RCMP treatment raises tensions Mounties hear frustrations as Kugluktuk residents call for more officers, local dispatch

Kugluktuk residents are calling for more RCMP officers, higher police visibility and a dedicated night shift to tackle growing crime and a sense that the Mounties are not responsive enough to calls.

Those were some of the points raised during a public meeting that attracted close to 100 people at the Kugluktuk recreation centre on Aug. 2.

The "us and them" mentality has to cease, said Kugluktuk councillor Nadene McMenemy.

Some community members expressed frustration over "not being acknowledged as equals" by the RCMP, McMenemy said.

"They felt completely disconnected from them," she said of the gulf between residents and law enforcement. "Not only are they upset about unanswered calls, some felt that it was like, Why bother?

I'm not going to be taken seriously.

They feared going there to report (a crime). That should never be ... you should never be afraid of a police officer to report a crime."

RCMP commanding officer Amanda Jones told the audience that the RCMP is developing a course to educate officers on Inuit culture. She also spoke of interest in reviving special constable or auxiliary constable positions. There's an administrative position open at the detachment which, when filled, will free up officers to spend more hours on the streets instead of doing paperwork.

Mounties are facing fatigue from a higher volume of calls territory-wide, according to Jones. In Kugluktuk, the number of requests for assistance has jumped substan-

tially since alcohol restrictions were lifted in December, following an October plebiscite.

Resident Barb Adjun, who had been lobbying for a community meeting, said the RCMP and the Hamlet of Kugluktuk both need to do more.

"Our protection, and the protection of others, does not have to stop just because the liquor restriction was lifted," Adjun stated. "'You guys (local residents) voted for it' is not an excuse ... there is no excuse when it involves children or youth."

'Increase your workforce' McMenemy expressed sympathy for the officers being busy, but she said it's the RCMP and territorial government's problem to solve.

The Kugluktuk detachment had six officers until 2012, but then it dropped to five, where it stands now. That's despite the community's population growth to nearly 1,600 people. With transfers and days off, there can sometimes be very few Mounties available, McMenemy noted.

"You have to increase your workforce. That government finds funds for everything," she said. "Life and death should be your priority. That's the bottom line. Nothing is more important than saving the life of somebody."

The Hamlet of Kugluktuk plans to help out by hiring a second bylaw officer and it's working towards enhancing its women's and men's shelters.

McMenemy said the recent problems are not all the RCMP's responsibility.

Quentin Norberg, who organized a July 24 protest outside the Kugluktuk RCMP detachment that attracted approximately 25 people, said he left Friday's public meeting with little confidence that much will change. "(It) still didn't answer my questions. Why aren't our calls being answered? Why are we still being ignored? Even if they do take our calls, why does it take them so long to respond?" Norberg asked.

He said he felt the RCMP's top brass weren't organized at the meeting and didn't come with solutions in mind.

He suggested the RCMP should hire a local person or two to work in a dispatch role rather than having calls relayed to Iqaluit.

Norberg, who served as a bylaw officer in the past, said he has respect for RCMP officers when they are genuinely trying to assist the community, but he said that respect has been eroded recently.

He recounted a break-in at a relative's place and said he never heard of any results from reporting it to police. Norberg and some family members asked around town and were provided with names of suspects, which they forwarded to the RCMP.

"Nothing happened," he said.

"But as soon as a white man's house got broken into ... boom, a full-force investigation.

"Four (RCMP) members investigating a white man's home that just got broken into. Why can't we Inuit get the same response, same treatment? We're all the same. We deserve the same treatment."

McMenemy said she's determined to see Kugluktuk once again return to the place she knows it can be, but she said everyone has to work together toward that goal.

"We're the most friendliest, loveliest town that you could live in in Nunavut," she said.

Relief officer most likely near-term step Justice official acknowledges 'tensions' and 'frustrations' in Kugluktuk

Some community members expressed frustration over "not being acknowledged as equals" by the RCMP, says Coun. Nadene McMenemy.

