Took my granny, May Keenalik Haqpi, out of town for the day to get some fresh air a couple years ago. She was wearing crocs when I asked her if she wanted to go, she got so excited to get out of town for a while she forgot to change footwear. Learning the ancient language of songs Seven elders share once-banned tradition in pisiit course

Seven elders, each with a pisiq they carry within them, arrived in Iqaluit in early August to teach 32 students some of what they know about these songs of healing, hardship and journeys.

More than 50 people from outside Iqaluit applied, but Qaggiavuut had funding to bring in 20. Anybody in Iqaluit was welcome to join.

“The most important thing to identify was who are the last knowledge keepers of pisiit,” Qaggiavuut’s executive director Ellen Hamilton said about the one-year process of developing the course.

“Annie (Petaulassie) and I just started with who we knew had pisiit. We were particularly interested in the pisiit that were at risk of being lost.”

Petaulassie interviewed the elders – the interviews were recorded, as were the songs.

Pisiit Course: Inuit Ancient Songs from the Masters is the first course offered by the newly minted Qaggiq School of Performing Arts, a partnership between the Qaggiavuut, the Nunatta Isiginnaartitsisarfia (National Theatre School of Greenland) and the National Theatre School of Canada.

ing by Qaggiavuut, which it has been doing here and there since 2012.

Hamilton says pisiit are the foundation of Inuit performance art, and recording the story behind the song was also essential because the language of pisiit is no longer common even for those fluent in Inuktitut.

Qaggiavuut’s vice chairperson Rhoda Ungalaq recalls that as a young woman taking her Bachelor of Education, she was asked to go to Iglulik to document such songs and turn them into lessons, with information about the composer, a glossary, and written notations so they could be reproduced with any instrument.

“I thought, ‘Oh my goodness, I don’t like ayaya songs.’

I was maybe in my thirties.

I didn’t like those songs because I did not understand the words. Instead of saying ‘polar bear,’ ‘nanuk’ … in the song it’s ‘qakuqturjuaq,’ the big white one. Instead of saying ‘tuktu,’ they would say ‘nagjuligjuaq,’ said Ungalaq.

Arriving missionaries essentially sought to erase these songs, because they didn’t understand them. Those efforts were more successful in the Eastern Arctic and, moving westward, less so – as the east, especially south Baf-

Francois Kaput of Rankin Inlet was one of seven elders who led a course on pisiit offered by the Qaggiq School of Performing Arts in Iqaluit in early August. Kaput, whose father composed pisiit, sang a song composed by his older brother. fin, was more intensely colonized from an earlier date.

Pisiit served several important purposes – they are healing songs and sacred songs – and erasing them is equivalent to erasing the existence of the renowned composers and poets of the classical European world. Pisiit are no less complex than a European creation.

“It’s like poetry, like Shakespeare,” said Ungalaq.

Hamilton recalls starting the first Inuit theatre group in Pond Inlet with Pakak Innuksuk – the drum instructor for the pisiit course – about 40 years ago. No pisiit were sung in the community, and Hamilton and Innuksuk were told by elders they couldn’t remember any.

The songs had been banned in their lifetime. Hamilton and Innuksuk brought elders from other communities to teach

the theatre group pisiit.

“When we did that first play, elders began to cry when they saw young people sing pisiit. We actually had to stop the play for a few minutes because the elders were crying so loudly in the community hall. They remembered their elders singing that music, and they’d been told to not sing it,” said Hamilton.

Elders then began to come forward and share songs that are now more well-known.

They are sung in schools and choirs.

At the culmination of the week-long pisiit course, a graduation concert was held.

The songs sung by the students and elders Aug. 9 hadn’t been heard in public for over 50 years.

Ungalaq feels differently now than she did in her thirties.

“I feel great, because the young people who came to learn these songs are going to carry these songs,” she said.

As it turned out, it wasn’t as simple as learning three songs a day as planned. The complexity of the songs meant 30 hours of class time just wasn’t enough.

The students learned the chorus of the pisiit. But each song has been recorded and filmed, and as the elders put it, the pisiit must be learned by

listening, and one elder said it takes two years to learn a song properly.

“The notes are complex,” said Hamilton.

All students will receive a written songbook and a flash drive with the recordings.

Qaggiavuut will also be creating a digital application with all seven songs, including videos and learning activities. Another pisiit course is planned for November.

'A professional concert' “Ten Inuit singers who took this course will return to do a more advanced course, and they will create a professional concert. We’re hoping that show will tour Nunavut communities,” said Hamilton.

Chad Hayohok, a 28-yearold drum dancer from Kugluktuk who created his community’s first drum dance group Ualinirmiut several years ago, took this first course.

