Dog races, tea making and snowmobiling all a part of Toonik Tyme experience

Festival season has kicked off in Nunavut and Iqalummiut were excited to take part in all sorts of public events for Toonik Tyme April 8 to 17.

One resident was just excited to have the chance to be able to partake in public events once again following the end of the public health emergency in Nunavut.

“I’m seeing people act socially like this (for

the first time) in two years,” said Iqaluit resident Steve Snowball.

Stephen Branston, who recently moved to Iqaluit, was participating in the Inuit games on Immiqtarvimminiq Lake along the Road to Nowhere.

“This is a really fun game for me because I actually got to take part in a similar sort when I was living in a First Nations community down in Ontario,” he said.

There were also a number of Elders events taking place at the Elders Qammaq near the Elders Home which recently reopened.

Throughout the week bingo, tea party and fashion events were held at the Qammaq, bringing the celebrations closer to Nunavut Elders.

The main focal point of Toonik Tyme however were the dog sled and ski-doo races taking place further out on the sea ice.

Two sisters, Maisy and Meeka MacDonald took part in the kids dog sled race. “(It was fun) because even if you lose last place you still get a prize,” said Maisy, whose favourite dogs were Nuna and Echo – “they were the only girl dogs.” Meeka’s dogs were Carl and Kodiak.

There were also 50 participants in the two kilometer ski-loppett, the winner of the loppett Tommy Tremblay won an Arctic Char as the top prize.

Nunastar and City of Iqaluit resolve issues to help further future land development MOU signed to work on matters

The City of Iqaluit and Nunastar Properties Inc. have signed a memorandum of understanding (MOU) to work together and help resolve historical lot encroachment by the city on lots leased to Nunastar.

In November of last year, Nunastar presented a proposal to the city to help cap city costs for the realignment of a section of Palaugaa Drive, which stretches from the Aquatic Centre down to Queen Elizabeth Way. Previously the city’s position was not in support of road realignment due to the costs it would entail for the City. With this MOU, Nunastar would be the one to undertake the road realignment to create a proper road right-of-way up to municipal standards.

“The city’s contribution will be capped at $500,000 for the land acquisition and road construction works,” said Michelle Armstrong, a consultant planner with the City. The City will also be responsible for the legal survey to dedicate Lot 21 as a road parcel as part of this new road realignment.

The realignment will help remove public encroachment on lots leased to Nunastar.

Without this, the estimated cost to undertake this work would be approximately $975,000, this deal helps mitigate risk for the city.

“We have been working with the city over 12 years on these issues and finally there are practical solutions being proposed which will enable all stakeholders to move forward,” said Ed Romanski, president of Nunastar Properties.

“The City’s cost and risk exposure is limited,” said Romanski.

The lots which are encroached on specifically are 9-1, 92 and 192, Nunastar wishes to redevelop two of those lots with 120unit residential apartment buildings, the current name for this project is Sky. “This is the only known example of a public road that passes through a leased lot without a surveyed road allowance so there really hasn’t been any previous experience to draw upon to resolve this issue,” said Armstrong. The MOU will help move this issue forward, she added.

Councillor Romeyn Stevenson, said it’s important to undertake work such as this in order to help grow Iqaluit.

“We need to continue to find these problems and resolve them

Iqaluit mayor Kenny Bell praised Nunastar for working with the City on resolving these issues, saying it’s a “great deal for the City and a great deal for Nunastar.”

“It’s a long-time coming, as we can see yes we’re spending $500,000 to fix the situation but if we had to remove that road it would have cost a lot more and we will be receiving a lot more intact revenue from the two properties that we’ve built on that location,” said Bell.

Nunastar plans to further develop Astro Hill with additional

residential projects currently planned such as Sky, Pinnacle and Lookout. Work is also currently being done on another project, Gate. Additional commercial space is also being planned for the area.

If completed these will result in 250 new units in downtown Iqaluit.

“The result in the end will be more residential unit and commercial development in our community,” said Romanski. “We will continue to be a make developer in Iqaluit.”

“We’re happy, you’re happy, everybody’s happy,” said councillor Joanasie Akumalik.

Nunavut Senator Dennis Patterson appears on a list of 87 senators who have been banned from Russia, according to a statement from the Russian Foreign Ministry on April 13.

This, according to the the Russian Foreign Ministry, is in response to a number of sanctions announced by Canada on March 24, for “trying to be at the forefront of the Russophobic course of the current US administration.”

“I consider it to be an honour,” said Patterson.

On Feb. 24, Russia invaded Ukraine, causing countries and organizations around the world to react to the deadly aggression.

Patterson has spent some time in Russia back when it was the Soviet Union, as part of cultural exchanges.

“I have travelled throughout Russia and the Soviet North.

I’ve been involved in exchanges between the Canadian (North) and Soviet North and the Indigenous people we met (there) are good people,” he said.

Patterson said the Russians “made a choice” — a choice that has impeded work on the Arctic Council, which the Russians most recently chaired.

The Arctic Council is currently on hiatus due to the ongoing war between Ukraine and Russia.

“I’m very disapointed that the horrific war launched by the Russians has disrupted the work of the Arctic Council, which has functioned very effectively without issues of defence or security getting in the way of important cooperation of science, social issues and economic cooperation,” said Patterson.

He added that he has “no desire to return to Russia” as long as its President Vladimir Putin is still in charge, calling him an “immoral tyrant.”

Rankin Inlet’s iconic spring festival is coming back in full glory, with other communities

invited, Ski-Doo races, dances, games and, finally, zero pandemic restrictions.

“Our winters are long enough, but the two years without enjoying spring was even longer,” said Deputy Mayor

Martha Hickes.

“We’ve waited two long years for it. We’re excited about the celebrations coming up.”

The event is scheduled to start Monday, April 25, and run

ᕿᑎᒃᑕᐅᓲᑦ ᐸᑲᓪᓚᒃᑎᓪᓗᒋᑦ ᐃᓗᐃᑦᑐᕈᖅᓯᒪᓂᐊᖅᑐᑦ 2022-ᒥ.

until Sunday, May 1, kicking off with a community feast in the rec hall, followed by ‘fear factor’ and a square dance.

On Tuesday, April 26, an Elders breakfast and games will open the day, with bingo

in the afternoon, a mini SkiDoo race on Williamson Lake, target shooting at the shooting range and a teen dance to finish the night.

Scavenger hunts, a Scrabble tournament, more square

dances, community games and a kid’s carnival will precede the opening of the adult SkiDoo races in the Kivalliq Snow Challenge, set to begin Friday, April 29.

“The whole town goes down to the sea ice,” said Hickes about the snowmobile races.

“That’s the funnest time.”