The Department of Justice's acting assistant deputy minister is acknowledging the "tension" and "frustrations" in Kugluktuk, but she said a relief RCMP officer is probably what the community can expect soonest.

The Mounties have it within their discretion to send an officer "as required and when available," stated Riita Strickland.

"The RCMP have committed to reviewing the needs of the detachment in Kugluktuk," she said.

Long-term staffing involves a formula that is based on multiple factors including the number of case files. The police then submit an annual business case to the Department of Justice, which, on review, forwards the financial request to the Department of Finance.

The GN provides 70 per cent of the Nunavut's law enforcement budget while the federal government is responsible for the remainder.

Strickland also addressed culturally-considerate policing as a priority to "promote public trust and confidence with Inuit."

"Specifically, this ensures that new members arriving in Nunavut are informed and sensitive to Inuit culture, undergo Northern suitability screening and possess the attributes to be successful in policing our remote, Northern communities," she stated. The Department of Justice has identified this is essential for enhancing public safety and community wellness."

The RCMP didn't respond to Nunavut News' request for additional comment prior to press deadline.

Second year of water emergency Temporary fixes continue as long-term solution sought in Iqaluit

Lack of precipitation this year means Iqaluit's potable water source, Lake Geraldine, and its back-up source, the Apex River, sit at their lowest recorded levels – making the city's water situation worse than last year's emergency.

The city hosted reporters at both sites Aug. 2, with director of public works and engineering Matthew Hamp and Stantec civil engineer Matthew Follett explaining the situation.

"The size of the city plays a role, but there's definitely an environmental effect here that is not typical," said Follett.

Last year, facing a winter water shortage, the city estimated it needed to pump 400,000 cubic meters of water from the Apex River to Lake Geraldine, though only 200,000 was pumped in due to rain late in the summer.

This year, if the area sees

no rain at all, 700,000 cubic meters of water is needed to replenish Lake Geraldine, while the city currently is permitted to pump 500,000.

"We have an emergency amendment application in right now that's being considered by the (Nunavut) Water Board to pump the additional amount," said Hamp.

Water must come from another source To complicate matters, the water must now come from elsewhere – a body of water the city calls Unnamed Lake.

Minister of Community and Government Services Lorne Kusugak declared a state of emergency in a letter to the water board, requesting that the use of Unnamed Lake be exempt from the Nunavut Planning Commission and Nunavut Impact Review Board processes.

"I am of the opinion that the current water shortage in

Lake Geraldine, combined with historic low water levels in the Apex River constitutes an emergency," Kusugak stated.

"Access to clean water is critical for human health, and it is in the interest of ensuring the health and safety of Iqalummiut that the project be carried out without delay."

The plan is to pump water from the lake to the river, then on to the reservoir.

"The conservation efforts last year, that and the pipe repairs we did, resulted in about a 30 per cent drop in usage. This year, it's a little less than that. I think we're about at 7 or 8 per cent less than typical," said Hamp.

"There's still some issues we need to deal with the pipe distribution network. We've got a couple of big civil projects in the works that should be starting later this month.

We're hoping that helps reduce some of our losses."

asked to continue to pitch in to help conserve water.

The pumping infrastructure is currently being organized, with the intent of completing pumping before freeze-up in October.

In the medium term, the city is permitted to pump from the Apex River until 2026. For the long term, the city is looking at two options as water sources – Unnamed Lake and the Sylvia Grinnell River.

"Coupled with that, though, we do have to expand our holding capacity so that part of that is looking into can we add capacity to Lake Geraldine and then, in the longer term, do we create another reservoir somewhere else," said Hamp.

For now, a semi-permanent pipeline is being installed from the Apex River to Lake Geraldine for increased efficiency.

The city hopes to begin pumping by Aug. 15.

