School opened doors for man with a plan I'm not here for the money, says young grad

People, place and the environment – these are a few of Joshua Komangapik's career passions and for this 25-year-old leaving the territory led him to develop his goals and find his passion.

Earlier this year, he graduated from Bishop's University in Sherbrooke, Quebec, earning a Bachelor of Arts in Geography, with a focus on resource management and Northern geographies.

"A lot of the subjects that I wrote about had to do with the Arctic," Komangapik said. "So an example would be the Clyde River seismic testing case. Others would be about the influence of climate change on traditional Inuit food security, about the history of the sealskin ban. It really helped me within my career and where I am right now. I was able to research things that were really relevant to what I'm doing."

Komangapik's dedication to his post-secondary schooling means he put himself through school on loans. Along the way he earned nine scholarships – the most recent being the 2018-2019 John Amagoalik Scholarship, worth $5,000.

Komangapik now works fulltime with Parks Canada as a park planner, a natural evolution from summer student jobs he held with the Government of Nunavut's Department of Environment.

"Last summer, I worked with Nunavut parks. They were doing the Tallurutiup Imanga conservation area consultations. I got to see all the consultations process. That really helped for my job now doing management plans and consulting with the communities on how they want the parks to be managed."

That same summer, Komangapik took part in Students on Ice. "I really enjoyed the trip because I kind of was an older mentor to a lot of the younger students who were shy, students from communities. I'm a very big personality and I'm very personable. So it was nice to be able to have the time with them, get them out of their shell," he said, adding he also made a lot of professional connections.

But before leaving Nunavut for school, then returning, Komangapik, as a teen, had to navigate through a very difficult period of time, which included seeking help for mental health issues. This is not unknown to many Inuit youth who must find a way to grapple with a harsh colonial history and inter-generational trauma before coming out on the other side, active and engaged.

Therapy helped.

But so did his time at Bishop's, which followed a college degree in social science from Cegep de la Gaspesie et des Îles in Quebec.

I held different club leader positions. I was the president of the Pride Alliance for a year. I co-led the Indigenous Cultural Alliance on campus with my really good friend, who is Mi'kmaq," said Komangapik.

"Our mandate was to try and get an Indigenous face in this school because at the time there wasn't. There is now. Our other goal was to do community building kind of things for the Indigenous students that were on campus."

Komangapik says he and his friend did public talks on campus.

"My talks surrounded like the history of colonization within the Arctic, as well as the potential water crisis in the face of climate change and food security."

Bishop's is also where Komangapik met his partner, Daniel Haney-Hiscocks.

Asked what motivates and drives him, Komangapik had this to say.

"When I first started education, I was 17 or 18 and I was living on my own. I was working minimum wage service jobs and I

just couldn't do it anymore.

"Once I started going to school I really found my footing because I actually really like learning, especially when it's things that I have an interest in. I didn't realize how much I would get involved."

He takes pride in the evolution of his journey, "just because I decided to go to school.

"It's really different for everybody. I can say it from my perspective as a queer Inuit youth ...

Not everybody is going to agree with how you are. But it's up to you to find the people that do accept you and love you because not everybody is going to and you have to really come to terms with that," Komangapik said.

"Sometimes it's better to just find your own family if your own family doesn't accept you, or to give them time. At the moment I have a really, really good relationship with my mom. I'm surrounded by friends and family that really love me.

"And in all the other aspects of being an Indigenous person you have to deal with all this intergenerational trauma. It's up to us

to really know how to deal with it, not to perpetuate it. Actually, in my opinion, I feel like a lot of people of my age are really good at that. It's an interesting cohort.

I feel there's a lot of young Inuit today who are really making an effort to make a difference in their community in all their own special way."

Komangapik plans on doing a master's degree in Northern studies at Carleton University in Ottawa and a distance graduate diploma in Indigenous governance.

"With the hopes of being able to be a leader within the territory politically, especially from an environmental focus. I want to be just as educated as any other person that comes up here," he said.

He figures policy envisioned by a visitor to the North is different from policy envisioned by someone who is from the North.

"I truly care about the people and the environment here to the deepest of my heart. I'm not here for the money. I'm here because my family and friends live here.

It's my home."

Where making fun is job number one Sanikiluaq's Quentin Sala helps run recreation on the Hudson Bay island

As Sanikiluaq's assistant recreation manager makes his way around town, he often hears his name being called.

"Quentin! Quentin!" numerous children holler excitedly.

Quentin Sala has made a positive impression on many youth in Sanikiluaq, teaching them Inuit games, overseeing their recreation activities and keeping the calendar bustling with events.

"One of my favourite jobs is supervising the youth and children," says Sala, who recently turned 21.

He took on the role of assistant recreation coordinator 13 months ago after spending a few months teaching Inuit games.

"The SAO (senior administrative officer) was noticing the skills I have and the enthusiastic work. She offered me the position in September (2018)," he recalls.

To further hone his abilities, Sala, a die-hard Winnipeg Jets fan, was a participant in a youth leadership summit in Churchill, Man. last week. Workshop sessions addressed developing confidence as a leader, how to better communicate and understand others, managing team dynamics and career planning.

He also took training earlier this year at Humber College,

near Toronto, to learn to conduct sports camps in his community.

He's applied for a scholarship program that would allow him to take online courses to expand his knowledge even further.

