Priming the engines for youth travel

Northern Youth Abroad making plans to resume trips

COVID-19 has taken the ‘abroad’ out of Northern Youth Abroad for the past year and a half.

But administrators of the program are working to ensure

travel resumes as soon as it’s safe to do so.

There’s a cohort of 60 students ready to spread their wings in locations across Canada or outside the country’s borders.

Nobody’s been on the move since March 2020, when taking off for domestic and international destinations had to be shut down due to the pandemic.

Rebecca Bisson, Northern Youth Abroad’s executive director, said on Aug. 4 that it’s looking like Canadian excursions will likely start again during summer 2022, while international trips will “hopefully” be able to proceed sooner than that, but that’s dependent on a number of factors.

“For us, obviously health and safety is number one,” she said. “We’d need to have the all-clear from all of the people we’d want to consult with for that. We also want to make sure we have all the resources and … participants get the great and wide experience that they deserve.

“And it’s really important to us too that our participants feel comfortable, their families feel comfortable and communities feel like we making a good decision too.”

With the interruption of programming, it hasn’t yet been decided whether the number of youth accepted into Northern Youth Abroad in 2022 will be expanded to address the backlog, Bisson said.

“Because things continue to change really quickly, it’s just being really flexible and sort of seeing how things go as we get closer to those sorts of decisions,” she said.

Each program operates over 10 months and includes a summer travel placement of five to six weeks.

Northern Youth Abroad was established in 1998 and 525 youth have been given the opportunity to travel during that time. Another 150 have take part in non-core activities such as post-secondary campus tours, according to Bisson.

In addition to trips, Northern Youth Abroad seeks to enhance education, career development, personal goal setting, community leadership, cross-cultural awareness and build self-confidence.

Although COVID-19 ground travel to a halt, the program has been able to continue its Northern Youth in Service leadership training and community engagement component, whereby youth complete projects in their home communities.

There have also been academic tutoring and scores of $500 micro-grants that supported community activities such as baking and caribou tufting.

Participants have documented their experiences in essays.

Arctic Bay’s Crystal Enoogoo wound up in St. John’s Newfoundland, where she volunteered with the First Light Native Friendship Centre’s day camp in 2019. She also played plenty of soccer, took a ferry ride to Bell Island and went whale and puffin watching.

“The program helped me so much, my English is improving so much since I left Arctic Bay – being more open about my feelings, learning how to work as a team, learning about the city life,” Enoogoo wrote, adding she hopes that other teenagers amazed with her experiences in the program give it a try.

“Throughout this program I learned a lot about my culture, other cultures and myself. Learning about other cultures amazed me, learning to speak and understand their language, listening to their stories and legends, participating in their dances and songs, trying out their food and clothing, etc.,” Nateela wrote.

“I enjoyed teaching my host family and co-workers about my culture too.”

‘It was therapy out there,’ says participant

Twenty Kinngait youth, most with little on-the-land experience, got a chance to go fishing and sealing on July 30 and 31 thanks to Chris Pudlat Sr. “What motivated me was there are so many youth in Kinngait that aren’t able to go boating or fishing,” he said. “Our youth need to be out more in our beautiful land and sea. Too many in Nunavut have nothing to do, not enough recreation or hunting in our communities. (The) response was great from many young people and their parents. One of the young men had never gone boating before in his life. It turned out greater than I thought it would – only problem is I couldn’t take everyone that wanted to go.”

Among the 10 youth who went out on July 31 was 17-year-

old Iola Lampron. Although he has done some fishing and hunting before, he enjoyed seeing the pleasure the experience brought to some of his peers.

“It was amazing to see them smile and happy, and my highlights on that trip was learning from an Elder,” said Lampron, noting that the Elder taught him the names of various campsites. “And the trip made my mindset better – it was therapy out there.”

Pudlat, who obtained funding from the Qikiqtani Inuit Association (QIA) to support the initiative, enlisted help from his wife Maata Pee Pudlat and his father-in-law Salomonie Pee during the excursions.

Although no seals were caught and only a few char were pulled from the net, the youth were able to visit areas well known to hunters such as Qurluktuk, approximately 13 kilometres from Kinngait, and Pullat, which is about 24 km from the community. They were out on the water from morning until evening.

“It’s important for the youth to hunt and go fishing because you’ll need to know how to survive out on the land and you’ll need to feed your family with soul food,” Lampron said.

Pudlat Sr. said he picked up his hunting skills from relatives and friends, even though he didn’t initially have a major interest in it like his brother did, despite their father lacking a boat and hunting gear.

“When I was able to start getting my own equipment, I started going out with more experienced hunters, starting with my late uncle Elijah Pootoogook, my father-in-law Salomonie Pee and good friend Emataluk,” he said.

With strong demand from youth and some Kinngait residents suggesting that a similar trial hunting program for adults would be worthwhile, Pudlat Sr. said it’s possible that he’ll organize similar outings in the future.

“I would like to do it again sometime, depending on QIA approval,” he said.

