The application process is open for an Inuit-specific women’s and children’s shelter in Nunavut.

It’s one of five shelters that will be built in the four regions of Inuit Nunangat and Ottawa.

“Pauktuutit has long been calling on the federal government to urgently provide shelters for Inuit women,” said Rebecca Kudloo, president of Pauktuutit Inuit Women of Canada. “We are very pleased to finally reach this phase and hope to see these critical safe spaces for Inuit women and children open and available as soon as possible.

I look forward to the next phase of proposals for transitional housing to break the cycle of violence

while assuring training for Inuit clients.”

Pauktuutit’s website has the application forms, a guide and other supporting resources.

The federal government’s fall economic statement included $20 million toward the shelters, following 36 years of Pauktuutit lobbying for the facilities.

Canada Mortgage and Housing Corporation (CMHC) will provide forgivable loans for up to 100 per cent of total eligible costs to erect new shelters. CMHC seed funding is available through non-repayable contributions to help with costs such as business plans, preliminary designs, development permits and more.

Indigenous Services Canada will provide funding to support operational costs on an ongoing basis, according to Pauktuutit.

Literacy council will be receiving up to $1,649,066 through the Youth Employment and Skills Strategy

Ilitaqsiniq - Nunavut Literacy Council will be receiving up to $1,649,066 to help approximately 72 youth across the three territories to develop the skills they need to get, and keep good jobs.

On Aug. 10, Daniel Vandal, federal minister of northern affairs, on behalf of Carla Qualtrough, minister of employment, workforce development and disability inclusion met with Ilitaqsiniq to discuss the project being funded through the Youth Employment and Skills Strategy (YESS).

This is a part of a larger national effort YESS is undertaking to give youth 37,000 new job place-

ments across Canada over the next two years.

“Ilitaqsiniq addresses the economic, social and systemic issues Inuit face in our territory by providing innovative and culturally meaningful programming,” said Adriana Kusugak, executive director of Ilitaqsiniq.

“With the funding provided by Employment and Social Development Canada under the YESS, Ilitaqsiniq will work with youth to build on the strength and resilience of our young people to overcome the adversity and barriers they often face when it comes to employment opportunities.”

In a release by Employment and Social Development Canada, the participation rate in the labor market for Indigenous youth between the ages of 15 and 29 reached a low-point in May 2021 at 21.6 per cent, compared to 48.6

in September 2020.

In comparison to non-Indigenous youth the number fluctuated from 76.9 in September 2020 to 75.1 in May 2021.

The visiting minister hopes this will address this gap with the help of the Literacy Council.

“I was happy to meet with Ilitaqsiniq - Nunavut Literacy Council, tour their workshop and learn about this innovative project and other programs they offer to support youth,” said Vandal.

“I look forward to seeing the development of this project, and the tremendous impact it will have on young people in Nunavut and across the North.”

Kusugak said they will work with their territorial counterparts the NWT Literacy Council and the Yukon Literacy Coalition to “engage with youth across the three Northern territories.”

According to the Conference Board of Canada, economic growth in the territories is expected to outpace the rest of Canada in the shortterm. However they also add disengagement in learning and employment with Indigenous youth is significant.

“Creating more opportunities for young people to gain the valuable skills and experience they need is more important now more than ever,” said Qualtrough in a statement.

“We know young Canadians today are facing unprecedented challenges, with disruptions in their job placements, studies and internships.

Partners like you are creating life-changing opportunities by helping Indigenous youth who may be facing barriers entering the labor market get the skills and professional training they need to build their future careers.”

Lori Idlout named NDP candidate for Nunavut Voting took place over the course of Aug. 10

Lori Idlout has been chosen as the NDP’s Nunavut candidate in the next federal election after incumbent NDP MP Mumilaaq Qaqqaq announced she won’t run again earlier this year.

On Aug. 9 the Nunavut NDP held a virtual meeting to question and hear out the two nominees – Idlout and Clyde River-born Aliqa Illauq – vying to be the party’s next candidate for the territorial riding in the next federal election.

Voting among party membership took place over the course of the following day, with Idlout announcing her victory later that evening.

“Congratulations to Lori Idlout who is the new Nunavut NDP candidate,” wrote Illauq

on social media.

Senior party leadership also give their best wishes to Idlout.

“I offer my warmest congratulations to Lori Idlout the new NDP candidate for Nunavut.

She will be a great presence in the House of Commons and I will help the campaign in any way,” wrote long-time NDP MP for Timmins-James Bay Charlie Angus.

Idlout has represented the Nuluujaat Land Guardians as their lawyer when Baffinland filed an injunction against their protests held at the Mary River mine site.

She was also elected to the Iqaluit District Education Authority board twice, having gotten more votes than the mayor at the time in her second run for that office.

“That level of success is encouraging. Voters

are real people with ambitions and goals that they want us to pursue with them,” Idlout said at the nominee meeting.

During the nominee meeting, Qaqqaq spoke about her time in office and her success in the 2019 federal election.

