GN office aims to seize property obtained through crime 'This would be a great tool to curb the violence (that bootlegging causes),' Netser says

The Government of Nunavut will soon have its Civil Forfeitures Office operational, and individuals unable to prove how they legally acquired expensive possessions could wind up in court defending the legitimacy of their ownership.

The new office, based in Iqaluit, is designed to seize the proceeds of crime. It will rely heavily on referrals from the RCMP, which will sometimes be based on tips from the public.

"Civil burden of proof is a lot lower than criminal burden of proof.

It would give us the right to be able to go to an individual and how did you get that 2020 truck? Where is your income? Where is the letter of gift from somebody?" Justice Minister George Hickes said in the legislative assembly on March 14, adding that a court must side with the government before property can be confiscated and disposed of.

"Where that burden of proof criminally is a lot harder to challenge, but through civil courts it's a lot easier, where the impetus is on the person being accused to substantiate their burden of proof of where they got the funds from to be able to purchase those vehicles."

Stephen Mansell, deputy minister of Justice, said the department would bring an application for forfeiture in such cases and then the court would order the "respondent" – the person being accused – to provide proof of how an object – like a new pickup truck – was obtained.

Iqaluit-Niaqunnguu MLA Pat Angnakak urged the government to ensure that anyone who stands accused will know what their rights are.

Aivilik MLA Patterk Netser commended the government for creating the office.

"There are a lot of bootlegging and illegal activities that are happening in all our communities and this would be a great tool to curb the violence that it's causing in our communities," he said. "There's illegal activities in all of our communities where drug dealers, bootleggers have a pile of equipment, certainly in their yards, and obviously all the equipment is bought through illegal drug trade.

"For many years people in the communities lives have been damaged by these activities and sometimes it seems impossible to stop them. I'm very glad that we're going to see this coming out. It's good to see ... something will be done about

Hickes said he anticipates that the office, which will initially be staffed by a director and two staff, will open as of April 1.

He emphasized that it's important for members of the public to come forward with information. He added that there will be a communications strategy to inform Nunavummiut of how the process works.

Mansell said, "If we got just the tip, then we would have to gather the information from whoever provided it to us and then decide if we had enough to go to court. With respect to the actual repossession, the minister's right, it would probably be the sher-

iffs that execute that, and then we're working with CGS (Community and Government Services), because once you have the thing, then you need to put it somewhere and sell it and do all that stuff."

Angnakak noted that the courts are already busy. She asked whether they will have the capacity to take on asset forfeiture cases.

Hickes replied, "I don't anticipate it being a big burst."

Mansell added, "If we see a big influx and a lot of work, and we might have to talk with the court and see how they're doing, but initial rollout, I think it should be fine."

Angnakak also mentioned the

challenge of obtaining a lawyer, as she knows from consulting with the Legal Service Board that there's already a "big, long wait list" for legal counsel.

Netsilik MLA Emiliano Qirngnuq asked how members of the public will be protected after they provide tips about their neighbours potentially possessing the proceeds of crime.

Mansell didn't provide a clear answer.

"We haven't sorted out exactly what the public tips might look like, but I understand the concern about protecting people who might be informing on other people in a very small community," he said.

Inmates relocated to Ontario, more transferred within Nunavut after fire Former Nunavut fire marshal says GN should be ashamed of its safety record at jail

Thirty prisoners from Baffin Correctional Centre (BCC) have been moved to the Joyceville Institution in Kingston, Ont. after a fire damaged BCC on March 18.

The Ontario corrections facility has been free of Covid-19 since Feb. 26, according to Justice Minister George Hickes in a March 22 news release.

The remaining 30 inmates from BCC have been transferred to various other correctional facilities within Nunavut.

No injuries were reported as a result of the BCC fire.

The state of the Iqaluit jail is still under assessment, however, a remediation plan is being developed to determine a timeline for the reopening of the jail, Hickes stated.

Nunavut News submitted several questions to the Department of Justice but no responses were sent prior to press deadline.

Among the unanswered questions are: In what part of the building did the fire originate?; What is the extent of the damage caused by the fire?; What's the initial cost estimate of damages?; Is there any indication of cause yet?; When is the new correctional centre expected to open?; What is the cost per day per inmate for those transported to the institution in Ontario?

