Devolution agreement in principle signed 'This unlocks the vision of self-determination,' says minister

The signing of a devolution agreement in principle early morning Aug. 15 capped a busy week of federal announcements in the capital.

The intent of devolution is to see a transfer of powers from Ottawa to Nunavut.

"I'm just happy that this day came," said Premier Joe Savikataaq after the announcement. "We barely got to this date."

During his speech, Savikataaq warned that "devolution doesn't mean everything will be instantly different."

"Rather, it means that over time, with the benefits of Nunavut's growing economy, our community will begin to see the improvements with infrastructure and increase in employment. By devolving federal responsibilities, Nunavummiut will have the ability and the means to manage their decisions on how our public lands, fresh water and nonrenewable resources are used and developed," he said.

Savikataaq, along with Nunavut Tunngavik Inc. (NTI) president Aluki Kotierk and Minister of Crown-Indigenous Relations Carolyn Bennett formalized the fourteen-chapter document five years in the making.

Devolution negotiations formally began in 2014, based on a protocol signed in 2008, and after an interruption in 2015 due to a change in the federal party in power,

resumed in 2016.

Also, when Paul Quassa was premier, he replaced chief negotiator Simon Awa, who had been doing the job for four years, with Paul Okalik. One week later, when Savikataaq took over leadership, one of the first things he did was reinstate Awa. Awa emceed the Thursday morning event.

"Devolution has been a dream for the Inuit of Nunavut, in showing decision-making power rests here in our territory, by us and for us," said Awa, adding mutual respect among the parties, with an eye to the future of the territory, drove negotiations.

Bennett, as well as Kotierk and Savikataaq, repeatedly acknowledged negotiators, which currently, along with Awa, includes Carson Gillis for NTI and Fred Caron for the feds.

"It is indeed a milestone," said Bennett about the agreement in principle. "I don't think there's anybody in this room that doesn't know was first envisioned in the development of the Nunavut Agreement more than 25 years ago.

"This unlocks the vision of self-determination, the vision of being able to look after your people, and their lands and waters, in the way that you know best."

Final negotiations have now begun, and will include offshore resources and consultations with other Indigenous groups. Offshore was off the table in these past five years

"We want to get offshore mainly so we can control it, royalties, too. We know that most of the known mineral resources are on Inuit-owned land. Even after devolution we don't expect to get much for royalties off the land. So offshore is where we (GN) get our royalties. That's why it's so important for us to negotiate

this part of the final devolution agreement (to include) offshore," said Savikataaq.

"I feel very satisfied," Amagoalik told Nunavut News about the agreement in principle.

"It's taken a lot of patience for many, many years."

He said when he and others forged the political movement half a century ago that would see a land claim and Nunavut come to be, it was difficult to

Kotierk also stressed, "it's through working together – piliriqatigiinniq – that we were able to achieve this."

"I encourage us to continue to work together on all fronts, because that's what Inuit expect and that's how we're going to achieve things for Inuit."

ical and potentially reduce cost for community resupply, came Aug. 13 in Iqaluit. Federal Minister of Transport Marc Garneau was on hand for the occasion.

Nunavut Tunngavik Inc. (NTI) had already announced that it would give $7.25 million to the initiative.

"We are very happy with the outcome ... we feel good about where we are," said Scott Northey, CEO of Nunavut Resources Corporation in regards to the financing from the federal government and NTI. Through its subsidiary Nunavut Resources Corporation, the Kitikmeot Inuit Association (KIA) originally sought $415 million for the $550-million Grays Bay project from Ottawa in but that request was rejected in April 2018.

KIA president Stanley Anablak described the Grays Bay Road and Port as a "nation-building project" while addressing the Transport, Infrastructure and Communities committee in Ottawa on June 4.

Anablak compared it to Canada's nationwide railway construction of the 1800s.

"Grays Bay road would provide the first permanent land-based transportation link between Canada and any part of Nunavut," Anablak told the committee. "The Government of the Northwest Territories is working

closely with us because they want to convert their winter road to an all-season road. They welcome and would benefit from the opportunity to access a port on the Northwest Passage."

