“Just seeing the significant progress that they make within a short amount of time just gives me huge amounts of hope,” she says. “So anytime there’s a kid that comes in and we know there’s a hard story behind it, the only thing I can really focus on is the hope and just being really glad that they’re here because I know that they’re going to be OK.” The building is designed to have a safe and comfortable “homelike” atmosphere. There are toys and food on hand for guests.

The Umingmak Centre’s complement of staff includes a trauma therapist and counsellors. Pediatricians from Qikiqtani General Hospital pay visits, as do Child and Family Services workers.

Three Elder counsellors offer guidance to struggling parents.

In severe cases of abuse, the RCMP get involved and may lay charges. Children in those instances often wind up with foster families.

The Umingmak Centre, which has approximately 75 active files, was conceived through the Arctic Children and Youth Foundation (ACYF), itself borne to provide support to youth facing a crisis due to the clash between two cultures, according to Akulukjuk-Hackett.

Taya Tootoo, Akulukjuk-Hackett’s colleague under the ACYF umbrella, spends her days assisting often despairing families in obtaining items and services such as beds, clothing, food support, behavioural therapy, school supplies, medical travel support for pregnant women with other children and assistance with rent.

Tootoo is the co-ordination manager with the Inuit Child First Initiative, which, since October 2020 in Nunavut, accesses federal government funding to address inequality and the high cost of living in the North.

She’s helped families fill out complicated applications to assist 86 children over the past year.

“There’s such high demand for these services and we’re very limited in the resources and the amount of staff that we’re able to have,” she said, adding that the hope is to formally expand into the Kivalliq and Kitikmeot regions in the future.

In one case, a specialized stroller was required for a baby with brittle bones.

“As long as we can make a case that without these services the child will not have a substantive, equal opportunity to thrive,”

she says of the wide range of eligible requests.

Tootoo also sets up appointments for speech-language pathology, which can be provided to families across Nunavut via online platforms, either at home or through the local health centre.

In the process of aiding those in desperate need, Akulukjuk-Hackett and Tootoo are sometimes confronted by troubling circumstances in their workplaces. They, too, are able to access counselling to help them deal with the anguish – and that’s “a significant help,” Tootoo says.

Employees also come together monthly for wellness days and team bonding.

“We work on heavy stuff (in the office) and sometimes also we need to take time to learn, reflect and be inspired together,” Tootoo adds.

Akulukjuk-Hackett points out that some Nunavummiut may be in a predicament, but they are not giving up.

“I just want to highlight the strength in the young families in our communities that are trying to change the trajectory of their kids,” she says. “We have a lot of young families reaching out for different resources for their kids and for themselves.”

ITK builds momentum for school meal program Offering food in schools brings ‘long-term benefits to health and well-being,’ Inuit organization says

Inuit Tapiriit Kanatami is seeking to establish school meal programs in Nunavut and across Inuit Nunangat.

The organization, which advocates for Inuit health and well-being, is looking for someone to put together a proposal, applicable from kindergarten to Grade 12, that can be presented to the federal and territorial governments and other potential funding partners.

“School-based food programs offer a promising strategy to improve children’s access to healthy and culturally preferred foods while supporting long-term benefits to health and well-being,” Inuit Tapiriit Kanatami (ITK) states.

The proposal research and writing process is expected to begin in December and conclude in June 2022.

ITK is relying on the 2017 Aboriginal Peoples Survey — which revealed that 76 per cent of Inuit aged 15 years and older are food insecure — as evidence of how widespread the problem is. The organization said that that survey data is the most recent measure of food insecurity among Inuit in Nunavut. However, a Inuit Health Survey is expected to be released in the near future and that will include data on how broadly a lack of nutritious food affects school-aged children.

The Inuit organization acknowledged that numerous food initiatives already exist in schools and communities, playing an “important role,” but the intent of this new initiative is to create a business case for adequate and sustainable funding.

During the term of the last legislative assembly, MLAs Adam Lightstone and John Main repeatedly called on the Nunavut Department of Education to formally establish territory-wide school breakfast and lunch programs.

The department noted that communities can apply for funding for a school food program through the Government of Nunavut’s Community Wellness Plan, which carries a yearly budget of $1.5 million to $2 million.

All Nunavut schools have a food program, but not all are inclusive of lunch, the department stated recently. In 2019, a government document stated that it would cost $400 per student, per year — or a total of nearly $4 million to provide lunches at every territorial school.

