An estimated 22 per cent of Kinngait residents are artists

Kinngait’s newest studio for its artists, the Kenojuak Cultural Centre and Print Shop has been a part of the community since 2017, an update to the former community print shop.

By 2018 the community’s artists had moved in, and they have been working in it since then.

The artists of Kinngait, or Cape Dorset as it was known back then, has been printmaking since 1959, selling prints to outsiders through southern galleries, those visiting Kinngait, and others around the world.

“Cape Dorset is known as a little capital city of the art world of Canada,” said Joemie Takpaungai, assistant studio manager.

The newer building has a number of rooms which offer the artists of Kinngait a bigger space to work on projects too large to work on at home, dedicated rooms to drawing, etching, printmaking and lithography.

Kinngait Studios used to go by West Baffin Eskimo Co-operative, in fact many signs around the community still don that name.

An estimated 22 percent of the labour in Kinngait is from artists. Kinngait Studios, according to Takpaungai, buys up around 300 to 500 drawings a year from artists in the community and of those 30 to 50 become prints.

With a dense cluster of famous Inuk artists living in such a small community, it’s not difficult

to hear someone is related to someone notable.

Meena Celebi, whose grandmother was Pitaloosie Saila, one of Kinngait’s many artists is just starting out at the studios, and was sponging for Nujalia and Nivaksie Quvianaqtuliaq, who were working on a lithographic print.

“It’s mind-blowing, when it comes out after and how the water doesn’t spread on the ink when I wipe it,” she commented.

The inception of Kinngait’s printmaking workshop, according to its website, goes back to the 1952 relocation of Toronto artist James Houston to Kinngait. Over a discussion of the art on cigarette packaging he shared the fundamental principles of printmaking with Oshweetok Ipeelie – a skilled carver – using soot, incised walrus tusk and some toilet paper, “whereupon Ipeelie, amazed and delighted exclaimed, ‘We can do that.’”

Sealskin stencils were an early material tried and dismissed. Later Kinngarmuit found that local carving stone already used in sculpture was an ideal medium for relief printing. The stone cut technique would become the most common method of printmaking in Kinngait. Later on the technique of engraving was introduced and by the 1970s the first lithographic press was set up.

Printmaker Qavavau Manumie was also working on an oil print of a work by Ooloosie Saila.

Despite not being able to hear well, he continues on as he always has, having been printmaking for over 40 years.

When it comes to customers buying Inuit art, “most are southerners” he says. Because of this reality a distributing office called Dorset Fine Arts was established in Toronto in 1978, to serve

as the wholesale marketing division of Kinngait Studios.

Despite that, “everything is owned by local people” said Takpaungai, “we deal in everything local, it’s very well known for its art because it’s been like that for 60-odd years.”

Rankin Inlet councillor in favour of vaccine passports Proposes barring unvaccinated individuals from Hamlet facilities to encourage higher vaccination rates

Rankin Inlet may soon be the first community in Nunavut to adopt a vaccine passport system that restricts unvaccinated people from using hamlet facilities in an effort to resume regular activities and capacities for community events.

The measure was proposed by Coun. Justin Merritt during a hamlet council meeting on Sept. 13.

Merritt said if the GN and the chief public health officer (CPHO) won’t take action, the hamlet should consider taking matters into its own hands.

Merritt said it’s not fair that a small percentage of people who are refusing to get vaccinated are holding back the community from having its programs and facilities run at full capacity.

“I want life to get back to normal in this community,” he said. “I don’t want to be shutdown for a year when we’re 80 per cent double vaccinated.

It doesn’t make sense at this point. It’s the people that are unvaccinated that are the problem.”

Merritt pointed out that every time a single case is detected in a Nunavut hamlet, it results in a complete shutdown not just in the affected community but throughout the region too.

Merritt said that approach can’t be sustained given that cities in Southern Canada are starting

to allow full capacity at sporting events in arenas that hold thousands of people.

“If you can get 20,000 people in the Blue Bomber’s stadium and 20,000 people in the MTS Centre, Rankin can get 200 or 300 people in the arena if they are vaccinated,” he said.

“Our community should be able to function like a city just like Winnipeg.”

Merritt pointed to evidence that unvaccinated people are accounting for a greater percentage of hospitalizations which places an unreasonable burden on the the territory’s health care system.

Merritt said under his proposed plan unvaccinated people would still have access to essential services like grocery stores and the health centre.

However, failure to produce proof of vaccination would mean no entry at hamlet facilities.

“That means you won’t be able to go buy Bingo cards. If you want to play Bingo someone can buy cards for you. You want to go to the arena to watch your kids play hockey? You won’t be able to bring your kids to hockey unless you’re vaccinated.”

Merritt added the hamlet should adopt a policy stating that all its employees should be vaccinated too.

Following a discussion council agreed to arrange a future date to debate the matter more fully.

