The Inuit Action Plan, released June 3, is a roadmap developed by Pauktuutit: Inuit Women of Canada and Inuit Tapiriit Kanatami (ITK) for ending violence against women, girls and gender-diverse people.

As Inuit women experience the highest violence rates in Canada at 14 times the national average, Rebecca Kudloo, president of Pauktuutit, is happy to see it finally being released.

“I’m happy that it finally happened, it was a couple years delayed partly due to COVID, but I think our Inuit Working Group has been working really hard to make sure that Inuit priorities are brought forward.”

One thing Pauktuutit has been working on are more safe shelters for women in Inuit communities.

“As Inuit, we are distant from other aboriginal people,” she said, “we lack so many of the resources that other Canadians have. Inuit communities don’t have safe shelters for women when we

have the highest rates of violence in the country.

“They’re in a small isolated community. You can’t drive out of the community – the only way is to fly out – but where do you go, another community that has no housing?”

The document is organized into 14 themes, among them Health and Wellness, Governance, Infrastructure, Family Violence and 10 others.

Much of it surrounds domestic abuse and resources for those suffering from the ramifications of family and intimate partner violence.

Kudloo is no stranger to these issues, saying Pauktuutit alone has been working on these issues for over 35 years. She also sits on the ITK board with other Inuit land claims organizations.

The discovery of 215 bodies at the Kamloops Indian Residential School has brought into the spotlight many of these issues, she said.

“I think what happened (the other) week has opened some eyes on how terrible it was for aboriginal children to go to residential schools.”

“I for one am a residen-

tial school survivor,” she said, saying the event has triggered past memories of what they have gone through as Indigenous people, “for years, too, there has been unresolved grief about what happened to us.”

She says Inuit have to take a holistic approach to healing the traumas and behaviours, many of which stem from residential schools.

“As Inuit we have to start our own healing, but if there’s no resources sometimes people can’t really go forward with any help in that area.”

Kudloo says resources and Inuit counsellors need to be made available “In order to start healing … especially community-based counselling, I think works. We have one in Baker Lake that we’ve been running for 35 years in all areas of counselling and all areas of family violence.”

Co-operation between Inuit organizations, the territorial and federal governments Kudloo says is the key to making the National Inuit Action Plan work.

“If we don’t do that nothing’s going to change. We es-

pecially want Inuit women to be a part of the monitoring and implementation of the action plan. We want to be at all tables when it comes to what to do with Inuit,” Kudloo said.

“We all have to be committed to make this work, the government and us communities to work together to deal with the root causes.”

On June 4 Nunavut Tunngavik Incorporated (NTI) affirmed the National Inuit Action Plan released by Pauktuutit and ITK. “Inuit women, children and gender diverse (people) deserve to live fulfilling, healthy and safe lives,” said president of NTI Aluki Kotierk. “The work of the National Inuit Action Plan is urgent and I commit to doing everything I can.”

Higher rates of domestic violence, lack of access to in-territory midwives, and many other factors going against Inuit women, girls and gender-diverse peoples mean there is a lot of work to do. Despite everything, Kudloo is hopeful.

Travel exemption requests fly in Fully vaccinated travellers will no longer need to stay in southern hubs before returning to the territory

Announced June 7, exemptions for fully vaccinated individuals travelling in and out of the territory will take effect June 14, however, parents who have unvaccinated children still have to isolate in southern hubs.

A full vaccination is in effect two weeks after receiving a second dose of the vaccine.

Other public health measures are still applicable to fully-vaccinated individuals.

“Nunavummiut have worked hard following all the public health measures, and the COVID vaccines have added enough protection to allow us to take this step,” said Premier Joe Savikataaq. “I’m very happy that we are able to move into this next phase of living with COVID, and I encourage all eligible Nunavummiut to get their vaccine if they haven’t already.”

People who were vaccinated in Nunavut but do not have their vaccination card do not have to worry about providing that when applying for an exemption.

“If you get vaccinated in Nunavut, it’s entered into the electronic medical record. All health centres use MediTech – our standard electronic medical record – and it’s perma-

nently stored in there,” explained Patterson.

Fully-vaccinated travellers, including those currently staying at one of Nunavut’s southern isolation hubs, can apply for an isolation exemption by submitting a form to vaccineexemptions@gov.nu.ca.

“At least for the next four weeks we’ll be taking the more cautious approach which is to have exemptions only for people who are fully vaccinated.” Patterson said, “That four weeks gives us time to offer vaccination to youth, it gives adults who have not been vaccinated the opportunity to get vaccinated.

All of those steps will not only protect the individuals who receive (their shots) but it’ll reduce the risk to the community as a whole.”

As of June 8 the amount of people in isolation was 60, and as of press time there have been 15,574 people in Nunavut, including rotational workers, who have been fully vaccinated and and further 2,218 people who have gotten their first dose.

As of June 11 there are six active cases of COVID-19 in the territory, all in Iqaluit.

On June 10 a case was diagnosed in the emergency room at the Qikiqtani General Hospital. Department of Health staff are still figuring out what the risks are to the public at this time. Contact tracing is ongoing and was started the afternoon of June 9.

There are no plans to change public health measures at this time, which began easing in Iqaluit and Kinngait June 9.

“There are a number of things we have to sort out, at this point there’s no reason to think we have to pause or change the public health orders as they are right now,” said Nunavut Chief Public Health Officer Dr. Michael Patterson.

The person was admitted to the hospital and right now it’s “unclear if their symptoms are from the COVID or if their symptoms are from another medical problem.”

Patterson said they will be able to provide more information surrounding this new case at the next update on Monday, June 14.

“There’s always going to be a chance there’s going to be some dianogised cases whenever we ease measures. So this isn’t surprising to us at this point, and we may be able to establish links and work out from there,” explained Patterson.

