Celebrating Inuktut for February Annual event encourages Nunavummiut to speak more Inuktut in homes

February marks the annual event celebrating the diversity, history and importance of Inuktut in Nunavut, Uqauusirmut Quviasuutiqqarniq.

“It’s a pleasure to celebrate Inuktut during Uqauusirmut Quviasuutiqqarniq with communities across our territory. This month is a wonderful opportunity to showcase our pride in our language,” said Joanna Quassa, Nunavut’s minister of culture and heritage.

The theme for this year’s celebration is ‘Qaggiq’ a large iglu where Inuit gathered together to celebrate brighter days. People and communities would gather together to share food, play traditional games, sing traditional songs and drum dance.

“We should all do our part to not only preserve but also strengthen Inuktut. I encourage all Nunavummiut to use Inuktut at home

and at work, and most importantly to share the love of our language with our children,” added Quassa.

Highlights for this year will include videos of Elders sharing stories about the role of a Qaggiq in their communities, social media posts featuring language advocates and educators in the territory and a traditional word contest that draws a connection to Inuit culture.

The Government of Nunavut also highlighted its partnership with Microsoft, bringing Inuktitut to the Microsoft translator. This year it now offers Roman Othography and Inuinnaqtun translation.

“It is an honour to continue supporting the Government of Nunavut in this important work,” said Kevin Peesker, president of Microsoft Canada.

“The updates to the Inuktitut language model – in direct response from the community – and the addition of Inuinnaqtun to Microsoft translator will ensure Inuktut continues to thrive for generations to come,” he adds.

On Feb. 1 four young Iqalummiut presented a review of Nunavut’s Interagency Information Sharing Protocol (IISP) at the Qajuqturvik Community Food Centre, making policy and practice recommendations on the protocol from a youth-led perspective.

IISP was developed in response to recommendations made in Nunavut’s Suicide Prevention Strategy Action Plan (Inuusivut Anninaqtuq) to help address the territory’s high rates of suicide by allowing departments to more easily share information when a subject may be suicidal.

This in turn aids in having an appropriate intervention take place.

The youth took part in seven engagement sessions where they went over the protocol and made their recommendations based on those findings. They also looked at other models to see what works and what doesn’t, including Nunavut’s Inuusivut Anninaqtuq and PEI’s Bridge Model, which connects government and non-government agencies directly to individuals and families determined to be at very high risk of harm.

“In all those sessions they formed the recom-

mendations that you see today,” said the project’s youth facilitator David Korgak.

One of these recommendations is a more proactive approach to keeping mental health workers in Nunavut.

“Our solutions are to include available staff housing and assign those who are assigned to the IISP,” said Blake DeMaio, one of the youth involved in the project.

Another team member, Jasmine Evic, says people feel left in the dark when you pour your heart out to a therapist or counsellor who then goes back down south never to be seen again.

The group also recommends bringing in more Inuktitut speakers, given it is often the first language of many Nunavummiut in smaller communities outside of Iqaluit.

“Many children and youth do express their emotions in Inuktitut way better than they do in English,” Evic added, “I think that would help youth explain what’s going on in their life.”

Evic said she would like to see the territorial “government work together more, because there’s no communication between them.” She says it would be more beneficial for the youth, as the way things are currently going “just makes it harder for everyone to understand each other.”

The IISP was signed by the Department of Family Services, Health, Justice, Education, the

These departments were invited to the presentation, however only representatives from Family Services and the RCMP were present on Feb. 1.

Evic said she appreciated even those two parties being present as a good step to being heard, though the group would like to see a more active interest from the Government of Nunavut in what they have to say.

Fellowship, helped initiate this presentation by getting the support of the Gordon Foundation, a charitable organization for empowering Canada’s North. He thanked the organization for providing “a lot of learning for young Northerners.”

A six-minute video presentation by DeMaio, Evic, Jennifer Williams and Rocco Canil was made to summarize these recommendations. The video can be found on YouTube titled Communication is Key: A Youth-led policy change project.

Hotlines, remote counselling and community activities are among the supports

One-in-five Canadian reported feeling high levels of mental distress one year into the Covid19 pandemic, according to a report by the Centre for Addiction and Mental Health and research company Delvinia.

The pandemic is almost into its third year and some Nunavummiut leaders are trying to be creative in offering a sense of relief for residents.

In Gjoa Haven, like many other communities, activities have been held online, such as bingos and snow sculpture contests. The local snowmobile club, square dance group and volleyball teams have contributed prizes.

Households have been provided food hampers and various supplies, much of it funded by the territorial government. “(We’re) trying to keep the community entertained,” said Mayor Megan Porter. “Residents enjoy games and appreciate all efforts, but could always use more.”

Gjoa Haven MLA Tony Akoak made multiple pleas in the legislative assembly for a mental health facility in his community long before the pandemic existed.

“We have advocated for additional mental health supports for a number of years, including the construction of a local facility,” Porter acknowledged.

It hasn’t happened, and there are no such plans.

“The Hamlet has encouraged use of the local supports and hotlines,” Porter added.

One of the primary sources for mental health support by phone is the Nunavut Kamatsiaqtut Help Line. There were 1,144 calls officially logged to the hotline in 2021, according to the Department of Health. It’s likely that a few hundred more calls likely occurred but data is unreliable due to poor internet.

