Union president condemns GN for 'bad faith bargaining' 'We are completely stalled,' writes William Fennell

The president of the Nunavut Employees Union (NEU) William Fennell published a letter April 27, condemning the Government of Nunavut (GN) on stalled talks regarding the GN Collective Agreement for employees, which expired on Sept. 30, 2018.

"As much as I hate to say this, the simple and brutally honest answer is that we are completely stalled," Fennell wrote.

While Fennell acknowledged the latest COVID-19 outbreak and said that the NEU supports GN efforts to combat the virus, he adds that he cannot ignore how they have conducted themselves in negotiations with NEU on trying to reach an agreement.

"It is the simple fact that the GN has not made any meaningful effort to try and reach an agreement. The last straw was the GN's recent rejection of our recommendation to go to binding arbitration. This clearly demonstrated the GN's complete lack of commitment to resolving this situation," said Fennell.

"The GN has failed to deal with this in a professional manner since the first mention of wages in bargaining. This is called "Bad Faith Bargaining" and is the basis and reason for the claim we were forced to file against the GN." At the time of the letter's publication this claim is being processed in the Nunavut Court system.

He describes this as unacceptable and "an insult to each and every GN unionized employee," given that every member who pays union dues "has the right to a fair and equitable Collective Agreement."

The Collective Agreement between (NEU) and the Minister Responsible for the Public Service Act as it's officially called was from October 1, 2014 until Sept. 30, 2018 and it can be found at the Department of Human Resources website.

Nunavut News reached out to the GN's department of Human Resources for comment but did not receive a reply as of press time.

Fuel spill threatens fresh water supply Territorial government detailed 10,000-litre March 29 spill on April 21

The territorial government is rushing to clean up a 10,000-litre fuel spill in Baker Lake before it can contaminate the community's drinking water.

Details about the leak were only made public on April 21, nearly one month after it was first detected March 29.

"With the season of warmer weather approaching, there is a risk of the spilled fuel contaminating the community's fresh water supply," states a public service announcement from the department of community and government services.

The announcement goes on to say that "remedial efforts to contain and treat contaminated snow and ice will begin in the coming days."

The public service announcement was posted to the department's website on April 21, but was no longer accessible online on the morning of April 22.

The announcement said the oil spill was detected outside Baker Lake's tank farm on March 29.

The announcement states the government believes the leak started on March 5, following the rupture of a drain valve on the pipeline.

"The investigation into how the fuel was released from the lined berm is still ongoing," reads the statement.

Sheldon Dorey, the SAO for Baker Lake, said the hamlet was first informed there had been a small fuel spill early last month when the leak was first detected. He said local contractor Arctic Fuel told the hamlet there was a small fuel spill but that "everything

was under control."

Then at the end of March, the hamlet was told there was a bit of fuel on the outside of the berm that is in place to contain potential spills. The hamlet was told it was "a small spill" and that a contractor from Iqaluit was going to come inspect it.

"We were under the assumption that it was anywhere from 500 litres to 1,000 litres that was lost to a crack in something, that it was a minor spill," he said.

It wasn't until the public service announcement on April 21 that the hamlet found out the extent of the spill.

"That was a bit of news for the hamlet, the mayor and council," he said, adding that it's unclear where the berm or the liner has been compromised. "We do know now that PPD does have a team coming in to address this issue and make sure everything is remediated. What that plan looks like, we're not sure yet."

The tank farms in Baker Lake are located approximately a half-kilometre from its water intake line on the lake.

Dorey said that because of Baker Lake's topography, all the spring melt from the community drains toward the lake.

Given the alleged size of the spill, he said there may be a possibility that fuel may get out to the lake.

Dorey added that because there are two large rivers pushing water toward Hudson Bay, it would be highly unlikely for the entire lake to become contaminated. In the event of an emergency, the hamlet does have the capability to draw drinking water from the rivers that feed the lake.

"Petroleum in a water source is not good by any stretch of the imagination," he said.

B.1.1.7 variant identified in capital; Chart Room on April 14 likely 'super-spreader event' 'Right now it appears that one night accounts for just over 20 per cent of cases in Iqaluit' says CPHO

There are 12 new active cases of COVID-19 in Nunavut today and one recovered.

Ten additional cases were reported in Iqaluit and two in Kinngait, bringing the total to 61 active cases of the virus in the territory, according to the Government of Nunavut (GN).

Four of those are in Kinngait, two in Rankin Inlet and the majority are in Iqaluit at 55 active cases.

