A call to action on bilingual education Will outcry spur governments to language and education action in Nunavut?

A group of Nunavummiut, along with Canadian and international scholars, released an open letter to the world's language commissioners gathering in Toronto June 26, asking for their help in addressing the language setbacks in Nunavut.

"Two weeks ago, in a shocking move, Nunavut's territorial public government announced legislation to roll back Inuktut education rights until 2039. This would never have been done if Canada protected Inuktut. It would never be done to French education in Nunavut," states the letter.

Law student Lori Idlout, filmmaker Zacharias Kunuk, Inuit-language specialist and human rights advocate Jay Arnakak, University of Prince Edward Island PhD student Naullaq Arnaquq and Arviat Aqqiumavvik Society directors May Baker and Shirley Tagalik signed the letter.

Other signatories include language and education experts from across Canada, as well as in Greenland, Germany, Scotland, Sweden, Denmark, Finland and the US. They are all calling on the Canadian government to "modernize its Official Languages Act to protect and support Inuktut, the voice of

Nunavut."

Idlout, who is scheduled for her bar exam Thursday, told Nunavut News the letter is a good way to raise awareness about the challenges of retaining Inuktut in Nunavut within a country like Canada. (Idlout took her law degree at the University of Ottawa because she could not wait for the Government of Nunavut to offer a law degree for a second time.)

"As Inuit, our mother tongue has always been Inuktitut and our language has been declining so rapidly. It's been a huge concern for many years.

As much as we try to do, it's not ever enough. There needs to be a political push to keep Inuktitut," said Idlout.

"That political will just hasn't been strong enough within the national scope and I think that's why it feels like such an injustice within Nunavut. As the letter describes, Inuktitut is supposed to be the majority language."

Since the first census in Nunavut in 2001, Canada has classified the territory as majority English, minority French and "other," according to the news release accompanying the letter.

As Nunavut's legislative assembly shut down for the summer, Minister of Education David Joanasie tabled Bill 25, An Act to Amend the

Education Act and the Inuit Language Protection Act, an attempt to correct the failures of Bill 37. Bill 37 was the previous government's effort to delay the right of Inuit children to a bilingual education.

But Bill 25 would see Inuktitut bilingual education rolled out to all grades by 2039.

A history of blaming parents Idlout says her own mother, who attended residential school, was forbidden from speaking Inuktitut.

"She carried that, as a mother, to us, her children.

For many years, she refused to speak Inuktitut to us," said Idlout.

It was when the family moved to Iglulik, where Inuktitut was strong in the school, even up to the higher grades and Inuit teachers taught in the classroom, that Idlout and her siblings began to translate for their mother. Idlout says the language was strong in Iglulik and so were the Inuit teachers.

Even so, the education system failed Idlout's own children as it deteriorated over the past 20 years.

"There is definitely a difference in my generation and my children's generation," Idlout said.

Filmmaker Zacharias Kunuk, recently invested into the Order of Nunavut and known for being a champion of Inuktitut, has signed an open letter to the world's language commissioners. And in response to a question about low attendance levels due to a current lack of Inuktut and Inuit role models in Nunavut classrooms, he said attendance was really high in his day.

"All the teachers were from the south. For the lower grades, they had Inuktitut speakers as classroom assistants ... We went to school all the time.

I missed very few days of school," Savikataaq said.

"Nobody might want to hear it but I'll just say it, the parents gotta wake up their kids in the morning and send them to school."

But as Nunavut Tunngavik Inc. president Aluki Kotierk notes, this Government of Nunavut position, often repeated in 2017 and now stated again, blames parents.

"It blames Inuit parents rather than, as the leader of a system, acknowledging there is a systemic issue to address.

And (he) uses himself as an example that 'if I can be a success despite the system then other parents should push their children to be strong enough and resilient enough to be able to succeed despite the system,'" stated Kotierk by email.

"It made me think of the media article a while back where parents were being penalized and their social assistance was being held back because their children were absent from school. Kick people down when they are already down and blame them for not succeeding in a system that is not made for them."

Kotierk was raised in Iglulik, where her classes in the earlier years were in Inuktitut, then switched to English in the later years. She grew up in a mixed household.

"The experience is most likely different for people who speak solely Inuktut at home that then have to transition to English in the later years," she said.

"The system needs to do

the best that it can to set it up to empower and create environments of success for Inuit that build Inuit up and support Inuit to be the best that they can be so that as Inuit we can all contribute in a positive fashion to our society."

Idlout says Savikataaq may have had a great education in English where he was, but it doesn't make it right to have that as a standard for other people.

"It doesn't make it right, for other Inuit, to say, Oh, well, if our Premier who was Inuk had an English education ... It doesn't make it okay for our rights to be reduced," Idlout said.

"It doesn't make it right for our Inuit students to keep losing out on their education.

We're so lucky in Nunavut that we actually have a really good opportunity to have a good, even trilingual, education system. If French is going to be such an important language for all of Canada for all of its lifetime then Inuktitut needs to be the same priority in Nunavut."

'Actual action' is needed In the letter to the world's language commissioners, the signatories recall when language laws were put into place: "The OLA (Official Languages Act) was recommended by the 1968 Royal Commission on Bilingualism and Biculturalism to help 'develop the Canadian Confederation on the basis of an equal partnership between the two founding races' of English and French.

