commissioner Eva Aariak delivered her throne speech.

Other housing-related aspirations include creating more family violence shelters, youth shelters, and transitional housing; assisting more Nunavummiut in renting or purchasing their own homes and developing “enduring partnerships with Inuit organizations, the private sector and other levels of government to expand the housing continuum.”

“Access to permanent, safe, reliable housing determines our quality of life – it impacts educational outcomes and graduation rates, access to employment, and health and wellbeing outcomes including suicide rates and intimate partner abuse,” said Aariak. “For far too many in our communities stable and affordable housing is out of reach. Nunavummiut continue to grapple with an acute housing crisis compounded by the ongoing Covid-19 pandemic and tuberculosis crisis.”

The Nunavut Housing Corporation announced earlier this month that it expects to build 52 new housing units in 2022-‘23, unless rampant inflation reduces that number. It is estimated that Nunavut needs approximately 3,500 more homes to keep up with existing demand.

Caring for Elders and ensuring they remain in Nunavut is another aspect of the Katujjiluta mandate.

The territorial government will aim to expedite the construction of regional long-term care facilities with capabilities to meet the needs of Nunavummiut with complex care requirements; expand and/or renovate existing continuing care

facilities; provide culturally and linguistically relevant training for staff working in continuing care facilities; and accelerate the development of housing units for Elders and seniors.

In the realm of health, the GN is committing to the expansion of education and training programs that provide Nunavummiut with the necessary qualifications for professional and paraprofessional work in healthcare, mental health, and addictions treatment; increased opportunities, training, and formal recognition for Inuit to provide culturally and linguistically relevant mental health and wellbeing programs and services; engaging more Elders and other community members as advisers and local counsellors; promoting and providing long-term core funding for community-led programs and services; and reinvesting in suicide prevention and after-care programs with various partners, with an emphasis on those that address root causes such as child sexual abuse, trauma, bullying, and discrimination.

In the education portfolio, the government promised to accelerate work on a kindergarten to Grade 12 Inuit language curriculum and Nunavut-specific learning resources, but no defined target dates are attached. The 5th Legislative Assembly created controversy when it delayed full Inuktitut bilingual education for students in grades 4 to 9 until 2029 and left the timeline for grades 10 to 12 undefined.

Other education ambitions include beginning a phased rollout of full-day kindergarten programs; improving the efficiency and effectiveness of Financial Assistance for Nunavut Students (FANS) and other direct financial aid for post-secondary learners; and developing and implementing a strategic plan for Inuit language training in the public service.

Plans for diversifying local economies include increasing training for employment in sectors such as mining, arts and crafts, tourism and small business in partnership with Inuit organizations and the private sector; repatriate fisheries licences and purchase more fishing

“The Katujjiluta mandate is unique. It is the first one developed through a historic dialogue between all members of the Legislative Assembly, the leadership of Nunavut Tunngavik Inc. and Nunavut’s three regional Inuit organizations,” Aariak said.

NTI leaders embraced the GN’s mandate.

“For the first time since the creation of Nunavut 23 years ago, NTI was closely involved in developing the Government of Nunavut mandate, including attending the full caucus meeting where the mandate was being discussed,” stated NTI President Aluki Kotierk. “Nunavut was created

by Inuit through the Nunavut Agreement, a modern treaty with the Crown, and our involvement in the mandate’s development confirms a new level of transparency and willingness from this government to work with the public majority.”

NTI vice-president James Eetoolook added, “Already, we are seeing a change in tone and willingness to work in partnership towards the vision of Nunavut. Inuit want to participate in decisions about ourselves, the continuation of our way of life and the economic, cultural and social well-being of Inuit.”

A local sewing program has touched the heart of one young Arctic Bay resident, when 15-year-old Lorna Kalluk finished the sealskin pants she was making for her uncle, the ladies in the room were proud to see the work she has done.

“We were in tears when she did her last stitch,” said Elvina Natanine, the program’s coordinator said, “because we remember her beloved father she lost when she was only a small child.”

Kalluk was one of 10 students who took part in the classes, organized by Natanine and funded by the Hamlet, finishing the week of March 14. Two Elders, Tagoona Qavavauq and Hannah Akikuluk took part as design coaches and instructors and the classes were running regularly over the course of 24 days.

Natanine and the participants during the March 17 Winter Sitting at the Legislative Assembly.

“I am quite proud of all the participants, and I took pleasure in everyone who voiced pride in their accomplishments, as this too assisted us to our wounds by witnessing the skill of the students,” Akeeagok said, specifically mentioning Kalluk, Akeeagok’s maternal niece.

The simple act of sewing with traditional materials like sealskin goes a long way in keeping Inuit traditions alive, said Natanine.

“For so long Inuit have been sewing and hunting, we eat seal, we wear seal. So it is very important for the younger generations to learn our traditional ways.”

At this time Natanine is thinking about starting another program in the North Baffin community with five men and five women to make a sealskin parka with Eli Qaqqasiq Taqtu, and another tentative plan to

organize a kamik making class.

“It’s never too late to learn,” she said.

No one will be able to say that ValOre was unaware of community concerns regarding the company’s Angilak uranium mining project near Baker Lake.

