The rollout of the Moderna vaccine against Covid-19 is going as planned in Nunavut and the number of people deciding to get inoculated against the virus is gaining momentum, said Nunavut Health Minister Lorne Kusugak Jan. 31.

Kusugak said the movement towards getting the Moderna vaccine has been so strong in the Kivalliq, that the expected number of people to get inoculated will likely be surpassed in the region.

"Every dose (1,181) of the vaccine was given in Rankin Inlet and they ran out of doses in Chesterfield Inlet, as well," said Kusugak.

"When you're running out of vials, that's a very good sign."

Kusugak said more than 1,000 people have received the vaccination in Arviat, which has been the hardest-hit community

by Covid-19 in Nunavut to date.

He said there's still some work to do in Arviat, but they're starting to hit the numbers they'd like to see vaccinated in the community.

Fighting misinformation "It's been really frustrating battling against all the misinformation on social media and, you know, with some against the vaccine, I don't think they believe it themselves when they say it's no good and if you get it you're going to grow a third arm, turn into a monkey or all the other crap that's out there.

"Some of them throw it out there because they enjoy watching people get confused and upset over it and that's really scary."

Kusugak said he understands people's frustrations with Covid. He said the government is constantly working on how it might loosen the isolation stage, for example, and make it easier for people to travel.

"We need to start with herd immunity and go for as high a number as we can.

"If everyone would get their shots, that would greatly help us get to where we all want to be and that's life closer to how it was pre-Covid.

"It's constant conversation about Covid at every level and other provinces are now starting to finally see the benefits of what we've been doing in Nunavut – you hear now of people having to isolate for two weeks, like in Winnipeg now, and that's the kind of thing we've already gone through and done, so it's good to see the other provinces are now walking down that path.

"It's not affecting us for medical travel right now in Manitoba, thankfully, but

Kusugak said the problems Canada is having right now with some of the suppliers of the vaccine won't affect anyone in Nunavut who has had their first dose of the vaccine.

The US-based company Moderna was set to deliver around 230,000 shots of it's Covid-19 vaccine in the beginning of February to Canada, however that has since been scaled down to 180,000 according to the Government of Canada's vaccine rollout page.

That same page shows the expected 6,000 doses Nunavut was set to receive on Feb. 1 has also been scaled down to 3,400 for the first week of February, the site notes that "deliveries are expected to carry-over into the second week of February." "(It's) being reviewed on an operational level and the bulletin may be adjusted if necessary, but we don't have anything else to say at this time," said Danarae Sommerville, communications specialist at Nunavut's Department of Health.

There are similar scaled down shipments of the Moderna vaccine as well throughout the North with the NWT and Yukon set to receive 4,700 and 4,500 doses respectively.

A spokesperson for Moderna stated that it is up to the federal government on how it

handles vaccine distribution once it arrives in Canada.

"Moderna's contract is with the Government of Canada through the Public Service and Procurement Canada (PSPC) Department, and covers the delivery of vaccines up to the point where it is accepted for delivery to Canada," said Paul Monlezun, the principal advisor for public affairs advisors, which manages communications with media for Moderna in Canada.

The land of blizzards and cancellations Kusugak said the Government of Nunavut has made sure that anyone who is getting the first dose of the Moderna vaccine against Covid is guaranteed their second dose.

"It won't affect our final counts at the end April. The only inconvenience we may have – if the number of doses we're expecting drops for a bit – is that we won't be able to vaccinate as many communities at one time as we had hoped.

"For everyone who has had their first shot, the vaccine for their second shot is already here.

"We're the land of blizzards and cancellations. So, we took everything into account and there won't be any second round not happening here.

"Everyone who has had the first round is guaranteed a second needle."

A pregnant Gjoa Haven woman who stabbed her husband to death is not guilty of manslaughter because she was acting in self-defence to protect herself and the unborn child, a judge has ruled.

The fatal encounter occurred in the couple's kitchen on June 25, 2017. While the wife was preparing dinner, her husband was acting "weird" and calling her obscene names, the wife told the court.

