Rankin Inlet baby in stable condition after being shot Kangiqliniq/Rankin Inlet A nine-month-old infant is in stable condition after being sent by medevac to a Winnipeg hospital with a bullet wound, according to the RCMP. The infant was struck by gunfire in an adjacent room of a residence on July 2, the RCMP stated in a news release.

There was no mention of charges filed in the police news release. However, Rankin Inlet RCMP and the RCMP Winnipeg Forensic Identification Section continue to investigate.

News in Brief "I cannot stress enough of the importance of keeping your guns secured properly and that ammunition is stored away from the firearm," stated RCMP Cpl. Jamie Savikataaq. "When firearms and ammunition are easily accessible and an individual is not in the right place of mind – the results can be damaging and lifealtering. This was a nine-month-old infant who deserves a safe and secure environment. It’s the law to keep your firearms secured and locked."

Kugluktuk's Edna Elias has been named to the Order of Canada, the Office of the Governor General has announced.

Her selection is based on "her contributions to preserving Nunavut's linguistic and cultural heritage, and for her political leadership," stated a June 27 news release.

Elias referred to the designation as "very humbling."

"Having been one of the leaders in Inuinnaqtun language revitalization using the Master Apprentice Program,

and having great mentors, I'm very happy to see other language advocates using the method to preserve and strengthen Inuinnaqtun," she stated.

As a speaker of Inuinnaqtun, Inuktitut and English, Elias formerly served as cochair of the Northwest Territories Aboriginal Language Task Force, as well as director of the NWT's Language Bureau. She also owned and operated her own interpretation, translation and consulting business.

She served as Nunavut's fourth commissioner from 2010-2015. She's a former

mayor of Kugluktuk and was also a councillor.

Elias has also worked as a teacher and principal and in child and community development capacities.

Currently residing in Edmonton, Elias was one of 83 new appointments to the Order of Canada earlier this week. The distinction "honours people whose service shapes our society; whose innovations ignite our imaginations; and whose compassion unites our communities," states the Office of the Governor General.

An investiture ceremony will be announced later.

Taloyoak student hand makes something she's proud to wear Jewel Aiyout fashions her first arningaq; 'It was fun. I couldn't wait to finish,' she says

Jewel Aiyout has been gleefully wearing a handmade arningaq around Taloyoak recently.

Friends and family compliment her on it and ask whether her mother tailored it for her.

"I say, 'No, I made it'," said the enthusiastic 14-year old.

Aiyout used her aunt's sewing machine to complete the project for her fashion studies course during Career and Technology Week, May 21 to 17.

"I was so proud. It was so awesome," she said. "It was fun. I couldn't wait to finish."

She completed the sewing job in five days, spending a little over an hour on it each day.

One of the keys to successful sewing is to go as straight as possible, Aiyout said. If a mistake is made, stitches can be removed and redone, she advised, acknowledging that she's pricked her finger more than once. "Aha, yeah."

An arningaq is similar to an amauti except it has a longer hood, the arms are wider and the body portion is a little smaller, Aiyout explained.

It's also lighter and generally warn during milder months.

Teacher Gina Pizzo described the garment as "lovely."

Aiyout sometimes wears it while she's throat-singing and she occasionally carries

her nephew in the back, she added.

"He didn't want to get out the first time," said the Grade 8 student.

Her reason for choosing the dark blue, blue/grey and white colour scheme was practical.

"People who were in that CTS class used mostly using black and white," she said.

"I didn't want mine to be the same, so I used other colours."

Although it was the first arningaq she fashioned, she has previously sewn wallets, mitts, a hat, a bag, a parka and ski pants.

She figures that she started sewing at age seven and gave the first pair of mitts she made to her grandparents as a gift.

With Nunavut Day fast approaching, Aiyout said she plans to be "out camping, cooking or cleaning up."

She also has plans to go on summer hunts, noting that she's harvested caribou before.

"Maybe go hunting for like two weeks, go home, be home for a week," she said of her plans for July and August.

Although she has several years ahead of her to decide what sort of career she wants to pursue, she wants to become a member of the RCMP. "That was my dream since I was a little girl," she said.

No one she knows has ever become a Mountie, so she wants to achieve it, she said.

Inuktuk education key to fulfilling Nunavut dream Northern News Services

Nunavut Day is July 9 and we're 20 years into the creation of a territory with tremendous promise.

Much has been accomplished over two decades and much remains to be done. Among the priorities is – or should be – the establishment of Inuktut-based education from kindergarten to Grade 12. There's no question that the Inuit language is integral to the identity of our territory.

"That's the reason we established Nunavut," former premier and education minister Paul Quassa said of the importance of a full Inuktut education.

