Airline merger gets federal stamp of approval Feds set conditions for price increases, route changes; immediate timeline and impact on jobs unclear

How soon will Nunavummiut see the results of a federally-approved merger between First Air and Canadian North and how many jobs will be lost?

The answers to those questions aren't yet clear despite Transport Canada's June 19 announcement that the Inuitowned airlines can combine their operations under the following terms: • No price increases for both passenger travel and cargo delivery beyond those related to operating costs • No reductions to the weekly schedule options on all routes of the airlines' combined network • Access to northern infrastructure (facilities and equipment) for new airlines entering the market • A commitment to increasing Inuit representation across the merged entity's operations • Several transparency and accountability measures, such as providing quarterly financial updates and yearly financial statements to the minister of Transport Canada "The North, more than any other region in Canada, relies on air transportation to maintain quality of life. We carefully examined the public interest, financial and competition aspects of the proposed merger," stated Transport Canada Minister Marc Garneau.

"A strong, financially stable Northern air carrier, taking advantage of operating and network efficiencies of a merger, will best serve the North by leading to greater reliability of service as well as environmental sustainability.

"The strict terms and conditions will keep costs low

and ensure Northern and remote communities have the access they deserve, while at the same time protecting Northern jobs."

On June 20, First Air issued a news release stating that the airlines will continue to operate separately while completing the transaction.

The businesses have a combined workforce of close to 1,600 employees. More details on the integration were promised "within the coming weeks."

The new, pan-Arctic airline, to be headquartered in Ottawa, will operate under the name Canadian North and aircraft will use First Air's colour scheme and inuksuk logo.

The Quebec-based Makivik Corporation, owners of First Air and the Inuvik-based Inuvialuit Corporate Group (ICG), owners of Canadian North, proposed the combining of the two dominant Northern airlines last July.

"This is good news," stated Charlie Watt Sr., Makivik's president in a June 19 news release. "In 1990 we bought a troubled airline, First Air and made it sustainable. At the time, we promised to create an airline owned by all of the Inuit of Canada and we are now much closer to making that a reality."

The Competition Bureau warned Transport Canada in February of likely fare and cargo rate increases and reduced routes should the merger proceed. Transport Canada's conditions are intended to address those issues.

A news release from Makivik and ICG rejects the notion of lesser service: "Travellers can be confident that there will be no degradation in service during the merger process, nor following its completion.

The parties are committed to ensuring that the merger creates a sustainable airline which provides exceptional customer experience at the best possible prices."

Leaders weigh in on airline merger Northern News Services

Madeleine Redfern, president of the Nunavut Association of Municipalities: Transport Canada apparently listened to what Nunavummiut had to say in approving the merger, Redfern said of the conditions the regulatory body put in place. However, she advised that the federal government has a weak track record of enforcement in such cases because it would involve legal proceedings. She would have preferred the government introduce legislative and administrative means of policing the airlines.

"Going to court is time consuming and very costly," said Redfern, who has a law degree.

Nevertheless, she's hopeful that First Air and Canadian North will realize efficiencies, which is their stated goal.

Redfern also expressed optimism that some past routes might be re-established, as requested by communities.

"People literally want to be able to see family and friends," she said.

Although Iqaluit city council passed a resolution a year ago encouraging greater competition among airlines by establishing connections to the south, no carrier has seized the opportunity.

"Time will tell. Sarvaq was not successful in attempting to bring choice and cheaper travel options between Iqaluit and the south," she said of a failed 2016 attempt to launch a new airline, which got squeezed out when First Air and Canadian North responded by drastically lowering their fares on the same route.

She also pointed out that Air Canada withdrew from Iqaluit after a year of service in 2011.

David Akeeagok, minister of Economic Development and Transportation: Cautious and monitoring developments closely is how Akeeagok described his reaction to the airline merger.

He expressed relief over the terms that Transport Canada imposed.

"Some of the conditions that Minister (Marc) Garneau put out are the very things that we wanted in there in the terms and conditions," Akeeagok said, pointing to the limitations on price increases, the maintenance of existing routes and the preservation of discount fares David Akeeagok for Inuit.

