Sales increase for Nanook Express despite Covid-19 Fast-food fare selling well, food truck features regular menu and chef's country food specials

The Covid-19 pandemic has had a negative impact on many businesses in the territory, but for Nanook Express – a food truck in Iqaluit – it is a different story. Dallas LeTemplier, the business owner, said the pandemic has actually increased his sales by 25 per cent compared to previous seasons.

"The last couple of weekends, I've been doing really well," said LeTemplier with a smile.

Nanook Express offers fast-food fare such as poutines, hamburgers, fries and chicken wings from its regular menu. There is also a chef's country food menu consisting of polar

bear poutine and burgers made from bison, caribou and char.

With the help of some friends, LeTemplier began his business six years ago in the capital.

This year he started his seasonal business in May due to weather issues and not Covid19. Usually the season runs from April or May to mid-October, said the business owner from Quebec.

LeTemplier believes his business has not been negatively impacted by the pandemic since he serves take-out food from a truck and customers do not need seating. The fact that restaurants have been closed since March has also been "a big bonus," he said.

Restaurants in Nunavut reopened at halfcapacity on June 22 after being closed since

March due to Covid-19.

Even with the restaurant now partially open, LeTemplier admits his business is still doing well.

"I'm happy," he said, referring to his present situation.

Nanook Express is adhering to social distancing measures and making hand sanitizer available.

LeTemplier said customers are automatically keeping six feet apart. The health inspector is allowing a maximum of only two people to work inside the truck at the same time.

The blue truck can be found across the street from Northmart Wednesdays through Sundays.

'Down to the ting in my ear' Peter Igupttaq Autut's vivid retelling of a childhood hunting trip with his father wins first place in fifth annual Sally Manning Award

Iqaluit writer Peter Igupttaq Autut has won the fifth annual Sally Manning Award for Indigenous Creative Non-Fiction this year.

This literary award helps Indigenous Northerners share their stories.

Comedian and writer Autut was awarded $1000 for his short story called Winter In Chesterfield Inlet.

The narrative "paints a picture and puts you in it so you can feel what it is like," said Michael Kusugak, one of the four judges. Autut's story puts the reader right in his igloo, he added.

"His descriptions are so real I can feel the cold right down to the ting in my ear," explained Kusugak.

The short story is about Autut's childhood hunting trip with his dad. It contains "beautiful moments" that

have been forever engraved in his mind, said Autut.

The author recalls that despite the frigid weather, his dad would make him feel like it was just another day in paradise.

Autut said he was motivated to write the piece in order to capture that specific time and space again.

"You want to capture those times and moments and embed them so they don't just get lost into thin air," he said.

"It's only years after I realized, 'Wow, I'm very fortunate to have seen some of the stuff that he was doing and how he was communicating with the land,'" said Autut, referring to his dad.

He hopes the narrative will also serve to provide his kids with insights about their grandpa.

Autut emphasized his intentions were never to write for the public, but simply to capture moments for his family.

"When I won, I was shocked," said Autut, who had forgotten about the submission.

Shelly Wiart received $500 and second place for her piece, My Northern Healing.

In third, Carol Rose GoldenEagle received $250 for her story called The Ugly Little Christmas Tree.

NIRB to resolve stalemate over Baffinland hearings news

Mining company insists hearings must resume by fall and warns of 'breaking point'; mayors and HTO chairs seek further delay until in-person meetings can be held

Setting a date to resume public hearings for Baffinland Iron Mines' phase two expansion proposal has the parties at loggerheads.

Mayors and hunters and trappers chairs in Pond Inlet, Iglulik, Sanirajak, Arctic Bay and Clyde River are jointly requesting that the hearings only resume when face-toface meetings are once again possible.

Resuming before then would be "a breach of procedural fairness owed to our residents and members," the mayors and HTO chairs state in a July 31 letter to the Nunavut Impact Review Board (NIRB).

Baffinland CEO Brian Penney recommended a date of Oct. 30 for the restart of two weeks of public hearings.

He outlined the serious implications that pushing back the timeline further could have on the mining company.

Baffinland is "particularly sensitive to seasonal sealift constraints and construction methodologies, where a onemonth delay in the review can and will likely delay the project by as much as a year, inflicting disproportional harm to Baffinland, should the phase two proposal be approved," Penney wrote to NIRB on July 24.

