Baker Lake brings in vaccine passport Bylaw will be in force until repealed or GN ends state of emergency

Baker Lake has joined Arviat and Rankin Inlet in implementing a municipal vaccine passport.

“Council felt it might be important to put in place that only vaccinated people can enter into public municipal places such as our arena and community centre,” said Sheldon Dorey, senior administrative officer with the hamlet.

Once passed, the bylaw went into immediate effect on Jan. 20, and it was posted to the hamlet’s social media on Jan. 27.

It stipulates that everyone five and older must show proof of vaccination – meaning two doses from a Covid-19 vaccine – to enter publicly accessible municipal buildings, including all events inside them, from bingo to sports, feasts, games and public meetings.

Unvaccinated people will be permitted to enter the municipal office for the purpose of making a payment, applying for a permit or receiving another program or service.

Penalties include a minimum of $250 for the first offence, up to $750 for the second and up to $2,250 for each subsequent offence.

The bylaw will be in force until it is repealed or the Government of Nunavut ends the Covid-19 state of emergency.

Dorey noted that although the GN has relaxed some restrictions, the hamlet is still managing an outbreak and hasn’t opened its recreational facility yet. He said staff are working on how to open back up safely, adhere to capacity limits and police the vaccination requirements.

Asked why the hamlet decided to implement this bylaw, Dorey replied, “Every day we hear on the news and we see in print that our Government of Nunavut is promoting vaccinations. So this is the council of Baker Lake’s idea to try and enhance what the Government of Nunavut is saying.”

He said it’s an attempt to increase vaccine uptake and stop the spread of Covid-19.

“If everyone took the needle to start with, according to what they’re saying, the spread wouldn’t happen,” said Dorey, noting he’s not a doctor.

He added that the council is trying to be proactive and do what the members feel is correct, and it’s in line with other proof-of-vaccination requirements in the country, such as those to board a plane.

“It’s better to try something than to sit on your hands and do nothing,” said Dorey.

Requests for medical or human rights exemptions to the requirement must be made in writing to the senior administrative officer.

Mayor Richard Aksawnee did not respond to interview requests from Kivalliq News.

Tablets bringing youth and Elders together New program in the Kivalliq will see the young teach the old about modern technology

If you see a surge in TikTok videos featuring Elders coming out of the Kivalliq, it just might be from a digital literacy program starting up in February.

“We’ve all experienced the isolation and loneliness over the past couple of years,” said Nicole Perry, director of national programs with Help Age Canada. “This is one of the most accessible ways to help combat that.”

The Pulaarvik Kablu Friendship Centre identified the need ­­– building Elders’ skills with phones and tablets to keep them connected to an increasingly online world – and Help Age Canada has partnered with Pinnguaq to make the Connected Elders

program a reality.

The organization has hired and trained nearly two dozen youth to deliver the program and teach Elders in each Kivalliq community themselves, with weekly drop-in sessions beginning in February.

Two hundred and fifty Android tablets are already in the communities and ready for Elders to get their hands on.

“Elders literally show up, drop in, the equipment’s there, the youth are prepared,” said Perry.

Youth will teach Elders some of the fundamentals of modern devices, such as using touch gestures, and then move on to navigating different apps like Facebook and looking up information online.

In that way, the program is serving a few different purposes, explained Perry. Beyond Elders learning technical skills and

youth developing their own professional abilities, it’s a weekly opportunity for the two age groups to connect and use technology as a basis for meaningful interactions.

The program was originally supposed to start in January, but pandemic restrictions pushed it back to February. It is scheduled to run through next year as well, after which a raffle will award the tablets to Elders who completed the program.

With help from Pinnguaq, the program is also incorporating bilingualism with Inuktitut and Inuit Qaujimajatuqangit Principles.

Youth mentors will make it known where and when the program will be available in each community. There’s no need to apply, and Elders can drop in at will.

Beyond the Kivalliq, the program is also being run in Clyde River.

Iqaluit’s Qajuqturvik Community Food Centre is launching its new Inuliqtait Food Box program, where they hope to provide a consistent source of country food while making it accessible to lower income residents of the city.

In each box there will be three to five different types of country food with five individual portions, each box is valued at $125, Qajuqturvik is offering a pay-what-you-can system to ensure it is accessible by all Iqalummiut.

Those who have the means to pay the full amount will be helping offset the cost of the program while ensuring those who can’t afford to pay for country food can still get it. It works similar to the Food Centre’s produce food box.

“The hope of this is we will be creating a more equitable food system in Iqaluit,” said Rachel Blais, Qajurturvik’s executive director.

Many Nunavummiut get their country food through friends and relatives who hunt or fish for it, however lower-income residents who can’t afford the equipment to go out on the land are often left out. Qajurqturvik hopes to offset that cost through its program while providing a source of income for those who do the hunting.

“That’s a part of the program as well. We want to be paying hunters fairly and we’re paying them respectful prices,” said Blais.

As part of supporting harvesters, Qajuqturvik is partnering up with Project Nunavut, an Iqaluit-based social enterprise whose goal is to improve the viability of a traditional economy. A large amount of country food will be brought in through Project Nunavut’s existing network of hunters.

The Food Centre is also working with individual hunters on its own in Iqaluit and other communities to bring in country food. Any hunters in Iqaluit with a surplus of country food can sell it to Qajuqturvik.

Currently the food is being sourced from individual hunters

in Iqaluit, Clyde River, Taloyoak, Rankin Inlet, Naujaat and Pond Inlet with future plans to source food from additional communities.

“We are offering hunters a level of flexibility that isn’t always seen on the commercial side of things in ordering country food.

