Inuit RCMP officer numbers in decline êêΩËîΩÇéíÇÀî á·∆¿ÖÀî

Only three remain in 'V' division following retirement of Cpl. Henry Coman

With Cpl. Henry Coman's retirement in May, Nunavut RCMP lost an officer with 25 years experience and one-quarter of its Inuit workforce.

Only three Inuit police officers remain in 'V' Division, a police force consisting of close to 120 officers.

Coman, whose last day in uniform was May 4, has moved on to become a lawyer with Justice Canada. He spent a couple of years in the RCMP's recruitment division during his career, so he knows about the challenges of inspiring newcomers.

"I hope there are more Inuks that do consider a career in the RCMP because we definitely need more Inuit members, for sure," he said.

He added that the police force has introduced a two-year college program as an alternative to writing the daunting entrance exam, which he described as a positive step to making the RCMP more accessible.

There were seven active Inuit RCMP officers in Iqaluit in November 2016 when the first "all-Inuit shift" occurred. The numbers have since dwindled due to retirements and transfers.

Coman, a graduate of the Akitsiraq law program in 2005, held on to his ambition to practise law upon his retirement as a Mountie.

"That was a long-term goal for me," he said.

Job easier as an Inuk, but danger always lurks Influenced by his grandfather, Joanasie Dialla, who was a special constable with the RCMP in Pangnirtung, Coman enlisted with the police force in Iqaluit and served in Yellowknife, Qikiqtarjuaq, Rankin Inlet and, finally, back in Iqaluit.

Being born in Pangnirtung and having lived most of his life in Nunavut was advantageous to his career, Coman said.

"I would say, overall, it was always a positive thing that I was Inuk and a police officer. That made my job a lot easier," he said, adding that he speaks enough Inuktitut to help ease the language barrier that exists for non-Inuit officers.

"But, of course, there's always some people that do not like the police whatsoever, regardless of your background and race. I experienced that as well."

He said police officers tend to develop "pretty thick skin" to endure that animosity.

"You just learn to brush it off," he said.

What wasn't so easy to brush off was knowledge of the armed standoffs in the territory over the years, some involving the exchange of gunfire and the loss of life.

"That sort of gets you to think whether or not this profession is for you anymore," Coman revealed. "Somebody targets the uniform and one day it could be you... that's something that's always in the back of one's mind."

Nunavut has the second highest Criminal Code file load and the most prosecutions per police officer in the country, 'V' Division Commanding Officer Michael Jeffrey stated last year. The territory also has the highest number of mental health requests per call volume within RCMP jurisdictions. For those reasons, Coman also would like to see an increase in the number of police officers overall.

Welcome to beautiful Cambridge Bay. The roads are free of ice and snow but now there is a bad problem with dust! Yes, every year dusty roads are a great problem in Cambridge Bay. The Hamlet is now beginning their dust control work on the roads in town.

Not sure if it is working as the dust just seems to become the same problem year after year in this town and also across Nunavut. Have you seen any changes in your community? I have not seen any changes for years. It must cost a lot of money to try and do a dust control program. I hope this problem will work this time.

Now that summer is coming many projects around the community are beginning once again, lots of employment opportunities for our youth and residents. Cambridge Bay is a fast growing community and opportunities for employment are much appreciated by all.

Been meeting many travellers who come to work on construction sites. Met Canada Coast Guard technicians who are in town to put new

light bulbs and maintenance at the beacon sites.

They have been traveling all across Nunavut and will make their way to Yukon and Alaska as they do their work.

Qulliq Energy Corp. has been busy also with their power work all over town and also have new power poles across by they old town site. A crew is in town to finish working and installing the communication tower over by NorthwesTel building. Once that is done, the 4G internet and cell service will improve but I think it will be very very expensive for those who text and use their cell phones a lot. Watch out for huge bills from your cell service providers everyone.

The community of Cambridge Bay held their first town clean-up day on Monday, June 25. Approximately 120 residents both young and older signed up to volunteer their time to pick up garbage around town. Koana to everyone who volunteered to make our community cleaner. Although the weather was nice and cool it made it easier for volunteers to cope with the light winds.

Tons of garbage was picked up mainly in the main areas of downtown and some along the shores. There is much more garbage to still pick up and the hamlet is planning to hold more pick-up days very soon. Please watch for notices and announcements about this.

NEWS Briefs Another attempt at arena mould removal

Ikaluktutiak/Cambridge Bay The Department of Community and Government Services (CGS) is aiming to have enough mould removed from the Cambridge Bay arena by Oct. 1 that the building should open to the public later this year.

A contractor has yet to be found, however, as the tender for the work doesn't close until July 23.

Not all of the mould will be taken out of the building this summer, said Paul Mulak, director of capital projects with CGS. There will be restricted access to the spores left behind on the second floor, in the curling rink and in the arena's crawlspace and the remaining contaminated material will be sealed in place by antimicrobial sealant or polyethylene sheeting, Mulak stated.Further renovations and upgrades to the facility – including measures to address excess moisture and water drainage – will be undertaken in 2019 and 2020, said Mulak.

Cambridge Bay MLA Jeannie Ehaloak expressed her confidence in the work going according to plan as she posted on Facebook on June 20 that the upcoming renovations "will allow for full arena use in the fall of 2018."

The arena was closed for the entire 2017-18 season. The Hamlet of Cambridge Bay started the tender process earlier this year but, due to a lack of resources, turned the project over to CGS. Mulak said cost estimates for a replacement building were reviewed and "found to exceed the available project budget," so the renovations will proceed.

The Hamlet of Cambridge Bay has announced its plans to launch a capital campaign later this year for a new recreation complex.

70,000 condoms on the way

Nunavut The Department of Health is seeking a supplier for 70,000 condoms for the department's annual resupply.