As of November 2018, it was expected that Nunavut's new $90-million correctional centre will open in 2023-24.

Nunavut News also asked the Department of Justice for a copy of the latest fire marshal or fire chief's inspection

report on file for BCC. No such report was forwarded.

The Nunavut Fire Marshal's Office 2019 Annual Report, the most recent on file at the legislative assembly, makes no specific mention of BCC. In 2010, Nunavut's thenfire marshal Tony Noakes was released from his job after he itemized deficiencies at BCC that he deemed to be fire hazards.

He took his list to the RCMP indicating there could be criminal negligence.

Nunavut News asked the Department of Justice to specify how many of the items that Noakes identified have been addressed: lighting fixtures hanging by wires; out-of-date boilers; obstructed exits, improper storage of combustibles; corroded sprinklers; and heavy use of temporary plywood walls.

No response to that inquiry was received, either.

'Should be ashamed' Noakes, reached by email last week, said he has continued to follow fire service issues within the territory.

Although he has no knowledge of whether the deficiencies he highlighted at BCC have ever been rectified, he said he's aware of multiple fires at the facility.

"The Government of Nunavut should be ashamed of its record on the safety issues at BCC," he stated.

"This fire, which is one of many, highlights why it is important to implement and maintain building safety measures. Fortunately, there was no loss of life. However, there will be costs associated with transporting and housing

Noakes said the GN should publicly release all BCC safety inspection reports from the past decade to document which safety issues have been remedied.

Following his settlement

with the GN, Noakes said he was able to retire at age 40.

"So my termination did have a silver lining," he stated.

"In my time as a senior fire service officer, I never witnessed any other private or government organization that

had the level of safety issues that Nunavut had while I was there."

In the March 22 news release, Hickes gave credit to BCC staff and first responders for their "quick actions," which prevented injuries or a

loss of life.

As in interim measure before being transferred, BCC inmates were placed in temporary accommodations with the support of RCMP, sheriffs and other correctional facilities in Iqaluit.

MLAs press for income support changes 'Once they are declined, their hope is declined,' says Ammituq MLA Joelie Kaernerk

MLAs recently took turns pressuring Family Services Minister Elisapee Sheutiapik for modifications to the income support program, and she generally indicated that changes will fall to the next territorial government.

Ammituq MLA Joelie Kaernerk fired the opening salvo in the legislative assembly on March 16 by pointing out that, according to Nutrition North, it costs $404 weekly for a family living in Sanirajak to eat a healthy diet and $422 weekly in Iglulik. However, income assistance only provides $335 per week.

"Can the minister explain how this amount is considered to be sufficient to ensure that families are adequately fed?"

Kaernerk asked, referring to income support as a "paternalistic practice" and adding that he's heard concerns from income support workers who want to speak out "as they, too, are feeling human beings."

Sheutiapik said there have been some adaptations to income support started by the last government and further changes have been made by the current one, such as the creation of the "food basket to better reflect the cost of living in Nunavut." The amount provided to single individuals has risen and there's no longer a requirement to have forms signed when income support clients are actively looking for work, she added.

Kaernerk then called upon the government to raise the amount that income support recipients can receive as gifts from family members or other individuals without being penalized – currently capped

at $40 per month.

He received a round of applause from his colleagues for that recommendation.

Sheutiapik replied, "There are many items within the income assistance regulations that require updating. This work is ongoing, the income assistance reform. The changes are not minor and will be in the queue for the other legislative changes for the next government."

Kaernerk, who noted that there were more than 1,500 income support recipients in the two communities that he represents in 2019, said it's "sad" that changes must wait and pointed out that there are "hardly any jobs" in Sanirajak and Iglulik.

"Therefore, when it comes to the last resort, they go for income assistance. Once they are declined, their hope is declined; they are hopeless," he said.

Rankin Inlet North-Chesterfield Inlet MLA Cathy Towtongie revisited the issue of bingo winnings above $40 resulting in deductions to aid for income support clients, a topic she raised in the legislative assembly years ago.

People tend to use their bingo windfall to buy more food, snowmobiles or furniture, Towtongie said.