The port would be constructed at the Coronation Gulf while the 230-km all-season gravel road would stretch from the port to the former Jericho diamond mine site.

The road and port project would create 1,260 full-time jobs annually during three years of construction and 1,400 full-time jobs during 11 years of operations, according to an economic assessment by a Yellowknife-based research firm.

The report also found that the project would generate $189.5 million for Nunavut's gross domestic product and the GN would collect as much as $85 million in tax revenues from construction.

For the next couple of years, Nunavut Resources Corporation will focus on completing the environment assessment process, finalizing the design, drilling at future bridge sites along the route and completing community consultations.

The plan is for the Grays Bay road to link up with the NWT's proposed road through the Slave Geological Province in the future. Northey said the parties on both sides of the border

are working cooperatively.

"It would help us if they're able to unlock some of the excess hydro (power) and connect the Snare River Dam and create some kind of a hydro grid ... we could access some of the hydro power and hopefully transmit (it) up the corridor," he said.

The NWT's project is estimated to cost upwards of $1 billion.

Northey made it clear to the Transport, Infrastructure and Communities Committee that the Northern Transportation Corridors Fund (NTCF), which has $400 million designated for territorial proposals over 10 years and is the source of the $21.5 million for Grays Bay, is insufficient. He stated that numerous other projects are vying for the funding, far exceeding the pot's total sum.

"Our view is the NTCF is not large enough in its current form to do any more than to support small components of larger projects," said Northey. "The NTCF can help to remove bottlenecks within existing corridors, but cannot fund wholesale transformation or development of new trade corridors."

After listening to Northey, Kelly Block, a Saskatchewan MP and a member of the committee conceded, "It's obvious that we have completely underestimated the needs for infrastructure development in the North."

Feds apologize to Qikiqtaaluk Inuit 'Let's get to the root of this and really start building our future,' says QIA President P.J. Akeeagok

Twelve years after the Qikiqtani Inuit Association (QIA) launched a truth commission to record the federal government's systemic efforts to colonize Inuit of the Qikiqtaaluk region, the government issued an apology on Aug. 14.

The atonement included $20 million as an initial investment to begin correcting wrongs of the past.

Minister of Crown-Indigenous Relations Carolyn Bennett made the apology in Iqaluit while standing before elders from each of the region's 13 communities.

"It's another chapter in our history that we really are putting a closure to," Qikiqtani Inuit Association (QIA) president P.J. Akeeagok told Nunavut News.

"An apology is more than just words. It really allows you to let go of the strings that you've been holding on to your whole life, really.

Some of the experiences of Inuit, when they were kids, they're still holding on. The social issues that you see are directly linked to the experiences that they faced and that was told to the truth commission."

But Akeeagok said, while the apology is meaningful, more was required: "true investments to

In his speech Wednesday, Akeeagok referenced some of the truths told by Inuit.

"The report echoes voices such as Sanikiluaq's Lottie Arragutainaq, who spoke about being forced to leave her home with only the clothes on her back," he said.

"Voices such as Qikiqtarjuaq's Jacopie Nuqingaq and Pangnirtung's Solomonie Qiyutaq, who spoke about their struggle to survive after the slaughter of their qimiit – their primary tool for going on the land and harvesting food for their families."

Akeeagok expressed gratitude for the work of retired Justice James Igloliorte, who oversaw the truth commission, and Madeleine Redfern, who was the executive director, as well as Joanasie Akumalik, Stevie Aulaqiaq, Joe Attagutaluk, Phillip

Paneak and Joanasie Karpik.

"The testimony you hear in the reports is very raw. We owe gratitude to those folks who allowed the space for Inuit to share their story," he told Nunavut News.

Akeeagok said QIA chose to be patient and steadfast, rather than going the litigation route.

"Going to a saimaqatigiigniq approach, which is having that mutual understanding of let's get to the root of this and really start building our future," Akeeagok said.

