Aivilik MLA Netser acclaimed to cabinet Netser fills the vacancy left after Pat Angnakak’s resignation last week

In a process that took no more than five minutes, Nunavut MLAs acclaimed Aivilik MLA Patterk Netser to cabinet Oct. 2.

“I’m excited to help the government move forward on our mandate,” said Netser.

Netser joins cabinet after a year of drama since the territorial election in October 2017, during which time Paul Quassa was removed from his role as premier in June and, most recently, Pat Angnakak was stripped of her portfolios and quit cabinet.

“I hope to help bring unity to the cabinet,” said Netser.

The Aivilik MLA brings previ-

ous experience with him to the cabinet table. Netser served in the 1st and 2nd legislative assemblies, and has acted as deputy speaker, Minister of Environment, Minister of Economic Development and Transportation and Minister responsible for the Nunavut Housing Corporation.

“I’m a bit older now … I have

some experience under my belt. I’ve worked for the federal government.

I’m think I’m ready to go in,” he said.

About what role he might have in the 5th assembly, Netser said it’s up to Premier Joe Savikataaq.

But he did say a primary concern at the moment, considering the legalization of recreational canna-

bis, is the lack of a territorial treatment centre.

A formal motion to confirm Netser’s appointment will be made Monday, Nov. 5.

Savikataaq’s press secretary Catriona Macleod stated in an email to Nunavut News that the premier will likely announce portfolio changes towards the end of next week.

Making her voice heard Miss Iglulik Angela Amarualik ready to release debut album

When Angela Amarualik became Miss Iglulik in a January pageant, she said she would use her platform to help promote healthy living for youth.

Now she's also using her voice to communicate her thoughts and emotions through song. Her self-titled debut album will be available on Nov. 16, and she's holding a release party that evening at the Black Heart Cafe in Iqaluit.

Performing in front of an audience has forced Amarualik, 19, to build her confidence.

She described herself as a "closet singer," who has used periodic talent shows in Iglulik to try to become more comfortable with a crowd watching and listening.

"It took time to get out of the closet, I guess," she said, chuckling. "I still get really nervous."

The idea of recording an album arose in March. A trip to the Hitmakerz recording studio in Iqaluit followed in

July. There are seven tracks on the album – she wrote four of them herself and co-wrote the other three with Thor Simonsen of Hitmakerz. The seven songs, all solos, are in Inuktitut with one having an English chorus. She plays her ukulele on a couple of the tracks.

Asked if she has a favourite, Amarualik joked, "I can't choose from my children."

But, after a moment of reflection, she selected Upirngaaq, a song about spring, as the one she likes best.

One of the tunes – Angirrarviga – was uploaded to SoundCloud in the summer to whet the public's appetite.

"It went really great," Amarualik said of the reaction to her first single, adding that people have been complimentary and encouraging.

A remix of one of the album's tunes will be released separately, she added.

Iglulik's Angela Amarualik will release her self-titled debut album in Iqaluit on Nov. 16. She wrote or co-wrote all seven of the tracks.

She listed Iglulik band Kikkukia and Arviat songstress Susan Aglukark among her musical influences.

Like Aglukark, Amarualik would like to perform at music festivals and eventually

go on tour across Canada and even around the world.

"It's kind of what I want to do. For a career, I would like to travel," she said.

"The main goal is worldwide, I guess, but around the

country would be awesome."

Funding from the Qikiqtani Inuit Association and the Department of Economic Development helped cover the cost of recording, Amarualik noted.

MLAs censure Nunavut cabinet Cite double standard as basis for reprimand of premier and his remaining ministers

Nunavut MLAs moved Monday to censure cabinet, after Premier Joe Savikataaq took away Pat Angnakak's cabinet portfolios for breaching cabinet confidentiality.

A censure is a public reprimand to communicate disapproval.

Rankin Inlet North-Chesterfield Inlet MLA Cathy Towtongie introduced the motion, citing a "double standard."

"I do not accept, or have difficulty accepting, the explanation from the premier that the breach of confidentiality by the former minister and member for IqaluitNiaqunnguu and the breach of confidentiality by the Minister of Education are not the same," she said.

Angnakak, who was minister responsible for the Nunavut Housing Corporation and the Qulliq Energy Corporation, read from a confidential cabinet communication to respond to a question in the assembly. Meanwhile, the public learned that in September a staff member for Education Minister David Joanasie breached confidentiality, with no fallout for the minister.