Patterson said a re-opening plan is in the works and will be available “in the next little while. I know there’s work being done on that, but I don’t think we’ll be able to give a firm date on when it will be available to release.”

Art workshops offered online in June Pinnguaq Association provides virtual sessions with hopes of future physical spaces in every community

The Pinnguaq Association is offering online workshops for Nunavummiut artists who want to develop and refine their practice.

The association’s long-term goal is to open physical spaces for artist-run “maker space” centres in every community so they can offer programming.

Because of Covid-19, plans to open physical locations have been slowed down, which is why Pinnguaq is currently focusing on connecting with Nunavummiut digitally.

“We started out during Covid-19, gathering Inuit artists throughout Nunavut to build a digital platform to market and disseminate Inuit art, that was Inuit-led,” said Lisa Clarke, Pinnguaq’s director of strategic communications.

“Whether it’s performance or music or arts, it’s just a pretty exciting opportunity to then have artists that are trying to build their community to take part on this larger platform.”

To date, Pinnguaq has offered two digital workshops. The exploring the global arts world online workshops, run by Mary McDonald and Cheyenne McNenly, explored ways that local artists can participate in the online arts world. There are still three workshops that people can sign up for this month, including mobile photography on June 16, creating a website with WordPress on June 23 and social media promotion for artists and artisans on June 30.

The workshops have been made possible through a Canada Council for the Arts digital strategy fund,

according to Clarke.

“That’s how we can give these skills workshops to artists for free,” she said.

In addition to providing the workshops, Clarke said artists and anyone interested in science, technology, engineering and math (STEM) can also request a free computer from the organization.

“We can provide computers from our Iqaluit maker space. If you don’t have one, you can access

one,” Clarke said.

Pinnguaq Association evolved from a coding club that started in Pangnirtung in 2012. Since then, it has become a national organization focused on bringing STEM opportunities to remote communities across the country.

Talia Metuq, who was part of Pangnirtung’s first coding club in 2012, and is now the community management and special project co-ordinator for Pinnguaq, said she

looks forward to the maker spaces open up throughout the territory.

“It will be good for the youth.

Most of the times there’s barely anything to do,” she said. “Learning different stuff, especially outside of school is really good for them.”

Once the spaces open up, she said Arviat will likely be the first community in the Kivalliq to get one.

“When code clubs were starting Arviat was one of the first ones,” she said.

Qulliq Energy Corporation’s new head office being built for $16 million

Although some Government of Nunavut construction projects are being postponed due to soaring costs, Qulliq Energy Corporation’s new headquarters in Baker Lake will proceed this summer with a $16-million price tag.

The two-storey, 14,550-square-foot office building was originally proposed in 2019 at a cost of $13 million.

Preparatory ground and piling work will be underway this month and construction is targetted to begin in July, QEC Minister Jeannie Ehaloak said in the legislative assembly on June 7. The project was delayed a year due to issues relating to tendering and COVID-19 public health restrictions.

The construction contract has been awarded to Kivalliq-based Sanaqatiit Construction Ltd. The building will feature a boardroom, multipurpose rooms for training and meetings and a staff common area and kitchenette on each level.

“QEC currently does not have a dedicated head office in Baker Lake. The construction of this building will provide adequate space to accommodate all administration staff in one location. Presently, there are approximately 45 employees working in three different offices in the community,” Ehaloak said. “With the anticipated completion in August 2022, all staff will be under one roof with upgraded boardroom and training spaces.”

The building was designed to enable it to meet Energy Star efficiency levels and it’s also compatible with a district heating system.

Other features of the updated act include added flexibility to assess on-the-job training, including the ability to accumulate apprenticeship hours with different employers; the introduction of mandatory certification trades to enhance public safety, such as oil heat systems technician; and making ad-hoc advisory committees possible to expand the composition and role of the apprenticeship and certification board.

The apprenticeship and certification board will have the ability to gauge the skills of an experienced and knowledgeable tradesperson who was unable to pursue formal training and examination by taking into account an exam applied by other certified tradespeople who can provide oaths on behalf of the individual, Clift explained.

“The board will then appoint an examiner to review that evidence and may collect additional evidence and make a recommendation to the board,” he said, adding that candidates will have the choice of speaking in Inuktitut.

“Again, as I said, historically we’ve not done the best job in supporting our Inuit tradespeople and that’s what we’re trying to resolve here.”

The legislation is expected to be enacted as of January 2023.

Cultural adviser, civilian monitor to be included in future investigations of RCMP conduct

The Department of Justice has updated legislation to make it possible to have a civilian monitor and a cultural adviser involved in investigations of RCMP conduct.

“These appointed individuals will ensure that the investigation is completed in a manner free of bias and is appropriate to the community and culture of those involved,” Justice Minister George Hickes said in the legislative assembly on June 7. “It is a priority for the Department of Justice to ensure any change to the way policing in the territory is conducted is forward facing and reflects the needs of Nunavummiut.”

The Nunavut RCMP have an agreement in place with the Ottawa Police Service to look into serious allegations against Mounties.

MLAs voiced their pleasure over the inclusion of a cultural adviser and civilian monitor in future investigations.

“I, myself, will support the bill because it incorporates Inuit Qaujimajatuqangit and people will now know where to turn to in Nunavut, and those complaints will not just go on and on, and the people of Nunavut will know what’s happening,” said Ammituq representative Joelie Kaernerk.

Aivilik MLA Patterk Netser said, “We will have a close working relationship between Inuit and the RCMP. I’m very pleased to see this bill and I will be supporting it.”