To that end, beyond the apology and $20 million, a memorandum of understanding was signed during the apology event between the QIA and the federal government to establish the Saimaqatigiigniq Fund. The fund "allows Canada and QIA to turn the page on the apology process and look toward the future well-being of Inuit with long-term support for core social and cultural programs, as well as innovation and capacity development initiatives," according to a QIA document.

The announcement follows QIA's ramped-up efforts, beginning in early 2019, to achieve saimaqatigiigniq with the federal government.

Saimaqatigiigniq is also defined as "a new relationship, when past opponents get back together, meet in the middle, and are at peace."

Nunavut's children and youth occupied a prominent space in the conversations held in our legislative assembly in February, as MLA after MLA spoke out, calling on cabinet to do more about child abuse.

Regular MLAs pointed out the difference between the often-heard "children and youth are the future of Nunavut" and the high incidence of abuse suffered by children and youth, be it emotional, physical or sexual.

"We know the rate of reported child abuse in Nunavut is 10 times the national average. We know that a vast majority of abuse goes unreported. I believe we need to work together to make change," said Adam Lightstone, MLA for Iqaluit-Manirajak.

Minister of Justice Jeannie Ehaloak announced at that time the creation of the Umingmak Centre, a child-centred facility in Iqaluit to care for Nunavut's victims of child abuse. The Arctic Children and Youth Foundation, founded by Mary Simon, worked tirelessly over the past several years to make that centre a reality. Partners include the GN departments of Justice,

Qualities found in a leader Northern News Services

Everyone who comes across our path is an individual.

They have thoughts, ideas, feelings and opinions. Some of these individuals go down the path of life minding their own business and not really saying much. You might get a hint of their thoughts through their body language, but not much is really said. Why would an individual be so quiet? What was done to them? What was said to them? There are many individual stories out there and, at some point, these will come out.

Every so often a choice is given to all in the selection of who is thought to be a leader in the community. It seems to follow suit that whoever became mayor would then move on to territorial politics. This may sit well with some, but I like to think that a good leader is one who takes up arms within the community and advocates for the voiceless. This is not done on an individual basis, but in partnership with those who seem to feel and think the same way.

I think we've touched on this matter in the past, but I would like to remind us of some qualities that a person has in the making of a good leader. They create a better environment; they don't assume the position to order their workers around; they know their team and themselves well and are not easily persuaded or influenced; they maintain a positive

attitude amid the challenges they're engaged in; they build the next generation of leaders; a leader can't and shouldn't stand or work alone.

An individual who commits to diligently making a difference must be a good listener and willing to take constructive criticism along with sound directions. I watched my late father go through many sacrifices as he worked toward the creation of what we now know as Nunavut. He may have had some personal thoughts and ideas and maybe he expressed them, but he was willing to forego his personal agenda and work with the team of the day. This kind of quality is plainly outlined in the IQ principles that must be incorporated in dealing with our aspirations and desire for a better quality of life for all Nunavummiut.

Our elders are aging quickly and we must engage them in positive strong advice while they are able to speak. This may spark that leadership quality that is in all of us.

Canada Goose seeks Inuit designers

Nunavut Canada Goose and Inuit Tapiriit Kanatami (ITK) continue their partnership, which began with 14 Inuit seamstresses featured in an international launch of original parkas in late January.

The company is looking for another 20 Inuit designers.

Project Atigi, a social entrepreneurship project, is intended to build on the company's commitment to Canada's North, according to an Aug. 8 news release from the national Inuit organization.

"The next wave of Project Atigi will showcase 100 parkas made by 20 designers, from across all four regions of Inuit Nunangat – Inuvialuit Settlement Region, Nunatsiavut, Nunavut, and Nunavik. Each designer will be commissioned to create a capsule collection of five pieces for either men, women or children," states the release.

"Proceeds from the sale of each parka from Project Atigi will be going back to Inuit communities across Canada via ITK. "Proceeds from the sale of the first collection were distributed equally between the four Inuit regions for craftsmanship and training programs."