She eventually punched him two or three times in the head. They began yelling at each other and he briefly went to the bathroom. He returned to the kitchen area, shouting at her to stab him as he approached. She told the court that she "had a feeling that he would ... try to assault me or hurt me and the baby."

At six-foot-three and 313 pounds, he towered over her five-foot-one frame.

She used a 30-cm kitchen knife to stab her husband one time in the upper chest.

The blade punctured his lung and heart.

She took him to the health centre,

stupid to say that."

The accused, age 29 at the time of the incident, testified that she intended to stab him in the arm.

What also arose in the courtroom was a litany of past incidents of violent abuse, where the wife was most often the victim.

A friend of hers testified that she saw her black eyes three or four times and she knew that her husband had done the damage.

Seven RCMP files were also presented, documenting various occurrences of violence between 2010 and 2017, many of the years comprising their decade-long relationship. Among the brutal actions were punches – including a broken cheek bone that she suffered – shaking, hair pulling, scratching and being knocked to the floor. In her Jan. 27 ruling on a fatal confrontation between a Gjoa Haven woman and her husband, Justice Susan Charlesworth made mention of a 2006 report from Pauktuutit Inuit Women of Canada titled, A National Strategy to Prevent Abuse in Inuit Communities.

The judge cited this passage: "Too often, services for crime victims in the North operate in isolation of each other. Lacking a systematic

and co-ordinated approach, efforts to prevent victimization in Inuit communities are hindered by gaps in services; inequitable distribution of resources; burnout and loss of trained staff; an absence of training and support for frontline workers; and incomplete program evaluation."

The judge added that the court recognizes the "systemic shortcomings in how justice is administered in Nunavut." She said it was clear that both the wife and her husband in the

Gjoa Haven case would have benefitted from better access to social services and "more meaningful" access to justice.

"It is incumbent upon the Nunavut Court of Justice to consider the high number of Inuit who live in abusive and violent situations, have deep and traumatic memories of abuse, or have witnessed a close family member being abused, assaulted or killed.

These factors must inform this court's judgments in situations involving intimate partner violence," Charlesworth stated.

"The system must change to ensure, going forward, that victims of intimate partner violence are afforded the support necessary to provide evidence against the people

who are causing them harm.

Absent such support, the cycle of violence will continue in the territory and undoubtedly lead to tragedies like this coming before the (court) for adjudication. Such tragedies do not need to be inevitable."

Days later, Pauktuutit president Rebecca Kudloo issued a statement indicating that her organization was glad that its work was helpful to the judge.

Kudloo noted that at the time of the fatal incident in Gjoa Haven in June 2017 there was no shelter or safe house in the community, making it one of the 70 per cent of communities in Inuit Nunangat lacking facilities for women and children fleeing domestic violence.

"The federal government's recent commitment to build five Inuit-specific shelters is a step in the right direction.

However, as the tragedy in Gjoa Haven illustrates, more funding for shelters is still urgently needed," Kudloo said. "Additionally, emergency dispatch and policing services in our communities must be highly responsive to all calls for help and protection, due to fears and incidents of domestic violence and abuse."

The Pauktuutit president also illustrated historical and cultural context that are pertinent to the high rates of gender violence in Nunavut, "part of the horrific legacy of colonization, relocation of Inuit and the effects of resi-

dential schooling."

"Today, the intergenerational trauma suffered by Inuit manifests in complex and harmful ways, including alcohol and substance abuse, as well as domestic violence," said Kudloo.

"Further, overcrowded housing, inadequate healthcare services, and gaps in policing and the justice system put Inuit women and their children in even greater danger. No woman subjected to abuse by her spouse should be forced to resort to violence to defend herself and her children due to a lack of police protection or an emergency shelter or transitional housing where they can seek safety."

• Inuit advisory committees: Composed of elders, community leaders, and cultural facilitators to ensure that police practices and protocols are in line with IQ principles and foster mutual understanding and respect between the community and the police.

• Trauma-informed policing: understanding of relevant trauma and its indicators, will better position officers to de-escalate situations, build more positive relationships with the community.