"I believe that all of the cabinet shares the blame for what I believe is a double standard and that is why all members of cabinet are being censured," said Towtongie.

Angnakak resigned from cabinet Oct. 25, once again joining the ranks of regular MLAs.

"Let's be clear, I did not commit a breach of cabinet confidence," she said at the time.

"I did not breach national security, commit an act of treason, hurt or put anybody in danger. I gave honest answers to my colleague's questions in the house. I did so after directly raising the matter with the premier and his staff. I simply shared forward looking comments about items the government would consider in relation to staff housing."

The motion to censure carried after some discussion, with Lorne Kusugak the only minister to vote for the motion which resulted in 13 for the motion, six opposed, with one abstention.

Aggu MLA Paul Quassa, who was ousted as premier in June, added his voice.

"I have been hearing my constituents that speak of equality and fairness to all and to see a unified strategy from our government and its leaders. I myself am not satisfied that this is currently being provided," he said.

This is not the first time Savikataaq raises cabinet confidentiality. Following Quassa's ouster, he refused to offer details regarding his disapproval of Quassa's leadership style.

"There's not a whole lot I can say. I hope you understand that. If I breach cabinet confidentiality then I'd be gone," he said at the time.

Meanwhile, Angnakak, after clarifying that she was not respon-

sible for the motion to censure cabinet, referenced the previous week's "drama", and noted, "the premier has once again gone out of his way to try and exploit that."

She said she was simply trying to honestly answer a question in the assembly when she shared the information from the cabinet paper, and that she had raised the issue with Savikataaq while holding that same document.

"I'm not trying to upset the apple cart, but I wouldn't be telling the full truth if I pretended that I wasn't frustrated or disappointed with the premier's leadership, or still somewhat bitter about the level of control and blatant abuse he allowed a few senior officials to get away with," said Angnakak, adding she believes the lack of balance between elected officials and bureaucrats is shortchanging Nunavummiut.

"This motion speaks to providing opportunity to allow members to censure this government due to requirements to follow the law, to respect other people and to not misuse authority as a government, or even as fellow citizens," said Netsilik MLA Emiliano Qirngnuq.

Savikataaq took the opportunity to defend his decision, saying the cabinet backed his decision when he spoke to each of them, though Kusugak would later vote in favour of the motion to censure.

Airlift well on its way A few Kitikmeot customers still struggling for solutions

The airlift of cargo into Cambridge Bay, Kugluktuk and Paulatuk, NWT, is on pace to be complete in a few weeks, weather permitting.

That was the assessment as of Oct. 30 from Derrick Briggs, director of Marine Transportation Services.

The airlift, involving various cargo planes, began on Oct. 18. A total of 166,500 kilograms had been delivered to the three communities as of Oct. 26, representing 28 per cent of the cargo to be shipped, according to Briggs.

He confirmed – as Kitikmeot residents stated earlier in October – that MTS is providing a full refund of shipping fees for nine Cambridge Bay residents and one Kugluktuk resident who purchased vehicles that won't be delivered by barge until next summer.

Those vehicles, which are being stored in Inuvik for the winter, will now be shipped free of charge.

Cambridge Bay's Suzanne Maniyogina is one of the individuals who has accepted a refund, but as a mother of four with occasional back problems and no other vehicle in her possession, she's still stuck without transportation this winter. Her repeated requests

for an interim vehicle from MTS have fallen on deaf ears, she said.

"I'm not getting anywhere with anything," said Maniyogina. "I'm still rushing and struggling, trying to make it to work, school and child care."

Peter Laube, owner of contractor Kalvik Enterprises in Cambridge Bay, said building and renovation materials for his business are "trickling in" but some items, like flooring, have been damaged in transit, he said. The building supplies were crated in Edmonton but then removed from the crates

by MTS and placed on pallets for the airlift – but sometimes it arrives in a confusing fashion, Laube said.

"They're putting different customers' stuff on the same skids," he said. "Unreal.

Laube added that he's still trying to come to agreement with MTS for financial compensation for his business losses.

Wally Schumann, the GNWT cabinet minister responsible for Marine Transportation Services (MTS), survived an Oct. 31 non-confidence motion over his performance.

The airlift of supplies into Cambridge Bay, Kugluktuk and Paulatuk, NT, stood at 166,500 kg as of Oct. 26. the department's poor planning and pursuit of industry contracts led to the barge departing a month late for the Kitikmeot and encountering impenetrable sea ice in late September.