Yet Quassa didn't have a plan to get kindergarten to Grade 12 Inuktut education in place by 2019, which was the GN's original goal. His proposal, the rejected Bill 37, would have delayed Inuktut lessons for grades 4-9 until 2029 and didn't have a defined date for grades 10-12. David Joanasie, who's now at the helm of the education department, is responsible for an amendment to the Education Act that won't see full Inuktut education offered through to Grade 12 until 2039. One of the challenges facing Joanasie, and formerly Quassa, is the lack of qualified Inuktut instructors.

tion Program (NTEP) to address this shortfall of Inuktut educators but a recently leaked report, commissioned by the GN, indicates that not enough is being done. Previous reports and their recommendations haven't led us to where we need to be, for one reason or another. The turnover among senior Department of Education staff hasn't instilled much confidence either. Pujjuut Kusugak, a teacher, was brought in as deputy minister of education in late 2017, while Quassa was in office. Last December, Kusugak was shuffled over to the Department of Culture and Heritage and Louise Flaherty was installed as education's deputy minister. Then word came in June that Flaherty is resigning. This cannot help matters.

The GN's failure to make a full Inuktut education a reality has infuriated the leadership at Nunavut Tunngavik Incorporated. It also spurred some accomplished Nunavummiut, as well as Canadian and international scholars, to make a written appeal to the

world's languages commissioners to devote some of their resources to strengthening Inuktut.

Law student Lori Idlout, one of the signatories of the letter to the languages commissioners, made a powerful and eye-opening statement: "Canada contributes $1.4 million annually to a French language school in Iqaluit — for 90 students at one school; that's equivalent to $15,555 each. How much money does Canada transfer to Nunavut's 42 other schools for Inuktut? Zero."

That's unacceptable.

We need the language commissioners to assert pressure on the Canadian government to give Inuktut equal status in Nunavut. Our MLAs, ministers and premier should do the same, and redouble their efforts to kick Inuktut education into higher gear. In the meantime, everyone who speaks and writes the Inuit language can help out by making it the predominant language in the home and in places of business. We know the government is not meeting expectations to ensure Inuktut will thrive in the future, and that must change. But until it does we need every helping hand – and tongue – available to ensure today's students and graduates get the language instruction they have a right to.

Signs and signals ᓇᓗᓇᐃᒃᑯᑕᐃᑦ

We have an array of incredible signals and signs when parts of our make-up or body parts begin to act or react negatively when we are in motion. We go to bend down to pick up something and all of a sudden we can't get back up or I grab a gas can or box of groceries and my arms hurt. This tells me that I've strained those particular muscles and need to be more careful when I am lifting.

As we begin to age we can still function but the strength is not there as it was when I was 25 or 30 years old. For us men this bruises the ego, but aging is a reality.

Our inner man or the domains of mental, emotional and spiritual areas also sends us signals when things happen quickly or change.

We live lives of activities and engagements and people speak many words and sometimes these words are directed at us in a not-sofriendly air. Most of us are able to shake them off and move along while others have a trigger go off and it throws a loop in their routine.

As we are all aware we also carry a set of built-in tools that we can draw from during these trying times. It is okay to be anxious or upset or angry just as long as we don't allow these emotions to have complete control of the situation.

A while back I sat with a young man who was trying to make a difference in his way of life and he quietly explained to me that he was on an up-hill battle every day and after I paraphrased some of what he expressed I said good for you.

He looked surprised at me and asked, "What do you mean good for me?". I explained that what I mean is you are not stuck at the bottom of the hill but you are climbing slowly and trying to cope with what is being thrown at you in the workplace, in

The resilience and strength mixed with courage and encouragement from those who care about you really do help in making your journey somewhat easier.

It is okay to ask questions and to ask for help.

We need to understand that unless we take that first step in seeking help and guidance we will struggle that much longer in bewilderment and pain.

Our precious little ones do not understand the whole scope of emotional, mental and spiritual domains but we need to take the time to explain these to them. This is referred to as our way of nurturing them to grow in a positive atmosphere without the unnecessary yelling and shunning them in our frustration. The tools and skills of life begin in the home and our precious little ones will take with them what was given in the home into their public and community engagements.

It is of benefit for you to be aware of the signals and signs being given to you in different situations and circumstances and to choose the path that guides you through in a positive manner.

Tributes have been coming in for longtime politician Ludy Pudluk, who served five terms in the legislative assembly.

He died on July 1 at age 76 following a lengthy bout with illness.

Pudluk, a resident and former mayor of Resolute who also lived in Pond Inlet, represented the High Arctic and Quttiktuq ridings in the NWT territorial government from 1975 to 1995 – prior to Nunavut becoming a separate territory.

He was awarded the Order of Nunavut in May 2018, when he was recognized as having made significant contributions to the creation of Nunavut.

"Ludy was respected by all his colleagues as a wise, humble man with a strong vision for Nunavut and an ever-present sense of humour," Nunavut Sen. Dennis Patterson stated, referring to Pudluk as an "elder statesman" and the "dean" of the legislative assembly, where the two men served together in the 1980s and '90s.

"Those Inuit members, who also included other elder statesmen like Mark Evaluard-

juk, Ipeelie Kilabuk and Joe Arlooktoo, were respected because they retained their Inuit language and culture and were united in their support for TFN (the Tunngavik Federation of Nunavut), the Nunavut land claim and the creation of Nunavut," Patterson stated.