Nevertheless, the number of calls last year is similar to 2019 and 2020, representing a “minimal” change, the department stated. The trends detected from 2021 include increases in

calls from those over age 45, people who are employed and Nunavummiut who had never dialed the line before.

Healing by Talking, a counselling service delivered remotely to Inuit across Nunavut, has seen 228 applicants since the program launched in January 2021, and 107 of them are still actively involved, the Department of Health stated.

Some Nunavummiut call other helplines or stop by their local health centre or even the RCMP when they’re in the grips of a mental health crisis.

However, there is currently no system in place to comprehensively track requests for mental health support, the Department of Health conceded.

The department provided the following statement: “Mental health is a conversation that is growing continuously. The more mental health is discussed, and destigmatized, the more people will feel comfortable reaching out for support.

During Covid-19, the importance of taking care of yourself during trying times of lockdowns and isolation has been an important topic. In Nunavut, throughout the last two years, we have increased mental health services. This is not necessarily because of Covid-19 but have more options of support for Nunavummiut. We hope that services will become even more accessible, and more people will be able to get the support that best suits their needs.”

The Qaujigiartiit Health Research Centre, based in Iqaluit, has undertaken a study on Covid-19’s impacts on the mental health of Nunavummiut, but the results have not yet been released.

In a College of Physicians and Surgeons of Ontario’s journal article titled Pandemic-Induced Mental Health Distress, Dr. David Gratzer, a Ontario-based psychiatrist, said he reminds his patients of the harms of turning to alcohol or other addictive substances in an attempt to cope with their anxiety. “…it’s important to choose ways of coping that are healthful and will not ultimately undermine us, such as healthy diet and regular exercise. If appropriate, I do make a point to bring up substance-use because patients often feel reluctant to speak about it,” Gratzer stated in the article.

Mothers share hopes for childcare improvements After years of struggles, Nunavummiut moms optimistic that daycares will be better off due to more federal funding

Ashley Tulugak and Kaylie Kattegatsiak are among many Nunavummiut who have witnessed daycares struggle to stay open and also among those who hold out hope that a recent federal government announcement of $66 million over five years will truly make a difference.

Kattegatsiak, a resident of Chesterfield Inlet, said she has been fortunate to have a relative move in with her family to look after her two toddlers, allowing her to become employed again.

The local daycare closed a few months ago due to a shortage of staff, she said.

“I am thrilled,” she said of the aid from Ottawa that will subsidize Nunavut daycares. The government says the extra money will cut childcare fees in half by the end of this year and reduce costs to $10 a day, on average, by March 2024 at publicly-licensed facilities.

It will also result in higher wages for childcare employees.

“Yes, it will interest people to apply for the positions and catch some attention, which will help many parents to be able to go to work,” Kattegatsiak said, adding that she would also like to see the territorial government oversee daycare staffing instead of a local board of directors. “I think it would work better instead of the organization working by itself.”

In Rankin Inlet, Tulugak said this development comes too late for her family as her two children are now too old for daycare, but she’s pleased with the news anyway.

“We have lots of relatives and friends who’ll benefit from this, and I’m happy for them,” she said. “Change in the daycare system was desperately needed for a long time and it was next to impossible to make change. To see a new system come through that offers more support for daycares, workers and more spots is hopeful.

I’m interested to learn more of the plans as it rolls out. More training and facilities for daycares are definitely needed. Higher wages for the workers

would help keep staff as well.”

Tulugak was paying $10,400 per child when she made use of a local daycare, where she was a board member. However, she described the system as “dysfunctional” and keeping the daycare operational proved to be a strain. She decided to withdraw her children and take two years of leave without pay to ensure that they received quality care. Nevertheless, she still had to take on different jobs from home to help cover various expenses.

“There are so many parents who struggled with childcare – some who stuck it out, stayed home, found other options or moved away. That says so much of how badly change was needed for the better. Children are the most vulnerable and it’s up to adults to make things better for them,” said Tulugak. “Now, with the plan of early childhood care and learning being generously supported (through the new federal funds), I’m so hopeful for the future for precious babies and children in Nunavut, they totally deserve it. We’re tightknit communities. These babies and children are people we deeply care about, if they’re not our children, they’re our nieces, nephews, cousins, friends, grandchildren. I can’t wait to see the positive change from improvements made to the childcare system.”

In Kinngait, Kootoo Toonoo, who has managed a daycare for more than 32 years, said she’s lucky to have three long-term staff as she’s watched many others quit after paydays.

She refuses to get excited at the prospect of being able to offer a higher rate of pay or any other perks until the money from the Government of Canada actually flows into her facility.

“We will see when it comes out,” she said.

Government of Nunavut because the federal funding includes support for existing infrastructure.

“As Minister Gross was mentioning, it’s also about building new infrastructure and thinking about childcare right from the get-go, so whether it’s a new school being built or a community centre, building in childcare into that new infrastructure will enable growth in the sector, in particular for communities that don’t have childcare already,” said Gould.

The agreement includes 238 new childcare spaces in Nunavut by March 2026.