"Since the acquisition of MTS (in December 2016), the department has prioritized private cargo deliveries over community resupply. Communities are getting the short end of the stick. The minister has made excuses, but the truth of the matter is that MTS had ample opportunity to resupply Paulatuk and the

other communities in Nunavut," Testart said. "(MTS) had become preoccupied with chasing private contracts in Alaska and the Sabina gold mine in Nunavut, putting business interests above the needs of everyday people."

The miscue has resulted in a projected $3.4 million in extra expense for the GNWT as it moves much of the remaining barge cargo by airlift.

Schumann repeatedly stated that one has to have "thick skin" to run a business and he said he stood by his decisions.

Government toxicity will be hard to repair Northern News Services

As we learn more about the removal of former housing minister Pat Angnakak from cabinet, we can see the mistakes she made that led to this situation.

First of all, Angnakak is a woman, and Premier Joe Savikataaq has indicated his ignorance of bias against women both publicly and privately, if what Angnakak said in her resignation speech is true.

In early October, he went on the record to say he was unaware of any – yes, any – sexual harassment or sexual assault within the Government of Nunavut. That's right, the territory's largest employer has no problems in this regard. It's hard for us to believe but when the premier says so, it becomes a fact as women will be less likely to come forward if they have a complaint.

Privately, Savikataaq told Angnakak she looked tired while she served as health minister, an indication that she wasn't up to the job, according to Angnakak.

Diesel, jet fuel prices rise Iqaluit The price of diesel and jet fuel is going up across Nunavut, the minister of Community and Government services announced Oct. 30.

In Iqaluit, all diesel products and jet fuel will go up 15 cents per litre, effective Nov.

1, Lorne Kusugak said in the legislative assembly.

Outside of Iqaluit, communities will pay 10 cents more per litre for jet fuel while diesel will cost an additional five cents per litre. Gasoline, avgas and Naphtha prices will not change, however.

Kusugak stated that the price of oil has climbed to its highest level globally since

2014. He cited geopolitical factors for this such as US sanctions on Iran, continuing conflicts in the Middle East have caused oil prices to rise internationally and supply disruptions in Venezuela.

The minister said the GN “remains committed to supporting families and communities in being economically viable and resilient in the

face of an ever-increasing cost of living. Since 2014, Nunavut has enjoyed some of the lowest and most stable fuel prices in Canada.”

Murder charge laid Iglulik A 43-year-old Iglulik man has been charged with one count of murder following

the death of a woman in the community.

The female victim was taken to the local health centre after the RCMP responded to an assault complaint at a local residence on Oct. 26.

She, later died from her injuries.

Jerry Ulayuruluk was subsequently charged with murder and remains in jail with

Chester woman beating diabetes 'I'm determined to continue eating right because it does work'

"When she came back she was at 5.6, which is well down in the normal range," said Aspinall.

"So she went from definitely diabetes to definitely not diabetes during a three-month period.

"This is relatively rare because most people don't follow the diet recommendations and just keep on doing what they want so the diabetes slowly gets worse and they need more-andmore medicine as time goes on."

Charlotte Kattegatsiak was determined not to let her diet ruin her health when she tested positive for diabetes this past May in Chesterfield Inlet.

Five months later, Kattegatsiak, 50, is no longer affected by the disease.

Kattegatsiak, who works with Kivalliq Counselling and Support Services, said she had not been feeling her best for a good while before testing positive for diabetes.

She said she felt tired a lot and no amount of rest seemed to rejuvenate her.

"I actually thanked them when I got the news because I had been having problems with certain foods that I ate, especially white flour, and now I knew why and what I had to do to get better," said Kattegatsiak.

"Most people are loathe to change their diet ... but Charlotte (Kattegatsiak) was astute enough to understand and want to do something about it, so she told me she'd do whatever I told her.

"She was absolutely thrilled when I gave her the results of her second HbA1C test."

"Saying if you eat strong foods you're going to have a stronger body than if you eat weak foods, basically tends to stigmatize it in a less judgmental way than healthy or unhealthy, or good or bad.

"If you eat junk food it takes away your appetite for real food.

"All this also plays a role in food insecurity in that the money going to junk food and tobacco is substantial, and it's precious money taken away from the food budget.

