Same storm, better boat Kivalliq mayors react to latest Covid outbreak

Despite high vaccination rates, municipal vaccine passports and hopes the pandemic was waning, Covid-19 broke out in Arviat and Rankin Inlet again over the holidays.

The territory launched a hard lockdown quickly, limiting just about all gatherings and advising strongly against travel.

The Government of Nunavut announced on Jan. 6 it would no longer be tracking individual cases, instead assuming that the latest variant, Omicron, is the cause of just about every cold symptom in the territory.

Arviat had one of the first major outbreaks

during the pandemic in the North, so for Mayor Joe Savikataaq Jr., this latest outbreak is a familiar sight.

“We’re in the same storm again as last year but in a different boat,” he said. “Our boat is much bigger and much safer now, and it’s due to the vaccine that we have. Our vaccination rates are quite high in Arviat here, above the national average, so we’re much better off now than we were during the last outbreak.”

People in his community are feeling more optimistic because of that protection, he said.

Rankin Inlet Mayor Harry Towtongie said it can be hard sometimes to keep up with policies that change frequently during an outbreak.

“We’re coping OK,” he said. “We’re trying to keep everybody calm and not to panic.”

He’s trying to ensure the community is informed through social media and radio, while residents isolate and follow protocol as much as possible.

“We’re just in limbo right now, I guess you can say,” said Towtongie. “But the community is trying to stay positive. You can tell by people going on radio and saying hello to each other or greetings for New Year’s.”

People are accepting the fact that anybody can get Omicron, he said, and that it might be a while until the community is out of lockdown.

Towtongie said it’s been a rollercoaster for the community in terms of what’s going to happen next and what the next set of protocols will be, but they’ve had practice over the last two years of keeping safe.

“It’s like ‘Oh no, not again,’” said Towtongie.

“But we accept it. We’re dealing with it as best as we can and that’s about all we can do.”

He suggests people be careful, follow the public health guidelines, be patient and take care of each other.

“We’re hoping that we’ll get through this sooner than later, but we’ll get through this.”

Quitting smoking is tough but necessary, say Iqaluit residents National Non-Smoking Week Jan. 16 to 22

Jan. 16 to 22 is National Non-Smoking Week, which takes place on the third week of January every year. It is meant to help focus people on the objective of quitting tobacco and to help educate Canadians on the dangers of smoking cigarettes.

“It’s not good,” said Iqaluit resident Margaret Lawrence, who used to smoke.

“I know too many people who have had health issues, cigarette smoking on a very strong basis did not help their life. It was simply a comfort or an addiction,” she added.

It’s never too late to quit, she adds.

“I don’t want to die like people I really cared about died. We’re all going to go, but not that way,” said Lawrence.

As of Oct. 2018, an estimated 74 per cent of those 16 years of age and older in Nunavut have reported using tobacco products.

A rate four times higher than the national average.

Last year on May 28, 2021, Nunavut’s legislators made its first update in 15 years on smoking legislation, banning cigarette smoking in publicly-funded housing and in vehicles with

minors present.

Then-Health minister Lorne Kusugak also spoke about the importance of protecting young Nunavummiut from the dangers of tobacco use.

“I think what’s key here at this time is to go through an education process” so that vendors and people who sell tobacco, said Kusugak, are more aware of the “rules and laws regarding it and the kind of penalties that would be enforced.”

Another Iqaluit resident, Ryan McGowan says he has tried to quit several times.

“I got to the point where I didn’t smoke for a few months. Then I got the opportunity to have one,” he adds.

McGowan cites stress as a significant factor which drives him to smoke, alongside cravings.

While quitting is hard, he says there are ways to keep your mind off of cigarettes.

“I would just try and stay busy. Drinking water, snacking, keep my mind off of it for the most part.”

According to the Canadian Lung Association, tobacco continues to be the number one preventable cause of death and disease in the country. An estimated 48,000 Canadians die each year as a result of smoking.

Moving to essential goods only for the Qikiqtaaluk region outside of Iqaluit

The latest wave of Covid-19, combined with weather delays and cancellations, is creating a cargo backlog for Canadian North across the Qikiqtaaluk region.

As a result, the Iqaluit Canadian North cargo office is now restricting its cargo to essential goods only for the Qikiqtaaluk region outside of Iqaluit. This restriction will be in place for at least one week. Essential shipments include pharmaceuticals, perishable food items, lab samples/tests and mail.

In the first week of January, there were flight cancellations for Clyde River, Qikiqtarjuaq, Pangnirtung and Kimmirut, creating a further buildup of cargo in Iqaluit, Qikiqtaaluk’s regional travel hub.

While some progress was made in the days following Christmas “the latest wave of Covid-19 in Nunavut and across the coun-

try resulted in staff shortages for both flight and ground crews, causing us to cancel some flights when our team members were forced into isolation,” stated Kevin Kablutsiak, senior director of marketing and communications at Canadian North.

