Christmas committee forges ahead Volunteers aim to provide a hamper to every household in the community

Like Santa’s elves, the Kugluktuk Christmas Committee is engaged in a flurry of activity in preparation for the festive holiday season.

The goal is to outfit each household in the community with a full hamper on Dec. 17. The hampers will contain a Butterball turkey, a ham and the rest of the dinner fixings. To make that a reality for more than 400 families will cost approximately $42,000, according to Nadene McMenemy, the primary organizer.

In addition, a “mobile breakfast” will be given away over three consecutive Mondays (Dec. 13, 20 and 27), providing families in need with cereal, milk, fruit, granola and yogurt. That’s expected to cost another $18,000.

“That’s a lot of money,” McMenemy said of the combined $60,000.

To raise the funds, a major bingo was held. A Christmas bazaar was scheduled for Dec. 4, as was the annual telethon, where Simon Kuliktana and his band were set to perform during the evening along with throat singers and drum dancers, McMenemy noted. Residents were asked to call in to make donations.

An online auction — featuring local contributions including iPads, sealskin and muskox products, artwork and jewelry — is being held during the week of Dec. 5.

Children will get the opportunity to receive a gift from Santa Claus and get their photo taken with him on Dec. 18. There will be 3,500 Timbits from Tim Hortons and hot chocolate on offer at

that event.

The Santa Claus parade is on the calendar for Christmas Eve. A virtual talent show is set for Dec. 27. That will be followed by virtual jigging the next night.

A movie night, radio trivia and a cake decorating contest are also in the mix.

Covid-19 precluded the Christmas gala from going ahead for the second straight year, but fireworks will still be held to ring in the new year.

The theme for this year’s events is Family Time.

“Making sure everybody is able to be with their family because we were under such (Covid-19) restrictions last year, and that everyone has a good, hot meal. There’s no reason for any household to go without, we make sure of that, and spend some quality time together,” McMenemy said.

This year’s committee comprises several volunteers, many of them teachers.

“They’re a great help while they’re here. Some of them are going out of town (for the Christmas holidays) because they haven’t seen family in two years,” McMenemy said of the educators who are helping out. “It’s a small but mighty group … it’s a big undertaking but the end result is just so worth it.”

Lori Rudyk, one of the teachers on the committee for the past few years, said she enjoys being involved with the initiative because “to me, the holidays are about community — sustaining the traditions that were initiated years ago by Kugluktumiut provides a chance for all of us to live and learn about Inuit Qaujimajatuqangiit values like Pijitsirniq (serving) and Piliriqatigiingniq (working together).”

Hamlet hopes to raise capacity levels; wristbands will signify vaccine status

If you want to use municipal buildings in Rankin Inlet, you’ll need to be vaccinated.

Hamlet council unanimously passed the proof-of-vaccination bylaw Oct. 25. The policy became effective at all municipal buildings in Rankin Inlet – from the arena to the community hall – as of Nov. 30. .

“When people go to enter the building, they’ll be asked to present proof of vaccination,” said Darren Flynn, senior administrative officer with the hamlet.

The hamlet will not be scanning anything or retaining any information, he added. Instead, vinyl bracelets will be available for vaccinated people to wear to show their proof of vaccination going forward.

“Then any subsequent time somebody goes to enter one of our buildings, all they have to do is flash that wristband,” said Flynn.

The bylaw covers municipal buildings only, not stores or private facilities. At the municipal office, unvaccinated people will still be permitted to enter and make payments or apply for permits.

“People will still have access to those services,” said Flynn, noting they would still be

required to wear a mask.

He said there have been a couple of written submissions and comments on Facebook criticizing the decision.

“At the end of the day, council has chosen to take this step,” said Flynn.

One thing that did change on third reading of the bylaw was to make exceptions for people with immune deficiencies or those who cannot get vaccinated for medical reasons.

Those people will have the option of writing directly to Flynn to request an exemption. They will be required to supply valid documentation showing they have a real medical condition that prevents them from getting vaccinated, said Flynn.

“That doesn’t mean that exemption will automatically be granted,” he said. “But it means that we will take it under consideration.”

He said it’s not a way out for people who are afraid of needles or making a stand on another level.

“We’re trying to protect people,” said Flynn, adding that the hamlet is also hoping to raise indoor capacity limits with this move.