Akeeagok refused to discuss how the merger could affect the GN's airline procurement strategy, which has been in the works for almost two years. That objective is to streamline medical and duty travel, which costs the territorial government an estimated $65 million per year.

"We're right in the middle of the agreement," Akeeagok said.

"I don't want to comment on it until it's done. It is very sensitive as it involves contractual obligation for the GN ... I don't want to impede or interrupt (the process)."

He said he's hopeful news will be released on the airline procurement strategy at the end of July.

The GN paid German-based Lufthansa Consulting almost $700,000 to produce a report on improving medical and duty travel. That study recommended, in part, that new airlines could be attracted by offering a percentage of volume or revenue on grouped fight routes. It also found that air freight rates for Nunavut can be up to 80 per cent higher than other small isolated markets and some routes are over-served, resulting in flights that are well below capacity.

Hunter Tootoo, Nunavut's Member of Parliament Tootoo credited Transport Canada Minister Marc Garneau for imposing conditions that address concerns expressed by Northerners.

The creation of an advisory board that will be answerable to Transport Canada should give the rules some teeth, he said.

ting up something so there's long-term protection," said Tootoo.

A former senior director of business development and community relations for Canadian North before becoming MP, Tootoo said he understands the business case for First Air and Canadian North's merger.

"People have always said for years there's room for one-anda-half airlines but not two in the North," he said. "I think we could end up with this merger seeing better services."

Tootoo predicted that the airlines will retain the same number of flights but will adjust departure times to improve passenger and cargo movement.

He added that he remains hopeful Nunavut Inuit will become future partners in the new combined airline.

"If you have truly pan-Arctic ownership in an airline for all Inuit then it's 'We're here to serve you.' I think that's the approach that they want to go," he said.

Stanley Anablak, president of the Kitikmeot Inuit Association "Overall I'm OK with it – with the strict terms and conditions, with no price increase for flights and/or cargo, no reductions in weekly schedules and also that there will be an advisory board in place to monitor the airline," Anablak said.

Previously in dealing with First Air, there were "no terms and conditions in place and no advisory board in place to make (the airline) compliant."

EXCLUSIVE: Leaked report casts doubt on Inuit education Nunavut's education system trapped in 'dynamic deadlock'

"The present configuration of the NTEP (Nunavut Teacher Education Program) is not capable of producing a bilingual, Inuit teacher workforce."

These words appear in the NTEP review report by Directions Evidence and Policy Research Group, leaked to Nunavut News earlier this month. The Department of Education contracted the firm in 2017 and received the report in October of that year, but has yet to release it. The document is available to read in its entirety on our website.

The report looks at NTEP's design and structure, at the program in relation to bilingualism, student support and community relations, management and administration – notably, "particularly challenged" communication and collaboration between partners Nunavut Arctic College and the University of Regina – and alternative models for program delivery.

It states the territory's education system elements – K-12 and NTEP – are caught in a

"dynamic deadlock."

"There was a sense that secondary schools did not graduate students who were interested in or ready for the demands of post-secondary education.

Consequently, there were not enough students moving into post-secondary education and the academic and/or language skills of those who did enter NTEP were not at a level that would prepare them for success. That, in turn, meant that NTEP graduates did not carry with them the subject matter knowledge, the language skills, or the pedagogical skills needed or expected of entrants into the teaching profession," the report states.

"The programs in the schools receiving these new teachers would not improve, the school and student outcomes would not improve and the cycle would begin over again."

The report further states the system is to blame, not students.

The 2017 report points out similar flaws and weaknesses outlined in a 2005 review of NTEP by Aarluk Consulting Inc.

Inuit must be full participants in design of education system That review was followed by a fully developed strategy – Qalattuq: 10 Year Educator Training Strategy 2006-2016.

"This strategy is, in effect, the Inuit Employment Plan for the Department of Education, promising to bring large numbers of trained Inuit into the workforce in Nunavut schools," Qalattuq states.

"No other Inuit Employment Plan will have such a profound effect on the overall financial welfare of Nunavut."

That strategy was never implemented.

Nunavut News reached out to several MLAs, seeking comment on this latest report.