"Delaying the recommencement of the public hearings would be a breach of procedural fairness ... further delay in process is likely to have significant consequences and will impact Baffinland's ability to fulfill its many obligations to contractors, employees, communities and other stakeholders."

In a subsequent statement from Baffinland sent to Nunavut News by a company spokesperson, there was mention of waning investor confidence and the testing of the company's "financial integrity" with each month of uncertainty that passes.

"What is certain is that there is a breaking point and a delay in the public hearing past 2020, let alone indefinitely, will greatly increase the risk of the Baffinland experiencing catastrophic damages," the statement reads.

When the hearings were suspended in early November, Nunavut Tunngavik Incorporated President Aluki Kotierk said she'd prefer to see the hearings postponed for eight months to a year, but that was prior to

the Covid-19 pandemic.

Minister supports Baffinland's timing David Akeeagok, Nunavut's minister of mines and economic development, told Nunavut News last week that the Government of Nunavut is supportive of Baffinland's motion to reconvene the hearings in late October.

"Ultimately, our government defers to the Nunavut Impact Review Board about an appropriate time frame for next steps and hopes all parties and communities can come to agreement on how to proceed," Akeeagok stated, adding that the GN has worked collaboratively with Baffinland over the past several months to resolve all the issues that the territorial government had raised when the hearings began.

Ken Armstrong, president of the NWT and Nunavut Chamber of Mines, encourages all stakeholders to keep talking and find a resolution.

"From the outside – to me, anyway – it sure looks like the NIRB is trying to do that," Armstrong said.

Meanwhile, Tununiq MLA David Qamaniq said he backs the five impacted communities in holding the line for face-toface meetings. Qamaniq cited a September 2018 letter from federal Crown–Indigenous Relations minister Carolyn Bennett and then-federal minister Dominic LeBlanc that characterized the importance of meeting with community groups about the monitoring of Baffinland activities.

"The ministers also encourage the board (NIRB) to host an annual marine monitoring and marine mitigation workshop in the community of Pond Inlet. Such a workshop would allow the direct involvement of the community in the review of project monitoring data," the letter read, in part.

Qamaniq said it would only be proper to hold meetings in the communities.

"They're not doing that right now and they're trying, it seems, to get approval as fast as they can," he said.

Virtual component NIRB plans to "issue its ruling as soon as practicable," stated Karen Costello, NIRB's executive director.

Baffinland currently has approval from federal ministers to continue mining six million tonnes of iron ore until

Dec. 31, 2021.

Its phase two expansion proposal would increase mine production to 12 million tonnes and later to 30 million tonnes transported across a portion of Baffin Island by rail, if permits are granted.

As the pandemic wears on, government supports for businesses are still in place, but nearly every industry has taken a significant hit.

Starting and maintaining any business in the North comes with many known challenges and even with financial support from the federal government in the form of grants, subsidies and loans, many small businesses are struggling right now.

Nunavut is moving forward on its path to easing restrictions due to Covid-19. Licensed establishments are now permitted to be open regular hours, which, even with reduced capacity, must be a relief to those owners and their staff. More than 100 workers in the restaurant and tourism industry – just in Iqaluit – lost their livelihood in a day when health officials ordered the shutdown of bars and restaurants on March 20. Nearly five months have passed since then.

But what about the businesses that are harder hit due to being specialized and/or ineligible for these varied supports?

Nunavut News spoke to Kirt Ejesiak, chair and CEO of Arctic UAV, an Iqaluit-based operation that uses drones for aerial imagery in May. At the time, his business did

not qualify for any of the defined funding programs. Inuit businesses don't want to take on more debt, he said, noting that Inuit Business Council (Nunavut) members were seeking an interest-free, no-fee $250,000 line of credit and a forgivable loan of up to $50,000.

Another issue facing his business and many others is planning for the summer sealift season, now in full swing, when up to a year's worth of supplies have to be ordered amid the uncertainty of Covid-19.