The order will include 22,100 lubricated condoms, 12,900 non-latex condoms, 10,000 condoms with "youth friendly" and "LGBTQ positive" messages or images on the wrapper, 9,000 ribbed condoms and 5,100 female internal condoms, among others.

The prophylactics will be distributed at no charge by community health workers in all Nunavut communities as part of a harm reduction program, said Kim Barker, the territory's chief medical officer of health.

Twelve new condom dispensers, which are also part of the order, will be added to the 100 or so already set up in health centres, community halls, arena and rec centre washrooms, high schools and airports across Nunavut.

The department's annual order of 70,000 condoms has been consistent for several years, but nurses and doctors will send for more if needed, Barker added.

The department hasn't determined whether this program specifically has impacted sexually transmitted infection (STI) rates in the territory, Barker acknowledged.

"However, there is evidence that similar condom distribution programs have reduced STI rates. Using condoms reduces the risk of STIs and pregnancy," she stated.

"Anyone with questions about birth control, STIs and safer sex can talk to their nurse or community health representative at the health centre."

Former chief coroner Padma Suramala is suing the Government of Nunavut for $1 million for wrongful dismissal, according to a statement of claim filed June 22 in the Nunavut Court of Justice.

Suramala told Nunavut News prior to filing with the court that she was about to release the result of a TB death in Qikiqtarjuaq when, she claims, "he (Justice deputy minister William MacKay) suspended me."

Suramala was fired April 25.

"They tried to negotiate with me, give me some package deal. I said I didn't want the money. I told them I don't want the package. I want my job. To hell with the money – when I die I'm not going to take this money with me.

I want my job and this is not the way I should be exiting when I have done so much work," Suramala told Nunavut News June 15.

"I want my honour and my respect. I am not a coward. I have not done any mistakes.

"I did an exemplary job to the best of my ability, under stressful circumstances speaking for the deceased and supporting the families during difficult times with due diligence. All Nunavummiut are well aware that I am passionate about my role as coroner."

A nurse in the territory since 2005, Suramala was appointed acting chief coroner in 2010 and accepted the position of chief coroner in 2011.

Suramala has never shied away from advocating for the dead and the living. In January 2014 she announced an inquest into the high rate of suicide in the territory, which was held over two weeks in September 2015. That inquest led then-premier Peter Taptuna to declare suicide a crisis in Nunavut – a cabinet committee was struck and the Quality of Life Secretariat formed.

The statement of claim names MacKay in a long list of grievances. She alleges, for example, that MacKay suppressed a report from the office of the chief coroner containing several recommendations "to enhance risk assessment, safety planning and possible prevention of future deaths related to domestic violence."

That report came after a murder-suicide in

Iqaluit in 2011. There have been two murdersuicides in the capital in 2018.

In another case, Suramala deemed the cause of death to be suicide, but MacKay allegedly did not accept the chief coroner's finding, being of the opinion it was an accidental death.

The statement of claim presents several other examples of confrontations throughout the two-year period between herself and MacKay and some difficulties with the Department of Health and the RCMP. In her declaration, Suramala states her employer, the Department of Justice, breached their contract by: failing to comply with legislation, policies and rules; intentionally inflicting mental suffering on her; and conspiring and wrongfully interfering in her work prior to her termination.

GN allegations of misconduct According to the timeline listed in Suramala's claim, events escalated in late 2017 and early 2018.

In early February, she claims she received notice from MacKay that she was suspended pending an investigation on allegations of misconduct.

Suramala retained a lawyer, who requested an overview of the allegations. Those were that she received payments from outside employment with YWCA Agvvik Society and that she was allegedly obtaining hospital records without a warrant.

"With respect to the first allegation, the plaintiff (Suramala) has consistently disclosed to the defendant (Justice/GN) her involvement with the YWCA Agvvik Society and submitted the requisite authorization form to her administrative supervisors throughout her involvement," states the claim.

As for the second allegation, this was an ongoing dispute between Suramala and government officials and the details are laid out in the claim, including that Suramala herself commissioned an audit of her office. Retired Saskatchewan chief coroner Kent Stewart conducted the audit and submitted a report in September 2017.

GN reminds consumers to monitor cheque cashing charges Nunavut The Government of Nunavut is reminding the population of a legal amendment that sets limits on how much retailers can charge to cash cheques.

The amendment went into effect April 1.

"If you receive a cheque from either the Government of Canada or the Government of Nunavut, you should not be charged a cheque-cashing fee," according to a Community and Government Services (CGS) news release.

"If you have a cheque

from a government agency or local government body, the fees shall be no higher than: $3 in the case of a cheque with a face value of $1000 or less; or two per cent of the face value of the cheque in all other cases."

A designated local government agency or body includes all municipal governments, district education authorities, housing associations and housing authorities, the Nunavut Housing Corporation and Qulliq Energy Corporation.

Stewart also notes "senior managers and politicians should not unduly influence the coroner's findings including recommendations as outlined in the Act," and that Suramala had "a very heavy and unsustainable workload."

Suramala further alleges that the termination process which led to her firing did not follow Government of Nunavut disciplinary policy, including that she was denied access to legal counsel throughout.

Suramala is seeking $200,000 for wrongful pre-termination conduct of the defendant for harassment and intimidation, the conspiracy and interference of her work, negligence, negligent misrepresentation and the intentional or negligent infliction of mental suffering.

Further she seeks $400,000 for general and aggravated damages related to 24 months' employment-related compensation and an additional $300,000 in damages for defamation and infliction of mental distress. Finally, she

seeks an additional $150,000 in punitive and/ or aggravated damages.

Suramala told Nunavut News she is owed 800 hours of annual leave.