“I don’t think any other community is doing this. I’m just curious if anyone else has said ‘let’s take the bull by the horns,’” Shouldice said. “This would really rattle the election people too.”

Merritt responded that it would also put pressure on the CPHO to take action.

“That office needs a good rattling,” added Flynn.

Merritt concluded that if the hamlet took the lead by restricting unvaccinated people from using its facilities it would encourage more people to

accept the shot, which would ultimately decrease the overall risk to the public.

Council has yet to set a date to debate the measure further, but Merritt hoped council would be prepared to hold a vote before the winter hockey season starts.

“I’ve had my vaccines and I’m tired of people not being vaccinated,” he said. “I don’t want to go through (more) years of not being able to see my grandson because people can’t get vaccinated.”

When asked for comment the Department of Health replied that Dr. Patterson had not yet received a copy of the proposal and was unable to respond until he had reviewed it.

Still significant work to do on Nunavut corrections, auditor general finds Justice minister outlines progress in the offing

The Government of Nunavut has been lagging in rectifying corrections deficiencies identified in a 2015 assessment, the auditor general of Canada stated in a follow-up report released earlier this month.

The territorial Department of Justice “still had significant work to do” in regards to offering rehabilitation and reintegration services for inmates, the operation of Nunavut’s correctional facilities and hiring additional staff to prevent burnout, the report states.

“We noted progress in some areas, such as increased capacity to house male inmates. However, most of the issues found in this audit were raised in observations and recommendations in our 2015 audit. The department’s work to fully address these outstanding issues is ongoing,” reads a passage from the report, which is signed by Karen Hogan, the auditor general of Canada. “This audit is important because providing programs and supports to inmates in a safe and secure environment helps promote their healing and reintegration into their communities.”

Justice Minister George Hickes responded to the report in the legislative assembly on Sept. 9, expressing confidence that his department will be able to address the auditor general’s recommendations.

“Although we have dealt with some setbacks over the last two years due to the effects of COVID19 and the ransomware attack, we are on track to complete these projects and make significant improvements in the coming year,” Hickes said.

The auditor general found that case management services for prisoners were often non-existent.

These services are meant to focus on needs, health issues, and mental health challenges that inmates may have and to support their release back into their community, the auditor stated. Of the files that the auditor general examined, just six per cent entailed case management plans and only 24 per cent involved needs assessments at Baffin Correctional Centre and Makigiarvik.

However, the GN created a case management committee to standardize its approach to this task as of October 2019.

“Toward the end of our audit, correctional supervisors assumed responsibility for ensuring that case management services were being provided,” the report noted.

Nevertheless, the auditor general recommended that the Department of Justice provide the resources needed to plan and consistently deliver rehabilitation programming to inmates, and provide related training to staff. Hogan also encouraged broader mental health supports for inmates who need them.

The department agreed with the recommendations.

While Justice has tackled overcrowding at the men’s Baffin Correction Centre – primarily by transferring prisoners to other jurisdictions – “the capacity of the Nunavut Women’s Correctional

Centre was inadequate for its needs and lacked space to adequately provide rehabilitation programs,” the follow-up audit determined. That facility has 12 beds.

The Department of Justice replied that “various options are being considered” that would require significant renovations.

The report also identified high vacancy rates among critical staff positions that impact the department’s ability to manage facilities and may compromise the safety of inmates and corrections workers. A comprehensive human resources plan to improve recruitment and retention is recommended.

Again, the Department of Justice agreed.

“There are significant capacity issues through all government departments, which are especially felt within the corrections division,” the department replied, committing to drafting a human resources plan by fall 2022. “The department anticipates that the opening of the state-of-the-art Aaqqigiarvik Correctional Healing Facility (in Iqaluit) will create a much improved working environment and will have a positive impact on recruitment and retention.”

Another recommendation urged improvements in the documentation of cell searches, fire drills and evacuations.

Hickes pointed out that Nunavut’s new Corrections Act has now come into force but it wasn’t in place during the follow-up audit. He added that

Between the 2014-15 and 2018-19 fiscal years, admissions into adult custody at Nunavut’s correctional facilities increased to 1,475 per year from 1,064. In the 2018-19 fiscal year this was the highest adult incarceration rate in Canada.

The Correction Division’s budget for the 2020–21 fiscal year was $37.8 million, which represented about 30 per cent of the Department of Justice’s total budget.

The new Aaqqigiarvik Correctional Healing Facility, which opened in Iqaluit earlier this month, has space for up to 54 mediumsecurity inmates and 38 maximum-security inmates.

pre-deployment training is now being offered to ensure staff have the knowledge and skills needed to properly manage inmates. New staff scheduling software is in the testing phase; a new electronic platform is being introduced to improve documen-

tation of inmate assessments, case management, cell searches, fire drill and contraband incidents; and a new case management system, along with a corresponding training manual, is expected to be ready by March 2022.

A follow-up report to a 2015 assessment on Nunavut corrections by the auditor general of Canada was released earlier this month, and stated not much had changed in the six intervening years.