"The evidence against sugar is huge, and the public needs to know that sugar and starchy foods are a lot more harmful than people realize."

Mid-century change of life for Pang man Family moves so father can attend school to start new career

Charlie Qumuatuq, wife Naomie, and their children aged three to 19 embarked on a new life chapter this year, moving from Pangnirtung to Iqaluit.

At "almost half a century," Qumuatuq, a journeyman plumber and oil burner mechanic of more than 20 years, harboured an aspiration.

"I had an uncle who used to be a conservation officer helper. I used to admire his work. He used to go out with the main guy, who was the conservation officer, and travel during summers and fall, winter and spring.

They'd be out for three, four days," said Qumuatuq.

"My uncle was actually my neighbour and when he came home he would tell me or my father to grab

some caribou or seal. That inspired me."

He'd thought about it since then – work that was both indoors and outdoors – but an apprentice opportunity had come up, offered by the government.

"I took that. It ended up taking me over 20 years to realize, 'Hey look, I still had a dream.'"

Qumuatuq applied for Nunavut Arctic College's Environmental Technology Program, and after some discussion with Naomie, it was decided they'd make the move to the capital. Naomie was up for a change herself.

"I really wasn't sure I was going to get in. It's mostly a lot of young people," said Qumuatuq.

But he did get in. The whole family was excited about the move, though there's been an adjustment period as they'd been in Pangnirtung

since about 1999. School was different for the children, a bit more difficult, especially math and science, and there was a lot more English.

"They struggled quite a bit for the first month, but now they're actually learning and catching up with their classes," said Qumuatuq.

Dad's had some adjusting to do, as well, with the plunge into science.

"I had to adjust my mind that I am with students who are way younger than I am. I thought that I wouldn't keep up with them. Will I be able to learn and remember? Surprisingly, I am still capable of learning." said Qumuatuq, adding he's learning the whole new language of science.

He thinks another mature student, Michael Salomonie, understands more.

"The gap that we have is that he's been (in Iqaluit) for a while and he worked with CBC, and he has words

that he understands more. Myself, I was in Pang, and the first language is our mother tongue, Inuktitut. Sometimes I have to ask, 'What is he saying? What does this mean?' I'm learning to speak more in English," Qumuatuq said.

The children are also learning to speak more in English, including the three-year-old who had no English at all. However, Inuktitut remains the language at home.

"We're trying to keep our main language at our place. I'm telling my kids, 'During school you speak English, but at home we speak our own language, because this is our first language,'" said Qumuatuq.

When the school day is done, Qumuatuq stays behind with a few other students to complete any homework he may have before going home to focus on being a father and husband.

When not in class or at home, he is getting to know his new environment.

"I check out the land with my son, look around. When the ice forms, we'll hit the ice. This is our new hunting ground, so we gotta explore and go with someone who has good experience, to show us," he said.

"Right now, I'm enjoying this. It's a totally different, new chapter for me. I'm back to learning math again, that I kind of lost. It's actually interesting, including the science part.

Not one bit boring. I'm actually even looking forward to Monday after the weekend. What are we learning today, you know?"

As for nearing the half-century mark, Qumuatuq says it's like walking now, instead of running.

"You're absorbing and noticing things. You stop and think. That's where I feel I am."

Rare squid found in seal's stomach

Sanirajak/Hall Beach A bearded seal contained a surprise for some Hall Beach hunters last week: there was a bobtail squid in its stomach.

The seal was caught not far from the community and the bobtail squid – or rossia, as identified by a Department of Fisheries and Oceans technician – it had eaten was very small: close to three inches and weighing less than a pound, said Cain Pikuyak, who was hunting in the early evening of Oct. 30 with Ronald Piallaq, Jamie Audlakiaq and Isaiah Pikuyak.

Cain posted a few pictures on social media and received plenty of reactions. One person commented that he'd never seen a squid before.

Another said the invertebrates are good to eat.

Someone else mentioned that there are Inuit legends about squid, warning children that if they are playing alone on the ice, one of those sea creatures could come up and grab them.

Squid are preyed upon by narwhal, beluga and seals, but little research has been done on the mollusks' Arctic habitat, according to the Arctic Institute of North America, a non-profit research and educational organization that is a part of the University of Calgary.

This is the way we expand a bear's lungs

Kugluktuk Ken Taptuna held a grizzly bear's trachea to his pursed lips and then blew into it, expanding the deceased animal's five lung sacs.