Aggu MLA Paul Quassa is the only one who made himself available before the deadline.

Quassa is a Nunavut Agreement negotiator, former land claim organization president, former education minister and premier for half a year.

"This is another one (report) that is probably not going to be carried forth. They've been doing studies that go back to the '90s. It seems yet another study that's being shelved," said Quassa, who was education minister when Directions Evidence and Policy Research Group was contracted.

Asked if this latest report is helpful, Quassa says he thinks not.

"Looking at other studies that had been done, it's like a

cut-and-paste kind of a study ... Nothing really new," he said.

In fact, looking back to 1993 and a report prepared for the Royal Commission on Aboriginal Peoples called the Northern Education and Training Systems for Inuit: A Strategic Analysis, many of the same issues are identified.

No action on recommendations In all cases, a bilingual system strongly based in Inuit language and culture is the goal.

"I think we have to have a very bold government to change things," said Quassa.

"It's possible to both teach traditional knowledge and contemporary knowledge within our schools. It is so possible."

And he doesn't think it has to take another 20 years to achieve.

"No. Twenty years? Come on," he said.

But that's what Bill 25, An Act to Amend the Education Act and the Inuit Language Protection Act, to be debated in the legislative assembly in October, sets out: a 20-year schedule to implement bilingual kindergarten to Grade 12 education. Dates proved to be the undoing of Bill 37, which Quassa championed as educa-

tion minister in 2017.

Following the Auditor General of Canada's June report on Support for High School Students and Adult Learners the department said it intends to move forward in developing a 10-year strategic plan and a 10-year teacher retention and recruitment strategy.

Quassa thinks Qalattuq could have worked "if the Department (of Education) was seriously wanting to make a difference."

"They don't seem to follow or act on recommendations that are being made. To a certain point, a lot of these backroom decisions at the bureaucracy level doesn't really go to the minister. That's not how it should be done," he said. "We want our next generation to be successful. We want our next generation not just to be income support recipients."

Nunavut's high-school graduation rate is roughly 40 to 48 per cent, depending on the source, as compared to Canada's 85 to 88 per cent.

While the Nunavut rate has improved from 20 to 30 per cent in 2000, that's already a significant portion of an entire generation of Inuit youth not served by the education system.

Department of Education 'lied' to Nunavut Teachers' Association regarding secretly shelved NTEP report

The organization that represents kindergarten to Grade 12 educators in Nunavut's public education system is "very disappointed" and feels the Department of Education has "lied" to them, according to a news release issued Wednesday after Nunavut News' publication online of the leaked NTEP report.

The department has repeatedly rejected the Nunavut Teachers' Association's (NTA) proposals to recruit potential Inuit teachers into the Nunavut Teacher Education Program (NTEP), according to the NTA release.

"The NTA, along with other stakeholders, have been inquiring about the status of the NTEP review since November 2017. The consistent response from the bureaucratic leadership at the Department of Education headquarters, throughout many changes in senior personnel, has been that the NTEP review is still ongoing... This was a complete falsehood, which has been perpetuated under the current department leadership," stated

president John Fanjoy in the news release, available to read on our website.

After Nunavut News published the leaked report online and one week after receiving our questions about it, the department finally replied.

In an email from the department's manager of communications Jean Philippe Laprise, with comments attributed to outgoing deputy minister Louise Flaherty – who resigned this month, effective June 28 – the department explains a memorandum of understanding with new NTEP partner Memorial University will now inform the revision of the program and the partners, including Nunavut Arctic College, will develop an action plan.

The University of Regina was previously the southern NTEP partner.

"Over the period of the (NTEP) review, a tremendous opportunity presented itself to merge this project with the (Memorial) university partnership project that was ongoing, in order to use the expertise of the university partner

to help in the development of the action plan," the department's June 18 email states.

"The inclusion of an action plan in a final report was seen as a critical component that could help to ensure that there was a plan for moving forward."

Work is underway, the department states and the NTEP review

by Directions Evidence and Policy Research Group is not the final report that was intended to be tabled.

Work with Memorial has extended the timeline, according to the department.

