Addiction and trauma facility is not a 'fix-all solution,': advocate Programming must be readily available for those who cannot receive treatment away from home

An addiction and trauma facility in the territory will benefit Nunavummiut, but it is not a "fix-all solution," says Alanna Copland, a mental health advocate.

According to the 33-year-old Inuk, every community needs a mental health worker and "sufficient" staff to ensure adequate and "efficient" services are available for Nunavummiut.

"Programming to facilitate those services within a community needs to be readily available for those who do not require treatment in a facility away from home," said Copland.

"Not every Nunavummiut will be going to the facility."

Additionally, mental health needs to be addressed in the school curriculum. A mandatory course about mental health should be required for graduation, explained the law student.

"Mental health needs to be taught in all schools, to normalize and end the stigma surrounding mental illnesses," said Copland.

"Nunavut Arctic College must also provide mental health programs to train and hire Nunavummiut to become mental health workers."

According to Copland, such action will greatly reduce high turnover rates of employees hired from the south, as well as make progress toward eliminating cultural and language barriers.

On June 26, Copland, who is originally from Arviat, organized a mental health protest in Iqaluit. Nearly 150 protesters expressed concerns at the urgent need for mental health education and services in the territory.

At the protest, Premier Joe Savikataaq assured the crowd that mental health issues in Nunavut are not being ignored. The plan is to build an addiction treatment centre in Iqaluit with money from the federal government.

A few days after the protest, on June 29, Health Minister George Hickes told Nunavut News, "I fully acknowledge that we need to continue to expand the mental health capacity in the territory. But please don't take those successes away from the people that are working in the healthcare field that are doing everything that they can with what we're able to provide for them as resources."

He added, "I think people put a lot of reli-

Hickes said individuals can call the hotline for mental health as well as meet with a community mental health worker, psychologist or psychiatrist.

"There are mental health workers, psychologists, psychiatrists, mental health nurses, that are working in the community. They're doing an unbelievable job under challenging circumstances."

Special surprise built for young Cambridge Bay resident

Children have many happy dreams – boys and girls love playing in treehouses and forts, unfortunately there are not trees in the North to build such things. However, one lucky little individual, Mary Lou Mohammed of Cambridge Bay, had her dream come true this past weekend.

Mary Lou enjoys her time outdoors and had been asking her parents increasingly over the past few years to build her a dollhouse or treehouse at their cabin.

Over time – and with the added prodding from another relative who spent time with Mary Lou at the cabin – her father Wiz Mohammed bought sufficient materials to build a playhouse. Due to the later-thanexpected arrival of the materials combined with poor weather the project was delayed further.

While visiting a colleague, Valter Botehlo-Resndes, owner of Aliak Consulting Ltd., Wiz noticed a cabin that was currently under construction. "So I said to him in jest, perhaps when you are not busy you can build a

treehouse/dollhouse for my little one.

"Not thinking anything of it, the next day when I saw him he already had a construction plan asking if it was good. Both my wife and I said, 'yes, of course'!"

Wiz and his wife made a few trips bringing construction materials to Botehlo-Resende's shop. "Next thing we saw, Mary Lou's treehouse was under construction."

On the day of delivery her parents made plans for her to be at the youth centre with a friend until after dark, giving the adults sufficient time for the structure to be transported and set on the platform that was built for it.

When Mary Lou was picked up she was given a flashlight, to her confusion, but it all made sense once she reached the back yard and shone the light on the finished project.

"She looked back at the both of us with one of the biggest smiles and asked if that was for her," Wiz said.

Mary Lou spent the evening playing with her cousin, moving toys, foamies, blankets and more into the "Barbie House" as she now calls it, the fun carrying on over the weekend as friends flocked to the new playhouse.

More jobs, greater royalty payments attached to Hope Bay sale: TMAC Representatives from TMAC Resources and Shandong Gold Mining make a case for mining deal

Editor's note: This is the first in a two-part series on the implications of a potential sale of TMAC Resources, operators of the Hope Bay gold mine.

TMAC Resources is promoting the long-term advantages of selling its assets, including the Hope Bay gold mine, to China's Shandong Gold Mining amid the unpredictability of Covid-19 and uncertainty over the federal government and the Kitikmeot Inuit Association's stance on the pending transaction.