We’ll take what you have, whatever you catch while you go out on a hunt we will purchase at a fair and respectable price,” Blais said.

Prior to Covid-19 hitting the territory, the Food Centre’s initial plans for the Inuliqtait Food Box was to have more of a retail-type setting where Iqalummiut would have been able to select the cuts they want.

“We had a seacan, we had everything packaged in vacuum-sealed bags. We were hoping people would have the freedom

to be able select the pieces and cuts they want,” said Blais, “we hope to eventually offer that shopping experience.”

So far, the reception to the Inuliqtait Food Box has been “overwhelming” according to the executive director. Within 24 hours of the program’s announcement on Jan. 20 all 40 boxes were sold out.

“There is clearly a demand for country food in this community,” she said.

“It’s community members who are making this program possible by supporting this program and contributing what they can.”

The first distribution of the Inuliqtait Food Box was on Jan. 27. Iqalummiut who purchased this box can expect to see seal, muktuk, musk ox and char. The next country food boxes will be available Feb. 10.

Climate change work led by Kivalliq Wildlife Board studies ecosystem

A shorter season for sea ice along the Hudson Bay means the bottom of the marine ecosystem’s food chain appears to be changing, according to research led by the Kivalliq Wildlife Board.

“We’re finding out that the sea ice is melting earlier in the spring and forming up later in the fall,” said Vincent L’Hérault, director of ArctiConnexion, which is working with the KWB to study the ecosystems in the region.

“It creates a longer summer, a longer ice-free season.”

That means the season for phytoplankton, a tiny organism in the Hudson Bay waters, is extended, while the season for sea algae, which live on the bottom of sea ice, has shrunk.

In turn, the researchers are seeing a “reorganization” of the marine ecosystem from one based on sea algae to one based on phytoplankton.

That has effects rippling upward, such as contributing to capelin replacing arctic cod in the

diet of seals and beluga.

Back 50 to 100 years ago, the ecosystem was based more on the ringed seal feeding on arctic cod, which fed on small organisms that grazed on sea algae, “so there is a switch,” said L’Hérault.

Clayton Tartak, research coordinator with the KWB, spearheaded this collaboration and knows well that ringed seal populations have appeared to be dwindling in the Kivalliq.

“There were more seals when I was a kid,” he said, adding that population decline is also believed to be linked to the over-abundant polar bear population along the western Hudson Bay coast.

His project is also studying caribou in the region, and the unique thing about the research effort is all the data collected is owned by the KWB. “It’s important for us to be able to conduct, analyze and report our own findings,” said Tartak, adding that the work is confirming on-the-land knowledge.

His project, which received a $600,000 grant in 2020, has snowballed over the past six months.

He’s thankful for the Nunavut Research Institute for offering some of their lab space for the program.

“We were literally doing scientific research and collection sometimes out of our offices,” said Tartak about the work before the institute stepped up.

Work is also underway on an animated video that will sum up a large catalogue of literature in a more digestible format.

The team brought marine samples to a lab in Quebec in December, and the results of those samples will be reported back to the KWB this year.

L’Hérault said it’s important for these sorts of projects to continue.

“You cannot just say in one year ‘oh this is climate change.’ You have to measure things across time.”

Rabies risk high in boom year for foxes All sightings should be reported to conservation officers immediately

Johanne Coutu-Autut has trapped 55 foxes and climbing around Rankin Inlet since December, a number only matched in other boom years for the population.

“The lemmings were very abundant last year,” said the conservation officer, noting that fox populations rise and fall with prey populations – lemmings being their prime source of food.

Rabies is endemic in the North, meaning it is always present among the fox population, even in lower-population years.

With more foxes around this winter, there is more spread of the disease as the chances of foxes biting each other increases, and along with that, there is more risk for rabies contacts with people and dogs.

“Once an animal gets rabies, it will die,” said Coutu-Autut, adding that all mammals can carry the virus, including wolves and polar bears.

“Foxes are the main reservoir for rabies in Nunavut. That’s why it’s very important to control the foxes coming into the community, because you never know which one is carrying the virus.”

She suspects some of the foxes she’s livetrapped had rabies, but they don’t get sent out for testing unless there’s an encounter with a pet or human.

Gary Nelson, environmental health officer, said there’s little value in sending animals out for testing unless they bite a person or dog and the owner wants to keep the dog alive.

“The assumption is if you have a fox within a community, that’s not really fox-like behaviour,” he said. “Foxes typically wouldn’t attack a dog or human, so if that happens, usually the animal is assumed to have rabies.”

Rabies can display in two main ways: furious rabies and dumb rabies.

The former is the well-known type, where animals become unusually aggressive. When they get to frothing at the mouth, that’s because their throat has been paralyzed and they can no longer swallow, which is a sign of a late stage of the disease. The well-known staggering and lack of balance presents because of how the virus damages the nerves in the animal’s rear end.

But because the rabies virus affects the brain, sometimes it manifests in other ways, such as making the animal more tame or friendly.

Nelson remembers a potential case of this a few years ago in Rankin Inlet, when children were

playing with a docile fox in town.

Because rabies is present in saliva, even playing with a fox can present danger if one were to touch their face afterward.

Anyone scratched or bitten by a fox or dog should immediately contact the health centre for a rabies assessment, even if the owner is confident their dog is vaccinated.

“You wouldn’t want to risk your life on you thinking your dog doesn’t have rabies,” said Nelson, even if a small scratch from a domestic dog seems innocent enough. “I wouldn’t suggest that.

I would suggest going to the health centre and having a nurse assess you.”