Asked why the cost-cutting and growth targets are set years into the future, Gould replied

that meeting the infrastructure needs and raising wages will take time.

“It’s really about building the system while also reducing fees,” she said.

Overall, Gould said she’s “really excited” about the opportunities that this development will present.

“We heard the premier speak, I think very eloquently, about the importance of a good start in life and also the fact that the Government of Nunavut will be building in culturally-relevant, language-specific programming that I think will be really important for the healthy development of children in Nunavut,” she said.

Survey finds widespread dissatisfaction with healthcare services But residents of the territories rank it as a lower priority than the provinces

Despite sharing nationwide concerns about healthcare staffing shortages and long wait times, residents of Canada’s three territories have very different priorities for healthcare funding, according to a Léger survey released Feb. 2.

The results of the survey show widespread dissatisfaction with healthcare services across the country, especially in the wake of the Covid-19 pandemic. Nationwide, 78 per cent of respondents felt wait times had increased over the past five years, while 90 per cent felt they had increased as a result of the pandemic.

Eighty-seven per cent agreed that an immediate increase in funding was needed to ease the burden on the health system caused by the pandemic.

There was also broad agreement that provincial and territorial governments were in a better position to allocate healthcare funds than the federal government. The least support on that question came from Ontario, at 56 per cent.

Despite widespread concerns about wait times and staffing shortages, the results suggest that residents of the territories are less concerned about the state of their healthcare systems than residents of the provinces. Across all respondents, healthcare ranked second behind only cost of living/affordability as the most important issue facing Canadians; more than a quarter of respondents listed it as a top priority. By contrast,

residents of the territories ranked it sixth overall, lower than every province in the country.

Forty-seven per cent of respondents in the territories felt the quality of healthcare had gotten worse over the past five years, with 77 per cent responding that the pandemic has had a significant negative impact on services.

At 50 per cent, territorial respondents were more likely than those from the provinces to say expanding mental health and addiction supports would be a priority if more funding came in. They were also more likely to see the hiring of new doctors and nurses as a priority – 78 per cent.

By contrast, residents of the territories were less likely than average to see both a reduction in emergency wait times and improvements to longterm care homes as priorities for new funding.

Those in the territories were also significantly more likely to believe that federal funding should be sustained over the long term – 88 per cent of territorial residents agreed with that statement.

More than 2,600 respondents across all the provinces and territories, including 140 respondents from the three territories, were engaged in the online survey in both official languages.

Responses from the territories were recorded together as one data set.

The survey was commissioned by the Council of the Federation, a council made up of the Canada’s 13 provincial and territorial premiers designed to improve relations between their respective jurisdictions and with the federal government.

Small non-profit group helps Nunavummiut navigate Inuit Child First Initiative Almost 600 beds approved for communities across the territory

Every child deserves a safe place to sleep and the Indigenous Kids Network of Canada (IKNC), a non-profit consisting of a team of five volunteers from across Canada, is helping fill that need in Nunavut. IKNC also assists Inuit and Indigenous families facing bureaucratic barriers access direct aid from the Government of Canada.

So far 592 beds worth $692,801.23 have been approved and sent to Iqaluit, Pangnirtung, Whale Cove, Baker Lake, Rankin Inlet, Cambridge Bay, Iglulik, Coral Harbour, Naujaat, Arviat and Pond Inlet. A figure for overall services provided by the Inuit Child First Initiative with the help of IKNC was not available.

The IKNC mainly provides support to Indigenous kids in Canada by writing letters of support to Jordan’s Principle, or through the equivalent Inuit Child First Initiative, who in turn provides assistance.

Jordan’s Principle is named after Jordan River Anderson, a First Nations child of Norway House Cree Nation born in 1999 with special medical needs who died in the

hospital at the age of two, while the Manitoba and Canadian Governments argued over who should pay for his home-based care.

Jordan’s Principle was created to ensure parents can access these types of services.

Indigenous parents writing these letters often face barriers by the government and often have a hard time accessing services due to the requirement of Jordan’s Principle/ Inuit Child First Initiative to have a healthcare professional or social worker also write a letter saying assistance is needed.

“We try to streamline the process for them,” said Hyejun Kim, a board member with the Indigenous Kids Network of Canada.

“It’s not just the beds, it depends on the needs of children. So if the children need speech therapy or health-related services we can ask families to get a letter (from a professional). We can try and get those services approved for these children,” she adds.

Inuit in Nunavut often live in overcrowded housing, a fact well-known by many Nunavummiut, which makes it easier for the government to approve funding for beds.

“Most of them are very happy, very thankful. If a request gets declined if we are able to find a reason we can go back

and try again. We really try to get these requests approved. As long as the needs can be verified,” said Kim. With the onset of Covid-19, however, getting health-related services approved through Jordan’s Principle/Inuit Child first Initiative has gotten more difficult.

“There’s not enough nurses or social services professionals who are able to provide support letters, Covid has made it more difficult for the families and professionals to get the letter done,” said Kim. To offset the burden on overwhelmed healthcare professionals the organization hopes to raise enough funding to hire funded navigator positions in communities in order to help fulfill larger group requests to ensure more can be approved in a shorter amount of time.