“In that we saw a reality be brought into the federal institution that we haven’t seen before,” she said, having won a seat that has swung Liberal and Conservative since the 1980s when the riding was Nunatsiaq under the NWT. Things Qaqqaq is proud of fighting for over her term, which does not end until the next federal election is called, include talking about “how Nutrition North doesn’t work and how systems like those don’t work in the North, to be able to talk about the suicide epidemic

that Inuit in the North, in Nunavut have been facing for a very long time,” she said, also mentioning her work with the Nuluujaat Land Guardians and organizing a march for truth and justice for residential school victims.

With rumblings of a federal election coming from down south the NDP is the first party in Nunavut to have a candidate in place, though the Liberal Party in an email to Nunavut News said they will have one in place soon.

“We haven’t yet nominated a candidate,” said David Johnson, Liberal Party of Canada director of operations for prairies and North, “but we will have a candidate in place very shortly.”

Request for comment to the Nunavut Conservatives was made but they could not be reached as of press time.

$517.8 million announced for ‘shovelready’ projects in Inuit Nunangat Federal minister of Northern Affairs says amount will be allocated over four years from 2021 to 2025

On Aug. 12 Minister of Northern Affairs Daniel Vandal dropped down in Iqaluit and announced $517.8 million that will be available for shovel-ready infrastructure projects across Inuit Nunangat.

This funding comes from Budget 2021 under the Indigenous Community Infrastructure Fund (ICIF).

Attending in person was President of Nunavut Tunngavik Incorporated (NTI) Aluki Kotierk as well as a number of Inuit leaders from across Inuit Nunangat who were observing virtually.

Amounts have not yet been earmarked for particular organizations or areas, and the $517.8 million Inuit-specific funding will be split among the four regions of Inuit Nunangat, the Inuvialuit Settlement Region, Nunavut, Nunavik and Nunatsiavut.

“This distinctions-based funding will work towards addressing the immediate needs of Inuit as prioritized by Inuit,” said Vandal.

The $517.8 million will be allocated over four years from 2021 to 2025, this will include Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) operating resources and internal services costs.

Some infrastructure investments will be seen sooner rather than later.

“We know that some investments like housing can be delivered in the relatively short-term. Other projects will take time and we need to take the time to do it right,” said Vandal.

Trevor Wright/NNSL photo The next step will be for Inuit Tapiriit Kanatami (ITK) board members to meet and determine how this money will be spent and allocated in the four Inuit regions.

So far 24 critical regional infrastructure projects have been identified across Inuit Nunangat, many

of which according to the minister have already completed planning and feasibility studies.

“It’s the most significant amount of money any government in recent memory has invested in Indigenous infrastructure,” he said.

Kotierk says this is the first step in moving

forward, but hopes this will be followed up with subsequent, continuous investment in Inuit.

“I think Duane Smith (Chair/CEO of Inuvialuit Regional Corporation) said it properly when he said that each region could probably use that amount. I think from our perspective that this is a good start, to start addressing the infrastructure gap we have across Inuit Nunangat, but we will certainly have to do more work to ensure that we continue to advocate,” she said.

ITK president Natan Obed also praised this announcement as a start.

“Until today, Inuit have been excluded from the development of these shared social assets, and the prosperity, health, and security they bring.

This short term initial investment will help Inuit begin to respond to the unique infrastructure needs of the 51 communities spanning four regions,” said Obed.

Obed adds they will work with the Inuit regions with the feds to help co-develop “long-term, distinctions-based infrastructure plans as the basis for long-term, transformative investments.”

Kotierk adds that Inuit across Nunavut still continue to be impacted by the existing gap it has with the south.

“The lack of infrastructure in our communities negatively impacts Nunavut Inuit everyday. A fund dedicated to focus on Inuit infrastructure priorities will result in much needed transformational change to Inuit lives,” said Kotierk.

Nationally, the ICIF under the Government of Canada plans to invest $4.3 billion over the next four years in First Nations, Inuit and Métis communities.

Bonuses paid to agency nurses ‘upsetting’ to long-term staff: NEU president Financial incentives have helped recruit 27 temporary nurses and prevented temporary closure of some health centres: Dept. of Health

Lucrative bonuses offered to lure agency nurses to Nunavut during a health staffing crisis has some questioning the fairness to long-term employees.

Neither the Department of Health nor Bayshore Health Agency, who was contracted to recruit nurses, would reveal the amount of the bonuses, although a social media post shared by Nunavummiut health staff indicates that a $20,000 perk would be paid to temporary nurses upon the completion of “an assignment” in Nunavut between July 21 and Aug. 31.

Bill Fennell, president of the Nunavut Employees Union (NEU), said the NEU is “not happy” about the situation and it’s understandable why the issue is “upsetting our (union) member nurses.”

A Department of Health spokesperson confirmed that bonuses were being offered in association with a minimum six-week contract during the summer months.

“This was a recruitment strategy initiated

by Bayshore and not at the request of the GN. Bayshore took this step to show their commitment to the GN and Nunavummiut. This bonus is funded through Bayshore Healthcare Agency and not the GN,” reads a statement from the Department of Health. “The agency covers the cost of their recruitment bonuses.”

Asked whether there was any concern over long-

term nurses quitting to sign up with the agency to collect the bonus, the department responded: “There is always a risk of indeterminate nurses transitioning to relief status; however, the bonus offered by Bayshore was a temporary and selective offer to meet the GN’s immediate vacancy needs.”