The final NTEP review report will be tabled at the legislative assembly in October, with an action plan to follow once completed, states the department, though it's unclear how the report to be tabled will differ from the draft report published by Nunavut News.

The teachers' association says it has tried, on numerous occasions, to assist with various aspects of the NTEP program.

"We had a representative take part in a committee tasked with

designing a middle-years component of the NTEP program. This program was designed and had student applications, but it was never launched," the association states.

The current program is designed to train teachers for the primary grades.

Further, the association explains it has an advanced proposal for a staff position, paid for by its own professional development (PD) fund.

"This new hire would focus on recruitment of Inuit into the NTEP program and support recent NTEP graduates as they work through their probationary period as teachers," stated the association.

"Officials at the Department of Education refused to agree to such a position being funded out of the NTA PD fund. This has been proposed more than once, including to the current leadership at department headquarters. This plan has always been turned down."

The association concludes its news release by urging the public to hold the government accountable for Bill 25.

Subsidize consumers, not stores Northern News Services

In April, we wrote about the fire at Notre Dame Cathedral in Paris and what we would do with $1 billion, if we could access the kind of money private industry was offering for the rebuild.

It turns out the figure we should have had in mind was half a billion, which is the amount of money thrown on the bonfire that is the Nutrition North Canada program.

A report published last month by the Canadian Medical Association Journal proved what Nunavummiut have known for so long – that the program is an absolute failure. But the statistics are still shocking.

Before the Stephen Harper government launched the program, food insecurity rates for those affected by the program averaged 33 per cent in 2010, rose to 39 per cent in 2011, the year of the launch and rose again to 46 per cent by 2014, the year after the program's full implementation.

"Food insecurity was a pervasive problem in Nunavut before Nutrition North Canada, but it has become even more prevalent since the program was implemented," the authors state in their interpretation of the statistics.

Nunavut News has covered the program since its inception and have yet to find anyone who is happy with it. The Conservatives handed this stinker of a program over to the Liberals and they haven't fixed it, either.

The report's authors suggest the early exclusion of non-perishable food items from the subsidy may have been a factor and that makes sense to us. We'd also suggest that the continued colonial view that Ottawa knows best – here's the food we'll help you buy and we won't help you with the other stuff – put a stain on the program from the start. Southern views of healthy food set the tone and the exclusion of household essentials such as toilet paper, etc., previously subsidized by Food Mail, decreased food access, even if the food is available at the stores for better prices than before.

To throw a dog pile on top of the

inferno, the report's authors question the success of the program's original intention: to replace a program that was costing too much, Food Mail. They say the current program of providing subsidies to retailers has shown far less success in reducing food insecurity than simply putting more money in the consumer's pocket. That's right, it's better, they say, to subsidize the consumer and let them buy what they want.

It's a hard concept to swallow for governments, Conservative or Liberal. Ontario's Liberal government proved through its Basic Income Pilot project, launched in 2017, that people with access to the guaranteed $10,000 income went from "barely surviving to thriving," according to the Toronto Star. Despite this success, the new Doug Ford Conservative government cancelled the program soon after taking over.

Perhaps Nunavummiut saw the failure of Nutrition North as a Conservative failure and that's why Leona Aglukkaq got the boot in 2015. Nunavummiut are smarter than the feds seem to perceive them to be. It's time to give Nunavummiut and other Northerners the power to make their own decisions again and fix Nutrition North by turning it into a consumer subsidy.

The law of the land The law of the land is simple and straightforward. You give it respect and it will look after you; it will give you furs, food and even shelter. Disrespect it and you will pay the price.

There are some very basic things to consider when going out on the land. Allow me to refresh some points.

Let someone know where you are traveling to. As we all know, the animals are constantly in motion and can cover many miles in a day in their search for food. Many of us are given an approximate area where caribou have been spotted and we travel in that general direction.

Here in Cambridge Bay we refer to Augustus Hills, Kitigak Lake, Starvation Cove, Wellington Bay, Surrey River, 30 Mile River, Byron Bay, Ferguson Lake Anderson Bay and the mainland. Because the caribou are moving, you can give a general direction of your travels.