Chesterfield Inlet represented on Prime Minister’s Youth Council Sarah Mazhero is hoping to bring food security, housing needs and racism to the attention of Justin Trudeau

Growing up in Chesterfield Inlet Sarah Mazhero never expected to meet the Canadian prime minister. But just a few months into her two-year term on the prime minister’s youth council, she is finding herself on regular Zoom calls with Justin Trudeau.

“It was a bit surreal, it’s not everyday that you get to talk to the prime minister,” Mazhero said.

Mazhero is one of 10 youth candidates that has been selected from across the country to take part in the council. The group meets regularly to discuss issues that are important to them, with a view to having an influence on government policy.

Mazhero said she was shocked to find out she was selected for the position in June.

“This is something that is a very unique opportunity,” she said. “I was just very grateful to be selected through that process. As youth we don’t see how those things happen and that affects our opinions.”

Mazhero was born in Vancouver to Zimbabwean parents. Her family moved to Chesterfield Inlet when she was only four years old. Although Mazhero eventually moved to Montreal with her father, her mother is still working as the head nurse in the community to this day.

“I had my formative childhood up there from 2000 to 2007 and then I moved to Montreal for the rest of my schooling, just because of the way schooling in Nunavut can be,” she said.

“I’m lucky and privileged to have been able to have done that.”

Mazhero said the disparity between education in Indigenous communities and the rest of Canada is one of the issues she hopes to bring to the prime minister’s attention.

“There still needs to be work done for people in school in Nunavut to have the same opportunities that they have down south,” said Mazhero.

A recent graduate of Concordia University, Mazhero majored in political science with a minor in First Peoples studies. Having grown up as a Black Canadian in Nunavut, and studying Indigenous issues at school, Mahzero said she is passionate about advocating for minority rights.

As far as Nunavut is concerned, she is particularly interested in telling the prime minister the importance of having clean drinking water, addressing the lack of food security and the poor housing conditions. She also wants to make sure she is a voice for Black Canadians.

“We do tend to compare ourselves to the people south of the border, and we always say we’re not like African Americans and we don’t treat Black Canadians the same way. But there’s still racism that Canada needs to acknowledge,” she said.

Mazhero took part in student politics while at university. She is also currently working for Airbnb, where she is in charge of reviewing discrimination cases.

In the long term Mazhero said she hopes to go to law school so she can better understand the inner workings of the legal system.

As for a future in politics, Mazhero said she isn’t committing to anything yet, but she’s interested by the prospect.

“With the right time I would love to have a leadership standpoint to have people represented and letting them know I’m there to help. We won’t close that door.”

Major investments in Nunavut marine infrastructure announced $40 million going towards Qikiqtarjuaq deep-water port

Catherine McKenna, minister of infrastructure and communities, visited Iqaluit Aug. 3 and 4 to announce new funding for several projects across the territory.

These include the construction of a deep-water port in Qikiqtarjuaq, funding for wastewater treatment in Rankin Inlet as well as support for the planning phase for water treatment plants in three other communities.

The largest amount is a $40 million major investment towards Qikiqtarjuaq’s deep-water port, located along the main route of the Northwest Passage, which will help offload Nunavut fishing vessels and benefit other users in the supply chain and tourism industry.

According to David Akeeagok, minister of economic development and transportation, the money is expected to move in the next fiscal year.

“Finally we’re seeing the light at the end of the tunnel of seeing our fish landing in Nunavut – that we’ll be able to feed our own people or feed the world,” said David, calling the deep-water port project a ‘flagship’ in his department.

Along with the deep-water port, Fisheries and Oceans Canada will build two small craft harbours in Arctic Bay and Clyde River.

“Transport Canada will also build harbors in Resolute Bay and Grise Fiord, the harbours in Arctic Bay and Clyde River will constructed based on the same model used in Pangnirtung,” said McKenna.

Around $15 million will be invested in Arctic Bay and Clyde River over the next two years.

Wastewater infrastructure The feds also plan to invest $225,000 toward the Rankin Inlet Wastewater Treatment plant upgrades planning project, to improve the Rankin Inlet’s capacity to treat wastewater, as well as plans to support the planning phase of the construction of water treatment plants in Sanikiluaq, Arctic Bay and Grise Fiord.

While the news coming out of this has largely been positive, Inuit Tapiriit Kanatami president Natan Obed says there is still a lot of work to do.

“Although this is a significant announcement it is important to recognize the deficits that exist here and the other three regions Inuit Nunangat. Therefore the work that has started here today needs to continue in other parts of Nunavut and other parts of Inuit Nunangat,” said Obed.

“Marine infrastructure is crucial,” he adds, “but so is paved runways, reliable broadband internet, secure and dependable energy systems, safe drinking water in all our communities and health and social infrastructure that serve our people to the same standard as in the south.”

Conservation agreement anniversary All of this comes on the second anniversary of the Tallurutiup Imanga and Tuvaijuittuq agreements for the National Marine Conservation Area.