• Vicarious trauma: Police officers should be encouraged to seek emotional support and guidance from community elders, counsellors, or natural helpers.

• Gender-based violence training: ongoing, specialized education on dynamics of gender-based violence.

• Gender-based policing protocols: Police protocols, including investigative strategies to respond to sexual assault and domestic violence, must be evaluated and revised to ensure that the police are responding in a culturally appropriate and victim-centred manner.

• Female officers: A female police officer present or leading, the statement-gathering process.

• Gendered violence prevention liaison: Community-based, dedicated support person tasked with coordinating access to resources offered by police and other social service agencies.

• Community integration: Develop protocols for introducing new officers to the communities they serve to reinforce officers' accountability to those communities and facilitate the integration of officers.

• Duration of postings: Posting contracts should be extended (beyond the current two-year posts) to sustain positive rapport between Inuit community members and regular service members.

• Inuit civilian positions: Inuit must be employed at each police detachment, and in a number of capacities including interpreters and translators; cultural facilitators; special constables, aides, community patrols and/or peacekeepers; administrative support.

• Police accessibility: Funding must be immediately provided to address the lack of formalized and local police (and emergency services) dispatch systems across Inuit Nunangat. There must be Inuktut speakers available to answer (emergency) calls at all times.

• Community education: Create Inuit Nunangat-specific, multilingual public education programs in education about the criminal justice system and education about gender-based violence.

• Community engagement: Through planned activities and sharing of positive encounters via social media • Federal government responsibilities: Given that policing is an essential service, the Government of Canada must ensure that all regions of Inuit Nunangat have effective and substantively equitable policing and victims services.

On Jan. 27 RCMP Commissioner Brenda Lucki and President of the Pauktuutit Inuit Women of Canada (PIWC) Rebecca Kudloo signed an agreement to formalize the working relationship between the two organizations, signing the Pinasuqatigiinniq Agreement.

The agreement confirms that there will be formal teleconferences twice per year between the two organizations' leadership as well as regular teleconferences between Pauktuutit and RCMP Commanding Officers in the NWT, Nunavut, and Newfoundland (G, V and B Divisions). Representatives from Pauktuutit will contact the commanding officers directly as required.

According to the release an evergreen work plan will be jointly developed to outline mutual goals, priorities and deliverables, which will be signed annually by the organizations' respective leaders. Annual versions of the work plan will include a status update on any deliverable items from the previous year.

The agreement states: "This document is made in the spirit of reconciliation, with a shared goal of urgent action and collaboration, to effect meaningful, lasting change and improve both the protection and safety of all Inuit women, children and

gender-diverse persons."

The leaders of the two organizations expressed optimism in light of this agreement.

"I look forward to continuing the RCMP's work with President Kudloo and Pauktuutit Inuit Women of Canada on projects and programs aiming to reduce violence against women, children and gender-diverse persons," said Lucki.

Kudloo noted this "agreement supports progress toward an urgently-needed cultural shift in RCMP policing practices in Inuit Nunagat. Systemic racism is a reality in Inuit women's encounters with the police.

For example, women experiencing domestic violence often feel further victimized when they come into contact with police."

On Jan. 16 PIWC published a report that Inuit women that calls on the RCMP to reverse the failed strategy of assimilation and to follow a decolonization process, detailing 15 recommendations to shift RCMP from a position of being outsiders to being seen as community allies.

"Decolonization means reversing the colonial strategy of assimilation," said Dr. Elizabeth Comack of the University of Manitoba's Department of Sociology and Criminology, who partnered with Pauktuutit on the study.

"It is police and other social service agencies that need to assimilate into Inuit ways."

Last week, we published the story of a woman's comments, made publicly, that carried a spirit of disrespect and were, in many eyes, ignorant.

Jenny Polo-Egeileh's magazine interview was candid, surely, though her words were a poor reflection of any warmth she felt toward the people she lived among in Arviat.

Her culture shock was understandable, as a young woman leaving her country of birth. Our publishing of her views was not meant as a punishment for her candour, but as a warning that many people still carry and communicate such views when leaving the territory – and these sorts of perspectives feed systemic racism in Canadian policing.