Lauding the talent Inuit designers possess, ITK's Natan Obed noted the art of making parkas has been part of Inuit culture for thousands of years.

"By partnering with Canada Goose and expanding this initiative, it raises awareness of the incredible talent of our designers and allows us to share more of our culture and craftsmanship to the world in a way that protects and respects Inuit intellectual property and designs," stated Obed.

Iqaluit's Mishael Gordon, one of the original 14 designers, states Project Atigi is a great example of cultural appreciation, not appropriation.

"It's bringing together a world-renowned company and Inuit culture that is represented through our clothing and traditions.

This is an opportunity for a piece of our heritage to reach a global audience, especially while owning our own designs," stated Gordon.

Beluga sighting in Kugluktuk

Kugluktuk Eager hunters in Kugluktuk took to the waters in hopes of tracking down beluga whales that some residents reported seeing on Aug. 13.

No whales were known to be harvested as of press deadline.

Many Kugluktuk residents do enjoy whale meat. Because it's been so scarce, they have ordered some through the hunters and trappers organization in Tuktoyaktuk in past years.

“It's much needed in our diet, especially with the lack of caribou here,” said Adjun, adding that the community is fortunate to have muskoxen and moose to hunt.

Chilling Arctic stories

Nunavut/NWT Inhabit Media has a chilling treat for lovers of horror.

The Iqaluit-based publishing company will release Taaqtumi, a collection of Arctic horror stories, in September, just weeks before Halloween.

"Taaqtumi is an Inuktitut word that means in the dark – and these spine-tingling horror stories by Northern writers show just how dangerous darkness can be," states Inhabit Media.

"A family clinging to survival out on the tundra after a vicious zombie virus. A door that beckons, waiting to unleash the terror behind it. A post-apocalyptic community in the far North where things aren't quite what they seem. These tales from awardwinning authors Richard Van Camp, Rachel and Sean QitsualikTinsley, Aviaq Johnston, and others will thrill and entertain even the most seasoned horror fan."

Aviaq Johnston – originally from Iglulik and now based in

Iqaluit – is also a children's author and an award-winning novelist.

Based on her previously published work, it's safe to say readers will be in for a treat. Johnston knows how to create atmosphere, as evidenced by Those Who Run in the Sky and Those Who Dwell Below. Richard Van Camp, an internationally renowned Tlicho storyteller originally from Fort Smith, gave the world the beautiful novel The Lesser Blessed. That book has been made into a feature film.

"Rachel and Sean Qitsualik-Tinsley write works celebrating ancient Arctic beliefs, focusing on imagination, lore, and shamanism," states Inhabit, who have previously published the award-winning couple.

Good caribou hunting

Sanirajak/Hall Beach With a great deal of walrus meat cached in the ground and fermenting for winter, hunters' attention has turned to caribou and early indications have been good, said Paul Haulli, an avid outdoorsman and harvester.

"It's about a half a day trip," Haulli said of the locations where the animals have been spotted outside Hall Beach. "I heard the caribou's really nice and fat this year. They've been getting some young males with good fat, so apparently they've been eating good food."

Canada Council for the Arts

Iqaluit Canada Council for the Arts chief executive officer Simon Brault visits Iqaluit Aug. 22 to meet and consult with Nunavut artists as part of a wider Northern tour.

"I came four years ago. It was the beginning of my mandate as the leader of the Canada Council. Since then Canada Council tripled its investment in the arts in Nunavut," said Brault. "What we want to do is, first, we want to see where things are, how can we better support for the future, but also we want meet as many artists as possible who could be interested by funding and support from the Canada Council. We want, over the next few years, to support more and more artistic projects."

Brault said the granting institution also wants to make sure the way it supports Nunavut artists is responsive to the specific context of the territory, and to adjust and be flexible, to do the right thing.