Grocery stores in Qikiqtaaluk have also been experiencing fewer shipments coming in recent weeks, however it was nothing they couldn’t handle, according to the North West Company.

“Our store operations in Nunavut are challenging but stable,” said Ellen Curtis, media coordinator with the North West Company.

“Our frontline staff are doing a tremendous job stepping up in their communities with extra effort and support for those who need it.”

With Covid-19 testing capacity being strained across Canada, this has caused delays in some Canadian North employees returning to work.

“We are also bringing in other partner carriers, where possible, to support us with cargo movement,” added Kablutsiak.

Power plant plans surge ahead

Chesterfield Inlet’s 46-year-old plant can’t meet future needs

There’s no room for growth with Chesterfield Inlet’s aging and decaying power plant, which is why Qulliq Energy Corporation is moving forward on plans to replace it with a state-of-the-art facility.

The current power plant is more than 46 years old and has several deficiencies, including an unreliable structure, aging systems and an obsolete switchgear that requires replacement.

“The building structure itself is in very poor condition and there’s no room for expansion,” said Rick Hunt, president and CEO of QEC. “Even if we wanted to increase capacity in Chester, we physically can’t do it. The building is not big enough to put a new gen-set in there.”

The project is part of a series of power plant replacements across Nunavut, thanks in part to the federal government’s $175 million infusion for the Arctic Energy Fund.

“All of our power plants that we’re building under the Arctic Energy Fund are going to be ready for integration with renewables in the future,” added Hunt.

Even though QEC is building diesel power plants, the new ones, including Chesterfield Inlet’s, will not only be more fuel efficient but ready to take on any renewable energy sources in the community.

The existing power plant uses a three-generator lineup, and the new one will add a fourth, establishing a layer of reliability to its operations.

Another change QEC is proposing with the new power plant is moving its location from the current centre of town to just outside of town, linked directly to its fuel source at the Petroleum Products Division facility. That’s the energy corporation’s strategy with all of its future power plants, rather than needing trucked fuel delivery several times a week.

“You can have the best equipment in the world (and) still have leaks from those fuel trucks into the equipment,” said Hunt, adding there would be a direct line from the Petroleum Products Division facility to the plant.

He didn’t want to put an exact number on the price of the new plant because it would be going out to tender, but said the proposed budget is around $35 million, comparable to the recently finished plant in Arctic Bay. The plan is to have the design in place for 2023-24, construction done in 2024-25 and the finished product in 2026 to serve the community of approximately 450 people.

But first, the project needs approval from the minister responsible for QEC and to pass Nunavut’s Utility Rates Review Council.

The public is invited to provide feedback to the council by emailing urrc@gov. nu.ca until Feb. 25.

Building and location secured for cut-and-wrap facility; protected area consultations slowed by Covid-19

Hopes of establishing a country food program in Taloyoak are moving closer to fruition as plans for a processing centre are firming up.

Members of the Spence Bay Hunters and Trappers Association are arranging to have a prefabricated building shipped from the Montreal area on sealift this summer, according to Jimmy Oleekatalik, manager of the organization.

“Everybody’s been very excited about it and looking forward to the actual cut-and-wrap (facility) and country food,” he said.

The group has also secured a piece of property through the Hamlet of Taloyoak where the plant will be located.

The Niqihaqut Project, which translates from the Inuit language as “our food,” received $451,000 through the Arctic Inspiration Prize in 2020. That funding is making the cut-and-wrap facility possible, said Oleekatalik. As the project scales up, more assistance will be needed from the government, he added.

“The building is not going to be as big as we wanted, but we’re anticipating once we can show that we’re doing what we want to do, then we can ask for funding for a bigger place,” he said.

He’s expecting that the program will provide work for up to 20 people, mostly hunters and trappers. They will be providing a supply of char, whitefish, trout, cod, muskoxen, caribou, bowhead, polar bear, ducks and geese.

“All kinds of animals that we eat,” Oleekatalik said, adding that the aim is to help the community of close to 1,000 people meet their dietary needs, but not go regional or territorial in scope. “We don’t want to over-harvest our game here. It’s just mostly for the community. The money we make, we want to use to go out on the land with young people and connecting back to their roots.”

Oleekatalik expects that availability of country food through the program will begin as early as this fall. In the meantime, the community has been relying on the Government of Nunavut’s Country Food Distribution Program.

The Arctic Inspiration Prize, a charitable trust that presents annual awards of up to $1 million, summarized the Niqihaqut Project this way: “A persistent problem confronting Inuit communities is food security. Store-bought food is expensive, and many Inuit children show up for school hungry. Lack of access to country food has implications for Inuit culture, traditions and social relations. Niqihaqut

won $451,000 to develop a new model of social economy and food sovereignty anchored in the protection of Aviqtuuq (the Boothia Peninsula). The project will address food security through sustainable and innovative harvesting, and the processing and use of country foods, all guided by Inuit values. It hopes to provide local incomes, contribute to healthier diets, and help preserve local knowledge.”

