Covid cases drop to zero in Whale Cove All remaining infections are in Arviat

All residents of Whale Cove who had contracted Covid-19 are considered recovered as of Dec. 8, according to the Government of Nunavut.

"We (have) reached another milestone in

our collective efforts to flatten the curve and stop the spread of Covid-19 in Nunavut," said Patterson.

"Residents of Whale Cove should be proud of their efforts. I also want to remind everyone that as long as there are contacts in isolation in a community, it cannot be assumed to be Covid-free. Nunavummiut,

Dr. Michael Patterson, Nunavut's chief public health officer announced Dec. 8 that the territory has "reached another milestone in our collective efforts to flatten the curve and stop the spread of Covid-19 in Nunavut" with the recovery of all cases in Whale Cove.

There are a total of 42 active cases in the territory as of Dec. 10, all in Arviat.

"I know that it is not easy and I want to thank all Arviammiut who are doing their part to stop the spread of the virus in the community," said Dr. Michael Patterson, Nunavut's chief public health officer. "However, as long as we continue to see new cases of Covid-19 in Arviat, every single community member must do their part and follow the current public health measures. It cannot be overstated how impactful every single individual's actions are right now.

Please don't take chances; focus on doing your part."

In total, 187 Nunavummiut have recovered from the coronavirus.

Contact tracing in all impacted communities is ongoing and public health staff are monitoring everyone in isolation.

As of Dec. 10, Arviat testing has yielded 784 negative tests.

Monitoring in Sanikiluaq, Rankin Inlet and Whale Cove continues.

Anyone who has reason to believe they have been exposed to COVID-19 is advised to call the Covid-hotline at 1-888-975-8601 between 10 a.m. and 6 p.m. EST, or notify their community health centre right away, and immediately isolate at home for 14 days. Please do not go to the health centre in person.

Remote learning poses hurdles for GN Newly adopted online platform wasn't accessible in some communities during two-week Covid lockdown

When it comes to remote learning online, the Government of Nunavut is still absorbing some lessons.

An newly adopted internet-based education platform known as Edsby was pressed into use during the territorywide two-week lockdown Nov. 18-Dec. 2.

By the end of that stretch, 16 schools still had not yet activated students' accounts to log into the program. That number fell to 11 by Dec. 7, according to the Department of Education, in the following communities: Resolute Bay, Pond Inlet, Iglulik, Sanikiluaq, Sanirajak, Baker Lake, Arviat, Chesterfield Inlet and Cambridge Bay. The two-week lockdown hampered the roll out, according to the department.

John Fanjoy, president of the Nunavut Teachers' Association, said the one day of Edsby training for most educators was insufficient.

He was also critical of the platform's limitations for language instruction.

"The lack of Inuktitut capabilities on Edsby make it not a realistic option for many of our elementary teachers, and further widens the resource gap between Inuktitut and English instruction," Fanjoy stated.

Twenty-nine of 45 Nunavut schools had activated students' Edsby accounts as of Dec. 2, when the Nunavut-wide Covid lockdown ended. form is capable of including Inuktut through the upload of documents and there are plans to include that feature, along with the associated training, during the 2021-22 school year.

Authorities, said many parents are also unprepared to cope with Edsby.

"There doesn't seem to be much opportunity for parents to work through some of the learning curves involved in such a platform... it's daunting, I'm sure," he said. "Obviously

the lack of the right learning resources in Nunavut communities is an issue."

Arreak said teachers are primarily communicating through email when students are learning from home, but not every household has an internet connection or an

electronic device for email or Edsby. For that reason, paperbased lessons seem to be easier for students and parents to deal with, he noted.

Arreak admitted that he doesn't have any "quick solutions" to a complex problem, but he suggested involving community radio as a betterknown medium for many families and the use of CBs or VHF radios for interactivity.

"These are things that work.

People are familiar with them and this is what you want to capitalize on if you're trying to take on an education system that's struggling at this point," he said.

