RCMP floods Kinngait with holiday donations

Mounties select Qikiqtani community for Adopt a Village campaign

The Christmas holidays are going to be more cheery for residents of Kinngait due to an avalanche of donations from the RCMP. The Mounties chose Kinngait as the recipient of the annual Adopt a Village campaign, which involves multiple plane loads of goods flown in from Ottawa, the first of which arrived earlier this month.

Among the items shipped included video game consoles and other toys; clothing for men, women and children, including socks and slippers; hygiene items like soap, toothbrushes and toothpaste; dry food; diapers and baby wipes; sewing material; hockey sticks and other hockey equipment; and other miscellaneous items.

“It’s very good news,” said Timoon Toonoo, Kinngait’s mayor,

who added that he was very thankful for the contributions from the police officers.

The items are being distributed this week and the goal is for each resident to receive at least one donation.

Although the initiative is driven by officers in the nation’s capital, V Division Chief Supt. Amanda Jones was influential in choosing Kinngait as the community to benefit from this year’s RCMP Adopt a Village campaign, according to spokesperson Const. Pauline Melanson.

In 2020, the Northwest Territories hamlet of Fort MacPherson was selected as the recipient of 1,800 kg worth of charity in the inaugural year of the program.

“They have not tallied up this year’s (weight) yet but from what I was told, the donations are still coming in even after the cut-off date. They have already sent a load up and are preparing another load now,” Melanson stated.

Inuvialuit pass childcare law aimed at keeping Inuit children in home communities Unclear whether similar legislation for Nunavut is in the offing

The Inuvialuit Family Way of Living Law, passed by the Inuvialuit Regional Corporation (IRC) in November, is being hailed as an advancement in self-determination.

“Too often, Inuit families are torn apart when tragedy happens. This new law will ensure cultural continuity for each Inuvialuit child and youth, enhance supports for families, improve information sharing, and help grow Inuvialuit jurisdiction,” said Rebecca Kudloo, president of Pauktuutit Inuit Women of Canada. “I am proud of this important first step in protecting families of the Inuvialuit region. Congratulations to IRC board and staff on the positive strides towards the delivery of child welfare for Inuit by Inuit.”

Whether such legislation could become a reality in Nunavut is unclear. Nunavut Tunngavik Incorporated (NTI), which has voiced its intentions of pursuing Inuit self-government

through negotiations with the Government of Canada, didn’t respond to questions about how such a law may be adopted in Nunavut. An NTI spokesperson encouraged Nunavut News to contact the Inuvialuit Regional Corporation instead.

Nunavut’s Department of Family Services stated that it “looks forward to working with designated Inuit organizations who may decide to enact the federal ‘act respecting First Nations, Inuit and Metis children, youth and families’ in Nunavut.”

While the law — known as Inuvialuit Qitunrariit Inuuniarnikkun Maligaksat in Inuvialuktun — has the long-term goal of the IRC taking over family welfare services and functions, the initial plan is to get access to information and establish better control on how to keep children in their home communities.

The law will provide groundwork to enhance supports for Inuvialuit families to reduce the needs for intervention. It also requires all federal, territorial and provincial governments to meet standards when providing child and family services to

Inuvialuit children and their families. Essentially, this now means the IRC is fully involved in any and all child welfare cases involving Inuvialuit children. The legislation will not reduce existing services.

Under the federal act, Indigenous communities have legal jurisdiction over child and family services based on their culture, traditional laws and history. The act places Indigenous jurisdiction over provincial child and family service laws and applies across Canada.

Along with passing the law, the IRC has notified the governments of Canada, the Northwest Territories, Alberta and Yukon territory of the signing and are now requesting to enter co-ordination agreements with the four governments to implement the law. These governments have one year to hammer out a deal with the IRC, otherwise the law as written in Inuvik will come into full force and override territorial and federal laws, excluding key legislation such as the Canada Human Rights Act, the Criminal Code and other similar legislation.

Water emergency just another part of six-year water crisis, says Iqaluit mayor Unless chronic shortages are fixed, city has no room to grow

After nearly two months, Iqaluit’s Do Not Consume Advisory for tap water was lifted Dec. 10, after hydrocarbons were found in the water mid-October.

Questions remain, however, as to how and why a full fuel tank was buried beside the city’s water treatment plant, says Mayor Kenny Bell.

“Clearly that was a major failure,” he says, “why they did it, we don’t know.”

The fuel tank, believed to be buried in 1995 and found under a layer of concrete, is the subject

of an ongoing investigation into Iqaluit’s water crisis.

“If you’re going to bury a tank why would you want to bury one that’s full? It doesn’t make any sense at all.”

In addition to lingering questions as to how fuel got into the water supply, Iqaluit is facing another kind of water crisis, one with a $184-million price tag needed to fix it.

For years Lake Geraldine, the city’s water supply, has been facing continued shortages.