Kids back to school Aug. 9 to Sept. 5 depending on community

Contractor Kudlik Construction is due to turn over the new $40-million school in Kugaaruk to the Government of Nunavut on Aug. 15. The first day of classes for students is scheduled for Aug. 28. It will be known as Arviligruaq Illiniarvik, in homage to the bowhead whale. However, the new high school in Iglulik, which didn't open last year due to a flooring dispute with contractor FCNQ Construction, still won't be available until January 2020, according to the Department of Education.

Iglulik's new high school was expected to open for the 2018-19 school year, but it sat empty and will remain that way until January 2020, according to the Department of Education.

The Government of Nunavut and Quebec-based contractor FCNQ Construction had been deadlocked over a flooring dispute but there's now a plan to fix it, stated Tracey MacMillan, assistant deputy minister with the Department of Education.

The concrete flooring in the new school was affected by "excessive cracking" and it's uneven in colour, according to MacMillan.

"The project was put on hold to determine the best way to move forward and to make sure that this important new facility has attractive and durable floors," she stated.

An independent engineer was brought in to help review the flooring problem. The

contractor subsequently proposed corrective action and the GN has accepted it, said MacMillan, who noted that the government is protected by a performance bond and the GN has held back money from FCNQ in the meantime to "protect the GN's financial interests."

The repairs are expected to be essentially complete by late October, but other preparations will need to be carried out. Therefore, students won't be able to begin classes at the new high school until early in the new year.

A spokesperson for FCNQ couldn't be reached for comment prior to press deadline.

Tony Nutarakittuq, chair of the Iglulik District Education Authority, said he's satisfied the territorial government has handled the situation as well as it could.

"Yes, definitely," Nutarakittuq said. "They have their reasons for it not to open – for safety reasons."

Senior students in Iglulik will continue to use the com-

munity's old high school in the interim.

In the Kitikmeot, Kugaaruk's new $40-million school is in its final stages and expected to be handed over to the GN on Aug. 15, according to MacMillan.

Students are slated to start classes there on Aug. 28.

Netsilik MLA Emiliano Qirngnuq said there's great anticipation in the community.

"The teachers and the school kids are just itching to move into the school," he said. "The whole town is real excited and very happy for the new school."

Unlike its predecessor, which was burned to the ground in an act of arson in February 2017, the new school won't bear the name Kugaardjuk Ilihakvik. Instead it will be called Arviligruaq Illiniarvik, which is a tribute to the bowhead whale, said Qirngnuq.

The 49,470-square-foot building is designed to accommodate up to 450 students.

The former school was 36,425 square feet.

With the school year beginning in most Nunavut communities within the next three weeks, the Government of Nunavut is scrambling to find 60 more teachers.

The bulk of those educators are needed in the Qikiqtani region, which still has 47 vacant positions. As of Aug. 6, 140 teachers had already been hired to staff Qikiqtani schools.

Only eight more teachers are being sought for the Kitikmeot region, where 51 educators are now under contract, and just five more are required in the Kivalliq, where 87 teachers have signed on.

The communities with the greatest need are Iqaluit, where 6.5 jobs are unfilled, and Iglulik, Pangnirtung and Pond Inlet, which each need six more teachers.

In Kugluktuk, where some community members expressed concern when the high school principal's contract was not renewed by the district education authority and some teachers consequently decided not to return, only four educators are needed, two of them at the elementary school.

Nunavut Teachers' Association president John Fanjoy would not comment on the situation as he has a meeting scheduled with department officials late next week to discuss recruitment efforts and how staff shortages will be addressed.

The overall pace of hiring has improved compared to last year, when there were still 66.5 teaching vacancies as of Aug. 15.

The department's recruitment efforts include a few internet portals and websites that promote teaching jobs, advertisements in newspapers, attendance at several career and recruitment fairs and trade shows, posting jobs on university job boards and maintaining contact with retired teachers' associations in B.C., Calgary, Edmonton, Ontario, Manitoba and a national association.