Thus far 15,734 Nunavummiut have received the first dose of the Moderna vaccine and 12,285 are now fully vaccinated.

Chief public health officer Dr. Michael Patterson went into more details about the public health notice April 26, asking people who went to the Chart Room Lounge on April 14 to get tested.

"Right now it appears that one night accounts for just over 20 per cent of cases in Iqaluit."

Wednesdays and Fridays are karaoke nights at the Chart Room and April 14, which the notice was for, fell on a Wednesday night.

"It appears the Chart Room on the fourteenth fits the description of a superspreader event. The remaining cases were transmission at other public sites – workplace and household, private get-togethers."

While not all of the samples sent out for genome sequencing have been sent back yet, as of April 23, 21 virus samples sent for sequencing have come back and all of them have been identified as the B.1.1.7 (British) variant.

"Of those samples that have come back, it is the only variant that has been identified," said Patterson.

The B.1.1.7 has been seen to have a higher transmission rate as well as likely increased severity and hospitalizations, according to the Centre for Disease Control.

"Fortunately, our current restrictions are enough to control the spread of the variant if people take the restrictions seriously," Patterson said.

While a specific source hasn't been identified, public health officials do know it was circulating in Iqaluit before April 10.

"If you've been asked to isolate either through con-

tact tracing or because you've travelled outside of Iqaluit, please stay home and take this seriously," said Nunavut Premier Joe Savikataaq.

Non-essential travel in and out of Iqaluit is restricted.

Only medical travellers, essential workers or those who are returning home from Iqaluit can leave. If you're not one of these people then you could be fined under public health orders. Those who are leaving Iqaluit to another community in Nunavut must isolate for 14 days whenever they arrive in their home community.

"While we have taken steps to ensure supply lines and critical travel are not interrupted and made it possible for people to get to their home communities, all intraterritory, non-essential travel in and out of Iqaluit is prohibited or restricted with few exceptions," said Patterson.

$25 million for housing in federal budget a 'down payment,' minister says Indigenous Services Minister Marc Miller says government will work 'relentlessly' to close infrastructure gap

The minister of Northern Affairs is referring to $25 million in Budget 2021 for Nunavut housing as a "down payment."

"There's very few strings attached. They can invest it the way they please," Northern Affairs Minister Dan Vandal said of the funding going to the Government of Nunavut. "They can lever it for other money to try to attract money from the national housing policy, or team up with one of the Inuit-rights holders to perhaps access some of the Indigenousbased infrastructure funding that does include housing."

Nunavut Tunngavik Incorporated had requested a $500 million federal investment in housing for Inuit prior to the budget.

Vandal noted that $4.3 billion over four years for Indigenous-based infrastructure announced in Budget 2021 could be spent on housing as well.

"We are letting Indigenous nations determine how that money is invested in their priorities," he said, adding that $18 billion for Indigenous communities over five years is "a huge investment."

During a Zoom meeting with national media on April 26, Vandal and Indigenous Services Minister Marc Miller made mention of a $1.5

billion increase in Rapid Housing funding, which supplements the $1 billion that was allotted with the program's creation in October. However, Vandal acknowledged that not a single housing project in Nunavut has received any Rapid Housing resources to date.

"We need to do a better job of making sure that housing funding lands well in the North, in Nunavut and the other two territories," he said.

"I've committed to look into this."

Vandal reiterated a message he has often stated in the past, that the infrastructure gaps among Indigenous communities are so large that it will take many years of continuous investment to close them.

"We have no plans to stop partnering with Inuit nation and First Nations and Metis Nations," he said.

Miller added that Indigenous leaders have made it clear that housing is a top priority, "especially those who experienced (COVID-19) outbreaks in their communities as inadequate housing and overcrowding were perpetrators of the spread.

"There is more to do and we'll continue to work in partnership with First Nations, Inuit and Metis partners to co-develop and implement community-led housing strategies in particular, and we'll continue to work relentlessly until the housing and infrastructure gap is closed," he said.

Stepping into the corporate world Annie Aningmiuq moves into new role to help Inuit bolster business interests

Annie Aningmiuq is eager to return to Nunavut, and now she has another reason to make trips when the pandemic allows it, a new occupation.

Aningmiuq was recently hired as Nunasi Corporation's vice-president of government and community relations.

Living in Ottawa for the past decade, she hasn't been on the ground in her home territory for about a year and a half due to the pandemic. But she hopes to soon be aboard flights back and forth to help Nunavut-based Nunasi grow its businesses.

