Iqaluit ladies bead orange shirt pins to honour children, survivors ‘Having little activities like this to promote healthier communities should be a priority in Nunavut,’ says attendee

Sept. 30 is Orange Shirt Day, which started in 2013 as a way to honour Indigenous children who went to residential schools and for those who did and did not come home. It is also now recognized as National Day for Truth and Reconciliation, a new federal statutory holiday created by the Government of Canada just this summer.

As part of Orange Shirt Day, the Public Service Alliance of Canada (PSAC) Nunavut Regional Women’s Committee got together at Iqaluit’s Qajuqturvik Food Centre on Sept.

21 to help show their support by beading orange shirt pins.

“It’s a good opportunity to bead, a good reason to, it’s promoting Every Child Matters,” said Koovian Flanagan, one of the ladies attending the workshop, who mentioned her two children and grandchild as inspiration to attend.

“I just want to make sure every child in the world and Nunavut, in my community, is safe. I think even if it’s just making a little orange beaded T-shirt, it warms up my heart and makes me realize every child does matter.”

The impacts of residential schools are clear to see for many of the attendees, Flanagan spoke of impacts to her family, as did Carolyn Spink, who also attended the workshop.

“My husband was raised by a residential school survivor and it’s definitely something we talk about in our home quite often, so this is just a nice little way to honour them,” Spink said.

Some of the other ladies in the room were surprised to find out the green building across from the airport was Iqaluit’s residential school, also known as the Federal Hostel or Ukkivik.

More education is needed with regards to Canada’s residential school system, said Flanagan, particularly in the territory.

“We have residential school survivors, we still have trauma from all the stuff kids went through.”

Sept. 30 is only going to be a holiday for federally regulated employees, including federal government workers, banks, and post offices.

“The wound is still very new and having little activities like this to promote healthier communities should be a priority in Nunavut, because we have a lot of kids and we still see a lot of abuse,” Flanagan said, adding she felt the GN and schools could have done more with regards to educating people on Orange Shirt Day. Since then, the number of bodies located has increased and the national spotlight has

come and gone, with much of Canada seeming to move on, all the while Indigenous communities continue to conduct searches.

“I think that’s disheartening for Canada, disheartening for aboriginals, they deserve a lot

“It’s (now) above 6,000,” added Spink.

“See that’s ridiculous, it’s awful,” Flanagan responded.

Survivors and those affected by residential schools in Canada and Nunavut can call for counselling 24 hours a day.

Options include the Government of Canada’s National Indian Residential School Cri-

NDP candidate amasses several hundred more votes than Liberal Pat Angnakak

Lori Idlout’s campaign volunteers and supporters were brimming with excitement on election night, as poll results slowly came in and showed the NDP candidate holding a steady lead.

As of the morning of Sept. 21, 68 out of 69 polls were counted and Idlout was elected with 3,277 total votes thus far, ahead of Liberal candidate Pat Angnakak’s 2,413 votes and far ahead of Conservative candidate Laura Mackenzie at 1,129, according to Elections Canada.

“It’s a great honour to be able to keep our seat orange. We have a great team to make sure we could keep our seat as NDP,” Idlout said at the Qajuqturvik Food Centre, where she and dozens of others gathered.

Angnakak conceded the election around midnight. In terms of the campaign, she was happy to see all the spots filled by women.

“You have to humble yourself, I think we’ve all done that,” she said of the election outcome.

“But three women, I’m really happy to see us three women to try and get as many votes as we can. I also know in our hearts, we all want the same thing for Nunavut. We want it to be a better place to live,” Angnakak said earlier on election night.

Idlout has been elected to the Iqaluit District Education Authority twice, is a lawyer and has represented the Nuluujaat Land Guardians, the protesters at Mary River Mine earlier this year.

She’s also a business owner. She’s the only candidate who’s an Inuit land claims beneficiary and now she is the next MP for Nunavut.

Outgoing Nunavut MP Mumilaaq Qaqqaq posted a congratulatory message to Idlout on social media, saying she’s “looking forward to the continuation of awareness of Nunavut and what a new voice will bring to the House.”

Qaqqaq’s victory is what inspired Idlout to run in the first place, with Idlout saying that a single seat in Parliament has more of an impact than what she initially thought prior to the 2019 election.

“She’s the one who inspired me to run, before her I wasn’t sure how much strength the seat can actually have with the one seat in Nunavut, but based on her strength and her passion, she really inspired me to see it can have a huge influence on the rest of Canada,” said Idlout.

In terms of her next steps, she said, “First of all, I’m going to have to thank everyone who has supported me, but also to make sure I remind everyone when they vote me in, I’m not just being voted in as someone who will sit in the Ottawa office but I’ll be a voice for Nunavummiut. I’ll work very hard for Nunavummiut,” she said.

NTI threatens legal action over GN tax legislation

‘Just because Nunavut Tunngavik claims that the bill is somehow illegal does not necessarily make it so,’ MLA says

With the Government of Nunavut’s passage of legislation on Sept. 15 that enables the taxation of Inuit-owned lands, Nunavut Tunngavik Incorporated (NTI) is threatening to take the territorial government to court over the issue.

NTI contends that the legislation, formerly known as Bill 55, puts the burden of millions of dollars in taxes on Inuit instead of mining companies with no added revenue or benefit to Nunavut.