Working full-time – generally from 9 a.m. to 5 p.m. Monday to Friday with the occasional Saturday in the mix – Sala leads youth in a broad range of activities such as volleyball, soccer, tag and hula hoop dancing.

He remembers spending some of his childhood hunting with his grandparents and popping into the Sanikiluaq recreation centre to stay busy. He learned some Inuit games from a local man and others at school, allowing him to pass those skills on to others.

"I'm not good at them though," he says modestly.

Square dancing, card and dice games bring out many residents on Nunavut Day, Canada Day and Christmas and there are cash prizes for those who rise to the top among the various age categories.

Lacrosse is also on the horizon for Sanikiluaq thanks to a funding proposal Sala wrote. He says he'll look into ordering lacrosse equipment in the near future.

The recreation department also plays a supporting role to other municipal departments, as needed, Sala adds.

"We step up as helpers," he says.

Zoe Ohokannoak finds solace in murals and higher learning

Zoe Ohokannoak has left an indelible mark on her hometown of Cambridge Bay. She and friend Sam Sibera spent about a month working on a mural adorning the side of the community pool in July and August. It depicts a polar bear lying on the ice next to open water.

They had a crew of youth helpers who assisted in applying the base coat.

"It was pretty fun. I'm glad they enjoyed it," Ohokannoak says.

It wasn't her first mural. She painted a suicide-awareness theme at Kiilinik High School, where she graduated in 2017.

"I was really glad to work on that one," she says.

In early September, Ohokannoak returned to the Nova Scotia College of Art and Design in Halifax, where she's enrolled in the second year of a four-year expanded media program. She's able to engage in painting, digital arts, metalworking, sculpting, drawing and film and photography.

"I like a broad range," she says, adding that digital arts is her favourite medium, although her most beloved creation is an acrylic painting that she calls Mort Romantique. It features a glass skull resting among flowers, candles and a patterned silk scarf.

Ohokannoak has also designed tattoos for others. She has an interest in being a tattoo artist someday. That would include traditional Inuit tattoos as she's been inspired by the Inuit Tattoo Revitalization Project.

She also wants to lead community arts programs that involve youth, similar to the

"That felt really good, so I'm hoping I can do that more in the future."

Ohokannoak been fascinated by the arts for as long as she can remember.

"My mom still has my potato drawings from kindergarten," she says, laughing.

"I've always had an interest in it. When I started focusing (on arts) as a career was probably when I was still pretty young. I'm still coming up with ideas of what exactly I want to do."

A high school arts teacher encouraged her to move in that direction as well.

"He was a huge advocate in making sure I get any supplies that would help me," she recalls. "He would give me advice, which I'm very thankful for."

After graduating high school, Ohokannoak devoted a year to working and raising money to help cover her portsecondary expenses.

Choosing to attend the Nova Scotia College of Art and Design put her in Halifax, where she has relatives. It made the transition easier, being thousands of kilometres from Cambridge Bay. While in elementary school she lived in Edmonton, where her mother attended university, so she's accustomed to larger cities.

"It wasn't that big of a transition for me," she says of the move to the East Coast. "A lot of things are more convenient (in a large city) but still gotta miss home."

Childhood pals planning to join RCMP Stanley Adjuk Jr. and John Voisey plan to attend police training in Iqaluit in January

John Voisey has wanted to be a police officer ever since he was a little kid growing up in Whale Cove. Now the recent high school graduate is hoping fulfill his dream with his best friend at his side.

Voisey and Stanley Adjuk Jr. are both planning to go to Iqaluit in January to start their basic training for the RCMP. If they complete the program they will advance to a six-month basic training course in Regina, Sask. later in the year.

"Ever since I was younger I always wanted to become a cop," said Voisey. "I wasn't so serious about it at first but as I started ageing and growing older I thought this was for me and it's what I should be doing."

Since graduating last fall the two best friends have been saving up money while working in Whale Cove. Voisey got a job as a substitute teacher, which he kept until the end of the school year, while Adjuk has been working cargo at the airport.

While both Voisey and Adjuk said Const.

Joe Fraser, who has been a longtime member of the RCMP in Whale Cove, helped influence them in their decision to join the force.

"I never knew who he was at first but then he told me he's here for work and I asked him questions," said Voisey. "It's been a long roller coaster ride and he's helped me."

Adjuk said he was considering becoming a commercial pilot until a chance encounter with Fraser last fall.

"At first I thought of going to flight school and getting my pilot's licence. Before graduating I thought of that as my only career option,"

he said. "Then one day I was working at the airport and an RCMP officer asked me what I was going to do with my life. I told him (and he) told me I should look into (policing)."

As compelling as Fraser was, ultimately it was Voisey who convinced Adjuk to try and join the RCMP with him. Voisey and Adjuk see the police force as a way of challenging themselves while serving the community.

"I just feel like I need to give something back," said Voisey.

While they both have their own reasons for joining, Adjuk said getting the chance to go through training with Voisey was definitely a motivator.

"We're best friends – we've know each other since we were in pre-school – and we both like the RCMP," he said.

In order to prepare they are in the process of studying for entrance exams for the force. For the past few months Voisey and Adjuk have been studying together.

"We were supposed to do the exam last month but me and Junior didn't feel like we were quite ready so we postponed it."