Several mine workers at Hope Bay tested positive for the coronavirus in late September and the company subsequently imposed a temporary travel embargo.

TMAC shareholders approved the $149 million (U.S.) sale to Shandong in June, but the Government of Canada still must decide whether a national security review is required.

The Kitikmeot Inuit Association reiterated on Sept. 28 that it will not comment on the status of Hope Bay until the federal government has announced its decision.

A TMAC news release on Aug. 13 stated that Ottawa extended its timeline until Oct. 19 to determine whether a national security review is in order.

However, a statement from Innovation, Science and Economic Development Canada on Sept. 28 said the government cannot provide specific details of individual transactions "due to confidentiality provisions."

The federal department, however, included a reference to an April 18 Government of Canada policy statement that indicated Ottawa "will subject certain foreign investments into Canada to enhanced scrutiny under the Investment Canada Act," including all foreign investments by state-owned investors.

Shandong is partly owned by the Chinese state.

At the territorial level, the Government of Nunavut has provided conditional support for the sale.

David Akeeagok, minister responsible for mines, said in the legislative assembly on Sept 22: "As long as the proponent (Shandong) respects and honours what the terms and conditions are for the environmental reviews that have taken place and the Inuit Impact Benefits Agreement, that is the support that we are giving to the company."

Although the GN has made a formal submission to the Government of Canada on the potential purchase, that correspondence hasn't been prepared for tabling in the legislative assembly for MLAs or the general public to view, Akeeagok noted.

He added that the GN has worked closely with the Kitikmeot Inuit Association, which is doing its own due diligence. Any business that's going to be working in the region will be expected to "honour a number of key things. Inuit employment is one, the Inuit Impact Benefit Agreements are another and also that they respect our environment and the regulatory regime that we

Those assurances were made last week by representatives of the parties involved in the pending transaction. Alex Buchan, TMAC's vice-president of corporate social responsibility and Mark Wall, CEO of Streamers Gold, a Canadian subsidiary of Shandong, said TMAC doesn't have the money to expand operations at Hope Bay, which is necessary to make the site economically feasible. A sale therefore became necessary.

Shandong was the only company interested in keeping Doris North as an operating mine on the

1,100-square-km Hope Bay property. To achieve that, the Chinese entity is willing to invest close to $700 million to further develop Hope Bay and that could rise to closer to $1 billion in the future, according to Wall.

As the production of gold grows at Hope Bay – potentially doubling – so too will the royalty payments to the Kitikmeot Inuit Association and Nunavut Tunngavik Incorporated, as well as the taxes paid, said Wall. The number of jobs will also rise.

Hope Bay, where first gold was achieved in February 2017, was the largest private employer in the Kitik-

meot region prior to the onset of the pandemic. However, the number of workers at the Doris North camp fell to approximately 140 at the end of the second quarter of 2020.

At its peak in 2019, Hope Bay provided work for 70 full-time equivalent Inuit employees, according to Buchan.

"We have a very desperate need of wages, of investment in our region as we are socio-economically the most disadvantaged part of the Nunavut territory here in the west," he said.

Author Larry Audlaluk's first book is a memoir of his relocation experience to the High Arctic and its impacts on his family and him. What I Remember, What I Know: The Life of a High Arctic Exile, took about two years to write, said Audlaluk, adding it was "very therapeutic."

"Many tears were involved because it's very emotional," said the 69-year-old Elder from Grise Fiord.

"There were days when I just simply cried alone."

Audlaluk was almost three years old when his family was relocated by the Canadian government from Nunavik to the High Arctic in 1953. Inuit were forced to become pioneers of Grise Fiord and Resolute Bay, said the author.

The government misled the Inuit with lies about the High Arctic, said Audlaluk, who was born in Uugaqsiuvik.

The mental anguish from the lies and "broken promises" had "lasting effects for many of us," explained the Elder.

"We felt like we were taken away to the dark side of the moon," he said, adding, "We were deeply hurt."

In his book, he wrote, "The dark season was a total surprise to my relatives. This neglect had a lasting psychological effect on the adults."

"My mother had these moments of anger that came out of nowhere and you realize her mental state was

affected deeply," he said.

"Our parents felt betrayed and had no recourse and sometimes took out their anger on their children," he wrote in his memoir.