"A lot of businesses have (already) prepaid for goods, prepaid for insurance," Ejesiak said. "With revenues virtually going to zero, a lot of businesses are worried that we're going to miss the boat, literally ... if you miss that opportunity, that window to ship your goods up North, you literally miss the entire year. Is the government going to help us for the entire year because we missed the boat? Those are the extraordinary cases that we're trying to make ... If I don't make any revenues this year, I can tell you

that I won't be in business in one year."

A Baffin Regional Chamber of Commerce survey from midJuly revealed that 44 per cent of enterprises reported a decrease in revenue of 30 per cent or less. Onequarter of respondents said they lost between 30 and 70 per cent of normal revenue, while extremely high revenue losses of 70 to 100 per cent hit 12.5 per cent of ventures.

The Kitikmeot Chamber of Commerce has members who are calculating losses in the millions of dollars due to the pandemic.

"Small businesses are in crisis," Ejesiak said. "We need support and we need it now."

The GN recently announced a new program to support artists with funding between $5,000 and $50,000, known as the Nunavut Public Art Initiative. It's a tremendous idea and it's one of many government and regional Inuit association aid programs.

With low income levels being common in Nunavut, we need government to step up, but let's do our part. Whether it's buying their products or sharing social media posts, we want our local entrepreneurs to persevere in this very challenging time.

Summer seems to be coming to and end as weather has been cooler with winds and rain. It seems like summer is almost done with cooler fall-like weather already here.

When it is windy and cooler it is more relaxing without those darn mosquitoes. Hope

Can you help identify the people in this old photograph?

Three Copper Inuit women, Nunavut, 1913-1918. MIKAN no. 3603928 Project Naming is a trilingual Web exhibition and searchable photographic database available in Inuktitut, English and French. The goal of this project is to identhey are gone already. Since the ice has melted on the Arctic Ocean, many residents have headed out to mainland to go camping, hunting and berry picking, or are heading home to their homeland.

It is so wonderful to see photographs from family and friends and quick updates on their trips out to mainland. It looks so green and much warmer than being on the island. But summer holidays for many will soon end as children will be returning to school along with all the teachers and principals.

School is starting up again in Cambridge Bay Aug. 21 for both Kullik Ilihakvik and Kiilinik High School and staff.

We hope everyone had a great summer even during this pandemic. We hope everyone will be safe and that children be taught well on how

Some may be very shy and cry or nervous and many will be very, very excited and proud parents and grandparents will have tears as they watch their first time students walking to the classrooms with their new teachers and their assistants. It is always an emotional moment for mothers, but also a joyful moment.

We wish each of you all the very best and to be safe always while in school. We are always so proud of our children who stay in school to get their education.

MP kicks off housing tour

Kitikmeot/Kivalliq Nunavut MP Mumilaaq Qaqqaq embarked on a territorywide housing tour Aug. 10. The tour is intended as a way to meet with residents and local leaders to get feedback on Nunavut's dire housing situation.

According to a statement released by the MP, the tour has been organized due to an influx of messages and emails her office has received since the election.

"Overcrowding has been brought to our office on countless occasions, along with mould and poor maintenance in the housing units across the territory," reads the press release.

The MP visited Gjoa Haven Aug. 10, Taloyoak Aug. 11 and Kugaaruk Aug. 13.

The tour will be visiting four communities in the Kivalliq, reaching Coral Harbour on Aug. 17, Naujaat Aug. 20, Rankin Inlet Aug. 23 and Arviat Aug. 24.

Visitors Centre open

Qamanittuaq/Baker Lake The Vera Akumalik Visitor's Centre is now open for business after an extended shut down due to Covid-19. The centre will be open from 10 a.m. to noon and 1 to 5 p.m.

The hamlet is advising residents and visitors of the following initiatives, which are being put in place for safety reasons: • The number of individuals that are allowed into the centre at a time should be limited (i.e. all visitors must respect the two metre physical distancing protocol).

• The centre has hand sanitizers available upon entering for all visitors.

• Visitor's Centre staff will regularly clean/wipe down common areas - such as door handles, bathroom faucets and areas that the public may utilize or touch.

QEC returns to overdue account practices

Nunavut As of Aug. 11 Qulliq Energy Corporation (QEC) will return to the practice of service disconnection or load limiting of overdue accounts.

Forgiveness for overdue accounts was announced in an April 27 news release, stating "These measures are in place to ensure customers avoid undue hardship during the Covid19 pandemic."