Fraser has even helped them with their preparations.

"Through all this he's been helping me and John," said Adjuk.

Both Adjuk and Voisey said they are currently trying to mentally prepare themselves for the rigours of a life of policing.

"You're carrying a gun and you're trying to protect so you have to be cautious. But I try not to let the dangerous parts go to my head," said Voisey.

Voisey realizes it is unlikely they would be placed in the same community if they were both successful in joining the force. But hav-

No man left behind in new housing Nunavut's first-ever transitional housing project is coming to Iqaluit

With the final piece in place, the Uquutaq Society is moving forward with its plan to vastly expand its offering for homeless men in Iqaluit.

Executive director Laurel McCorriston said as much Sept. 24 after learning the Canadian Mortgage Housing Corporation (CMHC) will fund its application to purchase buildings 1077 and 1079 in Iqaluit for $7.5 million.

"There's a lot of services, money, resources put towards women and children but there's really nothing for the men. And they feel like they've been left behind. This is something that's going to bring light to the men," said operations manager Erika Alexander.

Roughly 40 per cent of the homeless men who currently use the decrepit shelter in Iqaluit are between the ages of 18 and 34. They are from all over the Qikiqtaaluk region and other communities in the territory.

"Most of the people in the shelter stay here for an average of four years.

There's one guy who has been here on and off … he came when he was 16 and he's 30. That really punched me in the stomach when I found out about that. Just imagine what that would do to your life," said McCorriston.

The project to take over buildings 1077 and 1079 will see the shelter continue to house up to 60 men, but will also offer transitional housing and affordable housing. Pro-

gramming, still being developed, will help lead the men through each step.

Market housing will help cover costs.

This is no small feat, as Nunavut is currently the only jurisdiction in Canada without transitional housing.

McCorriston says Iqaluit Mayor Madeleine Redfern was instrumental in moving the project forward.

"She submitted the CMHC application. And she raised most of those funds. This project would not be happening without Madeleine," said McCorriston.

While the building won't be ready until sometime in March, McCorriston's staff is currently helping the men conduct self-assessments.

McCorriston says the programming will be designed for the needs expressed by the men in transitional housing - for those who are ready.

"And a lot of the young men are ready already. There's an issue of how much money they make compared to the rental market," she said.

As well, the wait list for social housing is four to five years, with two and three bedroom units being built by the Nunavut Housing Corporation rather than the one-bedroom units a single man would occupy.

Asked what the men think about the project, McCorriston says they are happy about the new buildings.

"The programming, not so sure.

They've never really been focused on before. When they're doing the self-assessments, they're responsive," she said.

Alexander says it's important the

men share as much as possible so the staff can develop programming that's right for them.

"If you ask, do you need to go the hospital? They might say no. But you ask follow-up questions and you find out they do need to go to the hospital, they just dismiss it. So they're not selfaware of some of their own needs.

So we're really focusing on the needs of the guys and trying to ensure that we cover all aspects, to ensure that they're not dismissive of their needs," Alexander said.

"It's a mixture of all of it – being left behind, no-one ever caring, noone ever asking how they're doing."

The assessments take from 45 to 90 minutes, and include questions tailored to Inuit that aren't found in standard self-assessments, such as their place in the family or the community.

"It's also building relationships with the guys so they're more comfortable with the staff, building professional relationships and trust," said Alexander.

McCorriston says so far the approach with homeless men has been "warehousing."

"Just giving them accommodation.

It's a big change for this organization and a big change for them. I think they're happy," she said.

"I know we could say I worked in transitional housing down south and I know what it is and I know what worked, and we could just do that.

And we kind of get pushed by the circumstance of these new buildings

"There's just too much top-down, generally speaking."

Both women, whose backgrounds are in housing, say that when you gain housing it's easier to build and maintain an independent life.

The CMHC funding is thanks to the Liberal government's National Housing Strategy Co-Investment Fund.

Other partners in the project are the Government of Nunavut's Department of Family Services, Nunavut Tunngavik Inc., the Qikiqtani Inuit Association, Employment and Social Development Canada and CrownIndigenous Relations and Northern Affairs Canada, which variously contributed to the down payment or other funding needs.

A quick rise to captain Clyde River's Joseph Arnakak sets his sights on fire officer training

Joseph Arnakak was promoted to captain of the Clyde River Volunteer Fire Department earlier this year despite having only joined the brigade in March 2018.

Nick Illauq, the community's fire chief, is thoroughly impressed with what Arnakak has accomplished in such a short period of time.

"He is very committed and responds every time," says Illauq. "He takes any strategic advice to heart. He is my second-hand man, very dependable."

Arnakak, 25, earned a score of 92 per cent on his firefighter level two exam, allowing him to move up the ranks.

"That's very good for level two," Illauq says of the test score.

Achieving that mark took "a lot of studying," Arnakak admits.

There's bound to be more studying in his future as he's planning to apply for fire officer training. That would put him on track to eventually move into a supervisory role, in addition to broadening his knowledge of safety, inspections, communications and fire scene management.

Arnakak admired firefighters while growing up.

"I looked up to all the firefighters because I wanted to become one," he says.

In his time with the department, he's yet to be engaged in a structural fire, but he has had to help extinguish two blazes involving snowmobiles.