There are many issues listed, but in the GN’s defence, the report was tabled before the opening of the much-anticipated Aaqqigiarvik Correctional Healing Facility, the operation of which the Department of Justice sees as an answer to many of the deficiencies noted by the auditor general.

Staff burnout is still high, due to high vacancy rates among critical staff positions that impact the department’s ability to manage facilities.

The report recommends a comprehensive human resources plan to improve recruitment and retention, and Justice Minister George Hickes pointed to the improved working environment at the new facility as a positive step toward that end.

Nunavut’s new Corrections Act, which passed June 14, 2019 and places a greater focus on inmates’ rights, rehabilitation and reintegration into society, wasn’t in place during the follow-up audit.

The report was especially critical of

case management, stating “plans for guiding inmates’ rehabilitation had not been completed, and plans had not been developed for their release back to their community and to help them reintegrate.” Case management services were looked into at the four adult secure custody facilities and the auditor general “continued to find weaknesses and gaps in how these services were delivered” at the three men’s facilities. The Nunavut Women’s Correctional Centre, however, was found to have completed case management plans in most cases.

On the other hand, the follow-up audit found the capacity of the Nunavut Women’s Correctional Centre is still inadequate for its needs, with only 12 beds, and stated it “lacked space to adequately provide rehabilitation programs.”

The department responded that “various options are being considered, which would require, at minimum, significant renovations.”

Some of the most crucial improvements must be in addressing the mental health of inmates, with suicide and broader spectrum mental health screenings done and documented properly; a consensus reached between the auditor general and the GN.

There’s a bevy of pre-deployment training being offered to staff, a new electronic platform is being introduced to improve documentation of inmate assessments and a new case management system is expected to be ready

by March 2022.

Overall, it appears most boxes that the original report identified are being ticked off.

The department has also committed to hiring “a dedicated mental health nurse in Iqaluit, and the department will continue to look for more ways to enhance mental health supports currently being offered in line with this recommendation.”

Aaqqigiarvik holds a lot of potential as a new leaf for corrections in the territory.

“We don’t want it to feel like a jail. If you walk around and see it has more of a campus feel in a lot of the areas, that’s the feeling we’re trying to create,” said Mick McLeod, the GN’s acting director of corrections and warden of Baffin Correctional Centre.

Aaqqigiarvik means “a place for help to make progress in life,” and this new environment will hopefully be the start of healing within the system, rather than a revolving door of three hots and a cot.

They even have their own bus and their own bus driver! The cuties are always so excited waiting for the bus by their homes, just like the big kids and adults.

Preschool is able to take in 20 students in the morning and 20 in the afternoons. Classes are from 8 to 11:30 a.m. for the morning session, afternoon session is at 1 to 4 p.m. The preschool classroom is

located at the new Nunavut Arctic College campus up at the new part of town. Part of the program is inviting Elders to teach traditional knowledge and skills, we are very proud of our children for being brave and starting to learn before going to kindergarten. Enjoy school. Be safe.

Chesterfield Inlet’s Victor Sammurtok School may have one of the smaller student bodies in Nunavut. But there is no doubt it has the territory’s biggest and most popular qajaq program.

“We take advantage of being a small school.

There’s certain things we do that other schools might not necessarily be able to do,” said teacher Glen Brocklebank. qajaqing has become a right of passage for Grade 9 students to start off the school year ever since Brocklebank started the program with his wife and fellow teacher Ana Leishman in 2004.

Their inspiration came after the pair purchased a book on how to make a qajaq in 2002. The following year they bought the necessary materials and enlisted the help of Elder Joe Issaluk to make their first ever qajaq from scratch.

It was hung in the back of one of the schools’ classroom, which eventually piqued the curiosity of students.

“When the students came back from professional development week they asked when do we get to build them,” Brocklebank said.

By 2005 the school was starting on the water with nine qajaqs. Today the school has 32 qajaqs, thanks in part to the program being awarded the Arctic Inspiration prize in 2017.

They have also accumulated more than $150,000 worth of safety equipment over the years.

“This is a way where we can get our students who are not as academic to feel like they can excel and do really well at school.”

“I taught canoeing in the south and never have I seen students pick it up faster than with Inuit.

There’s something instinctual about it.”

In total the students spend 10 days qajaqing for the chance to earn up to three high school credits.

The program starts with basic safety skills, followed by a swimming test, after which they are taught how to safely exit a qajaq if it tips over.

Once students have proven they are capable of that, they can graduate to paddling on lakes before they are finally allowed out onto the ocean.

“It’s awesome to watch them paddle out into bigger waves and then turn around surf them back,” said Brocklebank.

Grade 9 student Kevin Niatok said he was a “little bit panicky” when he first got into the qajaq but he soon fell in love with it.

Next thing he knew he was surfing big waves on the ocean.

He even ended up breaking his toe on the first day of the program but that didn’t stop him from getting out on the water.