In concluding discussion surrounding the act to Amend the Royal Canadian Mounted Police Agreement Act, Hickes stated: “I think this is a massive step forward for policing oversight across Nunavut and I’m really looking forward to the implementation of this piece of legislation.”

GN increasing student financial assistance to a maximum of $150,000

Nunavummiut students will soon be eligible for a maximum of $150,000 in student financial assistance at any one time through the Government of Nunavut.

Prior to the legislative assembly passing Bill 73, to amend the Student Financial Assistance Act, on June 8, the limit on student financial aid – up to $36,000 for most students – had not been changed since 1999.

The previous maximums “do not match the current costs of pursuing post-second-

ary education,” Education Minister David Joanasie acknowledged.

“This increase will also provide student loan recipients with a level of publicly-funded financial assistance comparable to other Canadian jurisdictions, ensuring our post-secondary students have similar access to financial assistance as other students throughout Canada,” Joanasie said.

“This increase will also provide non-Inuit Nunavummiut with loans that are comparable to the amount of funding Nunavut Inuit receive as grants.”

Robert Clift, director of career development with the Department of Family Services, which administered the program until last year, noted that Inuit are eligible to receive all of their Financial Assistance for Nunavut Students (FANS) support in the form of grants. Non-Inuit schooled in the territory primarily have access to loans.

The approved change increases the loan maximums, minus the maximum amount of grants the individual is eligible for, based on their years of schooling and residency in Nunavut.

“The change is primarily intended to give non-Inuit access to the same amount of money that Inuit have access to, but they get it in the form of a loan instead of a grant.

This change will have almost no effect on Inuit students because they generally do not take out loans,” Clift explained.

David Lawson named director of property forfeiture

Justice Minister George Hickes announced on June 9 that David Lawson has been hired as the GN’s second director of forfeiture. The territory’s new Unlawful Property Forfeiture Act came into effect on April 1.

Lawson is a recent graduate of the Nunavut Law Program and is a former RCMP officer.

“David’s background and skills make him uniquely suited for the work of this office, and we look forward to seeing what he will do in this important role,” Hickes said. “This act creates an important tool to address criminality in Nunavut and I look forward to the positive impact the office will have under the leadership of its new director.”

The new office, based in Iqaluit, is designed to seize the proceeds of crime. It will rely heavily on referrals from the RCMP, which will sometimes be based on tips from the public.

Trades certification made more accessible to those without formal schooling

The territorial government has updated its Apprenticeship and Certification Act to include a skilled trades worker certificate and the ability to attain journeyperson certification without having to write an exam.

These measures are being introduced “to deal with the fact that historically, the Northwest Territories and Nunavut have not done everything they could do to facilitate our Inuit tradespeople in achieving formal certification,” Robert Clift, director of career development with the Department of Family Services, said in the legislative assembly on June 7.

On June 3, 2019, the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG) presented its final report. At this event, the Prime Minister stressed the Government of Canada’s commitment to addressing this issue.

“To the missing and murdered Indigenous women and girls of Canada, to their families, and to survivors – we have failed you. But we will fail you no longer,” Justin Trudeau said.

Marion Buller, chief commissioner of the inquiry, said at the time, “This report is about deliberate race, identity and gender-based genocide.”

The statistics tell us Indigenous women and girls are 12 times more likely to go missing than any other demographic in Canada and Inuit women suffer the highest rates of violence in Canada, at 14 times the national average.

Statistics are cold, though, and only reflect a small portion of the picture.

That is why, on the two-year-anniversary of the MMIWG final report’s release, it is important to see the National Inuit Action Plan on Missing and Murdered Indigenous Women, Girls and 2SLGBTQQIA+ People, as part of the national response to the inquiry’s findings, completed after a year’s delay.

It is unfortunate that a plan meant to relieve some of the systemic inequality faced by those disproportionately affected by the COVID-19 pandemic, as reported by Statistics Canada last week, was delayed by the same circumstances, but we finally have a plan encompassing the 51 communities across Inuit Nunangat and Inuit living in urban centres.

Produced in part by Inuit Tapiriit Kanatami and Pauktuutit Inuit Women of Canada, it is another impressive document, in size and scope, that shows that Canada’s human rights obligations must be met through a vast array of infrastructure, education, health care and justice investments.

Government of Nunavut Family Services Minister Elisapee Sheutiapik stated June 7 that “the Government of Nunavut (GN) is uniquely placed to advance the National Inquiry’s calls for justice over time, especially the Inuit-specific ones, because its programs, policies and initiatives are envisioned and implemented for a population that is 85 per cent Inuit.”

Sheutiapik is right when she says, “A full and meaningful response will take time and require human resource and financial capacity, political will, and not only a whole-of-government approach, but a territory-wide approach that includes all levels of government, agencies and Inuit organizations.”

The plan outlines 14 key areas where investment and action are needed, and those calls to action should be taken seriously by governments and organizations. The next steps of developing implementation plans with short, medium and long-term priorities will be key.

In the meantime, while the governance machine churns out further recommendations, Nunavummiut must focus on what can be changed at home. Continued advocacy, as draining as it is, must be kept up.

While many of the actions laid out are at the federal and territorial level, the action plan puts onus on Inuit land claims organizations to advocate change, prioritize self-determination and, where possible, make the differences and investments they can, be that in housing, mental health, or education and culture – whether formal, or surrounding parenting, child-rearing and healthy families.

The document concludes: “Only when we as Inuit women, girls and gender-diverse people are able to fully exercise and enjoy our human rights – including our rights to safety – can lasting reconciliation be accomplished.”

Reconciliation can begin through the federal government putting money and governance toward empowering Indigenous-led organizations to support healing from horrors all too recent and still ongoing.