An open house consultation in Rankin Inlet on March 14 saw only two Rankinmiut take part – Andrew Akerolik and Mary Rose Angoshadluk – but they kept ValOre representatives busy taking notes and hearing about potential pitfalls their company could run into.

The 66,435-hectare property is named after a nearby lake, and ValOre has invested over $55 million into it since acquisition, mostly on exploration, logistics and resource delineation work.

A drop in the price of uranium in recent years kept the project to the sidelines, but a recent rise in prices has spurred on investment in the company, which is now pursuing exploratory drilling.

“Discovery potential at Angilak is significant, providing excellent potential to add value with an upward move in uranium prices,” writes the company’s website about the property.

Colin Smith, vice-president of exploration with ValOre, said the property has been worked for a number of years by several different companies, with ValOre being involved since 2007.

There has been no mining or development on it to date, as the project remains in the exploratory phase.

Of chief concern for Angoshadluk and Akerolik at the meeting were the company’s communication, as the two suggested they hire at least one community liaison officer to keep locals informed and in touch about what’s planned.

“If they’re coming up to do some exploration, I think it’s best to have – even if it’s hiring for a couple months or a couple years – a community liaison officer, because not a lot of us listen to radio or not a lot of us go to Facebook,” said Angoshadluk after the two-hour open house. “Somebody that’s going to go out there and let the public know.”

She and Akerolik suggested the company hold regular open houses, even monthly or quarterly, but ValOre representatives indicated they might not be able to come to the Kivalliq themselves that frequently and suggested video conferencing as a possibility.

The two also emphasized a desire to be told the truth by ValOre about the company’s plans, saying the community needs to be able to trust the company and not be told empty promises. They added that these concerns are not only about the environment, but about respecting the communities involved.

Smith said the company would be doing initial drilling in April this year with about 30 holes, and another 30 holes in September. About 35 to 40 people will be on site during the peak work times.

In the time between, an independent third-party environmental company would be studying the lake water, while ValOre did more mapping, prospecting and sampling.

Akerolik said September was a high time for caribou hunting and suggested moving the drilling time earlier, as well as limiting the use of helicopters, which can scare and stress caribou.

Following the meeting, Angoshadluk said “communication is the biggest key” and expressed optimism about the company.

she said. “I finally spoke with somebody from down south that came up here … because we have never ever had that chance to say, ‘Look, you need to get this liaison officer. You need to talk to the hunters.’ That’s the first I’ve heard in a long, long time and I’m a resident of Rankin for the past 50 years.”

For Akerolik, he wishes more people showed up and the event had been advertised better.

“I just wish there was more community members attending it,” he said. “It really helps when the community members speak up, have their say and concerns.”

He added that the company shouldn’t be having separate meetings with different governments and organizations in the community, and that all the discussion should be under one roof, saying that kind of open communication limits the spread of rumours and keeps people updated.

“I hope when there are more community consultations, more people attend, and also for exploration companies to put up posters and advertise more ahead of time instead of just last minute,” he said.

Following the Rankin Inlet meeting, ValOre held similar consultations in Baker Lake and Arviat.

Smith said all the community consultations went well.

“It was a good opportunity just for us to introduce ourselves and get people familiar with our company and who we are and what we will be doing as an exploration company,” he said, adding that there can be miscommunication if there’s not adequate communication.

The wheels are in motion to potentially hire a community liaison officer, he added.

“We’re not just going up there to tick a box and say we’ve done it,” said Smith the following Monday, March 21. “We really take it seriously and we already are taking actions to follow up on some of the recommendations that were laid out by the communities.”

Going from an exploratory project to full-scale mining operation could still take decades, he added.

In the meantime, he looks forward to working with Kivalliq communities as exploration progresses.

“The success of our program really will come because of the knowledge and experience of the people who live in Nunavut,” said Smith. “We want to work safely for them.”

New mothers to get home support Ten staff trained in Arviat and Rankin Inlet under Ilitaqsiniq program

Eva Okatsiak is one of 10 staff trained in a new early-years program from Ilitaqsiniq to support expectant and new mothers in Arviat and Rankin Inlet.

“I wish these programs were offered when I started having kids,” said Okatsiak, part of the Arviat cohort and a mother to six of her own and seven children in total.

Six staff in Arviat and four in Rankin Inlet finished their certificates with Ilitaqsiniq on March 18 and will be beginning full-time home support jobs in their communities.

Martha Palluq, part of the Rankin Inlet trainees, said the program will be very beneficial for the community.

“There was a lot of stuff we learned over the course that I wish I knew myself as a new mom,” said Palluq, mother of two, adding she didn’t fully realize how much babies are learning even before birth.

“If I’d known they were so ‘spongy,’ I would have talked to them more, I would have interacted with them more.”

She particularly looks forward to incorporating Inuit culture with the families she supports.

Tara Green, program manager, explained that the program was founded by the Martin Family Initiative and was also informed by the Aqqiumavvik Society, Elders and learning professionals across Nunavut.

The two-week course consisted of 45 hours of instruction, including on Inuit child-rearing practices – focusing on teaching to the heart of the child – as well as assignments and a major project.