Since the Covid-19 pandemic developed, the Department of Education stated that it, along with the chief public health officer, has “strongly encourage(d) the continued operation of food programs provided in schools to support student health and well-being.”

“The Department of Education recognizes the importance of food programs in schools to help alleviate food insecurity in our communities,” it stated. “While food programs are not funded or operated by the Department of Education, we recognize that many school staff volunteer their time and effort to run food programs out of our 45 schools. Food programs in schools ensure that all students’ needs are met depending on the available capacity and resources in the community.”

The Government of Canada created the Inuit-Crown Food Security Working Group in 2018 to address food security in Inuit Nunangat. From that, the Harvesters Support Grant was turned over directly to Inuit land claims organizations to provide financial support for harvesting activities.

In addition, Indigenous Services Canada provided $8 million in funding for food initiatives during the Covid-19 pandemic through the four Inuit land claims organizations in Nunavut, Nunavik, Nunatsiavut and Inuvialuit. This included meal delivery services, increased on-the-land supports, supplemental country food storage and market food vouchers, among others, according to ITK.

Officers called to Shared Care Child Care on four occasions in October

Nunavut RCMP officers are investigating multiple incidents of vandalism at the only daycare centre in Arviat.

Officers were called to Shared Care Child Care daycare on four occasions – Oct. 12, 13, 24 and 27 – last month, they said.

The daycare centre’s modular facility was vandalized, supplies were trashed and thrown to the floor, a paper towel dispenser was pulled off the wall, a restroom was damaged and items were stolen.

Officials are encouraging the public to report suspicious activity by contacting the RCMP detachment.

“It’s a bit of a shock,” said Jackie Williams, program co-ordinator with the childcare centre.

Williams said, a number of “little incidents” have occurred at the centre’s modular classroom over the past few months.

“It’s a fourplex portable that the Government of Nunavut, through the Department of Education, graciously lets us use,” she said. “It’s an older building but it’s very useful for what we use it for and we very much appreciate it.”

The incidents included “things like broken windows, with rocks being thrown at night,” graffiti, garbage “and liquor bottles, even though

Arriving at the centre Tuesday Oct. 12, after the Thanksgiving long weekend, Williams was dismayed to learn a fridge full of food for their healthy mothers and babies program had been stolen.

“That was pretty sad, just to see that people were that hungry and they needed that much food,” she said.

Sometime between Oct. 22 and 23, all the hand sanitizer dispensers in the building were stolen “and because of Covid, we had quite a few,” in addition to a fire extinguisher and paper products from the bathroom, she said.

There was also “quite a bit of damage,” she said, as two toilets were clogged so badly they had to be replaced.

In another instance, door locks were broken, preventing students and staff from entering the building, according to Williams.

As operators of the community’s only daycare, the Shared Care Child Care Society offers a number of early childhood programs and the thefts and vandalism “just adds a lot more issues to how we operate,” she said.

“Because other children wanted to come into our building and cause grief, the children that go to our programs couldn’t attend,” said Williams.

“We service a lot of young kids under six years old and it’s sad when there’s damage done to the building and we can’t operate.”

The RCMP have been extremely helpful, she said, “they’ve been here and responding every time we’ve called them, very much around and visible.”

Williams believes the suspect(s) are most likely kids in the community who, since the onset of the pandemic, have had too much time on their hands.

“From what we’ve found out, some of the children that are doing it are not very old, they’re probably under the age of 15,” she said. “It’s really too bad some of the kids even have that much time on your hands that they’re breaking in.”

“I think, because of Covid, we’ve reduced some of the activities in our community but these kids just need something to really engage in that’s a lot healthier than breaking and entering and causing vandalism,” she continued.

She said some small problems like graffiti and litter are to be expected in a community like Arviat, “because it has a lot of kids.”

“Vandalism is one thing,” she said. “But the breaking and entering and the destruction and the stealing was definitely something new to us.

That has never really happened in recent years.”

Armed Rankin Inlet man killed in shooting incident with RCMP

A 22-year-old Rankin Inlet man died in a standoff with police on Saturday afternoon.

The RCMP responded to a disturbance involving intoxicated men in Area 6 of the community at 2:15 p.m.

One man obtained a rifle and was seen walking in town. The Mounties allege that he shot toward the police officers.