The Royal Commission noted: 'we ... will not examine the question of ... the Eskimos ...

Since it is obvious that (they) ... do not form part of the 'founding races'."

This position continues today, despite rights embedded in the Nunavut Agreement and thus Canadian legislation. The territorial and federal governments each have requirements.

"Canada's Official Languages Act gives only two options for Nunavut: 'provide

opportunities for members of English or French linguistic minority communities to be educated in their own language.' Not both," states the letter.

"Canada contributes $1.4 million annually to a French language school in Iqaluit – for 90 students at one school; that's equivalent to $15,555 each. How much money does Canada transfer to Nunavut's 42 other schools for Inuktut?

Zero."

Idlout would like to see, as a result of the letter, that Indigenous languages, no matter how many there are, be acknowledged.

"That they can be official languages in their regions," she said.

And, at home in Nunavut, Idlout wants to see the territorial government reverse the Interim Language of Instruction Act, passed earlier this year in Nunavut's legislative assembly.

That legislation is intended to keep the Government of Nunavut in compliance with the 2008 Education Act and Inuit Language Protection Act. It expires when Bill 25 is passed by MLAs or when Bill 25 is no longer on the order paper of the legislative assembly, at which point the July 1, 2019, deadline for Inuktut education comes back into effect.

"I would like Bill 25 to be rejected completely because it's a question of Inuit language rights. I would like for the Government of Nunavut to listen to what Inuit are saying, what Inuit have been saying, that Inuktitut is so important.

It's a part of our culture. It's a part of our identity," said Idlout.

"We need actual action."

As for Kotierk, she thinks the territory's public government does not have the best interest of the public majority in the centre of the decisions that they make.

"This is illustrated by the NTEP review, this is illustrated by Bill 25," she said.

GN to expand trades tutoring Aspiring plumber Kenny Enuaraq delighted to learn that more help is on the way

Kenny Enuaraq struggled several times to pass the mandatory test to become a tradesperson, but he wouldn't let himself quit.

"A lot of time with poor opportunities and not enough help, I always failed that trades entrance exam," Enuaraq recalled.

He finally met an experienced tradesperson who provided mentorship and helped him overcome the academic obstacles that kept holding him back.

Although he wanted to assist his mother and grandparents with the upkeep of their homes, Enuaraq packed up and left his home community of Clyde River last year to attend college in Rankin Inlet. After completing eight months of pre-trades in April, he landed a casual apprentice position with the Rankin Inlet Housing Association.

Enuaraq, 30, is not alone in his hardship posed by the trades entrance exam. For four

out of the five past years, more Nunavummiut have failed the test than have passed it. It's a predicament that has caused the Department of Family Services, which oversees the exam, to make plans to expand tutoring services.

A trades entrance exam tutor was hired in Iqaluit as part of a pilot project with southern-based Frontier College in 2017-18. That individual provided instruction for a variety of courses during evenings and weekends, when students needed it after-hours.

Over the past two years, 43 students requested tutoring.

Twenty-eight of them abandoned their quest to become tradespersons. Several are still under tutorship. Nine wrote the pre-trades test. Two passed.

Three of the seven who failed had written the exam previously and improved their marks.

Some students who sought out the tutor have made "tremendous strides," said Robert Clift, director of career development with Family Services.

"It's still not great because

a lot of the students are starting from somewhat of a deficit in their science and math education," Clift said.

With the tutoring expansion, an after-hours instructor will be on site in Rankin Inlet as of this fall. Another tutor will do a four-month term in Cape Dorset before the new year and that will be followed by a four-month stint in Cambridge Bay in early 2020.

There's also been discussion about making a tutor accessible in Arviat, Clift added.

Nunavut bases its trades entrance exam on the Alberta model. Dropping the exam isn't an option, according to Clift.

"We'd like to be in a position here to say when you graduate high school you're ready to go on to trades training. Unfortunately, because of the uneven treatment of math and science across the territory, we're not able to say that," he said. "We use the exam, basically, so we don't send people off to fail. People that don't pass the exam, typically ... they're just not going

to pass the technical training."

The department is also in the midst of reorganizing its trades training to offer more academic support up front, particularly in math and science. Safety, computer training and Inuktitut lessons will be incorporated, too, Clift said.

When Enuaraq found out recently that Family Services would be expanding its tutoring to more communities, he was elated.

"That gives me chills just hearing that," he said. "That's good news! We're getting more help. That's amazing."

As a youth, Enuaraq was preoccupied with sports. The only job he could find with his limited education was retail. He originally desired to become an electrical linesman but he saw a better path forward through plumbing. Besides, he said, water leaks are "the most destructive thing," leading to mould issues in homes and offices.

"It's the most underrated trade," said Enuaraq. "There's a lot of stuff. I could keep on

going forever: the tools, how to keep everyone safe, how stuff goes through the pipe.

It's just so interesting. There's

a lot to learn. I'm still learning every day, which is going to continue for a number of years ... I'm in love with it."