"We know that the context is quite different if you work on an artist's project in Iqaluit than if you are working on a similar project in Montreal or Toronto," he said. "We want to support them on their own terms as opposed to us trying to define boxes that they will try to fit in."

Asked about accessibility for Nunavut's other 24 communities, Brault said the Canada Council tries to have as many local partners as possible.

"Because it's very difficult to deal directly from Ottawa. So when we have partners – and it could be the local government, a local arts council, or groups or associations – the better we can do our work," he said.

Of 24 applications to the council in 2017-2019, 12 were greenlit, for a total of $723,559, which accounts for 0.36 per cent of grant monies. Nunavut sits at roughly 0.1 per cent of Canada's population, while having a high number of artists per capita – roughly 33 per cent of the population as compared to 0.78 per cent nationally. Brault said the council is trying to simplify its application process, as well as have an engaging website and people available to answer questions by phone.

Iglulik celebrates bowhead catch Maktaaq shared with visiting elders

Judah Sarpinak steadied himself on the floor of the boat, less than 15 feet from an enormous 30-foot bowhead whale.

At such close range with the

powerful animal, one mistake by Sarpinak and his uncle Andy Attagutalukutuk and they'd be tossed into the Arctic Ocean. But Sarpinak had supreme confidence in Attagutalukutuk's ability to manoeuvre the boat.

"He was the best," said Sarpinak.

Sarpinak plunged his harpoon into the mighty whale.

"Yeah, it was awesome ... quite scared but exciting," he said of the memorable moment.

That harpoon was followed by several others from more Iglulik hunters who were quickly on the scene with their outboard motors buzzing.

The beast was gradually vanquished. It took seven boats to tow the bowhead back to Iglulik. The 50-km journey took several hours with the bulky mammal creating drag in the water. Iglulik hunters last landed a bowhead three years ago. That one measured 27 feet.

As the boats returned, community members dotted the coastline despite it being close to 3 a.m. More and more residents made their way to the beach. They grabbed a tow rope and dozens of them helped pull the whale onto the shore. Then, over the next 12 hours, people took turns stripping away maktaaq to take home.

"There's lots of meat over there," said Francis Piugattuk, a member of the bowhead hunt committee.

Boiling the meat is the most common way to eat it, although some prefer it raw while others dry it.

Community members in Iglulik join forces to help pull a bowhead whale ashore. options to prepare the meat, commonly used in Alaska, but some traditions in Nunavut were lost with the disruption of cultural practices.

"Our recent ancestors were basically banned from harvesting bowhead whales so there was no bowhead hunting for a while," said Piugattuk.

"So finally we are relearning."

The meat and blubber proved to be a timely treat for the elders gathering in Iglulik hosted last week.

"We were hoping the hunters would catch (a whale) while we have elders from Nunavik – northern Quebec – and Nunavut. They're visiting here for a week," Mayor Celestino Uyarak said on Aug. 13. "We shared it with our elder visitors. It's been good the last few days ... perfect timing."

Uyarak sampled the whale himself. He prefers to eat the blubber.

"Of course I have tried it. It's really good," he said.

Nunavut splashes in Saskatchewan Beach volleyball, indoor volleyball and wrestling keeps athletes busy at Western Canada Summer Games

And so ends another adventure for Team Nunavut at a major sporting competition.

The Western Canada Summer Games in Swift Current, Sask., is all over and the athletes are now back in their home communities but not before some fine performances, especially from the beach volleyball crew. It was the first time the territory had sent a beach volleyball unit to play in any sort of organized event and they didn't look out of place at all.

The best part of it, perhaps, was that both the girls and boys teams didn't finish last, which was music to the ears of Mariele Depeuter, Team Nunavut's chef de mission.

"It was pleasing to see that," she said. "They only had about 10 days of actual training time on the sand before playing and not being on a beach before, we didn't know how they would fare and it was a bit of going in blind."