The graduates will be working full-time from Monday to Friday supporting up to 15 families each.

“It’s a program designed to make the lives of mothers and families easier,” said Green.

Visitors will help expectant and new mothers care for their children and develop their learning, while also providing rides to appointments, immunizations and even groceries.

“Being a mom can be hard, and just being able to provide that support, it’s going to be very beneficial to families and to the children as well,” said Green.

“And bringing the Inuit child-rearing practices back into the home, we see it as a form of reconciliation and healing. But for the most part, we just want families, expectant mothers and new moms to know that they have support and we’re there to support them in their journey.”

Pangnirtung-set movie Slash/Back premieres at SXSW Film Festival Cast of Inuit teenagers save their hamlet from an alien invasion

Inuk film-maker Nyla Innuksuk showcased her new movie Slash/Back, set in Pangnirtung, at the South by Southwest Film Festival in Austin, Texas, United States on March 13, where it had

its world premiere.

The movie is about a group of teenage friends who save their northern hamlet from an alien invasion using their horror movie knowledge and know-how. It is aimed at younger audiences.

“This is the first thing I ever really directed, it’s my first feature film,” Innuksuk, the director and co-writer (alongside Ryan Cavan) of Slash/Back.

“It was a crazy first movie to try and make,” she adds. ”Working with teenage actors and young people, we had lots of practical and visual effects that happened. It’s also an action-horror movie so there were a lot of things that were fun and challenging.”

Innuksuk has roots in Iglulik and Iqaluit and currently lives in Toronto, Ontario.

Filming took place in Pangnirtung over the summer of 2019, starting in late June, with the cast living at Attagoyuk School over the course of shooting. Initial filming took eight weeks with some additional filming and production work being done in Oct. 2020.

The decision to film in the community instead of Iqaluit where it would be easier was influenced

by Innuksuk’s experience seeing other movies in the Nunavut capital.

“I think it’s pretty clear people will know it’s Iqaluit,” she said, “I thought it would be cooler if it was in a more remote community.”

She also wanted to make a kids movie for her young nephews who also live in Pangnirtung.

“In a lot of ways I was making it for them.

I thought it would be really cool for them to watch a movie that fun and exciting with aliens and monsters that was shot in their hometown.”

It was also quite the positive experience for the main cast themselves, consisting of teenage girls who were cast from Iqaluit and Pangnirtung. It stars Tasiana Shirley as Maika, Alexis Wolfe as Jesse, Nalajoss Ellsworth as Uki and Chelsea Prusky as Leena.

“It felt like me and the cast were learning so much everyday,” said Innuksuk, on filming.

While being in the movie business can be dif-

ficult, it is something Innuksuk has a passion for.

“It is really hard making a living doing this stuff, trying to make things. But in the end it is what I really loved, and when it came to start making Slash/Back it started with just a little proof of concept.

“It started out with me, a group of teenagers and some friends from college. Seeing those same teenagers in Texas in front of an audience talking about the movie and being proud of the work they did is kind of great,” she adds.

Innuksuk said she saw these girls become proud of their Inukness over the course of the movie making process.

“It was really important to me that we use prideful language when it comes to our indigeneity and Inukness,” she said.

The director and the cast were able to attend the South by Southwest premiere together, which was the highlight of her trip, saying “I think it was a really great experience for them to be representing the movie.”

Prusky, who plays Leena, initially took questions from the audience while in Texas in Inuktitut, having it translated.

The Canadian distributor of Slash/Back is Mongrel Media. Innuksuk said they plan to host special screenings in Iqaluit and Pangnirtung.

No specific dates for those premieres have been planned.

“We want to bring it to Nunavut and share it with an audience and I think that’s going to feel even better.”

The Nunavut premieres will be followed by a theatrical release in various theatres across Canada, and depending on its success, other platforms as well.

A courageous mandate Government of Nunavut will need all the help it can get to achieve lofty goals Northern News Services

Six months into the sixth legislative assembly, we now have the mandate of this new government, which logically builds upon work done by previous assemblies.

The newest members are settling into their roles — or trying to at least, no thanks to former cabinet ministers taking jabs left and right, with erstwhile premier Joe Savikataaq stating in the assembly perhaps ministers should consult a handbook to better understand their roles and limitations.

The Arviat-South MLA also asked if acting premier Pamela Gross would consider tabling the latest version of the Ministerial Administration Procedure Manual. Gross quickly quashed the idea, arguing the document was meant as an internal guide and not for public consumption.

This is curious, as these publicly elected officials should have nothing to hide in what is expected of them once they enter the hallowed halls of governance.

Having access to the document that guides ministers might give the public a better understanding of what they can reasonably expect from cabinet.

The cloak and dagger game isn’t really necessary in this day and age, where greater calls for transparency

in government have been issued time and again.

The GN’s Katujjiluta mandate, released March 22, is likely the most ambitious mandate the government has produced yet, but it would have to be, with the multi-layered crisis being faced in the territory.

It was also a first in terms of collaboration and true consensus, bringing together the MLAs and representatives from Nunavut Tunngavik and the regional Inuit organizations.