Bobby Misheralak, president of the Kivalliq Snow Challenge, said he’s looking forward to seeing racers have a good time competing. There are five race categories this year: ladies, juniors 18 and under, seniors 19 and over, masters 35 and under and veterans 50 and under, plus children’s races on Williamson Lake.

“We know competition will be going on right from the first race,” said Misheralak. “It will be intensive as always with all the categories. Anything can happen - breakdowns and wipeouts are always factors.”

There are always medics on site and the committee tries to ensure the races are set up in the safest way possible, he said.

“Good luck to all who are joining the races this year,” said Misheralak.

And finally again, those in surrounding communities are welcome and invited.

“We’ll be able to see our friends, be able to see our family from across the region, and not have to treat each other as if we’re poisonous if we go near each other,” said Darren Flynn, senior administrative officer with the hamlet.

He thinks people are going to enjoy the festivities this year as things finally get back to normal.

“We still know that we have Covid, but we’re now learning how to live with it as it goes on,” said Flynn. “This is going to be just great for everybody.

It’s a complete departure from the last two years. Everybody’s looking forward to it.”

Federal budget is full of interesting numbers, but light on details Northern News Services

‘Tis the season for piles of cash to be promised toward the many projects and problems facing both the territory and the country.

Overall, the April 7 federal budget sets aside $31.2 billion in new spending over the next five years and projects a deficit of $52.8 billion.

Some details may yet be sparse, as Nunavut Senator Dennis Patterson stated in Iqaluit April 12, but there are some promising monetary commitments waiting to be fleshed out.

The budget acknowledges “Canada’s Northern communities face unique housing needs due to higher construction costs, shorter construction seasons, infrastructure gaps and the effects of climate change that are increasing as the North has been warming at roughly three times the global warming rate.”

The document commits $845 million over seven years to support housing in Inuit communities and $60 million over two years for the Government of Nunavut (GN) to support affordable housing and related infrastructure.

It’s a good start, sure, and nearly triple the promised amount outlined in the 2018 budget, but it only scratches the surface of what is a $3.5 billion –

and growing – problem.

With inflation on the rise, as well as the population, need will only increase.

Northern Affairs Minister Dan Vandal points out there are still billions in other federal housing funding pots that Nunavut “has a right to get” but while we’re in the midst of solving so many concurrent infrastructure issues it’s a little callous to remind us we’re welcome to apply for other programs.

Nunavut Tunngavik Incorporated, the GN and the federal government will be working together in a tripartite agreement to tackle the housing issues, something Premier P.J. Akeeagok said he was especially pleased about.

“It’s exactly these very important issues, such as infrastructure, the housing issue, where we’re going to have to pull our limited resources to address long-standing issues,” he said.

Another impressive sum, introduced in Budget 2021, is the $1.4 billion over five years to “maintain and transform” essential healthcare services for Inuit and First Nations, which is inclusive of funding to support reliable access to clean water for First Nations communities.

Of that, $228 million was announced for trauma-informed, culturally appropriate Indigenous-led services for mental health, which was “tailor-made for

Nunavut” and the issues the territory faces.

This significant federal announcement may help ensure that existing projects are able to access backing to keep them going, and that other initiatives can get their feet off the ground without having to fight as hard for recognition of the incredibly important work they do.

The biggest remaining question mark is, what of the $6 billion allocated to defence will go toward bolstering the Arctic?

Last week, Nunavut News featured commentary from retired Col. Pierre Leblanc, who makes a case for further developing Resolute Bay as a security hub for the Arctic, noting much of our technology is obsolete, or sorely lacking, especially compared to Russia’s Arctic defences.

Patterson was equally concerned.

“Russia has a smaller GDP than Canada, yet they have managed to fund icebreakers, bases, airfields and ports, all across their Arctic coast. Canada’s infrastructure in the North is embarrassing by comparison and I’m hoping we’ll get a fair share of the $6 billion that’s provided in the budget.”

With luck, we won’t have to wait for a year or two of strategically communicated press releases and events to reveal all those important details.

Angela stepped outside her family home late 2010; five minutes later, she was gone

This COLD CASE is the first of a two-part series exploring what happened to Angela Meyer. It was originally published in Nunavut News’ sister publication Yellowknifer, Feb. 25, 2022.

The night before Angela Meyer went missing, her mother remembers she wanted pasta.

Kathy Meyer had just finished work and drove straight to Stanton Territorial Hospital to sign out her daughter, Angela, for dinner with the family on a Friday night.

The 22-year-old was receiving treatment on Stanton’s psychiatric ward for schizophrenia and myriad other health issues.

“We wanted her as much as possible, to make her life as normal as possible,” Kathy said. “We didn’t like the idea of being in hospital.”

Kathy and Angela met with her sister Candace and younger brother Brett at Diamante Restaurant on Range Lake Road. Angela’s father Dean and older brother were out of town.

Angela ordered her favourite cannelloni and sipped a diet soda — always diet — Candace told Yellowknifer.

“She was kind of in a state, again, not saying much. Quite passive. But she ate her supper. She had a big appetite because of her medication,” said Kathy referring to Angela’s cocktail of antidepressants, anti-psychotics and insulin. “She’d go days without talking, sometimes just saying yes or no. But she loved her family.”

Over dinner, they made a plan for Angela to sleep over the next night at the family home and watch Saturday Night Live, her favourite show.

They also discussed her upcoming move to an independent living home in Edmonton.

“She liked the idea of living in a city but she was scared.” Kathy said, reminding her daughter that her work at the airline meant she could visit Angela often.

Despite appearing withdrawn, Angela seemed to look forward to these plans.

After dinner, Kathy signed Angela back into Stanton just before the wing’s 8 p.m. curfew.

On Nov. 27, 2010, the next day, after Candace finished her shift at Buffalo Airways around 12:30 p.m., she signed Angela out at Stanton for the sleepover, as planned.

The two were close: born “one year, one month, and one day apart,” said Candace.

Coffees on Saturday was their thing, so amid all the change and stress that Angela’s illness brought, it felt good for the sisters to be doing something routine.

The two arrived at the Meyer family home on 52 Street around 1 p.m., a cozy white cottage with red accents, and a front and side porch.

At about 1:20 p.m., Kathy gave Angela a cigarette and she stepped out on the side porch to light up.

“Candace went to check on her just a few minutes later — she’s still there,” Kathy recalled.

About five minutes later, when Angela hadn’t returned, Kathy checked the porch.

Angela was gone.

Kathy’s motherly instincts kicked in. Something was wrong.

“So I started scouting all over the place; yelling her name up and down the road,” said Kathy.

“Have you seen Angela?” Kathy asked the worker. “No, no.

Haven’t seen her,” he replied.