Susan Salluviniq, a former mayor of Resolute, said Pudluk "did a lot for our community."

She described him as "welcoming" and "friendly" and said that local residents are "very much" saddened by his death.

Jackson Lafferty, Speaker of the NWT legislative assembly, also paid respects.

"It is with great sadness that we offer our condolences to the friends, family and loved ones of Ludy Pudluk," stated Lafferty. "Mr. Pudluk was a dedicated spokesperson for the North, was a strong climate change activist, and made significant contributions to the creation of Nunavut."

The Qikiqtani Inuit Association also paid homage to Pudluk, who sat on the Qikiqtaaluk Corporation (QC) board of directors from 2002-2019 and, prior to that, the Ulu Board that was responsible for QC from 2000-2002.

instrumental in helping all Nunavut Inuit."

Pudluk grew up in the Pond Inlet area but was part of the relocation to Resolute in the 1950s. He was predeceased by his first wife, Dora, who was also relocated to Resolute. They had seven children.

Traveling on the land is much easier now for hunters and fishers. Today Inuit travel by allterrain vehicles.

Where there is ice there are many open cracks now where people jig for fish either arctic char or trout. This time of year is one of the favourite seasons to enjoy the outdoors and go camping all over our land. Many head out to their cabins out at Gravel Pit, Ovayok area, and many popular fishing spots. The winds have kept the mosquitoes away so we are happy about that.

School is out for the summer holidays now, so many youth are out camping with their families, out biking and older youth are busy working at their summer jobs all over this busy community. Please smile and give our youth working a pat on the back for the efforts as they keep busy for the summer.

Every year the roads get maintained and of course the roads are dusty. Soon they will hopefully do dust control once again, not sure what their process will be this year. The community held their first community garbage clean up on July 3, and many prizes were available for those helping to clean up and beautify our community.

Quana to the Municipality of Cambridge Bay for leading this important annual event.

We hope everyone is busy cleaning up their own yards outside of their homes and businesses. Let us keep our wonderful community beautiful and help each other.

Cambridge Bay, Nunavut is very well known for many of their youth summer programs for all ages and there are summer camps, swimming, and many other youth and elder activities. The Department of Healthy Living, also known as the Wellness Center are always busy planning many family and youth and elder activities. • In Ottawa, Inuit Tapirisat of Canada (ITC and later Inuit Tapiriit Kanatami, ITK) is formed under the direction of founding president Tagak Curley.

• The Anik satellite is launched, opening the North to telecommunications.

• ITC president Tagak Curley presents the Inuit Use and Occupancy Study to the Government of Canada. The study shows where Inuit currently live and where Inuit ancestors lived. It also tells how land is used currently and historically.

• The Canadian government agrees to begin land claims negotiations with Aboriginal Peoples who never signed treaties relinquishing their rights.

1959:

1975:

The Canadian government expands its role in the Arctic and begins relocating Inuit families off the land into permanent centralized settlements. The Canadian government also relocated Inuit from Nunavik and Pond Inlet to Resolute Bay and Grise Fiord to exercise sovereignty in the Arctic.

In Ottawa, George Koneak of Fort Chimo, Quebec, addresses the Canadian Parliament's Eskimo Affairs Committee in Inuktitut and asks the government to help Inuit.

1962:

Federal election ballot boxes are placed in all Inuit communities for the first time, enabling Inuit to vote.

1966:

Simonie Michael becomes the first Inuk member of the Northwest Territories (NT) Council.

• Northwest Territories Council takes office with Inuit, Dene and Metis representation on the 15-seat council.

• The Baffin Regional Inuit Council Association (now the Qikiqtani Inuit Association) is founded to represent Inuit in the Baffin region.

1976:

• Inuit in the eastern Arctic and the federal government begin negotiating a land claim.

• The Kivalliq and Kitikmeot Inuit associations are formed to represent Inuit in their respective regions.

1977:

Willie Adams of Rankin Inlet becomes the first Inuk Senator.

1979:

• The Federal Court of Canada, in the Baker Lake Case, recognizes the existence of Aboriginal title in Nunavut.

• Peter Ittinuar becomes the first Inuk Member of Parliament representing the newly created Nunatsiaq riding. Ittinuar is the first MP to speak Inuktitut in the House of Commons.

The Northwest Territories agrees in principal to the creation of the Nunavut government.

1981:

More than half of Northwest Territories residents vote in favour of dividing the territory. The Government of Canada agrees in principal to territorial division.

1992:

• The federation is successful in the boundary plebiscite, putting into place a Nunavut boundary.

• The Nunavut Political Accord is passed, paving the way for the creation of the Nunavut Territory.

• Inuit ratify the Nunavut Agreement.

1993:

• The federation, the Government of the Northwest Territories and the Government of Canada sign the Nunavut Agreement.

