More than 5,000 people vaccinated against Covid-19 Vaccine clinics continue around the territory, second round of doses start this week

With the Government of Nunavut's vaccine rollout plan in full swing, additional community clinics have been announced for the next set of hamlets to receive doses of the Moderna Covid-19 vaccine.

As of the morning of Jan. 28 there have been 5,224 people in Nunavut vaccinated with the Moderna Covid-19 vaccine.

The next community clinics in the territory are as follows: • Kugaaruk: Feb. 4 and 5 at Arviligruaq Ilinniarvik School, 9 a.m. to 8 p.m.

• Sankiluaq: Feb. 8. and 9 at Paatsaali High School, 9 a.m. to 8 p.m.

• Naujaat: Feb. 15 and 16 at Tusarvik School, 9 a.m. to 8 p.m.

• Kinngait: Feb. 22 to 24 at the community hall, 9 a.m. to 8 p.m.

If you are in one of these communities, you can contact your local health centre to make an appointment to get vaccinated.

"Additional clinic dates will be announced later this week," said Nunavut's chief public health officer Dr. Michael Patterson.

The clinics for the Moderna Covid-19 vaccine in Iqaluit were expanded starting on Jan. 21 to include: • Frontline healthcare workers and first responders • Medevac flight crews • Shelter residents • Residents and staff of group homes, and the Akausisarvik Mental Health Treatment Centre • Residents and staff at correctional facilities On Jan. 28 criteria was expanded once again to include Elders over 60 years of age, previously limited to those 65 and older.

It takes the vaccine about two weeks before the first dose provides 80 percent protection from developing serious infection from Covid-19.

"The second dose increases that protection to about 94 percent, and we do not know yet if this vaccine stops transmission," said Patterson.

With additional active cases in Arviat cropping up this past week the top doctor urged "everyone in Arviat to follow the restrictions, even if you were recently vaccinated," and warned the community to not let its guard down against the virus as it is too soon for the vaccine to have developed protection for the body.

The first doses of the vaccine were given at the Elders' Centre in Iqaluit Jan. 6, meaning second doses will be administered starting Feb. 3 in Iqaluit.

RCMP's spouse describes Arviammiut as 'simple,' 'primitive' 'RCMP and their families not being adequately prepared for life in Nunavut,' writes concerned resident

An RCMP officer's spouse describes Arviat residents as "simple" and "primitive," among other disparaging adjectives, in a translated article that appeared in an online publication earlier this month.

"They are a people who refuse to develop and learn ... They do not know about science and knowledge, even the simplest thing, which is sex ... and they have the largest percentage of women at the age of 14 who become mothers without knowing how!" stated Jenny Polo-Egeileh, the wife of Anthony Egeileh, who served as a corporal at the Arviat RCMP detachment.

That tone continues throughout the interview, in regards to housing, security and a lack of local services, including shopping for basic goods and health-care delivery.

The comments appear in Canadian Days, an Arabic and English language publication that caters to the Canadian-Syrian community.

"It is true that these people live in Canada, the civilized country, but they are the ones who reject development and progress … they are a people accustomed to living like this simply and primitively," reads another excerpt from the article, published on Jan. 16.

Polo-Egeileh lived in Arviat for three years, according to the piece.

In an anonymous email to Nunavut News, a concerned reader who asked that Nunavummiut be made aware of the article, writes: "This kind of rhetoric causes harm," and "the fact that people across Canada will read this false depiction of Inuit is concerning.

"There are long-standing issues in Nunavut communities as a result of RCMP and their families not being adequately prepared for life in Nunavut," the reader stated.

MLA Cathy Towtongie also considers Polo-Egeileh's perspective unfair.

"As an Inuk, this is not acceptable because our culture is thousands of years old," said Towtongie, who represents Rankin Inlet North-Chesterfield Inlet. "All of the major explorers

like Sir John Franklin and others who looked down on our culture and tradition did not survive."

Only those explorers who adopted and adjusted to Inuit culture survived, she added.

For Towtongie, to judge "our culture and tradition, without living it, is in itself simplistic. In our view, this is childish. She is like a child, viewing our culture and tradition without having to survive with snow, ice and animals.