"I developed a very short temper and very quick reaction to any situation. Many times, I attribute it to the experience I inherited from my parents," said Audlaluk.

"We were literally prisoners on Ellesmere Island," said Audlaluk. "We were forced to stay in one little place."

Almost seven decades later, Audlaluk is now the second longest-living resident of Grise Fiord.

Surviving relocation also allowed many Inuit to develop a "strong tenacity," he explained.

"No matter how low a person can spiral down to depression and have the feeling of gloom and doom, it's not the end of the world for them," said the Elder. "There's always hope."

Audlaluk was motivated to write this memoir with the hope people will understand what happened to Inuit during their relocation in the early 1950s.

Although it was a "very emotional" experience to write the book, he said he feels proud of his accomplishment.

"But I didn't do it alone," he emphasized. He is also proud of all the people who had the courage to share their stories about relocation for his book.

Northern Affairs Minister defines what the speech from the throne means for Nunavut

Affordable housing, particularly for Indigenous people and Northern communities, got a mention in the federal government's Sept.

23 speech from the throne.

Although it appears on page 19 of the written version of the speech, Northern Affairs Minister Dan Vandal said affordable housing remains the issue that arises most often in his Northern travels.

Asked for specifics on what further the Government of Canada plans to do on that front, the minister referenced a new $1-billion national "rapid housing" program to convert vacant buildings into residences, which he said is applicable to Nunavut.

Vandal also cited a $700-million, 10-year housing agreement with the three Northern territories and a $300-million, 10-year housing agreement with Inuit Tapiriit Kanatami as evi-

dence that the federal government is addressing the issue.

"But we realize that's only a fraction of the work that needs to get done," the minister said, adding that improving infrastructure is also a priority for the North. Energy-efficient retrofits, clean energy and rural broadband were all included as areas for improvement in the throne speech.

Another aspect of the national address that Vandal highlighted was reconciliation with Indigenous people, including the Inuit. The speech from the throne, delivered by Governor General Julie Payette, promises to co-develop Inuit health legislation and a mental health and wellness strategy.

"From there we're going to look for money in the budget to help those initiatives," Vandal said.

There has been some movement on reconciliation, such as the co-development of an Indigenous child and family services branch,

"That's something that is absolutely historic because every nation should have the right to take care of their own children. It's the enhancing of languages and culture," the minister said, adding that a language bill has also been co-developed to encourage Indigenous language promotion and enhancement.

"Our government has invested, financially, more dollars in partnership with Indigenous nations than any government in recent memory," said Vandal. "We are making progress, believe it or not, but the problem is the gaps are so large that the progress is hardly noticeable.

So we need to continue what we're doing – we need to do more of it and we need to do it for a long time."

The throne speech also focused on policing and justice reforms. Vandal said he's "absolutely" supportive of body cameras being deployed for RCMP officers in Nunavut. He also noted that the Government of Canada is modernizing training for police, establishing a national standard on the use of force and facilitating civilian oversight for law enforcement agencies.

Nunavut leadership 'cautiously optimistic' Land claims organization Nunavut Tunngavik Inc. (NTI) stated that it's "cautiously optimistic" following the throne speech.

"NTI looks forward to working with the Government of Canada to begin working toward what the speech from the throne identified as joint ambitions, in true partnership to achieve transformative change," the organization wrote in a news release.

"NTI remains committed to achieving self-sufficiency through a made-in-Nunavut workforce by establishing a joint Inuit pre-

employment strategy and plan. NTI is further committed to work with the Government of Canada to address the conditions and determinants of health that promote tuberculosis transmission which are the same ones that increase the risk of widespread Covid-19 and other communicable diseases; overcrowded and poorly-ventilated housing.

"Finally, NTI applauds the focus on health care access, climate change, food security and the blue economy."

Arviat North-Whale Cove MLA John Main's opinion of the throne speech was that "there's a lot to be encouraged by."

Speaking in the Nunavut legislative assembly on Sept. 24, Main credited the federal government for its leadership role in responding to Covid-19. He added that he was pleased to see pledges to improve access to daycares, assist Elders, ensure everyone has access to a doctor or a primary care team and to accelerate investments in shelters and transitional housing.

Premier Joe Savikataaq said in every interaction he has with the prime minister and federal ministers, he always emphasizes Nunavut's infrastructure deficit.