All around him, fascinated students at Kugluktuk High School watched and felt the lungs swell and contract.

"The first time I'd done it, they gasped.

They were in shock and awe as to how much like a balloon (the lungs) were," said Taptuna, school/community counsellor for the past 10 years.

The Naujaat Search and Rescue team received a sweet surprise, thanks to its community Co-op board – a sled for the team. Taptuna noted that he took a deep breath before blowing, and yet the amount of air he was able to transfer in a single breath wasn't nearly enough to fill the huge predator's lungs to capacity.

"It was a lot less than what a bear would be able to aspirate at," he said.

This educational activity was made possible when a two-year-old male grizzly was shot and killed after repeatedly wandering into Kugluktuk in late September. The bear was donated to the school and dissected, allowing students to see its anatomy up close.

Taptuna did a lot of hunting and skinning while growing up, so handling an animal's organs is "kind of second nature to me," he said. It was, however, the first time many students – in Grades 6 to 12 – had a chance to view and feel such things.

The school welcomes such opportunities, Taptuna said, although dissections of caribou and seals are much more common than bears, he added.

Co-op offers gift to search-and-rescue team

Naujaat When the community of Naujaat gathered for games celebrating the end of Co-op week in October, it witnessed a surprise from the Naujaat Co-op board to the search-and-rescue team – a Rescue sled.

"I had a group of people, part of my management team, myself, assistant manager, my office manager, and our Co-op president Pio (Kopak) down at the trade show in Winnipeg in March past," said Co-op manager Troy Leblanc.

"We were going around doing our purchases for sealift and we came across this vendor that makes those. Me and Pio talked and we agreed that it might make a good donation to the search and rescue because, basically, there's not a lot of money that goes into search and rescue from the government. A lot of people use their own machines, and they use their own qamutiik."

According to the maker's website, the Rescue is the most advanced, remote-rescue unit available on the market today.

"The Rescue unit has a roto-moulded polyethylene body, making it exceptionally strong, lightweight and easily towed."

The unit has a removable hood canopy and attendant's seat, adjustable tie-down belts, a one-piece limited rotational hitch, and reflectors and tail lights.

"We thought it would make a great addition for the search-and-rescue group," said Leblanc.

Leblanc says when Kopak announced the gift and it was brought out, the crowd clapped.

"The community was very happy with the donation," he said.

The Naujaat Co-op is member-owned and was incorporated in 1968.

Qausuittuq/Resolute Bay Resolute hosted its first concert in three years in October.

Aasiva, aka Colleen Nakashuk of Pangnirtung, entertained close to half the community – population 200 – at the Resolute gymnasium on Oct. 4. She also visited Qarmartalik School to talk music and hold a ukulele workshop, along with Qausuittuq National Park superintendent Jovan Simic.

"It seemed to have a lot of effect on the younger people. They really enjoyed it... it touched the young people so much," said Mayor Tabitha Mullin. "I didn't know we had talented little singers here. They had a little sing-along with (Aasiva)."

Parks Canada, the Quality of Life Secretariat and Alianait organized the affair as part of the fourth annual Embrace Life Tour.

It included storytelling and mental health awareness.

A few youth also demonstrated Inuit games and then members of the crowd gave the events a try: high kicks, the finger pull and muskox fighting, for example.

"It was very fun," said Mullin, who's a member of the knowledge group for Qausuittuq National Park.

Ulluriaq Gauthier Scholarship winner

Iqaluit Each year, the Qulliq Energy Corporation chooses a recipient for the Laura Ulluriaq Gauthier Scholarship, named for the woman who was instrumental in creating a made-inNunavut electrical utility.

This year, law student Jasmine Redfern was chosen to receive the $5,000 scholarship.

"Ms. Redfern has been a leader and advocate for Indigenous youth. She is a founder of the National Indigenous Young Women's Council, a member of the Nunavut Human Rights Tribunal, and is a long-time volunteer with the Nunavut Kamatsiaqtut Help Line," said Minister responsible for the corporation Jeannie Ehaloak in the legislative assembly.

"Currently enrolled in the Nunavut Law Program, Jasmine plans to become a bilingual Inuktitut and English-speaking lawyer to better represent all members of her community. As a mother, she realizes the immeasurable value of passing Inuit language and culture on to her children."