“Under Bill 55, Inuit are responsible for property taxes on mining developments on subsurface Inuit-owned lands (IOLs). Article 22 of the Nunavut Agreement provides that Inuit may be responsible for property taxes for the value of IOLs in some limited situations. Inuit were never meant to shoulder the entire tax burden of mining companies,” NTI stated in a Sept. 17 news release. “The bill makes Inuit organizations liable for unpaid property taxes if a mining company becomes insolvent or fails to pay. That will enable the GN to collect property taxes from Inuit organizations, including by seizing Inuit funds or selling off assets.”

The Qikiqtani Inuit Association took a similar position the day before Bill 55 was passed, calling on the GN to reject it.

“Bill 55 could result in millions of dollars of debt for Inuit organizations if mining companies fail to meet their property tax obligations. In the legislative assembly on Sept. 15, Iqaluit-Manirajak MLA Adam Arreak Lightstone said he was disappointed in the QIA’s press release, its claims that the bill represents an incorrect interpretation of the Nunavut Agreement and accusations of government overreach. He cited a passage from Article 22 of the land claim: “…

Inuit-owned lands outside of municipalities on which improvements have been made shall be subject to real property taxation under the laws of general application.”

He acknowledged the legal dispute with NTI and its lawyers over interpretation of that article.

“Just because Nunavut Tunngavik claims that the bill is somehow illegal does not necessarily make it so. I am satisfied that this bill is on solid ground and I believe that it is in everyone’s best interest to move on,” Arreak Lightstone said. “I for one have grown frustrated with the tone of accusation that we hear from certain organizations when their demands are not met immediately and completely met … There remains one true point of contention: the fact that if a mine fails to pay its property taxes, the liability would fall on the designated Inuit organization … As a voting beneficiary, I am confident that our regional Inuit organizations are very capable of ensuring that their lease agreements with the mining companies are drafted in such a way to ensure that the risks and rewards of private land ownership are balanced.”

Community and Government Services Minister Jeannie Ehaloak emphasized that the legislation would only affect lands outside of municipalities.

“Currently before this bill was presented, the mining companies pay their taxes directly to the Government of Nunavut. What this bill proposes to do is we send our invoice for the property taxes that have been assessed on Inuit-owned

The GN is not suggesting that landowners must be the ones to bear the cost of the tax. Inuit organizations already require land leases and other agreements with their tenants. These agreements are robust, legally binding, and set out a range of requirements and expectations of the tenant. Such agreements allow land owners to pass along the costs of property taxes to the tenants.

NTI acknowledged that the GN consulted with Inuit organizations on the initial draft of Bill 55 during the fall of 2018, but states that the government subsequently made substantial changes and additions to the bill that “ignored Inuit concerns.”

“Further, with Bill 55, the Government of Nunavut has unilaterally amended provisions of the Nunavut Agreement without Inuit consent. The GN has given Inuit organizations no choice but to challenge the legislation in court,” NTI stated.

Arreak Lightstone pointed out that the QIA declined to participate in a recent televised hearing on Bill 55, and he drew a distinction between consultation and the yielding of decision-mak-

ing power.

“I want to emphasize and point out that the right of an organization to be consulted does not mean that it has a veto over the laws of general application that are passed by our elected public government,” he said.

Arviat North-Whale Cove MLA John Main remarked that he was relieved to hear that Agnico Eagle, the largest mining company operating in Nunavut, was not concerned that the taxation changes would significantly impact their operations.

Cathy Towtongie, MLA for Rankin Inlet North-Chesterfield Inlet and a former president of NTI, expressed her support for the bill.

“Now mining companies have more clarity to explore and the government also has to have clarity on what process will be made towards taxation, as it should be,” she said.

Keeping on the road to reconciliation Canada still lagging on TRC calls to action; skirting ‘the institutional change that reconciliation demands’ Northern News Services

It’s a long road to reconciliation.

Though we’ve been travelling that route with more people on board than ever for almost six years — since Canada’s Truth and Reconciliation Commission (TRC) released its report and calls to action — there remains plenty of work to be done.

The remains of 215 Indigenous children were uncovered at the site of a former Kamloops Indian Residential School on May 27, and, as of this writing, the number has risen to more than 5,000 across Canada and more than 6,000 when sites in the United States are included.

A December 2019 report by Eva Jewell and Ian Mosby for the Yellowhead Institute found that only nine of the TRC calls to action had been completed. However, their 2020 findings showed that figure fell to eight.

“Ultimately, we find that Canada is failing residential school survivors and their families,” say the authors of the report, stating that “five years, we believe, is more than enough time to test the strength and meaningfulness of that commitment.”

This year we can add at least two more completed calls to action to the list.

Number 80 sought a National Day for Truth and Reconciliation, and on Sept.

30 we will observe the first official day by that name, after Bill C-5 gained royal assent June 3.

Number 15 calls for the appointment of an Indigenous Languages Commissioner – on June 14, the Government of Canada announced the first four appointees to the new Office of the Commissioner of Indigenous Languages: commissioner Ronald E. Ignace and directors Robert Watt, Georgina Liberty and Joan Greyeyes.