"My saying has been that we are so far behind that we're not even at the starting line and that the federal government has to do some nation-building within Nunavut so that we can at least get to the starting line," said Savikataaq.

The premier said the territory has a shortfall of more than 3,000 houses to meet existing needs and that the number of new homes added each year doesn't even meet growing demand.

"We are going further behind on our housing needs instead of lessening the gap there," he said.

Mental Health Week is recognized in Nunavut each May. Today we celebrate the survivors and those who have passed on after attending residential schools across Canada. It is now time to move forward and to focus on how the survivors must carry on with their lives.

Many have struggles and many have suffered many abuses, violence both physically and sexually. Many students lost their culture such as language, traditional cultural skills and much more. Many did not have parental skills.

Today we can learn our culture back, but it is hard, learning how to sew, speak our languages, go hunting and live to tell stories of what the survivors went through and to never see this ever happen again in our homeland which we call Canada.

Today, many organizations, with funding through the Canadian government, are able to access funds to teach skills such as sewing, hunting, making tools, language courses and much more.

I see many young ladies and gentlemen taking all kinds of courses being put on in our communities. This is so beautiful and it is the greatest feeling to feel accomplished and to be successful in many ways in our lives. Our love to each of you and to thank all of our Elders for being kind and patient and to pass on their skills.

Today Inuit can walk with pride wearing handmade clothing and using home-

made tools that our Ancestors used and this is still carried on, it is so rewarding to see this happening in our communities.

Today we have to work hard just to keep our language, culture and traditions alive. Let us all work together to keep these skills alive and strong, just like what our beloved Ancestors wanted in their dreams and our own dreams to come true and to vision the future for our grandchildren and for generations on and on. We love you, don't give up and look after one another.

I myself as a Grandmother still struggle to learn to sew and want to carry on, no matter how old I get, I still want to learn to sew. I am still learning my Inuinnaqtut and will keep trying. I too make mistakes, I too struggle with alcohol and low self-esteem, but we can all work together to make our lives better and to make our children and grandchildren a better place to live.

Our lives matter. Take good care. Don't ever forget who you are and where you came from and that our Ancestors will always look after us and it will make them smile wherever we go in our lives.

Embrace Life Council seeks artists for mental health art contest

Nunavut Embrace Life Council is holding a mental health art contest for Nunavummiut aged 5 to 18.

"The aim of it is to create art that we're hoping will inspire healthy living," said Nastassja Fraser, a volunteer for the organization. It will also provide children and youth opportunities to explore their creativity while helping others.

Children aged 5 to 13 are encouraged to submit drawings or paintings focusing on physical health, while those between 14 to 18 years of age can submit artwork reflecting mental health.

Judges will be evaluating the artwork based on the "artist's interpretation and ability to visually communicate a message of healthy living," said Fraser.

She added that creativity, technical skill and general craftsmanship will also be evaluated.

Twelve winners will be selected: nine from the children category and three from the youth category, to be displayed in the Embrace Life Council's 2021 calendar.

The deadline is Oct. 10, winners will be announced Oct. 16.

Fire leaves home condemned

Kugluktuk A fire has left a Kugluktuk man without a home but fortunately nobody sustained any injuries during the Sept. 25 blaze.

A house party was in progress and a couple of guests were forced to jump out of a bedroom window to safety, according to Gordon Hikomak, the community's fire chief.

The fire broke out in the home's porch around 4:45 a.m. as a result of a cigarette butt that wasn't extinguished properly, according to Hikomak. There were plenty of belongings stored in the porch, providing ample fuel for the fire, he added.

It took the community's fire department less than an hour to douse the flames.

Poster contest

Qamanittuaq/Baker Lake The Kivalliq Inuit Association's (KIA) land department is currently holding a poster contest for its Inuu'tuti (Life Source)

Posters can be done in any form the entrant likes. Entrants are encouraged to "find their inspiration" to draw from the great

Entrants are asked to submit their drawings, with their names clearly written on the back, to the KIA office from Monday to Friday between the hours of 8:30 a.m. and 5 p.m.

Electronically submitted drawings will not be accepted.

There are 15 prizes to be won during the contest.