"This opportunity, when it came up, was so attractive to me just because of the aspect of being back up North. Really wanting to be back in the communities was a huge thing for me, and working for an Inuit organization owned by Inuit was a big thing," she said of her decision to accept the job.

Aningmiuq, who hails from Pangnirtung, brings a familiarity with some of Nunasi's partners – such as the Inuit associations and Inuit development corporations – and some of Nunasi's clients, like the Government of Nunavut and the federal government.

Expanding and improving on the operation of the Larga homes – boarding homes for travelling Inuit – is another priority.

"I'm really looking forward to the work ahead," she said.

Established in 1976, Nunavut-based Nunasi Corp. also has investments in construction, commercial real estate, retail, bulk fuel storage, logistics and supply.

Aningmiuq recently held the title of policy and regional affairs adviser to Carolyn Bennett, minister of CrownIndigenous Relations. During that time, Aningmiuq had a hand in files such as the Inuit-Crown Partnership Committee and Murdered and Missing Indigenous Women and Girls. For almost two years, she travelled with the minister and prepared briefing notes.

She was present for the January 2019 apology that Bennett made in Arviat for the federal government's past policy of forced relocation of Inuit. "(My role was) making sure that that (apology) was done in a very respectful way – obviously it was a very sensitive subject for the community," Aningmiuq recalled.

After her federal government position became uncertain due to the October 2019 election, Aningmiuq took on a leadership role in the policy and communications department at the National Association of Friendship Centres.

Educational experiences Aningmiuq attended the University of Guelph, where she enjoyed environmental courses and women's studies.

She has since taken circumpolar studies through the University of the Arctic and she foresees herself enrolling in business development courses to strengthen her

knowledge and abilities in her new occupation.

She's a graduate of the two-year Nunavut Sivuniksavut college preparatory program. After that, registering in Canada World Youth took her to India for three months. Although that experience occurred a dozen years ago, it left an indelible mark on her memory.

"When you're coming from a town of 1,500 people and all of a sudden you're living in a place that's heavily populated and totally opposite from what you're used to, it completely opened my eyes to think about what's outside of my comfort zone," she said.

She grew up in Pangnirtung for the first 20 years of her life and she reflects fondly on her time out on the land with her family. She did plenty of ice fishing and spent many joyous periods at camp.

She remembers being out on the ice with her father, patiently waiting near a seal hole so Aningmiuq, at around age 12, could harvest her first seal.

She persevered.

"He was just so proud of that moment," she recalled of her father's reaction.

All these years later, Aningmiuq is achieving in an entirely different realm, just like so many others she admires.

"Inuit are succeeding in so many ways and it's so good to see all the accomplishments, especially for Inuit women," she said. "Within the past few years, I've seen Inuit women go into leadership positions, whether it's in arts or politics. I'm completely blown away by them and I'm trying to follow their lead."

Family Services says improvements made in protecting children Review of scathing report postponed due to COVID outbreak in Iqaluit

After Nunavut's representative for children and youth chastised the Department of Family Services for a number of deficiencies, a highranking official within the department says steps have been taken to respond to shortcomings.

Family Services has addressed staffing levels, excessive workloads and staff concerns, according to Arijana Haramincic, the department's executive director. She added that the creation of a new Division of Family Wellness and the establishment of new senior managers across Nunavut are also intended to improve service delivery.

"The department has expanded during this fiscal year with continued plans to grow to best serve all children, youth, and families in Nunavut," Haramincic stated, adding that the department's reorganizational changes intend to balance workloads in the territory, strengthen supervision and management support in all programs and improve communication with internal and external stakeholders.

However, she acknowledged that "we have and continue to experience a number of challenges primarily related to staffing, including high turnover and retention rates, the department's organizational structure, and subsequent reporting lines."

Annual Report were to be examined as part of a Standing Committee on Oversight of Government Operations and Public Accounts televised hearing on April 19 to 20, but that event was postponed due to the COVID-19 outbreak in Iqaluit.

There have not yet been new dates set for that hearing.

Kim Foster, manager of communications and public awareness for the representative for children and youth, told Nunavut News that the office is in the process of compiling its 2020-2021 annual report, and "until that is completed we have no comment about the GN progress."

The 2019-20 report, tabled in the legislative assembly last September, takes aim at some GN staff for not being held accountable for their decisions or actions and for "condoning" the abuse some children suffer by not acknowledging and addressing it.