“I told my mom I wasn’t going to stop because I wanted to keep qajaqing,” he said. “She’s very proud of me.”

GN has issued five COVID-19 tickets and fines; $12,075 in fine revenue collected

The Government of Nunavut has issued a total of five fines and tickets to enforce COVID-19 health protocols, according to the minister of Health.

That has amounted to $12,075 in revenues from fines.

One business was ticketed three times for allowing too many customers in its premises. Another business received a single ticket for breaching social distancing and gatherings regulations.

Neither of the businesses in question was identified.

One individual who violated a mandatory self-isolation order was fined $575.

From March 18, 2020 to June 1, 2021, there were 321 reported COVID-19 health protocol breaches investigated. Iqaluit was the source of 257 of those complaints. There were 30 reported breaches in Arviat and 10 in Baker Lake. All other Nunavut communities were in the single digits.

To date, 108 warnings have been issued — 97 were verbal while 11 were written.

“I personally have gone there on many occasions unannounced and a majority of the people who stay there have had very pleasant experiences and some of them do not,” he said. “In both instances, when I am notified of an unpleasant visit and a pleasant visit, I share them with our patient relations department.”

Gjoa Haven, Kugluktuk to get 15 new homes; Nunavut-wide rent subsidy program announced

The Canada Mortgage and Housing Corporation (CMHC) has identified $4.9 million to build 15 new housing units in Gjoa Haven and Kugluktuk, Nunavut Housing Minister Margaret Nakashuk announced on Monday.

She said CMHC “compromised” its Rapid Housing Initiative program criteria to make allowances for Nunavut’s “unique needs” and will permit the construction timeline to extend over two years to erect stick-built homes.

“Without these accommodations, our unique logistical challenges would have made accessing these funds challenging if not impossible,” said Nakashuk.

CMHC also introduced the jointly-funded $18-million Canada Nunavut Housing Benefit, an initiative under the National Housing Strategy to provide a rent subsidy to make private market housing more accessible. It’s expected to assist more than 670 low-income households.

The Nunavut Housing Corporation will administer these funds with the Department of Family Services.

Tammaativvik Boarding Home ‘not at all friendly or comfortable’: Towtongie

Iqaluit’s Tammaativvik Boarding Home “is not at all friendly or comfortable,” according to what Rankin Inlet North-Chesterfield Inlet MLA Cathy Towtongie is hearing from her constituents.

“The staff at the front desk are not from the North and do not speak Inuktitut. Their approach is often intimidating and my constituents are frightened to ask for help or support,” said Towtongie, who devoted her Sept. 13 MLA’s statement to the issue in the legislative assembly.

She noted that more Kivalliq medical patients have been staying at Tammaativvik over the past year due to COVID-19 travel restrictions that curbed many Manitoba medical trips.

Towtongie said some constituents have asked if they could stay with her in Iqaluit while she’s there tending to territorial government matters.

“It is not possible for me to host them. I wish I could. I encourage the minister of Health and his staff to work closely with the contractors operating the Tammaativvik Boarding Home and

Elisapee Sheutiapik, MLA for Iqaluit-Sinaa and minister of Family Services, announced on Sept. 9 that she will not be seeking another term in office.

“We all know that I went through hardships, murders, suicides, and people dying from illness. Irrespective of that, I was able to pull through. It’s great, but I won’t be seeking re-election,” Sheutiapik told her colleagues in the legislative assembly.

She served one term as MLA and was mayor of Iqaluit from 2003-2010.

Sheutiapik spoke of Nunavut’s mental health challenges and the importance of training. “…I’m an example. I’m not a high school graduate, but look at the training I have received and look what I have done with it, so let’s not forget training,” she said.

She spoke of how Elders in Iglulik, Chesterfield Inlet and Arctic Bay had an impact on her during her term. She also extended gratitude to her fellow MLAs. “Thank you because all of my hurdles that I felt in the last two years have an impact on Family Services. I hope you continue to support this department, as they have many challenges, but I know they have amazing ideas,” she said.

Main asked the minister to commit to ensuring that wages and compensation paid to Nunavut’s health staff is competitive enough to recruit more workers.

Pointing out that there’s a health-care worker shortage across the country, Akeeagok acknowledged that wages have to be “at par or better” to attract those workers to Nunavut.

The minister added that collective bargaining negotiations are underway with the Nunavut Employees Union, and that includes nurses.

Towtongie slams Canada Goose for removing natural fur from products

Canada Goose’s decision to remove natural fur from its products by 2022 has been met by “deep disappointment” from Rankin Inlet North-Chesterfield Inlet MLA Cathy Towtongie.

“In (the company’s) announcement, they claim: ‘This is significant step forward toward building a more humane and sustainable world.’ I cannot disagree with this more. It is messaging like this that harms the Indigenous harvesting industry. Hunting and trapping provides our community with the materials to keep us warm, and provides us with healthy and nutritious foods that are not always accessible in our stores, all of you hunters out there,” Towtongie said in the legislative assembly on Sept.