There are some communication devices available for us within our community. The Hamlet and the RCMP have SPOT devices and they are free for use. When you return from your trip, you bring them back to them. Others have the satellite phones that are often shared along with the hunters and trappers organization and their loan of the HF Radio. My GPS has been borrowed many times and these devices are amazing.

Camping gear such as tents, Coleman stoves, extra gas for the snowmobile and sleeping bags or blankets with tarps and portable foamies with extra food stuffs can make it more comfortable and safe in the event of a breakdown or storm.

In my View Harry Maksagak is a Cambridge Bay resident and former underground miner at the Lupin gold mine. He has been married for 43 years and has five children, 28 grandchildren and four great-grandchildren.

The law of the land carries the same consequences of drinking and driving. In the community, if you are caught under the influence while operating, you are apprehended and incarcerated for the night with your licence suspended for 30 days.

If you are under the influence while out on the land, you become disorientated and things can go from bad to worse. If you are alone, that makes matters more serious, especially if you hit an object such as a big rock covered in snow, or if you are in a whiteout, you may end up at the bottom of a ravine or gully as we say up here.

If you experience a breakdown of your snowmobile and don't have the means for a quick repair, set up camp and don't leave your machine. Make contact with someone at home and give your location with the coordinates and someone will come to you.

We are now entering our boating season and the same thoughts apply.

It is an awesome feeling being out on the land. As mentioned, if we show our respect, we will do well. Be safe this summer!

Fourteen of Iqaluit's Canadian Rangers gathered just outside of town Monday to train on their new, long-awaited rifles.

Training took place all week, June 14 to 20.

"We're just getting the feel of it, now. They're a lot better than the .303. They're shorter. They're lighter. And better sights," said Patrol Sgt. Kevin Kullualik.

The C-19 rifle is based on the Tikka T3 and replaces the .303 Lee-Enfield Mark 4, in service in the North since 1947.

The smaller weapon is salt-water tested, cold-weather tested, has a better punch power and fires longer bullets.

The conventional military weapon is a gas-operated semiautomatic, which is not ideal for the Arctic.

"In the Arctic you want to use a bolt-action weapon that has minimal moving parts," said Canadian Forces Master Warrant Officer Ryan Mitchell.

"It will perform in an austere environment when it's -50, -70."

The bullet is a .308 and will be

produced for many years. They can also be bought directly by Rangers.

Finally, the trigger guard is larger and can accommodate heavy gloves.

Sgt. Louis Robichaud says the weapon has "good longevity."

Parts are readily available for repairs, unlike the old Enfield.

Robichaud says 1 Canadian Rangers Patrol Group was overdue to receive these new rifles.

"Now that the rifle's getting issued, they're happy. They're enjoying having some new equipment and trying it out," he said.

The Rangers will have opportunities to comment over the next year or two on how the C-19 performs.

For now, Kullualik says they seem like an awesome rifle and appear to be easier to take care of.

"We're training on that, how to clean them, how to maintain the rifle," he said.

About the Lee Enfields, Kullualik says since the 1940s they've been passed on from Ranger to Ranger.

One of the Rangers' responsibilities is to look out for Canadian military personnel on Northern exercises, which includes watching out for predators.

Donations pour in to send kids to day camp Kugluktuk At least four children will be able to attend summer day camp due to the generosity of the public and an initiative by Kugluktuk's Andrea Niptanatiak.

Niptanatiak started a GoFundMe campaign on June 17. By the next day, the amount raised surpassed the $750 objective. It climbed even higher – to $1,110 from 16 donors – by Wednesday.

Niptanatiak said she would leave the donation deadline open until June 21 to see how many more youngsters, ages 6 to 12, might get a chance to go to camp.

Cleaning up the town Uqsuqtuuq/Gjoa Haven Four recreation summer students have been devoting themselves to help clean up the community since June 11, said Gibson Porter, Gjoa Haven's recreation co-ordinator. Their efforts – along with those of home occupants, business owners and the hamlet's garbage crew, who collect the bags of trash – has made a big difference, Porter said.

"It's getting really clean out there. A lot of garbage is getting thrown away," he said. "Our environment is getting happy again."