"There is an accepted complacency that this is "just the way of the North" and action does not need to be taken to address arising problems," wrote Jane Bates, the representative for children and youth, in the report.

She described the department of Family Services' lack of response as "alarming" regarding the shockingly high number of incidents of violence and sexual abuse involving children.

"Investigations were inconsistently conducted into these circumstances and steps to reduce the potential risk of further exposure and/or harm to

the young person(s) involved were not taken due to a lack of adequate options available for both victims and offenders, or because keeping a family unit together, despite safety concerns, was prioritized," Bates wrote. "Young people as a vulnerable group are depending on us, the adults in their lives, to do what is best for them. This includes government decision-makers. We must invest now in preventative measures to address child abuse in Nunavut.

"By not acknowledging the problem and addressing it through a continuum of services, from prevention to intervention, and culturallyappropriate, Inuit-led treatment options for both victims and offenders, it sends the message, loud and clear, that violence and abuse is not only tolerated, it is accepted."

Haramincic replied that the Department of Family Services "takes exception to the report's wording that 'abuse is being condoned' and there is an 'accepted complacency.'"

She insisted that the department has addressed all situations where a concern of employee's performance – or lack thereof – resulted or created a potential for abuse, neglect or enabled it to continue.

She added that the department has created a Duty to Report presentation that has been delivered to community partners to encourage ongoing and appropriate responses to incidents of child abuse and neglect.

The department has also updated the 2004 Child Abuse Protocol, now known as the Surusinut Ikajuqtigiit, the Nunavut Child Abuse and Ne-

glect Response Agreement.

"The agreement demonstrates a commitment by stakeholders in Nunavut to ensure that efforts to protect children from abuse and neglect are integrated, culturally appropriate and sensitive to the needs of children," stated Haramincic.

Another criticism contained in the report is a lack of data and recordkeeping within the GN. The docu-

ment is literally littered with question marks in many quantitative categories due to a lack of available figures.

"In some cases, inaccurate information was provided by the department's own admission. Without this basic information about GN services, how can departments determine where they need to go when they do not know where they are?" the report asks.

Voter apathy kills democracy, give the youth their vote Civic engagement is important at any age Northern News Services

A bill to reduce the voting age from 18 to 16 years old is on its second reading in the House of Commons.

Manitoba Senator Marilou McPhedran tabled the bill and asked her colleagues to consider the potential that it holds to revitalize Canada's democracy.

In late April, McPhedran and Nunavut MP Mumilaaq Qaqqaq held a meeting with Inuksuk High School students regarding the work the class has done on the Vote16 project and in support of passing this bill.

One of the students pointed out that many 18-year-olds just entering the workforce and learning the ropes of their newfound adulthood often become preoccupied with the responsibilities that come with their independence. For that reason, it makes sense to ingrain the importance of politics and voting before all of those competing interests are vying for their attention.

A preoccupied 18-year-old who doesn't vote often becomes a 50-year-old with voter apathy. If you've never felt prompted to make a difference with your voice and it seems the world has gotten on fine without it so far, why bother, right?

Apathy only serves those in power, however.

Nov. 5, McPhedran said, "The arguments for lowering the legal voting age to 16 echo the debates on lowering the voting age to 18 in the 1940s, 1950s and 1960s. Indeed, they echo the debate that women should not have been given the vote. Today's common criticisms of youth echo these historical debates, but they are echoes without the evidence."

Young people are more informed than they ever have been, partially due to more open levels of communication over the internet.

They're also more engaged than ever, with youth councils and youth representatives existing for nearly any issue – and their input is regularly sought by their elder counterparts.

Almost all political parties allow membership from the age of 14. Some of the most enthusiastic volunteers come from the 14-

to 17-year-old age bracket.

We already trust 16-year-olds to drive cars, give informed consent in sexual relationships, sign up for the armed forces reserves and pay taxes on their income.

People under 30 years old also make up the majority of Nunavut's population.

"Young people face important and serious issues that intersect with the role of government. As of 2018, people under 18 are more than twice as likely to live in poverty as we are," said McPhedran. "Historically, youth unemployment has been higher than the rest of the general population, and we see that dramatically right now in the midst of this pandemic."

The youth of Canada are more than capable of and interested in participating in our democratic processes. They're also the same people who will inherit the problems of the governments that came before them.

Senator Mary Jane McCallum, in backing the bill, said on Dec. 3, "From the perspective of a Cree woman, this bill is about revitalizing First Nations, Métis, Inuit and non-status youth, and supporting them in their self-determination."