It was -20 C and Angela was in black yoga pants, short grey boots, and a brand-new white Helly Hansen jacket that her parents helped pick.

“How far could she have gone? She wasn’t even dressed for the weather” said Kathy.

Plus, she didn’t like the cold and left her medication.

At that point, Kathy’s biggest lead was that Angela would talk to anyone.

“She would ask people for a smoke and usually they gave her one,” she said.

From Bruno’s, Kathy ran another 60 metres to Dorset Apartments.

A lady was smoking outside and Kathy asked her if she’d seen Angela.

The lady said yes — she gave Angela a cigarette.

Kathy ran back home and called the hospital, figuring that Angela may have become overwhelmed and walked there.

“She’d wandered off a few times before,” said Kathy.

Kathy said the nurse on duty told her to delay reporting Angela as a missing person. They advised her to call the RCMP at 5 p.m.

She started pacing. No, I can’t wait that long, she decided.

Less than an hour from when Angela went missing, Kathy picked up the phone and called the RCMP. Twelve years later, Angela is still missing.

The family is trying to piece together those final hours in fragments: a possible sighting, the white jacket, that she

wanted pasta the night before she went missing.

“It’s such a lonely thing, for each of us,” said Kathy. “What could have happened?”

Police response “Initial investigators gathered clothing and appearance details and commenced searching for her at various locations around Yellowknife,” said Cpl. Mike Lewis of the Yellowknife RCMP. The search for Angela quickly gained momentum — the RCMP were joined by firemen, off-duty officers, bylaw officers and even tourists knocked on doors looking for her.

“Media releases were conducted and Angela’s photo was released to the public in hopes to generate any information on her whereabouts,” said Lewis.

The initial report described Angela as a five-foot-ten Inuk woman weighing around 230 pounds It was also stated she was wearing a white Helly Hansen coat when she disappeared.

The RCMP received a handful of tips, some claiming they saw the young woman in a disoriented state.

“Angela was believed to have been sighted in the Ptarmigan Road, Con Road, and Con Trailer Park in the afternoon and early evening hours of Saturday, November 27,” said Lewis.

However, “there is no definitive answer to her last known location beyond her own residence,” he added.

In these tips, Angela was wearing a black and red jacket — not her white coat.

At the time of her disappearance, Angela was staying on the psychiatric ward at Stanton Hospital to treat her mental health issues and she still had access to her shared accommodation on Ptarmigan Road.

Kathy is unsure of the exact circumstances but at some point during the investigation, the white coat Angela was wearing was found at her shared apartment.

Her black and red Arctic Winter Games volunteer jacket was missing.

Kathy believes that after Angela left the porch, she stopped by her old apartment and switched jackets.

During one search, a black and red winter coat was located, “but it has not been confirmed that it belonged to Angela,” said Lewis.

In January 2011, the Meyers led another search for Angela across Yellowknife.

“A good number of people we know, good friends, they assisted us. We were overwhelmed with the amount of people concerned with finding Angela,” Kathy said of the 250 volunteers when the family expected 50 or 60.

Again, the search yielded nothing. All that the Meyers have left are theories.

“We’ve just put our trust in the RCMP to do what they have to do because that’s what their profession is,” said Kathy. “It’s very hard to be actively active in a cold case when you have to live day to day and life goes on.”

Mental health training session addresses challenges young people face

Dealing with substance abuse and mental health crises aren’t just conceptual for youth – it’s often their lived experience – and that was why a mental health training program in Rankin Inlet focused on addressing the unfiltered truth of the challenges young people face.

“These are the day-to-day realities that we live with in our communities, especially in the North, and they’re not separate from it,” said Helen Roos, president of the ilinniapaa Skills Development Centre.

“The youth are living it. And the one message that they indicated was that nobody is talking to them. Nobody is asking them to see where they need help with. That came out loudly and clearly.”

She facilitated a weekend training program early April at the

community’s drop-in centre, where participants earned skills in two certificate programs: non-violent crisis intervention and mental health first aid.

“The program was awesome,” said Xzavier Kubluitok, coordinator of the drop-in centre and participant. “I learned a lot of new things.”

The non-violent crisis intervention taught him how to deal with aggressive people and calm them down, he said.

Roos added that the training helped youth distinguish between what they can deal with on their own and when they need to involve higher authority like the RCMP. “It gave them a better understanding of where they fit,” said Roos.

Discussion also addressed when peers express suicidal thoughts and how youth can assess those situations.

“It was a very safe space but there were a lot of disclosures about how much youth are wanting this information, how some

families or some youth are really struggling,” said Roos.

The group also discussed shatter, a concentrated form of cannabis, which Roos said participants found “riveting.”

Kubluitok agreed that it was good to learn about.

“That stuff is really dangerous and it can really mess with you at a very young age,” he said.

More than 20 youth took part in the program, with training also provided to volunteer firefighters with the Rankin Inlet department.

“We think that they shouldn’t hear this information for their ages, but the reality is youth are already using this stuff,” said Roos. “They’re experiencing much more, and they’re not isolated. And the more that we help them as youth, the better their mental health will be.”

Coun. Lynn Rudd was also present for the workshops, along with community wellness coordinator Christina Best.

Roos said that thanks to the positive feedback, more training sessions are planned in Rankin Inlet.

Adam Lightstone steps down from Nunavut cabinet

Iqaluit-Manirajak MLA stands by decision given ‘unique circumstances,’ will continue to serve as regular member

Iqaluit-Manirajak MLA Adam Lightstone has resigned from the Government of Nunavut’s executive council, and is now serving as a regular MLA. Craig Simailak, MLA for Baker Lake will replace him in cabinet.

This follows a controversy brought up by former premier Joe Savikataaq and former finance minister George Hickes when Lightstone appointed his spouse as the acting deputy minister of human resources for five days, a department Lightstone was minister of at the time.

“I would like to apologize to this Assembly, Iqalummiut, and Nunavummiut for allowing this situation to occur. I do recognize the concerns surrounding the situation,” said Lightstone, during a special sitting of the Legislature on April 20.

He went on to add he acted upon recommendations made to him at the time by the deputy minister of human resources. “At that time I raised my concerns that this may pose a conflict of interest situation. The deputy minister assured me that these concerns would be addressed” through an alternative reporting mechanism to

prevent conflict of interest.

Lightstone went on to add he believes this decision was a sound one given his wife’s extensive experience in her field.

“My wife has been working in the Employee Relations Division (of Human Resources) for nearly 10 years. She has been there to handle the GN’s most difficult situations,” he said, noting there have been multiple employees who were on leave at the time in December 2021, including the deputy minister herself.

“The fact of the matter is that I did not behave in unethical fashion. I do recognize that it was a mistake that I made and one that I fully accept the consequences for. I felt the actions being recommended to me were reasonable given the unique circumstances.”