"I don't think as a government we should be constantly treating residents as irresponsible, as we know that most Inuit today, at this time, are facing hardships in trying to maintain stability," she said, adding that the issue should be "fast-tracked."

Sheutiapik responded that bingo winnings is not among the priority items within income support reforms because it only affects "a small

portion" of clients.

Iqaluit-Manirajak MLA Adam Arreak Lightstone then reiterated Kaernerk's observations and said "it is very frustrating ... when a clear response is not given."

He asked the minister if income support clients lose benefits the next month when they receive electronic transfers of money from family members to help them purchase food.

Sheutiapik didn't answer the question.

Instead, she said, "The department is the 'unflavour' of the day because we are dealing with people. It is a real challenge ... We have had in eight years six ministers. Imagine trying to make change with those kinds of changes."

Arreak Lightstone urged the minister to amend the regulations to allow for one-time

monetary transfers "within a reasonable limit that would not penalize" income support clients.

Sheutiapik embraced the suggestion.

"I thank you. I thank you because you provided a potential solution," she said. "It is easy to ask a question. It is another to solve it, so I really thank you for your suggestion, it makes sense. So I will certainly be working with my department on that suggestion."

John Main, MLA for Arviat North-Whale Cove, asked Sheutiapik for an update on the GN's examination of a guaranteed basic income, an approach that he has repeatedly advocated.

The minister said her department was in the process of hiring a consultant to undertake that research.

I am an ex-miner with ten years of service underground and on one occasion when preparing to leave the site for my two-week R&R (rest and relaxation), we were asked to think about joining an organized group-union. I told my crew to vote no and here's why: we are isolated and if there is great unrest or dissatisfaction with our leadership, the atmosphere will never be the same. There will be no trust and we'll always be looking over our shoulder.

In like manner, we the Indigenous people living in our homeland of Nunavut are basically in the same situation.

We were coerced to move into a supposed organized community with amenities we never dreamed of – running water, flush toilets, mechanized vehicles and light switches – only to find out that the difference between me and the government worker is that my house is literally a shell with no furniture and we pay according to salary. The government worker gets a unit that is carpeted, couches, chairs, table and beds.

We the common people have to not only pay a damage deposit but pay a quarter of our paycheques and buy all the furniture needed to have a sense of comfort that the government of the day did not explain to us, while the expected rent of the government occupant is by square footage. Explain to me the equality in this formula?

My understanding of organization or working together is that when we formed our government the ideology was of the people, by the people and for the people. This ties in with a couple of the prin-

In preparation for the government moving forward, there is constant planning going on. In two years we project that our departments will require an additional number of positions, therefore we need to make sure and build 15 to 20 more multi-plexes that are furnished while our wait-list for local tenants continue to balloon and to repair old units without furnishings.

I have referred to a quotation several times that goes like this: "Where there is no justice there is no peace, where there is no peace there is no justice."

The Inuit can share with anyone interested in how they survived a harsh climate, their dwellings were not permanent, they traversed by dog-teams and they shared their harvesting by giving or bartering and not by selling.

Our very government is governed by the simple eight principles that must be referred to and applied accordingly and daily. Fairness and equality brings a true sense of belonging and the will to engage.

This time of year as our land prepares for spring time weather, we get lots of sunshine, more daylight and at times blowing snow. As daylight gets longer up here, many Inuit head out to their favourite fishing spots out on the lakes and the ocean.

The community now distributes tags for caribou hunting as there is now a quota set up in our hunting areas for Inuit of Iqaluktuutiaq. The decline in caribou herds is one of the reasons for doing this now, in all the years I have lived here all my life, it is the first time I have seen this being done. Us Inuinnait were born and live and eat and survived on caribou as part of our diet and survival. Without caribou in our diets, especially for our Elders, life would be very difficult. But today we have to rely and wait if you are lucky to get piece of caribou. We the Inuit have always shared whatever was harvested. Today caribou is scarce on the island, so with hunters in our community, it is whoever gets a caribou tag that can go hunting. It is the same with polar bear.

Other wildlife harvested by Inuinnait is still open yearround, only caribou is monitored so that the possibility of

increasing caribou population for years and years will be there for our next generation. Quana to Ekaluktutiak Hunters and Trappers Organization for providing country food for the residents of Cambridge Bay. Good luck to our hunters as they provide food for their people.