He added that the coalition of DEAs has also emphasized that learning need not be restricted to scholarly subjects.

Parents are encouraged to take their children out on the land and to teach them about daily life and culture, he said.

This included learning and well-being packages, as well as regular communication between students and teachers to ensure that instruction continued.

In an email, the Department of Education stated that school staff had been informed of best practices and methods to instruct and assess students' work remotely with or without use of the internet or electronic devices.

"The Edsby online learning platform and the deployment of laptops and iPads by the department were always

intended to be another tool to support remote learning," the email reads.

Schools have used a variety of improvisations during the lockdown, including using drop boxes in Northern and Co-op stores so that students could deposit learning packages to be assessed by their teachers.

In Pangnirtung, some learning packages were dropped off to families through the post office; and in Baker Lake, school staff and community members had a home learning Facebook group to share helpful links and experiences related to learning remotely.

While teachers did send emails to assign work and explain expectations, they also regularly called students to check in and explain assignments, according to the Department of Education.

Attendance dilemma Some parents have been forthright about their reluctance to send their children back to school, even after the Covid lockdown was lifted.

Arreak said Jedidah Merkosak, chair of the coaltion of DEAs, has advocated that parents ought to be comfortable in their own decision-making.

The safety of students, teachers and parents is the first priority, said Arreak.

"We let parents determine what they think is appropriate for them. It's their child and their environment," he said.

With increased parcel volumes with the holiday season and the Covid-19 pandemic, those lined up at the Iqaluit Post Office often find themselves in for a wait outside.

Well into the holiday season and with a territorial lockdown fresh in people's memories, the Iqaluit Post Office has been quite busy, with heavy parcel volumes and long-lineups at the post office's main location.

"While the Iqaluit Post Office has always been one of the busiest post offices in Canada, the Covid-19 pandemic and subsequent rise in e-commerce has increased parcel volumes beyond anything we could have anticipated," said Dale LeClair, director of Indigenous and Northern Affairs with Canada Post.

LeClair adds that they have begun changes to postal operations queuing lines and continue to explore future changes, including hiring more staff.

"We are committed to reviewing our overall logistics to meet the demand of the city's high rate of growth."

The Iqaluit Post Office has also extended their hours during the holidays until Dec. 23 to help meet the demand of the large volume of parcels coming in.

They are open Monday to Friday 8:30 a.m. to 9 p.m. with the final three hours being only for

parcel pick-up and box renewals.

They have also opened up on Saturdays and Sundays from 1 to 5 p.m. also just for parcels and box renewals.

While the Iqaluit Post Office is busier than usual, LeClair says this won't impact mail that goes through the city onto the majority of the hamlets in the Qikiqtani region.

There are a few exceptions to this, such as mail originating in Iqaluit itself that is processed at the Iqaluit Post Office, which will continue to be dispatched on weekdays to the communities in the Baffin Region.

Mail sent from across the country is brought through Iqaluit, but is not processed at the post office, except for the Municipality of Sanikiluaq, where the mail comes in directly and the mail from Yellowknife, which moves through the Iqaluit Post Office then on to the hamlets.

Sight no stand-in for oversight

While body cameras may increase accountability to the public, independent governance is sorely needed when investigating the RCMP Northern News Services

Yet another troubling incident where Nunavut RCMP members have been investigated for misconduct during arrest and found free of criminal intent was concluded recently.

The arrest in question was of an intoxicated man in Kinngait being struck by the door of a moving RCMP vehicle, before no fewer than five officers surrounded the man to subdue him. In video from the incident, an officer on the ground to the left of the screen can be seen drawing his knee back and appears to deliver a blow to the suspect.

What happens in the video is troubling, but what happened following the video could be argued to be even more so – since what happened, in the eyes of those making decisions, was not illegal.

A review of the arrest was completed by Ottawa Police Services (OPS), the body responsible for policing Nunavut's police.