“If we have a building of fully vaccinated people that are wearing masks, then we should be able to raise our limits.”

The community hall has a capacity limit of 410 people, but only 100 are allowed in right now.

MLAs to hold caucus retreat in Cambridge Bay; invite NTI to attend

All MLAs will hold a strategic planning retreat Cambridge Bay from Dec. 6 to 10 and they’re inviting members of the Nunavut Tunngavik board to join them on the opening day.

“As we undertake the important work of defining a mandate statement for our term of office, my cabinet and I are committed to consulting closely with all members of the Legislative Assembly and Inuit organizations in order to develop a framework that represents a strong and united voice for Nunavut,” Premier P.J. Akeeagok stated. “I anticipate that we will engage in a robust and wide-ranging dialogue about our shared priorities for our territory.”

On Nov. 16, Nunavut Tunngavik Incorporated (NTI) publicly announced that it would pursue Inuit self-government through negotiations with the federal government. NTI accused the Government of Nunavut of resisting the development of policies, programs and services that meet the needs of Inuit, who comprise the bulk of the territory’s population. NTI also lamented the decline in the quality of life for Nunavut Inuit, as well as the loss of language and culture seen in Inuit communities.

“At NTI, we wholeheartedly understand how difficult it will be to continue to struggle under a regime that does not support us nor wants us to succeed in fulfilling the vision of a prosperous and thriving Nunavut envisioned by young, bold Inuit leaders in the 1970s,” NTI President Aluki Kotierk stated at the time.

$10.7-million agreement to bring up to 18 new homes to Iqaluit

The City of Iqaluit has signed an agreement worth more than $10 million with the Canada Mortgage and Housing Corporation (CMHC) that will bring up to 18 new housing units to the city.

“When committed partners

come together, great things can be achieved. It is only through joint collaboration amongst all levels of government and the private sector that we will be able to solve Iqaluit’s housing crisis,” Iqaluit Mayor Kenny Bell said in a Nov. 30 announcement.

On June 30, CMHC announced the City of Iqaluit was a recipient for the Rapid Hous-

ing Initiative, which makes up $5 million of the $10.7 million.

The other half is coming from the CMHC’s Co-Investment Fund.

To deliver this initiative, the municipality formed a partnership group with the Nunavut Housing Corporation, NCC Investment Group and the Qikiqtaaluk Business Development Corporation.

“This is trying to get us towards a place where council can start increasing those numbers for our public buildings,” said Flynn, “and start getting people back to enjoying the things they want to enjoy in life and get on with life.”

When he spoke to Kivalliq News on Nov. 23, Flynn hinted there may be an announcement about capacity numbers soon, in consultation with the office of the Chief Public Health Officer.

Inlet both told Kivalliq News that no similar bylaw was planned or active in their communities.

As for a territorial vaccine passport system, Danarae Sommerville, communications specialist with the Government of Nunavut, said that would require input and feedback from Minister of Health John Main.

“The Department of Health will discuss with the Minister of Health once the new cabinet is selected and the minister receives their portfolio,” stated Sommerville in an email before cabinet was appointed.

Cambridge Bay mayor addresses complaints about his appointment

Some residents demand a byelection to determine municipal leadership

Some Cambridge Bay residents are insisting on a byelection to determine the community’s next mayor, and Angulalik Pedersen, whom five hamlet councillors appointed to the mayor’s seat on Nov. 4, says he’s not ruling out that possibility, if there’s enough weight behind the outcry.

There’s been a recent firestorm of social media comments from frustrated individuals and talk of a petition circulating to force a byelection.

Pedersen said he doesn’t pay much attention to Facebook but he has heard around town that some people are “not happy” with council’s decisions on leadership, even though the hamlet consulted with the chief electoral officer to ensure compliance with the Nunavut Elections Act. Despite talk of a petition, nothing has been presented to council yet and there’s been no delegation making any formal complaints, the mayor noted on Wednesday.

If such a petition were to materialize, Pedersen said he would follow direction from council.

“I’m not making any decisions on my own,” he said, adding that a community meeting would be a possibility if a “strong” petition were to land in front of council.

“I’d want to sit down with those people and others and say, ‘Look, what can we do here? There’s steps we can take and things we can do.’ If a byelection is what they’re requesting, that’s what I’ll go to council (with) and say, ‘This number of people showed up, this is what they wanted. What’s your choice?’”

