Environment Canada expects warmer winter for territory news

Environment Canada is predicting above normal temperatures in Nunavut this winter.

All three regions including the Kivalliq, Qikiqtaaluk and Kitikmeot are predicted to be warmer during the winter months of December, January and February.

Environment Canada meteorologist Sara Hoffin didn't provide specific details as to why her agency believes a warmer than average winter is on the way, stating "that's what our probabilistic and deterministic models are showing at this time," nor could she say whether climate change is to blame.

"We cannot attribute one expected warmer than normal winter to climate change," said Hoffin.

"We can say that as our climate changes, we will expect more extreme departures from normals for temperature and precipitation. Both warmer and cooler than normal."

Based on past statistics from Environment Canada, the average winter temperature in Iqaluit is -25.2 degrees (1981-2010), while the average winter precipitation is 58.3 millimetres (1981-2010).

Last year, the average temper-

atures in Iqaluit for December, January and February were -17.7, -25.5 and -23.6 C respectively. All three months were warmer compared to the 1981-2010 average temperatures for these months of -21.3, -26.9 and -27.5.

Meanwhile, the precipitation as well as El Niño and El Niña conditions are predicted to be normal throughout Nunavut this winter.

The Kivalliq region will continue to be prone to blizzards this winter compared to the Qikiqtaaluk and Kitikmeot regions. People in the Kivalliq are warned to take some necessary precautions, limit their travel, have sufficient food supplies and water and check generators for fuels in case there is a power outage.

Although at this time it can only be said with some certainty that the North (including some areas of the NWT) will be above normal for winter, there is no clear evidence for the rest of Canada, according to Environment Canada.

As the winter season approaches, meteorologists will have a more accurate prediction of Nunavut's winter weather conditions, said Hoffin.

Environment Canada's official winter weather report is expected to be available by mid-November.

Medical trip keeps Dorset mayor off ballot It's just one place in Nunavut where there aren't enough people running for office

There aren't enough people running for municipal council in Nunavut.

Due to a lack of candidates in some communities, appointments to hamlet council and district education authorities will be required and alcohol education committee shortfalls may trigger by-elections.

There's not a full slate of candidates for municipal council in Arctic Bay, Clyde River, Grise Fiord, Hall

Beach, Iglulik, Kimmirut, Resolute, Cape Dorset or Qikiqtarjuaq.

Each of those communities has eight council positions, except for Grise Fiord, which has six.

After councillors are sworn in on Oct. 29, they will decide how to address the vacant seats but there's no possibility of a by-election for council in such situations under the Nunavut Elections Act, according to Dustin Fredlund, Nunavut's chief electoral officer.

He said each municipality could

opt to make appointments from the public or they could select from candidates in a previous election.

Cape Dorset is the only community that had no one register to run for mayor. The options there are for one of the six acclaimed councillors to fill the role as mayor or to hold a byelection for the job.

Timoon Toonoo, Cape Dorset's incumbent mayor, told Nunavut News that he intended to file nomination papers but he was out of the community on medical travel during a portion

of the Sept. 23 to 27 nomination period and didn't feel well enough upon his return to complete the task.

"I was going to run but I couldn't get on the ballot for a vote ... before the closing period," Toonoo said.

He said he believes nobody else stepped up because they thought he was prepared to serve another term.

For the district education authorities (DEAs) that have a dearth of councillors – seven are needed for each – they, like hamlet councils, can appoint from the public or from

past election candidates who failed to get elected. Anyone appointed must meet eligibility requirements, Fredlund stated.

Alcohol education committees follow a different procedure as they fall under the Liquor Act and the Department of Finance. Committee sizes vary by community, ranging from seven to nine. For those with vacancies, decisions relating to byelections, including dates, will be confirmed with the communities over next week or two, he said.

the territory to get a greenhouse. The model they acquired, resembling a seacan, arrived via sealift earlier this summer. The kit needed some assembly, which began last week.

Betty Kogvik, who will serve as the greenhouse manager along with her husband Sammy, said the project came about through a partnership with Arctic Research Foundation, a private non-profit organization and funding obtained by the hamlet.