The community is looking forward to spring and the 2021 Omingmak Frolics. Last year when the pandemic was announced the 2020 Omingmak Frolics had to be cancelled due to Covid-19. A year later, the restrictions have lifted a little and the chief public health office has given permission, with restrictions, to go ahead and have the annual spring festival.

Plans are being made to set up a planning committee with the recreation co-ordinator Zach Cziranka-Crooks at the Wellness Centre. Volunteers are needed and please contact Zach to give him your name.

There will also be snowmobile races and a fishing derby, and much more with rules and restrictions for this year's frolics. Please keep up with information as time goes on about frolics this year. Good luck to everyone and to each of our vol-

During the pandemic there has been extra funding to set up cultural programs, combat food insecurity and much more. We have so many Inuit women sewing now, making kamiit, atigiit, pualuit and for men there has been several workshops etc also.

Our community is filled with many beautifully made pieces of outdoor clothing, as you walk in town you see many beautifully dressed Inuit and the children all dressed warm, made especially by their mother or grandmothers. It is so much fun sewing.

The Kitikmeot Heritage Society also held a kaligok making workshop and many beautiful women making indoor tops in the Inuinnait style. NTI gives update on Inuktut Writing Prize Nunavut There were 67 different authors who submitted their work to Nunavut Tunngavik Federation's (NTI) Inuktut Writing Prize.

This includes short stories, biographies and poetry.

The jury process is still ongoing due to unforeseen Covid-19 lockdown measures in November and December.

The winning author will be awarded $80,000 and support to continue writing over a year including a writing residency and mentorship to help develop the material into a book.

The four runners up will receive prizes in the values of $10,000, $5,000, $3,000 and $2,000.

There will also be a compilation of winners and other materials submitted as part of NTI's goal of creating Inuktut literature and increasing the everyday use and understanding of Inuktut.

Qaumajuq online and in-gallery programming are among the offerings.

"The opening of Qaumajuq is a wonderful opportunity to expand our partnership with the NFB and advance our collective journey of reconciliation," said Dr. Stephen D. Borys, the Director and CEO of WAG. Inuk artist Geronimo Inutiq has also been commissioned to create a new media work using NFB footage to help honour Inuit ancestors and family members and communities of artists.

A number of films from NFB's collection of Inuit content will be available to be viewed on Qaumajuq's digital platform launching in April.

"We're honoured to be working with WAG-Qaumajuq to create a new destination for Inuit culture, audiovisual storytelling and creation. The NFB's Inuit film collection represents an important cultural legacy," said Claude Joli-Coeur, NFB chairperson and government film commissioner.

Environmental Technology program accepting applications

Danish Embassy appoints new Honorary Consul in Nunavut

Iqaluit Nunavut Arctic College's (NAC) Environmental Technology program are looking for applicants to its program for the 202122 academic year.

It is a made-in-Nunavut, two-year diploma program that incorporates classroom, lab and field learning to develop skills for a number of environmental fields.

These include fish and wildlife conservation, environmental protection, parks management, resource development and management, environmental assessment, water and waste management as well as environmental education and research.

Iqaluit On March 5, Denmark welcomed Navarna Beveridge as the Kingdom of Denmark's new Honorary Consul in Iqaluit, to cover the territory of Nunavut.

"I am thankful and honoured for this appointment. I am excited to take on the role of assisting fellow Danish citizens as well as inviting greater collaboration opportunities between Nunavut and Greenland in particular."

Beveridge grew up in Greenland and has lived in Nunavut for the past 22 years, she has a background in working with Inuit organizations with management and social policy and is fluent in Kalaallisut, English, Inuktitut and Danish. She currently works as Director of Administration at the Qikiqtani Inuit Association in Iqaluit.

Nunavut's Covid-19 case count timeline Numbers fluctuated between November and March in two separate outbreaks

On Nov. 6, 2020 the Government of Nunavut (GN) announced the territory's first confirmed case of Covid-19 in Sanikiluaq, which started a community-wide lockdown that same day.