"There was a test, that a man build an iglu and walk over the iglu without it collapsing. Then he is ready for a wife and family. I would challenge the husband to build an iglu – walk over it – see if it will not collapse."

Polo-Egeileh did not respond to a request for further comment made via social media prior to press deadline.

Cultural sensitivity initiatives Nunavut's police force states that the RCMP Act is what governs its officers and their conduct with regards to making public statements and publications.

"Members are expected to uphold the core values of the force," stated Cpl. Tammy Lobb of the RCMP's V Division. This does not extend to the officers' family members, however, as they are "not governed by the RCMP Act," Lobb acknowledged.

The RCMP has cultural sensitivity training in place for V Division members, according to the Government of Canada's Public Safety Department.

A 2015 report on the training, which was last updated last in 2011, states, "V Division has developed a one-day cultural awareness seminar for its members. This is presented by an Inuit member of the community who uses props, videos and practical discussions to ensure that RCMP members receive an orientation to the territory and acquire a basic knowledge of Inuit customs and cultures."

It lists the key intended outcomes of the seminars as ensuring employees from outside the territory are able to "identify and understand historical issues revolving around policecommunity relations in the North; understand some of the unique per-

spectives of the Inuit culture; and be better equipped to communicate with residents."

Sgt. George Couchie, a retired cultural awareness trainer with the Ontario Provincial Police, took part in an RCMP panel discussion on Indigenous awareness training published in the RCMP's Gazette magazine January 2017. At the time, he noted "ideally, the training should be delivered over three to four days with time incorporated, if possible, for more meditative, hands-on activities such as drum-building, maskmaking, paddle-making or canoeing.

"If adequate time is not provided for the training, there's a risk of doing more harm than good."

Nunavut RCMP commanding officer Amanda Jones told Nunavut News last March that two weeks of cultural orientation training were to be provided last April to officers prepared to relocate to the territory.

The lessons were to include Inuit culture, history and language lessons so officers have a better understanding of the territory and its people, according to Jones. However, funding would be needed to ensure the training becomes permanent, she added.

Cambridge Bay copes with mail frustration 'It's absolutely painful right now,' resident says of delays and mix-ups

The Hamlet of Cambridge Bay and Canada Post have been in discussions over how to improve service at the community's beleaguered post office.

The postal outlet has been plagued by issues since mid-December due to staff resignations and turnover, internet problems and a broken window.

Mail delivery has been behind schedule, sometimes by weeks, others say by months.

Business hours have been reduced and, at times, in flux from one day to the next with periodic temporary closures.

The post office is operating with limited staff, but Canada Post intends to hire permanent employees, stated Valerie Chartrand, a spokesperson for the Crown corporation.

"We are also in communication with the hamlet office and have been working diligently to find solutions," said Chartrand. "Please know that we understand the importance of the items customers are waiting for and appreciate the patience they have shown this year.

"We are doing our best to serve the community of Cambridge Bay during Covid-19, but please understand that we are not operating under normal circumstances. Delays are a reality not just in this community but across our network."

Although mail is supposed to be transported to Cambridge Bay five days per week, inclement weather and pandemic measures can force the cancellation of flights, further complicating matters, according to Chartrand.

Mayor Pamela Gross said hamlet leadership is hopeful the situation will be resolved soon.

"There's job advertisements out right now. We hope those jobs can get filled and we'll be resuming back to normal once they're all trained up and everything's ready to go," Gross said on Jan. 27, adding that she can't recall this much turmoil at the post office previously.

She added that Cambridge Bay is a growing community with an increasing volume of mail. Many people have opted to order items online during the pandemic as well.

"I think that's where a lot of the frustration was coming, (the postal slowdown) happened so close during the holidays," she said.

'I get why people are losing it' One Cambridge Bay resident, speaking anonymously, said he's been handed other people's mail – even an envelope requiring a signature that wasn't requested – and he knows some of his parcels have gone to other people. A window in the Cambridge Bay post office was shattered during the weekend of Jan. 16 to 17. Staff turnover has led to reduced hours and delays in processing mail over the past several weeks. Some residents are frustrated. when the app has alerted him that mail is waiting at the postal outlet but it couldn't be found when he arrived.