Iglulik youth is determined to graduate Ayalik Fund sends young Inuit on empowering adventures

for a second time June 20 for another stint on the St. Lawrence II, a 72-foot sail training vessel. This time, he went as a paid crew member.

Kunnuk's adventure began

Seventeen inuit youth head out on empowering adventures this summer thanks to the Ayalik fund

Kirk-Paul Kunnuk, 16, after completing an online course over the winter at home in Iglulik, is set to join the tall ship St. Lawrence II as a crew-member for six weeks this year.

Alice Kilaodluk, 12, from Cambridge Bay, is attending a 10-day Northern Youth camp for younger girls in the NWT, in early summer.

Jushua Omik, 16, from Pond Inlet, will join a gathering of 100 youth from across the country at Encounters with Canada in Ottawa for a week leading up to the July 1 holiday.

Janae Angootealuk, 18 and Sebastien Angootealuk, 16, cousins from Coral Harbour, will be sailing on the St. Lawrence II from Buffalo, NY, to Bay City, MI, for two weeks in July.

Brandon Anaviapik, 18 and Allan Peterloosie, 18, from Pond Inlet, will be sailing on St. Lawrence II with the two above, in July.

Michael Haniliak, 16 and Andrew Anavilok, 16, from Cambridge Bay, are going on a two-week canoe trip in the Temagami region of Ontario.

Ernestine Lyall, 16 and Jayden Kignektak, 17, from Cambridge Bay, are attending a six-week youth employment training and certification camp operated by Outland, north of Thunder Bay, Ont. Jovon-Jake Sanertanut, 14, from Kugaaruk and Chloe Kilaodluk, 14, from Cambridge Bay are going to YMCA Camp Elphinstone on the BC coast, north of Vancouver, for two weeks in July.

Debbie Mannilaq, 16, from Taloyoak, is joining a two-week Northern Youth advanced canoe trip on Great Slave Lake, NWT, in July.

Josie Singoorie, 16 and Lane Onalik, 16, from Pond Inlet, are sailing on the St. Lawrence II from Bay City, MI, to Parry Sound, Ont., for two weeks in July/August.

last summer, also thanks to the fund, when he attended a summer camp on the sailing vessel.

Over the winter, on weekends, he completed a course by video link that qualifies him for this summer's six-week voyage.

"I love it," said Kunnuk, adding he's excited and really happy to be returning.

The Grade 10 student is determined to graduate, with an eye on attending the Nunavut Fisheries and Marine Training Consortium's school in Iqaluit. From there, Kunnuk hopes to join the Canadian Coast Guard.

He said these plans motivate him to complete high school. His training on the ship has also stretched his skills on the water, which are very useful at home.

The Ayalik Fund, a program for Inuit youth begun by two mourning parents in honour of their son Eric Ayalik Okalitana Pelly, is thriving.

"In the first year, 2015, we sent two youths on an Outward Bound trek in the Rocky Mountains. We were so excited by that, so soon after establishing the foundation. Now, four years later, we'll be closing in on a total of 100 youths by the end of this year. It is remarkable," said David Pelly.

Pelly, with his wife Laurie, wanted to offer empowering opportunities for Inuit youth who might not otherwise have access. Their adopted son, who died in his sleep at 19, gained in confidence and self-esteem with similar experiences.

"For Laurie and me, it (the fund) is now our raison d'etre, it makes us feel like our dear son's life has more meaning.

– there are tears every day. But we know that all these young people from across Nunavut are benefitting and growing in ways that had such tremendous positive impact for him, by experiencing challenging outdoor adventures," said Pelly.

"It's his legacy."

Eric's own savings of roughly $5,000 were used to start the fund.

The fund is entirely dependent on private donations and sees no government money.

The Pellys devote a lot of time to ensuring there is an incoming flow of donations.

"But I must say, we have

a core of regular, reliable and generous donors who give us the confidence to keep planning for the future. There are wonderful people out there who want to make a difference to the future, one youth at a time," said Pelly.

"Our annual budget – just the travel and program costs for the kids – is something just under $100,000. That's a lot of money to raise, one small donation at a time. We're grateful beyond expression to all the donors, who are listed on the Ayalik Fund website."

Pelly also says he and Laurie couldn't run the fund without the many volunteers in communities across Nunavut who help to identify the youth who will benefit.

When Nunavut News spoke with Kunnuk and Pelly, the two were driving to Kingston

together, on their way to the tall ship.

While that hands-on approach is not possible in all instances, the Pellys do make all the travel and participation arrangements.

Pelly says it's very gratifying for him and Laurie that the Ayalik Fund is lending Kunnuk a hand as he develops his goals.

"It's not necessary that every kid finds their life's work as a result of going on an Ayalik Fund trip. But he's obviously found a passion here.

That's a wonderful thing. It gives him the drive to carry on with school," said Pelly.

Kunnuk — who will meet the captain of a Coast Guard icebreaker, have breakfast with the crew, and get a private tour of the ship this weekend in Toronto — agrees.

Education leaders reflect on own paths Finding their way post-graduation

The territory's educational and political leaders had to get their start somewhere.

Nunavut News approached a few prominent and accomplished Nunavummiut to discover the foundations of their own educations.