"This is what we decided to do,

get a greenhouse and have fresher vegetables for the community," Betty said. "When we finally get (vegetables shipped) here in our community most times they're rotten."

Because electricity is the greatest expense involved in operating a greenhouse – it takes close to $3,400 to pay the monthly power bill at the greenhouse in Kugluktuk – the Gjoa Haven operation will use solar panels and wind turbines to help offset costs.

In addition to various greens, the

Kogviks plan to consult with elders who have expressed a desire for plants that have traditionally been used for healing and to make tea.

The Kogviks have no previous experience with crops, so they're looking forward to a steep but gratifying learning curve.

"We're really excited about it. We can't wait to see everything growing," she said.

They're already contemplating a drive to expand the concept else-

where in Nunavut.

"If everything goes well, we'll probably move to another community to train them," said Betty, adding that pricing for the freshly-grown vegetables hasn't been set yet.

About 1,100 people live in Gjoa Haven, which is about 250 kilometres above the Arctic Circle in central Nunavut.

The hamlet receives about 70 millimetres of precipitation each year.

The least part-time job in the land Three Nunavut mayors talk about why they won't seek re-election

Some familiar faces won't be returning when municipal elections are held on Oct. 28.

Joanni Sallerina in Gjoa Haven, Ryan Nivingalok in Kugluktuk and Celestino Uyarak in Iglulik are among the incumbent mayors who are not seeking a return to the top municipal office.

Sallerina, a school teacher who served seven years as community leader over two terms, said he simply doesn't have enough time to devote to the position anymore.

There are too many extracurricular activities that he has to tend to after school to allow him to maintain the part-time mayor's role, he said.

"The community needs to be represented well," said Sallerina. "I didn't feel comfortable in sending somebody else to do my job so I decided not to rerun.

"Right now I'm going to be focusing on the students, our future leaders."

As he reflects on his tenure, he said he's most proud that there is more housing in the community, which is overcoming its financial deficit. Also, there are better mental health supports, although that still remains one of the biggest issues in Gjoa Haven, he said.

"We have a lot of people who need (mental health counselling) and we don't have the services in the community."

As a piece of general advice, he said it will be crucial for the next mayor to develop a strong understanding of municipal and territorial governance and to maintain strong communication with the chief administrative officer.

He also shared part of his philosophy on how he struck a balance over the past several years.

"I always say to myself, I can't make the whole community happy but if I make one person happy a day then I've done my duty," he said.

Focus on family and health In Kugluktuk, Nivingalok said he's opted not to pursue a third term in office for personal reasons.

"I've got to take care of my health ... I'm ready to focus on my family and my health," he said, adding that he has five children at home.

Nivingalok held down the mayor's responsibilities while working for the Kugluktuk Housing Association.

"It's been tough, a struggle. Some days are long, yes," he said. "It has its ups and downs.

It has its rewards and challenges."

Among the rewards have been replacing the hamlet's mobile equipment, getting a quarry running, acquiring new housing and the numerous benefits from the now concluded Moving Forward Together program, he said.

The community also has a new diesel power plant with solar power capacity.

However, there has been considerable turmoil over the past several months since Kugluktuk residents voted to remove alcohol restrictions. The crime rate has risen, the police have been accused of not being responsive and there have been at least three recent alcohol-related deaths.

"It's stressful. I don't want to comment on that. It's a difficult one," said Nivingalok.

One of the projects that Nivingalok and his council have been doggedly pursuing for years is the establishment of a long-term care centre. Although there was nothing announced officially, he hinted that some news may be coming soon.

'The job is never finished' In Iglulik, Uyarak will not appear on the ballot for mayor, but he is seeking a council seat.

He said he and his staff set out to improve the hamlet's finances while also improving pay and benefits for municipal employees and he feels that's been accomplished.

"We did that," he said, adding that the water reservoir and sewage lagoon have been overhauled, corresponding training has been provided to municipal staff, the finance department is also upgrading and an ambulance has been brought into Iglulik for the first time.