The Department of Education is also developing a 10-year educator retention and recruitment strategy to foster more Inuit and Inuktutspeaking educators, according to assistant deputy minister Tracey MacMillan.

The communities still in need of four or more teachers as of Aug. 6 are Iqaluit (6.5), Iglulik (6), Pangnirtung (6), Pond Inlet (6), Arctic Bay (4.5), Hall Beach (4.5) and Kugluktuk (4).

Cycles of engagements Northern News Services

There are times of reflection and consideration as we work through our cycles of engagements and relationships. Some are determined through common sense while others are a challenge to accomplish. Our physical, mental, emotional and spiritual balance will give us positive guidance and assurance in moving forward. It is a good feeling when we stop and look at where we are, where we came from and where we want to go.

There are many things and experiences we dabble in or experiment in simply because of the influence of our peers and we so desperately want acceptance in securing a belief in belonging. This sense of belonging is a natural part of our existence and affects our physical, mental, emotional and spiritual domains. We sense this through touch, how we think, what people say of us, and we reach out to our higher power in confirmation of this amazing phenomenon of belonging.

Our daily routines are also influenced by actions and reactions we go through by things we eat and drink and engage in. If we are letting these influences drive or occupy our attention more than normal or above those who are significant to us, then we should have a look at what is replacing them. A circle of safety for child victims of abuse Those who disclose will have services brought to them when Umingmak Centre becomes reality

The Umingmak Centre in Iqaluit will finally become a reality after a federal funding infusion of $875,526 over five years to the Arctic Children and Youth Foundation.

"Primarily, the centre is for children and youth that disclose abuse," said executive director Sarah Clark.

While the funding announcement by federal Minister of Justice David Lametti came July 29, the foundation entered into the memorandum of understanding (MOU) in 2018.

"We found a location. We found staff. We have the MOU in place. And we've got the funding. It should be opening in September, as long as our renovations go according to plan," said Clark.

The centre has been several years in the making, with a needs assessment completed in 2014.

A 2019 document by Nunavut pediatrician Amber Miners notes that in Nunavut, children and youth experience abuse and maltreatment at 10 times the rate of other Canadian children, and the territory has the highest rate of child sexual abuse in Canada.

Fifty-two per cent of Inuit women and 22 per cent of Inuit men reported having experienced severe child sexual abuse, according to the 2008 Inuit Health Survey. There were 278 child maltreatment investigations by RCMP between January 2017 and June 2018 in Iqaluit alone.

Miners also notes the actual rates may be much higher, as many incidents are not reported to authorities.

The Umingmak Centre was named after the 2015 territory-wide feasibility study.

"It came out that umingmak would be a good name because of the way that muskox create a circle around their herd and their children when they feel threatened," said Clark.

According to documents, the centre will include a child-friendly interview room for use by police and family services, a medical examination room, a counselling office, offices for two case coordinators bilingual in Inuktitut and English, and accommodation space for families from outside Iqaluit.

The basic idea of the centre is for all services to come to the child.

"A typical centre provides for forensic investigation on children and youth who have been abused, sexually or physically," Kylie Aglukark, a former executive director and now a board member, told Nunavut News in early 2015. "It's a one-stop shop. It allows a child or youth who has been abused to come and, under one roof, be able to do one interview rather than being sent to the RCMP, then over to Family Services, then to the health centre or hospital."

Clark says that along with services, there will be specialized programming.

"Our counsellor will be doing groups for problematic sexualized behaviour ... for the kids. So any kids that have been identified as having that sort of behaviour will come to

group. And then for the parents, it would be a support group basically for non-offending parents because they often feel guilt or they need support," she said.

"One of the biggest indicators of a healthy journey forward for a child is how strong the non-offending caregiver feels, and what how supported they feel with as much information as they can have."

For now, the centre will not deal with the offenders, which can be anyone, including other children or siblings. But that may come in the future.

"In other places like Alaska, which we model a lot of our stuff after, they're starting to look at how can we do interviews and counselling with the offending sibling or the offending whoever," said Clark.