The increased national and international media attention this most recent water crisis has brought to Iqaluit has helped in the City’s lobbying for funding.

“We have a long-term water crisis,” Bell said, “we’re going into our sixth year – we had to submit our application during a water emergency.”

Bell says while there’s nothing good about this water emergency, “it did bring to light our overall water crisis, the six years of not having enough water for the community and no real ability to grow.”

In 2019 the City had to pump about 200,000 cubic meters of water from the Apex River to Lake Geraldine to help meet the City’s winter water needs.

Bell said he was able to bring the matter of this long-term water crisis to larger audiences outside of

Nunavut, from national outlets to larger international organizations such as the BBC or Al Jazeera English.

“You never want to wish this upon anyone but that’s pretty good timing if you’re already in a crisis that needs support from the government,” Bell said.

The City of Iqaluit has been aware for the need of additional water since early projections in 2005, with the Lake Geraldine dam being raised the following year to help accommodate more water.

Unless the chronic water shortages are fixed, the City won’t be able to address things such as much needed housing or the city’s growth.

In an effort to clarify its response to the city’s water emergency, the City of Iqaluit published a timeline from the start of the emergency.

The City was first made aware of social media complaints about the water quality in early October, staff responded to one such complaint in the 5000s block on Oct. 2, where there was no odour detected by city staff. City staff tested raw and treated water at the water treatment plant, where there was still no odour detected.

Several more houses were checked the next day, with inspections on pump stations, tanks and fuel piping taking place. Complaints were reported to Iqaluit Public Health.

Testing for hydrocarbons takes specialty testing, for which a southern lab was contacted. On Oct. 4, test samples were flown to the lab. Test results taken on this day resulted in an inconclusive non-detect result on Oct. 8.

The same day the results came back, City staff reported a fuel leak on day tank piping at the city’s water treatment plant.

On Oct. 12 the piping to the day tank was repaired and the diesel smell was reported to have dissipated. However, on the same day City staff reported a “varsol-like smell” and discovered concentrated contamination in the plant’s north clear well.

That same day, the City declared a state of emergency, Iqaluit Public Health issued a do not consume advisory, stores saw their supplies of bottled water depleted, the city’s water trucks began collecting water from the Sylvia Grinell River and Mayor Kenny Bell declared an emergency council meeting, nearly 400 people tuned into the City’s live-stream of the meeting.

Additional bottled water supplies were flown in for several weeks.

At an Oct. 15 press conference the City stated it would take time to flush Iqaluit’s water in order to remove any contaminants.

Iqaluit’s Chief administrative officer Amy Elgersma initially said the city was expecting to find cracks in the north clear well tank where the fuel was seeping through. It was later discovered to be trapped fuel vapours from a fuel tank which had been buried nearby and was believed to have been installed as a part of the original water treatment plant in 1962.

The north clear well was subsequently bypassed and residential homes began flushing their systems at the end of October with residents being asked to run their taps for 30 minutes.

An s::can water monitoring system, which can detect hydrocarbons, was also set up prior to the water entering the filtered reservoir where water is stored for Iqaluit’s daily use.

By late October the Canadian Armed Forces came in to lend their support in Operation LENTUS, setting up a reverse osmosis machine at the Sylvia Grinell River as winter started rolling in.

Weekly water sampling results between Nov. 7 and 15 were released Nov. 23, indicating a non-detect result for petroleum hydrocarbons.

Iqaluit remained under a do not consume advisory, issued by the GN. On Nov. 24, the tent housing the Canadian Armed Forces reverse osmosis machine was damaged, ceasing its operations. This forced the army to set up their machine at the airport as well as having to haul water to and from the river to the hangar.

On Dec. 10 Nunavut’s chief public health officer Dr. Michael Patterson lifted the do not consume order on Iqaluit’s tap water, ending this stage of the city’s water emergency.

The GN and the City of Iqaluit are now awaiting the results of a full-investigation into Iqaluit’s water emergency.

Educating students in both worlds Sakku School in Coral Harbour puts focus on culture

For the principal at Sakku School in Coral Harbour, teaching culture is vital – and personal.

“I know what it is to lose a culture,” said Simone De Gannes, who has been principal at Sakku School for just over one year and is originally from the Caribbean.

“I know what it is to lose a language. I know very well once that is lost, no matter what you do, you cannot get it back. That is why one of my key objectives as principal is to conserve the culture, the tradition, the language, the way of life, and blend it into the school curriculum in everything we do.”

That goes right from classroom activities to on-the-land trips to staff meetings. Any meal served in the school must include local food, said De Gannes, both as a means to preserve the Inuit culture and also to help educational staff from the south assimilate into the Northern culture themselves.

In the classroom, students are educated in “both worlds,” meaning the academic side and the cultural and traditional side.

Elders play a major role in the school, where they show students how to skin, dress and clean animals that are caught in the community, as well as teach the language and involve students in Inuit games.