“Qaggiavuut’s first pisiit course was something that struck me from the moment I heard about it. I thought to myself, What a beautiful opportunity to learn more from such beautiful knowledge keepers, and learning with peers. I am forever grateful to have been given this beautiful opportunity,” he stated by email.

Miriam Aglukark learned the traditional song she brought to the pisiit course offered by Qaggiavuut at the request of elder Martha Qammukkaaq.

"Siutinnuaq made the song for the generation to remember the story. He was an elder, the father of Qirniq. His children are still living. He lived somewhere close to Ikaluktutiak (Cambridge Bay), near Gjoa Haven," said Aglukark, via interpreter and researcher Annie Petaulassie.

"Her name was Qammukkaaq, but she got the name from her husband – who was the relative of the composer."

Aglukark says Anglican and Catholic priests didn't want the people to sing the traditional songs because they thought it was shamanism.

"They stopped them. But they were not shamanism.

They used to sing the traditional songs for healing, to try to make themselves happy even though they are going through a hard life."

As Aglukark explains, the songs tell a variety of stories. For example, they sang about long journeys, naming the places they went through.

"Some of them made a song about a place where they were camping and when they got

sick, they moved to another place. That's one of the things they sang about," she said.

"Inuit used to believe that if they lived in the camp for too long the people of the land got tired of having them camping there, and they have to leave, and come back next year.

That's how they got the song, by singing about the camp."

They also sang about camps where they got hungry or starving, and having to move on to another place to look for game.

"The people used to migrate from place to place to look for where they can find the animals to hunt, a better place to hunt the animals.

They wanted their family, their children to survive," said Aglukark.

She says when she was younger she didn't want to learn how to sing because she was told, "When we're singing traditional songs it has to come from the chest, and at the church they sing somewhere more from the throat."

Aglukark demonstrates how the hymns of the church differ from pisiit.

Hand to heart, she shows how pisiit resonate from a breath deep in the chest, near the heart, while the sound of hymns are located higher.

"I kept the song in my mind in the way the composer sang it. He was walking as a man, proud. I was acting like a man, while I was singing. That's why I liked that song," she said, moving her body as she explains with a grin, emulating a proud man walking.

Aglukark learned another song from her grandfather, Tuutiaq, and she sings a bit of it for Nunavut News.

"When I was a kid I used to hear that song. The composer was saying that when he was out hunting for the seals he wasn't able to catch one even though he did everything he could.

"It's a long, long song, that's why I didn't sing it (at this

course)."

She says she learned those two songs because she liked them so much.

About the pisiit course, Aglukark says she's happy to teach the youth the traditional songs because it encourages them to learn to have a better life.

"These songs really encourage young people to learn they can have a better life, to not get into trouble. Nowadays, they do all sorts of things to live in a way that parents or people don't want them to live.

"I like to teach the youth the traditional songs because by memorizing the songs they can learn that they can have a good life and it can encourage them to live that way."

Protecting the North for 54 years Pond Inlet’s Ookookoo Quaraq has seen many changes during his tenure

Ookookoo Quaraq has never tired of search and rescue training exercises and teaching younger Rangers how to build iglus so they can survive on the land.

He’s been doing it for 54 years.

There were few Nunavut Rangers in 1964 when Quaraq enlisted to help address the need, he says. He was around 20 years old at the time.

Since then, he’s been on multiple patrols to the North Pole.

“He’s very proud of going there three times,” interpreter Christine Ootova says. “He went (one time) on a sunny day and he said it was quite an experience for him.”

The number of exercises has increased, the amount of equipment has grown and the technological

advances have been numerous over those 54 years, Quaraq acknowledges.

“He prefers it today,” Ootova says after asking him if patrols are better than in the past. “Sometimes it’s really hard but he still is a Ranger and he enjoys what he does.”

Something else that has changed over the decades is the weather, sometimes making travel by snowmobile and all-terrain vehicles more perilous.

“Climate change has really affected the North. The ice is starting to freeze later than it used to before and it takes longer for the ice to freeze (in the fall) now because of climate change,” says Quaraq. “Now it’s unpredictable. One day it would be clear blue sky and then all of a sudden it will be windy... We used to have endless, beautiful blue sky in

Pond Inlet, now it’s cloudier than it used to be.”

Despite the danger, he’s never come close to losing his life on the land, he says. The worst he’s suffered was an injured back when he fell off his snowmobile.

In addition to a Commissioner’s long-service award, Quaraq has earned the Canadian Decoration (4th Clasp), Special Service Medal with Ranger Bar, Queens Diamond Jubilee Medal and the Canadian Forces Decoration, according to 1 Canadian Ranger Patrol Group.

How much longer will he serve?

“There were a couple of times that he wanted to retire but he knows so much about the land and survival skills and they need an elder to guide them,” says Ootova. “He wants to continue being a Ranger but he’s not sure how long.”