As of July 31, there were 166 indeterminate nurses filling Nunavut’s 340 nursing positions compared to 115 casual nurses. Since July 21, 27 nurses have been recruited by the Bayshore agency.

The department spokesperson, declining to have statements attributed by name, added that the financial incentives were successful, as enough temporary nurses were hired to prevent several Nunavut health centres from closing temporarily due to staff shortages.

The statement from the department also mentioned that options are being explored to update existing compensation packages for indeterminate nurses and negotiations with the NEU are ongoing.

In addition, Health is preparing to launch a multi-year strategy titled Roadmap to Strengthen the Nunavut Nursing Workforce, which would offer methods to attract more nurses beyond “just financial incentives.”

She acknowledged “greater competition between provinces and territories vying for a decreasing nursing workforce across Canada” since the COVID-19 pandemic emerged. She also noted that some healthcare institutions have begun to offer recruitment bonuses, “making recruitment to Northern nursing positions more difficult.”

The nurses association is working with the Government of Nunavut to streamline and prioritize, where possible, the registration process for nurses, Bowen added.

Sources of spills remains a point of contention

A significant portion of the Sanikiluaq dump is covered in oil, but the source of the contaminants is in dispute.

A resident who requested anonymity entered the landfill while walking his dog one day in July. He said he noticed several 500-gallon metal tanks leaking oil.

“I see these tanks with the valves open, pipes broke off and oil all over the ground. Every time it rains, where oil is lighter than water, the oil floats up and goes out the holes,” he said.

The individual said he’s sure that the tanks came from the Qammaq Housing Association in 2018-19 and they could have been leaking for years.

He estimates that the visibly polluted surface area is 400 square feet.

Keevin Smith, Qammaq Housing’s maintenance manager, said he went to the dump to investigate and, although there is “some staining” on the ground around several of the tanks, his assessment is that the majority of the spillage in that area is not related to any liquids that may have come from the tanks or related fittings that Qammaq had a contractor discard in 2019.

“While there is no way for me to prove or disprove this theory, I have come to the conclusion that the current staining on the ground, around the tanks has very little, if anything, to do with any of the discarded residential tanks in the area, regardless of size or shape,” Smith stated.

He said those tanks would have been disposed of in accordance with hamlet bylaw instructions. The contractor would have followed hazardous materials guidelines and the housing foreman at the time would have provided supervision, according to Smith, who said he has a two-year college diploma in wildlife and forestry conservation as well as several certificates in incident investigation and investigative techniques, in addition to related experience.

“From the standpoint of Qammaq Housing, there is very little if anything we can do to rectify the situation,” Smith stated. “However, I have been in consultation with the hamlet and others, and have personally volunteered my time, expertise and any other assistance requested to assist in drawing up a formal plan on how best to work towards containment and clean-up of the entire area.”

The resident who expressed concern said the best solution would be to use a vacuum pump to suck the remaining oil out of the tanks and put it in 45-gallon plastic drums.

He also recommended that hydrocarbon-degrading bacteria be put in the soil to consume the oil.

“I’ve got grandchildren here. I don’t want their land and our land polluted,” he said, noting that the sewage lagoon is nearby and lagoons sometimes leach and the contaminants could get into the ocean. “It’s horrible up there (at the dump). There’s tanks up there leaking all over the place. This is a travesty, this dump site.”

He said he reported the spill to the Nunavut Spill Line by email and also directed the message to a few officials.

A spokesperson for the Department of Environment stated on Aug. 11 that no official spill report had been received in relation to this particular incident as of Aug. 9.

“The Department of Environment has not been assigned as the lead agency for this incident. As a result of your inquiry, officers are communicating with Environment staff in Sanikiluaq, who found no active leaks,” reads a statement from the department. “There is no active investigation. The department does not consider this an active spill site, but rather a stable, historical contamination site that the department continues to monitor.”

Hudson Bay MLA Allan Rumbolt said there is a problem with oil at the Sanikiluaq dump, but he’s not certain of all the sources. “(The housing association) took the old tanks up to the waste site and left them there. I have no idea of how much fuel was left in them at the time of moving, but I would assume that they were fairly drained before they took them up there,” he said.

There is, however, evidence of leakage from old waste oil barrels at the landfill, Rumbolt said.

“It is concerning. I brought it up in the (legislative) assembly a few years ago, asking the government what plans they had for remediating the area. I think their response at the time was that the municipalities are responsible for anything that ends up in the landfill area, and I’m not sure what the municipality’s plans are for cleaning up the area,” he said, adding that he endorses the idea of transferring the remaining oil into plastic barrels.

Ron Ladd, Sanikiluaq’s senior administrative officer, did not respond to emailed questions from Nunavut News prior to press deadline.

It’s been a long road coping with COVID-19, which has impacted nearly every aspect of life across the globe.

On Aug. 3, the Government of Nunavut released its updated version of Nunavut’s Path: Living with COVID-19.

Outlining where we are now and recounting the steps Nunavummiut have taken to get there, the document states: “Today, we know a lot more about COVID-19 than we did in March 2020.