McKenna highlighted the federal government’s work with QIA to ensure they were working with Inuit toward a sustainable livelihood and that investments in infrastructure would be a part of protecting areas of interest together.

“These agreements realize the vision of past Inuit leaders from the high Arctic, to protect the marine life and waters of Tallurutiup Imanga and the ecological significant of multiyear ice adjacent to Grise Fiord. With these agreements we protected a significant part of our ocean, secured much needed marine infrastructure and created very meaningful jobs in conservation,” said the QIA president.

“As Inuit it is our legacy to be stewards of these waters.”

Twenty-four public housing units to be built between Iqaluit, Gjoa Haven, Kugluktuk

The federal minister responsible for the Canada Mortgage and Housing Corporation Ahmed Hussen touched down in Iqaluit on August 3 to announce almost $10 million in funding to go towards public housing in Nunavut.

The City of Iqaluit will see $5,000,000 of that funding to go toward homes for individuals and families.

“This funding will support the creation of approximately 24 permanent affordable housing units,” said Hussen.

Nine of these units will be in Iqaluit will be going to people who don’t have permanent shelter.

City officials have praised the funding announcements as a step towards helping tackle homelessness in the capital.

“Before I came to Iqaluit I was living in a shelter in Ottawa, I had also lived in subsidized housing while I was in Ottawa for a brief time,” said Deputy mayor of Iqaluit Janet Brewster, speaking on her own experiences with housing instability.

Brewster adds that many Iqalummiut who have lived here for generations have been pushed out of the market by the lack of affordable housing.

“We see the impacts everyday, people

who are homeless or near homeless, we know that many people are couch-surfing.

We don’t have clear statistics on that but we know it’s a reality,” she said.

“I really appreciate Canada’s contribution today, it’s a welcome addition to securing the needs to build affordable housing in our city.”

“I thank our federal partners on behalf of many Nunavummiut who are struggling right now,” said Sheutiapik.

There’s still a lot of work that still needs to be done to address housing issues in Canada and Nunavut says Hussen, who adds, “we also have to make sure the national housing strategy works in Nunavut.”

Five-plexes in the Kitikmeot An additional $4.9 million in funding will go toward three public housing five-plexes in the Kitikmeot, making a total of 15 units.

Two of these five-plexes, one in Gjoa Haven and the other in Kugluktuk, will be moving from staff housing to public housing, next year the GN plans to construct more staff housing in place of these in the same communities.

Minister of Family Services Elisapee Sheutiapik also praised the funding for five-plexes in the Kitikmeot and hopes more money will keep coming.

“I am hopeful this is the start of additional funds to address the housing crisis in our territory,” said Sheutiapik.

With a number of construction projects being delayed or halted due to the COVID-19 pandemic, Sheutiapik says “the announcement of this new Rapid Housing Initiative funding from the federal government is well-timed.”

Transitional and emergency housing Last month Indigenous Services Minister Marc Miller was in Iqaluit to highlight Indigenous shelter funding as well as the upcoming call for proposals for shelter funding. Hussen added on Aug. 3 that they will be working with Pauktuutit on Inuit-specific needs.

“We will work closely with Pauktuutit: Inuit Women of Canada to develop an Inuit-specific call for proposals which will be launched this summer,” said Hussen.

Hussen also highlighted an $8 million investment towards the Uquutaq men’s transitional shelter in Iqaluit, which houses 60 people.

Overall, he says, it’s a win-win for all those involved.

“These projects are good news for the workers, it’s good news for their families and it’s good news for the local economy.

“Every Canadian needs a safe and affordable place to call home, we know that’s a goal that we all share.”

This past week, Ahmed Hussen, the federal minister responsible for the Canada Mortgage and Housing Corporation, announced $9.9 million in funding from the Rapid Housing Initiative that will go toward creating 24 low-income housing units in Iqaluit, Gjoa Haven and Kugluktuk.

Hussen also highlighted an $8 million investment towards the Uquutaq men’s transitional shelter in Iqaluit, which houses 60 people.

“I am hopeful this is the start of additional funds to address the housing crisis in our territory,” said Family Services Minister Elisapee Sheutiapik, following the Aug. 3 announcement.

There’s little choice but to remain hopeful because, let’s face it, 24 homes is barely a drop in the bucket.

There are 142 people on the wait list for housing in Gjoa Haven alone. Getting that number down to 132, with a planned staff-housing build in Gjoa Haven being switched to public housing is a welcome start, but the GN must be feeling anxiety about such glaring need.

Having a permanent roof over one’s head shouldn’t feel like winning a lottery, and young, educated Nunavummiut aren’t looking for handouts.

In Rankin Inlet, resident Augatnaaq Eccles said the problem persists because there are so few housing options, existing units rarely go up for sale and when they do, they are sold privately rather than going on the open market.

Building a home from the ground up is out of reach for most, clocking in at close to $500,000 to construct a two-bedroom residence.