Improving health through Inuit tradition Elder Gamailie Kilukishak advocates for a return to culture and principles of the past

Elder Gamailie Kilukishak says he remembers when Inuit culture and principles were the only way of life, when physical and mental health flourished as a result.

"We could use traditional ways of dealing with mental health and wellbeing in Nunavut," Kilukishak says through interpreter Christine Ootova. "We used to counsel our people. There used to be an (Inuk) counsellor in our community... We survived on the land and so our health and wellbeing is always first priority."

Prior to Western influence, Inuit "lived in harmony. They had resilience," he says. "They had a very peaceful life."

Kilukishak, 85, shared his views for two terms on a traditional knowledge committee known as Inuit Qaujimajatuqangit Katimajiit, which advises the Government of Nunavut on Inuit language and culture. Despite the existence of that committee, he believes the GN isn't doing

Kilukishak spent most of his early life on the land in the Tununiq area, but also lived for a while near Arctic Bay and Iglulik. He travelled by dog team as a young man, and admits that modern modes of transportation are superior.

"Today you have the comfort of going on planes. He really enjoys that part," Ootova said.

Sen. Dennis Patterson presented Kilukishak with a Canada 150 "unsung hero" medal earlier this year. The nomination for that award describes him as having "maintained and lived his Inuit culture as a great example to others and the generations growing up around him.

"He has always been a strong promoter of the Inuktitut language and passed his knowledge on to younger people by attending many workshops, discussion meetings and appearing on radio shows over the years... He has been an important part of the local elders group for many years, helping to to preserve the past through storytelling for the future generations to listen and learn from."

This week, elders from Nunavut and Nunavik will gather in Sanikiluaq to share stories and experiences, as well as have fun and play games.

We wish all attendees safe travels and a wonderful gathering.

Our youth have been busy this summer – at home or travelling the North, Canada and beyond – sharing and gathering knowledge as well.

From the Baffin youth travelling south to learn about tall ships, to those canoeing down the Coppermine River to those learning at summer camps in our communities’ schools, our youth are learning and growing to be our future leaders. Reflecting on Pinnguaq’s computer coding camps, Actua’s science camps, city day camps, and the aforementioned trips, we know there’s a real effort to make this happen.

But we must also acknowledge that there is not enough opportunity for each child in Nunavut to enrich their summer, let alone their school year. Too many are still in positions where they are unable to afford or access programs in their hamlets.

This is why we welcome the efforts of Qaggiavuut, Iqaluit Action Lab, communities and individuals who are working to provide youth with a connection to the holders of traditional knowledge in Nunavut’s

communities: the elders.

Qaggiavuut recently introduced a program that is helping bring once-banned Inuit songs back to life and a new audience of young Inuit.

Iqaluit Action Lab continues to bring elders and youth together on land trips. These are just two of the programs running this summer to help build that connection.

A study published this year by Candice Waddell of Brandon University, mainly working in Cape Dorset, found that modernization and relocation has left elders feeling less respected, and that they have less of a voice with youth in their communities.

And there’s no way to sugarcoat the truth about the state of elders’ knowledge. As each day passes, we lose another chance to learn from them. Some day we will no longer have access to those who were born and raised on the land. It’s now or never.

Waddell found that leaning on elders for their knowledge is important to a community’s wellness. The

knowledge transfer builds resilience and strengthens Inuit by supporting their culture and identity.

We need more access to programs that support Inuit culture.

Schools and government-sanctioned land trips may seem to many as a way to take a day off from work but this underestimates the power that reconnecting with the land can have on an individual’s sense of inner peace, and that affects everyone that person encounters, sometimes an entire community. It matters.

Support the Inuit way of life because there are southerners living in Nunavut who wonder why the federal government should send any money to the territory. The people should be able to stand on their own, these people have said to us, and if they can’t they should move south.

Don’t lose sight of the fact that it’s going to take time to build Nunavut into the territory imagined in the Nunavut Agreement.

It will be worth it.

Nunavut will no longer be Nunavut if it stops reflecting Inuit values.

That’s why it’s important to look to the elders, lean on them for guidance and absorb their knowledge.

And if you’re in a position to help make that knowledge transfer possible, know that you’re doing important work that will pay off in the end.

Respect for our elders When you see the word ‘elder’ show up, it can be taken in context of two interpretations: elder as in a director type position, or elder as one that has lived life, mentored others along the way and is approached for advice on matters of life.

My parents are both deceased but when I come into a situation or crisis or hardship, I think back to when they were with me and I try and figure out the kind of words they would express to me to resolve or work out in that instance.

I can recall words of encouragement, not judgemental, and speaking from the heart and from their experiences. Some of the directions they give were as a direct result of some of their past experiences and they do not want anyone else to go down that path of disappointment and

pain. Other words spoken by these elders are words of wisdom and foresight. We cannot go back to the way it was when we were younger but we must try and adapt to the changes and apply our inherent aptitudes to carve out our life today.