The most ambitious of these goals is developing at least 1,000 housing units of all types, along with creating more family violence shelters, youth shelters, and transitional housing; assisting more Nunavummiut in renting or purchasing their own homes and developing “enduring partnerships with Inuit organizations, the private sector and other levels of government to expand the housing continuum.”

Of course, no mandate would be complete without a nod to housing, as Commissioner Eva Aariak stated in her throne speech: “Access to permanent, safe, reliable housing determines our quality of life – it impacts educational outcomes and graduation rates, access to employment, and health and wellbeing outcomes including suicide rates and intimate partner abuse.

For far too many in our communities stable and affordable housing is out of reach. Nunavummiut continue to grapple with an acute housing crisis compounded by the ongoing Covid-19 pandemic and tuberculosis crisis.”

Education and healthcare also feature prominently, with a focus on the too-long-delayed Inuktut curriculum, which unfortunately has not seen an updated timeline, though we will likely hear more about that in the coming months when the Department of Education under Gross can move its focus from dealing with school closures due to Covid and get back on track.

Our students cannot wait another 10 years for this curriculum — the delays to 2029 and beyond only continue to harm language revitalization efforts.

There are plenty of good discussion points in this mandate. This government has shown it knows acutely what problems its people are facing, and that it’s willing to work with every possible partner to solve them.

At this point, the only thing we can hope for is firm action and innovation, instead of the endless cycle of studies, reports and new election cycles. This is a mandate we’d very much like to see delivered, even if the goalposts seem a bit high for the remaining three-and-ahalf years of this sitting.

Hundreds march and dozens call in to radio to talk suicide prevention

Nadine Eetuk and Kupapik Ningeocheak were up until the wee hours of the morning fielding calls to Coral Harbour’s radio show after a week of suicide prevention activities in the community.

“Everybody was so thankful for us that we held this suicide prevention,” said Eetuk about the community’s three days of activities from March 8 to 10.

“People were telling us that they understood more how to cope with their hardship. It turned out really great.”

The week began with speeches from the hamlet and local church leaders, moving into a suicide prevention walk through town, which saw 150 to 200 people take part.

Participants had a hot-dog feast afterward, followed by the first edition of nightly radio shows on the topic of suicide prevention, this one being about intervention.

“It was hard, emotional,” said Eetuk.

On the second day, community members learned how to build iglus from three instructors, and the night’s call-in show focused on encouragement to youth and young adults.

The last day, participants gathered at the iglus, with youth at the youth centre, and Elders passed on their wisdom to younger people about dealing with difficult times.

“Even adults came to go listen to the Elders,” said Eetuk. “The Elders had very good words for people. It was helpful for everybody.”

On the radio, a mother who lost her child to suicide opened up about her story, explaining how it felt and how she dealt with the sudden blow.

“While she was on air, a lot of people were calling to the off-air radio saying thank you to us, and thank you to that person,” said Eetuk.

“Even little children were calling the radio to say thank you, that they understand more how to cope with hardship.”

The last radio show lasted until 1:30 a.m., with Eetuk and Ningeocheak ready to pass out from the busy and emotional week.

Photo courtesy of Nadine Eetuk “There were a few people who called and told Kupapik they were thinking to do this or do that, but they changed their mind,” said Eetuk, saying people learned suicide is not the answer to problems in their lives.

For Eetuk, the topic hit close to home.

“It was emotional for us, especially myself, because I lost my cousin before due to suicide.”

It was her aunt’s son, and Eetuk still finds it hard to think about at times.

“I still think about him because we were so close as family,” she said.

“It’s not that easy to let him go. I still often think about him, wonder how he would be if he

was alive. All these thoughts come to my mind.”

Suicide touches everyone, she added, not just immediate family members.

She was grateful for the week of activities and community connections.

“If a person is having a hard time, please do not end your life to suicide,” she said.

“Seek for help from people who you trust, and people will definitely help you, because it’s no fun losing a loved one due to suicide. It doesn’t matter if it’s a family or non-family member.

Sometimes we think that suicide is the answer, but it is not. Please seek for help when you go through your hardships.”

Legislative Assembly briefs with Derek Neary

Brewster questions Nunavut’s $16 minimum wage in face of inflation Northern News Services

As inflation has been pushing up the cost of practically everything over the past few months, Iqaluit-Sinaa MLA Janet Brewster is questioning whether Nunavut is offering enough with its $16 minimum wage.

She raised the issue in the Legislative Assembly on March 21, pointing out that the last review of the territory’s minimum wage occurred in 2019, resulting in an increase to $16 from $13 in 2020.

She also cited recent data from Statistics Canada that showed prices consumers pay rose 5.7 per cent overall in February compared to a year earlier, and that followed a 5.1 per cent cost of living hike in January, which is “pinching the pocketbooks of Canadians.” She said she’s concerned about food and other basic staples being unaffordable for lower-income Nunavummiut.

Brewster asked Justice Minister David Akeeagok, whose department is responsible for the Labour Standards Act, when the next review of Nunavut’s minimum wage will take place.

Akeeagok acknowledged that inflation is one factor that can trigger an assessment of minimum wage.