Porter will be departing on July 13 for his own summer adventure.

He'll board the Swedish icebreaker Oden and take part in marine mammal and bird research off the coast of Greenland.

A GoFundMe campaign to raise money for Kugluktuk children to attend summer day camp brought in $1,110 as of Wednesday, exceeding its $750 goal very quickly.

Uqsuqtuuq/Gjoa Haven Kyle Anguttitauruq turned in a 42-inch ringed seal and took home the $8,000 top prize in the annual Tuvaat Seal Derby held June 14 to 16.

Here are the other winners: second, Paulee Ikkutisluk, $4,000; third, Daniel Hiqiniq, $2,500; fourth, George Hikoalok,

$1,500; fifth (tie), Maurice Tungilik and Ed Nuliayok, splitting $1,000; sixth, Solomon Angutingnuniq, $1,000; seventh, David Jayko, $900; eighth, Anthony Pauloosie, $800; ninth (tie), Dustin Atkichok and Paul Oogak, splitting $700; tenth, Jacob Takkiruq and Jacob Atkitchok, splitting $600.

There was an entry fee of $25 per household to participate in the event.

It was Annie Eleehetook's third year organizing the derby and she said the participants numbered close to 200, making it the biggest one since she's been in charge.

"They had fun with other families and took care of one another," she said of the participants, who were out on the ocean ice even in rainy and windy weather.

A new president for NIYC Ottawa Inuit youth voted to make Crystal Martin-Lapenskie, originally of Hall Beach, their new president June 4.

Martin-Lapenskie will lead the National Inuit Youth Council (NIYC) for two years. She was one of nine vying for the position, including Nigel Adams, Ashley Rose Komangaapik Cummings, Alexia Galloway-Alainga, Donovan Gordon-Tootoo, Avianna Mackenzie, Brian Pottle, Tamara Takpannie and Gail Wallace.

"I am humbled and honoured to have been elected president of the National Inuit Youth Council. I am encouraged to see so many strong Inuit youth candidates who took part in this election. They are inspiring and are absolute change-makers in our communities," stated Martin-Lapenskie.

Martin-Lapenskie is president and chief executive officer of Okpik Consulting, as well as the Nunavut regional manager for economic development at the Canadian Northern Economic Development Agency (CanNor).

Alcohol brings trouble to Kugluktuk Lifting of restrictions has led to rise in alcohol-related complaints to RCMP

A greater volume of alcohol is flowing into Kugluktuk and the RCMP has had respond to a growing number of alcohol-related complaints.

There were 143 more police files relating to liquor in the first five

months of 2019 than in the first five months of 2018. Alcohol restrictions were officially repealed in the community on Dec. 14, following an Oct. 22 plebiscite in which 60.8 per cent of voters were in favour.

Data from the territorial Department of Finance shows a rising volume of alcohol being ordered into the community since December, reaching 2,194 litres in March.

Kugluktuk MLA Mila Kamingoak said she has advocated in the legislative assembly for education campaigns in schools and through community meetings to give people a better understanding of the dangers of alcohol and cannabis.

She'd also like to see posters and commercials in place to help create broader awareness.

"It's something we have to learn from as we go along," Kamingoak said.

Nivingalok said he remains hopeful this is a period of "growing pains."

He referred to Baker Lake MLA Simeon Mikkungwak, who told Nunavut News that he was informed by residents in Rankin Inlet that it took a while for things to "settle down" in that community after alcohol restrictions were lifted.

Mikkungwak said the RCMP and Family Services staff were "overwhelmed" by the resulting workload in the following months. Although he said it wasn't "all negative," he said there were more visibly drunken people in the streets.

Prior to Dec. 14 in Kugluktuk, the Alcohol Education Committee, comprising local residents, could limit orders to a maximum of two 60-ounce bottles and two 40-ounce bottles of spirits, 48 cans of beer and four litres of wine every two weeks.

The committee was disbanded

when liquor restrictions were lifted.

Nunavut's Liquor Act allows the Department of Finance, which oversees liquor permits, to deny a permit to individuals on a prohibited list, which is generated through the courts. However, it is very rarely used and there is currently no one on that list.