"Eight hundred hours. Who has 800 hours?

Apart from having 150 hours of overtime," she said. "I'm not here for the money. If a nurse can make more than $100,000 on overtime ... I never even put my overtime forward. Even my own colleagues in the office said, 'Padma, why are you not putting in for overtime.'

"I said I'm not going to make money on the deceased. If I can give, I would give everything for them."

The Department of Justice provided a written response to a request for comment.

"We cannot comment about the specifics of the statement of claim at this time. However the government will be filing a statement of defense in due course," stated acting director of policy and planning Mark Witzaney.

Suramala's allegations have not been proven in court.

Getting answers on cannabis A Nunavut pot primer with three-and-a-half months remaining until legalization

In June, the Government of Nunavut passed its cannabis legislation – Bill 7 – and the federal government passed its own – Bill C-45 – paving the way for legalized marijuana as of Oct. 17.

In Nunavut, cannabis will initially be available by mail order from the south, then through the Nunavut Liquor and Cannabis Commission and, eventually, through private stores that are granted licences.

The GN will pocket 75 per cent of marijuana tax revenue while the remaining 25 per cent will go to the federal government.

However, there are many other details that still have to be worked out. Among them: Can public housing tenants smoke weed at home?

Essentially, yes.

"Once the use of cannabis has been legalized, it will be possible, in units where there are no lease restrictions on smoking, for tenants to smoke cannabis," stated Stephen Hooey, acting president of the Nunavut Housing Corporation (NHC).

Hooey noted, though, that tenants cannot allow their smoke to be detectable in common areas of a building or in neighbouring units. He added that damage caused by smoking is not considered normal wear and tear, so the NHC and local housing authorities will work with tenants on how to limit damage.

Will communities be able to block legalized marijuana through plebiscites?

No. The Nunavut Association of Municipalities (NAM) was seeking that ability, but it won't be realistic due to online orders that will arrive

by mail, said NAM president Madeleine Redfern.

"That was a pretty clear indication or message that communities would not be able to prevent cannabis from coming into our communities," Redfern said.

She added municipalities will at least have a say in the granting of licences to any cannabis outlets that want to set up shop in communities.

How will legalized marijuana change workplace policy?

This is still in development.

The Workers' Safety and Compensation Commission has drafted regulations to address workplace impairment but the Government of Nunavut has yet to approve them, according to Maggie Collins, WSCC's communications manager.

These new regulation will define impairment and ensure employees are "fit for work" – able to carry out their duties

"An employer will be prohibited from permitting an impaired worker to enter or

remain on a work site," said Collins.

Will Nunavut get an addictions treatment centre?

Maybe. Nunavut Tunngavik Inc. has long called for

one, including at its October 2017 annual general meeting in a resolution addressing the impending legalization of marijuana.

In the House of Commons in May, Nunavut MP Hunter Tootoo pressed Indigenous Services Minister Jane Philpott on the issue and she replied, "We have heard the call for a treatment facility in the territory and we have funded a feasibility study to that end..."

Tootoo later stated that the federal government's recognition of the need is "a step in the right direction," and it will hopefully result in an in-territory treatment facility "sooner rather than later."

The feasibility study on territorial-based treatment that Philpott referenced is expected to be complete this summer, according to Edith Pedneault, spokesperson for the Department of Indigenous and Northern Affairs Canada.

Did Nunavut Senator Dennis Patterson vote in favour of legalized marijuana?

No. Patterson was one of 29 senators who opposed Bill C-45 on June 19, but 52 senators supported it.

"What did I hear from the residents of Nunavut in my exhaustive tour? They said what Aboriginal people and leaders have told us from across the country, 'Why the rush? We are not ready,'" Patterson said while addressing the Senate.

"Making this mind-altering drug more easily available and cheaper in our remote communities will be catastrophic, many people predict. I share this fear. There will be casualties. There will be mental illness. There will be brain damage. There will be deaths."

Can I smoke marijuana legally now?

Only if you have a federally-authorized medical certificate. The Nunavut Department of Justice recently circulated a reminder that it remains illegal to otherwise sell, buy, possess or use cannabis until federal legislation takes effect on Oct. 17.

"Doing so can result in criminal charges, serious penalties and potentially a criminal record," stated the department's news release.

Will a pot possession conviction remain on my record?

In light of the upcoming change in marijuana laws, it may not. Federal Public Safety Minister Ralph Goodale told CTV's Question Period on June 24 that the Government of Canada is considering whether it's fair for a historic conviction for something that will no longer be criminal to continue to haunt citizens. The pardon system will be re-examined, Goodale said, as a criminal conviction for marijuana possession can be a barrier to employment.

"I hope there are more Inuks that do consider a career in the RCMP because we definitely need more Inuit members, for sure," said Henry Coman, who also believes Nunavut's police force should be bolstered in general.

GN, NTI hope to avoid court Nunavut Tunngavik Inc. president calls for working group to create detailed plan on Inuit-language instruction amendments to the Education Act

Education Minister David Joanasie hopes to present proposed amendments to the Education Act at the 2019 winter session, as the deadline for an Inuit-language and English or French bilingual education looms.

"It's next year. It's so very close. Of course, we know we won't be able to meet that target," said Joanasie.

The legislation states bilingual education was to be phased in for kindergarten to Grades 1 to 3 for the 2009-2010 school year, then phased in to all other grades by the 2019-2020 school year. The reality is some schools transition from Inuit-language to all-English around Grade 4, some at earlier grades and some at later grades.

Joanasie says it's important to be realistic about what resources are in place to hit the target.

"A big part of it is training Inuktut-speaking teachers and, with that, the curriculum to back that up," he said.

"Realistically, is it the next five years, is it the next 10 years that we can work towards?