Both teams began in the round-robin with the girls duo of Talia Grant of Rankin Inlet and Emily-Ann Niego taking on Manitoba Gold and Saskatchewan White. They lost to Manitoba Gold in straight sets and lost to Saskatchewan White but made them earn it by forcing a third-set tiebreak; beach volleyball matches are a best-of-three sets.

The teams were re-pooled for the second round of matches and the girls ended up facing Yukon Black and Yukon White. They would lose to Yukon Black in straight sets but made history in their match-up against Yukon White by winning in three sets to become the first girls team to claim victory in a beach volleyball game.

The girls actually finished atop Pool CC and advanced to the playoff round, where they

met Manitoba Gold again, only to lose in straight sets again. That was followed by another match versus Saskatchewan White, which was a straight-set loss. The best the girls could do was seventh place overall and to do it, they would have to defeat both Yukon teams, which they did.

The boys duo of Brent Puqiqnak of Gjoa Haven and Ian McDonald of Iqaluit lost both of their opening round-robin games to Alberta Grey and Manitoba Gold but rebounded in the re-pooling section to win both of their matches in Pool CC over Yukon Black and Yukon White.

Winning the pool meant they would start the playoffs against Alberta Grey and that ended in a straight-set defeat, meaning a match-up with Saskatchewan Green, which was another straight-set loss although both sets went pretty deep in terms of score. As with the girls, the best the boys could finish was seventh at that point and that was confirmed as they beat both Yukon teams.

Phase two of the Games got underway on Aug. 14 with indoor volleyball and wrestling being the sports Nunavut would participate in. The boys team opened up proceedings against Manitoba and were consigned to a straight-set defeat, followed by another loss to Alberta the following day. The girls also played Manitoba and Alberta in their opening two contests and both matches ended in losses.

Depeuter said the enthusiasm surrounding the team in Swift Current was rather evident.

"We had about 10 to 15 parents who made the trip down to watch," she said.

"Nunavut definitely made its presence known."

Cabin designs wanted

Iqaluit The Aniijarak Ski Club in Iqaluit is planning on growing its operations and is beginning to plan for the future.

Part of those plans includes a call for proposals for a feasibility study with the focus being on establishing a clubhouse and cabins. The club put out the call on Aug. 13 and according to the request, the study is the first step toward helping the club

Nunavut The Get Happy Summer Day Camp program, run by the Recreation and Parks Association of Nunavut (RPAN), is over for another year.

Among the excitement of the season was the Get Happy Summer Day Camp Challenge, which challenged each participating community in the program for a chance to win some cash courtesy of participACTION. It all depended on how many kids each community could get active on average each week.

Whale Cove and Sanikiluaq were the top two communities and they each received $3,000, followed by Iqaluit and Taloyoak, which each won $1,500.

The winners were announced on July 31.

National competition

Kivalliq Two Kivalliq firefighters were among those representing Team Nunavut at the 2019 National Firefighting Competition, hosted by the Aboriginal Firefighters Association of Canada, at Eskasoni First Nation in Cape Breton, N.S., from Aug. 14 to 18.

Vincent Inukpak of Baker Lake and Brittany Aggark of Rankin Inlet were putting in a lot of extra training in preparation for the national competition.

Major events define level of competitiveness for regional teams

Rankin Inlet travelled to Churchill, Man., in 2017 and grabbed the championship banner in the inaugural Calm Air Hudson Bay Classic softball championship.

They weren't able to return to Churchill in 2018 to defend its championship, but did return in 2019 and went all the way to the final of the double-elimination tournament before bowing to the Seaport Sluggers in two games.

Darren Ikakhik said the majority of the players on the 2017 championship team came from Rankin's New Era squad, while this year's team was comprised mainly of players from the Juggernauts.

He said Churchill actually invited Rankin to compete in the inaugural Calm Air Hudson Bay Classic, and everyone had a great time on their way to the championship.

"We skipped last year, which was kind of a drag as defending champs, but we decided to return and try it

again this year," said Ikakhik.

"We had different players this time, but we still did pretty well.