Lightstone noted the political nature of this situation given both his and his spouse’s record of public service.

“After all that she has done for our government, members of this legislature have brought her into the public arena and questioned her integrity as well as mine in an attempt to discredit me,” the MLA said.

“I feel that this was a shameful attack on a dedicated public servant and is beneath the dignity of this Assembly.”

Nunavut man declared long-term offender; sentenced to 6.5 years for latest assault

Offender convicted of 87 crimes, 45 of which were assaults and threatening behaviour

A Nunavut man who “waged a campaign of terror” against his one of his victims over many years, among a litany of other violent crimes, has been declared a long-term offender.

David Mikkigak, 41, was sentenced in February to 6.5 years in prison for an aggravated assault — his most recent vicious act against one of his numerous victims.

On April 12, 2019, Mikkigak, while intoxicated, left a woman with a broken arm after he hit her with a chair, punched her and jumped on her face and head after knocking her down. Also suffering from a cut scalp and bruised face and body, the victim was sent to Ottawa twice for additional medical care.

His full criminal record consists of 87 offences; 45 of those convictions for assaults and threatening behaviour.

“Mr. Mikkigak has not spent any significant amount of time out of jail since his criminal record started in 2001 … his pattern of anger, jealousy, and controlling behaviour towards women, is persistent even while sober,” chief justice Neil Sharkey stated.

Despite all of his years in jail, there was “little success in terms of treatment,” Sharkey noted. Although Mikkigak participated in therapeutic programming, he “displayed markedly disruptive and uncooperative behavior during treatment sessions,” the court decision states.

While in a federal prison, he expressed willingness to partake in treatment, but was denied due to waitlists.

He declined to be interviewed by a psychiatrist. However, based on extensive file material and conversations with Mikkigak’s family, the psychiatrist identified “jealousy, and power and control combined with lifestyle instability and active intoxication” as factors contributing to the offender’s troubling behaviour.

Mikkigak recently disclosed to probation services and the RCMP that he was sexually abused between the ages of seven and 12 and has since seen his abuser in Iqaluit.

“He readily acknowledges … his need for counselling. This abuse is obviously something which has had a significant impact upon Mr. Mikkigak’s early childhood development, and in turn his addiction to alcohol.” Sharkey stated Mikkigak had started drinking at age 16 and noted cannabis use as early as age 7.

The prospects for the offender’s rehabilitation in Nunavut are limited, the chief judge noted, because “the situation is dire; half of all programs at our Iqaluit correctional facility are not up and

The judge added that “the programming in our territorial jail is essentially of an educational nature and not near the therapeutic level of intensive group or individual counselling offered in the federal system.”

Sharkey noted that it’s exceptional for a court to designate someone as a long-term offender. The label is reserved for those who have been convicted of a serious personal injury offence — or certain sex offences — and pose an ongoing threat to the public.

“I find that the Crown has proven beyond a reasonable doubt that there is a substantial risk that the offender will reoffend,”

Sharkey stated.

Based on Mikkigak’s time spent in custody awaiting the conclusion of his court case — since April 2019 — he will only have 27 months to serve on his sentence.

Long-term offenders are automatically subject to a long-term supervision order. In Mikkigak’s case, he will be supervised by federal parole services at a halfway house in southern Canada for four years upon his release from prison. The supervision order can be extended for up to 10 years, if deemed appropriate.

Although Sharkey made his ruling on Mikkigak’s long-term offender status and sentenced him on Feb. 10, he only released his written reasons for decision on April 14.

Applicants sought for healing programs Kangiqliniq/Rankin Inlet Nunavut Tunngavik Inc. is seeking applications for its cultural and healing program.

The program offers Inuit a chance to apply for project funding for programs that address the harms and intergenerational effects of residential schools; traditional on-the-land programs; or the teaching of Inuit history, culture, languages and traditions.

Individuals, groups and organizations are eligible for up to $25,000 toward any of the above listed programs. Nunavut residency is not a requirement, but approved projects must target a minimum of 75 per cent Inuit enrolled under the Nunavut Agreement.

The application period is open until May 6.

QIA Covid-19 support for hunters ends Iqaluit Funding dedicated to supporting the Amaruq Hunters and Trappers Association in Iqaluit during the Covid-19 pandemic has concluded, announced the Qikiqtani Inuit Association on April 19.

The monies, totalling $100,000, was used for the purchase and distribution of country food to community members, with the majority of the funding going toward local hunters and payment for their harvests. About 10 per cent of this funding went toward buying country food outside of Iqaluit, in addition to cargo expenses and paid labour.

Funding for this program was made possible through the Government of Canada’s Indigenous Community Support Fund, in the midst of the first Covid-19 outbreak in the capital, April 2021.

Watch out for fox traps Kivalliq The Government of Nunavut is warning Nunavummiut to be careful of fox trips on the land, lakes and sea ice, especially when it comes to dogs and small children.

Trappers are asked to avoid setting traps where people walk and spend time. The Wildlife Act and Nunavut Agreement establish that right of access for trapping does not include any place within 1.6 km of any buildings, structures or other facilities.

“It is your responsibility to keep your pets and children safe,” stated the GN. “If you let your dog off its leash, you do so at your own risk.”

The release also noted that it is illegal to spring or interfere with set traps.

Anyone concerned about traps near their community should contact the local wildlife office.

Inuktitut song and poem contest winners announced Qikiqtani The Qikiqtani Inuit Association (QIA) has announced the winners of its 2022 Inuktitut song/poem contest on April 20. Qikiqtani Inuit were asked to write songs and poems written in Inuktitut, helping showcase the language.

The first place winner of this year’s contest was Saalia Pijamini, who won the top prize of $2,500, for a poem entitled Paniga.

She said she “wrote what her heart felt in (a) moment while she watched her daughters play together.”

Judy Joanas from Clyde River won the second prize of $1,750 for her poem Arragumi Silavut. Jocelyn Arreak, who currently lives in Iqaluit, took the third place spot with a song she wrote “while thinking of her sister Sula” called Saimanialirit, netting $750.

The contest was a part of QIA’s Inuktitut Language Month activities, which mainly took place in February, the Government of Nunavut also took part in Inuktitut Language Month.

The winner’s works can be found on the QIA website.

Film society member receives award from Governor General Arviat Ethan Tassiuk made his way to Ottawa to receive a Sovereign’s Medal for Volunteers from the Governor General at Rideau Hall on Thursday, April 21.

“It is going to be a fantastic time,” said Tassiuk, while en route to the south to receive the award later in the week and looking forward to the event.