He's also been among the volunteers who go into the the local school to provide students with tips on fire prevention. Always having a fire extinguisher ready for use and ensuring fire alarms are working properly in one's home and workplace are among the recommendations that he makes regularly.

Clyde River is one of four Nunavut communities that recently inherited a used ambulance donated by the Peel Region of Ontario. The emergency vehicle arrived by sealift a few weeks ago.

"I'm excited. I think it's going to be pretty useful for the community."

The fire department has obtained a lottery licence to raise money to help pay for some needed equipment for the ambulance.

Firef ighter training to use the emergency vehicle is ongoing.

"I'm always on call and we try to do the training every week, but I'm always on duty," Arnakak says of his readiness to respond to a crisis.

A person as accomplished as Donna May Kimmaliardjuk becomes an easy target for the teachers and other community leaders across Nunavut who make it a priority to inspire young people to reach their potential.

It's important to celebrate singular cases like Canada's first Inuk heart surgeon. She's a shining example of what has been accomplished already and what is possible in the future.

But there's a smidgen of a double edge on that ulu: while Dr. Kimmaliardjuk's example illustrates one path to greatness, it runs the risk of delivering a narrative that sounds like a magic bullet or lightning strike solution is the only way to build a better life for Nunavummiut.

Like her, most Nunavummiut are under 30 years of age. They live in a territory where the population is growing faster than any other jurisdiction in the country, but the number of high school graduates remains unacceptably low.

Call me a skeptic if you must, but count me very much among those who think it would be nice to see exactly how the federal government plans to do all the great things it alludes to with its Arctic and Northern Policy Framework finally released on Sept.

10.

And, I'm sure it was mere coincidence the framework was released just as candidates were heading-out on the campaign trail for the upcoming federal election.

I think we can all agree the top elements of addressing health, economic development and infrastructure, followed closely by ending poverty, homelessness and food insecurity, are all necessary initiatives, but they are also massive issues with big price tags. They also come with the need for collective thinking and planning from the ground up, which has often been an issue in its own right when dealing with federal governments of the past.

Look, I get it. It's campaign-and-election time, which means it's time to throw some money around and promise salvation at the cost of your vote.

But, really, instead of a road map of the voyage necessary to obtain these objectives, can we not at least see some sort of plan being put in place as to how we're going to traverse that road, which also serves to narrow the gap between we in the North and our fellow Canadians in the south.

Listing the issues and giving lip service to addressing the problems has been going on with the federal government for decades upon decades with little progress (unless one views Nutrition North Canada as progress, which is a topic for another day) to show for all the rhetoric.

There is not one challenge listed that comes as any surprise to those who actually call Nunavut home, nor is there much about the details (or lack thereof) contained in the Arctic and Northern Policy Framework to make one feel optimistic about coming change and advancement.

Reading the framework reminded me of an evening at the Rankin Inlet community hall years ago when, during a presentation on Nutrition North, cries of "Inuktitut please!" rang out as unilingual elders tried to figure out what the heck was going on, the presenter kept presenting in English and the interpreter sat in silence staring at his feet and feeling mighty uncomfortable.

You can't help but feel like screaming, "Yes, but how are you going to do this?" at the pages, as objective after objective is listed with nary a clue on how it might be achieved.

One could almost go back 20 years and read the same outline from a variety of former prime ministers who were also morethan-a-little vague on the details of solving these issues. And, well, we all know how

Project Naming is a trilingual Web exhibition and searchable photographic database available in Inuktitut, English and that's turned out.

Maybe the answer lies with a round of information-gathering sessions like town hall meetings (yes, I'm being facetious).

Or maybe the forming of a committee to look into food-and-price issues in Nunavut led by a former Bay Boy would help? Wait, that's been done.

It's been a long wait since Prime Minister Justin Trudeau and his gang on the hill promised the new framework shortly after the previous federal election –and it is both deflating and disappointing.

It's fine for outgoing Iqaluit Mayor Madeleine Redfern to say she's happy the framework acknowledges the need to include local, ᔮᓂᐊ ᒍᕇᕝᔅ "ᑐᕆᓕᔭᓂᐅᖑᒍᒪᕗᖓ ᑮᓇᐅᔭᓂᒃ ᑐᓂᓯᖃᑦᑕᕋᔭᕋᒪ ᐃᓚᓐᓄᑦ ᐱᖃᓐᓇᕆᔭᓐᓄᓪᓗ."

Of course, all this might prove itself to be nothing more than grist for the mill (minus the useful part) should the Liberals lose the upcoming election.

Hopefully, the next framework from the sitting federal government will contain a few hints as to how it plans to accomplish its goals, rather than just simply regurgitating the same list of well-known issues we have to overcome.

Inuktitut for capable: redefining success Post-secondary education matters, but so do first catches

When Nunavut Tunngavik Inc.'s (NTI) president Aluki Kotierk earned her master's degree, a local newspaper wrote about her achievement.

"People back home in Iglulik had seen it and would see my father and would make comments. My father called me and said he was feeling ashamed. I felt horrible, because part of it was he didn't appreciate all the attention being given to us and our family," said Kotierk.

"And the idea that we were arrogant, that we're better than anyone else."

Which is never the intention, she adds.

Kotierk turns instead to the word ajungittuq in her Inuktitut dialect, meaning capable.