Our elders have character, integrity and wisdom for all of us. As we prepare for a hunting or fishing trip, they will remind us to read the weather, pack enough provisions and then some, ensure we have the gas to reach our destination, to be able to traverse within our projected hunting grounds and then enough to return home.

These remarkable people have gone through what today’s generation only hear about. There were times when harvesting and trapping was difficult. Not necessarily because of low numbers in foxes or seals or caribou but they had to

contend with the harsh weather. We think we have high winds and a blizzard or two but they had to endure in iglus and cook with and light up their dwellings with stone qulliqs. When the whalers arrived they were introduced to the .303 and .30-30 rifles which then began to enable them a bit easier in their harvesting. They traversed with dog teams and skin kayaks and were skilled in these modes of transportation.

They always had a sense of co-operation amongst themselves and did not leave anyone in need or want. The IQ principles are a prime example of their sense of community and wellbeing. They were inclusive and caring and resourceful.

Their thoughts and words are not uttered or spoken for attention to themselves but for the lifting and encouraging of any who will

hear them. They show concern for anyone who crosses their path. They are so quick to offer tea, a bowl of soup or a morsel of meat.

The elders have earned our respect because they experienced hard times and tough times but they did so with pride and confidence. The least we can do for them is to have them feel included in our daily lives and as part of the community.

In all of our communities across Nunavut, our list of elders is depleting rather quickly. The change in diet and lifestyle has taken its toll and we see the results of this.

Our elders must be held in high esteem and given the respect and admiration due them.

Weather here on the island has changed so much lately. We barely had summer and now it feels like fall time already. We have had lots of winds and many more rainy days. Dressing warm in August is different. We have hunters, fishers who wait for weather due to whitecaps on the ocean out at camps and mainland. Always be safe.

Good luck to all the youth returning or entering universities and colleges across country. We welcome Nunavut Arctic College students and their families. Have a great year in our wonderful community.

Elders honoured for lifetime in performing arts Qaggiavuut Society recognized three elders Aug. 9 in Iqaluit

At a public gathering the evening of Aug. 9, three elders received lifetime achievement awards from the Qaggiavuut Society for their outstanding contributions to the Nunavut performing arts.

Qaggiavuut is an organization dedicated to training and supporting Inuit performance artists, and building a performance arts space and school in the territory.

Susan Avingaq and Madeline Ivalu of Iglulik, and Sidone Nirlungayuq of Kugaaruk were each honoured, with Nunavut Commissioner Nellie Kusugak presenting them with their awards.

"This year we knew who was coming (to Iqaluit) for the pisiit project, and we've been wanting to give Madeline and Susan the award for a few years now because they are our advisors," said Qaggiavuut executive director Ellen Hamilton.

"They've been our advisors since we formed in 2010. Susan actually gave us our name. They come to every summit.

They're among our 15 elders who advise us on everything we do. If we make any big decisions, we always check with the elders."

Both women also contributed stories for the theatrical performance Kiviuq Returns, which toured nationally.

The following are Avingaq, Ivalu, Nirlungayuq's achievements, as described by Qaggiavuut: Avingaq is a film producer, director, actor, writer. She is a Genie award-winner for best screenplay, best art direction and best music.

She tirelessly teaches youth Inuit culture through music and stories. She is an advisor to Qaggiavuut and gave the society its name.

Qaggiavuut is a traditional term meaning come into the qaggiq that we build together.

An award-winning writer, director, actor, costume maker, Ivalu is one the greatest Inuit actors working in film up to today. She has received three Genie awards for best actress, best direction and best screenplay. Her latest film, Tia and Piujuq, will be released this year.

Nirlungayuq was one of the first Inuk actors most Canadians had ever seen on television as the beautiful young woman in the NFB's Netsilik Series. In the 1960s, Sidone portrayed what it was to be a young Inuk mother and wife in traditional times. Since then she has continued to share her culture and language through music and teachings – she has been a leader in her community's Inuktitut choir for decades.

Family Services looking at second-stage housing fix

Building 534 in Iqaluit, which once housed the Akausisarvik Mental Health Treatment Centre and has sat empty since May 2013, may soon get a second life as second-stage housing for women.

In an e-mail obtained by Nunavut News in early August, the Department of Family Services, which recently acquired the building, is seeking community support to apply for funding to redevelop the building.

"The proposed use for the building is three-fold; a new home for Tukisigiarvik, transitional housing for women, a possible daycare for children under the foster care program," stated the e-mail.

"We are submitting an application to CanNor to get redevelopment funding.

"Community support will strengthen our chances of a successful application.