While the road ahead still holds a level of uncertainty, the lessons learned, increased capacity in testing and response, and the availability of safe and effective vaccines have greatly reduced the risks the virus poses to Nunavummiut.”

Vaccination campaigns in the territory have brought great success so far, with 68 per cent of Nunavummiut over the age of 12 and non-residents — including rotational workers — having received both doses of vaccine and a further 11 per cent have had their first shot.

Some communities are lagging behind in uptake. Coral Harbour, Whale Cove, Gjoa Haven and Kugaaruk are below the 50 per cent double-vaccinated threshold for reduced restrictions community-wide.

Some of this can be attributed to a less robust uptake in the 12-to-17-year-old age group, where there may have only

been one community clinic held at this time. As of Aug. 10, however, there isn’t a single community on the Department of Health’s vaccine information table that has fewer than 50 per cent of eligible persons with at least one shot.

“These factors position us well to work toward living with COVID-19,” states the document. “The virus is now a vaccine preventable disease that no longer requires immediate community shutdowns, drastic public health measures or a complete change to our way of life.

Ultimately, the goal is to reach the end of Nunavut’s public health emergency.”

The public health emergency has been renewed 37 times – that’s 74 weeks of living under threat of lockdown, restrictions on gatherings and just about every facet of community-centred life being disrupted.

Nunavummiut are amazing at taking care of one another and found plenty of ways to work around restrictions to make sure their neighbours had enough to eat and that vulnerable populations could still take part in community events. They moved many beloved celebrations online and made the best of the situation at hand.

“As Nunavut works to a time when COVID-19 public health emergencies will no longer be necessary, it will be

the actions of all Nunavummiut that determine our success,” said Nunavut Premier Joe Savikataaq.

This likely won’t occur until after children under 12 can receive vaccines, as herd immunity cannot be achieved before all age groups have some degree of protection.

Coronavirus importation risk is still the greatest challenge Nunavut faces going forward. On Aug. 11 a COVID-19 case was reported at Baffinland’s Mary River mine, where the employee in question tested negative before entering the territory, and tested positive four days later once at the mine site.

At least one contact was a Nunavummiuq employee – one of the concerns that kept the mines closed to workers who live in Nunavut until very recently.

Living with COVID as a vaccine-preventable disease is the reasonable end to what has been a stressful 16 months, taking precautions to keep our communities safe and sacrificing a lot of the connection that keeps us grounded and happy.

The only thing we must caution is to not rest on the laurels of surviving this latest challenge, but to make sure that we take the lessons learned in flexibility and caring for our most vulnerable and apply them to other problems facing the territory and the country as a whole.

Expanding men’s healing program a win for Kivalliq ‘Weakness is not considered to be masculine,’ health program co-chair says of challenges men face

This week, Baker Lake’s Alan Qiyuaryuk will be in Clyde River learning how to become a counsellor to men like him.

The fact that just a few years ago he was an alcoholic who was worried about losing everything speaks to the power of healing.

It also offers an example of what is possible when men who are hurting seek help.

The Pulaarvik Kablu Friendship Centre, which invited Qiyuaryuk to the Clyde River workshop, is hoping that Qiyuaryuk will become one of the many new male counsellors it plans to hire throughout the region over the coming months.

The friendship centre is a non-profit organization that focuses on providing community wellness and counselling services throughout the Kivalliq.

While it aims to have a presence in every community, the organization has had difficulty getting men to sign is the editor of Kivalliq News up for its services.

That is why the centre is currently seeking to fill the gap with a view to having at least one male counsellor in every Kivalliq community by the fall.

Considering the organization currently only has two male counsellors, both of whom are based in Rankin Inlet, the plan is ambitious but worthwhile.

There are all kinds of explanations and excuses why men fall through the cracks. But why are men so reluctant to seek help when things go wrong?

Don McCreary, co-chair of the Toronto Men’s Health Network, writes that the concept of “men’s health” is relatively new in Canada.

“The women’s health movement was very self-directed. Women banded together to work on problems with health delivery. Men don’t want to do that,” McCreary stated. “We have inculcated a culture in our society that men have to be tough, men have to be strong. Our society is very good at punishing gender deviation in men. Weakness is not considered to be masculine.”

As he explained to a media outlet in 2017, one of the issues man face is not being able to open up in front of women.

The shame that men feel when openly expressing their emotions is a societal barrier that has been built up over centuries.

The Pulaarvik Kablu Friendship Centre and the territorial government should be applauded for trying to break down these barriers in every community.

It may be a small step, but recruiting more male counsellors will benefit not just the men that seek help but society as a whole.

Training program in Clyde River held for potential counsellors last week; Kivalliq training to follow

The Pulaarvik Kablu Friendship Centre is planning to expand its men’s healing program to every community in the region, beginning with a workshop in Clyde River last week.

With the help of the territorial government, the friendship centre is hosting a five-day training session to create a new program created by Inuit men for Inuit men.

“It’s kind of a powwow, I guess, with different role models to find out the best way to reach men in the communities,” said Charlene Williams-Kaludjak, executive director of Pulaarvik Kablu Friendship Centre.

Williams-Kaludjak said the friendship centre has been planning on growing its men’s healing program for some time.