“Since 2012, Ethan Dustin Kablutsiak Tassiuk has been using film and television to combat systemic social concerns in his community,” wrote the Governor General’s office in a news release.

“As a member of the Arviat Film Society, he has advocated for youth resilience and community engagement, and fostered open discussions on sexual health awareness and bullying.”

Futsal Feature with Canada Soccer Gatineau, Que.

The Futsal Canadian Championships returned following a two-year absence due to Covid-19 and Team Nunavut was only too happy to get back in on the action.

This year’s side was made of seven players from Rankin Inlet and five players from Iqaluit. They took on the best futsal teams in the country — six in total from Yukon, Ontario, Quebec, Manitoba and Alberta along with Nunavut — and weren’t able to win any of their group games or their lone playoff game.

Futsal is the FIFA-endorsed version of indoor soccer and is played four-a-side with a goalkeeper, no walls and on a court as opposed to a field. The ball is smaller than a regular soccer ball and will bounce no more than four times from eye-level if it’s inflated properly.

Not a bad pay day for anyone who wants to jump in, but so far, no one with any sort of name value has stepped forward.

You see, it isn’t endorsed by any of the big tours, even though Greg Norman is putting his weight behind it, and players must get a waiver from the tour they’re playing on currently in order to enter. Robert Garrigus is seeking that permission. He’s not the most unknown professional golfer on the planet: a past PGA Tour winner, top-three finish at the U.S. Open and has put around $15 million in earnings. But he’s currently ranked 1,043rd in the world and is looking to play in this event. He’s petitioned the PGA Tour to let him head over.

You know there are plenty of players sizing up this chance.

The money is too good to pass up, even if it’s dubious in nature, and everyone has a price. I can guarantee you those on the lower rung of the PGA Tour or any of the feeder tours will be giving it serious thought. We’ll find out by the end of the day today, April 25.

Rankin Inlet takes home Inlanders Cup Players from Gjoa Haven, Whale Cove make snowmobile trip to play

The end of pandemic restrictions came late in the spring, but Kivalliq communities made full use of it, with teams coming from all over for the Inlanders Cup hockey tournament in Baker Lake April 7 to 9.

Players from Gjoa Haven and Whale Cove even braved the elements to attend the tour-

nament by snowmachine.

Kathy Okpakok loved watching her sons Joseph and Jeremy compete from Gjoa Haven.

“I am so happy and thankful my two boys got to meet family and new friends,” she said.

Rankin Inlet took home the cup in the end, with some dominating performances and a 7-0 shutdown in the gold medal game against Baker Lake.

“This tournament was fun, was good to finally get out somewhere and play different people, not just playing against only Rankin teams,” said Piqut Nukapiak, part of the winning Rankin Inlet squad.

“My team turned out good. We were rolling lines and having fun.”

They hadn’t played as a team all year and used the first few games to get used to playing together.

Nukapiak was particularly glad to play

with his older brother Mike Nukapiak.

“I have never played with my older brother before,” he said. “He was so happy to play with me and winning the Inlanders Cup.” He said the people of Baker Lake were very welcoming, all saying hi and wishing them a good time.

Nukapiak also thanked Terrance McLean for lending the team a truck for the weekend so players could check out Baker Lake outside of the games.

Surviving in tough times

Overhead up, private sector cutting budgets, government projects offer some relief

It’s been a turbulent couple of pandemic years for many in the Northern construction industry and the future is offers varying degrees of promise, depending on who you ask.

For Joe Lavoie, part-owner of Home Hardware in Inuvik, there was some temporary upside after Covid-19 emerged. Homeowners in the Beaufort-Delta invested money in home improvements that would have normally went into travel, recreation and other pastimes.

But Lavoie is seeing that trend fading and not much on the horizon to replace it.

“It’s been relatively quiet this new year,” he said in mid-April. “I think people have done a lot of the work (around their homes) that they planned on doing … and it possibly could be due to the fact that you have materials going up in cost substantially.”

Although the price of lumber skyrocketed for a while and then came back down to a degree, Lavoie noted that gasoline prices have climbed steadily, resulting in a considerable price spike in transportation costs for those ordering construction materials.

“For us, bringing up a truckload of lumber, you’re looking at an additional $16,000 to $17,000,” he said. “That is a huge difference.”

Even if the private sector is trimming budgets, there are government projects that still must be completed. However, even those are fewer than in the past and there’s no guarantee of a winning bid in a competitive process, noted Lavoie, who has been doing business in Inuvik for 30 years.

“It’s quieter than it’s been in the last two to three years,” he said, adding that he provides work for 15 to 20 people through his store.

And yet his overhead has risen too following a winter with long stretches of bitterly cold weather. He said his heating and electrical bills were inflated because of it.

“There was six weeks of maybe 40 (C) below,” he said. “The heat is very expensive.

‘More strain’ to come In Nunavut, one of the hardships that construction contractors are facing is procurement time in the face of ongoing supply chain issues, particularly when so much has to be coordinated to arrive on a limited number of sealift vessels.

“A lot of businesses are really worried about that,” said Clarence Synard, president and CEO of NCC Investment Group, which has a construction division.

He gave an example of a three-month delay — not only can that create complications for other projects, there are potentially issues revolving around additional financing costs and extra insurance payments. In addition, interest rates are moving upwards.

“The numbers just keep mounting,” said Synard. “There don’t seem to be a lot of support systems out there for those types of scenarios … it’s a really tough time.”

With some construction materials costing three to four times as much as they did prior to the pandemic, it doesn’t bode well for a territory that is already facing a housing crisis, according to Synard, who is also president of the Baffin Regional Chamber of Commerce.

of close to 50 during a meeting, informing them that the company was behind the previous year’s pace by $711,000. He refused to lay off anybody because they’re like family, and they helped the company to rally.

“When times get tough, you don’t simply discard people,” he said. “But then I said (to the staff), ‘We’ve taken care of everybody but my God I need your help getting out of this hole.’ We ended up being in the positive at the end of the year.

“As a business, you need to adapt to the environment,” he said. “It’s also your positivity as a company and the relationships that you’re building.”

Kasteel has formed partnerships with other Northern companies to address labour shortages by agreeing to borrow and lend employees for projects as circumstances warrant. He looks to the southern labour market as a last resort. He also aims to train local people.

“There’s a lot of people hurting out there, a lot of people having tough times,” he said.

“It’s just showing compassion and helping people to grow. It doesn’t all need to be about ourselves. It’s just being thoughtful and kind and opening a door for others.”

He acknowledges the obstacles posed by supply chain issues and the challenges of bidding on projects where construction won’t begin for another year — therefore rising costs in the interim are ones his company has to absorb later.