Bill C-8: An Act to amend the Citizenship Act, which responds to Call to Action Number 94, passed its second reading Dec. 10, 2020 and is listed by Parliament as having received royal assent.

The steps may be small, but every step forward counts.

The Yellowhead report is less optimistic, stating discussions with Indigenous experts and practitioners point to non-Indigenous organizations exploiting federal government budget lines and skirting “the institutional change that reconciliation demands. In this way, money earmarked for reconciliation often results in little more than recolonization. As one of the Indigenous experts we spoke with put it rather succinctly: ‘We’re not just

failing. We are regressing, back to before the TRC.’” This doesn’t mean it’s time to throw in the towel though, as the report also concludes.

Nunavut Tunngavik Inc. President Aluki Kotierk said this time last year: “Work needs to happen and investment and supports need to occur to get Inuit to a point where they were before they were taken to residential school so Inuit are proud of who they are as Inuit … and they walk around our communities with dignity.

“Through all these public policies, there’s been so much shame put on us as a society … that shame does not belong to us. We are a product of the public policies that were placed on us.

It is a result of all the things that have been done to us, and any people having had those same experiences would be having these social challenges as well.”

The barest minimum Canada can do is answer these calls to action as atonement, and then continue to follow up those actions with ongoing engagement with Indigenous peoples and organizations to ensure that healing is both achievable and fostered in a way that is respectful to those seeking it.

The Government of Nunavut’s foray into an undersea internet fibre optic initiative could be rife with cost overruns as the government may be ill-equipped to manage the project, MLA John Main has warned.

“It’s no secret that I have expressed concerns over this project. It’s a major undertaking and I’m concerned about the planning, the management and execution of this project,” said Main, chair of the Standing Committee on Oversight of Government Operations and Public Accounts, while speaking in the legislative assembly on Sept. 13. “I’m concerned that it’s a mega-project and I’m concerned that it could end up being a bit of a project that is larger than we believe due to planning and budgeting issues around this.

“Any time you have governments making investments in information technology, in terms of public accounts, in terms of expenditures, that’s something to keep an eye on very closely and the Nunavut government, in my opinion, is no exception. This needs to be managed very closely,” he said.

The Government of Nunavut has several recent requests for proposals relating to the project in various stages. The federal government announced $151 million in funding for the undersea fibre optic cable project on Aug. 19, 2019. The GN’s contribution was said to be $30 million. At that time, the initiative entailed installing 1,700 kilometres of fibre optic cable underwater from Nuuk, Greenland to Iqaluit through the Davis Strait.

Kimmirut would also be connected, bringing faster, more reliable internet to 3,215 households, in addition to schools, businesses, health facilities and government facilities.

“One of my biggest concerns about this project is that, to my knowledge, there is nobody within the Government of Nunavut who is a fibre optics marine cable expert,” Main said. “There is no expertise within the Government of Nunavut.

We’re embarking, or the government is hoping to embark, on a project through uncharted waters.”

Finance Minister George Hickes noted that DRG Undersea Consulting is the GN’s primary consultant on this file.

Dan Carlson, deputy minister of Finance, acknowledged that the Eastern Arctic undersea fibre optic network is a “very big project.” He explained that a GN steering committee of senior executives from various departments is overseeing the matter, with the Department of Community and Government Services taking the lead.

Carlson also pointed out that the undersea cable route may now run from Quebec to Nunavut instead of from Greenland.

“We need to figure out which route would make the most sense for Nunavummiut, so which would be most resilient and cost effective,” he said.

The government is aiming to have the underwater fibre optic line in service by spring 2024, he added.

Hickes said construction costs should be known

by January 2022.

Main sought confirmation that the next legislative assembly, following the Oct. 25 territorial election, will be facing “major appropriations” to cover the costs of the project.

“Yes,” Hickes replied.

On Sept. 16, Main noted that detailed questions he submitted on July 8 to Community and Government Services Minister Jeannie Ehaloak about the undersea fibre optic project were not answered.

“I am disappointed that my colleagues and I did not receive replies to our correspondence before the end of this assembly, so I am encouraging the government to have updated information ready for tabling in the next assembly concerning the issues that my colleagues and I have raised,” he said.

He also encouraged the GN to consider taking on partners in the initiative, such as an Inuit organization or a private-sector entity “to free up some more capital dollars for our government.”

Hickes replied that the next legislative assembly would have to make any such decision.

“Part of what we’re looking at doing is undersea mapping of western Hudson Bay to potentially link up with a line if it does come up from Manitoba,” he said. “We’re doing our best to cover all our bases and options so that as these opportunities arise — if there are opportunities to partner — then we have all the information available to make an informed decision, or so the sixth (legislative) assembly can make an informed decision.”

Main also asked if the GN is ensuring that it doesn’t duplicate any of the Kivalliq Inuit Association’s efforts as it works towards a Kivalliq Hydro-Fibre Link.

Hickes responded: “Basically in a nutshell, we don’t know exactly what options are going to be available when the decision-making time comes as of this moment, but I will say that the Kivalliq Inuit Association’s initiative and our approach are both the same: we want to make sure that Nunavut communities are connected. If there is an opportunity to partner or to look at enhancing each other’s projects, I’m sure that those opportunities will be explored down the road.”