For almost every subject, students are taught in both languages.

If a teacher cannot speak Inuktitut, the school brings in someone who can to repeat the instructions the teacher says.

“We’re keeping the language vibrant and alive,” said De Gannes.

And the proof of this approach is in the pudding already. Sakku School is seeing higher attendance and fewer disciplinary issues since involving the culture more. De Gannes said the students are showing more compassion, respect and interest in school. She said attendance rates are upward of 90 per cent.

“Teachers are tired, and we’ll say, ‘Oh, my goodness, (the students) come every day,’” joked De Gannes.

She’s also seen an increase in reading levels. Her goal as principal is to develop the holistic individual.

“It’s the spiritual, the intellectual, the emotional, the creative and the social aspects of each child,” said De Gannes.

Going forward, De Gannes is looking to bolster the school’s on-the-land programming, aiming to have students on the land every month to engage in cultural activities.

Co-op training meant free servicing for machines in Rankin Inlet

More than a dozen snowmobiles and all-terrain vehicles got free service from eight handy Co-op workers from around Nunavut as part of a small engine repair training program in Rankin Inlet last week.

“I’m really proud of these guys,” said Sherry Smadella, training co-ordinator with Arctic Co-operatives Limited.

The program is designed for existing Co-op mechanical staff to get added training to benefit them in their work and careers.

“This is the first time that we’ve used Inuk instructors, which for us is a great accomplishment,” said Smadella.

Those instructors were Jamie Nakashuk and Jackie Nowdluk, both from the Pangnirtung Co-op.

“It’s the first time they’ve ever delivered training, so I commend them for being willing to teach their colleagues from the other Co-ops,” said Smadella. “We’re so proud that we were able to recruit Inuit instructors, and I hope that for some of the other training I put on throughout the year, that there will be some other very skilled Co-op employees who can help with the instruction.”

Two of the Co-op staff involved in the training were from the Kivalliq: Peter Jr. Atatsiak from Baker Lake and Robbie Aglukka from Naujaat.

Atatsiak said he enjoyed his time in Rankin Inlet learning about different machines “We fixed about 15 to 20 machines in a week,” he said after returning home to Baker.

The six-day course saw Rankin residents bring their machines to the shop, sometimes dug out of the snow during the blizzard that hit the same week, for the mechanics to work on under the instructors’ supervision.

Each participant received a certificate at the end of the course.

Smadella said the program is based on one

of the Co-op’s seven principles: education and training. She said it’s important for community Co-ops to have staff with the expertise required to repair the kinds of snowmobiles, ATVs and other small-engine vehicles that are used in the North.

“The sheer joy you see on their face when they receive a certificate,” said Smadella. “It’s important to acknowledge their accomplishments.”

Cambridge Bay hamlet council won’t bow to byelection demand

Hamlet council in Cambridge Bay has rejected a petition calling for a mayoral byelection, deeming the petition invalid, and is asking the community to accept the decision and “allow council to move forward with their work as an elected body.”

Residents Peter Ohokak and Patti Bligh presented the list of signatures at a council meeting on Dec. 6, asking council to reverse its decision to appoint deputy mayor Angulalik Pedersen as mayor.

Ohokak said the appointment was “not transparent and democratic,” according to a Thursday morning news release from the Municipality of Cambridge Bay. Council subsequently met on Dec. 10 to review the complaint. Councillors determined that they were within their rights under the Nunavut Elections Act to make the appointment and that Pedersen meets the criteria to serve as mayor, seeing as he was acting mayor in the past, in addition to being deputy mayor and being familiar with municipal operations.

“The council has followed due process by first making the decision to appoint the mayor internally. The council then exercised a democratic process by having an election when two council members put their names forward for mayor. The candidate with the highest number of ballots was appointed as mayor for the remainder of the term,” reads the news release from the Municipality of Cambridge Bay. “The council was elected in a democratic process to represent the people of Cambridge Bay and make decisions within the authority of the legislation of Nunavut.”

Council also found that the petition lacked required “statutory requirements,” although those details were not specified in the news release.

There were reportedly close to 300 names on the petition from the community of approximately 1,750 people.

Council also committed to update its bylaw process to include the selection of a councillor to be appointed as mayor, as permitted under section 224.10(1)(a) of the Nunavut Elections Act. As well, council stated that it will strengthen its communication policy and improve the information flow to residents.

During the Covid-19 restrictions, things have changed as to gatherings. Inuit are usually celebrating together with games, either on the ice or at the community hall. It is not going to happen in Cambridge Bay. Most of the Christmas activities will be virtual competitions, same as last year, but this cannot be helped due to the rules from

the Public Health Office due to the Covid virus.

Please continue to wear your masks and continue to wash your hands. Join in the competitions and games that are planned on the Christmas calendar that the recreation department at the hamlet made. Please pick up a calendar and keep an eye on Facebook news pages. Have fun and be safe everyone.