“We really need funding so we can help more children,” Kim adds. “As an organization we recognize there is quite a bit of barriers for Indigenous children and families to have to go through to have to access services and supports.”

Coral Harbour family wants father back home Raymond Ningeocheak currently in Embassy West; travel, medical costs estimated at $45,000

Raymond Ningeocheak’s family in Coral Harbour want him back home from the Embassy West senior living facility in Ottawa.

“He’s not being well taken care of,” said daughter Sarah Netser, who adds that her 80-year-old father would benefit from being around family and having country food.

Ningeocheak served as second vice-president with Nunavut Tunngavik Inc. for many years and has been receiving care in Ottawa for the past year.

The challenge according to Netser is that Ningeocheak’s doctor wants to see the Elder

for another appointment before clearing him to leave. Without medical clearance, the Government of Nunavut won’t pay to fly Ningeocheak home. The only other option is his family signing a waiver and finding a way to cover his flights and medical needs themselves.

Without knowing when her father will be able to get this next appointment, Netser wants to find any help she can to get Ningeocheak home in Coral Harbour. She planned to ask NTI and Kivalliq Inuit Association for help, estimating the costs would be upwards of $45,000.

“He’s been wanting to go home for a long time,” said Netser.

is unable to comment on individual cases, but explained that if a resident is medically cleared, community health staff work with the family to establish a plan of care based on community capacity and available resources.

In situations where Elders or families choose to continue with repatriation against medical advice, the Home, Community, and Continuing Care division provides the individual with a waiver to sign, which outlines what was determined in the care meeting.

“If the resident has not been medically cleared, the Government of Nunavut is unable to pay or help the resident return,” stated Main.

“The waiver confirms understanding that the

individual was placed in care based on their assessed needs, which cannot be met by the community, and the choice to discharge the individual from the recommended care is against medical advice. Upon signing the waiver, the individual/family assumes responsibility for care and are responsible for arranging repatriation and providing the required care.”

Main went on to emphasize that Elders are placed in out-of-territory care because the available in-territory care and support was determined to be insufficient.

“Repatriation against medical advice comes with increased risk to a client’s health and well-being,” stated Main.

Nearly two years have passed since a public health emergency was declared in Nunavut in response to the emerging Covid-19 pandemic.

During this time, the focus on healthcare – and the territory’s ability to provide appropriate service levels – has only tightened. It must feel a bit like a noose on the Department of Health.

Amid national nursing shortages, we saw community health centres critically under-staffed, sometimes suspending routine appointments and moving services to emergency-only. The territory’s ability to test and track Covid infections has been stretched and slowed with the loss of laboratory technicians in Iqaluit, who felt unappreciated while dealing with the highest level of infectious samples yet in two years of testing.

Midwives leaving Rankin Inlet in summer 2020 suspended birthing services in the community, and those women also made comments to the media about feeling unappreciated and overworked.

Mental health workers are equally hard to come by, even more so ones who stay for any length of time, which leaves Nunavummiut with few options other than to start the counselling process fresh with

the next person to arrive, thereby reopening wounds.

What can the territory do to make providing services here more appealing?

A youth working-group in Iqaluit made a presentation Feb. 1 of their recommendations for improving Nunavut’s Interagency Information Sharing Protocol (IISP), which allows departments to share information more easily when it’s determined someone seeking help is suicidal.

The youth recommend bringing in more Inuktitut speakers, given it is often the first language of many Nunavummiut in smaller communities outside of Iqaluit.

“Many children and youth do express their emotions in Inuktitut way better than they do in English,” said Jasmine Evic, one of the students involved in the group. “I think that would help youth explain what’s going on in their life.”

We need home-grown professionals, there’s no getting around it. The downside is there’s not a lot of incentive for those trained Nunavummiut to stay here, with limited housing and myriad struggles threatening their stability.

The Iqaluit group recommended classifying Inuusivut suicide intervention staff as essential workers permanently due to the ongoing suicide crisis in the territory – and to provide them staff housing and

a signing bonus similar to those allotted for nurses. They also would like to see community wellness staff included in the protocol and training, which could add an extra layer of support for both staff and the youth who need help dealing with these sensitive situations.

Taking care of our mental health, especially in our vulnerable youth, will have one of the most lasting impacts on all facets of healthcare.

More than anything, a holistic approach is needed – the problem must be tackled from many angles at once to see any real headway. The time has long passed that we can sit in the passenger seat and watch to see which attempts and short-term Band-Aids make the most impact.

The Department of Health stated mental health services have been increased over the past two years, not just because of Covid-19, but as part of ongoing efforts to have more options to support Nunavummiut.

Small steps can be taken at the community level, and many are happening already. Talk with each other, find the supports available where you are. Remote counselling or calling the help lines could be a first step in finding your balance again.

Kivalliq designer celebrates Inuit fashion with Canada Goose collaboration Victoria Kakuktinniq designed the 2022 Project Atigi

She turned Canada Goose down in 2018 when the global brand wanted to work with Victoria’s Arctic Fashion on the original Project Atigi, but Rankin Inlet’s Victoria Kakuktinniq couldn’t say no this time.

“I had my store in Iqaluit and couldn’t dedicate the right amount of time to the project,” said Kakuktinniq about the 2018 opportunity.