We need our partners involved, stakeholders, workers in the education field to support us in that effort.

"We all have to agree on plans to move forward."

The now-defunct Bill 37 to amend the Education Act, which passed two readings in the legislative assembly last year, proposed to defer bilingual education by a decade for Grades 4 to 9 and indefinitely for higher grades.

Joanasie wants to avoid the issue becoming mired in court action, which was a fear former education minister Paul Quassa expressed as he fought for Bill 37 to be passed.

"We're trying to do as much as we can not to get to that point," Joanasie said, adding a court action would tie up staff attention and energy away from the task at hand.

Nunavut Tunngavik Inc. president Aluki Kotierk is of similar mind and goes further.

"We strongly suggest that we establish a working group," said Kotierk, adding NTI has experience with legislation through the years and that experience has demonstrated working together yields positive results.

"I totally agree, we do not want to be taking energy away from the actual work that needs to be done.

"And I think with that (deadline) looming and that the current school system will not be meeting its requirements under the legislation, I think it (the deadline) needs to be seen as more of a motivation to figure out how do we get this done.

"What concrete steps can we take to actually get more Inuktut-speaking teachers in our schools? How do we increase the pool of Inuktut-speaking teachers in our communities?

I think that in the previous government the idea that we could just push the year to a later year with no concrete plan was what was so frustrating."

Kotierk says if together the government and NTI can whittle down into the details, "then we could have a much better idea of when we could realistically achieve Inuktut language of instruction."

Joanasie says the education system would require roughly 300 Inuit-language speaking teachers to satisfy that.

The Nunavut Teacher Education Program (NTEP) review initiated in early 2017 has not yet been finalized, but it could potentially address Inuit-language speaking teacher recruitment and Nunavut Arctic College is currently undergoing an organizational revamp, he said.

"We're looking at a university partnership (for NTEP) that we'll be entering into in the fall. Two universities are shortlisted," he said, though he would not disclose which.

He did say more and more Inuit-language speaking educators in the schools is the goal and getting NTEP into as many communities as possible. Currently the program is offered in about 10 communities, he said.

Another issue with the Bill 37 amendments had to do with the role of district education authorities (DEAs).

The Standing Committee on Legislation at the time received 40 submissions, including from DEAs, as well as from Inuit organizations and individuals. All but one were highly critical.

"There are a couple main focus areas that we want to really zone in on through the consultations, namely to do with the roles and responsibilities of the district education authorities, including the coalition," said Joanasie.

He also says his department will want to hear from the public.

"People are passionate about education. I'm glad they are. It's something everybody wants to improve," he said.

Jail uprising response to government inaction Northern News Services

They're done. Just done.

For the second time in nine months, inmates at the Baffin Correctional Centre took over the jail June 20. This time, 26 inmates faced off against staff, the fire department, sheriffs and 22 RCMP officers in an incident police called a 'riot' and an 'uprising'.

Thankfully no one was hurt on either side.

But it's no surprise that it has come to this. The place is the definition of a hellhole. It's obvious the inmates are fed up and want our attention.

If only the folks responsible for the facility – including top government brass – used the same approach, this would not be the current state of affairs.

It was only in January 2017 that the Governments of Nunavut and Canada announced the facility would get a $75.8 million makeover and be renamed the Qikiqtani Correctional Healing Centre.

But the government's request for proposals to do the work yielded one bid and it was over budget.

The government said it would send out another RFP, thereby adding another year to the completion date.

THE ISSUE: BCC RIOT

That means inmates won't move in until 2021.

Consider that BCC has been in a desperate state for an embarrassingly long time. When Keith Peterson was named justice minister in 2009, one of his first orders of business was touring the facility.

"I was quite shocked at what I saw," he told Nunavut News in 2017. "It wasn't a pretty sight."

A year after that visit, fire marshal Tony Noakes was fired for voicing his concerns about overcrowding and unsafe living conditions at BCC and for discussing with the RCMP the possibility of criminal charges.

In 2013, the Office of the Correctional Investigator shared photos from inside the facility. The images were disturbing.

And yet in 2015, auditor general Michael Ferguson said the Department of Justice was still doing very little to correct the situation.

Last year's promised makeover is not only far overdue, but the renovation's delay simply just

made it more overdue.

We've spent enough time in the Nunavut Court of Justice to know that BCC houses a wide range of men, some guilty of heinous crimes.

And yet others have not yet had their cases heard in the courts. Some of those are waiting to have their names cleared.

For this reason, we have sympathy for the men cramped together in subhuman conditions.

If the Governments of Nunavut and Canada want the remade space to be a healing centre, why can't the rehabilitation start now with proper living standards?

That may mean moving more of the inmates south. The men who were moved out-of-territory after the riot may not be living the good life, but everything's relative.

Wherever they are, it's a heck of a lot better than being at BCC. In the past we have called on the government to bring our boys home from southern institutions, but maybe that's premature. It's obvious the bureaucracy is what needs rehabilitation on this file.

So we say to the government, get your house in order, please and show you're serious about making progress so incarcerated Nunavummiut no longer have to suffer at BCC.

In my view we have come to a place of comfort and meaning in our everyday existence. We make every effort in maintaining shelter, food and clothing and these are applied with thankfulness.

As we refer to shelter this is a dwelling that protects us from the wind and rain and shades us from the sun. Within this dwelling is a group of people who share many good things: stories, experiences, dreams and so on.

As we grow together, we begin to apply some of the stories, experiences and dreams to help carve our own path in life. Then as we move out

of this main dwelling place and into our own, we continue with these stories, experiences and dreams. This is where the 'quality of life' in our own experiences begins to show itself. Each of us has our own stories and impressions and the original dwelling place atmosphere will carry over to the new place.