"I can provide a general letter with all the information upon receipt of your consent."

The department would only confirm with Nunavut News

that the Government of Nunavut building had recently been transferred, and declined to provide a date.

"There are repairs that need to be done in order for it to be up to code" stated deputy minister Yvonne Niego.

"Family Services cannot do anything with the building until such time.

"The department cannot comment on potential uses. The department cannot speak to any proposals for funding at this time."

The department declined to estimate how much it would cost to bring the building up to code.

Lightstone says it's time to act.

"The recent unfortunate incidents highlight that. The Government of Nunavut can't afford to construct and operate these facilities, but I think there's an avenue for partnerships out there. But I think the government should be making some funding available to assist this non-profit in constructing these facilities," said Lightstone, referring to the non-profit YWCA Agvvik Nunavut which runs the Qimavvik emergency shelter for women and children fleeing violence.

Lightstone mentions Family Services and the Nunavut Housing Corporation.

The Department of Family Services is aware of the need for more shelters across the territory. It is also aware of the need for second-stage housing to take women into the next phase of healing and independence.

"Within our 2018-19 business plan is strengthening our existing resources. The following year it will be developing additional resources. That involves emergency homeless shelters, respite and transitional housing," said deputy minister for Family Services Yvonne Niego.

But she says he GN can't just replicate southern models.

"Because there's an overall general lack of housing, whatever we put into things like transitional housing may take away from other housing priorities," Niego said.

The department participated in the national point-in-time count on homelessness in April, which took place in Cambridge Bay, Iqaluit, Kugaaruk, Kugluktuk and Rankin Inlet. It has also conducted its own homelessness survey in Pond Inlet, Clyde River, Gjoa Haven and Arviat.

The department also hired Consulting Matrix to help guide the government.

"We know that second stage is a need that's evident," said the department's senior planner for homelessness initiatives Angela Briffett.

"We all agree on that point. Who is the target population? Who is most in need? Where would second-stage housing best be suited? We need to look at communities' strengths, communities' capacities to operate such facilities."

The department declined to share the report, stating it was an internal document, though Niego did say, "This research speaks for the people."

The Nunavut Housing Corporation is also

pursuing research of its own, it said, including a needs assessment of Nunavummiut requiring support services to quantify the demand for purpose-built units able to accommodate supportive services or programs and a housing need and demand study to determine the housing needs of Nunavummiut.

"The Nunavut Housing Corporation is currently in discussions with the Canadian Mortgage and Housing Corporation to finalize a bilateral agreement that will work to address the need for second-stage housing. Unfortunately, we can’t really say anything more definitive while this is being negotiated," stated senior communications officer Josh Long.

North is underfunded Even Yellowknife isn't the ideal secondstage housing model for import into Nunavut, said Niego and Briffett.

"We share a lot of similarities, but there are quite significant differences. Their overcrowding, I think, is not as significant as what ours is," said Briffett.

Lynn's Place in Yellowknife, a secondstage facility with six bed-sit single units, ten two-bedroom and two three-bedroom units, is staffed and secure, with programming. It opened in 2014. Whitehorse's second-stage housing facility for women and women with children fleeing violence opened the year before.

Executive director for the YWCA in Yellowknife Lyda Fuller says that's 20 years later than the rest of Canada, noting the North is poorly funded in this area. Fuller says getting secondstage housing in Yellowknife was a long slog.

"There were times I thought it would never happen in my lifetime."

It took the City of Yellowknife buying property at a cost of almost $1 million and the territorial housing corporation, which contributed $2.93 million, working together to make Lynn's Place happen.

Additional fundraising by the city was required, then the YWCA raised money to furnish the building.

YWCA Agvvik president Alethea ArnaquqBaril has hopes.

"There are new developments happening.

There are parcels of land. Maybe with the knowledge that people need second-stage housing someone might step up and provide the land. The government is trying to take steps towards reconciliation and reversing intergenerational trauma – there might be partners in the government," she said.

"With a relatively new bunch of MLAs in the territory, we're hoping that they might have some fresh energy for this. It's doable."

Iqaluit artist Greg Morgan graduates, wins top prize

Iqaluit These have been heady times for artist Greg Morgan, who now calls Iqaluit home.

The well-known and sought-out master carver graduated from the Nunavut Arctic College with a diploma in jewelry and metalwork, and won BMO Financial Group’s 16th annual BMO 1st Art! competition.

Morgan says the college program meant a big change for his art – his carving now includes intricate silver work – which is what won him the BMO prize. Morgan created the winning piece, Legend of the Qulliq, with sterling silver, dix gold, ivory, polar bear claws, and a polar bear carving to represent its importance in Inuit culture.

The artist received $7,500, and his work, along with the 12 other provincial and territorial winners, will be showcased at the Justina M. Barnicke Gallery at the University of Toronto Nov. 15 to Dec. 8.