The things she describes as a lack of development and a rejection of momentum, we know to be largely the byproducts of generational trauma, colonization and forced changes to a tradition and culture that have withstood challenges for millenia. Many of those troubles were brought on by outsiders who thought they knew better, but they couldn't have survived without the knowledge of the Elders and people they met across this land.

While we knew that publishing these comments could be hurtful in many ways, we felt that they could not go ignored, not in a day and age when respect and tolerance of different views and cultures is a

101 violation tickets written in final quarter of year Iqaluit Municipal Enforcement issued $26,975 in fines from Oct. 1 to Dec. 31

Iqaluit’s Chief Enforcement Officer Rod Mugford spoke during the Jan. 26 City of Iqaluit Council meeting about Municipal Enforcement's statistical report on the year’s fourth quarter.

A number of traffic and vehicle-related violations occurred among Iqalummiut.

Fines totalling $26,975 were issued to people in Iqaluit in the three month period.

The current departmental staffing levels are three municipal enforcement officers in addition to Mugford, making for a total

of four officers in municipal enforcement.

“There was a significant increase in motorists failing to obey the stop lights located at the West 40 Y intersection, where the construction crews were working,” Mugford said.

“This in effect created a number of violations for a traffic control device as mentioned.”

Iqaluit mayor Kenny Bell noted that “although there’s still a lot of work to be done, for some reason people don’t think the rules of the road apply to them here.”

Justice Susan Charlesworth found the wife's version of events to be credible. "(The husband) was angry.

They were in close quarters in the kitchen. He came up close to her after she hit him on the head and confronted her. She testified that she was afraid he might hurt her or her unborn baby. (He) is sig-

nificantly taller and heavier than (the wife). He could easily overpower her," the judge stated on Jan. 27.

"Given her vulnerability, recognizing how physically outmatched she was, I am satisfied (the wife's) use of force was not out of proportion to the threat of violence she was experiencing at the time of the incident.

"This case is tragic. Children lost a father. A family lost a son. (The wife) will live with what took place (that day) for the rest of her life," Charlesworth stated.

The Pinnguaq Association wants Nunavut-based Inuit artists to help co-design digital platforms to promote Inuit art in collaboration with Nordicity as part of its Inuit Art Distribution and Marketing initiative.

"We are looking to create a working group of approximately 15 artists who will be involved in the co-design of these platforms and throughout the lifetime of the project," said Maria Coates, Pinnguaq's director of development and special projects.

Each participating artist will receive an honorarium of $200 per workshop and will be recognized as co-designers and featured on the Pinnguaq website.

"The aim will be to create digital prototypes that will support artists in different ways. It is important that we work closely and collaboratively with artists to co-design what these platforms will look like."

include: • An internet access device • Internet service with four months prepaid internet for each project phase • A computer with the relevant software including Zoom, word-processing software and web browsers pre-downloaded • Additional materials such as worksheets, notebooks, pencils and erasers • Instructions on how to connect to the internet and how to attend online works Pinnguaq's goal is to help increase the discoverability and distribution of Inuit artists.

"We hope to work collaboratively with artists to address some of the issues and challenges in the Inuit arts ecosystem through the development of digital platforms.

"We are looking to examine how we can create and use digital platforms to better support Inuit art," Coates said.

The Pinnguaq Association is a Pangnirtung-based not-for-profit organization which started in 2012 that incorporates STEAM (Science, Technology, Engineering, Arts and Math) focused on bringing experiences in education and development for rural and remote communities across Canada.

A Sanikiluaq man who pleaded guilty to a 2018 manslaughter has several months left to serve of his four-and-a-half year sentence, which was meted out on Jan. 15.

Josie Takatak, known locally as a bootlegger in the alcohol-prohibited community, stabbed and killed Billy Arrangutainaq on June 18, 2018.

Arrangutainaq went to Takatak's home to purchase liquor on that day.

The two were friends and had family connections, according to the information presented in court. Arrangutainaq didn't have money and wanted some alcohol on the promise that he'd pay the next day. Takatak wasn't agreeable. Witnesses say the men were getting drunk and some people left, anticipating violence.