Previously installed limiters were removed from residences.

The Aug. 11 release states "The corporation recognizes that this is a challenging time for many Nunavummiut and is committed to providing support for customers on a caseby-case basis."

Residential and commercial customers who have already entered into flexible payment arrangements with QEC will not be affected by this change.

Participants were provided with gloves and garbage bags for cleaning, as well as a raffle ticket for their participation.

On August 7, Iqalummiut gathered together to clean their community's waterways.

This annual event was set up by the City of Iqaluit and the Qikiqtani Inuit Association from 9 a.m. to 4 p.m. Behind the Elders Qammaq, tables were set up with garbage bags and gloves for community members.

"Iqaluit's waterways, creeks, rivers, ocean and beachfront areas are important to the overall health, safety and well-being of our community," stated the City of

Iqaluit in a news release.

The clean-up locations included the shore from the Coast Guard Beach to the Graveyard, Geraldine Creek near the hospital to Frobisher Bay, Carny Creek from the base of the Upper Base Road to the Co-op Gas Bar and nearby lakes.

Although there was no barbecue this year, raffle tickets were given to participants.

Winners received prizes such as a laptop, seal skin, $50 gas gift cards, an outdoor adventure trip in Iqaluit and Uasau soaps gift pack.

Arctic ice battered once more Grise Fiord's Larry Audlaluk witnessed unprecedented melting long before the last fully intact Canadian ice shelf collapsed

The latest blow to dwindling ice in the Canadian Arctic came in the form of an 80-kilometre ice platform breaking away from the last fully intact ice shelf at the northern tip of Ellesmere Island during late July and early August.

The island of ice that collapsed and floated away represented a loss of 43 per cent of the shelf's area, according to the Canadian Ice Service.

Larry Audlaluk, several hundred kilometres to the south in Grise Fiord, heard the news days later. But he's been witnessing the effects of climate change first-hand for much of his life.

He's seen more and more rock, identifiable by its lighter colour, that has been exposed by melting glacial ice.

"Since I've been a boy in Grise Fiord, in the area, I've watched the ice caps receding for years," he said.

"It really seems to have accelerated ... after 1985 it's been melting at an incredibly fast pace."

He also remembers being able to hunt on the sea ice during late September as a young man in the 1970s. These days, he and others in Grise Fiord have to wait until late October or early November before they can venture out onto the ice, but November brings the beginning of the dark season when the sun doesn't rise again until February.

Some scientific studies are predicting an ice-free Arctic during late summers in as little as 15 to 30 years.

"The world has so much at stake ... With all that (shipping) traffic, are we going to be ignored and brushed aside so the economists of the world can be satisfied?

"What if there's a big disaster in

"We are human beings up here, after all. We have our needs as well."

"If people really cared for their planet, that (the environment) should be the priority. I'm so sad. I'm crying in my heart when I hear making money is more important," he said.

"It's important to make money but don't kill our whole planet in the name of industry."

Nunavut member of Parliament Mumilaaq Qaqqaq said the Milne Ice Shelf splitting apart should provide a "wake-up call" to the world.

"Receding ice sheets in the Arctic have been one of the clearest indicators of climate change for decades.

People across the Arctic have raised alarm bells about them for years, but these warnings have fallen on deaf ears," said Qaqqaq.

"For people in the Arctic, (melting) ice makes travel more dangerous and threatens our way of life.

Globally, the loss of ice sheets will accelerate climate change even faster.

"The most recent loss of ice sheets in Canada should be a wakeup call. It is not too late to start taking care of our environment, but we must act now."

First competition between communities to take place since the outbreak of Covid-19

The Rankin Inlet Stealers beat out Baker Lake at the second annual U-16 softball tournament, which took place in the regional capital over the August long weekend.

The tournament featured teams from Whale Cove, Arviat, Baker Lake and Coral Harbour, with two teams from Rankin Inlet.

Each team had to field seven boys and three girls at a time.

"That's how it's always been. It makes the game a little bit more of a community thing," said David Clark, the recreation co-ordinator for the community and one of the organizers of the tournament.

Every team played each other in the round robin before advancing to a standard playoff format with two semi-final games. Clark told Nunavut News the weekend featured some exciting games.