Vigil held in Iqaluit to remember residential school victims ‘It’s really nice seeing everyone come together during such a hard time. I think a lot of us are feeling really helpless, angry and sad,’ says volunteer

On the afternoon of June 4 community members co-ordinated a commemorative community vigil in Iqaluit Square, in honour of the 215 victims found at the Kamloops Indian Residential School by the Tk’emlúps te Secwépemc First Nation.

The vigil took place in accordance with COVID-19 public health measures and started with a qulliq lighting.

There was an impetus to hold a vigil with Nunavut being majority Inuit, and it got organized as many families in the territory were impacted by these institutions.

“The whole country is mourning and we’ve been seeing a lot of vigils put up in other communities and we thought it would be important to also hold a vigil in Iqaluit, in the capital because a lot of Inuit families have been affected by residential schools,” said Rachel Seepola Michael, who works with the Arctic Children and Youth Foundation (ACYF) as the Inuit Child First Initiative’s service co-ordinator.

The vigil took place from 1 p.m. to 4:35,

215 minutes.

Ceremonies and moments of silence were repeated on the hour to ensure all Iqalummiut had a chance to attend.

Inuit young and old attended throughout the afternoon.

“It was nice to see the community of all ages show up, Elders and young people who pay their respects and hold that space and honour the traumas that we’ve survived,” said Jukipa Kotierk, another organizing volunteer with the ACYF. While it was a community-led effort, the ACYF helped spearhead this effort to hold a vigil.

The vigil drew in residents from all over Iqaluit, according to the organizers.

“We had a great community turnout, not only for the event itself,” said Kotierk. “As part of the co-ordinating team, so many people (from the community) were quick to provide support.”

From mental health support, to providing posters, to donated items to be laid out at the vigil, Iqaluit remembered.

“As an organization our staff decided that we would help take a lead on co-ordinating with the community. Everyone has

come together really quickly to make this happen, a lot of people have supported us and different organizations have contributed in their own way,” said Michael.

Flags across Nunavut were lowered to half-mast following the news of the bodies found in B.C. and once again Nunavummiut came together to mourn those who died in Kamloops and other parts of Canada.

The vigil hit close to home for the volunteers as well.

“It’s really nice seeing everyone come together during such a hard time. I think a lot of us are feeling really helpless, angry and sad,” said Michael. “This is a safe space we created to come together to be able to share a moment of silence and share those feeling of grief as a community.”

Kotierk adds, “for me as an Inuk, holding that space with other Inuit and seeing Elders, I guess it made it more personal from the get-go.”

According to the Truth and Reconciliation Commission, roughly 150,000 Indigenous children were made to attend Canadian residential schools with thousands having died in those institutions.

‘Feeling ignored,’ Taloyoak mayor says after GN nixes home construction Some residents resorting to crime for a warm bed, says Chuck Pizzo-Lyall

“It just feels like we’re being ignored. It’s not a very good feeling at all,” said Taloyoak Mayor Chuck Pizzo-Lyall. “It’s nothing but disappointment.”

Pizzo-Lyall was reacting to news that the Nunavut Housing Corporation is postponing the construction of two five-plexes in his community due to rapidly rising costs.

There have been no public hous-

ing units built for Taloyoak’s 1,100 residents in almost four years, the mayor said.

He wrote a letter that was tabled in the legislative assembly last October, clearly stating the desperate need for more homes in the hamlet. It wasn’t enough to get anything done.

“I’m starting to run out of stuff to say to our community members of why that’s happening,” he said of the delays.

There were more than one hundred applicants on the waiting list for a home last time he checked. He

knows of a three-bedroom home in Taloyoak where 18 people are living.

With so few housing units available and no homeless shelter, the mayor said there are individuals who are resorting to crime to ensure themselves of a safe and warm place to stay: jail cells.

“They just get into mischief just to have a roof over their head,” he said.

“It’s not something I like to think about, but that’s what it’s coming down to now.”

As difficult as things have been in Taloyoak, Pizzo-Lyall is aware that

Nunavut’s housing crisis is extensive.

He has a friend whose family spent the winter in Iqaluit living in a tent because they had nowhere else to go.

“It’s awful,” he said.

He added that he hopes the territorial government will overhaul its home ownership program. He said he tried twice to fulfill the requirements but it’s a complicated process and he was unable to complete it.

“Even just getting a piece of land is ridiculous,” he said.

“We are still in shock today in my community of Taloyoak since the minister announced last week that the Nunavut Housing Corporation’s tender for the community’s new fiveplex units is cancelled,” Qirngnuq said on June 1. “As the minister is very much aware, Taloyoak is one of the communities with the greatest need for more units. Can the minister clearly explain why the Nunavut Housing Corporation cannot issue a new tender this year for the project?”

On June 2, Nakashuk replied, “The housing units that were to be built in Taloyoak are not cancelled. They are on in planning stages but it won’t be able to move ahead for this year …

We’re not hiding anything here. I could state here that the funds were just insufficient for the purchase of the building materials that have skyrocketed.”

On June 7, Qirngnuq turned his attention to Family Services Minister Elisapee Sheutiapik, asking her department to come to the aid of “those who have no homes to call their own.”

Sheutiapik responded, “Our department is always committed to working with my fellow ministers, our MLAs and especially the communities, through the Poverty Reduction Division, is exactly to do that, to reach out to each community to see potentially what spaces are available for immediate use.”

Ruby Atutuvaa working on recovery following stroke

A Baker Lake woman who suffered a stroke is finally back home after community members fundraised for her to get a new wheelchair.

“It’s always good to be back home,” Ruby Atutuvaa told Kivalliq News after returning to the community.

Atutuvaa said she was taken to the health centre on Feb. 23. She has no recollection of the day, but, according to her common law Ivan Quinangnaq, she was medevaced to a Winnipeg hospital after he came home and found her in bad shape.