RCMP body cameras will not increase accountability or provide transparency Editor's Note: This column was first published by rabble. ca, it is reprinted with permission.

On December 1, the Ottawa Police Service announced in a news release that it had cleared an RCMP officer in Nunavut of violently striking an Inuk man with the door of his moving vehicle.

Public awareness of the disturbing encounter emerged from a bystander video shared on social media which prompted a public outcry and subsequent investigation into the officer's conduct. On the same day, Minister of Public Safety Bill Blair shared a link on Twitter directing followers to the RCMP's statement on the rollout of police body-worn cameras in Iqaluit.

On Twitter, Blair asserted that "transparency and accountability are critical for public trust," continuing, "This important [National Body-Worn Camera Program for front-line

RCMP officers] will help rebuild and strengthen the trust between the RCMP and our communities."

Blair is correct that transparency and accountability are critical. However, his assumption that police body-worn cameras will somehow just improve public trust is wishful thinking as the findings in the research literature on body-worn camera efficacy is inconclusive at this point.

Many public claims about body-worn cameras are merely based on beliefs and assumptions about human behaviour. The belief is that if cameras are present, officers are less likely to engage in misconduct and citizens are more likely to comply with officer commands.

A person who is intoxicated or experiencing a mental health crisis cannot necessarily be expected to be thinking clearly or rationally during an encounter with a police officer. Further, let us not forget that the officer who murdered

There is no evidence in Canada that the use of body-worn cameras improves transparency, and currently little available evidence on the general efficacy of police body cameras.

There also remains no shared consensus between the public, politicians and police management about what is meant exactly by "transparency" (i.e., when, how or if footage will be shared publicly). When used in the context of body cameras, transparency is just another silly buzzword.

The release of body camera footage has also been at best inconsistent. Sometimes the public is privy to video, and other times police will withhold footage even to those who have filed formal complaints against officers with police management, citing policy, legal and privacy issues.

The link shared on Twitter by Blair directs to an RCMP webpage that provides some basic information about the police use of body-worn cameras in Iqaluit, with an alarming caveat. An officer "may also turn the camera on when they interact with the public, but not in every situation."

Individual police discretion to turn the camera on and off fully invalidates any credible discussions of accountability.

How exactly the public can hold an officer accountable for a complaint of misconduct if the officer is able to switch off the camera remains unclear. This is upsetting given that this "accountability" measure comes with a $238-million price tag.

Police discretion remains largely uncontrolled and, like transparency, there remains no political consensus regarding how (or if) discretion should or could be managed. Even more concerning, consider that the highest levels of discretion are exhibited by front-line officers who are often the least experienced and trained. These very same officers are to consider the "right to privacy versus the nature of the call" in their own determination of whether to turn the camera on.

Given these matters, any further expenditures on police body-worn cameras should cease until the public has clear information on how the cameras will definitively contribute to transparency and accountability. Community-driven policies and directives would be a very good place to start.

Now 28, she learned to sew at a young age, self-taught at 16, by first using an old sweater to make her oldest son's jacket, then by sitting and watching Elders at the Heritage Center. When she lost her grandmother and great grandmother she gave up and lost interest in sewing, but now has found her way back to it, like many others creating beautiful clothing for winter weather during this pandemic, and now is one of Cambridge Bay's best seamstresses. Each year the community of Cambridge Bay plans activities and events for everyone of all ages, but this year it will be different.

There will no gatherings in large crowds at the community hall or the school gymnasiums due to the pandemic. This is to keep safe from Covid-19.

The Recreation Department has set up a few activities with social distancing. One of these events is the Christmas lighting contest. Many homes in our community have put up beautiful lights around town, our little Christmas town way up on the Island.

It looks so lovely in the dark when it is all lit up.

A Christmas program has been developed by the staff and the Hamlet of Cambridge Bay. Please pick one up at the various locations around town and also online on the Municipality of Cambridge Bay social media page.