Without being prompted, the mayor disclosed what he considers to be his failures: he was unable to revive the Rockin' Walrus Festival, he couldn't get the public radio station fully functioning and his hopes for improvements to the search and rescue program weren't realized.

"But the job is never finished," he said.

"Keep in mind that no matter what you try to do best you don't satisfy everyone. That's

As mayor, Uyarak travels to represent the community and said he meets daily with the senior administrative officer (SAO), including weekends, to strategize.

A former SAO and recreation staff member, he, like most mayors, frequently gets stopped in the streets and takes phone calls

at home at all hours from people with urgent concerns.

"You have to be open to everyone. If you cannot answer right away, you (look) into it and get back to the individual if you can," he said.

"You don't get too excited. You don't get too low. You try not to show it."

Addressing "housing in the North" in so many words is an epic oversimplification.

It comes up a lot in both of the territories we have the honour to operate in.

Likewise for the flip side of the coin: "homelessness." It needs to be reduced, they say, like it's a deficit on a balance sheet, or the amount of saturated fat in your diet. Inventory in a warehouse.

But every year, the pile of evidence, of statistics and studies and stories that show what a complicated web of solutions it takes to move an individual or a family away from the risk of experiencing homelessness, grows.

These studies refer to the "housing first" approach being adopted in more and more places in Canada and the United States. It was born in New York in the early 1990s and in a nutshell argues that the best way to help someone experiencing homelessness is to move them into permanent, independent housing as a first step.

approaches that require a person to meet a set of conditions before gaining access to free or subsidized shelter, like pledging sobriety, are doomed to fail.

How can you break free of an addiction when you're couch-surfing, or worse? How do you prepare for a job interview with nowhere to dress? How do you navigate the justice system when your mind is constantly in fight or flight?

According to Homeless Hub, there are 42 shelter beds in Nunavut and about 97 Nunavummiut stay in one of them each month.

Their website is about to be out of date, though, thanks to the Uquutaq Society, which owns and operates the men's shelter in Iqaluit.

As we reported last week, the non-

profit group is on track to provide the first transitional housing ever seen in Nunavut.

What a whopper of a gap they've targeted (and with nearly $8 million in support from Canada Mortgage and Housing Corporation). The territory's housing corporation is preoccupied with building two- and three-bedroom units and who could blame it? They're thinking about families and hacking away at the three- to five-year wait for affordable housing in the territory, but the single men who access the shelter slip through here, since they would almost certainly be better-suited to a one-bedroom.

In Yellowknife, transitional housing provided to youth at Hope's Haven, to women at the Yellowknife Women's Centre and the YWCA and to men at the Salvation Army's Bailey House are building a pile of evidence of their own. We have every reason to believe that once operational, the Uquutaq's new digs in buildings 1077 and 1079 will make the homeless question a little less complex.

For that, we applaud them.

Climate band wagoners should tackle Nunavut issues Northern News Services

It never ceases to amaze me how people jump on the bandwagon of the day and think they are making a difference. Yes we are concerned about the matter of global warming and how we see, especially up north, the difference in temperatures compared to yesteryear. We are in a situation that we can do nothing about but endure and yet the government of the day is penalizing us with carbon taxes and simply adding to our burden of existence. It has been said before that we in the north live in the highest cost of living index and this has been added to us.

There are situations that are intangible and this is one of them. There are other situations that are tangible and food security and housing are two at the top of the list in Nunavut.

Why not jump on this bandwagon and make a loud noise with huge banners showing the politicians and leaders that we mean business. By meaning business we are saying out loud that people are hungry and literally homeless.

I wish the folks who like to be in the limelight would catch the gist of this and lead the band wagon in an open well-orchestrated march in all the communities across Nunavut and end at the Legislative Building in Iqaluit and remain there until those responsible for ensuring our people that their food security and housing will be dealt with expeditiously.