Angel Tree celebrates another year of giving Iqaluit Iqaluit Angel Tree and the Iqaluit Fire Department on Nov. 27 held a Pack The Back event at both of the territorial capital’s grocery stores, which allowed customers during specific hours of the days to buy toys to give to children in need for Christmas.

An additional $790 in monetary donations were also given to Iqaluit Angel Tree from this fundraiser, $500 of which was donated by the Nunavut Employees Union.

In addition to Pack The Back, Iqaluit Angel Tree also set up an Amazon wishlist for people to purchase toys for the organization.

Delivery day came on the evening of Dec. 14. Caribou Cabs helped out with the delivery, Arctic Ventures and NorthMart assisted with gift cards.

Capacity limits increased Kangiqliniq/Rankin Inlet On the heels of implementing a municipal vaccine passport, the Hamlet of Rankin Inlet announced increased capacity limits in the Singiituk Complex and Agnico Eagle Arena.

Effective Dec. 10, the Singiittuq Community Hall can now hold 200 people at once, while the Agnico Eagle Arena has capacity for 400 people.

Access to these buildings requires proof of full vaccination, and a face mask is required at all times inside.

New cargo plane coming into service for 2022 Nunavut Arctic Co-operatives and Chrono Aviation Group are teaming up to put the first 737-800 SF cargo plane operating in Canada into service in Nunavut.

The aircraft, which can carry 23,500 kg, will be based in Winnipeg with plans for it to begin bringing freight into the territory in early 2022.

The companies are also billing the plane as more environmentally-friendly as it has a range of 3,700 km and reportedly will generate 20 per cent less emissions per tonne compared to previous generations of cargo planes.

“The Boeing 737-800 SF perfectly balances payload size with economical operating costs to minimize cargo costs while increasing the frequency of deliveries,” said Arctic Co-ops CEO Rod Wilson. “It makes a substantial advance towards the ultimate goal of controlling the cost and improving the quality of perishable foods and others goods.”

The plane will also be available for contract charter work.

Arctic Co-operatives comprises 32 member-controlled stores in Nunavut, the Northwest Territories and Yukon. It is a co-owner of the Chrono Group, which has a fleet of 15 aircraft based in Quebec City and Saint Hubert, Que. – Derek Neary

Charity ball doles out $50k Kangiqliniq/Rankin Inlet The Agnico Eagle Mines Charity Ball program, along with the Hamlet of Rankin Inlet, handed out $50,000 in donations to community organizations this year.

The RCMP Christmas hamper program received $10,000 to go toward offering a Christmas hamper to those who need it most during the holiday season.

The Ikurraq Food Bank received $10,000 to help make sure the community is fed.

The Rankin Inlet toy drive, organized by Leonie Sammurtok, got a $10,000 boost to make sure children in the community receive a toy and enjoy the Christmas spirit.

The Kangiqliniq spay and neuter clinic was awarded $7,500 to fund and make improvements to its veterinary clinic.

The Kangiqliniq Hunters and Trappers Organization received $7,500 to help purchase needed equipment.

Finally, Rankin Inlet Women’s Soccer received $5,000 to help fund and host their local soccer tournament.

Nunasi Corp sells interest in Malca-Amit Nunavut Nunasi Corporation announced Thursday that it has sold its ownership interest in Malca-Amit (NWT) Ltd. to Malca-Amit North America, Inc. Malca-Amit (NWT) Ltd., located in Yellowknife, provides local armoured car courier services and international shipping services, primarily for products from select diamond mines.

Nunasi Corporation owned 51 per cent of Malca-Amit (NWT) Ltd. in partnership with Malca-Amit North America Inc. “Nunasi Corporation has developed a new strategic plan with new areas of focus, which no longer includes secure logistics services. It made sense to offer Nunasi’s ownership interest to our partner Malca-Amit North America Inc.,” said Clint Davis, president and CEO of Nunasi Corporation.

Fox tests positive for rabies Iglulik A fox in Iglulik has tested positive for rabies and residents are consequently advised to be on the lookout for the animals, according to the Department of Health.

Anyone who has been bitten or scratched by a fox or a dog, is encouraged to go to the health centre and report the incident immediately. Treatment must be started quickly to be most effective.

Residents who see an animal behaving strangely, staggering, frothing at the mouth, choking or making strange noises, are urged to avoid the animal and report it to a conservation officer.

Rabies is commonly found in foxes and wolves in Nunavut and can spread to dogs when they are bitten by a rabid fox or wolf.

Therefore, dogs should be tied up and monitored.

People can contract rabies when an infected animal bites, scratches or licks them. The disease can also enter through cuts in human skin when handling the carcasses of infected animals.

Foxes or wolves wandering around the community can be reported to the wildlife guardian at 867-934-8999 or the regional environmental health officer at 867-975-1163.

Two foxes in the Iqaluit area have also tested positive for rabies recently.