He then took a truck at gunpoint and drove the vehicle outside of municipal limits, ac-

cording to the RCMP. The Mounties contained him in that area for several hours and called in the Emergency Response Team from Manitoba, who arrived and were involved in a fatal shooting incident.

The man was later pronounced dead.

Ottawa Police Service will conduct an investigation into this matter.

“These events are difficult for all involved.

Our thoughts are with the family and community at this time,” the RCMP stated in a Sunday news release.

Working at many levels to provide ‘We have a lot of young families reaching out for different resources for their kids and for themselves’ Northern News Services

This week Nunavut News turns its eye to National Child Day, and services for children and youth in our communities.

Much is centred around protection, rightly, as safeguarding children’s well-being protects the future as surely as protecting our environment provides them one.

The desire to work toward healthy, Inuit-led solutions in child care and social development is greater than ever. This is made especially apparent in the work being done by several organizations both within and outside the territory.

Attitudes of organizations outside of Nunavut have been slowly shifting as the conversation around reconciliation continues. In 2017, Mary Ballantyne, then-CEO of the Ontario Association of Children’s Aid Societies (OACAS), apologized for the harmful role child welfare has played in the province, saying the societies “were aware of or should have been aware of the damage and trauma created first by residential schools, then carried forward by our participation in the Sixties Scoop.

We saw the broken and devastated communities and were complacent in the belief that the fault was all yours. It was not. The actions we participated in clearly led you to this point.”

The society’s 2020-21 annual report

stated a follow-up survey indicated it has made “good progress” mainly in only two of the nine areas they committed to in 2017: training and board representation. The report acknowledged room for improvement.

One of the more valuable commitments made by OACAS was to “shift resources to Indigenous organizations so that they are better able to provide services for and advocate on behalf of Indigenous children, families, and communities.”

Ottawa has the largest population of Inuit outside of Inuit Nunangat, so these commitments in Ontario have some lasting impact on Nunavummiut families.

In the lens of reconciliation, the Children’s Aid Society of Ottawa (CASO) published a 2018 report on promising child welfare practices, especially those tailored to Inuit families.

CASO has hired more Inuit staff, and has worked on cultural competency training. It has also acknowledged the power imbalances that organizations such as itself hold over clients, and has reduced the number of supervisors and staff who attend meetings with their Inuit partner organizations and Inuit families in an effort to be less intimidating.

Closer to home, the Arctic Children and Youth Foundation (ACYF) and the Umingmak Centre in Iqaluit are working to

provide much-needed support to youth and their families.

The Umingmak Centre has a trauma therapist and counsellors on staff, as well as Elder counsellors to offer guidance to parents.

The Inuit Child First Initiative, started October 2020, accesses federal funding to address inequality and the high cost of living in the North. In the past year, co-ordination manager Taya Tootoo has helped families fill out detail-oriented applications to assist 86 children.

Her ACYF colleague, Emma Akulukjuk-Hackett, said, “I just want to highlight the strength in the young families in our communities that are trying to change the trajectory of their kids. We have a lot of young families reaching out for different resources for their kids and for themselves.”

Meanwhile, school programs provide at least one meal per day for any child that needs one, and recreation programming gives youth an outlet for their energy, whether through sport or arts and cultural activities.

Despite great odds, Nunavummiut and Inuit organizations are making great strides in child and youth care. It’s encouraging to see work at so many levels reach healthy solutions that keep Inuit children connected to their culture and close to their communities.

The Huqqullaaqatigiit drum dance group is in full swing in Cambridge Bay. The songs of our Copper Inuit ancestors still live on and still echo throughout our land of the Inuinnait.

Julia Haogak Ogina and Jerry Puglik continue to teach the drum dance and songs. The Municipality of Cambridge Bay has been supportive over the years by providing space to practice for all ages at the Luke Novoligak Community Hall. It is the perfect place where the acoustic sounds of the pihiit (songs) of our ancestors can be heard for miles and for years. Singing, drum dancing and sewing the dance outfits also gives mothers a vision of our grandparents and ancestors — how they dressed and how they lived.

Songs of healing, hunting and family are often sung. Everyone is welcome to join Huqqullaaqatigiit on Tuesdays at 7 p.m. at the hall.