'It's our home. We need Inuit pilots' Newly licensed pilot Joseph Akulujuk toasted as pride of Pangnirtung

The community of Pangnirtung can look forward to seeing one of their own members flying to and from its skies in the near future.

Joseph Akulujuk has been training for the last two years to become a pilot at First Nations Technical Institute in Tyganyga, Ont. He recently passed a milestone in his schooling, having received his private pilot licence, the first Inuk within the hamlet to do so.

Making it to this point has not been without its struggles however, being far from home, but Akulujuk overcame those initial trials in his schooling with the help of his peers and teachers.

"At first it was really difficult because I'm living somewhere where I'm not with family and I have to get a lot of support from other people in person," said Akulujuk.

There is a certain level of pride that Akulujuk's family has in him

in choosing to become a pilot.

"I want him to finish the program, we've been so supportive of him throughout his studying, even though it's not easy all the time, we're always encouraging him," said Rose Akulujuk, his mother, adding later that she would like to see more Inuit take to the skies, "... it's our home, Nunavut is our land.

We need Inuit pilots."

The 20-year-old aviator initially didn't know he would be the first in his community to go become a pilot but since attending flight school he now wants to see more Inuit flying around.

"Since I've been here (there's) only four other Inuit out of say 30 or 40 people in this program and I do want more Inuit to get into this kind of career, in the aviation industry," Akulujuk said.

He added that schools such as the First Nations Technical Institute provide important opportunities to communities who might not have as many opportunities to move up in the world.

"I wouldn't be here right now if I wasn't Inuit and if it wasn't for

these organizations."

While Covid-19 may have affected his work but he doesn't intend to let that phase him.

"It's a little more work right now because of the Covid, (but) I'm doing the flight (simulator) and getting my classes done."

Akulujuk intends to spend around two more years in school to become a commercial pilot. After that he aspires to help his community through what he learned.

"Hopefully around 2022 I'll be in Pangnirtung," he said.

On Sept. 22, Akulujuk was recognized in the Nunavut Legislature for his achievements from Pangnirtung MLA Margaret Nakashuk, who gave a member's statement to her fellow MLAs. "I would like to recognize him and be proud of him. He is a young person from Pangnirtung.

Four former Nunavut Mounties seek compensation in potential class action lawsuit Allegations include 'systemic negligence' and 'psychologically unhealthy' workplaces

In what could become a class action lawsuit, four RCMP officers who were stationed in Nunavut have turned to the courts seeking damages from the federal government for working conditions they deemed unsafe and psychologically unhealthy.

The lawsuit accuses the Crown of breaching its common law duties related to the "operation, supervision, maintenance and oversight of occupational health and safety standards and mental health services in the RCMP." "The RCMP has not developed

a strategy to closely monitor and adequately detect deterioration in its employees' mental health and has not adequately and in a timely manner met its members' mental health needs, including the needs of those returning to work from mental health sick leave, leading to prolonged injury, loss and damages," the officers allege in a case that was filed on Sept. 16.

"Mounties who do eventually seek help for their operational stress injuries are faced with delays and obstacles to adequate and timely treatment, are ostracized and stigmatized as weak and unfit, are subjected to retaliation and discriminatory behaviour by peers and super-

visors and experience alienation, mental suffering, humiliation and loss of dignity."

The officers describe routine exposure to violence, sometimes extreme, while responding to calls for service over several years, but say they were unable to get the mental health support they were seeking through the RCMP. Meanwhile they say supervisors told them that they would have to "work through" their mental health struggles and "suck it up."

A few of the officers state that they had to arrange for mental health services privately and were diagnosed with post-traumatic stress disorder.

The individual allegations and those of "systemic negligence" have not been proven in court.

A spokesperson for the RCMP's national headquarters confirmed that the police force has been served the statement of claim.

"We are in the process of reviewing the claim to determine next steps. That being said, we are not in a position to discuss legal matters outside of the appropriate legal processes and filings. We do not anticipate having any further comment on this matter," the spokesperson stated.

The lawsuit cites a 2017 Auditor General report that found that only 57 per cent of Mounties sur-

veyed reported timely access to mental health services and 20 per cent of workers who sought mental health services and required sick leave never returned to service in the RCMP. "Those who returned to work were frequently met with discrimination, invasions of their medical privacy and derogatory remarks upon rejoining the RCMP. The prevailing culture was and continues to be, such that sick leave for mental health correlates negatively with Mounties' career advancement in a workplace that demands employees to "man up" and repress symptoms of mental illness," according to the court document.