"When you think of where we've come from and who our society is, everyone has an important role and they're all equally important. And so everyone is an achiever. Everyone needs to be capable. Our capability and our strengths determine where we're specialized and how we contribute to our society," she said.

Kotierk makes the point that the leaders who worked so determinedly to create Nunavut were under 30 years of age.

NTI recently held a board meeting in Qausuittuq/Resolute Bay. Kotierk met a young man who had just graduated from high school, one of three graduates.

"He had just caught a whale with his qayaq. I'm like wow, if that's not achievement, what is? The next day I met another graduate from the same community who just recently participated in the Northern Youth Abroad program. To me, that kind of experience, expanding your horizons, seeing what life is like outside of Nunavut, is so beneficial to our experiences as Inuit," she said.

"And, ironically, I think leaving Nunavut often helps us understand more who we are as Inuit."

She also mentions Miles Brewster of Iqaluit, who in 2018 at the age of 12, sat out the Canadian anthem at school.

"To me those are all indications of confidence. A bold belief in

something. To be able to say, whether it's going against the grain, so to speak, I'm willing to have my opinion heard. I think that's extremely important," said Kotierk.

In an email after our interview, Kotierk wrote of attending the 2018 Inuit Circumpolar Council General Assembly in Utqiaqvik, Alaska, where incoming chair Dalee Sambo Dorough spoke.

"It was absolutely electrifying – inspirational. I think there is room for improvement in the area of making sure all Inuit know that they are valuable and have an important role to play – whatever it may be," Kotierk wrote.

Dorough said: "We need every Inuk. There are 7.6 billion people on earth. There are approximately 165,000 Inuit on the entire planet. We need every single one of us; every woman, every man, every young person, every child, every mother, every father, every elder. We need every one of you here today and more important, all those at home. We need every future leader and every past leader. We need every Inuk across the Arctic and elsewhere."

Kotierk recalled her brother earned his master's degree sometime after she did. Again, an article appeared in a local paper.

"Then when I had seen my father he talked to me a little bit about that and said that he's realized that society is changing. He didn't say I'm sorry or anything, but that's what I took it as. So I think it's all part of our story as Inuit and those questions that you ask, is our transitional story of our society changing," she said.

"And I think there is value in praising people. I've come to believe that there is value in celebrating successes. And, even if we feel shy about it, to raise people up because there's so much hardship and there's so many negative stories that I think we need to do more of that, celebrate the successes.

"And when I say successes I don't want it to limit it to people who have master's degrees. I think it's so important that we also, rightly, celebrate the successes of the first caribou hunt, the beluga hunt."

When discussing youth achievement, Nunavut Tunngavik Inc. president Aluki Kotierk says everyone is an achiever. For example, in August 2018, Qaggiavuut offered a course on a pisiit (ancient songs), which brought elders and youth together. Inuit youth then brought a new production called Pisiit Nunattinnit (Arctic Song) to the world stage, helping draw attention to the need for a performance arts centre in the territory. That position is currently out for competition.

Kotierk says the Inuit organization is also looking to fulfil a 2015 recommendation brought forward at an annual general meeting by Gjoa Haven's James Takkiruq.

"A youth made a presentation that there are always cultural exchanges

with the south but he would like to see cross-cultural exchange across Nunavut with the different regions so they could learn from each other," then NTI president Cathy Towtongie told Nunavut News.

The resolution states that because Inuit youth form a large proportion of the population in Nunavut and due to the geography of the territory, Inuit youth are spread out amongst

isolated communities, programs need to be in place to formulate and enhance a unified Nunavut identity.

NTI also offers scholarships, such as the $5,000 Jose Amaujaq Kusugak Scholarship Program.

"We also have, more recently, scholarships available for students going to post-secondary institutions and, also, training programs," said Kotierk.

Iqaluit man charged with child luring, exploitation

Iqaluit A 55-year-old Iqaluit man is facing charges in relation to child luring and sexual exploitation following an RCMP investigation.

Craig Dunphy has been charged with two counts of luring a child, one count of procuring a child and one count of sexual exploitation of a young person, according to Iqaluit police.

The Mounties say the investigation is ongoing. They encourage anyone who may have information or who may have been a victim to please come forward to the Iqaluit RCMP in person or via phone at 867-979-0123.

The newly-formed Special Victims' Unit was involved in the investigation.

The charges against Dunphy have not been proven in court.

His first appearance in court was not scheduled before press time.

Rankin Inlet While there is still no word on the official opening date for the community's new arena, the new hockey season is almost upon us.

The Rankin Rock have released the three October dates for minor hockey player registration in Rankin Inlet.

Players can be registered for minor hockey on Oct. 4, 11 and 18. All three sessions will be held at the old arena from 1 p.m. to 5 p.m.

The registration fee for the upcoming season is $150 per child.

The Rock will hold its annual free hockey gear giveaway on Oct. 18, also at the grand old lady on the hill from 1 p.m. to 5 p.m.

The following dates have been selected for Rankin Inlet's major hockey events of the upcoming season.

Hall Beach rallies around widow

Sanirajak/Hall Beach Terry Fox runs took place across Nunavut in September and in Hall Beach the proceeds were kept close to home.

Nearly $500 was donated to Monica Panikpakutsuk, who lost her husband Abraham to cancer in early September, shortly after his August diagnosis.