Pedersen, who has served on council since late 2018 and was deputy mayor, accepted the mayor’s role after former municipal leader Pamela Gross resigned to become a candidate in the October territorial election, where she won the seat to become Cambridge Bay’s MLA. A municipal byelection to choose her successor would have meant waiting until late February to have the next mayor-elect sworn in.

argue, including Keith Peterson who has previously served as Cambridge Bay mayor and MLA, who commented on the issue via Facebook.

“This current community issue where the hamlet council convened a special meeting two days after former mayor Pam Gross resigned, to ‘appoint’ a new mayor, was rather hasty in my opinion. There were two years left in the former mayor’s four-year term. Two years, not six-months,” Peterson wrote. “The voters of Cambridge Bay should have been given the choice to nominate and elect their new mayor. I suspect that the lawmakers expected hamlet councils to apply the rules wisely and fairly.

In other words, just because the law gives them the authority to appoint a mayor with two years remaining in the original term, it doesn’t mean they should. Otherwise why include the option to hold a byelection?”

Peterson called upon the mayor to host a townhall meeting to explain the rationale behind council’s decisions.

There has been considerable turnover within hamlet council since the last municipal elections in October 2018. With the first few resignations, the remaining councillors went down the list of candidates from the last election, asking those individuals to fill vacant seats, although some declined the offer. After the list was exhausted and more councillors resigned, the hamlet advertised publicly for interested individuals to join council. The first round of advertising elicited three responses. The advertisement went up again recently to fill one current vacancy on council.

That process follows the rules set out under the Nunavut Elections Act, and there’s no limit on the number of appointees as members of council under the act, according to chief electoral officer Dustin Fredlund.

Another critique of the hamlet has been that too few Inuit are hired, but 82 per cent of hamlet staff are Inuit, according to chief administrative officer Marla Limousin.

While Pedersen is happy with that percentage, he said the hamlet can do better, particularly at the management level.

“We are doing training on the job to move staff up in those positions,” he said, acknowledging that there’s competition among employers for staff who possess skills and certification.

The mayor said his priorities include making improvements to mental health services in the community, particularly in light of the effects of Covid-19.

“It’s been a rough couple of years,” he said, noting that he’d like to see a role model program established for young residents and the youth centre open more often.

“I want to put in place something where the youth can talk to each other and others when they need it, and not just digitally,” he said.

He added that he wants to strengthen the Mayor’s Youth Advisory Council and the Mayor’s Elders Advisory Council, which Gross had worked to promote, and he’s aiming to upgrade housing and airport infrastructure.

Former MLA says work on new Elders home in Iqaluit fell through at the ‘government level’ Proposed Elders home was supported

Four Elder residents of the Iqaluit Elders Hostel have been staying in Ottawa’s Embassy West Seniors Facility since May, however, that didn’t need to happen, says former Iqaluit-Niaqunnguu MLA Pat Angnakak.

She and four others were a part of the Sailivik Society, a non-profit group who did much of the groundwork and planning for a new Elders facility in Iqaluit, with the first letters of support for the project coming in early 2016. Angnakak is president of the society.

The Sailivik Society hopes to welcome additional members in the new year when they next meet.

Capital funding, initial plans and even lots were chosen by the Elders themselves in preparation to begin construction on the new Elders home.

According to Mason White at the architecture firm Lateral Office, who did work on the proposed building, it was also supposed to house facilities to care for dementia patients in addition to a daycare on the first floor.

“We put hours and hours into the planning,” said Angnakak. “We contacted NCC who agreed to pay for it, we would pay them back, but they would up-front the capital dollars the government didn’t need to come up with.”

Angnakak said land was set aside from the City, an initial $30,000 in funding was given from the Canadian Mortgage and Housing Corporation, an additional $40,000 was set aside by Nunavut’s Economic Development and Transportation, and even Inuit Organizations were supporting Sailivik’s initiative.

“We had a motion from QIA to support this, a motion from the City and various letters of support - the Elders picked the lot they wanted, we went around in a bus, we met with Elders to talk about the space, what it would look like,” said Angnakak.

One of the first open letters of support came from then-QIA president and current Premier of Nunavut, P.J. Akeeagok, who wrote on Jan. 7, 2016 “There is a growing need for Elder care within our territory.

“I strongly support this project and urge you to give this priority it needs for the benefit of our Elders.”