Though rabies deaths are very rare, the disease is fatal in humans if untreated. Proper treatment after exposure is very effective, but signs of symptoms would already be too late .

That’s what happened for the last rabies death in Canada in 2019. A bat flew into the hand of a B.C. man who didn’t realize he had been exposed. He began showing symptoms six weeks later and soon died.

Earlier this year, Nelson followed a case of an Iglulik woman who was bitten by a fox.

“My key message to the public is if you are bitten or scratched by a fox, dog or wolf, contact the health centre and let the nurses know, so we can assess if you need to be treated right away,” he said.

“Rabies is a fatal disease in humans. If you are exposed potentially to getting rabies and you don’t receive treatment right away, unfortunately, when you show signs or symptoms of having the disease, you’re probably going to die.”

Thankfully, the woman in Iglulik received the proper treatment. Nelson said he is actively following up on about four to 15 people receiving treatment for rabies at any given time. The treatment involves an immediate injection, plus four doses of vaccine spread over a time interval.

“Rabies is a risk in Nunavut all of the time, and people need to be mindful of that,” he said.

Those in high-risk professions, like bylaw and police, can usually get the rabies vaccine before exposure. Hunters and trappers who have close contact with foxes should contact the health centre and be assessed if a pre-exposure vaccine would be appropriate.

All dogs and cats can be vaccinated for free by Rankin Inlet’s bylaw department. If owners are unsure of their pet’s vaccination history, it’s best to vaccinate them annually, said Coutu-Autut.

Because of the high fox population this year, authorities are urging residents to be on the lookout for foxes and keep control of their dogs.

“Don’t tell me ‘I saw a fox yesterday,’” said Coutu-Autut, suggesting people contact her im-

mediately when they see one in Rankin Inlet.

“The fox can be long gone by that time.”

Even if the fox isn’t acting strangely, it could be rabid. That’s why Coutu-Autut doesn’t tolerate any foxes in town.

Celebrating champions of food sovereignty Signs of growth in a food desert Northern News Services

Food security is an ever-present problem in Nunavut, with an estimated 57 per cent of Inuit households classified as food insecure in 2018.

In July, we reported on store-bought food and how as of 2019 it was estimated that between 80 and 93 per cent of calories that Nunavummiut consume are shipped thousands of kilometres from suppliers in southern Canada.

Inuit Tapiriit Kanatami in its July 2021 Inuit Nunangat Food Security Strategy stated that “in the absence of local harvesting activities, the commercial food sector would not be able to meet the cultural or food needs of our people.”

Happily, we can report that many community-based initiatives are beginning to see the fruits (or meats) of their labours.

The Qajuqturvik Food Centre in Iqaluit has been shifting its focus from ‘soup kitchen’ to a more well-rounded approach to food security and sovereignty since 2019.

On Jan. 20, the centre announced its newest country food box program.

Within 24 hours of that, the 40 boxes — valued at $125 but sold on a pay-what-you-can basis — were all claimed.

Currently, the food is being sourced from hunters in Iqaluit, Clyde River,

Taloyoak, Rankin Inlet, Naujaat and Pond Inlet. Executive director Rachel Blais says there are plans to source from other communities in the future.

She also says the centre is offering hunters a level of flexibility that isn’t always seen on the commercial side of things in ordering country food.

“We’ll take what you have, whatever you catch while you go out on a hunt we will purchase at a fair and respectable price,” Blais said.

This approach benefits wide swaths of the community from those doing the hunting to those requiring assistance.

There are approximately 6,000 Inuit living in the Ottawa area, many of whom don’t have regular access to traditional food. This is changing via Reconseal, a cultural exchange founded by Ruben Komangapik and Yoanis Menge. The group donated about 700 pounds of seal meat as well as harvested skins to two organizations in the country’s capital.

“We are stepping up to the plate and doing a real reconciliation through this animal,” said Komangapik. “Hopefully, everyone else in this country could get inspired by that.”

In Taloyoak, the Niqihaqut Project received $451,000 through the Arctic Inspiration Prize in 2020 and is finalizing delivery of its cut-and-wrap facility, which will be providing a supply of seasonal game, aiming to help the community of close to 1,000 people meet

their dietary needs.

Jimmy Oleekatalik, manager of the organization, is mindful of the worries about over-harvesting, but assures the goal is to provide for the community and wants to invest money made back into the young people of the community so they can go on the land and connect back to their roots.

As the project scales up, more assistance will be needed from the government, he added.

The climate is ripe for government assistance for these sorts of initiatives.

With its eye on reconciliation and fulfilling articles in the Truth and Reconciliation Commission’s report and the United Nations’ Declaration on the Rights of Indigenous Peoples, the federal government is investing more than ever into food sovereignty. Thirty organizations across Nunavut, including municipalities, food banks and schools, received a total of $1.1 million from Ottawa in October.

Regional Inuit organizations have been stemming some of the burden caused by Covid-19 with vouchers and boxes of goods and supplies, and the Department of Economic Development and Transportation also helps address food security through its country food distribution program.

While we’ve got a very long way to go until no Nunavummiuq goes hungry, it’s encouraging to see these signs of growth in our food desert.

With the ongoing roll-out of Covid-19 vaccines in the territory, the amount of people going through southern isolation hubs has been reduced significantly with only unvaccinated people using them.

So much so, there were only 29 people who ended their isolation in hubs between Yellowknife, Edmonton, Winnipeg and Ottawa at the end of January.

“The numbers are way down and we see that trend continuing,” said Health Minister John Main, who added in the coming months they expect to finish up with the isolation hub operation “entirely”.