Ehaloak noted Redfern's "tireless efforts to create community initiatives while juggling ambitious academic goals make her a worthy recipient of this year's award," as well as possessing "many of the same leadership traits as Laura Ulluriaq Gauthier, for whom this scholarship is in memory of."

"Laura was known for her community work and giving spirit," said Ehaloak.

Porter, Peetooloot put things where they belong at Sabina's Back River project

As Sabina Gold and Silver marches toward transforming its Back River gold project into the Kitikmeot's second gold mine, Jimmy Porter and Kokiak Peetooloot are two of the people keeping things moving, literally.

Porter, from Gjoa Haven, and Peetooloot, a Taloyoak resident, operate loaders and other machinery, such as rigs with telescopic arms, to place supplies and equipment where they need to be at the Goose camp.

"There's always stuff to move every day," says Porter.

During the coldest months, the heavy equipment is stored in a quonset hut to protect its from the frigid temperatures, Peetooloot says.

"So we don't have a problem in the winter with the machines," he says.

Like any job, some days are busier than others. In scheduling their inter-

view with Northern News Services in late September, their supervisor indicated they wouldn't be available one day due to steady demand from loading and unloading cargo from airplanes.

Other tasks include snow clearing and refuelling drill equipment.

Porter started work at the Back River project in 2006, before Sabina was an active player in the exploration site. Dundee Precious Metals was in possession of the property prior to Sabina purchasing it in 2009.

"We got busier because the camp got bigger," Porter says of the progress made at the site over the years.

Peetooloot, who has been a Sabina employee since February 2013, has also noticed the growth.

"It's starting to be a lot of people." he says. "It's good. It's a nice camp here. I like it."

There are also phones and computers with Internet access, making it possible to stay in touch with family back home.

They get to see their loved ones for two weeks, flying to their communities via Yellowknife, after four consecutive weeks of work.

The food served at camp is "not so bad," according to Peetooloot.

Char is sometimes on the menu, Porter says. Workers are able to bring

traditional foods if they choose, he adds.

There's heightened awareness of how the industrial activity at the site could affect surrounding nature, says Peetooloot.

"They're very careful monitoring the wildlife right now," he says. "If we see animals, we call logistics and tell them where it is, how far it is."

Sabina is Peetooloot's primary employer, helping him support his

family. He's not alone. There are close to 20 other Kitikmeot residents who are employed at the site, Porter says.

"It creates jobs. It benefits everybody; it keeps people from the communities working," Porter says of mining and exploration activity, adding that he plans to carry on with it for years to come. "It's a good paying job, a lot of good experience and I meet a lot of people."

"It helps a lot," Peetooloot adds.

Comics from the south and some of the capital's funniest made audiences laugh Oct. 11 to 14 – and together they helped raise roughly $6,500 for the Kamatsiaqtut Help Line.

Helmkay is also the volunteer producer of Ottawa's Cracking Up the Capital, which raises funds for mental health organizations, and this year the organization including Iqaluit in its annual fundraiser by teaming up with the help line in March.

MLAs question empty staff units Pangnirtung needs more public housing, not more staff housing units, states local association

A persistent, unsolved problem has returned to the legislative assembly at this fall sitting: why do so many staff housing units across the territory remain vacant for years when families are in dire need of housing and live in overcrowded conditions?

Pangnirtung MLA Margaret Nakashuk's dismay stems from a proposed five new staff units, while there are existing empty units in her community.

"When there haven't been any new public housing units built in the last eight years. How do you justify that? That's what I would really like to understand," she said Oct. 29.

Minister responsible for the Nunavut Housing Corporation (NHC) Lorne Kusugak said his understanding is that there are five empty staff units, with four being held for positions that will be filled.

Nakashuk disputed that number, based on information at a meeting of Pangnirtung's housing association. She also tabled a letter from the Pangnirtung Housing Association.

The letter, signed by chairperson Manasa Evic and vice chairperson

Seepa Nowdlak, is short and to the point.

"In the past eight years Pangnirtung has not been allocated any new build for public housing. Every year the wait list has grown and is now 51 per cent greater than it was at the time of the last allocation," wrote Evic and Nowdlak.

"Last year the NHC transferred a four-plex from staff housing to public housing because it had remained empty for 10 years … There has been a minimum of six empty staff housing units in Pangnirtung not considering the empty four-plex and another empty six-plex in the past 10 years. Pangnirtung needs more public housing, not more staff housing units."