“We stayed in touch and when they reached back out for this third collection, I knew I had to take it.”

Canada Goose’s Project Atigi was developed to create social entrepreneurship opportunities for Inuit designers by leveraging the company’s platform to showcase Inuit craftsmanship. The proceeds from the collection go to Inuit communities through Inuit Tapiriit Kanatami.

Kakuktinniq worked as the special guest designer for the 2022 edition of the project. She created three styles: Kakuktinniq Parka, Kakuktinniq

Down Jacket and Kakuktinniq Jacket.

“This collection is inspired by my upbringing and tells my story in many different ways,” said Kakuktinniq.

“Just like my personal collections, the colour palette is inspired by the Northern Lights – a tribute to the night sky from my hometown of Rankin Inlet. Colour-blocking is also featured on each of the styles, a detail I often include in my designs.”

She also created the unique tattoo trim seen throughout the collection.

“The tattoo trim is not only my story but the story of my culture and heritage,” said Kakuktinniq. “Inuit have a long history of traditional tattooing.

The designs and their meanings vary between people and communities.

This specific design represents memorable events in my life, my strength and is a tribute to my parents and daughter, who have always been so supportive.”

The design process took a year and a half. Kakuktinniq enjoyed collaborating with Canada Goose and learning along the way. Her goal was to marry the traditional with modern styles.

She called the project empowering.

“Sewing traditional garments is an important part of life in the North, for Inuit especially,” said Kakuktinniq.

“This skill has been passed down from generation to generation. We are artists, we tell our stories through our product.

It’s more than just our livelihood, it’s a way of life.”

And bringing those designs to the global stage helps celebrate, educate and inspire people beyond Canada, she added.

Kakuktinniq was especially proud to work on this project to showcase sustainable fur.

“As an Indigenous woman, I strongly advocate for the use and promotion of sustainable fur,” she said. “As an Inuk, whose communities and livelihoods depend on being able to survive in harsh Arctic climates, and whose traditional way of being works in harmony with the land, and the abundance of resources that the land provides, it is imperative that I advocate for and stay true to this traditional way of being.”

Asked her thoughts on the direction of the fashion industry and how Inuit and Indigenous artists can play a role, Kakuktinniq said there is a global shift going on from “fast fashion” to sustainable fashion.

“Indigenous-made clothing and accessories are typically made in a way that supports Indigenous communities, utilizes sustainable products like furs and skins, and are made by hand with recycled fabrics or more environmentally friendly materials, not en masse in factories,” she said.

“I think consumers are making a conscious shift to slow down, shop with purpose and support businesses that uplift community and drive towards reduced environmental impacts.

Indigenous brands embody that. We are gatekeepers of the land and utilize practices that have been around for hundreds and thousands of years.”

Proceeds from the first and second Project Atigi collections totalled more than $165,000. Canada Goose hopes to exceed those numbers with this new one.

More than 1,000 Covid-19 cases have been confirmed in the most recent ongoing outbreak in Nunavut, 775 of which are reported recovered as of Feb. 3.

The territory is approaching the two-year mark for its public health emergency, which has been extended once more to Feb. 17.

Nunavut chief public health officer Dr. Michael Patterson noted Nunavut was the last jurisdiction in Canada to get Covid-19. This, he said, was due to the public health measures and various precautions the territorial government took, giving Nunavummiut a head-start in getting vaccinated and protected.

Case counts remain the highest in Iglulik with 87 cases as of Feb. 3. Vaccination rates remain low in the community, with only 54 percent of residents five and older fully vaccinated with two doses.

Dr. Patterson stated that low vaccination rates are contributing to the spread, though “how much is hard to know at this point.”

Health Minister John Main went further, in saying misinformation presented over Iglulik’s local radio stations and over the internet is contributing to its low vaccination rate.

“Misinformation is a part of it. Unfortunately Iglulik appears to be an example of that, based on what I heard from community members. It’s just really sad when you think about it,” said Main.

One Elder and nine staff members have contracted Covid-19 in Nunavut’s Elders facilities between Cambridge Bay, Arviat, Gjoa Haven and

Iglulik. Positive staff members will be in isolation until they are recovered.

There have been 49 Covid-19 cases confirmed at Aaqqigiarvik Correctional Healing Facility, an increase from 12 cases from last week. Inmates who have tested positive are being isolated in a separate wing, said Justice Minister David Akeeagok.

Public health measures in the territory’s schools continue to be dependent on each community’s Covid-19 situation.

There was a potential exposure at Iqaluit’s Inuksuk High School in two cohorts of the same age group, which was identified over the last weekend of January, but no transmission has taken place as of Feb. 1, said Patterson.

Potential contacts are staying home for the week.

The risk of transmission in schools will continue to remain lower in comparison to other common settings, he adds.

“The evidence across the country is that schools are a smaller portion of the risk when you compare it to the exposure that happens at home, social settings, outside of the school.”

Capacity limits in schools in Rankin Inlet and Arviat have been moved up to 100 per cent capacity due to a downward trend in cases in those communities.

“We continue to monitor the situation of schools and staff and the capacity we have,” said Nunavut Education Minister Pamela Gross.