Community will be second in Kivalliq to ban single-use plastic bags, hamlet approves new disposal bylaw

Rankin Inlet has joined Baker Lake as the second community in the Kivalliq to vote in favour of banning single-use plastic bags.

The third and final reading of the bylaw, which passed unanimously without comment from councillors, took place on Sept. 13.

The new bylaw, which prevents businesses from providing, selling or distributing single use-plastic bags to customers, will come into effect starting July 31, 2022.

It also includes a provision stating that businesses can apply to request a five month exemption from the date the bylaw takes effect.

Flynn pointed out that this would give business ample time to comply with the new measures.

“We have to give our retailers the ability to wear down their inventories,” SAO Darren Flynn told Kivalliq News.

Flynn added that the bylaw was supposed to be put before council last summer but it was delayed due to Covid-19.

Following the second reading of the bylaw earlier this summer the hamlet posted an announcement about its plans.

“Most of the comments

on the Facebook feeds have been positive. One person said that they were concerned that there wouldn’t be plastic bags for sharing country food. That’s a small price to pay for not having your fence blown out every winter,” Flynn said, referring to the negative impact that the build up bags has had on the management of the hamlet’s dump.

Under the new bylaw a retail establishments that do not comply are liable for a fine of up to $5,000 for a first offence and up to a maximum of $10,000 for a second offence.

New tipping fees for dump In addition to the plastic bag bylaw, council also approved a garbage disposal bylaw in an effort to better manage the community’s waste.

It provides for stricter restrictions on when and where garbage can be put out for collection. Following the passing of the bylaw, residential units, including multiunit dwellings will be liable for a $33 per month garbage collection fee, while government buildings will be on the hook for $110 per month and commercial buildings will have to pay $110 per pickup.

The bylaw also seeks to limit unlimited tipping of

garbage at the community dump by implementing tipping fees beginning with $50 for a truck load, all the way up to $800 for the disposal or large vehicles over 5,000 kilograms.

“When I was a councillor I talked about the garbage and how we have to deal with it and it would be an embarrassment for me now if we didn’t do something about it because I’m the mayor now,” said Mayor Harry Towtongie.

“It has to be done and I was set on fixing that bloody dump before my term ended so I’m hoping we’ll be doing more than just plastic bags.”

The hamlet also has plans to distribute 200 new dumpster bins to the community which will make it easier for the new garbage truck to do pick-ups.

“We’ll consolidate our drops, so you might have to share with someone across the street but it will allow us to be more efficient,” said Flynn.

Flynn added that the hamlet previously approved $250,000 in new fencing for the dump which should arrive in the community soon.

The hamlet has also invested $100,000 in cleaning up and reorganizing the dump over the summer.

“The stuff that had been piled up over the last year was just insane,” said Flynn.

ICC reflects on 25 years of achievements

Nunavut The Inuit Circumpolar Council (ICC) composed of Inuit from four Arctic countries (Canada, America, Greenland and Chukotka in Russia) say there is much to be proud of in terms of its accomplishments from the past quarter century.

Through its ministerial meetings with the Arctic Council, official gatherings, and working groups, ICC chair Dalee Sambo Dorough noted former chair Mary Simon becoming Governor General of Canada as a recent highlight.

ICC Greenland president Hjalmar Dahl said meaningful participation is key for all Indigenous peoples in any international Indigenous forum, while ICC Chukotka president Liubov Taian says 25 years is a good “grown up age” but still has a ways to go, adding “I wish this process of becoming more mature for us and the Arctic council will be successful” for the Chukotan Inuit.

Another ICC achievement in the last 25 years, says ICC Canada President Monica Ell-Kanayuk, is bringing awareness to climate change, main-

taining it continues to be an important issue.

“If our voices cannot be heard, we are invisible.

The planet and resources are all connected. The oceans are all connected. We must see beyond borders and work as one to protect the planet.

More importantly, we must work collectively to ensure equity,” said Ell-Kanayuk.

QIA distributes food vouchers to Inuit students

Iqaluit As part of an ongoing effort to support Inuit living in the Qikiqtani region during the COVID-19 pandemic, the Qikiqtani Inuit Association (QIA) will be distributing $110,000 in food vouchers to Nunavut Arctic College students in Iqaluit.

Each Inuk student will receive four $550 gift cards to be used in either Arctic Ventures or Northmart.

“This will help Inuit students and their families who may be away from home, and for some, for the first time in their lives,” said QIA president Olayuk Akesuk. “Food security should not be a concern for these students as they further their

NTI issues update for isolation kits

Nunavut The Qulliq Energy Corporation (QEC) has appointed three new members to its board of directors, the corporation announced Sept. 16.

Johnny Mike, Clarence Synard and Nayab Khan have each been appointed to three year terms effective Sept. 9, 2021.

“I am confident that the new members will have a significant impact on the board’s performance and I commend their future contributions to the team,” said minister responsible for QEC Jeannie Ehaloak.

The QEC board of directors has 10 members with Nunavut Inuit, as well as legal, financial and executive representation, these new appointments according to QEC are continued efforts to bring technical and cultural competencies of the board in order to expand representation and diversity.

“These new members were recommended based on their exceptional skill sets and fit for QEC, I look forward to working with them and the rest of the board moving forward,” said QEC president and CEO Rick Hunt.