“From my understanding, my common-law went to go buy supper for us, and I don’t really know what happened after that,” she said.

“I actually woke up going to Riverview Hospital in Winnipeg. I was at Health Science first but I don’t have any memory of that.”

When she arrived in Winnipeg, the doctor told her she had suffered a stroke, which left her unable to use the right side of her body.

At first she was unable to talk but she has slowly been rehabilitating.

In order for her to return home though, Atutuvaa needed a wheelchair. When her good friend Carmen Ikuutaq heard about the

news, she decided to fundraise to get her one.

“She cannot be standing up too long so she needs a wheelchair. To speed up the process, I thought it would be a good idea to collect pop can tabs,” Ikuutaq said.

Ikuutaq was told that if she collected 10,000 pop can tabs she could trade them in for a new wheelchair. So she put out a call for them on social media. By the next day she had already collected her quota.

“Apparently there were already some people that were collecting over a long period of time,” said Ikuutaq.

Thanks to her efforts, Atutuvaa finally returned to the community on May 21. Atutuvaa said she appreciates the support and is relieved to be back home.

“I’m grateful. That’s all I can say,” she said.

Atutuvaa is continuing her recovery. She has only been able to speak again since the end of March, in both Inuktitut and English.

She’s now trying to learn to adjust with the help of her son and her common-law.

“He’s been phenomenal.

What more can I say?” she said. “It is very hard because I’m right-handed, but I have family that supports me.”

While her road to recovery has not been easy, Atutuvaa said doctors are hopeful that she can continue to progress

over time.

“They said I’m going to slowly recover and we’ll take it from there,” she said.

Military aircraft will be buzzing around Iqaluit for air force exercise

Iqaluit Iqaluit residents can expect to see an array of military aircraft from June 10 to 18 as an Arctic air defence exercise will be conducted under the North American Aerospace Defense Command (NORAD).

Known as Amalgam Dart, the exercise will include aircraft from the Royal Canadian Air Force and United States Air Force. Most of the activity will take place at high altitudes and over sparsely populated areas of the Arctic.

The purpose of the operation is to test the military’s readiness to respond to a terrorist attack and other air defence missions.

“In order to test responses, systems and equipment, NORAD routinely conducts exercises, all year and in various weather conditions with a variety of scenarios, including airspace restriction violations, hijackings and responding to unknown aircraft,” NORAD stated in a June 7 news release. “The defence of Canada and the U.S. is NORAD’s number one priority. While our air operations may change, our vigilance will not. NORAD continues to execute its missions with the

Chamber of Commerce issues travel guide

Iqaluit The presidents of the Iqaluit Chamber of Commerce and Baffin Regional Chamber of Commerce (BRCC) on June 7, highlighted what travellers need to do in and out-of-territory in accordance with existing public health measures.

Following June 14, fully vaccinated travelers can apply to the Government of Nunavut (GN) for an out-of-territory exemption by emailing vaccineexemptions@gov.nu.ca. A vaccinated traveller declaration form can be found at the GN’s travel and isolation webpage.

“The airlines in Nunavut are looking to increase frequency to some destinations or have already increased the amount of flights,” reads the letter by Robynn Pavia and Clarence Synard, presidents of the Iqaluit Chamber of Commerce and BRCC respectively.

Covid-19 business relief program

Kivalliq The Kivalliq Inuit Association (KIA) has launched a Covid19 business relief program with support from Nunavut Tunngavik Inc. (NTI) and the Business Development Fund.

“Supporting small business during the pandemic is of utmost importance to KIA and I encourage all Inuit-owned businesses affected by COVID-19 to consider applying for KIA’s business relief under our Business Development Fund,” said KIA President Kono Tattuinee.

The KIA has received just under $450,000 from NTI to support economic development. Through the fund, businesses can seek financial aid for five different types of projects: business development and planning; business creation and expansion; marketing; training; and business relief. Eligible businesses can apply for a non-repayable contribution of up to $25,000 under each type of business project.

To be considered for funding, applicants must submit the Business Development Fund application form and required supporting documents. The guidelines were recently adjusted to reflect those of the territorial and federal governments, which means fixed operating costs and payroll of essential staff are now eligible expenses.

City reopens recreations facilities and programming

Iqaluit The City of Iqaluit has reopened the Aquatic Centre for solo workouts in the gym and lane swimming in the pool.

Guests are required to wear masks at all times including during workouts, with the exception of being on the pool deck, in addition to physical distancing. Bookings to use the Centre can be made online or by phone.

The Elders Qammaq beside the Elders Home will remain closed until further notice. Elders program staff engage through remote support at this time. The Makkuttukkuvik Youth Center resumed programming on June 10.

In addition, all City parks, playgrounds and outdoor recreation spaces have reopened, with the Arnaitok Arena also opening up and taking online bookings.

Youth and Indigenous people collected CERB at higher per capita rates: Statistics Canada ‘Previous research has highlighted the disproportionate social and economic impact of the COVID19 pandemic on Indigenous people’

Recently released data shows that 35.2 per cent of all Canadian workers who earned at least $5,000 in 2019 collected Canada Emergency Response Benefit (CERB) payments between March 15 and Sept. 26, 2020.

That percentage climbed to 41.5 per cent among First Nations, 40.3 per cent among Inuit and 36.2 per cent among Metis, according to Statistics Canada. Non-Indigenous

people received the federal benefit at a rate of 33.9 per cent.

The federal government agency partially attributed the higher rate of CERB collection among Indigenous people to their overrepresentation in jobs that offer relatively low annual compensation.

According to the 2016 national census median employment income among Inuit was $20,984; First Nations, $23,345; Métis, $31,423; non-Indigenous people, $34,013.