Gross added schools will be contacting families in the case of closures or decreased capacity.

“Sometimes they go on radio – the (District Educational Authority) or the principal – and announce that right away,” Gross added.

Nasittuq Corporation wins back $592-million North Warning System contract Majority Inuit-owned firm makes multiple commitments for hiring, training

The Government of Canada has awarded a $592-million contract to Nasittuq Corporation to operate and maintain the North Warning System for the next seven years.

Nasittuq, majority-owned by Inuit, assumes the contract from Raytheon as of April 1. Raytheon took control of the duties from Nasittuq in 2014 after Nasittuq had maintained the 50 sites for 13 years.

The latest arrangement comes with options for four two-year extensions.

The responsibilities include upkeep of helipads, gravel runways, upwards of 100 buildings and more than 300 bulk fuel storage tanks at 47 North Warning System locations in the Canadian Arctic. There are also three facilities in Ontario included among the maintenance obligations.

The North Warning System was established through North American Aerospace Defense Command in 1985 to monitor for any threats to continental airspace. The system comprises 36 short-range radar sites and 11 longrange radar sites. A headquarters in North Bay, Ont., controls all the locations around the clock.

Nasittuq is an Inuit registered firm held by three shareholders: Nunasi

Corporation has 51 per cent voting interest; Pan Arctic Inuit Logistics (PAIL) has 51 per cent equity interest; and ATCO Frontec Ltd. (ATCO) has 49 per cent voting and equity interest.

“We’re thrilled to bring the North Warning System contract home,” said Jody Langelier, president of Nasittuq.

“The team is ready to deliver worldclass technical and logistics services for this critical defence infrastructure.”

In observance of Inuit land claims agreements, Nasittuq has committed to pay 28 per cent of total wages and salaries to Inuit beneficiary employees, with a one per cent increase every two years; meet the 50.37 per cent Inuit benefits contract commitment, with a one per cent increase every two years; maximize the use of Inuit-owned firms in carrying out the terms of the North Warning System contract; employ at least four Inuit supervisors or managers; and manage a $2.5-million training and development program for Inuit beneficiaries.

Nasittuq has provided site support services as well as program management and administration support at Canadian Forces Station Alert since 2012. Approximately 10 per cent of the staff under that contract are Inuit, according to Langelier.

Eastern Arctic community hunt applications open

Qikiktani The Qikiqtani Inuit Association is now accepting applications for its Covid-19 Community Hunt Program. The program funds harvesting activity in the Qikiqtani region to help increase food security during the pandemic as well as advancing and preserving Inuit culture.

The funding for this will come in a one-time $2,000 contribution per eligible applicant. Funding can be used for food, fuel and other supplies used in on-the-land harvesting.

Funding in this program was made available through the Government of Canada’s Indigenous Community Support Fund as part of ongoing Covid-19 relief efforts.

Successful applicants will be required to provide receipts of purchases, report on their hunting and distribution activities, and provide details on how many people benefited from their harvest.

Harvesting activities must be completed by March 31.

New executive director for Nunavut Association of Municipalities

Nunavut Cambridge Bay is losing a chief administrative officer, but the Nunavut Association of Municipalities (NAM) is gaining a new executive director.

Marla Limousin was announced Feb. 3 as the organization’s successor to Tony Bird. Her term begins on April 1.

“I have been around long enough to have seen NAM change considerably over the years and I am very excited to work with the board to invigorate the organization to the strong role it needs to have in the development of Nunavut,” Limousin stated. “I can’t wait to assist each municipality in meeting the increasing demands on their time and resources.

“As the territorial voice for Nunavut’s municipal governments, I believe it is our role to support and build strong leaders and strong administrators, so we empower local leaders to build better lives for their community members and collectively we build a more prosperous, livable and sustainable future for Nunavut. Canada Post closes due to Covid-19

Kangiqliniq/Rankin Inlet The Rankin Inlet post office for Canada Post was closed until further notice due to Covid-19 cleaning protocols as of Thursday, Jan. 27.

“We recognize the difficulties facing residents of Rankin Inlet as we recently have had inconsistent hours of operation at the post office,” wrote Canada Post in an update on social media. “We will continue to provide updates as information becomes available.”

On Jan. 28, Canada Post put out a similar post, except removed “cleaning” and stated the post office was closed due to Covid-19 protocols.

Kivalliq News reached out to Canada Post for comment but had not heard back by deadline. The store had reopened with limited hours Monday, Jan. 31.

Library begins contactless pick-up

Iqaluit The Iqaluit Centennial Library began a curbside pickup program, which will run from Feb. 1 to 11. Members of the library will be able to take out books and digital video discs during select hours throughout the week. Library staff will be assisting in the contactless pick-up.

To sign out items, visit Nunavut’s public library site to browse the catalogue. When the items are chosen, call the library at 867979-5595, a staff member will help set up the order and arrange a time for the items to be picked up at the library.

Masks must be worn when picking up books and a library card must be presented. Then the librarian will drop your items off in a safe space in the library parking lot.

If transportation is needed, the library will provide taxi vouchers.