Cost to clean up Iqaluit power plant spills still unknown

Who will foot the bill for historical contaminants is yet to be determined

Work is ongoing to determine the cost to clean up historical contamination at Qulliq Energy Corporation’s power plant in Iqaluit, and at other contaminated sites across the territory, according to the Government of Nunavut.

“The cost estimates for these legacy sites are still being tabulated,” stated the GN’s Department of Environment, which leads the Contaminated Sites Working Group and engages the federal government on the issue.

The status of historical spills at the Iqaluit power plant was last discussed with QEC on Oct. 29, the GN stated in early November.

Asked whether the legacy fuel spills at the power plant were the source of Iqaluit’s drinking water contamination, the GN responded: “As the line of questioning relates to the Iqaluit water plant, the Department of Environment is leading the inspection process and is unable to provide comment at this time.”

The City of Iqaluit considers the federal government to hold responsibility for much of the “legacy contamination” at the Iqaluit power plant based on the principle of “polluter pays,” as the Government of Canada previously owned the site when many of the historical spills occurred.

Catherine Forget, communications adviser with the Department of Environment and Climate Change Canada (ECCC), directed Nunavut News to a website listing sites that the Government of Canada has agreed to remediate. Among the 27 locations listed in Iqaluit, the power plant is not one of them.

Upon further questioning, Forget then directed Nunavut News to the federal department of Crown-Indigenous Relations and Northern Affairs Canada. Nobody from that department responded by publication deadline.

However, Forget noted that ECCC is currently managing two contaminated sites in the city:

Iqaluit Canadian Ice Services (Building 1082) and the Iqaluit Upper Air Station.

Some of the fuel spills that occurred at the Iqaluit power plant date back to the 1970s.

Forget said the amount of time required for hydrocarbons to biodegrade in the ground varies depending on the type of fuel, nutrient levels and temperature.

Diesel spills can be remediated through natural processes over a period of weeks “under optimal conditions,” she noted, but that would entail warmer ambient temperatures. Heavier oils would take longer to break down.

Other factors in the breakdown of hydrocarbons include the availability of oxygen, the presence of moisture and the “interaction between the hydrocarbon, the soil types and bacteria or microbes that degrade oils. These oil-degrading microbes can be found in virtually all environments,” Forget said.

A decision whether to dig up and remove fuel spills or to leave them in the ground depends on the numerous aforementioned circumstances and is determined through site-specific risk assessments, she added.

City changes water source With temperatures dropping to close to -20 C overnight, the City of Iqaluit announced that pumping operations from the Sylvia Grinnell river were ending on Nov. 9. Continuing to fill water trucks at the river creates potential for damage to the vehicles, the city advised.

The Canadian Armed Forces has stepped in to treat river water through a reverse osmosis process, which removes contaminants from water.

The city’s trucks will then be filled with the reverse osmosis water for distribution to residents at water filling depots located in the AWG arena parking lot and the library parking lot. That water won’t need to be boiled for consumption, cooking for brushing teeth, the city stated.

Residents are asked to bring their own refillable containers.

Amplifying the voice of special needs youth Kitikmeot Friendship Centre aims to advocate, provide support and services for youth and the children in the region

For going on six months, the Kitikmeot Friendship Centre has been rolling out programs to help children, youth and families live more fulfilling lives and better cope with fetal alcohol spectrum disorders (FASD).

“We’d like to amplify the voice for special needs youth and their families and give support to the caregivers. That’s one of our goals,” said Kendall Aknavigak, the Friendship Centre’s executive director and president. “And our goal is to advocate for the youth and the children in the region to have the services

required when they’re in the process of getting diagnosed with FASD, or if they’re on the spectrum.”

In October, Friendship Centre staff participated in FASD training and mentorship through the Piruqatigiit Resource Centre, a non-profit organization based in Iqaluit that specializes in FASD. Aknavigak said the Friendship Centre, which has an office in Cambridge Bay but serves all five communities in the Kitikmeot, aspires to offer similar training and awareness to the public and to regional services in the future.

Sometimes after an FASD diagnosis, there’s questions about what comes next.

need,” Friendship Centre support staff member Charles Zikalala said, adding that the variety of available resources are reviewed with clients and home visits may be arranged for the family.

A Children Advocacy Centre is also part of the Friendship Centre’s mandate. It will cater to young people who have faced neglect, abuse or witnessed domestic violence. Staff training pertaining to those sensitive issues will be done through the Umingmak Centre in Iqaluit.