When that happens unvaccinated Nunavummiut will most likely be required to isolate at home in their community, said Nunavut’s chief public health officer Dr. Michael Patterson.

As expected from a previous Covid-19 update, the cases in Iglulik continue to rise with 55 cases on Jan. 27, up from 32 the previous day. On Jan. 26, more than half of the calls to the Covid-19 hotline came from Iglulik.

There currently are 279 confirmed active cases of Covid-19 in Nunavut as of Jan. 27 and there have been 591 total recovered cases with 73 recoveries taking place today.

Covid-19 outbreak in new Iqaluit jail Twelve tests from the new Aaqqigiarvik Correctional Healing Facility have come back positive, 170 PCR tests were performed on correctional staff and inmates at the new jail.

The Department of Justice is awaiting further test results which may result in more cases.

In late December Corrections instituted additional measures in its jails.

“Corrections implemented more strict protocols in all of our facilities. With Covid now in the facility we have increased all Covid contingencies, which includes dedicated wings for isolating clients,” said David Akeeagok, Nunavut’s

justice minister. Other correctional facilities in Nunavut are continuing to be monitored for cases, he added.

Schools reopen For most of Nunavut’s communities, it’s back to school, though students will return with modified Covid-19 measures in place. Depending on the community schools will open at 50 or 100 per cent capacity in different cohorts.

While there are risks to reopening schools, students are less likely to catch Covid-19 with the current measures in place.

“It’s possible but it’s not guaranteed. The Department of Education has a number of measures in place for schools that should reduce transmission,” said Patterson.

New shipments of the Pfizer pediatric vaccine for Nunavummiut ages five to 11 will be arriving in various communities on Jan. 30.

Sixteen communities will be seeing mass vaccination clinics over the next few weeks stretching into mid, late-February while eight communities will be doing vaccinations through appointment.

Times and locations for mass and scheduled vaccinations are expected to be published by the Government of Nunavut in a forthcoming release.

“Personally my goal in 100 per cent uptake of the vaccine for everyone who can take. But as a department we haven’t set a number and said this is what we’re heading for, we’re working toward raising vaccination rates because we know the more people who are vaccinated, the less the risks are from Covid-19,” said Main.

On Jan. 22 the first of these mass vaccination clinics took place at Iqaluit’s Inuksuk High School, where 180 12 to 17 year olds and 40 adults were vaccinated.

Instructions for the incoming expected rapid tests kits will be available in Inuktitut, said the premier.

Main: Stop the misinformation The health minister called for Nunavummiut to stop spreading misinformation about Covid-19 over the internet or on the radio.

“Vaccine misinformation puts Nunavummiut at risk, misinformation only provides fear and it destroys trust. Those who are not vaccinated are at much greater risk of becoming very ill or dying.”

Main also asked Nunavummiut to be respectful of health care workers and noted they are not the ones who control or make public health measures, nor are they the ones who institute vaccine mandates.

“Some of our health staff are facing abusive and threatening language. These health staff are working long hours. They’re working as hard as they can to provide communities with the best

possible care,” he added.

The amount of public health measures in any given community is dependent on the number of Covid-19 cases in the community among a number of other factors.

“These include the number of households involved, how fast the virus is spreading, whether or not health staff can keep up with testing and tracing and what percentage of a community has been vaccinated,” said Patterson.

Following public health measures, staying home when sick, keeping gatherings small, wearing a mask, following isolation rules and getting vaccinated are ways to reduce the spread and transmission of Covid-19 in any given community.

‘There’s only so much out there’: counsellor Spousal abuse program offers chance to work through issues

Those who seek help with Rankin Inlet’s spousal abuse counselling program find a compassionate ear and shoulder to lean on for their challenges.

“I find a lot of women just need someone to talk to, and they realize they are understood, and then we try and build them up,” said Donna Adams, assistant counsellor in the program.

“They just needed to vent, or they’re at the end of their rope, and that’s all I can do. My hands are so tied. I can’t tell them, ‘Here’s another shelter you can go to, here’s an escape plan you can apply.’ There’s only so much out there.”

Rankin Inlet has a number of programs and services that offer help for those in need, but the options are lower for those in other communities in the Kivalliq.

Even still, lack of housing, responsibilities to children and other challenges of the North force many people who need help to stay put because of their circumstances.

“There are not women’s shelters in every community,” said Adams. “And

to boot, society – the traditional mindset on that – is that it’s shunned. They don’t really accept shelters. They just think do or die. In the olden days, you stayed married. You didn’t leave the person.”

But that is changing, she added, and many of the people she sees are younger or middle aged. There is increasing acceptance in using shelters, but still some stigma attached. And everyone is already so loaded down with responsibilities and their own healing journey that finding a safety plan in the event of domestic abuse can feel impossible or overwhelming.

Adams has been working in her current role since last summer but had extensive experience interpreting in the court system before. From that experience, she knows just how much violence is happening in homes around the territory, mostly alcohol related.

“It’s a huge, huge number of assaults happening everywhere, all the time,” she said.

Though the court system doesn’t recognize it in the same way, psychological and verbal abuse can be just as bad, she added.

abuse counselling program is so valuable.

It was started by Emiline Kowmuk and Mary Fredlund about 20 years ago.

It offers individual counselling and also serves court-mandated appointments, where people must complete a 10-module program as directed by the justice system.

Adams sees a fairly even mix of court-mandated clients and people who voluntarily walk in for help, with more of the latter over time.

The big difference is the court-mandated clients’ relationships are clearly over and are not in a place of reconciliation, whereas the walk-in clients are usually in a relationship and want to break the cycle they’re stuck in.