Eccles also makes a fair point, adding, “If those who are in a place to afford having their own homes built could have it done for a reasonable cost, it would also free up more housing units.”

Margaret Nakashuk, minister responsible for the Nunavut Housing Corporation, stated that while homeownership would alleviate the strain on the public housing system, it’s unattainable for many.

“For 91 per cent of public housing tenants, the cost of purchasing and maintaining their own home is prohibitively expensive. We estimate that as few as 16 per cent of families would be able to afford homeownership,” Nakashuk wrote.

Nunavut Tunngavik Incorporated has repeatedly lobbied the federal government, asking for $500 million in funding to begin addressing the housing crisis in the territory. The land claims organiza-

tion expressed disappointment at the paltry sum earmarked for Nunavut housing in the most recent budget – a $25-million “down payment,” as Northern Affairs Minister Dan Vandal referred to it.

In 2018, the most recently reported financial statements, there was more than $1.7 billion in invested assets in the Nunavut Trust. Beneficiaries received $94 million and there was no debt in outstanding capital loans.

According to the Trust’s website, its mandate is to invest the capital transfers to protect them from the effects of inflation and to provide income to its beneficiaries.

A better use of that vast sum of money might be to pilot a lease-to-own housing program, where NTI fronts the needed funds to build homes in each Nunavut community on a repayable basis. A robust application process would save them the foibles of the failed Homeowners Assistance Program, which didn’t account for maintenance and taxation costs.

Even if only 16 per cent of Nunavummiut could afford to be part of such a program, that would represent many more people moving out of public housing and into a future of their own control.

Another successful year saw approximately 146 animals – cats, dogs, a guinea pig, two snakes and a ferret – treated by visiting veterinarians performing surgeries including neuters, spays, dental cleaning, tooth extractions and mass removals. Deputy mayor hopes new landfill will help with waste management in capital

In April the Nunavut Liquor and Cannabis Commission (NULC) removed it’s bottle deposits on all products except for aluminum cans, the final day bottles were accepted for deposit refunds in the capital was July 31.

This has left some worried about seeing more bottles pile up in Nunavut’s landfills with there being fewer incentives to recycle plastic or glass bottles.

“It’s quite unfortunate really because these will just end up in a landfill unless people feel that it’s worth it to bring it back and not get any money for them,” said Susanna Fuller, vice-president of operations and projects at Oceans North.

This only adds to the waste management problems in Iqaluit and other communities she says.

Fuller also pointed towards the lack of recycling opportunities in Nunavut and the wider North, lacking the recycling infrastructure that exists in the south, as mentioned in an Oceans North report published in March of this year.

“A lot of the opportunities that are in the south like recycling don’t exist in the North,” said Fuller.

Because of that it’s not going to change the situation in the capital says deputy mayor Janet Brewster.

“We’re not recycling in Iqaluit but obviously it’s something on our minds, including plastics,” said Brewster.

She hopes the situation will change once the city’s new landfill and associated facilities are operational.

“When we move to our new landfill site we’ll be bundling and we’ll be capping off the old site and then waste will be bundled and stored differently,”she said.

The new landfill site was originally expected to be constructed and in use by 2020 – when the City said the current dump would run out of space – but the date it will be ready has since been amended to sometime in 2023.

Who’s responsible for recycling?

The onus on recycling should fall on the producers of recyclable goods, Fuller says.

“They’re not (responsible) and that is a big problem. The other point we made in our report, the Arctic Policy Framework, management is not excluded. It’s a real oversight and ideally there would be something with an Inuit-Crown partnership in the Arctic Policy Framework.”

“We need to get the companies (to recycle), what the companies are bringing up and selling, whether it’s wine bottles, beer bottles, pop bottles, anything that could be recycled. Ideally companies bringing it up would be required to bring it back.”

More attention in general is needed with regard to waste in the Arctic, said Fuller, given the limited options available across the territory.

“We should be paying more attention to waste in the Arctic because there’s no other facility than an open landfill in most communities.”

The Southeast Nunavut Company, which accepts recycling deposits in Iqaluit will only be accepting cans for the “foreseeable future,” according to staff.

Request for comment was made to Nunavut’s department of finance but messages could not be returned as of press time.

Actions to be guided by community vaccination uptake and other factors

The Government of Nunavut released the Nunavut’s Path: Living with COVID-19 guide on Aug. 3, bringing together lessons learned from virus outbreaks in Nunavut and those learned from the pandemic in general.

The document will be used to support Nunavut in its transition from a pandemic response to a longer-term plan toward treating COVID19 as a vaccine-preventable disease.

“What we’ve learned since the beginning of the pandemic, including out response and testing capacity, as well as the availability of a safe and effective vaccines, now allows us to take a step forward and adjust how COVID-19 is managed in the territory,” said Dr. Michael Patterson, Nunavut’s chief public health officer.

“While certain risks remain, we are no longer as limited in our options or in the choices we make to keep Nunavummiut safe.”