Online counselling introduced for women, seniors in crisis Calls to helpline have surged since Covid-19 surfaced

A crisis hotline that has served Nunavummiut women and seniors by phone for several years has expanded its services to include online counselling.

The Assaulted Women's Helpline, based in Etobicoke, Ont., received 508 calls from

Nunavut residents in 2019-20 and there has been a "dramatic increase" in calls from women and seniors since the onset of the Covid-19 pandemic, according to Yvonne Harding, manager of resource development with the helpline.

In April, there were 35 calls from women compared to 14 in April 2019. Among seniors, 29 calls were placed

in April compared to just one from the same month the previous year.

In an increasingly online world, the helpline launched a web-based counselling service in November. It has its limitations, however. While those who reach out for assistance by phone can be accommodated in Inuktitut or Inuinnaqtun, the online option is

only accessible in English. As well, the phone hotline can be dialed 24 hours per day, seven days per week, but the web-based counselling runs Monday through Friday from 11 a.m. to 8 p.m.

Another factor that some Nunavummiut will want to keep in mind is whether their abuser can access their computer. If there's a possibility

of internet activity being monitored by someone posing a threat in the home, the helpline advises clients to use the phone hotline instead. However, if someone's physical safety is in imminent jeopardy, the helpline recommends calling the RCMP's emergency line.

The helpline addresses not only physical and sexual abuse, but verbal, psychological and financial abuse as well as neglect. Beyond crisis counselling, emotional support, safety planning and referrals to other support agencies are offered.

The crisis hotline is available at 1-866-863-0511.

Online counselling can be found at https://www.awhl.org/ online-chat Helpline staff attempt to understand numerous factors that could be influencing clients' lives, Harding noted.

"For instance, does she live in a rural area and lack transportation and/or access to certain resources? Does she have children, access to personal finances? Is language a barrier for her? If a senior calls, do

they have mobility issues? It's about trying to determine how all these factors work together to make access to services more or less difficult for a woman/senior," she said.

Identifying information from conversations and online counselling will not be shared unless the client prefers to do so to access a shelter or other support services.

The Assaulted Women's Helpline, which has a staff of 10 trained counsellors as well as a relief team, survives on funding from the Ontario provincial government, the City of Toronto and corporate and foundation donors. The helpline began offering assistance to clients in Nunavut in 2014 after holding training workshops with shelters and community programs in the territory, in partnership with the Embrace Life Council.

Recent data from Statistics Canada indicate that 46 per cent of men and 42 per cent of women in Nunavut have reported suffering from sexual or physical assault since age 15.

Caribou herd survey complete, results pending

While Kitikmeot hunters eagerly await a decision from the Nunavut Wildlife Management Board on whether an interim total allowable harvest of 42 Dolphin and Union caribou should be upheld, the Government of Nunavut's recent aerial population survey of the herd is getting a rave review.

The total survey coverage area was 136,889 square km over Victoria Island, much more vast than the originally proposed 40,924 square km to be overflown and observed.

Surveying the entirety of Victoria Island would have been optimal, said Bobby Greenley, chair of the Ekaluktutiak Hunters and Trappers Organization, but he is pleased with the efforts made during the late October/early November assessment.

"It was done really well," said Greenley, who announced his resignation as HTO chair later in the week.

"The whole island would have been the best thing but with the time frame and the cost of everything ... if they got stormed out one or two days then the whole survey would have been buggered up."

The herd was estimated at 34,500 animals in 1997 but that figure crashed to just 4,100 caribou in 2018.

As a result of the collapse, the Government of Nunavut that imposed the 42 caribou harvest limit in early September, which was met with initial disappointment from the Ekaluktutiak HTO due to a lack of consultation.

Land claims organization Nunavut Tunngavik Incorporated (NTI) passed a resolution at its annual general meeting in Cambridge Bay in October that calls upon the GN to double the total allowable harvest to two per

cent of the herd. NTI also deemed the 2018 survey to be "flawed" and implored the GN to improve its consultation process with Inuit associations and organizations.