This is not a light matter that is mentioned over a cup of tea, but a serious situation that is affecting everyone across Nunavut. It hampers the young in a good night's sleep with a hot breakfast before school. It relieves the pressure of the teenagers in a safe and happy home. It continues to build the relationship between spouses with a dream and vision for the future of their children and grandchildren. This is the band wagon that must be seen and heard.

the intention of our government. During the campaign, all who are in the House said they would work hard for their constituents and make sure that education would be looked at closely, housing would be addressed, family services would ensure guidance and counselling and assistance, justice would look for better approaches in institutional programming with more cultural relevant programs.

I could write many more pages on the intent of representation but time and space is not available.

I think you see what I am driving at. We are allowed to hold our members of the legislative assembly accountable and aware that we see and hear what is happening and not happening across Nunavut in the health and well-being of all Nunavummiut.

Remember the Inuit Qaujimajatuqannit Principles and what they stand for: respecting others, relationships and caring for people; fostering good spirits by being open, welcoming and inclusive; serving and providing for family and/or community; decision-making through consensus; development of skills through practice, effort and action; working together for a common cause; being innovative and resourceful and; respect and care for the land, animals and the environment.

Now is the time that we all can be proactive and work together in addressing food security and housing needs across Nunavut.

Sensitive health files leaked ᓄĪØflî

Pharmacy patient documents discovered at Rankin landfill

The North West Company has recently issued a public information release notifying Kivalliq residents that materials containing health information were recovered from the Rankin Inlet landfill site this past Feb. 28.

The release went on to state that the information belonged to patients of the previously operating Sakku Drugs in Rankin (since purchased by the North West Company) and

contained patient names, health card numbers, dates of birth, prescribed medications and the community of residence for the involved patients.

It further informed Kivalliqmiut that the Northern Pharmacy dispatched staff members to retrieve any relevant information immediately upon learning that sensitive health materials had been located at the landfill.

It is not believed at this time that anyone else viewed the files except for the person who found them at the

landfill site.

"The North West Company privacy officer has determined that a privacy breech occurred since the materials were found in a public location," stated the release.

"To date, we have no evidence that any materials were viewed by any outside party other than one community member who informed our Northern Pharmacy about the materials being located at the landfill."

The company stated that all materials retrieved from the Rankin

Inlet landfill were brought to the Northern Pharmacy and placed into secure storage.

It further stated that the Government of Nunavut, the information and privacy commissioner of Nunavut, and the office of the privacy commissioner of Canada have all been notified of the privacy breech.

"The North West Company has security measures in place to prevent policy breeches, including all confidential information that is required to be retained by law is securely stored

in units clearly labelled as to the contents therein," stated the release.

"Confidential information retained

by Northern Pharmacy is stored in locations not accessible to the public, and personal health information is retained and destroyed according to our pharmacy services policies and procedures on retention and destruction of patient records.

"Pharmacy managers with the North West Company Inc. received privacy training in January of 2019 at the company's annual conference."

Students and staff at Netsilik School in Taloyoak were among their peers from across the territory to participate in "Orange Shirt Day" on Sept. 30. The annual day of recognition is intended to increase awareness of the residential school era and the impact it had on Indigenous families.

Solar panels almost ready for use at arena

Kinngait/Cape Dorset Solar panels installed atop the Cape Dorset arena over the summer are only in need of a final sign off from the chief electrical inspector before they begin generating power, said Will Sandoval, the community's recreation director.

The two dozen panels were paid for through the gas tax fund, although the hamlet had to make in-kind contributions, he noted.

Sandoval is hoping that the panels can offset the building's power bill by 10 to 15 per cent.

"It's hard to say until we actually have it running for a year," he said, adding that the fan system used to cool the arena to enhance the natural ice-making process draws a lot of power.

Solar panels were also put in place at the Gjoa Haven arena this summer.

"With other communities installing them and hearing some of their stories saying yeah, they've been saving some money," said Sandoval. "There have been very positive reviews on it."

In Iqaluit, where 40 solar panels were installed in 2016 for close to $100,000, the annual savings has amounted to almost $9,000, according to Amy Elgersma, the city's chief administrative officer.