The virus, on balance, also affected the lives of Indigenous people to a greater extent.

“Previous research has highlighted the disproportionate social and economic impact of the COVID-19 pandemic on Indigenous people, including a greater impact on their ability to meet financial obligations or essential needs and a slower labour market recovery,” Statistics Canada added in its June 6 report.

The bureau also noted that the country’s Indigenous population is also significantly younger than the non-Indigenous population which, “given the greater percentage of CERB recipients among youth across

Canada, also helps to explain the greater proportion of Indigenous workers who received CERB payments in 2020.”

Women, at 36.3 per cent, were more likely than men, at 34.2 per cent, to receive the payments, which were spawned by COVID-19’s impact on the labour force. Women were more affected by lockdowns than men, Statistics Canada stated.

CERB recipients were entitled to $2,000 for an initial four weeks. The benefit was extended to cover a period of 28 weeks, or a maximum of $14,000.

Water board approves temporary discharge of raw sewage into bay near Rankin Inlet Move prompted by discovery of leak at Johnston Cove lift station

The territorial government is considering discharging approximately 1,600-cubic-metres of raw sewage into Rankin Inlet’s Prairie Bay following the discovery of a leak at the Johnston Cove lift station.

The Department of Community and Government Services (CGS) informed the Nunavut Water Board of a leak on May 26, according to a public notice posted on the water board’s website.

“At present, the leaking effluent is being contained and pumped back into the wet well at an approximate rate of five cubic metres per day,” reads the notice.

The notice states that the sewage treatment system may need to be bypassed for up to three days during the repair work.

“During the bypass, approximately 1,600-cubic-metres of raw sewage may have to be directed around the sewage

treatment system (without going through the wastewater treatment plant) and discharged into the marine environment (Prairie Bay),” the notice states.

On June 2, the water board approved CGS’s request to proceed with its plans.

“In considering this request, the board recognizes that in this emergency, the proposed bypass of the sewage treatment system cannot be avoided during repairs and that the release will be for a short time and the potential for impact to surface water would be limited,” reads the NWB notice. “The applicant is strongly encouraged to make every effort to expedite the repair and reduce the duration of the bypass being engaged.”

Darren Flynn, Rankin Inlet’s senior administrative officer, said any questions regarding the repair should be directed to CGS. Kivalliq News submitted several questions to CGS’s communication department but had not received a response as of press time.

Iqaluit’s Mary Piercey-Lewis is 2021 MusiCounts Teacher of the Year Win announced June 6 during JUNO Awards

MusiCounts has named Iqaluit’s own Mary Piercey-Lewis as the 2021 MusiCounts Teacher of the year.

The Inuksuk High School teacher was nominated for the award along with five other instructors in March and all of her hard work has paid off with the announcement made during the JUNO Awards.

Piercey-Lewis has been a teacher in Nunavut for two decades, developing the Inuit Inngiusingit to help further develop music education in Nunavut.

While the JUNOs were on June 6, Piercey-Lewis knew about the win a little while beforehand with Iqaluit going into lockdown on April 14 due to COVID-19 and having to be presented the award virtually with Inuksuk School Principal Tim Hoyt presenting.

“A few people on staff knew before I even did,” said Piercey-Lewis, “Then we went off (due to the outbreak), so what they did instead is they had a Zoom staff meeting.”

“At that point I had absolutely no idea, I just thought I was attending a regular school staff meeting via Zoom and the whole staff was present and Tim as the principal then presented me with the JUNO.” She was very excited to be able to share the JUNO win with the other staff at Inuksuk, saying, “it’s a collaborative effort to make a program like this work.”

The Inuksuk High School music room will also be getting $15,000 worth of new band equipment courtesy of MusiCounts, something Piercey-Lewis says is badly needed.

“It’s recorded that one of the main reasons why students quit band, or quit music is because they get an instrument that’s not working properly, the teacher doesn’t really know or maybe because they don’t know what’s really going on with the instrument and the student can’t get a decent sound out of it. So they think they aren’t talented or they think they aren’t good enough.”

“Nine out of 10 times is because the instrument isn’t working properly, I’m very cognisant of that because we don’t have a technician in town, they only get repaired once a year.”

Due to COVID a number of instruments in the school’s music room don’t work properly, with only functioning one alto-saxophone, with COVID-19 there also hasn’t been a technician flown in for nearly two years.

“Now because of MusiCounts we’re going to have new instruments, next year the students will sound great,” she says, adding even the qilauts – the traditional Inuit drums the Inuksuk drum dancers use – are also seeing wear and tear.

Between her JUNO win, the MusiCounts donation and the Iqaluit Music Society winning the Arctic Inspiration Prize, Piercey-Lewis says it has been an amazing year for music education in Iqaluit.

“It has been awesome, I’ve been here (in Nunavut) for 20 years and I’ve been working with Darlene Nuqingaq at the Music Society for pretty much all of those 13 years I’ve been in Iqaluit.”

“One of our major, major passions is to promote music education in every child, every child has a right to a music education,” Piercey-Lewis said.

She hopes with enough funds, the Music Society will be able to start on their journey towards writing curricula starting in the primary grades, and along with all the exposure music education is getting in Iqaluit will help jumpstart a fully-fledged curriculum for music in Nunavut.

“Of course with the money we’re getting through MusiCounts here and the media exposure, hopefully we’ll start writing a (Nunavut-based) music education curriculum for our students sometime soon,” said Piercey-Lewis.

Piercey-Lewis adds that the music classroom isn’t just a place for just music, “it’s a place where they can feel safe to open up and to be creative, sometimes get some frustrations, or happiness or saddness or whatever out through their creativity and through their music.”

However that couldn’t happen for some time due to the outbreak in Iqaluit, with many of the students being even being able to connect with their teachers during this time.