“For sure, it is a shared concern that prices are going really high, really fast,” he said. “It’s a shared concern throughout our cabinet on how to help Nunavummiut and help especially those that are on minimum wage. Those are the very things that we go through when we’re reviewing this, and I applaud the member for raising this in this House.”

Brewster then shared some calculations: at $16 per hour over a 40 hour work week for 52 weeks per year, that equates to a gross income of $33,280, she noted.

“From the minister’s perspective, can he indicate if Nunavut’s minimum wage is actually a living wage?” she asked.

Akeeagok replied that Nunavut has the highest minimum wage in Canada.

“That’s something that we try to do. Through our labour standards, we encourage companies to do more than a minimum wage, and a lot of companies do go beyond that because our staffing is so scarce,” he said. “Through that, a lot of those do get taken into factor, and I’m just being informed that our review will be done this summer as part of our regular review within the minimum wage.”

Put an end to seasonal time changes, Malliki urges

Daylight Saving Time took effect early Sunday morning as clocks moved ahead by one hour across Nunavut, but Aivilik MLA Solomon Malliki says it’s no longer a worthwhile practice.

“Does this still make sense for our communi-

ties or is it something that was introduced over a century ago during a time when the needs of the southern agricultural sector were more dominant than they are today,” Malliki said in the Legislative Assembly on March 18, pointing out that a number of Canadian jurisdictions have eliminated seasonal time changes, or are in the process, as is the United States.

Justice Minister David Akeeagok, whose department is responsible for time zone regulations, said there have been no discussions to that effect within the territory.

Malliki asked Akeeagok to consult with the Nunavut Association of Municipalities on this issue.

Akeeagok didn’t provide any such assurance.

“It is difficult to commit when our government has not had any discussion on a topic like this,” he said. “Right now I don’t want to commit to anything. If there are discussions, all stakeholders will need to be included if there is going to be a significant change.”

Malliki asked if the territorial cabinet would look into the matter.

The government’s focus is to “try and get our mandate ready,” Akeeagok responded.

If there’s any will to end seasonal time changes, there will be discussion in the House at that point, the minister added.

Savikataaq recommends ministers consult handbook

Former premier Joe Savikataaq thinks the Government of Nunavut’s new ministers could benefit from reading a handbook telling them how to do their job.

Savikataaq made the recommendation in the Legislative Assembly on March 17.

“We have a lot of new members that are here that aren’t familiar with the procedures and what the minister’s roles are, what their limitations are, and what their duties are,” he said, citing a potential conflict of interest raised last week relating to the appointment of an acting deputy minister from within the same household as a minister — a matter that Premier P.J. Akeeagok said he would refer to the integrity commissioner for review.

“I would like to ask the acting premier if the premier would table the latest version of the Ministerial Administration Procedure Manual, what the ministers are guided by,” said Savikataaq, the MLA representing Arviat South.

Acting Premier Pamela Gross, filling in for Akeeagok while he self-isolates due to possible exposure to Covid-19, responded rather firmly: “No, that will not be happening.”

Savikataaq admitted that her response was not what he was expecting. He asked her to explain why she wouldn’t comply.

Savikataaq countered that every regular MLA in the last assembly was given a copy of the manual. He asked Gross to do the same.

She responded, “The previous government didn’t table the document, but we will look into it.”

GN paying bonuses to daycares and their workers for Covid service

Daycare workers across Nunavut who returned to the job during the most recent Covid-19 territorial lockdown are receiving a one-time “thank you” bonus, Education Minister Pamela Gross announced in the Legislative Assembly on Friday.

Each daycare facility that reopened during the most recent territory-wide lockdown will be granted $5,000. Gross said that the reopenings were valuable because they allowed critical industry workers with young children to resume providing service while others toiled from home.

The Government of Nunavut is also issuing one-time $1,000 bonuses to each daycare employee who worked during that lockdown.

“The Covid-19 pandemic has been a challenging time for all Nunavummiut, particularly for childcare facilities and their staff. As early childhood educators and caregivers to our most vulnerable population, childcare workers have been asked to remain open while other places may have closed,” Gross said.

“I also want to personally thank all childcare facilities and their employees for their willingness to respond to our call for support. Balancing work and childcare put a significant burden on our critical industry workers … Childcare facilities and their staff play a huge role in supporting our essential services during these challenging times, please join me in thanking them for their commitment to children of critical industry workers and our communities.”

The Department of Justice and the Nunavut Legal Services Board have partnered to create two positions for lawyers who will provide

support to victims of sexual assault and family violence.

Justice Minister David Akeeagok announced the initiative in the Legislative Assembly on March 17. He said it will “help ensure victims of crime have access to justice.”

The lawyers, working out of the Legal Services Board office, will be available to help victims “understand their rights, help them access services and guide them through the often intimidating court process,” Akeeagok stated.

Funding for the positions comes through Justice Canada and its National Action Plan to End Gender-based Violence.

As a related service, the Legal Services Board will offer public education and information workshops on family violence to Nunavummiut.

Nutarak pays respects to the late Gamailie Kilukishak

Pond Inlet’s Gamailie Kilukishak recently passed away, but his contributions on a number of levels “will be with us for many years,” said Tununiq MLA Karen Nutarak.