Nunavut Nunavut Tunngavik Incorporated (NTI) has updated the requirements for Nunavut Inuit, who are directly impacted by COVID-19.

Intended to support Inuit who need to stay at home, the content of these kits depend on a household’s needs.

When applying include details on dietary needs, number of adults and children as well as infant-specific needs.

In communities with confirmed cases, isolation kits do not require signatures by a healthcare provider, all other Nunavut communities and Inuit living outside the Nunavut Settlement Area require a signature by a healthcare provider.

Nunavut suspends travel bubble with Churchill

Churchill Nunavut’s chief public health officer, Dr. Michael Patterson has suspended Nunavut’s travel bubble with the town of Churchill, MB due to rising case numbers in Manitoba and increased exposure risks.

Those with Common Travel Area travel authorization letters between Churchill must receive authorization to return to Nunavut, said Patterson.

All unvaccinated travellers who departed Churchill into Nunavut on or after Sept. 12 will have to isolate for 14 days. Vaccinated travellers who returned from Churchill must wear a mask for 14 days and monitor for symptoms.

A medical travel bubble was formed between Churchill and Nunavut in July 2020, as Churchill is a common destination for dental appointments.

Anyone who develops symptoms of COVID-19 is advised to call the COVID-hotline at 1-888975-8601 between 10 a.m. and 6 p.m. EST to arrange testing or notify their community health

Dept. of Environment to launch polar bear hide sale

Nunavut The Department of Environment will be starting the Nanuit Initiative polar bear hide sale on Sept. 28, from nanuit.ca.

Nunavummiut will be able to have a chance to buy lower-quality polar bear hides returned from the Fur Harvesters Auction.

Prospective buyers will sign their name into a draw. Once a name is picked they will be contacted and they will have up to 72 hours to make a payment, upon payment the hide will be shipped free of charge to the appropriate Wildlife office.

The sale is open to Nunavut residents only and will be limited to one hide per household.

RN says treatment of Nunavut nurses fanning flames of health-care crisis Nurses see difficulties in securing a contract, flight itineraries coming late, short-staffing and feeling unsupported

Two former nurses in the Kitikmeot contend that the Registered Nurses Association of the Northwest Territories and Nunavut (RNANTNU) didn’t give them fair process when it came to complaints made about them.

One nurse is hoping to take a stand and change things for the better, despite her experiences with the organization.

Lisa-Marie Langaigne, the former nurse-incharge of Kugaaruk, who is black, wrote about her experiences with the nursing organization and with the Government of Nunavut (GN), citing experiences with workplace harassment, bullying and racism while in an indeterminate position as a community health nurse in Taloyoak. Langaigne accepted the position on May 11, 2020 and says she worked there without incident until Aug. 11, 2020, at which time another employee took the position as the nurse-in-charge at the Taloyoak health centre.

Langaigne worked with this new employee and experienced, in her opinion, targeted harassment, with “excessive, persistent and threatening emails.” The new employee was “confronting me publicly” and “coming to my home,” she alleges.

The individual in question filed a complaint with RNANTNU, which resulted in Langaigne losing her job, as well as the suspension of her nursing licence for nearly nine months – not just in Nunavut, but nationwide. She states she found out about her suspension not from RNANTNU, but the College of Nurses of Ontario.

She successfully appealed the licence suspension in court on June 18 of this year. However, she’s still seeking to get her employment back in Nunavut.

Rachelle Mintz, another former Taloyoak nurse, says she wasn’t given a fair process before losing her job. Mintz was accused by the same employee as Langaigne of being racist and a COVID conspiracy theorist and says few of her co-workers were contacted to confirm these accusations, Mintz says she is fully vaccinated herself.

Langaigne also added the accusations didn’t reflect the Mintz she met while still in Nunavut.

“The turnover rate in Nunavut is extremely high,” said Mintz, adding that she has talked to at least seven nurses who plan to quit the profession full-time or don’t plan to work in Nunavut again.

Langaigne said, “I think it’s the leadership style in the Kitikmeot right now that may be contributing to that.”

She lists several causes of “frustration,” including difficulties securing a contract, flights itineraries coming late, frequently being shortstaffed and generally feeling unsupported.

When it came time for the GN’s Department of Human Resources to get involved, it was clear to Langaigne she wasn’t going to get a fair chance with them, alleging that the human resources manager denied her any representation by the Nunavut Employee’s Union (NEU) on Nov. 6, 2020, in a meeting in which her employment was ultimately terminated. She also states in her letter that she asked for the nature of the meeting to be disclosed and then for a lawyer to be present when that was refused. She was told the presence of her legal counsel was not permitted.

Workers’ rights If an employee is facing a disciplinary hearing of any kind, they are entitled to an NEU representative, either present in the room or on the phone call, once they are no longer an employee under an NEU agreement, then any remaining grievances are to be addressed legally.

In an email to Nunavut News, NEU stated that it “first ensures all members are treated fairly and with respect under the applicable Collective Agreement, employer’s published guidelines/ policies as well as all territorial and federal regulations.”

With regards to bullying, harassment and retri-

bution for whistle-blowing or other factors which lead to discipline or dismissal, “the NEU stands by and with our members through any inquiries or actions.

“If required, grievance procedures are followed to ensure that members’ rights and dignity are respected (and) any wrongdoing on the part of the employer is redressed.”