Legislative Assembly briefs with Derek Neary

GN's wolf harvest program resulted in 654 kills in 2019-20 Nunavummiut killed 654 wolves during the 2019-20 harvest season under the Department of Environment's wolf sample collection program, Minister Joe Savikataaq announced on Sept. 28.

The bulk of the predators – 471 of them – were hunted in the Kivalliq region. Another 151 were taken in the Kitikmeot while 32 were culled in the Qikiqtaaluk.

The program offers $300 to hunters who submit samples and details about their kill to local wildlife offices. In total, $196,000 was paid out to harvesters.

"The wolf sample collection program has been successful in increasing the overall wolf harvest and has been an effective way to provide additional support to our hunters," said Savikataaq. "The knowledge and research gathered through this program will help to identify the diet composition of wolves and provide information about regional wolf packs and populations.

Using that, we will be able to relate wolf harvest information to caribou population data, which will serve as a valuable management tool. This information may assist in the recovery of our caribou herds and allow us to provide additional financial support to our hunters."

Finance minister 'can't get into specifics' on Covid's effect on Nunavut's deficit Although MLAs have heaped praise on the Government of Nunavut for its responses to the Covid-19 pandemic, Tununiq MLA David Qamaniq asked on Sept. 28 for an update on the territory's fiscal status in light of growing virus-related expenditures. Qamaniq reminded the House that the finance minister's 2020 budget address in February indicated that Nunavut's fiscal situation was "... better than it has been for

several years" but that an operating deficit of about $30 million was projected.

On Sept. 25, the legislative assembly voted in favour of $52.1 million in additional operations and maintenance funding.

Finance Minister George Hickes admitted that the ransomware computer attack in late 2019 and the Covid-19 pandemic have tremendous effects on Nunavut's budget, but he said the extent of it is unknown due to ongoing negotiations with the federal government for support with airlines and isolation hubs as well as other matters.

"Obviously we're very concerned; I am very concerned about our fiscal situation. Unfortunately I can't give a number at this time," said Hickes. "I am anticipating again a larger-thanprojected deficit, but unfortunately I can't get into specifics at this time."

Qamaniq pointed out that the collective agreement with the Nunavut Employees Union (NEU) expired two years ago and Qulliq Energy Corporation's agreement with the NEU runs out at the end of 2020. He asked for an update on collective bargaining.

Hickes redirected that question to Human Resources Minister Lorne Kusugak, but because of the nature of the legislative assembly's question period, it will have to be addressed at another time.

Assembly passes bill granting time off for public emergencies, effects of abuse The Government of Nunavut is pressing ahead with legislation to give Nunavummiut up to 17 weeks of leave to deal with family abuse and unpaid time off should they or an immediate family member require quarantine or medical treatment for

Covid-19 or other public emergencies.

The third reading of an Act to Amend the Labour Standards Act passed third reading in the legislative assembly on Sept. 28.

Jeannie Ehaloak, minister responsible for Labour, said the legislation will have "huge impacts" on those seeking help for coping with family abuse.

"I can attest today that I was a victim and at that time I had worked for the Government of Nunavut, I had a supportive family and I had a supportive employer. At that time there was no such leave, but I pulled through because of my children," said Ehaloak. "I know for a fact that I have family members and friends who have approached me during my campaigning as an MLA and said, 'We need change. We need help.'"

The time away from work would allow employees to deal with the consequences of family abuse by obtaining medical care, counselling and legal or law enforcement assistance.

Ehaloak said the GN will conduct "extensive consultations with various groups and agencies to ensure that all their concerns are addressed" in drafting specific terms.

Iqaluit Manirajak MLA Adam Arreak-Lightstone applauded the legislation.

"I first brought up the need for domestic violence leave in 2018 and I'm glad to see that this legislation was produced," he said. Arviat North-Whale Cove MLA John Main also enthusiastically approved.

"I think this is a great piece of legislation. It tackles the pandemic issue in terms of allowing employees to take leave in the face of this challenge, as well as the issue of family abuse," he said. "That's something that I think we all would agree is far too common in Nunavut. Anything that we can do as a government to further support victims of family abuse, I think, is good news."