Fermented meat warning issued following cases of botulism Sanikiluaq Residents of Sanikiluaq are being urged not to eat fermented meat following reports of people in the community becoming ill after eating aged meat, according to the Department of Health.

The department is investigating the situation, which has resulted in cases of botulism.

Symptoms of concern after consuming fermented meant include: - diarrhea, nausea and vomiting; - feeling weak or tired; - blurred vision; - weakness of the arms, chest muscles and legs; - trouble breathing.

Anyone experiencing these symptoms or who has any questions is advised to call the community health centre in Sanikiluaq at 867-266-8965.

Those who have leftover fermented meat that could be used for testing, are asked to contact the regional environmental health officer at 867-645-6660.

‘Why take my freedom?’

Rankin Inlet’s vaccine passport means Savik Ford can no longer play hockey or watch his children play

The Hamlet of Rankin Inlet’s decision to bar unvaccinated people from municipal buildings means one resident’s time on the ice is over and he won’t be able to watch his children play either.

“Not able to go see my kids play (and) practise is pretty hard, for both me and my kids,” said Savik Ford, who is unvaccinated.

Since Nov. 30, only people fully vaccinated against Covid19 can enter municipal buildings such as the hockey arena.

“It’s pretty hard not to help them dress up or just give them tips for the ice,” said Ford, who now gives his four children advice from home. “I already explained to my kids (that) hockey won’t always be around. For my family, it’s more important to be together.”

At first, the hamlet’s decision “ticked me off,” admitted Ford, but he said he’s since come around to accepting it.

“It’s OK now that I’m not in hockey,” he said. “I already moved on, so I’m not angry as I was in the beginning.”

He said he’s not against the Covid-19 vaccines and respects everyone’s views on the issue.

“I choose not to take it,” he said. “It’s just my choice, so I’m sticking to it. Even this, the hockey game isn’t even important to me if I have to take the vaccine. That’s like, why take my freedom?”

He knows other people in the same situation as him, and some who have bowed to pressure and taken the vaccine against their wishes.

“To me, that’s totally wrong,” he said. “Somehow it just feels wrong for these leaders to say we have to take it.”

Worries of side effects are why Ford hasn’t been vaccinated.

“We all have different types of views on it,” he said. “Whatever people choose to do, that’s their choice, and I’ve got no judgement on them. I’m not better than them or anything like that.

It’s their choice and we just move on. From the stuff I’ve been hearing, the side effects – not everyone’s going through it – it’s just, what if I’m one of them that has the side effects?”

He envisions this conflict extending well into the future.

“Everyone’s expecting everything to get back to normal and that won’t happen, definitely won’t happen,” said Ford.

Instead, he’s focused on his family’s future, staying positive and knowing that it’s OK for people to have different beliefs.

“I still appreciate my community, what they’re doing,” he said. “I just hope for the best throughout Nunavut.”

Darren Flynn, senior administrative officer with the Hamlet of Rankin Inlet, said in an email that “life as an adult is all about choices. Neither the hamlet council nor I have forced anyone to quit hockey or any other activity. If someone makes a choice, that’s their choice, not ours.”

He said people citing human rights for not taking the vaccine “seem to summarily dismiss everyone else’s human right to live in safe environment.”

On Thursday, Dec. 9, the hamlet announced increased capacity limits at the Singiittuq Community Hall Complex and Agnico Eagle Arena.

“This will mean we will have the ability to hold Christmas games for the first time in two years,” wrote Flynn. “It also means the arena will have the ability to offer our incredi-

ble hockey fans the ability to watch live hockey! Given these increased capacity limits and the ability to move this community closer to normal, I see no reason to defend council’s decision any further.”

Arviat’s all in On Dec. 6, the Hamlet of Arviat followed Rankin Inlet and enacted its own municipal vaccine passport.

“We went through what no other community in Nunavut went through,” said Mayor Joe Savikataaq Jr., referring to the Covid-19 outbreak in Arviat that stretched from fall 2020 to spring 2021. “We had the highest numbers in the whole territory, and it was six months of very hard lockdown measures that we followed. The community abided by everything that was asked of them.”

With that experience in mind, the hamlet decided to introduce a municipal vaccine passport system to further protect the safety of the community, the mayor said. The bylaw applies to everyone 12 and over. Unvaccinated people can still use hamlet services, but they need to book appointments ahead of time.

“No one’s being forced to get the needle,” said Savikataaq.

“It’s just a way of keeping people safe. It’s not for control. It’s not to go after people. It allows us a little bit more flexibility on keeping our people safe.”

He compared it to rules around wearing helmets on snowmobiles in that people may not like the laws, but they exist for a reason.

Savikataaq said he hosted three radio shows to discuss the idea of a vaccine passport before the hamlet made the decision.

“Every caller was for it,” he

said. “This wasn’t a standalone decision. The community decided that.”