"I thank you all so much for giving support to her. She thanks you all from the bottom of her heart," her daughter Helen wrote on Facebook following the donation.

"They really helped her," Helen told Nunavut News.

Recreation coordinator Paul Haulli said coming to Panikpakutsuk's aid was the top priority.

"We decided to give it to the family so they can get some food or something," he said.

The Sept. 13 Terry Fox Run brought out hundreds of school students and other community members, the RCMP and even the fire truck.

"There was a lot of people. It was a very good turnout," said Haulli.

No bears invited to these gatherings

Qausuittuq/Resolute Some special occasions are on the calendar in Resolute and there's possibly going to be provisions for at least one of them to prevent polar bears from ruining the proceedings.

Mayor Tabitha Mullin said door-to-door trick-or-treating may be replaced with an indoor Halloween event to ensure wandering polar bears don't cause a tragedy.

There were few incidents with the bears in September as the predators mainly passed by the outskirts of the community, said Mullin.

However, the large animals frequently came into town last fall and Mullin is anticipating they'll make appearances in the coming weeks.

"They don't seem to be very hungry. They're fat animals right now so it's pretty good," she said. "We have no sea ice for them

Belugas harvested in the bay

Sanirajak/Hall Beach A pod of beluga whales that swam into the bay in Hall Beach resulted in a couple of the mammals being harvested during the morning of Sept. 24.

"It was very exciting. There were a lot of boats and lots of people outside, even the working people, the teachers," said Paul Haulli, a longtime harvester. "It was a great day today in Hall Beach."

Although local hunters successfully scrambled their vessels to take advantage of the prey, conditions weren't optimal. Seas were fairly rough and it made the shallow water cloudy.

"It was very hard... they could hardly see them," Haulli said.

Abe Qammaniq, vice-chair of the Hall Beach Hunters and Trappers Association, said the whales aren't commonly seen around Hall Beach these days.

"It's rare. It's not every year that we get belugas that swim by," he said.

Nonetheless, he's grateful that the harvest took place.

"It was a good lunch," he said, chuckling.

Impaired during Terry Fox Run

Rankin Inlet A 64-year-old man from Rankin Inlet is facing impaired-

driving charges after fleeing from local bylaw officers before being picked-up by RCMP on Friday, Sept. 13.

The RCMP officers were dispatched at about 3 p.m. concerning a report of a possibly impaired driver.

Students were participating in the annual Terry Fox Walk/ Run when Rankin bylaw officers attempted to stop an ATV at a controlled intersection to allow the students to cross the street safely.

The driver of the ATV failed to stop for the bylaw officers, however, police were able to immediately locat the ATV. They arrested the driver for impaired driving. His blood alcohol level was allegedly found to be more than double the legal limit.

The driver is scheduled to make his first court appearance on Nov. 4 in Rankin. Police did not release the identity of the driver.

RCMP remind the public of the dangers of impaired driving and the dire consequences that often result from operating a vehicle while impaired.

Showtime: AIPs coming

Kivalliq The eighth annual Arctic Inspiration Prize (AIP) awards ceremony will be held at the Northern Lights Business and Cultural Showcase at Ottawa's Shaw Centre on Wednesday, Feb. 5, 2020.

Up to $3 million in prize money will be awarded to the 2019 AIP laureates and their projects for the North.

The AIP awarded more than $200,000 to Kivalliq projects in 2018, with the Qajaq program at Victor Sammurtok School in Chesterfield Inlet picking up $140,000 and the Rankin Rock Hockey Camp in Rankin Inlet earning $80,000.

Riit on being an artist: be whoever you want to be, say whatever you want to say New album ataataga release date set for late October

Since Nunavut's own Aakuluk Music launched Riit's self-titled EP in 2017, the 23-year-old's musical artistry has been noted in many a publication.

Come October 25, with the release of her debut full-length album ataataga, the attention and accolades are sure to grow if advance notices are any indication.

"Riit's long-awaited debut, ataataga, is electro-art-pop at its most dazzling. Every song shimmers: the refracted dance of sunlight kissing snow; frozen lakes like mirrors, moonlight filling up the night sky," CBC Music wrote in its Fall 2019 guide: 17 albums you need to hear.

"From the album's eponymous opener, Riit envelops the listener in a sonic landscape that juxtaposes her history, traditions and cultural practice with futurist, club-ready beats and synth-pop flourishes, offering stunning original compositions and

a few skilfully re-imagined covers of beloved Nunavut songwriters."

The album is produced by Toronto's Graham Walsh of the band Holy (expletive deleted).

"I feel like I always grew up with music around, especially with my with my dad being a musician. And then my mom was always listening to music," said Riit.

"I was always around it. But I think when I first started to play music was when I would go to Iqaluit for the summer music camps."

That music camp is the stuff of legends. There's hardly a young south Baffin musician who hasn't attended or taught alongside co-founder Darlene Nuqingaq since its inception 24 years ago.

Riit wrote her first song at 13, with a friend and earnestly began writing songs at 15 or 16, she recalls.

From there, she says she's the sort of person who just goes with the flow.

The flow has taken her to London, performing for the Duke and Duchess of Sussex and Paris.