“We have some male counsellors here at Pulaarvik who believed that starting up men’s groups in each of the communities is important,” she said.

The new program’s aim will be to help build a culture of healing among Inuit men by talking and working together, according to a press release from the Department of Health.

Starting this fall, each com-

munity will offer one or two activities per month as well as two major land excursions per year.

“These activities will involve men working together to offer service to community members (shovelling snow, delivering lake ice to Elders), healing discussions around issues like dealing with grief or anger management, and traditional skills activities,” reads the news release.

According to Williams-Kaludjak, the lack of male councillors is preventing more men from accessing counselling.

The friendship centre currently only has two male councillors, both of whom are based in Rankin Inlet.

“We know that the reason there is a gap in services is because there aren’t that many male councillors that men in the communities are comfortable with,” she said. “We want people to be comfortable because we already knows how hard it can be to reach out for help.”

Alan Qiyuaryuk, who recently started an Alcoholic’s Anonymous group in Baker Lake, is one of the people chosen to attend the workshop.

Qiyuaryuk said that he’s both nervous and excited about the new opportunity.

Williams-Kaludjak said Qiyuaryuk is the kind of candidate that the centre is looking for.

“The work he is doing is very valuable, and it takes someone like him to make a program like this work,” she said.

While the friendship centre invited people from every community to the workshop,

only four of the locales will be represented.

After the Clyde River workshop is completed, Williams-Kaludjak said the friendship centre will start hiring part-time male counsellors

to run the men’s program in each community, regardless of whether representatives were able to attend.

“We’re hoping that if this is successful, we’ll be able to do more in the future,” she said.

City reviews 2020 financial statements

Iqaluit During City of Iqaluit’s Aug. 3 finance committee of the whole, Alison Drummond, senior director of corporate services reviewed the City’s 2020 audited financial statements.

Despite the challenges faced because of COVID-19, the City maintained an overall positive financial position, the first time this has occurred since 2013. Overall expenditures for 2020 was $7-million less than in 2019.

Drummond noted the City oversaw distributions of $659,000 in COVID-19 specific funding, $1.5 million under the Reaching Home program and $382,000 under the Community Wellness program to community organizations.

Doubtful accounts, or money owed to the City – most of which is related to property tax and the by-law to write off a lot owed accounts receivables – is currently $1.2 million.

The accumulated fund balance is up $17.4 million over 2019 and the reserve account has $21,284,694 for capital projects.

General operating fund revenue was $1.1 million over 2019 and $500,000 over the 2020 budget.

Some reasons given for saving on expenditures included monitoring of all expenditures and a decrease in over-budget purchasing.

Additionally, budgets were based on all positions being filled, however there were unused budget salaries for unfilled positions, and Drummond noted “careful scheduling and curbing of unnecessary overtime” as ways the City saved money.

The recreation department having to shut down major recreation facilities due to COVID-19 and redeployment of staffing was also cited as a cost-cutting silver lining to pandemic restrictions.

Military gears up for exercise

Nunavut Residents of Arctic Bay, Cambridge Bay, Grise Fiord, Kugluktuk, Pond Inlet and Resolute Bay may notice some military presence around their communities over the next month.

Joint Task Force North will carry out Operation Nanook-Nunakput 2021 from Aug. 12 to Sept. 12 in and around the aforementioned communities.

The operation will involve air, sea and ground activities that will begin with preparations and the deployment of equipment on Aug. 9.

The purpose of the operation in the Northwest Passage is to “enhance the security of Canadians and to build lines of communication and best practices with … regional and international partners,” according to Joint Task Force North.

An Aug. 6 news release includes commitments to minimize disruption to local residents, to adhere to health protection measures to reduce risk of exposure to COVID-19 and to minimize impacts on the environment.

WWF invites public to help collect data

Iqaluit The World Wildlife Fund on the morning of August 11 invited people to join them in collecting data at Immiqtarviminiq Lake (Dead Dog Lake).

Data such as dissolved oxygen levels, pH, hardness and chlorine were discussed.

Community consultations on family law

Nunavut The Department of Justice will be holding community consultations on Nunavut’s family laws and the Family Abuse Intervention

Act (FAIA) over the next couple of months.

Community consultations will be taking place in the following communities: • Naujaat, Aug. 16, 3 to 7 p.m.

• Cambridge Bay, Aug. 19, 3 to 7 p.m.

• Gjoa Haven, Aug. 23, 3 to 7 p.m.

City staff to conduct background research, consultation and the implementation of a cabin construction program.

As of Aug. 6, cabin construction on municipal lands is unauthorized until the City finalizes cabin regulations and establishes a process for approval cabins.

Residents seeking permits to construct cabins can explore opportunities with federal authorities or on Inuit Owned Lands by contacting Crown-Indigenous Relations and Northern Affairs Canada or the Qikiqtani Inuit Association.

A moratorium is currently in place for cabin construction at Sylvia Grinnell Territorial Park and Qaummaarviit Territorial Park. The moratorium will be lifted once a management plan for these parks has been approved.

Three people badly injured in polar bear attack

Rankin Inlet The territorial government will be holding a public consultation to showcase the new Rankin Inlet air terminal building design this week.

Community members are invited to review the design, participate in a 3D walk-through, ask questions and provide suggestions and feedback.