"We have had very few issues," she said. "One panel was damaged by vandalism but we were able replace that panel.

Occasionally snow accumulation prevents the solar panels from achieving maximum efficiency, but we are able to remove snow and generally the snow blows off easily on its own so it's not a significant issue."

Appreciation for the fill-in postmaster

Kugluktuk Kugluktuk's post office was shut down for a week when the community's post master resigned for personal reasons with little notice on Aug. 30.

Postal employee Bo Wallenius from Cambridge Bay was on a plane to Kugluktuk in early September and restored the vital flow of mail as of Sept. 9.

Barb Adjun has been impressed with Wallenius's customer service skills and pleasant disposition despite putting in long hours. She decided to bake him some bannock and encouraged other residents to give him snacks as well.

"He's a nice guy, who needs a good deed brought to him," said Adjun.

Wallenius is a 10-year veteran with Canada Post.

"Things are going swimmingly for me," he said of his stint in Kugluktuk.

It didn't take him long to sample Adjun's bannock.

"It was very, very good," he said.

Meet Mr. Gross Mouth

Nunavut

You may have heard of Mr. Potato Head.

Well, make room for Mr. Gross Mouth.

The Government of Nunavut has placed a tender seeking a supplier of 25 units of Mr. Gross Mouth so one can be shipped

to each Nunavut community as an interactive educational tool.

The product, which retails for US$146 on the Health Edco website, helps students understand oral health risks related to tobacco use, such as damage to the gums, teeth and tongue. Mr. Gross Mouth reveals cavities, tooth loss, receding gums and cancerous growths on the upper plate, tongue and gums.

The gadget will reside with the community oral health coordinator, nurses or community health representatives, who will use it as a teaching tool, usually during school visits.

The new Mr. Gross Mouth units will replace aging and broken models, according to the Department of Health.

The key health messages conveyed through Mr. Gross Mouth are that all tobacco products are harmful, including smokeless tobacco; nicotine is addictive; and using nicotine-replacement therapy gum and patches, along with counselling, are effective ways to stop using tobacco, including the smokeless variety, according to the Department of Health.

Trade shows are big stops on the trail and the Kivalliq Trade Show was no exception with Conservative candidate Leona Aglukkaq and Liberal hopeful Megan Pizzo-Lyall making their

presence felt in Rankin Inlet on Sept. 24 and 25.

Armed Iqaluit man barricades self with kids

Police say two children were kept barricaded inside an Iqaluit home for more than 10 hours by a man brandishing a gun Wednesday.

Iqaluit RCMP laid seven charges against Oolayou Shoo, 24, including assault, assault with a weapon, careless use of a firearm, unsafe storage of a firearm, possession of a weapon for a dangerous purpose, pointing a firearm and unauthorized possession of a firearm.

The police responded to a domestic violence-related call in the 200-block area, where a man was inside a home with two children and refusing to surrender.

Mounties began a dialogue with the man but he responded by pointing a firearm through the window and demanding that the police leave the area, according to an RCMP news release.

The neighbourhood was closed off to the public and crisis negotiators spent 10 hours trying to conclude the ordeal. Finally, the man was arrested while trying to flee the residence on an all-terrain vehicle, the RCMP stated.

Hope Bay mine fined for 2015 leak

Nunavut Gold miner TMAC Resources has been ordered to pay a $50,000 fine as a result of violating the Fisheries Act. The case, resolved in the Nunavut Court of Justice on Wednesday, dates back to December 2015. Federal enforcement officers launched an investigation and found that the mining company had released liquid waste containing a harmful substance into Doris Creek, near the Hope Bay mine property, which is approximately 150 kilometres southwest of Cambridge Bay. The Government of Canada didn't identify the substance in question nor the quantity of it in its news release.

TMAC Resources pleaded guilty to the offence.

The fine will go into the federal government's Environmental Damages Fund.

As well, the company's name will be added to the Environmental Offenders Registry.

"The Government of Canada enforces the laws that protect Canada's air, water and natural environment and we take pollution incidents and threats to the environment very seriously," the government's news release states.