Angnakak adds it was then handed to various departments within the Government of Nunavut, to the Nunavut Housing Corporation, then-minister of Health George Hickes and then-minister of Community and Government Services Lorne Kusugak.

The project to have a whole new Elders facility in Iqaluit “fell through at the government” level, Angnakak stated, and to this date, neither she nor anyone at Sailivik have heard back from the Government of Nunavut.

“If the government had responded even just saying we got your proposal, responded to any letters that were sent, we would have had our doors open by 2020. Maybe not with Covid but that was the plan … it was going to be a partnership between us, a non-profit coming from the community, the Inuit Organizations and the Government, which would have been exactly what they do at Embassy (West).”

“They would have been here in Iqaluit, we would have had the jobs here, we would have been more culturally relevant, families would have been able to see their loved ones, because Iqaluit is a hub.”

For Angnakak, this issue hits at a personal level, having lost a parent who was living in Embassy West just a couple of months ago.

“My mom was there until recently, she passed away in October having never come back (to Nunavut), and its really, really sad. My dad had to sell his house here so he could afford to live down there with her. That’s what he did and he’s still there now figuring out what he has to do next.”

The government pays for a family member to go to Ottawa for visits once every six months, “if you have a family of 15, some of those family members won’t see (their relative) again,” Angnakak said.

That doesn’t have to be the case for other families, she says. With much of the preliminary work on a new Iqaluit Elders home already done, Angnakak says it’s a good place as any to start looking into this matter again.

“We did a lot of work and it cost a lot of money and we can really get something going,” she says.

Reopening of Iqaluit Elders Home continues to stall

In May, the Iqaluit Elders Home had to close down due to a staff member testing positive for Covid-19. As a result, two residents were sent elsewhere within Nunavut while four others were sent to Ottawa’s Embassy West seniors home.

The Iqaluit Elders Home has since remained closed with its phone line disconnected. ThenHealth minister Lorne Kusugak said much needed renovations were taking place at the facility.

In October former cabinet minister Manitok Thompson, along with others, started a petition to build an Elder care home in each community and to generally provide better care to seniors in the territory.

“We cannot ignore the Elders anymore. We cannot ignore them and just put them away in Ottawa,” said Thompson to Kivalliq News.

Most recently, Nunavut MP Lori Idlout asked Prime Minister Justin Trudeau in Parliament to take action and invest in Nunavut’s Elders with the same message as Thompson’s petition.

“Mister Speaker, our Elders in Nunavut are being exiled from their families, from their homeland and from their communities because they cannot access care in the territory,” said

Idlout.

“The Elder care homes have been full to capacity since 2017. We have seen in this House countless recommendations and promises made, but we’ve seen little to no action to help Elders and invest in Elders infrastructure in Nunavut.

“Will the Prime Minister respect Elders in Nunavut and the Indigenous and Northern Affairs Committee and follow though on accelerating construction on long-term care facilities and seniors homes in Nunavut?”

In Thompson’s online petition Elder Homes in each Nunavut community, nearly 20,000 people have put their signatures forward toward supporting senior care in the territory.

In an email to Nunavut News, the Department of Health stated ongoing renovations at the Elders Home are expected to be completed by mid-December. Delays in reopening the Elders Home have been attributed by the Covid-19 pandemic, the need to modernize the facility and the delivery of supplies.

Pimaksilirvik Corporation will be taking on the contract for the facility. The date the facility will actually be reopened will be dependent on Pimaksilirvik being able to hire sufficient staff.

Elders who have been sent down south will be given the option to return to Iqaluit, some returns will also be based on the complexity of care needed.

Another step toward achieving saimaqatigiingniq came Dec. 2, when QIA and the RCMP unveiled a monument in commemoration of the contributions of Inuit Special Constables and their qimmiit.

QIA president Olayuk Akesuk praised the monument as another step towards reconciliation, as outlined in the Qikiqtani Truth Commission report.

“Since 2010, we have been implementing the recommendations coming from the QTC report,” said Akesuk. “QIA is proud of the work of Inuit carvers in bringing this era to life through their art.”

Former Inuit Special Constable Lew Phillip, speaking in Inuktitut, said he is “hopeful and wants to move forward beyond all the painful experiences that happened in the ‘40s, ‘50s, and ‘60s when there was the culling of the dogs.”