“You’ve just have to be careful. You’ve got to be on top of everything. I think you’ve really got to provide good, clear leadership, strong leadership, positive leadership, communicate extremely well,” he said. “Everybody has to do their best … stay positive, stay humble and stay thoughtful.”

Fort Smith’s Jeremy Beamish has realized significant growth as a construction contractor

Jeremy Beamish started out as a self-employed carpenter in 2018, the sole proprietor of Cutting Edge Contracting.

Now he owns and runs Blades Construction, which provides work for six people in Fort Smith.

“I was just expanding more and I had to make the switch to a corporation,” he said of the transition he made in January 2020. “My initial plan was to stay by myself but I just got too

busy, too fast and I had to hire employees.”

Beamish, who took the trades program at Aurora College, built his own two-storey home as a first-year carpenter apprentice, with some assistance from his father. He and his fiancee and three children still live in that house today.

“That gave me the motivation to then realize that I could pretty much do anything,” he said. “I enjoy the everyday challenge.”

He would like to help foster that love of carpentry in local high school students. He’s hired one young man from Paul W. Kaeser High School – “He’s been great,” Beamish said – and he’s in favour of trades being highlighted as a career route for teenagers who graduate.

But it’s not a career that Beamish knew he wanted to pursue from a young age.

“I was bouncing around here and there. I operated equipment. I was pulling wrenches. I was at the point in life where I needed to do something. Carpentry was there and I knew I could excel at it,” he said.

He demonstrated a keen eye for proper practices while just a boy, tagging along with his father, who tackled many odd jobs.

“He’d show me how to do stuff,” he said of his dad. “I remember one time he took me to a job site … he was talking to his buddy and there was another few workers standing around. I was probably 10 or 11 years old. I looked over at him and I said, ‘That’s wrong the way those guys are doing it … they’re not doing it the proper way.’

“We got back in the truck and he said, ‘You know, if you’re going to be calling out people’s work, I don’t think I’m going to take you to anymore job sites with me. But you are right, they are doing it wrong,” Beamish recalled, laugh.

All these years later he’s the boss of his own venture. In the past year and a half, Blades Construction has built two houses and a duplex in Fort Smith, among numerous other projects.

He said there’s a fair bit of stress involved but the important thing is not to let that affect his family.

“You’ve definitely got to find that balance between your home and business life,” he said. “I consider myself a workaholic, but I’ve got three kids at home that I’ve got to take care of too.”

Yet there’s one area where a lack of training proved very costly, said Beamish, and that was using the territorial government’s tender website.

“It’s very tricky to get around if you don’t know how,” he said, “and I lost five big contracts because of a missed signature or something so simple that I shouldn’t have missed.”

Trades training coming to the High Arctic Sixty participants to receive classroom lessons and hands-on experience

Over the next few years, up to 60 Inuit will be involved in constructing a regional training centre in Pond Inlet and other mixed-use buildings in Clyde River, Arctic Bay, Resolute Bay and Grise Fiord.

This will be possible through the new High Arctic Trades Training Program, a collaboration among Makigiaqta Inuit Training Corporation, NCC Development Limited, the Kakivak Association, Qikiqtaaluk Business Development Corporation and Qikiqtani Industry Ltd. “It’s a fantastic initiative. We’re so hopeful that this really plays out well because there’s going to be so much construction activity over the next few years with housing commitments and everything else. Hopefully we can have more Inuit building them,” said Glenn Cousins, Kakivak’s manager of business services.

This will entail a combination of lessons in a classroom and handson training over 10 weeks. Then job placements will occur through NCC Development Limited.

May to August, varying by community, with 12 participants in each of the five hamlets. Prospective participants must be Nunavut Inuit at least 16 years old. Depending on the level of interest, those who have completed high school, previous trades experience, a valid driver’s licence and occupational health and safety experience may be given preference.

Funding for the program comes

through a $3.1 million investment by the Kakivak Association, using federal money available through the Indigenous Skills and Employment Training Strategy; another $1.68 million from the Makigiaqta Inuit Training Corporation; and from the Qikiqtani Inuit Association’s Tallurutiup Imanga National Marine Conservation Area and Tuvaijuittuq infrastructure agreements with the Government of Canada.

“The High Arctic Trades Training Program is a great example of different organizations coming together for the common purpose of Inuit training,” said QIA President Olayuk Akesuk. “The more we support our communities in their skills and trades, the brighter all of our futures will be.”

Aluki Kotierk, chair of the Makigiaqta Inuit Training Corporation, said, “We are excited to support the High Arctic Trades Training Program, which advances two of Makigiaqta’s strategic priorities: foundational skills development opportunities for adults, and advancing training and post-secondary opportunities linked with employment.

“The legacy of this project will be new community infrastructure built by Inuit while they learn and advance their careers.”

The need for trades training arose in Nunavut’s Legislative Assembly on March 14 when Iqaluit-Tasiluk MLA George Hickes questioned Family Services Minister Margaret Nakashuk about a targeted labour market program through the Government of Nunavut. Nakashuk replied that her department is providing $700,000 for a variety of training in the communities.

“It’s really a community need assessment, which is done through either the hamlets or the local housing organization. If they recognize they have staff that need to be certified in a certain trade, then they contact either Frontier College or the career development officers in the communities, but at this time, unfortunately, they are not being offered to anyone, so it’s really, at this time, a community needs assessment,” said Nakashuk.

Courses have already been offered in Kinngait, Kimmirut, Sanirajak, Pangnirtung and Clyde River. Another five to seven communities – up to 150 new students in total – will be eligible for training over the coming year, according to the minister.

Nunavut’s next port in Qikiqtarjuaq still subject to negotiation Minister says business prospects abound, but Inuit organizations must support project

Nunavut’s next port looks destined to be built in Qikiqtarjuaq, but the project isn’t guaranteed to go ahead just yet.

Last August, the federal government committed $40 million toward the deep-water port, infrastructure that the Government of Nunavut covets.

“The Qikiqtarjuaq port project is an investment in strategic economic infrastructure that will transform Nunavut’s offshore fishery and allow our territory to realize a greater share of the economic return from this important resource,” Economic Development and Transportation Minister Lorne Kusugak said the Legislative Assembly in March, while seeking $13.3 million over five years toward the project, which had yet to enter the design phase.

Uqqummiut MLA Mary Killiktee, who represents Qikiqtarjuaq, voiced satisfaction on behalf of many of her constituents: “…a lot of people are pleased with this and it is a project that is getting a lot of support.”

Iqaluit-Tasiluk MLA George Hickes noted the “significant risks” that the GN has identified with the port: general cost uncertainty and construction delays, which Hickes suggested have become universal concerns, not exclusive to Nunavut.