"Effective noon today all travel to and from the Belcher Islands, including the Hamlet of Sanikiluaq, by any means, is restricted," said Dr. Michael Patterson, Nunavut's chief public health officer.

One other case within the same household was confirmed, however adherence to public health measures contained viral spread to just the one household.

The following week the virus was discovered in the Kivalliq region with a positive case in Rankin Inlet being confirmed on Nov. 11. Contact tracing efforts like with Sanikiluaq promptly began.

Residents of Rankin Inlet were asked to remain at home as much as possible and limit contact with others, including family outside of their household.

By Nov. 13, Covid-19 was confirmed to be in Arviat, and with "an abundance of caution" said Patterson, the entire Kivalliq region shut down except for essential services.

At the time Premier Joe Savikataaq urged Nunavummiut to maintain public health measures and voiced support for everyone in the Kivalliq.

"Please know we are with you, we're sending you strength and our government is ready to help. Stay well and care for one another safely."

The number of active cases in the Kivalliq had expanded to 60 in total by Nov. 17.

Whale Cove became the third affected community, with eight cases being diagnosed there.

Cases in Arviat continued to rise at this point, with 46 infected and clear signs of

community transmission having occurred. The cases in Whale Cove were linked to the outbreak in Arviat and four active cases were present in Rankin Inlet.

"The last week has shown us just how quickly Covid-19 spreads. This rate and reach of transmission will continue to grow if we don't each do our part," said Patterson.

By Nov. 23 the case numbers rose up to 132, with 18 people in Rankin Inlet by then testing positive while Whale Cove stood at 16 active cases and the majority of new cases, 98, in Arviat. The two cases in Sanikiluaq at this point had recovered, however monitoring continued for that community out of an abundance of caution, the outbreak was officially declared over Dec. 18, 28 days after the final recovery.

Active cases in the territory peaked at 153 Nov. 25.

With more and more recoveries taking place lockdown restrictions in Nunavut outside of Arviat were eased Dec. 1, though some additional public health measures remained in Rankin Inlet and Whale Cove.

As of Dec. 3 cases peaked at 75 active cases in the territory. Recoveries began to outpace new cases by Dec. 7 with 168 of 219 cases recovered and by Dec. 8 all Whale Cove infections were considered recovered. Arviat reported 44 active cases remaining by the same date.

On Dec. 23 the virus had resurfaced in Whale Cove with one positive test result coming in, it was however contained to households.

The first shipment of the Moderna Covid-19 vaccine landed in Iqaluit on Dec. 30.

The rollout plan included full vaccination of all adult Nunavummiut in the majority of the communities, and priority age groups in the capital.

"I'm thrilled to witness the arrival of the first #COVID19

vaccines in Nunavut!" wrote the Premier on social media.

On Jan. 6, the first Nunavummiuq received the vaccine. Josephee Adams, 70, at the Iqaluit Elders' Centre was the first person in Nunavut to be vaccinated.

As the new year dawned things were looking better for Nunavummiut as the remaining cases in Arviat and Whale Cove continued to make recoveries.

By Jan. 11 two weeks had passed with no new cases arising in Arviat and Whale Cove and restrictions eased in the two hamlets.

"While this is good news, I want to remind everyone that it will take until the end of January to declare the outbreaks over. For everyone's health and safety, it is important we continue to follow the public health measures in place," said Patterson.

By the beginning of February more than 5,000 people had been received their first dose against the coronavirus with Nunavut's vaccination rollout in full swing.

A false positive on an inbound flight from Ottawa to Iqaluit on Jan. 20 led to the passengers of Canadian North flight FAB101 being temporarily detained at the airport until later that afternoon when the presumptive case was cleared.

Second Arviat outbreak On Jan. 22 the GN announced Covid-19 had resurfaced in Arviat.

The number of active cases in Arviat would rise to 17 by Jan 25. Numbers fluctuated with recoveries and small pockets of active cases being reported with a peak of 29 active cases by Feb. 19. Dr. Patterson urged people to limit their contacts during this time.

On Feb. 24 the Hamlet of Arviat declared a state of local emergency that extended to two weeks in an effort to

A curfew was enacted from 10 p.m. to 6 a.m. each night, with all retail and food service establishments shuttered and only one person per household permitted to shop for essential goods.