The Nunavut Wildlife Management Board (NWMB) held a video-conference a few weeks ago but no recommendation on the total allowable harvest has come since, Greenley said.

The NWMB did not respond to Nunavut News' request for comment prior to press deadline.

The board's recommendation will go back to the Department of Environment for consideration.

Conclusions reached from the Dolphin and Union population survey conducted several weeks ago may be delayed by the Covid-19 pandemic lockdown, a Department of Environment spokesperson stated. An estimated timeline for the release of survey results has not been provided.

When available, the results will be shared with affected communities and comanagement partners before it is shared publicly, according to the Department of Environment.

Greenley noted that wolves and other animals were counted in addition to caribou during the survey.

"We know the caribou herd is declining," Greenley said. "The TAH (total allowable harvest limit) being put on really quick was kind of shocking. We knew it was going to happen but not this suddenly, like bang, here's a letter, that's all you're getting.

So I'm glad they did the survey and they did it very well.

They did an awesome job.

Everybody in the community has been really supportive of what's been going on. It's difficult for everybody, but everybody is following the rules."

GN, the NWMB acknowledged that the 2018 population survey and a traditional knowledge survey in conjunction with researchers from the University of Calgary reveal that the Dolphin and Union herd "has declined severely over the last 20 years and there is no sign of a rapid recovery."

In terms of restoring the herd's health, Greenley noted that local Elders have spoken of the rise and fall of caribou numbers over several decades, which seems to be a natural cycle. He added that efforts are being made to reduce the wolf population since they prey on caribou. Impacts from muskoxen and a booming number of snow geese, which tear up the ground and the caribou's food source, are also being monitored.

The HTO is also relying on technology such as setting up cameras to study wildlife and sending samples from caribou for scientific analyses, Greenley said.

New solar panel system eases energy woes Iqaluit couple getting around 15 percent of their energy from solar panel system just one month after installation

PowerTech Solar Nunavut on Nov. 30 stated they had recently installed their first

solar power system in Iqaluit, at the home of Paul Crowley and Lynn Peplinski.

The company stated in the announcement the couple will experience reduced energy

bills and a surplus on sunny days.

The surplus will take the form of credit in future Qulliq Energy Corp. bills.

ed to do 20 years ago," Crowley said, "and I had taken steps to research about doing it at that point, but the legislation in Iqaluit didn't allow for that."

Legislation was changed in 2018 to allow for net metering, allowing for excess power from solar panels to feed back into the public grid, removing the need for batteries on the property, saving on costs and space. Surplus power is transferred onto the power system, which is where reduced energy bills come into play.

The couple's solar panel system is the first of its kind in Iqaluit, and it took a little while to get through the red tape.

While the system is early in

its installation, with PowerTech expecting it to produce electricity for the next 25 plus years, it's already making a noticeable difference during some of the darkest times of the year.

"I'm just one month in, we got connected during the first week of November," said Crowley.

"I can see on sunny days, even during the darkest days of the year I get about 25 percent of our house energy from the panels and on cloudy days it's closer to around four or five percent."

Overall Crowley says it averages around 15 percent of their current energy usage.

"At this point we're pro-

jecting 10 to 12 years before it pays for itself, then after that it's all free energy. If I had done this 20 years ago, I would have already been into lots of free energy," He encourages homeowners and business owners, as well as the Government of Nunavut and the Federal Government, to also utilize solar power on their properties.

Currently there are no financial incentive programs to support the adoption of solar energy.

"Certainly, (financial incentives) would make it easier, but I would encourage people to not wait forever and if they want to do it, do it now."

MTO calling for artists Iqaluit The Nunavut Municipal Training Organization (MTO) is inviting Nunavut artists of all ages all to take part in a visual arts initiative.