“Most of our students didn’t have access to computers or the internet which meant when they were gone, they were gone, unless I called them on the phone.”

With schools in Iqaluit moving to Stage Three of the Dept. of Education’s plan, she is just happy to see them before the end of the school year, saying “we’re super-glad to be back for these couple of weeks to close off the year.”

Qaujigiartiit executive director looks back at 15 years of health research Children, families and communities have been at the centre of initiatives for over a decade

Founded by Nunavummiut for Nunavummiut, the Qaujigiartiit Health Research Centre has been active for 15 years, after it’s start in 2006.

Helping enable community-based health research, Qaujigiartiit has been active all over Nunavut and continues to support communities with their questions and concerns.

It grew out of a climate of research that didn’t necessarily fit the health research need of Nunavut’s communities.

“The centre was really growing out of that, we needed research that came out of our communities that addresses our questions that can be used in a meaningful way to address some of the challenges faced by our community members,” said Gwen Healey Akearok, executive and scientific director for the Qaujigiartiit Health Research Centre.

About half of Qaujgiartiit’s work is largely community-based, working with community members conducting locally-based research that in turn help inform the territorial health authorities.

“The Department of Health has a seat on our board, as well as Nunavut Tunngavik Incorporated,” said Akearok with. This means community-level data can more easily be shared where it is needed and appropriate.

The other half of Qaujgiartiit’s work is territorial in scope, for example a study being done on community perspectives on end-of-life care, palliative care, or cancer care.

“We did a project many years ago on sleeping practices in infants in response to some questions,” she said. “As much as possible our information is shared with the different actors with the Department of Health or different Inuit Organizations, communities, or municipalities if appropriate.”

In the early years they didn’t have any academic publications, however in recent years “we’ve been doing that more,” according to Akearok, to help “share what we’re doing with a broader audience, to really showcase just the innovations, the strengths and the capabilities of our communities.”

A new hub for wellness programming About five years ago work started on the planned Inuusirvik Community Wellness Hub set to be constructed in Iqaluit, a space to bring together not only space for Qaujigiartiit, but also for their programming ranging from land-based programs, Inuit counselling services and suicide prevention, bringing a holistic and unified service delivery model for Inuit once the building is completed.

“We’ve worked for many years to bring evidence-based programs that are based on Inuit-child rearing practices or Inuit perspectives on positive protective factors for adolesants, different pathways for the well-being of communities, all of these programs are confronted with the challenge of not having space,” said Akearok.

type of model can serve as an example for communtities all across the North.”

The building was inspired by an image crafted by the late Andrew Tagak Sr. who helped found Qaujigiartiit.

“He was very good at articulating a vision for everyone working together collaboratively.

Inuusirvik was kind of the nickname the discussion generated, now it’s become the actual name of the building.”

Qaujigiartiit published the Piliriqatigiinniq Partnership Model for Community Health Research in it’s formative years, with four Inuit values guiding a number of categories ranging from Hospitals/Health Centres, Academic Research, Inuit Organizations, Community Members and Elders. Children, families and communities have always been at the centre of all of it, driving every project.

“If we’re looking into something and if we’re asking questions about something – what drives it – that model was published and developed by myself, and the late Andrew Tagak Senior, he and I started Qaujigiartiit together.

“All of our work continues on as a part of his legacy.”

Qaujigiartiit among it’s publications and studies have also helped develop two mobile apps, Family Services NU and the Health NU apps.

When looking back, Akearok says all of the interaction between Nunavummiut and getting involved with other people and connecting on a human level is what sticks out to her the most.

“For me reflecting on 15 years, it’s all of the people. All Nunavummiut who have been involved in what we’ve done, thousands of Nunavummiut have attended courses developed by our staff or team, (they) participated in programs and worked with interviewers who developed their own projects.

“Just seeing the learning between Elders and young people, it’s really the thing I cherish the most … all of the human interactions and all of the really exciting and positive energy that you feel in a room when everyone’s working together. That’s been our fuel for the last 15 years as operating as a not-for-profit community-based research centre.”

With one registered nurse on the Qaujigiartiit team, they are also helping out administer vaccines to youth at the upcoming Pfizer walk-in clinic taking place at the curling rink next week.

Canadian North aims to hire more Inuit workers, spokesperson says

With Canadian North’s hiring practices under fire from an Iqaluit MLA, a spokesperson with the airline said the company is making efforts to hire more Inuit in Nunavut.

Canadian North recently hired a director of Inuit employment and talent strategies to support local hiring and also recently brought aboard an Inuktut services specialist, said Annie Thomlinson, the airline’s manager of communications.

She added that the company posts open positions via social media, and also looks “to other avenues to advertise our positions, including through local career fairs and in partnership with local schools where possible.”

Asked to provide the existing Inuit staff rate at Canadian North’s Nunavut operations, what percentage of applicants are Inuit and the airline’s retention rate of Inuit staff in Nunavut, Thomlinson replied, “I am unable to share those figures at this time.”

Iqaluit-Manirajak MLA Arreak Lightstone pointed out in the legislative assembly on May 27 that Canadian North is advertising for nine full-time

cargo assistants and that the jobs are described as rotational positions that come into the community on a three-week on, three-week off basis. The airline also offers transient housing, another indicator that it’s pursuing workers from the south, said Arreak Lightstone, who raised similar concerns in November.

“I noted that many of these jobs can and should be filled by local residents,” he said.

Thomlinson told Nunavut News that Canadian North, as a wholly Inuit-owned company, “is fully committed to Inuit employment and staffing locally.” She added that job postings are now available in English and Inuktut.