With these positive steps forward through recognition and the efforts of dedicated individuals, there is certainly hope for these important links to language and culture to be retained and strengthened.

Temperatures are extremely cold now that winter is here. We have had steady snowfalls , so there is lots of snow around. People go ice fishing nearby, setting nets.

The Ekaluktutiak Hunter’s and Trapper’s Organization (EHTO) were distributing fresh fish that were from the HTO Lake. The EHTO receives funding from the Department of Economic Development & Tourism and the Kitikmeot Inuit Association to buy fish from fishers for the residents of Cambridge Bay. It is most welcome for many residents who are unable to go out on the land, Elders and single parents, as well as those who have no equip-

ment to go and harvest food from the land.

Soon there will be Christmas holidays for everyone, school children and staff, Government of Nunavut employees and we hope everyone stays safe as the pandemic and restrictions are still on. Wear your masks when out in public and to remain safe.

The Recreation Department at the Municipality of Cambridge Bay, Nunavut are planning games and activities. They are looking for volunteers to sit on a committee, if you are interested please contact Tracy or Melissa at the Wellness Centre.

During the pandemic many ladies have enrolled into sewing classes at various locations.

It is so beautiful to see families and residents wearing their parkas, kamiit and pualuit. Inuit have such a beautiful talent when producing homemade outdoor clothing to keep warm and to keep up with the tradition and culture of our Ancestors. Way to go ladies! Keep up the good work and see you all around the community wearing lovely homemade clothing.

Burundian culture on full display at show

On Nov. 27 the Remesha Drummers performed in Iqaluit’s Aqsarniit Hotel bringing Burundian Sacred Ceremonial drumming to residents of the city. The event was organized by the Nunavut Black History Society and was met with positive acclaim by those attending.

The group has been performing in Canada for around 20 years according to Pierre Ngenzebuhoro, leader of the Remesha Drummers, however they have been around for 30 years, bringing the tradition with them from the Republic of Burundi, a country in east-central Africa.

“Across Canada, everywhere they like it,” said Ngenzebuhoro, “it’s unique in Africa and around the world, it’s amazing to see how we do it.”

Usually Remesha has around 20 people playing

in the group, 13 people flew in for the Iqaluit performance.

Remesha has roots stemming back hundreds of years among royalty, says Ngenzebuhoro.

“A long, long time ago maybe in the 15th, 16th century we played drums for the King (of Burundi),” he explained.

It used to be an exclusive right back then to have the honour to see these drummers in action.

“They played for the King, just to symbolize the power of the king. Now for a different generation, (they) do different events, but a long time ago it was just for the king only,” said Ngenzebuhoro.

In 2014 Burundian Sacred Ceremonial drumming made it on the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) List of the Intangible Cultural Heritage of Humanity, solidifying the history and heritage behind Burundian drumming.

KIA looks to advance fibre link project with new cabinet

Kivalliq The Kivalliq Inuit Association board thanked outgoing Premier Joe Savikataaq for his work and is looking forward to collaborating with the territory’s new premier and cabinet.

“I have known premier-elect (P.J.) Akeeagok for some time as we have worked together to support Inuit interests for our regions,” said KIA President Kono Tattuinee in a news release.

“I offer my full congratulations on his becoming premier. I would like to congratulate all new members of cabinet and we look forward to working with all members to advance our priorities for Nunavummiut.”

One priority Tattuinee noted is advancing work on the Kivalliq Hydro-Fibre Link project.

Nunavut bucks national trend on business closures

Nunavut Although business closures outnumbered business openings nationally in August, Nunavut was one of only two jurisdictions to defy that trend, according to new data from Statistics Canada.

In Nunavut, there were 14 more active businesses in August compared to July, a 4.3 per cent increase, Statistics Canada reported on Monday. Quebec was also positive in this regard, but only by 0.1 per cent.

Since April 2018, the worst month on record for Nunavut was June 2020, when only 319 businesses were operational. The peak of 356 active businesses came in November 2018, 13 more enterprises than the 343 registered this past August.

By comparison, the Northwest Territories listed 950 functioning businesses in August, down from 966 in July. In Yukon, 1,353 businesses were operational in July but that dropped slightly to 1,344 in August.

Across the country, business closures rose by 24 per cent in August, reversing course from July when there were 16 per cent more openings. June also showed a gain in business openings.