Other customers showed up to buy liquor and they noticed Arrangutainaq, with a stab wound, lying on a small deck outside of Takatak's home.

Arrangutainaq was transported to Sanikiluaq's health centre and was pronounced dead a short time later due to a single stab wound to the heart that caused internal bleeding.

After attempting to avoid the RCMP, Takatak told police that he was defending himself because Arr-

angutainaq tried to fight him.

"Although there may have been an element of self-defence present at the precise time when Josie was trying to get Billy out of the house, it was Josie who chose to introduce a sharp object into the already volatile situation, and it was Josie who stabbed Billy in the heart causing his death," justice Bonnie Tulloch stated.

Takatak had previous convictions for assault causing bodily harm and forcible confinement in 2011, in addition to assault with a weapon and uttering threats in 2013. There were also eight violations of court orders from 2011 to 2014.

Tulloch admonished Takatak for his bootlegging, even though that wasn't among his charges.

"Josie not only chose to ignore the wishes of his community to keep Sanikiluaq free from alcohol, but he benefitted financially from that decision," the judge stated.

"To make matters even worse, Josie chose to run his illegal business while he himself was substantially intoxicated from both drugs and alcohol.

"All the ingredients for serious trouble were present: an illegal business operation, a drunk businessman, some vulnerable customers (many perhaps seriously addicted to alcohol) and the use of a weapon."

On the other hand, the judge said she was convinced of Takatak's remorse over the killing. She also

applauded him for his efforts to better himself while in jail. He's earned certificates in the Reformers Unanimous Addiction Program; the Better Father, Better Husband Program; the Alternatives to Violence Program; and the Substance Abuse Program.

"The court has been told that Josie has been a model prisoner during the approximately two-anda-half years that he has spent in custody awaiting resolution of these files," Tulloch stated. "The fact that he recognizes his problems and is working hard on addressing them, is very encouraging and it speaks to his chances of rehabilitation once he is released from jail."

The Crown prosecutor and defence lawyer agreed on a sentencing range of four to four-and-a-half years, followed by two years probation.

Takatak's 1,687 day-sentence was reduced to 275 days remaining when he was credited – at a rate of 1.5 days for every day – for 1,412 days spent in pretrial custody.

"It is important to understand that the criminal process is not an instrument of vengeance, nor an instrument of appeasement. The length of sentence is not and cannot be an attempt to place a value on Billy's life," the judge stated. "The sentence I am about to impose upon Josie today is in no way a reflection or a measurement of the value of Billy's life. That value is far too vast to

measure and nothing I do today can make up for the tragedy that has taken place."

Tulloch noted that Takatak, a father of four, will have a long road ahead after serving his time behind bars.

"Once you are released from custody, you will have to work very hard to earn the trust of your community

and of Billy's family," she stated.

"There is no doubt that the journey will be long and difficult, but you can succeed if you follow through on your pledge to counsel other people and to never drink alcohol again."

Takatak's sentence included 67 days for unrelated offences, including spitting on a peace officer and mischief to property.

City carries motion to forgive accrued debts prior to Dec. 31, 2005 Iqaluit The City of Iqaluit during the Feb. 2 Finance Committee of the Whole meeting the Council carried a motion to forgive debts owing to the City prior to Dec. 31, 2005.

The total amount of debt forgiven amounts to $344,787.14 and ranges from various Government of Nunavut Departments, businesses and individuals. Including a $22,246.99 line item for Baffin Regional Hospital, the GN is listed as owing the City just over $41,000.

"We have no proof they owe us that money other than this list right here which has no backup documentation," said Mayor of Iqaluit Kenny Bell during the meeting.

"Regardless of the reason that it's on there, they're all in the same situation, they are utterly un-collectable at this point in time."

None of the debts listed to be forgiven are property taxes.

Man charged with bootlegging Kangiqliniq/Rankin Inlet A 44-year-old man has been charged with the unlawful sale and possession of liquor in Rankin Inlet.

The charge came about when the RCMP executed a search warrant on Jan. 15 and seized 24 1,114-ml bottles of alcohol as part of an ongoing Liquor Act investigation into allegations of bootlegging.