The best way for our youth to grow into the leaders of tomorrow is to ensure they can be engaged in the political process as early as possible.

It has been alot warmer now that spring time is arriving quickly up here on our little corner of Victoria Island. With more warmer weather kids are out playing outdoors more often now and longer daylight hours.

This time of year the roads in town are very slippery and all the heavy equipment is out hauling snow piles out of town.

It seems there was another record amount of snow this past winter in Cambridge Bay. Would like to thank the heavy equipment operators for ensuring that our community roads and pathways are safe and cleared, especially for our municipal service vehicles to access the sewage and water outlets to each home, buildings, offices, etc. Please be careful when walking as it is very slippery, many injuries happen with icy walkways, and doorways as snow and ice is melting quickly.

Lately post office has different hours set up for public to pick up parcels etc at the wicket, there is now a secu-

rity guard at the post office to ensure everyone's safety.

During this pandemic a lot of residents are now ordering more from online, so at times mail and parcels are arriving daily. We hope the new staff will be safe and enjoy their work and to continue to serve residents of beautiful Cambridge Bay, Nunavut.

At this time we would like to say a very special "QUANA" to the Kitikmeot Inuit Association and Ikaluktutiak Co-op for all the meat packs that we have been receiving as beneficiaries. It was most helpful during this pandemic with the already expensive food prices in the North. It put food on the table for many families that

'Prove the project can be done responsibly' says QIA to Baffinland QIA explains why the organization is no longer backing Mary River phase two

On the evening of April 14, the night before the Nunavut Impact Review Board (NIRB) public hearings on the Mary River Mine phase two hearings were postponed due to a COVID-19 outbreak in Iqaluit, it was Baffinland's turn for follow-up questions in relation to the January and

February 2021 hearings.

Lawyers from Baffinland asked board members of the Qikiqtani Inuit Association (QIA) why, when they previously were supportive, they have since withdrawn their support for Baffinland's proposed phase two expansion.

"I just want to walk through the process of how we got from November 2019 hearings, the (QIA) when the hearing was adjourned," said

Brad Armstong, lawyer for Baffinland Iron Mines, "the board encouraged all parties to use the pause in the process to continue working together."

In June of 2020 QIA supported the Inuit Certainty Agreement and entered into it with Baffinland.

"At the time of the November 2019 hearing, there were a number of unresolved technical concerns," explained

Lorraine Land, legal counsel for QIA. "Particularly a few unresolved issues and concerns like dust impacts and (animal) population declines and other impacts. Therefore the QIA board decided not to support the current project proposal."

Jared Ottenhof, the director of QIA's Qikiqtani Nunalirijikkut, also went into why they decided the organization no longer supports phase two.

"We heard that while commitments to culture, resource and land use assessment and monitoring and adaptive management are good, they're still not proven.

"We haven't seen Baffinland successfully implement adaptive management, we don't know if this is going to work," said Ottenhof, "but it's the mitigation (measures) and protection of the environment that's what matters the most."

There are a number of steps to Baffinland and QIA's adaptive management plan according to documents presented at the NIRB hearings, and they are as follows: 1. Baffinland and QIA agree to Adaptive Management Plan, QIA establishes Inuit Stewardship Plan; 2. A review of Monitoring Program results against predetermined indicators and thresholds; 3. QIA implements Inuit Stewardship Plan monitoring programs; 4. Implement predetermined responses as necessary.

The purpose of which is to determine objectives and desired outcomes based on scientific, regulatory and cultural (Inuit Qaujimajatuqangit) input.

Inuit committees' input will be sought out during all these steps and plans will be formed around the subsequent monitoring, data evaluation processes, notification, reporting mechanisms, documentation and updates.

Given the current pace of how the Mary River Mine is being executed, and community concerns, QIA cites the lack of consensus in communities affected by the mine as their reason for no longer supporting the expansion

proposal.

On Feb. 5 a number of protesters from Pond Inlet and Arctic Bay blockaded the airstrip and tote road at the Mary River Mine; they referred to themselves as the Nuluujat Land Guardians.

The protests ended on Feb. 11 following an injunction from Baffinland Iron Mines and a letter by Pond Inlet Mayor Joshua Arreak presenting terms on behalf of the Hamlet to bring an end to the blockades.