Qulliq Energy Corp. proposes $74 million to build new power plants

Kugaaruk, Chesterfield Inlet Kugaaruk will be home to a new $39-million power plant and Chesterfield Inlet will get a $35-million power plant if the territory’s Utility Rates Review Council approves Qulliq Energy Corporation’s (QEC) latest proposal.

It might mean that rate payers pick up a portion of that cost.

As proposed, the bulk of the funds for the new power plants would come from what’s left of the Arctic Energy Fund, a federal program. That would cover $22.4 million for each of the capital projects.

However, the remaining $29 million combined would be recovered through an application for higher power rates.

Kugaaruk’s power plant was built in 1974; Chesterfield Inlet’s is circa 1975.

Gasoline, diesel cost rises by eight cents per litre Feb. 6

Nunavut The price of gasoline was set to increase by eight cents per litre across the territory as of Sunday, Feb. 6, the Government of Nunavut announced on Feb. 3.

All diesel products will also cost an extra eight cents per litre, plus applicable taxes. Jet fuel will go up by nine cents per litre.

The base price for gasoline in all communities outside of Iqaluit will be 92 cents per litre as of Feb. 6, according to the GN. On top of that, the Nunavut excise tax accounts for 6.4 cents, the federal excise tax equals 10 cents, the GST adds 4.4 cents and the carbon tax makes a difference of 8.8 cents. Nunavut, however, gets 5.6 cents refunded through a carbon tax rebate.

In total, the retail price will then be $1.18 for communities outside of Iqaluit.

“These increases reflect rising costs on world crude oil markets,” the GN stated in a news release. “Nunavut remains one of the lowest cost jurisdictions in Canada with respect to fuel products.”

Spencer Remple using YouTube platform to make connections, educate southerners

Spencer Remple had an opportunity to move North for work, but he could hardly find any information on some of the remote communities of the territories – and what news he did find was often negative – so he decided to document it himself.

“I was a boat salesman in Edmonton,” said Remple, who is currently working as interim assistant manager with his wife and manager, Kate, at the Northern Store in Chesterfield Inlet.

He got a call for a boat sale from a man in Ulukhaktok, Northwest Territories, “way up north, more north than I ever even knew that people existed.”

Getting that boat up north fascinated Remple, who suddenly had a craving to learn more and experience a whole different type of life from what he was used to after growing up in southern Canada. And he didn’t want to just experience it as a tourist would.

He was looking for a career change and, along with his wife, took a job with the North West Company as a store manager, attracted to the opportunity to fill some of the remote roles in the company.

“When you’re a store manager in these remote communities, you’re really performing a service for the community,” he said. “You have an opportunity to make a difference.”

Many communities have only one store, some with two, and the North West Company offers all types of essential products and services to people, making the store a valuable need in each community.

“My wife and I thought, that’s a really neat thing we can be involved in. You’re all the way up here and a good store can really make your life better.”

The pair started in a permanent position but recently moved to filling in for other managers when they are on vacation or medical leave.

That journey brought them to Pond Inlet last year and now Chesterfield Inlet in 2022.

With Remple goes his video skills and YouTube channel. Though he grew up in the south,

Photo courtesy of Spencer Remple he’s familiar with small towns and knows “there’s good everywhere you go” and thought the positive aspects of the North deserved more airtime. Now he uses his platform to show off each community he’s in, record traditional activities and help southerners get to know what the North is truly like. Plus, he gets to show how different running a small store in the North is compared to a big retail outlet in the south.

His North West Company playlist on YouTube has 72 videos and growing. So now when southerners look up Chesterfield Inlet online, they will see the store, the community and it will all seem more familiar to city dwellers, he said.

“There are beautiful people up here, wonderful families, good groups, support programs,

people working, advancing and moving forward,” he said.

For Remple, polar night in Pond Inlet was something to get used to.

“You didn’t know whether it was 2 in the afternoon or 2 in the morning,” he said, adding that the community was very friendly and welcoming.

He was also fascinated to document and learn more about traditional hunting, fishing and trapping in Pond Inlet.

“I’m really happy to be able to shine a light on that,” he said. “People are still living close to their traditions and living off of the land. I think that’s an important thing for people in the south to know.”

The Hamlet of Pond Inlet teamed up with Nauttiqsuqtiit to welcome back the sun to the northern Arctic when it rose in the community on Jan. 28. Contests were held for children to get creative with their sun faces in addition to a pie/cake baking contest.

Nauttiqsuqtiit are the local stewards of the Tallurutiup Imanga Marine Conservation Area, whose job it is to monitor the sea ice, assist in search and rescue missions and to harvest food and distribute it to their communities.

“It was really fun to have the kids do this contest, we had over 80 kids participate!” wrote Pond Inlet recreation coordinator Theresa Dalueg in an email to Nunavut News.

Arviat rapper moved to Iqaluit to advance career

Lutie Kaviok has been rapping for less than a year but his music already has thousands of views on social media.

“What got me into making music is wanting something different in my life,” said the born-and-bred Arviat rapper, who moved to Iqaluit to increase his connections and chances to make it as an Inuk artist.

“It felt like I had nothing going on in my life, so I started making lyrics and started listening to just beats. I fell in love with making music because it made me feel some type of way every time I get a song going.

Music calms me down.”