The Puhitaq making workshop has once again arrived in Cambridge Bay. The instructor for the workshop was Mrs. Agnes Panioyak of Kugluktuk who is a well-known seamstress who learned the art of making sunbursts from her late mother Alice Anablak.

"I sure enjoyed my time sewing and teaching with the ladies of Cambridge Bay.

They have completed their puhitaqs and they are all so beautiful," said Panioyak of the event.

Project co-ordinator Clara Evalik said it was "an amazing workshop" and that a lot of Inuit women want to learn this traditional skill. "We are grateful for the support from NTI (Nunavut Tunngavik Incorporated), donation from KIA (Kitikmeot Inuit Association) and the Hamlet of

Cambridge Bay for providing the space – and to Sabina (Gold and Silver Corp.) for the supplies."

Stephanie Taptuna, one of the participants, made her first sunburst at the workshop.

"I saw the program run last year and asked to partake if another was held," she said.

"There were a lot of ladies interested in learning the craft. I never got to witness my Nanny making a sunburst

so this is very special for me.

Also having such amazing mentors to learn from is very empowering.

"Every cut in the pelt, every stitch I make I try to dedicate each portion to someone special that isn't here with us today."

Panioyak added, "(It was) such a fun time, lots of laughs in between, emotions and the lunch of country food was delicious."

Lacrosse to be given a try in Rankin 'My vision for this would be for it to evolve into something similar to the Rankin Inlet Minor Hockey Association,' says recreation co-ordinator

An effort is being made to launch a new sport in Rankin Inlet that is a first cousin to the game of hockey and it all gets underway with a three-day clinic this coming weekend.

Recreation co-ordinator David Clark is behind the push to see if lacrosse will catch on in Rankin and he's hosting the clinic this coming weekend that will cater to kids in the initiation to midget age groups.

Clark said there appeared to be at least cursory interest in the sport, so he applied to the Sport and Recreation Division of Community and Government Services for a grant to purchase some sticks and balls to launch the sport.

He said lacrosse is very similar to hockey in a number of ways, so players can use much the same gear for lacrosse as they do for hockey.

"We want any kid with an interest to come out to the clinic this weekend, Sept. 25 to 27, but, I think, it's a big help having so many kids in the community who don't have to worry

"So, I took it upon myself to learn about lacrosse on the internet and I spent a lot of time researching drills, practices and techniques while I was in quarantine in Winnipeg."

Clark is going to run the camp using local youth leaders to assist

him in much the same way as he does with the annual Rankin Rock hockey clinic that kicks-off every new hockey season.

He said the based-in-Nunavut movie, The Grizzlies, has made lacrosse quite popular among youth right now and he hopes that popularity will lead to lots of kids signing up for the sport.

"If we have a good turnout at the camp and there's enough interest in the sport, hopefully, we'll be able to offer some type of lacrosse program the following season. We're all going to be learning.

"My vision for this would be for it to evolve into something similar to the Rankin Inlet Minor Hockey Association or the Rankin Inlet Soccer Association – maybe not as big but something along those lines."

Clark said lacrosse will take root in Rankin as long as its made fun to play.

He said kids having fun and word of mouth are two great allies to have when launching something new.

"If the sport is fun and accessible and it's being held at a fun, safe place to come, then the kids will get excited and the program will succeed. That being said, I will be giving everyone lots of notice that this sport is not for everyone. It's a real physical and mental grind to play lacrosse.

"You've got to be tough."

Bring in VAR, they said … it will fix soccer for good Îé¯≤ú & ÄÎÖ∏ÙÄÕÍ≤Ò

Would you pay for a seven-hour flight within your own country, taking off and landing in the same city and going nowhere? Apparently, plenty of people in Australia thought it was worth it.

Qantas offered up a seven-hour "flight to nowhere" for a scenic tour of the country, which is happening on Oct. 10 and its well-known sights, including Uluru, the stories-high storied sandstone landmark also known as Ayers Rock and the Great Barrier Reef and it was a popular offer as all 134 seats were sold within 10 minutes, according to the airline.

Seat prices ranged from around $700 to more than $3,000 for first-class and I think it's genius. Not like the airline has anywhere else to fly to, right?