Child exploitation charges

Iqaluit/Nunavut An Iqaluit man is facing four charges as the result of an investigation begun on Sept. 23 into allegations

against him by the Iqaluit RCMP, with the assistance of the newly formed Special Victims' Unit.

As a result of the investigation, Craig Dunphy, 55, of Iqaluit was arrested and charged with two counts of luring a child, one count of procuring a child and one count of sexual exploitation of a young person.

The investigation is ongoing and the RCMP asks anyone who may have information on Dunphy's activities, to contact Iqaluit RCMP in person or via phone at 867-979-0123.

As of press time, a date had not been set for Dunphy's first court appearance.

Unified orthography

Rankin Inlet/Nunavut The Inuit Tapiriit Kanatami (ITK) board of directors agreed to move forward with a unified orthography, or spelling system, for Inuktut during its recent meeting in Rankin Inlet.

The new orthography will be implemented as an auxiliary system alongside the existing orthographies used regionally.

The Inuktut Qaliujaaqpait orthography was developed by Inuktut language experts during the past eight years.

Throughout that time, members of ITK's Atausiq Inuktut Titirausiq task group and, later, the Atausiq Inuktut Titirausiq development team, consulted widely with elders, teachers and other key users of Inuktut.

There are nine different Inuktut writing systems across Inuit Nunangat introduced since the mid-1700s.

Inuktut Qaliujaaqpait has been developed by Inuit, for Inuit. It is a common set of symbols for Inuktut sounds that allows written text to reflect spoken words in any dialect of Inuktut.

Inuktut Qaliujaaqpait is based on the Roman alphabet, which is already used as a primary or a secondary script in all regions of Inuit Nunangat.

Breaking the stigma of mental illness through comedy North Arctic Comedy Festival returns for second year

The "biggest and best" Arctic comedy fest returns to Iqaluit for its second year Oct. 11 to Oct. 12.

After last year's success, the North Arctic Comedy Festival will now expand its audience by performing in Yellowknife on Oct. 9 and Oct. 10. It is committed to providing opportunities for Arctic based comedians and bringing some laughs up North.

The event aims to raise awareness and support for mental health issues, according to the Crackup Comedy organizers based in Ottawa.

"My favorite part is connecting with local comics and seeing them grow and improve their craft," says John Helmkay, one of the organizers of Crackup Comedy.

For the second year, this comedy fest is aiming to raise funds for Kamatisiaqtut, a Nunavut help-

line, which helps to serve those who are experiencing emotional crisis.

"Laughter is the best memory with family and friends, you can smile and laugh at something that happened years ago and giggle and feel better just like that. That's not a bad thing every now and then. That's why people should come out and support events such as these," said Iqaluit comedian Peter Autut in an email to Nunavut News.

Iqaluit comedians Bibi Bilodeau, Peter Autut, Mary-Lee Aliyak and Wade Thorhaug, along with comedic duo Samasuni Fortin and Bernard Choquette, make up the Nunavut contingent of performers. The program also features well-known comedians from across Canada, such as Mary Walsh, Howie Miller, Big Daddy Tazz, Derek Seguin and James Mullinger.

Many of these comedians plus

Alex Sparling, a Vancouver-based comedian originally from Yellowknife, will also be performing in Yellowknife.

With 900 people attending last year, the Comedy Fest organizers are hoping for an even bigger turnout this year. Helmkay encourages people to help support local talent and celebrate Mental Illness Awareness Week by coming out to these events.

"Laughter is healing and we could all use a break from daily challenges," says Helmkay.

The two evening shows on Oct. 11 in Iqaluit are scheduled to start at 7:00 p.m. and 7:30 p.m. at the Frobisher Inn and Franco Centre respectively. The Saturday finale will take place at 7:00 p.m. on Oct. 12 at Frobisher Inn. For all events, doors open 30 minutes before showtime.

There are plans to have the festival take place in all three Arctic territories by 2020.