Artists will have absolute freedom but the art must be on canvas and be shipped and sent to Iqaluit by March 15, 2021.

Interested artists must complete a form and have it sent to MTO by Dec. 15.

Military aircraft activity around Iqaluit on Dec. 11 Iqaluit A military exercise brought Royal Canadian Air Force air-

craft into Iqaluit on Dec. 11.

The air defence exercise, conducted by the North American Aerospace Defense Command (NORAD), involved CF-18 fighter jets and a CC-150T Polaris air-to-air refueler.

The flights were planned for areas outside the city at high altitudes, but there was expected to also be increased flight activity at the Iqaluit Airport, according to a Canadian Armed Forces news release issued Dec. 10.

"This exercise is in no way related to the Government of Canada or United States' response to Covid-19," the news release states. "NORAD routinely conducts exercises with a variety of scenarios including airspace restriction violations, hijackings and responses to unknown aircraft. This air defence exercise provides us the opportunity to hone our skills as we operate in the Arctic."

Arctic Eider Society announces new funding for hunters Sanikiluaq The Hunters and Trappers Association and Arctic Eider Society have announced they have new funding from Community Foundations Canada.

The funding is for hunters who do not have working snowmobiles and need new parts for their vehicles.

In return they are expected to contribute to local food sharing programs during their subsequent next six hunts.

NTI disburses $7.4 million for food security, on-the-land physical distancing initiatives Nunavut Land claims organization Nunavut Tunngavik Incorporated (NTI) has announced that $7.4 million will be allocated to regional Inuit associations for food security and on-the-land physical distancing initiatives amid the Covid-19 pandemic.

The Kivalliq Inuit Association, which oversees the region hardest hit by the coronavirus, will receive almost $4.8 million.

The Qikiqtani Inuit Association will benefit from $2 million.

Church service scheduled Qamanittuaq/Baker Lake The Glad Tidings Church opened for church services in Baker Lake on Sunday, Dec. 13, beginning at 11 a.m. Everything inside the church is to be cleaned and sanitized before the building opens to the public as a barrier against Covid-19.

As per restrictions of the chief public health officer, the service at the Glad Tidings Church will be limited to a maximum of 50 people. Wearing masks for the service is recommended, but not mandatory. Social distancing, however, will be in effect. Church goers are asked to be respectful and abide by the restrictions to ensure that everyone is safe and healthy.

Property tax late-payment forms on offer Nunavut The Department of Finance would like to remind property owners outside of Iqaluit that property taxes were due on Nov. 30.

The Government of Nunavut announced on Dec. 4 they understand the Covid-19 pandemic has put financial strain on some property owners.

If you were unable to pay the arrears in full, people are asked to contact the department by Dec. 18 to arrange an installment plan.

Fourteen firefighters responded to the blaze shortly before 10 a.m. Upon arriving at the scene, they saw flames exiting from a window.

Some of the fire crew made a quick entry into the home and were able to limit the fire to the room where it originated, the City of Iqaluit stated in a Tuesday news release.

The Office of the Fire Marshal is investigating the cause of the blaze.

Iqaluit Emergency Services reminds residents to ensure their smoke detectors are still working. It's also recommended that bedroom doors be closed while people are sleeping because the door can act as a barrier against smoke and fire long enough to allow individuals time to escape in an emergency.

Enrolment opens for teacher education program Qamanittuaq/Baker Lake Anyone interested in enrolling for the Nunavut Teacher's Education program (NTEP), which is expected to get underway in Baker Lake next September is asked to contact Kaviq Kaluraq at 793-2971 or by email at kkaluraq@arcticcollege.ca.

The NTEP is offered by Nunavut Arctic College in partnership with Memorial University in Newfoundland (MUN).

Students who attend the NTEP can earn an Inuktut language-and-culture certificate (one year, 30 credits), an Inuktut language-specialist diploma (two years, 60 credits) or a MUN bachelor of education degree (five years, 150 credits).