Protected area An associated 90,000-square-kilometre protected and conservation area on the Boothia peninsula, if approved, will safeguard marine and terrestrial animals from industrial development, such as mining and oil and gas, but the wildlife will remain accessible to hunters, according to Oleekatalik.

“It’s going to be managed though,” he said of the huge tract of land, known as Aviqtuuq.

Brandon Laforest, senior specialist of Arctic species and ecosystems with World Wildlife Fund (WWF) Canada, said the conservation organization lent its resources to the Niqihaqut Project close to four years ago after the Spence Bay Hunters and Trappers Association requested help from the WWF to advance the initiative.

“I think it’s an exact model of how we want to work at WWF in terms of supporting Indigenous-led conservation,” said Laforest. “It all sparked from there in terms of a conservation area that promoted food sovereignty and jobs. It’s just totally aligned with how we want and do work in Nunavut.”

Although WWF Canada has backed many protected and conservation areas across the country, this is the first in Nunavut that is being championed by an Inuit group, Laforest noted. While the timeline to advance the nominated area to protected status remains unclear, Laforest pointed to the federal government’s commitment to protect 25 per cent of Canadian land and oceans by 2025 and by 30 per cent by 2030.

Creating the proposed conservation area is subject to the successful negotiation of an Inuit Impact and Benefit Agreement, Laforest noted.

“This isn’t just protecting an area for the sake of protection.

This is creating economic opportunities through conservation that are aligned with community values and contribute to community wellbeing,” he said.

Related consultations have been delayed due to Covid, Oleekatalik and Laforest acknowledged.

“It’s a long process. Protection doesn’t happen overnight,” said Laforest.

Animal welfare and rescue is one of the often overlooked issues facing the territories.

It’s a grim reality in the North that unwanted, loose or lost dogs can quickly become a problem for the community and in the absence of other services will see their lives ended with a bullet.

Bylaw officers are often charged with the task of dealing with these “problem” animals.

In Rankin Inlet, up to 150 dogs per year met such a fate before director of public services Mark Wyatt took over in 2017. Now only aggressive dogs are destroyed.

Instead, abandoned dogs are held in one of two pounds in town and rehomed in the south, at no cost to the hamlet, thanks to fundraising efforts and connections Wyatt has made.

What started as a small outdoor pound has become a space capable of holding six outdoor dogs and a heated indoor pound just finished this fall in an insulated seacan with supplemental heat from the bylaw garage next door.

This is a really simple yet innovative idea that can be replicated in most communities, and would probably only require a few volunteers to manage.

Wyatt takes it a step further, working

closely with bylaw through Kangiqliniq Spay, Neuter and Rescue, an organization run by himself and Page Burt. It raises funds to offer spay and neuter clinics and provides some veterinarian services, as well as giving aid to a fellow rescue group in Baker Lake.

Bylaw also provides vaccination for dogs it captures, as well as for dogs that are brought in by their owners as a matter of public safety with rabies a common concern in Nunavut.

These smaller initiatives are even more important considering the difficulties faced by the Iqaluit Humane Society (IHS), which is a hub for sending surrendered animals to new homes and organizations in the south.

IHS lost its physical space in September last year after its lease with the City of Iqaluit expired. Even without a shelter, the group shared in a Nov. 17 social media post that it had helped 53 animals from various communities and 29 from Iqaluit since Sept. 1, stating that “surrenders come in weekly from communities and from Iqaluit.

Some dogs that expire their time in the city pound still come to us.”

IHS is currently operating out of seacans and fosters have stepped up out of necessity, but this is obviously not a sustainable situation for what is an essential service for the community.

Nunavut’s first – and only – full-time veterinarian clinic opened as a mobile clinic in 2011 in Iqaluit and is now located in Apex.

Travelling veterinarians are another vital part of keeping pets healthy, as well as spayed or neutered to help reduce the population of unwanted puppies.

In a 2017 interview with Kivalliq News, Dr. Jonas Watson of Winnipeg-based Tuxedo Animal Hospital, which has sent veterinarians to Rankin Inlet for more than 20 years, said that many communities need programs in place, supported by government agencies or grassroots operations, to ensure pet owners are able to get the care their animals need.

“There are many, many parts of this territory that simply don’t have any sort of veterinary services available and there are unfortunate consequences to the animals that live in those communities because of that,” Watson said.

There have been some massive improvements in compassionate care for pets in the territory, but there is still room for municipalities to help come up with creative solutions, or see how they can adapt some of the ideas that have been working in other communities.