14. “When a large corporation has a large platform and their marketing takes advantage of Inuit and the North, I believe they have a responsibility to promote and help protect the Indigenous ways of life. I believe they have the responsibility to teach their consumers the importance of harvesting for Inuit and why we will continue to use furs.”

Up until this announcement, Canada Goose and Inuit worked well together, collaborating on a number of projects and the company gave away materials in Nunavut communities, according to Towtongie.

But now, she and other Inuit are upset to see a “large Canadian company turn its back on us.”

“We know how this will impact our local economy. Until recently, Canada Goose supported the sustainable and culturally appropriate use of fur. I ask that Canada Goose consider how their announcement (affects Nunavut) and I especially believe our minister of Environment should say that messaging will affect the Indigenous harvesting industry,” Towtongie said to a round of applause from her colleagues in the House.

Lack of housing for health staff ‘very troubling,’: Main

The Government of Nunavut has ‘very limited’ staff housing and Human Resources Minister David Akeeagok acknowledged on Sept. 10 that government departments are being asked to prioritize the positions that they advertise as having staff housing a benefit.

John Main, MLA for Arviat North-Whale Cove, described the situation as “very troubling” because it’s impacting the ability to recruit health professionals. He noted that 14 of 37 health positions were vacant in Arviat as of June 1 and eight of 16 jobs in Whale Cove were unfilled.

“It’s my understanding that there is a prioritization schedule in which health professionals are supposed to be at the very top,” Main said. “These are among the most important positions in our communities, Mr. Speaker. These are people who we rely on to save lives in some cases. To hear that there is no staff housing available for somebody who could be a lifesaver makes the difference in terms of one of our constituents, one of our Nunavut residents, it’s very troubling to hear that our government is struggling to provide these very important professionals with staff housing.”

Akeeagok acknowledged that health staff are at the top of the priority list, but the demand for staff housing has boomed.

QIA opens applications for Hunters Support program

Qikiqtani The Qikiqtani Inuit Association (QIA) is now accepting applications for its Hunters Support program, which is intended to increase access to country food among Qikiqtani Inuit.

The program is providing five $2,000 grants to each of the Qikiqtani region’s 13 communities, with the caveat being harvesters must share their catch with community members at no cost to be eligible and to fulfill the requirements of the grant.

To apply for the Hunters Support program, people are asked to visit the QIA website, for assistance with the application people are to contact their local Community Liaison Officer.

Funding for this was made available through the Government of Canada’s Indigenous Community Support Fund as part of ongoing COVID-19 relief.

Premier makes changes to senior management

Nunavut Premier Joe Savikataaq announced changes to the Government of Nunavut’s senior management team on Sept. 10.

Effective Sept. 17, Rebecca Hainnu will become the deputy minister of education. For the past year she has been the associate deputy minister of education, in preparation for the role. She is also a long-time educator having served as a teacher, principal and vice-principal for Clyde River’s Quluaq School.

Since last month, Rick Hunt has been the new president of the Qulliq Energy Corporation (QEC), Hunt has been with QEC for 17 years in various roles, among them CEO and vice-president.

“I am excited for Ms. Hainnu and Mr. Hunt to take on their new roles, and look forward to the positive contributions they will bring to their organizations,” said Savikataaq.

“They are both proven leaders and their experiences and abilities will be great assets to our government.

Kathy Okpik, the previous deputy minister of education, will be retiring effective Nov. 1.

their regularly scheduled shifts after they were suspended due to concerns over COVID-19.

Agnico Eagle suspended its crew change after the detection of a positive case on Sept. 3, following the recommendation of the chief public health officer (CPHO).

In a statement issued on Sept. 10, the mining company said the CPHO has authorized the Rankin Inlet crew to return to work at both Meadowbank and Meliadine.

“The crew change for residents of all other communities will also proceed as planned,” reads the statement.

The crew change that was cancelled on Sept. 3 will not be added back into the schedule. The affected employees will remain at home until their next scheduled rotations. These will be Oct. 1 for those at the Meliadine mine and Oct. 2 for those at the Meadowbank Complex, both with the appropriate compensation package.

Nunastar contributes to Inuksuk’s music program

Iqaluit The Inuksuk High School Music Program recently received a $10,000 donation from the Nunastar Properties Fund for Northern Children at Edmonton Community Foundation.

Dr. Mary Piercey-Lewis, who runs the music program for the school, gave a big “Qujannamiik-thank you” to Doug Cox, CEO of Touchstone, of which Nunastar is a subsidary of.

“Music education is NOT a privilege; it is essential to being human,” wrote Piercey-Lewis.

Nunavut Water Board issues 2020 annual report review for City

Iqaluit The Nunavut Water Board (NWB) released its annual report review for 2020 for the City of Iqaluit on Sept. 13.