Pauloosie Suvega, president of Nunavut Arctic College Suvega said he has positive memories of his time at the original Peter Pitseoloak School in Cape Dorset, where he spent most of his youth and Inuksuk High School in Iqaluit, which was then known as the Gordon Robertson Education Centre (GREC) until the early 1990s. He lived in the old residence along with many other Nunavut students, he recalled.

He emphasized the wide range of uplifting influences in his life.

"I have been very fortunate and had a great support base from the residence managers, teachers, from our families and from each other as students," he stated. "All of us came from small communities for high school to Iqaluit before communities started getting high school grades, so that created a strong bond and made residence life easier. We did get awfully homesick from time to time, especially at spring, but got through it."

He went on to enrol in an advanced management diploma program in Iqaluit and then the Canada School of Public Service in Ottawa.

"There was a bit of travel involved on this. This can be a bit challenging when raising a young family but we got through it as a family," said Suvega.

Before getting involved in public service, Suvega was a social worker in Cape Dorset. He then became part owner, president and CEO of Innirvik Support Services, a trans-

lation/interpretation business, for seven years.

Suvega served as assistant deputy minister and deputy minister in several GN departments, including Environment, Culture and Heritage and Economic Development and Transportation. He played a key role in the administration and promotion of the Inuit Language Protection Act and Nunavut's Official Languages Act. He took over as president of Nunavut Arctic College in December 2018.

"Life gets busy. I'm always learning, but the formal pieces are things I've been meaning to spend more time and energy on," he said. "I've always put family and work first and have been fortunate to be asked to be involved in many exciting developments in the early history of Nunavut."

David Joanasie, Minister of Education David Joanasie attended school in his home community of Cape Dorset and learned Inuktitut up until Grade 3. Afterwards there were still some Inuktitut classes, but lessons were primarily in English as of Grade 4.

At that time, in the early 1990s, there was little in the way of classroom resources for Inuit languages.

The situation has improved but there's still great strides to be made, Joanasie acknowledged.

"It's something that as a department right now we're trying to address, too," he said. "It's going to be a huge undertaking."

As a boy, Joanasie's parents pushed him to go to school every day.

"I respected that ... what you put into it is what you get out of it," he said. "I viewed learning and language equally. I had to apply myself in both languages to the highest standard. I encourage others to do

Education Minister David Joanasie. "What you put into it is what you get out of it." the same. That's where we're trying to promote (departmentally), having a bilingual society as applying ourselves to the best of both languages."

He urges Nunavummiut to reflect on how they value and use education in their personal lives, their family lives, in their community and as a society.

"That's where I think we can really make some headway on instilling and ingraining that into our values and principles – having more and more students attend (school)."

Joanasie was a member of the Peter Pitseolak High School graduating class of 2001. He was drawn to math and enjoyed problem-solving, catching up to his older brother in math class.

"I did as best as I could in school and that has translated to the dividends after high school, I went to post-secondary," he said. "I challenged myself to do better in not just attendance but in my marks. I would say to myself, I'm going to do this better the next time. Putting in the effort ourselves, I feel like that's a big part of it. Also, at the other end, having had the privilege of having great teachers who guided our learning, I think that's the other big piece of it, too."

He holds a certificate in business communication from Saint Mary's University in Halifax and a diploma from Algonquin College.

He's also an alumni of the Nunavut Sivuniksavut college program in Ottawa.

thing small, sometimes it's big," said Susie Evyagotailak, a Kitikmeot educator for 31 years.

"As an elder had once said, 'When I became an elder I thought I knew everything but as it turns out we learn something every day, even as elders.'"

Evyagotailak grew up in Ulukhaktok. She dropped out of school and, as the eldest child, helped her mother raise some of her 10 siblings. She later had two children of her own. After moving to Kugluktuk in 1974, she became a classroom assistant in 1981, enrolling in various courses to become certified. She continued her formal learning and added her teaching certificate through Aurora College in 1990.

She taught for 10 years and then

took education leave to pursue her bachelor of education at Nunavut Arctic College in Iqaluit.

"I felt I needed to further my education in order to become a teacher in the language of Inuinnaqtun," she said.

She also took courses through the University of Victoria to become qualified as Aboriginal language revitalization instructor.

She didn't stop there. She completed her masters in education in 2009 through Nunavut Arctic College and the University of Prince Edward Island.

Evyagotailak retired as a bilingual language consultant with Kitikmeot School Operations in 2012, following three decades in the education field. Over that span, she witnessed the use of Inuinnaqtun in decline. Although there are only a few hundred Inuinnaqtun speakers remaining today, it's still possible to rejuvenate the language, but it's going to take a concerted effort, she acknowledged.

"The learners have to be very committed and determined to learn the language," she said. "I still have hope for the language, even though there's few speakers left yet ... we need the parents' support from the home. The school can only do so much."

Evyagotailak is still called upon to periodically teach adult learners at the college in Kugluktuk. She also imparts language and cultural lessons to passengers on cruise ships.

Time to build on graduates' successes Northern News Services

First of all, to Nunavut's newest high school graduates, congratulations. Thanks to you, the territory's future is brighter.