GN seeks info for territory-wide solid waste management plan Looking at incineration, gasification and backhauling

The Government of Nunavut is reviewing potential contractors to recommend a solid waste management plan for the entire territory, but with approaches tailored to each region.

The plan would possibly be based on Greenland’s methods of incinerating waste and turning organic material into gas. It may also incorporate Alaska’s backhaul system, sending hazardous and non-combustible waste to destinations where proper disposal is available.

“The goal of this regional approach is to increase the amount of waste leaving communities, increase opportunity for waste diversion and waste-to-energy production, and implement regular backhauling of hazardous waste to protect public health and the environment,” states the government’s tender document, which closed to bids on Dec. 17.

Speaking as president of the Nunavut Association of Municipalities, Kenny Bell believes it’s a promising development.

“I think that’s a great idea if we can pull it off. We can’t continue to just bury garbage all throughout Nunavut,” he said. “I’m hoping this plan will come up with ways to recycle from

each community as well.”

However, as mayor of Iqaluit, Bell is puzzled at the inclusion of Iqaluit in the GN’s territorial plan because the city has already embarked on its own process.

“So when I first became mayor, there was multiple discussions with DOE (Department of Environment) but those quickly died once Covid joined us,” he said. “So I’m kind of surprised that they put this out for all 25 communities when Iqaluit wasn’t really consulted and we are well on our way in our solid waste management plan.

But having said that, I wholeheartedly support a territorial solid waste plan. What we talked about two years ago was a power generating incinerator in Iqaluit, Rankin Inlet and Cambridge Bay and backhauling garbage stored for the winter in each other community to those three (centres).”

The GN informed interested consultants that “community engagement is not part of this scope of work,” that this is a desktop study that doesn’t require travel to the communities and instructed them to include the City of Iqaluit in the second phase of the plan.

A Department of Environment official told Nunavut News that the “this project is preliminary work,” essentially a study.

“We continue to pursue all opportunities to collaborate with all of Nunavut’s municipalities.

“No decisions have been made about the best model to follow. This will be our first extensive investigation into the solid waste practices in Alaska and Greenland. Communities in Alaska and Greenland have similar infrastructure profiles to Nunavut’s communities, and we hope to learn from the innovations these jurisdictions have implemented to improve the state of solid waste management in the territory.”

The five companies with hopes of formulating the plan for the GN’s solid waste management approach are CORE Environmental Consulting Inc., Dillon Consulting Limited, Nunami Stantec Limited, BluMetric Environmental Inc. and Morrison Hershfield Limited. The department expects to make its selection by the end of the month.

The territorial government is asking the successful contractor to have the plan submitted by the end of this year.

The last time the GN completed a formal study

of the solid waste predicament in Nunavut was in 2014. The government describes the status quo thusly: “The current best practices guide encourages hamlets to segregate and properly handle their waste materials. However, the municipalities were not provided with the appropriate infrastructure nor given direction of what to do after the materials are segregated. The result in many communities is piles of tires, heaps of bulky materials and overflowing containers of hazardous wastes contaminating the environment with no plan in place to clean this up.

“Many dumpsites are at capacity, do not have proper segregation or storage of hazardous waste, have no leachate or runoff management, and have no means to control public access to the dumpsite. The lack of past proper management and appropriate infrastructure at these sites is posing a threat to the health and safety of Nunavummiut and the environment.”

Among the criteria for the chosen contractor is to provide a 20-year cost estimate for the regional approach recommended in the solid waste management plan.

Alianait hosts online songwriting competition

Nunavut The Alianait Arts Festival presented a lockdown songwriting competition from Jan. 10 to 17.

Nunavummiut are being asked to submit a video to the Alianait Arts Festival Facebook page with a new song including the name of the writer and song.

“We’re looking for the best song out there!” wrote Victoria Perron, artistic director of Alianait in a release.

The new songs are expected to be posted on Jan. 18 and the song with the most likes 24 hours later will be declared the winner. The winning artist will have a chance to have their song recorded professionally at a later date.

Qikiqtani Inuit Association distributing $275 in food vouchers

Iqaluit Inuit residing in Iqaluit can apply for $275 in Covid-19 food security vouchers through the Qikiqtani Inuit Association and Ayaya as of Jan. 12.

Those eligible must be 16 years of age or older as of March 31, 2022.

One voucher will be in the amount of $137.50 for Ventures Marketplace, the other worth $137.50 for Northmart.

All vouchers will be distributed by contactless home delivery Jan. 17 to 21.

Silu’s Taxi steps up

Kangiqliniq/Rankin Inlet With hard times, comes community members stepping up, and Silu’s Taxi is the latest example of Kivalliqmiut seeing needs in the community and filling those gaps.