• The Nunavut Land Claims Agreement Act and the Nunavut Act receive Royal Assent and become entrenched in the Canadian Constitution.

• The federation becomes Nunavut Tunngavik Inc. (NTI) to oversee the implementation of the Nunavut Agreement.

1982:

• Inuit form Tungavik Federation of Nunavut (TFN) to help negotiate the land claim. Officials with TFN travel across the eastern and central Arctic, listening and talking with Inuit.

They present their ideas in a report to the federal government.

• The repatriated Constitution Act recognizes Inuit as one of the three Aboriginal Peoples of Canada and affirms the Aboriginal rights and treaty rights of Canada's First Peoples.

• Nunavut Sivuniksavut is created.

1999:

2006:

• The Residential Schools Settlement is approved. The agreement addresses the legacy of Canada's residential school policies and marks a collaborative effort between Aboriginal groups, governments, churches and lawyers to provide justice, reconciliation, commemoration, healing and funding for education to former residential school students and their families.

• NTI launches a lawsuit against the Government of Canada for not living up to its implementation responsibilities, therefore violating the Nunavut Agreement.

2008:

• The Nunavut Territory is officially created, making the first Bill 7, The Inuit Language Protection Act, is passed in the time the map of Canada has changed since Newfoundland Nunavut Legislative Assembly.

The Nunavut Devolution Protocol is signed. joined Confederation in 1949.

• The first Members of the Legislative Assembly are elected and Paul Okalik is selected as the first Premier of Nunavut.

• The newly elected MLAs hold their first sitting in Iqaluit.

Good deeds, big plans for Astro's 50th 25-year master plan outlines Nunastar's plan to remain a central player in the capital

From the city's beginnings, Iqaluit's Astro Hill has played a central role in the lives of residents and visitors alike.

As when Nakasuk helped American engineers pinpoint the location as the right reference point to survey the runway for an American airbase and the hill acquired its name.

That moment in history,

and the years since, is now detailed in a 24-page book Nunastar Properties Inc. will release to the public shortly, said the company's president and chief operating officer Ed Romanowski.

That's only one way the company is celebrating 50 years of Astro Hill's role in the community, as Nunavummiut prepare to celebrate the territory's 20th birthday and the designation of Iqaluit as

capital.

July 7, in advance of Nunavut Day, Nunastar is throwing a couple of free community events.

Families are invited to a BBQ and entertainment by Aasiva and Looee Arreak between 2 p.m. and 4:30 p.m.

During that time, the company will unveil its Astro Hill 50th anniversary historical exhibit.

An evening celebration is then scheduled for the 19-and-over

crowd begins at 7 p.m., with the Corey Panika Band and the Inuuqatigiit Band.

But Romanowski says the most important focus this year is completing 50 good deeds in the community.

"Steve Sullivan, the general manager of the hotel, and Mike Powell, the general manager Astro Hill, the residential and commercial side, they and their staff came up with this idea that we celebrate what

we're doing within the community, and for the community, " said Romanowski.

"We give in the order of $150,000 to $200,000 a year to various groups, in addition to volunteer efforts, and doing a number of things, like donating materials."

This year, the good deeds are counted. While the plan was to stack up 50 deeds, in honour of the anniversary, the company looks well on its way to surpassing that, Romanowski said, adding good deeds include in-kind donations, employee volunteer time and resources.

A quick look through the 24-page A Vantage Point to History illuminates Astro Hill's earliest days in the community's consciousness, and ongoing development.

The publication includes a brief biography of Nakasuk "the philosopher guide," as well as the ship Effie M. Morrissey's captain, Robert Bartlett, the seafaring escort for the Americans' "hunt for an Arctic airbase."

It moves on to note an editorial published in The Financial Post on Jan. 4, 1969.

"Very obviously both government and private industry share a belief in the future of the Arctic and a growing confidence of their role in it," stated the editorial.

"When this kind of money talks, northern visions are turning into northern realities."

The company states in the book that it's hard to overstate the positive economic impact of Astro Hill in the 50 years since 1969.

"Estimates suggest that over 3,000 people have worked in its residential, commercial or hospitality operations.

Approximately 750 of these were first time jobs, launching many careers. Dozens of local businesses were created by former employees who got their start on Astro Hill," states the company.

"The Frobisher Inn is esti-

mated to have welcomed over 200,000 guests and rented over 600,000 room nights. Presidents, chancellors, queens, princes, prime ministers and numerous other dignitaries have all been hosted on Astro Hill."

Edmonton-based entrepreneur Doug Cox acquired the property in 1999, creating Nunastar Properties Inc. Romanowski says Astro Hill, along with Nunastar, has grown with the community.

"There's hardly a person in Iqaluit that hasn't gone to Astro Hill, gone to the Frobisher Inn, lived in Astro Hill, or even been employees," he said, adding the company currently employs roughly 125 people.

"We tend to invest our profits and the future of our business in the community. For instance, we're doing a couple of new buildings. We're constantly renovating our units.

We just did a major improvement to the mall."