The NWB and Crown-Indigenous Relations and Northern Affairs Canada (CIRNA) gave a number of recommendations/ concerns for the City.

Highlights for CIRNA include the recommendation of numerous annual reports regarding inspections, disposal and the inclusion of diagrams/maps of monitoring stations and locations relative to the overall layout of the facilities. CIRNA also recommended engagement with NWB, Tower Arctic LTD and the Government of Nunavut to co-ordinate water withdrawals within the City to coincide with the natural flow of the Niaqunguk River.

NWB also said that their inspection of the Lake Geraldine Dam was affected by the winter weather, noting it “may have

Future inspections are recommended to take place during the summer time.

NWB also noted the City installed a series of instruments at the dam to monitor thermal and hydro-geologic environments within the back-fill and foundations in 2020, however no formal record of any monitoring or recording of data seems to have taken place.

“The NWB recommends the City conduct proper monitoring of the dam,” the report reads.

Facebook scam alert

Arviat RCMP are warning residents in Arviat to be wary of a Facebook scam targeting people looking to buy ATVs, Ski-Doos and other vehicles.

According to a statement posted online by the Hamlet of Arviat, the scammers are posting ads on Facebook promising people easy access to credit for the purchase of vehicles.

“They claim to work with dealers and then ask you for a down payment in the form of e-transfers and money orders. Then when they have your money, you are no longer able to contact them and the money is gone forever.”

RCMP are advising people to make sure they only deal with real companies that can provide links to websites, manager and sales rep information or references from people who have already sold vehicles to Arviatmiut.

Anyone who has been a victim of such a scam should contact RCMP at 857-0123.

Kivalliq/Qikiqtani communities take part in suicide awareness walks

Nunavut On Sept. 10 the Embrace Life Council, a not-for-profit suicide prevent organization in Nunavut, organized the Embrace Life Day Walk in various communities in Qikiqtani and Kivalliq.

In Iqaluit, Rankin Inlet, Whale Cove and Chesterfield Inlet Nunavummiut gathered to take a stand against suicide and to ensure people, they are not alone.

The Embrace Life Council also released a new resource on this day, titled Helpful information for families after suicide, to help guide families who have survived the passing of another person through suicide, which contains a list of books, websites and support groups to help families with grief.

Qikiqtani The Qikiqtani Inuit Association (QIA) announced on Sept. 10 its board of directors voted unanimously to appoint Olayuk Akesuk as its new president following the resignation of the previous president PJ Akeeagok, who announced he is running for MLA for Quttiktuq the upcoming territorial election.

“I want to thank the board of directors for trusting me with this critical position,” said Akesuk. “Under my presidency QIA will continue the good work of my predecessor and ensure Qikiqtani Inuit have a bright future.”

Akesuk will continue to act in his capacity as vice-president, he was elected to a four-year term in the position in Dec. 2020.

Art therapy one possible solution to rash of vandalism

Years of planning came to fruition with the opening of the Red Fish Arts Studio in Cambridge Bay on Sept. 7.

The building was once a fish plant, which inspired the studio’s name. It required close to $700,000 in renovations using federal, territorial and municipal funding to transform the space, according to Marla Limousin, Cambridge Bay’s chief administrative officer. There’s also been financial support through the Arctic Inspiration Prize and the Kitikmeot Inuit Association.

Mixed media classes for Elders and youth — the latter offered after school — are already underway. Those programs are complimentary.

Others will come at a cost.

“We want the arts studio to be self-sustainable at some point. We realize that it won’t be for a little bit until we work things out,” Limousin said.

Last weekend a slipper-top beading workshop was scheduled at Red Fish, which can accommodate up to 20 people.

One half of the Heritage Park building is devoted to the arts, such as painting, sewing, candle-making and macramé, while the other half is used for welding and carpentry projects. The “dream” is that industrial welding skills could lead to pre-trades opportunities in conjunction with a college or possibly apprenticeships for aspiring local tradespersons, said Limousin.

An arts studio manager has been hired and a red-seal welder is in place to teach those particular skills. Volunteers with a passion for the arts are invited to teach other forms of arts and crafts, although compensation for those instruc-

tors will only be possible when participants pay fees, Limousin noted.

“So it’s like actively soliciting all the skills that lie inside of this community,” she said. “It’s working out really nicely. I’m excited.”

Countering vandalism The arts studio is the latest addition to a community that has suffered from a plague of property damage over the past several months. The Elders Palace was ransacked in late July, leaving the building in a shambles. Many staff hours were consequently spent cleaning the floors and counters, repairing cupboards, replacing shattered dishes, and discarding couches and carpets that were ruined. Limousin credited the employees for doing an “amazing job.”

A community meeting was held in August to address the issue. Boredom among youths and

their need to be away from their homes for a multitude of reasons were fingered as a couple of the causes of the vandalism.

Among the solutions presented was art therapy through Red Fish Arts Studio and a certified art therapist, said Limousin.