Full-time in-class learning returned to two of three Nunavut regions on Feb. 25 as restrictions were eased in Qikiqtani and Kitikmeot schools.

"Based on the current risk of Covid-19 within the territory, we will ease some of our Covid-19 restrictions and take a step forward on Nunavut's Path," said Patterson.

On the same day four people recovered from the coronavirus in Arviat.

The number of cases in the Kivalliq community would

ebb and flow over the following week as the beginning of March saw 11 recoveries and one new case on March 1, then another 10 new cases three days later.

Dr. Patterson said the situation in Arviat, despite recent new cases, was under control on March 5.

On March 10 restrictions eased in Arviat after the community endured 118 days of lockdown.

"I want to assure all Nunavummiut that this outbreak remains contained, and the Moderna vaccine is proving effective."

Four days later public health restrictions were eased in Arviat, with daycares reopening, schools allowing part-time in-class learning in rotations. Businesses

and workplaces were able to reopen. The number of active cases in Arviat would follow a downward trajectory over the following couple of weeks.

On March 17, the Government of Manitoba transferred 12 Covid-19 case counts of Nunavummiut previously diagnosed in the province to Nunavut, which included three deaths, these were neither new nor current cases.

The GN reported zero active cases in Arviat on March 20 as the final two people made recoveries that day.

The premier congratulated the community, "Way to go Arviarmiut! Your strength and hard work has paid off."

As of March 25, there are no active cases of Covid-19 in Nunavut.

On March 25, the Iqaluit Fire Department recognized two of its own, giving out the Fire Services Exemplary Medal to two firefighters for 20 years of service. Eegeesiak Aniqmiuq and Captain Walter Oliver were given the medals at noon by Nunavut fire marshal Ted Clouter.

Both men started out as volunteer firefighters for the Iqaluit Fire Department, with Oliver starting out in 1997, then becoming a full-time member by 1999 and Aniqmiuq starting to volunteer in 1998. For the last 10 years Aniqmiuq has been working on a full-time basis with the Department.

"This presentation, I think, is a really important one for our organization, it's not often as emergency service workers that we pause to celebrate," said Iqaluit fire department chief Geoff Spriggs at the medal ceremony.

"It's an opportunity to recognize the hard work dedication and sacrifice, not just to Eegee and Walter but their family as well who are there to

support all the hard work you guys have been putting in these more than 20 years now."

Firefighter Sol Tagak described Aniqmiuq's service to everyone at the ceremony.

"Many members in this department, past and present, see Eegee as a great source of knowledge, of this department, this city and its people.

"Eegee has been an incredible asset to this City and the Iqaluit Fire Department."

Firefighter Chris Wilson also had a few words to say regarding Captain Oliver's time with the Iqaluit Fire Department.

"The saying that some are born leaders, could not be more fitting.

Walter has led the Association as president, acted as deputy fire chief, fire chief and captain," said Wilson.

Amy Elgersma, the chief administrative officer for the City of Iqaluit, thanked the two firefighters for their service on behalf of the City.

Oliver described earning the medal as a humbling experience.

"You don't really look for it or anything but it's quite good to get the medal and whatnot," he said.

While it's a tough job, says Oliver, it's ultimately the crew and team as a whole who get the job done in the end.

"I just take it a bit at a time, it's a tough job, it's tough on your body sometimes, tough on the mind, it's tough on the family as well, can't keep going forever.

"But it's OK, you got a great crew of people here, great folks to keep you going," Oliver said. "It's no one person's thing, people talk about team effort a lot of the time and that's the only way you're ever going to achieve anything on this job."

Aniqmiuq echoed Oliver's sentiment that it can also be a tough job, recalling a few of the more difficult fights.

"A couple of years ago, we had a NorthMart fire. We were on that fire for about 15 hours ... me and Walter," Aniqmiuq said. "(Building) 4100 we had a big fire too, a lot of big fires."

Looking back at the last 20 years, Aniqmiuq never quite saw himself in the position he's in now when he first started volunteering.

"I never seen myself (in 20 years) being in the fire service, it's had its ups and downs."