"The two semi finals games were excellent," he said.

In one semi, Baker Lake beat the Rankin Dodgers in extra innings. Clark said there was lots of back and forth scoring between the two teams before it went to overtime.

"It came down to the wire and Baker Lake came through with some big plays in the extra innings."

In the other semi-final, Coral Harbour lost a tough battle against the Rankin Inlet Stealers. Coral was leading for most of the game, but Rankin made a late comeback.

"Coral had a really talented team," said Clark. "It was a close game throughout, but Rankin ended up pulling out the win."

The semis set up an intense final between Baker Lake and the Stealers.

The Stealers came out to a hot start and took an early lead. Midway through the game, Baker Lake came on strong and attempted to make a comeback. But the Stealers ended up pulling away at the end to win the tournament.

"They won the final with a pretty big score differential," Clark said of the Stealers, who finished fourth at the end of round robin play.

"As the weekend went on they got stronger and stronger and they showed their potential in the final."

The tournament was the first interregional sports event to take place ever since the Arctic Winter Games were cancelled in February due to Covid-19.

Clark said the tournament organizers took strict precautions to make sure they adhered to the chief medical health officer's standards.

Each player had to sign a waiver to say they weren't hav-

ing any symptoms as well as contact information including where they were staying while in Rankin.

"If anything did happen we would have that for contact tracing," said Clark.

Clark said it was a relief to finally see youth from around the Kivalliq being able to see each other again in a competitive setting.

"It was definitely nice to see that positive vibe going around – to see some smiles and some happy kids."

Would you drink a beer whose name meant pubic hair?

Exactly.

Hell's Basement Brewery, based in Alberta, thought it would be a good idea to give one of its brews a tough-sounding name. For the past two years, it's sold a pale ale called Huruhuru. The word is Maori and the brewery thought it meant "feather". How sweet and unassuming, right? Welp, with James McCarthy a Maori TV commentator by the name of Te Hamua Nikora gave the real meaning of the word and it's translated to, yes, pubic hair. I'm gonna take Nikora's word over anyone else on this. The brewery apologized – naturally – and said it would rename the brew. This is my shocked face.

SIX-TY SE-VEN! (clap, clap, clap clap clap) To absolutely no one's surprise, the Toronto Maple Leafs lost in the opening round of the National Hockey League playoffs.

Again. The Columbus Blue Jackets took them out and there was no comeback miracle this time.

That means the Toronto Maple Leafs have now not won a playoff series since 2004, which is also the last time the Atlanta Thrashers won a playoff series. Oh, right ... the Thrashers never won a playoff series before moving to Winnipeg.

And just to dig the knife a little deeper, here are some funny money stats because if you know the Maple Leafs, it's all about the Bordens for Maple Leaf Sports and Entertainment (Sir Robert Borden is the face of the $100 bill, by the way): The Leafs' top three earners – John Tavares, Auston Matthews and Mitch Marner, the latter being the highest-paid player in the NHL at $16 million – have a salary cap hit this season of $33.527 million, roughyl 40 per cent of what the Leafs can spend under the cap. The Blue Jackets dressed 11 forwards for the deciding game of their first-round playoff series and their combined cap hit? $34.33 million. A reminder: that's for 11 players.

The aforementioned three players are also the three highestpaid players in the NHL this season ($16 million for Marner, $15.9 million each for Matthews and Tavares). Add it up and you have a trio of dudes who make more combined than the entire gross domestic product of the island nation of Tuvalu.

Good return on the investment, eh?

Now, you Leafs fans out there will probably throw some sick burn my way and tell me about how it's a work in progress

but let's be honest – the Toronto Maple Leafs have been a work in progress since 1968. It's now 50-plus years and counting for the longest active Stanley Cup drought.

Let's hear ya, Leafs Nation! Oh, we did after the Leafs decided to send out a beige "Thanks, fans!" tweet following another season of forcing playoff goulash down their throats.

Ramon Laureano: my new hero I wrote a couple of weeks back about how I would love to

see what would happen if two teams in Major League Baseball decided to get into it, even though fighting and bench-clearing has been banned by MLB for this season because muh Covid.