"It's absolutely painful right now ... so I get why people are losing it," he stated. "I saw a lady in there yesterday looking for a KIA (Kitikmeot Inuit Association) benefit cheque

from December and she was very emotional. Imagine if you are living pay cheque to pay cheque and this happens. I would hope that KIA and others that are local businesses aren't using the mail for delivery of such things as benefit cheques right now and looking at alternative ways to get

people what they need."

The two experienced postal workers who resigned prior to Christmas cited rudeness and harassment from customers as their reason for leaving.

There have been ongoing issues with members of the public not wearing masks when entering the post office and also occasional reports of belligerent behaviour, including profane language directed at postal workers.

One resident encouraged others to be more compassionate toward the postal employees, taking to Facebook to tell of an intoxicated individual who was allegedly causing trouble at the postal outlet earlier this month.

"It's so sad to see and hear how disrespectful one person can be," she wrote. "Let's make our postal workers feel welcome, give gratitude, appreciate her/his hard work they're doing. I know it's frustrating waiting for mail but it isn't their fault ... yelling at the workers isn't helping at all. I feel so sorry for the workers – shouldn't have to feel scared, afraid especially in a public place."

Gross echoed that sentiment.

"We are respectable people and generally always happy. I know a lot of people have said that it's too bad that a few people have made the situation (worse)," she said. "I think we can all grow from it and move past it and work to iron out some of the bigger issues that have been happening."

Hunters and trappers orgs all opposed to phase two ĪØflî

No railway, no icebreaking, MHTO chair says of proposed expansion at Mary River mine

As regulatory hearings for the proposed expansion of the Mary River iron mine resumed in Iqaluit on Jan. 25, the chair of the Mittimatalik Hunters and Trappers Organization said Baffinland Iron Mines' related plans for icebreaking and construction of a 110-kilometre railway are both unacceptable.

Eric Ootoovak said neither of those aspects of the mining company's proposal is negotiable.

His stance is based on resolutions passed during a 2017 Mittimatalik Hunters and Trappers (MHTO) annual general meeting, he said.

"We have to follow their resolutions. We cannot just simply jump around and do whatever they want. This is what the community said and have spoken," said Ootoovak, who added that he couldn't recall what the turnout was for that particular annual general meeting in 2017.

A news release issued on the morning of Jan. 25 proclaimed that the hunters and trappers organizations and the hamlets of the five affected communities – Pond Inlet, Iglulik, Sanirajak, Arctic Bay and Clyde River – are united in opposing Baffinland's phase two proposal at this time.

When asked about the Hamlet of Pond Inlet's Dec. 29 letter to the Nunavut Impact Review Board outlining the terms and conditions that would make Mary River expansion agreeable,

Ootoovak said the MHTO is not onside with those stipulations.

"That is the hamlet's position," he said. "It's not our position. We do not support any of Baffinland's proposal."

The Hamlet of Pond Inlet is demanding incremental iron ore increases limited to 1.5 million tonnes per year over four years, bolstering the mine's Inuit workforce by 2.6 per cent per year in each of those four years and giving the MHTO authority over when icebreaking can occur.

However, the Jan. 25 news release states that "there is too much uncertainty to make an informed decision about this project. Baffinland has not provided enough evidence that it can do the expansion safely."

Should phase two proceed – increasing production to 12 million tonnes of iron ore production from the existing six million tonnes – Ootoovak predicted that there will be double the effects on wildlife. He said harvesters in Pond Inlet have noticed a reduction in various species that he said coincides with the beginning of Mary River production in 2015.

"The whole time Inuit have lived in the Pond Inlet area, (they) have never faced such impacts until Baffinland came, then it all changed – that is through oral history and Inuit Qaujimajatuqangit," he said. "The benefits they say that are going directly to the community does not outweigh all the impacts that we are facing. It will

Since production began in 2015 at the Mary River mine, 160 kilometres south of Pond Inlet, harvesters have noticed fewer narwhal, seals and fish, according to Eric Ootoovak, chair of the Mittimatalik Hunters and Trappers Organization. never replace the narwhals, the seals and the fish, the animals that are up here ... Money does not replace the life of an animal ... Inuit rely on Inuit food, which is country food."