Qaujigiartiit Research Centre seeks participants in research project Nunavut The Qaujigiartiit Research Centre is looking to contact parents of youth aged five to 12, youth who left school without graduating in the past five years and interested individuals to interview about education needs in Nunavut and what would help students in the territory meet their those needs.

RCMP initiative founded in 2010 brings toys to rural communities

On Dec. 7, the Nunavut RCMP announced it would be taking part in the 10th anniversary of Toys for the North.

Toys will be delivered to various isolated communities all over Canada, and the RCMP are preparing to deliver more toys than ever

according to a news release.

Partners in Toys for the North include the Canadian Toy Association, Thomson Terminals and the Royal Canadian Air Force.

"We look forward to this Christmas driver every year. In 2010 the campaign delivered $50,000 worth of toys donated by Canadian toy companies and the public and they were delivered by the RCMP to children living in 43

northern communities," said Graeme Bissett, Chair of the Canadian Toy Association.

RCMP and RCMP veterans both volunteer to sort and package the presents before they are sent off to various communities all over Canada from Canadian Forces Base Trenton, in Ontario.

"As always, our focus is to deliver thousands of toys to children living in remote Northern

communities and although this year presents additional challenges, thanks to our partners we will be delivering gifts to more communities than ever before," said Cpl. Rob Buller, co-ordinator for Toys for the North.

Once the presents arrive in Iqaluit, volunteers will help wrap them at the RCMP hangar at the Iqaluit Airport before they are delivered to a number of different hamlets.

Nunavut Tunngavik postpones presidential election until February QIA still planning for Dec. 14 elections

Nunavut Tunngavik Incorporated's election for president has been delayed until Feb. 8 due to the effects of Covid-19 in some Kivalliq communities.

"The lockdown had made it difficult for the chief returning officer to prepare for the election including securing polling stations and hiring the necessary election staff," NTI stated.

"With the health risks and the generally worrisome situation that having Covid-19 now within Nuna-

vut, the NTI board of directors did not believe this would be the best time to ask Inuit in those communities to go out and vote in an election."

The campaign period was suspended with the postponement announcement on Friday. Campaigning will resume on Jan. 4.

Incumbent Aluki Kotierk is facing challenger Andrew Nakashuk in a two-way showdown for NTI's top job.

The election was originally scheduled for Dec. 14 with an advance poll on Dec. 7.

Vice-president James Eetoolook

is the organization's acting president in the interim.

The chief returning officer will provide the new advance voting date and other key details in the weeks ahead, according to NTI. The organization also noted that its board of directors is empowered to reopen nominations, if necessary, although there are no plans to do so at this time.

Meanwhile, the Qikiqtani Inuit Association confirmed last week that it intends to proceed with its Dec. 14 elections for vice-president, secretary/treasurer and five community directors.

There are no active cases of Covid-19 in the Qikiqtani region.

"At every voting site, we will have the necessary equipment such as masks, shields and hand sanitizer to ensure that staff are protected, and Inuit can vote safely," said chief returning officer Paul Okalik.

Running for vice-president are Olayuk Akesuk, Jerry Natanine, Jaco Newkingak and Cornelius K. Nutarak.

Levi Barnabas, Enoki Irqittuq and Johnny Mike are seeking the secretary/treasurer role.

Andrew Taqtu and Jeremy Tunraluk are the candidates for com-

munity director in Arctic Bay. Larry Audlaluk and Liza Ningiuk are going head to head to become community director in Grise Fiord.

Mathew Saveakjuk Jaw and Adamie Nuna are vying for the community director seat in Kinngait.

Peter Evvik, Looee Mike and Charlie Qumuatuq are the contenders in Pangnirtung.

Harry Alookie, Jonah M. Audlakiak and Stevie Aulaqiaq are in the Qikiqtarjuaq race.

Paul Amagoalik was acclaimed in Resolute Bay.