Among those terms was for QIA and Nunavut Tunngavik Inc. to pay heed to environmental and wildlife concerns expressed by harvesters. The protests received support from various communities in Nunavut, including Naujaat where residents came out to the hamlet office in support of the Nuluujat Land Guardians.

"However when we went back to the communities and put this proposal to them, we listened to what we heard and we heard that a lot of these proposals are still too fast and too soon," explained Ottenhof.

"The time (QIA) had to ... engage with the communities to determine the level of acceptance in what those changes may be, that time was not adequate."

Ottenhof said that current commitments need to be implemented before they can support phase two.

"We're saying the project needs to slow down and commitments in the Certainty Agreement (need to be) implemented in the current project. Prove the project can be done responsibly and we can go back to the communities and see if there's a change in acceptance."

Two teachers at Coral Harbour's Sakku School are doing their part so that the traditional games of their ancestors are not forgotten.

During their professional development week in 2019, Rhoda Angootealuk, the school's Inuktitut and Aulajaaqtut teacher, and Grade 5 teacher Amouyah Eetuk decided to collaborate on the creation of a traditional games chest.

Three years later, the games chest is a treasure trove that gets shared by all grades.

"It's very satisfying because the kids these days are into technology," Angootealuk told Kivalliq News. "We're giving them knowledge of what their great-grandfathers and great-grandmothers did to kill time."

The teachers looked to Coral Harbour elders Lizzie Pootoolik and Johnny Kataluk for inspiration when coming up with what games to include. Pootoolik and Kataluk ended up sharing stories about games they used to play when they were growing up.

The teachers also worked with two Coral Harbour carvers, Jeffrey Ell and Malituq Akesuk, to create all the necessary game pieces and a unique box to keep all these resources safe.

All of the people involved in the project ended up engraving their names in the box that holds the games.

In total there are about a dozen different games, all of which come with their own unique hand-carved pieces.

In one of the games, known as Ajagauk, Angootealuk said players hold a stick with a line attached to it with a bone on the other end. The goal is to flip the stick and put it into a hole in a bone.

"That was used way back then to play or hold a competition."

In another game known as Nugluktaq, a string is attached to the ceiling and in the middle there is a bone that has a hole in it.

"At the end of the string you need a weight so it won't be moving around too much. There's a bunch of people with sticks in a circle and you're trying to put your stick in the hole."

Angootealuk said she remembers watching Elders play some of the games they made on special occasions like Christmas. However, she couldn't remember the way a lot of them were done, which is why the ended up hiring Elders to help with the project.

"Our students nowadays don't have any idea what elders used to use back then for entertainment," she said.

"They really enjoy when they are playing with that and they have an understanding of what life was like before all these buildings and all that was here."

Residents raising money for brain tumour research Rankin Inlet's Grey Wolf walk team has raised more than $6,000 so far

A 27-year-old Rankin Inlet woman who has been battling the effects of a brain tumour for the past four years is raising money for brain cancer research so that no one else has to experience what she has gone through.

Alexandra Rudd is the leader of Rankin Inlet's Grey Wolf brain tumour walk team, which to date has raised more than $6,000 for the national brain tumour walk.

"I've always been one to help others," Rudd told Kivalliq News. "My dad has always told me that I have a big heart and that I help people when I can."

Rudd first entered a team for the walk last year and was able to raise more than $1,000. This year's COVID-19 restrictions

have made it harder to raise money but that hasn't deterred Rudd.

A penny sale at the beginning of 2021 ended up bringing in more than $3,000. And just the other weekend, Rudd's uncle helped organize a movie night that brought in another $1,000.

"Usually I'm pretty good to come up with ideas but with restrictions getting stricter again it's getting hard to raise money," said Rudd.

Rudd is no stranger to adversity.

When she was just 18 months old she was diagnosed with neurofibromatosis. The condition caused her to have optic glioma, which left her legally blind.

Despite having no sight in her left eye and being partially blind in her right eye, Rudd has been able to lead a relatively carefree life.

The one exception is she has had to have an MRI every six months since she was a child in order to monitor her condition.

In 2017 one of her routine MRIs led to the discovery of a small tumour on her brain.

"Up until a few years ago everything was going OK, and then they found a spot on my brain that was growing," she said.

Doctors ended up monitoring the spot until 2019, at which point surgery was required to remove it.

"They ended up doing a biopsy in March of 2019 and they found it was Grade 3 anaplastic astrocytoma."

Following the biopsy, Rudd had to undergo intensive treatment.

"It was six weeks straight of chemo and radiation, then a six-week break. Then every month for a year I had oral

chemotherapy," said Rudd.