Paying tribute to Kilukishak in the Legislative Assembly on March 18, Nutarak noted that Kilukishak often advocated for Inuit Elders to work with those who have come into conflict with the law. He also sought roles for Elders to work with law enforcement and mental health professionals.

“Gamailie often spoke of Inuit knowledge because he knew how it related to mental wellness,” said Nutarak. “Gamailie advocated for Inuit Qaujimajatuqangit to be legislated as a way to keep Inuit knowledge and values incorporated in our legislation.”

He served two terms with the Inuit Qaujimajatuqangit Katimajiit, a committee that advises the Government of Nunavut on Inuit language and culture.

“Over his lifetime, Gamailie saw many changes and often helped his community members adapt to changes of the modern world while living a traditional lifestyle. He would pass on his traditional knowledge to youth in his community by participating with workshops, meetings, and speaking on the local radio,” Nutarak said. “His knowledge, experience, guidance, and contributions will be of great benefit for many years to come.”

Although Kilukishak spent most of his early life on the land in the Tununiq area, he also lived near Arctic Bay and Iglulik, she added.

Logo design contest hosted for youth

Nunavut The Government of Nunavut’s department of environment announced a youth logo contest to help promote territory-wide community clean-ups March 21.

The artwork should promote enviromental sustainability and responsible litter disposal.

Artists under 18 who enter will be up to win a bicycle and a package of outdoor gear, in addition to having their work featured in community clean-up promotional material. Outdoor gear packages will also be awarded to the two runners-up.

Logo designs must be on 8.5 by 11 inch paper, entries must be scanned and emailed to ATucker2@gov.nu.ca, and all participants must be 18 or younger. All submissions will become the property of the Government of Nunavut and may be used for other publications, the announcement states.

Bright colours are encouraged.

Hamlet donates to Ukraine effort

Kangiqliniq/Rankin Inlet The Hamlet of Rankin Inlet will be donating $3,200 to the Canadian Red Cross for the organization’s work in Ukraine.

Coun. Justin Merritt said it would be about $1 per each resident of the town. He compared it with two other circumstances where the hamlet made an extraordinary donation: one for the Humboldt Broncos crash in 2018, and another for Fort McMurray wildfires in 2016.

“In this case, what’s happening in Ukraine is atrocious,” said Merritt, noting the hamlet’s present surplus of funds. “You have a mad man killing innocent people.”

Drum dancers from Nunavut attend Katuarpalaaq cultural festival

Nuuk, Greenland Six artists from Nunavut were in Greenland last week to take part in seminars where they, alongside other groups, spoke about how to use the drum for dancing.

The festival where the seminars are taking place, known as Katuarpalaaq, is organized by Katuaq, a cultural centre in Nuuk, the capital of nearly 19,000 people.

Each day of the festival, participating countries will have a day representing their traditions, with the Nunavut workshop held March 24. The Nunavut team also participated in the final show which took place on March 25.

Nunavut’s participation in Katuarpalaaq is sponsored by Qaggiavuut.

Leadership team announced for hydrofibre link

Kivalliq Nukik Corporation, owned by the Kivalliq Inuit Association and Sakku Investments, announced its executive leadership team to guide work on the proposed Kivalliq Hydro-Fibre Link March 15.

“We are extremely pleased to welcome Anne-Raphaëlle Audouin as CEO for Nukik,” announced David Kakuktinniq, president of Nukik Corporation and CEO of Sakku Investments, in a news release.

“Anne and her leadership team will continue the important work underway on the Kivalliq Hydro-Fibre Link as we move the project through feasibility and towards commercial development.”

Audouin said the project is of “collosal importance for the

region and is going to be instrumental in reaching our national 2030 and beyond climate objectives.”

She joins Nukik after leading WaterPower Canada as CEO for the last eight years.

Joining her on the executive team are Adam Borowiecki and Darcy Quinn. Borowiecki managed major projects for Valard Construction over the last 10 years, while Quinn served as manager of business and economic development for BC Hydro Power Authority.

The news release stated the board would be seeking additional positions for Nunavummiut soon.

The fibre link is a proposed 1,200-kilometre, 150-megawatt transmission infrastructure project that would connect renewable energy and fibre-optic internet from Manitoba to Nunavut.

Recently plagued by bears again, Kinngait gets visit from conservation officer Department of Environment position has been vacant for several months; vacancies also persist in Qikiqtarjuaq, Clyde River

A conservation officer visited Kinngait last week, something that hadn’t occurred in five months.

Meanwhile, the community was repeatedly visited by at least two polar bears earlier this month. Several residents posted on social media about bear sightings near residential areas.

“This has to be stopped. Scary and dangerous. I hope everyone has been notified that this has been happening in the town,” a community member wrote in response, one of a few people to describe the situation as “scary.”

Similar circumstances occurred in early December, with bears frequently making forays into Kinngait over a few weeks.

The Department of Environment stated that the permanent conservation officer position in Kinngait, vacant since October, has not yet been adver-

tised but department staff are “working within the Government of Nunavut’s hiring processes to fill the position.”