Our high school graduates have succeeded in the face of the toughest statistics in Canada. The ceiling is high, to start – Canada has the second-highest graduation rate among Western nations and 88 per cent of working-age Canadians have graduated high school. The latest stats for Nunavut show 47.7 per cent graduated in 2017, which is a huge improvement from only three years prior. It's still a long way from the national average.

The Conference Board of Canada states: "There is a growing consensus that high-school completion is the prerequisite stepping stone to postsecondary education, now deemed essential to success in the labour market. Governments have plenty of evidence that well-educated citizens are more actively engaged in society: they tend to make better choices about factors that affect their quality of life (e.g., diet, smoking, exercise); and they earn higher incomes than those who are less educated."

The Conference Board also notes that a high school education used to be enough to land a good job, but new workers need post-secondary or specialized training.

In other words, you made it this far, keep on going!

In these pages, you'll find plenty to fill your sails as you look to the future. Look to Nunavut's leaders to find paths to success that don't require a fancy degree or a masters in business administration. Hard work is rewarded and so is a desire to make a contribution.

But don't lose sight of the fact that you need something to differentiate yourself in the job market.

Take advantage of training opportunities. Bolster your existing skills and explore ways to add to your skill set.

If you can't bear to spend any more time at school, there are plenty of options, especially as Nunavut booms. We wrote about this in April after the Nunavut Min-

ing Symposium, where Nunavut's chief economist Francois Picotte indicated that graduation rates are higher in communities where there are mines. Mining jobs are a terminus for those who graduate high school, complete with training and good pay.

Regardless, we encourage you, our new graduates, to recognize that you are the next generation of leaders in Nunavut and hopefully Canada.

For those who have just completed Nunavut Sivuniksavut or graduated post-secondary, we all know how badly Nunavut needs you to bring your skills home. Learn or improve your Inuit language and become a teacher. In fact, no matter what you do, teach. Even if you're just training an intern, show others the way.

Your community will have your back if you pursue further education. Everyone wants you to succeed, so you can come back to Nunavut to change the government or to perform surgery. Your skills will be welcomed with open arms.

Once you see your path, whatever it may be, pursue it with courage and an unwavering commitment to honour yourself and those who helped you get to where you are.

In our daily routines and engagements, make sure you have your facts straight. There is nothing worse than having information jumbled and passed along in assumptions. This could really put people down or have them not communicate as they did before.

I heard someone say several years ago, "Whenever your mom needed something or wanted someone to help she always came to me first." I cannot recall hearing my mom say that about this individual and so when we try and explain something, we must make sure and have it right.

In other situations, we try and be open and honest in mentioning an event of interest and before we are finished we are shot down because of an assumption. It is painful when we are not believed or trusted.

Imagine what our little ones go through and feel when they are not believed or trusted.

They are yelled at because the big people assume the little ones are lying and trying to cover up. The child tries to explain further and they are told to keep quiet. The child has no choice but to bottle up the frustration and pain as a result of this unbelief.

As these types of behaviour and attitude are driven towards the little ones, they grow up with pent-up emotions and when a trigger goes off in their teen years they explode and find themselves in trouble at home, school or with the law. Without proper guidance and assurance, these teens grow into adults with these unchecked emotions and they pass them along to their children and the cycle is set in motion.

Harry Maksagak is a Cambridge Bay resident and former underground miner at the Lupin gold mine. He has been married for 43 years and has five children, 28 grandchildren and four great-grandchildren.

In their attempts to escape or cover these unchecked emotions, substance use and abuse begins to dominate their daily lives. Others withdraw and do not engage with family, seek no friends and block out the community at large in fear of being attacked. This is a lonely way of living.

Then along comes someone who notices you. Someone acknowledged you and a spark is lit because someone showed they cared about you. It takes a while for the trust to come back but when it does you have a new feeling about people in general. Not everyone cares about me but this individual does.

You find hope and you begin to slowly engage in looking for that support mechanism that helps to build your confidence and soon there is a smile on your face and there is a spring in your step.

You find yourself getting involved in family events, community gatherings and soon no matter what is said about you does not affect you anymore.

A good thing to practice is to think before you speak.

From troubled youth to new teacher Graduate Karla Malaiya Evaloakjuk wants to reinforce Inuktitut and Inuit culture in school

Karla Malaiya Evaloakjuk endured trauma in her youth. She turned to alcohol and drugs and she dropped out of school in Iglulik.

"I struggled with personal stuff," Evaloakjuk recalled. "I was like a really bad kid in high school ... I was troubled."

She needed a fresh start, so at age 16 she moved in with her grandparents in Pond Inlet.

"They expected me to go to school," she said of her grandmother and grandfather.

She did. Evaloakjuk resumed her education and earned her diploma.

Before she graduated high school, Nunavut Teacher Education Program (NTEP) manager Andrea Burry came to Nasivvik High School and encouraged the graduating class to consider a career as a teacher. Evaloakjuk applied, but she was rejected on account of not meeting academic criteria. She remained determined, continued her studies and eventually was accepted into NTEP. She took her first year in Pond

Inlet and moved to Iqaluit for the second and third years of the program. During the first two years, she helped raise her spouse's sons and then she gave birth to their daughter on the first day of classes in the third year, so she took six weeks off. Then she had to bear down on her studies to catch up while also juggling her responsibilities as a mother.