If you've been paying attention to what's been happening in the world of curling, you will notice that not much is happening with the big events right now. There have been some small-scale events on the World Curling Tour – all closed off to fans, of course – but there's no Grand Slam and no national events.

Curling Canada has been busy trying to come up with some semblance of a Season of Champions for 2020-2021 and it probably won't look anything like we've seen in past years.

There was no Canadian Mixed Championship this year and there will be no junior nationals, either the U18 or U21 versions, and the seniors and mixed doubles is still to be determined.

The big events, though, are with James McCarthy happening in the form of the Tim Hortons Brier and Scotties Tournament of Hearts, the Canadian men's and women's national championships respectively. They will be happening around their usual dates with the Scotties in late February and the Brier in early March but it's where they will be happening that raised my eyebrows.

Both events will happen in the hub setting of ... Calgary.

Now, Calgary has hosted many big curling events in the past and my gripe isn't with the ability to host it. It's the location, right smack in the middle of a province which can't control its Covid-19 levels right now. Everything is happening at the Markin MacPhail at Canada Olympic Park and it will mark the first time both the Brier and Scotties will be held in the same city in the same year.

Curling Canada said the setup is superb and I'll bet it is but I wouldn't exactly be that excited about making the trip to a province where the Covid-19 tote board grows on a daily basis. In the grand scheme of life, though, let's all be happy

Keep in mind that there are two big things driving this decision, though: the 2022 Winter Olympics and T.V. money.

To determine the men's and women's rinks for the Winter Olympics every four years, there's an qualifying event called the Roar Of The Rings. It brings together the top teams in Canada to figure out who gets the right to wear the maple leaf, an honour Kevin Koe had in 2018, but the qualifying process will be a bit more complicated this time around thanks to Covid-19.

Of The Rings, the Brier and Scotties had to happen. If not, then Curling Canada would have the unenviable task of trying to come up with a system that would give the best teams a chance to qualify.

And if you've paid any sort of attention to how Curling Canada comes up with ideas on how to have teams qualify for big events, you will know they haven't been the best of ideas (see pre-qualification tournaments).

And the T.V. money? That's the raison d'etre. TSN has a contract with Curling Canada to broadcast both events and Curling Canada had to follow through. The Brier and Scotties both deliver big ratings every year, which means TSN can put out a rate card based on millions of eyes being glued to T.V.s and streaming services when ads for Tim Hortons coffee and Purex toilet paper are being splashed. No money coming in from curling on T.V. means Curling Canada will miss out on the biggest paydays of the year.

In short, there was no way Curling Canada was going to give up on the two flagship events of the year and lose out on the windfall.

I still say hosting both events up here in the North would have been the best option, much like the bubble scenario for the NHL. Now, I know it would have been impossible for the NHL to come North because we don't have any Sheraton Hotel affiliates but curling is a much better – and more feasible – option, even if players like Brad Gushue would piss and moan about it.

Remember, Gushue doesn't think it's worth his time to play teams from the North and his print buddy, Terry Jones of the Edmonton Sun, considers the North – specifically Nunavut – to be nothing more than a free space on curling's bingo card.

Anyway, Yellowknife or Iqaluit could have been perfect host cities. The rinks are there, the arena sort, of course, because the Brier and Scotties always happens on arena ice.

Yellowknife has played host to national events before so they know what they're doing. It would have been the perfect bubble because no one gets in and no one gets out without us knowing.

The only issue I could see is the hotel situation. Would there be enough rooms in a place like Iqaluit? I'm sure there would be because you would need plenty but if the situation arose where the capital had the chance to host something like this, you make it work. The local economy needs a shot in the arm in the worst sort of the way, especially the hospitality and tourism sectors, which could take years to get back to some kind of normality.

In any event, they will head to Calgary, which should make Gushue happy. It probably makes everyone else happy because at least there will be curling of some kind and Nunavut will get the chance to play.

Just don't pop the bubble.