This serves as an update from the previous Nunavut’s Path released on March 20, 2020,

which was designed as a guide toward easing restrictions during the first year of the pandemic.

Until Nunavummiut of all ages have the opportunity to be vaccinated, there will remain a certain level of public health measures that will continue to be necessary to act as a safety net for the territory’s communities.

The new Nunavut’s Path will be guided by: - Community vaccine uptake; - The status of COVID-19 in Nunavut; - The status of vaccination rates and of COVID-19 cases in neighbouring jurisdictions; - Nunavut’s testing and response capacity; - The emergence of, and vaccine effectiveness on, variants of concern.

“As Nunavut works to a time when COVID19 public health emergencies will no longer be necessary, it will be the actions of all Nunavummiut that determine our success,” said Nunavut Premier Joe Savikataaq.

Quassa resigns as Aggu MLA

Veteran politician Paul Quassa announced his resignation as Aggu MLA on Tuesday.

He will officially step down as of Aug. 13.

“Earlier this year, I advised my constituents that I would not be seeking re-election as the member of the legislative assembly,” Quassa stated. “This very difficult decision was based on what I believe to be the best interest of my family. I look

forward to continuing to make contributions to our territory in other forums.”

Quassa has represented the riding, which consists of much of Iglulik, since 2013. He is also a former president of Nunavut Tunngavik Incorporated.

He started this term as Nunavut’s premier but Joe Savikataaq replaced him in June 2018 following a non-confidence vote against Quassa.

The fifth legislative assembly is set to be dissolved on Sept. 19.

A territorial election is scheduled for Oct. 25.

Hamlet and Northern donate food bags

Mittimatalik/Pond Inlet On July 29 the residents of Pond Inlet were in for a surprise as the Hamlet and the Northern store donated 400 bags worth of food.

Summer students and Wellness staff helped put together the bags.

The following day the food bags were given away at the Hamlet Office and there were none left by the end of the afternoon.

Community to host softball tournament

Arviat A softball tournament is planned in Arviat on Aug. 21. The event is open to players 14 and over.

Each team must be able to field a full team, with at least two players on the field being female at all times. Each game will feature seven innings.

The deadline to register is Aug. 21 at 3 p.m.

The prizes for the tournament include $1,100 for first place, $800 for second and $600 for third.

Caribou tag sign-up begins

Iqaluit The Amaruq Hunters and Trappers Association have started the sign-up for 2021 caribou tags.

Sign-up period will run for almost two weeks starting on August 3, draws will then begin prior to the August 15, 2021 harvest.

The association office will be open weekdays from 10 a.m. to 4 p.m. daily at Building 208.

Isolation hub requirements amended

Nunavut Vaccinated parents travelling with unvaccinated children or those accompanied by other unvaccinated dependents can now return to Nunavut without having to stay in an isolation hub, the chief public health officer announced July 30.

Upon return to the territory, vaccinated parents and guardians won’t be required to isolate. However, they will be responsible for ensuring that their unvaccinated children or other dependents complete 14 days of isolation in the household.

No approval is needed from public health to resume normal activities at the end of the isolation period.

Once approved, a travel letter that includes the dependents will be issued to the parent or guardian.

The letter will be valid for one year. This letter needs to be presented at the check-in counter prior to the return to Nunavut.

QIA celebrates second anniversary of agreements

Qikiqtani On the second year of the signing of the Tallurutiup Imanga and Tevaijuittuq agreements on July 30, the Qikiqtani Inuit Association (QIA) highlighted certain facts about the conservation areas.

The Tallurutiup Imanga Nauttiqsuqtiit helps guide the National Marine Conservation Area, the team are also the eyes and ears of Tallurutiup Imanga, helping monitor the region and harvest for the benefit of north Baffin communities.

In Arctic Bay the Nauttiqsuqtiit team harvested the equivalent of $41,000 worth of store-bought food over a six-month period.

Clyde River hunters brought home almost $94,000 worth of country food, which was shared with Elders and the wider community in both hamlets.

The bulk of the store value in Clyde River comes from seven narwhals worth $61,479, while Arctic Bay’s biggest catch was 23 ringed seals valued at $18,862.

New health centre opens

Kinngait On Aug. 3, the new health centre in Kinngait opened its doors and started accepting patients.

The new facility will help improve community access to healthcare in Kinngait and will help better support health staff.

A larger waiting room, an upgraded phone system among other improvements are a part of the new health centre.

An official opening ceremony is planned, however the date is still to be determined according to Danarae Sommerville, communications specialist at the department of health.

Soccer tournament planned

Arviat Arviat will host a soccer tournament from Aug. 27 to 29. The tournament is open to players 13 and over.

Each team must field five players and a goalie, with at least one player on the field being female at all times.

Each game will run 47 minutes with a running clock.

Anyone interested in registering a team should contact the hamlet.

Nunavut Impact Review Board to resume hearings in Iqaluit Nov. 1

The extended public hearing for Baffinland Iron Mines phase two development proposal at Mary River Mine now has a new date to resume proceedings. The Nunavut Impact Review Board (NIRB) announced the new dates July 30.