Several other Kugluktuk residents declined to speak on the record about changes they've seen in the community over the past several months.

"I'm hoping it levels out," Nivingalok said of the increase in alcohol-related criminal complaints.

The 2019 Get Happy Summer Day Camp program is getting set for another year of work around the territory and the training for this year happened in Yellowknife from June 17 to 20.

While counsellors and supervisors were busy doing their thing on the day camp side, there was another group of people working on the other portion of the camp: the Summer Multisport Camp.

Five people were busy training around the NWT capital on the sports and activities they will be providing when they visit Iglulik, Coral Harbour and Rankin Inlet this coming July.

Scott Schutz, the Recreation and Parks Association of Nunavut's (RPAN) program co-ordinator, was looking after the group during Arctic sports training on June 18 and said it's going to be a busy summer for them.

"We have soccer, flag football, Frisbee golf and traditional games," he said. "We're going to be going into those communities and really just introducing youth in those communities to what we offer and getting them active for the time we're there."

Flag football and Frisbee golf are the two new events for this year and Schutz said the idea behind those two additions is to shake things up a bit.

"We want to bring something new to the youth," he said. "We're keeping with the traditional and cultural importance with traditional games – and those will always be a part of our programming because they should be – but it's all about adding some new sports to broaden the horizons and see what's out there."

The crew got some quick training on how to properly teach the various games from the Aboriginal Sports Circle of the NWT, which travels around the NWT delivering traditional sports programs on an annual basis.

The crew learned games including the one and twofoot high kicks, stick pull, arm pull and head pull, among others.

"Some people in the communities will be familiar with some of the games that we'll be doing but we're just hoping some of them will get hooked on something like Frisbee golf," said Schutz. "It's super easy to learn and play, it's more of a leisure activity and anyone can do it."

Supervising the crew this year will be Alayna Ningeongan of Rankin Inlet.

Ningeongan is back home for the summer after finishing up her latest year of study at Brandon University in Manitoba and she said she's really looking forward to doing another go-round with the program.

"We did this in the winter and we went to Sanikiluaq in February to do volleyball, soccer and Arctic sports," she said. "The main thing about what we're doing is to let the youth have fun and enjoy themselves and maybe learn a new sport."

Ningeongan is studying recreation and sports management at Brandon and she said working in the camp is a great piggy-back to what she's working on.

"I love it," she said. "It's good to do something like this because it'll help me in school."

"Alayna is going to be the fixer, if you will," added Schutz with a laugh. "She's done a great job getting ready for this. We're hoping to be able to do this in four or five or even six communities down the road and I think this is just the start of something big."

It's conference time Nunavut The Recreation and Parks Association of Nunavut will be hosting its annual Recreation and Sport Leader Conference this October in Iqaluit and registration for the conference is now open. The theme for this year's conference is Our Knowledge, Our Communities and there are several different workshops and clinics planned for the three days of the conference from Oct. 25 to 27.

The opening day will feature courses and workshops on community development with day two focusing on sport programs with Volleyball Nunavut and the Nunavut Soccer Association both hosting coaching symposiums.

The keynote speaker for the conference will be Russ Sheppard, the man responsible for creating the Grizzlies lacrosse team in Kugluktuk.

The weekend will include the annual Recreation and Sport Awards banquet on Oct. 26 with Dallas Soonias, the first Indigenous player to play on Canada's men's national volleyball team, as the keynote speaker.

Sports teams celebrate with square dance Qamani'tuaq/Baker Lake Baker Lake held a square dance June 15 to celebrate the achievements of the community's young athletes.

The dance was organized to recognize the bronze medals won

by the boys' and girls' midget hockey teams – who scored bronze medals at tournaments earlier this year – as well as those who are currently trying out for the upcoming Arctic Winter Games.

Athletes from the winning teams were asked to wear their medals to the dance.

Soccer camp underway Kangiqliniq/Rankin Inlet It's officially summer and that means summer sports are getting set to begin.

In Rankin Inlet, there is a soccer camp that got underway on June 22 and it's for girls between the ages of six through 12. It's being run by two youth under the Ikajurniq Project, which is a part of the Pauktuutit Inuit Women of Canada.