I believe this second generation has influence in the foreseeable future. We have come through an era of survival not only from residential school but have also survived an incredible change in our lives from on-the-land existence to the modern world. This in itself is a 'story' to be told loudly.

For many across Nunavut, this has equipped the survivors with knowledge, wisdom and an

New program for bureaucrats Six Inuit students enrol in new public administration program at Carleton University

There's a renewed effort to train Inuit bureaucrats to fill some of the many government vacancies across the territory.

Six students who have graduated from the Nunavik Sivuniksavut (NS) college program's second year of Advanced Inuit Studies will be at the vanguard of the Academic and Career Development Program offered through Carleton University starting this fall.

Those who complete the 17 months of courses and two work placements in federal government departments in Ottawa will earn a certificate in Nunavut Public Services Studies.

A similar initiative existed in 2008 but it fizzled out. Although the course material will be the same, other changes have been made, said Morley Hanson, a longtime instructor with NS, which is coordinating the public service program.

"The method of delivery will be com-

pletely different and our supports for the students will be constant," Hanson stated of the mentorship and personal coaching that will be incorporated. "We fully expect that the number of students will increase with each future round – just as we expect that the number of placement options will expand as well. We're starting small just to make sure all the pieces work smoothly before we bite off more."

Taloyoak's Cecile Lyall is one of the students who has enrolled. In addition to completing NS, Lyall attended Red River College in Winnipeg where she recently attained a business administration diploma with a specialization in accounting. She became intrigued after reading the program outline.

"It really embodies what our government is trying to move forward to – having a lot more Inuit involvement," Lyall said.

"I feel like regular university and college courses do not offer that specialized Northern perspective. Education I think is needed for individuals to go into that field of work."

Lyall, 25, said she isn't intimidated by life

in Ottawa or taking classes at a large institution like Carleton.

"I feel like Ottawa has a really large Inuit community ... so I feel a lot more connected in Ottawa than I did in Winnipeg," she said.

The Inuit workforce within the GN sat at 50 per cent as of March 2018, the latest report available from the territorial government.

There were also 1,320 vacant positions at that time. The 50 per cent barrier is where Inuit employment has stagnated for years.

The Nunavut Agreement's Article 23 identifies a representative level of Inuit employment in government as an objective. That would amount to 85 per cent Inuit workers.

"We want to see more Inuit in the public sector to ensure Inuit are leading Nunavut at all levels and education and experience are the key to realizing that goal," said Jesse Unaapik Mike, chair of the NS board of directors.

"This new third year will be another way for NS to support its graduates to help make it happen."

Nunavut promised $2 million for coastal restoration Nunavut Nunavut will be seeing some coastal restorations, beginning in Clyde River, the federal government announced June 25.

These efforts are part of the Oceans Protection Plan.

Four organizations are to receive more than $7 million over five years for projects to help restore coastal habitats in the Arctic and in Nova Scotia.

"Dalhousie University will receive $1,985,500 to determine

coastal restoration priorities across Nunavut and restore three priority sites, including a low-flow barrier to fish passage located on the Nilaqtarvik River near the community of Clyde River," stated the news release.

Panniqtuuq/Pangnirtung The work of Pangnirtung artist Andrew Qappik is featured on a new collectible coin minted from gold mined in Nunavut in advance of the territory's 20th anniversary next year.

Qappik has previously designed four gold coins for the Royal Canadian Mint, including two 25 cent coins in 2017, but this is a first imprinted on Nunavut gold.

The coin is crafted from 99.99 per cent pure gold mined at TMAC Resources' mine at Hope Bay and by Agnico Eagle Mines' Meadowbank mine near Baker Lake, according to a news release.

"We are honoured that gold from our Meadowbank mine is part of the Royal Canadian Mint's special Symbols of the North collectible gold coin," stated vice-chair and chief executive officer for Agnico Sean Boyd.

"Our Inuit employees, suppliers and partners can all take great pride in knowing that they have participated in making this unique coin that celebrates their heritage and culture."

Qappik says he submitted several renditions of animals because "they are strong symbols that represent the North."

He chose the walrus, ptarmigan, polar bear, bowhead whale and narwhal, which are framed within the outline of a maple leaf.

"It's been an honour," said Qappik. "I feel privileged they want to see my work more than once now."

Qappik is the artist who designed Nunavut's coat of arms, for which he was made a member of the Order of Canada and logos for the Government of Nunavut and Nunavut Tunngavik Inc. His print work is available through the Pangnirtung Print Shop at the Uqqurmiut Centre for Arts & Crafts in Pangnirtung.

The 2018 $20 coin has a limited mintage of 1,500 and retails for $359, according to the release.

QIA pledges $100K for men's transitional housing

Iqaluit To help advance a plan for men's transitional housing in the capital, the Qikiqtani Inuit Association (QIA) has pledged $100,000.

The Uquutaq Society runs the Iqaluit shelter for homeless men and it want to expand its services. The society shared its men's transitional housing project plans with QIA in February.

"The board was moved by the presentation and compelled to offer support," according to a QIA release.

The $100,000, pledged at a May meeting, is conditional and the Inuit organization is calling on other organizations to support the project.

"Lack of affordable housing and homelessness are issues affecting too many Inuit in our region," stated QIA president P.J. Akeeagok.

"This project is an exciting initiative that can make a real difference in the lives of Inuit in need."

Transitional housing is intended to bridge the gap between a shelter and permanent housing.

Although chilly, geese and ducks return

Taloyoak Geese and ducks have arrived in the Taloyoak area but they showed up later in the season than usual, according to Jimmy Oleekatalik, manager of the community's hunters and trappers organization.

"They were a couple of weeks slow. Everything seems to be a couple of weeks slow," he said of the unseasonably cool weather.