The man, who the RCMP have not identified, is scheduled to appear in court on March 8.

"The police in Nunavut are committed to helping reduce harm in our communities, including the negative impact bootlegging has on Nunavummiut," said Cpl. Tammy Lobb in an RCMP press release. "We encourage you to support our efforts in identifying those who cause harm from bootlegging."

Man involved in two armed standoffs jailed for two years Children were endangered at the scene on one occasion when offender pointed a rifle at police in Iqaluit

A man who got into two armed standoffs with police – one of the incidents with children present – has been sentenced to a little more than two years in jail.

Oolayou Shoo, 25, was reportedly intoxicated and upset while in an Iqaluit residence with a two-year-old and a six-year-old on Oct. 2, 2019.

His female partner called the police following an argument she had with him.

The RCMP attempted to enter the residence but the door was locked. Shoo opened a window and told the police they weren't needed and he refused to open the door. He then said, "Do you want me to blow my head off in front of the kids?"

A short time later, while a Mountie was speaking to him, Shoo placed a rifle under his chin and pointed it at the police officer. When asked, he wouldn't tell the RCMP whether the weapon was loaded.

He also brought the children to the window at one point.

Thirteen hours of negotiations ensued.

Then Shoo exited the residence with the two-year-old in his arms. He attempted to depart on an all-terrain vehicle, but the police were able to block him and arrest him.

The officers searched the premises and found five firearms, a rifle barrel, three rifle stocks, a magazine and a var-

Shoo, who pleaded guilty to unlawful storage of firearms, possession of a weapon for a dangerous purpose and pointing a firearm, was released from jail on conditions, including not to consume alcohol.

Then, on Dec. 17, 2019, RCMP were alerted to a possible case of impaired driving. Shoo was the suspect. The police wound up back at the

residence where he lived. His female partner allowed the Mounties to enter. Shoo was inside one of the bedrooms with the door locked and barricaded. The officers eventually managed to get the door open.

Shoo was in the corner of the room with a rifle under his chin. He shouted at the RCMP to get out.

The officers left.

During the subsequent

negotiations for Shoo's surrender, he came out and pointed the rifle at some of the police.

Before giving himself up five hours later, he again pointed the rifle at an officer.

The Mounties searched the residence and found a firearm and ammunition.

Shoo again pleaded guilty, this time to charges of unlawful storage of a firearm, pointing a firearm and two breaches

of a court release order.

It was possible for the offender to access a firearm again in December 2019 because his female partner had borrowed it from a relative so she could go hunting.

The Crown prosecutor called for a sentence of three to three-and-a-half years for both incidents. The defence lawyer recommended 18 months of jail time and a lengthy proba-

convicted for pointing a firearm in 2014.

With his latest sentence, he faces a 10-year firearms prohibition.

"I implore the respected hunters in our communities, our Elders, and our political leaders, to speak out about firearm safety," Justice Susan Cooper stated during the Dec. 22 sentencing, which the Nunavut Court of Justice circulated to media on Feb. 1. "It is simply too easy for angry, depressed, intoxicated persons to access firearms. It is not enough to own locking gun cabinets and trigger locks. Their use must become a matter of habit. Families and community members must be watchful of each other and take steps to ensure that those amongst us who are depressed, troubled, or prone to violent fits of anger, do not have ready access to firearms."

Due to the credit that Shoo is entitled to for the time he served behind bars while awaiting the conclusion of his court case – since Dec. 17, 2019 – he has less than a year left to spend in jail.

Cooper pointed out that the offender's unlawful actions are bound to have serious effects.

"No victim impact statement has been provided. It is simply common sense that these incidents would have been traumatic for those involved," the judge stated. "In particular, the children who saw the incidents, some of whom were in the residence with Mr. Shoo on the first occasion, would be deeply impacted by the events."

Firefighters describe intense battle to contain Iglulik Co-op blaze 'There was black smoke coming from both doors and there was fire from underneath,' fire chief says

In the dead of night on Jan. 20, little did Iglulik fire chief Julius Panimera know he was about to confront the biggest emergency of his firefighting career.