Technology solves everything!

Remember those days when soccer players were clamoring for video replay? It would make the game better and it would give the referees some much-needed assistance in making calls? Good times.

I said back when video replay was being considered that it would only cause more problems because when you allow someone off the field to make the decision, it would ruin both the flow of the game and the game itself.

Welp, turns out I was right because VAR (video assistant referee) has fast become the with James McCarthy scourge of soccer, especially in England and the calls to get rid of it are growing by the week. The latest reason? The new hand-ball rule being employed, which is so stupid that it's giving teams a reason to not even shoot on goal and going after arms instead in the hopes of being awarded a penalty.

Eric Dier of Tottenham Hotspur was judged by the VAR to have committed a handball in the 18-yard box after going up for a challenge against Newcastle on Sept. 27. Never mind the fact that Dier was pushed in the back and never mind that Newcastle's Andy Carroll headed the ball down. Nope, the ball hit Dier's arm, even though there was no way he was even trying to put his arm anywhere near the ball.

As it stands, the official is to award a penalty if a player handles the ball in the box where the arm is clearly away from the "body line" (away from the body), if a player leans into the ball, the ball travels some distance, the ball touches a hand/arm above the shoulders or a player falls and the hand/ arm is extended laterally or vertically away from the body.

Did you get that? No grey areas at all. My personal favourite is the "some distance" rule. What's the definition of "some distance?" Three yards? 10 yards?

Several managers and pundits had their say after the Dier decision and it was unanimous: something has to change.

Here's my solution: get rid of VAR altogether.

It has caused so much heartburn and controversy and the handball rule change is only making it worse. I thought baseball bringing in video replay was a farce, especially with teams telling umpires to wait until their video replay nerd in the clubhouse has had his/her chance to review the play, but VAR is a very close second.

VAR is making soccer more of a joke by the week.

Delonte West played eight seasons in the NBA and while being a professional athlete is tough, life is even tougher. He knows perhaps better than most and hopefully, he'll get the chance to turn his life around thanks to Mark Cuban.

Think before you speak, kids So the Tampa Bay Lightning are Stanley Cup champions after beating the Dallas Stars on Sept. 28, ending the longest season in National Hockey League history. Yes, Covid-19 had everything to do with it … just pointing it out.

Sportswriter Damien Cox, one of the two most-hated people in Toronto trailing only Steve Simmons of the Toronto Sun (I'm no. 3, in case you're interested), came out with something he probably should have kept to himself when he tweeted out that Tampa Bay's win wasn't as hard-fought as other triumphs because they didn't have win road games or travel. Tough to win, he said, but don't pretend it's like the real thing.

Sure, living inside a bubble for nearly three months, not being able to see your family (if you have one), no home-ice advantage and a 24-team playoff weren't obstacles to overcome, Damien. No worries at all. Tampa's Barclay Goodrow pretty much said as such in a reply to Cox's stupid tweet, which was well-received by anyone who read it.

If there's an asterisk to be had around Tampa's win, let's hope it gets stuffed down Cox's throat good and plenty because that's where it belongs.

Good Idea: Mark Cuban helping Delonte West get his life back in order.

Bad Idea: Why it took this long to get him the help.

Delonte West is one of those cautionary tales of professional athletes. Yes, the money is good and yes, the bright lights are bright. But it can all come crashing down in an instant and you end up begging for money on the street in Dallas, Texas.

West was in that sad predicament late last month when someone took a photo of West panhandling on a street corner.

Someone told Dallas Mavericks owner Mark Cuban about it and Cuban went to work. He found West, picked him up, took him to a hotel and is now offering to pay for whatever rehab

West needs.

West was once a good basketball player, good enough to see him drafted by the Boston Celtics in 2004 and he ended up playing parts of eight seasons in the NBA, including two season with the Mavericks. He's been diagnosed with bipolar disorder, a horrible condition and has been photographed more than once in situations no one wants to be in.

Many people have tried to get West the help he's needed for so long and all I can hope is that this is the time he can try and get some semblance of a normal life back. A lot of people are going through mental anguish of some sort and Covid-19 isn't making things any easier for them.

Needless to say, if you need help, all you have to do is ask for it. No one will think any less of you for doing so and if they do, forget them.