While he’s happy about the prize, Morgan is even more happy about graduating.

“I’m proud of myself that I graduated from college,” he said.

“I didn’t expect it would happen, but it happened.”

Perhaps most importantly, Morgan, his wife and their five daughters were able to find housing – a major worry after graduating and having to vacate student housing.

Morgan now hopes to join Mathew Nuqingaq at his Aayuraa Studio in Iqaluit.

Butt pickers unite!

Sanirajak/Hall Beach Butt picking is a desirable activity in Hall Beach, at least when it rids the community of cigarette remnants.

That’s what close to 10 adults and 15 teenagers did last week, Monday through Friday, when they had time. There were prizes available for the most prolific members of the Butt Picking Challenge. Wellness coordinator Loreen Anguratsiaq, who was overseeing the initiative, said there were many cigarette butts lying on the ground outside public buildings.

“My main message to the community was that cigarette butts are (unsightly) to the community and also unhealthy,” she said.

“But it’s a lot cleaner within a few days now.”

Bringing home beluga

Kinngait/Cape Dorset Hunters in pursuit of beluga boated to Southampton Island in early August and most got what they were looking for, according to Mayor Timoon Toonoo.

“They had quite a bit of success,” Toonoo said. “They brought back quite a bit of maktaaq and people in the community were happy, I think.”

Toonoo and his brother were among those successful hunters. A community member made a public post on Facebook last week thanking the Toonoos for sharing their catch.

“We appreciated your kindness very much,” she wrote.

Sajjan raises flag, bestows honours

Ikpiarjuk/Arctic Bay Minister of National Defence Harjit Singh Sajjan dropped in on Arctic Bay the morning of Aug. 15.

The minister’s agenda included bestowing honours on senior cadet Sgt. Sharon Pauloosie and commanding officer 2Lt. Adrian Dzioba, who both received the minister’s coin of honour.

“They (the minister and his entourage) were all driven to the Nanisivik Naval Facility for a quick tour. The facility is currently under construction, though nearing completion in about a year,” stated Dzioba by e-mail.

There, the minister presented the Pauloosie and Dzioba with coins.

Sajjan raised the Nunavut and Canadian flags at the facility surrounded by the Inuit workforce, said Dzioba, before heading out to Winnipeg aboard a Hercules in the early afternoon.

Feds deliver funding for entrepreneurs and education

Iqaluit Minister of Natural Resources Amarjeet Sohi, in Iqaluit for a federal, provincial and territorial Energy and Mines Ministers’ Conference, also made two separate funding announcements on behalf of Minister of Innovation, Science and Economic Development and the Minister responsible

for CanNor Navdeep Bains.

Sohi first appeared with Kakivak Association vice chairperson Annie Quirke, where he revealed three more years of funding to the tune of $2.6 million for delivery of the Entrepreneurship and Business Development program.

Quirke was pleased with the funding.

“Kakivak is a community economic development organization serving Inuit by providing programs and services to enhance the strength of communities in the Qikiqtani region,” she said.

Quirke said an important part of its services is providing support for Inuit-owned business, and this funding helps to do just that by providing equity investments. “(It) is very effective,” said Quirke, adding the prior threeyear partnership with CanNor saw $3.2 million support 32 projects.

The success of Nunavut Arctic College’s Northern Adult Basic Education Program, dedicated to improving literacy and numeracy skills so working age adults can participate in the labour market, has led to a three year extension.

The college received more than $6 million to continue with program delivery.

“Our focus is to empower Nunavummiut and provide them with the necessary tools and skills to advance in their educational path, in order to create a better future for themselves and for the territory,” stated college president Sheila Kolola.

“We are pleased the Government of Canada has continued to support post-secondary education in the North.”

Grilling up some franks and patties

Iglulik Those with a fondness for grilled grub are in luck in Iglulik this month. The town cleanup barbecue, organized by the Hamlet of Igloolik, was set for Saturday.

Recreation coordinator Ghadihela Quezada said she expected to have 400 hot dogs and 400 hamburgers to hand out.

Members of the community’s young cleanup crew were also going to receive certificates Saturday for rounding up so much litter earlier this summer, Quezada added.

“We’ll be thanking them for their hard work,” she said.

Residents on the lookout for the next food giveaway should mark Aug. 25 on their calendars. Feeding Nunavut has a barbecue planned for that day.

Natan Obed re-elected ITK president Incumbent ran against Peter Williamson and Peter Ittinuar to retain the position

Natan Obed was re-elected president of Inuit Tapiriit Kanatami (ITK) with a majority votes from the 13 delegates at the organization's annual general meeting in Inuvik, Aug. 16.