A bylaw officer showed up at his door with urgency around 3:30 a.m., whisking him off to the local Co-op retail store, where a fire was raging.

"There was black smoke coming from both doors and there was fire from underneath," Panimera said of the building.

The fire department's 10 other volunteers were alerted to the blaze by the community's emergency siren.

The hamlet's only fire engine – a 1999 model – was driven to the site.

The municipality's four water trucks were also pressed into service.

Local Rangers assisted with crowd control as a growing number of residents were attracted to the catastrophe.

It was cold – in the -40 C range with the windchill – as a steady breeze blew from the south. The wind would later gust to as high as 65 kilometres per hour.

"I called the fire marshal as soon as I knew I couldn't extinguish it," Panimera said, admitting the task was too immense for his brigade and the equipment at their disposal.

They made a tremendous effort, however, battling the flames for up to 18 hours. One of the critical details over that period was ensuring that the four hoses didn't get kinked because any impediment to the flow of water meant that it could quickly turn to ice in the frigid temperatures, Panimera explained.

The fire truck froze up at 2 p.m., making the water trucks all the more pivotal in combatting the blaze.

Six firefighters from Iqaluit arrived around 3:30 p.m.

A column of smoke rising into the sky was visible to the incoming crew as their plane approached for a landing, said Landis Carmichael, deputy fire chief of Iqaluit Emergency Services.

"There were still significant fire conditions. The structure had collapsed except for two remaining end walls," were Carmichael's initial observations.

Although a number of additional hazards were identified – live ammunition, fuel, propane tank storage and household chemicals – most of those items had been destroyed by the time the Iqaluit firefighters were on the ground, according to Carmichael.

Panimera did get one break in the action, spending from 5 p.m. to 8 p.m. at the local health centre, where he was checked for smoke inhalation and given oxygen. He also caught a short nap.

Then he returned and resumed his duties.

The scene was finally cleared around 10 p.m. on Jan. 20.

"The building is a complete loss," Carmichael stated.

Iglulik firefighters combat the blaze that destroyed the community's Co-op on Jan. 20. "I've been given a lot of thank-yous from the locals," says Fire Chief Julius Panimera. "(People) say that I'm a good man and whatnot, and they appreciate me for what I do. I just keep on telling them, 'Don't thank me, thank the firefighters.'"

Calling in relief from Iqaluit meant that members of the two fire departments had to quickly figure out how to work in harmony.

"Once we arrive, we liaise with the team on the ground, develop a plan and put it in place to stabilize the incident and get the fire out as soon as possible," Carmichael said.

"I think we all worked very well as a group and (I) am glad that there were no injuries or fatalities throughout the process."

He added that he'd met Panimera while the Iglulik fire chief was in Iqaluit for a course over the summer.

"So having that previous relationship helped build trust quickly."

And the helping hands were appreciated.

"It was an honour to fight the fire

side by side with them," Panimera said of his brethren from the territorial capital.

Iqaluit's deputy fire chief also had praise for the efforts of the Iglulik volunteers, who'd been on the go for close to 12 hours before backup arrived from the city.

"What I can say is that the community came together as a whole in a time of emergency and kept a bad situation from getting worse.

"The potential for a fire of this size to spread to adjacent buildings is significant," said Carmichael.

In 2018, it was Iqaluit that required assistance from other communities when the NorthMart warehouse was fully engulfed in flames.

Firefighters came to the rescue

from Kinngait and Pangnirtung.

"When our help was requested for the Iglulik fire, our firefighters stepped up without hesitation," said Amy Elgersma, Iqaluit's chief administrative officer. "We are pleased that we were able to help.

It's really great to see this level of co-operation between Nunavut's municipalities."

Panimera, a 23-year-old who has been a member of the Iglulik Fire Department for six years and fire chief for almost three, said there have been attempts to recruit more volunteers in the community but it's not easy.

"A lot of people get panicked when they see fire," he said.

He signed up when a friend encouraged him. There were only

six members of the local brigade at that time.