“This suggests that most businesses that reopened did so between June and July, when the majority of the (Covid-19) restrictions were eased,” Statistics Canada wrote.

August marked the first time since May 2020 that business closures outpaced business openings nationally, according to the data agency.

Kangiqinliq/Rankin Inlet The Government of Nunavut and Pulaarvik Kablu Friendship Centre are inviting community members to attend a show and workshop at the Singiituq complex next week.

The show at 7:30 p.m. on Tuesday, Dec. 7, will feature Hyper T, Nelson Tagoona, Sam Tutanuak and more. The next evening at the same time and place, attendees will engage in a workshop to give suggestions for what a men’s program should look like in the community.

“This is a chance to say what you think is needed to prevent suicide,” reads the poster.

Everyone ages 17 and up is invited to attend the events.

Students on Ice Foundation to hold spring program in Cambridge Bay

Ikaluktutiak/Cambridge Bay The Students on Ice Foundation, a sustainability foundation which connects youth with nature will be bringing 25 youth between the ages of 18 to 30 to Cambridge Bay from April 14 to 24, 2022.

Students will be using the Canadian High Arctic Research Station as their home base.

The time they spend in Cambridge Bay will include activities out on the land, guided workshops with community knowledge holders and local experts, to help them gain a better understanding of the complexities of climate adaptation and climate research.

According to Students on Ice, this program is being co-developed with scientific and Indigenous knowledge, which will include Inuit Qaujimajatuqangit.

This program will be open to people nation-wide with 80 per cent of scholarships in this program being reserved for Indigenous Youth.

$50k up for grabs for community projects

Kangiqinliq/Rankin Inlet People with ideas for how to enrich the Rankin Inlet community should pitch their proposals to the hamlet.

The Agnico Eagle Charity Ball Benefit Program, in concert with the Hamlet of Rankin Inlet, is offering $50,000 for community groups to make a dream into reality. The maximum available prize per applicant is $10,000.

office, and all of them received a piece of the prize. The winning proposals included support for minor hockey, the Rankin Inlet Radio Society, Christmas hampers and more.

Sidney Nichol, community economic development officer with the hamlet, sits on the committee that will be reviewing proposals.

He hopes to see proposals that would benefit the youth.

“It’s all about the youth,” said Nichol.

The funding is in place of the annual ball Agnico Eagle would hold in the past that saw donations given to community organizations in person. Due to Covid-19, the in-person event has been on hiatus, replaced with prize funding for community organizations.

“I’m sure it’ll go back to what it originally was once everything’s opened up and restrictions have lifted,” said Nichol, “but for now, this is all we could do and it’s still a really good donation.”

No formal applications are needed – just a page or two explanation of the project idea. Interested community groups or nonprofits should send their proposal to Nichol at cedo@rankininlet.ca by 4 p.m. Friday, Dec. 3.

RCMP looking into alleged assault among crowd of people

Iqaluit The Iqaluit RCMP is investigating an incident involving numerous taxi drivers and other community members on Nov. 27 that allegedly involved an assault.

The police arrived at the scene and dispersed the crowd.

Several people believed to have been involved or to have witnessed the incident were asked to go to the RCMP detachment, according to the Mounties.

No other details were released.

Baffin Regional Chamber of Commerce announces business award winners

Qikiqtani On Nov. 26 the Baffin Regional Chamber of Commerce (BRCC) hosted the 2021 Qikiqtani Business Achievement Awards, recognizing businesses in Qikiqtani for their achievements.

The awards are usually handed out as part of the Nunavut Business Achievement Awards during the Nunavut Trade Show, which was unable to take place again due to the risk of Covid-19.

Nonetheless it was important for BRCC to recognize businesses despite the circumstances.

Businesses themselves have also been dealing with Covid-19 and its impacts on commerce in the territory.

“The reality is that all businesses in Nunavut deserve an award for their commitments to their communities during the rough times of Covid,” said Chris West, Executive Director of BRCC. “The past couple of years has been difficult in many ways and people learned fast to adapt. We have to remember that many

Vaccine clinics for Nunavummiut children begin Community clinics outside of Iqaluit began on Nov. 29

The Government of Nunavut’s Department of Health has set dates for the Pfizer-BioNTech COVID-19 pediatric vaccine for Nunavummiut ages five to 11. Parents and guardians must attend the clinic with their children to give consent for the vaccination.