Renovations not a permanent fix but a 'short-term fix to a long-term problem'

It may not be the perfect solution but folks in Rankin Inlet have a lot more space for gatherings and celebrations after renovations were recently completed on their community hall.

Recreation co-ordinator David Clark said the hamlet applied for funding for the project through the Government of Nunavut's (GN) gas-tax fund.

He said the proposal included the renovations to the hall, as well as turning the former hockey dressing-room area (formerly the swimming pool) into the new fitness centre.

"We haven't completed the fitness-centre part of the work quite yet because we were in a hurry to get the community hall finished in time for the Kivalliq Trade Show," said Clark.

"Now that's done, so the focus is now on completing the fitness-centre part of the project."

Clark said the project is "a good facelift that we desperately needed at the rec hall and it's going to benefit a lot of people in our community.

"But, at the same time," he continued, "this is a short-term solution to a long-term problem we have. We still need a new community hall, but this is a five-year solution that will benefit almost everyone and who knows what happens after that."

The hamlet contributed about $50,000 into

the effort, with the Rankin Inlet Fitness Society donating $25,000 and the GN putting in $250,000, said Clark.

The work involved relocating the community radio station, removing the upstairs mezzanine that housed Clark's office and a minor hockey storage area, as well as removing the dressing-room areas to add the extra space.

Work was also done to improve the stage and a $22,000 grant was approved by Nunavut Recreation and Sport to purchase and install a new sound system in the community hall.

Clark said the staff should be trained on the sound system when a company representative arrives within the next few weeks.

He said the sound system for the new arena should, hopefully, also be installed within a month or so.

"The sound system for the new arena wasn't part of the tender, so the municipality had to absorb the cost for that and, once we get inside the building, we'll be installing our own PA system," he said.

"We're hoping the hall's sound system will be ready to go before the fire department's Spookfest fundraiser, but I have to be sure my guys know how to set-it up properly before we go about that."

Clark said he's pleased with the work done on the community hall to date.

He said the main benefit of the renovations was adding needed space to the hall.

Learn to kayak Iqaluit The Iqaluit Aquatic Centre will be full of kayaks on Monday evenings for the foreseeable future and for good reason.

The Qajakkut Club will be hosting kayak lessons at the centre each Monday evening with two sessions each night. It all begins at 8 p.m. with session No. 1 followed by a second at 8:45 p.m. There is a limit of eight participants per session and anyone who wants to take part must be at least 16 years of age.

It's all designed to introduce the fundamentals of kayaking and to get in some extra practice. Participants are welcome to bring their own kayaks if they please.

Get ready for a war in college sports

Remember those times when you were an athlete in college or university and wondered whether it would be cool to get paid for doing what you did and then find out that it was illegal and you couldn't profit of anything you did?

Good times.

This is exactly the fight going on in the U.S. as it pertains to college sports. The National Collegiate Athletics Association (NCAA) is a monster when it comes to post-secondary sports and it is a billiondollar organization. Athletes and their supporters have long clamoured for a piece of the pie and they may soon get it with James McCarthy … if they go to school in California.

Gavin Newsom, the state's governor, signed a bill into law earlier this month which allows for athletes to hire agents and begin to make money on endorsements ranging from sneakers to soda pop. There are similar bills going through the legislative process in New York and Florida with South Carolina not too far behind.

And the war is about to begin.

Now, I'm of the mind that if you're a student-athlete, school comes first. You're there to get your education. If you want to leave school early, that's on you. Plenty of collegiate athletes do so, some go back to finish their degrees in whatever they planned on majoring in and that's fine. The lure of money is tough to push back on.

Here's where I have a problem: if the school is making money off of your name and likeness and you aren't getting a cut, that's wrong. The NCAA has made plenty of money off of the players for years and it has to change. In the free market, which is still the best system in the world, why shouldn't someone be able put some money in their pocket through their name?

The big money in U.S. college sports is in football and basketball, always has been and always will be. Those are the two sports which will most likely be targeted and you can bet players who are 13 and 14 years old now and are being sized up by the big colleges can't wait to get into college now. It will make for some interesting recruitment battles.