Langaigne, when asked if she felt her rights and dignity as an employee under an NEU Collective Agreement were respected by Human Resources, she said, “Not at all, they basically dismissed my complaint, in spite of dated and timed events, emails that I provided to them showing the types of behavior I was sustaining. They didn’t even appoint an investigator to look into the matter.

“HR is the one that demanded that I vacate the residence and evicted me. It was on a Friday evening, they wanted me out by five o’clock, they gave me notice on two o’clock the same day. So no, I don’t think so at all.”

She was unable to return to her staff housing in Kugaaruk to retrieve her belongings – where they remain.

The Department of Human Resources has declined to comment on this meeting, saying its a Department of Health matter.

RNANTNU does not have any specific policies that deal with bullying and harassment in the workplace, says Denise Bowen, executive director/registrar for the association.

A statement from RNANTNU says the organization expects registered nurses to read and follow its code of ethics.

“Our standards of practice, standard number 4, requires that nurses establish professional relationships and demonstrate leadership to deliver quality nursing and health-care services,” the statement reads.

As of Sept. 16, Langaigne still has no explanation as to why her licence was suspended. She says she has tried multiple times to achieve resolution in this matter but hasn’t received a response. She has since reported her complaints to the Nunavut Human Rights Tribunal and the Information and Privacy Commissioner of Nunavut.

“Ultimately, I have lost access to my home and my community, to my profession and career, to my friends and social groups, to the language I was learning and to all of my personal effects.

These organizations (GN and RNANTNU) are directly culpable,” Langaigne wrote in her open letter. “To my knowledge, at least two of the other nurses who were victims of the GN’s support of … targeted actions are also seeking to return to their homes and work in Nunavut… This is why the majority of nurses do not stay. This is how we are treated and what we face on a daily basis.”

Accountability In spite of all of her recent negative experiences with human resources and RNANTNU, Langaigne is hoping to work in Nunavut once again, not only to help provide healthcare to Nunavummiut, but to improve the nursing system by going public about this and making RNANTNU more accountable.

Langaigne also hopes to see Nunavut make a commitment towards inequity and diversity committees, with decisions based on allegations and discrimination to be in the hands of panels rather than handled by individuals who may not have similar lived experience.

With Nunavut long facing a shortage of nursing staff, she hopes to make effective change to a health system she says is in crisis.

“I want my job back. I want to go back and work in Nunavut. I think the health system there is really in crisis. I’m somebody here who has a lot of nursing experience and have lived there for four years, happily. I want to go back and continue that work,” she said. “Maybe I’m naive, but I truly want to make things better. I think an organization, by taking accountability, by saying, ‘You know what? We messed up here. We could have handled this better and this is what we’re going to do to make sure it doesn’t happen again in the future,’ (would be) a big win for everybody.”

Angakusajaujuq: The Shaman’s Apprentice wins Best Canadian Short Film at TIFF

Angakusajaujuq: The Shaman’s Apprentice was awarded Best Canadian Short at the 46th Toronto International Film Festival (TIFF) earlier this month.

Kingulliit Productions, headed by director Zacharias Kunuk, and Taqqut Productions created the animated film. This latest award qualifies Angakusajaujuq: The Shaman’s Apprentice to be considered for an Oscar nomination.

“The film brings to life the story of a young shaman in training who must face her first test — a trip to the underground to visit Kannaaluk, The One Below. Facing dark spirits and physical challenges, the young shaman must trust the teachings of her grandmother and mentor, Ningiuq Angakkuq, and learn to control her fear,” according to Isuma Distribution International.

The 21-minute film features the voices

of Madeline Ivalu, Lucy Tulugarjuk and Jacky Qrunnut.

In July, the project earned the FIPRESCI Award at the International Federation of Film Critics at the Annecy International Animation Film Festival in France.

Taqqut Productions, which produces Anaana’s Tent and Giant Bear, is an Inuit-owned film production company located in Iqaluit. The company has production experience with live action, stop-motion animation, 2D animation, and puppets and has put together 11 short films.

SC Johnny Karetak’s memorial unveiled in Arviat

RCMP Special Constable (SC) Johnny Karetak was honoured at a special ceremony last month.

Karetak died in June 2017 at the age of 87 after serving with the police force for 25 years.

“He built a bridge between RCMP and the community,” Mayor Joe Savikataaq Jr. told Kivalliq News.

Karetak was born in St. John’s, N.L. but moved

to Arviat at the age of three and lived there until he passed away four years ago.

Although he was buried in 2017, plans to hold a special ceremony in his honour were on hold until Aug. 17 of this year.

The cross for Karetak’s grave was made from the mast of his Peterhead fishing boat. It has since had a specially engraved gravestone added in front of it.

Privacy commissioner says GN still withholding too much information

Privacy breaches under-reported, says Nunavut’s privacy watchdog

Nunavut’s information and privacy commissioner suspects there is significant under-reporting of privacy breaches in Nunavut.

“I think it more likely … that there are many privacy breaches that should be reported … but are not,” wrote commissioner Graham Steele in his office’s 2020-21 annual report.

Elaine Keenan Bengts, Nunavut’s previous information and privacy commissioner, who retired in January 2021, made similar observations.