Added Nakashuk, "There is a couple that has been waiting seven years for a house. Then there is another couple who were moved from one unit so that they could retrofit the house. Their one bedroom alone is full of furniture …

Kusugak repeated again that the corporation does not make decisions "as to which community will get a house and for what purpose. We are generally directed by human resources and other government departments when they tell us that they need housing for their staff."

"As I stated when I was asked on this yesterday, we are reviewing this," he added.

It was in 2015 that Tununiq MLA Joe Enook voiced his concerns about almost a dozen staff units which had remained vacant for 16 years. George Kuksuk was minister responsible for the Nunavut Housing Corporation at the time. He had the same stock answer as Kusugak.

The housing corporation alone can't deal with all these issues, Kuksuk said, "so we will have to work with the other departments in order to move ahead and deal with the vacant units because there are other issues that are outside of our jurisdiction."

Quassa suggested it was time for action rather than discussion.

"I can say here that in the internal workings of the government, this is being worked on and reviewed. If those staff houses can be released, they will be released," said Kusugak.

Judging by the turnout this year, it would appear sport and recreation in Nunavut is pretty healthy.

The Recreation and Parks Association of Nunavut (RPAN) hosted its sixth annual conference in the capital from Oct. 19 to 21 with the highestever number of delegates attending, according to Dawn Currie, RPAN's executive director.

"We had 83 registered delegates for the conference and some from Nunavik for the first time," she said.

A total of nine made the trip in from Nunavik, which could have happened last year had it not been for bad timing.

Currie said this year wasn't a

Coaches and officials wanted

Iqaluit Nunavut Speed Skating is looking for a few good people to help out with its coaching and officiating needs for this season.

The association will be hosting a Level 1 officiating course from Nov. 22 to 24 at the Ilinniapaa Campus in Iqaluit with Michel Dumont making the trip in from Quebec as the facilitator. The course will look at the basic role of an official, meet formats and the organization of meets, among other things.

That is, of course, if it fits the needs of RPAN and Humber College, she added.

"If the schedules work out, we'll see if we can make it work," she said.

Both the soccer and volleyball streams were chances for coaches and athletes to go through highperformance models. The soccer stream included work on defending and attacking principles, game play and the rules of futsal while the volleyball stream focused on such things as physical testing, drill preparation and offensive and defensive strategies, among other things.

Anyone taking the course must be at least 16 years of age.

The coaching course is the Introduction to Competition for coaches and will take place from Nov. 19 to 25. The course will go over an introduction to biomechanics and performance analysis to sport nutrition and the developmental of basic mental skills, as well as further exploring practice planning. Like with the officiating course, you must be at least 16 years of age to take part.

Draft day beckons

Kangiqliniq/Rankin Inlet The 2018-2019 Rankin Inlet Senior Men's Hockey League season is on the horizon.

Games are scheduled to begin on Nov. 7, but before that can happen, the league will hold a draft to fill out the rosters for this season. That's set to happen on Nov. 5 with a second supplemental draft set to take place on Nov. 30 for players who weren't able to get their names in for the first draft.

The Sport and Recreation Awards Gala on Oct. 20 was the night where the best and brightest of the sport community were recognized for their work over the past 12 months.

More than 180 people attended the evening, said Currie, and it was all done in collaboration with the sport and recreation division.

One thing which was new this year for the awards was title sponsorship for the honours given out by RPAN, which included the Baffinland Iron Mines Recreation Leader of the Year, which went to Terry Killiktee of Clyde River, the Calm Air Community Organization of the Year – Cambridge Bay Minor Hockey – and the One Ocean Expedition Youth Leader of the Year, which went to Hayden Hickey of Iqaluit.

A total of five teams will be in action this season.

Northern Project returns

Nunavut The Northern Project program is back for another year.

The program was started by Travis Hamonic of the Calgary Flames, who is Metis from Manitoba. It gives Indigenous youth between the ages of six through 17 the chance to travel to Calgary to take in a Flames home game and meet with Hamonic.

Hamonic and his wife, Stephanie, choose the lucky winners from nominations received from community members from around the North. Whoever is chosen gets return airfare for two from their community, two tickets to a game, two nights hotel accommodations, two Travis Hamonic jerseys, dinner on the night of the game and a $750 Visa gift card.

The first nomination deadline has come and gone but the next deadline is Nov. 9, which is for a chance to attend the game between the Flames and the Nashville Predators on Dec. 9.