“When you start getting involved in art … it gives them self-confidence. It gives them something to do, if nothing else,” she said.

Although other strategies were discussed at the public meeting, Limousin was reluctant to discuss them because the Mayor’s Youth Advisory Council is planning to engage their peers at a forum in the next few weeks to get their input on possible approaches.

“Then we can put (the strategies) side by side, without influencing youth about what their parents or adults have said (beforehand),” Limousin explained.

Browne remembered by many at memorial

On Friday, Sept. 10, friends, family and colleagues gathered at the Nunavut Court of Justice to remember the late judge Beverley Browne, who passed on March 24 this year.

The memorial was delayed to September due to COVID-19 concerns in Nunavut earlier this year.

The Nunavut law library was also dedicated to Browne, it reads in English, Inuktitut and French: ”Judge Bev Browne Memorial Library “Nunavut’s law library is dedicated to the memory of Judge Beverley Browne, Nunavut’s first resident and Senior Judge of the Nunavut Court of Justice.”

Senator Dennis Patterson noted how ahead of her time she was in terms of pursuing a culturally sensitive justice system when Nunavut was first created.

Justice minister George Hickes said he may not have known her well, but her legacy is clear to all at the Nunavut Court of Justice.

Speaking on behalf of the Akitsirak Law School program, which Browne helped establish, legal counsel Sandra Omik spoke about how Browne encouraged her to take on law school and remembered her well.

Justice Bonnie Tulloch also noted that it was one of Browne’s passions to ensure the success of the law program’s students.

“Judge Browne’s accomplishments go on, and on and on,” she said.

Establishing Nunavut’s court system, being the organist for the Anglican Church, creating a program to assist abused spouses and helping start the thrift store are just a few among Browne’s many achievements while in Nunavut.

Makigiaqta to invest $12.4 million in Inuktut education Nunavut government and Arctic College in partnership with Makigiaqta

Nunavut Tunngavik Incorporated’s Makigiaqta Inuit Training Corporation has approved a $12.4 million partnership with the Government of Nunavut (GN) and Nunavut Arctic College to increase Inuktut within Nunavut schools through teacher training.

“NTI is a strong supporter of Inuktut education, revitalization, and culture. Educating our children in our first language is a necessary step to increasing the achievement rates of Nunavut Inuit in schools, said Aluki Kotierk, Makigiaqta chair and NTI president.

This is being touted as the next step in making Nunavut’s education system bilingual, said Nunavut’s education minister David Joanasie.

“This is a milestone that is a direct result of the various levels of representation taking action on their commitment to strengthen learning in Inuktut. This is a success for all of Nunavut,” he said.

In September 2019, NTI, the GN and the Government of Canada outlined a commitment to collaborate on an agreement which will revitalize Inuktut in Nunavut.

With that announcement, the Government of Canada has $42 million committed to support the work outlined in 2019.

Hope Bay worker dies in accident Investigation to be conducted to determine exact cause of fatal incident

An employee of a contractor was involved in a fatal accident near the Hope Bay mine on Sept. 14, Agnico Eagle Mines Ltd. announced on Wednesday morning.

The incident occurred around 3 p.m., approximately 13 km from the Doris North gold mine facilities, when a helicopter rolled on landing, killing a male employee. The emergency response team and medic from Hope Bay responded immediately, according to Agnico Eagle, the RCMP stated.

Cambridge Bay RCMP and the Workers’ Safety and Compensation Commission have

been notified. An investigation involving the Transportation Safety Board will be conducted to determine the exact cause of the accident.

Operations at Hope Bay have been suspended for approximately 24 hours. Agnico Eagle stated that it will work with the contractor to ensure all the necessary support and assistance will be provided to the deceased individual’s family during this difficult time. The company is also planning to provide support and counselling to assist its employees and contractors at the camp.

“On behalf of Agnico Eagle, we would like to extend our deepest sympathy to the individual’s family, friends and colleagues,” said Ammar Al-Joundi, president of Agnico Eagle.

Four players from Rankin and one from Coral Harbour will be joining Norman AAA Northstars for the 2021-2022 season

Five Kivalliq cousins are heading south to play for the same Manitoba-based AAA hockey team this season.

Justin Issakiark, Kadin Eetuk, Prime Paniyuk, Kobe Tanuyak, and Koby Connelly all made the Norman AAA Northstars after going down to try out for the team at the end of August.

Kivalliq Canucks goaltender Connor Faulkner, who joined them for support during the tryout, said they have made their home communities proud.

“They all went 110 per cent this weekend and gave it everything they had to crack the squad,” Faulkner wrote in a Facebook post.

All the players hail from Rankin Inlet, with the exception of Prime Paniyuk, who is from

Coral Harbour. Sandy Tattuinee also attended the tryouts but broke his ankle while playing.

Two of the players – Eetuk and Paniyuk – are 15 years old and heading into Grade 10, while Connelly, Issakiark and Tanuyak are all 17 and going into their final year of high school.