The current and former privacy commissioners cite the November 2019 and the February 2021 ransomware attacks on Government of Nunavut (GN) and private sector Dept. of Education servers as the reasons why they expected an uptick in people’s privacy being breached.

The majority of privacy breach reports come from the Department of Health, which “takes privacy breaches very seriously,” wrote Steele, due to the volume and sensitivity of personal information it handles daily. However, there’s an “almost complete absence of reports” from other GN departments, according to the commissioner. It likely means “that other units of government are not aware of their reporting obligations under the Access to Information and Protection of Privacy Act (ATIPPA), or do not recognize privacy breaches as such when they occur,” he wrote.

Another area the commissioner says needs to improve is the GN withholding information when the reasons don’t fit any of the exceptions under ATIPPA. There are two types of exceptions ATIPPA grants when withholding information from the public: mandatory and discretionary.

The mandatory exception states that the GN has no choice but to withhold information if conditions are met. Under discretionary, the GN may withhold information if conditions are met, with the added caveat that the government still has a choice to release the information anyway.

“The problem is that, in the cases we see, the GN almost never exercises its discretion. If the conditions for the exception are met, the GN treats it as ‘case closed,’” Steele wrote. “That is legally wrong, but the GN keeps doing it.”

To illustrate the ongoing nature of this concern, the annual report cites a case from 2004 in which Keenan Bengts wrote: “the current system for applying discretion is not working. It is, in fact, a non-system. As a result, the statutory requirements of the ATIPPA are routinely unmet, as they were in this case.”

Steele highlighted an instance from the past year when an applicant requested information related to security concerns at Nunavut’s COVID-19 isolation hubs. Although the documents released by the Dept. of Health were heavily redacted, the commissioner found that the exceptions were properly applied in some respects. However, he determined that the redacting the names of government contractors and its officers and employees was an example of GN being unable or unwilling to exercise its discretion, as required by law.

On a more positive note, the report states that within the last few months of Keenan Bengts’ work, she did as much as possible to clear any backlogs of the ATIPPA system. As a result, Steele commented, “I can report that Nunavut ended the 2021-22 fiscal year with a backlog of zero.”

Zero backlog mean ATIPPA requests can be turned around in “a few weeks or less,” says Steele, who adds if there is a bottleneck in the system, it’s not in the commissioner’s office.

In terms of the office’s priorities for the next five years, Steele says he hopes to help further amend and review the ATIPPA. This would include giving the commissioner the power to order the disclosure of documents.

“This could and should be done right away. About half of Canadian jurisdictions already have this power. It was recently done in the NWT,” he states, adding that Nunavut is still dealing with a first generation ATIPPA law, going back to pre-territorial division days.

Health-specific information legislation, increased capacity for the commissioner’s office, and finding an Inuk or long-time Northerner successor are also on the table.

“I believe this position should eventually be filled by someone who is fluent in Inuktut and is able to move the work of this office forward according to the spirit of Inuit Qaujimajatuqangit,” Steele stated.

The information and privacy commissioner is an independent officer of Nunavut’s Legislative Assembly, appointed under the ATIPPA.

Frequent travel has taken toll on family, says Uqqummiut’s Keyootak

On the closing day of the final session of the fifth legislative assembly, the remaining MLAs took turns reflecting on their terms in office and stating their intentions to run in the Oct. 25 territorial election.

Not seeking another term will be Pauloosie Keyootak of Uqqummiut, Elisapee Sheutiapik of Iqaluit-Sinaa and Allan Rumbolt of Hudson Bay. Rumbolt was first elected in 2008, Keyootak has been serving as MLA since a 2015 byelection and Sheutiapik completed a single term. Two members had already announced their resignations prior to the final legislative session: Iqaluit-Niaqunnguu’s Pat Angnakak and Aggu’s Paul Quassa.

In his farewell address in the legislature on Sept. 16, Keyootak spoke of the sacrifice involved in holding public office.

“When I began my leadership role my children were very young, as I believe we only had one child when I first started in Inuit politics. My children grew up with me travelling and now my children’s children are starting to have their children, I’m still travelling. We’re looking at 41 to 43 years of travelling,” he said. “I am so thankful to my wife since I have had to leave my wife many times for long periods and she is the one who reared my children. Many of you are, perhaps, in the same boat and you have to be grateful with your spouse as they have to do a lot while we are away and this provides a lot of support, for which I am grateful.”

Of the remaining MLAs, 16 said they plan to stand for re-election. They are Cathy Towtongie, Rankin Inlet North-Chesterfield Inlet; Patterk Netser, Aivilik; Joelie Kaernerk, Amittuq; Adam Arreak Lightstone, Iqaluit Manirajak; Calvin Pedersen, Kugluktuk; Tony Akoak, Gjoa Haven; David Qamaniq, Tununiq; John Main, Arviat North-Whale Cove; Craig Simailak, Baker Lake; Emiliano Qirngnuq, Netsilik; Jeannie Ehaloak, Cambridge Bay; Lorne Kusugak, Rankin Inlet South; Joe Savikataaq, Arviat South; David Akeeagok, Quttiktuq; George Hickes, Iqaluit-Tasiluk; and David Joanasie, South Baffin.

Margaret Nakashuk, who represented Pangnirtung, didn’t state definitively whether she will run again.