The Astro Theatre, owned

by Nunavut Entertainment Inc., also resides in the complex, and is a popular location for residents. The theatre, unfortunately, needs to be closed due to surrounding renovations and construction.

Set to shutter July 15, it will reopen in mid-October.

The book outlines current and future Nunastar plans, based on a 25-year master plan, to further develop the property.

"The plan ensures Astro Hill will continue to be a major contributor to the growth of a dynamic, modern community that improves the quality of life for residents and guests," it states.

This includes, in 2019, constructing Astro Hill Gate on Queen Elizabeth Way adjacent to the Creek space. A second storey will be built onto the building CBC once occupied, and the North West Company will establish a new store concept on the main floor.

This work is expected to be completed in 2020.

In Cambridge Bay, as in Iqaluit, the weather provided the perfect backdrop for Canada Day celebrations.

"A beautiful day to be outdoors for Canada Day, no bugs, it was too windy," reports Navalik Tologanak.

Similarly, as Iqaluit’s parade wound its way from the Arctic Winter Games Arena to Alianait’s bigtop by Nakasuk School, the breeze and sun kept the bugs at bay as Iqalummiut gathered all along the parade’s route.

Nunavut and ᖁᑦᑎᒃᑐᒥ ᐅᐱᒋᔭᐅᕐᔪᐊᕐᓂᖓ ᐅᖃᐅᓯᓕᕆᔨᐅᔪᒧᑦ land claims Nunavut Agreement

In Kugluktuk, formerly known as Coppermine, on July 9, 1993, Gov.-Gen. Ramon Hnatyshyn gave royal assent to two new laws: the Nunavut Act and the Nunavut Land Claims Agreement Act. This marked the implementation of events that led to the creation of Nunavut and its new public government.

With the signing of the Nunavut Land Claims Agreement, the Inuit of Nunavut are the largest private land owners in the world, with 356,000 square km.

The official title is Agreement between the Inuit of Nunavut Settlement Area and her Majesty the Queen in the right of Canada. Most people know it as the Nunavut Land Claims Agreement. Since 2016, Nunavut Tunngavik Inc. (NTI) board of directors agreed to refer to it as the Nunavut Agreement.

The Government of Nunavut is also a signatory to the Nunavik Inuit Land Claims Agreement and the Eeyou Marine Region Land Claims Agreements, and thus has responsibility and management over shared resources and implementation of these treaties. The GN was also part of the negotiations of these two treaties, but as part of the federal government's negotiating team.

Nunavik Inuit Land Claims Agreement (NILCA)

The NILCA came into effect in July 2008 and closely resembles the Nunavut Agreement. It secures the rights of Nunavik Inuit to the islands and marine areas in the Hudson Bay, James Bay, Hudson Strait adjacent to mainland Nunavik.

There are a few islands that are shared between Makivik and NTI. Through the NILCA, Nunavik Inuit also share an overlap area with the James Bay Cree and Labrador Inuit. Through the NILCA, Nunavik Inuit own 80 per cent of all the land mass, or roughly 8,000 square kilometres, solely or jointly with Nunavut Inuit or the James Bay Cree.

Eeyou Marine Region Land Claims Agreement (EMRLCA)

The EMRLCA came into effect in November 2011 and is closely modeled on the NILCA. It secures the rights of the James Bay Cree to the islands and marine areas off the coast of Quebec. There is no overlap with the Nunavut Settlement Area but there is with the Nunavik Marine Region.

The Eeyou Marine Region affects the lives of over 17,000 Cree that live on the adjacent mainland of Quebec. It covers an area of over 61,000 square kilometres, where there are about 1,650 square kilometres of islands, 80 per cent of which are now owned by the Cree, solely or jointly with Nunavik Inuit.

Eeyou Istchee means the people's land in Cree, similar to Nunavut in Inuktut.

Leading children toward a healthier life Mary Porter instructed preschoolers for 18 years in Gjoa Haven

After 18 years of instructing children in the Inuit language and culture, Mary Porter walked away from Gjoa Haven's preschool for the last time on May 29.

"She enjoys working with kids along with preserving the culture and language, as well as young children who may have behavioural problems, to correct their behaviour to have a healthier life," said Simon Okpakok, interpreting for Porter. "Every child is different."

Porter, along with three other instructors, worked from 9 a.m. until noon with three-year olds and from 1 p.m. to 4 p.m. with four-year olds — as many as 19 of them.

In addition to educating them, she made sure they ate daily, things like porridge, cereal, fruit and juice.

Porter grew up on the mainland, approximately 240 kilometres south of Gjoa Haven. The Arctic was a vastly different place back then. She had to be wary of wild animals and even the sound of airplanes would cause her to run into her family's shelter, she recalled.

"There were no white people around. The upbringing (under) her parents was very different from today.

She was very easy to be afraid of anything that happened. She was very timid," Okpakok said, adding Porter moved into Gjoa Haven at age 13.

"Today, behaviour and attitudes have

changed so much. They're more brave than I was."