Proceedings will be conducted with the same format and agenda on Nov. 1 to 6.

The second half of the hearing in Iqaluit was interrupted by an outbreak of COVID-19 in the city, with the first cases being diagnosed on April 14 – the third of nine days of hear-

ings. The following morning the hearing was suspended indefinitely.

NIRB will be releasing the draft hearing agenda on Sept. 1.

At the time the hearings were suspended there remained one day of technical sessions involving Baffinland asking questions and following up with responses to questions of registered intervenors, as well as four-and-ahalf days of community roundtable discussions.

The board also requires time for closing remarks and procedural direction for the filing of final written statements from parties and proponents.

Nunavut mine production surpasses NWT for first time Nunavut logs $2-billion worth of production in 2020, NWT $1.15 billion Blair McBride Northern News Services Nunavut

Mineral production in Nunavut is projected to surpass production in the NWT by a wide margin for 2020, the NWT and Nunavut Chamber of Mines stated on July 29.

Nunavut already inched past the NWT in 2019 by $105,327 in production output, a historical first, but Nunavut’s lead is expected to be far higher for 2020.

The expected change comes as production of iron and gold in Nunavut has increased while diamond mine production declined in the NWT in 2020 due to COVID-19 disruptions and no new mines coming online.

The Ekati mine, now owned by Arctic Canadian Diamond, suspended operations in March 2020 out of concerns around the spread of COVID-19. It restarted on Jan. 20, 2021.

In a news release, the chamber pointed to data published by Natural Resources Canada (NRCan) on July 23, which shows that estimated mineral production in Nunavut increased by $438 million to $2.07 billion in 2020, a 27 per cent rise compared to 2019. Production had already increased by $595 million in 2018.

By contrast, estimated production in the NWT came to $1.15 billion in 2020, a decline of $376 million from 2019. In 2018, production fell by $515 million from $2.042 billion.

Chamber president Ken Armstrong said multi-year trends in the two territories are moving in opposing directions.

“Nunavut is on a strong growth track, and with the (Sabina Gold and Silver Corp.) Back River project advancing in the wings and with territorial support for Mary River mine expansion, one can expect to see continued growth,” Armstrong said. “Unfortunately, in the NWT, we are seeing the pattern of decline that economists have been predicting as a result of maturing mines

combined with no new mineral production coming on stream. We very much look forward to seeing the Prairie Creek, Nechalacho, Pine Point and NICO deposits advancing to production to help mitigate some of the losses.”

Although the NWT has three producing diamond mines in Ekati, Diavik and Gahcho Kué, no new mines have begun production since 2019.

In Nunavut, the Meadowbank-Amaruq, Meliadine and Hope Bay gold mines and the Mary River iron ore mine are all opera-

tional. Meliadine began commercial production in May 2019 and the Amaruq deposit started contributing ore to the Meadowbank mine later that year.

The combined total value of the two territories’ mineral production is projected at $3.2 billion for 2020, just $62,542 more than the total for 2019.

NRCan projects the value of all Canadian mineral production for 2020 to be $43.9 billion, down by $3.8 billion from $47.7 billion in 2019.

Nunavut MP organizes march on Parliament Hill

Nunavut MP Mumilaaq Qaqqaq alongside Timmins-James Bay MP Charlie Angus marched alongside residential school survivors and activists in Ottawa on July 31.

Hundreds of participants took part in the march for truth and justice as they marched through the streets of Ottawa calling for justice for residential school survivors through an independent criminal investigation.

“The Catholic Church and the federal government have protected and covered up for each other for too long. It has to end. We need criminal investigations,” wrote Charlie Angus on social media.

A number of residential school survivors who took part in the march also shared their stories.

Among them and joining the march was Piita Irniq, former commissioner of Nunavut and residential school survivor.

“I was kidnapped, right in front of my parents in broad daylight by a Roman Catholic priest. That was in the summer of 1958. That was when I was supposed to go to residential school in Chesterfield Inlet,” said Irniq. “(One of the nuns) heard me speaking in Inuktitut … and she said, Peter come here. I went up to the front of the class … she had a ruler in her hand and she said don’t you ever let me hear you speak that language again … she hit me so hard there’s a pain I still feel today.”

“We do this so that our children are not sitting here as Elders asking for their basic human rights,” Qaqqaq said at the march.

“This is not about us, this is about our children, this is about individuals who lived and continue to live through horrors, through traumas. This is bigger than this and this is just the beginning,” she added.

‘Nowhere for us to live’: residents decry lack of market housing

Rankin Inlet’s Augatnaaq Eccles wants savings to go toward down payment and mortgage, not rent

A university student from Rankin Inlet is speaking out about the lack of homeownership opportunities for young Nunavummiut.

Augatnaaq Eccles, who’s hoping to go to teacher’s college after finishing her undergraduate degree next year, vented about the territory’s housing trials and tribulations in a July 16 Facebook post.