For all clients, Adams tries to drill down to root causes of issues, which often stem from traumatic upbringings. Past pain can easily resurface in people’s adult life, she said.

“So many more people nowadays want to get out of the cycle,” said Adams. “They want to break the cycle and get help to overcome their addictions.”

GN still working toward more cannabis retailers Nunavut’s only storefront remains NunaCannabis in Iqaluit

More than three years after the legalization of cannabis in Canada, Nunavut still has only one storefront selling the product and its extracts, NunaCannabis Inc. in Iqaluit.

The GN only finalized its regulations for retail cannabis outlets in mid-2020, drawing fire from a few MLAs for the lengthy delay.

NunaCannabis made an application shortly after the GN’s legislation was approved.

Despite the single cannabis retail location among Nunavut’s 25 communities, the Department of Finance is “in discussion with a number of interested parties,” according to Jo-Anne Falkiner, the territorial government’s superintendent of licensing for cannabis retail.

Similarly, a Department of Finance spokesperson told Nunavut News in August 2020 that “We have, however, received a lot of interest from potential retailers … but (we) cannot provide more details until we have received a formal application.”

Yet NunaCannabis — where nobody responded to an interview request — remains the only such business in the territory.

One application for a retail outlet is still in progress and another was withdrawn since proposals were first accepted in June 2020, Falkiner noted.

“I like to think it is an economic development activity the communities could take a look at,” then-Finance minister George Hickes said while in the process of developing the regulations.

He also spoke of the need to reduce black market cannabis sales and provide a safer product with no illicit additives.

The Government of Nunavut still has two

approved agents that sell strictly online to Nunavummiut: Tweed and Agmedica. NunaCannabis can also ship remote orders.

Falkiner said the territorial government would be open to having existing retailers sell cannabis in communities.

However, the appetite is non-existent among Nunavut’s two largest retailers — the North West Company and Arctic Co-operatives.

“The North West Company explored the cannabis business early on, but decided against it at that time,” stated North West Company spokesperson Ellen Curtis. “Because it is a highly-regulated business that would not easily integrate into our store operations, we have no plans to get into the cannabis business at this time.”

Duane Wilson, vice-president of stakeholder relations with Arctic Co-operatives, told Nunavut News in July 2020 that Co-op representatives defeated a motion to sell cannabis in the communities.

“We don’t want this in our community-owned business,” was the message that was conveyed, Wilson said at the time.

He confirmed last week that the sentiment has not changed.

With dismal sales, the Government of Nunavut reduced its markup on dried cannabis to $1 per gram from $4 per gram in July 2019. Territorial government revenue from cannabis sales during the first quarter of 2019 was $15,602 on 3,481 grams of cannabis sold. By the second quarter, those figures tumbled to $10,194 on 2,190 grams sold. The most recent 12 reporting months show that the Nunavut Liquor and Cannabis Commission took in $12,000 from $160,000 in online sales by Tweed and Agmedica.

NunaCannabis’s sales data is not disclosed due to privacy reasons, according to the Department of Finance.

Nunavut Qulliq Energy Corporation announced it will be estimating billing for customers in Rankin Inlet, Baker Lake, Arviat, Qikiqtarjuaq and Cambridge Bay for the December billing period.

“Meter reads will not be conducted to protect the well-being of QEC staff and residents while the corporation continues to safely provide a critical service,” wrote Renee Boucher, acting manager of corporate communications, in a news release.

Estimated meter reads are calculated using the previous month’s consumption. Any difference from actual usage will be corrected with the next manual meter read.

Arrest made follwing residential fire

Salliq/Coral Harbour The Coral Harbour RCMP have arrested and charged Emerson Emiktowt, 23, in relation to a fire in a fourplex in town Jan. 17.

Emiktowt has been charged with arson, unauthorized possession of a firearm and unsafe storage of a firearm.

His bail hearing is scheduled for Jan. 26.

There were no injuries in the fire, but the fourplex was extensively damaged.

NTI holding draws for free snowmobiles for fully vaccinated Inuit

Nunavut Nunavut Tunngavik Inc. is giving away 25 snowmobiles to fully vaccinated Nunavut Inuit in April as encouragement to get inoculated against Covid-19.

Nunavut Inuit enrolled under the Nunavut Agreement who are over the age of five will automatically be entered into the draw.

However, in order to claim a prize, those whose names are chosen must show proof of vaccination by April 29. Adults and children will need to show they either got two doses of the Moderna or Pfizer vaccine or one dose of the Johnson and Johnson vaccine.

“I would like to thank all the Nunavut Inuit who have been vaccinated against Covid-19. We are excited to be launching this draw to recognize the importance of vaccination and public safety. If you are not vaccinated against Covid-19, I strongly encourage you to make an appointment with your local health centre” said NTI President Aluki Kotierk.

NTI has set aside one snowmobile for each Nunavut community.

MLA sends rental rate reminder

Qamanittuaq/Baker Lake Baker Lake MLA Craig Simailak took to social media to update the community during the current outbreak of Covid in Baker Lake.

“The government did lift some restrictions on Monday, Jan. 17, but we as a community need to be very careful,” he wrote in a release Jan. 21.

Simailak went on to say he had discussions with the housing manager earlier in January regarding reduced rental rates for those affected by Covid.

“If your pay has been reduced, please call the housing office, so that your rent can be assessed to see if it should be made lower for the time being,” he wrote.

The rental policy applies to public housing tenants who saw a reduction of income caused by the most recent Covid shutdown.