Demonstrating her keen sense of humour, she said she's grown less skittish today, and the only thing she's still frightened of is the RCMP. "So, I try my best to stay out of trouble," Okpakok interpreted, and then he and Porter both laughed.

She didn't attend classes while growing up. After raising her children, she was approached by school staff about becoming an Inuit language and cultural instructor in 2001. She attended training courses, becoming certified for the role in 2004.

Now that she's retired, Porter said she will spend her days cleaning up around the house and preparing meals. She will also be able to spend more time with her huge family in Gjoa Haven. She has 11 children, 51 grandchildren and 33 great-grandchildren. They all try to get together at various times throughout the year, such as Christmas, Easter and birthdays and anniversaries, Porter said.

When late summer is turning into fall and school is back in session, she said she will likely get the urge to be back in the classroom like her colleagues.

She admitted that she'll dearly miss the preschool graduation ceremonies as well. She would help make the clothes for the children to wear during the ceremony and prepare gifts for the proud parents.

"I think that's something that will always be on my mind," Porter said.

A busy Nunavut Day planned

Iglulik Indoor and outdoor activities are planned for Nunavut Day in Iglulik.

A community feast is scheduled for 1 p.m. at the community hall, said recreation coordinator Qumangaapik Arnatsiaq. Some indoor games will follow. The outdoor games will take place at the beach, near the NorthMart.

The day's fun will include a scavenger hunt, a bannock-making competition, a best-decorated bicycle contest, a ballon-popping competition, a best-decorated cake challenge (with a Nunavut theme), four-aside tug of war, dice games, a spoon and egg race, fastest-sawing competition, an inuksuk building contest, ring toss and rock-throwing at a target – known in Inuktitut as nakataq.

Young Mamaqtuq cooking club chefs inspire cookbook

Apex With the end of the school year the Mamaqtuq Nanook Cooking Club celebrated the successful completion of its fifth year.

The cooking club, located at Nanook School in Apex, meets most Fridays to cook up a storm, while learning all the skills needed to make good, nutritious food.

But after school starts next September, and Mamaqtuq has had a few weeks to settle into the kitchen, the cooks will have something extra special to celebrate: a cookbook that's all about them.

Niam! Cooking with Kids, inspired by the Mamaqtuq Nanook Cooking Club and written by Kerry McCluskey, is scheduled to be published by Inhabit Media in November.

"From simple smoothies to jerk chicken to pizza from scratch, there is something in this book for all taste buds and skill sets. All the ingredients are readily available in Nunavut communities, and all the recipes can be made with country food, so kids both north and south can learn how to create the perfect palaugo (a delightful hybrid of pogos and palaugaaq, traditional Inuit bannock) or make a mean meatball," reads the blurb in Inhabit's fall catalogue.

McCluskey leads Mamaqtuq, with the help of Kootoo Alainga, Jenn Royal, and Nanook School and Apex District Education Authority staff.

McCluskey did confirm Mamaqtuq will be back another year.

Ulu-making and kamiik-making workshops to come

Kugaaruk The hamlet will help organize ulu-making and kamiik-making lessons to be held in a few months, said Alex Ittimangnaq, the hamlet's economic development officer.

Money to pay for the workshops will be taken from core funding provided by the Department of Economic Development.

Details related to the number of participants, instructors, dates and locations are all still to be determined.

"Right now a lot of people are spending time at their cabins and doing some harvesting ... most likely we'll begin in the fall time when people are back in the community" said Ittimangnaq, who added that traditional sewing programs have also been held in recent years.

Resolute youth join park patrol at Qausuittuq National Park

Resolute Bay This spring, Resolute Bay youth were invited to join members of the Inuit Knowledge Working Group and Qausuittuq National Park staff on the annual spring patrol from May 3 to 8.

Those youth are: Saagiatuk Amarualik, Sophie Idlout, Tatiana McDonald, Jennifer Salluviniq, Enookie Idlout, Devon Manik and Aasta Idlout.

Encompassing more than 11,000 square kilometres, Qausuittuq National Park is located on Bathurst Island, northwest of Resolute Bay, and was established in 2015.

Qausuittuq means the place where the sun doesn't rise.

"This multi-day trek was an opportunity for the local youth to explore one of Canada's newest parks, as a new temporary camp was established by staff deep within its boundaries for the upcoming season," stated acting field unit superintendent for Nunavut Trent Peters.

"It was also an excellent platform for youth to learn important skills on-the-land with traditional knowledge holders. Facilitating traditional knowledge transfer between elders and youth is an important component of Inuit Qaujimajatuqangit and was established as a priority by Inuit stakeholders and Parks Canada, who co-manage the park."

A parade, feast and games

Kinngait/Cape Dorset Nunavut Day in Cape Dorset will include a parade, a feast and a variety of games such as harpoon throw, high kick and judging for best dressed in traditional clothing, said recreation director Will Sandoval.