The company, still less than a year old, opened up grocery delivery early this month, working with both the Northern Store and Kissarvik Co-op in Rankin Inlet to get food and supplies to residents in isolation or who otherwise couldn’t go to the store themselves.

Silu’s Taxi also partnered with the Kivalliq Inuit Association to deliver KIA’s gift cards.

As of Jan. 10, the company had begun making its way through the community house by house to get the Covid gift cards in people’s hands.

Those who have not received a KIA gift card should contact KIA, not Silu’s Taxi, and make sure their name is on the list.

Tanya Tagaq releases new single ahead of album release

Nunavut Inuk artist Tanya Tagaq has released Teeth Agape, a new song from her forthcoming new album Tongues.

“I will hunch my shoulders and wait. Claws sharpened, teeth

This follows the release of the single Colonizer, from the same album.

From Cambridge Bay, Tagaq has been internationally celebrated as a singer, composer and author. She has won the Order of Canada, the Polaris Music Prize, has won a the JUNO Award and has multiple honourary doctorates.

Tagaq’s new album Tongues is scheduled to be released on Jan. 21.

Essential workers being recognized for efforts

Arviat With Covid-19 forcing everyone home again, the Hamlet of Arviat announced it is relaunching its Essential Worker of the Day program.

The program invites residents to recognize essential workers in the community. They could be family, friends or anyone working hard to keep things going while most Arviarmiut stay home.

There will be a draw every Monday, Wednesday and Friday for a chance to win a $200 gift card for those individuals.

“We would like to take this time to thank all the essential workers in the community for continuing to provide services during this time,” wrote the hamlet in a news release.

Paying back kindness Baker Lake woman still thankful to community that helped her in the past

The community has helped her in the past, and that’s why she opens water holes today.

Faith Mautaritnaaq, along with Nancy and Fiona Angatajuak, opened a couple of new water holes in Baker Lake for community members to get fresh water early in the new year.

It wasn’t a random act of kindness: Mautaritnaaq is trying to give back in any way she can to a community that has been by her family’s side before.

When she lost family in the past, Lucy and Savannah Niego stepped up to start a fundraiser to help her relatives come to Baker Lake for the funeral.

“Those fundraisers were a success, and family members did come at a time of need,” said Mautaritnaaq.

“I am just so very grateful. Even though it was a few years ago, it’s still really close to my heart.”

She was also thankful for the assistance of Fiona and Nancy with opening the holes.

“Most of us living in Baker, we fetch water,” said Mautaritnaaq. “I’m hoping that when I post (on Facebook), that there’s a number of people that do get water.”

In addition to the fundraiser help in the past, the lifelong Baker Lake resident is grateful for her community’s ongoing generosity in a number of ways.

“There’s people out there that are very generous in getting us caribou meat, maktaq, traditional food,” she said. “There’s a lot of things that people help us with, so it’s in my heart at least to try and give back to the community when I can.”

Two water holes were opened last week, with one closer to town so residents without transportation would have an easier time accessing it.

“I would just like to say thank you to those that helped me when I go and make open water holes, and thank you to the community of Baker Lake,” said Mautaritnaaq.

Kamik-making program bolsters traditional knowledge in Arviat

Finding funding for a kamik-making program in Arviat took two years, but after the participants went home with their traditionally made footwear in early winter, all that work paid off.

“This program was suggested by an Elder, Hattie Alagalak from Arviat,” said Hilary Irwin, one of the co-ordinators of Ilitaqsiniq’s Qitsiriniq and Kammiurniq program. “She wanted to make sure kamik-making is passed down to

younger generations, before the Inuit tradition of kamik-making is lost.”

Ilitaqsiniq finally found the resources to host a pilot run of the program, thanks to the Kivalliq Inuit Association (KIA).

Ten participants, two co-ordinators and four Elders joined forces for five weeks of full-time training to teach and learn how to create kamiks from scratch, starting with just a raw sealskin hide.

Participants had to do everything that was traditionally required: skinning the sealskins, taking the fat off, dehairing, sewing and more.

Photo courtesy of Hilary Irwin “Sometimes there were tears, sometimes there were many cigarette breaks,” said Irwin. “There were many different struggles. Each person was different. I’ve made kamiks with skins that were already prepared, but these ladies, they did it right from scratch — how they used to do it traditionally in the iglus. It’s a big process.”

The two toughest parts, she said, were cleaning the bearded sealskin properly so there were no uneven patches of hair, and then sewing the soles to the kamiks. The stitches had to be perfect to ensure the kamiks were waterproof.

But the effort was all worth it in the end.

“They were very excited, proud of themselves,” said Irwin. “There were a lot of tears at the end of excitement, joy and happiness that they were able to participate in such a program.”

Along with the kamik-making, the program also incorporated literacy activities, further bolstering participants’ cultural roots.