“Instead of the child going to 10 different buildings to get help, help will come to the child under one umbrella, from the Child Advocacy Centre,” Zikalala explained.

The Kitikmeot Friendship Centre opened its doors on June 1, after discussions and planning that commenced in September 2020. It employs more than a dozen full-time and part-time staff.

“We’re trying to build a lot of capacity within our community and within the Inuit population. It’s very important that we have people that can fill these roles that are knowledgeable, especially when we’re running a lot of land-based programs and running programs when we’re in the other communities,” said Aknavigak.

An on-the-land component comes through the Nuna Buddies program, which teaches skills such as setting fishing nets, filleting fish, drum dancing, making traditional Inuit foods and crafting Inuit tools. Nuna Buddies has also been offered in Taloyoak.

“It helps that a majority of us have strong relations to the various communities,” Aknavigak said. “I’m looking forward to a lot of things that we can come up with for the communities in our region.”

There also a reading program held three days a week for those ages three to 12; a computer literacy course for youth has been held in all five Kitikmeot communities; men have been invited to make ulus; a parenting program is just getting off the ground and there’s ongoing events for girls and single fathers in the offing.

When tragic events have occured in the communities, Friendship Centre staff can serve as support workers.

In addition, the Friendship Centre has sponsored soccer and volleyball tournaments.

“There’s a lot of links between mental health and sports; mental health and suicide awareness; FASD and mental health — everything is so intertwined and interconnected … (we) provide some element of mental health awareness to everything that we do,” Aknavigak said. “All our programs that we’ve had, there’s a lot of social inclusion. We don’t discriminate against who you are. We welcome everybody to come to the office and take part in the programs.”

Funding for the organization comes from the federal and territorial governments as well as the Kitikmeot Inuit Association and Nunavut Tunngavik Incorporated.

Zikalala emphasized that the Friendship Centre is eager to work in partnership with other entities in the region and the territory.

“Not one organization can do all this important work. It’s very important to have that collaborative approach,” he said.

NTI creates fund to enhance Inuktut education

Nunavut Nunavut Tunngavik Incorporated has established an Inuktut Education Innovation Fund and is seeking proposals from individuals or organizations who might benefit from the initiative.

The funding, partly provided by the federal Department of Canadian Heritage, is anticipated to be $2.1 million over five years, with $200,000 available annually to Inuit researchers and educators aiming to revitalize Inuktut language and education.

Among the ways that the fund can be tapped into includes “research on innovative measures, education methods, curriculum development and best practices in the delivery of education in Inuit language and culture” as well as the “development of key resources, professional development opportunities and networks that provide for a system of supports to Inuit educators,” according to NTI. “On International Inuit Day I am very pleased to announce the establishment of the Inuktut Education Innovation Fund. As Inuit, we are creative, capable and the experts of our language and culture,” NTI President Aluki Kotierk said on Nov. 7.

“This fund provides an opportunity for Inuit to use our skills and knowledge to take innovative measures to create an education system that is reflective of our distinct and rich language and culture.”

Elders record ancient Inuktitut songs

Kinngait Three Kinngait Elders have recorded Inuktitut songs that are more than 1,000 years old through record label Hitmakerz.

The project, titled Inngiusituqait, was released Nov. 4.

Unilingual Elders Masuriaq Qavianaqtuliaq, Novalinga Kinguatsiak, and Ujjualuk Etidloie performed while fellow Elder Annie Petaulassie, who came up with the idea to make recordings, acted as host.

“All four Elders were born on the land and remember what life was like before the arrival of Qallunaat (“white people”),” Hitmakerz stated in a news release.

The title of the album means “traditional songs” in the Inuit language.

“The Inngiusituqait project was created to ensure that these songs – preserved for centuries through oral traditions – were recorded by their original speakers before becoming lost in

time,” according to Hitmakerz.

Petaulassie, a residential school survivor and former teacher, “envisioned the project as educational material, easily accessible for anyone wanting to understand traditional Inuit life or learn Inuktitut.”

The recordings will be heavily promoted on social media in an effort to capture the attention of Inuit youth.

Kinngait residents translated the songs, although some lyrics couldn’t be translated directly because there is no equivalent in other languages, Hitmakerz stated.