“Our desire is to reach as many people as possible so that they know we are hiring and can apply easily. Retaining staff is also a priority and our experience is that those who are locally hired choose to stay and work with us over the long term,” she stated. “Given the need we have to ensure continuity in providing essential services, we also hire rotating staff when talent cannot be found locally.

“We are open to any opportunity to staff more locally. Feedback is appreciated and we welcome this input as we continue to build our employment programming.”

If you’ve been following sports in Nunavut over the past few years, you will no doubt know who Shanti Dias is. If not, you should know she’s one of the territory’s finest athletes and is an accomplished volleyball player.

That sport is what’s gotten the 19-year-old to the next step of her life.

Dias will be heading to Prince Edward Island for the upcoming school year and will be a member of the women’s volleyball team at Holland College, where she plans to study sport and recreation. The announcement was made last month and needless to say, Dias is excited.

In a press release, Dias stated that she wanted to experience life outside of her hometown.

“I have visited the East Coast and always knew I wanted to go back,” she said. “Once I looked up the Holland College Athletics Department, I knew it was the college I wanted to attend. The volleyball program in particular was important to me as the court has always been a second home for me.”

Dias first began playing volleyball in Rankin Inlet with the Rankin Royals junior girls program under the tutelage of the husband-and-wife coaching duo of Robert Kabvitok and Holly Mercer. She eventually went on to play at several tournaments both in and out of the territory and made several appearances with Team Nunavut at the Arctic Winter Games, North American Indigenous Games and, most recently, the Western Canada Summer Games in Saskatchewan in 2019.

Dias is also the reigning Female Athlete of the Year, having been named as the winner during the 2020 awards ceremony.

Kabvitok said he’s very proud to see one of his players make the jump to the collegiate level.

“She started really young - 12 years old - with the older girls and Holly and I could tell she would go really far with it,” he said. “I’m surprised but I knew she would go on and play a higher level.”

Holland College is the reigning Atlantic Collegiate Athletic Association (ACAA) women’s volleyball champions, winning the title in 2020.

There was no championship in 2021

due to the pandemic but the school is expected to play host to the 2022 Canadian Collegiate Athletic Association (CCAA) Women’s Volleyball National Championship next March.

Dias said she’s hoping the team will be able to get back out on the court for this season and have some fans in the stands to cheer them on.

“I think our team will be exciting to watch and the Hurricanes fans will have something to cheer about,” she said.

Kabvitok said he and Mercer plan on heading out east to see some games if they’re able to, once the travel restrictions are eased.

He also said Dias is an example of someone young Nunavummiut can look up to for inspiration.

“I still call them ‘Royals’, no matter where they go,” he said. “Shanti is off pursuing her education in the south and I hope the young Nunavummiut can look at her and see that they can do it, too. Jordin Tootoo was the first one to really show us we can do whatever we put our mind to and follow our dreams. Shanti is another one who youth can look at, whether it’s sports or education or whatever they want to do.”

Leafs-Habs bet amuses Rankin Inlet Wendel Kaludjak spends hours jigging on fishless lake

The longstanding rivalry between Toronto Maple Leafs and Montreal Canadiens fans in Rankin Inlet is powerful enough that it sometimes divides families.

But when the two teams met in the playoffs for the first time since 1979, an unusual bet between two cousins had the unlikely effect of uniting the community.

At the outset of the series, diehard Leafs fan Wendel Kaludjak and Habs supporter Jonathan Pameolik decided to put a wager on the outcome.

Rather than placing money on the table, they agreed that whoever’s team lost the series would have to ice fish on Williamson Lake for two hours.

The only catch is, Williamson Lake is not stocked with fish, which made the bet all the more absurd and amusing.

“Everyone in town here knows there’s no fish in the lake,” Pameolik told Kivalliq News. “There’s a long history there. There used to be fish in the lake but there’s not anymore.”

Pameolik said the wager was originally proposed between two other friends in town but one of them wasn’t willing to accept it, so Pameolik decided to adopt the idea for his bet with Kaludjak.

“We thought it was a very funny bet at first,” Pameolik told Kivalliq News.

As the series kicked off, the two cousins would chirp at each other every time they crossed paths.

“Whenever we saw each other (we’d say), ‘You’re going fishing.

No, you’re going fishing.’”

Soon enough, news of the bet travelled on social media, until it was finally picked up by CBC, which ran a segment on it halfway through the series.

let reposting about the bet,” said Pameolik. “We didn’t realize there would be that much interest.”

By the time Toronto built a dominant lead in the series, Pameolik admittedly started to get nervous.

“When we were down three games to one, that was a harsh reality, thinking I might be the one out there fishing,” he said.

But in typical Leafs fashion, the Toronto team caved and allowed Montreal to force seventh and final game.

“My hopes weren’t that high, but come Game 7 I knew Carey Price would be too good of a goalie to fight against,” Pameolik said.

After Montreal won the final game, Kaludjak made his way onto the lake in the middle of town and started jigging for non-existent fish. Because the whole community was already following the series and the bet, the event drew a huge crowd.

“There was 109 vehicles counted surrounding the lake, honking horns and giving cheers,” said Pameolik.

Despite it being cold and windy, Kaludjak endured the whole two hours on the ice as people cheered him on.

“There was lots of support for Wendel,” said Pameolik. “He sat there for two hours and we had a lot of laughs.”

The bet even caught the attention of local MLA Cathy Towtongie, who mentioned it in the legislative assembly.

“I rarely even speak about anything related to hockey. Nonetheless, yesterday I believe everyone in Rankin Inlet was observing our local lake,” she said. “It became quite a joyous event for some, as the fans of the Montreal Canadiens drove by honking their horns the entire length of the road, and although Wendel didn’t catch a fish, he stuck to the bet and spent two hours jigging in the middle of the lake.”