Ootoovak would not express how much confidence he places in the regulatory regime to act on the concerns put forth by the hunters and

trappers organizations.

"The regulatory process is really up to the regulators, so therefore I cannot speak to them or about them," he said.

The public hearings for Baffinland's proposed second phase at the Mary River mine are scheduled to wrap up on Feb. 6.

Keeping bellies full in an often unkind environment has been a problem facing the North for decades.

Individuals and communities do an amazing job taking care of one another no matter the harsh circumstances they are faced with, whether it be declining fish and animal stocks, a devastating fire that destroyed one of the only grocery stores in the community – as happened in Iglulik on Jan. 20 – or simply being able to afford general goods in one of the most expensive places on the planet.

Teaching and learning how to sew and produce Inuit clothing is one of the special skills that is very popular with both young and old. Inuit around the world have one of world's most creative and warmest clothing to survive in one of world's harshest weather. It is important to continue to hunt for the men and boys in the Inuit culture, to help feed their families and communities, and also to use the fur to make beautiful outdoor clothing and footwear. It was our Grandmothers and Ancestors who first created and designed warm clothing to keep warm in the past and to this day, the skills are still carried on from years and years past.

Inuit use fur such as caribou hides to make warm outdoor clothing and footwear, and we in the Kitikmeot are known as the caribou people, and also for the abundance of healthy fishing of Arctic char and other fishes, seals are also hunted and their fur is used to create clothing and footwear suitable for our northern and cold weather. During the time when Inuit were being sent away to residential schools, many skills were lost, such as learning how to sew, hunt and also losing the language that our parents, grandparents and ancestors spoke. Today, we are able to learn and teach these lost treasures. There are many hides to sew with, funding and classes to learn how to sew like our Grandmothers, Mothers and Ancestors. Men are able to go hunting to provide food for their families and communities, women and young ladies are joining sewing classes and courses. We are so very fortunate to be able to learn that which we lost or were never taught growing up,

Federal government commits to funding shelters for Inuit women Facilities 'will save lives' says Pauktuutit president

Facing pressure from the Pauktuutit Inuit Women of Canada, the federal government announced Jan. 26 that it will provide funding for the construction and operation of shelters for Inuit women and children across Inuit Nunangat as well as in urban centres.

The money will come from the Government of Canada's $724.1-million Violence Prevention Strategy.

Inuit women face violence at a rate 14 times greater than other Canadian women and "unfortunately, the majority of them do not have safe places to go to," the federal government acknowledged in a news release. More than 70 per cent of Canada's 51 Inuit communities do not have access to an emergency shelter.

"The Covid-19 pandemic has only exacerbated this already dire situation, where some women are (more) concerned about domestic violence during the pandemic than they are about the virus," the news release reads.

At its 2020 annual general meeting, Pauktuutit called for the construction of five new emergency shelters – in Nunavut, the NWT, Nunavik, Nunatsiavut and one in Ottawa, which is home to the largest population of urban Inuit in Canada.

The Government of Canada stated that the Canada Mortgage and Housing Corporation will work with Pauktuutit and other Inuit partners to determine the locations and define the details of the projects.

these new shelters which are urgently needed and will save lives."

There were some bare grocery store shelves for a few days in Iglulik after the Jan. 20 fire that gutted the community's Co-op.

The Northern store has since arranged for additional cargo flights and hired more staff to try to keep up with demand, said Greg Morash, an adviser to the hamlet.

"They're really trying their best," he said, adding that a few interior walls have been knocked down at the Co-op's separate convenience store, removing offices to create more room for merchandise. The plan is for the convenience store to remain open 24 hours.

"Everybody's trying to do what they can do. Northern's giving it a good shot."

Paydays and days when child tax credits arrive will be a big test for the new arrangement, Morash predicted.