"It was a pretty hectic time of my life," Evaloakjuk said, chuckling. "I still can't believe I got through it. I barely ever slept."

A major financial boost arrived in the form of the $5,000 Jose Amaujaq Kusugak Scholarship, awarded to her by Nunavut Tunngavik Incorporated in 2017.

"It helped me so much," she said. "That really helped me to just basically live."

She returned to Pond Inlet for her fourth and final year of NTEP and was granted her teaching degree in April.

Evaloakjuk, 23, recently accepted a job to teach Grade 3 at Ulaajuk Elementary School in the hamlet.

"NTEP has prepared me to appreciate my life more," she said, adding that she particularly looks forward to guiding youth

who face difficult circumstances at home. "(They'll) have a space where they can feel safe. They're at the school the entire day, every day, five times a week. The school is where they build their foundation ... I want to be able to be there for children."

She also wants to see Inuktitut and lessons on Inuit culture and tradition become more predominant.

"I want the students to recognize their identity, know who they are and what rights they have," said Evaloakjuk, who enjoys skinning and sewing and whose husband is a hunter. "The education system really needs an Inuktitut curriculum that can lead us to more appropriate objectives that we can deliver to the students."

Evaloakjuk is comfortable speaking Inuktitut, although she's still getting a grasp of the Pond Inlet dialect because she grew up in Iglulik, where pronunciation is noticeably different.

"I actually have a colleague who is going to teach Inuktitut in the elementary school so I'm going to try and work closely with her and develop ideas," she said of her plans to broaden Inuit language instruction.

A salute to search and rescue crew

Ikaluktutiak/Cambridge Bay The Hamlet of Cambridge Bay set aside the evening of June 24 to show gratitude to the community's search-and-rescue crew.

"Our community has an outstanding search-and-rescue operation and they certainly were put to task this past month," senior administrative officer Marla Limousin said in regards to two major search-and-rescue missions that safely brought home three missing men.

"We wanted to show (the searchers) that the community appreciates their commitment to the people and recognizes the many hours away from their families. We're also appreciative of the families that support them."

Rosabelle Klengenberg started out in a support role almost a decade ago. She'd make meals and snacks for the searchers. She later took training and now goes out on the land herself, along with her husband Bobby.

"The appreciation (night) was very honourable for the volunteers that take the time and effort to do search-and-rescue on their time.

They risk their lives for people that are out on the land," said Klengenberg, who's now a co-ordinator, helping to marshal the squad needed when residents go missing.

"Thank you for recognizing us," she said of the municipality's gesture.

To cultivate a new generation of volunteers, Klengenberg suggested that a "buddy system" be used to pair the most experienced searchers with newcomers.

There's a corps of about eight regular searchers who begin an initial mission but if the search has to be expanded by the third day, there's between 50 and 70 people in Cambridge Bay who can be relied on to lend a hand, said Beverly Maksagak, who's also a search-and-rescue co-ordinator.

The inaugural Toronto Biennial of Art, running from Sept. 21 to Dec. 1, will feature more than 100 works of art installed along Toronto's waterfront. Among them will be pieces by Cape Dorset's Qavavau Manumie and Napachie Pootoogook as well as Kugaaruk's Nick Sikkuark.

Prior to that, the Ki Smith Gallery in New York was scheduled to launch on June 29 an exhibition titled Ullumi, which translates as "today" from Inuktitut.

Drawings and stone sculptures by Cape Dorset artists Saimaiyu Akesuk, Ningiusuaq Ashoona, Pootoogook Jaw, Siassie Kennealy, Mathewsie Oshutsiaq, Palaya Qiatsuq, Jamesie Pitseolak, Ooloosie Saila, Nicotye Samayualie and Padloo Samayualie will be part of the New York show.

Curator Claire Foussard aims to "subvert and expand the public's perception of Inuit art and what it means to be Inuit in the 21st century," according to a news release from the West Baffin Eskimo Cooperative.

Ullumi concludes on July 27.

Reading program kicks off

This is an untitled 1994-95 graphite, coloured pencil and ink work of art by Cape Dorset's Qavavau Manumie. It will be on display at the inaugural Toronto Biennial of Art Sept. 21 to Dec. 1.

Kugluktuk Librarian assistants Kim Hokanak and Rylie Bolt will be overseeing the summer reading program at the Kugluktuk library, which is scheduled to start Tuesday.

Six boxes of junior non-fiction and junior picture books arrived recently. Hokanak and Bolt were busy sorting through them.

Children aged eight to 12 are welcomed to take part in the literacy extravaganza.

"There's little booklets and if they finish one book, they get one sticker. After they're done the booklet, they get a medal," Hokanak

explained.

The summer reading program will take place from 9 a.m. to noon and from 1 to 4 p.m. each weekday. It will continue throughout July.

Made-in-Nunavut books for children charm reviewers

Nunavut Book publisher Inhabit Media continues to make a splash with its made-in-Nunavut products.

Most recently, Kirkus Reviews turned their attention on children's books The Owl and the Two Rabbits by Nadia Sammurtok, illustrated

by Marcus Cutler and The Pencil by Susan Avingaq and Maren Vsetula, illustrated by Charlene Chua.