Each session will happen on Wednesday and Saturdays for most of the summer at the outdoor turf field. There were 30 spots up for grabs on a first-come, first-served basis.

Here is Nathan Phillips Square in downtown Toronto when it's not full of Toronto Raptors fans. Go find an image of Downsview Park and you'll see it would have been a much better place to host the festivities. exactly a short distance, even though blocks in the downtown core aren't too far apart. Had I been in charge of planning, Downsview Park would have been the location for the bonanza.

The parade would have started at York University and made its way along Sheppard Ave. West, giving plenty of people the chance to see everything and then party it up at Downsview.

The park played host to SarsStock in 2003 (which was a helluva show, by the way ... AC/ DC stole the show) and it can hold hundreds of thousands of people. Nathan Phillips Square is such a sardine can and it just looked so overcrowded.

And just three days to plan a parade and party like this? That is absurd on every level.

Why was there no planning when the playoffs began? Or even when the Raptors were playing the Milwaukee Bucks in conference final?

Three days isn't even close to enough time to get this together. If there is a lesson to be

learned, this is the one.

What the Raptors and the city of Toronto should have done was take a page out of the book of Liverpool Football Club when it won the Champions League last month. The team celebrated in open-top buses, like the Raptors did, but it also gave some caveats to fans wanting to revel. First, there was no final stop with a big celebration – just one long parade route. Second, it told people there was no way to know how long the buses would travel along the parade route. Third, fans were told there was no best place to view the parade.

So the parade was a successful failure. It happened and people seemed to be having fun but there was always going to be a downside.

There will be a review for the next time a parade happens and let's hope there's more than three days of planning.

One thing's for sure – it won't be a Stanley Cup parade.

Rankin Inlet was getting into the "We the North" spirit last week as the Toronto Raptors challenged the Golden State Warriors for the championship title in the NBA Finals. Between playing ball and watching the games, there was plenty of excitement to go around town.

Despite losing a tough game at home on June 10, the Raptors were able to prevail in Game 6 three days later to become the first Canadian team to ever win an NBA championship.

The hamlet will continue to offer supportive programming during the summer for those suffering from abuse, Limousin noted.

The one full-time shelter staff person will be reassigned to other duties, she added. There are also eight trained casual employees who work shifts when the shelter is operating.

It takes a whole village to clean up Tobacco Has No Place Here team among helpers, targeting cigarette butts

Each year, communities across the territory gather up to clean the garbage and debris exposed with the snow's melt.

"There will be a cleanup day in each community across Nunavut, but the date will vary depending on snow cover," according to a Department of Environment news release.

Iqaluit held its clean-up June 14 and it's always a multiorganization effort – the Government of Nunavut's Department of Environment and the City of Iqaluit lead. The folks at Health, who handle the Tobacco Has No Place Here campaign, are an integral part of the effort.

"Tobacco Has No Place Here is always on board at

the committee meetings and helping out at the community clean-up. Obviously, that's a major source of litter – cigarette butts," said the Unikkaarvik Visitor Centre's Aaron Watson.

The World Wildlife Fund's Arctic office is also on board, as is the Canadian Northern Development Agency (CanNor).

"It's such a big thing to organize in Iqaluit," said Watson, adding the six-person committee usually starts planning six months in advance.

The visitor centre serves as clean-up headquarters from 9 a.m. to 12 p.m., dispensing supplies, such as bags and gloves.

As resident Joanna Awa put it to Facebook: "We have a lot of garbage to pick up. Come to

visitor's centre to get bags and gloves. Let's love and care for our community. Thank you."

Watson, who represents Destination Nunavut at the visitor centre, says it looked iffy early in the morning, with rain. But the call was made to proceed and more than 400 Iqalungmiut claimed their gloves and bags to do their part.

"The weather was on our side. The sun broke through in the middle of the morning. It was good," said Watson, adding the clean-up was definitely a success.

There were prizes – from draws and from a poster and a t-shirt contest.

An appreciation barbecue was held after the clean-up to celebrate those who pitched in for a clean Iqaluit.