"I'm very pleased. The confidence that Inuit have placed in me to be the national Inuit leader is something I take very seriously. I feel like I did this job to the best of my abilities in my first term, and wanted to continue the good work that we're doing on things like suicide prevention, housing, education and language," said Obed.

"So to have that confidence in me from Inuit leadership means so much to me and I'm really excited for the next three years."

Former Nunatsiaq MP Peter Ittinuar and former policy analyst Peter Williamson were also in the running for the presidential position.

In Obed's campaign speech, he emphasized the importance of continuing to expand ITK's work with the National Inuit Suicide Prevention Strategy.

"We're in year three of implementation of the 2016 National Inuit Suicide Prevention Strategy. On day one of the strategy, we had $9 million over three years allocated from the health strategy. So the next phase of our implementation will hopefully be a 10-year strategy," he said.

ITK is working with the federal government

to develop a10-year investment and action plan to continue the suicide prevention strategy.

In addition to continuing work to prevent suicide among Inuit, Obed said another priority in his next term will be to push for more control over the funding Inuit regions receive.

"The ability for Inuit regions to decide how money for Inuit flows into their communities and who delivers that and the terms of that delivery, that's an important step in self-determination and one that ITK has been pushing with this federal government," he said.

"Inuit regions are responding to that in different ways, but the key consideration now is that Inuit regions have the ability to decide.

"So perhaps in some cases, the territorial or provincial government will still deliver the program or the service, but maybe in partnership with the Inuit region rather than just in a bilateral relationship."

Obed said ITK will also be working to improve housing, tuberculosis elimination, children and youth initiatives and the creation of First Nations, Inuit and Metis federal language legislation.

He added that it is important to him to ensure that all 51 Inuit communities are considered when doing this work.

"There is lots of work to do across the four Inuit regions," he said.

Rankin Inlet slo-pitch squad shows Nunavut competitive on national stage

Any team from Nunavut that heads to a national slo-pitch championship now has a benchmark for the future.

Team New Era of Rankin Inlet showed Nunavut can be quite competitive on the national stage with a strong showing at the annual SPN National Slo-Pitch Championship in St. John's, N.L., from Aug. 2 to 6.

Playing in the co-ed division, the Rankin squad went 2-2 in round-robin play before being eliminated 18-16 by Newfoundland's Yes B'y in playoff action.

New Era took the championship banner in two national qualifier events this past slo-pitch season, claiming both the Calm Air Cup in Rankin and the first annual Hudson's Bay Classic in Churchill, Man. The national tournament in St. John's featured action in men's, women's and co-ed divisions.

Connor Faulkner of Rankin Inlet – who is entering his third year of environmental studies at the University of Manitoba – said he was thrilled when he and fellow teammate Sidney Nichol were asked to join New Era for the national championship.

He said the Rankin squad was in every game and could have made a lot more noise at the event with a bounce here and there going their way.

"I found the level of ball in Newfoundland to be almost exactly the same as what we have in Rankin," said Faulkner.

"It really was just a matter of producing runs when you had the chance and limiting your errors.

"Every game was a case of which team played the best defence, while cashing-in on their offensive opportunities. I would expect whatever Nunavut team competes at the next national tournament to be in the running for the championship."

One last summer camp

Iqaluit The last two weeks before the unofficial end of summer in Iqaluit will see youth get the chance to learn about recreation.

The city's recreation department is hosting the Recreation For Life camps, happening at the Iqaluit Curling Club, the

Faulkner said he found the format to be fair and exciting.

He said it was also a lot of fun to socialize with players from the other teams at the event, and to take part in a number of Newfoundland traditions.

"Playing ball was the biggest part of the trip because that's what we were there for, for sure, but exploring St. John's during our down time was simply amazing.

"The people were great and the hospitality was just awesome.

"Everyone mingled on the ball field and made a lot of new friends.

"We got really close with the team from the

weeks of Aug. 20 to 24 and Aug. 27 to 30. The focus of the camps is on fitness and nutrition while also looking at mindfulness and contributing to the community.

Most of the programming will be at the curling club but there will also be visits to the aquatic centre and the fitness studio.

Each camp day will run from 9 a.m. to 5 p.m.

Futsal tournament dates set

Nunavut The Nunavut Soccer Association has announced where and when the U18 Nunavut Futsal Championships will be taking place.

Iqaluit will host the tournament for the boys and girls tournaments and the dates are Nov. 2 to 4. This will not be used as an identification event for the 2020 Arctic Winter Games.

Faulkner said this was his first trip to "the rock" and it exceeded all his expectations.

He said he loved the experience and he'd definitely go back if given the opportunity.

"For us, we had the odd breakdown where teams would max-out their six runs in an inning, and those few little errors here and there really cost us in the long run.

"One thing we noticed there was that having a girl who can pitch makes a huge difference in the way you can set up in the field.