Representatives from the Department of Economic Development and Transportation and the Department of Community and Government Services will be on hand to answer questions.

Representatives from Prairie Architecture, which is involved in the airport terminal’s design, will all be available at the event.

The public session will take place at 6 p.m. on Aug. 11 at the Community Hall.

Tea and light snacks will be provided.

Sanirajak A man was flown to Ottawa and two women were sent to Iqaluit by medevac for treatment of their injuries following a polar bear attack outside Sanirajak on Aug. 10.

They are expected to recovery from their injuries, according to the RCMP. The incident occurred near some cabins located south of the Dewline.

The polar bear was found dead at the cabins and a wildlife officer took possession of the carcass, the police stated in an Aug. 11 news release.

Rankin wins Swing Flames tournament

Baker Lake Rankin Inlet was triumphant in the second annual Swing Flames softball tournament in Baker Lake.

The Baker Lake Indians ended up in second place while the Asteroids came in third. The tournament, which took place from July 29 to Aug. 1, featured a total of seven teams, five of which were from host Baker Lake, in addition to the team from Rankin Inlet and one other from Arviat.

The tournament was held for the first time last year in honour of the late Solomon Tulurialik.

Organizer Florence Nagyougalik said it was an exciting event, especially with out-of-town teams being able to compete.

“There were a lot of crowds during the weekend,” Nagyougalik said. “Everyone had fun, including the crowd, and no one got hurt during the tournament, so it was a success.”

In addition to winning the tournament, Rankin’s Moses Aupilardjuk took home the tournament’s MVP award while Catherine Ayaruak won the women’s home run derby.

Nagyougalik extended a thank you to Mayor Richard Aksawnee, who helped run the tournament, all the volunteers who umpired and kept score and the local men’s group, who handed out lifejackets at the end of the competition.

Although it is a year away, Nagyougalik said she’s already looking forward the third installment of the tournament.

“Congratulations to all the winners and players that got awards,” she said.

Five Nunavut businesses semi-finalists in Pow Wow Pitch

Nunavut Five Nunavut businesses have made it to the territorial semi-finals of the Indigenous entrepreneurship competition 2021 Pow Wow Pitch.

This year over 1,000 entrepreneurs pitched their businesses to Pow Wow Pitch, according to their website.

Winners have a chance to win cash prizes ranging from $500 to $25,000.

The Nunavut semi-finalists are as follows: • Sijjakkut Inc. Sheila Flaherty, chef and founder, Iqaluit; • ENB Artisan, Nicole Camphaug, designer, Iqaluit; • Miqsuqta!, Emily Joanasie, owner, Iqaluit; • Sailiniq, Natashia Allakariallak, artist/jeweller, Nunavut; • Uasau Soap Inc. Bernice Clarke, owner and founder, Iqaluit.

Entrants are currently vying for the People’s Choice Prize, which awards $500 and a guaranteed place in the grand finale.

Judges from each region ranging from the territories to the U.S. will be deciding who moves on to the finals from Sept. 20 to 25.

Arviat Arviat has released its August recreation schedule for King Arena. The arena will be open for rollerskating from 1 p.m. to 9 p.m. on Aug. 11, 16, 23, 25 and 31.

Lacrosse will be held from 1 p.m. to 9 p.m. Aug. 18, 26 and 27.

Ball hockey games will take place from 1 p.m. to 9 p.m. on Aug. 12, 13, 16, 24, and 30.

shares new songs and old favourites on Therapy Sessions

Baker Lake rapper Shauna Seeteenak will release her first fulllength album at the end of the month.

The album, titled Therapy Sessions, is being released through the Nunavut-based label Hitmakerz.

Seeteenak told Kivalliq News that the record is essentially a musical diary of the things she has experienced growing up in Nunavut.

“The album means a lot to me because when I was younger it was hard for me to express how I felt inside. I was never taught to express myself healthily. It just felt like a therapy session every time I sing a song,” she said. “I’m really empathetic, so the way I’ve seen a lot of people has affected me and made me emotional.

So writing songs really helped me.”

Seeteenak has been a mainstay within Nunavut’s hip-hop scene ever since she first performed at Iqaluit’s Alianait Festival in 2010.

Since then, the 29-year-old rapper has experienced plenty of life changes. Eight years ago she moved to Iqaluit to be with her partner. Then two years ago she decided to get sober, something that she’s not shy about sharing with others on the new album.

Her second single, See The Light, which was released along with a music video last month, touches on that journey.

Seeteenak said she sent a demo to Hitmakerz producer Thor Simonsen after being featured on a track for the label’s Ajungi compilation album in 2019.

“I was just ready for an album to be released. I wanted to go further with my music. I sent him my demo and he loved it, and it ended up with him helping me write applications for funding the album,” she said.

In the end, Seeteenak received funding from the GN’s Department of Culture and Heritage as well as a small business grant through the Department of Economic Development and Transportation.

Seeteenak said 65 per cent of the album’s lyrics are in English and the rest is in Inuktitut. Having grown up without learning Inuktitut, she said she likes to go back and forth, singing in both languages.

“That’s how I practice my Inuktitut. I find it hard, especially because there’s different dialects all over Nunavut,” she said.