Though the centre is intended for all of Nunavut, the foundation is taking one step at a time.

"We're trying to start small because we want to get our team down and our process down. At this point, we'll take families that come – in different communities some nurses or RCMP just don't feel comfortable doing an exam or doing an interview," said Clark.

"Often they will send the child and family down to Iqaluit to do those things. That's why we have the accommodation space at this time, to help and to take that family and keep them in one place. They don't have to go to boarding home or anywhere else."

After setbacks, Chinese modular option helps Qikiqtaaluk Corp. hotel and conference centre set spring 2020 opening target

The Qikiqtaaluk Corporation's (QC) new hotel and conference centre is going up in record time, as room modules stack up like giant Legos.

The modular system wasn't in the original plan, as QC's director of project development and partnerships Sheldon Nimchuk explains.

"A few years ago we encountered some timeline challenges in getting approvals in place to move forward with the project as we had been planning. As you know, up here a month is a year when you rely on sealift," he said.

That would have meant a delay of at least one year for the opening but, as it happens, QC's Canadian construction manager, Bird Construction, acquired 50 per cent of outstanding shares of Stack Mod-

ular Structures Ltd. and 50 per cent of Stack Modular Structures Hong Kong Limited in 2017.

"Stack is a modular construction company with production operations in China. Stack produces steel frame modules for permanent construction.

The modules are suited for the hotel, senior housing, office space and general housing sectors in the North American market," according to a Bird news release from that time.

Bird suggested QC consider the modular option.

"That provided an opportunity to bring us back to our original planned occupancy dates," said Nimchuk, adding modular construction seems to be an increasing trend in the hospitality industry.

"We engaged early on with the authorities having jurisdiction. These materials meet and exceed the CSA standards, and, in fact, during the inspection period there are third-

party inspectors inspecting the modules."

The modules are constructed of structural steel.

Three factors ultimately contributed to the decision: attractive cost, quality of product, especially high-quality soundproofing, and the ability to install an energy-efficient building envelope.

"So both on soundproofing, which we hope future clients will appreciate if we achieve what we think we're going to achieve, and from an insulation value, on an energyconservation and a comfort level, we think we're going to have a superior product than what we might have had in the conventional approach," said Nimchuk.

QC also weighed temporary construction jobs versus opening earlier and having the permanent jobs available for a local workforce.

"We still have, in the ground

floor area, the conference centre, 50,000 square feet of construction happening, including exterior building envelope. So there's still a significant amount of work to attract as much Inuit labour force that we can that's available in a town that has a lot of construction happening at the moment," he said.

Holloway Lodging Management Services, a Nova Scotia-based firm, will run the business and Nimchuk says in the fall the call will go out for roughly 65 full and part-time positions.

Nimchuk says QC is working on an Inuit employment plan.

"Certainly, that's going to be a real challenge, yet a testament to our success to offer as many Inuit opportunities to work in their hotel and to try to capture the enthusiasm," he said.

The five-storey complex, which includes the four modular storeys,

will comprise 94 rooms, 12 of which are suites. Each room came from China already fully fitted out with beds, televisions and flooring.

The hotel will include a restaurant with capacity for 80 to 86 people and a lounge with capacity for 150 to 170 people, pending licensing assessment.

The conference centre as a whole will hold 550 to 600 people, and will be divisible into three smaller spaces.

"Our interior design objectives are to work towards representing the 13 communities of the region. And our objective is to try to create an opportunity to purchase (art) directly in the communities so that we have a little bit of opportunity to provide some economic development at the community level," said Nimchuk.

If everything goes as planned, the hotel and conference centre will be open for business in spring 2020.

Kugluktuk's fishing derby attracts nearly 50 competitors

Kugluktuk Close to 50 anglers competed in the Kugluktuk fishing derby held July 31 to Aug. 5.