He asked Kusugak what will happen if bids come in higher than the budget will allow. Will the GN seek more money to maintain the scope of the project or reduce the scope, and, if so, what aspects would be forsaken, Hickes wanted to know.

The minister replied, “If it comes in on scope then we would proceed. If it is going to be over (budget), by how much, right?

If we can do it within the allotted amount of money we have, then we would go forward. If not, if it is higher than what we

Kusugak emphasized that the port will require the backing of the Inuit birthright corporations and their commercial fishing subsidiaries.

“They have to support this and hopefully they will get involved in this build for this project to be successful … we have to have buy-in and support from key players in the fishing industry,” he said. “If through the planning we find that there is no support, that the proponents that are heavily interested in this project do not buy-in or do not step-up, then it wouldn’t go beyond planning.”

The Qikiqtani Inuit Association (QIA) subsequently provided this statement: “QIA is working diligently with our partners to ensure this project is a success; it is an exciting project and we understand the important role the port will play in the future of the surrounding marine economy. We have no further details to discuss at the moment.”

Kusugak also pointed out that the port isn’t a stand-alone project as there will also be requirements for radio communications, marine repairs, security crew, fishery crew changes, bulk storage, fuel storage, a pump station, a minimum of 500-square metres of warehousing; several freezer containers, water disposal systems and roads to those systems.

There are numerous business opportunities associated with this, according to the minister. People will be needed to operate the freezers, to provide accommodations for the fishery crew shift changes, a small fish plant may be viable for processing the catches and tourism could get a boost from passenger vessels and other ships that use the port, Kusugak suggested.

“There are a lot more possibilities of this happening, and tourism and any help to the small communities like this means a lot,” he said.

The small craft harbour in Pond Inlet, awarded to Tower Arctic for $24 million and originally scheduled for completion in 2019, still needs some “minor adjustments,” but should be finished this summer, Kusugak stated.

Meanwhile, the deep-water port in Iqaluit is a year behind schedule and is expected to be completed by August. It is also being built by Tower Arctic, but the contract was for $65 million, coupled with a small-craft harbour for the city.

While announcing the delay in 2021, the GN blamed the lag on Covid-19 complications and “lower than anticipated productivity from the contractor prior to Covid.” Specifically, equipment failure, equipment selection for the job and inability to advance the installation of the sheet pile wharf were cited as deficiencies.

Asked how mistakes made in Iqaluit could be avoided in Qikiqtarjuaq, the GN responded with a statement: “There are no specific lessons learned to highlight. The Government of Nunavut has developed experience managing marine infrastructure capital projects since the inception of the Iqaluit and Pond Inlet projects and will bring important insights into the Qikiqtarjuaq port project as it advances.”

Whether the GN proceeds with a port in Qikiqtarjuaq, more marine infrastructure is on the way for Nunavut as the Department of Fisheries and Oceans has committed to build harbours in Arctic Bay and Clyde River while Transport Canada has stated it will do likewise in Resolute Bay and Grise Fiord.

Powering through a brutal winter Qulliq Energy Corporation’s new head office coming together in Baker Lake

Despite some labour challenges, some pandemic delays and a harsh winter, Qulliq Energy Corporations’ new head office in Baker Lake is still targeted for August completion on a $16-million budget, according to the person overseeing the project.

Ten to 25 employees have been needed on site at various stages, said Aaron Doyle, project manager with Kivalliq-based Sanaqatiit Construction Ltd. The workforce has exceeded the target of 20 per cent Inuit labour, according to a statement from Qulliq Energy Corporation (QEC), which added that “Ideally, QEC would like to have a 40 per cent Inuit labour workforce on projects.”

However, finding enough workers overall proved to be difficult because of obstacles posed by Covid-19, Doyle said.

Likewise, the pandemic had an effect on the flow of construction supplies.

“We’ve experienced quite a bit of cost increase and lack of availability for materials,” he said, adding that some items had to be flown in after the bulk of supplies were shipped via sealift last fall.

The two-storey, 14,550-square-foot office building was originally proposed in 2019 at a cost of $13 million. The structure will feature a boardroom, multipurpose rooms for training and meetings, a staff common area and kitchenette on each level.

From a construction standpoint, Doyle said there are a lot of details to the project but it’s not complex in nature, relatively speaking. Based on his tenure with the company over much of its 12-year history, the office building is in line with the scope of contracts that Sanaqatiit Construction tends to take on, he added.

“It’s the type of construction that we do all the time,” he said.

What proved to be one of the greatest hindrances was the winter weather.

“It seems to be very extreme this year. I don’t have the data to back that up. I’m just being told (by local residents) that for Baker Lake that it’s even tougher,” he said of the winter months, noting that construction activity was shut down some days or workers were shuffled to other tasks due to the unforgiving conditions. “When it’s blowing 70-plus (km/h) outside and it’s -70 (C), you just can’t do it.”

For QEC, the head office in Baker Lake will allow close to 45 staff to come together under one roof instead of working out of three different buildings.

Fish plant scales numerous barriers Rising material costs, labour shortages, supply chain delays and Covid outbreak set back GNWT project

The commercial fish plant in Hay River is taking shape with a superstructure erected and the building envelope underway.

The project, which promises to help rejuvenate the commercial fish industry around Great Slave Lake, had a soft groundbreaking last September and is scheduled to be up and running by November.

However, the project hasn’t come without its challenges in recent months.

The Government of the Northwest Territories contracted Arctic Canada Construction (ARCAN) to build the nearly $20-million facility.

Nina Salvador, director of finance and administration with the Department of Industry, Tourism and Investment, told the legislative assembly on Nov. 24 that costs have climbed.

“Yes, there is a shortfall that was indicated by Department of Infrastructure to our (ITI) department,” Salvador said in response to a question from Hay River South MLA Rocky Simpson. “It’s $1.325 million that is a shortfall based on the supply constraints from Covid and some winter construction costs that should be added to the original budget, which is $17 million.”

Caelin Cameron, vice-president of design with ARCAN, said the fish plant was among many projects in the southern NWT that was underway. In less than 10 months, ARCAN has overseen the completion of 17 new homes that have been sent to Fort Good Hope, Fort Simpson and Jean Marie River as part of the GNWT’s Flood Replacement Program. The company has also refurbished nine homes in Fort Simpson, another nine in Jean Marie River and completed demolitions.

The fish plant’s schedule stretched into the winter due to several unforeseen factors. Increasing material costs, a Covid outbreak among the building crew in January that brought the project to a two-week standstill, the February truckers protest that delayed shipments and difficulty filling labour demand have all been ongoing challenges.

“There have definitely been no limits to the challenges faced on this job,” Cameron said. “The Covid pandemic has continued to provide direct and indirect impacts with no end in sight.”