While some new tracks appear on the 13-song album, Seeteenak also re-recorded older material for the release.

The oldest song on the album, Qiviktailigit, which means “don’t give up” in Baker Lake’s Inuktitut dialect, was written in 2009, according to Seeteenak.

“It’s a really popular song. I’ve really remade it so many times,” she said. “I’m really happy that it’s solidified now.”

The project also includes Better With You, a love song to her partner, which was released as the album’s first single on Valentine’s Day this year.

With the album set to be released on Aug. 27, Seeteenak said she’s excited for the world to hear it.

“I can’t wait to share my music with people who can relate and to educate people on who we are, how we live and how strong we are,” she said.

Zacharias Kunuk examines shamanism in new animated film Acclaimed Iglulik director says he has no plans to retire from filmmaking

Angakusajaujuq: The Shaman’s Apprentice, an animated film from acclaimed director Zacharias Kunuk, will make its North American debut at the 46th Toronto International Film Festival in September, and Kunuk is hoping it will spark conversations about traditional Inuit spirituality.

“When we talk about shamans and goddesses and taboos, this is the world that this story came from, the land before the Europeans ever came,” Kunuk said.

“Christianity, it doesn’t make any sense … in the last 100 years we’ve had Christianity (among Inuit) and we almost forgot how shamanism works … it’s just been bulldozed over by colonialism. I think it’s time to start talking about it. It’s interesting, and it’s good and evil.”

Two young males charged in relation to Iglulik Co-op fire

The RCMP has arrested and charged two young people in relation to the Jan. 20 Iglulik Co-op fire that destroyed the building.

The two accused are due to appear in court on Sept. 1 in Iglulik, according to a news release from the Mounties issued on Monday morning.

The names of those charged were not revealed, nor were their ages. The charges were laid on Aug. 4.

Firefighters were flown in from Iqaluit to provide reinforcements as the fire burned for several hours on Jan. 20.

The hamlet consequently declared a state of emergency due to the loss of one of its two grocery stores.

of Film Critics at the Annecy International Animation Film Festival in France in July, was made in association with Kingulliit Productions and Taqqut Productions.

Kingulliit is part of artist collective Isuma Canada’s first majority-Inuit-owned media production company.

Iqaluit-based Taqqut Productions, an Inuit-owned film production company located in Iqaluit, “aims to establish itself as an innovative leader of youth and children’s programming” with 11 short films already to its credit. Taqqut is in production on season three of the television series Anaana’s Tent, which airs on APTN. Neil Christopher served as producer for Angakusajaujuq.

Kunuk, creator of Atanarjuat The Fast Runner, The Journals of Knud Rasmussen, and One Day in the Life of Noah Piugattuk, said he has no plans to stop making films, even though he’s now in his 60s.

“I guess I’ll do it for the rest of my days,” he said. “There’s no retirement in sight in this kind of job.”

Eleven days after shoving off from Frank Channel, a group of Deh Cho and Nunavut girl paddlers arrived in Yellowknife on Aug. 9 a little wet but with a lot of smiles on their faces.

The group of three girls from Fort Liard and seven from Baker Lake, Coral Harbour and Taloyoak were the second crew of young Indigenous people to join this year’s 130-kilometre canoe adventures through the North Arm of Great Slave Lake.

A group of 12 Deh Cho-Nunavut boys finished their trip on July 20.

Jackpine Paddle organized the trips, with the Ayalik Fund recruiting youth from Nunavut and the Liidlii Kue First Nation selecting the Deh Cho paddlers.

Lead guide Chloe Wiebe said the boys and girls trips were very similar except the girls sang more and there were “more giggles at night.”

Despite not being as physically strong as the boys, Wiebe said the girls picked up paddling techniques faster and in the end were better paddlers.

Many of the girls from Nunavut struggled to adjust to the heat at the start of the trip and the group only travelled about a dozen kilometres in the first few days.

“That was a big distance for them in the heat.

Then when the weather got cooler they could paddle 15 to 20 km easily,” Wiebe said.

Redfish studied as possible commercial species

If results of a multi-year redfish survey show that the species is abundant and in good health, the Qikiqtaaluk Corporation will have a new commercial fish to add to its roster.

Qikiqtaaluk Corporation (QC) has long fished for turbot and shrimp. Now QC is teaming with Ocean Choice — a longstanding Atlantic Canadian fishery that promotes seafood sustainability — to study redfish in a fisheries area designated as 0B, off the southeastern coast of Baffin Island.

“To ensure that Nunavut has continuity in its offshore fishery sector, it is essential that we do the needed multi-year research to add another commercial species to our existing offshore shrimp and turbot fishery, and we hope that redfish will provide this opportunity,” stated Olayuk Akesuk, QC’s chairman, on Aug. 9.

Harry Flaherty, QC’s president and CEO, added that the corporation is “focused on

increasing fishery surveys in both the inshore and the offshore sectors in the Qikiqtani region and committing the funding required in cooperation with CanNor (the Canadian Northern Economic Development Agency) and the GN Department of Economic Development and Transportation to make it happen.”

QC had already announced another multiyear research project involving Kinngait and Sanikiluaq with the use of the research vessel Ludy Pudluk.