"This traditional Inuit story from Nunavut teaches children the importance of parental guidance – with a dash of excitement," Kirkus write about The Owl and the Two Rabbits.

"A breath of warmth from the far north," Kirkus says about The Pencil.

Meanwhile, CanLit for Little Canadians had this to say: "Together Susan Avingaq and Maren Vsetula, who'd first collaborated on Fishing with Grandma, which was also illustrated by Charlene Chua, bring Inuit life on the land into a meaningful but genuine depiction in The Pencil."

There are more treats in store for young readers this fall as Inhabit prepares to publish In my Anaana's Amautik by Nadia Sammurtok, The Walrus and the Caribou by Maika Harper and Tanna's Owl by Rachel and Sean Qitsualik-Tinsley, among others.

Notably, Celina Kalluk's award-winning Sweetest Kulu will be republished as a special fifth anniversary special edition.

Military year pushes Indigenous youth to excel 'Give it a try. This place is an awesome opportunity,' says ALOY graduate Palluq

Rayjean Palluq wanted a taste of the military.

He signed up for the Aboriginal Leadership Opportunity Year (ALOY), an offering at the Royal Military College of Canada in Kingston, Ont. and received so much more.

Palluq, whose mother Gwendolyn Palluq is originally from Iglulik, graduated from the one-year course June 7.

"Overall, it was an amazing year.

You learn so much. There's crazy highs and there's some hardships. You meet all kinds of people."

As Palluq tells it, attitude is all.

"You have to come wanting to change, wanting to put in the effort.

The military is not easy, but if you come here wanting to change, wanting to better yourself, then that opportunity is here for you," he said.

The challenge for Palluq was in working as a team.

"We started out as 30 people this year. Everyone's here to get the job done. They really push you to your limits, but the reward afterward is completing it together," he said.

Palluq joined other Indigenous youth from across Canada.

"Regardless of your high-school status, they'll let you in. If you didn't get the best marks in high school ... it's perfect. They'll give you a tutor.

They'll give you every opportunity to excel. If your English is weak, or

you're struggling in math, they'll find you a tutor."

The program is designed to provide students of Indigenous heritage with individual, group and cultural experiences that will help build leadership and life skills, explained Second Lieutenant (2Lt) Mark Emmerson, assistant public affairs

officer at the college.

"The ALOY program includes sports, field trips, leadership development, military training, cultural support activities and individual learning plans. Through these learning plans, participants take part in individual and small-group tutorials for preuniversity (non-credit) and first-year university courses," Emmerson stated by e-mail.

Participants are enrolled in the Canadian Armed Forces for one year as an Officer Cadet and receive free tuition and books.

Palluq said the one-year program taught him about self-motivation.

"Even if your goal isn't to join the military, it's an opportunity to better yourself as a person, to gain leadership skills, to get outside your comfort zone, to try something different," he said.

All the possible resources are available to the youth, including mental health supports.

"I had some friends here that are troubled with mental health, but you're a full member of the Canadian Armed Forces and that comes with a lot of benefits – amazing mental health support. Within two or three days you get an appointment with a psychiatrist and you can talk with them about how you feel," said Palluq.

"If you decide this counsellor is not for me, you can go to another."

Palluq says there are even financial advisors to help learn about money matters, especially important since the youth get paid and may have no experience with managing it.

"You come here with a problem?

They can help you out with it," he said.

Palluq's most treasured experience came at the end of the year.

"There's a big canoe trip that ALOY does, a canoe trip from Smith Falls to Kingston. It's around 110 km.

You're out in the field. Everyone's helping each other. I know I can rely on my friend and he can rely on me.

We're family. We're going to do this together," he said.

The youth have the opportunity to use all the skills they've learned throughout the year and each has the opportunity to lead their teams.

"I really want to get the message out there about this program and to get more Inuit involved in this program," said Palluq, adding he knows it's a big change leaving Nunavut for the south.

"But it's such an amazing opportunity. Give it a try. University costs so much, especially from up North trying out university. And they really do want you to succeed."

A case for project-based learning camp Grade 12 graduate says STEAM and makerspaces cultivate the growth mindset

Instead of writing a final exam for Grade 12 Social Studies, the students in Patrick McDermott's class at Inuksuk High School in Iqaluit spend their semester working on a project, then presenting it.

"They identify an issue in Nunavut, or in the world and they come up with a potential solution for it. So they'll do research on the topic. They literally define the problem and they define the solution," said McDermott.

"And to make the evaluation and assessment and project, authentic, this final presentation that they do to invited members of the community has the real goal to start the discussion on this solution and perhaps actually find ways of implementing it within the community."

McDermott adds, "It's probably one of the most authentic types of assessment that we do because it's real life."

Mac Pavia, a graduate this year, invited Nunavut News to

sit in on his presentation, along with business owner Cedric Rusike and Northwestel's manager of government relations and community engagement Gabby Morrill.

Pavia's research and presentation centred around makerspaces and how they can underrepresented benefit youth and part of his package was a business case for a camp based on his research and ideas.

Makerspaces are defined as places where people with shared interests can come together to work on projects and share ideas, equipment and knowledge.