The weather was sweltering for two of those days, with the thermometer climbing to almost 30C, said Stephanie Fummerton, Kugluktuk's recreation coordinator.

"It was really awesome," she said, adding that the weekend brought "fair" weather while the derby's final two days were rainy.

The top anglers were scored by the total weight of their three heaviest fish of any kind.

Fred Schell bids farewell to Cape Dorset

Kinngait/Cape Dorset Twenty-nine years after moving to Cape Dorset and serving as the community's mayor and MLA, Fred Schell is packing up and leaving for the Calgary area, where his brothers reside.

He, his wife Ezevallu Qatsiya and their two children were scheduled to depart on Friday.

Schell started out in Cape Dorset by purchasing a convenience store from his brother-in-law. He went on to build business interests that included handling cargo for First Air, looking after the community's mail contract and providing medevac services by transporting patients to the health centre and the airport.

He has made arrangements to have those duties taken over by others. Schell got into politics by being elected mayor, serving from 2005 to 2008. He then successfully ran for South Baffin MLA, with his term running from 2008 to 2013.

He said the community has grown significantly over the past three decades, almost doubling in size to approximately 1,450 residents. As he reflects on his time in Cape Dorset, he said there's been "good things and bad things."

"One problem we do have – it's in all the communities – is with liquor sometimes," he said.

On the other hand, he enjoyed a tremendous view living so close to the Arctic Ocean.

"To be able to get out on the land (immediately) where down south you've got to drive for hours (to find wilderness)," he said of one of the benefits of living in Nunavut. "It's been great ... it's going to be kind of sad to leave here."

Polar bear dippers spot a whale

Qausuittuq/Resolute Approximately 35 daring residents waded into the chilly Arctic Ocean water during a polar bear dip on Aug. 4.

The first 30 people to get wet received a towel with "Resolute Polar Dip 2019" embossed on it. The Hamlet of Resolute sponsored the event and had the towels made for the occasion.

After spending a few minutes – or seconds – in the water, participants were welcomed to gather around a bonfire on the shore that afternoon, which was around 7C. "It was done as a fun day for the community," said Kimberly Young, the hamlet's senior administrative officer.

Those who got involved were watched by a marine observer: a beluga whale swam nearby, about 30 metres from shore.

"Everybody walked down that way to go see it," said Young.

"It was pretty cool, actually."

Nunavut A new offering from Iqaluit-based Inhabit Media seeks to guide budding lepidopterologists.

"With a simple layout and easy-to-follow headings for each butterfly, this beautiful book is filled with fun, useful facts, including introductory material about the life cycle and anatomy of butterflies and how they begin life as caterpillars," states Inhabit.

According to the author, only several dozen of the world's 20,000 butterflies can be found in the Arctic.

"Many Arctic animals have warm, woolly coats, downy feathers, or thick layers of blubber, and Arctic butterflies appear fragile with their fluttering, delicate wings. Yet the hardy butterflies that live at the top of the world have many clever ways to keep themselves warm in cool summers and endure icy cold winters," states the synopsis.

"In A Children's Guide to Arctic Butterflies, young readers learn about twelve of the butterflies that call the Arctic home and how they survive on the tundra from one season to the next."

Scholarship for business students

Qikiqtaaluk The Baffin Business Development Corporation (BBDC) has two scholarships available.

The two $1,000 awards are specifically for students working towards a certificate or degree in business or commerce.

"BBDC's 2018/19 successful recipient was Anastasia Webb of Iqaluit, continuing her education in the area of business accounting at Algonquin College in Ottawa with further plans of completing a commerce degree. Ana responded to BBDC's call for applications through our social media campaign," states the corporation.

"Ana received the scholarship based on her desire to use her education in the fields of accounting and commerce to return to Nunavut and 'give back' to her community that she says has

offered her many opportunities to continue pursuing her goals."

This scholarship, created in 2018, requires applicants to complete an application form and write a 500-word essay on why they have chosen to pursue an education in one of these fields.