Schools move to half capacity

Baker Lake, Sanikiluaq As Covid-19 cases rose in Baker Lake, Chief Public Health Officer Dr. Michael Patterson announced schools in the community would be opening at half capacity Jan. 24. The same was announced regarding schools in Sanikiluaq on Jan. 21.

Moving forward, each community will be assessed on a weekly basis. When the CPHO deems appropriate, schools will be asked to lower capacity for one to two weeks to limit the spread of Covid.

Ayalik receives $22,000 grant to offer mental health support Group plans to offer counselling services on trips with contribution from Bell Let’s Talk

The Ayalik Fund and the Canadian Canoe Foundation has received a $22,000 grant from the Bell Let’s Talk Community Fund to support positive mental health among Inuit youth.

“This allows us to support the Ayalik program in a very meaningful way,” said Patrick Henry, chair and founder of the Canadian Canoe Foundation.

Foundation will be organizing three major canoe trips planned for summer 2022 for Inuit ages 14 to 17.

In the summer of 2021 Ayalik helped fund canoe trips for youth in Yellowknife, bringing together participants from Coral Harbour, Cambridge Bay, Taloyoak, Kugaaruk and Baker Lake.

The $22,000 specifically will be to support the provision of mental health and resilience counselling, before, during and after the canoe trips.

Two of these trips will be organized

by Jackpine Paddle in Yellowknife

while the third will be for older boys in Temagami, northern Ontario. Each of these trips will have an experienced wilderness counsellor joining them.

“She will help the youth deal with the issues that almost inevitably arise, at least for some, during a challenging trip of this nature,” said David Pelly, father of Eric Ayalik Pelly, for whom the Ayalik Fund is named.

The counsellor, Pelly adds, will also help the youth with some of the challenges they may carry with them from home in addition to the stresses

of being away from family.

“Bell Let’s Talk is pleased to help the Canadian Canoe Foundation and the Ayalik Fund provide Inuit youth in Nunavut with outdoor experiences to help support their mental health and wellness,” said Mary Deacon, chair of Bell Let’s Talk.

The extra support will go a long way toward making a difference for Inuit youth in Nunavut according to its organizers.

“We believe this is a major step forward in the development of our

program, toward making a significant difference in the lives of young Nunavummiut,” said Pelly.

Eric Ayalik Pelly was a young Inuk who enjoyed canoeing but unfortunately passed away at age 19 from sudden cardiac arrhythmia. Today the Ayalik Fund organizes on the land trips for Inuit youth, with activities including backpacking, canoeing, sailing and other cultural immersion programs to help youth by giving them positive experiences from such activities.

Minister says new deal a high priority; Union president wants date, location and format to resume talks

While the Government of Nunavut recently celebrated a new contract with the territory’s teachers, Nunavut’s largest union remains without a deal.

And Nunavut Employees Union (NEU) president Jason Rochon isn’t mincing words about the impact of going more than three years without new terms, which affects close to 5,000 employees.

“The NEU is growing tired of promises and public statements from the GN that lead to nothing,” Rochon stated. “Prior to the holiday season, the NEU reached out to the GN on numerous occasions to set dates to talk. We made it clear that we would be available on any date and for any format — in-person, online or other — that worked for the GN and their bargaining team.

“Prior to that, we publicly offered to drop our bad-faith bargaining claim, currently stalled in the court system, in exchange for restarting bargaining talks. This also resulted in nothing.

Most recently we sent an email to Mr. (Adam Arreak) Lightstone’s office, which, at the time of this statement, remains unanswered. At this point the NEU has one statement to make to the GN: name the date, location and format to restart the bargaining talks and we will be there in good faith.”

Arreak Lightstone, who was sworn-in as minister of Human Resources in late November, acknowledged that no negotiations sessions have taken place or been scheduled with the NEU since he began his tenure. He cited several factors that have affected the timeline for bargaining, such as required changes to the

negotiating team, public health measures related to to Covid-19 and the government shutdown over the Christmas holidays.

“We look forward to continuing negotiations and setting another bargaining session with the Nunavut Employees Union,” the minister stated. “A new collective agreement with the Nunavut Employees Union is a high priority.

We value the work our employees do, especially during this current pandemic. We want a fair agreement with appropriate benefits. Earlier this month we signed a collective agreement with the Nunavut Teachers’ Association. The negotiating teams only took four days to reach a tentative agreement. I’m hopeful once we meet with the (NEU), we will be able to move forward quickly.”

Rochon pointed that that since October 2021, the NEU has reached three agreements with employers “with far less resources than the GN despite the challenges of Covid-19, holiday and public health safety closures. Additionally, we have scheduled the start of bargaining talks with the Qulliq Energy Corporation despite these same challenges.”

In October, Rochon said he wouldn’t hesitate to call a strike vote, if that’s the route that NEU membership wants to take.

“Whatever our members want, I’ll be there with them,” he said at the time.

During negotiations that took place several months ago, the GN and the NEU were reportedly close to agreeing on wages — approximately one per cent apart — but still had to overcome significant differences on Northern allowance.

As well, the union sought five paid days off for public servants who need to recover from domestic violence incidents. The territorial government currently offers up to 17 weeks of leave in such circumstances, but all unpaid.

Social media games in Arviat have been helping residents find community during Covid restrictions this past month.

The Kivalliq Mental Health and Addictions unit began the initiative, which will see outreach workers running social media games all around the region until the end of January.

In the games, residents are challenged to post photos relating to different contests, such as putting kind messages in one’s window or cooking something new.

Activities were planned for Arviat, Rankin Inlet, Baker Lake and Whale Cove.

A longtime Northern physician hopes his contribution to a new book will shed more light on the forced sterilization of Indigenous women in Canada.