The Pfizer pediatric vaccine is similar to the ones for those aged 12 and older, but is given in smaller doses with longer wait times between doses.

The clinic schedule at community health centres is as follows: - Nov. 29: Taloyoak (867-561-5111), Cambridge Bay (867-983-4500) and Kugluktuk (867-9824531).

- Nov. 30: Kugaaruk (867-769-6441), Gjoa Haven (867-360-7441) and Baker Lake (867-

Frontline healthcare staff in Nunavut required to vaccinate Healthcare staff have other vaccination requirements under NEU and healthcare regulations

Healthcare workers at community health centres, continuing care homes, mental health facilities, the Qikiqtani General Hospital and all group five employees in Nunavut will now be required to vaccinate, announced Health minister John Main, beginning on Jan. 10.

Group five employees include graduate nurses, registered nurses, central sterilizing room technicians, dental therapists, midwives, registered psychiatric nurses and licensed practical nurses.

“Covid-19 vaccines are our best defense against the

effects of the virus,” said Main. “Vaccinating frontline staff will help keep Nunavummiut safe when accessing health care services and protect the stability of the health care system.”

Health workers working in many different positions have already been required to vaccinate up to Hospital Standards Regulations and under the Nunavut Employees Union Collective Agreement.

Unvaccinated employees may be accommodated in a different position or through regular testing. Each request will be reviewed on a case-by-case basis. Considerations will include whether or not the worker is in a higher risk setting as well as the amount of direct interaction they have with Nunavummiut.

Travel orders changed, vax proof replaces exemption letter

Vaccinated travellers returning to Nunavut no longer need an exemption letter to enter the territory.

Travellers only need to present their Nunavut proof of vaccination certificate now, announced Nunavut’s Chief Public Health Officer Dr. Michael Patterson Dec. 1. The certificate presents a secure form of verifying a travellers vaccination status through its QR code.

“In an effort to reduce the burden on travellers, the Government of Nunavut is aligning its travel orders with those of Transport Canada to reduce the number of documents required from vaccinated travellers in the territory,”

said Patterson.

In addition, parents and guardians with unvaccinated dependents under the age of 12 travelling no longer need to isolate for 14 days upon returning to Nunavut if the dependent’s guardians have their proof of vaccination.

Unvaccinated dependents will still be required to isolate for 14 days upon returning to Nunavut along with any unvaccinated members of their household.

Those who do not have their proof of vaccination can obtain it through either your local health centre/Iqaluit Public Health in person, or by emailing vaccineexemptions@gov.nu.ca. Anyone who was vaccinated in Nunavut but no longer lives in the territory can also email for their proof of vaccination.

Nomadic lawyer shares self-defence training

When he’s not busy in court, lawyer Alan Regel – and karate black belt – loves to teach self-defence in the communities.

He’s been visiting the North since 1986 for court. In Yellowknife, he helped teach karate at an RCMP club. He went on to open a dojo in Florida in the early 2000s, before moving back to Canada and travelling the Northern communities as a lawyer again.

“If there’s a community I go to and I have time on my hands, then I’ll do a self-defence seminar,” said Regel, who had recently wrapped up a session in Coral Harbour after running classes in several Kivalliq communities over the summer.

His classes teach basic moves like getting out of a headlock or how to slip out of someone’s grip.

Though the sessions don’t last long enough to get into more advanced training, like properly defending against a knife attack, Regel tries to include enough teaching that if someone is

in a dire situation, perhaps one of the sessions can come to mind and that person can escape.

“Hopefully, they don’t have to use it,” said Regel, who added that there are theories that simply training in self-defence can give people an extra bit of confidence that could dissuade would-be attackers.

He teaches all ages, from eight years old to Elders. He fondly remembers one 70-year-old in Chesterfield Inlet who amazed Regel and his co-instructor.

He tries to keep the classes short and sweet, estimating that youth have an attention span of about 45 minutes. Many of them soak it all up, he said, and participants are encouraged to create their own groups to keep practising when he’s not around to teach.

One of the messages he tries to get through to participants is the first line of defence should be to avoid the situation altogether.

“There’s a saying in karate that when two tigers fight, one is dead, and the other is seriously injured at the end of it,” said Regel.

“So you never know if you’re going to be on the receiving end of things or not. No matter how well trained you are, things can go wrong.”