Over his years of experience, Panimera has helped to fight close to 40 fires, most of them being shacks and storage sheds, also some vehicles that were burning.

He was in Iqaluit again in late January, this time for incident commander training, which better prepares him for coordinating resources at fire scenes.

"I am planning on being fire chief for the next 40 years," Panimera said.

"I've been given a lot of thankyous from the locals... (people) say that I'm a good man and whatnot, and they appreciate me for what I do. I just keep on telling them, 'Don't thank me, thank the firefighters.'"

Very exciting news for residents of Cambridge Bay, Nunavut: the arena is finally open for the public. The arena has been closed for sometime, and during restricted rules due to pandemic.

Our community has many sports groups happening. Kids in our community can finally go skating, even during school classes. It is limited right now to up to 50 people on the ice at one time with Covid-19 restrictions still being enforced.

Over the past couple of years the arena has been renovated also to remove mould in the building.

It was shut down for health safety reasons.

I see there is hockey teams already back in full force. Our Elders just love to watch their very own playing hockey.

Tournament season in Rankin Inlet cancelled; minor hockey program planning local events

It's been a hard slog for the better part of the last year and it just got a whole lot tougher.

With the past 11 months being like something out of a Stephen King novel thanks to Covid-19, it came as no surprise when the Rankin Inlet Minor Hockey Association (RIMHA) had to officially announce the cancellation of its regional and territorial hockey tournaments for the 2021 season.

The announcement came on Jan. 18 and affected the Arctic Atoms, Powerful Peewee, Bantam Rock and Polar Bear Plate.

RIMHA executive member David Clark said this has been a challenging year for the hockey community.

He said RIMHA urges players and coaches to continue to work on developing skating and hockey skills to be ready for tournaments in 2022.

“Here in Rankin, we're going to run a bunch of local events including what we think will be a competitive eight-team tournament,” said Clark.

“We'll have four teams in the A division, with the top players from the senior league, midgets and oldtimers selected to the teams through a draft style.

“And we'll have four teams in the B division, consisting of most of the old-timers, and some of the midget and senior guys who aren't quite

there yet.”

Clark said he had put together a plan he hoped might save the regional tournaments, which he presented to Hockey Nunavut and the Government of Nunavut during the final conference call.

He said one word, “crickets,” summed up the reaction when he had concluded his presentation.

“I'm a pretty optimistic person most days and I thought we could make it work, but, at the same time, it's the world we're living in right now.

“But we are getting vaccines now, so I'm really hoping 2021-22 will see us back to somewhat of a normal hockey season.

“As for the tournaments this year,

I reached out to my SAO, the hamlet's recreation committee, Hockey Nunavut, Hockey North and leaders in our community to try and get a feel for what people were thinking.

“People were honest when I asked them straight out what they felt about this and I got a lot of ‘David, I don't think it's a good idea’ or I may be pushing it a bit.”

Clark went on to say he thinks Rankin has done a pretty good job dealing with Covid-19.

He said everyone in the community has to do their part to make it a safer place to live, and cancelling these regional and territorial tournaments is just part of that.

“We held our hockey camp in October and then got right into the

season. The kids were going and we were on the right path.

“We've really been promoting skill development this year, not so much game tactics, and I really noticed the kids took a step backwards after the pause we had around November.

“Once we were getting back into it after that layoff, a lot of kids weren't comfortable with coming and a lot of parents were hesitant with sending them, but we moved everything forward.

“Now, where we're at today, is with planning the local tournaments for each age group, such as the U9 Fun Cup with, probably, enough players to make four even teams and have a fun tournament for the kids.”

four year contract comes to an end after this season. You know what that is in Canadian dollars? A helluva lot but specifically, it works out to $854,584,174. That's the gross domestic product of several small and even medium-sized countries and is simply mindboggling. But the question is would you turn it down if someone offered you that many enchiladas to play soccer? Exactly.

Now, Barcelona didn't like the fact that the world now knows just how much Messi's wheels have been greased since 2017 and is now threatening legal action against El Mundo because it was, according to a statement released by Barcelona, “a private document” between both parties.