In September 2018, Pinnguaq opened such a location in Iqaluit, where Pavia works and in May the non-profit association won a $10 million Smart Cities prize through Infrastructure Canada to open similar spaces in other Nunavut communities.

"The need for makerspaces in Nunavut is kind of apparent. There's a lack of STEAM (science, technology, engineering, art and mathematics) edu-

riculum to youth. It doesn't work. You're giving them that knowledge, then you're leaving," said Pavia, adding such

groups may come back a few months later but, by then, the material is forgotten.

Pavia shared that as a student with ADHD, he discovered that project-based learning was more suited to him.

"I think that would work for a lot more youth if there's a space where they can go with a problem and figure it out and learn something new by creating something with their hands. Not just listening to someone talk about it," he said.

He provided examples from his own experiences with kids at the Iqaluit Makerspace, where creative thinking led them to find solutions to problems they encountered.

"Some of these students are learning really fast. They're absorbing knowledge even faster than we're able to give it to them," Pavia said.

Pavia said with projectbased learning, kids can fail, but they can fail in a good way that allows them to learn from their failure. He also emphasized that a makerspace can be anything from a cart with a couple of laptops and Lego in

a school library, to a building with much more equipment on offer.

After Pavia's presentation, the community panel asked many questions, which Pavia handily answered.

"Ideologically, can you explain to me why this community- or individual-based programming would be better than government-based programming," asked McDermott.

Pavia replied with two words: sharing knowledge.

"I find, with the school system we have, it's all very stacked, very organized. You have to go through channels to change up the curriculum, teach something different.

The makerspace has the more open, free-flowing model. We have the community making decisions about what they want," he said.

"That's the whole idea, where you have youth who are underrepresented, who are actually quite smart, be able to be positively influenced and have the resources to be able to pursue their knowledge and their interests."

RPAN's Get Happy Summer Day Camp program kicks off for 2019

As the question goes with youth, what is there to do?

The Recreation and Parks Association of Nunavut (RPAN) is trying to help answer that question as it kicked off its Get Happy Summer Day Camp late last month around the territory. Sanikiluaq, Kugluktuk and Cambridge Bay were the three communities which got off the ground first, with the rest of the participating communities getting going on July 2.

RPAN's executive director Dawn Currie said approximately 90 people from around the territory gathered in Yellowknife for this year's training week from June 17 to 20 but not everyone was able to make it.

Time to hit the diamond Kangiqliniq/Rankin Inlet Rankin Inlet's recreation department is rolling out its summer camp schedule for the season and the events include a youth softball program, which is scheduled to begin on July 4.

The groups will be split into T-ball for those between the ages of five to seven and Little League for those between eight and 10 years old. Registration for the camp happened at the hamlet's recreation hall on June 28.

The camp will happen every Tuesday and Thursday afternoon once it gets going.

Celebrating Canada Day with sport Kangiqliniq/Rankin Inlet Today is Canada's birthday and Rankin Inlet's recreation department will be in full swing with a full day of activities around town.

Among them is a kids' bike race beginning at 1 p.m. with two divisions happening: 10 and under and 15 and under. Each

Most of the camps will wrap up between Aug. 9 and 15, although Currie said some may finish earlier than that due to school starting back up.

June 21 was a busy day in Iqaluit, with plenty of people running around the city's streets.

It was the annual Jimmy Kilabuk Run, with close to 100 people entering one of the many distances available to conquer, from the one-mile kids' race to the half-marathon,

by James McCarthy Iqaluit consisting of 21-km. Once it was over, it was indoors to the Arctic Winter Games Arena for some fun on the turf and the medal ceremony.

More than $2,500 was raised for the Jimmy Kilabuk Fund, which helps families and youth get involved in recreation through financial assistance.

Here's Baldomero Toledo, an official in Major League Soccer, using the video assistant referee (VAR) system during a match in 2018. Stuff like this is what ruins sports, not just soccer. and ends your life, then you can start worrying. In the meantime, you are playing a game.

If you think the official has made a mistake, talk to them afterward. A good official will talk to you and tell you if they've blown something or explain why they made the call they did. They aren't out to get you and if they are, they shouldn't be out there. They call it as they see it because that's their job. You want to call them blind? Fine – you take over and see how much better a job you can do because you obviously think you can and you can explain rules as well while you're at it.

If you want video review to stay, then you create rules where the flow of the game isn't ruined. That's my No. 1 hemorrhoid – players and coaches who want everything and anything reviewed. Once it gets to the video review, it takes so damn long that any sort of established flow goes right down the commode. Baseball is a perfect example – any

close call now is followed by a manager telling the umpire to wait until some video wonk figures out whether they should challenge it.

Screw that. The umpire has a job to do and that job doesn't include waiting for you as a manager to make up your mind. You wanna challenge? You challenge it right away.

I like what the National Hockey League is coming up with for next season: coaches can challenge whenever they like but if they're wrong, they get a two-minute bench minor for delay of game. There needs to be a punishment system in place as a deterrent to coaches who abuse the privilege.

In a perfect world, it should be up to the official whether a review should happen in the first place. You can ask for a review but the final word should be in the official's hands.

After all, they're in control of the game, right?

At least that's what players and coaches tell us, right?