Ilitaqsiniq hopes to hold the program in other communities in the future.

“It’s very important that these types of programs continue to be run so that this tradition is not lost,” said Irwin, who thanked KIA for the funding necessary to make it a reality.

A man who coerced a female friend into having sex as punishment for her allegedly stealing liquor from his home has been sent to jail for 30 months.

Solomon Idlout was found guilty on Oct. 21 of breaking and entering a home and committing sexual assault. He was sentenced on Dec. 20.

A 36-year-old resident of Resolute Bay, Idlout confronted the victim, a longtime acquaintance of his, at her home on May 14, 2019 after entering illegally. He woke her from her sleep and accused her of taking a 60-ounce bottle of Smirnoff vodka from his residence when she was recently visiting.

Although two of the woman’s children were in the house, he gave the victim a choice between being beat up by his spouse or

having sex with him. The victim rejected both options, but later agreed to intercourse with him as long as he wore a condom.

However, judge Alan Ingram noted that the Criminal Code of Canada does not allow for consent when the victim submits due to threats or fear of force.

The offender is a father to five children, ranging in age from eight months to 12 years.

His criminal record comprises break, enter and theft in 2003; impaired driving in 2012; possession of a weapon for a dangerous purpose in 2017; and possession of a weapon and assault in 2018.

During his time in pre-trial custody at the Makigiarvik Correctional Centre in Iqaluit, he completed the Inside Out program, which addresses personal issues, and Alternatives to Violence.

He was also given passes to advance his mechanic’s training in the community, as well as to be part of a crew of workers tackling municipal projects.

In her victim impact statement, the woman expressed her anger relating to the crime and the “lack of respect” that men have

shown her. She sometimes worries about the offender and his partner trying to further harm her.

The Crown prosecutor sought a prison term of four to five years for the offender, before any pre-trial credit was calculated.

Idlout’s lawyer countered that the year that his client had already spent in jail awaiting the outcome of his trial was sufficient punishment.

Ingram found Idlout’s planning with his spouse prior to committing the offence to be an aggravating factor because it showed that the sexual assault was pre-meditated.

In applying the 30 month sentence, the judge stated that Idlout would be credited for the 382 days he had already spent in jail before his court case concluded. That translates to 573 days with the legal system’s 1.5 days of credit in such circumstances. It means Idlout, at the time of sentencing in December, had 327 more days remaining on his sentence. A year of probation will follow. He will also be registered for 20 years as a sexual offender and will be prohibited from having firearms for 10 years.

Over $8.5 million in new supports announced in Covid-19 update

$4.5 million to go toward food security, $4 million to support critical municipal services

The Government of Nunavut is undertaking several initiatives to help Nunavummiut through this latest wave of Covid-19, Premier P.J. Akeeagok said during a Jan. 13 Covid-19 update, with more than $8 million in additional funding allocated.

These initiatives include $4.5 million to bolster Covid-19 isolation food support programs, $4 million which will go toward critical community services such as water, sewage and other critical functions and the return of the $5,000 small business support program business relief funding.

The isolation food support program can be accessed by emailing IsolationSupports@gov.nu.ca or by calling 1-888-902-0872 in order to get the process started. Nunavummiut who need to access supplies while in isolation can reach out for support.

The $4 million going toward critical services will help hamlets and municipalities with funds to ensure Covid-19 response efforts don’t compromise a community’s financial status. This is run by the Department of Community and Government Services and funding is provided by the federal government.

“Water, sewer, that’s a daily thing every household needs support on, we’re working with every hamlet and municipality to ensure services go uninterrupted as long as possible,” said David Joanasie, minister of community and government services.

The small business support program provides business relief funding of up to $5,000 to subsidize eligible business expenses such as insurance, licensing fees, office rentals, utilities or non-refundable business expenses for goods rendered unusable due to the pandemic. Businesses with fewer than 10 employees or less than $500,000 in gross sales are eligible.

More information on this can be found on the Government of Nunavut website. This initiative is run by the Department of Economic Development and Transportation. Artists, crafts people, retailers and harvesters can apply for funding.

Lockdown coming to an end Nunavut’s circuit breaker lockdown will end Jan. 17 with a slight easing of public health restrictions, including the reopening of childcare facilities and a lift of community travel restrictions, though non-essential travel is still discouraged.

“What we foresee is those communities that continue to not have cases will have measures eased earlier. Communities that continue to have transmission and new cases will stay at this current level for a longer period of time.

“We’re really only easing them a little bit and (are) still really tight compared to much of the country,” said chief public health officer Dr. Michael Patterson.

Nunavut has 172 confirmed cases as of Jan. 13, while there have been a total of 202 recovered in this current wave of Covid-19. Seven people have been hospitalized.