Sacred Bundles Unborn, published on Dec. 15, 2021 includes chapters from 16 contributors, including lawyers, midwives, policy makers and physicians like Dr. Ewan Affleck, who lived and worked in Yellowknife for 20 years.

The forced and co-erced sterilization of vulnerable groups to prevent their reproduction was legal in some provinces and territories until as recently as the early 1970s, with Inuit, First Nations and Métis people disproportionately targeted in the practice, according to a report published in 2019 by a Senate committee on human rights.

“It simply wasn’t discussed. Many women didn’t know about it,” said Affleck, who now lives in Edmonton but often flies to Yellowknife to work as a locum.

“It was in the context of other surgeries. Some just thought they couldn’t have children, without knowing their tubes had been tied.”

Some contributors in the book say forced sterilization continues in Canada today.

Even though Affleck hasn’t witnessed sterilization or known of any doctors in the North who have performed it, he said he probably met women who had been forcibly sterilized but he wasn’t aware of it.

His chapter “The Amauti and the Noose: Reflections on Power and Birth” focuses on a period in the 1990s when he worked in the Inuit village of Salluit in northern Quebec.

When his wife was pregnant, an Elder and expert sewer in Salluit made her an amauti parka used for

carrying little children.

“My son and daughter spent a lot of time in the amauti being carted around,” he said.

Affleck recalls his amazement at how welcoming members of the community were while they also struggled with inner demons.

“I saw lots of trauma resulting in mental illness, arising from colonization,” he said. “I was a fresh and naive young physician. One day I had three people come in to say they were going to commit suicide. One guy said he was going to hang himself.

I asked him to bring me the noose. He did. I took it away from him and I kept it in my desk drawer for two years there.

“The amauti and noose represent the polar aspects of our time there.”

Inuit women were reportedly targeted for sterilization at particularly high rates, with 26 per cent of women in Iglulik between the ages of 30 and 50 sterilized in the 1970s, according to a chapter in the book by Senator Yvonne Boyer.

Affleck views his contribution to Sacred Bundles Unborn as raising more awareness of how the medical system has at times been more of a threat to Indigenous people than a source of healing.

“I was educated at McGill in medicine and I had no notion of the degree of trauma and the inequities and the issues that have been faced by Indigenous people in Canada,” he said. “It’s shocking that you can be trained to provide service to people when the very service you work for has had a dark history you aren’t aware of and hasn’t been discussed.”

The book came out just months after the release of The Unforgotten, a short film produced by Affleck about the harmful encounters Indigenous people have had with Canada’s healthcare system.

Agreement reached for more affordable childcare in Nunavut

238 new childcare spaces to be created among private and non-profit providers by March 2026

Fees for licensed childcare in Nunavut will be cut in half, on average, by the end of this year, and by March 2024, childcare costs will be reduced to $10 on average, the federal and territorial governments announced jointly on Jan. 24.

It’s estimated that for parents with children up to age six in licensed childcare centres, the lower price structure will save a family in Iqaluit up to $14,000 per year in childcare fees.

There will also be 238 new childcare spaces in Nunavut among licensed not-for-profit and family-based childcare providers by March 2026.

The agreement will also bring higher wages for early childcare workers. That will be achieved through the creation of wage grid and the Government of Nunavut is proposing to in-

vest up to 25 per cent of the $66 million in federal funding over five years to raise pay for childcare staff.

The new deal includes a commitment to continue to work with Inuit organizations to ensure that all children in the territory have access to Inuit-specific Indigenous early learning and childcare. There will be dedicated early learning and child care funding directed to Nunavut Tunngavik Incorporated and the regional Inuit associations.

In addition to the federal funding, Nunavut currently invests nearly $4.3 million in early learning and childcare annually.

Improved childcare in the territory was one of Premier P.J. Akeeagok’s campaign goals.

“The investments that we make into early learning opportunities for our children today determine our future,”

Akeeagok said of Monday’s announcement. “Safe, reliable, and affordable childcare will not only yield positive outcomes in our children’s development, but it will also help families make ends meet.”

Education Minister Pamela Gross added, “Better access to affordable, high-quality, and culturally relevant child care has the potential to greatly improve the lives of Nunavummiut. It means a solid foundation for our children, greater employment opportunities, increased income for families, and the creation of more Inuktut language resources for child care facilities.

“The investment and commitments made in today’s agreement will have positive, long-lasting effects, not just for our children and families, but for all of Nunavut.”

Through previous investments in early learning and childcare since the pandemic,

the Government of Canada helped to create over 1,000 childcare spaces in Nunavut.

The deal with Nunavut announced last Monday is one of many with jurisdictions across the country. The Northwest

Territories’ agreement was announced on Dec. 15. It will see the federal government and the GNWT will work together to create 300 new childcare spaces by 2026, with Ottawa kicking in $51 million over five years.

The 2022 Scotties Tournament of Hearts is underway in Thunder Bay, Ont., and that means Nunavut is back on the ice at the latest major curling event of the season.

This year’s Canadian women’s curling championship is being played inside the bubble, just like it was last year, with the Iqaluit Curling Club foursome of Sadie Pinksen, Kaitlin MacDonald, Alison Taylor and Brigitte MacPhail taking on the best of the country.

The ladies hit the ice on Friday evening in the opening draw versus Prince Edward Island’s Suzanne Birt and followed that up with games against Wild Card Team 2, skipped by Alberta’s Chelsea Carey, and New Brunswick’s Andrea Crawford. The other teams in their pool include the other two wild card teams, skipped by Manitoba’s Tracy Fleury and Ontario’s Emma Miskew respectively, Saskatchewan, Northern Ontario and Newfoundland and Labrador.