Beyond Nunavut Day, Embassy of Imagination, a Torontobased operation that promotes art and healthy living, will be in the community for a portion of the summer. Also on site, will be representatives from the EatFit Project, also based in Ontario.

Johnny Issaluk, a well-known Nunavut Inuit games athlete and actor, is an ambassador for the group. In addition to promoting proper nutrition and exercise, EatFit's contingent will assist in the building of a cabin that will be transported outside the community.

"During school time, instead of learning in a classroom for the day, (students) will be able to go out and learn on the land," Sandoval said of the cabin's purpose.

Cape Dorset will also host an ACTUA science camp in August, he added.

Arctic UAV takes a win

Iqaluit In late June, the Apex-based Arctic UAV Inc. won third place in a video contest launched by senseFly, the company that makes the eBee mapping drone.

Arctic UAV uses that particular unmanned aerial vehicle for work it does in Nunavut.

"The team at this indigenous-owned business did a great job of explaining how they use senseFly eBee drone tech to protect and optimize the development of some of their region's most remote communities," stated senseFly in its announcement.

Chief executive officer Kirt Ejesiak says winning the prize is a real testament to the work his company is doing in the Arctic,"and a recognition that our licensed drone pilots are the very best at what they do."

"We've had many setbacks as a startup, and I can tell you it's through the hard work of our small team we've succeeded and are where we are today," said Ejesiak.

The video tells the company's story, and all about the work it does and, specifically, how it uses the eBee. "Arctic UAV has used the eBee to complete search and rescue missions. Travel to these remote Arctic locations is done by boat, snowmobile and all-terrain vehicles," the video explains.

"As Northerners (and Inuit) we face adversity more often, however, through sheer will we always find a way forward. I dedicate our win to those who are struggling and encourage them to find a way through it," said Ejesiak.

Three of four blazes solved ᓄĪØflî

RCMP updates public on Iqaluit and Apex fire investigations

A blaze early on June 30 in the lower plateau area, or 5300 block, took out several units of a 10-plex, and saw neighbouring multiplexes evacuated.

Neighbours said they saw the residents of the unit where the fire started successfully evacuated, and the City of Iqaluit later reported one minor injury.

"In consultation with the fire marshal's office, it is suspected this fire was accidental, caused by a burning cigarette from the garbage within an apartment. No charges are pending," stated RCMP in a July 3 new release supplied to Nunavut News by the City of Iqaluit.

That was the third fire in less than 12 hours, and not the last.

On the evening of June 29, firefighters battled flames which took three shacks on the shore of Koojesse Inlet.

Jayko Aipeelie, who has had his name on the waiting list for housing in the city for three years, according to his posting to an Iqaluit Facebook page, stated that he was mad because one of those shacks served as a home

in the meanwhile.

"Hard to take and or do anything about it while I'm working hard at sea making a living," wrote Aipeelie.

"My little home on the beach may not have looked like much to most people but that was a place for me and my girlfriend to lay our heads down to sleep. We would couch surf from time to time but that's tiring and always feel like your invading others privacy. I would also book a room at the Accommodations by the Sea when I have the money to take a break from my little home."

On July 3, RCMP stated no known cause has been determined for this fire, and it remains under suspicion of arson.

Then, in the early morning hours June 30, before the ten-plex fire, firefighters were at the scene near the old dump in Apex to attend a cabin fire. RCMP have stated the Apex fire is related to another event Sunday morning, which saw 19-year-old Wayne Panipakoocho of Pond Inlet charged with second-degree murder after another man died from his injuries.

Panipakoocho also faces charges related to a break and enter, theft and arson.

After the blaze on the lower plateau was extinguished, only about half the building remained, and sources say the entire building may now be structurally unsound.

No further information will be released on that fire at this time as it remains under investigation, stated RCMP. Finally, Monday evening, flames

destroyed two sheds in the 700 block.

No injuries were reported after firefighters extinguished that blaze.

The release did not generate any new leads towards the identity of the person(s) responsible," state RCMP. Following the final fire on Monday, Mayor Madeleine Redfern advised Iqalummiut

to report any suspicious activity they see to the RCMP. She urged residents to be fire safe.

"We ask our residents to be careful with anything that is fire related, such as cigarettes or barbecues."

The city also reminded residents that bonfires within the city limits must be at least 30 metres from any structures or combustible materials.

No injuries were reported as Iqaluit's fire department extinguished two sheds that were fully engulfed in flames on July 1.

Firefighters had the situation under control by 8:18 p.m. after responding at 7:40 p.m., but damage to the structures was severe enough that the fire department ordered that the buildings be dismantled, according to a news release issued by the City of Iqaluit in the early hours of July 2.

The house adjacent to the fire sustained "minor damage," the city stated, adding

Following a spate of fires, some of which left families without homes over the Canada Day long weekend, Mayor Madeleine Redfern advised Iqalummiut to report any suspicious activity they see to the RCMP. Redfern also urged residents to be fire safe.

"We ask our residents to be careful with anything that is fire related, such as cigarettes or barbecues," the mayor stated in the news release.