"The Churchill tournament is about the same level of ball that we have at our Calm Air Cup in Rankin, which was taking place this past weekend, with, pretty much every team being competitive, and I like it like that."

Ikakhik said you have to be ready to compete in every game at the event, as most of the teams are evenly matched.

He said when it was just Rankin and the Sluggers left still standing, Rankin had one loss while Seaport was still undefeated.

"That meant we had to beat Seaport twice to claim the championship, while they only had to win once to be champs," he said. "We beat them the first game, but we ran out of gas during the second one.

"There was about an hour break, or so, between the two games and that was really a bit too long for us.

"We couldn't keep our

adrenaline up that long and we just didn't have anything left for the final game."

While Rankin came up just a little short in the Churchill tournament, the Salliq (Coral Harbour) Invaders came up just a little short on a much bigger stage.

The Invaders were the Cinderella team at the SloPitch National (SPN) in Halifax, N.S., advancing all the way to the Coed E Division championship game on Aug. 5 before falling to the Alberta Guns.

In Rankin last weekend, six teams competed for the Calm Air Cup championship, with New Era, Arctic Connections, Salliq Invaders, the Senators, Rockies and Fireball all vying for top honours.

Final results of the Calm Air Cup were not known as of press time.

Paddlers recount summer adventures Taloyoak canoeist conquers Great Slave Lake; Cambridge Bay travellers slip through Ontario waters

Three Kitikmeot teens spent part of their summer learning to canoe on waters outside the territory.

Taloyoak's Debbie Mannilaq flew to Yellowknife to paddle on Great Slave Lake and said it was challenging.

"At first it was really hard but then through the 12 days I got better at it," said Mannilaq, 16. "It was good. I felt safe there, even on windy days. We had PFDs (personal flotation devices) on."

There were nine youth and five staff among her expedition, but she was the only one from Nunavut, she said. The canoeists started out in Yellowknife Bay and would cover 10-22 km per day, pitching their tents at islands along the route.

She eventually got the hang of the strokes but, as a novice, she remained in the front of the canoe while her

more experienced partners paddled from the rear to help steer.

Not every day was spent in the water. There were a few occasions when rainy conditions persuaded them to stay on land, talking and playing card games.

"It was fun," said Mannilaq.

There were pesky mosquitoes, of course, but she was accustomed to those. Some other unpleasant surprises awaited her, however.

"It was really scary at first, but then at the end I was used to the spiders and dragonflies, all the big bugs," she said, laughing.

She also got to observe some birds and snails that she wouldn't see back home. A friend of hers recommended the adventure, which was made possible by the Northern Youth Leadership program and the Ayalik Fund.

Thousands of kilometres away in Ontario's Temagami region – several hours drive from Ottawa – Mike Haniliak and Andrew Anivalok of

Cambridge Bay were learning to properly perform J strokes and C strokes. They were also taught how to prevent the vessel from overturning and the optimal way to store it.

"It's pretty fun. You get more experience and learn a lot of new things," said Haniliak, 16.

He made a bow and arrow while in Ontario and he gave it to David Pelly as an expression of gratitude. Pelly, a longtime canoeist himself, and his wife Laurie, established the Ayalik Fund as a charitable foundation in 2015. It's named in memory of Eric Ayalik Okalitana Pelly, their adopted son from Cambridge Bay who died of sudden cardiac arrhythmia at age 19.

The endowment, managed by Tides Canada Foundation, sets aside close to $100,000 yearly to send Nunavut youth on treks across the country and beyond Canada's borders.

This wasn't Haniliak's first time on an expedition sponsored by the Ayalik Fund. He paddled down the

NWT's Keele River, a tributary of the Mackenzie River, last summer.

Haniliak said neither trip was difficult. He only went into the water when he wanted to go swimming and when he and Anavilok deliberately capsized their boat.

Haniliak also spent part of his summer working for a local business, getting exposure to electrical, plumbing and mechanical work as he's interested in the trades.

Grise Fiord and Resolute Bay will see new community harbours thanks to $76.5 million over seven years from the federal government.