There are some specialty items that the Co-op carried in greater abundance than the Northern store, such as hardware, camping supplies and ammunition, he added.

Fuel distribution from the Co-op's gas pumps has been able to carry on, however.

Although the destruction of the retail store has affected the employment of 36 people – 13 full-time and 23 part-time – some of those workers will still be needed to look after fuel purchases, bill payments and payroll. The building itself was insured through the Arctic Co-op insurance program, "so adequate coverage was in place to protect the Co-op and its members," stated Duane Wilson, vice-president of stakeholder relations with Arctic Co-operatives.

An estimate on the value of the loss had not yet been determined by insurance adjusters as of Jan. 26, according to Wilson.

brought in during the next sealift to rebuild the store, he added.

The RCMP have deemed the fire that destroyed the Co-op as suspicious.

The police have been working closely with the Office of the Fire Marshall in investigating the cause of the fire, which required emergency responders to scramble at approximately 3:45 a.m. on Jan 20.

The fight to extinguish the intense blaze lasted throughout the day.

The Mounties had initially indicated that the fire was not suspicious in nature but that changed a couple of days later.

Firefighters tackle the flames from the Iglulik Co-op on Jan. 20. A fire crew was dispatched from Iqaluit to provide backup to the local emergency personnel, some of whom spent 17 hours combatting the blaze.

A GoFundMe fundraiser had raised more than $75,000 as of Jan. 27 to assist the local food bank. The goal is $100,000.

The Qikiqtani Inuit Association announced a $10,000 donation to the community's food bank on Jan. 22.

"The disruption to the food sup-

ply chain in Iglulik is a threat to community health, especially given the continued risk of Covid-19 in Nunavut. QIA's donation will help Inuit impacted by the fire receive adequate nutrition," the regional Inuit organization stated in a news release.

Goota Ashoona's monumental marble sculpture unveiled at Winnipeg Art Gallery Winnipeg, Man. A large marble sculpture by artist Goota Ashoona was unveiled this late January at the Winnipeg Art GalleryQaumajuq.

The artwork is titled Tuniigusiia, or "The Gift." It stands in the outdoor plaza at the corner of St. Mary Avenue and Memorial Boulevard in Manitoba's capital city. The sculpture represents the story of the sea goddess Sedna on one side. The other side features a magic woman with a facial tattoo who is teaching her daughter how to throat sing.

Ashoona herself is a throat singer and multidisciplinary artist who also works in soapstone, whale bone and creates wall hangings. Born in Kinngait but now working out of Ashoona Studios in Elie, Man., her art can be found among the Winnipeg Art Gallery's permanent collection. She's the daughter of artist Kiawak Ashoona and granddaughter of printmaker Pitseolak Ashoona.

Tuniigusiia was commissioned by the Manitoba Teachers' Society as permanent artwork "to honour teachers all around us – in the land and in our lives – who reveal the truth, wisdom and beauty that connect us all."

Qaumajuq, which means "it is bright, it is lit," is the name for the new Inuit Art Centre in Winnipeg, which will open later this year. The 40,000-square-foot-building will showcase thousands of carvings in its Visible Vault.

"Qaumajuq is the first art museum of its kind, bringing Inuit voices to the forefront, and dedicated to the art and culture of Inuit from Canada and beyond," states a news release from the Winnipeg Art Gallery. City Recreation hosting Winter Break Day Camp Iqaluit The City of Iqaluit Recreation department will be hosting a Winter Break Day Camp for kids ages six to 12 at $25 a week.

There are two camps taking place at different times of the day, Camp A will run from 8 a.m. to 12 p.m. and Camp B will be from 1 p.m. to 5 p.m.

It will be taking place from Feb. 15 to 19 and registration is on Feb. 5 at 1:30 p.m. via the City of Iqaluit's recreation registration web page.

Dedicated doc honoured Arviat More than 30 vehicles of smiling Arviammiut turned out for a drive-by earlier this month to honour a doctor who opted to stay in Arviat while Covid-19 was attacking the community.