We didn't have to wait too long as the Oakland Athletics took on the Houston Asterisks on Aug. 9 and Oakland's Ramon Laureano became my new favourite baseball player after he charged the Asterisks' dugout. He was plunked twice by Houston pitchers and had a few words with those hard dudes in the Asterisks' dugout who wouldn't come out and challenge him.

Alex Cintron, Houston's hitting coach (no word on whether he knows how to play percussion on a garbage can), was the main instigator as he jawed at Laureano on the top step of the dugout, goading him to fight and, according to Laureano, made some rather nasty remarks about his mother. Laureano figured he'd heard enough and it was time for action. Laureano ran toward Cintron, who was then shielded by a few of the Asterisks. Both teams got involved and the fun began.

Through all of this, Mr. Tough Guy was nowhere to be found as he hid behind the madding crowd of players, which is typical of someone who loses their intestinal fortitude once they realize that the person they've been jawing at decides to call their bluff.

Make no mistake – Cintron started this whole thing. He and his big mouth needed to be punished by Major League Baseball and it was as he was handed a 20-game suspension on Aug. 11. Serves him right. Laureano got five games and that's fair.

You can't charge a dugout and not expect to be wrist-slapped.

But Cintron got the lion's share of what was handed down and rightfully so.

And finally ...

Good Idea: Having fun with the scoreboard at NHL playoff games.

Bad Idea: Not having fans in the stands to react to them.

The NHL playoffs are continuing in the bubbles of Toronto and Edmonton without any fans but that isn't stopping the guy operating the scoreboard at Rogers Place in Edmonton from having some fun.

One such graphic reminded fans that concession stands would remain open for the entire game, complete with someone opening up a fridge.

Another told fans that the wave was strictly prohibited onsite at the arena while a third urged fans to safely leave their couch following completion of the game.

What would make this even more fun is to have the scoreboard somehow tap into livestreams of fans watching games to see if they could do Kiss-Cams, proposals, drinking games ... wait, scrap that idea. The Kiss-Cam can go off the rails really quickly, right?

Orcas have been sighted at Pangnirtung Fiord since the evening of August 7, according to Pangnirtung resident Melinda Akulukjuk. "They were following a bowhead when we first went to see them," said Akulukjuk.

Normally, orcas can be found around Cumberland Sound but not inside the Pangnirtung Fiord, she said. "Last time they were inside Pang Fiord was years ago," explained Akulukjuk.

She guesses there were

about 20 of the whales in the fiord.

Although the orcas could be seen from Pangnirtung, Akulukjuk ventured out twice to get a closer look.

"I have seen some before while boating but not that close," she said, adding, "it was a bit scary to get too close.

"Growing up we were told to never get close because they can attack if they feel threatened and they can tip over a boat."

According to Akulukjuk, the orcas remained in the fiord for a few days.

NWT MLA takes advantage of travel bubble Yellowknife North MLA Rylund Johnson visited Iqaluit to do some fishing and learn about Nunavut's legislative policies

Yellowknife North MLA Rylund Johnson is taking advantage of the travel bubble to have a five-day holiday in Iqaluit. During his working holiday, he plans to visit some friends, do some fishing and learn about Nunavut's legislative policies.

"I always knew I would get here eventually as part of this job," said the MLA. Johnson was elected as a MLA to the 19th Northwest Territories Legislative Assembly in 2019.

Accompanied by his constituency assistant Cat McGurk, he arrived in Iqaluit on Aug. 5. Now that he's had this first visit to Nunavut, Johnson has been to every province and territory in Canada.

Within two days of arriving in the capital, he has already tasted walrus, polar bear, caribou and maqtaq.

"I really like the availability of wild meat," he said, adding, "We don't really have that in Yellowknife."

He has also taken the opportunity to learn about Nunavut's history by visiting the Nunatta Sunakkutaangit Museum.

Johnson said he is now looking forward to meeting some of the "young and exciting politicians doing great work in Nunavut."

He hopes to see more people take advantage of the travel bubble.

On June 15, Nunavut and Northwest Territories formed a travel bubble that allows individuals to enter each territory without self-isolating.

The MLA will be staying in Iqaluit until Aug. 9 before heading back to Yellowknife.

He plans on taking a cooler full of country food home.

"I'm gonna bring a bunch of maqtaq back for friends ... give it away as a gift," said Johnson.