Asked if Nunavut’s chief public health officer had advised either Arviat or Rankin in making their decision, Chris Puglia, acting manager of communications with the Department of Health, said the Government of Nunavut was not involved in either decision.

I’ve stated this before but it bears repeating: why can’t this ever happen to me?

According to a story by United Press International, Marcus Barnes of Virginia is a bit richer after cashing in a winning ticket in the state’s lottery worth nearly $400,000. He was about to throw out a ticket he found in his pants while doing laundry — he bought the ticket back in October — but decided to check it first. Turns out it was the right call as it was worth $387,450. He has no plans for the money as of yet, and that’s smart because impulse buying is the devil.

Anyway: That’s real blood, don’t you know?

One thing I grow really tired of listening to are the scolds who wag their finger and shout from the rooftops that professional wrestling is fake. Well, thanks for ruining it for me. I can never look at it on TV the same way again.

Here’s something, though: the injuries can be very real and a great example of that happened on Dec. 11 in Texas. The World Class Pro Wrestling promotion, one of the many independents around North America, had a card in the Dallas suburb of Irving with a match involving a wrestler who goes by Hannibal, real name Devon Nicholson. As the story line goes, the referee in the match, Lando Deltoro, agreed beforehand to do what’s called a “work” with Hannibal (a scripted attack) where he would “blade” (self-cut) in order to make things more dramatic. That was Deltoro’s first mistake.

As the situation unfolded, Deltoro couldn’t make himself bleed so Hannibal grabbed what’s now been confirmed as a spike and started gashing Deltoro in the head to the point where he suffered a torn artery and was legitimately choked unconscious. Deltoro was taken to hospital, where his multiple wounds had to be stapled shut. I’ve seen the photos of Deltoro’s head and it’s pretty nasty-looking.

Hannibal isn’t the first wrestler who pulled a “shoot” (going off-script) and he won’t be the last, but this is a great way for a clown like Nicholson to never get bookings ever again. No promoter in the world will ever deal with someone who doesn’t play along and who doesn’t care for the safety of those around him. Everyone on the show has mouths to feed of some sort and crap like this only makes it worse for a business that has been ridiculed for so long.

I have to try this There’s one thing you can say about Red Bull — it comes up with sports you want to watch. Crashed Ice is so fast and dangerous that you can’t look away and Red Bull Airlines reminds me why I’m terrified of heights.

Apparently, I’m late to the game on this because snowkayaking has been a thing for a few years now but I’m that stupid, I’d give it a try. It’s exactly what you think it is — going down an alpine hill in a kayak complete with oars helping you to steer … or, at least, that’s the idea. The only saving grace is that the snow looks soft so the wipeouts aren’t so bad.

Just one piece of advice for those of you in Yellowknife: don’t try this on Franklin Avenue. There’s a fire hydrant at the bottom of the hill heading toward Old Town and that may spell the end.

And finally …

Why parents of professional athletes get involved in their kids’ careers still boggles my mind. You aren’t playing, they are.

We’ve had Paul Marner, father of Mitch Marner, babble on and on at times along with Carl and Bonnie Lindros essentially ruining Eric Lindros’s career, save for all the concussions he suffered. Tina Johnson, mother of Jack Johnson, basically ruined her son financially thanks to blowing through tens of millions of dollars through loans taken out in her son’s name.

But LaVar Ball is a special case because he thinks he’s the smartest guy in the building every time he shows up. Case in point: he was asked by the website HoopsView whether Michael Jordan, who owns the Charlotte Hornets and is the greatest basketball player of all time, gives advice to his son, LaMelo Ball, who plays with the Hornets. Papa Ball’s answer? None, apparently. Here’s his quote: “Never! What advice he gonna give him? You tell me what advice he gonna give him. When’s the last time he (Jordan) won a championship?”

The last time was in 1998, for the record, and Jordan has six championship rings in total. As for Ball and his boys, they have the exact number you and I have.

Pauktuutit’s priorities overlooked in federal fiscal update Canada’s focus remains on Covid-19; Inuit women’s organization wants more funds for shelters, housing, healing centres

Insisting that “Canada’s economic recovery is well on track,” federal Finance Minister Chrystia Freeland delivered Economic and Fiscal Update 2021 on Dec. 14.

While the examination of the country’s economic performance through the pandemic and the path forward contained further commitments to limit damage from Covid-19, it didn’t address the issues that Pauktuutit Inuit Women of Canada has identified as priorities.

The Ottawa-based organization that serves Inuit Nunangat is seeking new funding for Inuit-specific shelters and transition housing, community healing centres and programs and training for Inuit midwifery.

“While Pauktuutit is encouraged by the government’s commitment to a distinctions-based approach toward reconciliation, what we are seeing on a practical basis is a lack of detail regarding funding for Inuit women and gender-diverse people,” said Pauktuutit President Rebecca Kudloo. “For example, a commitment this month for $724 million for Indigenous shelters and transition housing had no specific allocation for Inuit, nor was any application available in Inuktut.”