Although the birds have finally made their appearance, it wasn't an indicator that warmer temperatures were immediately going to follow. On June 26, Oleekatalik said it felt like -10 C. "Maybe it's winter again," he said, laughing.

Kivalliq Regional Visitor Centre opens

Rankin Inlet Nunavut Premier Joe Savikataaq helped cut the ribbon to officially open the Kivalliq Regional Visitor Centre in Rankin Inlet on June 16.

The $3.8-million centre will provide a vital link between outfitters, tourist establishments, guides and tourists, he said.

He said the Government of Nunavut is committed to supporting the tourism industry and ensuring Nunavummiut benefit from this growing sector of the territory's economy.

"Unnganarniq (fostering good spirits by being open, welcoming and inclusive) is one of the guiding principles of Turaaqtavut," said Savikataaq.

In addition, the Nunavut Development Corp. will sell Nunavut artwork at the centre in partnership with Nunavut's Department of Economic Development and Transportation.

Many musical performers

Iglulik In addition to Canada Day and Nunavut Day activities, some performers are entertaining Iglulik residents this summer.

Leela Gilday, a Dene singer/songwriter from Yellowknife, was in the community to give a concert and to take part in a music workshop last week.

Twin Flames, a folk duo comprising an Algonquin Cree Métis woman from Ottawa and an Inuk Mohawk man from Nunavik, will be among the other acts to perform. Various singers and bands were scheduled come up from the Alianait Arts Festival in Iqaluit, which ran from June 29 to July 2.

Local singers will also take to the stage, said Jose Quezada, the outgoing recreation coordinator. Ghadihela Quezada, Jose's wife, has resumed the recreation role after taking maternity leave.

Lingering snow delaying recreational activities

Kinngait/Cape Dorset When the last of the snow is gone in Cape Dorset, outdoor recreation is really going to ramp up.

Some fine tuning will be done to the BMX track, said recreation director Will Sandoval and then riders will be able to do

their laps and get some air on the jumps.

"We want to be able to rake and tamp some stuff down," Sandoval said, emphasizing safety on the track.

Three-on-three basketball and little league baseball are also on the schedule for the summer.

There's plenty of community cleaning to come as well. A week's worth of cleanup efforts, with daily prizes, will be held after Nunavut Day. July 11 will bring a combined effort between the hamlet and the Department of Environment and there will be airline tickets up for grabs at that time, Sandoval said.

Two barbecues will be held in conjunction with the extended cleanup.

"We're going to focus on a different part of town each day.

It should be really good after," he said, adding that scrap metal, including old snowmobiles, will be rounded up and taken to the metals dump.

Summer fun with books

Nunavut Frontier College, a national charitable literacy organization, has free summer literacy camps beginning this week in 110 communities across Canada – including in Arviat, Cape Dorset and Taloyoak.

The summer camps are intended to" help children to maintain or build their skills over the summer and reduce summer learning loss, which can occur if children do not use their reading and writing skills between school years," according to the news release.

The camps are tailored to each community and there's an open invitation to parents, elders and community members to join in the reading fun with camp counsellors and children.

"Together they read with children, talk about the stories they've shared and lead the children in literacy-related songs and games," states the college.

The organization will also distribute 25,000 new books in the communities over the summer.

A community barbecue was held that Friday afternoon, bringing community members together to socialize while enjoying hot dogs.

Call for more Inuktitut at school, home 'English is so dominant,' says life-long educator

Knowing how to spell Northwest Territories as a young woman is what led Quaraq Pitseolak to a lifelong career in education – and now she's a key advocate for the Department of Education's literacy initiative Inuktut Titiqqiriniq, developed with Inhabit Education.

Pitseolak helped deliver the new resources, which she says are very useful, in February at a Qikiqtaaluk educators' conference in Iqaluit.

"We have it a lot easier than before because Inhabit has been helping us a lot with materials and resources. I really like their printing books, the one with symbols and the one with words. Kids really learn to do their printing properly.

Even the teacher resources are easy to follow. And they have videos of how you can go about it," said Pitseolak, who was part of the working group to help develop the materials.

"Having concrete materials helps a lot when you're teaching. And the leveled reading

– even non-Inuktitut speakers can read some of them."

Originally from the outpost camp at Markham Bay between Kimmirut and Cape Dorset, she held a summer job at the Hudson's Bay Company while still in school.

"This principal came to the office one day and told me to make a cheque to the Government of the Northwest Territories. I did. He looked at the cheque and says, 'Oh, you're the first Inuk I've ever known who knows how to spell Northwest Territories without asking how do you spell it,'" said Pitseolak.

"He really got interested because they were short of Inuit teachers."

The principal returned a week later and suggested Pitseolak apply at the school.

"I did and right away they interviewed me and I got the job as a classroom assistant.

I believe I went to Fort Smith the following year for five months, then I went back to Dorset and started working at the school here and there," she said.

Pitseolak also worked in

Pangnirtung and Clyde River, where she also taught as a substitute teacher.

Since 2004, after she received her bachelor's degree, she's been working at Joamie School in Iqaluit.

Pitseolak teaches in Inuktitut to a morning kindergarten class, Grades 3 and 4 in the afternoon, as well as half an hour of Inuktitut as a second language. She explains the Grade 4s are in transition, so they take English instruction in the morning. Pitseolak also does lunch-time beading with all grade levels in Inuktitut.

Her kindergarten class of eight students includes three very good Inuktitut speakers, with five English speakers who don't understand Inuktitut.

"I speak to them in Inuktitut first and then I interpret what I'm teaching in English otherwise they'll just sit there and not know what to do and the behavioural problems arise," said Pitseolak.

By the end of the year, those English-only children do pick up Inuktitut, but she says she encourages the parents a

lot.