The structure, located on Balsam Drive, will be 12,100 square feet. It’s one of several economic development projects in the South Slave town of 3,000, that is expected to help boost population growth to as high as 5,000 people in the coming decade.

Other projects include the reopening of Pine Point mine, the development of Aurora Pellets and an associated industrial park in neighbouring Enterprise as well as the construction of a 24-unit long-term facility at the former H.W. Williams Memorial Hospital.

Andrew Cassidy, manager of agriculture and fisheries with ITI, said in a November interview that the territorial government sees value in building the structure to revitalize NWT commercial fishing.

Currently, there is a decades-old fish processing plant in Hay River run by the Freshwater Fish Marketing Corporation.

However, it only provides a basic repacking of fish before the product is sent off to Winnipeg for secondary processing with whitefish from all across Western Canada.

The NWT wants to have a Canadian Food Inspection Agency-approved facility that will allow the territory to market its own whitefish.

“We believe in the Northwest Territories that Great Slave Lake, with it being cold and deep, that the fish take a little longer grow here and that they’re a much higher quality product,” said Cassidy. “We feel that a processing plant here in Hay River that’s federally inspected would allow us to market the fish as a Northwest Territories product. Hopefully we can tie Western Canadian markets and really try and hit that high end and high value marketing where fishermen will see a higher return for their product.”

Kivalliq long-term care centre on track for 2023 finish Rankin Inlet’s utilidor system needs to keep up, however

Pandemic restrictions delayed progress on construction of Rankin Inlet’s long-term care centre in 2021, but the facility is on track to be completed in 2023, according to the Government of Nunavut.

“I think the council and certainly everybody is looking forward to seeing it finalized,” said Darren Flynn, senior administrative officer for the hamlet.

“It’s a new facility, it’s going to provide a service that’s desperately needed, and the real spin-off is that it will have a huge economic impact on the community because it will create the employment that’s needed to be able to properly look after and service those clients.”

The facility will include two houses, each comprising 12 beds, plus a common area with shared spaces for multi-faith worship, traditional healing, a beauty salon and barber shop.

Suleikha Duale, communication specialist with the Department of Community and Government Services, stated in an email that the current approved budget for the centre is $59.35 million, with construction forecast to complete October 2023.

“Construction progress was limited in the 2021 season due to Covid-19 and the 2021 construction season closed with a few activities deferred to 2022, including piling, access vault (utilidor) work and structural steel,” stated Duale.

“The existing state of the Rankin Inlet utilidor system is at capacity and in need of repairs. This challenge is being addressed with an appropriate level of effort to ensure this does not impact the delivery of this project.”

Mikim Contracting Limited is the company appointed for the project and the target Inuit employment percentage is 35 per cent.

“The contractor confirmed that there are no foreseen delays that will impact the project completion date scheduled for October 2023,” stated Duale.

Martha Hickes, deputy mayor of Rankin Inlet, said the care home has been discussed for many years in the town’s council chambers.

“We’re very happy that it’s happening,” she said.

“It’s important to keep our ever-growing population of Elders in the Kivalliq and Nunavut at home, close to their family, friends and relatives.”

As well, Inuit grow up on country foods, so when Elders are sent south for care, they are often craving for the sustenance they know so well and need, added Hickes.

“We waited a long time and it’s a much-needed place for our Elders to feel right at home,” said Hickes, adding that the project will provide employment for community members as well.

Northern homes built by Northern hands Politicians make a case for revival of the Homeownership Assistance Program

It’s been more than 30 years since Northerners were building their own dwellings through the Homeownership Assistance Program (HAP), and some politicians think the initiative is worthy of reviving.

Nunavut Senator Dennis Patterson was a minister in the Northwest Territories cabinet when HAP came into effect. Between 1983 and 1989, the program delivered 986 homes.

“It was one of my proudest accomplishments to have been associated with that program,” Patterson said. “These folks were role models for their communities and their children … since then, homeownership has not been given support of that kind, that was necessary to

During the 1980s, HAP clients were given $30,000 in housing materials through a once-ina-lifetime tax-free grant. An additional $10,000 grant covered the cost of transportation, site development and electrical installation. Total loans could reach up to $74,000. The client had to do the building, based on one of a few approved built-for-the-North designs, with periodic help from on-site supervisors, who provided technical advice.

The grants were forgiven at 20 per cent per year over five years, so long as the client inhabits the home. If the house was rented or sold, the unforgiven portion of the assistance had to be repaid.

HAP was cost-shared by the federal and territorial governments on a 50/50 basis and was administered by the NWT Housing Corporation.

“At that time, we discovered that for a relatively small investment, compared to the cost of actually building homes for people, it came out to be roughly one-third the cost by giving (clients) what some people thought were generous grants to build their own houses,” Patterson said. “On top of that, the housing corporation no longer had to worry about subsidizing the cost of that house because people were taking care of their own operations, maintenance and repairs.”

The GNWT’s Special Committee on Housing’s final report in 1985 concluded that “the Homeownership Assistance Program is advantageous to NWT residents… It is an appropriate program for small communities where a real estate market is non-existent and property leasing is inexpensive.”

Asked whether there was interest in resurrecting HAP or a program similar to it, a spokesperson with the Canada Mortgage and Housing Corporation (CMHC) didn’t answer the question, but instead cited existing federal

A 1990 report by the CMHC provides a clue as to why HAP was cancelled: “…the number of prospective clients who can afford to operate and maintain a home and have construction skills is reaching saturation.”

Patterson is not alone in his fondness for HAP. Former Nunavut Housing Minister Patterk Netser spoke glowingly of the program in the Legislative Assembly in November 2019. A HAP client himself – who still lives in the same home he built in Coral Harbour – Netser said a similar program would make some social housing units available for others to occupy.

“I am an example. I rented a social housing back in the ’70s into the ’80s, and when I built my HAP house I got out of the books of the government and I have been independent since then. It is great to see people having their own homes, and independent from government.

This is what I want to see,” he said at the time.

“There are many homeowners that benefited

from that HAP program. I benefited from this HAP program and it worked really well back then, and I do not see any reason why it should not work good again today.”

Patterson added that among the fringe benefits were the development of home maintenance capabilities in communities and training for aspiring tradespersons.

He said one barrier to reviving HAP is the lack of developable land in many Northern communities. He also pointed out that multiplex units have become prevalent because they are more affordable than single dwellings.

“It certainly could work on single-family lots where social housing (is beyond) renovation, where public housing must be replaced by modern units,” he said of the potential for a HAP return. “I think there’s a place for HAP today.

“It’s not the whole solution, as we all know, but we shouldn’t give up on homeownership.

Inuit built their own homes long before contact. They’ve been very eager and proud to continue that tradition when the opportunity was offered.”