One of the reasons Rudd is so passionate about raising money for the Brain Tumour Foundation of Canada is because she doesn't want anyone else to have to go through what she did.

She said in the future she would hope that people with tumours would not have to undergo a biopsy.

"The preparation leading up to the biopsy was very painful.

They had to put this frame on my head and they put freezing on the spots where they screwed the frame to the skull and then I had to have another MRI," she said.

"I would hope that it in the near future it's not something people need to do."

The national brain tumour walk will be taking place on June 27. In the meantime, Rudd is brainstorming new ideas to

"The money that people fundraised will go to helping with families that are dealing with a brain tumour," she said.

In her statement released on April 27, Qaqqaq said she has been honoured to represent Inuit and Nunavummiut as the Member of Parliament for Nunavut.

Qaqqaq also took several weeks off from her job in October and November, also recommended by a doctor, she said.

Qaqqaq taking temporary sick leave MP on leave effective April 27, not COVID-19 related

Nunavut MP Mumilaaq Qaqqaq will take a twoweek sick leave effective immediately, according to a statement released on April 27.

"I continue to struggle with

some personal health problems. Recently, the doctor has suggested some time off to heal," her statement reads.

"Although it has been a hard decision to make, I feel it is important to follow this advice."

The statement clarified her condition is not COVID-19 related.

The annoucement comes several days after Qaqqaq issued an apology for claiming that Liberal Labrador MP Yvonne Jones is not Inuk on social media.

Jones went on to defend her Inuit heritage in the House of Commons saying she had Inuk and white parents and demanded an apology.

Following backlash from Jones, Qaqqaq posted a public apology on Twitter.

"I want to fully apologize to everyone for my recent comments on Twitter that personally challenged the identity of Yvonne Jones.

The way that I commented was aggressive and disrespectful. I apologize for how

Baker Lake won't restrict alcohol

Baker Lake residents hoping to reintroduce limitations on liquor sales and importation in the community fell short by six per cent in the April 26 plebiscite.

The vote in favour of restrictions reached 54 per cent, or 182 people. However, 60 per cent or more was needed for the changes to take effect, including the establishment of an alcohol education committee to regulate liquor use.

Voter turnout at the polls was 32.5 per cent.

The community got rid of alcohol limitations during a vote in 2018.

Pakallak Tyme returns to Rankin

Pakallak Tyme will be returning to Rankin Inlet this week following a one-year hiatus due to COVID-19.

"Take advantage of the opportunity to get out and enjoy the fresh air and spend some time with family and friends," reads a statement from Mayor Harry Towtongie.

The celebrations kicked off on April 28 and ran until May 2, with dozens of activities running throughout the festival.

Additional safety protocols were put in place, with masks being mandatory for all events.

Among the events taking place are scavenger hunts, a cribbage tournament, snowmobile races and a version of Fear Factor.

For the snowmobile races, spectators were asked to watch

with members of their own household only. Parking stalls were created to allow for social distancing.

City announces COVID update

On April 27 the City of Iqaluit posted an update concerning COVID-19 in the city.

The new updates include updated measures for picking up lost pets, to retrieve a lost pet from Municipal Enforcement, owners must social distance, wait outside and wear a mask when picking up animals.

Instructions will be provided to owners, including a specific time.

Municipal Enforcement would also like to remind people that you are required to wear a mask at all times while using a taxi service, and that it is prohibited while using a taxi service to have riders from multiple households and separate drop-off points.

Fatal helicopter crash near Resolute Bay

Three people died when a helicopter crashed approximately 22 km southwest of Resolute Bay on Sunday.

A member of the Polar Continental Shelf Program reported to the RCMP at 8:30 p.m. that a search was underway for the aircraft, which was scheduled to arrive at 4:45 p.m.

Whale Cove RCMP are probing a fatal April 25 incident where a motor vehicle struck a pedestrian.

The investigation into the incident is ongoing in conjunction with the Transportation Safety Board of Canada and the Office of the Chief Coroner, according to the RCMP. Premier Joe Savikataaq expressed how he was "devastated" to hear of the news.

"This is especially hard and personal, as this crash occurred during a trip to survey the Lancaster Sound polar bear population, undertaken by my Department of Environment," Savikataaq stated.

"As the RCMP work to determine the cause of the crash, I ask you to please keep the victims and their loved ones in your thoughts."

Identities of the deceased have been released at this time.