Vancouver-based physician Dr. Carl Le Roux is a locum who has served in Arviat previously. He normally works in Nunavut for five weeks at a time.

Dr. Le Roux spent weeks longer than his rotation called for during his most recent visit to Arviat, however, rather than leave the community as it was dealing with the Covid-19 outbreak.

He cancelled his scheduled flight and spent his birthday, Christmas and New Year's in the beleaguered community, where he stayed until the last active case of Covid-19 had been resolved.

Recreation Department reopens Aksayuk Arena Panniqtuuq/Pangnirtung On Jan. 25 the Hamlet of Pangnirtung's Recreation Department announced that the Aksayuk Arena will be reopening for recreational activities for hockey and public skating.

As a reminder the rec. department will be applying public health measures and follow the Covid-19 guidelines set out by Nunavut's chief public health officer.

Parents and guardians up to 17 years old will have to sign documents for risk assumption to Covid-19 and a waiver in respect to the arena with regards to Covid-19.

Return to Play program opens registration Qamanittuaq/Baker Lake Organizers are looking for youth to register for a new fun and exciting program that's scheduled to start on Feb. 1 and run until March 26 in Baker Lake.

The Return to Play program is sponsored by the Recreation and Parks Association of Nunavut and is intended to have a positive impact on children and youth with fun activities.

The program is open to youth aged six to 12 and 13 to 18.

There is a limit for each age group, so interested participants are encouraged to pick up their registration forms before all spaces are spoken for.

Running the program will be Fiona Aningaat, Crystal Haqpi, Hunter Qiyuk and Grace Tookoome.

Snacks will be available and water bottles will be handed-out to participating youth.

Food drive for families goes on despite pandemic woes 'I didn't really have anything to give out at Christmas time this year, normally I have a lot,' said Michael Murphy

Six years ago, Iqaluit resident Michael Murphy started his volunteering journey by delivering food to schools for their breakfast programs.

Murphy noticed Canadians helping out others abroad and he saw that others here in Canada also needed help.

"I asked myself, what am I doing to help out at home?"

After that he saw to fulfilling his mission "that no child went hungry."

He initially started getting food to schools, then it would expand from there, putting together Christmas hampers for the kids and helping out single parents on social assistance.

There were some years where he would have the opportunity to help out quite a few people.

"I've had some successful years where, the year before I probably gave out around 150 hampers, between the kids and single parents," Murphy said.

When he gets financial donations he procures goods from online retailers and when his orders come in he drops them off at schools.

He uses social media to support his initiatives, mainly on his Facebook event page Nunavut Children Food Drive for Breakfast Programmes and Families.

More recently a group based in Saskatchewan has been supporting his efforts.

"Right now, a Northern Neighbours group from Saskatchewan has been sending me stuff when they have it through Canada Post. The last stuff they sent me was winter gear and I put bags together I sent to all the shelters as well."

With the Covid-19 pandemic however, donations to the food drive have significantly slowed down.

Murphy says that it "just has to do with the environment that we're in right now.

"I didn't really have anything to give out at Christmas time this year, normally I have a lot to give out."

He doesn't see the need lessening any time soon with the economic downtown the virus has brought upon people.

"If anything the need is even greater right now," he said.

by mining companies could result in a lawsuit if the matter isn't resolved, said a lawyer for Nunavut Tunngavik Incorporated (NTI).

"We will be reviewing all of our options, including potentially challenging the GN in court," said Arthur Yuan, NTI's lead counsel on the file, during an NTI executive meeting on Jan. 18.

Kono Tattuinee. President of the Kivalliq Inuit Association, described the effect that the tax dispute is having internally.

"This is something that, I think, is setting off alarms bells within our Inuit organizations, and I think this is something that they should take very seriously," said Tattuinee.

Marie Vivi Belleau, managing lawyer for NTI, said if a mining company fails to pay property taxes for any reason, the responsibility would fall on Inuit. With the pending changes to legislation – currently known as Bill 55 – being retroactive as far back as 1999, it could amount to millions of dollars owing to the GN, said Belleau.

"Some Inuit organizations need to be placed on the same footing as governments for the purposes of determining the assessed owner of improvements on Inuit-owned lands," she said.