His favourite rappers are J. Cole, Juice WRLD, Lil Tjay and Polo G. “All of them inspire me because they came a long way to be where they are, and that’s what I’m trying to do,” he said.

Kaviok’s music covers a variety of subject matter, from small-town Arctic fun in

“Rather Drive a Honda” to introspective takes on personal challenges in his latest release, “Decisions.”

“Suicide ain’t no way/ Losing a brother takes you away/ Never wanna have those days,” raps Kaviok on Decisions.

Tracks like that play off the very different vibe of Rather Drive a Honda with his “vroom, vroom” adlibs and talking about how he would rather go 75 kilometres per hour in a Honda than 350 in a Lamborghini.

At the moment, Kaviok is focusing on earning an income so he can spend more time on his music and craft rather than scraping by.

“My music in general is trying to inspire Inuit kids, because I know lots of kids connect with music and can’t talk about what they really feel,” he said.

The Arviat rapper is living in the moment for now but hopes to inspire youth and perform on stages in the future.

His music can be found under his name on all platforms, including Spotify, SoundCloud and YouTube.

Close calls but no luck for Nunavut Northern News Services

Team Nunavut’s time at the Scotties Tournament of Hearts in Thunder Bay, Ont., is over and with it came the same result as one year ago in Calgary.

Once again, the Canadian women’s curling championship was held inside a bubble due to the Covid19 situation in the province of Ontario, meaning no fans in attendance and no excursions outside the hotel except to get some exercise in the parking lot.

On the ice, the rink of Alison Taylor, Kaitlin MacDonald, Sadie Pinksen and Brigitte MacPhail out of the Iqaluit Curling Club took on the best of the country and came up short, failing to win a game in pool play. The ladies came close against Northern Ontario on Jan. 31 and actually led for a sizable chunk of the game. That was before MacDonald slipped on the ice and fell, knocking a bunch of rocks out of position. The result was a steal of three for Northern Ontario and an 8-7 win.

As much as it pains me to say it, John Elway is no longer the greatest quarterback in National Football League history.

He’s still my GOAT, though.

No, Tom Brady is the true GOAT. Simply put, Brady is the best to ever do it and he proved it so many times. He capped off his career on Feb. 1 by announcing his retirement from the sport, signing a ceremonial one-day contract with the New England Patriots to ensure he retired as a member of the team that gave him his chance to become a star.

Brady made the decision official on his Instagram account, saying the following: “I’ve done a lot of reflecting the past week and have asked myself difficult questions. And I am so proud of what we have achieved. My teammates, coaches, fellow competitors, and fans deserve 100 per cent of me, but right now, it’s best I leave the field of play to the next generation of dedicated and committed athletes.”

The rumours and the what-ifs began a few days prior but, as we all know, if ifs-and-buts were candy and nuts, we’d all have a Merry Christmas. It had to come from Brady himself or else I wouldn’t believe it. On his podcast, he hinted at it by saying he was still going through the process, but the result of that process was made apparent on Feb. 1.

There is no questioning his greatness: he’s the all-time leader in games won by a pivot in both the regular-season and post-season, 15-time Pro Bowl pick, all-time leader in passing yards and passing touchdowns and then there’s the Super Bowls, seven of them, to be exact.

That last part is the biggest of them all. No quarterback — no player for that matter — has won more NFL championships. Here’s an interesting stat for you to chew on: Brady has more Super Bowl rings than any other team ever. Brady’s seven is one more than the Patriots and Pittsburgh Steelers, both of which have six. Of course, Brady led the Patriots to all six of those wins before departing two years ago to head to Tampa Bay, where he led the Buccaneers to victory last year.

He departs at age 44, and there was no indication he was getting long in the tooth after 22 seasons. He could have easily come back for a 23rd season with whoever he wanted. He was in tremendous shape, one of his hallmarks courtesy of that ridiculous diet called the TB12 — a high-protein, plantbased regimen that excludes gluten, dairy, corn, soy, MSG, coffee, alcohol, GMOs, sugar, trans fats, overly processed foods to name a few items — but it seemed to work for him.

All of this is rather impressive for someone who was a sixth-round draft pick in the 2000 NFL Draft. You know how popular he was at the start? The Madden 2001 video game labeled him as “QB No. 12.” His rating will have increased over time. Who knows how great he would have been had Drew Bledsoe not gone down with an injury during the 2001 season in a game versus the New York Jets. That’s where the legend was born. Bledsoe was the face of the franchise and did help lead the team back to respectability but that would all be forgotten after Brady became the guy. Bledsoe would move on to Buffalo, then Dallas to finish his career.

Brady, on the other hand, yeah.

Halls of fame always have provisions where the waiting period before induction can be waived in certain circumstances.

The Hockey Hall of Fame, for example, has done so for players like Wayne Gretzky and Mario Lemieux. The National Baseball Hall of Fame did it for Roberto Clemente. The Pro Football Hall of Fame should consider it for Brady. He may

come back and play afterward because as much as Brady will tell you he’s done, athletes are a funny bunch. They never really leave. If he ever did come back, he would instantly be one of the best players on the field.

John Elway, I still love you, but Tom Brady is the GOAT. Period.