"I say, 'If you don't speak Inuktitut at home they're going to be slower to pick up Inuktitut in school because just one teacher cannot do it," she said, adding, "They have to hear Inuktitut at home."

As for the Grade 3 and 4 students, who Pitseolak has been teaching since kindergarten, some of them do really well but others are starting to lose the language.

"If there's a lot of strong English at home, their English will be stronger. Not so much spelling-wise, but speakingwise. English is so dominant, they tend to pick it up really, really quick."

She says her own daughter, when the family moved from Cape Dorset to Iqaluit, did not speak English.

"As soon as we got here, two or three weeks later she was yakety-yakking in English."

Pitseolak says she's been wishing for Inuktitut-only schools. She says it hurts when students don't understand Inuktitut.

She adds the situation is

But the students are eager to learn and speak it.

"Even English speakers

are very keen," said Pitseolak. "But they tend to speak English with their peers. I say, 'Inuktitut, Inuktitut,' a hundred times a day."

But, bottom line, said Pitseolak, the territory needs more Inuktitut-speaking teachers and parents need to speak it at home.

BBQ kicks off Nunavut Arts Festival Six days of events, workshops, plus a popular art fair

Fourteen artists from across the territory will join artists in Iqaluit for six days developing their skills and sharing their knowledge with each other as the Nunavut Arts Festival gets underway July 4.

And the public is invited.

"Most of our programming focuses on the artist and their development, their professional skill development and their networking," said Nunavut Arts and Crafts Association's (NACA) manager of communications and membership Thomas Rohner.

"This year we're reserving a smaller number of spots in the workshops for the general public and a larger number of spots for Nunavut artists.

They are open to the general public but they are designed more with artists in mind."

But Rohner says it's important to point out, especially in Nunavut, people who aren't selling their art can be very good artists.

"In fact, according to an INAC report from last year, about a third of all Nunavummiut produce art in some form," said Rohner.

An example would be Babah Kalluk, the artist commissioned to design this year's festival logo, which is also

being printed on NACA's signature festival T-shirts.

Kalluk was born in Resolute – one of the last babies born in the community – and raised there and it's where he taught himself to draw. By day, he works for the Government of Nunavut's finance department.

Kalluk, who has drawn posters and illustrated books, hasn't been as active with his art of late, but examples of his work are intricate, detailed and striking. He provided a few different pieces for NACA's consideration and the team chose his rendition of the Inuit mythological character, named variously Innulaaq, Katutajuk, among others.

"We had to pick one that would look good on a T-shirt," said Rohner.

Kalluk says his mother bought him his first comic book.

"My first comic was the Incredible Hulk and I fell in love with that art style. I've always wanted to become an artist, since I was around five to seven. I started drawing more and more. Long winters, 24-hour darkness for three or four months. You've got a lot of time on your hands," said Kalluk, who now lives in Iqaluit.

But after high school, when he attended a portfolio development workshop, he

heard the words "starving artist" for the first time and repeatedly.

"I really didn't like that term. So once I came back I decided I'll just get a job to pay the bills and I'll draw and illustrate on the side."

Festival fare The festival programming is divided into events and workshops, offering a creative mix of options.

It all kicks off with opening ceremonies and a barbecue at Sylvia Grinnell Park Pavillion Wednesday, July 4.

All are welcome and admission is free for artists.

Events of note for the public are the artists' free studio time and the Nunavut Day Art Fair July 9. The free studio time is at Nakasuk School Friday and Saturday from 9 a.m. to 12 p.m. This is space provided for artists to prepare more work for the fair, but it's also a great opportunity for the public to visit, watch artists at work and chat.

"The Nunavut Day Art Fair is the biggest event of the whole festival," said Rohner, adding last year a continuous stream of people packed the Nakasuk School gym.

Workshops include: mould-making and casting with artist and professor Zeke Moores; sealskin upholstery with master upholsterer Pablo

Quiroz; traditional patternmaking with master seamstresses Koonoo Muckpaloo and Theresie Ukaliannuk; leather for bags and accessories with seamstress, designer and painter Tesh Kosowan; pixel art and 3D modeling, both with Pinnguaq; and art marketing for artists with the Winnipeg Art Gallery's retail operations manager Sherri Van Went.

"The workshops were selected to find a balance between developing artists and their skills but, also, appealing to the artists in the general public," said Rohner.

"For example, the mouldmaking and casting workshop is pretty much designed for established artists, such as carvers and jewelers. The workshop could allow them to reproduce, in a cost-efficient manner, for larger-scale sales."

Rohner gives the example of the sort of pieces sold at the airport, made and imported from outside Nunavut.

"There's no reason all that stuff couldn't be made in Nunavut and this is the exact kind of skill that artists would need to compete with other markets," he said.

He points to the leatherwork for bags and accessories workshop as a something both professionals and hobbyists would enjoy.

Recreation and Parks Association of Nunavut ready to embark on new youth recreation strategy

The Recreation and Parks Association of Nunavut (RPAN) is already off and running with its summer programming but there's the hope that it will become bigger.

And with some help from Nunavut Tunngavik Inc. (NTI), it just might.

NTI's Makigiaqta Inuit Training Corpora-

tion announced its recipients from the project concepts call from fall 2017 last month and RPAN was one of the groups chosen to receive funding.

RPAN's project entitled Leading The Way – Youth Recreation Strategy was awarded $875,000 over the next three years to help provide youth with leadership skills through parks and recreation.

KidFit returns to the capital

Iqaluit It was a popular thing the first time and it's back for another go-round this summer.

KidFit is returning to the Iqaluit Curling Club and it all begins on July 10. It will happen two days a week – Tuesdays

This funding will help us train people and get them involved in their communities."