The GN argues that Article 22 of the Nunavut Land Claim Agreement allows for taxation of Inuit-owned lands outside municipalities on which improvements have been made, with some exceptions.

"If passed, Bill 55 would exempt all landlords who do not own subsurface rights from being liable for property tax on mining improvements.

The Government of Nunavut has been sending bills to the Qikiqtani Inuit Association (QIA) for years to collect property taxes related to the Mary River mine, 160 kilometres south of Pond Inlet. The QIA is appealing those charges. The territorial government is preparing to amend property tax legislation that could pave the way for more tax charges against Inuit organizations. including Inuit organizations on lands without subsurface rights, will face less tax liability," states the Jan. 11 letter to the Inuit organizations signed

by Premier Joe Savikataaq and Community and Government Services Minister Jeannie Ehaloak.

"At the same time, if Nunavut Inuit Organizations have the opportunity to benefit financially from commercial activities on their land, they should be able, and be expected, to pay property taxes on the improved value of the land."

In an earlier letters to the GN, the Inuit organizations refer to Bill 55 as "inadequate and unfair."

justification for the GN to choose to place the tax burden on Inuit instead of mining companies," the organizations' joint correspondence to the territorial government reads.

"It would be inconceivable for the GN to hold Inuit organizations and their assets as an additional collecting tool, or to plan to seize the assets of Inuit organizations to pay for property tax arrears owed by mining companies."

Should a mining company become so deeply indebted that it cannot continue to carry on business, any commitment by the company to pay property taxes would likely go unpaid, their letter states.

The Inuit organizations expressed reluctance to force mining companies to pay a security deposit to cover property taxes. That would come on top of the existing deposit

required for environmental clean-up, they noted, and that would "impose an additional financial burden on mining companies and increase the cost of doing business in Nunavut."

Furthermore, their letter contends that placing the tax burden and legal risks on Inuit may make Inuit hesitant to allow mining development on Inuit-owned lands in certain situations or cause them to sever ties with mining companies that fail to prepay property taxes, thereby jeopardizing hundreds of Inuit jobs. "(Inuit-owned lands are) supposed to give Inuit a leg-up on economic development to offset the historical disadvantages. Instead, Inuit would receive a burden in millions of dollars in tax liabilities, before they receive any revenue from

mining development," the correspondence reads.

Asked to weigh in on the conflict, the federal department of Crown-Indigenous Relations and Northern Affairs Canada told Nunavut News: "We understand the Government of Nunavut's proposed amendments are consistent with the Nunavut Agreement and their jurisdictional authority."

John Main, chair of the GN's Standing Committee on Legislation, noted that Bill 55 was one of the items to be reviewed by the committee between Jan. 18 and Feb. 2.

Affected stakeholders would be invited to provide feedback, Main said.

Yuan said the Inuit organizations had submitted comments to the committee and planned to have elected Inuit leaders make a presentation.

QIA appealing GN taxes for Mary River mine The Qikiqtani Inuit Association has been fighting the Government of Nunavut over annual taxes levied against the regional Inuit organization since 2016 for the Mary River mine, which lies mostly on Inuit-owned lands.

The matter is before the Nunavut Assessment Appeal Tribunal, said QIA lawyer Steven Foulds.

He said the GN has been seeking to collect taxes on the mine infrastructure on remote Inuit-owned lands (IOL), even though the government provides no services there, such as piped water or schools.

"There are no local government services at the Mary River project ... it's not the land itself that's subject to the tax, it's the developments on the land, the improvements." Foulds said. "Real property taxation on IOL is legally wrong – that's our position."

He said Baffinland Iron Mines, which operates the Mary River mine and leases the land from the QIA, had been paying the property tax on behalf of the QIA, including the first 2016 bill in the amount of close to $3 million. However, those payments ceased when the QIA's appeal was filed.

Arthur Yuan, legal counsel for NTI, noted that the territorial government is moving forward with Bill 55 to amend property tax legislation despite the QIA's years of objections to its tax debts.