Volleyball Nunavut to enter boys and girls teams for Western Canada Summer Games

Just when you thought it was safe to go to the beach, along comes Volleyball Nunavut with its big ideas.

There had been talk of Volleyball Nunavut entering beach volleyball teams into the 2019 Western Canada Summer Games in Swift Current, Sask., next month but it's true. There will be a boys and girls team taking on teams from Alberta, Manitoba and Saskatchewan when the Games get going on Aug. 8.

Scott Schutz, Volleyball Nunavut's executive director, said this is the first step in what he hopes will be many for the territory on the sand.

"It's different but I think this will catch on," he said. "We're excited about the possibilities

and you never know where it will go from here."

If you've never seen beach volleyball, it's a smaller version of the indoor game with just teams of two rather than the usual six. The court is slightly smaller (8 m x 16 m vs. 9 m x 18 m for indoor) with the same system of sideout scoring on each rally. A team wins a set by getting to 21 first – winning by two points – and all matches are a best-of-three sets.

Schutz said the call for players went out earlier this year with a good response.

"We had approximately six to 10 per gender express interest," he said. "We've never had a tryout for beach volleyball before so we focused a lot on indoor players who had experience and who were older."

The age limit is U19 for beach volleyball but Nunavut has the benefit of being allowed to use overage players up to the age of 20, he added.

A camp for dribbling Iqaluit Inuksuk High School is all closed for classes for the summer but the gym will be busy this week with the sounds of basketballs.

There is a free basketball camp being run from July 8 to 12 for youth between the ages of 10 and 13 and it's all

"We can have players born as far back as 1999," he said. "That's where we want to start right now – getting the older players involved first and hopefully use that as a springboard to get more people playing both indoor and beach at the same time."

Six players have been training since last month to get ready for the Games and while the final rosters aren't set in stone, Schutz said all six have an equal shot.

"We have to figure it out pretty quickly," he said. "We know we'll have two per team for sure with an alternate for each."

The teams will be heading to Saskatoon for a training camp beginning on July 28.

Rob Tomyn of Saskatoon is the head coach and he's no stranger to the territory as he serves on the Volleyball Nunavut board as the director of coaching development. Sonja Lonsdale of

Each day of the camp will run from 9 a.m. to 5 p.m. each day with snacks provided throughout the day for everyone taking part.

Kick it indoors Kangiqliniq/Rankin Inlet Among the plenty of activities happening around the territory for Nunavut Day will be a futsal tournament in Rankin Inlet on July 9.

It's a co-ed tournament with each team having at least 10 players but one female must be on the court at all times. Each team is allowed to have one player between the ages of 13 and 15 but that's an optional rule.

Iqaluit will be the assistant coach.

"We had to ask (sport and recreation division) for permission to go outside the territory to get a coach because no one in Nunavut is at the level required," said Schutz. "Rob's done a lot of work for us over the years and he's fairly well-known."

Being that this is the first time Nunavut will enter a beach volleyball competition, there are absolutely no illusions of grandeur nor are there and thoughts about being a giant-killer.

Schutz said the trip to Swift Current is merely to find out where things sit.

"We want to figure out where we are," he said. "Our ultimate goal is working toward the 2021 Canada Summer Games and this if the first step. All of our players should still be eligible for that so hopefully they'll think about that."

The games during the round-robin will consist of 20-minute halves with the time increasing to 25-minute halves for the playoffs and the final.

Today, July 8, is the final day for rosters to be submitted.

Iqaluit There is plenty of happenings planned for Nunavut Day on July 9 and one of those things involves golf.

Habitat for Humanity Iqaluit will once again host the annual Golf Ball Drop at the Parniavik parking lot at 4 p.m.

Two tickets will be chosen at random from all that were purchased with two separate drops planned. Whichever numbered ball comes closest to the hole each time will win 50 per cent of the pot for the person whose ticket number matches the ball number.

Bruce Sutter This one is my personal favourite simply for the sheer lunacy of it and it may be worse than the Bobby Bonilla farce.

Sutter signed a six-year deal with the Atlanta Braves in 1984 for what was originally $9.1 million. That was big money back then for a reliever who was on the downward swing of his career but it's how the contract was crafted that will make your head spin. You see, Sutter and his agent structured the contract in such a way that he would be paid for 36 years.

You read that right – 36 years. Here's how: Sutter received $750,000 in base salary for the original six years with the rest of the money to paid out as an annuity for 30 seasons following the expiration of the original contract. The money was put away with an interest rate of 13 per cent (what!?) annually and if you do the math, Sutter has been receiving roughly $1.1 million from the Braves since 1990.

To put the tin lid on this, there is reportedly a $9.1 million principal payment due at the end of it all. And you think you have a smart agent?

There are many more and I encourage you to look them up so you can see what you're missing out on. In the meantime, I'll be marching to the general manager's office to demand deferment on the remainder of my salary. At 10 per cent monthly, you can't go wrong!