Most of the focus will be on the Get Happy Summer Day Camp program, which is underway in several communities around Nunavut and the newly-piloted NU Play after-school program.

Anyone who attends must bring running shoes, a water bottle and comfortable indoor clothing. The program will run until Aug. 16.

Nunavut The Recreation and Parks Association of Nunavut (RPAN) hosted its annual general meeting on June 21 via conference call and it included elections to the board of directors. "Those are two programs we want to expand on and get into more communities," said Currie.

The planned expansion deals with combining both programs into a year-round youth initiative where youth are being trained and supported to run programs for children in their communities but Currie said there's a Please see Youth, page 19

Gymnasts hit the road

Vancouver The Aqsarniit Ujauttaq Gymnastics Club from Rankin Inlet was in Vancouver late last month for a very big competition.

The group of young ladies was competing in the Canadian Gymnaestrada, which was described by coach Lisa Kresky as part of the quest to qualify for the World Gymnaestrada in Austria next year.

The girls had two performances, first on June 29 at around 4:25 p.m. CDT and then again on June 30 at 11:55 a.m. CDT. See a future edition of Nunavut News to see how they did.

Naujaat bids a fond farewell Teacher, cadet leader feels sting of leaving after five years in Kivalliq

It was no easy decision for Lloyd Francis to leave Naujaat after five years.

"It's hard to sum up my time in Naujaat," he said. "I really felt accepted by the community and I'll definitely miss everyone there for a long time."

Francis had grown close to the community, the students he taught and especially the cadets of the 3055 RCACC that he helped become the best corps in Nunavut during his tenure in the community.

Francis, 29, said he was more worried about the future of the cadet program in Naujaat than anything else, as the time for his departure drew ever nearer earlier this month.

He said there is nothing solid yet, but he's still harbouring hope the program that is near and dear to his heart will continue.

"There is a little glimmer of hope that someone will be taking over," said Francis. "I became an air cadet when I was 12 years of age in September of 2001, remaining a cadet for

the next six years and I worked with the same squadron during the four years I did my undergraduate studies in Cape Breton, N.S. "I also worked with the army cadet program in Antigonish, N.S., during the two years I was there to do my bachelor of education before leading the Naujaat corps for five years."

Francis said the kids really made his five years with the 3055 RCACC in Naujaat an easy time.

He had a great core group of cadets including senior cadets Anita Kopak, Jonathan Ijjangiaq, Gene Siusangnark and Terance Mapsalak, he said.

"Having a strong leader at the front of the cadets made it easy for me to do some of the work I did," he said. "From my perspective, I just looked for as many opportunities for the cadets as possible, because I was fortunate enough to get so many opportunities from the cadet program when I was a kid. If it wasn't for cadets, there's no way I would have been able to have so many wonderful experiences as a kid."

Between cadets and Tim Hortons Camp, that was all Francis was able to do as a youth

because he came from a background where his parents couldn't afford to put him into organized sports and other activities, he said.

Seizing opportunity When Francis found opportunities for the Naujaat cadets – and find them he did – they never let him down.

They almost always excelled at whatever adventure they were on and always did a great job representing Naujaat and Nunavut.

Francis said the land trips he participated in with both the school and the cadets, "were just amazing and I will never forget some of the trips we were on together like taking 20 cadets to Port Alberni, B.C., this past year, as well as going to Europe with four cadets."

Francis said when he was making the decision whether to leave Naujaat this year, the 3055 RCACC was the biggest thing in the pro column of keeping him in the community.

He struggled with his decision for a while because he didn't want to leave for the sake of the future of the program.

"I worried a little bit that some of the kids

might think I was abandoning them, but I think they understood," he said. "A lot of people realized I stayed in Naujaat longer than a lot of teachers do, so I did receive a lot of thank yous from the community for staying as long as I did. I do feel a little bit like I'm leaving them, but I know the community does want the program and a lot of people support it, so now it's a matter of putting the pieces in place to keep it going next year."

Francis said he timed his announcement to coincide with the corps' 20th anniversary celebration this past March.

He said he timed it so the kids and the community would know he was leaving and still have some time to deal with it.

"I didn't want to keep it a secret and then just spring it on them when it was time to leave, so I think they had some time to adjust," he said.

"There's some apprehension among the cadets over the fate of the program with me gone, but I still have faith the community is going to come through and the program will still be there next year."

"We want to hire some cultural experts to be part of the team and hire contract workers to help develop a training curriculum," she said.

"We want them to be facilitators on how to introduce such things as Arctic sports to the Get Happy program and use local resources to build qamutiks and even throat singing."

There's also the goal of hiring people from the regions to go into communities and work with youth on sport, she added.

"We would help by giving those people who go into communities support," she said.

"The funding from NTI will help us get into more communities so we can employ more people under contract, which gives us more of a presence in terms of local and regional support."

In a press release, NTI president Aluki Kotierk said seeing

more Inuit gain employment is always a plus.

"I look forward to seeing efforts to enhance the preparedness of Nunavut Inuit to participate in employment," she said.

Former premier Paul Quassa also said in a news release that the Nunavut government was pleased with how Makigiaqta was progressing.

"As the work of the corporation continues, the government looks forward to more opportunities to enhance educational and training options for Inuit in Nunavut," he said.

He's rightfully been suspended by the network, which was followed by the standard apology, written by him, of course, right?

But don't judge Mexican fans by this dingus. Everyone else who cheers for El Tri was out in full force, even taking to the South Korean embassy in Mexico City to have a fiesta. The coolest part? Byoung-Jin Han, South Korea's consul-general in Mexico, even came out of his office to join in on the fun, where he was promptly hoisted upon some shoulders like a conquering hero and even shotgunned some Jose Cuervo Gold.