"So the GN is aware of our argument and the potential legal challenge from (NTI) on this issue, and the GN made the decision (to send tax bills to the QIA) in full knowledge of our disagreement on the interpretation of Article 22," said Yuan.

Work on new landfill and waste

transfer station slow but on track At the beginning of 2020, about 90 percent of the project package was complete

Iqaluit's landfill has been due an upgrade for some time.

It was noted in an update during a Sept. 1 2020 city council meeting that the existing West 40 Landfill has been operating since 1994 and has been at capacity for many years.

"I believe the date it was supposed to be decommissioned was 2001," said Iqaluit Mayor Kenny Bell.

"It was supposed to be used for about five years, but of course as with most things temporary, it becomes permanent up here."

In the September update, it stated that 90 percent of the project package was completed in Jan. 2020, however, as with many projects "Covid really pushed back a lot of things for us," Bell said.

Work on the road to Iqaluit's new landfill and waste transfer station got started in Nov. 2020, however winter

weather meant the work has temporarily stopped according to Bell.

The mayor notes that since around 2011-13 that the City has gained a lot more space and managed to make the existing landfill bigger and that was around the time the plan to get a new landfill started.

"The landfill's moving very slowly, I mean it's going good but this is a stepping stone to what we really need, which is an incinerator of course, we live on an island we should be burning our garbage instead of continuing to bury them."

The listed cost for the project total in September was $30,262,200 with the construction of an access road linking up to Qaqqamiut Road, material processing equipment, laying the foundation for the waste transfer station among other associated costs for the project.

The project according to the proposed timeline for the new landfill and waste transfer station is expected to begin operations in 2023.

Recreation and Sport Awards goes virtual as 2020 honours handed out

It wasn't a question of if the 2020 Recreation and Sport Awards would be held but more of a question of when.

Where was already taken care of as it would be done virtually thanks to Covid-19 but the when happened late last month.

Jan. 23 was the date when the awards were finally handed out, with most of the award winners in attendance over the internet. That was a win in and among itself, said Dawn Currie MacKinnon, executive director of the Recreation and Parks Association of Nunavut.

"We had no issues and if you know how the internet can be up there, that's a big win," she said. "We had it as in-person as we could possibly make it."

Altogether, a total of nine communities saw its people win awards. Those included Ipeelie Ootoova being named as the Official of the Year for his work in futsal, while the Team of the Year was a joint win for the boys and girls beach volleyball teams from the 2019 Western Canada Summer Games.

Chris Crooks of Cambridge Bay copped Coach of the Year honours for his work with wrestling.

He said he was a little surprised at getting the nomination but even more curious at who his nominator was.

"We did well at the Western Canada Summer Games and we were getting ready for the Arctic Winter Games before they got cancelled," he said. "I'm just happy someone thought of me."

Eekeeluak Avalak of Cambridge Bay, one of Crooks' athletes, and volleyball player Shanti Dias of Rankin Inlet took the Male and Female Athletes of the Year respectively.

Dias said she found out about her selection via email. She said winning the award came as

a complete shock and surprise.

"I received an email telling me I had won the award and I was invited to attend an awards gala in Iqaluit sometime in September, I believe it is, to receive the award," said Dias.

"I've played a few sports over the years but the award was mainly for volleyball. Volleyball Nunavut had voted to submit my name for the award and I was fortunate enough to win."

These days Covid-19 makes it hard for any

sport to thrive, but Dias still manages to take to the court twice a week for women's volleyball when the activity is allowed.

Dias said that will be the extent of her play this year in Rankin, as she will be moving this coming summer to attend Holland College in Charlottetown, P.E.I. She said Holly Mercer and Robert Kabvitok were her coaches for many years and she will always have fond memories of her time with the Rankin Royals.

"Holly and Robert contributed the most out of everyone to me winning this award with tons of instruction and encouragement."

Some of the other winners on the day included Quentin Sala of Sanikiluaq, who won the Canadian Parks and Recreation Association Emerging Leader of the Year and Nathan Mannilaq of Taloyoak, who received the Baffinland Iron Mines Recreation Leader of the Year Award.