Applicants must be from the Baffin Region. The deadline for applying is August 31.

Movie nights at the visitor's centre

Iqaluit For those curious about the incredible journey the Canada C3 ship undertook in 2017, the Unikkaarvik Visitor's Centre will screen a documentary Aug. 15.

The ship, a project noting the Canadian nation state's formation, travelled the country's coastline, embarking and disembarking a variety of Canadians along the way.

"This project was a 150-day ship-based expedition that left Toronto on June 1, 2017, and travelled over 25,000 kilometers along Canada's coastline. This epic journey served to better connect and deepen understanding amongst diverse Canadians as they shared their stories of community, place, and culture," according to the centre.

Meanwhile, an Aug. 22 screening of the documentary Passage, partly based on the book Fatal Passage, tells the tale of Sir John Franklin's failed expedition through the Northwest Passage.

This one features Inuit leader Tagak Curley.

On August 29, join Scottish comedian and actor Billy Connolly as he travels through the Northwest Passage with more success. In the Nunavut portion of the ITV series, Connolly travels to Iqaluit, Pangnirtung, Iglulik, Pond Inlet, Beechey Island and Gjoa Haven. Along the way, he meets the people, participates in the Inuit culture, checks out the wildlife – plus fun and comedy.

Showtime is 7:30 p.m., admission is free and includes popcorn and a beverage.

Nunavut artists celebrated in Norway Northern News Services

The Riddu Riddu Festival, an annual Sami music and culture festival in Manndalen, Norway, welcomed 20 Nunavut artists July 10 to 14 as the featured Northern People of the Year.

Alianait festival coordinator Alannah Johnston and for-

mer executive director Heather Daley participated as festival staff.

"Riddu Riddu's director Sandra Marja West has described this year's event as the most successful ever, with the largest audience and an outstanding line-up of indigenous artists, including Buffy

Sainte-Marie, Tanya Tagaq and Jeremy Dutcher. We could not have asked for a better year for Nunavummiut to be featured as the Northern People of the Year," stated Daley.

Myna Ishulutaq and Aaju Peter, who for three days taught small groups of children about Inuit culture, led

a qulliq-lighting ceremony in the Northern People's tent. The qulliq was a gift from Nunavut Tunngavik Inc, while the Department of Environment provided 50 sealskins to line the floor of the tent – these gifts will remain as a regular part of the festival.

The healing camp out at West Arm has hosted camps for both men and women from the Kitikmeot communities, as well as recent a youth enrichment program with Elders teaching and guiding culture and traditions.

The Municipality of Cambridge Bay's Youth Enrichment Program on-the-land camp took place July 27 to Aug. 3 for youth aged 12 to 19.

"As you may be aware, the teachings of Inuit and contemporary research reinforce the importance of instilling within young people a sense of belonging and how doing so contributes to their healthy development and optimal wellbeing," stated the municipality.

"Despite these kinds of findings, the reality is that because of the cultural oppres-

sion faced by many Inuit and the lack of resources in the North to address it, Inuit language, beliefs and customs are steadily vanishing. The Municipality of Cambridge Bay is making every attempt to change this narrative through youth and elders cultural restoration programs to help the younger generation restore lost traditions and cultural identity."

The municipality is planning a second phase in September to keep youth connected to these teachings as they enter the school year.

Iqaluit's Ian McDonald named Nunavut flag bearer for Western Canada Summer Games opening ceremony

Ian McDonald of Iqaluit made history this past weekend when he became one of the first four Nunavummiut to play in a competitive game of beach volleyball.

Before that happened, McDonald got one more piece of good news from Team Nunavut and it was news that had him, in his words, humbled and honoured.

McDonald joined a rather exclusive list of people from the territory who have carried the Nunavut flag into a major competition when he led Team Nunavut into the Western

Canada Summer Games opening ceremony on Aug. 9.

He was given the news literally within minutes of being contacted

by Nunavut News and needless to say, he was still taking it in.