Pinksen said the excitement was building among the ladies before they took to the ice against Birt.

“It’s the first Scotties for Brigitte and Alison so that’s exciting for them,” she said on Jan. 27.

“We were ready for any news that came down about whether it was going to happen or not but Curling Canada has done a real good job of taking all the precautions so we can play.”

MacPhail is the out-of-territory player for Nunavut this year — each team is allowed to have one player among its ranks that either doesn’t reside or wasn’t born in the jurisdiction — and she’s skipping the rink.

Pinksen said MacPhail joined the team on the advice of coach Donalda Mattie.

“We wanted to find someone who’s close to two of us so we could practice,” she said. “I’m going to school in Halifax and Kaitlin is in P.E.I. and Brigitte is in Nova Scotia, so it all worked out. Donalda suggested her and she was excited to jump on board. She’s been a perfect fit.”

Last year’s excursion to the Scotties in Calgary ended winless for the ladies but that’s not to say they haven’t had success in the past. The 2020 edition saw Nunavut cause a couple of shocks as they beat Northern Ontario and Quebec with a final-rock loss to Team Canada thrown in.

Pinksen, who played on that 2020 squad, said they’ll be taking things game-by-game this year but upsets are always possible.

“All of the teams here are great and we’re going into each one thinking it’s a winnable game,” she said. “We’re going to have the same game plan each time and stay optimistic. We’re keeping those wins in the back of our mind whenever we play big teams because upsets always happen.”

The bubble situation in Thunder Bay means there will be no fans and no time outside the hotel room, save for some walking exercise in the parking lot. They’re either curling or in their rooms.

“It’s a pretty big parking lot (at the hotel) so there’s lots of room to go walking and that’s the key to avoiding cabin fever of being in our rooms all the time,” said Pinksen. “We got a load of groceries as well so we can make use of the fridges and microwaves.”

A racist two-fer … double the idiocy, double the shaming Northern News Services

Congratulations to both Krystof Hrabik and Jacob Panetta for reaching astronomical levels of jackhole status. Why? Because they thought it would be cool to racially taunt players during hockey games earlier this month.

Hrabik, who plays with the San Jose Barracuda of the American Hockey League, thought it would be cool to shower Boko Imama of the Tucson Roadrunners with a racist gesture and bought himself a 30-game suspension for it.

Naturally, Hrabik told the world he was sorry for what he did and didn’t mean to do it. Then came Panetta and his apparent monkey gestures toward Jordan Subban, younger brother of P.K. Subban, on Jan. 22 during a game between the Jacksonville Icemen and the Carolina Stingrays.

In the video, we can see Subban of the Stingrays try to engage Panetta in a scrap only to have one of the linesmen push Subban away. That’s when Panetta decided to do what he did, causing Subban to launch himself at Panetta. Panetta did his turtling act as Subban kept throwing punches. That would have been one instance where, if I was the linesman trying to break it up, I’d have given Subban a small avenue to pummel Panetta just enough to get his point across.

Panetta is now unemployed as the Icemen released him the day after the ECHL announced on Jan. 27 that he will be suspended for the rest of this season as a result. Panetta said he wasn’t making a racial gesture toward Subban but understands why it would be perceived as such. Yeah, it could be, you know?

You know what the best part about this is? No matter where they go in life, they will be seen as a racist. This wasn’t something they chose to do — they knew exactly what they were doing. But let them back in and play because there’s no justice like on-ice justice.

Teddy bears everywhere!

There was a nicer thing that happened earlier this month, something we can all get behind because it will help so many kids who need something to smile about.

The Hershey Bears of the American Hockey League are always known for their annual Teddy Bear Toss during the Christmas season.

Thanks to the ‘Rona, it hasn’t happened the past two years but the toss made its triumphant return on Jan. 22 as the Bears took on the Hartford Wolf Pack. Now, tradition dictates that once the Bears score their first goal in the game, fans launch as many stuffed animals as they can onto the ice and there’s no limit — fans bring garbage bags full of cuddly critters to the game.

Axel Jonsson-Fjällby of the Bears had the honour of opening up the flood gates as he drew first blood for the Bears and the fun began. It makes you smile seeing the players get involved in it all and some Bears did, such as Alex Alexayev and Shane Gersich, both of whom dove head-first into the piles of goodness during the 30-minute-plus time frame it took to clean everything up. Hershey went on to win, 5-0.

Once everything was counted, 52,341 toys were collected — a new world record — and every single one will be distributed to more than two dozen charities and groups in the city of Hershey. I just want to jump into a pile of stuffed animals. Looks like a lot of fun.

time would stand forever until Patrick Marleau set the new mark last season.

Welp, Keith Yandle of the Philadelphia Flyers has gone and done something which many, including myself, would never happen.

Yandle became the NHL’s new ironman as he played his 965th consecutive game on Jan. 25 when he took to the ice against the New York Islanders. He passed Doug Jarvis, who had held the record of 964 since 1986. It really is an amazing achievement, one which began on March 26, 2009. There have been threats to the chase. Remember that time he took a puck

to the face and lost nine teeth? We all though the streak was done but there he was the next game like nothing ever happened. Dude gets his mouth destroyed and still shows up for work — I’d dress him just because.

But someone else is on Yandle’s tail and that’s Phil Kessel of the Arizona Coyotes.

Kessel sat at 940 as of press time, the second-longest active streak going, and if Yandle either gets benched or decides to take a break, Kessel will be next in line. This will be fun to watch.