It was also noted that several previously scheduled relief visits by a temporary conservation officer were cancelled due to the Covid-19 pandemic.

In the Legislative Assembly on March 11, Uqqummiut MLA Mary Killiktee inquired about Qikiqtarjuaq, where a staff vacancy for conservation officer dated back to the 5th Legislative Assembly and it was said to be due to a lack of staff housing.

“The community never seems to be able to keep a renewable resource or conservation officer,” Killiktee said, adding that one of Clyde River’s two positions also needs to be filled.

In regards to Qikiqtarjuaq, Environment Minister David Akeeagok replied, “The situation has been like that for a long time now and they are still waiting for staff housing and the situation is still the same. They get

fly-in conservation officers and that’s how communities are dealt with when they don’t have a conservation officer.

Some of the officials go into the communities and do the work that needs to be done. We do want to hire people, but sometimes it takes a very long time to fill the positions.”

Among a conservation officer’s duties is to deliver and administer services and projects relating to environmental protection and wildlife management. There’s a requirement to work with other organizations and agencies such as local hunters and trappers, the Department of Fisheries and Oceans, the Canadian Wildlife Service and the RCMP. In Kinngait, Mayor Timoon Toonoo said there are volunteers who scare off the bears by using their vehicles.

Through his conversations with representatives of the local hunters and trappers association, he said he understands that there are five polar bear hunting tags available. However, there

Iqaluit man found guilty of sexual assault after failing to obtain proper consent Offender was ‘wilfully blind in the circumstances,’ judge finds

An Iqaluit man has been found guilty of sexual assault in a case that hinged on whether his victim was able to give proper consent to sexual activity and whether the offender “had an honest but mistaken belief in her consent.”

Newkinga Kownirk, age 40 at the time of his offence, invited his 30-year-old victim to his mother’s apartment, where he was living, on May 1, 2020. The two had met for the first time that morning outside the Northmart store. Kownirk said she was outside the retail outlet while he was in the passenger seat of a vehicle. He made a motion to her with his hand and arm simulating drinking and asked her to pay a visit.

Coming from another community, she testified that she was interested in going drinking and enjoying her time in Iqaluit, so she went.

They drank beer with the accused’s mother at the apartment.

The victim said she blacked out at some point. She testified that the sexual activity took place in the bathroom, although there had been no talk about it beforehand. She said when she regained her senses, Kownirk was smiling during the intercourse and when she told him to get off of her, he did.

“I didn’t think he would do that to me,” she told the court, clearly upset.

She later made a statement to the RCMP about the incident and went to the hospital on May 4. However, a rape kit produced no useful DNA evidence.

Kownirk testified that he didn’t think the victim was all that drunk — he estimated that she’d consumed four or five beers. He said he was “buzzed” after consuming four to five beers himself.

He admitted that he followed the victim to the washroom after his mother stepped out of the apartment for about 20 minutes.

His version of events was that he asked the victim if she wanted to make out and she said it would be all right. When cross-examined, he said his question was, “Can we do it?” The sexual activity, which included vaginal and anal intercourse, began in the bathroom but moved to the bedroom, he said. Kownirk added that he stopped when she told him to stop. She then left.

There were no other witnesses in the trial.

Justice Gregory Mulligan noted that the Crown has the burden of proof beyond a reasonable doubt as “an accused person is not required to prove his innocence and the burden of proof never shifts to an accused person.”

The judge added that the case “is not a credibility contest between a complainant and an accused person,” and he cited case law that is relevant.

Kownirk was on trial for this incident on Nov. 19, 2021, facing charges of sexual assault, failing to comply with a probation order and failing to comply with a release order.

Mulligan delivered his verdict on March 18. He considered the fact that the sexual activity was “invasive in nature” and resulted in “an enhanced risk to (the victim’s) health and safety.”

He found that the victim’s response in those circumstances “was not activity-specific and not an agreement to sexual activity of an unspecified scope.”

“Therefore, I am not satisfied that Mr. Kownirk took reasonable steps,” Mulligan ruled. “I find that there is no air of reality to the defence of honest but mistaken belief in consent … I accept (the victim’s) evidence that she had gaps in her memory from alcohol consumption and only regained awareness when sexual activity began in the bathroom, a place where (she) was in a private space. There had been no prior talk about sexual activity.”

Mulligan described the Kownirk as “wilfully blind in the circumstances.”

He found the offender guilty of sexual assault and of failing to comply with a probation order. The third charge was stayed.

A sentencing hearing is scheduled for April 29 in Iqaluit.

RCMP charge man living in Sanikiluaq with 19 offences

A 32-year-old man is facing 19 charges involving alleged harm against other individual(s) in Sanikiluaq.

Charges laid after Cambridge Bay incident involving resident barricaded with weapon

A Cambridge Bay man is facing multiple charges following an incident where police responded to a report of an individual who was armed and barricaded in a residence on Sunday.

The accused allegedly had a firearm and reportedly made threats against two other occupants of the home, but they were able to later leave safely.

Shortly after noon, the RCMP attempted to de-escalate the situation and encouraged the man to exit the residence. However, he refused.