"I was just taking gigs here and

there, or even recording my first EP, I was still not saying, 'OK, I could make a living out of this.' And, all the hard work, I feel like it's all paying off," she said.

Part of the hard work is always being away from home and loved ones. She stays in touch with her mother by telephone and communicates with her niece via FaceTime every other day. She returns to Pang or Iqaluit every month or two.

"Or anywhere in Nunavut. Even if I don't go to Iqaluit or Pang or Clyde ... Even if I go to Arviat, I'll still be, 'Oh my God, I'm home.' Because I'm on my Nunavut land," she said.

She sometimes finds having to constantly educate people about home and Inuit culture really draining.

"Also, being a musician and writing songs that are so personal to you, sometimes talking about these songs were re-triggering in a way," Riit said.

Riit write and sings solely in Inuktitut, about many of the social issues that are a reality in the territory.

But about the new album, she says, "It feels amazing."

"It's been a long time coming.

I feel like we are working on it for so long, so having an actual release date feels really good. And I'm really excited for everyone to hear it." ataataga features collaborations with Elisapie, as well as Josh Qaumariaq as together they cover Northern Haze's Inuusivut.

"It's a little different from my EP because this new one is all electronic with throatsinging, pop," said Riit.

As for advice for other budding Inuit musical artists, she has this to say: "When I was just starting off and even just pretty recently, I was always so nervous about what people were going to think or what people were going to say, but now I think that's the

The streets are quiet during the week as all our kids are back in school for both Kullik Ilihakvik Elementary and Kiilinik High. This year there are 233 students registered at Kullik and 219 registered at Kiilihik. Congratulations to all our children who returned to school for another year. Stay in school, enjoy and respect each other, no bullying and help each other.

This year Christmas break begins Wednesday, December 18 at noon and students will be back on Monday, January 6. Have a great year kids and teachers. We are all so proud of each of you.

Sport and Recreation Division looking for stories and photos to commemorate two decades of achievements and memories

Nunavut as a territory celebrated its 20th birthday on July 9.

A wonderful anniversary, to be sure, but there's another part of the territory that's also celebrating two decades of existence.

Team Nunavut is also 20 years of age and the Sport and Recreation Division (SRD), formerly Sport Nunavut, is looking for people to help celebrate the milestone. The SRD will be putting together as many items and stories as it can get for a special anniversary campaign which is ongoing.

Mariele Depeuter, the SRD's acting manager, said the GN is celebrating 20 years and wanted to include the division as part of it all.

"Team Nunavut is one of the most visible parts of the territory on the national stage, for sure," she said. "We're trying to get people to share some of their thoughts and memories through social media and help us celebrate how far we've come in 20 years."

The first big event for Team Nunavut upon its creation was the 2000 Arctic Winter Games in Whitehorse and it's probably fitting in a way that the 20th anniversary of Team Nunavut's participation in the Games will happen where it all began.

"We're planning on incorporating parts of our uniform from 2000 into our uniform for 2020," said Depeuter.

She wouldn't divulge any details nor give any hints as to what people will see.

In terms of a party or celebration, Depeuter said nothing big is being planned but rather a focus on highlighting some of the big moments provided by the athletes over the past two decades.

"We want to hear from people who have contributed to our past, where they've ended up in their lives, what path they've taken since participating with Team Nunavut," she said.

"We're encouraging people to get in touch with us and reach out and maybe even reconnect with some old friends they may have either lost contact with or haven't spoken to in a while."

Hockey for the girls Iqaluit World Girls Hockey Weekend is happening from Oct. 4 to 6 and the Iqaluit Amateur Hockey Association is hosting its own event on Oct. 5.

There are plans to have a series of on-ice skills and drills along with fun games at the Arnaitok Arena between 11:30 a.m. and 2:30 p.m. with a pizza party to follow the on-ice activities. Everything is open to girls between the ages of four through 17.

Eugene Dederick of Iqaluit won Nunavut's first-ever medal at the 2007 Canada Winter Games in Whitehorse when he scored bronze in judo.

Wanda Joy, the association's president, said there are approximately 50 girls signed up to play in the association this season.

Volleyball tour dates finalized Nunavut Volleyball Nunavut is all ready to go with the second year of the Nunavut Open Volleyball Tour (NOVT).

The tour features tournaments that are used as qualifying events for the NOVT, which is happening in Iqaluit next April.

The Laura Gauthier Memorial Volleyball Tournament in Rankin Inlet is the first stop in October followed by the Iqaluit Open in February.

Both events are open to men's and women's teams.

Any team that wants to enter the tour needs to identify itself to Volleyball Nunavut by Oct. 18 as points are given based on placings.

Teams who travel from the Kitikmeot region will be given

bonus points as there is no Kitikmeot tournament on the schedule.

Once the tour ends, the top four men's and women's teams based on points will be invited to play.

Rankin Rock prepare for season Kangiqliniq/Rankin Inlet Hockey is starting to get going in Rankin Inlet but that's almost saying water is wet.

The Rankin Rock will be signing up its players in the coming days with the first day of sign-up happening at the old arena on Oct. 4 between 1 p.m. and 5 p.m. The second and third days are Oct. 11 and Oct. 18 also between 1 p.m. and 5 p.m. each day.

It's hoped that the new arena will be ready in time for the Rock to play out of but there is still no word on the official opening date for the new barn.