Although they are going to be playing competitive hockey, school will be an important focus for them.

“I think being the youngest one will give me the greatest opportunity to fulfill my long-term goals with hockey and school,” said Eetuk.

All five boys have at least some experience playing outside Nunavut with the Junior Kivalliq Canucks while Connelly and Issakiark have both played for teams down south – Connelly with a season in Wilcox, Sask. and another Manitoba and Issakiark in Pilot Mound, Man. Both players had their seasons cut short last year due to Covid-19.

“It was boring. I wanted to stay down there and play hockey,” said Issakiark.

Connelly said his first year playing outside Rankin was tough because he was the only player from Nunavut on his team. He ended up going home before the end of the season because he was homesick – a decision he regrets in hindsight.

“It was the last two months of school so I should have pushed through,” he said.

The potential for homesickness is something that is weighing on the younger players’ minds.

Fortunately the Kivalliq cousins will also be staying with local families who live within a few blocks of each other. The fact that the younger players have older family members to look up to will make the transition that much easier.

“I think it would be harder without them,” said Eetuk. “It’s just better to be with friends and family.”

As the oldest of the group, Connelly said he is

looking forward to the opportunity to be there for his cousins on their journey.

“I’m used to trying to help people so I think I can be there for them if they need help,” he said.

All five boys are hoping to continue their hockey careers, either in Junior or by taking the college route.

They credited David Clark, who runs Rankin Inlet’s minor hockey program, with instilling them with the work ethic required to achieve their goals.

“David coached us since we were atoms. He’s helped us a bit and it’s made a big difference,’ said Tanuyak.

While the Northstars’ coach hasn’t set the roster in stone yet, the boys agree that the potential to have an all-cousin line would be pretty special.

“It’s going to a be a great time with these four boys,” Issakiark said.

Joanne Weedmark looks to score for her community

Kinngait’s acting director of recreation in the running for $10,000 prize through The Next Stride

If all goes well over the next few weeks, Joanne Weedmark just might bring some big money to Kinngait.

Weedmark, the community’s acting director of recreation, is one of nine finalists from around Canada that are in the running to be named the winner of The Next Stride. It’s a competition being run by the Canadian Adult Recreational Hockey Association (CARHA) and whoever wins the competition will earn a $10,000 donation for their community.

All Weedmark needs is your vote.

The competition is being run under CARHA’s #HockeyVacciNation campaign, which is designed to promote people doing good things in their communities, no matter if it’s related to hockey or not. Nominations were accepted from June through August with three people or groups chosen in each month, known as the Three Stars. Each selected nominee won $500 for their community and moved on to the finals.

Weedmark was nominated by Elizabeth Katcheea, the now-former manager of Kinngait’s arena and youth centre.

In her nomination, Katcheea said Weedmark has shown incredible leadership and commitment to bettering her community through her new position.

“She is doing an amazing job running the recreation department, going above and beyond trying do more for her community and I am extremely proud of her,” she said.

As for the nomination itself, Weedmark said she was stunned when she was notified.

“I couldn’t believe it, I was so happy,” she said.”I never looked into it too much before that but then the community received the donation.”

Weedmark said she put her prize toward buying healthy food and snacks for youth that visit the community’s youth centre.

“We made some homemade beef stew for the kids and they loved it,” she said. “The money was gone in less than a week.”

One of the big reasons Weedmark was nominated was due to her work on the community’s radio station during the four-week lockdown back in April and May. Weedmark said she was looking for a way

to try and keep the community connected and upbeat while almost everything was shut down.

“I looked around to see what I could do,” she said. “I heard that Arviat had done radio games and I read some things on Facebook about it and the people there had a lot of fun. I thought I could do the same thing here so I got the ideas from what Arviat did and the community really encouraged me to do it.”

The radio station was on for 11 hours per day during the shutdown with seven hours dedicated to the games, she added, while the weekends were set aside for clergy in the community to speak to residents in both English and Inuktitut.

“We have three churches here and they were closed also,” she said. “I asked if they wanted to read verses on the air because a lot of people here couldn’t go to church. It was very popular and people just needed to hear some positive words.”

The radio games paid out prizes for youth in the community as 11 bicycles were given out over the course of the four weeks.

Sport 4 Life helped out with funding to get the bikes and Weedmark said they were very well-received.

“A lot of youth here don’t have bikes and those who do use bikes as transportation to get around town,” she said.

If Weedmark is chosen as the winner, she would like to see the $10,000 go toward purchasing much-needed hockey equipment for youth in the community as well as buying more healthy food items to ensure people eat as well as they can.

“A lot of kids here don’t have the equipment to play hockey and a lot of them don’t get to play hockey at all,” she said. “They have no chance to play so I want to get more equipment so the kids can play. I also would like to get some more food, especially for baking. we have baking nights once a week but we don’t always have the supplies on hand. Food security is such a big issue here, especially in the last few months, and we don’t have a food bank in the community.”