The RCMP’s Division Critical Incident Program was called in as well as the Containment Team, crisis negotiators, and the Alberta Emergency Response Team.

Frank Bolt, 51, was arrested safely at 5:34 a.m. on Monday morning. He was charged with failing to comply with release order, possession of a firearm contrary to prohibition order, two counts of pointing a firearm, careless use of a firearm, possession of a firearm for a dangerous purpose and assault.

No one was injured, according to police.

Bolt is being held in custody and is next due in court on March 22.

The Cambridge Bay RCMP extended their thanks to community leaders and residents for their support and cooperation during this incident, as people were asked to remain in their homes due to the risk of harm.

Kinngait scores hockey equipment bounty RCMP Const. Josh Cook returns to community to help hand out donated gear from B.C.

RCMP Const. Josh Cook and his fiancee, Katie Isherwood, were out skating on a pond in Kinngait one day in 2021 when a young boy walked up to him and asked if he could borrow his skates when he was done playing.

“I asked him if he had any and he told me he didn’t,” said Cook, who was posted in the community last year. “I asked him how old he was and he told me he was eight. That got me thinking about getting gear up here for the community.”

That’s where this story begins and it came to a happy end earlier this month.

Cook, who is now posted in Iqaluit, and his fiancee returned to the community on March 10 to help pass out all sorts of hockey equipment for youth in the community, more than 200 lbs. worth, according to a release from Nanaimo RCMP in B.C., which was one of the organizations that helped get the gear North.

“Most of the hockey equipment in the community is showing its age and sadly, there just isn’t enough to safely outfit the youth who simply love this great game,” said Cook.

Cook attended Vancouver Island University in Nanaimo and that’s one of the first places he thought of when coming up with the plan to get equipment.

“I reached out to the men’s hockey team and they jumped on board right away,” he said. “The Oceanside Generals, one of the junior teams on (Vancouver) island, they were a big help, the city of Nanaimo, Nanaimo RCMP, Kirby’s Source for

Sports — so many people wanted to help and it was just so cool to see it all play out.”

The drive began last spring and with the equipment collected and packed up, one question remained: how do they get it North? Cook reached out to the Canadian Forces but a combination of logistics and weather in the province delayed the shipment.

“The Forces were really good but they weren’t able to guarantee a delivery date for us,” said Cook. “I went back home (to Nanaimo) in the summer and talked with (VIU) and I reached out to some airlines to see if they would be able to help.”

Canadian North and WestJet both got back to Cook and each offered up some space on cargo flights and that sprung everything into action.

Myles Parsons, general manager of VIU’s men’s hockey team, arranged to get the gear to its first destination in January: Victoria International Airport. From there, it went to Edmonton International Airport, where RCMP officers stationed on-site took over and transported the gear over to the Canadian North cargo terminal and on its way to Kinngait.

“Both airlines flew it up free of charge,” said Cook. “I can’t say enough about that. They donated that space and the time.”

Once everything arrived in Kinngait, there was an announcement of the community radio station that Cook was in town and there was equipment to be had at the Kinngait RCMP detachment.

It didn’t take long for the community to make their way over, said Cook.

“It was all gone within about half an hour,” he said. “Kids were going in and out and there was

“The goal for my fiancee and I was to get kids doing stick-and-puck,” he said. “There are so many frozen ponds in the area and we just wanted to see the kids get out on skates and passing the puck, having fun and just being kids. It was so great to see everyone again and I know they’ll take good care of everything.”

There’s always one Speaking of the Final Four, every year provides at least one team which never ceases to amaze. Welp, Saint Peter’s of New Jersey is this year’s sweetheart team as the no. 15 seed in the East regional was in the Sweet Sixteen thanks to upending Kentucky, the no. 2 seed, on March 17 and then Murray State, the no. 7 seed, two days later. They were set to play Purdue on March 25 and here’s hoping they were able to take them out as well. There’s always one team which plays the bracket buster and Saint Peter’s is your team for this year. Doug Edert, who’s become one of the team’s new recognizable faces, just signed a name-image-likeness (NIL) deal with Buffalo Wild Wings. Hey, why not cash in? And it’s for chicken wings. Remember Rick Vaughn from the movie Major League? His manager, the legendary Lou Brown, told the pitching coach he’d “better teach this kid some control before he kills somebody.”

Vaughn honed his craft in the California Penal League after he stole a car but there’s a new hot shot on the horizon and his name is Ben Joyce. Joyce is a junior at the University of Tennessee and you have to wonder if he’s putting snot on the ball. He’s been clocked on the gun at 104 mph. No joke — he came out for a relief appearance earlier this month against South Carolina and had four pitches register at 100-plus, 104 being the fastest. Just for good measure, he tossed in a change-up at 91 mph.

Many people are calling the 104 smoke the fastest pitch ever recorded in college baseball but there’s no way to track those numbers properly and you would have to go back a long way.

To put this in perspective, Statcast has been tracking speeds in Major League Baseball since 2008 and only five pitchers have hit 104 or better. One of those is Aroldis Chapman, who routinely hits 100 or better with every pitch he throws.

Forget about the change-up, Ben … give him the heater.