The Mounties acknowledged the assistance of the Emergency Management Organization, the wildlife office in Resolute Bay and the three-person ground search and rescue team that made the trek to the wreckage site.

Law Foundation calls for Upinnaqtuq award nominations

The Nunavut Law Foundation for it's ninth year will be awarding students and youth from each region across Nunavut in honour of Justice Beverly Browne, the first senior judge of Nunavut's Court of Justice.

Nominations are open for students enrolled in Grades 6 to 12 or youth ages 10 to 20 years old.

Community members, including principals, teachers, organizations or any member of the public not directly related to the nominated student/youth can submit nominations which will be accepted until May 28.

The Foundation is asking people to nominate who they think embodies peace, leadership, conflict resolution or those who changed their own behavior to become role models in the community.

QIA suspends compassionate bereavement program in light of outbreak

The Qikiqtani Inuit Association (QIA) is suspending it's Compassionate Bereavement program until further notice.

This decision was made in response to public health authorities to stop all non-essential travel throughout the Qikiqtani region.

QIA staff are currently working with families currently travelling under this program to ensure they are supported and to assist Inuit in getting back home in the safest possible manner according to QIA on April 27.

Hockey nights return to Arviat after six-month hiatus Players making the best of a shortened season

Up until a few weeks ago it had been almost six months since Arviat's hockey players had taken to the ice. That all changed with the easing of COVID-19 restrictions on April 12.

The following day the arena opened its doors for the first game of 2021.

"Lots of people showed up, but people showed up half dressed so they can just put skates on and play," said Andrew Kuksuk, the community's recreation co-ordinator, who also plays on one of the senior men's teams.

The arena had to close for the first time in March 2020 due to COVID-19. Hockey was allowed to resume briefly in November but as cases numbers went up in Arviat, everything had to be shut down again.

Kuksuk said the senior men's league got about five games in before the November shutdown. With the ice open

again they have been trying to squeeze in as many games as possible.

In addition to senior men's teams, the bantams and the atoms are also trying to get back to their normal hockey routine.

Pierre Ikakhik,who has two sons that play hockey, went to watch the first senior men's game on April 13.

Although he no longer plays goalie, he said the lack of hockey and other recreation has been devastating for the community's youth.

"My youngest one, he's 11 now. He was picked for Kivalliq Canucks atoms. We were going to go to Winnipeg for one week before it was cancelled," said Ikakhik.

"My youngest was brokenhearted. He was so excited to go but it go stopped by COVID-19."

The sentiments of Ikakhik's son are shared by most of the community's hockey players and fans alike.

"Lots of people weren't too happy about that," he said.

Although players had to show up already dressed at first, the hamlet has figured out a way for them to be socially distanced in the dressing rooms.

The community is maintaining strict restrictions on the number of people that can be in the arena at once, with the capacity capped at 50.

"We have sign-in sheets that say what time people came in and what time they go out," said Kuksuk.

"Next season I hope we'll have a regular seasons where we can entertain our fans and they can cheer us on."

Ikakhik said he almost missed the chance to get into the arena due to the limits.

"There were too many people so I couldn't go in, so I had to wait to get in."

Although it's good to be back on the ice, it'll likely be less than a few weeks before the ice starts to melt.

"Even the roads are melting now," said Ikakhik. "I wish we had artificial ice so we could keep going."

Major League Baseball is becoming more like softball by the year. Finally coming around to the idea that softball is the superior sport, like we all know it is.

Regardless, Major League Baseball has done some things to shorten up games because of Covid and one of those time-savers is seven-inning games. Just like they do in softball. There is one drawback, though: if a pitcher tosses a no-hitter in a seven-inning game, it won't count as an official no-hitter. Madison Bumgarner of the Arizona Diamondbacks found out the hard way on April 25.

Bumgarner threw a complete-game shutout against the Atlanta Braves to give the Diamondbacks a 7-0 win. No runs, no hits. A no-hitter over seven innings. Not so fast, said Major League Baseball. It wasn't a nine-inning game so good on you for throwing seven innings of no-hit ball but it's not really a no-no.

What a joke. If the rule is changed, the result should be changed to reflect the rule change. It counts in softball if someone throws a no-hitter and the game only lasts five innings due to the mercy rule (seven-run lead after five innings) so why shouldn't it count in this instance? It wasn't Bumgarner who changed the rule. And what sucks even more is the fact that Bumgarner has thrown four one-hitters in his career. If anyone deserves a no-hitter, it's him.