"I just got told five minutes after I got here (to Swift Current)," he said. "I'm stoked about it all. I'm very humbled and honoured to lead this team."

He got the news from his coach, Rob Tomyn, and it came as a complete surprise.

"It's just so awesome to be the face of Nunavut at these Games and I'm hoping to be a good representative for my home, especially at a big

Halifax The Salliq Invaders from Coral Harbour came within one game of being crowned the best co-ed E slo-pitch team in the country. The Invaders managed to get to the final of their division at the Slo-Pitch National Canadian Championships in Halifax on Aug. 5 but came up agonizingly short as they lost to the Guns from Alberta in the decider.

They started out in the round-robin by beating OK Corral from Ontario in their opening contest on Aug. 2 and followed that up by defeating the Ringers from Nova Scotia in their second game. Their first loss came against Little Pea Academy

McDonald partnered with Brent Puqiqnak of Gjoa Haven in the boys' beach volleyball competition and they got two round-robin games against Manitoba Gold and Alberta Grey when the event began on Aug. 10.

He's played indoor volleyball for several years, but when he heard about the introduction of a beach program, he said he had to get in on it.

"I was very interested and so I sent in my application to try out," he said. "We're going to be the first team to do this and I just hope we can be competitive as we can.

Brent and I haven't played together with just the two of us but we've been teammates at the (2018) Arctic Winter Games and (2017) North American Indigenous Games so we know each other well."

Scott Schutz, Volleyball Nunavut's executive director, previously told Nunavut News that the goal is to work toward the Canada Summer Games in 2021 and that the Western Canada Summer Games will be a gauge to see where the sport is at in Nunavut.

McDonald said he's hopeful to be a part of the 2021 team.

"I know others will be training and working hard to be on the team,

but I'm hoping I will get to play in Ontario," he said.

There was plenty of thanks from McDonald to those who helped him get to where he's at right now.

"Rob is my very first beach volleyball coach and he's been a great help," he said. "Sonja Lonsdale, the girls' coach, has helped, too. John Legate back home and Susie Pearce and Bev Netusil, the girls' indoor coach, they've all helped me, and Scott Schutz.

"He does so much for Volleyball Nunavut and he organized this whole thing. Who'd have thought we would ever be here playing beach volleyball?"

Team Nunavut hits the beach

Iqaluit The Iqaluit Breakers Swim Team is coming back for another season.

Their first order of business will be registration and that begins on Aug. 13 at 1 p.m. both online and in person at the Iqaluit Aquatic Centre. The team is designed for swimmers who want a competitive swimming challenge and anyone who is thinking about joining the team must be able to swim 50 metres in both freestyle and backstroke unassisted and without stopping.

Once the season begins, the club plans on practising Mondays and Wednesdays at the aquatic centre from 6 to 7 p.m. each evening.

The 2019 Western Canada Summer Games are underway in Swift Current, Sask., and Team Nunavut got things going with the beach volleyball teams making history by becoming the first from the territory to play an official match.

The boys' and girls' teams played two round-robin games on Aug. 10 as the girls took on Manitoba Gold and Saskatchewan White while the boys played Manitoba Gold and Alberta Grey in their contests. All is quiet now until Aug. 14 when phase two of the Games begins. The boys' and girls' indoor volleyball teams will be in action on those days as both teams will play Manitoba

Arctic Bay is one community which loves its golf and some of the community's members decided to spend some time hitting the links on the Civic Holiday, Aug. 5.

A baker's dozen came out for the third annual playing of the Civic Holiday Golf Tournament, and when the scores were added up, Darryl Levi came out on top.

Thomas Levi, Arctic Bay's recreation co-ordinator, said the champion didn't have a trophy to hoist because it didn't arrive in time.

Gold-Tech, the company which arranges sealifts for the community each year, did agree to sponsor a trophy but it wasn't available so the champ had to hold a piece of paper with the trophy on it in lieu.