While discussing the ups and downs of life as a politician, Kaernerk had this to offer: “As a member of the legislative assembly, it’s not easy, especially when we try to represent all of our constituents; it is challenging and difficult, and in some cases, you feel like resigning and giving up. However, I think about all of my constituents and they gave me the strength to carry on.”

The deadline for nominations for the upcoming territorial election is Friday, Sept. 24 at 2 p.m.

New and portable ice resurfacing machine arrives in Arctic Bay

Thomas Levi has himself a new toy to play with this coming hockey season and it’s one which he thinks he’ll be able to get plenty of use out of.

Arctic Bay’s recreation co-ordinator took delivery of an Ice NV, a smaller model of an ice resurfacing machine, earlier this month. It was built by Porta Ice, a company based in Calgary, and Levi has had his eye on it for a while.

“I saw it on Northbeat one night where one of the NWT communities had one,” he said. “I found the company that made it and got in touch

with them to try and get one here.”

The only problem? Money. It cost around $42,000 for the unit and shipping together and Levi didn’t have that sort of money laying around and that meant drawing up some proposals to see if he could raise the money.

He first got in touch with the territory’s Sport and Recreation Division, which was able to provide Levi $20,000 in funding. He then drew up a proposal to send to Baffinland Mines, which also came through with a $20,000 donation. But he was still $2,000 short.

That last little bit came from Hockey Nunavut.

“Hockey Nunavut donated $5,000 to us,” said Levi. “We usually register all of our players

through them so it was nice for them to help us.”

If you’ve done the math, that leaves $3,000 in extra money but Levi said he already knows what he’ll be spending the surplus on.

“We need to update our control panel for the scoreboard at the rink,” he said.

The new machine doesn’t operate on fuel but rather a 36-volt motor which has six six-volt deep-cycle batteries. It can hold 491 litres of water in one fill and, like other resurfacing machines, it has a full-size scraping blade to take off the top layer of ice for the flood. The brakes also automatically take hold once the foot is taken off of the accelerator.

Levi said one of the big reasons he went out

and got the new machine was so his staff felt more comfortable operating such a unit.

“We still have the old Zamboni but not everyone was comfortable driving it,” he said. “We only had one or two people who could drive it so this new one is going to make it easier for people.”

As for storage, Levi said it’s small enough that it could fit into the skate locker at the arena but there other places it could stay if that area isn’t large enough.

“The arena isn’t being flooded until the end of October,” he said. “We could use it outdoors but we could put it in other areas of the arena if we need to.”

Before we jump into the fun and frolic of this week, a few words about Sept. 30 and Orange Shirt Day. The history of residential schools is our apartheid. There is no question about that and I won’t listen to anyone who wants to tell me differently. A lot of us didn’t live through it but we have to deal with it. I’ve heard from many people who survived it and those are the people who we need to listen to. The discovery of the graves on school sites only makes what was already a terrible stain on our history even worse. The searching needs to continue because we know there are many more who didn’t make it home and we need to make sure that they do get home, wherever home may be.

We owe those children that much.

Now on to less important stuff: Ohtani is the man I saw a rather humourous discussion on Facebook between some folks in Yellowknife regarding who should be the most valuable player in the American League. One chap suggested Vladimir Guerrero Jr. of the Toronto Blue Jays, and Guerrero has made a very strong case. Others came back with Shohei Ohtani of the Los Angeles Angels, another fine choice.

You’ve all been wondering what I think so here goes: Shohei Ohtani should get it.

Nothing against Vladdy Jr. because he’s had a helluva season in Toronto. He’s going for the Triple Crown, not accomplished since Miguel Cabrera did it in 2012, and that’s what makes you the best hitter in a league. But Ohtani gets the nod because not only has he been ripping the ball at the plate, he’s been doing on the pitcher’s mound as well.

If you’re not aware, Ohtani has been part of the Angels’ starting rotation this season and has gone 120-plus innings with an earned run average of 3.28 as of press time. Vladdy Jr. doesn’t pitch. Ohtani has also stolen 23 bases compared to Vladdy Jr.’s four (as of Sept. 23).

Vladdy Jr. will win an MVP one year. Just not this year.

Ohtani should win it.

Yes, the Irish mixed-martial artist/boxer was given the chance to try his luck at the ceremonial first pitch at Wrigley Field in Chicago on Sept. 21 and he managed to throw it absolutely nowhere near home plate. Now, I’ll give McGregor this — he was wearing a suit with no give to it whatsoever and fired the ball from the mound. Still, it was a terrible toss.

But I can guarantee you Angel Hernandez would have still called it a strike.

Humans have done some really stupid things in recent

times, like vote for Justin Trudeau in that waste of a federal election earlier this month but at least he isn’t Bruce Barnum.

Barnum is head coach of Portland State University’s football team and he came up with a grand idea: he would buy fans a beer if they showed up for the team’s game against Western Oregon on Sept. 18. What did Barnum think was going to happen?

Anyway, several hundred students took him up on the offer and proceeded to order 1,260 Coors Lights (morons) and 786 Deschutes Fresh Squeezed IPAs (sounds fruity) to the tune of $14,448 by the time the tab was settled and yes, Barnum did pay up. All I hope is he gave a good tip. Anyone who had to serve that many Coors Lights needs something to make up for the pain of that.