Additionally, the Qikiqtani Inuit Association (QIA) and the Nunavut Impact Review Board (NIRB) will share $600,000 for marine safety and environmental initiatives.

Federal Minister of Transport Marc Garneau made the announcement in Iqaluit on Aug. 14.

"These investments in community harbours in Grise Fiord and Resolute Bay signal an important step toward addressing the infrastructure inequality between Canada's North and south.

"For these two High Arctic communities, like many Nunavut communities, the sea is a highway – the lifeline that connects us to the world," said QIA president P.J. Akeeagok. "These investments make it possible for Inuit in these communities to cast off boats without endangering lives.

"They make it possible for us to lay the groundwork for food sovereignty, and sustainable industries, such as fisheries."

Minister of Economic Development and Transportation David Akeeagok also spoke of his appreciation for the federal government's commitment to Nunavut's marine transportation infrastructure.

That federal investment is part of the $190 million in infrastructure funding by the Government of Canada for communities in the Tallurutiup Imanga area.

Transport Canada will work with the Government of Nunavut and the Qikiqtani Inuit Association to design the community harbours, according to the news release.

Meanwhile, QIA will use its $300,000 for engagement activities on Ocean Protection Plan initiatives and to build capacity for ongoing participation in marine safety.

NIRB will use its $300,000 portion to participate in Canada's marine safety system and to improve the capacity of the Nunavut Marine Council to be an active voice on marine issues for Nunavummiut.

NEWS in Brief Murder charge

The RCMP have laid a murder charge against a 34-year-old Gjoa Haven man. Police responded to a complaint of a 33-yearold woman found in her home not breathing on Aug. 13. She was determined to be deceased.

Nathaniel Anaittuq was subsequently accused of murder. His next court appearance is scheduled for Sept. 10 in Iqaluit.

"Victim and Family Services have been engaged with this tragic incident and are providing support to those affected," the RCMP stated.

The police investigation continues with assistance from Gjoa Haven RCMP, V Division Major Crime Unit and the Forensic Identification Unit.

Rankin Inlet airport expansion, Kivalliq all-season road study Iqaluit The Rankin Inlet airport will get two new wings to the existing terminal building making it four times its current capacity.

Transport Canada Minister Marc Garneau made the $45.5 million announcement in Iqaluit on Aug. 13.

Garneau also revealed that $4.5 million will go toward the study and design of a 450-km all-season road in the Kivalliq region. The proposed road would connect Arviat, Chesterfield Inlet, Rankin Inlet and Whale Cove. The money is coming from the National Trade Corridors Fund. An additional $195,000 will aid passengers with disabilities by adding boarding ramps at airports in Arviat, Whale Cove, Chesterfield Inlet, Baker Lake, Naujaat, Coral Harbour and Sanikiluaq.

Search winds down for missing boater Qamanittuaq/Baker Lake After two weeks of widespread searching for a Baker Lake boater who went missing while swimming for the mainland, the exhaustive effort to find him has all but concluded, the RCMP announced Aug. 14. Solomon Tulurialik, 29, went missing on July 31 while boating about five kilometres from Baker Lake. He ran out of gas and jumped into the water with intentions of getting more fuel from shore. He hasn't been seen again.

"The RCMP has met with Solomon's family and explained the decision to abandon official search efforts," reads a police news release issued Wednesday. "This file will remain open with the RCMP and members will continue to follow up on every lead."

Many residents of Baker Lake took part in the search. Fundraising activities helped pay to keep the local search and rescue crew going and to bring in an underwater search device known as the Heart Rover.

"The RCMP understands that some community members will continue to search on their own. The RCMP urges the public to follow safe boating practices by wearing PFDs, filing a travel plan with a responsible adult and carrying food and emergency equipment on board such as oars, communication devices, flares, rope and extra gas," the news release stated. "The RCMP in Baker Lake are grateful for a loving and caring community that came together to search for Solomon and support Solomon's grieving family."