Pauktuutit pointed to the $2.2 billion allocation for Missing and Murdered Indigenous Women and Girls (MMIWG) initiatives in the April federal budget and noted that the Government of Canada has yet to detail how much money will be transferred to Pauktuutit and other Inuit organizations for action plans specific to Inuit women.

“A distinctions-based approach is necessary because Inuit history with the Crown – along with Inuit language, Inuit culture and Inuit geography – are expressly distinct from that of First Nations and Métis peoples,” Kudloo said, adding that “for healing to occur, commemorative initiatives for the Inuit women we have lost must be designed and implemented by the victims’ families, Inuit women and our communities.”

Inuit-specific approaches to improving the safety and security of Inuit women, girls and gender-diverse people – along with systemic changes to health care, education, housing and economic security based on Inuit input – are also imperative, according to Pauktuutit.

The organization also urged the federal government to be open to Inuit-specific strategies to implementing the United Nations Declaration on the Rights of Indigenous Peoples Act. Federal Finance Minister Chrystia Freeland and the federal government didn’t set aside more money for housing in the Dec. 14 Economic and Fiscal Update 2021, but the Government of Canada promised to address housing in the next federal budget. There was no amount mentioned for housing programs in Economic and Fiscal Update 2021.

“Addressing housing affordability remains a priority for our government. Our work is ongoing. We will take further action in the upcoming budget,” reads a line in the 96-page document.

The financial outlook noted that Canada’s real gross domestic product was only 1.4 per cent below the pre-pandemic level as of the third quarter of 2021. It’s expected to return to the level achieved before Covid-19 by the first quarter of 2022,

according to the Government of Canada.

The document also states that Nunavut realized a 10.6 per cent increase in total revenues in 2020-21 compared to the previous year.

“Fiscal results for 2020-21 highlighted the resilience of provincial and territorial government revenues, which increased in contrast with a decline in federal revenues,” the document reads. “This dynamic reflected substantial federal support and transfers, largely through Canada’s Covid-19 economic response, which helped put a floor under provincial-territorial government revenues, thereby limiting their deficits and debt.”

Gold project would be Nunavut’s fifth mine; company also wins sustainability award

Sabina Gold and Silver is striving to conclude a $500-million financing deal that could soon make the Kitikmeot’s Goose gold project Nunavut’s fifth operating mine.

The company hopes to have terms finalized

by January, and Matthew Pickard, Sabina’s vice-president of environment and sustainability, revealed that the prospective investor would be North American-based. That would remove potential obstacles posed by having a Chinese interest as the primary backer of the project.

The federal government prevented a Chinese state-owned company from acquiring TMAC Resources and its Hope Bay gold property in 2020.

Sabina would take on debt, likely offer a share of ownership and possibly make an arrangement whereby the investor could purchase some of the mine’s gold at a predetermined discount price, according to Pickard.

“We’re very happy to get to this point. We still have work to do over the Christmas break and

into January, but we’re feeling very confident that early next year we can get more active on site,” he said, acknowledging that finding an investor has taken a couple of years mostly due to concerns over logistics, such as sealift and ice road construction, in a remote part of Canada’s North.

The injection of funding would allow Sabina to begin full-scale construction on the Goose mine in early 2022. Production from the open-pit and underground project, which has a proven resource of nine million ounces of gold, is targeted for late 2024.

Construction is expected to require up to 800 employees, said Pickard.

“We’ll focus on Kitikmeot residents as much as we can and Kitikmeot-qualified businesses wherever we can do contracting,” he said of the local benefits.

The Goose property, located approximately 400 kilometres south of Cambridge Bay, has a projected mine life of 15 years.

Work at the overall Back River project has already been ongoing for 15 years with aspirations of turning the site into multiple mines.

Sabina has hopes for the George deposit, about 50 km north of Goose, to reach the volume and

economics necessary to turn it into a mine as well. George hosts about two million ounces of gold, but exploration efforts to expand on that resource will likely ramp up in 2022, Pickard said.

Award winners The Prospectors and Developers Association of Canada (PDAC) recently chose Sabina Gold and Silver as the recipient of its annual Sustainability Award, lauding the junior company for its environmental protection, particularly for caribou, and its community engagement.

“The collaborative process enabled Sabina to create one of the most stringent caribou protection plans in the North,” PDAC stated.

It entails Inuit monitors, halts in blasting when caribou are present, adjustments to helicopter and trucking activity and even a shutdown in most mining activity if caribou are calving or post-calving.

PDAC also credited Sabina for investigating a hybrid wind energy system to offset diesel usage; paying to restore a creek flowing into Bernard Harbour to aid char in spawning; putting $4 million toward long-term employment opportunities in the Kitikmeot outside of min-

ing; donating 80 microscopes to schools in the region and launching a food security program during Covid-19 that allowed employees who were unable to work to purchase $500 in groceries monthly through the Co-op.