"We only played one team that used a male pitcher the whole tournament, and we saw that having a female pitcher allows you to have four guys in the outfield which can make your defence look pretty darn good.

"Our offence was good the entire tournament – including our female players – and Germaine Tatty hit an absolute rocket over the left fielder's head in our playoff game that made him look pretty silly."

Registration packages have a lready been sent out for this year's tournaments and the deadline to return the package is Sept. 14.

Board position filled

Nunavut The Recreation and Parks Association of Nunavut (RPAN) now has itself a full board of directors.

Wynter Kuliktana of Kugluktuk was appointed as the director-at-large from the Kitikmeot region by the RPAN board on Aug. 3. The vacancy was created after Val Kogvek of Gjoa Haven was elected vice-president of RPAN at its annual general meeting earlier this year.

Dawn Currie, RPAN's executive director, said the appointment was unanimous and had to be under the association's by-laws.

He wasn't finished, though, and the second part of his response floored me – almost: “However, you seem to have found an audience for it and people seem to like it, as do I. It gives me a chuckle. Keep it going.”

Yes, sir, Mr. Sigvaldason. Was there any doubt this column was a stupid idea? Sig liked it … never in doubt, eh, Bruce?

In all seriousness, Sig's passing leaves a legacy that very few in the media landscape can say. He built a Northern media empire – still independent, I might add – from his kitchen table starting in 1972 and eventually went on to buy the place which fired him, News of the North, which we now call News/North. I especially like the story of how he took great delight in sticking it to the city of Yellowknife when they turned him down for a start-up grant because they didn't think he would be

Sealift delays vex Nunavut Shipping companies blame extensive ice, too few Coast Guard ships

Impassable sea ice in some Nunavut waters coupled with too few Coast Guard ships has led to sealift delays of up to three weeks this year, according to the heads of sealift companies serving Nunavut.

Getting caught up will be a challenge, said Waguih Rayes, general manager of Nunavut Sealink and Supply Inc. "That worries me a lot... I have nine ships operating and even with that I have a hard time recuperating the time we lost at the beginning of the season (in early July)," he said, acknowledging that many business customers are reliant on timely deliveries to meet their project schedules.

Ships unable to make it to shore at one Nunavut location will sail to another community to deliver cargo and hope to get into the first intended destination on the way back, Rayes explained, adding that there's been "a lot of improvising" taking place this year.

"Us here, we know, we feel, we understand what essential service means when it pertains to the communities, but it appears that no one else is interested in acknowledging and doing something about it.

"That is becoming very frustrating."

Paquin said it's difficult to forecast how ice conditions will be in the High Arctic in the coming weeks as cargo ships head farther north.

She quickly consulted the most recent ice data available on Aug. 10.

"It's still not open. We have time but it's not open yet. Not good. That's going to be challenging," she said, between pauses.

"We'll have to see. It's still early. We're not going to panic today."

Teacher shortages could delay school year in six communities Northern News Services

Classes could start later than expected for some students in six communities due to teacher shortages. The bulk of the 66.5 teaching vacancies that the Government of Nunavut still had to fill as of Aug. 15 exist in Arctic Bay, Cape Dorset, Clyde River, Iglulik, Iqaluit and Kimmirut, according to Heather Moffett, the Department of Education's director of corporate services.

"These communities may experience some disruption for students but all schools are working diligently to mitigate those effects," stated Mof-

fett. "We are still staffing positions so the plans change rapidly as new hires are found either within or external to the community."

By comparison, Nunavut had 58 teaching vacancies as of Sept. 1, 2017.

Nineteen of those teachers were never found, some of them due to a lack of available housing, Moffett noted. Another 14 teachers resigned over the course of the school year.

The majority of provinces and territories are struggling to fill positions due to a shortage within the profession, according to Moffett.

Power plant break-in cuts Kug's electricity

Kugluktuk Residents of Kugluktuk lost power on Aug. 13 following a break and enter at the community's power plant, according to the RCMP. The culprits got into the building through a window, the police stated.

They then turned off all of the breakers, cutting power, which was later restored.

The police are seeking information from the public as they continue their investigation. Anyone with knowledge of the incident is asked contact the Kugluktuk RCMP at 867-982-0123 or Crime Stoppers at 1-800-222-8477.

All-terrain vehicle accident claims two lives

Gjoa Haven Two men died when an all-terrain

vehicle overturned on Aug. 11 on the outskirts of Gjoa Haven, according to RCMP. The incident occurred during the early morning hours, about 30 km outside of the community, the RCMP stated in a news release issued Aug. 13.

Upon being notified, police officers, with assistance from local residents, travelled to the scene and found the two men deceased.

Gjoa Haven RCMP are continuing their investigation in conjunction with the Coroner's Office.

The names of the deceased have not been released.