This redfish survey will be conducted with assistance from the Ocean Choice vessel Katsheshuk.

“For the Canadian seafood industry to continue to lead the way when it comes to sustainable fisheries management, we need good science to drive decision making particularly in data poor regions such as the Eastern Arctic. Through collaborations such as this we will gain insight on this very important species that will hopefully result in a viable commercial fishery for Nunavut in the future,” said Blaine Sullivan, president of Ocean Choice.

COVID-19 confirmed at Mary River mine

A positive case of COVID-19 has been detected at the Mary River iron mine and at least one Nunavummiuq worker has been identified as a direct contact in relation to the infected individual.

The person who tested positive and all related contacts are

in isolation at the mine site.

A negative test is required before returning to any community, according to Nunavut’s acting chief public health officer, Dr. Carolyn Pim. Nunavut workers at Mary River, 175 km southwest of Pond Inlet, just returned to the mine over the past two weeks after an absence of 16 months due to COVID-19.

The individual infected with the virus tested negative before

boarding a charter flight to Mary River on Aug. 5 but developed symptoms of the virus on Aug. 9 and was tested again.

A positive result came back on Aug. 10 from Iqaluit, where confirmatory testing was done.

Baffinland made vaccines a requirement for all mine staff as of Aug. 1, “which reduces the risk of acquiring or spreading COVID-19 and severe infection from the virus,” the Department of Health stated.

Goodbye to camp for 2021 Get Happy Summer Day Camp closes out in several communities

As summer comes to a close around the territory, that means all of the programming centred around it begins to come to an end.

That includes the Get Happy Summer Day Camp program, operated by the Recreation and Parks Association of Nunavut (RPAN). Almost all of the communities that took part in this year’s edition closed up shop on Aug. 6 with Baker Lake wrapping things up on Aug. 13. The only community still going is Sanikiluaq — its final day will be on Aug. 20.

Dawn Currie MacKinnon, RPAN’s executive director, said every community did a wonderful job.

“Sanikiluaq and Taloyoak have always been two of our strongest communities, Kugaaruk did a great job this year,” she said. “Kimmirut was a great community, really strong for their first year. We

were a bit nervous because they only contacted us in late May and asked if they could register. No one there had done the training before but we wanted to give them a chance and we sent them what we could. They proved they belong.”

Just like last year, the program had to operate under distancing and capacity guidelines set out by the Office of the Chief Public Health Officer.

That didn’t stop some communities from getting creative about how to best use the space they had, said Currie MacKinnon.

“In a lot of places, we could only have 25 people in one indoor space at one time,” she said. “For example, Baker Lake hired some extra staff so they could have four groups of 25 and they were in different places all the time. Pond Inlet did 25 kids in the morning and 25 in the afternoon and Kimmirut did the same. A lot of communities did the morning/afternoon split so they could have as many kids taking part as possible.”

Many communities hosted barbecues on the final day of programming, she added, and RPAN helped out with that expense.

“We gave a bit of extra help to communities for anything they needed for the end of the year, whatever they wanted to do, and we reimbursed them for the cost,” she said.

In addition to the programming, there was the Summer Day Camp Challenge which saw the communities do battle in a series of events, such as Inuit games and a scavenger hunt, over the course of the program. Each community would earn points toward a final total with the top community winning a banner and a cash prize.

This year saw Sanikiluaq and Pond Inlet end up tied for first place, meaning they will each get a banner, while Kimmirut and Taloyoak tied for third place.

Currie MacKinnon said when it comes to the financials, each of those four communities will get an equal share of the pot.

“That money is for the community to put toward youth and recreation programming and there are no restrictions on what they can use it on - they

just have to use it for youth and recreation in some way.”

As the focus for RPAN now turns to fall and winter programming, Currie MacKinnon said the plan is to get back to in-person training, which would signal that things are getting

back to normal.

“We’re just lucky we don’t run tournaments,” she said. “We have great young leaders in our communities who are committed to the programs that we do and without them, we can’t do it.”

Ceremonial opening and ribbon cutting ceremony held for Sanikiluaq health centre Facility opened to patients Feb. 15

There was a special celebration marking the opening of the new Sanikiluaq Health Centre on Aug. 11.

A ribbon cutting ceremony was officiated by the Minister of Health Lorne Kusugak, Minister of Community and Government Services Jeannie Ehaloak, Hudson Bay MLA Allan Rumbolt and Mayor Johnnie Cookie.

The new facility was actually opened to patients back on Feb. 15, replacing the old health centre which was built in 1984.

“I am pleased to be able to celebrate the opening of the new health centre in Sanikiluaq,” said Kusugak. “This new, state-of-the-art facility offers major improvements that will enhance patient care and experience while also enhancing working conditions for our staff.”

The department of health stated the new 1,775-square-metre health centre will allow for future addition of staff, a more welcoming visitor experience, improved community access to integrated healthcare services and offers additional space for current and anticipated needs of the community.

“Today, we celebrate the opening of a vital piece of community infrastructure which will serve Sanikiluarmiut for years to come,” said Ehaloak. “The additional space in the new health centre will improve access to health services and enhance quality of life here in Sanikiluaq.”