“As a young Inuk, I was told, like many others, to go for post-secondary education so I could get a good job and one day own my own home, which I did. I went to school with the goal of coming back to work and give back to the community I love so much,” she wrote. “The issue is once we come back, there is nowhere for us to live.”

In an interview with Kivalliq News, Eccles said the issue has been weighing on her mind for some time.

“I was tired of waiting for someone else to say something, so I thought I might as well say something and get the conversation going,” she said.

In her post, she makes it clear that she’s not looking for “handouts” or the option of paying rent for public housing she will

never own. Rather, she wants to be able to invest her money in a property that has value.

Eccles said the problem is that because there are so few housing options, existing units rarely go up for sale and when they do, they are sold privately rather than going on the open market. The alternative of building a home up from the ground up is equally costly, according to Eccles.

“Young people currently cannot afford $400,000 to build their own two-bedroom home, or the $75,000 just for a lot to be built, and even if you could afford $500,000 for an old two-bedroom home, there are no homes to purchase on the market,” she wrote.

“If those who are in a place to afford having their own homes built could have it done for a reasonable cost, it would also free up more housing units.”

Eccles’ friend Amber Irwin said she ended up living in nine different places over the course of two years after her grandmother passed away because there weren’t any other housing options.

“There are so many financial and emotional burdens on each member of the household,” Irwin said. “We shouldn’t have to be fighting for roofs over our heads.”

Two years ago, the 20-year-old Rankin resident said she started working two jobs from 8:30 a.m. to 10 p.m. at night in the hopes of being able to buy her own place. Even once she had saved up enough money for a down payment, trying to find a home to buy was difficult because there are so few options.

“There were no houses on the market and it was so discouraging to get to this point where I was financially and mentally prepared to buy a home and there was nothing,” she said.

Government response Eccles also sent letters to MLA John Main and Margaret Nakashuk, minister responsible for the Nunavut Housing Corporation, to express her dismay over a lack of housing.

Eccles said she reached out to them because she wants to see things change instead of just complaining. Eccles pointed to the Homeowners Assistance Program (HAP), which was an incentive by the NWT territorial government in the 1980s and ‘90s, as a potential model for encouraging new market homes to be built.

Under the program, new homeowners were physically involved in the building of their homes and they received the initial capital required to fund them.

Nakashuk stated that while homeownership would alleviate the strain on the public housing system, it’s out of the reach of 84 per cent of Nunavummiut.

“For 91 per cent of public housing tenants, the cost of purchasing and maintaining their own home is prohibitively expensive. We estimate that as few as 16 per cent of families would be able to afford homeownership,” Nakashuk wrote, adding, “That is not to say these obstacles cannot or should not be overcome.”

“There were a lot of other people looking for homes as well, and even other people interested in that home. I just got lucky,” she said.

Eccles dreams of returning to Rankin Inlet to raise a family and work as a teacher. However, she said if she doesn’t have the opportunity to purchase a house with her partner, she might end up choosing to move south.

“I saw the difference it makes when you have a teacher that cares about your well-being. I want to be able to come back and give back to my community, but if I don’t have a place to stay I can’t do that,” she told Kivalliq News. “If I didn’t have the chance to own a home and have a stable place to start a family, I’d probably choose moving down south where it’s easier to own a home and have that permanence. Even though that’s not what I really want to do.”

Agnico Eagle signs MOU to build wind farm at Hope Bay

Agnico Eagle Mines has signed a memorandum of understanding with Hiqiniq Energy Corporation, owned by the Kitikmeot Corporation, and Tugliq Energy Co. to work toward a wind energy project at the Hope Bay Mine.

The agreement establishes a goal for Tugliq Energy and Hiqiniq Energy to construct and operate a wind turbine project and sell power to Agnico Eagle for its operations at Hope Bay, 125 km southwest of Cambridge Bay. Dino Forlin, director of business development with the Kitikmeot Corporation, said that project design, the time frame and anticipated costs are still in development. Therefore, economic and employment benefits to the Kitikmeot Inuit community have yet to be determined, he stated.

The goal is to reduce the mine’s long-term carbon emissions and to increase the efficiency of power generation, according to Agnico Eagle, which has a net-zero emissions target set for 2050.

The mining company’s greenhouse gas output rose by 11 per cent in 2020, hitting 578,156 tonnes of carbon dioxide equivalent. The bulk of that was produced in Nunavut, which accounts for close to 60 per cent of Agnico Eagle’s overall emissions, largely because its mines in the territory are completely dependent on diesel fuel.

“Wind energy is quickly evolving, and these

new wind turbine models have proven to work well in Arctic conditions,” Agnico Eagle stated in a July 29 news release. “Globally, we are at a critical juncture in the climate crisis and we know that the status quo cannot be maintained.

Agnico Eagle recognizes the important role the industry plays in addressing this challenge and we understand the importance of making both short- and long-term goals to tackle emissions reduction.”