Bad idea: Why hasn’t this caught on elsewhere?

Kids clamour around the glass before a hockey game looking for pucks, right? Most players oblige because it makes a kid’s night but Grigory Panin is taking one step further. In a very good way.

Panin, who plays with Salafat Yulaev Ufa in Russia’s Kontinental Hockey League, is offering game pucks to fans and will happily toss a few over the glass in exchange for donations to animal shelters. There’s a video from Nov. 22 where Panin gestures to a group of young fans before a game that if they throw their donations over the glass, he’ll go and grab pucks for them.

Sure enough, all sorts of food and snacks fly onto the ice and Panin makes good on his end, picking up a bunch of pucks and delivering them. His teammate, Andrei Zubarev, jumped on board and gave Panin a bag of dog food in exchange for a puck.

I love this idea and it makes everyone happy, especially animals who have a rough go of it at the present time through no fault of their own.

Another trip to a national curling championship for Nunavut was on the cards earlier this month.

The Iqaluit Curling Club provided both the men’s and women’s entries for the Everest Canadian Curling Club Championships in Ottawa, which wrapped up on Dec. 4. The men’s foursome consisted of Wade Kingdon and his rink of Peter Van Strien, Hunter Tootoo and Justin McDonell while Denise Hutchings skipped the women’s outfit of Megan Ingram, Alison Taylor and Aloka Wijesooriya. The women were the lucky ones to hit the win column as they defeated Manitoba on Dec. 1 by a score of 8-4.

Both rinks played a total of six games in the round-robin and here’s some of the action from the week that was in the nation’s capital.

Southern curiosity and generosity drive Facebook group

Floods, blizzards, fires – the apocalypse is going on around her, but that’s not stopping this lover of the North from spreading holiday cheer.

“Life doesn’t stop just because Mother Nature’s gone a little crazy,” said Cindy Dhillon from Kamloops, B.C., a city currently providing refuge for people displaced from historic floods in the province.

When Kivalliq News called, a blizzard was raging outside her window, while the transportation corridors connecting the rest of the province to the greater Vancouver area were out of commission; cell phone lines were spotty at best, as landslides took out infrastructure; and all of that is on top of a summer full of wildfires that saw one entire town, Lytton, burn to the ground – not even to mention the tragic news of residential school discoveries in Kamloops that set off a chain of investigations and reconciliation.

But on the phone, Dhillon is as cheery as her management of the endlessly positive and energetic Facebook group Northern Canada Mini Projects would suggest.

The group might have ‘only’ 640 members, but one would be hard pressed to find a more active and giving community.

How the group works: Dhillon posts Northern communities that could use some love, and dozens and even hundreds of comments flood in from southerners arranging packages to send up. She has arranged gift campaigns for every community in the North, regularly theming them to holidays, students, Elders or otherwise.

She even goes the extra mile by using her resources in communities to find all the Elders’ names and what they might like to receive so that members can tailor their presents to individual recipients.

than 5,500 gifts were destined for Northern students this year.

“I just became aware of issues doing a Google search across the newsfeed one day,” said Dhillon, who has been running the group for six years and has never been to the North herself. “There are a lot of struggles in the North that people just aren’t aware of until it’s brought to their attention.”

She clarifies that the members of her group aren’t ‘saviours’ of the North; they are simply good Samaritans who want to help.

“After a lifetime of not knowing or being formally educated on what unique and sometimes heartbreaking challenges Inuit and Indigenous groups are faced with, the board offers (southern members) a place to go, be educated and consciously do something about it,” said Dhillon.

Politicians and governments can sometimes go in circles trying to address needs and figuring out who pays for what, said Dhillon, so in the meantime, the group steps in and fills any needs members can.

Many southerners are completely ignorant about what goes on in the North, she added, and are outraged when they find out about some of the conditions and government neglect.

The cost for sending gifts is entirely on the givers, who pay for the presents and shipping themselves. Hundreds of photos adorn the group’s page of packages being taped up, ready to send out or arriving at their final destinations. The group loves to see photos of Northerners receiving the presents.

Beyond gifts, the group also organizes fundraisers for things like soup kitchens, food banks and student travel to sports events.

If she wins the lottery, Dhillon plans to finally go north herself and see the people she’s been sending gifts. In the meantime, she’d rather use any spare cash for more presents than a plane ticket for herself.