Break and enter at Northern Store

Arviat RCMP responded to a report of a break-in at the Northern Store in Arviat on Oct. 31, and arrested one suspect.

Qamanittuaq/Baker Lake In Baker Lake a dance for the community’s youth has been scheduled for Nov. 20. Another was held Nov. 6.

There will be two separate time slots by age.

Doors will open from 7 p.m. to 9:30 for younger kids, and will re-open at 10 p.m. for the older youth. Those under 16 will need to leave the community hall at midnight, with the festivities carrying on until 2 a.m. for the eldest group.

There will be an entry fee of $3, with 100 people maximum allowed entry. There will be a sign-in sheet at the main entrance for contact tracing and head-count purposes.

Hands must be washed or sanitized upon entry for a minimum of 20 seconds. Masks remain mandatory in all Nunavut communities and must be worn at all times unless outside the arena.

Drinks with lids may be permitted, but attendees are asked to be respectful and must throw out their own garbage in the provided garbage cans. No snuff is allowed and intoxicated people will not be granted entry.

Walrus tests positive for trichinella in Coral Harbour

Salliq/Coral Harbour Coral Harbour residents are advised that a walrus harvested in the community on Sept. 24 has tested positive for trichinella.

The Department of Health states that the meat may have been shared with neighbouring communities.

Anyone who has eaten raw walrus meat and experiences stomach pain, muscle pain, diarrhea, swollen eyelids, sweating and weakness, should inform a health care provider that uncooked walrus was consumed.

Trichinella cannot be eliminated by freezing walrus meat, only by cooking it.

There is a test available to detect trichinella. Environmental health officer Gary Nelson can be reached at at 867-645-6660 for more information on testing.

Tapardjuk gets second term on Nunavut’s language authority; Qitsualik added

Nunavut Louis Tapardjuk of Iglulik will serve a second three-year term as a member of Inuit Uqausinginnik Taiguusiliuqtiit (IUT), Nunavut’s language authority.

He will be joined by Salomie Qitsualik of Gjoa Haven on the seven-member committee.

Languages Minister Margaret Nakashuk announced the appointments on Nov. 9.

“These appointments bring strength to the IUT’s leadership and complement the skills and knowledge of the existing members,” Nakashuk stated.

The IUT, an arm’s-length body from the Government of Nunavut, was established under the Inuit Language Protection Act to make decisions regarding Inuktut on behalf of Nunavummiut.

Members of the body are required to be fluent in Inuktut, be knowledgeable of dialects and possess traditional or academic language expertise.

A prize-winning taco extravaganza Arviat 11-year-old one of 26 national winners in cooking competition

Logan Williams knows a thing or two about tasty tacos, and his culinary abilities have earned him a prize pack through the Kid Food Nation national recipe contest.

His recipe will be included in volume five of the Kid Food Nation cookbook, which is set to be released this month.

He and 25 other winners across Canada, all ages 7 to 13, also took part in a virtual cooking lesson with celebrity chef Marysol Foucault on Oct. 30.

Williams, 11, calls his creation the ‘taco mashup.’

His favourite thing about cooking is “eating the result at the end,” he said.

The first recipe he ever tried was chocolate-chip cookies and they turned out fine, according to Williams. He credits his mom for giving him suggestions and providing different options.

Amid the Covid-19 lockdown in Arviat, he wanted to try something new and decided to put some of his favourite foods together. That’s when the taco mashup was hatched.

President’s Choice Children’s Charity, Corus Entertainment and BGC Canada (formerly Boys and Girls Clubs of Canada) hosted the recipe contest.

Appeal judge quashes woman’s convictions for resisting arrest and simple assault Rankin Inlet RCMP made unlawful arrests, failed to communicate and were too forceful, judge finds

A Rankin Inlet woman has successfully appealed her resisting arrest and simple assault convictions based on the way the RCMP treated her.

She was arrested on two separate occasions – September 2018 and May 2019 – after family members phoned the police to have her removed from her father’s home while she was intoxicated. In both instances, the woman was sitting on the front steps and not making a disturbance when the RCMP officers arrived.

Regardless, the police arrested her and took her to jail cells because she was intoxicated and “they did not know what else to do with her,” according to the court transcript.

The officers failed to inform the woman why she was being arrested, which turned out to be a charge of mischief. On the first occasion, they struggled with her to remove her clothes while in a jail cell. They didn’t ask her to remove her clothes for herself or explain why it was necessary. She resisted.