“Considerable stakeholder engagement and consultation has resulted in the creation of what we believe are new standards for environmental protection in the North. We couldn’t have achieved this recognition without the hard work and contributions of the Kitikmeot Inuit Association and all the communities of the Kitikmeot region,” said Bruce McLeod, Sabina’s president and CEO. Stanley Anablak, president of the Kitikmeot Inuit Association, offered congratulations to Sabina on behalf of the Inuit organization after learning of the award.

“Sabina has worked hard to plan mitigation for their proposed Goose Lake mine so that it will minimize effects on caribou,” Anablak stated. “We also wish them success in completing their financing of the Goose Lake mine at the Back River Project. Once operating as a mine, the Back River Project will provide many socio-economic opportunities and benefits to Inuit of the Kitikmeot region.”

Meetings with Prime Minister, Northern Affairs Minister and with NWT Premier

Nunavut Premier P.J. Akeeagok met with various federal ministers in Ottawa on Dec. 14, including Prime Minister Justin Trudeau to discuss various issues impacting Nunavummiut.

Among these topics are housing, early childcare education and Elder care, according to the Premier.

“Looking forward to continuing the dialogue,” wrote Akeeagok on social media.

While the premier was down south he also met with NWT Premier Caroline Cochrane and Northern Affairs Minister Dan Vandal.

Akeeagok spoke with Vandal also with regards to housing, Elder care and mental health.

The Premier also gifted Trudeau with a piece of metal art in the shape of an Arctic char from Cambridge Bay’s Red Fish Studio.

“I’m so proud of the young artists who produced this artwork,” wrote Akeeagok. “This studio is an example of the many innovative projects across Nunavut.”

First ICPC meeting in nearly two years

The Inuit Crown Partnership Committee meeting was held in-person at Ottawa’s Shaw Convention Centre, and online on Dec. 13. Bringing together Inuit leaders from across Inuit Nunangat.

Crown-Indigenous Relations Minister Marc Miller and Inuit Tapiriit Kanatami President Natan Obed co-chaired the meeting.

In attendance also were Nunavut Tunngavik Incorporated President Aluki Kotierk, Northern Affairs Minister Dan Vandal, Fisheries and Oceans Minister Joyce Murray, Treasury Board of Canada President Mona Fortier and Justice Minister David Lametti. Tuning in online were Indigenous Services Minister Patty Hajdu, Transport Minister Omar Alghabra and Inuit Circumpolar Council Canada president Monica Ell-Kanayuk.

Among these discussions include addressing economic and social inequality for Inuit and the ongoing work with the National Action Plan for Missing and Murdered Indigenous Women (MMIWG), the Inuit Action Plan and the federal path towards addressing MMIWG. “I look forward to working in collaboration and continued partnership with Inuit leaders to address your priorities and make changes that will have lasting impact across Inuit Nunangat,” said Miller.

Obed said there were productive discussions regarding the implementation of the 2021 federal budget and making Inuit priorities clear for the 2022 budget.

It was also the first time in nearly two years Inuit leaders were able to meet in-person due to the Covid-19 pandemic.

“Today’s meeting renews our mandate to work together to create prosperity for Inuit in Canada,” said Obed.

GN outlines five priorities at caucus retreat

MLAs meeting in Cambridge Bay last week identified five priority areas for the 6th Legislative Assembly: implementing a comprehensive Elder care strategy; reinvesting in education; enhancing health, mental health and addictions services; expanding housing; and diversifying the economy.

Territorial legislators also confirmed that an electoral boundaries commission will be established in 2022 to review whether changes should be made to existing ridings.

“Our caucus retreat began with an historic dialogue between members of the Legislative Assembly and the leadership of Nunavut Tunngavik Incorporated and all regional Inuit organizations,” said Premier P.J. Akeeagok.

“We are committed to a renewed and re-energized relationship based on mutual respect and a shared commitment to taking collaborative action to achieve meaningful improvements in such critical areas as housing.”

Aivilik MLA Solomon Malliki, chair of the Regular Members’ Caucus, added, “My colleagues and I look forward to the tabling of the new government’s mandate statement (in March), which will guide the implementation of our shared vision for the territory through the budgetary and legislative process.”

Another caucus retreat, involving only cabinet this time, is planned for early January to discuss steps to advance goals outlined in the mandate.

The draft from that caucus meeting will be shared with all MLAs later in the month and with Nunavut Tunngavik in early February.

While in Cambridge Bay last week, MLAs participated in various events, including the opening of Nunavut Arctic College’s new Kitikmeot campus, the opening of the Arnat Qimavik Women’s Shelter, and visits to the Cambridge Bay Continuing Care Centre and the Canadian High Arctic Research Station.

The first session of the 6th Legislative Assembly is scheduled to convene on Feb. 21.