Montreal-based Tugliq Energy announced a partnership with Hiqiniq Energy Corporation in July 2021, with an aim of developing renewable energy projects in the Kitikmeot region.

“The partnership aims to generate economic development and specialized knowledge building through development and investment in renewable energy projects while also displacing harmful fossil fuels in the region,” the companies stated at the time.

Tugliq Energy Co.’s first wind turbine began operating in northern Quebec in 2014.

In the NWT, Diavik Diamond Mines has realized approximately a 10 per cent reduction in diesel usage since installing a 9.2 MW wind farm in 2012 at a cost of $31 million.

Agnico Eagle acquired junior mining company TMAC Resources, the former owners of Hope Bay’s Doris North mine, in February for $286.6 million.

As current operators, Agnico Eagle has budgetted $16.2 million for drilling activity at the Hope Bay property in 2021.

Twice is nice for Rankin Inlet Stealers

The Rankin Inlet Stealers defended their title on home turf at this year’s U-16 softball tournament, which wrapped up on July 26.

The final was a rematch of last year’s championship game against Baker Lake. Although the visitors finished the round-robin tournament undefeated this year – including a 12-8 win against the Stealers – they were not able to match Rankin Inlet’s offensive prowess when they faced the team for the second time, taking a 17-2 loss.

“The Stealers were ready to play Baker, because they’re a strong team,” said coach Robert Kabvitok.

In addition to Baker Lake, the tournament saw teams from Arviat and Whale Cove competing.

Coral Harbour was also supposed to play, but they were unable to fly due to bad weather.

“The weather wasn’t the greatest but what can you do when you’re on Hudson Bay,” Kabvitok said.

After cleaning up in round-robin play, Baker Lake eliminated Rankin Inlet’s other entry in the semis.

In the other semifinal, the Stealers beat Arviat 15-1.

Arviat ended up bringing home the bronze medal from the consolation final.

Although they won by a large margin in their semi, Kabvitok and fellow coach Holly Mercer gave their players a pep talk to maintain their focus.

“As a coach, you need to remind them that not every game is easy. You have to rebuild yourself,” said Kabvitok. “Before the finals we told the kids to support each other, play hard and communicate and to have fun.

That’s the most important thing is to have fun.”

Right off the bat, the Stealers put up six runs in the first inning. When the Baker Lake squad got their first at bat, the Stealers’ defence was able to keep them off the scoreboard. In the second inning, the Stealers added two more runs. Although Baker Lake eventually got on the board, Rankin Inlet piled on the runs until the game was called off in the fifth inning due to the mercy rule.

“Our defence all around was ready. They only had two runs the whole game,” said Kabvitok.

“The pitching and the defence worked so well together.”

Since they were unable to make it for last month’s tournament, Kabvitok said Rankin Inlet would host Coral Harbour for a mini-tournament against the two local U-16 teams.

He added that the growing popularity of softball and fastball among Kivalliqmiut has raised the standard of the game in the past few years.

“It’s going to pick up if they keep playing in each community,” he said.

Mutaz Essa Barshim is officially one of my new favourite athletes.

You would move, too Equestrian show jumping is one event I’ve always enjoyed watching simply because I grew up watching Ian Millar ride Big Ben to so many great moments. I’m also quite alright with Big Ben being in Canada’s Sports Hall of Fame. But there was a slight problem over in Tokyo with the show jumping competition there and it all comes down to gate no. 10.

If you had seen show jumping, you would have seen a large lifelike effigy of a sumo wrestler which greeted the horses arse-first.

You would have also seen several horses simply refuse to take the jump and their riders claimed that it was the sumo mannequin which was the cause of it all. If you know anything about show jumping, you will know that a refusal to take a jump comes with it penalty faults and that can play havoc with a rider’s time – there’s a set time in order to complete all obstacles on a course.

The reason that the sumo figure was out there was because it was part of a dedication to Japanese features; other features included a kimono, a miniature temple and items from the Tanabata festival but it was the statue that caused the most heartburn to riders. And if you saw a giant something in a mawashi (loincloth) that you weren’t expecting to see, you would be a bit afraid as well.

We go back to the boxing ring in Tokyo for this one but it wasn’t anything cannibalistic this time.

No, this involved Ireland’s Aidan Walsh, who decided he would celebrate his win over Merven Clair of Mauritius by launching himself in jubilation. Great. He’s happy. Only problem is when he came down, it was on an awkward angle and there went his ankle.

Luckily for Walsh, it was just a sprain but it was apparently so bad that he failed to show up for his medical check before his scheduled semifinal against Pat McCormack of Great Britain. Here’s the thing: even though Walsh didn’t fight in the semifinal, allowing McCormack to advance directly to the gold medal match, he still got himself a bronze medal because in boxing, there are two bronze medal winners. I don’t know why.

Anyway, Walsh can go home and tell all of buddies that he won a bronze medal and you can be sure it will involve some sort of tale about how he showed that other guy.