At one point during the struggle, the woman, while lying on the floor of the jail cell, kicked one of the two officers in the head. This resulted in a charge of assaulting a police officer.

The woman pleaded guilty to resisting arrest but told the court that she felt “very uncomfortable” while the officers forced her to obey orders in the jail cell, similar to times when she’d been physically abused in the past.

“It made me feel so hopeless and very upsetting,” she said.

The police sergeant involved in her first arrest testified that he was aware of the woman had suffered from abusive relationships.

On the second occasion, in May 2019, an RCMP officer arrived at the woman’s father’s house and told the woman she was under arrest.

He commanded her to come down the front steps.

When she didn’t immediately comply, he pulled her down by the arm. She consequently yelled and flailed her arms and legs, ripping the officer’s radio from his vest and swinging it around, according to the court transcript. The woman later kicked at the police while being placed in the back of the RCMP vehicle. That also brought about charges of assaulting a police officer.

Again, the Mounties didn’t tell the woman why she was being arrested.

Her lawyer argued that she was acting in self-defence on both occasions.

Although trial judge Susan Cooper found that the woman “played a significant role” in causing the officers to use force and she had the option to “simply stop struggling and fighting,” during the September 2018 incident, the Crown later admitted that there should have been a deeper examination of whether the arrest was lawful in the first place.

In regards to the May 2019 episode, Cooper deemed the arrest unlawful because the officer lacked reasonable and probable grounds. While the woman was found not guilty of resisting arrest and assaulting the officers in this instance, the judge determined that she used too much force in attempting to “disengage and resist, and crossed over into an attempt to harm.”

The judge decided instead that the accused was guilty of two counts of simple assault.

The Crown later conceded that new trials should be ordered in both cases.

The woman and her lawyer countered that she should be acquitted of all charges, alleging that the trial judge made errors of law.

Appeal judge Frederica Schutz agreed.

“The Crown is unable to prove beyond a reasonable doubt that the appellant was not acting in self-defence in respect of both incidents; nor are they able to prove that her actions were unreasonable in the sense of being an excessive response to the force being used against her by police.”

Without a lawful arrest, the appellant was entitled to resist, Schutz determined, adding that the officers’ search of the woman in the jail cell was “carried out in an unreasonably forceful manner.”

Power in Kugaaruk will alternate between the two distribution lines every two hours because of issues with the power generation system, Qulliq Energy Corporation stated late Tuesday afternoon.

QEC is asking residents for cooperation to conserve power while repair work is ongoing.

“Rotating power outages will continue until further notice,” the

power corporation stated. “QEC would like to thank the residents for their understanding and apologize for any inconvenience this may cause.”

The overnight low in Kugaaruk tonight is forecast to be -13 C with a -17 windchill. Wednesday night’s windchill is predicted to reach -33 C, according to Environment Canada.

One of QEC’s objectives for 2021-22 is to start replacement of G1 generator set in Kugaaruk, and to connect the emergency generating unit, as identified in the corporate plan.

The first major national curling championship of the 2021-22 season is over as the Canadian Mixed Curling Championship wrapped up in Canmore, Alta., on Nov. 14.

Nunavut’s entry hailed from the Iqaluit Curling Club with Peter Van Strien skipping his outfit of Meridith Penner, Greg Howard and Lena Chown and it didn’t go the territory’s way in the win column. The foursome ended up dropping all of its pool play contests, the final defeat coming at the hands of Manitoba of Nov. 10, 8-4.

Derrick Henry of the Tennessee Titans is out with a broken toe right now but there is one young running back who could probably step into his shoes no problem.

There is a video that’s been posted by someone named Kei’Andre Jones and it’s of a young running back who plays in the Hueytown, Alabama 6U football program and he’s already drawing comparisons to Henry, even earning the moniker Baby Derrick Henry.

If you haven’t seen it, the young man in question takes the handoff from scrimmage and proceeds to obliterate the entire defensive outfit with straight-arm after straight-arm. By the time he’s done, he’s pancaked no less than five defenders, causing plenty of screaming and shouts of birth certificate checks.

How much would you like to bet that the Alabama Crimson Tide already have this kid on the radar? In an unsubstantiated story, there’s a rumour he also ran for 185 yards in a win over the Detroit Lions earlier this season.