Nunavut teachers are expected to return to work Jan. 17 for remote teaching, with a return to in-class learning set for Jan. 24. Whether that will be at either 100 per cent capacity or 50 per cent capacity, will depend on the Covid situation in each community.

Forty-one education staff in the territory are still on prior approved leave. There are 29 staff who are in isolation, some of whom are isolating due to symptoms present, while others are in isolation due to their vaccination status, according to education minister Pamela Gross.

Transmission, vaccination and testing While Nunavut’s mines continue to see new introductions among staff arriving from down south, Patterson said there is little to worry about right now as it is not being transferred from person to person. “(There’s) either no transmission or limited transmission on-site at this time,” said Patterson on the mines.

Among the Elders in Ottawa’s Embassy West, one has recovered from Covid-19. There are currently seven Nunavut residents at the facility with Covid-19. Three interpreters are currently assisting the Elders at Embassy West.

“We continue to encourage essential caregivers from Nunavut to travel to Ottawa to assist,” said health minister John Main.

“That’s an offer that continues to be made available to families.”

A number of Nunavut’s health centres remain limited to emergency services only due to staff shortages, a matter which is hindering Nunavut’s ongoing vaccination roll-out.

“Unfortunately due to staffing issues we have had to pause vaccinations in various communities,” said Main, “we are planning later this month to roll out some mass vaccination clinics across the territory.”

Main did not specify which communities are still short-staffed and says the GN is still waiting on the federal government to help with staffing.

The rapid test kits requested by the federal government have also arrived and are being handed out at the airports of gateway communities such as Edmonton, Rankin Inlet, Ottawa, Iqaluit, Winnipeg, Sanikiluaq and Yellowknife. The requested supply of N95 masks has not arrived.

A negative rapid test result is not a replacement for a 14-day isolation.

Isolation requirements for unvaccinated people returning from

travel in the south have not changed and “the hubs are still open,” said Patterson.

Lab testing is also expected to pick up in the coming days and new results are soon expected to come back within 24 hours either from the Rankin Inlet or Iqaluit labs.

“It doesn’t mean we’ll return to the degree of mass testing we used to do, we’ll still be limiting PCR based on priority groups and new communities,” said Patterson. “While we will limit the amount of testing we do, we will still test certain individuals. Although in some cases we will rely on symptoms to diagnose Covid-19.”

Naujaat snow sculpture grabs attention

A snow sculpture in Naujaat went viral on social media over the holidays.

The piece depicted a group of hunters in a boat as they chase down a breaching narwhal.

It was photographed and submitted to CBC North, but neither the photographer nor publication knew who made it.

But the carver behind the piece showed up in the comments: Ron Ullikataq Qamanirq.

“I love narwhal hunting, the same way I love Christmas,” he told Kivalliq News. “It makes me happy.”

Qamanirq has lived in Naujaat for 15 years and been carving snow for 12.

“It took me five hours,” he said of the piece.

Qamanirq used wood and water with snow to put it together.

“I enjoy snow sculpture because it reminds me of my childhood,” he said.

He already has his next piece in mind, but his lips are sealed until he puts it together.

“I love my family and friends,” said Qamanirq, hoping for better times following the holidays.

“I hope they will enjoy 2022, not like last year — last year was the worst!”

Not too many teams from the territory have had the chance to travel to tournaments in the south, let alone go between communities and play.

But Nunavut Wrestling was one of the lucky organizations which did get out late last month for a big meet in Ontario and for some, it had been a multi-year wait for competition.

A group of 10 wrestlers from Cambridge Bay, Pangnirtung, Rankin Inlet and Iqaluit were in Brampton, Ont., for the 2021 Matmen Classic and it appears the tournament was popular with clubs coming in from around the country, according to Chris Crooks of Cambridge Bay, who made the trip as the team’s head coach.

“Alberta had about 30 wrestlers there, a dozen from Manitoba, 12 from Quebec and 10 from Nunavut,” he said. “We got lucky that Omicron didn’t cancel it but you couldn’t exactly tell teams that spent a lot of money to get there that they couldn’t wrestle.”

It was a mixture of male and female wrestlers all competing in various weight classes. Perhaps the biggest non-surprise result was Eekeeluak (Eekee) Avalak of Cambridge Bay winning the juvenile boys 55-kg category by beating Ethan

Kennedy of Alberta in the gold medal match. Jonah Kunilusie of Pangnirtung also competed in the 55-kg weight class, only in the cadet boys division, where he finished fourth. Morgan Kakutinniq of Rankin Inlet hit the podium in the juvenile boys 125-kg division as he ended up second while Kiana Ekpakohak of Cambridge Bay had the best result among the female contingent as she was third in the cadet girls 57-kg division.

Alutuk Siksik of Rankin Inlet was also in action as he was sixth in the juvenile boys 71-kg division.

Crooks said they were able to sneak in the trip by circumventing a rule which has now been closed.