And therein lies one of the big problems with this.

You don't think California won't get a huge advantage by enacting this law? Imagine if you're a athletic scout for UCLA or Stanford or USC. You're traversing far and wide looking for kids to sign on the dotted line. Come to our school, they'll say. We have a great program, wonderful facilities and, oh by the way, did you know that if you come to California, you'll be able to make money while going to school?

You can bet your last toonie the NCAA will be fighting this part of it. It's already indicated that the law will give California schools an unfair advantage and warned those schools may be banned from its post-secondary competitions such as the Bowl Championship Series and the Final Four basketball tournament.

As a private company, the NCAA can do as it pleases. It can set the rules for its tournaments and competitions as it sees fit. Membership in the NCAA is voluntary and if schools don't like the rules, they don't have to take part. The answer to that for California schools would be to simply set up their own shop. Nothing is stopping them from doing that and it could also trigger a violation under Section 1 of what's known as the Sherman Act. The interpretation could be that if the NCAA bans California schools from competing in its playoffs, it could constitute an "illegal form of wage fixing and an illegal concerted refusal to deal."

In other words, if the NCAA told the California schools to put a lid on this, those schools could simply turn around and sue. After all, the California schools would simply be complying with state law and the NCAA would be seen as forcing them to contravene said law. Undue pressure and duress – two things you don't really want to be accused of when it comes to academics.

So California has fired the first show across the NCAA's bow and you can bet there will be a response from the NCAA, one which California may not like.

In any event, let war commence.

The Kivalliq Trade Show is more important to the region's economy today than ever before, said Nunavut Development Corp. president Darrin Nichol.

The show wrapped-up its 10th anniversary gathering on a successful note despite Mother Nature's unco-operative mood last week in Rankin Inlet.

Nichol said the Kivalliq Trade Show Society does a wonderful job with the event, which people across the North look forward to attending every year.

He said although a few presenters had to fly over due to the thick fog that blanketed Rankin for a couple of days, everything else went well and the show's 10th gathering was another great effort by everyone involved.

"We lost a few booths from Iqaluit to the weather but all the people who needed to be there, were there," said Nichol.

"The show plays more of a viable role in the Kivalliq economy today than it did 10 years ago because the economy of the region has changed so much during that time.

"The whole territory has evolved and the commerce and trade that plays out now is essential at a number of different levels, and it's never been more important to connect different businesses and merchants from around the Kivalliq – around the North

for that matter – to come together and find ways to support each other, do business, source out new ways to make money and advance the bottom line of their operations.

"That's critical right now because there's so much going on. These are very exciting times."

Nichol said it's not so much about what you would have seen on the trade floor show 10-years ago compared to today, because there's a whole-new vibe and attitude surrounding the Kivalliq economy in 2019.

He said there's now a sense of optimism with the region's economy that, arguably, may not have been that prevalent a decade ago.

"In many ways Nunavut, especially Rankin Inlet, are the envy of towns around the world, given the economic opportunity that exists here now that didn't necessarily exist here 10-years ago or preMeadowbank (gold mine)," he said.

"It's amazing what's happened and it's critical that we continue to plug-in the various components of that – including governments, small business people and the various chambers of commerce – to give them the opportunity to collectively gather to discuss issues on a business-tobusiness basis, and then open it up to the public to come in and observe who's at work in our region.

Nichol said the dramatic change in the Nunavut economy during the past decade has brought with it a lot more engagement with Nuna-

vummiut, Nunavut-based businesses and Inuit-owned firms in its ongoing development than what used to exist.

He said that engagement can only mean more good things ahead for the still developing Nunavut economy.

"This is commerce playing out in a free market and Nunavut-based businesses have been quite intuitive and aggressive in finding ways to take advantage of the opportunities that have presented themselves," he said.

"And it's not necessarily

just about businesses. It's also about individuals, the labour pool, and the emergence of the new Nunavut middle class that has money and will likely drive overall change in this territory for many years to come as a result of all this economic activity."