Arts and Culture come together at Qaggiq 2021 Festival Qaggiavuut hopes to build a more permanent Qaggiq performing arts centre in the future

A large ceremonial iglu, a qaggiq, was erected at Sylvia Grinnell Territorial Park in Iqaluit for the weekend of March 20 and 21 with builders having cut ice blocks and started construction earlier that week.

Standing at 30 metres wide, the qaggiq was made by a team of builders led by Solomon Awa and Jacopoosee Tiglik over the latter half of the week put together the towering structure, finishing it on Sunday morning.

This was part of Qaggiavuut's Qaggiq 2021 arts and culture celebration and their push to build a permanent performing arts centre in Iqaluit.

ᐃᓱᒻᒥᖅᑐᐃᔨ ᐱᑦᓯᐅᓛᖅ ᕙᐃᕗᕐ ᑐᙵᓵᕆᓂᕐᒥ ᐅᖃᓪᓚᒃᐳᖅ ᓯᕗᓪᓕᖅᐹᖓᓂ ᐅᓪᓗᖓᓂ ᖃᒡᒋᖅ 2021–ᒥ ᖁᕕᐊᓱᒍᑕᐅᔪᒥ.

As part of the festival, Iqalummiut came together as artists and performers gathered to take part. The artists came from all over the territory with Pond Inlet's Tununiq Theatre and Arctic Bay singers Debbie Oyukuluk and Jeremy Tunraluk among dozens of performers who made appearances.

The Alianait Arts Festival and the Iqaluit Tukisigiarvik Centre were partners in making Qaggiq 2021 happen.

"This is the first time we're doing this and hopefully we can do it again, this is a dream and it's now coming to reality," said interim executive director Pitseolak Pfeifer during the opening introduction to Qaggiq 2021.

"It's a place that we really, really need, if we have to play outside, and if we have to perform outside we'll do it, but we deserve a performing arts centre in Nunavut."

The ultimate goal to build the permanent Qaggiq Hub has been in the works since the planning stages in 2010.

"We've had a hard winter with Covid, this is a great chance to come together as people to celebrate life and celebrate love. This is what it's all about, this is our culture," said Pfeifer.

According to Qaggiavuut over 1,500 people attended the festival over the course of the weekend.

"Qaggiq 2021 was only a taste of what we could do in the performing arts centre Qaggiavuut has been pursuing," said Looee Arreak, Qaggiq 2021's artistic director.

By March 22 the qaggiq was dismantled.

Built as impermanent gathering places they are meant as temporary structures.

It's only fitting that the son of one of Nunavut's founding fathers would pot the winning goal on a team named after that very same man.

The Rankin Inlet Hometown Hockey Tournament emanated from the Rankin Inlet Arena from March 18 to 21 with eight teams in action but not just any eight teams. They were made up of players from the senior men's hockey league, oldtimers league, U18 and U21 divisions. Each team was put together through a draft with each captain getting to pick from those signed up to play.

The final – and perhaps, most fitting – touch?

Each of the eight teams was named after some of the elder fans who have passed on, those fans who were some of the most well-respected and wellknown in the community.

Pujjuut Kusugak played on the team named after his late father, Jose Kusugak, and he said it was a special feeling to be able to do so.

"The organizers (including Troy Aksalnik) contacted to let me know they were hoping to do it and it was a great honour," he said. "I asked my mom and sisters first to see if they were OK with it and they gave their blessing. It was a real classy gesture by the organizers to include people that we remember as being at the rink all the time, never missed a game, contributed so much to hockey here – it was very special."

The teams were divided into two divisions with three games guaranteed in the round-robin and at least one playoff game. The winners of each divisional playoff game would advance to their respective final and it would be Team Jose Kusugak versus Team Kowmuk in the A division final while Team Misheralak and Team Tattuinee did battle in the B division decider.

In the A division final, Team Kowmuk opened the scoring courtesy of a goal from BJ Tanuyak before that was answered by Quentin Issaluk of Team Kusugak to tie the game at 1-1. Kris Okpatauyak, Craig Beardsall and Steven Panika would score three unanswered goals for Team Jose Kusugak to give them a 4-1 lead after two periods of play. Team Kowmuk would get one back thanks to Aglukaq Tartak to cut the lead in half, followed by another courtesy of Tristan Dias to cut the gap to 4-3.