“We managed to get some of our kids down to Edmonton back in November for some training and we did that with approval (from the Sport and Recreation Division),” he said. “The rule was that we couldn’t have any inter-community tournaments but nothing said we couldn’t do an inter-community tournament outside of Nunavut. They’ve cut that out now since the trip to Ontario.”

Following the competition, the wrestlers were set to take in some training but the rules in Ontario by that time had changed, once the amount of Covid-19 cases began to skyrocket.

“We had to show negative tests in order to take part and I tried to order some test kits but they didn’t come in time,”

said Crooks.

They did manage to get in some practice with other teams from Ontario prior to the meet, he added.

Regardless, the group did get some time to see southern Ontario, including a trip to the Eaton Centre in Toronto and an evening in Niagara Falls. The big stop, though, was at Bishop Ryan High School in Hamilton, Ont., where the group talked to students about life in Nunavut.

The athletes themselves had glowing reviews of the trip, such as Ekpakohak, who wrote on Facebook that it was nice to see different places and meet new people.

“The tournament was hard but I had fun,” she stated. We had a couple different practices with other teams from Ontario. Also got to see some friends from different communities and two of my old teachers.”

Avalak expressed almost the same sentiment.

“It was exciting to watch my teammates compete and I’m very proud of them all,” he stated. “Definitely a trip for the books.”

As for when something like this will happen again, Crooks said he doesn’t know but what he does know is that he has other events to try and plan for.

“Nationals are in March and I’m sending Eekee, no matter what,” he said. “He could go to Edmonton to train with

He also said there has to be some sort

of give when it comes to athletes being able to compete both inside and outside the territory.

“We can’t keep doing this forever,” he said. “The sanity of everyone is so important and there are exceptions made for professional athletes but not for amateur athletes. They’re losing out.”

Who wants Evander Kane?

Not I, but there are apparently some teams who think he’s worth another shot.

Kane is now an unrestricted free agent after the San Jose Sharks cut him loose following what the team said was “breach of his standard player contract” and “violation of the AHL (American Hockey League) Covid-19 protocols.” So what did Kane do?

Well, we all remember how he tried to hand in a dodgy proof of vaccination slip to the team in order to return to action. That got him a 21-game suspension, followed by an immediate demotion to the San Jose Barracudas, the team’s AHL squad.

But now the National Hockey League is investigating how he got across the border when he was supposed to be in isolation.

You see, Kane apparently tested positive for the ‘Rona on Dec. 21, and under AHL protocols, any player who gets a positive test must isolate for 10 days. Kane reportedly landed in Vancouver on Dec. 29. That’s why the Sharks cut Kane loose and the NHL agreed, saying it was a proper termination. The NHL Players Association has filed a grievance on Kane’s behalf, which was expected because this is the first time a player has been released due to Covid-19-related issues.

We’ve been hearing that the Edmonton Oilers have made advances on whether Kane could be a fit with their organization and I read another report from the National Post about the Toronto Maple Leafs sniffing around. Here’s what could complicate things, though: if Kane’s grievance is successful, he could theoretically have two NHL contracts, those being with any team that signs him soon and the remainder of the seven-year, $49-million pact he had with San Jose. If the Sharks win, they won’t have to pay him a dime and he’ll get whatever he accepts from any other team. The grievance could also see him get a buyout of whatever’s remaining on the Sharks deal.

It’s messy, no matter what happens.

And finally …

Good Idea: Ending a soccer match on time.

Bad Idea: Ending a soccer match before time expires. Twice.

Yes, this actually happened during a match at the Africa Cup of Nations in Cameroon on Jan. 12 and it’s one of the most shambolic, farcical things I have ever seen.

Mali was playing Tunisia in a group game that day in the city of Limbe and Mali ended up winning 1-0, but that’s not the issue.

The issue is referee Janny Sikazwe of Uganda killing the game before time expired. The first instance happened in the 86th minute when Sikazwe decided to call a halt to proceedings, causing the Tunisian bench to understandably jump up in protest. Once Sikazwe realized he screwed up, he restarted the game … only to blow it dead again with 15 seconds remaining in regular time. No stoppage time, no nothing. The Tunisians really lost their formal-

dehyde this time and surrounded the officiating crew to emphatically tell them they disagreed with the decision.

Now, one theory being floated is because there was a cooling-off period to allow the players to get some refreshment late in the second half — that took around seven minutes — Sikazwe forgot to stop his watch and the time rolled on, meaning he would have looked at his watch and saw that more than 90 minutes had been played. I … don’t know about that. Tournament officials decided to restart the game — during the post-match press conferences, of all times — and the Malians returned to the pitch. The Tunisians didn’t, giving the decision to Mali in the end.

What an absolute gong show and you can be sure there were plenty of questions for the Confederation of African Football to answer.