And so here we are again.

Russia has been bad boys and girls when it comes to doping.

Some of you may call it shocking. I call it Monday.

Nothing shocks me when it comes to Russia and doping. Honestly, why does the World Anti-Doping Agency (WADA) keep giving the country chances to prove it's clean? They obviously aren't and never will be. In the latest issue surrounding the juicepiggery that is the world's largest country, Russia's athletes face an indefinite ban from all major competitions because of discrepancies in a lab database. It has until the middle of October to explain why things with James McCarthy look out of whack or the ax will fall.

Here's why we're at where we're at: Russia had – or still has – a state-sponsored doping program.

If you could see me now, you would see my totally shocked face, which resembles my resting and happy face rolled into one. One of the conditions of its reinstatement to the world community of sporting nations was for its main lab in Moscow to hand over data for a once-over by WADA. If WADA was satisfied, Russia's three-year banishment could have come to an end.

But hold the Batphone! WADA's executive committee was informed on Sept. 23 that an investigation had been opened after the discovery of what it's calling "inconsistencies", hence the deadline of mid-October for RUSADA, the Russian anti-doping agency, to explain why.

Now, like in any other case where an accusation has been leveled, RUSADA should be granted the presumption of innocence and the time to come up with an explanation but the problem is RUSADA and the Russian government has played fast and loose with its doping program so many times that whatever it says can't even be taken with a grain of salt.

If WADA doesn't like what it hears, it could ban the country's athletes from competing at all major events such as the Olympic Games and the upcoming 2022 FIFA World Cup. WADA can do that under new rules laid out for such a punishment but there's always the right to appeal to the Court of Arbitration for Sport in Switzerland and that decision is final.

Both sides have agreed that if it gets that far, the court's decision would be respected.

Track and field's governing body, which is one of the lone groups in the world with any sort of scrotum when it comes to banishment of juice pigs, maintained its ban on Russian athletes competing at its world championships and no one from that country will be on the field of play in Qatar from the start on Sept. 27 until the final day on Oct. 6.

So if it's proven Russia diddled with its data, the only proper punishment is one of banishment for a good length of time.

Anything less than that would be a joke and only serves to

You can hope that Russia isn't screwing around but, as I've already stated, it's flaunted the game already and like that spoiled child which gets away with being naughty, they will do it again if they know they can get away with it.

The International Olympic Committee needs to grow a pair and actually back WADA up this time if it imposes any sort of sanction.

It proved its inconsistency by banning Russia from competing in the 2016 Summer Olympics but said its athletes were welcome to join in on the fun in 2018 at the Winter Olympics as Olympic Athletes from Russia. In essence, it was Russians

competing as Russians but just not under Russia.

Feel sorry for the athletes all you want if anything happens but it takes two to tango. Most athletes these days are smart enough to know what they're putting into their bodies and you can't fool them, much like how East Germany managed to hoodwink its athletes for years during its episodic montage of How Much Dope Can You Inject Into A Woman And Turn Them Into A Man? For the record, that's actually happened. Read into it and you'll be amazed.

The easiest solution in all this is just to have Russia leave for a while. If WADA doesn't drop the hammer this time, then let everyone juice up and have a ball.

Branch 169 named Nunavut Business of the Year

The Royal Canadian Legion Branch 169 Rankin Inlet took home the Business of the Year award at the annual Nunavut Trade Show and Conference in Iqaluit this past week.

Branch 169 treasurer Darrin Nichol said the Legion learned it had won the award just a few days before the event was held.

He said the award came as a surprise – albeit a well-deserved one – and the recognition is deeply appreciated.

"A lot of people on the Legion board have worked really hard, so it was gratifying," said Nichol.

"I attribute a good part of the success to a really committed executive board at the Legion, as well as the leadership of chairperson Pelagie Sharp.

"In regards to the executive committee, it's been an overall 100-percent team effort from top to bottom, with everyone doing their best in different roles and we also have an amazing group of volunteers.

"So, it's been many, many people who've been involved with the success of this."

Branch 169's executive board consists of: Sharp; first vice-president Mark Wyatt; second vice-president Kelly Kaludjak; third vice-president

Hamish Tatty; sergeant-at-arms Ron Graham; treasurer Darrin Nichol; secretary Ashley Julien; membership chair Taina Kubluitok; and members at large Keenan Eetuk and Titaaq Komaksuitiksak.

Nichol said a consistent level of service to its members and guests, being open four nights a week and trying to be as active as it can within the community and region have all played a big role in earning the award.

He said everyone has stayed focused on keeping things up-andrunning smoothly and being a positive force in the community.

"I think a lot of people realize the legion puts a lot of money back into the community.

"During our speech Wednesday night (Sept. 18), we talked about what the legions are all about – that a veteran, is a veteran, is a veteran, regardless of whether you fought in a certain conflict or spent most of your time domestically here at home.

"We talked about the RCMP, Canadian Rangers, bylaw officers and the unsung heroes of our communities in the fire departments and how we engage with these groups and try to be there to support them.

"While in Iqaluit, we met with Veterans Affairs Canada and we met about the Rangers on how we

Nichol said he sees no reason why the legion can't keep-up this level of success in the years to come.

He said Branch 169 fills an

important role in the community and the current executive would like to see it grow even bigger and keep moving forward.
